When Irene Patterson's son Roger Wong didn't show up for a baseball game the two had planned to attend in June, she became worried.He was battling addiction issues but was six-months sober at the time. Still, his absence still raised red flags for his mother.She eventually went to the police station with Wong's then-girlfriend, Evonne, and reported him missing."The policeman said 'go sit down,' and I said, 'Oh, Evonne, this is good. They've got him," Patterson told CBC Toronto. "But then they took us into a room and the man said, 'I can tell you that your son is dead.'"Wong was found dead from a fentanyl overdose in a downtown parking lot."That was the moment my life ended," the Toronto mom recalled.Now, his 61-year-old mother is joining a campaign called Moms Stop The Harm to raise awareness about Canada's opioid crisis because "my son is not a statistic," she wrote in an email.The group sends pictures of the loved ones they've lost to the prime minister in an attempt to show the human side of the opioid crisis."Every day you see the statistics and all of that, but I just thought people should see what's left behind: the devastation, friends, loved ones, people that loved him," she said.About 500 moms so far have sent in portraits asking the government to increase resources to fight fentanyl addiction.'Compassion instead of judgement'-Tara Gomes, a drug policy research scientist at St. Michael's Hospital, says this initiative by the mothers is an "important and brave" step in fighting overdoses.The biggest hurdle to battling the crisis, she says, is stigma."A lot of people are not appreciating that everyone who dies from or are affected by overdoses are friends, family members. They have parents, they have children. It doesn't just impact their lives, it affects all of our society," Gomes told CBC Toronto.She believes there have been huge strides in the right direction from policy makers in the last year."Governments are starting to understand that this is a mental issue and not some shortfall in a few people lives," she said. "We need to make sure enough resources are going towards it to make sure we treat people with opioid addiction with compassion and respect instead of with judgement."She wants resources to be directed towards supervised injection sites and controlled substance use to first curb the number of Canadians dying from opioid overdoses. Then, she says, the government and the health community can address the issue with a long-term lens.For Patterson, it's too late for her son but maybe not for someone else's child."Roger's gone. There is nothing I can do to bring him back, but I can help someone else. Together, we can help somebody else's someone. Even just one," she said.

Cleanup underway in Squamish, B.C., following diesel spill-[CBC]-YAHOONEWS-November 19, 2017

Jason Ross hopes the rainbow film of diesel he can see sitting on the surface of the pond next to his Squamish, B.C. home will be sucked up before it sinks into the water system.The District of Squamish is responding to a diesel spill in the south end of the district's downtown area. The first report of the spill was received late Wednesday afternoon.According to the district's website, the source of the spill is believed to be an underground tank on a property located on Main Street and Cleveland Avenue.Gary Buxton, the general manager for community planning and infrastructure for the district, said Ministry of Environment crews were on the scene within hours to help with the cleanup, however he believes some of the fuel did pass into a nearby estuary."It's significantly small, but we don't want that out in the marine environment," he said.A vacuum truck is being used to suck the contaminants from the surface to prevent polluted water from entering the local estuary and storm water system.Ross says he lives right next to the pond where the spill happened and he is concerned about fuel entering the estuary and eventually into Howe Sound.Strong fumes-He said the fumes from the spill are strong and distressing for people walking or living in the area."I know others that were exposed and they said they had a hard time breathing," said Ross.Local resident Jan Strachurl was walking his dog on Wednesday when he noticed the fumes."I was really concerned about it," he said.He says the nearby estuary is a protected environment."So for something like that, to me, was a surprise," he said about the spill. "That shouldn't really happen."The Ministry of the Environment and the Provincial Emergency Program are involved in the clean up process.According to the ministry, Squamish has retained the services of an emergency response contractor to assist in the cleanup.The district says because the fuel has mixed with rainwater, it is unable to say how much leaked.

It also aims to lend weight to Azerbaijan's view of a conflict with Armenia.EU states plan to "acknowledge the European aspirations and European choice of the partners concerned," according to a draft summit declaration, seen by EUobserver.But they plan to tell Georgia, Moldova, and Ukraine that their association treaties will not lead to membership, major financial assistance, the right to work in the EU, or military support "in [the] context" of a Dutch agreement.The EU and the Netherlands agreed to put the brakes on the association project in December 2016 after Dutch people voted No to the Ukraine treaty in a referendum.That referendum was non-binding, but an EU diplomat said it still governed foreign policy today."The Dutch, backed by Germans and the French, refused to put into the Eastern Partnership declaration even the wording from the association agreements on recognising Eastern Partnership countries as 'European'," the diplomat said.Their attitude has angered Kiev."What Ukraine ultimately wants is a simple message: 'Once you're ready - you're in'. Social policies vary widely across Europe, and it will remain in member states' competences.Friday's meeting was to show that the EU has received the message of voters, after the Brexit referendum in the UK and after populist parties gained strength across Europe in the wake of the financial crisis, and will now focus on what matters to the daily lives of citizens."If we allow unemployment to grow due to unfair practices, if jobs are left vacant because young people lack proper education or parents haven't received retraining, then social discord in our countries will grow," the host, Swedish prime minister Stefan Loefven said."After challenges and uncertainty in the EU in recent years, I firmly believe that the best way to increase trust in the EU and in its institutions is that to bring about real improvement in people's daily lives," he said in a joint press conference with Juncker and European Council president Donald Tusk."Today we have shown this does not need to be the case ... LONDON (Reuters) - Britain will submit proposals on how to settle its divorce bill with the European Union before an EU summit next month and is expected to negotiate hard, finance minister Philip Hammond said on Sunday.The EU told Prime Minister Theresa May on Friday that there was more work to be done to unlock the Brexit talks, repeating its early December deadline for her to flesh out Britain's opening offer on the financial settlement."We will make our proposals to the European Union in time for the Council," Hammond told the BBC, referring to the Dec. 14-15 meeting of EU heads of government.He was speaking three days before he sets out Britain's budget plan, where he will have to find room within tight fiscal constraints to help May convince voters that the Conservative government is tackling Britain's domestic problems at the same time as negotiating its exit from the EU.Last week, May met fellow EU leaders to try to break a deadlock over how much Britain will pay on leaving the bloc, an issue threatening to derail British hopes for a negotiated exit and an agreement on a new trading relationship by March 2019.May has signaled she would increase an initial offer that is estimated at some 20 billion euros ($24 billion) - about a third of what Brussels wants.But Hammond, who has been criticized by supporters of Brexit for being too conciliatory towards Brussels and lobbying for a "softer" exit, said Britain would take a tough stance about how much it owes."There are some things that we're very clear we do owe under the treaties, other things where we dispute the amounts or even whether something should be included," Hammond said in a separate interview with ITV television."Of course we'll negotiate hard to get the very best deal for the British taxpayer."Asked about the prospect of Brexit without a trade deal, Hammond said he was "increasingly confident" that an agreement could be reached because it was in the interests of both parties.Despite scepticism in Brussels over the tight timetable, May and her chief negotiator David Davis have been clear they want to have a full post-Brexit free trade deal sealed by the time Britain leaves.However, Hammond set out a softer stance on the timing of the trade deal."We hope that it will be agreed, certainly in principle, that the big elements of it will be agreed before March 2019 so that everybody knows where we are going," he told ITV.(Reporting by William James; Editing by Mark Heinrich)

BUENOS AIRES, Argentina — Argentina's Navy detected seven brief satellite calls Saturday that officials believe may have come from a submarine with 44 crew members that hadn't been heard from in three days.The communication attempts "indicate that the crew is trying to re-establish contact, so we are working to locate the source of the emissions," the Navy said on its Twitter account, adding that the calls lasted between four and 36 seconds.Argentine authorities clarified that it has not been confirmed the calls came from the submarine, the ARA San Juan, though that is the working hypothesis.Earlier Saturday, Navy spokesman Enrique Balbi said the area being searched off the country's southern Atlantic coast has been doubled as concerns about the fate of the submarine and its crew grew."We are not discounting any hypothesis," Balbi said, adding that possibilities to explain the submarine's disappearance include "a problem with communications" or with its power system.Authorities last had contact with the German-built, diesel-electric sub on Wednesday as it was on a voyage from the extreme southern port of Ushuaia to Mar del Plata.Argentine President Mauricio Macri said in a tweet that the country will use "all resources national and international that are necessary to find the submarine."Pledges of help came from Chile, Uruguay, Peru and Brazil, as well as the United States, which sent a NASA scientific aircraft and a Navy plane. Britain was sending a polar exploration vessel, the HMS Protector, which British officials said should arrive Sunday.The U.S. Navy ordered its Undersea Rescue Command based in San Diego, California to deploy to Argentina to support the search for the submarine. MAR DEL PLATA, Argentina/BUENOS AIRES (Reuters) - A storm on Sunday complicated the search for an Argentine navy submarine missing in the South Atlantic, as authorities worked to verify that recent satellite calls, which raised hopes of finding the 44 crew members alive, came from the vessel.U.S. airplanes carrying subsurface search specialists arrived in Argentina to help hunt for the ARA San Juan, which was 432 km (268 miles) off Argentina's coast when its location was last known early on Wednesday, said navy Admiral Gabriel Gonzalez.More than a dozen boats and aircraft from Argentina, the United States, Britain, Chile and Brazil had joined the effort.Authorities have been scanning the sea from above as waves of up to 8 meters (26 ft) and winds of up to 40 knots made the search difficult for boats, Gonzalez told reporters."Unfortunately these conditions are expected to remain for the next 48 hours," Gonzalez said from the Mar del Plata naval base, where the submarine had been heading toward before vanishing.The defense ministry has said the submarine appeared to have tried to make contact through seven failed satellite calls on Saturday between late morning and early afternoon. CAIRO (Reuters) - Saudi Arabia and other Arab foreign ministers criticized Iran and its Lebanese Shi'ite ally Hezbollah at an emergency meeting in Cairo on Sunday, warning they would not stand by in the face of Iranian interference in Arab affairs.Regional tensions have risen in recent weeks between Sunni monarchy Saudi Arabia and Shi'ite Islamist Iran over Lebanese Prime Minister Saad al-Hariri's surprise resignation, and an escalation in Yemen's conflict.Hariri, a Saudi ally, resigned on Nov. 4 from Riyadh, accusing Iran and Hezbollah of spreading strife. But Lebanese President Michel Aoun and other politicians accused Saudi Arabia of holding Hariri hostage and said he had been coerced into resigning. Saudi Arabia and Hariri both deny that.Hezbollah, both a military force involved in Syria's war and a political movement, is part of a Lebanese government made up of rival factions, and an ally of Aoun.Saudi Arabia also accuses Hezbollah of a role in the launch of a missile towards Riyadh from Yemen this month. CAIRO (AP) — In a resolution long on criticism but short on concrete steps, Arab foreign ministers who met in Cairo Sunday delivered a tirade of criticism against Iran and its Lebanese proxy Hezbollah, saying Tehran was destabilizing the region.They said they planned to "brief" the U.N. Security Council on Iran's destabilizing policies in the region, particularly its support for Shiite rebels in Yemen, with a view to submit at a later stage an anti-Iran Arab resolution.In what is perhaps the only concrete measure, the ministers said Arab telecommunications satellites would ban Iranian-financed television stations for what they said was their fomenting of sectarian and ethnic tensions and because they posed a threat to Arab security. It gave no details."We are not declaring war on Iran at this stage," Arab League chief Ahmed Aboul-Gheit said. "We have not taken a decision to ask the Security Council to meet, but we are just briefing the council and maybe the next stage would be for us to meet and call for a Security Council meeting and submit a draft Arab resolution (against Iran)."Lebanon, where Hezbollah is a key member of a coalition government, and Iraq, a majority Shiite nation bound by close political and religious ties to Iran, stated their reservations about the harsher parts of the resolution, including one that branded Hezbollah a "terrorist" organization. The draft also blamed the Shiite group of supporting "terrorist groups" across the region and supplying them with weapons, including ballistic missiles.Both Iraq and Lebanon were represented at the meeting by senior diplomats, not their foreign ministers.The Lebanese envoy to the Arab League, Antoine Azzam, made carefully weighed comments at the meeting that reflected his country's delicate religious and ethnic balance.While not mentioning Iran by name, he said Lebanon condemned all attacks against Arab nations, but blamed exploitable inter-Arab divisions that allowed international and regional powers to promote their interests.Saudi Arabia, a Sunni powerhouse, has significantly sharpened its anti-Iran rhetoric since its forces on Nov. 4 intercepted near its capital, Riyadh, a ballistic missile fired by Shiite rebels in Yemen who are allied with the Iranians. ISTANBUL (Reuters) - The Turkish capital Ankara has banned the public showing of films and exhibitions related to lesbian, gay, bisexual and transgender (LGBT) issues, the governor's office said on Sunday, citing risks to public safety.The move is likely to deepen concern among rights activists and Turkey's Western allies about its record on civil liberties under President Tayyip Erdogan's Islamist-rooted AK Party."Starting from Nov. 18, 2017, concerning our community's public sensitivity, any events such as LGBT... cinema, theater, panels, interviews, exhibitions are banned until further notice in our province to provide peace and security," the governor's office said in a statement.It said that such exhibitions could cause different groups in society to "publicly harbor hatred and hostility" toward each other and therefore pose a risk to public safety.Authorities in Ankara had already banned a German gay film festival on Wednesday, the day before it was due to start, citing public safety and terrorism risks.In addition, gay pride parades have been banned in Istanbul for the last two years running. RIO DE JANEIRO (AP) — Thousands of revelers are dancing on Copacabana beach to celebrate Rio de Janeiro's annual gay pride parade, despite deep funding cuts by the city.Rio de Janeiro Mayor Marcelo Crivella offered no city funding this year, but organizers say they were able to finance festivities with the support of private sector businesses and organizations.In 2016, the city funded 50 percent of the parade, which costs around $200,000 to put on.Sunday's celebrations featured dozens of Brazilian artists performing on trucks traveling down Copacabana beach.Despite its reputation as a liberal country, Brazil has some of Latin America's highest rates of violence against gay and transgender people.

Defense Minister Avigdor Liberman on Saturday urged moderate Arab nations to make peace with Israel in order to better confront the threat posed by Iran.“After Daesh, Iran,” Liberman tweeted on Saturday, referring to the Islamic State by its Arabic name. “[Late Egyptian President] Anwar Sadat was a brave leader, who went against the stream and paved the way for other Arab leaders to recognize the importance of strategic ties with Israel.”“40 years after his historic visit to Israel, I call on leaders in the region to follow the path of President Sadat, come to Jerusalem and open a new chapter, not just in terms of Israel’s relations with the Arab world, but for the whole region,” Liberman wrote.Sadat famously flew to Jerusalem ahead of signing the Camp David peace deal with Israel, the first Arab leader to do so. Sadat was later assassinated for his actions.“The Middle East today needs, more than anything else, a coalition of moderate states against Iran. The Palestinians on Saturday warned they would freeze ties with the US if it shuts the Palestine Liberation Organization’s office in Washington DC for reportedly running afoul of a US law by calling for Israelis to be prosecuted by the International Criminal Court.In a video posted on Twitter, senior Palestinian official Saeb Erekat said that Palestinian officials would “put on hold all communication with this administration” if the office is officially shuttered. “This is very unfortunate.”He said the move was the result of pressure by Netanyahu on the Trump administration.The PA leadership is set to meet in the coming days to discuss its response.Prime Minister Benjamin Netanyahu denied this, but praised the US move.“We respect the decision and look forward to continuing our work with the United States to promote peace and security in the region,” Netanyahu said in a statement released by his office.Netanyahu indicated the move by the US State Department had nothing to do with Israel, saying “its an American law.”Earlier on Saturday, a PLO official said the State Department refused to renew operating permission for its office in Washington for the first time since the 1980s.The PLO, which the international community sees as representing all Palestinians, must have its permission to operate its premises in the American capital renewed every six months.“The Palestinian Authority received a letter from the State Department two days ago saying that the Secretary of State had not found enough reasons to keep the office open,” Palestinian Authority foreign minister Riyad al-Malki told AFP.“This has not happened in the past, and we have demanded clarifications from the State Department and the White House,” he said. “They told us that there would be a meeting of senior legal experts on Monday. Jonathan Spyer had been behind enemy lines many times before, carefully guarding his dangerous secret. But on a fine Spring day in Aleppo this year, in an area controlled by the Syrian regime, he thought his cover might have finally been blown — not by government intelligence agents or Islamist rebels, but by a fellow Brit just trying to have a nice chat over coffee.Spyer, a veteran analyst and Jerusalem-based journalist, has been covering the rumble and crumble of Iraq and Syria into vast territories of stateless chaos for the past six years.Those two conflicts have been responsible for the deaths of a great number of journalists, but for Spyer, there was an extra layer of danger: he’s British-born, but is also an Israeli.“Who wants to think that because of your citizenship, you can’t cover what you regard as the most important story of the 21st century,” said Spyer, in an interview with The Times of Israel.Spyer’s work has appeared in Foreign Policy, Janes Intelligence Review, The Wall Street Journal, The Guardian and  The Atlantic, among others.In his most recent trip to Syria, he managed to get into the regime-controlled area by joining a propaganda trip sponsored by the government, where he was even able to interview a few ministers.Spyer used somewhat of a false identity to get onto the trip, and agreed that it was “gross incompetence” on the part of the Syrian authorities that his real identity was not uncovered at any point.The closest moment came when his fellow Brit, one of a number of Assad-supporting internationals invited to Damascus by the regime, leaned in and said, “There are rumors of Zionist infiltrators on this trip.”“Oh f***, is this guy toying with me,” Spyer said he thought at the time, and considered making a quick dash for nearby Kurdish-held territory.Turns out that it was just polite chatter.Spyer understands, however, that should someone have thought he was an Israeli agent, he may have disappeared in a Syrian jail cell.Spyer agreed that he was taking a gamble with his life.“If you put it into the cold logic of the gamble, getting published in The Wall Street Journal versus death, well, that’s obviously stupid,” he said.But he noted that all war reporters risk their lives, Israeli or not.“I did it. People do it. On some kind of level, it is worth it, because I think the Syria story is the major news story of the century so far, and we’ve got a ringside seat at it,” he said.Spyer said he has been to Syria about eight to nine times and Iraq five to six times in recent years, generally for around two-week periods. Half of that time he said he was in the Kurdish-held areas, where being an Israeli is acceptable.The British-Israeli said there is a big difference between reporting as an Israeli in Iraq or in Syria.“When you’re in Iraq, people don’t think about Israel that much. It doesn’t concern them very much,” Spyer said.When interviewing an officer of an Iranian-backed militia in Baghdad, he said they just viewed him as a British journalist for a Western outlet, and didn’t think more about it.On the other hand, in Syria, a direct neighbor of Israel, fear of infiltration from the Jewish state is palpable, he said.“In that pro-regime, pro-Hezbollah world, they are so busy talking about [Israeli] infiltrators,” Spyer said, referring to the Iranian-backed terror group in Lebanon, which is fighting on the side of the regime in Syria.He added with a chuckle, “They’re talking about it so much that they didn’t realize the ‘infiltrator’ sitting next to them.”However, he noted, when sneaking into Syria to work among the rebels, there was no need to create a fake identity. “It was so chaotic, you just turn up,” he said.“On the regime side it’s quite different. They are obsessed with intelligence organizations. There you have to be smart, careful and have a water-tight backstory,” he said.Spyer said he finds the fact that other non-Israelis might more safely cover the same issues a moral matter. “Practicalities aside, it’s deeply wrong that a person can’t cover this stuff and have Israeli citizenship,” he said.He noted that Arab journalists can freely work in Israel for Arabic media, but the reciprocal courtesy is not extended to their Israeli counterparts.While working in enemy territory, Spyer said he doesn’t reveal his Israeli identity even to other journalist colleagues for fear it may endanger them. He also said that’s not really an issue because he prefers to work solo.In his new book, “Days of the Fall: A Reporter’s Journey in the Syria and Iraq Wars,” published recently by Routledge, Spyer takes the reader on his personal journey through the conflicts in Syria and Iraq, zooming in and out of scenes he lived through, relaying the gritty details of how militants, soldiers, terrorists and citizens, talked, dressed and acted, while always providing the analysis to put the scenes into the larger context.It’s an up-close and visceral account of key events of the conflicts — such as the opening of the battle for Aleppo, the fall of Mount Sinjar where the Yazidi minority was massacred and enslaved by ISIS.A constant source of drama and tension throughout the narrative is that fact of Spyer’s dual British-Israeli citizenship.Will his dark, Jewish secret be discovered by Shiite militants in Iraq, Sunni Islamists in Syria, or perhaps by the Syrian government while he participates in a state-sponsored tour of Damascus? BEIRUT, Lebanon — At least 14 civilians including a young girl were killed by Syrian regime bombardment of the rebel-held Eastern Ghouta region near Damascus on Saturday, a monitor said.Ten of the victims were killed by air strikes and another four died in rocket fire, the Britain-based Syrian Observatory for Human Rights said.It said another 40 people were wounded and the death toll was likely to rise.At a medical centre near the town of Hazza, an AFP photographer saw wounded children and a child’s body wrapped in plastic.Saturday’s government raids come after an attack on Tuesday by the Islamist rebel group Ahrar al-Sham on a military base near the town of Harasta.On Friday, regime bombardments killed at least 19 people, including six children, mostly in the city of Douma.The deaths came amid an escalation in tit-for-tat attacks between regime forces and rebels holding the enclave on the capital’s eastern outskirts.Retaliatory shelling of Damascus on Thursday and Friday by rebels killed nine people.The official SANA news agency said on Saturday rebel shelling of the city killed one person and wounded 20.Eastern Ghouta is supposed to be part of a “de-escalation zone” under a deal between Russia, Iran and Turkey aimed at reducing the level of violence.President Bashar Assad’s forces have besieged Eastern Ghouta since 2013, and humanitarian conditions in the area, where some 400,000 people live, are dire.More than 330,000 people are estimated to have been killed in the Syrian war, which began in 2011 as the regime brutally crushed anti-government protests. Millions have been displaced.
