White House pushes ahead with Mideast peace plan-[The Canadian Press]-YAHOONEWS-May 20, 2018

WASHINGTON — The Trump administration is aiming to roll out its much-hyped but long-delayed Middle East peace plan next month amid signs it may further alienate the Palestinians by slashing millions of dollars in funding for humanitarian and development projects in the West Bank and Gaza.Five U.S. officials and a congressional aide say the administration intends to release the peace plan in mid- to late-June, shortly after the end of the Muslim holy month of Ramadan, although they cautioned that the timing could slip depending on developments in the region. They say the plan's main authors — President Donald Trump's son-in-law and senior adviser Jared Kushner and Trump's special envoy for international negotiations Jason Greenblatt — have already begun quietly briefing select allies and partners on elements of the proposal.Yet any Palestinian willingness to even consider the plan would require conditions to improve and anger to subside considerably in the coming weeks, an unlikely scenario as the Palestinians say evidence of one-sided Trump giveaways to Israel continues to pile up. U.S. allies in Europe and the Persian Gulf also have felt compelled to criticize the administration for its approach. Ostensibly, Trump would need buy-in from those same countries to build enough momentum for any peace plan to succeed. The administration has been resisting congressional demands to fully close the Palestine Liberation Organization office in Washington because Greenblatt and Kushner want to keep that channel open in case the Palestinians are open to re-entering negotiations with Israel based on the plan. The office was ordered closed by former Secretary of State Rex Tillerson last November, but has been allowed to stay open for limited purposes under the administration's interpretation of the law requiring it to be shut down in the absence of peace talks. The prospect of Palestinian interest in the peace proposal appears dim, however, particularly since Palestinian leader Mahmoud Abbas recalled the mission's chief earlier this week to protest Monday's opening of the new U.S. Embassy in Jerusalem. The embassy move is said to have contributed to violent protests in Gaza that were met with deadly force from Israel. Nearly 60 Palestinians were killed Monday by Israeli forces, drawing condemnations and calls for restraint from Europe and elsewhere. The U.S. declined to join those calls and, while regretting the loss of life, opposed efforts at the U.N. to open an international investigation into the violence.Trump's recognition of Jerusalem as Israel's capital, the embassy move and the administration's unreserved defence of Israeli Prime Minister Benjamin Netanyahu's policies have alienated and angered the Palestinian leadership, which accuses the administration of abandoning its role as a neutral arbiter in the conflict. Saeb Erekat, the chief Palestinian negotiator, said any deal needs to be between the Palestinians and Israel — not the United States."I don't need Jason Greenblatt. I don't need Kushner," Erekat said. "It's our lives."That sense of betrayal may deepen significantly this summer as millions of dollars in U.S. assistance to the Palestinians appears likely to be cut and the funds re-allocated to other regions. That money has been on hold since last year and existing funding for some projects will start to run out in just months if it is not approved in the next two weeks. If that does not happen, the State Department and the U.S. Agency for International Development will have to notify aid recipients that continued U.S. funding is not forthcoming and those programs will begin to be shut down. Local staffers would be laid off and U.S. officials running the projects would be reassigned elsewhere.Of $251 million in U.S. aid planned for the Palestinians in 2018, only $50.5 million has been reported spent, according to the government's online tracker, www.foreignassistance.gov. The remaining more than $200 million is currently on hold, a figure that does not include an additional $65 million in frozen U.S. assistance to the U.N. Relief and Works Agency, which provides services to Palestinians in the West Bank, Gaza, Jordan and Lebanon. The U.S. aid pays for programs on education, health, good governance and democracy promotion as well as disaster preparedness and security. For several months the White House has been sitting on State Department and USAID recommendations to spend at least some of the money, according to the officials. Three officials said there is no indication those recommendations will be acted upon any time soon despite appeals from lawmakers and even expressions of concern from Israel, which sees value in the assistance especially in the security sector. One official said there was "an overwhelming lack of urgency" about making a decision on the funding. The other two said there was no sign that the end-of-May timeframe would be met."The administration is currently reviewing U.S. assistance to the Palestinians," USAID said in a statement to The Associated Press. "USAID is in discussions with all affected implementing partners on the status of the review, and is working closely with the interagency, as the administration concludes its review."At immediate risk are between five and 10 of the some 20 USAID projects in the West Bank and Gaza, along with proposed new initiatives, the officials said. Without a quick decision those will run out of money by the end of 2018, they said. Nearly all of the others will run out of money in early 2019 unless the U.S. funding is unblocked, they said.___Josh Lederman contributed to this report.Matthew Lee, The Associated Press.

Muslim leaders call for international protection force for Palestinians-[Reuters]-By Ali Kucukgocmen and Tulay Karadeniz-YAHOONEWS-May 20, 2018

ISTANBUL (Reuters) - Muslim leaders called on Friday for an international force to be deployed to protect Palestinians after dozens of protesters were shot dead by Israeli forces on the Gaza border this week.At a special summit in Turkey convened by President Tayyip Erdogan, they also pledged to take "appropriate political (and) economic measures" against countries that followed the United States in moving their Israel embassies to contested Jerusalem from Tel Aviv.Erdogan, who is campaigning for re-election next month, used the summit to verbally attack Israel, comparing the actions of its forces to Nazi Germany's treatment of Jews in World War Two, when millions were killed in concentration camps. He also castigated the United States, saying its decision to move its embassy had emboldened Israel to put down the protests at the border with Gaza with excessive force. Most countries say the status of Jerusalem - a sacred city to Jews, Muslims and Christians - should be determined in a final peace settlement between Israel and Palestinians and that moving their embassies now would prejudge any such deal.U.S. President Donald Trump's step to recognize Jerusalem as Israel's capital and move the embassy there reversed decades of U.S. policy, upsetting the Arab world and Western allies.Guatemala this week became the second country to move its embassy to Jerusalem, and Paraguay said it would follow suit this month. The final declaration of the meeting of the 57-member Organisation of Islamic Cooperation described the killing of 60 Palestinians, protesting the embassy move on Monday, as "savage crimes committed by the Israeli forces with the backing of the U.S. administration".It said the violence should be put on the agenda of the U.N. Security Council and General Assembly, and called on the United Nations to investigate the killings. The summit was attended by Jordan's King Abdullah, a U.S. ally whose Hashemite dynasty is custodian of Muslim sites in Jerusalem.Abdullah said the U.S. decision five months ago to recognize Jerusalem as Israel's capital had "weakened the pillars of peace ... and deepened the despair that leads to violence."Iran's President Hassan Rouhani called on Muslim countries "to totally cut their relations with the Zionist regime (Israel) and also to revise their trade and economic ties with America".A populist with roots in political Islam, Erdogan has described Israel as "terrorist state"."The children of those being subject to all sorts of torture in concentration camps during World War Two are now attacking Palestinians with methods that would put Nazis to shame," Erdogan said on Friday shortly after addressing a rally of thousands of people in support of Palestinians. The United Nations must send "an international peace force to the people of Palestine, who are losing their young children to Israeli terror every day," Erdogan said, comparing the proposed deployment to peacekeeping forces sent to Bosnia and Kosovo in the 1990s.The violence in Gaza led to Turkey and Israel expelling each other's senior diplomats this week. Erdogan has also traded barbs on Twitter with Israeli Prime Minister Benjamin Netanyahu.Israel, however, was the 10th-largest market for Turkish exports in 2017, buying some $3.4 billion of goods, according to IMF statistics."We have excellent economic ties with Turkey. And these relations are very important for both sides," Israeli Finance Minister Moshe Kahlon told Israel Radio on Friday when asked if Israel should break ties with Turkey. The plight of Palestinians resonates with many Turks, particularly the nationalist and religious voters who form the base of support for Erdogan, who has been in power for 15 years.(Reporting by Ali Kucukgocmen and Tulay Karadeniz in Istanbul; additional reporting by Ezgi Erkoyun in Istanbul, Dan Williams in Jerusalem, Parisa Hafezi and Tuvan Gumrukcu in Ankara; Writing by David Dolan and Dominic Evans; editing by Grant McCool)

Hawaii officials airlift 4 residents after lava crosses road-[The Canadian Press]-YAHOONEWS-May 20, 2018

PAHOA, Hawaii — Fast-moving lava crossed a road and isolated about 40 homes Friday in a rural subdivision below Hawaii's Kilauea volcano, forcing at least four people to be evacuated by county and National Guard helicopters.Hawaii County Civil Defence said police, firefighters and National Guard troops were securing the area of the Big Island and stopping people from entering. The homes were isolated in the area east of Leilani Estates and Lanipuna Gardens — two neighbourhoods where lava has destroyed 40 structures, including 26 homes, over the past two weeks.Officials were assessing how many people were still in the newly threatened area. They were advising people to shelter in place and await further instructions.County officials have been encouraging residents in the district to prepare for potential evacuations.Edwin Montoya, who lives with his daughter on her farm near the site where lava crossed the road and cut off access, said he was at the property earlier in the day to get valuables."I think I'm lucky because we went there this morning and we got all the batteries out, and all the solar panels out, about $4,000 worth of equipment," he said. "They have to evacuate the people that are trapped up there right now in the same place that we were taking pictures this morning."He said no one was on his property, but his neighbour had someone on his land."I know that the farm right next to my farm . he's got somebody there taking care of the premises, I know he's trapped," Montoya said.Montoya said the fissure that poured lava across the road opened and grew quickly."It was just a little crack in the ground, with a little lava coming out," he said. "Now it's a big crater that opened up where the small little crack in the ground was."Experts are uncertain about when the volcano will calm down. The Big Island volcano released a small explosion at its summit just before midnight Saturday, sending an ash cloud 10,000 feet (3,048 metres ) into the sky. The U.S. Geological Survey's Hawaiian Volcano Observatory said eruptions that create even minor amounts of ashfall could occur at any time. This follows the more explosive eruption Thursday, which emitted ash and rocks thousands of feet into the sky. No one was injured and there were no reports of damaged property.Scientists said the eruption was the most powerful in recent days, though it probably lasted only a few minutes. It came two weeks after the volcano began sending lava flows into neighbourhoods 25 miles (40 kilometres ) to the east of the summit.A new lava vent — the 22nd such fissure — was reported Friday by county civil defence officials.Several open fissure vents are still producing lava splatter and flow in evacuated areas. Gas is also pouring from the vents, cloaking homes and trees in smoke. The fresher, hotter magma will allow faster lava flows that can potentially cover more area, said Janet Babb, a geologist with the Hawaiian Volcano Observatory.Much of the lava that has emerged so far may have been underground for decades, perhaps since a 1955 eruption.Meanwhile, more explosive eruptions from the summit are possible."We have no way of knowing whether this is really the beginning or toward the end of this eruption," said Tom Shea, a volcanologist at the University of Hawaii. "We're kind of all right now in this world of uncertainty."It's nearly impossible to determine when a volcano will stop erupting, "because the processes driving that fall below the surface and we can't see them." said volcanologist Janine Krippner of Concord University in West Virginia.U.S. government scientists, however, are trying to pin down those signals "so we have a little better warning," said Wendy Stovall, a volcanologist with the observatory. Thus far, Krippner noted, authorities have been able to forecast volcanic activity early enough to usher people to safety. The greatest ongoing hazard stems from the lava flows and the hot, toxic gases spewing from open fissure vents close to homes and critical infrastructure, said Charles Mandeville of the U.S. Geological Survey's volcano hazards program.Authorities have been measuring gases, including sulfur dioxide, rising in little puffs from open vents. The area affected by lava and ash is small compared to the Big Island, which is about 4,000 square miles. Most of the Big Island and the rest of the state's island chain are unaffected by the volcanic activity on Kilauea.State and local officials have been reminding tourists that flights in and out of the Big Island and the rest of the of the state have not been impacted. Even on the Big Island, most tourist activities are still available and businesses are open.___Associated Press journalists Jae Hong and Marco Garcia in Pahoa, Sophia Yan, Jennifer Kelleher and Audrey McAvoy in Honolulu, Becky Bohrer in Juneau, Alaska, Seth Borenstein in Washington, D.C., and Alina Hartounian in Phoenix contributed to this report.Caleb Jones, The Associated Press.

Hawaii officials warn residents about latest lava flow-[The Canadian Press]-YAHOONEWS-May 20, 2018

VOLCANO, Hawaii — Hawaii officials warned residents Friday that fast-moving lava was approaching an area near homes that were previously destroyed by eruptions from Hawaii's Kilauea volcano.Hawaii County Civil Defence said police, firefighters and National Guard troops were securing the area of the Big Island and stopping people from entering.About 40 homes were isolated in the newly affected area east of Leilani Estates and Lanipuna Gardens — two neighbourhoods where lava has destroyed 40 structures, including 26 homes, over the past two weeks.Officials were using helicopters to assess how many people were still in the newly threatened area.County officials have been encouraging residents in the district to prepare for potential evacuations. The county is now asking them to stay put and wait for further instructions.Experts remained flummoxed about when the volcano will calm down. The Big Island volcano exploded at its summit Thursday, sending ash and rocks thousands of feet into the sky.Scientists said the eruption was the most powerful in recent days, though it probably lasted only a few minutes. Some Big Island residents are covering their faces to keep from breathing small particles flying through the air, and some have found thin coatings of ash as winds blew the plume away from populated areas.Lindsey Magnani said Thursday that she and her family picked up some of the 2,000 masks distributed by county officials. She also closed all the windows at home to block air, which smelled heavily of sulfur.Dr. Josh Green, a state senator who represents part of the Big Island, said the immediate health risk comes from ash particles in the air. Anyone with respiratory difficulties, such as asthma or emphysema, should limit exposure to the ash, he said.___Associated Press journalists Jae Hong in Pahoa, Jennifer Kelleher and Audrey McAvoy in Honolulu, Becky Bohrer in Juneau, Alaska, Seth Borenstein in Washington, D.C., and Alina Hartounian in Phoenix contributed to this report.Caleb Jones And Sophia Yan, The Associated Press.

Trump: Justice Department planted spy in 2016 campaign-[The Canadian Press]-YAHOONEWS-May 20, 2018

WASHINGTON — President Donald Trump accused the Justice Department of trying to frame him by planting a spy in his 2016 campaign — an allegation his own lawyer said might not be true.Promoting a theory that is circulating in conservative circles, Trump quoted Fox Business anchor David Asman and tweeted Friday: "Apparently the DOJ put a Spy in the Trump Campaign. This has never been done before and by any means necessary, they are out to frame Donald Trump for crimes he didn't commit."But Trump lawyer Rudy Giuliani cast some doubt on that.On whether there was an "informant" in the 2016 presidential campaign, Giuliani told CNN, "I don't know for sure, nor does the president, if there really was one," though he said they have long been told there was "some kind of infiltration."Earlier this month, the National Review raised the question of a possible FBI spy in Trump's campaign. The article cites work by Republican Rep. Devin Nunes, an ardent Trump supporter and head of the House intelligence committee, who has demanded information on an FBI source in the Russia investigation.Virginia Sen. Mark Warner, the top Democrat on the Senate intelligence committee, objected Friday to such demands, emphasizing "the critical importance of protecting sources and methods.""It would be at best irresponsible, and at worst potentially illegal, for members of Congress to use their positions to learn the identity of an FBI source for the purpose of undermining the ongoing investigation into Russian interference in our election," Warner wrote in a statement. "Anyone who is entrusted with our nation's highest secrets should act with the gravity and seriousness of purpose that knowledge deserves."The New York Times reported separately this past week that at least one government informant met several times with Carter Page and George Papadopoulos, both former foreign policy advisers for Trump's Republican campaign. The Times reported Friday that the informant talked to Page and Papadopoulos because they had suspicious contacts linked to Russia. The newspaper attributed the information to current and former FBI officials. Also Friday, Giuliani said special counsel Robert Mueller has narrowed his possible interview subject areas from five to two as negotiations continue over whether the president will sit down and answer questions in the Russia investigation.Mueller is investigating possible co-ordination between Russia and Trump's 2016 campaign.Giuliani said Trump's legal team doesn't expect him to be asked about his personal attorney, Michael Cohen, who faces a separate criminal investigation in New York. But Giuliani did not provide many additional details, saying that some questions are still "subject to negotiation."As the Russia probe moves into its second year, many Trump allies, including some Republicans on Capitol Hill, have increasingly pushed for ways to paint Mueller and his investigators as political actors, not above-the-fray lawmen, in an effort to discredit his findings or justify his possible dismissal.A number of Trump outside advisers — including former chief strategist Stephen Bannon — have stepped up their attacks on the Department of Justice, calling for it to release more documents to the White House while saying a confidential source has worked against Trump.Working from his Capitol Hill town house, Bannon has consulted with Trump-friendly congressmen, including Nunes and Rep. Mark Meadows, to rally support among Republicans and push Trump to act more aggressively, according to two people familiar with the discussions but not authorized to discuss them privately.Bannon, who had a falling out with the president last year, often passes his thoughts to the White House via the congressmen or Trump advisers, including former campaign manager Corey Lewandowski and ex-deputy campaign manager David Bossie, according to the people. He has long pushed for a more antagonistic approach to the probe, dismissing talk from former Trump lawyer Ty Cobb and others who he feels minimized the threat the special counsel posed. In a series of late night calls to allies, including Meadows and Fox News anchor Sean Hannity, Trump has blasted the reports of an informant as evidence that the so-called deep state of career government officials has been working against him. He has frequently fumed about the Russia probe even while in White House meetings this past week about other topics, according to a White House official.Talk of the reported FBI source has rocketed through the conservative media — Hannity discussed it on his show Wednesday — and was a centerpiece of Giuliani's attacks on the probe Friday."I want to know because I believe, if there was an embedded person, that person cleared us because the FBI cleared us. I wonder what the heck is the legitimacy of the Mueller investigation in the first place," Giuliani told CNN.___AP writer Jonathan Lemire contributed to this report.Anne Flaherty, Catherine Lucey And Jonathan Lemire, The Associated Press.

Congo says 3 new Ebola cases confirmed in large city-[The Canadian Press]-YAHOONEWS-May 20, 2018

KINSHASA, Congo — Three new cases of the often lethal Ebola virus have been confirmed in a city of more than 1 million people, Congo's health minister announced, as the spread of the hemorrhagic fever in an urban area raised alarm. The statement late Friday said the confirmed cases are in Mbandaka city, where a single case was confirmed earlier in the week. There are now 17 confirmed Ebola cases in this outbreak, including one death, plus 21 probable cases and five suspected ones. It was not immediately clear what link the new cases might have to others. The World Health Organization on Friday decided not to declare the outbreak a global health emergency, but it called the risk of spread within Congo "very high" and warned nine neighbouring countries that the risk to them was high. WHO said there should be no international travel or trade restrictions. The outbreak is a test of a new experimental Ebola vaccine that proved effective in the West Africa outbreak a few years ago. Vaccinations are expected to start early in the week, with more than 4,000 doses already in Congo and more on the way.A major challenge will be keeping the vaccines cold in the vast, impoverished country where infrastructure is poor. While Congo has contained several Ebola outbreaks in the past, all of them were based in remote rural areas. The virus has twice made it to Congo's capital of 10 million people, Kinshasa, in the past but was rapidly stopped.Health officials are trying to track down more than 500 people who have been in contact with those feared infected, a task that became more urgent with the spread to Mbandaka, which lies on the Congo River, a busy traffic corridor, and is an hour's flight from the capital. The outbreak was declared more than a week ago in Congo's remote northwest. Its spread has some Congolese worried."Even if it's not happening here yet I have to reduce contact with people. May God protect us in any case," Grace Ekofo, a 23-year-old student in Kinshasa, told The Associated Press.A teacher in Mbandaka, 53-year-old Jean Mopono, said they were trying to implement preventative measures by teaching students not to greet each other by shaking hands or kissing."We pray that this epidemic does not take place here," Mopono said. The WHO, which was accused of bungling its response to the West Africa outbreak —the biggest Ebola outbreak in history with more than 11,000 deaths— appears to be moving swiftly to contain this latest epidemic, experts said. There is "strong reason to believe this situation can be brought under control," said Dr. Robert Steffen, who chaired the WHO expert meeting on Friday. But without a vigorous response, "the situation is likely to deteriorate significantly."This is the ninth Ebola outbreak in Congo since 1976, when the disease was first identified. The virus is initially transmitted to people from wild animals, including bats and monkeys. It is spread via contact with bodily fluids of those infected. There is no specific treatment for Ebola. Symptoms include fever, vomiting, diarrhea, muscle pain and at times internal and external bleeding. The virus can be fatal in up to 90 per cent of cases, depending on the strain.___Follow Africa news at https://twitter.com/AP_Africa-Saleh Mwanamilongo, The Associated Press

Mayor warns Toronto may need emergency centre for refugees, demands more support-[CBC]-YAHOONEWS-May 20, 2018

Mayor John Tory says Toronto will likely have to open an emergency reception centre within the next week for refugees arriving in the city.Tory is also calling Friday for federal and provincial help to deal with the pressure the increasing number of refugees are putting on the city's shelter system, marking the second time he's made the demand in recent weeks. The city says there are 2,683 refugee claimants in the system as of Thursday night, shelter staff report. That accounts for 40 per cent of Toronto's shelter spaces.Officials say the city now sees 10 new refugee claimants per night. At the current rate, refugees could make up more than half of the shelter population by this fall.Tory says the city will continue to welcome those people, but warns the city needs more support."The people of Toronto are generous, they are understanding and they value our role as Canadians in accommodating people in their time of need," Tory said in a news release."But the federal and provincial governments need to honour their values and their commitments to these populations as well."The city estimates it's spent some $64 million to provide temporary housing in places like motels.Tory's statement says he wants the other governments to reimburse the city for that expense. The mayor is hoping other support could come in the form of staff support, to help settle the refugees, or the provision of new facilities.MP says there has been a refugee 'surge'-Liberal MP Adam Vaughan, a former city councillor, said he's aware there's been a "surge" of refugees and said the federal government will be providing additional support soon.Vaughan said the province is working on freeing up assets to help house people, at which point the federal government will be funding that effort. When asked if Ottawa would provide the millions of dollars Tory's asking for, Vaughan said it's "too early" to say how much will flow to the city."There is a system in place," he said. However, Vaughan also had some criticism for the city, noting some of the shelter capacity issues stem from Toronto's inability to provide other forms of affordable housing — like supportive housing. He said cities like London and Hamilton have dealt with a similar surge of refugees, but have been able to handle it because they've worked harder on finding other places for shelter users to live."It's not simply a question of Toronto being a bigger, stronger magnet," he said.Use of shelters continue to exceed targets-City staff say they believe the rising number of shelter-using refugee claimants is likely tied to the influx of refugees in Quebec, including many who may be travelling to Toronto. As of late April, more than 5,500 migrants have crossed illegally into Quebec so far this year — a big jump from the 2,000 or so who entered the province by this time in 2017.Toronto's shelter system continues to operate well beyond the 90 per cent capacity target set by councillors.City statistics show family shelters were 100 per cent full, women's shelters were 99 per cent full and men's shelters (which have the most spaces) were 95 per cent full last night.

2018 worst year in Syria's humanitarian crisis: U.N. official-[Reuters]-YAHOONEWS-May 20, 2018

BEIRUT (Reuters) - The humanitarian crisis in Syria is worse this year than ever before in the country's seven-year-old civil war, a United Nations official said on Friday."We see in 2018 the humanitarian situation inside Syria being the worst we have seen since the war started: a very dramatic deterioration, massive displacement, disrespect of protection of civilians and people's lives still being turned upside down," Panos Moumtzis, U.N. Humanitarian Coordinator for the Syria crisis, said in Beirut.Syria is the worst place in modern history in terms of attacks on healthcare workers and facilities, accounting for 70 percent of all such attacks worldwide, he said.U.N. data shows 89 healthcare workers died in 92 confirmed military attacks on healthcare facilities between Jan 1 and May 4, compared to 73 killed in 112 attacks in the whole of 2017, U.N. Humanitarian Coordinator for the Syria crisis. The two areas which saw the most healthcare attacks in 2018 were Eastern Ghouta and Idlib.Eastern Ghouta had been the largest rebel-held pocket near the capital Damascus, but came back under government control in mid-April after a fierce offensive.Idlib, in northwest Syria, is the largest remaining area under opposition control, containing around 2.5 million people.Idlib's population has ballooned over the course of the conflict, with people there from fighting inn other areas. The government has also transferred a large number of rebel fighters and their families to Idlib as part of surrender deals elsewhere in Syria.Syrian President Bashar al-Assad has vowed to take back every inch of Syria.Moumtzis said the U.N. does not want to see a repeat of what happened in Ghouta happen in Idlib. He urged the warring sides to come to a peaceful solution.Moumtzis also said he was concerned about poor aid access in Syria. In 2017, 27 percent of requests made by the U.N. to Syrian authorities for permission to deliver aid were granted. In the first four months of 2018 only seven percent were granted, Moumtzis said. The number of people designated by the U.N. as living in besieged areas has fallen dramatically this year to stand at 11,100, after the Syrian government took back control of almost all rebel-held pockets around the capital Damascus. But 2.05 million people in need of humanitarian assistance still live in hard-to-reach areas, the U.N. said.(Reporting by Lisa Barrington; editing by Andrew Roche)

Police kill 4 gunmen who raided Orthodox church in Chechnya-[The Canadian Press]-YAHOONEWS-May 20, 2018

MOSCOW — Four gunmen attacked a Russian Orthodox church in the mostly Muslim Russian province of Chechnya on Saturday but were killed by security forces in a clash that also left two policemen and a churchgoer dead. The attack underscored security challenges in Russia as it prepares to host the World Cup next month. The provincial capital of Chechnya, Grozny, will not host any World Cup games but will serve as a training base for the Egyptian team.Chechnya's Moscow-backed regional leader, Ramzan Kadyrov, said the gunmen attempted to take people hostages inside the Archangel Michael Church in the centre of Grozny, the provincial capital. He said in remarks carried by Russian news agencies that he personally oversaw a special operation in which all the assailants were killed. The Investigative Committee, Russia's top investigative agency, said two police officers were killed and another two were wounded in the clash that also left one churchgoer dead and another one wounded. It said the assailants were armed with guns and knives. The Interfax news agency quoted police in Chechnya as saying the gunmen also carried axes and petrol bombs.Officials didn't identify the attackers, but Kadyrov alleged that intelligence data indicated they had received orders for the attack "from a Western nation." The leader of Chechnya, who is fiercely loyal to Russian President Vladimir Putin, regularly launches diatribes at the U.S. and its Western allies, accusing them of trying to weaken Russia. The Kremlin has relied on Kadyrov to stabilize Chechnya after two separatist wars in the 1990s. He has used generous federal subsidies and his feared security forces to crush the rebels. International rights groups have accused Kadyrov's forces of extrajudicial killings, abductions, torture and other abuses.Radical Islamists, some of whom have sworn allegiance to the Islamic State group, still conduct sporadic raids in Chechnya. They also have launched frequent attacks in the neighbouring province of Dagestan and other regions in Russia's North Caucasus.Islamist rebels also have waged attacks elsewhere in Russia, including a subway bombing in St. Petersburg in April 2017 that left 16 dead and wounded more than 50 others. Russian authorities identified the bomber as a 22-year old Kyrgyz-born Russian national.St. Petersburg is one of Russia's 11 host cities for the World Cup, which also include Volgograd, which was targeted by the twin suicide bombings in 2013 that killed 34 people. The Associated Press.

Europe reassures Iran of commitment to nuclear deal without U.S-[Reuters]-By Alissa de Carbonnel-YAHOONEWS-May 20, 2018

TEHRAN (Reuters) - The European Union's energy chief sought to reassure Iran on Saturday that the bloc remained committed to salvaging a nuclear deal with Tehran despite U.S. President Donald Trump's decision to exit the accord and reimpose sanctions.Miguel Arias Canete delivered the message on a visit to Tehran and also said the 28-nation EU, once the biggest importer of Iranian oil, hoped to strengthen trade with Iran."We have sent a message to our Iranian friends that as long as they are sticking to the (nuclear) agreement the Europeans will... fulfill their commitment. And they said the same thing on the other side," Arias Canete, European Commissioner for energy and climate, told reporters after talks with Iran's nuclear chief Ali Akbar Salehi.Salehi said it would be disastrous if EU efforts fail to preserve the 2015 deal, in which Tehran agreed to curb its nuclear work in return for the lifting of most Western sanctions. "The ball is in their (EU leaders) court," Salehi said. "We hope their efforts materialize."Since Trump's announcement of the U.S. exit on May 8, EU leaders have pledged to try to keep Iran's oil trade and investment flowing but admitted that will not be easy to do so.Britain, France and Germany back the deal as the best way of stopping Tehran getting nuclear weapons but have called on Iran to limit its regional influence and curb the missile program."The EU's adopted mechanisms ... should be enforced by August 8, when U.S. sanctions begin to take effect," Iranian TV quoted Behrouz Kamalvandi, spokesman for Iran's Atomic Energy Organization, as saying.A collapse of the accord could tip the balance of power in Iran's faction-ridden political establishment in favor of President Hassan Rouhani's hardline rivals, who have fiercely criticized the president's failure to deliver greater economic prosperity."ALL KINDS OF POSSIBILITIES"-Salehi said Iran had several options, including resuming its 20 percent uranium enrichment, if the European countries failed to keep the pact alive. He said the EU had only a few weeks to deliver on their promises."If the other side keeps itself committed to its promises we also will. ...We hope the situation will not arise to the point that we will have to go back to the worst option," Salehi told reporters in English."There are all kind of possibilities, we can ... start the 20 percent enrichment."Under the 2015 deal, Iran's level of enrichment must remain at around 3.6 percent. Iran stopped producing 20 percent enriched uranium and gave up the majority of its stockpile as part of the agreement.Uranium refined to 20 percent fissile purity is well beyond the 5 percent normally required to fuel civilian nuclear power plants, although still well short of the highly enriched, or 80 to 90 percent, purity needed for a nuclear bomb.In their diplomacy with Tehran, EU sources say Iranian government officials have warned they are under pressure from those who say Iran has traded away its nuclear sovereignty without reaping any economic benefits.Iran has struggled to cash in on the accord, partly because of remaining unilateral U.S. sanctions that have deterred major Western investors from doing business with Tehran.Rouhani has tried to assure ordinary Iranians, frustrated by high unemployment and stagnant living standards, that Trump's decision would have no impact on Iran's oil-reliant economy."Unfortunately because of the negative interferences of the U.S., we were not able to reap the fruits of the JCPOA (Joint Comprehensive Plan of Actions) we expected," Salehi said."Public opinion is not as supportive as it was before and if the other side does not deliver... we will keep losing the support of our people for the JCPOA."Iran's clerical rulers fear a revival of January's anti-government protests that underlined the establishment's vulnerability to popular anger fueled by economic hardship.(Writing by Parisa Hafezi in Ankara; Editing by Gareth Jones and Ros Russell)

Substitute teacher, Pakistani exchange student among victims-[The Canadian Press]-YAHOONEWS-May 20, 2018

SANTA FE, Texas — A substitute teacher who relatives say had a "lust for life" and a foreign exchange student from Pakistan are among the first confirmed victims of mass shooting at a Texas high school.Among those injured Friday are a school resource officer and a sophomore baseball player.Seventeen-year-old Dimitrios Pagourtzis was being held on a capital murder charge after authorities say he fatally shot 10 people and wounded at least 10 others at his high school in Santa Fe, about 30 miles (50 kilometres ) southeast of Houston. Here are some of their stories:CYNTHIA TISDALE-Family members confirmed that substitute teacher Cynthia Tisdale was among the victims killed in the shooting.Tisdale's niece, Leia Olinde, said Tisdale was like a mother to her and helped her shop for wedding dresses last year."She helped me put it on, she helped fix my hair," Olinde said through tears."She was wonderful. She was just so loving," said Olinde, 25. "I've never met a woman who loved her family so much."She said Tisdale was married to her husband for close to 40 years and that the two had three children and eight grandchildren.Tisdale's house was the centre for family gatherings, and she loved cooking Thanksgiving dinner and decorating her house, Olinde said.Olinde's fiance, Eric Sanders, said of Tisdale that "words don't explain her lust for life and the joy she got from helping people."___SABIKA SHEIKH-A Pakistani foreign exchange student is among those killed in the shooting, according to a leader at a program for foreign exchange students and the Pakistani Embassy in Washington, D.C.Megan Lysaght, manager of the Kennedy-Lugar Youth Exchange & Study Abroad program (YES), sent a letter to students in the program confirming that Sabika Sheikh was killed in the shooting."Please know that the YES program is devastated by this loss and we will remember Sabika and her families in our thoughts and prayers," Lysaght wrote. She said the program would be holding a moment of silence for the girl, who is pictured beaming in a shirt that says "Texas" in a photo being shared on social media.Lysaght declined further comment when contacted by The Associated Press and referred calls to a State Department spokesman. The Pakistan Embassy in Washington, D.C., identified Sabika as a victim of the shooting on Twitter and wrote that "our thoughts and prayers are with Sabika's family and friends."The Pakistan Association of Greater Houston said on Facebook that Sabika was due to go back home to Pakistan for Eid al-Fitr, a three-day holiday that marks the end of the holy Muslim month of Ramadan."May Allah bless her soul and may she RIP," the statement said.___JOHN BARNES-School police officer John Barnes was shot in the arm when he confronted the gunman.A bullet damaged the bone and a major blood vessel around Barnes' elbow, which required surgery to repair, said David Marshall, chief nursing officer at the University of Texas Medical Branch. He said Barnes was in stable condition.Barnes was the first to engage Pagourtzis, according to Marshall.___ROME SHUBERT-Sophomore baseball player Rome Shubert says the gunman walked into his classroom and tossed something onto desks.Shubert told the Houston Chronicle that he then heard "three loud pops" before the attacker fled into the hall. Shubert says he realized he'd been wounded as he was running out the back door.Shubert says he was hit in the back of his head with what he says was a bullet, but that it "missed everything vital." He also tweeted that he was OK and stable. The Associated Press.

Teen gunman attacks Texas high school art class, kills 10-[Reuters]-By Erwin Seba-YAHOONEWS-May 20, 2018

SANTA FE, Texas (Reuters) - Texas on Saturday will likely release the names of nine students and a teacher killed by a gunman, identified by authorities as a 17-year-old student armed with a shotgun and pistol, who opened fire in a morning art class in his Houston-area high school.Santa Fe High School, southeast of Houston, joined on Friday a long list of U.S. campuses where students and faculty have been killed in mass shootings.Shortly before 8 a.m., students said the gunman, identified by law enforcement as Dimitrios Pagourtzis, opened fire in an art class, sending students and staff fleeing.Ten people were wounded, with several in critical condition. It was the fourth-deadliest mass shooting at a U.S. public school in modern history, and again stoked the nation's long-running debate over gun ownership three months after 17 teens and educators were fatally shot in Parkland, Florida.A vigil was held Friday night for the victims, who have not been officially identified."This will bring us closer together - hopefully, a positive impact from something negative," said Clayton George, 16, who played football with the suspect. The Pakistan Embassy in Washington D.C. identified one of the victims on Twitter as Sabika Sheikh, a Pakistani exchange student, while the brother-in-law of Cynthia Tisdale, a teacher's aide and mother of four, said on Facebook she was killed in the attack.National Football League star J.J. Watt, who plays defensive end for the Houston Texans, said he will pay for the funerals for the deceased, local media reported."Absolutely horrific," he tweeted about the shooting.Classmates at the school of some 1,460 students described Pagourtzis as a quiet loner who played on the football team. On Friday, they said he wore a trench coat to school in Santa Fe, about 30 miles southeast of Houston, on a day when temperatures topped 90 degrees Fahrenheit.Texas Governor Greg Abbott said Pagourtzis obtained firearms from his father, who had likely acquired them legally, and also left behind explosive devices.Abbott told reporters that Pagourtzis wanted to commit suicide, citing the suspect's journals, but did not have the courage to do so."I HAD TO GET OUT OF THERE"-Pagourtzis was charged with capital murder and denied bail at a brief court hearing later on Friday, where he appeared in handcuffs and wearing a green prison jumpsuit. He spoke in a soft voice and said "Yes, sir" when asked if he wanted a court-appointed attorney, along with other questions.Texas Attorney General Ken Paxton told CNN authorities were investigating whether anyone else helped in the attack.Authorities have not disclosed how many explosive devices were found or if any of the deceased were killed or hurt by explosions. It is also unclear why the shooter targeted the art class."I wanted to take care of my friends, but I knew I had to get out of there," said Courtney Marshall, 15, who was in the class, adding that she saw at least one person hit. "I knew the guy behind me was dead."Pagourtzis spared people he liked so he could have his story told, a charging document obtained by Reuters showed.Abbott said investigators had seen a T-shirt on the suspect's Facebook page that read "Born to Kill," and authorities were examining his journal. But there were no outward signs he had been planning an attack, he said. Some aspects of Friday's shooting had echoes of the massacre at Columbine High School in 1999. The two teenaged killers in that incident wore trench coats, used shotguns and planted improvised explosives, killing 10 before committing suicide themselves. It was the second mass shooting in Texas in less than a year. A man armed with an assault rifle shot dead 26 people during Sunday prayers at a rural church last November. Two school officers engaged the shooter, including school district police officer John Barnes, who was in critical condition after a gunshot wound to his elbow that almost caused him to bleed out, hospital officials said.Authorities have not made public details of how they engaged the shooter. Two others among the injured were also in critical condition.(Editing by William Maclean)

Who is Dimitrios Pagourtzis, the Santa Fe shooting suspect?-[CBC]-YAHOONEWS-May 20, 2018

The Texas high school student who allegedly opened fire on his classmates on Friday has been described as a quiet and unassuming teenager who enjoys sports and showed few if any warning signs of violent behaviour.Dimitrios Pagourtzis, 17, was arrested and charged with the murder of 10 people at Santa Fe High School. Previously he had been known among his classmates for playing on the school's junior varsity football team.He is also a member of a dance squad at a local Greek Orthodox church and an avid videogame player, according to those who know him."He stuck to himself. He had a few friends but never really talked to many people," a teammate, who was not identified, told the Houston TV station KTRK."For him to do something like this, it's crazy."Pagourtzis was also known for often wearing a trench coat, even in the Texas heat."He wore, like, a trench coat almost every day," student Mateo Twilley told CNN.Pagourtzis was said to have discussed wanting to own guns and, according to a Facebook page that has since been taken down, indicated an interest in joining the U.S. Marine Corps, "starting in 2019." (The Marine Corps says its records have no one by that name as either a recruit or a person in their preliminary enlistment program.)-He appears to have no prior arrests or confrontations with law enforcement."Unlike Parkland, unlike Sutherland Springs, there were not those types of warning signs," Texas Gov. Greg Abbott said at a news conference on Friday, referring to the Feb. 14 school shooting in Florida and one in November inside a church in a town near San Antonio.Any "red flag warnings were either non-existent, or very imperceptible" said Abbott, though he acknowledged Pagourtzis had recently posted a picture of a T-shirt reading "Born to Kill" on his Facebook page.He also posted a photo of a long jacket adorned with a mish-mash of military and occult symbols and appeared to indicate, in the caption, each one's significance to him. They included the Soviet-era symbol of a hammer and sickle (which he equated with "rebellion"), the former German military medal the Iron Cross ("bravery") and the fictional alien/god Cthulhu ("power").Pagourtzis also wrote about planning the attack in journals on his computer and on his cellphone that police obtained, according to the governor. Two firearms were used in the attack, a shotgun and a .38-calibre revolver, neither of which were owned or legally possessed by the assailant, the governor said.A woman who answered the phone at a number associated with the Pagourtzis family declined to speak to The Associated Press."Give us our time right now, thank you," she said.

EARTHQUAKES

EZEKIEL 37:7,11-14
7  So I prophesied as I was commanded: and as I prophesied, there was a noise, and behold a shaking, and the bones came together, bone to his bone.(POSSIBLE QUAKE BRINGS ISRAEL BACK TO LIFE-SO NOISE AND SHAKING-QUAKES WILL ALSO DESTROY ISRAELS ENEMIES)
11  Then he said unto me, Son of man, these bones are the whole house of Israel: behold, they say, Our bones are dried, and our hope is lost: we are cut off for our parts.
12  Therefore prophesy and say unto them, Thus saith the Lord GOD; Behold, O my people, I will open your graves, and cause you to come up out of your graves, and bring you into the land of Israel.
13  And ye shall know that I am the LORD, when I have opened your graves, O my people, and brought you up out of your graves,
14  And shall put my spirit in you, and ye shall live, and I shall place you in your own land: then shall ye know that I the LORD have spoken it, and performed it, saith the LORD.

MATTHEW 24:7-8
7 For nation shall rise against nation, and kingdom against kingdom: and there shall be famines, and pestilences, and earthquakes, in divers places.
8 All these are the beginning of sorrows.

MARK 13:8
8 For nation shall rise against nation, and kingdom against kingdom:(ETHNIC GROUP AGAINST ETHNIC GROUP) and there shall be earthquakes in divers places, and there shall be famines and troubles: these are the beginnings of sorrows.

LUKE 21:11
11 And great earthquakes shall be in divers places,(DIFFERNT PLACES AT THE SAME TIME) and famines, and pestilences; and fearful sights and great signs shall there be from heaven.

SHAVUOT The festival of Shavuot (or Shavuos, in Ashkenazi usage; Shabhuʿoth in Classical and Mizrahi Hebrew Hebrew: שבועות, lit. "Weeks") is a Jewish holiday that occurs on the sixth day of the Hebrew month of Sivan (late May or early June). Shavuot commemorates the anniversary of the day God gave the Torah to the entire Israelite nation assembled at Mount Sinai, although the association between the giving of the Torah (Matan Torah) and Shavuot is not explicit in the Biblical text. The holiday is one of the Shalosh Regalim, the three Biblical pilgrimage festivals. It marks the conclusion of the Counting of the Omer.

At least eight dead, explosives found in Texas school shooting: sheriff-[Reuters]-YAHOONEWS-By Erwin Seba-May 18, 2018

SANTA FE, Texas (Reuters) - At least eight people died in a shooting at a Santa Fe, Texas, high school on Friday and police searching the building said they had taken into custody a student suspected of the attack and found explosives in the school building. The sound of gunshots tore through the air at Santa Fe High School shortly before 8 a.m. CT (1300 GMT) on Friday, witnesses told local media, and live TV images showed lines of students evacuating the building while heavily armed police responded to the scene. The incident was the latest in a long series of deadly shootings at U.S. schools. Seventeen teens and educators were shot dead at a Parkland, Florida, high school in February, a massacre that stirred the nation's long-running debate over gun ownership.Harris County Sheriff Ed Gonzalez said that eight to 10 people, both students and adults, died in the incident at the school about 30 miles (48 km) southeast of Houston."There is one person, a suspect, in custody and a second possible person of interest that is detained and being questioned," Gonzalez said at a news conference.Explosive devices had also been found at the school and off campus, Gonzalez tweeted. "Law enforcement is in the process of rendering them safe. School has been evacuated."The suspect is a 17-year-old male, a law enforcement source who spoke on condition of anonymity because he was not authorized to publicly discuss the investigation, told Reuters. At least nine people were taken to area hospitals for treatment, hospital officials said. The conditions of those people was not immediately clear. Gonzalez said a police officer was also being treated for injuries.Sophomore Leila Butler told the local ABC affiliate that fire alarms went off at about 7:45 a.m. local time (1245 GMT) and students left their classrooms. She said some students believe they heard shots fired, and that she was sheltering with other students and teachers near campus.'WE ALL TOOK OFF'A male student, who did not identify himself, described fleeing the scene in an interview with CBS affiliate KHOU."Three shots that I heard, so we all took off in the back and I tried to get into the trees, I didn't want to be in sight. I heard four more shots, and then we jumped the fence to somebody's house," the student said.Another sophomore, Dakota Shrader, told Fox 26 TV her 17-year-old girlfriend told her by phone that she was wounded but was recovering in a hospital. "My friend got injured," said an emotional Shrader. "Her leg, she got shot in the leg."Dr. David Marshall, chief nursing officer at the University of Texas Medical Branch, said that the hospital was treating at least three patients - two adults and one person under 18. He said it was not immediately clear if that child was a student.U.S. President Donald Trump called the latest school massacre heartbreaking."My administration is determined to do everything in our power to protect our students, secure our schools and to keep weapons out of the hands of those who pose a threat to themselves and to others," Trump said at the White House.Days after the Parkland shooting, Trump said that elected officials should be ready to "fight" the powerful National Rifle Association lobby group. Early this month he embraced that group, telling its annual meeting in Dallas "your Second Amendment rights are under siege."The Second Amendment of the U.S. Constitution protects the right to bear arms.No major federal gun controls have been imposed since Parkland, though the administration is pursuing a proposed regulatory ban on "bump stocks," which enable a semi-automatic rifle to fire a steady stream of bullets. The devices were used in an October 2017 mass shooting in Las Vegas that killed 59 people but have not played a role in other major U.S. mass shootings.(Additional reporting by Ernest Scheyder and Liz Hampton in Houston, Gina Cherelus and Peter Szekely in New York and Mark Hosenball and Ian Simpson in Washington; Writing by Daniel Wallis and Scott Malone; Editing by Bernadette Baum and Susan Thomas)

Multiple fatalities after shooting at Texas high school: CNN-[Reuters]-By Gina Cherelus-YAHOONEWS-May 18, 2018

(Reuters) - Multiple people were killed on Friday in a shooting at a high school in Santa Fe, Texas, CNN reported, in the latest gun violence in a country still shaken by the massacre at a Florida high school in February.Citing unnamed sources, CNN said there were multiple fatalities after the shooting at the school about 30 miles (48 km) southeast of Houston. The sheriff's office for nearby Harris County said its deputies were assisting with a "multiple-casualty incident.""This is no longer an active shooting situation and the injured are being treated," the sheriff's department said on Twitter. The school district in Santa Fe, said the situation was "active, but has been contained." Local media reported that a suspect was in custody.U.S. President Donald Trump wrote of the shooting on Twitter: "Early reports not looking good. God bless all!"The latest such incident at a U.S. school underscored a national debate over gun control and gun rights that has intensified after an assailant killed 17 students and staff on Feb. 14 at Marjory Stoneman Douglas High School in Parkland, Florida.(Reporting by Gina Cherelus in New York; Additional reporting by Peter Szekely; Writing by Daniel Wallis; Editing by Bernadette Baum and Susan Thomas)
