Paraguay president lands in Israel for Jerusalem embassy opening-Horacio Cartes greeted at airport by Likud minister, who thanks him for his 'brave leadership'; new mission to be inaugurated Monday-By TOI staff-21 May 2018, 11:41 pm
Paraguay’s President Horacio Cartes arrived in Israel Sunday evening ahead of the opening of his country’s embassy in Jerusalem this week.Cartes was greeted at the airport by Public Security Minister Gilad Erdan, who praised him for moving the Paraguayan embassy in Israel to Jerusalem.“I thanked the president for his decision that testifies to the depth of countries’ ties and his brave leadership. Another state leader that chooses truth and strengthens our sovereignty in our capital,” Erdan tweeted.Paraguay is set to open its new mission in Jerusalem on Monday, making it the third country to do so after the United States and Guatemala opened their embassies in the city last week.Following the embassy inauguration, Cartes will attend a reception at the Foreign Ministry attended by Prime Minister Benjamin Netanyahu, Foreign Ministry spokesman Emmanuel Nahshon said. The Embassy of Paraguay is the third embassy to be opened in one week in #Jerusalem. Those are extraordinary times, in which our beloved capital receives its due international recognition. A great time for Israeli diplomacy !???????????????????????? and many more to come !????????????????@IsraelMFA— Emmanuel Nahshon (@EmmanuelNahshon) May 20, 2018-Last month, Cartes said he wanted to relocate the country’s embassy to Jerusalem before the end of his presidential term in August. The decision has been controversial in Paraguay. It comes less than two months before Mario Abdo Benitez replaces Cartes, and the president-elect has said he wasn’t consulted.Israel claims the entire city as its eternal capital. Palestinians seek East Jerusalem as their future capital and have been infuriated by the embassy moves. Most countries maintain embassies in Tel Aviv and have balked at moving them until the international legal status of the city has been resolved in negotiations between Israel and the Palestinians. In addition to the US, Guatemala and Paraguay, a number of other countries have expressed interest in moving their embassies to Israel, among them Honduras, the Czech Republic and Romania.US President Donald Trump bucked longstanding international consensus with his December 6 recognition of Jerusalem as Israel’s capital, when he also announced he would move the embassy to the city.In a video message shown at Monday’s embassy inauguration, Trump said his recognition was of the “plain reality that Israel’s capital is Jerusalem,” noting that the city houses Israel’s main governmental facilities, Supreme Court, Prime Minister’s Office and president’s home.He also stressed that the US remains committed to facilitating an Israeli-Palestinian peace deal and called for Israel to preserve the status quo at religious sites in Jerusalem.AP contributed to this report.
Pope says ‘dialogue and reconciliation’ needed after deadly week in Gaza-At Sunday mass, pontiff notes 'heartrending' situation in Palestinian enclave after 64 reported killed in border clashes-By TOI staff and AP-21 May 2018, 6:36 pm
Pope Francis said Sunday that “gestures of dialogue and reconciliation” were needed for the Holy Land and all the Middle East, days after violent protests along the Gaza border reportedly saw 64 Palestinians killed. He told faithful in St. Peter’s Square Sunday he had “united himself spiritually” to a prayer vigil held Saturday in Jerusalem, which, he noted, is holy for Jews, Christians and Muslims. Earlier, during Mass Sunday, Francis cited the “heartrending” situation in Gaza and prayed that hearts be changed so peace arrives.Gaza’s Hamas-run health ministry said Saturday the number of Palestinians killed by Israeli forces during border clashes earlier in the week had risen to 64, with more than 2,700 wounded in the violent protests timed to coincide with the opening of the US embassy in Jerusalem Monday.Hamas has admitted that 50 of the dead were members of the terrorist group. Three others were Islamic Jihad members.Earlier in the week, Francis said he was “very worried” by escalating violence in the region and called for “dialogue, justice and peace.”Francis has on several occasions expressed support for a two-state solution to the Israeli-Palestinian conflict, indirectly criticizing US President Donald Trump’s decision to recognize Jerusalem as the capital of Israel.Washington’s recognition of Jerusalem and the moving of its embassy there on Monday deeply angered Palestinians, who seek the city’s eastern half as the capital of their future state. The weeks-long campaign against Israel along the Gaza border was scheduled to end after the US embassy move, but Hamas leaders have said they want them to continue. About 1,000 protesters took part in demonstrations Friday. The Palestinian deaths during the protests were met with international outrage. Israel says that some of those killed were involved in planting explosives or firing on soldiers and that Hamas was using the border protests as cover to stage terror attacks. On Friday, the UN Human Rights Council ordered an investigation into the killings. Israel said it would not cooperate, and the US blocked the measure and castigated the move as “shameful.”
Suffering chest pains, Abbas taken to hospital for the third time in a week-Sources say PA leader had trouble walking, has fever and may have pneumonia; his office says he is following up on ear surgery from last week-By TOI staff-21 May 2018, 2:35 pm
Palestinian Authority President Mahmoud Abbas was taken to a Ramallah hospital Sunday for the third time in a week.Sources told Israel’s Channel 10 and the AFP news agency that he was suffering from chest pains.A Palestinian official told the Associated Press Abbas had a fever. He was still hospitalized on Sunday evening.Israel’s Channel 10 news said he was rushed to the hospital, and that eyewitnesses said he “had trouble walking” and even “needed artificial respiration” at the hospital. The TV report stressed that the hospital had not confirmed this. The report quoted hospital sources saying Abbas had a chest infection, and had been given antibiotics. His office said Abbas was undergoing a followup examination after having surgery in his ear Tuesday, and that doctors said he was in “satisfactory” condition.A PA source earlier Sunday told the Ynet news website the Palestinian leader had been suffering from chest pains. “It might be pneumonia,” the source said. “He’s being examined at the hospital.”The top PLO official Saeb Erekat was quoted by Channel 10 on Sunday afternoon saying he had just visited Abbas. Eerekat said Abbas’s “condition is good,” and that he expected Abbas to leave hospital on Monday or Tuesday. He was being kept under observation, Erekat was quoted saying.A hospital source later told Hadashot TV Abbas would likely be discharged on Monday.Last Tuesday Abbas, 83, underwent surgery in his ear which he described as “minor,” telling The Times of Israel he was in good shape. On Saturday he was briefly taken to hospital again, with his office saying he had gone to follow up on the operation. The PA source had insisted Sunday’s health incident was not tied to the PA leader’s visits to the hospital last week.Abbas earlier in the week dismissed rumors of declining health. A heavy smoker, he has a long history of health issues, ranging from heart troubles to a bout of prostate cancer a decade ago. Last summer, he dispelled rumors he had suffered a stroke.Abbas has not designated a successor, and the Palestinians have not held presidential elections since 2005 because of the split between Abbas’s Fatah party and the Hamas terror group, which rules Gaza.Agencies contributed to this report.
Palestinian President hospitalized, condition 'reassuring' says doctor-[Reuters]-By Ali Sawafta-YAHOONEWS-May 21, 2018
RAMALLAH (Reuters) - Palestinian President Mahmoud Abbas was hospitalized in the West Bank on Sunday, doctors and Palestinian officials said, giving conflicting accounts of the leader’s condition. It is the third time Abbas, 82, has been hospitalized in less than a week. He is expected to stay at least overnight.Abbas underwent minor ear surgery on Tuesday but went back into al-Istishari Hospital in Ramallah briefly overnight on Saturday/Sunday, the official Palestinian news agency Wafa said.He was then rushed back later on Sunday, for what doctors described only as "medical tests".Dr. Saed al-Sarahneh, medical director of the hospital, spoke outside the private hospital late Sunday, saying that Abbas had entered in the morning "for medical tests after the surgery he had three days ago in his middle ear. All the tests are normal and his medical condition is reassuring."The Palestine Liberation Organization (PLO), which is headed by Abbas, said on its Twitter account that Palestinian chief negotiator Saeb Erekat had visited the leader in hospital and quoted Erekat as saying: "the President is in good health".An aide to Erekat said that Abbas had talked and joked with him, and that Abbas was expected to leave hospital tomorrow or the day after. One Palestinian official in Ramallah said Abbas had gone back in because of complications after Tuesday’s ear surgery. Abbas had been running a high temperature, he said, "so doctors advised that he go back into hospital".However, a source at al-Istishari hospital said the president's condition was unrelated to the ear operation."The president will stay in hospital until tomorrow. He is being given antibiotics to treat an inflammation in the chest," said the hospital source, who spoke on condition of anonymity because he or she was not authorized to speak with the media.Abbas, a heavy smoker, was hospitalized in the United States for medical checks in February during a trip to address the U.N. Security Council. The Western-backed leader became Palestinian president after the death in 2004 of his predecessor, Yasser Arafat. He pursued U.S.-led peace talks with Israel but the negotiations broke down in 2014.He is also chairman of the executive committee of the PLO, a position to which he was re-elected unopposed on May 4.Abbas' hospitalization has coincided with an escalation in Israeli-Palestinian tensions after Israeli troops shot dead dozens of Palestinian protesters on the Gaza border on May 14 as the new U.S. Embassy opened in Jerusalem. The Gaza Strip is controlled by the Islamist group Hamas, a bitter political rival of Abbas's secular Fatah movement.(Reporting by Ali Sawafta and Nidal al-Mughrabi; Writing by Maayan Lubell; Editing by Stephen Farrell, Dale Hudson, William Maclean)
U.S. sees strong shared interests with EU on Iran concerns-[Reuters]-YAHOONEWS-May 21, 2018
WASHINGTON/BERLIN (Reuters) - The United States on Sunday said it hopes to use strong shared interests that have emerged with its European Union partners in recent months to move forward on addressing Iran's nuclear program, missile development and role in regional conflicts.A State Department official said the shared interests could form a "foundation to continue to work together moving forward."Iran said on Sunday that it would join a meeting with diplomats from Britain, Germany, France, China and Russia in Vienna on Friday to discuss next steps after the May 8 decision by U.S. President Donald Trump to exit the 2015 nuclear accord. It said Washington would not participate in the meeting of the joint commission set up by the six world powers, Iran and the European Union to handle any complaints about the deal's implementation. The German newspaper Welt am Sonntag cited an unnamed senior EU official as saying there were also discussions about a possible new pact between Iran and world powers that would cover the same ground as the 2015 deal but with some additions to appease the United States. These could include provisions to address U.S. concerns over Iran's ballistic missile program and Tehran's support of armed groups in the Middle East, the source said."We have to get away from the name 'Vienna nuclear agreement' and add in a few additional elements. Only that will convince President Trump to agree and lift sanctions again," the senior EU official told the paper.Such an agreement could in the future include financial aid for Iran, the report said. The State Department official said Washington hoped the EU would focus "on the central issue here: Iran's multiple set of malign behaviors with regard to its nuclear program, missile development, terrorism, regional conflicts, and other issues."Three EU sources who were part of negotiations to keep Trump from quitting the nuclear deal said Friday's meeting would address only the implementation of the 2015 deal, but not offer Iran financial aid in exchange for concessions. In Tehran, Iranian Foreign Ministry spokesman Bahram Qasemi rejected reports of a proposed new agreement as "irrelevant claims", the semi-official Tasnim news agency reported."A meeting set for the next few days for the first joint commission without the United States ... will only cover issues of the nuclear accord between Iran and the other members," Qasemi said.Earlier, Deputy Foreign Minister Abbas Araqchi said on state television that the "joint commission ... will be held at Iran's request, and without the United States, to discuss the consequences of America's withdrawal, and how the remaining countries can continue their commitment to the deal."On Monday, U.S. Secretary of State Mike Pompeo will outline a "diplomatic roadmap" and call for broad support from European and other allies to apply pressure on Iran to force it back to the negotiating table, as well as their support to address "the totality of Iran's threats".(Reporting by Andrea Shalal in Berlin and Damon Darlin in Washington, Additional reporting by Parisa Hafezi in Ankara, Editing by Raissa Kasolowsky, Dale Hudson, William Maclean)
Spain to maintain control of Catalonia: El Pais-[Reuters]-By Paul Day-YAHOONEWS-May 21, 2018
MADRID (Reuters) - Spain's Prime Minister Mariano Rajoy plans to maintain central government control over Catalonia after the regional leader nominated imprisoned and exiled politicians to join his cabinet, El Pais said on Sunday.Catalonia's new leader Quim Torra named his cabinet on Saturday, although the inclusion of politicians who are either in jail awaiting trial or in self-imposed exile for their part in its independence drive was denounced as provocation by the Madrid government.Pro-independence parties won a slim majority in Catalonia in an election in December but have since failed to form a government that includes candidates eligible to serve.Rajoy has said that, once a full and legal government was running in Catalonia, he would return direct rule to the region. However, Torra's cabinet choices of Jordi Turull and Josep Rull, who are both on remand, and Antoni Comin and Lluis Puig i Gordi, now in Brussels and also wanted by the Spanish police, threatens to keep the region in political limbo. In a statement on Saturday, the government said it would have to analyze the viability of the new Catalan government, which must be ratified by Madrid before it can take power, given the legal status of some of the proposed candidates.Spain's constitution prohibits any separation of regions from the rest of the country and many Catalan politicians and civic leaders involved in the secession attempt are now either facing court proceedings in jail or on bail, or are in self-imposed exile.Charges include rebellion, disobedience and misappropriation of public funds.Rajoy spoke to opposition Socialist leader Pedro Sanchez and Ciudadanos leader Albert Rivera about the Catalonia situation on Saturday, his press office confirmed on Sunday. The Socialists would support any decision by the government to block the formation of a Catalan cabinet which included members in prison or in exile, Sanchez said in an interview with newspaper La Razon published on Sunday."Besides being a provocation, which it is, its a move to undermine the institution of the (Catalan government) perpetrated by its own president ... I agree with the government; until there's a Catalan government, 155 will continue to be applied," Sanchez said.Madrid took over Catalonia's government in October via article 155 of the constitution after the then-leader Carles Puigdemont, currently in Berlin awaiting a decision on his extradition to Spain, held a ballot on secession before unilaterally declaring the region's independence.(Reporting by Paul Day; Editing by Keith Weir)

Hawaii reports first serious injury from volcano-[Reuters]-By Terray Sylvester-YAHOONEWS-May 21, 2018
PAHOA, Hawaii (Reuters) - A stream of lava blocked a Hawaii highway on Sunday that serves as an escape route for coastal residents, while the first known serious injury was reported from fresh explosive eruptions from the Kilauea volcano.A homeowner on Noni Farms Road who was on a third-floor balcony had his leg shattered from his shin to his foot when hit by lava spatter, said Janet Snyder, a spokesperson for the Office of the Mayor, County of Hawaii. She added that lava spatters "can weigh as much as a refrigerator and even small pieces of spatter can kill." No other information was immediately available. As magma destroyed four more homes, molten rock from two huge cracks merged into a single stream, threatening to block other escape routes and touching off brush fires. The erupting lava, which can reach a blistering 2,000 degrees Fahrenheit (1,093 degrees Celsius), crossed Highway 137 shortly before midnight local time (1000 GMT), Hawaii's Civil Defense Agency said, and sent lava flowing into the ocean. That prompted warnings of laze -- clouds of hydrochloric acid and steam embedded with fine glass particles formed when hot lava hits ocean water.-CLEARING A PATH-Authorities were trying Sunday to open up a road that was blocked by lava in 2014 to serve as an alternative escape route, Jessica Ferracane of the National Park Service told reporters. The park service is working to bulldoze almost a mile of hardened lava out of the way on nearby Highway 11, which has been impassable, she added. The Hawaii National Guard has warned of mandatory evacuations if more roads become blocked. But officials went house-to-house in the area to urge more residents to flee, Snyder said, though no head count of the new evacuation was available early Sunday. For weeks, geologists have warned that hotter, fresher magma from Kilauea's summit would run underground and emerge some 25 miles east in the lower Puna district, where older, cooler lava has already destroyed 44 homes and other structures."Summit magma has arrived," U.S. Geological Survey scientist Wendy Stovall said on a conference call with reporters."There is much more stuff coming out of the ground and its going to produce flows that will move much further away."Fountains of bright orange lava were seen spouting at least 20-feet high, and spewing rivers of molten rock on Saturday.Carolyn Pearcheta, operational geologist at the Hawaii Volcano Authority, told reporters that hotter and more viscous lava could be on the way, with fountains spurting as high as 600 feet, as seen in a 1955 eruption."We've seen the clearing out of the system," she said. "We call that the 'throat clearing' phase."-NEW EXPLOSIVE ERUPTION-At the volcano's summit, another large explosive eruption occurred around midnight, sending up a nearly two-mile-high ash plume (10,000 feet), according to the Hawaiian Volcano Observatory.Scientists expect a series of eruptions from Kilauea, one of the world's most active volcanoes, that could spread ash and volcanic smog across the Big Island, the southernmost of the Hawaiian archipelago. That could pose a hazard to aircraft if it blows into their routes at around 30,000 feet (9,144 meters).Around 2,000 residents of Leilani Estates and Laipuna Gardens housing areas near Pahoa, about 30 miles (48 km) south of Hilo, were ordered to evacuate due to at least 22 volcanic cracks that have opened. Many thousands more residents have voluntarily left their homes due to life-threatening levels of toxic sulfur dioxide gas spewing from vents in the volcanic fissures.(Reporting by Terray Sylvester, additional reporting and writing by Andrew Hay in Taos, New Mexico and Rich McKay in Atlanta; Editing by Mark Potter and Keith Weir)
Hawaii lava flow ramps up as new magma mixes with old-[The Canadian Press]-YAHOONEWS-May 21, 2018
PAHOA, Hawaii — Lava oozing out of cracks for two weeks in rural Hawaii neighbourhoods took on new characteristics as fresher magma mixed with decades-old magma, sending a flow toward the ocean Saturday.Since a first fissure opened in a community on May 3, lava was mostly spattering up and collecting at the edges of the cracks in the ground. Two neighbourhoods with nearly 2,000 people were forced to evacuate as lava claimed 40 structures. On Friday afternoon, the lava changed dramatically with one fissure ramping up and sending a flow across a road, destroying four more homes and isolating residents, some of whom had to be air-lifted to safety. The change is attributed to new magma mixing with 1955-era magma in the ground, creating hotter and more fluid flows, scientists said."There's much more stuff coming out of the ground and it's going to produce flows that move further away," said Wendy Stovall, a U.S. Geological Survey volcanologist.By Saturday morning, two of 22 fissures had merged, creating a wide flow advancing at rates of up to 300 yards (274 metres ) per hour. Aerial footage from the USGS showed fast-moving lava advancing to the southeast. The flow was 1.5 miles (2.4 kilometres ) from the ocean, scientists said.In the background, the footage showed lava fountaining 328 feet (100 metres ) high at one of the fissures. The fountains are created by vents closing, forcing magma to burst through a single outpoint, Stovall said.If lava threatens main highways, more people will be told to prepare for voluntary evacuation.A lava flow was less than a mile ( kilometre ) away from Highway 137 and would reach it in a matter of hours, officials warned Saturday afternoon. No one lives in its path and another highway remained open as an escape route, said Hawaii County spokeswoman Janet Snyder.A handful of people were trapped when lava crossed a road Friday and some of them needed to be airlifted to safety."They shouldn't be in that area," said County Managing Director Wil Okabe. He wants people to heed evacuation warnings.Edwin Montoya, who lives with his daughter on her farm near the site where lava crossed the road and cut off access, said the fissure opened and grew quickly."It was just a little crack in the ground, with a little lava coming out," he said. "Now it's a big crater that opened up where the small little crack in the ground was."Experts are uncertain about when the volcano might calm down. The Big Island volcano released a small explosion at its summit just before midnight Friday, sending an ash cloud 10,000 feet (3,048 metres ) into the sky. The USGS's Hawaiian Volcano Observatory said eruptions that create even minor amounts of ashfall could occur at any time. This follows the more explosive eruption Thursday, which emitted ash and rocks thousands of feet into the sky. No one was injured and there were no reports of damaged property. It came two weeks after the volcano began sending lava flows into neighbourhoods 25 miles (40 kilometres ) to the east of the summit.Several open fissure vents are still producing lava splatter and flow in evacuated areas. Gas is also pouring from the vents, cloaking homes and trees in smoke.Meanwhile, more explosive eruptions from the summit are possible."We have no way of knowing whether this is really the beginning or toward the end of this eruption," said Tom Shea, a volcanologist at the University of Hawaii. "We're kind of all right now in this world of uncertainty."U.S. government scientists, however, are trying to pin down those signals "so we have a little better warning," said Wendy Stovall, a volcanologist with the observatory. The greatest ongoing hazard stems from the lava flows and the hot, toxic gases spewing from open fissure vents close to homes and critical infrastructure, said Charles Mandeville of the U.S. Geological Survey's volcano hazards program.Authorities have been measuring gases, including sulfur dioxide, rising in little puffs from open vents. The area affected by lava and ash is small compared to the Big Island, which is about 4,000 square miles. Most of the island and the rest of the Hawaiian chain is unaffected by the volcanic activity on Kilauea.State and local officials have been reminding tourists that flights in and out of the entire state, including the Big Island, have not been impacted. Even on the Big Island, most tourist activities are still available and businesses are open.___Kelleher reported from Honolulu. Texas mourners endure grief that 'none of us can comprehend'-[Associated Press]-Juan a. Lozano and Claire Galofaro, Associated Press-YAHOONEWS-May 21, 2018
SANTA FE, Texas (AP) -- Congregations in this deeply religious community near Houston gathered Sunday for their first services since a gunman blasted his way into the high school and killed 10 people, with one pastor lamenting the grief "that none of us can comprehend."Just two days after the deaths of eight students and two substitute teachers, the pastor of the Dayspring Church acknowledged the pain wracking Santa Fe, a town of 13,000."They will never be forgotten in this community, these young people, children just going to school," said Brad Drake, who then read the names of the dead, including a slain student who attended services at Dayspring."We have families today that are grieving a grief that none of us can comprehend."The family of the slain student, Angelique Ramirez, did not attend the service. She was a member of the church's youth ministry, Drake said."She was a sweet young lady, had a style all of her own," he recalled. "She almost always had a new hairstyle."Kelly Ward, who runs a ministry in Springfield, Missouri, and is a licensed counselor, took the stage to urge congregants not to hold in their emotions."How do we get through this? What do we do?" Ward asked. "The answer is to let everyone grieve, including yourselves."He said people can help grieving family or friends simply by listening."No words are going to fix this. But your presence, being there is what the families need," Ward said. "Why is our presence so important? Because dwelling in us is the spirit of God."Church leaders wore green T-shirts with gold lettering —the colors of Santa Fe High School. Inside an outline of the state of Texas, the letters spelled out a verse from 2 Corinthians 4:8-9: "We are hard pressed on every side, but not crushed; perplexed, but not in despair; persecuted, but not abandoned; struck down, but not destroyed."In a nearby church kitchen, parishioners prepared plates of barbecue to be sold after the service, with all the proceeds going to victims' families. At Arcadia First Baptist Church, Texas Gov. Greg Abbott hugged parishioners as they arrived. Among them was Monica Bracknell, an 18-year-old senior who survived the shooting. She stopped to tell the governor that the attack should not be turned into a political battle over gun control.Surrounded by television cameras, photographers and reporters, she told Abbott guns were not to blame."People are making this into a political issue," she said she told him. "This is not a political issue. It's not a gun-law issue."It was not the first time faith in Santa Fe has been tested with the whole country watching. In 2000, the city was at the center of a landmark U.S. Supreme Court decision that banned students from leading pregame prayer over loudspeakers. The court ruled 6-3 that the school district's policy of allowing student-led prayers at campus events violated the constitutionally required separation of church and state. Justices said giving students a public forum for prayer was effectively sponsoring the message. Also Sunday, Texas Lt. Gov. Dan Patrick called for a "hardening" of the nation's school buildings in the wake of the attack.Patrick, a Republican, blamed a "culture of violence" and said more needs to be done to keep shooters away from students, such as restricting school entrances and arming teachers."When you're facing someone who's an active shooter, the best way to take that shooter down is with a gun. But even better than that is four to five guns to one," he told CNN's "State of the Union."On ABC's "The Week," Patrick said he supports background checks for gun purchasers but stressed that "gun regulation starts at home."Meanwhile, families planned funerals. Services for 17-year-old Pakistani exchange student Sabika Sheikh took place Sunday at a mosque in suburban Houston. Her father, Abdul Aziz Sheikh, described his daughter as an accomplished student who aspired to work in civil service and hoped one day to join Pakistan's foreign office. Her body is to be returned to Karachi. The 17-year-old suspect, Dmitrios Pagourtzis, has been jailed on capital murder charges. In their first statement since the massacre, Pagourtzis' family said Saturday that the bloodshed "seems incompatible with the boy we love.""We are as shocked and confused as anyone else by these events," said the statement, which offered prayers and condolences to the victims.Relatives said they remained "mostly in the dark about the specifics" of the attack and shared "the public's hunger for answers."The suspect's attorney, Nicholas Poehl, said he was investigating whether his client endured any "teacher-on-student" bullying after reading reports of Pagourtzis being mistreated by football coaches. In an online statement, the school district said it investigated the accusations and "confirmed that these reports were untrue."Poehl said that there was no history of mental health issues with his client, though there may be "some indications of family history." He said it was too early to elaborate.___Associated Press Writer Paul J. Devastating:' multiple fires burn through downtown Brandon, Man.-[The Canadian Press]-YAHOONEWS-May 21, 2018
BRANDON, Man. — A blaze that Premier Brian Pallister called "massive" has burned through several buildings in downtown Brandon, Man., including one with dozens of apartments managed by community groups."It's just devastating. We're thinking of all the families that live in that building," said Debbie Huntinghawk, president of the Brandon Friendship Centre, which managed one of the five floors in the 58-suite Massey Manor.Brian Kayes, Brandon's director of risk and emergency management, said the fire broke out in an office and school supplies store across the street from Massey Manor at around noon on Saturday, then spread to the apartment building as well as a bar and beer store. At the fire's peak Saturday afternoon, city officials warned that embers were drifting "a significant distance" and were threatening to spark more fires. Reinforcements from outside the city, including firefighters from Canadian Forces Base Shilo, arrived to help stop the blaze, which destroyed or severely damaged multiple buildings in the city's core.Kayes said it did not appear anyone was injured."The people that lived in Massey Manor went outside to watch the fire and then unbeknownst to them, their building caught fire. So pretty well everyone had already evacuated from that building to watch the fire," Kayes explained.Pallister posted a message on Twitter early Saturday afternoon as the fire raged, along with a photo that appeared to show one of the buildings consumed by flames."Watching with deep concern as a massive fire devours downtown Brandon landmarks. Thanks to Brandon firefighters and police personnel for keeping Brandonites safe," the premier tweeted.Massey Manor was originally constructed as an agricultural supply store and warehouse, and was converted to apartments in the past decade through a partnership between the Canadian Mental Health Association, the Brandon Friendship Centre and Habitat for Humanity. The Brandon Friendship Centre provides services to the Indigenous community, and the residents on its floor included single mothers with young children, according to Huntinghawk.Huntinghawk said she saw the smoke from her house and began walking towards the downtown, immediately fearing for Massey Manor. She said she was relieved at first to learn that the fire was only in the building across the street, but when she reached the roadblocks that were several blocks away, embers were falling on the crowds that had gathered. Her group's executive director texted Huntinghawk with updates, saying some embers were landing on Massey Manor and it wasn't long before the building was on fire.According to Lorne Mosionier, a board member with the group, flames burned through the top two floors, while the lower floors have serious water damage."You can't live in it now and probably the whole building would be a loss, no doubt," Mosionier said.Kayes said late Saturday that the danger that the fire would continue spreading to other buildings appeared to have passed. He said firefighters were mostly mopping up, using backhoes to pull down walls to get at the flames that remained. The public was still being kept well back of the area, he said. The Canadian Red Cross said it would be accepting registrations from people displaced from their homes by the flames.— By Rob Drinkwater in Edmonton-The Canadian Press-Note to readers: This is a corrected story. A previous version said there were 56 suites in Massey Manor.
Trump to demand DOJ review claims of FBI spy on campaign-[The Canadian Press]-May 21, 2018
WASHINGTON — President Donald Trump said Sunday that he will "demand" this week that the Justice Department open an investigation into whether the FBI infiltrated his presidential campaign for political purposes and whether any demands or requests for such action originated with the Obama administration.Trump tweeted: "I hereby demand, and will do so officially tomorrow, that the Department of Justice look into whether or not the FBI/DOJ infiltrated or surveilled the Trump Campaign for Political Purposes - and if any such demands or requests were made by people within the Obama Administration!"The Justice Department declined to comment.Trump has been promoting a theory circulating in conservative circles about a possible FBI spy on the campaign, though his attorney has cast doubt on it.Rudy Giuliani, who represents Trump in the ongoing special counsel's investigation into Russian meddling in the 2016 presidential election, said in a television interview last week that neither he nor Trump knows for certain if there was a spy on the campaign. Giuliani said they had been told of "some kind of infiltration."In any event, the Justice Department's internal watchdog is already examining Republican complaints of FBI misconduct in the early stages of the Russia investigation.Inspector General Michael E. Horowitz announced an investigation in March at the request of Attorney General Jeff Sessions and congressional Republicans. Sessions and the lawmakers had urged Horowitz to review whether FBI and Justice Department officials abused their surveillance powers by using information compiled by Christopher Steele, a former British spy, and paid for by Democrats as part of the basis to justify monitoring Carter Page, a former campaign adviser to Trump.Horowitz said his office will look at those claims as well as communications between Steele and DOJ and FBI officials.Trump did not elaborate on the promised "demand," which he included in one of a series of tweets he sent throughout the day Sunday. On Saturday, Trump tweeted, "If the FBI or DOJ was infiltrating a campaign for the benefit of another campaign, that is a really big deal." He said only the release or review of documents the House Intelligence Committee is seeking from the Justice Department "can give conclusive answers."The White House did not immediately respond to a request for comment.Rep. Adam Schiff of California, the senior Democrat on the House Intelligence Committee, called Trump's claim of an embedded spy "nonsense.""His 'demand' DOJ investigate something they know to be untrue is an abuse of power, and an effort to distract from his growing legal problems," Schiff said on Twitter. "Never mind that DOJ has warned that lives and alliances are at risk. He doesn't care."The GOP-led House Intelligence Committee closed its Russian meddling probe last month, saying it found no evidence of collusion or co-ordination between Trump's campaign and Russia, which special counsel Robert Mueller is looking into. Schiff and other committee Democrats were furious and argued that Republicans had not subpoenaed many witnessed they considered essential to the committee's work.Trump last week accused the Justice Department of trying to frame him by planting a spy in his 2016 campaign. Trump quoted Fox Business anchor David Asman and tweeted Friday: "Apparently the DOJ put a Spy in the Trump Campaign. This has never been done before and by any means necessary, they are out to frame Donald Trump for crimes he didn't commit."But when asked whether there was an informant on the campaign, Giuliani told CNN, "I don't know for sure, nor does the president, if there really was one," though he said they have long been told there was "some kind of infiltration."Earlier this month, the National Review raised the question of a possible FBI spy in Trump's campaign. The article cites work by Republican Rep. Devin Nunes of California, an ardent Trump supporter and chairman of the House Intelligence Committee, who has demanded information on an FBI source in the Russia investigation. Opponents of Nunes' request have stressed the need to protect intelligence sources and methods. The New York Times reported separately last week that at least one government informant met several times with Page and George Papadopoulos, another former foreign policy adviser on Trump's campaign. The Times reported, citing current and former FBI officials, that the informant talked to Page and Papadopoulos because they had suspicious contacts linked to Russia.Papadopoulos was charged last year in Mueller's investigation and pleaded guilty to lying to the FBI. He has agreed to co-operate with prosecutors.Sunday was not the first time that Trump accused his predecessor of politically motivated activity against him.Without substantiation, Trump tweeted in March 2017 that former President Barack Obama had conducted surveillance the previous October at Trump Tower, the New York skyscraper where Trump ran his campaign and transition and maintains a residence. Then-FBI Director James Comey later testified to Congress that internal reviews found no information to support the president's tweets. Trump later fired Comey over the bureau's Russia investigation.___Follow Darlene Superville on Twitter: http://www.twitter.com/dsupervilleap-Darlene Superville, The Associated Press
Pope Francis names 14 new cardinals from five continents-[Reuters]-By Crispian Balmer-YAHOONEWS-May 20, 2018
VATICAN CITY (Reuters) - Pope Francis said on Sunday he would elevate 14 churchmen from five continents to the rank of cardinal, picking candidates who work with the poor or where Catholics are in a minority and putting his stamp on the group that will elect his successor.Making the surprise announcement during his weekly Sunday address, the pope said the new cardinals came from Italy, Spain, Portugal, Poland, Iraq, Pakistan, Japan, Madagascar, Peru, Mexico and Bolivia. They will be given their traditional red hats at a ceremony known as a consistory on June 29.Eleven of the group are under 80, the age limit for entering the secret conclave that will be called to elect a new pope once Francis dies or retires. These new appointments will bring the number of so-called elector cardinals to 125, five more than the limit of 120 established by Pope Paul VI for a conclave. Francis will have named almost half of the group since becoming pontiff in 2013.It will be Francis's fifth consistory and he has used each occasion to show support for the Church where Catholics are in a tiny minority, in this case Iraq, Pakistan and Japan.Christians in Iraq and Pakistan have faced death and discrimination in recent years, something Francis has repeatedly railed against, and by elevating prelates from those two nations he is sending a strong message of support to local churches.Underscoring his focus on the poor, Francis promoted Poland's Konrad Krajewski, who is the head of the Vatican alms office that has overseen numerous efforts to help the homeless in Rome, including setting up showers near St. Peter's Basilica. Two other senior Vatican officials were also moved into the top ranks of the Church - Spanish Bishop Luis Ladaria Ferrer, who is the head of the Vatican's doctrinal department, and Italian Archbishop Angelo Becciu, the deputy secretary of state.Italians have traditionally provided the Church with the majority of its cardinals, but Francis has tended to look further afield for his top prelates, passing Italy over altogether in his consistory a year ago.On Sunday, he put three on his list, but, in what is becoming something of a hallmark, he ignored some prelates based in major cities which traditionally have cardinals, like Turin and Venice, turning instead to smaller hubs - in this case the central city of L'Aquila. The full list of new elector cardinals is:-Louis Raphaël I Sako, 69, Chaldean Catholic patriarch of Babylon; Angelo De Donatis, 64, vicar general of Rome; Joseph Coutts, 72, archbishop of Karachi; António dos Santos Marto, 71, bishop of Leiria-Fatima; Pedro Barreto, 74, archbishop of Huancayo, Peru; Desiré Tsarahazana, 63, archbishop of Toamasina, Madagascar; Giuseppe Petrocchi, 69, archbishop of L'Aquila; Thomas Aquinas Manyo, 69, archbishop of Osaka, Japan; Spanish bishop Luis Ladaria, 74; Konrad Krajewski, 54, from Poland; Italian archbishop Angelo Becciu, 69.(This story removes reference to cardinals having to draw lots in paragraph six)(Additional reporting by Giulia Segreti and Phil Pullella; Editing Jason Neely, Mark Potter and Dale Hudson)

Cyclists tried to scare cougar but it attacked, killing 1-[The Canadian Press]-YAHOONEWS-May 21, 2018
SEATTLE — The two mountain bikers did what they were supposed to do when they noticed a mountain lion tailing them on a trail east of Seattle. They got off their bikes. They faced the beast, shouted and tried to spook it. After it charged, one even smacked the cougar with his bike, and it ran off.It wasn't enough, authorities said. When they got on their bikes again, the cougar returned, biting one of them on the head and shaking him. The second cyclist ran, and the animal dropped the first victim and pounced on him, killing him and dragging him back to what appeared to be its den, King County sheriff's Sgt. Ryan Abbott said."They did everything they were supposed to do," Abbott said Sunday. "But something was wrong with this cougar."The attack Saturday near North Bend, in the Cascade Mountain foothills 30 miles (48 kilometres ) east of Seattle, was the first fatal cougar attack in the state in 94 years. The 31-year-old Seattle man who was bitten first survived. Rescuers flew him to a hospital, where he was in satisfactory condition Sunday, Harborview Medical Center spokeswoman Susan Gregg said.Authorities would not confirm the names of the cyclists until the deceased victim, a 32-year-old Seattle resident, was formally identified. That was expected Monday. After the cougar attacked the second man, the first managed to get on his bike and ride off, looking back to see his friend being dragged into the trees, Abbott said. He rode for 2 miles (3 kilometres ) before he could get a cellphone signal to call 911.When rescuers arrived, it took about half an hour to find the second victim, who was dead with the cougar on top of him in what appeared to be a den-like area. An officer shot at it, and it ran off. Several hours later, Washington Department of Fish and Wildlife agents used dogs to track it to a nearby tree. They shot and killed it.Authorities plan to match DNA taken from the animal with DNA from the victims to be certain they killed the right cougar. They also plan to examine the cougar to see what might have been wrong with it.There are an estimated 2,000 cougars in Washington. Until the 1960s, the state paid hunters a bounty for killing them. Now, it allows 250 to be hunted in 50 designated zones. While they are sometimes known to kill livestock or pets, and though one even found its way into a park in Seattle in 2009, encounters with people in Washington state are rare.Attacks have become more common as people increasingly encroach on the animals' territory. In North America, there have been about 25 deadly attacks and 95 nonfatal attacks reported in the past century, but more attacks have been reported in the U.S. West and Canada over the past 20 years than in the previous 80, according to Fish and Wildlife.Experts say that people encountering the big cats in the wild should stop and pick up small children immediately. Because running and rapid movements can trigger the animal's prey drive, don't run. Instead, face the cougar, speak firmly and slowly back away — appearing as large as possible, such as by standing on a rock or stump or opening a sweatshirt or jacket.Keep your eyes on the animal and become more assertive if it doesn't back off. And if it does attack, fight back."The idea is to convince the cougar that you are not prey, but a potential danger," Fish and Wildlife advises on its website .Gene Johnson, The Associated Press.
Congo to begin vaccinating against Ebola on Monday-YAHOONEWS-May 21, 2018
KINSHASA, Congo — Congo will begin administering an experimental Ebola vaccine Monday in Mbandaka, the northwestern city of 1.2 million where the deadly disease has infected some residents, Congo's health minister announced."The vaccination campaign begins tomorrow, Monday, in Mbandaka, capital of the province. It will target, first, the health staff, the contacts of the sick and the contacts of the contacts," Minister of Health Oly Ilunga told The Associated Press Sunday. The death toll of the current Ebola outbreak has risen to 26.Initially, the campaign will target 600 people, mainly medical staff, contacts of suspected cases, and those who have been in contact with the contacts, said Ilunga. Officials are working urgently to prevent the disease from spreading beyond Mbandaka, which lies on the Congo River, a busy traffic corridor, and is an hour's flight from the capital.More than 4,000 doses are already in Congo and more are on the way, according to officials. The vaccine is still in the test stages, but it was effective in the West Africa outbreak a few years ago.A major challenge will be keeping the vaccines cold in this vast, impoverished, tropical country where infrastructure is poor.Four new cases have been confirmed as Ebola, said the health ministry in a statement released early Sunday. A total of 46 cases of hemorrhagic fever have been reported, including 21 confirmed cases of Ebola, 21 probable and four suspected.Congo President Joseph Kabila and his Cabinet agreed Saturday to increase funds for the Ebola emergency to more than $4 million. The Cabinet also endorsed the decision to provide free health care in the affected areas and to provide special care to all Ebola victims and their relatives. The spread of Ebola from a rural area to Mbandaka has raised alarm as Ebola can spread more quickly in urban centres . The fever can cause severe internal bleeding that is often fatal. The risk of Ebola spreading within Congo is "very high" and the disease could also move into nine neighbouring countries, the World Health Organization has warned. The WHO, however, stopped short of declaring the outbreak a global health emergency. WHO said there should not be restrictions to international travel or trade. While Congo has contained several Ebola outbreaks in the past, all of them were based in remote rural areas. The virus has twice made it to Kinshasa, Congo's capital of 10 million people, but was effectively contained. The outbreak was declared more than a week ago in Congo's remote northwest and its spread has some Congolese worried."Even if it's not happening here yet, I have to reduce contact with people. May God protect us in any case," Grace Ekofo, a 23-year-old student in Kinshasa, told AP.Schools in Mbandaka are implementing preventive measures by instructing students not to greet each other by shaking hands or kissing, said teacher Jean Mopono, 53."We pray that this epidemic does not take place here," Mopono said. The WHO appears to be moving swiftly to contain this latest epidemic, experts said. The health organization was accused of bungling its response to the earlier West Africa outbreak —the biggest Ebola outbreak in history which resulted in more than 11,000 deaths. There is "strong reason to believe this situation can be brought under control," said Robert Steffen, who chaired the WHO expert meeting last week. But without a vigorous response, "the situation is likely to deteriorate significantly," he said. This is Congo's ninth Ebola outbreak since 1976, when the disease was first identified. The virus is initially transmitted to people from wild animals, including bats and monkeys. It is spread via contact with bodily fluids of those infected. There is no specific treatment for Ebola. Symptoms include fever, vomiting, diarrhea, muscle pain and at times internal and external bleeding. The virus can be fatal in up to 90 per cent of cases, depending on the strain.___Follow Africa news at https://twitter.com/AP_Africa-Saleh Mwanamilongo, The Associated Press.

Reports: IS fighters vacating outskirts of Syria's capital-[The Canadian Press]-YAHOONEWS-May 21, 2018
BEIRUT — A cease-fire between Syrian government forces and Islamic State militants in the southern neighbourhoods of Damascus has held for 24 hours amid reports that some of the fighters were permitted to leave, a Syrian war monitoring group said Sunday.Syria's official state news agency and government officials denied reaching a deal to allow the militants to evacuate Yarmouk and adjacent areas. State-run al-Ikhbariya TV said government forces plan to drive the militants from their remaining strongholds in the area. The Britain-based Syrian Observatory for Human Rights said buses carrying IS fighters left the Palestinian refugee camp of Yarmouk and the adjacent al-Tadamon neighbourhood overnight. A video circulating online showed lines of buses waiting in the camp with their engines running. It was not clear who filmed the video or where the busses were set to go.Damascus residents said the situation was calm, with no warplanes flying overhead Sunday. Al-Watan, a pro-government newspaper, said the militants are believed to have surrendered. The Observatory said IS militants began burning their posts in Yarmouk and adjacent areas. Residents said that smoke was billowing over the area.Al-Ikhbariya TV said a new plan is underway to storm IS-held areas in Hajar al-Aswad, near Yarmouk. The channel's area correspondent said the coming hours would be "decisive" for restoring government control in Hajar al-Aswad, but didn't mention Yarmouk.President Bashar Assad's forces launched an offensive against the militants in southern Damascus a month ago. The offensive has brought more than 70 per cent of the camp under government control. The capture of these southern neighbourhoods would bring the entire capital under government control for the first time since the war began in 2011.Yarmouk began as a refugee camp for Palestinians who fled or were expelled from what is now Israel during the 1948 war. Before Syria's civil war began, it was a built-up residential area home to tens of thousands of Palestinians and Syrians.IS has been driven from virtually all the territory it once controlled in Syria and neighbouring Iraq, but is still present in remote areas along the border in Deir el-Zour province. On Sunday, activists reported that the U.S.-backed Syrian Democratic Forces, backed by artillery from the U.S.-led coalition, have shelled Hajin, the main IS stronghold in the province on the eastern banks of the Euphrates river. In recent days, the SDF and the coalition, in co-operation with Iraqi forces across the border, have stepped up their offensive against the IS in the area, besieging the militants in Hajin and smaller villages around it.The Associated Press.
