The German journalist who first reported raids by local security forces at the homes of suspected Iranian spies across Germany supplied new details Wednesday about the Israeli and Jewish targets allegedly monitored by the suspects.Josef Hufelschulte, of the weekly German-language magazine FOCUS, told Israeli public broadcaster Kan that the suspected spies had been gathering information on the Israeli embassy in Berlin, as well as on targets related to the local Jewish community, including kindergartens.The operatives were monitored by German intelligence services for two months before the raids were conducted, Hufelschulte said.On Tuesday, German authorities said they were conducting searches across the country in connection with 10 suspected Iranian spies, with FOCUS magazine claiming that they were members of an elite military force that had been eyeing Israeli and Jewish targets.The report said that arrest warrants for the suspects listed them as members of the al-Quds force, which is part of the Iranian Revolutionary Guards Corps and is considered a terrorist organization by the United States.Later on Tuesday, Kan reported that the Israeli Mossad intelligence service had provided critical information that led to the raids. The United States Geological Survey has confirmed that a bright flash of light followed by a booming sound spotted in Windsor-Essex was a meteor that broke up over the Detroit area.Social media across the region lit up with videos of the burning space matter Tuesday night around 8:10 p.m."After reviewing several observational data sets, the NWS can confirm the flash and boom was NOT thunder or lightning, but instead a likely meteor," tweeted the National Weather Service office in Detroit.That message was followed by another social media post pointing to a report from the United States Geological Survey, which stated the meteorite fell about eight kilometres from New Haven, Mich., and registered a 2.0 magnitude earthquake in Michigan.People on both sides of the border shared stories online of seeing the meteor fall and how it felt when it shook their homes.Windsor resident Maya Banner was about to let her dog out at her home in the city's south end when something sent tremors through her legs."It actually scared me because it sounded like somebody was on my deck," she explained. "I can only describe it as pulling my barbecue across the wooden planks, you know how you feel that in your legs ... like a rumble?"Across the city, Carlie Williams was just pulling out of her driveway when a sudden bright light temporarily blinded her. She kept driving, then suddenly heard a loud "boom.""It was like a literal flash, almost like from a camera or a big flash of lightning," she said. "The sound came a couple minutes afterwards. It was delayed."Both women said they felt lucky to experience the meteor."I've never even seen a shooting star before, so this was really something spectacular," said Williams.

BRUSSELS, Today, 10:08-The EU Ombudsman has called on European Central Bank (ECB) top officials to stop participating in the Group of 30, a secretive international gathering of bankers.In a set of recommendations published on Wednesday (17 January), Emily O'Reilly said that ECB president Mario Draghi should "suspend his membership for the remaining duration of his term", which ends in 2019.She added that "the ECB should seek to ensure that neither the next president of the ECB, nor any other member of ECB decision-making bodies, becomes a member of the G30.""It would undoubtedly help reinforce public trust in the ECB," she argued.The Ombudsman's recommendations follow a year-long investigation after Corporate Europe Observatory (CEO), a Brussels-based NGO, filed a complaint in November 2016.CEO argued that ECB officials involvement in the G30 was incompatible with the institutions' independence, reputation and integrity.In 2015, the NGO requested documents from the ECB over the institution's ethic bodies' proceedings on the G30.It then considered that the replies from the ECB showed that "no precautionary measures have been taken" concerning ECB official's participation in G30 meetings.The Group of 30 - formally named the Consultative Group on International Economic and Monetary Affairs - is a Washington-based organisation whose members include the heads of major private banks and central banks, as well as academics and international institutions officials.It organises two closed-door meetings a year, as well as an international banking seminar that is open to external participants.Members of this exclusive club are chosen by a Board of Trustees, of which only the chairman is known - Jacob A. Frenkel, the Chairman of the JPMorgan Chase International bank.Draghi has attended four meetings - in 2012, 2013 and twice in 2015 - and one seminar - in 2012 - since he became ECB president, according to the bank's reply to the Ombudsman's questions.After a first complaint by CEO in 2012, O'Reilly's predecessor Nikiforos Diamandouros said in 2013 that Draghi's participation in the G30 was not "incompatible with the independence, reputation and integrity of the ECB".But since that decision, the ECB was tasked with a new mission, the supervision of EU banks, through the Single Supervision Mechanism.This, according to O'Reilly, makes the situation today "different from that of 2012".The Ombudsman noted that "crucially, members of the G30 "also include representatives from a number of major banks either directly or indirectly supervised by the ECB".'Clear separation' She insisted that it was "important to demonstrate to the public that there is a clear separation between the ECB as supervisor and the finance industry which is affected by its decisions".ECB rules "cannot fully remove the possible perception by some citizens that regulators and bankers meet in elite clubs behind closed doors and take decisions affecting the lives of millions of people," she said.O'Reilly noted that Draghi is not a member of the SSM's executive body, the supervisory board, and that "there is no evidence that the G30 meetings could have directly influenced or have had an (adverse) impact on the ECB's supervisory tasks".She pointed out however that "those holding public office must not be influenced, or even appear to be influenced, by private relationships".As a result, she asked that neither the members of the SSM's supervisory board nor of the ECB's executive board become members of the G30.She also asked that when they attend G30 non-member events, they should disclose the agendas of the meetings and non-confidential summaries of the discussions.'Timely and positive decision' O'Reilly now expects a reply from the ECB by 15 April.The ECB said on Wednesday that it had "taken note of the Ombudsman's recommendation and will respond in due course".In October, it told the Ombudsman that is considered that Draghi and other officials' attendance to G30 meetigns was "fully compatible with the independence, reputation and integrity of the ECB and, most importantly, that this does not entail any conflict of interest".Corporate Europe Observatory, for its part, said that the Ombudsman's decision was "timely and very positive"."Imbalanced policy consultation at the European Central Bank has made the institution vulnerable to the undue influence of financial industry interests," the NGO's Kenneth Haar said in a statement.He said he hoped that the ECB will implement the recommendations "without hesitation", and added that "the next step will be to reform the advisory groups of the ECB, which our researcn has shown to be dominated by the financial industry."

Jan, 15:20-The European Central Bank (ECB) refused to provide "important evidence" when the EU Court of Auditors examined its management of banking crisis.This "had a negative impact on the audit work...on the operational efficiency of the ECB's crisis management for banks" the guardian of the EU finances said in a report published on Tuesday (16 January)."It is not satisfactory for us," Kevin Cardiff, a member of the court who supervised the report, told journalists in Brussels.He said that although the ECB was a "very independent institution which has multiple layers of accountability," the scrutiny by the European Parliament and the member states "is enhanced if there is a good, proper, sound, solid audit to provide information to them.""We see our role as supporting democratic scrutiny," he said, while admitting that under the EU treaty, the auditors cannot examine the ECB's policy-based decision-making.In their report, the auditors said that the ECB, as a supervisory body for EU banks, "has established a substantial framework for crisis management procedures" but that it was flawed.They noted that the ECB's process for the assessment of banks' recovery plans was "positive" and that "submission and monitoring procedures are in place," with assessors having access to useful tools.However, they found "flaws" in the crisis management and recommended better communication and coordination by the ECB with other actors, such as the Single Resolution Board, the EU agency that is in charge of failing banks.In particular, the auditors said the ECB should provide additional guidance for recovery plans as well as for "failing or likely to fail assessments"."It's important to see indications of problems at an earlier stage, and engage with them at that point," Cardiff noted."We felt there were some difficulties that could impend efficiency, which could be important in a crisis," he said.But overall, he insisted, the auditors are "not saying there is a major failure in the institution."The report follows another report on the SRB last month, in which the Court of Auditors said that it was "very much a work in progress" with "still a long way to go."

Jan, 09:28-I have been a strong proponent of European cooperation for the past 50 years and am sad to see how our dream of a united Europe has been destroyed by the many crises of recent years.The monetary union was a faulty construction that lacked a political arm to govern the economies involved.The result was that Europe lost 8 percent of gross national product (GNP), compared to the US, after the 2008 financial crisis. We could have had the same growth rate as the Americans by taking real control of the EU economy. In fact, eight percent of the EU's GNP could have solved most of its economic problems.The refugee crisis was not difficult to foresee and the expansion of Africa's population and its consequences should not have come as a surprise.We abolished all EU internal borders without establishing strong common borders around the EU/Schengen countries. We were then taken aback when refugees started to move towards us.We need urgently to control the EU borders, stop the illegal immigration industry and open up legal immigration routes for people from outside the EU with proper passports, visas and work offers.Brexit could have been avoided if we had dealt with the EU's basic problems and given Europeans a slim, efficient and democratic Europe before the British people voted.These three major EU crises led to populist victories in several countries. The EU has grown in popular support recently because people feel threatened by one country leaving it - not out of love for the Brussels institutions.This is the core analysis that I have written together with the longest-serving Danish member of the European Parliament, Jens-Peter Bonde.The book that we have written together is called 'What Next, EU?' It contains ten proposals that would change things from continual crisis to a better Europe if they were to be adopted. We have been political opponents for many years. Then we met and succeeded in overcoming our differences. The result is this book that ends with 'Ten Commandments' to democratise EU. We hope that you as its reader will also be willing to discuss our ideas on how to save Europe. 1. Close all tax havens and reform the EU currency union- * Forbid all tax transactions through tax havens if they do not offer full disclosure and information. * Introduce common rules for taxation of all companies that export or have subsidiaries in other countries. It is unfair that big businesses can avoid paying taxes, while smaller companies and ordinary citizens pay the bill for those who have a better ability to pay. * Introduce joint taxation of financial transactions and company profits to replace member states' and citizens' contributions to the EU. * Either wind up the euro or let the monetary union be governed democratically, with greater emphasis on growth and employment than controlling inflation, and with the necessary willingness to show solidarity between the richer countries and areas and those that lag behind. 2. Create green growth - * Use the EU budget, the European Investment Bank and the European Central Bank to contribute to climate protection, green growth and job creation in the member states. That makes more sense than continuing the existing massive supports for those who own farmland. * Adopt a sliding scale for countries' co-financing of green growth based on their financial capacity, so that the richest countries for example, would receive, say, 10 percent in grants while the poorest might receive 50 percent. 3. Establish a common refugee fund - * Inaugurate a modern 'Marshall Plan' for the countries of the Middle East and Africa, to create realistic prospects of local employment. * Open our markets for duty-free access so that poor countries can export goods to us instead of people. * The road to Europe should go through embassies, airports and neigbourhood camps, not be by means of overcrowded inflatable boats, with huge numbers drowning in the sea. * Europe should be open to legal visa access, so we can close down the illegal immigration industry that robs and exploits immigrants. * The EU budget should finance the cost of refugees and allow communities, organisations and companies across the EU to compete in offering solutions to the migration problem. 4. Enforce efficient border control and the right to welfare - * The common external borders must be effectively and humanely monitored with the help of EU budget subsidies. It is not fair to leave the bill and the trouble to the most vulnerable EU countries such as Italy and Greece. * Ships with immigrants in them should be returned to where they came from. That is not pretty but it is necessary. Then it would be enough to have mild and friendly border controls at the Union's internal frontiers which would give greater security to citizens, for example by automatic scanning of car license plates. * Member states themselves should have the right to restrict immigration by setting rules for minimum wages and distribution of domestic welfare benefits. * The rules on free movement of people should be changed, so that citizens in different countries can willingly accept them. * The EU must also act more effectively against cross-border crime, so that people can feel more safer and secure. 5. Open up and democratise the EU - * All EU meetings should be open to citizens and any document produced by the institutions should be publicly available unless a law or specific decision allows for exceptions. * The EU Ombudsman, the Court of Auditors and the European Parliament's budget control committee must have the right to check all expenditures. * All laws should be adopted by the European Parliament and the Council of Ministers together and should be open to further amendment on the initiative of the Commission, the Council of Ministers, the European Parliament or the national parliaments. * Delegated acts should also be open to amendment by a majority in the elected bodies. We can no longer have laws and regulations that cannot be changed by voters and their elected representatives. * The European Court of Justice should avoid judicial activism and stop effectively making laws through its judgments. Laws should always be adopted by elected representatives who are subject to voter control. We cannot have far-reaching judgments laying down rules that can never be amended by the European Parliament, the Council of Ministers or the national parliaments. 6. We must be able to choose our leaders - * National Commissioners should be elected directly at the same time as elections to the European Parliament. * It will be devastating for citizens' confidence if/when we must change to a smaller Commission in 2019. Smaller countries should feel represented in the government of the union by having their own Commissioner. * A Commission that is without participation by every member state will lack legitimacy when the Commission adopts 70 percent of all laws on its own, and has the exclusive right to propose all others. * The president of the Commission should be elected by the European Parliament and the presidents and prime ministers in the European Council together, as long as there is no European people ready to support direct elections of an EU president, as in the United States of America. 7. Begin reform with the national parliaments - * National parliaments should adopt the EU annual legislative programme and become better at implementing the principle of subsidiarity. It is not Brussels that should decide. The desirable direction should always be bottom-up rather than top-down. * Adoption of laws should not primarily be a matter for ministers, officials, experts and lobbyists. The elected representatives of national parliaments should decide and control their countries' input into the decision-making process of the EU. National parliaments and voters must have co-influence and co-responsibility. * All proposals for EU legislation could have a first reading in the national sectoral committee, a second reading in the European affairs committee and a third reading with the adoption of each countries' position in the national parliaments. Thus the voters can see whom to punish or reward on the next polling day. 8. Limit EU bureaucracy - * Laws and allocations of money should be adopted with a designated expiry date, so they expire automatically unless explicitly renewed. * Rules for public procurement rules should be changed so as to create less frustration and more competition. Small and medium-sized enterprises should have better chances of winning tenders than they have now. * All laws should be accessible by the citizens. It should be possible for citizens to read and understand legislation in whatever area they are interested. * The many thousands of EU laws and even more numerous rules and regulations should be collected under the main legislative act, with appropriate attachments. Suggestions for changes in laws must be made visible. Today even experts often have difficulty figuring out the actual legal situation in relation to some EU laws. * Knowledge of EU relations has become a specialty for lawyers and the 30,000 or so paid lobbyists in Brussels. European laws and their creation should in principle belong to all of us. 9. Greater freedom for member countries - * The Commission and the European Court of Justice should only be able to intervene in member states' decisions in instances where there are clear cross-border effects. * This could be done by means of a European 'Freedom Act' that would limit the impact of the Union's 144,000 or so laws, rules, standards and judgments so that they only apply in relation to cross-border issues. * Harmonisation needs to take place so that businesses and citizens experience the benefit of having one good standard rather than 28 different sets of rules. * Common minimum rules should allow countries to adopt additional protection, for example in relation to climate, the environment, health and consumer safety. 10. Peace and free trade - * The EU should contribute to international peacekeeping and development by strengthening and supporting the UN and respecting the 17 Sustainable Development Goals (SDGs). * The EU should defend and respect human rights, both inside and outside the union. * The member states should continue to decide whether they will participate in the EU common defence and Nato. * The EU should remove customs and quantitative restrictions on the importation of goods as much as possible and enter into free trade agreements with every possible country and area. * Trade agreements should consider the degree of development of different countries and respect the climate, environment, health, safety and public policy of the participating states and the EU. * Mediation and financial compensation should be used wherever possible, instead of leaving decision-making and judicial authority to mainly multinational companies and their lawyers, as was the case in the proposed TTIP agreement with the United States of America.Uffe Ostergard is a professor emeritus at Copenhagen Business School and the author of What Next, EU?

There can be no backsliding," he said.Avoiding a hard border in Northern Ireland that could tear apart communities only recently brought together by the peace agreement was one of the key issues in the first phase of Brexit talks.Varadkar pointed out that the citizens of Northern Ireland will likely remain EU citizens because of their unique status under the Good Friday Agreement putting an end to violence there.The taoiseach said it was important that the deal reached in December is fully reflected in the withdrawal agreement that is now being formalised in a legal text.-EU future-The Irish centre-right politician was the first to speak in a series of speeches by EU leaders on the future of Europe in the European Parliament.Varadkar pointed out that in the future all EU member states will be small states in comparison to the megacities and highly-populated countries of Asia, China and the global South."So, we're going to need to stick together if we are to protect what we have and export our values and world view," he said."If it wasn't for Europe, our country would not be present on the world stage," Varadkar added.Varadkar, at 38 the second-youngest prime minister in Europe, said he supported making the so-called Spitzenkandidat system permanent.The system lets EU-level party families nominate top candidates, with the winning party's candidate becoming the president of the European Commission. This is how Jean-Claude Juncker was chosen in 2014.Varadkar said that choosing the leading positions in the EU should be democratised. He said he also supported an EU-wide list for the European Parliament for the elections in spring 2019."Let's get people in cafes in Naples and restaurants in Galway talking about the same election choices," he said.On the EU budget, Varadkar said that as a net contributor, Ireland supports maintaining the structural funds to eastern and central Europe, the common agriculture fund, Erasmus, funding for research and the European Investment Bank. He said these programs should be protected."For new programmes, we should use new money," he said.He added that Dublin would make a larger contribution, if projects important for Ireland would not be cut.Varadkar also said he supported the idea of an EU 'Marshall Plan' for Africa to stem the flow of migrants, and to avoid a larger wave of people arriving from Africa seeking asylum or a better life in Europe.-Defence of Ireland's taxes-Varadkar sought to defend Ireland's controversial corporation tax system in the EP, which is criticised for being a tax haven for large tech companies in Europe.In 2016 the EU Commission ordered US tech giant Apple to pay back Ireland €13 billion in back taxes.Varadkar said it should be national governments and parliaments should set their own taxes.But he added, that large corporations should not be able to avoid paying taxes."That's as true for American tech companies as it is for European car manufacturers, or for international aerospace and defence companies," he said, adding that Ireland has taken steps to close loopholes in Irish tax rules.However, he added that closing loopholes should be done on an international basis through the Organisation of Economic Cooperation and Development (OECD). "Europe should not give advantages to our competitors by acting unilaterally," Varadkar said.A second referendum-After Varadkar rose to speak, Juncker told MEPs the UK should re-apply for EU membership after Brexit."Even if the British leave under Article 50, then Article 49 would allow them to join again and I would like that," Juncker said.A day before, European Council president Donald Tusk had told MEP that the UK would be welcomed to stay an EU member if it changed its mind."We haven't had a change of heart. BRUSSELS, Today, 09:25-French president Emmanuel Macron is set to discuss reforming a bilateral border agreement with UK prime minister Theresa May on Thursday (18 January) amid pressure to prevent migrants from settling around the port city of Calais.The Le Touquet agreement from 2003 allows British border controls to take place in Calais as well as similar French controls in the UK.Macron has threatened to overhaul the agreement with demands that may include more British funding as well as requests to take in more refugees and unaccompanied minors as part of a larger effort to prevent migrant camps from mushrooming in Calais.In an apparent bid to sweeten the diplomatic pill, Macron is also due to announce that France will send the famous Bayeux Tapestry on loan to the UK. The 11th century artwork depicts the Norman invasion of Britain, and is housed in a special museum in Bayeux, Normandy.Similar demands to Macron's have been made by Calais' right-wing mayor Natacha Bouchart, who told this website in 2016, that France should "take advantage of UK's EU exit vote" to scrap the agreement and have Britain shoulder expenses.French authorities at the time had dismantled the so-called Jungle where thousands of people were living in ad-hoc settlements near the city of Calais.Up to 600 people are now thought to be in Calais in a desperate bid to reach the UK with France deploying 1,130 police officers to patrol the area. Many of the people are said to be from Afghanistan, Eritrea and Ethiopia.Some are sleeping rough, others are housed by Calais residents, with another 270 in temporary shelters to protect them from the cold. Three recently died in their attempt to reach the UK.On official visit in Calais on Tuesday (16 January), Macron said he would not allow another settlement to emerge as he outlined French migration plans to increase accommodation, shorten asylum procedures, create better integration opportunities, and finance the distribution of food to migrants. Food distribution is currently done by NGOs."There will be no reconstruction of 'the Jungle' or tolerance of illegal settlements in or around Calais," he said.He described Calais as a dead-end for anyone without proper paper work hoping to cross the English Channel. He also defended police against accusations of violence recently described in an NGO report as "excessive and life-threatening".Macron was accompanied by his interior minister Gerard Collomb, who last week told the Le Parisien newspaper that Britain needs to assume more costs and receive more people.But the UK appears to resist the idea. A UK government spokesperson was cited by the BBC as saying that Britain had already "taken significant number of unaccompanied asylum seeking children from the area around and in Calais".Collomb's ministry will be overseeing a new interministerial delegation on refugee integration set for launch next week. He is also expected to outline an immigration law in February.

OTTAWA — Activities and projects that are considered to be anti-abortion will be ineligible for funding as part of Canada's revamped national youth volunteer program.Prime Minister Justin Trudeau launched the first phase of the new Canada Service Corps program during a live Instagram video Tuesday, calling it an exciting opportunity to get young Canadians engaged in their country and community."Our vision and our goal for this is really going to be to create an opportunity for any young person who wants to serve their country in meaningful ways," Trudeau said.The government is investing $105 million into the program over the next three years, and while it won't be fully rolled out until 2019, there are already funding applications being accepted for the initial phase.And much like the Canada Summer Jobs program, the Canada Service Corps will not approve funding for any projects deemed not to "respect existing individual human rights in Canada, including the values underlying the Canadian Charter of Rights and Freedoms," including reproductive rights.Other values listed include the right to be free from discrimination on the basis of sex, religion, race, national or ethnic origin, colour, mental or physical disability, sexual orientation or gender identity or expression.The funding will be used for projects that "engage young people and get them involved in meaningful service opportunities." Examples include a peer-to-peer mental health support network, or a three-month project to have youth promote the need to conserve local wetlands.There will be a special emphasis on projects that target reconciliation with Indigenous Peoples, including those that bring together Indigenous and non-Indigenous youth.Unlike the jobs program, Employment and Social Development Canada won't require organizations to sign anything attesting that their core mandate doesn't oppose human rights or the charter, including reproductive rights.Rather, it will be up to the department reviewing the applications todecide if the specific activity or program for which funding is sought meets the requirement.The government has been criticized about the Canada Summer Jobs program by faith groups and charities who say they can't sign a statement that contravenes their religious beliefs, and now won't be eligible for funding for summer jobs such as camp counsellor positions and summer internships.Conservative Leader Andrew Scheer accused Trudeau of imposing his values on others, but his spokesman said Tuesday they want to know more about why the government is implementing the policy differently for the Canada Service Corps.In an interview Monday with The Canadian Press, Trudeau was asked if the eligibility rules for Canada Summer Jobs would extend to any other areas of the government. Despite a slight drop in water levels near Deer Lake on Tuesday night, the Newfoundland and Labrador town's mayor says the trend turned around again during the overnight hours.Water levels had started rising in Deer Lake and the Humber River early Tuesday after ice began jamming at the point where the upper Humber flows into the the lake.From relief to worry-Mayor Dean Ball and other town officials had breathed a sigh of relief Tuesday evening, when monitoring stations showed the water was receding in Deer Lake and the Humber River — finally providing some good news to residents in neighbourhoods near the water.But that relief was short-lived, as four readings overnight showed the water was again rising."Ice conditions there are not getting any better," Ball told the Corner Brook Morning Show."It's abnormal what we're seeing right now but we're hoping for the best, that those levels are going to start to decrease."One preliminary reading at daybreak did show a slight dip, but Ball said it will take several more readings before officials can get a clearer picture.Ball said the town was anticipating that the water would keep receding, but it's clear that isn't the case, based on both overnight measurements and verbal reports from residents who are seeing the water creep farther onto their properties.The ice on Wednesday was moving down the river at a much slower speed than Tuesday evening, which means the ice is likely again blocking drainage into the lower Humber River.'Nobody is in panic mode' Water has not yet reached homes in the Riverside Drive area, Ball said, but the town is still ready to spring into action if there's a need to evacuate."We have all of that information, so in a second's notice now, we have all the ammunition to move in seconds, not hours now," he said."Nobody is in panic mode and I wouldn't want anybody to be in panic mode. We have to maintain eyes and ears on this so we don't get blindsided."In addition to flooding concerns, four homes on Pinetree Drive are at risk of landslide damage. Ball said Newfoundland Power crews also moved a power line so that residents wouldn't lose power from water surrounding the line.Town officials will be assessing the water levels later Wednesday morning, Ball said, which will give them a better idea of what they'll be contending with.Breaking up the ice jam-Ball said the town is also exploring ways to break up the ice jam and get water flowing again into the lower Humber."Dynamite is not an option for us. The provincial government is developing contingency plans in the wake of the bankruptcy of British multinational Carillion, whose Canadian subsidiary holds three contracts for highway snow removal in Alberta. A spokesperson for Carillion Canada said Tuesday the subsidiary's leadership is looking at how to continue operations. Employees, subcontractors and suppliers are still being paid. Dutch photographer Marinka Masséus was there to capture the moment when the richly textured scarves hit their faces.This shoot was a part of a recent photo essay made in cooperation with My Stealthy Freedom, an online movement started in 2014 by journalist Masih Alineja to encourage Iranian women to post pictures of themselves online without their hijab, the traditional scarves which cover women’s heads and chests.With over 1 million followers on its Facebook page, My Stealthy Freedom is a subtle protest in response to the “literal and metaphorical boundary” imposed against Iranian women, Masséus told The Times of Israel via email.Whereas the hijab itself is meant to be a personal and religious symbol for Muslim women who choose to take it on, it has instead been forced upon them as a badge of the inequality and systemic discrimination women face in Iran, she said.In a particularly poignant moment in the recent wave of unrest in Iran, an Iranian woman took off her hijab and waved it as a flag in protest of Iranian women’s enforced dress code. The German journalist who first reported raids by local security forces at the homes of suspected Iranian spies across Germany supplied new details Wednesday about the Israeli and Jewish targets allegedly monitored by the suspects.Josef Hufelschulte, of the weekly German-language magazine FOCUS, told Israeli public broadcaster Kan that the suspected spies had been gathering information on the Israeli embassy in Berlin, as well as on targets related to the local Jewish community, including kindergartens.The operatives were monitored by German intelligence services for two months before the raids were conducted, Hufelschulte said.On Tuesday, German authorities said they were conducting searches across the country in connection with 10 suspected Iranian spies, with FOCUS magazine claiming that they were members of an elite military force that had been eyeing Israeli and Jewish targets.The report said that arrest warrants for the suspects listed them as members of the al-Quds force, which is part of the Iranian Revolutionary Guards Corps and is considered a terrorist organization by the United States.Later on Tuesday, Kan reported that the Israeli Mossad intelligence service had provided critical information that led to the raids. The United States Geological Survey has confirmed that a bright flash of light followed by a booming sound spotted in Windsor-Essex was a meteor that broke up over the Detroit area.Social media across the region lit up with videos of the burning space matter Tuesday night around 8:10 p.m."After reviewing several observational data sets, the NWS can confirm the flash and boom was NOT thunder or lightning, but instead a likely meteor," tweeted the National Weather Service office in Detroit.That message was followed by another social media post pointing to a report from the United States Geological Survey, which stated the meteorite fell about eight kilometres from New Haven, Mich., and registered a 2.0 magnitude earthquake in Michigan.People on both sides of the border shared stories online of seeing the meteor fall and how it felt when it shook their homes.Windsor resident Maya Banner was about to let her dog out at her home in the city's south end when something sent tremors through her legs."It actually scared me because it sounded like somebody was on my deck," she explained. "I can only describe it as pulling my barbecue across the wooden planks, you know how you feel that in your legs ... like a rumble?"Across the city, Carlie Williams was just pulling out of her driveway when a sudden bright light temporarily blinded her. She kept driving, then suddenly heard a loud "boom.""It was like a literal flash, almost like from a camera or a big flash of lightning," she said. "The sound came a couple minutes afterwards. BRUSSELS, Today, 10:08-The EU Ombudsman has called on European Central Bank (ECB) top officials to stop participating in the Group of 30, a secretive international gathering of bankers.In a set of recommendations published on Wednesday (17 January), Emily O'Reilly said that ECB president Mario Draghi should "suspend his membership for the remaining duration of his term", which ends in 2019.She added that "the ECB should seek to ensure that neither the next president of the ECB, nor any other member of ECB decision-making bodies, becomes a member of the G30.""It would undoubtedly help reinforce public trust in the ECB," she argued.The Ombudsman's recommendations follow a year-long investigation after Corporate Europe Observatory (CEO), a Brussels-based NGO, filed a complaint in November 2016.CEO argued that ECB officials involvement in the G30 was incompatible with the institutions' independence, reputation and integrity.In 2015, the NGO requested documents from the ECB over the institution's ethic bodies' proceedings on the G30.It then considered that the replies from the ECB showed that "no precautionary measures have been taken" concerning ECB official's participation in G30 meetings.The Group of 30 - formally named the Consultative Group on International Economic and Monetary Affairs - is a Washington-based organisation whose members include the heads of major private banks and central banks, as well as academics and international institutions officials.It organises two closed-door meetings a year, as well as an international banking seminar that is open to external participants.Members of this exclusive club are chosen by a Board of Trustees, of which only the chairman is known - Jacob A. Frenkel, the Chairman of the JPMorgan Chase International bank.Draghi has attended four meetings - in 2012, 2013 and twice in 2015 - and one seminar - in 2012 - since he became ECB president, according to the bank's reply to the Ombudsman's questions.After a first complaint by CEO in 2012, O'Reilly's predecessor Nikiforos Diamandouros said in 2013 that Draghi's participation in the G30 was not "incompatible with the independence, reputation and integrity of the ECB".But since that decision, the ECB was tasked with a new mission, the supervision of EU banks, through the Single Supervision Mechanism.This, according to O'Reilly, makes the situation today "different from that of 2012".The Ombudsman noted that "crucially, members of the G30 "also include representatives from a number of major banks either directly or indirectly supervised by the ECB".'Clear separation' She insisted that it was "important to demonstrate to the public that there is a clear separation between the ECB as supervisor and the finance industry which is affected by its decisions".ECB rules "cannot fully remove the possible perception by some citizens that regulators and bankers meet in elite clubs behind closed doors and take decisions affecting the lives of millions of people," she said.O'Reilly noted that Draghi is not a member of the SSM's executive body, the supervisory board, and that "there is no evidence that the G30 meetings could have directly influenced or have had an (adverse) impact on the ECB's supervisory tasks".She pointed out however that "those holding public office must not be influenced, or even appear to be influenced, by private relationships".As a result, she asked that neither the members of the SSM's supervisory board nor of the ECB's executive board become members of the G30.She also asked that when they attend G30 non-member events, they should disclose the agendas of the meetings and non-confidential summaries of the discussions.'Timely and positive decision' O'Reilly now expects a reply from the ECB by 15 April.The ECB said on Wednesday that it had "taken note of the Ombudsman's recommendation and will respond in due course".In October, it told the Ombudsman that is considered that Draghi and other officials' attendance to G30 meetigns was "fully compatible with the independence, reputation and integrity of the ECB and, most importantly, that this does not entail any conflict of interest".Corporate Europe Observatory, for its part, said that the Ombudsman's decision was "timely and very positive"."Imbalanced policy consultation at the European Central Bank has made the institution vulnerable to the undue influence of financial industry interests," the NGO's Kenneth Haar said in a statement.He said he hoped that the ECB will implement the recommendations "without hesitation", and added that "the next step will be to reform the advisory groups of the ECB, which our researcn has shown to be dominated by the financial industry."

Jan, 15:20-The European Central Bank (ECB) refused to provide "important evidence" when the EU Court of Auditors examined its management of banking crisis.This "had a negative impact on the audit work...on the operational efficiency of the ECB's crisis management for banks" the guardian of the EU finances said in a report published on Tuesday (16 January)."It is not satisfactory for us," Kevin Cardiff, a member of the court who supervised the report, told journalists in Brussels.He said that although the ECB was a "very independent institution which has multiple layers of accountability," the scrutiny by the European Parliament and the member states "is enhanced if there is a good, proper, sound, solid audit to provide information to them.""We see our role as supporting democratic scrutiny," he said, while admitting that under the EU treaty, the auditors cannot examine the ECB's policy-based decision-making.In their report, the auditors said that the ECB, as a supervisory body for EU banks, "has established a substantial framework for crisis management procedures" but that it was flawed.They noted that the ECB's process for the assessment of banks' recovery plans was "positive" and that "submission and monitoring procedures are in place," with assessors having access to useful tools.However, they found "flaws" in the crisis management and recommended better communication and coordination by the ECB with other actors, such as the Single Resolution Board, the EU agency that is in charge of failing banks.In particular, the auditors said the ECB should provide additional guidance for recovery plans as well as for "failing or likely to fail assessments"."It's important to see indications of problems at an earlier stage, and engage with them at that point," Cardiff noted."We felt there were some difficulties that could impend efficiency, which could be important in a crisis," he said.But overall, he insisted, the auditors are "not saying there is a major failure in the institution."The report follows another report on the SRB last month, in which the Court of Auditors said that it was "very much a work in progress" with "still a long way to go."

Jan, 09:28-I have been a strong proponent of European cooperation for the past 50 years and am sad to see how our dream of a united Europe has been destroyed by the many crises of recent years.The monetary union was a faulty construction that lacked a political arm to govern the economies involved.The result was that Europe lost 8 percent of gross national product (GNP), compared to the US, after the 2008 financial crisis. We could have had the same growth rate as the Americans by taking real control of the EU economy. In fact, eight percent of the EU's GNP could have solved most of its economic problems.The refugee crisis was not difficult to foresee and the expansion of Africa's population and its consequences should not have come as a surprise.We abolished all EU internal borders without establishing strong common borders around the EU/Schengen countries. We were then taken aback when refugees started to move towards us.We need urgently to control the EU borders, stop the illegal immigration industry and open up legal immigration routes for people from outside the EU with proper passports, visas and work offers.Brexit could have been avoided if we had dealt with the EU's basic problems and given Europeans a slim, efficient and democratic Europe before the British people voted.These three major EU crises led to populist victories in several countries. The EU has grown in popular support recently because people feel threatened by one country leaving it - not out of love for the Brussels institutions.This is the core analysis that I have written together with the longest-serving Danish member of the European Parliament, Jens-Peter Bonde.The book that we have written together is called 'What Next, EU?' It contains ten proposals that would change things from continual crisis to a better Europe if they were to be adopted. We have been political opponents for many years. Then we met and succeeded in overcoming our differences. The result is this book that ends with 'Ten Commandments' to democratise EU. We hope that you as its reader will also be willing to discuss our ideas on how to save Europe. 1. Close all tax havens and reform the EU currency union- * Forbid all tax transactions through tax havens if they do not offer full disclosure and information. * Introduce common rules for taxation of all companies that export or have subsidiaries in other countries. It is unfair that big businesses can avoid paying taxes, while smaller companies and ordinary citizens pay the bill for those who have a better ability to pay. * Introduce joint taxation of financial transactions and company profits to replace member states' and citizens' contributions to the EU. * Either wind up the euro or let the monetary union be governed democratically, with greater emphasis on growth and employment than controlling inflation, and with the necessary willingness to show solidarity between the richer countries and areas and those that lag behind. 2. Create green growth - * Use the EU budget, the European Investment Bank and the European Central Bank to contribute to climate protection, green growth and job creation in the member states. That makes more sense than continuing the existing massive supports for those who own farmland. * Adopt a sliding scale for countries' co-financing of green growth based on their financial capacity, so that the richest countries for example, would receive, say, 10 percent in grants while the poorest might receive 50 percent. 3. Establish a common refugee fund - * Inaugurate a modern 'Marshall Plan' for the countries of the Middle East and Africa, to create realistic prospects of local employment. * Open our markets for duty-free access so that poor countries can export goods to us instead of people. * The road to Europe should go through embassies, airports and neigbourhood camps, not be by means of overcrowded inflatable boats, with huge numbers drowning in the sea. * Europe should be open to legal visa access, so we can close down the illegal immigration industry that robs and exploits immigrants. * The EU budget should finance the cost of refugees and allow communities, organisations and companies across the EU to compete in offering solutions to the migration problem. 4. Enforce efficient border control and the right to welfare - * The common external borders must be effectively and humanely monitored with the help of EU budget subsidies. It is not fair to leave the bill and the trouble to the most vulnerable EU countries such as Italy and Greece. * Ships with immigrants in them should be returned to where they came from. That is not pretty but it is necessary. Then it would be enough to have mild and friendly border controls at the Union's internal frontiers which would give greater security to citizens, for example by automatic scanning of car license plates. * Member states themselves should have the right to restrict immigration by setting rules for minimum wages and distribution of domestic welfare benefits. * The rules on free movement of people should be changed, so that citizens in different countries can willingly accept them. * The EU must also act more effectively against cross-border crime, so that people can feel more safer and secure. 5. Open up and democratise the EU - * All EU meetings should be open to citizens and any document produced by the institutions should be publicly available unless a law or specific decision allows for exceptions. * The EU Ombudsman, the Court of Auditors and the European Parliament's budget control committee must have the right to check all expenditures. * All laws should be adopted by the European Parliament and the Council of Ministers together and should be open to further amendment on the initiative of the Commission, the Council of Ministers, the European Parliament or the national parliaments. * Delegated acts should also be open to amendment by a majority in the elected bodies. We can no longer have laws and regulations that cannot be changed by voters and their elected representatives. * The European Court of Justice should avoid judicial activism and stop effectively making laws through its judgments. Laws should always be adopted by elected representatives who are subject to voter control. We cannot have far-reaching judgments laying down rules that can never be amended by the European Parliament, the Council of Ministers or the national parliaments. 6. We must be able to choose our leaders - * National Commissioners should be elected directly at the same time as elections to the European Parliament. * It will be devastating for citizens' confidence if/when we must change to a smaller Commission in 2019. Smaller countries should feel represented in the government of the union by having their own Commissioner. * A Commission that is without participation by every member state will lack legitimacy when the Commission adopts 70 percent of all laws on its own, and has the exclusive right to propose all others. * The president of the Commission should be elected by the European Parliament and the presidents and prime ministers in the European Council together, as long as there is no European people ready to support direct elections of an EU president, as in the United States of America. 7. Begin reform with the national parliaments - * National parliaments should adopt the EU annual legislative programme and become better at implementing the principle of subsidiarity. It is not Brussels that should decide. The desirable direction should always be bottom-up rather than top-down. * Adoption of laws should not primarily be a matter for ministers, officials, experts and lobbyists. The elected representatives of national parliaments should decide and control their countries' input into the decision-making process of the EU. National parliaments and voters must have co-influence and co-responsibility. * All proposals for EU legislation could have a first reading in the national sectoral committee, a second reading in the European affairs committee and a third reading with the adoption of each countries' position in the national parliaments. Thus the voters can see whom to punish or reward on the next polling day. 8. Limit EU bureaucracy - * Laws and allocations of money should be adopted with a designated expiry date, so they expire automatically unless explicitly renewed. * Rules for public procurement rules should be changed so as to create less frustration and more competition. Small and medium-sized enterprises should have better chances of winning tenders than they have now. * All laws should be accessible by the citizens. It should be possible for citizens to read and understand legislation in whatever area they are interested. * The many thousands of EU laws and even more numerous rules and regulations should be collected under the main legislative act, with appropriate attachments. Suggestions for changes in laws must be made visible. Today even experts often have difficulty figuring out the actual legal situation in relation to some EU laws. * Knowledge of EU relations has become a specialty for lawyers and the 30,000 or so paid lobbyists in Brussels. European laws and their creation should in principle belong to all of us. 9. Greater freedom for member countries - * The Commission and the European Court of Justice should only be able to intervene in member states' decisions in instances where there are clear cross-border effects. * This could be done by means of a European 'Freedom Act' that would limit the impact of the Union's 144,000 or so laws, rules, standards and judgments so that they only apply in relation to cross-border issues. * Harmonisation needs to take place so that businesses and citizens experience the benefit of having one good standard rather than 28 different sets of rules. * Common minimum rules should allow countries to adopt additional protection, for example in relation to climate, the environment, health and consumer safety. 10. Peace and free trade - * The EU should contribute to international peacekeeping and development by strengthening and supporting the UN and respecting the 17 Sustainable Development Goals (SDGs). * The EU should defend and respect human rights, both inside and outside the union. * The member states should continue to decide whether they will participate in the EU common defence and Nato. * The EU should remove customs and quantitative restrictions on the importation of goods as much as possible and enter into free trade agreements with every possible country and area. * Trade agreements should consider the degree of development of different countries and respect the climate, environment, health, safety and public policy of the participating states and the EU. * Mediation and financial compensation should be used wherever possible, instead of leaving decision-making and judicial authority to mainly multinational companies and their lawyers, as was the case in the proposed TTIP agreement with the United States of America.Uffe Ostergard is a professor emeritus at Copenhagen Business School and the author of What Next, EU?

There can be no backsliding," he said.Avoiding a hard border in Northern Ireland that could tear apart communities only recently brought together by the peace agreement was one of the key issues in the first phase of Brexit talks.Varadkar pointed out that the citizens of Northern Ireland will likely remain EU citizens because of their unique status under the Good Friday Agreement putting an end to violence there.The taoiseach said it was important that the deal reached in December is fully reflected in the withdrawal agreement that is now being formalised in a legal text.-EU future-The Irish centre-right politician was the first to speak in a series of speeches by EU leaders on the future of Europe in the European Parliament.Varadkar pointed out that in the future all EU member states will be small states in comparison to the megacities and highly-populated countries of Asia, China and the global South."So, we're going to need to stick together if we are to protect what we have and export our values and world view," he said."If it wasn't for Europe, our country would not be present on the world stage," Varadkar added.Varadkar, at 38 the second-youngest prime minister in Europe, said he supported making the so-called Spitzenkandidat system permanent.The system lets EU-level party families nominate top candidates, with the winning party's candidate becoming the president of the European Commission. This is how Jean-Claude Juncker was chosen in 2014.Varadkar said that choosing the leading positions in the EU should be democratised. BRUSSELS, Today, 09:25-French president Emmanuel Macron is set to discuss reforming a bilateral border agreement with UK prime minister Theresa May on Thursday (18 January) amid pressure to prevent migrants from settling around the port city of Calais.The Le Touquet agreement from 2003 allows British border controls to take place in Calais as well as similar French controls in the UK.Macron has threatened to overhaul the agreement with demands that may include more British funding as well as requests to take in more refugees and unaccompanied minors as part of a larger effort to prevent migrant camps from mushrooming in Calais.In an apparent bid to sweeten the diplomatic pill, Macron is also due to announce that France will send the famous Bayeux Tapestry on loan to the UK. The 11th century artwork depicts the Norman invasion of Britain, and is housed in a special museum in Bayeux, Normandy.Similar demands to Macron's have been made by Calais' right-wing mayor Natacha Bouchart, who told this website in 2016, that France should "take advantage of UK's EU exit vote" to scrap the agreement and have Britain shoulder expenses.French authorities at the time had dismantled the so-called Jungle where thousands of people were living in ad-hoc settlements near the city of Calais.Up to 600 people are now thought to be in Calais in a desperate bid to reach the UK with France deploying 1,130 police officers to patrol the area. Many of the people are said to be from Afghanistan, Eritrea and Ethiopia.Some are sleeping rough, others are housed by Calais residents, with another 270 in temporary shelters to protect them from the cold. He also defended police against accusations of violence recently described in an NGO report as "excessive and life-threatening".Macron was accompanied by his interior minister Gerard Collomb, who last week told the Le Parisien newspaper that Britain needs to assume more costs and receive more people.But the UK appears to resist the idea. A UK government spokesperson was cited by the BBC as saying that Britain had already "taken significant number of unaccompanied asylum seeking children from the area around and in Calais".Collomb's ministry will be overseeing a new interministerial delegation on refugee integration set for launch next week. He is also expected to outline an immigration law in February.

OTTAWA — Activities and projects that are considered to be anti-abortion will be ineligible for funding as part of Canada's revamped national youth volunteer program.Prime Minister Justin Trudeau launched the first phase of the new Canada Service Corps program during a live Instagram video Tuesday, calling it an exciting opportunity to get young Canadians engaged in their country and community."Our vision and our goal for this is really going to be to create an opportunity for any young person who wants to serve their country in meaningful ways," Trudeau said.The government is investing $105 million into the program over the next three years, and while it won't be fully rolled out until 2019, there are already funding applications being accepted for the initial phase.And much like the Canada Summer Jobs program, the Canada Service Corps will not approve funding for any projects deemed not to "respect existing individual human rights in Canada, including the values underlying the Canadian Charter of Rights and Freedoms," including reproductive rights.Other values listed include the right to be free from discrimination on the basis of sex, religion, race, national or ethnic origin, colour, mental or physical disability, sexual orientation or gender identity or expression.The funding will be used for projects that "engage young people and get them involved in meaningful service opportunities." Examples include a peer-to-peer mental health support network, or a three-month project to have youth promote the need to conserve local wetlands.There will be a special emphasis on projects that target reconciliation with Indigenous Peoples, including those that bring together Indigenous and non-Indigenous youth.Unlike the jobs program, Employment and Social Development Canada won't require organizations to sign anything attesting that their core mandate doesn't oppose human rights or the charter, including reproductive rights.Rather, it will be up to the department reviewing the applications todecide if the specific activity or program for which funding is sought meets the requirement.The government has been criticized about the Canada Summer Jobs program by faith groups and charities who say they can't sign a statement that contravenes their religious beliefs, and now won't be eligible for funding for summer jobs such as camp counsellor positions and summer internships.Conservative Leader Andrew Scheer accused Trudeau of imposing his values on others, but his spokesman said Tuesday they want to know more about why the government is implementing the policy differently for the Canada Service Corps.In an interview Monday with The Canadian Press, Trudeau was asked if the eligibility rules for Canada Summer Jobs would extend to any other areas of the government. He said he couldn't "think of any examples," but reiterated the government would "be thoughtful about ensuring rights are protected.""I think people can expect us to be consistent on that."In a letter to Trudeau this week, Jim Hughes, president of the Campaign Life Coalition, said abortion is neither a "human right" nor a right under the Canadian Charter of Rights and Freedoms.The Canada Service Corps will include volunteer opportunities with 10 organizations already approved by the government — 4-H Canada, Apathy is Boring, Boys and Girls Club of Canada, Canadian Wildlife Federation, Chantiers jeunesse, Duke of Edinburgh's International Award - Canada, Katimavik, mindyourmind, Ocean Wise, and the YMCA.Local and regional organizations, including schools, not-for-profits, municipal governments, indigenous organizations and Crown corporations, can also apply for funding for projects in their communities. Individuals can also apply for small grants of $250, $750 or $1,500 for service-related projects.The revamped program finally fulfills a campaign promise made by the Liberals to spend "$25 million per year in a restored youth service program, to give young Canadians valuable work and life experience, and provide communities with the help required for much-needed projects."The first Liberal budget in 2016 promised $105 million over five years and $25 million annually after that to support youth service. Despite a slight drop in water levels near Deer Lake on Tuesday night, the Newfoundland and Labrador town's mayor says the trend turned around again during the overnight hours.Water levels had started rising in Deer Lake and the Humber River early Tuesday after ice began jamming at the point where the upper Humber flows into the the lake.From relief to worry-Mayor Dean Ball and other town officials had breathed a sigh of relief Tuesday evening, when monitoring stations showed the water was receding in Deer Lake and the Humber River — finally providing some good news to residents in neighbourhoods near the water.But that relief was short-lived, as four readings overnight showed the water was again rising."Ice conditions there are not getting any better," Ball told the Corner Brook Morning Show."It's abnormal what we're seeing right now but we're hoping for the best, that those levels are going to start to decrease."One preliminary reading at daybreak did show a slight dip, but Ball said it will take several more readings before officials can get a clearer picture.Ball said the town was anticipating that the water would keep receding, but it's clear that isn't the case, based on both overnight measurements and verbal reports from residents who are seeing the water creep farther onto their properties.The ice on Wednesday was moving down the river at a much slower speed than Tuesday evening, which means the ice is likely again blocking drainage into the lower Humber River.'Nobody is in panic mode' Water has not yet reached homes in the Riverside Drive area, Ball said, but the town is still ready to spring into action if there's a need to evacuate."We have all of that information, so in a second's notice now, we have all the ammunition to move in seconds, not hours now," he said."Nobody is in panic mode and I wouldn't want anybody to be in panic mode. We have to maintain eyes and ears on this so we don't get blindsided."In addition to flooding concerns, four homes on Pinetree Drive are at risk of landslide damage. Ball said Newfoundland Power crews also moved a power line so that residents wouldn't lose power from water surrounding the line.Town officials will be assessing the water levels later Wednesday morning, Ball said, which will give them a better idea of what they'll be contending with.Breaking up the ice jam-Ball said the town is also exploring ways to break up the ice jam and get water flowing again into the lower Humber."Dynamite is not an option for us. An excavator on a barge is what we need, but we need the barge to be able to move on its own, so we need a boat big enough to tow a barge around."Ball said Deer Lake is used to rising water levels during spring, but with the ground frozen and unable to absorb the water as it comes up on the land, this is an entirely new and worrisome situation."We are used to high water — what's different this year is we are dealing with it in January, and not April," he said."This is not the norm. We should have seen a crest yesterday, but hopefully this morning we are going to come up with some good news."
Alberta working on snow contingency plan in wake of Carillion problems-[CBC]-YAHOONEWS-January 17, 2018
The provincial government is developing contingency plans in the wake of the bankruptcy of British multinational Carillion, whose Canadian subsidiary holds three contracts for highway snow removal in Alberta. A spokesperson for Carillion Canada said Tuesday the subsidiary's leadership is looking at how to continue operations. Employees, subcontractors and suppliers are still being paid. Alberta Transportation Minister Brian Mason said his department is working on a contingency plan."We have no reason to believe at the moment that they're about to be unable to perform their responsibilities," Mason said. "But in case that happens, we're going to be ready."Snow removal on Alberta highways is performed by private companies that bid on contracts.The three contracts held by Carillion Canada cover 43 per cent of Alberta's 33,000 kilometres of highways.The areas covered by the Carillon contracts are: - Stettler, Three Hills, Drumheller, Hanna, Coronation, Provost and Oyen; - Fort McMurray, Boyle, Smoky Lake, Cold Lake, St. Paul, Lac La Biche, Vegreville, Tofield, Lamont, Lloydminster, Wainwright, Vermilion, Camrose, Viking and Killam; - Slave Lake, Wabasca, Swan Hills, High Prairie, Kimuso, Sherwood Park, Morinville, Gibbons, Barrhead, Westlock, Athabasca, Leduc, Warburg, Drayton Valley and Stony Plain. Mason said his department is reviewing how snow removal is delivered in Alberta. However, he said the government won't move the service back into the public sector."I don't think that's a direction that we're going to be going right now," he said.Carillion has about 6,000 Canadian employees.
