After a mass shooting at a church in Sutherland Springs, Texas, left 26 people dead Sunday, state Attorney General Ken Paxton suggested that institutions have to decide either to allow firearms or to hire private security to defend against future carnage.“In Texas, you have to actually post, if you’re a church, telling people not to carry guns — otherwise you could carry a gun,” Paxton said on “Fox & Friends” on Monday.He continued: “I think we need to look at that, because I think we need to have churches, schools, businesses start thinking about their policies — because obviously we can’t have first responders at every location — and so they need to think about whether they want private security or whether they want to make sure that some of their own people are armed to prevent this from happening again.”Texas penal code allows property owners to post signs banning either concealed or openly carried weapons on site. It was not immediately clear if First Baptist Church, where the massacre took place, discouraged or banned congregants from bringing weapons on the property.Although two armed men did pursue the gunman, 26-year-old Devin Kelly, during his rampage, neither were attending the church at the time. And police revealed on Monday that the 26-year-old gunman, Devin Patrick Kelley, of New Braunfels, Texas, sent threatening texts to his mother-in-law.Officials say Kelley killed 26 people and wounded 20 others in what authorities say was the worst mass shooting in state history and the deadliest at any house of worship in U.S. history. Kelley was found dead following a high-speed chase that began after he was confronted by armed neighbors and fled the scene.According her Facebook and LinkedIn accounts, Danielle Kelley (nee Danielle Lee Shields), Devin’s wife of three years, served as a vacation Bible school teacher at First Baptist Church from 2008 until 2013. The last one fell in January and negotiations started after elections in March.Last week, the UK government extended the deadline to reach an agreement. As well as the existing political gulf between the two largest parties - the protestant Democratic Unionist Party (DUP) and the catholic Irish nationalist Sinn Fein - there is the further complication of the DUP providing support to Theresa May's minority government in the Westminster parliament in London.At an event at the European Policy Centre in Brussels, Brokenshire warned that "we have now reached the point at which it is unlikely that an executive could be formed in time to pass a budget for Northern Ireland by the end of this month."He said that he was "left with no option but to legislate at Westminster" to pass a budget for the province for next year."This would not be my budget … it would be one prepared by the Northern Ireland civil service on the basis of the previous executive's priorities," he insisted, adding that the UK government would act "with the greatest reluctance."The deadlock continues while the future of the border between Northern Ireland and the Republic of Ireland is one of the three main issues in the current Brexit talks.A new round of discussions will take place in Brussels this week in order to accelerate progress and allow negotiations on the future EU-UK relation to be opened in December.London published a position paper on the Irish issue in August, which the EU said was short on details.Brokenshire insisted on Monday that the paper still sets out "clearly and positively where we stand."-Integrity of UK single market-He said that London wants to "ensure" that the Good Friday peace agreement "is fully protected"; to "preserve the Common Travel Area" and "ensure that we have as frictionless and seamless a border as possible … with no physical infrastructure."The Northern Ireland secretary pointed out that the region will leave the EU single market and customs union like the rest of the UK.He noted that "Northern Ireland economy, while an integral part of the UK economy, is fully integrated with that of Ireland particularly in areas like the agri-food sector," and that his government wants to maintain cross-border circulation of goods and services between north and south of the island.He repeated the UK propositions for a "new custom partnership" under which the UK would "seek to apply a tariff equivalent to the common [EU] external tariff" and for an "alignment" on EU regulations for sectors like agri-food.But he insisted on the need to "ensure that nothing is done that undermines the integrity of the UK single market.""Of course none of this was ever going to be easy. She alleged the government had been profiting on the side from a Maltese passport sale scheme.Caruana Galizia's son, who helped uncover a previous leak of tax avoidance called the Panama Papers, described the country as a "mafia state" following revelations that Muscat's chief of staff had set up offshore firms.Malta is a low-tax jurisdiction, where profits earned by companies is taxed at just five percent. After a tight race for the mayor's seat, Valérie Plante has swooped into power as the first woman to win a municipal election in Montreal's 375 years of existence.Beating out former mayor Denis Coderre, Plante, 43, swayed voters with a platform that focused on reducing traffic, improving public transit, and making the city more family friendly.Only 42.4 per cent of eligible voters cast a ballot, compared to 44 per cent in the last election, according to Election Montreal.The day after the election, Montrealers are reacting to Coderre's loss and their brand-new mayor's win.'The people wanted a change' Four years under Coderre's leadership left some Montrealers hungry for change — but that didn't change the fact that, for some, Plante's victory was a surprise.Julie Browning, a LaSalle resident, had not yet heard the election results when she spoke to CBC this morning. She was surprised to hear Plante had won the race."I thought Coderre was going to win," she said, adding that this is an opportunity to see what changes can be made in the way the city is run.Little Burgundy's Yoland Cyrus said he was surprised, too."I think the people wanted a change, and we'll see if her platform does do anything for anyone, whether our taxes go up or stay down," Cyrus said."I'm hoping ... what happens [is] for the best."Trudeau, politicians offer their congratulations-A number of politicians applauded Plante on her big win, including Prime Minister Justin Trudeau and Premier Philippe Couillard."I'm looking forward to working together toward our common priorities," Trudeau said on Twitter.Mélanie Joly, federal heritage minister and 2013 mayoral runner-up, also praised Plante in a tweet, as did Bloc Québécois Leader Martine Ouellet.Time to live up to campaign promises-Walter Jaszyc, who is from Côte Saint-Luc and didn't vote in the Montreal elections, said he is happy to see the first female mayor come into power."I think she's going to do a good job," Jaszyc said. "I hope some of the things that she promised are going to come true."For Cyrus, whoever won deserves the benefit of the doubt."I wish her the best of luck," he said, adding that before she was nominated as head of Projet Montréal, he had never heard of her.An opinion poll this summer found Plante was still unknown to two-thirds of Montrealers, months after she took over as leader.'Coderre was too much for himself'-During Coderre's campaign, the former mayor played up the city's flourishing economy and his efforts to combat corruption. But accusations of overspending and an arrogant personality triggered criticism from some Montrealers."I think it was maybe Coderre's attitude that kind of shook people up and they didn't like it," Browning said."Some people thought of him as arrogant, I think they thought something was worth a change."For Jaszyc, Coderre was "too much for himself." He said he thinks the former mayor overspent on the city's 375th celebrations. The total costs of the anniversary projects add up to almost $1 billion."I don't find it was worth it, and all it did … was get the merchants, the store owners, the people who really make money for Montreal, very angry."The last time a one-term incumbent was ousted in Montreal was 1960, when Sarto Fournier lost to Jean Drapeau.

For the second time in recent years, a massive leak of data about offshore tax havens has sent shockwaves around the world. The Paradise Papers were released on Sunday after reporting by an international collective of investigative journalists. Here's some facts about the fallout of a previous leak of a similar nature, the Panama Papers:The Canadian Revenue Agency launched audits into 122 Canadians and opened dozens of criminal investigations for tax evasion following the Panama Papers, the Toronto Star reported earlier this year. Experts say the number of investigations in offshore havens was an increase from previous years thanks to the leaked documents.———The Royal Bank of Canada was the only financial institution in the country to be linked to the massive leak. The bank's CEO vowed to comb through four decades of files to find any proof of wrongdoing. While the institution accepted responsibility for monitoring the global financial industry, they said they'd been "dragged into" the controversy without any allegations of wrongdoing.———The Canadian government pumped over $400 million dollars into the Canadian Revenue Agency to hunt down billions of missing tax dollars in the wake of the Panama Papers. A large part of those efforts were to look into offshore tax havens.———Bill Morneau, Canada's current finance minister, said he'd bring up the issue of tax evasion during an international summit and with provincial governments after the leak. LONDON — Leaked papers revealing investments in tax havens by the world's wealthy suggest U2 frontman Bono used a company based in low-tax Malta to buy part of a shopping mall in Lithuania.The Guardian newspaper said Monday that the "Paradise Papers" document trove, obtained by it and other news organizations, reveals that the singer was an investor in Maltese company Nude Estates, which bought the Ausra shopping centre in 2007.Bono's spokeswoman told the paper that the rocker, whose real name is Paul Hewson, was a "passive minority investor in Nude Estates Malta Ltd., a company that was legally registered in Malta until it was voluntarily wound up in 2015."The Irish band, well known for its poverty-fighting efforts, has faced past criticism over its tax arrangements.U2 was heavily criticized in 2006 for moving its corporate base from Ireland to the Netherlands, where royalties on music incur virtually no tax.In 2011, protesters inflated a giant balloon reading "U Pay Tax 2?" during U2's set at the Glastonbury Festival.The Ausra shopping centre is located in the town of Utena, some 100 kilometres (62 miles) north of Lithuania's capital, Vilnius. TOKYO — Declaring that North Korea was "a threat to the civilized world," President Donald Trump vowed Monday in Japan that the United States "will not stand" for Pyongyang menacing America or its allies.Trump, in one of the Asian capitals threatened by North Korea's missiles, did not rule out military action and exhorted dictator Kim Jong Un to cease weapons testing like the missiles he has fired over Japanese territory in recent weeks. The president also denounced efforts by the Obama administration to manage Pyongyang, declaring again that "the era of strategic patience was over.""Some people say my rhetoric is very strong but look what has happened with very weak rhetoric in last 25 years," said Trump, who stood with Japanese Prime Minister Shinzo Abe at a news conference and stated that North Korea imperiled "international peace and stability."Abe, who has taken a more hawkish view on North Korea than some of his predecessors, agreed with Trump's assessment that "all options on the table" when dealing with Kim Jong Un and announced new sanctions against several dozen North Korea individuals.
