Historians of the Holocaust note that the Judenrats were specifically set up to carry out German policy in the newly formed ghettos, where Jews were forbidden to leave under penalty of death.The Gazeta Wyborcza newspaper this week revealed that in 2014 he issued an expert opinion to a Polish court in which he wrote that the swastika is an ambiguous symbol — not only related to Nazism, but also one that symbolizes happiness in some cultures. TEHRAN, Iran — Iran’s judiciary said a court sentenced an alleged agent for Israel’s Mossad intelligence agency to death.Tuesday’s report on the judiciary’s news website Mizanonline.ir quoted Tehran prosecutor Abbas Jafari Dolatabadi as saying the suspect had relayed information about some 30 significant Iranian figures to Mossad during meetings with more than eight members of the Israeli agency at various occasions.He said the 30 Iranians were involved in research, military and nuclear projects, including two who were killed in bomb attacks in 2010, nuclear engineer Majid Shahriari and physicist Masoud Ali Mohammadi.The report said the suspect provided information in return for money and obtaining residency in Sweden. It did not elaborate.Iran occasionally announces similar verdicts. The fates of those sentenced remain unknown.

HAMOURIA, Syria (AFP) — Manal boils water on the stove in the besieged Syrian town of Hamouria, hoping to convince her four children that she is cooking, but she has no food.She puts the pot on the flame as a ruse, waiting for the children to fall asleep in the dilapidated house before they realize there is nothing for dinner.In the rebel-held Eastern Ghouta region where she lives, over 1,100 children are suffering acute malnutrition, and hundreds more are at risk because of food shortages caused by a government siege.Aid agencies warn the situation is worsening, despite an international agreement to implement a “de-escalation zone” in the area, which has decreased violence but led to no new access for food, medicine and humanitarian aid.“They haven’t eaten anything but bread for the last three days,” Manal told AFP in tears.“A neighbor gave us the flour.”Eastern Ghouta, which lies outside the capital Damascus, was once a prime agricultural region.But the rebel stronghold has been under a tight government siege since 2013, causing shortages of food and medicine, and pushing up prices for what remains on the market, produced locally or smuggled in.The region has been devastated by years of fighting, with government air strikes and shelling bringing down multi-story buildings and rendering whole streets uninhabitable.Basic services for the region’s estimated 400,000 residents are virtually non-existent, with electricity produced only by generators and the water available often dirty and a vector for illness.-Situation ‘getting worse’-Manal’s husband Abu Azzam is unable to work because of a serious injury he sustained in a shelling attack in their old home elsewhere in Eastern Ghouta several years ago.The attack killed one of their children, and left another, Azzam, missing a foot and dependent on crutches to get around.The family are desperately poor and have sold most of their furniture to afford food.“In 24 hours, we have a single meal, which is not enough for the children,” said Abu Azzam in despair.Ordinarily, the family might hope for assistance from aid groups, but humanitarian access to Eastern Ghouta has been vanishingly rare throughout the conflict that began with anti-government protests in March 2011.Aid convoys can only enter with government permission, with just two accessing the region since August, carrying assistance for fewer than 100,000 people.In July, a “de-escalation zone” was implemented in Eastern Ghouta under a deal agreed by government allies Russian and Iran and rebel backer Turkey.The agreement was meant to improve humanitarian access, but Russian forces “did two distributions at a checkpoint and since then stopped,” said Rami Abdel Rahman, director of the Britain-based Syrian Observatory for Human Rights monitor.“Humanitarian needs in Eastern Ghouta are huge, and more needs to be done,” said Ingy Sedky, spokeswoman for the International Committee of the Red Cross.“The situation is getting worse,” she added.“We know from past experience that such situations, where the population depends on the provision of humanitarian aid for its very basic needs, can deteriorate very quickly, and reach tragic proportions.”-Dreaming of three meals a day-For some families, tragedy has already arrived.At least two children are reported to have died from malnutrition or its complications this month, among them 34-day-old Sahar Dofdaa, whose emaciated form, swamped by her diaper, appeared in shocking images beamed around the world over the weekend.She weighed less than two kilograms (just over four pounds) before she died Sunday at a hospital in Hamouria.Doctor Yayha Abu Yayha, who works at the hospital where Sahar died, said a key cause of infant malnutrition was that undernourished mothers were unable to feed their babies.“The basic nutrients that breastfeeding mothers need are not available,” he told AFP.“Most of them have anemia and deficiencies of vitamins A and D, as well as zinc and iron.”“Their bodies are weak, and so their children’s bodies are weak,” he said.Another factor is poor hygiene caused by dire living conditions, lack of running water, and lack of clean water, he said.Illnesses like diarrhea can quickly leave even well-fed children underweight.The UN’s children’s fund UNICEF told AFP that 232 children in Eastern Ghouta were suffering from severe acute malnutrition, which requires urgent treatment if the child is to survive.Another 882 were suffering moderate acute malnutrition, with more than 1,500 other children at risk, a spokeswoman told AFP.“All I want is to see my children with full bellies,” said Abu Azzam.“I hope the day will come when we’ll be able to eat three meals a day.”

Archaeologists and preservation activists in the Gaza Strip have managed to halt the destruction of a Bronze Age site for now, but the future of what remains may still be in jeopardy.Palestinian archaeologist Moain Sadeq said the mound at Tell es-Sakan near Gaza City is a “unique” site that could offer an invaluable glimpse into the region’s ancient heritage.It is “maybe the only fortified Canaanite city in southern Palestine” occupied continuously from 3200 to 2000 BCE, he says.Since it was discovered by chance in 1998, the manmade mound has been scarred by bulldozers more than once.A few weeks ago the earthmoving equipment returned yet again, destroying a large part of archaeological excavations carried out in 1999 and 2000 by Sadeq and his French colleague Pierre de Miroschedji.The land was to be cleared for homes for public officials in the Hamas-ruled territory and later for Hamas military bases. But after a concerted effort by archaeologists, academics and those concerned with Gaza’s heritage, the work was eventually halted.Still, the activists are unsure how long the reprieve will last in a strip of land that has already seen its archaeological riches devastated by three wars fought against Israel, Palestinian infighting, overcrowding and indifference.Excavation stops-The latest attempt to build over the ancient mound was the third time the site has been threatened by bulldozers since 1998.The first building works actually helped uncover the site as vigilant archaeologists spotted traces of ancient civilization being revealed and quickly intervened to stop construction.After that French and Palestinian experts moved in, but their dig was cut short in 2000 when the second Palestinian intifada, or uprising, against Israel drove them away.Since then excavation work has remained frozen in time — with any attempt to restart it complicated by a new housing project that has cut off the north of the site.When the bulldozers recently returned, they devastated the excavation Sadeq and his colleagues had left as a work in progress.“The damage is very, very significant. Ancient dwelling structures and sections of the ramparts have been destroyed. Moveable artifacts have been taken away,” he said.Tell es-Sakan, a 300-meter (984-foot) diameter expanse of sand in an arid landscape, does not catch the eye of the casual observer.But archaeologists insist the site is of major interest, marking the shift from agricultural to urban society.Beneath the surface is “a huge, very important site, with (the remains of) fortifications, houses,” Sadeq said. “It is a city — not a small town, but a royal city, with a high level of organization, administrative and military structures.”-Egyptian royal seal-The site is located at the mouth of Gaza’s main watercourse, on the coastal route between Egypt and the ancient Canaanite region and beyond, to Syria and Mesopotamia.The oldest finds are remains of Egyptian design of clay dwellings, ceramics, stone tools and fragments of pendants.Pottery was found that could be linked to Narmer, Egypt’s first king, whose seal has been located elsewhere in the Gaza Strip, indicating Gaza’s close ties with its giant neighbor 1,000 years before the pyramids were built.To most Gazans the spot is a weekend leisure destination, where children play in the sand and young men practice motocross.They are vaguely aware of its historical significance, although no signs point it out.Nevertheless it was Gaza’s citizens who raised the alarm when the earthmovers rumbled in lately, said Jean-Baptiste Humbert, of the French Biblical and Archaeological School in Jerusalem.Locals posted on social media, drawing the attention of the Gaza archaeology authority, which in turn alerted contacts outside the isolated strip, which Israel and Egypt have blockaded in order to prevent the import of weapons.Humbert, who helped block earlier construction, visited the site to assess the latest threat.His report and enlistment of supporters paid off, with the authorities behind the housing program agreeing to halt it, Jamal Abu Rida, general secretary of the Gaza archaeology authority, told AFP.The site, he said, is the authority’s property.“Nobody has the right to strip it,” he said.-Clashes of interest-Disputes between archaeologists and housing planners are common in the densely populated coastal territory of Gaza, where Israeli bombing and artillery fire during a war with Hamas, sparked after thousands of missiles were fired at Israeli civilians from the Strip, left tens of thousands homeless in 2014.Israel points to Hamas’s practice of embedding military infrastructure, including missile launchers, in residential areas as responsible for the large amount of destroyed housing.Humbert said that archaeologists on a dig are “like butterfly hunters” entranced by the history at their feet while Gaza housing officials have a totally different viewpoint.“They look at us… saying, from the 2014 war there are thousands of people still to be relocated. BARCELONA (Reuters) - With the Spanish government ready to take over the running of Catalonia on Friday, the loyalty of the local police to Madrid or to the Catalan cause will be tested if they are ordered to drag their former political masters from office.Spanish police provoked international outcry by using batons and rubber bullets when they stepped in to try to stop an illegal independence referendum on Oct. 1 after the local Catalan force refused to prevent voting in what has become the worst constitutional crisis in modern Spanish history.Catalonia's secessionist government is intent on resisting Spain's plan to remove it from power, and there are doubts over how a divided and demoralized Mossos d'Esquadra, as the Catalan police are called, would respond if ordered to evict President Carles Puigdemont and his autonomous government by force.National police could once again be on the front line.The local police force is riven by distrust between those for and against Catalan independence and is estranged from Spain's national police forces, according to interviews with Mossos officers and national police.The Civil Guard gave evidence against the Mossos chief in a sedition inquiry after his force stood back and allowed voting to take place, court documents show. The agency will be back online by the end of Tuesday, Yuri Pogorely, Interfax Deputy CEO, told Reuters.A spokeswoman for Odessa airport said a few flights were delayed because workers had to process passenger data manually. The metro system in Kiev also reported a hack on its payment system but said trains were running normally."According to our data, most of the victims targeted by these attacks are located in Russia. BAGHDAD (Reuters) - Iraqi pro-government paramilitaries launched an offensive against Kurdish troops on Tuesday near the Turkish frontier, pushing towards a strategic border crossing and oil export pipeline hub that Baghdad says must come under its control.The Iraqi government has transformed the balance of power in the north of the country since launching a campaign last week to seize back territory from the Kurds, who govern an autonomous region of three northern provinces and had also seized a swathe of other territory in northern Iraq.The Kurds held a referendum on independence last month that Baghdad called illegal. Baghdad responded by seizing back the city of Kirkuk, the oil-producing areas around it, and other territory that the Kurds had captured from Islamic State.Prime Minister Haidar Abadi has ordered his army to recapture all disputed territory, and has also demanded central control of Iraq's border crossings with Turkey, all of which are inside the Kurdish autonomous region itself.A Kurdish official said Kurdish security forces known as Peshmerga had successfully beaten back an advance by Iranian-backed pro-government paramilitaries in the region of Rabi'a, 40 kilometers (25 miles) south of the Fish-Khabur border area.Fish-Khabur is strategically vital because oil from both Kurdish and government-held parts of northern Iraq cross at a pipeline there into Turkey, the main route out of the area for international export, crucial for any Kurdish independence bid.Abadi told a news conference in Baghdad he will discuss the issue of the border crossing with his Turkish counterpart Benali Yildirim on Wednesday in Ankara.The fighting so far has taken place outside the Kurdish autonomous region, but Fish-Khabur is located within it, so any assault on the border crossing would mark a major escalation, bringing government troops into undisputed Kurdish territory.Crude oil flowing through the Iraqi Kurdistan pipeline to Turkey's port of Ceyhan were up slightly at 300,000 barrels per day on Tuesday, about half the level before the Iraqi takeover of Kirkuk, a shipping source in London said. The pumping rate has risen by about 50,000 bpd since Monday.-TRICKY FOR WASHINGTON-An Iraqi military spokesman denied there had been any clashes in the area. Unseasonably warm weather in parts of Canada may deprive some areas of one of their trademark natural attractions — rich fall colours.A forestry expert says the vivid red leaves that draw crowds of tourists to areas of Ontario and parts of Quebec are triggered by bright sunshine combined with cold temperatures.Sean Thomas, a professor of forest ecology at the University of Toronto, says trees start breaking down the chlorophyll in their leaves in the fall in order to draw out nutrients such as nitrogen and store them over the winter.He says chlorophyll is what gives leaves their green colour, so as it is broken down, other pigments such yellow and orange are revealed.Thomas says that process can produce other chemicals that damage plant tissues if exposed to UV radiation.To protect leaves from UV rays, Thomas says red pigments — a trademark of sugar maple trees, among others — emerge as a type of "leaf sunscreen.""The need for that protection is even more acute under cold temperatures," he said. "So those things together, high light plus cold temperature, also have evolved to be the trigger for synthesis of anthocynanins (red or purple pigments)."This year, however, the weather conditions have disrupted the typical process."It's been unseasonably warm and so the trees haven't received the signal that they usually would have," Thomas said. "And it's been a bit cloudy too."Some trees were set off by a bout of cold weather in early September before the mercury rose again, but those that weren't are more likely to just turn yellow as they prepare for winter, he said.If the leaves start to die before the tree can extract nutrients from them, in case of a sudden frost for example, then they simply turn brown, he said.A drop in temperature now probably wouldn't do much to bring out the dramatic reds, Thomas said."There's kind of a time window when that can happen and that's probably passed now," he said.The lack of bright fall colours, however, doesn't indicate poor tree health, Thomas noted."The fact that the trees aren't synthesizing the red pigments, that's not necessarily a bad thing for them," he said. "It's a bad thing for tourism in the autumn, but it's not necessarily a signal that the trees are unhealthy."Trees aren't the only ones affected by the heat — bugs are also missing their normal seasonal cues.Insects that would typically have migrated south or prepared for overwintering by now, including mosquitoes and wasps, are sticking around longer, said Jeremy McNeil, a biology professor at the Western University in London, Ont.That could have a significant impact on next year's populations if some are caught unawares by a blast of cold weather, McNeil said."Whether that's good or bad will depend on what species it is and who you are," he said.We may not mourn the loss of some insects, but a sharp drop in numbers can have a ripple effect on other species that feed on them or rely on them for pollination, he said.Paola Loriggio , The Canadian Press.

American officials investigating after Air Canada flight lands without approval-[The Canadian Press]-YAHOONEWS-October 24, 2017

SAN FRANCISCO — American aviation officials are investigating after an Air Canada flight from Montreal landed on a San Francisco runway after being told not to.Federal Aviation Administration spokesman Ian Gregor says Air Canada flight 781 was inbound to San Francisco International Airport on Sunday night and was initially cleared for landing.But Gregor says air traffic control later instructed the Air Canada crew to abort the landing because the controller wasn't sure whether a previous flight would have completely cleared the runway before the Air Canada jet reached it.He says the Air Canada crew did not acknowledge any of the controller's instructions over the radio, so a supervisor then used a red light gun to alert the crew not to land.But again, the crew didn't respond, and Gregor says the flight landed immediately.After landing, the Air Canada crew told the control tower that they had a radio problem.Gregor says that a radar replay showed the previous arrival was clear of the runway when the Air Canada flight landed.Representatives from Air Canada did not immediately respond to a request for comment.The Canadian Press.

Gallant says New Brunswick to have carbon pricing that respects economy-[The Canadian Press]-YAHOONEWS-October 24, 2017

FREDERICTON — New Brunswick Premier Brian Gallant says his government will introduce carbon pricing that helps combat climate change while respecting his province's economic realities.He says the pricing model will minimize the impact on consumers while calling on industry to reduce emissions or pay its fair share.Gallant says legislation on climate change and carbon pricing will be introduced in the new session of the legislature that opened today with a throne speech read by Lt.-Gov. Jocelyne Roy-Vienneau.In the speech, Vienneau says the government plans to help grow the economy by further reducing the small business tax rate and launching a new strategy aimed at maintaining and growing New Brunswick's population.The speech also says the government plans to spend more on educational infrastructure, introduce legislation to deal with the legalization of recreational marijuana, and help seniors stay in their own homes longer.The speech makes no mention of a recent property assessment scandal, but Gallant says he's waiting for the auditor general to complete her review of the system before making any changes.The Canadian Press.

Defense Minister Avigdor Liberman on Monday said four rockets fired from Syria that landed in the Golan Heights over the weekend were intentionally fired at Israel by the Hezbollah terror group and were not spillover from the fighting in Syria.“We are not talking about spillover. This is directed fire carried out by Hezbollah with [Syrian dictator Bashar] Assad’s permission, in an attempt to draw us into a conflict,” said Liberman at a faction meeting for his Yisrael Beytenu party in the Knesset.The defense minister said Hezbollah leader Hassan Nasrallah personally ordered the firing of the rockets and said Israel holds Syria responsible for what happens in the territory under their control.“We want to say that we see Assad as responsible for any rocket fire from his territory,” he said.He also called on Russia, one of the Assad’s regime’s top military backers, “to restrain Hezbollah” and said the incident over the weekend “was another example of why [Hezbollah] needs to be removed from the area as quickly as possible.”The Israel Defense Forces initially said the rockets that landed in the Golan early Saturday were spillover from the fighting in Syria. Israel fired back into Syria, hitting three rocket launchers, in response to the rocket fire and warned that further fire would prompt a more intensive response.Later Saturday, however, military sources said the rockets appeared to have been deliberately fired at Israel.Channel 2 reported Saturday that although the IDF officially referred to “spillover” fire in its statements, there was “a growing sense” in the army that the Syrian fire was deliberate.There was no fighting going on in Syria at the time of the fire, the TV report said. It added that the area from which the rockets were fired is under the control of the Syrian army. President Reuven Rivlin on Monday welcomed the European Union’s new envoy to Israel, hailing bilateral relations but also admonishing the organization for its approach to the Israeli-Palestinian conflict.“Israel is part of Europe,” Rivlin told Emanuele Giaufret minutes after Giaufret presented him with his letter of credence, thus formally starting his term. “We’re very happy to be in Asia, we’re very happy to be in the Middle East, but we actually are connected with Europe.”Rivlin then proceeded to speak of the common fight against terrorism and anti-Semitism before addressing the “real tragedy” that is Israel’s ongoing conflict with the Palestinians.“Unfortunately, from time to time you really believe that by forcing either the Israelis or the Palestinians, you can bring to an end the conflict,” Rivlin told Giaufret. “Unfortunately, there are no shortcuts, and you know it very well. And we have to find a way to make it possible for both sides to understand that both sides have to face reality.”Israeli officials often complain about what they perceive as the EU’s preoccupation with the Israeli-Palestinian conflict and accuse Brussels of a pro-Palestinian bias. US President Donald Trump’s administration will shortly unveil a formal proposal for Middle East peace that aims to enable a “comprehensive regional arrangement,” but that will not be imposed on the sides, and that will not feature a rigid timetable, Israel’s Channel 2 news reported on Sunday evening.The proposal has been drawn up on the basis that Palestinian Authority President Mahmoud Abbas is a credible leader who genuinely seeks a permanent accord, the report said, quoting unnamed sources in the Trump administration.The sources said that, were that not the case, the Trump peace team would not have spent so much time on the issue.The TV report said the US proposal would be aimed at bringing Arab states to the peace table with Israel, and that its components would be open to negotiation by all sides.Such an approach would apparently represent a departure from previous US peace efforts, which focused primarily on Israeli-Palestinian negotiations.Prime Minister Benjamin Netanyahu has argued repeatedly that progress on the Palestinian front can be best achieved in the wider context of warming Israeli ties with Arab states.President Donald Trump’s administration aims to act quickly and efficiently to advance the goal of a comprehensive regional deal, but will not impose an “artificial timetable” and will not seek to impose terms, the TV report said. Germany said Monday it is ready to formally sign on the controversial sale of three submarines to Israel that was stalled in the course of an ongoing investigation into alleged corruption and bribes to seal the deal.The purchase of the Dolphin-class submarines, costing a total of 2 billion euros, has been mired in controversy since it came to light that a close ally of Prime Minister Benjamin Netanyahu was representing the German company that manufactures them. A probe led to an ever-expanding investigation that saw several senior officials arrested or probed by police.Chancellor Angela Merkel’s spokesman, Steffen Seibert, said the government plans to sign an agreement later Monday on German participation in financing three new vessels, as in previous deals.Seibert, who noted “our historical responsibility toward the State of Israel,” said the two sides agreed not to disclose details.Israeli media has  reported that the agreement had been amended to allow Germany to pull out if the deal were found to have been corrupt at high levels.Israel and Germany were previously set to sign a memorandum of understanding in July but Germany imposed a freeze due to the investigation.The initial sale agreement was replaced with one that is said to include language precluding the sale if impropriety is found.The three new submarines are to replace three old ones in a decade and bring the number of new submarines at Israel’s disposal to six.Dubbed Case 3000, the corruption investigation centers around Miki Ganor, who had been the local representative of German shipbuilder ThyssenKrupp. After being identified as a key suspect in the case, Ganor turned state’s witness in July.Investigators suspect that Ganor, along with former National Security Council deputy head Avriel Bar-Yosef, paid bribes in connection with the decision to buy three submarines from ThyssenKrupp, despite opposition from the Defense Ministry.They also reportedly influenced decisions to buy naval corvettes to protect Israel’s offshore gas fields and awarded ThyssenKrupp a contract to service other naval vessels.While Netanyahu is not suspected in the case, his personal lawyer, David Shimron, has been questioned several times by Lahav 433, the police anti-corruption unit.Ganor has reportedly claimed that Shimron (who was also his attorney) was to receive 20 percent of his own commission of $45 million. Shimron was hired by Ganor to negotiate the ship and submarine purchases.In a statement given to his attorneys, Shimron reportedly denied he was to receive a cut from the deal beyond his legal fees.When he turned state’s witness, Ganor was suspected of fraud, money laundering and conspiracy to commit a crime. An attempt to smuggle thousands of military tactical shooting gloves into the Gaza Strip was thwarted by border crossing officials, the Defense Ministry said Monday.The gloves were hidden in a shipment marked as clothing and brought to the Kerem Shalom crossing on Sunday, the ministry said in a statement. Security checks carried out by border control staff uncovered the gloves.Officials believe the gloves, which help users maintain a better grip on a gun and also protect the hands during combat operations, were intended for the Hamas terror group, which has controlled the Gaza Strip for over a decade.IDF Col. Fares Attila, head of the Defense Ministry’s Coordination and Liaison Department, said Hamas was trying to exploit Israel’s regulations regarding civilian goods in order to stock its military.“The Hamas terror group tries time and again to use Israeli civilian policies for the terror purposes it is advancing at the expense of the civilian population in the Gaza Strip,” he said. “We will continue to thwart and prevent exploitation of the civilian policies for terror purposes and the needs of the Hamas terror organization.”The truck that was transporting the shipment and the rest of its goods was impounded by the joint task force responsible for combating attempts to smuggle goods into the Gaza Strip, the statement said.The task force is made up of representatives from the Defense Ministry’s Coordinator of Government Activities in the Territories (COGAT), Shin Bet security service, Israel Police, the Tax Authority and the Crossing Authority.“Attempts to smuggle military equipment into Gaza are part of the daily war that is mostly hidden from the public eye and is carried out by the best of security checkers,” said Ami Shaked, the head of the Kerem Shalom Crossing Authority.The announcement of the smuggling attempt as Israel has been registering its stark disapproval of a recent power sharing agreement between Hamas and the Fatah-led Palestinian Authority that does not mandate the disarmament of Hamas.In October, Defense Ministry Crossing Authority officials intercepted a shipment of military-style boots bound for the Gaza Strip that had been hidden inside colorful, cartoon-adorned slippers.Thousands of olive green, black and camouflage army boots, made by the specialty Magnum Boots and Apparel company, were sewn inside bedroom slippers decorated with various emojis, simple cartoons that are often used in social media and smartphone messages.They were discovered while the shipment was being inspected at the Kerem Shalom crossing.Also on Monday, the IDF said it apprehended a man who crossed the border fence into Israel from the southern Gaza Strip.
