According to Nova Scotia Power's outage map, customers are affected from Yarmouth to Sydney.Environment Canada has issued rainfall and wind warnings for all of mainland Nova Scotia, with the most rain expected in the southwest.A weather system that's over the U.S. is making its way north today, bringing wind gusts up to 90 km/hr this morning and between 25 and 50 millimetres of rain.Caitlin Walker, a spokesperson for the utility, said about 100 line technicians, contract crews and tree trimmers are stationed across the province.But they won't be able to start restoring power until winds are less than 80 km/hr, she said."Last week we were seeing winds that were comparable to Hurricane Arthur, so while the winds aren't forecast to be as strong this time, our crews always need to keep safety top of mind," said Walker.Wind warnings have also been issued for Cape Breton, but the island is not expected to get as much rain.With the heavy rain comes the possibility of localized flooding because the ground is still frozen and unable to absorb water. High winds could also damage buildings and tear down tree branches.Flash freeze warnings-Some areas in the northwest are at risk of flash freezing tonight. This happens when temperatures drop so suddenly that water on highways and roads freezes quickly.- Antigonish County-- Colchester County - Cumberland County - Pictou County. Marine Atlantic has cancelled its 11:45 a.m. crossings between North Sydney, N.S., and Port aux Basques, N.L. MONTECITO, Calif. — Frustrations and dark discoveries mounted for a California town ravaged by a deadly and destructive mudslide.Most of the people of Montecito, a town usually known for its serenity and luxury, were under orders to stay out of town as gas and power were expected to be shut off Saturday for repairs.Santa Barbara County Sheriff Bill Brown on Thursday expanded what was known as the public safety exclusion zone to incorporate most of the town. That meant even those who had stayed behind would have to leave and those who entered the zone would be subject to arrest."It is a little frustrating," said Sarah Ettman, whose home was undamaged and whose section of town still had gas and electricity. "It's martial law here, basically."However, with most utilities about to be cut off and sewage running into the nearby creek, she decided to heed the order to leave."I mean you're losing all your basic health and sanitation services," she said. "When those go down, you have to leave."It was another difficult turn for those living in the Southern California town that has been subject to repeated evacuation orders in recent weeks, first because of a monster wildfire last month, then because of downpours and mudslides.Cia Monroe said her family was lucky their home wasn't ruined and they were all healthy and safe, though her daughter lost one of her best friends.But Monroe said it was stressful after evacuating three times during the wildfire to be packing up a fourth time. A family had offered them a room to stay overnight, but then they were looking at spending up to $3,000 a week for a hotel."Where do you go when you're a family of four and you don't have a second house?" Monroe asked, noting that some residents of town have third and fourth homes. "Financially that's a burden."While Montecito is best known as a getaway for the rich and famous — the median home price among current listings is more than $4 million — there are also working families living in modest houses and apartments.More than 1,200 workers taking part in the search and cleanup effort flooded into the town with a population of about 9,000.A backhoe scooped up mud and rocks around buckled and flattened homes, while bulldozers cleared roads of tangled trees, muck and boulders. The revised application requires employers to attest that they uphold fundamental rights, including "women's rights and women's reproductive rights."Under the program, MPs allocate federal funds to non-profit organizations and small businesses in their ridings. The change in the application process comes after a review last year that was prompted by revelations MPs approved tens of thousands of dollars in grants to anti-abortion groups in two ridings."I believe that the federal government should respect the freedoms that Canadians enjoy to have different beliefs and that by imposing personal values of Justin Trudeau on a wide variety of groups is not an appropriate way to go," Scheer said."They fear that they would not be able to provide those much needed services within their communities or provide young people with the experience. The number of flu-related deaths in Manitoba has nearly doubled in the past week, now surpassing last year's total.From September to last week, there were nine flu-related deaths; now it's 17, according to recent data tracked by the surveillance branch of the province's public health division.By comparison, at this time last year, there was only one flu-related death and none in the 2015-16 flu season. In total last year, there were 12 flu-related deaths.Officials say this flu season, which is dominated by the H3N2 virus, is similar in severity to 2014-15. At this point in the 2014-15 flu season, there were 16 flu-related deaths."It's a normal influenza virus. In the Southern hemisphere for some reason or other it seemed to be very aggressive and we saw a lot more deaths, but in Manitoba for sure we're not seeing we're having a whole lot more people dying," said Dr. Richard Rusk, medical officer of health for communicable diseases.In total since September, there have been 113 hospital admissions related to the flu; 65% aged 65 or older.By comparison, in the 2014-15 flu season, the total number of flu-related hospitalizations was 350, 65 of whom were admitted to intensive care.A total of 48 influenza associated deaths were also reported in total that year. The majority of the hospitalizations and deaths were associated with influenza A, according to the annual report for 2014-15."So the interesting piece with 2014-15 was, we truly didn't have a vaccine. This year we do have a vaccine. It might not work as well as we want it, but it does work," said Dr. Rusk.The vaccine this year has shown early signs of less than 10% efficacy with the dominant H3 strain of virus, but is more effective in protecting against other strains of virus, including H1, he added."Where there, they didn't even have the right virus in the vaccine that was circulating. That's why we had a lot sicker people," he said.According to the latest weekly report, the main circulating strains of Influenza in Manitoba this season are Influenzas A and B, with 562 laboratory-confirmed cases of Influenza A (to which the H3N2 strain belongs) and 37 cases of Influenza B, though those numbers don't represent the population at-large."Our hospital rates and our ICU rates, they're up there, but they're always in the expected and accepted ranges," said Rusk.But flu season took Manitoba by surprise, beginning in November this year."It's earlier than normal, so there's the worry now that is this going to grumble on compared to last year — mid February, late February," he said.Canada-wide, there have been 54 flu-related deaths so far this winter.Tamiflu stocks low in pharmacies-Some pharmacies in the city are running out of Tamiflu, an antiviral flu medication that blocks the effects of the virus when taken in the first two days, but the province says wholesalers have lots and it's up to individual pharmacies to keep their stocks up.The use of Tamiflu or Oceltamivir, is climbing, according to the report, with 151 dispensed this past week, up from 108 the week before."We had to remind people. That's why we sent out a bulletin, that yes, early use of an antiviral is, that's normal and that's good medical practice," said Rusk, adding that rest and fluids is still the best flu remedy for most."But we do know there's a lot of people that end up going to their physician, so firstly, they will end up getting antibiotics, which is wrong," he added.Tamiflu, on the other hand, which comes in capsules, costs between $50 and $60 before insurance and requires a prescription, and generally reduces the length of time someone is sick with the flu by a couple days.But the president of Pharmacists Manitoba says Tamiflu is best used for the more severe cases."We don't want to hand it out to everyone, we will create resistance if we do that," said Barret Procyshyn, president of Pharmacists Manitoba.He said at the pharmacy where he works in Dauphin, Man., they've given 1,000 flu shots so far this year, a record number. Data from the provincial report showed the vaccination rate in the province has climbed a measly 1% from 19%, but it's not too late."It's not just for yourself, it's so you don't pass it on. You can be a carrier and not ever get sick," said Procyshyn."It might not be as powerful a tool as what we would want but it is still there," agreed Rusk.

At that meeting, senior Palestinian leaders will debate responses to Trump’s announcement on Jerusalem.Trump’s December 6 recognition of Jerusalem as Israel’s capital infuriated the Palestinian leadership, who see East Jerusalem as the capital of a future state they have sought to gain through American-led negotiations.Trump has said his decision merely recognized the reality that Jerusalem already serves as Israel’s capital and wasn’t meant to prejudge the final borders of the city.PA President Mahmoud Abbas has said that after the recognition Americans can no longer play a role as mediators. According to Nova Scotia Power's outage map, customers are affected from Yarmouth to Sydney.Environment Canada has issued rainfall and wind warnings for all of mainland Nova Scotia, with the most rain expected in the southwest.A weather system that's over the U.S. is making its way north today, bringing wind gusts up to 90 km/hr this morning and between 25 and 50 millimetres of rain.Caitlin Walker, a spokesperson for the utility, said about 100 line technicians, contract crews and tree trimmers are stationed across the province.But they won't be able to start restoring power until winds are less than 80 km/hr, she said."Last week we were seeing winds that were comparable to Hurricane Arthur, so while the winds aren't forecast to be as strong this time, our crews always need to keep safety top of mind," said Walker.Wind warnings have also been issued for Cape Breton, but the island is not expected to get as much rain.With the heavy rain comes the possibility of localized flooding because the ground is still frozen and unable to absorb water. High winds could also damage buildings and tear down tree branches.Flash freeze warnings-Some areas in the northwest are at risk of flash freezing tonight. MONTECITO, Calif. — Frustrations and dark discoveries mounted for a California town ravaged by a deadly and destructive mudslide.Most of the people of Montecito, a town usually known for its serenity and luxury, were under orders to stay out of town as gas and power were expected to be shut off Saturday for repairs.Santa Barbara County Sheriff Bill Brown on Thursday expanded what was known as the public safety exclusion zone to incorporate most of the town. That meant even those who had stayed behind would have to leave and those who entered the zone would be subject to arrest."It is a little frustrating," said Sarah Ettman, whose home was undamaged and whose section of town still had gas and electricity. "It's martial law here, basically."However, with most utilities about to be cut off and sewage running into the nearby creek, she decided to heed the order to leave."I mean you're losing all your basic health and sanitation services," she said. "When those go down, you have to leave."It was another difficult turn for those living in the Southern California town that has been subject to repeated evacuation orders in recent weeks, first because of a monster wildfire last month, then because of downpours and mudslides.Cia Monroe said her family was lucky their home wasn't ruined and they were all healthy and safe, though her daughter lost one of her best friends.But Monroe said it was stressful after evacuating three times during the wildfire to be packing up a fourth time. A family had offered them a room to stay overnight, but then they were looking at spending up to $3,000 a week for a hotel."Where do you go when you're a family of four and you don't have a second house?" Monroe asked, noting that some residents of town have third and fourth homes. "Financially that's a burden."While Montecito is best known as a getaway for the rich and famous — the median home price among current listings is more than $4 million — there are also working families living in modest houses and apartments.More than 1,200 workers taking part in the search and cleanup effort flooded into the town with a population of about 9,000.A backhoe scooped up mud and rocks around buckled and flattened homes, while bulldozers cleared roads of tangled trees, muck and boulders. Tanker trucks were being used to haul off floodwaters sucked up from U.S. Highway 101, the crippled coastal route connecting Santa Barbara to Ventura.Brown said the recovery effort has been hindered by residents who had stayed behind or tried to check on damage in neighbourhoods where homes were levelled and car-size boulders blocked roads and littered properties.Rescuers were busy probing thick muck, swollen creeks and tangled trees with poles in search of seven missing people while dogs sniffed for bodies.A crew found the body of the 18th victim, Joseph Bleckel, 87, before noon in his home near Romero Canyon, Brown said. It was the first death discovered since Wednesday.The cause of Bleckel's death wasn't announced, but all other victims died from multiple traumatic injuries due to a flash flood and mudslides.The seven missing people included Fabiola Benitez, the mother of Jonathan Benitez, a 10-year-old killed in the flooding.Benitez lived with her sister-in-law, Marilyn Ramos, 27, who was asleep with her daughter, Kaelly, 3, when mud crashed through their Montecito rental home, carrying both to their deaths."My sister was such a good person, she only thought of others to the point that she would cry with you when you were hurt or sick," said Ramos' sister, Jennifer Ramos, pausing to sob for several seconds.The husbands of both women and the 2-year-old son of Fabiola Benitez, were hospitalized with injuries, Ramos said.Drenching rains that unleashed the deadly torrents managed to finally contain the largest wildfire in state history, which burned for weeks above Montecito and stripped the steep hills of vegetation, making it prone to mudslides. Opposition leader Andrew Scheer is accusing the Liberal government of "imposing" the prime minister's views on faith groups that fear they will be denied funding for summer jobs due to their positions on abortion. On Wednesday, Prime Minister Justin Trudeau told a town hall in Hamilton that groups are welcome to apply for the Canada Summer Jobs program, but if those groups infringe upon a woman's right to choose, "that's where … we draw the line as a country."Scheer was asked about the policy Friday following his speech at an event hosted by the Mississauga Board of Trade, telling reporters his party has heard from concerned groups who are opposed to the application process. The revised application requires employers to attest that they uphold fundamental rights, including "women's rights and women's reproductive rights."Under the program, MPs allocate federal funds to non-profit organizations and small businesses in their ridings. The change in the application process comes after a review last year that was prompted by revelations MPs approved tens of thousands of dollars in grants to anti-abortion groups in two ridings."I believe that the federal government should respect the freedoms that Canadians enjoy to have different beliefs and that by imposing personal values of Justin Trudeau on a wide variety of groups is not an appropriate way to go," Scheer said."They fear that they would not be able to provide those much needed services within their communities or provide young people with the experience. Flu-related deaths spike to 17 this season in Manitoba-[CBC]-YAHOONEWS-January 12, 2018
The number of flu-related deaths in Manitoba has nearly doubled in the past week, now surpassing last year's total.From September to last week, there were nine flu-related deaths; now it's 17, according to recent data tracked by the surveillance branch of the province's public health division.By comparison, at this time last year, there was only one flu-related death and none in the 2015-16 flu season. In total last year, there were 12 flu-related deaths.Officials say this flu season, which is dominated by the H3N2 virus, is similar in severity to 2014-15. At this point in the 2014-15 flu season, there were 16 flu-related deaths."It's a normal influenza virus. In the Southern hemisphere for some reason or other it seemed to be very aggressive and we saw a lot more deaths, but in Manitoba for sure we're not seeing we're having a whole lot more people dying," said Dr. Richard Rusk, medical officer of health for communicable diseases.In total since September, there have been 113 hospital admissions related to the flu; 65% aged 65 or older.By comparison, in the 2014-15 flu season, the total number of flu-related hospitalizations was 350, 65 of whom were admitted to intensive care.A total of 48 influenza associated deaths were also reported in total that year. The majority of the hospitalizations and deaths were associated with influenza A, according to the annual report for 2014-15."So the interesting piece with 2014-15 was, we truly didn't have a vaccine. This year we do have a vaccine. It might not work as well as we want it, but it does work," said Dr. Rusk.The vaccine this year has shown early signs of less than 10% efficacy with the dominant H3 strain of virus, but is more effective in protecting against other strains of virus, including H1, he added."Where there, they didn't even have the right virus in the vaccine that was circulating. That's why we had a lot sicker people," he said.According to the latest weekly report, the main circulating strains of Influenza in Manitoba this season are Influenzas A and B, with 562 laboratory-confirmed cases of Influenza A (to which the H3N2 strain belongs) and 37 cases of Influenza B, though those numbers don't represent the population at-large."Our hospital rates and our ICU rates, they're up there, but they're always in the expected and accepted ranges," said Rusk.But flu season took Manitoba by surprise, beginning in November this year."It's earlier than normal, so there's the worry now that is this going to grumble on compared to last year — mid February, late February," he said.Canada-wide, there have been 54 flu-related deaths so far this winter.Tamiflu stocks low in pharmacies-Some pharmacies in the city are running out of Tamiflu, an antiviral flu medication that blocks the effects of the virus when taken in the first two days, but the province says wholesalers have lots and it's up to individual pharmacies to keep their stocks up.The use of Tamiflu or Oceltamivir, is climbing, according to the report, with 151 dispensed this past week, up from 108 the week before."We had to remind people. That's why we sent out a bulletin, that yes, early use of an antiviral is, that's normal and that's good medical practice," said Rusk, adding that rest and fluids is still the best flu remedy for most."But we do know there's a lot of people that end up going to their physician, so firstly, they will end up getting antibiotics, which is wrong," he added.Tamiflu, on the other hand, which comes in capsules, costs between $50 and $60 before insurance and requires a prescription, and generally reduces the length of time someone is sick with the flu by a couple days.But the president of Pharmacists Manitoba says Tamiflu is best used for the more severe cases."We don't want to hand it out to everyone, we will create resistance if we do that," said Barret Procyshyn, president of Pharmacists Manitoba.He said at the pharmacy where he works in Dauphin, Man., they've given 1,000 flu shots so far this year, a record number. Data from the provincial report showed the vaccination rate in the province has climbed a measly 1% from 19%, but it's not too late."It's not just for yourself, it's so you don't pass it on. You can be a carrier and not ever get sick," said Procyshyn."It might not be as powerful a tool as what we would want but it is still there," agreed Rusk.
