Netanyahu vows to bring ‘our boys back home’ from Gaza-PM implies Israel will hold on to bodies of terrorists recovered from destroyed tunnel as bargaining chips-By TOI staff-NOV 6,17

Prime Minister Benjamin Netanyahu vowed on Monday to bring back Israelis held by the Hamas terror group in Gaza, signaling he would use bodies of Palestinian Islamic Jihad terrorists held by Israel as leverage. In an event in the northern town of Migdal Haemek, Netanyahu said he would not give any “free gifts” to Israel’s enemies. On Sunday the army announced it had recovered the bodies of five Palestinian Islamic Jihad terrorists that were buried last week when the IDF destroyed a Gazan attack tunnel that crossed into Israeli territory.“A government has two major tasks,” Netanyahu said. “The first is to protect the country and the second is to build the land. We are doing both these things together. We protect the land with a simple rule — anyone who tries to attack us, we attack them. And second, we do not give free gifts. We will bring our boys back home. There are no free gifts.”Two Israeli civilians — Hisham al-Sayed and Abera Mengistu — and the remains of two slain IDF soldiers — Oron Shaul and Hadar Goldin — are believed to be held by Hamas in Gaza. A third civilian, Jumaa Abu Ghanima, was initially thought to have been a captive, but there is now suspicion that he has joined Hamas.Palestinian Islamic Jihad said on Sunday it would not negotiate for the return of the bodies of its men, and threatened violence, saying that Israel “will not be able to bargain over our fighters.”“Our battle is open-ended and shall not end. The freedom tunnel is not the only tunnel owned by the Islamic Jihad. It has many tunnels and many options,” warned Ahmad al-Mudalal, a senior member of the group. The five men whose bodies were recovered by Israel were apparently diggers who had been working inside the tunnel at the time of the strike. They were found inside Israeli territory, the army said. The Arab Israeli human rights organization Adalah has submitted a petition to the High Court of Justice asking it to require the government to return the bodies of the buried terrorists. The Justice Ministry on Friday said in a legal brief that it wasn’t the “duty of the government to allow the terrorist organizations operating in Gaza to collect the bodies of its terrorists.”The Goldin family called on the government to withhold the bodies until the remains of their son were returned, and threatened to take the case to the High Court in order to prevent it.“Instead of levying a heavy price on Hamas and steamrolling it, they tell us in meetings that the next missiles on Sderot, Ashdod and Ashkelon will be because of the pressure we want to put in place. Enough excuses — it’s time for action,” said Goldin’s mother, Lea.The PIJ attack tunnel, which began in the Gazan city of Khan Younis, went under the border and into Israeli territory, near Kibbutz Kissufim. The IDF destroyed it last Monday. The tunnel did not yet have an exit, and the IDF said it was monitored from the time it crossed into Israeli territory so it did not pose a threat to civilians.According to Israeli assessment, 14 terrorists — mostly from PIJ, but also several from Hamas — were killed in the blast and its aftermath.

Charlie Hebdo gets new death threats over Islam cartoon-Cover of French satirical daily mocked Swiss scholar on Islam accused of sexual harassment-By AFP-NOV 6,17

PARIS — French satirical weekly Charlie Hebdo said Monday it was pressing charges after receiving fresh death threats over a cartoon of the Islamic scholar Tariq Ramadan, who faces rape allegations. The provocative magazine, which suffered a deadly jihadist attack in 2015 after publishing cartoons of the prophet Mohammed, depicted Ramadan with a huge erection in its edition last Wednesday, saying: “I am the sixth pillar of Islam.”Lool #TariqRamadan #CharlieHebdo pic.twitter.com/kEwXW8nmBr— L'expert (@Lexpert_M86) November 2, 2017-The Swiss academic, an Oxford professor and conservative Islamic intellectual in France, has been accused of rape by two women, after the Harvey Weinstein scandal unleashed a wave of sexual abuse accusations worldwide.Ramadan, 55, has furiously denied the accusations as a “campaign of lies launched by my adversaries.”“Rape,” reads the caption on Charlie Hebdo’s cover. “The defense of Tariq Ramadan.”Laurent “Riss” Sourisseau, the magazine’s editor, said the threats and hate mail had “never really stopped” after the January 2015 jihadist attack in which 12 people were gunned down at its offices.“Sometimes there are peaks when we receive explicit death threats on social media — this has been the case once again,” he told Europe 1 radio.“It’s always difficult to know if these are serious threats or not, but as a principle, we take them seriously and press charges.”The shooting at Charlie Hebdo was claimed by Al-Qaeda, with the terrorists notably seeking to punish the staunchly atheist magazine for printing cartoons of the prophet Mohammed, forbidden in Islam. The attack was the first in a wave of terror attacks in France over the past two years that have left more than 240 people dead.Charlie Hebdo has continued to court controversy since the attack, notably with cartoons after the Barcelona attack and others that made light of an Italian earthquake that killed nearly 300 people. The five pillars of Islam are the five basic practices obligatory for believers: faith, prayer, charity, fasting, and the pilgrimage to Mecca.A minority of Sunni scholars considers jihad — or holy struggle, which can have different meanings — to be the sixth pillar of Islam.

Kerry defends Iran deal, says ‘extraordinarily dangerous’ to scrap it-After Trump's decision to decertify pact, ex-secretary of state implores Congress not to make 'gigantic mistake' by nixing accord-By AFP-NOV 6,17

Former secretary of state John Kerry on Monday warned the US Congress that it would be “extraordinarily dangerous” for it to reject the Iran nuclear deal that he helped broker.US President Donald Trump last month decertified Iran’s compliance with the 2015 agreement, but stopped short of scrapping the deal outright, instead handing the issue over to Congress.Kerry told the Chatham House international affairs think tank in London that the decision “was clearly made without relevance to any fact whatsoever” and criticized the involvement of Congress.“It’s been flipped over to the Congress with instructions, you guys fix it.”“How the US Congress, which wasn’t part of the negotiations, which isn’t certified to be part of the negotiations, fixes an agreement which is working is beyond me,” he added.“What President Trump regrettably has done by his invective against the deal, he’s polluted the pool in a way that whatever Congress does is going to be interpreted as their effort to kill the deal through the back door.”Congress was given 60 days to decide whether to reimpose sanctions that were lifted in return for Tehran abandoning its nuclear ambitions.Kerry said there was a “great danger” that Congress could act unilaterally to alter the deal, narrowing Iran’s room for maneuver and “creating a downward spiral that becomes extraordinarily dangerous.”“It would be a gigantic, historic mistake when dealing with nuclear weapons to allow anyone’s politics to get in the way and break apart an agreement that is preventing a country from pursuing a nuclear weapon,” he added.Opponents of the deal claim that it does not go far enough to prevent Tehran from getting a nuclear weapon, and point to Iran’s recent missile tests.

Abbas heads to Riyadh for impromptu meeting with Saudi rulers-PA leader slated to sit down with king and crown prince of Gulf kingdom, which is in the midst of a historic power shakeup-By Dov Lieber-NOV 6,17

Palestinian Authority President Mahmoud Abbas traveled to Saudi Arabia unexpectedly on Monday to meet with King Salman  and Crown Prince Muhammed Bin Salman, with the Gulf kingdom at the height of a major crackdown on members of the royal family.Abbas had been in Egypt, where he was scheduled to meet with Egyptian President Abdel-Fattah el-Sissi, when he was summoned to Riyadh to meet with the Saudi rulers, according to the official PA news site Wafa. The Palestinian ambassador in Riyadh, Bassam Agha, said the meeting would address bilateral contacts and efforts to strengthen relations between the two sides, as well as “developments on the Palestinian issue.”On Saturday, Saudi Arabia’s heir to the throne oversaw an unprecedented wave of arrests of dozens of the country’s most powerful princes, military officers, businessmen and government ministers. Some of them are potential rivals or critics of the crown prince, whose purported anti-corruption sweep sent shockwaves across the kingdom Sunday as he further consolidated power.Abbas’s Fatah party, which leads the West-Bank-based PA, is currently in the midst of a reconciliation process with the Hamas terror group, its longtime rival that controls the Gaza Strip. The two sides signed an agreement last month in Cairo that calls for the PA to retake civilian control of the Strip by December 1, a decade after Hamas ousted it from the coastal enclave in a violent coup.In recent months, Hamas has publicly flaunted its burgeoning ties with Iran, and the Islamic Republic has in turn sworn to increase its military backing of the Gaza-based terror group.Saudi Arabia and Iran are currently locked in a battle for regional hegemony, and blame each other for spreading extremism throughout the Middle East.On Saturday, a high-profile Hamas delegation visited Tehran for the second time in recent weeks, in order to attend a memorial service for the father of Qassim Suleimani, the commander of Iran’s Islamic Revolutionary Guard’s elite Quds Force. The delegation included Deputy politburo chief Saleh al-Arouri and politburo member Ezzat al-Rishq.AP contributed to this report.

Trump says US will arm Japan to knock down N. Korea missiles-US president refuses to rule out eventual military action against Pyongyang and expresses frustration that Tokyo didn't shoot down a Korean projectile-By Jonathan Lemire and Jill Colvin-NOV 6,17

TOKYO (AP) — US President Donald Trump on Monday refused to rule out eventual military action against North Korea and declared that the United States “will not stand” for Pyongyang menacing America or its allies. In his first stop of an extended trip in Asia, Trump stood with Japanese Prime Minister Shinzo Abe at a news conference and suggested the United States will arm Japan, much as the United States has done with allies in the Middle East like Saudi Arabia. He did not deny reports that he has expressed frustration that Japan did not shoot down a ballistic missile North Korea recently fired over its territory.“He will shoot ’em out of the sky when he completes the purchase of lots of additional military equipment from the United States,” Trump said of Abe. “He will easily shoot them out of the sky.”Japan, under its war-renouncing Constitution, can shoot down a missile only when it is aimed at the country or in case debris are falling on to its territory. Some hawkish members of Abe’s Liberal Democratic Party say that it may be possible to shoot down a missile headed toward Guam in case it causes existential threat to the US as Japan’s ally, but experts say that is questionable.Trump’s trip abroad comes amid dismal ratings among voters for the first-time president and questions about whether he can handle the nuclear standoff with North Korea.Standing in an Asia capital in range of North Korea’s missiles, Trump defended his fiery language, declaring Pyongyang “a threat to the civilized world.”“Some people say my rhetoric is very strong but look what has happened with very weak rhetoric in the last 25 years,” said Trump with Abe at the news conference.Abe, who has taken a more hawkish view on North Korea than some of his predecessors, agreed with Trump’s assessment that “all options are on the table” when dealing with Kim Jong Un and announced new sanctions against several dozen North Korea individuals.Japan is already seeking money to purchase upgraded SM3 interceptors with greater accuracy and range, as well as other advanced missile defense systems such as land-based Aegis Ashore interceptors or the Terminal High-Altitude Area Defense, or THAAD, a US mobile anti-missile system installed in South Korea. An installment of THAAD in Japan would further escalate reaction from Beijing, which has already balked at the installment of THAAD in South Korea, saying its advanced radar system can monitor deep into China.Trump and Abe have struck a strong friendship, forged in meetings, phone calls and on the golf course — a friendship that was on display at a Monday evening banquet that was the final event of Trump’s visit. Abe called Trump his “dear friend” and hailed the benefits of what he called “golf diplomacy.”The two men on Monday also put a face on the threat posed by the North, earlier standing with anguished families of Japanese citizens snatched by Pyongyang’s agents.Trump and first lady Melania Trump stood with nearly two dozen relatives, some of whom held photos of the missing. Seeking to increase pressure on North Korean leader Kim Jong Un, Trump pledged to work to return the missing to their families, saying “it’s a very, very sad number of stories that we’ve heard.”North Korea has acknowledged apprehending 13 Japanese in the 1970s and 1980s, but claims they all died or have been released. But in Japan, where grieving relatives of the abducted have become a symbol of heartbreak on the scale of American POW families, the government insists many more were taken — and that some may still be alive.Though Trump and Abe repeatedly touted their friendship, looming disagreements on trade could strain the friendship.Trump complained Monday that Japan had been “winning” for decades and rebuked the current relationship, saying the trade deals were “not fair and not open.” He told a group of American and Japanese business leaders: the United States was open for business, but he wanted to reshape the nations’ trade relationship, though he did not say how he would cut the trade deficit with Japan, which totaled nearly $70 billion last year.He also downplayed the potentially contentious nature of the negotiations, though the Japanese government has not shown much appetite for striking a new bilateral trade agreement. Tokyo had pushed to preserve the Trans- Pacific Partnership, which Trump has abandoned.“We will have more trade than anybody ever thought under TPP. That I can tell you,” Trump said. He said the multinational agreement was not the right deal for the United States and that while “probably some of you in this room disagree … ultimately I’ll be proven to be right.”Abe, for his part, publicly deflected questions about trade.Japan orchestrated a lavish formal welcome for the Trumps, complete with military honor guard and an audience with Japan’s Emperor Akihito and his wife, Empress Michiko, at the Imperial Palace. As part of the pageantry, Trump and Abe took part in a traditional feeding of koi in a pond Monday. At first, both leaders spooned out small amounts of feed into the pond below. Abe then lightly tossed the remainder of his box into the pond below, while Trump more theatrically dumped the rest of his box down to the fish.Abe laughed.

Saudi king swears in new ministers, replacing those detained-11 princes and 38 officials thought to be held in 5-star hotels in Riyadh, in purported anti-corruption probe-By Abdullah Al-Shihri and Aya Batrawy-NOV 6,17
RIYADH, Saudi Arabia (AP) — Saudi King Salman on Monday swore in new officials to take over from a powerful prince and former minister believed to be detained in a large-scale sweep that has shocked the country and upended longstanding traditions within the ruling family. The official Saudi Press Agency released images of the king swearing in new National Guard chief Prince Khalid bin Ayyaf al-Muqrin and new Economy and Planning Minister Mohammad al-Tuwaijri.Prince Miteb bin Abdullah, who for the past four years had led the National Guard, and Adel Fakeih, who was minister of economy since April, were both reportedly arrested as part of a purported anti-corruption probe led by Crown Prince Mohammed bin Salman.Prince Miteb was once considered a contender for the throne, though he has not been thought of recently as a challenger to Prince Mohammed. The arrests began late Saturday. Eleven princes and 38 officials and businessmen are reportedly being held at five-star hotels across the capital, Riyadh. The king was also pictured meeting Lebanon’s outgoing prime minister, Saad Hariri, who unexpectedly resigned during a trip to Saudi Arabia. The photos of their meeting did little to quiet speculation over his surprising move and current status. Hezbollah’s leader Hassan Nasrallah, Hariri’s top political rival at home, argued on Sunday that Saudi Arabia had forced Hariri to resign amid the deepening Saudi-Iran rivalry and questioned whether Saudi Arabia had also detained him in the sweep. The highest-profile royal caught in the sweep is Prince Alwaleed bin Talal, an outspoken billionaire royal with investments in Western companies. The company he chairs sought to reassure investors after its stock plunged following his arrest.Kingdom Holding Co. said in a statement Monday that it maintains the government’s “vote of confidence” as it pursues its investment strategy and global business operations. The company has investments in Twitter, Apple, Lyft, Citigroup and hotel chains like the Four Seasons, Movenpick and Fairmont.CEO Talal al-Maiman said staff at the company, which manages more than $12.5 billion of investments around the world, are “focused on their unwavering responsibilities to KHC’s shareholders and stakeholders.”“We are pleased to play a role in the continuing growth of Saudi Arabia and to strengthen the economy for the benefit of all,” al-Maiman said. The company, which lost 7.5 percent in trading Sunday, made no reference its chairman’s arrest.A statement by the attorney general’s office said that no assets of any suspects have yet been frozen. However, the government has refused to confirm the arrests outright or name those detained, who are reportedly banned from traveling for the duration of the investigations.Saudi Twitter accounts released several other names of those arrested, including Alwalid al-Ibrahim, a Saudi businessman with ties to the royal family who runs the Arabic satellite group MBC; Amr al-Dabbagh, the former head of the Saudi Arabian General Investment Authority; Ibrahim Assaf, a former finance minister, and Bakr Binladin, head of the Saudi Binladin Group, a major business conglomerate.

Texas A.G.: Churches should consider armed worshipers or private security-Gabby Kaufman-Reporter-Yahoo News-November 6, 2017

After a mass shooting at a church in Sutherland Springs, Texas, left 26 people dead Sunday, state Attorney General Ken Paxton suggested that institutions have to decide either to allow firearms or to hire private security to defend against future carnage.“In Texas, you have to actually post, if you’re a church, telling people not to carry guns — otherwise you could carry a gun,” Paxton said on “Fox & Friends” on Monday. He continued: “I think we need to look at that, because I think we need to have churches, schools, businesses start thinking about their policies — because obviously we can’t have first responders at every location — and so they need to think about whether they want private security or whether they want to make sure that some of their own people are armed to prevent this from happening again.”Texas penal code allows property owners to post signs banning either concealed or openly carried weapons on site. It was not immediately clear if First Baptist Church, where the massacre took place, discouraged or banned congregants from bringing weapons on the property.Although two armed men did pursue the gunman, 26-year-old Devin Kelly, during his rampage, neither were attending the church at the time. It was not clear whether he was killed by them or by a self-inflicted gunshot wound.Paxton suggested even more explicitly on Sunday that churchgoers arm themselves. When asked by Fox News how to “stop this insanity,” Paxton responded, “As far as what we can do in the future, I mean, the only thing I know, because you can’t necessarily keep guns out of the hands of people who are going to violate the law.“If somebody’s willing to kill someone, they’re also going to be willing to violate a gun law,” he continued. “And all I can say is that in Texas at least we have the opportunity to have concealed carry. And so if it’s a place where somebody has the ability to carry, there’s always the opportunity that the gunman will be taken out before he has the opportunity to kill very many people.”The Sutherland Springs shooting is believed to be the deadliest shooting at a house of worship in U.S. history, and is the deadliest shooting in Texas history, the state’s Gov. Greg Abbott said Sunday. Police said the victims ranged from 18 months to 77 years old.(Yahoo News, AP)

Texas officials cite domestic situation in church shooting: 'There were threatening texts'-Dylan Stableford-Senior Editor-Yahoo News-November 6, 2017

Two women believed to be the wife and mother-in-law of the gunman who opened fire at the First Baptist Church in Sutherland Springs, Texas, on Sunday sometimes attended the church and appear to have been close to the pastor’s family, online records and social media profiles reviewed by Yahoo News show. And police revealed on Monday that the 26-year-old gunman, Devin Patrick Kelley, of New Braunfels, Texas, sent threatening texts to his mother-in-law.Officials say Kelley killed 26 people and wounded 20 others in what authorities say was the worst mass shooting in state history and the deadliest at any house of worship in U.S. history. Kelley was found dead following a high-speed chase that began after he was confronted by armed neighbors and fled the scene.According her Facebook and LinkedIn accounts, Danielle Kelley (nee Danielle Lee Shields), Devin’s wife of three years, served as a vacation Bible school teacher at First Baptist Church from 2008 until 2013. Her mother, Michelle Shields, is listed as a member of the church and is seen in several Facebook photos with Sherri Pomeroy, the wife of the church’s pastor, Frank Pomeroy, and in photos and a Facebook video with Annabelle Pomeroy, the pastor’s 14-year-old daughter, who was killed in Sunday’s massacre.Sherri and Frank Pomeroy were out of town in different states at the time of the shooting, and the service was led by a guest pastor. At a press conference Monday morning, Texas Department of Public Safety Director Freeman Martin confirmed that Devin Kelley’s mother-in-law was a member of the church, and revealed that the gunman had “expressed anger towards his mother-in-law.”“We can tell you there was a domestic situation going on within this family,” Martin said. “The suspect’s mother-in-law attended this church. We know that there were threatening texts from him.”Martin said it’s not clear whether she had previously disclosed the threatening texts to law enforcement.“This was not racially motivated,” he added. “It wasn’t over religious beliefs.”Yet the connections between the suspected gunman’s in-laws and the the First Baptist Church, and the suspect’s angry texts, offer the first clues about a motive for the shooting. In television interviews earlier Monday, Wilson County Sheriff Joe D. Tackitt Jr. said that Kelley’s in-laws weren’t at the church when the shooting occurred, but that they occasionally attended services there.“We know that his ex-in-laws or in-laws came to church here from time to time,” he said. “They were not here yesterday. So, we don’t know why he actually showed up yesterday, but we know that when he left, he left destruction.”While it’s clear the small-town congregation was the gunman’s target, Tackitt added, authorities have yet to establish a concrete motive. The Associated Press reported on Monday that Devin Kelley was discharged from the Air Force in 2014 for allegedly assaulting his spouse and child two years before. On ABC’s “Good Morning America,” Texas Gov. Greg Abbott acknowledged there may have been a link between the gunman and the church, saying the public would likely be informed of such a connection “in a few days.”“I don’t think this was just a random act of violence,” Abbott said. “Law enforcement is looking very aggressively into this.”

Texas resort manager says church gunman was security guard-[The Canadian Press]-YAHOONEWS-November 6, 2017

NEW BRAUNFELS, Texas — The gunman who opened fire on a Texas church recently began working as a security guard at a vacation resort near his home outside of San Antonio, a manager at the resort said Monday.Claudia Varjabedian told The Associated Press that Devin Kelley had been working at Summit Vacation Resort in New Braunfels for the past month and a half and "seemed like a nice guy." She said he worked unarmed on his shift as the day security guard and didn't give her any problems."I had no complaints. I was as shocked as anyone else," said Varjabedian. The riverside resort in the Texas Hill Country is near Kelley's apparent home off a rural highway in New Braunfels, Texas, about 35 miles (56 kilometres ) from Sutherland Springs.Kelley had a history of trouble long before he opened fire Sunday at the First Baptist Church of Sutherland Springs, Texas, killing 26 people and wounding about 20 others. He had been discharged from the Air Force for assaulting his wife and child, according to an Air Force spokeswoman. He served 12 months' confinement after a 2012 court-martial. He ultimately received a bad conduct discharge and reduction in rank, the spokeswoman, Ann Stefanek, said Sunday. She said Kelley served in Logistics Readiness at Holloman Air Force Base in New Mexico from 2010 until his discharge in 2014. His job was responsible for moving passengers, cargo and personal property in military transportation.Kelley previously been charged with misdemeanour animal cruelty in east-central Colorado.Court records in El Paso County indicate Kelley was cited on Aug. 1, 2014, when he lived in a mobile home park near Colorado Springs. He was given a deferred probationary sentence and was ordered to pay $368 in restitution. The charge was dismissed in March 2016 after Kelley completed his sentence. The Denver Post reports court records indicate someone was granted a protection order against Kelley on Jan. 15, 2015, also in El Paso County.A U.S. official told the AP that Kelley doesn't appear to be linked to organized terrorist groups. The official said investigators are looking at social media posts Kelley may have made in the days before Sunday's attack, including one that appeared to show an AR-15 style semi-automatic weapon. The official requested anonymity because the person did not have authorization to speak publicly.Local records of an August traffic ticket issued in New Braunfels, Texas, for an expired registration and not having auto insurance give a birthdate that would make him 26 years old.At the address listed for Kelley in New Braunfels, sheriff's deputies were still blocking the gate to his property Monday morning. Several messages left for his relatives went unreturned.Neighbours said that they heard intense gunfire coming from the direction of the address listed for Kelley in recent days."It's really loud. At first I thought someone was blasting," said Ryan Albers, 16, who lives across the road. "It had to be coming from somewhere pretty close. It was definitely not just a shotgun or someone hunting. It was someone using automatic weapon fire."A person matching Kelley's name and date of birth also registered in 2014 to vote in Colorado, with an address listed in Colorado Springs, home of the U.S. Air Force Academy. The Colorado Secretary of State's office lists his registration now as inactive.According to Texas Department of Public Safety regional director Freeman Martin, the gunman arrived at a Valero gas station near the First Baptist Church of Sutherland Springs at around 11:20 a.m. Sunday. He was dressed in black, wearing tactical gear and a ballistic vest.He crossed the street to the church, left his vehicle and started firing a Ruger AR assault-type rifle at the church. Then he entered the church and fired. As he left the church, the shooter met an unidentified area resident with his own rifle who pursued him. The suspect was found dead in his vehicle near the border between Wilson and Guadalupe counties. Wilson County Sheriff Joe Tackitt said investigators believe he died of a self-inflicted gunshot wound.___Merchant reported from Houston. Associated Press writers Douglass K. Trump: Texas mass shooting is about mental health, not guns-[The Canadian Press]-YAHOONEWS-November 6, 2017

TOKYO — Responding to a U.S. mass shooting for the second time in six weeks, President Donald Trump said Monday that it wasn't "a guns situation" that was behind the slayings of more than two dozen worshippers at a Texas church a day earlier. As he did following last month's Las Vegas massacre of 58 people, Trump resisted any discussion of gun control during a news conference in Tokyo, where he was beginning his first presidential trip to Asia. Instead, Trump characterized the shooting as a "mental health problem at the highest level." Yet White House officials said Trump is unlikely to call for a specific policy response, as he did after last week's Islamic State group-inspired truck attack, which killed eight people in New York City.Devin Kelley, the Texas gunman, was discharged from the Air Force several years ago for assaulting his spouse and a child, the Air Force said."This was a very — based on preliminary reports — a very deranged individual. A lot of problems over a long period of time," Trump said when asked about the shooting as he and Japanese Prime Minister Shinzo Abe held a joint news conference.Trump's more muted response to gun violence contrasts with his swift call for legislative and military action following the Oct. 31 truck attack in New York City. Within hours of a rental truck ramming through a crowded bicycle path and into a school bus, Trump called for Congress to "immediately" repeal the diversity visa lottery program that suspect Sayfullo Saipov, an Uzbekistan citizen, used to enter the country in 2010. Trump also claimed that the U.S. had already stepped up its retaliation against the Islamic State group after the attack."We are hitting them 10 times harder," he said Friday. After the Las Vegas shooting, Trump and aides said it was inappropriate to consider a policy response while people were still grieving. Despite days later suggesting openness to outlawing the bump stock device that allowed Las Vegas shooter Stephen Paddock to fire at near-automatic rates, the Trump administration has shown no signs of urgency."He has asked that that process be reviewed, and we're waiting on some of the details of that to take place," White House Press Secretary Sarah Sanders said Oct. 27 when asked about bump stocks. "But a decision hasn't been finalized on that. "Trump, who supported gun control before reversing his position to enter the Republican presidential primary, courted the National Rifle Association's endorsement in 2016, and earlier this year became the first president in three decades to speak at the gun group's annual convention. In February, Trump signed legislation reversing an Obama-era regulation that would have made it harder for Americans with mental illnesses to buy a gun.Under the Obama rule, the Social Security Administration would have been required to send in the names of beneficiaries with mental impairments who needed a third party to manage their financial affairs. The rule would have affected an estimated 75,000 beneficiaries who would have been added to the national background check database. The attack happened in South Texas on Sunday morning when a man dressed in black tactical-style gear and armed with an assault rifle opened fire inside a Baptist church in a small community, killing 26 people and wounding at least 16 others in the deadliest mass shooting in state history. As Kelley left the scene, authorities said, he was confronted by an armed resident. Kelley later was found dead in his vehicle.Trump said, "Fortunately somebody else had a gun that was shooting in the opposite direction, otherwise it (wouldn't) have been as bad as it was. It would have been much worse."Investigators believe Kelley shot himself.___Associated Press writers Kevin Freking, Catherine Lucey and Darlene Superville in Washington contributed to this report.Jill Colvin And Zeke Miller, The Associated Press

UK to take over Northern Ireland budget By Eric Maurice-NOV 6,17-EUOBSERVER

BRUSSELS, Today, 17:57-The UK Northern Ireland secretary was in Brussels on Monday (6 November) ahead of a new round of Brexit talks and amid a continuing political deadlock in the province.James Brokenshire said he held "positive talks" with EU Brexit negotiator Michel Barnier and updated MEPs about the situation in Northern Ireland, but gave few new details about his government's proposals. In Belfast, talks are going on between unionists and republicans to form a new shared government in the devolved assembly. The last one fell in January and negotiations started after elections in March.Last week, the UK government extended the deadline to reach an agreement. As well as the existing political gulf between the two largest parties - the protestant Democratic Unionist Party (DUP) and the catholic Irish nationalist Sinn Fein - there is the further complication of the DUP providing support to Theresa May's minority government in the Westminster parliament in London. At an event at the European Policy Centre in Brussels, Brokenshire warned that "we have now reached the point at which it is unlikely that an executive could be formed in time to pass a budget for Northern Ireland by the end of this month."He said that he was "left with no option but to legislate at Westminster" to pass a budget for the province for next year."This would not be my budget … it would be one prepared by the Northern Ireland civil service on the basis of the previous executive's priorities," he insisted, adding that the UK government would act "with the greatest reluctance."The deadlock continues while the future of the border between Northern Ireland and the Republic of Ireland is one of the three main issues in the current Brexit talks.A new round of discussions will take place in Brussels this week in order to accelerate progress and allow negotiations on the future EU-UK relation to be opened in December.London published a position paper on the Irish issue in August, which the EU said was short on details.Brokenshire insisted on Monday that the paper still sets out "clearly and positively where we stand."-Integrity of UK single market-He said that London wants to "ensure" that the Good Friday peace agreement "is fully protected"; to "preserve the Common Travel Area" and "ensure that we have as frictionless and seamless a border as possible … with no physical infrastructure."The Northern Ireland secretary pointed out that the region will leave the EU single market and customs union like the rest of the UK.He noted that "Northern Ireland economy, while an integral part of the UK economy, is fully integrated with that of Ireland particularly in areas like the agri-food sector," and that his government wants to maintain cross-border circulation of goods and services between north and south of the island. He repeated the UK propositions for a "new custom partnership" under which the UK would "seek to apply a tariff equivalent to the common [EU] external tariff" and for an "alignment" on EU regulations for sectors like agri-food.But he insisted on the need to "ensure that nothing is done that undermines the integrity of the UK single market.""Of course none of this was ever going to be easy. But I believe that with a positive attitude on all sides it is achievable," he said, repeating the British demand for "creative and imaginative thinking."He added that there was "enormous international goodwill and support … including from the EU."So far, the EU has been waiting for more details about how London sees the consequences of Brexit for the island, and in particular it means to recognise that Northern Ireland has "unique circumstances."Continuing EU programmes-After his EPC speech, Brokenshire told a group of journalists that the purpose of his visit ahead of this week's talks was "about underlining some of the issues we now recognise."He said that the UK was ready to support cross-borders programmes like the EU-funded PEACE and 'interreg' (inter-regional) programmes."We may be prepared to support that, moving forward, knowing the benefits that has delivered to a number of border communities north and south, and therefore being open-minded to what may be possible," he said.Asked whether the absence of a government in Northern Ireland made the work more difficult to prepare for Brexit, Brokenshire said that his government was working "very closely" with the Northern Ireland civil service, as well as business and the voluntary community sector."I'd like to see an executive alongside making some points directly to Michel Barnier and others, but obviously that's not possible at this stage," he said.

Malta denies secrecy in 'Paradise Papers' leak By Nikolaj Nielsen-NOV 6,17-EUOBSERVER

BRUSSELS, Today, 16:46-Malta's government says the country has nothing to hide after being named among a long list of offshore entities in the latest leak from an international consortium of journalists. Its finance minister Edward Scicluna told reporters in Brussels on Monday (6 November) that all the names associated with Malta in the so-called 'Paradise Papers' were listed on a public register."There was no secrecy whatsoever," he said, while noting the push for greater transparency is needed to fight tax evasion.Speaking ahead of a eurozone finance ministers' meeting, Scicluna said many of the laws that had been agreed on at the EU level have simply yet to be implemented."It takes time to implement changes, companies need to know ahead that changes are there and they need to act accordingly," he said. The comments come in the wake of the funeral of Maltese investigative journalist Daphne Caruana Galizia, who was killed in a car bomb last month.Galizia had been probing high-level corruption and was an outspoken critic of the Valetta government. She accused the wife of Malta's prime minister Joseph Muscat of having a secret bank account. She alleged the government had been profiting on the side from a Maltese passport sale scheme.Caruana Galizia's son, who helped uncover a previous leak of tax avoidance called the Panama Papers, described the country as a "mafia state" following revelations that Muscat's chief of staff had set up offshore firms.Malta is a low-tax jurisdiction, where profits earned by companies is taxed at just five percent. Scicluna had also earlier this year spoken out against EU efforts to publish a 'black list' of tax havens.Malta is also one of the few EU states that refuses to endorse an EU-level public prosecutor, charged with probing fraud. The latest cache of leaks over the weekend show how a Malta-based firm was used by U2 frontman Bono to buy shares of a Lithuanian shopping centre.-Libyan oil-But Malta has also appeared in other probes.Earlier this year, a UN security council panel on Libyan sanctions cited front companies in Malta used to shuffle assets from the fourth son of former Libyan leader Muammar Gaddafi. The same panel had also noted tanker shipments of suspected stolen fuel ferrying back and forth from Libya and Malta.Greek authorities found that a Nigerian company had subcontracted one of the suspected tankers, which belonged to Petro Plus Limited based in Malta."Petro Plus Limited has been involved on several occasions in fuel smuggling," noted the UN report.Meanwhile, the EU commission views the Paradise Papers as an opportunity to speed up tax-avoidance reforms.Valdis Dombrovskis, the vice-president of the European Commission in charge of the euro, told reporters that the revelations behind the leaks will pile on greater pressure to fight the evasion."It puts renewed emphasis on the work which the European Commission is doing to fight tax avoidance," he told reporters.Dombrovskis demanded EU states engage to complete EU-level reforms, including an overhaul of the EU's anti-money laundering directive.National governments, such as those in Germany and the UK, have balked at tax transparency proposals that would expose the identities of people behind trusts and shell firms.Dombrovskis noted further work needs to be done on public country-by-country reporting, on digital taxation and other areas. "After all, it is all member states which are losing their tax revenue," he said.Member states have broadly revolted against greater transparency on the schemes, arguing the disclosures would violate privacy and data protection laws. But the disclosures and leaks have fed into a growing public anger amid reports of how a wealthy elite colludes with offshore law firms to then shuffle money away from national budgets.

Plante in, Coderre out: Montrealers react to their new mayor-[CBC]-YAHOONEWS-November 6, 2017

After a tight race for the mayor's seat, Valérie Plante has swooped into power as the first woman to win a municipal election in Montreal's 375 years of existence.Beating out former mayor Denis Coderre, Plante, 43, swayed voters with a platform that focused on reducing traffic, improving public transit, and making the city more family friendly.Only 42.4 per cent of eligible voters cast a ballot, compared to 44 per cent in the last election, according to Election Montreal. The day after the election, Montrealers are reacting to Coderre's loss and their brand-new mayor's win.'The people wanted a change' Four years under Coderre's leadership left some Montrealers hungry for change — but that didn't change the fact that, for some, Plante's victory was a surprise.Julie Browning, a LaSalle resident, had not yet heard the election results when she spoke to CBC this morning. She was surprised to hear Plante had won the race."I thought Coderre was going to win," she said, adding that this is an opportunity to see what changes can be made in the way the city is run.Little Burgundy's Yoland Cyrus said he was surprised, too."I think the people wanted a change, and we'll see if her platform does do anything for anyone, whether our taxes go up or stay down," Cyrus said."I'm hoping ... what happens [is] for the best."Trudeau, politicians offer their congratulations-A number of politicians applauded Plante on her big win, including Prime Minister Justin Trudeau and Premier Philippe Couillard."I'm looking forward to working together toward our common priorities," Trudeau said on Twitter.Mélanie Joly, federal heritage minister and 2013 mayoral runner-up, also praised Plante in a tweet, as did Bloc Québécois Leader Martine Ouellet.Time to live up to campaign promises-Walter Jaszyc, who is from Côte Saint-Luc and didn't vote in the Montreal elections, said he is happy to see the first female mayor come into power."I think she's going to do a good job," Jaszyc said. "I hope some of the things that she promised are going to come true."For Cyrus, whoever won deserves the benefit of the doubt."I wish her the best of luck," he said, adding that before she was nominated as head of Projet Montréal, he had never heard of her.An opinion poll this summer found Plante was still unknown to two-thirds of Montrealers, months after she took over as leader.'Coderre was too much for himself'-During Coderre's campaign, the former mayor played up the city's flourishing economy and his efforts to combat corruption. But accusations of overspending and an arrogant personality triggered criticism from some Montrealers."I think it was maybe Coderre's attitude that kind of shook people up and they didn't like it," Browning said."Some people thought of him as arrogant, I think they thought something was worth a change."For Jaszyc, Coderre was "too much for himself." He said he thinks the former mayor overspent on the city's 375th celebrations. The total costs of the anniversary projects add up to almost $1 billion."I don't find it was worth it, and all it did … was get the merchants, the store owners, the people who really make money for Montreal, very angry."The last time a one-term incumbent was ousted in Montreal was 1960, when Sarto Fournier lost to Jean Drapeau.

Some of the fallout in Canada of the leak of the Panama Papers-[The Canadian Press]-YAHOONEWS-November 6, 2017

For the second time in recent years, a massive leak of data about offshore tax havens has sent shockwaves around the world. The Paradise Papers were released on Sunday after reporting by an international collective of investigative journalists. Here's some facts about the fallout of a previous leak of a similar nature, the Panama Papers:The Canadian Revenue Agency launched audits into 122 Canadians and opened dozens of criminal investigations for tax evasion following the Panama Papers, the Toronto Star reported earlier this year. Experts say the number of investigations in offshore havens was an increase from previous years thanks to the leaked documents.———The Royal Bank of Canada was the only financial institution in the country to be linked to the massive leak. The bank's CEO vowed to comb through four decades of files to find any proof of wrongdoing. While the institution accepted responsibility for monitoring the global financial industry, they said they'd been "dragged into" the controversy without any allegations of wrongdoing.———The Canadian government pumped over $400 million dollars into the Canadian Revenue Agency to hunt down billions of missing tax dollars in the wake of the Panama Papers. A large part of those efforts were to look into offshore tax havens.———Bill Morneau, Canada's current finance minister, said he'd bring up the issue of tax evasion during an international summit and with provincial governments after the leak. The government vowed to fight tax evasion on multiple fronts. One group estimated overseas tax evasion was costing Canadian governments $8 billion a year. The Canadian Press

Bono among figures named in leak of tax-haven documents-[The Canadian Press]-YAHOONEWS-November 6, 2017

LONDON — Leaked papers revealing investments in tax havens by the world's wealthy suggest U2 frontman Bono used a company based in low-tax Malta to buy part of a shopping mall in Lithuania. The Guardian newspaper said Monday that the "Paradise Papers" document trove, obtained by it and other news organizations, reveals that the singer was an investor in Maltese company Nude Estates, which bought the Ausra shopping centre in 2007.Bono's spokeswoman told the paper that the rocker, whose real name is Paul Hewson, was a "passive minority investor in Nude Estates Malta Ltd., a company that was legally registered in Malta until it was voluntarily wound up in 2015."The Irish band, well known for its poverty-fighting efforts, has faced past criticism over its tax arrangements.U2 was heavily criticized in 2006 for moving its corporate base from Ireland to the Netherlands, where royalties on music incur virtually no tax.In 2011, protesters inflated a giant balloon reading "U Pay Tax 2?" during U2's set at the Glastonbury Festival. The Ausra shopping centre is located in the town of Utena, some 100 kilometres (62 miles) north of Lithuania's capital, Vilnius. The 3,700 square-meter (40,000 square-foot) mall was built in 2006 and sold to unknown foreign investors in 2007.Its management has told reporters they were not aware Bono's involvement in the property's ownership.Tax officials in Lithuania said Monday they've started to investigate papers and documents belonging to UAB Nude Estates 2, a Lithuanian registered company owned by Nude Estates Malta Ltd. and listed as the mall's owner.Ruta Asadauskaite, spokeswoman for Lithuania's state tax inspectorate, declined to provide further details.___Liudas Dapkus in Vilnius, Lithuania, contributed to this story. The Associated Press.

Trump declares North Korea "threat to the civilized world."-[The Canadian Press]-YAHOONEWS-November 6, 2017

TOKYO — Declaring that North Korea was "a threat to the civilized world," President Donald Trump vowed Monday in Japan that the United States "will not stand" for Pyongyang menacing America or its allies.Trump, in one of the Asian capitals threatened by North Korea's missiles, did not rule out military action and exhorted dictator Kim Jong Un to cease weapons testing like the missiles he has fired over Japanese territory in recent weeks. The president also denounced efforts by the Obama administration to manage Pyongyang, declaring again that "the era of strategic patience was over.""Some people say my rhetoric is very strong but look what has happened with very weak rhetoric in last 25 years," said Trump, who stood with Japanese Prime Minister Shinzo Abe at a news conference and stated that North Korea imperiled "international peace and stability."Abe, who has taken a more hawkish view on North Korea than some of his predecessors, agreed with Trump's assessment that "all options on the table" when dealing with Kim Jong Un and announced new sanctions against several dozen North Korea individuals. The two men also put a face on the threat posed by the North, earlier standing with anguished families of Japanese citizens snatched by Pyongyang's agents, as Trump called their abductions "a tremendous disgrace."Trump pledged to work to return the missing to their families, intensifying the pressure on North Korean leader Kim Jong Un by elevating these heart-wrenching tales of loss to the international stage in hopes of pushing Pyongyang to end its provocative behaviour toward American allies in the region."We've just heard the very sad stories about family members — daughters, wives, brothers uncles, fathers - it's a very, very sad number of stories that we've heard," Trump said-Trump and first lady Melania Trump stood with nearly two dozen relatives, some of whom held photos of the missing. North Korea has acknowledged apprehending 13 Japanese in the 1970s and 1980s, but claims they all died or have been released. But in Japan, where grieving relatives of the abducted have become a symbol of heartbreak on the scale of American POW families, the government insists many more were taken — and that some may still be alive.Trump has delivered harsh denunciations of Kim, belittling him as "Little Rocket Man" but suggested that it would be "a tremendous signal" if North Korea returned the captives. But Trump's message on the second day of his five-country Asian tour was overshadowed by another tragic shooting back home.Trump called the Texas church shooting that claimed at least 26 lives "an act of evil," denounced the violence in "a place of sacred worship" and pledged the full support of the federal government. He said that in a time of grief "Americans will do what we do best: we pull together and join hands and lock arms and through the tears and sadness we stand strong."He later suggested that the shooter had mental health issues and waved off a question about gun control, saying of the massacre, "this isn't a guns situation."Trump and Abe repeatedly touted their bond over two days that included a round of golf, a hamburger with American beef and a couples' dinner at a teppanyaki restaurant."The relationship is really extraordinary. We like each other and our countries like each other," Trump said. "And I don't think we've ever been closer to Japan than we are right now."But disagreements on trade could strain the friendship.Trump complained Monday that Japan had been "winning" for decades and rebuked the current relationship, saying the trade deals were "not fair and not open." He told a group of American and Japanese business leaders: the United States was open for business, but he wanted to reshape the nations' trade relationship, though he did not say how he would cut the trade deficit with Japan, which totalled nearly $70 billion last year.He also downplayed the potentially contentious nature of the negotiations, though the Japanese government has not shown much appetite for striking a new bilateral trade agreement. Tokyo had pushed to preserve the Trans- Pacific Partnership, which Trump has abandoned."We will have more trade than anybody ever thought under TPP. That I can tell you," Trump said. He said the multinational agreement was not the right deal for the United States and that while "probably some of you in this room disagree ... ultimately I'll be proven to be right."Abe, for his part, publicly deflected questions about trade. The president seemed at ease in front of his CEO peers, calling out some by name, teasing that the first lady had to sell her Boeing stock once he took office and calling for Japanese automakers to make more of their cars in America, though major companies like Toyota and Nissan already build many vehicles in the United States. He promised that profits would soon rise on both sides of the Pacific once new agreements were struck."We'll have to negotiate that out and it'll be a very friendly negotiation," Trump said, suggesting it would be done "quickly" and "easily."Japan orchestrated a lavish formal welcome for the Trumps, complete with military honour guard and an audience with Japan's Emperor Akihito and his wife, Empress Michiko, at the Imperial Palace. That event, like so much formal diplomacy in Asia, is stepped in tradition, with violations of protocol potentially considered grievous offences . Trump, meanwhile, sports a spontaneous and, at times, impatient manner, on display again Monday when he and Abe took part in a traditional feeding of koi in a pond.At first, Trump followed Abe's lead by gently spooning out small amounts of feed into the pond below. But while Abe then gracefully slipped the remainder of his box into the pond below, Trump abruptly stopped and, as cameras clicked, theatrically dumped the rest of his supply down to the fish.Abe laughed.___Associated Press writer Darlene Superville in Washington contributed to this report.___Jonathan Lemire And Jill Colvin, The Associated Press.

26 killed in church attack in Texas' deadliest mass shooting-[The Canadian Press]-YAHOONEWS-November 5, 2017

SUTHERLAND SPRINGS, Texas — A man dressed in black tactical-style gear and armed with an assault rifle opened fire inside a church in a small South Texas community on Sunday, killing 26 people and wounding about 20 in what the governor called the deadliest mass shooting in the state's history. The dead ranged in age from 5 to 72 years old.Authorities didn't identify the attacker during a news conference Sunday night, but two other officials — one a U.S. official and one in law enforcement — identified him as Devin Kelley. They spoke to The Associated Press on the condition of anonymity because they weren't authorized to discuss the investigation. The U.S. official said Kelley lived in a San Antonio suburb and didn't appear to be linked to organized terrorist groups. Investigators were looking at social media posts Kelley made in the days before Sunday's attack, including one that appeared to show an AR-15 semiautomatic weapon. An Air Force spokeswoman said Sunday night that Devin P. Kelley received a bad-conduct discharge from the Air Force for allegedly assaulting his spouse and child, and was sentenced to 12 months' confinement after a 2012 court-martial. Kelley served in Logistics Readiness at Holloman Air Force Base in New Mexico from 2010 until his discharge, spokeswoman Ann Stefanek said.At the news conference, the attacker was described only as a white man in his 20s who was wearing black tactical gear and a ballistic vest when he pulled into a gas station across from the First Baptist Church around 11:20 a.m.The gunman crossed the street and started firing a Ruger AR rifle at the church, said Freeman Martin, a regional director of the Texas Department of Safety, then continued firing after entering the white wood-frame building, where an 11 a.m. service was scheduled. As he left, the shooter was confronted by an armed resident who "grabbed his rifle and engaged that suspect," Martin said. A short time later, the suspect was found dead in his vehicle at the county line.Several weapons were found inside the vehicle and Martin said it was unclear if the attacker died of a self-inflicted wound or if he was shot by the resident who confronted him. He said investigators weren't ready to discuss a possible motive. Martin said 23 of the dead were found in the church, two were found outside and one died after being taken to a hospital.Addressing the news conference, Gov. Greg Abbott called the attack the worst mass shooting in Texas history."There are no words to describe the pure evil that we witnessed in Sutherland Springs today," Abbott said. "Our hearts are heavy at the anguish in this small town, but in time of tragedy, we see the very best of Texas. May God comfort those who've lost a loved one, and may God heal the hurt in our communities."Among those killed was the church pastor's 14-year-old daughter, Annabelle Pomeroy. Pastor Frank Pomeroy, and his wife, Sherri, were both out of town in two different states when the attack occurred, Sherri Pomeroy wrote in a text message to the AP."We lost our 14-year-old daughter today and many friends," she wrote. "Neither of us has made it back into town yet to personally see the devastation. I am at the charlotte airport trying to get home as soon as i can."Federal law enforcement swarmed the small rural community of a few hundred residents 30 miles southeast of San Antonio after the attack, including ATF investigators and members of the FBI's evidence collection team.At least 16 wounded were taken to hospitals, hospital officials said, including eight taken by medical helicopter to the Brooke Army Medical Center. Another eight victims were taken to Connally Memorial Medical Center, located in Floresville about 10 miles from the church, including four who were later transferred to University Hospital in San Antonio for higher-level care, said spokeswoman Megan Posey.Hunter Green, 16, normally attends the church with his girlfriend but they skipped Sunday after a late date night. Attending a candlelight vigil hours later, he described the building as having only small exits on the side and in the back that would have made it very difficult to flee a shooter entering the front door."They wouldn't have had anywhere to go," Green said.Alena Berlanga, a Floresville resident who was monitoring the chaos on a police scanner and in Facebook community groups, said everyone knows everyone else in the sparsely populated county."This is horrific for our tiny little tight-knit town," Berlanga said. "Everybody's going to be affected and everybody knows someone who's affected."Regina Rodriguez, who arrived at the church a couple of hours after the shooting, walked up to the police barricade and hugged a person she was with. She said her father, 51-year-old Richard Rodriguez, attends the church every Sunday, and she hadn't been able to reach him. She said she feared the worst.Church member Nick Uhlig, 34, wasn't at Sunday's service, but he said his cousins were at the church and that his family was told at least one of them, a woman with three children and pregnant with another, was among the dead."We just gathered to bury their grandfather on Thursday," he said, shaking his head. "This is the only church here. We have Bible study, men's Bible study, vacation Bible school. Somebody went in and started shooting."President Donald Trump, who was in Japan, called the shooting an "act of evil" and said he was monitoring the situation."We're shocked. Shocked and dismayed," said state Sen. Judith Zaffirini, a Laredo Democrat whose district includes Sutherland Springs, a rural community known for its peanut festival, which was held last month. "It's especially shocking when it's such a small, serene area. These rural areas, they are so beautiful and so loving."Later Sunday, two sheriff's vans were parked outside the gate of a cattle fence surrounding the address listed for Kelley on the rural, western outskirts of New Braunfels, north of San Antonio, preventing a group of waiting journalists from entering. Officials from the Comal County Sherriff's Office and the Texas Rangers declined to comment or say if they had raided his home.Ryan Albers, 16, who lives across the road said he heard intensifying gunfire coming from that direction in recent days."It had to be coming from somewhere pretty close," Albers said. "It was definitely not just a shotgun or someone hunting. It was someone using automatic weapon fire."The church has posted videos of its Sunday services on a YouTube channel, raising the possibility that the shooting was captured on video. In a video of its Oct. 8 service, a congregant who spoke and read Scripture pointed to the Oct. 1 Las Vegas shooting a week earlier as evidence of the "wicked nature" of man. That shooting left 58 dead and more than 500 injured.Until Sunday, the deadliest mass shooting in Texas had been a 1991 attack in Killeen, when a mentally disturbed man crashed his pickup truck through a restaurant window at lunchtime and started shooting people, killing 23 and injuring more than 20 others. The University of Texas was the site of one of the most infamous mass shootings in American history, when U.S. Marine sniper Charles Whitman climbed the Austin campus' clock tower in 1966 and began firing on stunned people below, killing 13 and wounding nearly three dozen others. He had killed his wife and mother before heading to the tower, one victim died a week later and medical examiners eventually attributed a 17th death to Whitman in 2001.___Associated Press writers Sadie Gurman and Eric Tucker in Washington, Nomaan Merchant in Houston, Will Weissert in Austin, Diana Heidgerd in Dallas, Michael Balsamo in Los Angeles and Paul J. Weber in New Braunfels, Texas, contributed to this report.Jim Vertuno, The Associated Press.

Other countries sent fighter jets, transport planes and refueling aircraft.According to the IDF, more than a thousand people — including pilots, commanders and technical personnel — are taking part in the 11-day exercise. The exercise is being held out of the Israeli Air Force’s Ovda base, north of Eilat.“The participating nations arrived in Israel in their own aircraft and will practice different situations and scenarios,” the IDF said. The countries will square off against the IDF’s so-called Red Squadron, which acts as an enemy force in exercises.According to the army, the goal of the exercise is to both improve technical ability and to strengthen the “diplomatic cooperation between the countries.”It is Israel’s third time hosting the international biennial Blue Flag exercise, beginning in 2013, with it growing larger each time. The planning for the 2017 exercise began approximately a year ago, the IDF said. This year, the military scaled back the amount of time the planes will be flying and the areas in which they will operate “in order to not interfere with civilian flights to Eilat,” the army said. The IDF stressed that Blue Flag is not tied to any particular ongoing security situation. The military also said that people should not be alarmed by increased aerial activity.

Nikki Haley: Unless UN rights council reforms, US is out-In speech to Israeli Americans rapping the UN, American envoy says she won't allow repeat of Obama's 'betrayal' of Israel-By Ron Kampeas-NOV 5,17

WASHINGTON (JTA) — The United States is ready to pull out of the UN Human Rights Council unless it institutes reforms, including removing Israel as a permanent item on its agenda, US Ambassador to the UN Nikki Haley told an Israeli American audience.“The Human Rights Council will either adopt these reforms, or the United States will leave,” Haley said to applause at the annual Washington conference of the Israeli American Council.Haley said US proposed reforms include removing “Item 7,” which requires a report on Israeli actions in the West Bank each time the panel convenes. She said the United States also wanted structural changes that would keep major human rights abusers from joining the council; she noted the Democratic Republic of Congo’s recent ascension to the council.Haley said the US delegation was endeavoring to keep unpublished a list the United Nations Human Rights Council is compiling of companies doing business with West Bank settlements. Israel and the United States see the list as a blacklist for boycotters. She described one of the Obama administration’s last acts — allowing through a UN Security Council resolution condemning settlements — as a “betrayal” of Israel. At the time the resolution was allowed through — last December — Haley, who was then governor of South Carolina, said she swore then that if she were confirmed as ambassador, she would always stand by Israel.“As long as I was US ambassador, such an at of betrayal would never happen again,” she said, again earning loud applause. She noted that the Trump administration also has differences with Israel over its settlement policy, but said it was counterproductive to have those arguments in public.“Friends can have disagreements and still be friends,” she said.

With Hariri’s resignation, Lebanon now a full on Iranian proxy for all to see-Lebanese PM's decision to step down comes as little surprise, given his father's fate when he fell afoul of Hezbollah and its patrons in Tehran and Damascus-By Avi Issacharoff-4 November 2017

Lebanese Prime Minister Saad Hariri’s resignation announcement in Saudi Arabia on Saturday came as a huge surprise, but perhaps it shouldn’t have. Nor his condemnations of Iran’s involvement in Lebanon through its proxy Hezbollah.Lebanon became an Iranian protectorate a number of years ago, a client state for all intents and purposes controlled by Iran through Hezbollah, the most powerful terror group in the entire Middle East.Iran, together with Bashar Assad’s Syria and Hezbollah, were responsible for the assassination of Saad Hariri’s father Rafik Hariri, who was killed in February 2005 only a few months after stepping down as prime minister. His son would like to avoid the same fate. The only truly surprising aspect of Saad Hariri’s resignation was that he agreed to be appointed prime minister last December. It is difficult to know what was going through Hariri’s head when he consented to the request of Michel Aoun, Lebanon’s pro-Hezbollah president, to take on the task of forming a government.Hariri knew full well who was responsible for the murder of his father and that own his life was in danger if he did not do as Hezbollah said. He also understood that the Shiite terror group controls nearly every aspect of the Lebanese state and that his own political camp, the March 14 Alliance, was becoming a persecuted minority within a system entirely dependent on Iran’s grace. It is not entirely clear what prompted Hariri to step down now. Following his resignation announcement, Saudi Arabia’s Al-Arabiya news station reported that just days ago a plot was thwarted to assassinate Hariri.According to these reports, the fear he was being targeted for assassination prompted Hariri to leave Beirut on Friday and move to his home away from home in Saudi Arabia, where he was born. The claims about the plot to assassinate Hariri and Iran’s involvement in it were, as expected, denied by Iran.At a press conference he held Saturday in Riyadh, Hariri launched a fierce attack against Iran and Hezbollah, accusing them of blatant interference in Lebanon’s affairs and forcibly taking over the country. In the current Lebanese political reality, the last thing that should come as a surprise is the notion that Hezbollah was planning another political assassination.Over the last 11 months, Hariri became a fig-leaf for Hezbollah. As one of the main leaders of the opposition, his appointment as prime minister ostensibly proved Lebanon was maintaining its independence vis-a-vis Iran. Now, however, the charade is over, and Lebanon remains as it was without the disguise — pro-Iranian, pro-Syrian, and with Hezbollah firmly in control. The Lebanese president is considered to be an Iranian and Hezbollah appointment, the Lebanese army is cooperating and coordinating with Hezbollah, and the Shiite terror group does whatever it likes in Lebanon. It is likely that the Saudis had an influential role in Hariri’s decision to resign. To put it mildly, the Saudis were not enamored with Hariri’s choice to accept the post of prime minister less than a year ago.It is also very likely that the report on the plot to assassinate Hariri, whether real or not, came from the direction of Riyadh, although perhaps — and only perhaps — it came from a few Western intelligence services.Hezbollah is not remotely likely to change its ways following Hariri’s resignation. Indeed, it may do the opposite. The Shiite organization has long abandoned the pretense that it is not heavily influenced by Iran, and does not try to hide the fact that it receives its financial support and its marching orders from Tehran. The only inconvenience Hezbollah is likely to face is in the case of a renewed escalation between Israel and Lebanon/Hezbollah.With Lebanon/Hezbollah stripped of its Hariri fig leaf, Israel is likely to enjoy a greater degree of international legitimacy to wage an uncompromising campaign in a future conflict against what is, again, now rightly recognized as the Middle East’s strongest terror group. Today’s thoroughly unmasked Hezbollah, after all, is a state-backed (Iran), state-dominating (Lebanon), terrorist army that makes the Islamic State look like a bunch of Boy Scouts.

Ministers back bill allowing companies to sue BDS without proof of damages-After High Court strikes down portion of law, lawmakers seek to bypass ruling by tweaking legisation-By Marissa Newman-NOV 5,17

Ministers approve a bill allowing Israeli companies to sue boycott activists for a maximum sum of NIS 100,000 without proof of damage. The proposal by Likud MK Yoav Kisch — and backed by Strategic Affairs Minister Gilad Erdan — seeks to bypass a High Court of Justice ruling that disqualified portions of Israel’s anti-boycott law that sought punitive damages. In the current revision, the companies are allowed to seek damages without citing evidence they were hurt financially by the boycott campaigns, in a move the authors of the bill likened to similar Israeli laws on copyrights. That distinction from punitive damages would satisfy the court’s demands for the law, as laid out in its ruling, the authors opined. In a tweet, Erdan says he was “proud” the Ministerial Committee for Legislation approved the bill, giving it coalition support.“After it is approved, the law will be an effective tool to fight boycott activists against Israel,” he says.

Trump: ‘No dictator’ should underestimate US resolve-US president kicks off 5-day tour of Asia with thinly veiled reference to North Korea, says meeting with Putin 'expected'-By Jim Watson and Jerome Cartillier-NOV 5,17

YOKOTA AIR BASE, Japan (AFP) — US President Donald Trump on Sunday warned that “no dictator” should underestimate the United States, in a thinly veiled reference to North Korea, which is likely to dominate his Asian tour.Speaking to cheering servicemen at Yokota Air Base just west of Tokyo, Trump donned a military jacket offered to him and issued a threat that “no one, no dictator, no regime and no nation should underestimate… American resolve.”“Every once in a while in the past, they underestimated us. It was not pleasant for them, was it?” roared Trump.“We will never yield, never waver and never falter in defense of our people, our freedom and our great American flag.”Trump’s marathon trip comes with the North Korea crisis at fever pitch, with US bombers running sorties over the Korean peninsula and fears mounting of another Pyongyang missile test. The president’s first stops are Japan and South Korea — frontline US allies in the effort to force Pyongyang to abandon its nuclear program, and the two countries with most to fear should a full-scale conflict break out.-Golfing buddies-Trump touched down under clear blue Tokyo skies and stepped out with his wife Melania in bright sunshine to greet the crowds.Speaking to reporters on the plane, he announced he would likely be meeting Russian President Vladimir Putin during the tour, as the international community battles for a solution to the North Korean missile crisis.“I think it’s expected we’ll meet with Putin, yeah. We want Putin’s help on North Korea, and we’ll be meeting with a lot of different leaders,” said Trump. He added that North Korea was a “big problem for our country and for the world, and we want to get it solved” but had kind words for the people in the hermit state.“I think they’re great people. They’re industrious. They’re warm, much warmer than the world really knows or understands. They’re great people. And I hope it all works out for everybody,” he said. The next stop for Trump is a golfing date with his “friend” Shinzo Abe, prime minister of Japan, which has seen missiles fired over its northern island amid threats by Pyongyang to “sink” it into the sea.Trump and Abe enjoy a close personal relationship and the three-day Japan leg of the trip is noticeably relaxed, with the two leaders being serenaded by wacky internet sensation Pikotaro after their nine holes. The Japanese leader has emerged strengthened from a crushing victory in a snap election and has firmly supported Trump in his policy of exerting maximum pressure on Kim, backed up with the threat of military force.“I want to further cement the bond of the Japan-US alliance, based on our relations of trust and friendship with President Trump,” said Abe as Trump arrived.Trump for his part described Japan as a “treasured partner and crucial ally of the US.”“Trump only has to play golf in Japan, as he knows Japan will follow (the US) whatever happens. Everything has been sorted out beforehand,” Tetsuro Kato, political scientist at Tokyo’s Hitotsubashi University, told AFP.-‘Appeasement’While Trump has been in regular contact with the hawkish Abe during the North Korean missile crisis, he pointedly failed to speak to South Korean President Moon Jae-in for several days after Pyongyang’s second intercontinental ballistic missile test in July.Analysts point to Abe and Moon’s contrasting approaches to the crisis as an underlying factor, although both leaders will be hoping to press Trump into reaffirming Washington’s steadfast commitment to their defence.Trump labelled Moon’s approach as “appeasement” on Twitter, a comment that did not go down well in the Blue House.“The two sides have subtle differences in their positions,” said Kim Hyun-Wook, a professor at the Korea National Diplomatic Academy. Trump will not follow the well-trodden path to the De-Militarized Zone dividing the Korean peninsula — a visit derided in Washington as a bit of a “cliche.”From Seoul, Trump travels to China to meet his counterpart Xi Jinping who, like Abe, has solidified his grip on power, after being handed a second term.Trump said before his trip that China could have a “big problem” with “warrior nation” Japan if the North Korea issue is not solved. He then travels to an APEC summit in Vietnam before heading to a ASEAN gathering of Southeast Asian leaders. Some observers were fretting that a gaffe by the famously ad-lib president could send tensions rising on the peninsula.“It will be a disaster if he speaks off the cuff and without thinking,” said professor Koo Kab-Woo from the University of North Korean Studies in Seoul.“If Trump says anything that can provoke North Korea, it could send military tensions soaring again.”

Billionaire prince among dozens arrested in Saudi sweep-Authorities don't say why Alwaleed bin Talal, whose company holds stakes in large Western firms, was scooped up in anti-corruption probe-By Abdullah Al-Shihri and Aya Batrawy-NOV 5,17

RIYADH, Saudi Arabia (AP) — Saudi Arabia has arrested dozens of princes and former officials, including a well-known billionaire with extensive holdings in Western companies, as part of a sweeping anti-corruption probe that further cements control in the hands of its young crown prince.A high-level employee at Prince Alwaleed bin Talal’s Kingdom Holding Co. told The Associated Press that the royal was among those detained overnight Saturday. The employee, who spoke on condition of anonymity due to fear of repercussions, said he received calls from several security bodies notifying him of the arrest. The surprise arrests, which also reportedly include two of the late King Abdullah’s sons, were being hailed by pro-government media outlets as the greatest sign yet that Crown Prince Mohammed bin Salman is serious about reforming the country, which has long been plagued by allegations of corruption at the highest levels of government. The moves come barely two weeks after Saudi Arabia hosted a major investment conference.Analysts suggested the corruption probe, which targeted key members of the royal family, was a show of force by the crown prince, aimed at undermining any potential rivals.A Saudi government official with close ties to security says 11 princes and 38 former government ministers, deputies and businessmen are being held in five-star hotels across the capital, Riyadh. The official spoke to The Associated Press on condition of anonymity because he was not authorized to speak to the press. The scale of the arrests is unprecedented in Saudi Arabia, where senior royals and their business associates have long been viewed as untouchable and seemingly operate above the law. Saudi nationals have long complained of rampant corruption in government and of public funds being squandered or misused by people in power. It is not clear what Prince Alwaleed or others are being investigated for.The prince is one of the Middle East’s richest people. His many investments include Twitter, Apple, Rupert Murdoch’s News Corp., Citigroup, and the Four Seasons, Fairmont and Movenpick hotel chains. He is also an investor in ride-sharing services Lyft and Careem, both competitors to Uber in the US and the Middle East, respectively. The prince, often pictured on his 85.65-meter (281 foot) superyacht in the Mediterranean, is among the most outspoken Saudi royals and a longtime advocate for women’s rights. He is also majority owner of the popular Rotana Group of Arabic channels. The Associated Press reached out overnight to Kingdom Holding for comment. There was no response as of Sunday morning. The Finance Ministry said in a statement the anti-corruption probe “opens a new era of transparency and accountability,” enhances confidence in the rule of law and improves the kingdom’s investment climate. The kingdom’s top council of clerics issued a statement saying it is an Islamic duty to fight corruption— essentially giving religious backing to the high-level arrests being reported. And a top royal court official, Badr al-Asaker, on Sunday appeared to confirm the arrests on Twitter, describing a “historic and black night against the corrupt.”News of the arrests broke within hours of King Salman announcing the formation of a new anti-corruption committee headed by his son, the 32-year-old crown prince. The king also ousted Prince Miteb bin Abdullah from his post as head of the National Guard overnight. The prince is reportedly among those detained in the sweep, as is his brother, Prince Turki bin Abdullah, who was once governor of Riyadh. Both are sons of the late King Abdullah, who ruled before his half brother King Salman.Saudi Twitter accounts released several other names of those arrested, such as: Alwalid al-Ibrahim, a powerful Saudi businessman with ties to the royal family who runs the Arabic satellite group MBC; Amr al-Dabbagh, the former head of the Saudi Arabian General Investment Authority; Ibrahim Assaf, the former finance minister; and Bakr Binladin, head of the Saudi Binladin Group, a major business conglomerate.Reports suggested those detained were being held in the Ritz Carlton in Riyadh, which only days earlier hosted the major investment conference. The phone number for the hotel had been disconnected by Sunday morning and a Dubai-based spokeswoman for the hotel chain did not respond to a request for comment. The government said the anti-corruption committee has the right to issue arrest warrants, impose travel restrictions and freeze bank accounts. It can also trace funds, prevent the transfer of funds or the liquidation of assets, and take other precautionary measures until cases are referred to the judiciary.Kristian Coates Ulrichsen, a research fellow at the James A. Baker III Institute for Public Policy at Rice University, said the arrests are designed to further smooth the crown prince’s eventual succession to the throne.“As a leader who is set to remain in power for decades, Mohammed bin Salman is remaking the kingdom in his own image and signaling a potentially significant move away from the consensual balancing of competing interests that characterized Saudi rule in the past,” Ulrichsen said.Prince Miteb was replaced by a lesser known royal, Prince Khalid bin Ayyaf al-Muqrin, to head the National Guard— a prestigious force tasked with protecting the royal family, as well as important holy sites in Mecca and Medina, and oil and gas sites.Prince Miteb was once considered a contender for the throne. Just three months ago, Prince Mohammed bin Nayef was plucked from the line of succession and from his post as interior minister, overseeing internal security. The arrests came as Lebanon’s prime minister, a close Saudi ally, announced his own resignation from the Saudi capital.Saudi Arabia then said its forces intercepted a ballistic missile fired by Iran-backed rebels in Yemen toward one of the kingdom’s major international airports on the outskirts of Riyadh. A Saudi-led coalition launched a war against the Houthi rebels and their allies in March 2015 that grinds on today. A wave of airstrikes hit the rebel-held capital, Sanaa, overnight, apparently launched in response to the missile. The missile fire drew an immediate rebuke from US President Donald Trump.“A shot was just taken by Iran, in my opinion, at Saudi Arabia. And our system knocked it down,” Trump said, referring to the Patriot missile batteries Saudi Arabia has purchased from the US.Trump’s son-in-law and White House adviser Jared Kushner and others made an unannounced trip recently to Riyadh. Trump earlier Saturday said he spoke to King Salman about listing the kingdom’s massive state-run oil company, Saudi Aramco, in the United States.
