HOARDING OF GOLD AND SILVER

JAMES 5:1-3
1 Go to now, ye rich men, weep and howl for your miseries that shall come upon you.
2 Your riches are corrupted, and your garments are motheaten.
3 Your gold and silver is cankered; and the rust of them shall be a witness against you, and shall eat your flesh as it were fire. Ye have heaped treasure together for the last days.

EZEKIEL 7:19

Air force names first female deputy commander of fighter jet squadron-Air force chief Amikam Norkin also appoints 2 women to senior positions in military's drone units-By Judah Ari Gross-TOI-6 November 2017

The Israeli Air Force appointed its first female deputy commander of a fighter jet squadron on Sunday, some 16 years after Roni Zuckerman became the first Israeli woman fighter pilot. The newly tapped deputy commander, whose name cannot be published for security reasons, will serve in the air force’s Spearhead Squadron, which flies F-15 fighter jets out of the Tel Nof air base in central Israel, the army said on Monday. The military also announced that IAF chief Maj. Gen. Amikam Norkin had appointed two other women to deputy commander positions in the military’s drone squadrons. The head of the Na’amat women’s organization, Galia Wolloch, lauded the appointments, but said “the path to equality is a long one.”As if to underline her point, also on Monday, the army announced 14 new appointments for colonels and brigadier generals throughout the military, only one of whom was a female officer — Lt. Col. Tzipora Erez-Sabati, who will be promoted to head the Home Front Command’s Planning and Doctrine Department. While women flew fighter planes in the 1948 War of Independence and 1956 Sinai War, they were eventually booted from the program (as well as from other combat positions in the Israel Defense Forces). In 1993, Alice Miller asked to try out for the IAF’s vaunted pilots’ course, but she was rebuffed. She then turned to the High Court of Justice, which ruled that she should be allowed into the program. However, Miller was eventually dropped from the course, after being deemed medically unfit. In 1998, five years after Miller’s request, and five decades after Israel had its last female aviator, Sheri Rahat graduated from the pilots’ course, becoming a navigator for the F-16 fighter jet, but not technically a pilot.Three years later, Roni Zuckerman, a granddaughter of Zivia Lubetkin and Yitzhak Zuckerman, two leaders of the Warsaw Ghetto Uprising, graduated as Israel’s first fighter jet pilot.Despite those strides, the overwhelming majority of fighter pilots in the Israeli Air Force are still men, mostly because of the physical fitness requirements. (As drone pilots are typically pilots’ course washouts, they too are mostly men.) The air force’s announcement of new female deputy commanders came hours after reports emerged of a growing rift between the religious Zionist community and the IDF over the military’s policies toward male-female army service. On Sunday, a group of leading Orthodox rabbis decided to present IDF Chief of Staff Gadi Eisenkot with an ultimatum at a meeting planned for Tuesday: Either he make significant changes to the way men and women serve together in the IDF or they’ll encourage their students to boycott the IDF’s officers’ training course. In her statement, Wolloch alluded to the threat, saying that “at a time when women in the air force are breaking glass ceilings and proving that even the sky isn’t the limit, there are still attempts by some people to keep women out of the nation’s army.”

1,600-year-old church mosaic puzzles out key role of women in early Christianity-Female donor memorialized in one of seven Greek inscriptions found recently in Byzantine village churches in the Galilee-By Amanda Borschel-Dan-toi-NOV 7,17

A newly uncovered mosaic in the western Galilee speaks to the relatively high status of women in the early Church. Dating to the 5th century, a Greek-language inscription memorializes one “Sausann” (or Shoshana) as a donor for the construction of a village church. It is one of seven inscriptions — including a massive five-meter long text — which were found in three Byzantine churches during this summer’s excavations by Kinneret College archaeologist Mordechai Aviam and historian Jacob Ashkenazi.Unusual in a patriarchal society, the donor Sausann is credited in the inscription independently of any spouse or male guardian. This Sausann is thought to have been a woman of some standing, perhaps following in the footsteps of her presumed namesake, the female disciple Susannah, who was among the women named in Luke 8:3 who provided for Jesus “out of their resources.”The find buttresses the position taken by a growing number of early church scholars that women played an important role in its foundation. According to a recent article in Christianity Today, “in the upper echelons of society, women often converted to Christianity while their male relatives remained pagans, lest they lose their senatorial status. This too contributed to the inordinate number of women in the church, particularly upper-class women.”The idea of an independent women of means in rural Western Galilee came as a surprise to archaeologist Aviam, who heads the Institute for Galilean Archaeology. He said in a recent Haaretz article, “She’s an independent woman who donated money to the church, which says something about life in the Galilean village.”With a three-year grant from the Israeli Science Foundation, the researchers are taking a cross-disciplinary approach to complete the first serious, modern study of Christian Galilee in late Antiquity, Aviam told The Times of Israel on Monday. Working in tandem, the rare multidisciplinary partnership of scholars is drawing from their respective fields to paint a comprehensive picture of 4th-5th century Christian life in the region. They have already “hit the jackpot” in their first season, with seven lengthy 1,600-year-old Greek inscriptions, said Aviam. (For fear of vandals, their exact locations are being withheld.) Decorated with a peacock, the five-meter long Greek inscription is the largest found in the area. It is also, inadvertently, another testament to a woman in Jesus’ life.Irenaeus, named in the mosaic as the bishop of Tyre upon the church’s completion in 445 CE, was a friend of Nestorius, a controversial leading figure in 5th century Christendom. Nestorius was vilified for speaking against the “Theotokos,” the philosophy that Jesus’s mother Mary was the “God-bearer.” Instead, he promoted a radical idea that she gave birth to a human who was divine. This ideological conflict laid ground for a decades-long battle and eventual schism in the Byzantine period church. Associates of Nestorius such as Irenaeus saw their fates rise and fall alongside their friend.Until the discovery of the mosaic this summer, it was unclear in which year Irenaeus was ordained as bishop of Tyre. According to the 2011 anthology, “Episcopal Elections in Late Antiquity,” a date of circa 445 is often given. However, since he was historically thought to be exiled along with Nestorius to Petra for 12 years in 436 — “along with two horses to carry their luggage” — the authors present a strong case for a later date. The newly discovered mosaic, whose inscription provides the date of the church’s completion as 445, accords Irenaeus the title of “episkopos” or bishop of Tyre, capital of Phoenice. The clear historical proof puts an old academic controversy to rest and gives credence to a date as early as 444 CE for his ordination. By 449 CE, he had been deposed. This inscription is a “great opportunity to connect the name on the mosaic, with that from the history books,” said Aviam.-The people behind the inscriptions-According to Aviam, much can be learned through the inscriptions about the villagers who commissioned the mosaics.Written in Byzantine period Greek, they are “full of mistakes in Greek,” he said. For example, an inscription of Psalm 118:19, “Open to me the gates of righteousness,” has several discrepancies from the text redacted in the Greek translation of the Bible, the Septuagint.“They are local people,” said Aviam, “who probably couldn’t bring the best artists, and as a result one sees many mistakes.” For the most part, the names listed in the inscriptions are of local people, mostly of Greater Syrian origin, and some with a marked Phoenician influence. There are indications that the villagers were originally pagan converts, said Aviam. “They don’t have ‘Jewish’ names, which tells us that if they were Jews that converted to Christianity, they likely changed their names,” he said. But beyond their names, there are other reasons why the archaeologist believes the villagers were originally pagan, including the types of pottery found onsite, as well as remnants of pagan temples.“In one church we had three pedestals which were reused in the building of the church in the walls,” he said. One had an image within a wreath, which for archaeologists is a very clear sign of pagan influence, he said. On the top of each pedestal were four holes, which were probably used to hold sculptures — not an adornment used in churches or synagogues, rather in pagan temples.Since the temple pieces were only reused in the building of the church which was consecrated in 445, Aviam assumes the villagers were pagans until sometime in the 4th or 5th century, he said.At the same time, Aviam is impressed with how quickly Christianity reached rural Galilee, following the formal adoption of the religion by the Byzantine empire in 380 CE, saying it pointed to a Christianization of the rural Galilee area starting from the very beginning of the 5th century. In addition to Bishop Irenaeus, other insights into church hierarchy are gleaned from the inscriptions. Listed names include deacons and a special bishop who wandered among the villages to answer religious problems, as well as another bishop who was responsible for their economic resources.“We were very lucky to find this and got a lot of information to start building the map of Christian Byzantine Galilean society, economy and religious hierarchy,” said Aviam.-The importance of conservative excavation-Archaeological evidence such as stone vessels and coins “tell us a little bit of history, but what is the meaning of such and such vessels in such and such site is a matter for a lot of interpretation,” said Aviam. “Finding inscriptions is like finding a book — it gives a clear history.”The churches’ inscriptions, said Aviam, “tell the stories of who built the church and when, the church hierarchy, names of donors… they give us a lot of information.”Since it is information they are after, the team carefully sources its dig sites and pinpoints exactly which portions should be excavated. After decades of fieldwork, Aviam said he can “see a church’s plan from the surface.” While walking among ancient sites known to have been inhabited during the Byzantine period, he said he is able to identify churches through their ruins’ outlines. He explained that as opposed to contemporary period synagogues which are oriented north-south, Byzantine church buildings are oriented west-east.“On the eastern side, if we’re lucky, we can see the apse, a semi-circular wall where the altar was standing. Sometimes there are pillars, still-standing or laying down,” said Aviam, which aid in identification to a 99 percent certainty, he said.Once a church has been identified, the team pinpoint excavates in areas of the structure in which inscriptions are typically found. After seeing the results at a number of digs of similar churches throughout Israel, Syria, Lebanon, Jordan and Turkey, archaeologists know that they are usually in front of the main apse or side apse, in front of the entrances, main, and side, and sometimes in the center of the building, said Aviam, who decided to excavate his structures in that order. In every church, we found one to four inscriptions-“In the first week, we hit the jackpot. Not all of the places [had inscriptions], but in every church, we found one to four inscriptions,” he said.Aviam, who will publish the team’s findings at the end of its three-year grant, said they also dug some other parts of the structures to ascertain an exact building plan, but attempted to keep its excavation work to a minimum.“When we dig and uncover a site, it’s a stage in the destruction of the building,” he said. “So we excavated small areas to be more ethical. We preserved more — and lost less money.” Whatever was excavated was re-covered, in accordance to the Israel Antiquities Authority license the team was granted.“We don’t like to excavate everything,” he said. “We want to preserve things for future generations who will be smarter than we are today.”

New hawkish security think tank launched in Jerusalem-Jerusalem Institute for Strategic Studies, which recruited heavily from the Begin-Sadat Center, wants to promote a 'conservative strategic worldview'-By Raphael Ahren-NOV 7,17

A new hawkish security think tank was launched Monday in Jerusalem that seeks to inject a dose of “realist” thinking into Israel’s public debate. The Jerusalem Institute for Strategic Studies was founded by and consist mainly of scholars and former officials who until recently belonged to another right-leaning think tank — Bar-Ilan University’s Begin-Sadat Center for Strategic Studies (BESA). They include Efraim Inbar, David M. Weinberg, Yaakov Amidror, Eran Lerman, Hillel Frisch and others.“Through policy-oriented research, educational conference activity, and outreach to government, military, academia, media and the public, the institute gives expression to a conservative strategic worldview,” according to a press release announcing the new institute’s founding.“Among the principles underlying the institute’s activity are the Jewish People’s historic connection to the land of Israel as a central component of strategic worldview; the salience of security in diplomatic agreements; rejection of unilateral Israeli moves that strengthen adversaries; the importance of strategic cooperation with like-minded allies; the imperative of Israel being able to defend itself by itself in all eventualities; and, critically, the importance of united Jerusalem to Israel’s security and destiny.”JISS wants to advance “a defense and diplomatic discourse that is realist,” the press release stated. As opposed to Dore Gold’s Jerusalem Center for Public Affairs, JISS wants to focus less on international audiences but seeks to influence Israel’s domestic discourse.“Until now, Israeli center-right and conservative sectors have not created a serious intellectual infrastructure that might reinforce and lead the mainstream in security thinking. The Jerusalem Institute for Strategic Studies seeks to redress this situation,” said Prof. Efraim Inbar, the new think tank’s president.“In point of fact, the institute will reinforce the instincts of the Israeli public, which according to our new public opinion survey, holds healthy conservative leanings.”In its inaugural year, JISS seeks to have a budget of about  $1.5 million, which is slightly more than BESA but much less than Tel Aviv University’s Institute for National Security Studies (INSS), according to David Weinberg, the new institute’s vice president.“The institute is actively fundraising, and will grow accordingly,” he told The Times of Israel. Currently, JISS is funded by the Tikvah Fund and “a select group of Jerusalem businessmen,” he added. Greg Rosshandler of Melbourne is “a major founding donor,” who sponsored the new think tank’s opening conference Monday in Jerusalem’s Menachem Begin Heritage Center.Devoted to “Challenges of United Jerusalem,” the conference was off to an awkward start, as an angry man yelling questions heckled the first speaker, Jerusalem Affairs Minister Zeev Elkin. Before Elkin could start his speech, the man loudly yelled slogans protesting Israel’s alleged arms sales to South Sudan and Myanmar, accusing the government of not having learned anything from the Holocaust. It took the security guards several long minutes to carry the man out of the auditorium, during which he unabatedly continued to shout at Elkin.“I have to tell you that I am happy to be a minister in a country where any man can protest a minister, so let’s accept his initiative,” Elkin said to applause from the audience.Other speakers included Jerusalem Mayor Nir Barkat, Chief of Jerusalem Police District Yoram Halevy and several scholars on the new institute’s staff, such as Amidror, a former national security advisor, and Lerman, and Hillel Frisch, who all left BESA to join JISS.

Gabbay: Everyone will stand in line to join my coalition-Labor chief says government party leaders are 'afraid' of his political rise, says he's 'encouraged' by criticism-By Marissa Newman and TOI staff-NOV 7,17

Labor party leader Avi Gabbay on Monday said party leaders would “stand in line” to join a future government under his leadership, amid public pledges by some right-wing leaders never to sit in a Gabbay-led coalition.Yisrael Beytenu party leader Avigdor Liberman and Kulanu leader Moshe Kahlon over the weekend said in TV interviews that they would never join a coalition helmed by Gabbay, casting doubts on the Labor party chairman’s chances of ever mustering enough seats to form a coalition.Hitting back, Gabbay said the statements indicated the politicians were “afraid” of his rise and public appeal. He said he was “encouraged” by the public criticism, as it underlined concerns that he posed a significant challenge to their leadership. When the time comes, “I promise you they will all stand in line” to join my coalition, said Gabbay at the start of the weekly Zionist Union faction meeting. On Sunday evening, Gabbay lambasted Liberman as a promoter of government corruption.“When we win 30 seats [in elections], everyone will want to be a part of our coalition,” he said.“They’re afraid, and I can understand them,” Gabbay told Channel 2. “The only thing they’ve achieved is to give the public the correct notion that the next government will be a center-left one led by myself.”He added that “Liberman is the last person I will turn to in order to form a coalition. He promotes corruption…in everything he and his party touch.”Liberman has faced multiple corruption allegations throughout his political career, but has never been found guilty of any crime. Top members of his party are on trial for alleged graft offenses. As for Kahlon, Gabbay said he was very willing to share a ruling coalition with him. He added that if Kahlon was promising not to join him, but was willing to sit under current Prime Minister Benjamin Netanyahu, “anyone who votes for Kahlon is effectively voting for Netanyahu.”Liberman had told Hadashot news (formerly Channel 2 News) that “Avi Gabbay is an irrelevant person. There are at least two parties, Yisrael Beytenu and Kulanu, that would never join a Gabbay coalition.“He can’t have a coalition when both of those parties are not involved,” Liberman said. “He doesn’t stand a chance.”Gabbay, who helped Kahlon found Kulanu and later served as environment minister, resigned from his post and quit the party last year in protest of the coalition deal with Yisrael Beytenu that made Liberman defense minister. He later won the leadership primary in the Labor Party. In a separate interview with Hadashot news, Kahlon said that his party would not sit in a Zionist Union-led government.Kahlon cited his differences with the Zionist Union over the future of the West Bank and East Jerusalem in a future peace deal, saying that, unlike the left-leaning party, he supports, “the Land of Israel and a unified Jerusalem” and that therefore, “Kulanu will not join a left-wing Labor government.”Despite Labor’s traditional support for evacuating West Bank settlers under a future deal with the Palestinians, Gabbay said last month he would not uproot settlements under a peace agreement, raising hackles from lawmakers from the Zionist Union.Gabbay’s comments were part of an ongoing rightward shift in Labor that has intensified since he was elected party leader in July, as part of a bid to pick up support from centrist voters.Gabbay also said he would not sit in a coalition with the Joint List, the 13-member Arab party.Without the Joint List, Yisrael Beytenu and Kulanu, Gabbay would struggle to form a governing coalition, as the right-wing Likud and Jewish Home parties appear unlikely to join a Labor-led government, while Yair Lapid’s centrist Yesh Atid party has placed ahead of the Zionist Union in polls and may buck at playing second fiddle.

Two injured in car explosion near school in Ashdod-Suspected gangland bombing wounds two criminals in residential neighborhood, causes damage to vehicles and building-By TOI staff-NOV 7,17

A massive explosion rocked a residential neighborhood in the coastal city of Ashdod on Tuesday, leaving two people seriously injured.Police said a car exploded in the parking lot of a building on the corner of Mount Hermon and Kinneret streets. The massive blast caused other vehicles to go up in flames, damaging the building and sending up plumes of smoke. The Magen David Adom ambulance service said it had taken two men to the hospital. Fire and smoke initially hampered rescue workers’ search for victims, but after firefighters extinguished the flames they confirmed there were no further casualties. The two, were taken to Assuta medical center. One man, 45, was in stable but serious condition and another, 48, was in moderate condition.Police suspect the blast was an attack by an organized crime gang. The two victims were local criminals, known to police. The blast occurred very close to a high school.

Saudi crown prince calls Iran supply of rockets 'military aggression'-[Reuters]-yahoonews-November 7, 2017

DUBAI (Reuters) - Saudi Arabia's crown prince said Iran's supply of rockets to militias in Yemen is an act of "direct military aggression" that could be an act of war, state media reported on Tuesday.Prince Mohammed bin Salman's comments were published after Saudi air defense forces intercepted a ballistic missile that Saudi Arabia said was fired toward Riyadh on Saturday by the Iran-allied Houthi militia, which controls large parts of neighboring Yemen.Saudi-led forces, which back the internationally-recognized government, have been targeting the Houthis in a war which has killed more than 10,000 people and triggered a humanitarian disaster in one of the region's poorest countries. The supply of rockets to the Houthi movement could "constitute an act of war against the kingdom," state news agency SPA on Tuesday quoted Prince Salman as saying in a call with British Foreign Minister Boris Johnson.Iran has denied it was behind the missile launch, rejecting the Saudi and U.S. statements condemning Tehran as "destructive and provocative" and "slanders".In reaction to the missile, the Saudi-led military coalition said on Monday it would close all air, land and sea ports to the Arabian Peninsula country. The United Nations on Tuesday called on the coalition to re-open an aid lifeline into Yemen, saying food and medicine imports were vital for 7 million people facing famine."The situation is catastrophic in Yemen, it is the worst food crisis we are looking at today," Jens Laerke of the U.N. Office for the Coordination for Humanitarian Affairs (OCHA) told a briefing in Geneva. The missile launch was "most likely a war crime" Human Rights Watch said on Tuesday but also urged Saudi Arabia against restricting aid access to Yemen, where the United Nations estimates nearly 900,000 people are infected with cholera."This unlawful attack is no justification for Saudi Arabia to exacerbate Yemen's humanitarian catastrophe by further restricting aid and access to the country," it said. The coalition said aid workers and humanitarian supplies would continue to be able to access and exit Yemen despite the temporary closure of ports but the United Nations said it was not given approval for two scheduled humanitarian flights on Monday. The United Nations and international aid organizations have repeatedly criticized the coalition for blocking aid access, especially to northern Yemen, which is held by the Houthis. The Saudi-led coalition has been targeting the Houthis since they seized parts of Yemen in 2015, including the capital Sanaa, forcing President Abd-Rabbu Mansour Hadi to flee and seek help from neighboring Saudi Arabia. In an interview with CNN television on Monday, Saudi Foreign Minister Adel al-Jubeir accused the armed Lebanese Hezbollah group of firing the missile at Riyadh from Houthi-held territory."With regards to the missile...that was launched on Saudi territory, it was an Iranian missile launched by Hezbollah from territory occupied by the Houthis in Yemen."He said the missile was similar to one launched in July at Yanbu in Saudi Arabia and was manufactured in Iran, disassembled and smuggled into Yemen, then reassembled by the operatives of the Iranian Revolutionary Guards and Hezbollah, "then it was launched into Saudi Arabia."(Reporting by Sylvia Westall and Rania El Gamal in Dubai and Tom Perry in Beirut and Stephanie Nebehay in Geneva, Writing By Maha El Dahan; Editing by Matthew Mpoke Bigg/William Maclean)

At North Korea's doorstep, Trump warns of U.S. power while also striking conciliatory note-[Reuters]-By Steve Holland, Matt Spetalnick and Christine Kim-YAHOONEWS-November 7, 2017

SEOUL (Reuters) - President Donald Trump on Tuesday warned North Korea he was prepared to use the full range of U.S. military power to stop any attack, but in a more conciliatory appeal than ever before he urged Pyongyang to "make a deal" to end the nuclear standoff.Speaking on North Korea's doorstep during a visit to Seoul, Trump said that while "we hope to God" not to have to resort to the use of full U.S. military might, he was ready to do whatever was necessary to prevent the "North Korean dictator" from threatening millions of lives."We cannot allow North Korea to threaten all that we have built," Trump said after talks with South Korean President Moon Jae-in, who has supported diplomatic outreach to Pyongyang. But at times taking a more measured, less confrontational tone, Trump also urged North Korea to "do the right thing" and added that: "I do see some movement," though he declined to elaborate."It really makes sense for North Korea to come to the table and make a deal," Trump told reporters at a joint news conference with Moon.Despite Trump's renewed threats against North Korea, it was a far cry from the more strident approach he has pursued in recent months, including his previous dismissal of any diplomatic efforts with Pyongyang as a waste of time.North Korean leader Kim Jong Un has made clear, however, that he has little interest in negotiations, at least until he has developed a nuclear-tipped missile capable of hitting the U.S. mainland.Landing earlier at Osan Air Base outside Seoul, the president and First Lady Melania Trump stepped down from Air Force One onto a red carpet as he began a 24-hour visit that could aggravate tension with North Korea. He then flew by helicopter to Camp Humphreys, the largest U.S. military base in the country, and met U.S. and South Korean troops, along with Moon. The White House billed Trump's trip as intended to demonstrate U.S. resolve over a hardline approach to the North Korean nuclear and missile threats. But many in the region had expressed fear that any further bellicose rhetoric by Trump toward Pyongyang could increase the potential for a devastating military conflict.-TRUMP PRAISE FOR MOON-Trump praised Moon for "great cooperation" despite differences in the past over how to confront North Korea and over a trade pact between the United States and South Korea. At the news conference, the leaders said they had agreed to renegotiate the trade agreement in a timely fashion. In formal talks after an elaborate welcoming ceremony outside the presidential Blue House in Seoul, Moon told Trump he hoped his visit would relieve some of South Koreans' anxiety over North Korea.Pyongyang’s recent nuclear and missile tests in defiance of U.N. resolutions and an exchange of insults between Trump and Kim have raised the stakes in the most critical international challenge of Trump’s presidency. At the news conference, Trump said Pyongyang must understand the "unparalleled strength" that Washington had at its disposal. He cited three U.S. aircraft carrier strike groups that are converging on the Western Pacific for exercises as well as a nuclear submarine he said was also in position.Trump has rattled some U.S. allies with his vow to “totally destroy” North Korea if it threatens the United States and by deriding Kim as a “Rocket Man on a suicide mission.”Kim responded by calling Trump a “mentally deranged U.S. dotard.”Trump's senior aides privately have since urged him to avoid "personalizing" the conflict any further, U.S. officials say.On the second leg of his five-nation trip, Trump toured the sprawling Camp Humphreys garrison, which lies about 100 km (60 miles) from the border with reclusive North Korea, and met commanders and troops. The base visit gave him a first-hand view of the massive military assets the United States has in place in South Korea, but it also could serve as a reminder of the cost in U.S. military lives – as well as the potential massive South Korean civilian losses – if the current crisis spirals into war."MAY YOUR DREAMS COME TRUE"-Trump wrapped up his first day with a dinner hosted at the Blue House, dining on grilled sole, beef ribs and chocolate cake while being serenaded by a K-pop singer with an orchestra in the background."Mr President, may your dreams come true," Trump said to Moon, raising his glass in a toast.North Korea has not conducted a missile test for 53 days, the longest such lull in testing this year. North Korean state media has not commented on Trump's arrival in the South.South Korea’s spy agency said last week that North Korea may be preparing another missile test, raising speculation that such a launch could be timed for Trump’s trip to the region.U.S. officials have said privately that intercepting a test missile is among options under consideration, though there is disagreement within the administration about the risks.Trump had previously criticized Moon over his support for diplomatic engagement with Pyongyang – something the U.S. president once called “appeasement” – but both leaders used Tuesday's news conference to stress common ground.Moon urged maximum pressure from sanctions against North Korea to force it to negotiate abandonment of its nuclear program, something Pyongyang says it will never give up.Several hundred supporters and protesters lined the streets of downtown Seoul as Trump’s motorcade passed by en route to the Blue House, waving flags and posters, with some saying, “No Trump, No War, Yes Peace,” while others cheered, “Trump! Trump!”will deliver a speech on Wednesday to South Korea's National Assembly expected to focus heavily on his North Korea policy, which has stressed sanctions and military pressure instead of diplomatic engagement with Pyongyang. The North accuses the United States, which has 28,500 troops in South Korea, a legacy of the 1950-53 Korean war, of planning to invade and regularly threatens to destroy it and its Asian allies. Washington denies any such intention.(Additional reporting by Soyoung Kim, James Pearson, Josh Smith and Hyonhee Shin in Seoul, Phil Stewart and Idrees Ali in Washington; writing by Matt Spetalnick; Editing by Clarence Fernandez and Nick Macfie)

Philippines starts construction near China's manmade islands in disputed waters-[Reuters]-YAHOONEWS-November 7, 2017

MANILA (Reuters) - The Philippines has started upgrading military facilities on the biggest features it occupies in the disputed South China Sea, its defense secretary said on Tuesday, asserting Manila's claims in the strategic waterway.Delfin Lorenzana said a contractor was building a beach ramp on Thitu Island, locally known as Pag-asa (hope), the largest of nine features the Philippines holds in the Spratly islands."While construction is ongoing, albeit intermittently, depending on good weather, we expect its completion by early 2018," Lorenzana said, adding the monsoon rains have been hampering the building of the beach ramp."No construction can proceed without a good beaching ramp."China claims almost the entire South China Sea, but Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims on the waterway where more than $3 trillion worth of sea-borne goods pass every year.Recent satellite imagery has shown Chinese vessels gathering around Thitu, in what some experts say could be an attempt to deter the Philippines from cementing its claim. China's ambassador has played that down, insisting his country has no ill intent. The two countries have long been at odds over the South China Sea, although ties have warmed substantially under Philippine President Rodrigo Duterte, who says it is smarter to do business with China than pick a fight with its far superior military.Lorenzana said the ramp was important to allow large naval ships to deliver construction materials to repair and upgrade the island's airfield, fix structures and build a new port for fishermen.A small community lives on Thitu, ostensibly to prop up the country's claim, although conditions are basic compared to those enjoyed by Vietnamese and Chinese on other islands in the Spratly chain.Defense department spokesman Arsenio Andolong said the government would spend more than 1.3 billion pesos ($25.3 million) for the upgrades on Thitu. The military has defended the work, saying almost of all South China Sea claimants have been doing the same.China has built seven artificial islands, installing radar and anti-aircraft guns and missiles on several. Experts have predicted fighter jets will soon be deployed on those islands.(Reporting by Manuel Mogato; Editing by Martin Petty)

Air Force admits fault in reporting shooter's past crimes-[The Canadian Press]-yahoonews-November 7, 2017

SUTHERLAND SPRINGS, Texas — The gunman who killed 26 people at a small-town Texas church had a history of domestic violence that spanned years before the attack, and was able buy weapons because the Air Force did not submit his criminal history to the FBI as required by military rules. If the past offences by Devin Patrick Kelley — who fired at least 450 rounds at helpless worshippers on Sunday morning — had been properly shared, they would have prevented him from buying a gun, the Air Force acknowledged Monday.Investigators also revealed that Kelley had sent threatening text messages to his mother-in-law, a member of First Baptist, before the attack, and that sheriff's deputies had responded to a domestic violence call in 2014 at his home involving a girlfriend who became his second wife.Later that year, he was formally ousted from the Air Force for a 2012 assault on his ex-wife in which he choked her and struck her son hard enough to fracture his skull. At a news conference in South Korea, President Donald Trump was asked if he would support "extreme vetting" for gun purchases in the same way he has called for "extreme vetting" for people entering the country. Trump responded by saying stricter gun control measures might have led to more deaths in the shooting because a bystander who shot at the gunman would not have been armed."If he didn't have a gun, instead of having 26 dead, you would have had hundreds more dead," Trump said.In the tiny town of Sutherland Springs, population 400, grieving townspeople were reeling from their losses. The dead ranged from 18 months to 77 years old and included multiple members of some families."Our church was not comprised of members or parishioners. We were a very close family," said the pastor's wife Sherri Pomeroy, who, like her husband, was out of town when the attack happened. "Now most of our church family is gone."The couple's 14-year-old daughter, Annabelle Pomeroy, was among those killed.Kelley's mother-in-law sometimes attended services there, but the sheriff said she was not at church Sunday. The massacre appeared to stem from a domestic situation and was not racially or religiously motivated, Texas Department of Public Safety Regional Director Freeman Martin said. He did not elaborate.Based on evidence at the scene, investigators believe Kelley died of a self-inflicted gunshot wound after he was chased by bystanders, one of whom was armed, and crashed his car.The 26-year-old shooter also used his cellphone to tell his father he had been shot and did not think he would survive, authorities said. While in the military, Kelley served in logistics readiness at Holloman Air Force Base in New Mexico from 2010 until his 2014 discharge, Air Force spokeswoman Ann Stefanek said.He was discharged for the assault involving his previous wife and her child and had served a year of confinement after a court-martial. Under Pentagon rules, information about convictions of military personnel for crimes such as assault should be submitted to the FBI's Criminal Justice Investigation Services Division.Stefanek said the service is launching a review of its handling of the case and taking a comprehensive look at its databases to ensure other cases have been reported correctly.A few months before he received the bad-conduct discharge, sheriff's deputies went to his home to check out the domestic violence complaint involving him and his then-girlfriend. People in the house said there was no problem, and no arrests were made. Kelley married the girlfriend two months later. Also in 2014, he was charged with misdemeanour animal cruelty in Colorado after a neighbour reported him for beating a dog. Kelley initially refused to speak with officers about the incident. He denied abusing the animal but complied with an order to pay almost $370 in restitution. He was also the focus of a protective order issued in Colorado in 2015.Once the shooting started, there was probably "no way" for congregants to escape, Wilson County Sheriff Joe D. Tackitt Jr. said. The gunman, dressed in black tactical gear, fired an assault rifle as he walked down the centre aisle during worship services. He turned around and continued shooting on his way out of the building, Tackitt said.About 20 other people were wounded. Ten of them were still hospitalized Monday in critical condition.Investigators collected hundreds of shell casings from the scene, along with at least 15 empty magazines that held 30 rounds each.Kelley lived in New Braunfels, about 35 miles (55 kilometres ) north of the church, authorities said. Investigators were reviewing social media posts he made in the days before the attack, including one that appeared to show an AR-15 semi-automatic weapon.Less than two months ago, Kelley had started a job as an unarmed security guard at a nearby resort. He "seemed like a nice guy" and did not cause any problems, said Claudia Varjabedian, manager at the Summit Vacation Resort in New Braunfels. On Sunday, the attacker pulled into a gas station across from the church, about 30 miles (50 kilometres ) southeast of San Antonio. He crossed the street and started firing the rifle at the church, then continued firing after entering the white wood-frame building, Martin said.As he left, the shooter was confronted by an armed resident — later identified as Stephen Willeford — who had grabbed his own rifle and exchanged fire with Kelley.Willeford had help from another local resident, Johnnie Langendorff, who said he was driving past the church as the shooting happened. The armed resident asked to get in Langendorff's truck, and the pair followed as the gunman drove away."He jumped in my truck and said, 'He just shot up the church. We need to go get him.' And I said 'Let's go,'" Langendorff said. The pursuit reached speeds up to 90 mph (145 kph). Willeford told Arkansas TV stations KHBS/KHOG that he kept a 911 operator advised of the situation during the chase. The gunman eventually lost control of his vehicle and crashed.Willeford walked up to the vehicle with his gun drawn, and the attacker did not move. Police arrived about five minutes later, Langendorff said. The assailant was dead in his vehicle. He had three gunshot wounds — two from where the armed man hit him in the leg and the torso and the third self-inflicted wound to the head, authorities said."There was no thinking about it. There was just doing. That was the key to all this. Act now. Ask questions later," Langendorff said.Church member Nick Uhlig, 34, who was not at Sunday's service, told the AP that his pregnant cousin and her in-laws were among those killed. He later told the Houston Chronicle that three of his cousin's children were also slain.Three weapons were recovered. A Ruger AR-556 rifle was found at the church, and two handguns were found in the gunman's vehicle, according to the Bureau of Alcohol, Tobacco, Firearms and Explosives. The church has posted videos of its Sunday services on a YouTube channel, and authorities said they were reviewing footage recorded inside the church. In a video of its Oct. 8 service, a congregant pointed to the Oct. 1 Las Vegas shooting a week earlier as evidence of the "wicked nature" of man. That shooting left 58 dead and more than 500 injured. The previous deadliest mass shooting in Texas had been a 1991 attack in Killeen, when a mentally disturbed man crashed his pickup truck through a restaurant window at lunchtime and started shooting people, killing 23 and injuring more than 20 others.___Weber reported from New Braunfels. Eyewitness to church shooting: 'It just went on and on'-Holly Bailey-National Correspondent-Yahoo News-November 6, 2017

SUTHERLAND SPRINGS, Texas — It didn’t sound out of the ordinary at first. A quick pop, pop, pop that was very clearly gunfire, but Terrie Smith had heard noises like that before plenty of times. It was the soundtrack of any small town here along the back roads of South Texas, where people are known to shoot rattlesnakes and other critters even in broad daylight — sometimes for safety, but more often for fun — without anyone blinking an eye.But as Smith walked into Teresa’s Restaurant, her namesake eatery inside the Valero gas station here, just off state Highway 87 a little before 11:30 on Sunday morning, the pops suddenly turned into rapid bursts that didn’t stop. “Someone’s shooting out there,” someone yelled.Running out to the parking lot, she looked across the street to the First Baptist Church, just a hundred or so yards away, where the congregants were some of her closest friends and customers. Near the front of the building, she saw a figure dressed all in black clutching what looked like a machine gun.th every burst of fire, she saw his body visibly quake, as he sprayed the outside the church with bullets again and again. On Monday, authorities confirmed the gunman was Devin Kelley, 26, from nearby New Braunfels, Texas, about 40 minutes north of Sutherland Springs. While the investigation is ongoing, police said Kelley may have targeted the church because of a “domestic dispute” with his wife’s family, who attended the church. (They were not in church on Sunday.)“I couldn’t see his face. I could only see his body shaking and shaking as he shot the gun,” Smith tearfully recalled. “When I close my eyes, I just see him just shooting and shooting and shooting.”Less than 24 hours later, Smith stood in the same spot in the parking lot of the Valero, recounting to a reporter how time seemed to stand still in that moment, how the gunshots echoed though this tiny town with its single traffic light and how she knew even in that instant that things would probably never be the same ever again.“Stuff like this doesn’t happen here. It just doesn’t,” she asked, tears running down her face. “We’re a good community. How could this happen here?”As Kelley continued to take aim at the church on Sunday morning, something within Smith clicked. She raced towards customers who stood dumbstruck near the gas pumps, staring at the scene of horror across the street, yelling for them to get down. They fell on the ground, crawling toward each other as the shots continued.During a lull in the gunfire, she and the others crawled toward the store and locked themselves inside. Peeking through the window, she saw the gunman enter the church, where the spray of gunfire continued again and again — though the sound was more muffled and dulled. “There were so many rounds,” she said. “It just went on and on. You could just hear it constantly. And then there was a silence. And then there were more rounds. And then there was silence.”After a few minutes, she saw a man rush out of the back door of the church, running toward the store. He was covered in blood and badly injured, with wounds on his head and on his arm. As he got closer, she recognized him as the son of a customer and opened the door. “Somebody’s shooting in there! Somebody went in and shot everybody,” the man gasped as he collapsed to the ground.-As she recalled the moment, Smith could began to sob. “He kept saying, ‘My family’s in there. My family’s in there,’” she said through tears. “And we couldn’t do nothing. We couldn’t do nothing.”He was the only victim she saw emerge from the church alive. From across the street, she heard gunfire that didn’t sound like the rapid bursts before. She saw the man that police now identify as Kelley running toward his truck, his weapon missing. She heard more shots, this time apparently from a neighbor firing at the gunman. Behind the wheel, Kelley sped into the intersection, where it appeared to Smith that a bullet shattered one of his truck’s windows, and he briefly lost control before heading north on State Road 539. He was pursued by a second truck, driven by Johnnie Langendorff, who had been flagged down by the neighbor. The two took off after Kelley, who, according to the account by law-enforcement officials, crashed in a field 10 miles away, and was found dead by police. He had been shot by the neighbor and had also suffered a self-inflicted gunshot wound, although officials said the sequence was unclear.Back at the Valero, where the parking lot on Monday morning was filled with media trucks, Smith cried as she wondered about the fate of her community. It was a town where everybody knew everybody and people banded together in times of hardship. But now 26 people were dead, with many others badly injured. She knew almost everybody who died. Her best friend, Joanna, was killed, along with two of her kids. “Her little son is just hanging on,” she said, crying.Looking back towards the church, she stared, unable to speak as dozens of men and women in blue FBI jackets slowly walked down a street collecting evidence. On Sunday mornings, the town was so quiet you could often hear the sound of congregants singing praise songs and church hymns inside. But now all she can hear in her memory is the sound of gunfire, those bursts that seemed unending.“We’re a good community, we’re a good community,” she said. “When people are struggling, we all come together. I don’t know what we do now.”

Violence followed Texas church gunman after high school-[The Canadian Press]-yahoonews-November 6, 2017

NEW BRAUNFELS, Texas — Wherever Devin Patrick Kelley went after graduating from high school, a trail of violence followed. In New Mexico, Kelley was kicked out of the Air Force following a court-martial two years after he enlisted for abusing his wife and reportedly hitting her child hard enough to fracture his skull. In Colorado, he was charged with misdemeanour animal cruelty after someone saw him punch a dog several times. And in Texas, sheriff's deputies were called to his parents' house after his girlfriend told a friend he was abusing her.Authorities say Kelley opened fire Sunday at the First Baptist Church of Sutherland Springs, Texas, killing 26 people and wounding 20 others.According to their investigation, Kelley entered the small church during worship services dressed in black tactical gear and carrying an assault rifle. He fired it as he walked down the centre aisle, shooting people who had no way to escape.Authorities have said the suspect's mother-in-law attended the church and she'd gotten threatening texts from him. Kelley's parents and other relatives did not return numerous messages from The Associated Press seeking comment. But according to military officials and authorities in three states, the 26-year-old Kelley had a history of threatening loved ones with violence.A native of the San Antonio suburb of New Braunfels, Kelley graduated from high school in 2009, according to a district spokeswoman. He enlisted in the Air Force the following year and was assigned to Holloman Air Force Base in New Mexico, with the responsibility of moving passengers, cargo and personal property in military transportation. He got married for the first time in 2011.But according to Air Force spokeswoman Ann Stefanek, Kelley faced a court-martial in 2012 on allegations that he abused his wife and a child. According to court-martial documents the Air Force released Monday, Kelley was accused of choking his wife, pulling her hair and kicking her. He also hit the child on the head and body, according to the documents. The Air Force's former chief prosecutor, Don Christensen, told The New York Times that Kelley fractured the child's skull.Kelley also was accused of pointing a loaded firearm and an unloaded firearm at the woman, according to the court-martial documents, but he pleaded not guilty to those allegations and they were "withdrawn and dismissed with prejudice after arraignment."Kelley was sentenced to 12 months of confinement and ultimately removed from the military with a bad-conduct discharge and a reduction of rank. The Air Force acknowledged Monday that it didn't enter Kelley's criminal history into the federal database used to conduct background checks on citizens looking to purchase a firearm. Authorities recovered a Ruger AR-556 rifle at the church and two handguns from Kelley's vehicle. They say all three were purchased by Kelley. His wife, Tessa Kelley, filed for divorce in 2012, the same year as the court-martial. In paperwork associated with the divorce, Tessa Kelley said she was working at Taco Bell for $7.50 an hour while Devin Kelley was in detention. The divorce was finalized in October 2012.Kelley's discharge was complete in 2014, Stefanek said. That February, sheriff's deputies arrived at his family's home in New Braunfels just after 10 p.m. one night to investigate a potential domestic violence case.Citing a sheriff's office report, Comal County spokesman Paul Anthony said a friend of Kelley's girlfriend told authorities she received a text message from the girlfriend that indicated "her boyfriend was abusing her." The report identifies the girlfriend as Danielle Shields and says Shields reported that "her arms were red." It includes no additional details about what caused them to be red.Shields said Kelley had "told her to pack a bag," according to the report. When sheriff's deputies arrived, people at the home said there was a "misunderstanding," according to the report. It doesn't make clear who spoke to deputies. No arrests were made.Kelley married Shields two months later.Kelley registered to vote in Colorado in 2014, with an address traced to a mobile home park in Colorado Springs, home to the U.S. Air Force Academy and other Air Force installations. But in August of that year, he was charged with misdemeanour animal cruelty. One neighbour told a deputy that Kelley chased a dog, jumped on top of it and struck the dog with a closed fist several times, according to an incident report released Monday. Another neighbour says Kelley grabbed the young husky, threw it into the air, then onto the ground and dragged it to his camper.According to local court records, he was given a deferred probationary sentence and ordered to pay $368 in restitution. A protection order was also issued against him in 2015 on behalf of the local Humane Society, according to court records. He apparently moved back to Texas and sought work as a security guard, obtaining a state private security license in June and getting a job at the Schlitterbahn water park in New Braunfels. But he was fired after less than six weeks, the water park said in a statement. He then was hired as a security guard at the Summit Vacation Resort, also in New Braunfels. A manager there, Claudia Varjabedian, told the AP that Kelley "seemed like a nice guy" and didn't cause her any problems.A motive for the mass shooting remains unclear, but Kelley appears to have targeted a church that was long attended by his wife's family.Leading up to the shooting, authorities say, Kelley had sent threatening text messages to his mother-in-law, who attended the First Baptist Church of Sutherland Springs, about 30 miles (48 kilometres ) southeast of San Antonio. Texas Department of Public Safety Regional Director Freeman Martin said there was a domestic situation going on within the family.According to online records, Danielle Kelley's mother has an address in Sutherland Springs and a Facebook account linked to her lists several members of the church as friends, including the pastor's wife.A resume posted online linked to an email address associated with Danielle Kelley identifies her as a teacher at the church from 2009 to 2013. Among the responsibilities it listed at the church were to "teach the children about GOD" and "be a positive influence in their life."The dead inside the church ranged from 18 months to 77 years old. About 20 other people were wounded, 10 of whom were still hospitalized Monday in critical condition.___Bajak and Merchant reported from Houston. Texas police stop naming killer in aftermath of Sutherland Springs shootings-[CBC]-YAHOONEWS-November 7, 2017

The shooter's name was missing from a news conference on the killings at a church in Sutherland Springs, Texas, and authorities there say it will stay that way.The Texas Department of Public Safety and the FBI said at the Monday briefing that while they have released the name, they'll refrain from saying it again. They say it's an effort not to glorify the killer of 26 people, and to keep copycats from seeking similar fame.Experts and victims' family are encouraging media outlets follow suit.No Notoriety, a group founded by the parents of a victim in the 2012 Aurora, Colo., shootings, challenges the press in its social media memes. One posted after the Texas shooting said: "Stop making rampage mass murderers famous."Another read: "Focus on victims and heroes — not their killers!"

French arrest nine, Swiss one in joint anti-terrorism swoop-[Reuters]-yahoonews-November 7, 2017

PARIS (Reuters) - French police arrested nine people and another was arrested in Switzerland in coordinated counter-terrorism swoops that follow a spate of deadly attacks in Europe in recent years.Swiss officials said a 23-year-old Colombian woman was taken into custody after police raids there. A Swiss man aged 27 was among those arrested in parallel French police swoops linked to Islamist militant activity, they added.French police conducted simultaneous raids on premises on the eastern edge of Paris and in the southeastern region that borders Italy and Switzerland, taking nine people into custody, a source in the French judiciary said. Those arrested were aged from 18 to 65 years, said the French source, who spoke on condition of anonymity -- standard practice for most French officials on such matters.Le Parisien newspaper said it was possible the raids had thwarted an attack. The French judicial source spoke of suspected participation in a criminal terrorist network and of communications via the Telegram network that many militants use because messages can be encrypted.A Swiss statement cited suspected involvement in terrorist activity and banned Islamist militant groups such as al Qaeda and Islamic State. The arrests took place a week after France introduced tougher national security laws to permanently replace emergency powers given to police and intelligence services following deadly attacks by Islamist militants on Paris two years ago.More than 240 people have been killed in France since early 2015 in attacks by Islamist militants or assailants inspired by the Islamic State group, which has sought to establish a caliphate in Syria and Iraq and called for attacks on France.France is among countries contributing to military operations against Islamic State in Iraq and Syria.French Interior Minister Gerard Collomb, who says 32 attack plots have been thwarted in the past two years in France, played down the latest operation when asked about it during a visit to Berlin."It's part of operations which, sadly, are conducted relatively regularly, where we arrest a number of people we consider dangerous," he said.(Reporting by Matthias Galante in Nice, and Sophie Louet and Simon Carraud in Paris, and John Miller in Zurich; Writing by Brian Love; Editing by Richard Lough and Luke Baker)

EU commission wants 'credible' tax haven blacklist By Nikolaj Nielsen-nov 7,17-euobserver

BRUSSELS, Today, 09:29-The European Commission is demanding that member states reach an agreement on an EU tax haven black list, in the wake of media revelations of widespread tax avoidance schemes by the wealthy elite known as the Paradise Papers.Pierre Moscovici, the EU finance commissioner, told reporters on Monday (6 November) that governments needs to "rapidly adopt a European tax haven list", which is also "credible.""There is no point in just having one country on the black list tax havens," he said.Speaking at a eurozone meeting in Brussels, Moscovici said the latest disclosures prove that some "companies and rich individuals are ready to do anything to not pay tax."He noted EU commission proposals to crack down on aggressive tax planning by bankers, lawyers, and law firms needed to be moved forward.Although not a single EU state will appear on the list, capitals have been reluctant given that some of their own jurisdictions are themselves offshore entities.Discussions on the matter are being held behind closed doors by a so-called Code of Conduct Group on business taxation, set up by member states in 1990.Instead, around 92 other jurisdictions had earlier this year been sent letters as an initial screening to see if they comply with the rules.Of those, the Financial Times newspaper reports some 53 countries and territories have recently been warned to clean up their tax code or risk being on the December list. Some of those are linked to UK overseas territories like Bermuda and the Cayman Islands."The British are particularly sceptical about the EU's black list of tax havens, for self-protection," said German Green MEP Sven Giegold, in a statement. He described Britain and its overseas territories as one of the world's largest tax havens, noting the Caribbean islands offer a zero percent corporate tax rate.A similar list was first published in 2015 and had excluded known corporate tax havens like the Netherlands, Luxembourg, Ireland, Malta and the UK.The US and Switzerland were not listed either but instead posted jurisdictions in some of the world's most impoverished states.Such moves are said to render the list highly politicised given it protects the harmful tax practices of wealthy states.Luxembourg's prime minister Xavier Bettel has also denied his country being a tax haven, telling EUobserver in June that tax policy is a national issue."Why should I be less competitive?," he said.

Polish reform deepens rule-of-law threat, Timmermans says By Eszter Zalan-nov 7,17-euobserver

BRUSSELS, Today, 09:24-A new Polish judicial reform risks aggravating the systematic threat to the rule-of-law in the country, the EU Commission's vice-president Frans Timmermans told MEPs on Monday (6 November).Timmermans urged Polish authorities to take into account the concerns of the EU executive as well as other watchdog bodies, like the Venice Commission's opinion and make sure the planned reforms, and the two draft laws proposed by president Andrzej Duda in September do not infringe EU rules."The Commission is of the opinion that these laws do create a threat to the rule of law, a systemic threat to the rule of law in Poland," Timmermans told the civil liberties committee, ahead of a plenary debate on Poland in the parliament next week.Timmermans said the new laws give the justice minister power to appoint and dismiss senior judges, allowing for political interference. He said the Commission also has legal concerns over the justice ministers' ability to prolong the mandate of judges after they had reached their retirement age. It creates an opportunity for political pressure, as conditions for the prolongation are vague.Timmermans said that despite several invitations to Polish ministers to settle the ongoing rule of law probe into Poland's judiciary, the ministers of the Law and Justice party (PiS) government have not met with him to discuss the concerns. Talks have instead only been in writing."I hope we can start a dialogue in person," Timmermans said. The Commission issued its latest recommendations in July under the probe, and said the PiS government has violated Poland's constitution when reforming the Constitutional Tribunal.Member states also weighed in on the rule of law in Poland in September , with none of the EU countries raising the possibility of sanctions under the Article 7 procedure.-Majority will vs rule of law-The PiS government in return accused Timmermans of political bias and double standards.Jadwiga Wisniewska, an MEP from the ruling PiS party argued that her party has the majority in parliament."This is what democracy is about: the majority has the right to implement the programme with which it campaigned," she said.Timmermans retorted by saying that a majority does not mean the government can violate the rule-of-law principle."An election victory does not give you right to violate the constitution, to violate laws," he said.Timmermans added: "If we know anything about European history it is that the democracy argument was used to eliminate human rights, to make a mockery of rule of law. Democracy, rule of law, respect for human rights, […] one cannot be used against the other.""The whole idea that there is one lunatic in the Commission addressing Poland is completely beside reality," Timmermans added. He warned that if the rule-of-law is threatened in one member state, then it is threatened in all EU countries."If we do not maintain the rule of law in Europe, then we will take leave of the most fundamental values of a European cooperation. And this will not just affect the member state Poland. It will affect all of us," he said.

Puigdemont stays free, Belgium at centre stage of Catalan crisis By Eric Maurice-euobserver

BRUSSELS, 6. Nov, 09:26-Catalan separatist leader Carles Puigdemont was put under judicial supervision in Brussels on Sunday (5 November) after he turned himself in to the police and had a ten-hour hearing with a judge.Puigdemont, as well as four other former members of the Catalan government in Belgium with him, will have to stay in the country, live at a 'real address' and go to the judge whenever they are asked. They will be heard again by a judge within 15 days. All are under a European arrest warrant that was issued by a Spanish judge on Friday.Thirteen members of the Catalan government that was dismissed by the Spanish government are charged with rebellion, sedition and embezzlement over Catalonia's declaration of independence on 27 October.Puigdemont, who fled Spain last Monday and said he would not come back as long as he would not have "guarantees" for a "fair trial", said before his surrender that he would "cooperate" with the Belgian justice, which he called a "real justice".In an interview with the RTBF TV channel on Friday, he said that the Spanish judicial system was "politicised" and that it was "extremely barbaric" that he could face up 30 years in prison.Eight former regional ministers have been in jail under the same charges since Wednesday.Puigdemont told journalists last Tuesday that he came to Brussels in order to "explain the Catalan problem in the institutional heart of Europe."But while EU institutions have not reacted to the latest events, his arrest has triggered a debate among Belgian politicians.Interior minister and deputy prime minister Jan Jambon said he had "questions" about the situation in Spain."Members of a government are put in prison. What have they done wrong? Simply apply the mandate they received from their constituents," said Jambon, who is from the Flemish nationalist N-VA party.Last week, another N-VA minister, Theo Francken, suggested that the Catalan separatist could ask for asylum in Belgium.Jambon added on Sunday that he was "wondering what Europe is waiting for before saying something.""I think there would be [a] different reaction if the same thing happened in Poland or Hungary," he said.Jambon's leader, N-VA chief Bart de Wever, also indirectly expressed support for Puigdemont and the Catalan separatists.-'Franquist' Rajoy-In a message posted on Twitter on Saturday, he said that Antwerp - the city of which he is the mayor - was commemorating the 441st anniversary of the 'Spanish Fury', when he said 10,000 inhabitants of the city were killed by the troops of Spanish king Philipp II on 4 November 1576.Elio di Rupo, the leader of the Belgian French-speaking Socialist Party and a former prime minister, said that he would be "shocked" if Puigdemont was jailed. In a message on Twitter, he said that while the separatist leader has "abused his position", Spanish prime minister Mariano Rajoy "behaved like an authoritarian Franquist" - a term referring to former dictator Franco. Both Jambon and Di Rupo were rebuffed by Esteban Gonzalez Pons, a vice president of the centre-right EPP group in the European Parliament and a member of Rajoy's Popular Party in Spain.Gonzalez Pons said in a statement that Jambon's remarks were "irresponsible and dangerous for the necessary cooperation between EU member states."He added that Jambon had a "xenophobe record" and that it was "desirable that he doesn't give lessons in democracy."Later on Twitter, Gonzalez Pons said that Di Rupo "should be more respectful with a country that is a friend and an ally" and that he had "lost his dignity" with his remarks on Rajoy.Another former Belgian prime minister, Guy Verhofstadt, also asked whether the decision to imprison separatist leaders was "disproportionate"."Are there no other ways to secure that these separatist leaders receive a fair trial and a judgement?" Verhofstadt, who is the leader of the liberal Adle group in the European Parliament, wrote on Facebook. He added it was "time for de-escalation now" in order to secure fair elections in December.Verhofstadt's Alde group includes Spain's Ciudadanos, one of the staunchest anti-Catalan independence parties, but also Ramon Tremosa, an MEP from Catalonia who is helping Puigdemont in Belgium.Belgian judges have two weeks to decide whether to accept Spain's demand for extradition, but Puigdemont and his four colleagues can appeal the decision.Under the rules, a final decision must be taken within 60 days, or 90 days in exceptional cases. The process is therefore likely to last until after Catalonia's elections on 21 December.-'Ready to be a candidate'On Sunday, Puigdemont's PDeCAT party proposed that he leads the party's list and that pro-independence parties form a coalition, like in the previous vote in 2015."Let those who are deprived of liberty be able to be part of our lists," PDeCAT's general secretary Marta Pascal said, also referring to the eight former ministers who are in custody. In his RTBF interview, Puigdemont said he was "ready to be a candidate" even from Brussels.According to a poll published on Sunday by Catalan newspaper La Vanguardia, turnout could reach 80 percent of registered voters at the December election.Voting intentions put the Republican Left of Catalonia (ERC) ahead, followed by the liberal Ciudadanos, the Socialist Party and PDeCAT.ERC and PDeCAT, who formed the government under Puigdemont, would be the biggest group if they formed a new coalition. But they would still be two seats short of a majority.

Cause of Highway 400 crash still not clear, OPP waiting to confirm 2 victims-[CBC]-yahoonews-November 6, 2017

People at the scene of last Tuesday's fiery crash on Highway 400 ran from a "wall of fire" as fuel poured out of several tanker trucks involved in the 14-vehicle pileup. That raging fire has made identifying the three victims difficult, said Sgt. Kerry Schmidt of the Ontario Provincial Police.Sharing an update through a live stream on Monday, Schmidt did confirm the coroner has identified one victim: 37-year-old Benjamin Dunn, a truck driver and father of nine who was previously assumed to have died in the crash.Police have also been in touch with family members of the other two potential victims, Schmidt said. One could be confirmed within a few days, while the other victim's identity may take longer to determine.Still not clear what caused pileup-It's also not clear what precisely caused the pileup, which started around 11:30 p.m. on Oct. 31. A transport truck slammed into the back of another large truck that was stopped at the end of a long line of traffic in the northbound lanes — a crash that sent fireballs into the night sky.Two fully loaded tanker trucks, three other commercial vehicles and multiple cars were involved in the chain reaction of collisions."The investigation as to who caused this collision, what caused this collision, what were the circumstances around this collision — are still ongoing," said Schmidt. "We are speaking to many, many witnesses."
