Feds announce indictment in massive bribery scheme connected to Hillary Clinton’s Uranium One deal-Jan 13, 2018 2:15 pm-Chris Enloe Weekend Editor
A federal indictment connected to the infamous “Uranium One” deal facilitated by former Secretary of State Hillary Clinton and the Obama administration was announced Friday. What happened? The Department of Justice announced an 11-count indictment against Mark Lambert in connection to a Russian bribery scheme involving the Uranium One sale. Lambert is the “former co-president of a Maryland-based transportation company that provides services for the transportation of nuclear materials to customers in the United States and abroad,” the DOJ said in a statement. He was charged with one account of conspiracy to violate the the Foreign Corrupt Practices Act and to commit wire fraud, seven counts of violating the FCPA, two counts of wire fraud and one count of international promotion money laundering, the DOJ said. More from the DOJ:The charges stem from an alleged scheme to bribe Vadim Mikerin, a Russian official at JSC Techsnabexport (TENEX), a subsidiary of Russia’s State Atomic Energy Corporation and the sole supplier and exporter of Russian Federation uranium and uranium enrichment services to nuclear power companies worldwide, in order to secure contracts with TENEX.beginning at least as early as 2009 and continuing until October 2014, Lambert conspired with others at “Transportation Corporation A” to make corrupt and fraudulent bribery and kickback payments to offshore bank accounts associated with shell companies, at the direction of, and for the benefit of, a Russian official, Vadim Mikerin, in order to secure improper business advantages and obtain and retain business with TENEX.A National Review expose on the Uranium One scandal explains that TENEX is the commercial agent responsible for the sale and transportation of uranium to the U.S. It is also a Kremlin-controlled company and a subsidiary of Rosatom, Russia’s state-controlled nuclear company. The bribery scheme deal was first reported last October. According to a report from The Hill, federal investigators began collecting evidence about crimes surrounding the deal in 2009.The Hill reported the “FBI had gathered substantial evidence that Russian nuclear industry officials were engaged in bribery, kickbacks, extortion and money laundering designed to grow Vladimir Putin’s atomic energy business inside the United States.” The report added:.Federal agents used a confidential U.S. witness working inside the Russian nuclear industry to gather extensive financial records, make secret recordings and intercept emails as early as 2009 that showed Moscow had compromised an American uranium trucking firm with bribes and kickbacks in violation of the Foreign Corrupt Practices Act, FBI and court documents show. They also obtained an eyewitness account — backed by documents — indicating Russian nuclear officials had routed millions of dollars to the U.S. designed to benefit former President Bill Clinton’s charitable foundation during the time Secretary of State Hillary Clinton served on a government body that provided a favorable decision to Moscow, sources told The Hill. The report went on to state the DOJ kept Congress and the American public in the dark about corrupt Russian nuclear activities happening on U.S. soil during a time when the Obama administration “made two major decisions benefiting Putin’s commercial nuclear ambitions.”What is the Uranium One scandal? The Uranium One scandal is a controversy in which the Obama administration permitted “the sale of U.S. uranium mining facilities to Russia’s state atomic energy company,” according to NBC News. Multiple government agencies had to approve the sale and the Clintons were key players in securing the deal.Attorney General Jeff Sessions initiated further investigation into the scandal last month. He has even looked into the possibility of opening a separate probe to investigate Clinton’s involvement in the deal.
News-Exec charged with bribing Russian official in uranium deal-By Mary Kay Linge-January 13, 2018 | 1:29pm
The Justice Department has a duty to consider a probe of the Uranium One sale-Sessions considering special counsel to investigate Hillary Clinton-DOJ lifts gag order on FBI source in Russian uranium deal-Trump says uranium deal probe is the new Watergate There’s an indictment in the FBI probe of the Uranium One scandal, in which the Obama administration cleared a business deal that gave a Russian company control of 20 percent of the US uranium industry.A grand jury brought 11 counts of money laundering and wire fraud against Mark Lambert, the former head of a Maryland transportation company.Lambert allegedly tried to bribe an official at a subsidiary of Russia’s State Atomic Energy Corp. The indictment, handed up in Maryland, says Lambert tried to conceal the payments with the code words “lucky figures,” “lucky numbers” and “cake.”Lambert’s aim was to win contracts to ship uranium to the US.The federal investigation grew from charges that the Obama administration covered up an FBI probe of the uranium business — and thus allowed the Russian firm Tenex to buy a stake in Uranium One, a Canadian company that mines uranium in Wyoming and elsewhere.
Hamas says it will not attend Palestinian meeting on Jerusalem recognition-Terror group says conditions of Ramallah talks 'will not enable a comprehensive political review at the level of our aspirations'-By Agencies and TOI staff-JAN 13,18
Hamas said Saturday it would not participate in a meeting of Palestinian leaders to debate responses to the controversial US recognition of Jerusalem as Israel’s capital. The terror group’s decision not to take part in the meeting set to begin late Sunday is a further setback to failing reconciliation efforts between leading Palestinian factions.“We have taken the decision not to participate in the meeting of the [Palestinian] Central Council in Ramallah,” Hamas said in a statement, but stressed its “commitment to the unity of our people.”“The conditions under which the committee will be held will not enable it to carry out a comprehensive and responsible political review, and will prevent decisions that reach the level of our aspirations,” the statement said. The two-day meeting will bring together the heads of the Palestine Liberation Organization, the internationally recognized representative of the Palestinian people.Hamas and Islamic Jihad, another Palestinian terror group, were invited to attend despite not being part of the PLO. Islamic Jihad has also announced it would not take part.Hamas, which runs the Gaza Strip, had been pushing for the meeting to be held outside the Palestinian territories, but Palestinian Authority President Mahmoud Abbas decided instead to host it in Ramallah — the base of his government in the West Bank. The Hamas statement said this left them subject to the “pressures” of Israel, which controls the West Bank and regularly arrests Hamas officials. The meeting is due to discuss responses to US President Donald Trump’s December 6 recognition of Jerusalem as Israel’s capital. The decision infuriated Palestinian leaders, who see East Jerusalem as the capital of a future Palestinian state. The Trump administration has also not publicly committed to the idea of an independent Palestinian state, and briefly threatened the PLO office in Washington with closure in November.Hamas and Abbas’s Fatah party signed a reconciliation agreement in October that was meant to see the Islamists hand over control of Gaza by the end of 2017.The talks have broken down however, with disputes over the fate of tens of thousands of Hamas civil servants and the future of Hamas’s vast armed wing.Hamas seized Gaza in 2007, forcing out Abbas’s forces in a near civil war. It has fought three wars with Israel since 2008.Last week the London-based Arabic newspaper Al-Hayat reported that a senior Hamas official in Ramallah said the terror group would agree to disarm if it can gain PLO representation and join the government. There was no official confirmation of the report.
Russia: Trump would make a ‘big mistake’ by leaving Iran deal-Moscow believes Washington already set on withdrawing from accord, Deputy FM says, vowing to fight to keep agreement alive-By AFP and TOI staff-JAN 13,18
MOSCOW — Russia on Saturday said Washington would be making a grave mistake by pulling out of the Iran nuclear deal, adding that Moscow would work hard to keep the landmark agreement alive.Deputy Foreign Minister Sergei Ryabkov criticized remarks by US President Donald Trump, who on Friday said the US will not reimpose nuclear sanctions on Iran for the moment, but would withdraw later this year unless the terms of the deal are changed.“We are gradually coming to the conclusion that an internal decision by the US to leave the [Joint Comprehensive Plan of Action] has already been made or is close to being made,” Ryabkov said in an interview with Interfax news agency.“This could be one of Washington’s big foreign policy mistakes, a big miscalculation in American policy,” he said.Under the 2015 deal with Russia, the US, China, France, Britain, Germany and the EU, Iran agreed to curb its nuclear program in exchange for lifting of a raft of international sanctions.Trump on Friday gave an ultimatum to “either fix the deal’s disastrous flaws, or the United States will withdraw.”America’s allies say the accord is the best way to thwart Iran’s nuclear ambitions and see it as a victory for multilateral diplomacy. Tehran denies it is seeking to develop atomic weapons. But Trump argues that his predecessor Barack Obama gave away too much to Iran in sanctions relief, without forcing the Islamic republic to end its ballistic missile program and support for militant groups.Ryabkov said Moscow must unite with Europe and China and undertake “intense work” to keep the existing plan intact and decried what he said was a US attempt to strongarm the situation.“In what we heard yesterday, I don’t see any invitation for Iran to enter dialogue,” he said. “This defies the logic of the agreement.”“Russia will do everything in its power to save the agreement,” he said.Iran said Saturday it “will accept no changes” to the deal with world powers and will not allow the accord to be linked to any non-nuclear issue. In a statement Iran’s Foreign Ministry said, “The Islamic Republic of Iran stresses clearly that it will take no measures beyond its commitments under the JCPOA [Joint Comprehensive Plan of Action — the deal’s official name] and will accept no changes to this agreement now or in the future and will not allow that the JCPOA be linked to any other issue [than the nuclear issue].”
PA ‘still in contact’ with Trump administration despite vow to cut ties-Arabic media report, citing Palestinian officials, says diplomatic channels remain open although Abbas declared a boycott of DC in Jerusalem recognition row-By TOI staff-JAN 13,18
The Palestinian Authority has retained some contact with the Trump administration, despite vowing to cut off all ties to the US leadership in protest of its recognition of Jerusalem as Israel’s capital, the London-based Arabic newspaper Al-Hayat reported Saturday. The paper, citing Palestinian officials, said that while Trump’s peace envoys have been shunned by the PA, diplomatic channels remain open, and were never severed.According to the report, a US official has been invited to the opening of the Palestinian Central Council summit in Ramallah on Sunday. At that meeting, senior Palestinian leaders will debate responses to Trump’s announcement on Jerusalem.Trump’s December 6 recognition of Jerusalem as Israel’s capital infuriated the Palestinian leadership, who see East Jerusalem as the capital of a future state they have sought to gain through American-led negotiations.Trump has said his decision merely recognized the reality that Jerusalem already serves as Israel’s capital and wasn’t meant to prejudge the final borders of the city.PA President Mahmoud Abbas has said that after the recognition Americans can no longer play a role as mediators. He is expected to shun Trump’s Vice President Mike Pence when he visits Israel on January 22-23.Palestinian officials have refused meetings with any US political officials, including members of Trump’s peace team and chief negotiator Jason Greenblatt.Trump, in response, has threatened to cut off aid to the PA, asking why Washington should make “any of these massive future payments” when the Palestinians were “no longer willing to talk peace.”Agencies contributed to this report.
Iran says it ‘will accept no changes’ to nuclear deal ‘now or in future’-Responding to Trump's threat to pull out of accord, Tehran says international support has blocked US, Zionist 'warmongers' from attempts to nix agreement-By TOI staff-JAN 13,18
Iran said Saturday it “will accept no changes” to its 2015 nuclear deal with world powers and will not allow the accord to be linked to any non-nuclear issue. The statement was made in a rebuke to US President Donald Trump, who announced Friday that he would pull out of the accord in a few months if European allies did not fix its “terrible flaws.”“The Islamic Republic of Iran stresses clearly that it will take no measures beyond its commitments under the JCPOA [Joint Comprehensive Plan of Action — the deal’s official name] and will accept no changes to this agreement now or in the future and will not allow that the JCPOA be linked to any other issue [than the nuclear issue],” said Iran’s Foreign Ministry. The ministry added that “The internal solidity of and international support for the agreement have blocked attempts by Mr. Trump, the Zionist regime and the ominous alliance of hard-line warmongers to terminate this agreement or make changes to it.”Iran’s Foreign Minister Mohammad Javad Zarif said Friday Trump’s latest attacks on the nuclear deal were a “desperate effort” to undermine an accord that cannot be renegotiated.“Trump’s policy & today’s announcement amount to desperate attempts to undermine a solid multilateral agreement,” Zarif tweeted after Trump reluctantly agreed to waive sanctions, but warned it could be the last time.“JCPOA is not renegotiable: rather than repeating tired rhetoric, US must bring itself into full compliance — just like Iran,” Zarif wrote of the nuclear deal.Earlier Trump signed a waiver keeping the Iran nuclear deal alive, but saying this would be the last time unless Congress and the European countries heed his call to unilaterally strengthen the deal.Faced with a deadline over whether to reimpose sanctions against Tehran that were lifted under the 2015 nuclear accord, Trump ultimately decided to keep those sanctions suspended for at least another 120 days.“Today, I am waiving the application of certain nuclear sanctions, but only in order to secure our European allies’ agreement to fix the terrible flaws of the Iran nuclear deal. This is a last chance,” Trump said in a statement.“In the absence of such an agreement, the United States will not again waive sanctions in order to stay in the Iran nuclear deal. And if at any time I judge that such an agreement is not within reach, I will withdraw from the deal immediately,” he said.Trump laid out four conditions that must be met, including increased inspections, ensuring “Iran never even comes close to possessing a nuclear weapon” and that there be no expiry date to the nuke deal. The current one expires after a decade. His last condition linked the nuclear deal to Iran’s missile program.“Fourth, the legislation must explicitly state in United States law — for the first time — that long-range missile and nuclear weapons programs are inseparable, and that Iran’s development and testing of missiles should be subject to severe sanctions, the statement said.If Trump had not signed those waivers, sanctions would automatically be reinstated, putting the US in contravention of the deal’s terms and likely spelling the end of the 2015 pact.Agencies and Eric Cortellessa contributed to this report.
At UN, diplomats are watching potential White House candidate Haley-Envoys say star of Trump administration is playing to a domestic audience as she positions herself for presidential bid in 2020 or 2024-JAN 13,18-TOI-By Carole LANDRY
UNITED NATIONS (AFP) — One year into the job, Nikki Haley stands out as the star of President Donald Trump’s administration, and diplomats say the UN ambassador is directing some of that star power into a likely White House bid.Speculation about Haley’s presidential ambitions has picked up since she defended Trump’s decision to recognize Jerusalem as Israel’s capital, staring down friends and foes alike at the world body. The 45-year-old Republican resorted to a veto to block criticism from the UN Security Council and threatened reprisals against those who voted against Washington at the General Assembly. The clash gave UN ambassadors a reality check: Haley, they say, is a politician, not a diplomat, and at the United Nations, she is playing to a domestic audience.“She is not trying to win votes at the General Assembly. She is trying to win votes for 2020 or 2024,” a council diplomat said. “She is clearly using this position to run for something, that’s obvious.”The former South Carolina governor arrived at the United Nations last year, promising a “new day” under Trump’s America First policy and vowing to “take names” of countries that don’t toe the line.Seen at the outset as a foreign policy lightweight, Haley was quickly taken seriously because of her close ties to the unpredictable Trump.Over the past year, she has pushed through three new sets of sanctions against North Korea, bringing China and Russia on side to tackle what Trump sees as his administration’s number one security threat. Those sanctions won the unanimous backing of the council, where finding common ground with Haley is testing diplomatic skills. The daughter of Indian immigrants, Haley is hawkish on Iran, fiercely pro-Israel and a strong advocate of cost-cutting at the United Nations.-Signature issues-That those three signature issues play well with the US Republican voter base is not lost on most diplomats.“What matters above all are perceptions internally, in the US,” said another council diplomat, who like many declined to be quoted.Haley was among the first administration officials to take a hard line on Russia, declaring that sanctions over Crimea would remain in place until Moscow gave the territory back to Ukraine.Ukrainian Ambassador Volodymyr Yelchenko, who just wrapped up a two-year stint at the Security Council, says Haley is doing an “excellent job.”“She may be less diplomatic sometimes than some could expect, but this is more an asset than a shortcoming,” he said. For months, Haley had been tipped as a possible replacement to US Secretary of State Rex Tillerson, whom she has upstaged with her media appearances and statements that at times appear to break new ground. In October, she put that speculation to rest, telling reporters that she wasn’t interested.“I would not take it,” Haley told reporters on a trip to the Democratic Republic of Congo. “I want to be where I’m most effective.”She is seen as a possible vice president to Mike Pence, should he take over the presidency.Author Michael Wolff, whose book “Fire and Fury: Inside the Trump White House” has become a national sensation, claims Haley has set her sights higher and is eyeing the presidency.According to published excerpts, Haley began positioning herself as Trump’s heir after concluding in October that he was a one-term president.Wolff quoted a senior White House staffer who described her “as ambitious as Lucifer” and another who offered the view that while being groomed by Trump, “she is so much smarter than him.”Haley has brushed aside questions about her political ambitious, saying she is focused on the job at hand as she remains firmly in the limelight as the UN’s most-watched ambassador.
After riots, Israel tells Gazans: Hamas is exploiting you-Liaison to Palestinians says terror group is sending young people to protest at border 'while hiding behind them'-By TOI staff-JAN 13,18
The Defense Ministry’s chief liaison to the Palestinians warned residents of the Gaza Strip Saturday that the Hamas terror organization was using them in its quest for violence against Israel, a day after dozens of people were hurt in border riots.“Hamas terrorists send young people to riot at the [Gaza border]… while hiding behind them and claiming that these riots are spontaneous and peaceful,” Maj. Gen. Yoav Mordechai, the Coordinator of Government Activities in the Territories(COGAT), said on Facebook.Mordechai pointed to photos of grenades hurled over the border fence on Friday, saying they were proof of Hamas’s lies.“Pictures of these grenades found inside Israeli land indicate the truth!” he wrote. “That is why 11 Palestinians have died and dozens of others have been injured in recent weeks.”Since US President Donald Trump’s December 6 recognition of Jerusalem as Israel’s capital, there have been violent protests every Friday in the West Bank and Gaza, although their size has diminished in recent weeks.“This is the Hamas approach,” Mordechai said. “To hide behind and send young people to carry out violent riots… Do not open the way for Hamas to exploit you. You are the only ones who pay!”Citing the Hamas-run Palestinian health ministry in Gaza, the Haaretz daily reported Friday that 46 Gazans were lightly or moderately wounded by live and rubber bullets. Of those, 41 were injured during clashes at a number of locations along the Gaza border. Another 105 Palestinians were said to have been injured from inhaling smoke and tear gas.Hamas has urged Palestinians to confront soldiers at the border since the December declaration. Its leader, Ismail Haniyeh, has praised the “blessed intifada,” urged the liberation of Jerusalem, and made plain the group was seeking to intensify the violence against Israel.
Tunisian leaders hope days of food protests are subsiding-Interior Ministry says 778 people — including 16 religious extremists — were arrested for vandalism and looting in nationwide unrest-By Bouazza Ben Bouazza-TOI-JAN 13,18
TUNIS, Tunisia (AP) — Tunisia’s government said protests over rising food prices appeared to be subsiding Friday following days of clashes with police that left one person dead and scores injured.Interior Ministry spokesman Khlifa Chibani told local radio that 778 people — including 16 religious extremists — were arrested for vandalism and looting in the nationwide unrest that began Monday. But he said Thursday night’s protests were “limited” — suggesting the situation was calming down despite 151 arrests made that day.The days of protests prompted fears of a new political crisis in the North African country that inspired the 2011 Arab Spring uprisings.Chibani reported that 97 security officers were injured in this week’s violence, with dozens of police cars damaged. Two police stations were burned and eight others ransacked, while authorities seized 47 Molotov cocktails, he added.European governments warned their citizens about potential rioting Friday and this weekend, when Tunisia marks seven years since the ouster of longtime strongman President Zine Ben Abidine Ben Ali.

Nova Scotia under heavy rain and wind warnings as thousands lose power-[CBC]-YAHOONEWS-January 13, 2018
Roughly 5,000 businesses and homes were powerless Saturday as of 11 a.m. as heavy rain and high winds swept across the province. According to Nova Scotia Power's outage map, customers are affected from Yarmouth to Sydney.Environment Canada has issued rainfall and wind warnings for all of mainland Nova Scotia, with the most rain expected in the southwest.A weather system that's over the U.S. is making its way north today, bringing wind gusts up to 90 km/hr this morning and between 25 and 50 millimetres of rain.Caitlin Walker, a spokesperson for the utility, said about 100 line technicians, contract crews and tree trimmers are stationed across the province. But they won't be able to start restoring power until winds are less than 80 km/hr, she said."Last week we were seeing winds that were comparable to Hurricane Arthur, so while the winds aren't forecast to be as strong this time, our crews always need to keep safety top of mind," said Walker.Wind warnings have also been issued for Cape Breton, but the island is not expected to get as much rain. With the heavy rain comes the possibility of localized flooding because the ground is still frozen and unable to absorb water. High winds could also damage buildings and tear down tree branches.Flash freeze warnings-Some areas in the northwest are at risk of flash freezing tonight. This happens when temperatures drop so suddenly that water on highways and roads freezes quickly.- Antigonish County-- Colchester County - Cumberland County - Pictou County. Marine Atlantic has cancelled its 11:45 a.m. crossings between North Sydney, N.S., and Port aux Basques, N.L. The next crossing is scheduled for 11:45 p.m. tonight.Bay Ferries has also cancelled its 9 a.m. crossing from Saint John, N.B. to Digby. The MacKay Bridge in Halifax is closed to high-sided vehicles. The rain and wind is expected to subside Saturday evening, said Environment Canada.
Frustrations, tragedy mount for California mudslide town-[The Canadian Press]-YAHOONEWS-January 13, 2018
MONTECITO, Calif. — Frustrations and dark discoveries mounted for a California town ravaged by a deadly and destructive mudslide. Most of the people of Montecito, a town usually known for its serenity and luxury, were under orders to stay out of town as gas and power were expected to be shut off Saturday for repairs.Santa Barbara County Sheriff Bill Brown on Thursday expanded what was known as the public safety exclusion zone to incorporate most of the town. That meant even those who had stayed behind would have to leave and those who entered the zone would be subject to arrest."It is a little frustrating," said Sarah Ettman, whose home was undamaged and whose section of town still had gas and electricity. "It's martial law here, basically."However, with most utilities about to be cut off and sewage running into the nearby creek, she decided to heed the order to leave."I mean you're losing all your basic health and sanitation services," she said. "When those go down, you have to leave."It was another difficult turn for those living in the Southern California town that has been subject to repeated evacuation orders in recent weeks, first because of a monster wildfire last month, then because of downpours and mudslides.Cia Monroe said her family was lucky their home wasn't ruined and they were all healthy and safe, though her daughter lost one of her best friends. But Monroe said it was stressful after evacuating three times during the wildfire to be packing up a fourth time. A family had offered them a room to stay overnight, but then they were looking at spending up to $3,000 a week for a hotel."Where do you go when you're a family of four and you don't have a second house?" Monroe asked, noting that some residents of town have third and fourth homes. "Financially that's a burden."While Montecito is best known as a getaway for the rich and famous — the median home price among current listings is more than $4 million — there are also working families living in modest houses and apartments.More than 1,200 workers taking part in the search and cleanup effort flooded into the town with a population of about 9,000.A backhoe scooped up mud and rocks around buckled and flattened homes, while bulldozers cleared roads of tangled trees, muck and boulders. Tanker trucks were being used to haul off floodwaters sucked up from U.S. Highway 101, the crippled coastal route connecting Santa Barbara to Ventura.Brown said the recovery effort has been hindered by residents who had stayed behind or tried to check on damage in neighbourhoods where homes were levelled and car-size boulders blocked roads and littered properties.Rescuers were busy probing thick muck, swollen creeks and tangled trees with poles in search of seven missing people while dogs sniffed for bodies.A crew found the body of the 18th victim, Joseph Bleckel, 87, before noon in his home near Romero Canyon, Brown said. It was the first death discovered since Wednesday. The cause of Bleckel's death wasn't announced, but all other victims died from multiple traumatic injuries due to a flash flood and mudslides. The seven missing people included Fabiola Benitez, the mother of Jonathan Benitez, a 10-year-old killed in the flooding.Benitez lived with her sister-in-law, Marilyn Ramos, 27, who was asleep with her daughter, Kaelly, 3, when mud crashed through their Montecito rental home, carrying both to their deaths."My sister was such a good person, she only thought of others to the point that she would cry with you when you were hurt or sick," said Ramos' sister, Jennifer Ramos, pausing to sob for several seconds. The husbands of both women and the 2-year-old son of Fabiola Benitez, were hospitalized with injuries, Ramos said.Drenching rains that unleashed the deadly torrents managed to finally contain the largest wildfire in state history, which burned for weeks above Montecito and stripped the steep hills of vegetation, making it prone to mudslides. The U.S. Forest Service announced Friday that the fire that burned 440 square miles (1,140 square kilometres ) was fully contained.___Melley contributed from Los Angeles. Scheer accuses Trudeau of 'imposing' values on abortion with summer jobs grants-[CBC]-YAHOONEWS-January 12, 2018
Opposition leader Andrew Scheer is accusing the Liberal government of "imposing" the prime minister's views on faith groups that fear they will be denied funding for summer jobs due to their positions on abortion. On Wednesday, Prime Minister Justin Trudeau told a town hall in Hamilton that groups are welcome to apply for the Canada Summer Jobs program, but if those groups infringe upon a woman's right to choose, "that's where … we draw the line as a country."Scheer was asked about the policy Friday following his speech at an event hosted by the Mississauga Board of Trade, telling reporters his party has heard from concerned groups who are opposed to the application process. The revised application requires employers to attest that they uphold fundamental rights, including "women's rights and women's reproductive rights."Under the program, MPs allocate federal funds to non-profit organizations and small businesses in their ridings. The change in the application process comes after a review last year that was prompted by revelations MPs approved tens of thousands of dollars in grants to anti-abortion groups in two ridings."I believe that the federal government should respect the freedoms that Canadians enjoy to have different beliefs and that by imposing personal values of Justin Trudeau on a wide variety of groups is not an appropriate way to go," Scheer said."They fear that they would not be able to provide those much needed services within their communities or provide young people with the experience. We've been talking with those groups and listening to their concerns," Scheer said."We have concerns with the way this Liberal government is treating people with different opinions on different issues."Bible camp faces loss of $40K in funding-The Southern Alberta Bible Camp said it couldn't agree to the attestation and, as a result, now stands to lose approximately $40,000 for six summer counsellor positions."We don't believe that abortion is right and we're being told that in order to be able to access these [federal summer job] grants we need to affirm that," Jon Gartly, executive director of the SABC, told CBC News.Another camp, Camp Evergreen in Sundre, Alta., said it is unsure how it will proceed. "The initial reaction is that it would be very difficult for us to sign that," said executive director Bob Kroeker. He said he isn't sure if he will apply without the affirmation or forego applying entirely.'We think this is a fair process' Employment minister Patty Hajdu defended the application process Friday at a cabinet retreat in London, Ont., affirming groups are encouraged to apply for funding but must not "discriminate" against fundamental rights."We think this is a fair process," the minister said."I'm saying our ministry believes in the Charter of Rights and Freedoms and these are fundamental expectations of Canadians, and we stand up for those rights — and that we ensure that the money that we disperse on behalf of Canadians is not used in a way that violates those hard-won rights."The deadline for applying for 2018's Canada Summer Jobs program is Feb. 2.
Flu-related deaths spike to 17 this season in Manitoba-[CBC]-YAHOONEWS-January 12, 2018
The number of flu-related deaths in Manitoba has nearly doubled in the past week, now surpassing last year's total. From September to last week, there were nine flu-related deaths; now it's 17, according to recent data tracked by the surveillance branch of the province's public health division.By comparison, at this time last year, there was only one flu-related death and none in the 2015-16 flu season. In total last year, there were 12 flu-related deaths.Officials say this flu season, which is dominated by the H3N2 virus, is similar in severity to 2014-15. At this point in the 2014-15 flu season, there were 16 flu-related deaths."It's a normal influenza virus. In the Southern hemisphere for some reason or other it seemed to be very aggressive and we saw a lot more deaths, but in Manitoba for sure we're not seeing we're having a whole lot more people dying," said Dr. Richard Rusk, medical officer of health for communicable diseases. In total since September, there have been 113 hospital admissions related to the flu; 65% aged 65 or older.By comparison, in the 2014-15 flu season, the total number of flu-related hospitalizations was 350, 65 of whom were admitted to intensive care.A total of 48 influenza associated deaths were also reported in total that year. The majority of the hospitalizations and deaths were associated with influenza A, according to the annual report for 2014-15."So the interesting piece with 2014-15 was, we truly didn't have a vaccine. This year we do have a vaccine. It might not work as well as we want it, but it does work," said Dr. Rusk. The vaccine this year has shown early signs of less than 10% efficacy with the dominant H3 strain of virus, but is more effective in protecting against other strains of virus, including H1, he added."Where there, they didn't even have the right virus in the vaccine that was circulating. That's why we had a lot sicker people," he said.According to the latest weekly report, the main circulating strains of Influenza in Manitoba this season are Influenzas A and B, with 562 laboratory-confirmed cases of Influenza A (to which the H3N2 strain belongs) and 37 cases of Influenza B, though those numbers don't represent the population at-large."Our hospital rates and our ICU rates, they're up there, but they're always in the expected and accepted ranges," said Rusk. But flu season took Manitoba by surprise, beginning in November this year."It's earlier than normal, so there's the worry now that is this going to grumble on compared to last year — mid February, late February," he said.Canada-wide, there have been 54 flu-related deaths so far this winter.Tamiflu stocks low in pharmacies-Some pharmacies in the city are running out of Tamiflu, an antiviral flu medication that blocks the effects of the virus when taken in the first two days, but the province says wholesalers have lots and it's up to individual pharmacies to keep their stocks up.The use of Tamiflu or Oceltamivir, is climbing, according to the report, with 151 dispensed this past week, up from 108 the week before."We had to remind people. That's why we sent out a bulletin, that yes, early use of an antiviral is, that's normal and that's good medical practice," said Rusk, adding that rest and fluids is still the best flu remedy for most."But we do know there's a lot of people that end up going to their physician, so firstly, they will end up getting antibiotics, which is wrong," he added.Tamiflu, on the other hand, which comes in capsules, costs between $50 and $60 before insurance and requires a prescription, and generally reduces the length of time someone is sick with the flu by a couple days. But the president of Pharmacists Manitoba says Tamiflu is best used for the more severe cases."We don't want to hand it out to everyone, we will create resistance if we do that," said Barret Procyshyn, president of Pharmacists Manitoba. He said at the pharmacy where he works in Dauphin, Man., they've given 1,000 flu shots so far this year, a record number. Data from the provincial report showed the vaccination rate in the province has climbed a measly 1% from 19%, but it's not too late."It's not just for yourself, it's so you don't pass it on. You can be a carrier and not ever get sick," said Procyshyn."It might not be as powerful a tool as what we would want but it is still there," agreed Rusk.
