SONOMA, Calif. — Wildfires already well on their way to becoming the deadliest and most destructive in California history could gain momentum Thursday and erase even the modest gains firefighters have made.Steady winds with gusts up to 45 mph (72 kph) with nearly non-existent humidity are expected to descend on the areas north of San Francisco where at least 23 people have died and at least 3,500 homes and businesses have been destroyed."It's going to continue to get worse before it gets better," state fire Chief Ken Pimlott said Wednesday.Entire cities had evacuated in anticipation of the next wave, their streets empty, the only motion coming from ashes falling like snowflakes.They included Calistoga, the historic resort town of wine tastings and hot springs, whose 5,300 people are all under evacuation orders. SANTA ROSA, Calif. — Searches for the missing amid California's storm of wildfires have been marked mostly by confusion.Even establishing a decent estimate of the unaccounted-for has proved too difficult, with authorities citing wildly disparate figures within a single day Wednesday, though all were in the hundreds.Some of the missing are only struggling to reach loved ones because of communication problems. Others have been counted twice, inflating the numbers."We get calls and people searching for lost folks and they're not lost, they're just staying with somebody and we don't know where it is," said Napa County Supervisor Brad Wagenknecht.But authorities say others will almost certainly be added to the death toll, now at 23.Sonoma County Sheriff Robert Giordano said his investigators were beginning to work the missing-persons cases one at a time, but they're limited to looking in the "cold zones" they could reach.With many fires still raging out of control, authorities said locating the missing was not their top priority."We can only get so many places and we have only so many people to work on so many things," he said. Volcanic eruption in Japan spreads ash in 4 cities, towns-[The Canadian Press]-YAHOONEWS-October 12, 2017

TOKYO — A volcano in southwestern Japan is erupting for the first time in six years, spewing ash over nearby farms, cities and towns.Japanese broadcaster TBS showed elementary school students wearing helmets and masks Thursday on the way to their school at the foot of the Shinmoedake volcano. Residents also described hearing rumbles from the volcano and ash fell in at least four cities and towns in Miyazaki prefecture.Street cleaners swept ash from city streets, and farmers used leaf blowers to clear the growing piles of ash from the tops of their plastic greenhouses.The volcano on the border of Kagoshima and Miyazaki prefectures started erupting Wednesday for the first time in six years.On Thursday, an ash plume rose 2,000 metres (6,560 feet) from the crater, the Japan Meteorological Agency said.The agency has raised the volcanic alert level from 2 to 3 on a scale of 5. Level 3 warns people to not approach the volcano.It said pyroclastic flow, which is an emission of hot gases and volcanic matter at high speed, is possible within 2 kilometres of the crater. Emissions of ash and volcanic rocks were forecast through Friday for a wider area, but the locations at risk would depend on wind conditions and altitude.The seismically active area around the Pacific known as the "Ring of Fire" includes active volcanoes in Japan as well as two causing mass evacuations in Indonesia and Vanuatu in recent weeks.The Associated Press.

Oct, 16:17-The European Commission is piling on pressure to complete the banking union, first proposed in 2012, by the end of next year, as part of a broader plan to prevent a repeat of the financial crisis.EU commission vice-president Valdis Dombrovskis told reporters in Brussels on Wednesday (11 October) that the aim, among other things, is to make sure taxpayers are not first in line to pay for a banking crisis."As long as financial ties between banks and their sovereigns remain as close as they are today, there is still unfinished business," he said.Neither the Council of the EU, representing member states, nor the European Parliament, have managed to reach an agreement on the banking union despite around two years of talks.The commission is now hoping to speed up the co-legislators by putting forth a series of measures, described by Dombrovskis as "ambitious but realistic" in terms of getting the banking union up and running in 2018."We hope that today's proposals will serve as food for thought for the co-legislators," he said.But the EU commission's ideas appear to water down state access to safety nets and reduce the sharing of banking risks, which may be part of an effort to appease German demands.First, it is asking co-legislators to adopt the risk reduction measures that had been presented last November.Second, it also wants to further reduce the share of bad bank loans, so-called non-performing loans (NPLs). Since mid-2014, the share of bad loans have been reduced from 6.7 percent to 4.5 percent."We need to accelerate this trend and prevent the stock from building up again," noted Dombrovskis.The EU executive wants to reach a consensus on a European deposit insurance scheme or EDIS, which would collect funds from banks to guarantee each depositor around €100,000.The commission is proposing a gradual phasing in of EDIS, as a means of also unblocking talks between the co-legislators. This includes making EDIS conditional on a bank health checks "to confirm legacy issues from the crisis have been dealt with."It wants a so-called "backstop" or safety net - already agreed some four years ago but not yet operational - to guarantee the stability of the single resolution mechanism, which helps to restructure failing banks."As a last-resort tool, this backstop would only intervene after private creditors have born losses," said Dombrovskis.He noted that support has emerged among eurozone finance ministers in the Eurogroup to use the European Stability Mechanism (ESM) - the Luxembourg-based eurozone emergency fund - as a safety net for a single resolution fund.The commission is set to follow up on the ESM idea in December, in a separate package on deepening Europe's and the EU's monetary and economic union.On Wednesday, it also proposed plans to help banks diversify their holdings on sovereign bonds, and issued a report on the single supervisory mechanism.

Army schedules hearing to consider Bergdahl guilty plea-[The Canadian Press]-YAHOONEWS-October 12, 2017

RALEIGH, N.C. — The U.S. Army has scheduled a hearing next week for Sgt. Bowe Bergdahl to enter an expected guilty plea to charges that he endangered comrades by walking off his remote post in Afghanistan in 2009.The Army announced that Bergdahl, who's from Hailey, Idaho, will appear before a judge at Fort Bragg on Monday. The news release says Bergdahl has informed the court that he intends to enter a plea. The announcement didn't elaborate on the plea.But last week, two individuals with knowledge of the case told The Associated Press that Bergdahl is expected to plead guilty to desertion and misbehaviour before the enemy. They weren't authorized to discuss the case and demanded anonymity.It wasn't clear if Bergdahl has made a deal with prosecutors to limit his punishment.Jonathan Drew, The Associated Press.

VILLA CUAUHTEMOC, Mexico — Just like any other day, Dr. Jessica Sevilla Pedraza went to work at the hospital that morning, came home for a quick lunch and then left again. The plan was to see more patients, hit the gym and be back in time for her usual dinner with dad before he went to his night-shift job.Instead a hospital co-worker showed up at the family's door in the evening. She said a man had come in with a bullet wound in his leg and told doctors he had been with Sevilla when gunmen intercepted them, shot him and took off with the doctor in her own car."Ma'am," the woman told Sevilla's mother, Juana Pedraza, "it's my duty to tell you that we cannot locate your daughter."Two days later Pedraza identified 29-year-old Jessica's body at the morgue. She had been shot in the head and decapitated, and the skin had been flayed from her skull."I can't understand why," Pedraza said. "Why so much fury? Why so much hate?"Sevilla's gruesome death was part of a wave of killings of women plaguing the sprawling State of Mexico, which is the country's most populous with 16 million residents and surrounds the capital on three sides. The crisis of femicides — murders of women where the motive is directly related to gender — prompted the federal government to issue a gender violence alert in 2015, the first for any Mexican state, and has recently prompted outcry and protests.Sometimes the deaths are caused by domestic abuse. Other killings appear to be opportunistic, by strangers. Often the bodies are mutilated and dumped in a public place — which many read as a message to other women: There is no safe place, time of day or activity.The week before Sevilla's killing, 18-year-old Mariana Joselin Baltierra vanished when she walked to the corner store in Ecatepec, a hardscrabble suburb of Mexico City. Her body was found in a butcher shop next door; she had been sexually assaulted and disemboweled. The suspect, an employee at the butcher shop, allegedly took the money in the register and fled. He remains at large.In June, Valeria Teresa Gutierrez Ortiz, 11, disappeared in Nezahualcoyotl after taking a public bus home from school. She was later found dead in the abandoned vehicle, partially clothed and with signs of sexual assault. The bus driver was arrested for the killing. Three days later he was found dead in his cell with a cord around his neck.The State of Mexico officially ranks second to the nation's capital with 346 killings classified as femicides since 2011, according to government statistics. Dilcya Garcia Espinoza de los Monteros, deputy state prosecutor for gender violence crimes, said femicides fell by about a third between January and July this year compared with the same period in 2016, but that can hardly be read as an indicator of improvement."We should not fall into this incomplete dance of figures where if we see an increase we believe we have to work extra hard and if there is a decrease we have no more work to do," Espinoza said. "This problem is difficult to eradicate because it is rooted in ideas that assume that we as women are worth less than men, that we as women can be treated like trash."The government's classification of "femicide" allows significant room for interpretation, and many say the official figures are understated and unreliable. In Argentina, a coalition of activists, artists and journalists started a movement known as Ni Una Menos, or Not One Less, after a spate of killings. The name came from a poem about the killings in Ciudad Juarez by Mexican writer Susana Chavez, who herself was slain in 2011."Ni Una Menos" has become a widely used hashtag on social media in many places as more women turn up dead — as in the case of 19-year-old Mara Castilla, who disappeared after using a ride-hailing service in the central Mexican state of Puebla. The driver was arrested after it was determined that he never dropped her off at her house. Thousands of people gathered in Mexico City to protest her murder.In Nezahualcoyotl, a group called Nos Queremos Vivas, or We Want to Stay Alive, sprung up after Valeria Gutierrez's murder. It has organized marches and a self- defence workshop at a high school where 70 per cent of the students are girls.At one class, students threw punches and kicks on an indoor soccer court — and talked about learning to be afraid from a young age."I don't feel safe. ... A woman cannot walk down the street freely because there are always people, men, who start harassing you, who try to touch you just because you're wearing shorts or tight jeans," said Monica Giselle Rodriguez, 15."We want to help them prepare in case they have to defend themselves," martial arts instructor Cristofer Fuentes said.Jessica Sevilla's mutilated body was found on a highway about 20 miles (30 kilometres ) from where she was last seen alive at a gas station in her red, brand-new Mazda. Reconciliation talks between rival Palestinian factions Hamas and Fatah are for now ignoring the thorny issue of the future of the terror group’s military wing and weaponry, and with the help of Egypt are concentrating first on asserting the Palestinian Authority’s power in the Gaza Strip, including control over the border with Egypt, according to statements by officials and Arabic media reports.On Wednesday, Azzam al-Ahmad, the official leading the Fatah faction’s delegation, told the Pan-Arab daily Asharq al-Awsat that “Egypt has made unprecedented efforts towards the reconciliation…due to the changing regional and international political stances.”Egyptian President Abdel Fattah el-Sissi has thrown his weight behind the talks, saying last week that Palestinian reconciliation is “preparation for a just peace between Palestinian and Israeli sides.”The talks began in the headquarters of the Egyptian intelligence in Cairo on Tuesday and will last for two-three days, a Fatah spokesperson said.On Tuesday, Ahmad said “empowering the government in Gaza” would be the main point of the current talks.The Palestinian daily al-Quds reported on Wednesday that Egypt presented each side with 22 items for dealing with this stage of the reconciliation process, including a US-backed international conference in the Egyptian town Sharm el-Sheikh, with a regional presence.The Egyptians reportedly also proposed a new round of talks in Cairo in a month, which would be followed by Palestinian Authority President Mahmoud Abbas spending a a few days in his presidential headquarters in Gaza.Lastly, the al-Quds report said Egypt plans to reopen its embassy in Gaza, which will include a security attache who will facilitate solving security issues between the two sides. The Egyptian delegation in Gaza would also help facilitate movement through the Rafah border crossing, as well as help to solve the electricity and water crises currently plaguing the Strip.Gaza currently receives just several hours of electricity a day after Abbas decided in March to reduce funding to the Strip by around 22 percent, in an attempt to coerce the Hamas terror group into ceding power.According to the Asharq al-Awsat report, in this first round of negotiations, Hamas is aiming to reverse some of the measures enacted by the PA through the reduced funding, including those affecting thousands of Gaza government employees who had their salaries slashed or were fired.A Fatah official in Cairo, Samih Barzaq, told Asharq Al-Awsat that the measures taken by the PA against Gaza employees would be lifted “very soon.”The two sides remain sharply at odds, however, over the future of Hamas’s 25,000-strong armed wing, which the terror group says is nonnegotiable.Abbas has said he won’t allow any unity government to be formed without all Palestinian weapons coming under the control of the PA.Meanwhile, Hamas leader Ismail Haniyeh said the weapons of the “resistance” — referring to the terror group’s army — would not be given up until the conflict with Israel is ended.Haniyeh did say, however, that the decision of whether to go to war with Israel would be a collective Palestinian decision.On the issue of Hamas’s weapons, Ahmad, who is in charge of the reconciliation issue for Fatah, said it was not necessary to discuss the matter at this stage.“We have crystal clear agreements before and after the division, and there is no need to talk about unnecessary things such as the weapons of resistance and the employees. The United Nations cultural arm unanimously agreed to delay voting on a pair of anti-Israel resolutions on Wednesday, as the body convened at a summit this week to pick a new head.The delay of the measures was a significant diplomatic achievement for Israel, with the Foreign Ministry noting it was the first time no anti-Israel resolutions were passed at a UNESCO session since 2011.Israel’s Ambassador to UNESCO praised the decision to push off the votes and the Israeli efforts behind it, but said Israel would need to continue to be vigilant ahead of the next time the body meets.“The achievement today was the fruit of three years of hard, exhausting and frustrating diplomatic work,” Carmel Shama-Hacohen said in a statement. “From this moment on we have already turned to the next round and there is no reason to rest on our laurels.”The resolutions approved Wednesday, known as 202 EX/39 and 202 EX/38, pushed off the two anti-Israel items until UNESCO’s next session in April 2018.While Israel was concerned Iran would scupper the agreement to postpone the measures, the decision to delay them was approved unanimously.One of the resolutions postponed on Wednesday is similar to one passed in May that downplays Jewish links to Jerusalem. A Lebanese military source on Tuesday rebuffed claims by Israel’s defense minister that the Lebanese Army is controlled by the Hezbollah terror group, saying such a statement “cannot be taken seriously.”Defense Minister Avigdor Liberman on Tuesday said the next war in Israel will see the Israel Defense Forces fighting against a coordinated Syrian-Lebanese front as well as on the southern front with Hamas-controlled Gaza. He added that the Lebanese army has been fully integrated with Hezbollah and follows Hezbollah’s orders. “The Lebanese army has become an integral part of the Hezbollah apparatus under its command,” Liberman said.Speaking to the Lebanese daily Al Joumhouria, the Lebanese military source said Liberman’s statements were “totally contrary to reality” and “hold contradictions up to a degree that they cannot be taken seriously.”The source asserted that “the Lebanese army has total independence and is subject to the decisions of the political authority, and its leadership is the sole arbiter of its military policy.”“The United States and the United Kingdom provide generous military assistance to the Lebanese army and they ensure its continued armament and express their confidence in it. It’s either an intricate forgery, or the archaeological find of the decade. A team of scholars of the ancient Luwian language have deciphered a 29-meter-long hieroglyphic inscription from the Late Bronze Age more than 3,000 years ago, which is the only contemporary account of the fall of the Hittite Empire and the rapacious conquering of the biblical “Sea Peoples” as far south as Ashkelon.And the back story of what may prove to be a missing link in the understanding of Levantine civilization is equally interesting.Only in June of this year, Swiss geoarcheologist Dr. Eberhard Zangger, president of the Luwian Studies foundation, was made aware of a 15-centimeter stack of documents — illustrations and translation notes — about the limestone frieze which was originally found in 1878 in the village of Beyköy, approximately 34 kilometers north of Afyonkarahisar in modern Turkey.The longest known hieroglyphic inscription from the Bronze Age has disappeared, however, and is said to be under lock and key in a Turkish national collection at an undisclosed location. What remains is an illustration copy created by the French archeologist Georges Perrot based on stones retrieved by local peasants during the 1878 dig. Subsequently, the villagers apparently used the stones as the foundation of their local mosque.In the 1950s, the inscription resurfaced when a joint Turkish-United States team of Luwian scholars sat to translate the myriad inscriptions which had been found in the 19th century and had sat in the Ottoman Empire collections. The scholars’ team disbanded in 1984 and their findings were never published. As they died, their work was almost forgotten.In 2012, the final scholar, the English prehistorian James Mellaart died. While desposing of his estate, son Alan found the documents surrounding this inscription and gave them to Zangger in June. A first publication in the TALANTA archaeological journal based on initial findings is due to be published in December. There, Zangger and the Dutch linguist and Luwian language expert Dr. Fred Woudhuizen “will present a transcription, a translation, a detailed commentary, and the remarkable research history of the find,” according to a press release from the Luwian Foundation.In a brief conversation with The Times of Israel, Zangger emphasized that there’s an unfinished argument over whether the inscription is authentic or not. While more research is needed, especially since the original frieze is unavailable to scholars, he said, “We think it’s too long and complicated and grammatically correct to have been forged by anybody.”In terms of its significance, the frieze is unprecedented: “If it’s authentic, it means there is a contemporary account of what happened during the collapse of the Hittite civilization,” said Zangger.According to the scholars, the inscription was commissioned by the Great King of Mira, Kupanta-Kurunta, who ruled a Late Bronze Age state in western Asia Minor. Circa 1190 BCE, Kupanta-Kurunta ordered his armies to invade the vassal states of the Hittites in the east.According to the press release, “After successful conquests on land, the united forces of western Asia Minor also formed a fleet and invaded a number of coastal cities (whose names are given) in the south and southeast of Asia Minor, as well as in Syria and Palestine… The Luwians from western Asia Minor advanced all the way to the borders of Egypt, and even built a fortress at Ashkelon in southern Palestine.”The Sea People advanced all the way to Ashkelon and built a fortress-Zangger told The Times of Israel, “There are 150 place names mentioned in the text, 50 of those can be identified today.” Ashkelon, he said, is likely the only Palestine-based city mentioned in the inscription.“The Sea People advanced all the way to Ashkelon and built a fortress there,” he said.Who the “Sea People” are, he said, is a matter of interpretation. Some consider them the biblical Philistines. In Hebrew, they are called “Plishtim” (or invaders) in the Bible. Some scholars identify this people as the Philistines, but he is “agnostic” about this issue.“I think that the models we have used from the past [for the Philistines], we can see from the documents, are too simplistic, but we need more time to analyze,” said Zangger.Unfortunately, said Zangger, there are no other accounts after 1193 BCE of this civilization. “This the first.”But potentially not the last: the pile Zangger was given in June includes other illustrations of inscriptions which have not yet been translated. While they have no solid photographic evidence disproving forgery, “according to the sources what is shown in these documents actually exists in Turkey,” he said.If proven authentic, this trove represents “one of the most special finds in archaeology today,” said Zangger.

Dozens of rifle grenade projectiles and thousands of bullets were stolen from an IDF base in the north of the country in the second such incident since the beginning of the month.The break-in was discovered at the base’s ammunition bunker on Tuesday.An initial probe found that 24 rifle grenades and some 2,000 5.56-millimeter bullets, the kind used in the IDF’s most commonly deployed assault rifles, including variants of the M-16, the Tavor and the Galil, were missing, Channel 2 reported. The rifle grenades are designed to be launched from the M-203 grenade launcher designed to be mounted under the barrel of an assault rifle.Military police have opened an investigation into the theft.The report did not say if the theft was from the same base that was hit earlier this month.On October 2, the army said that a diverse cache of military weaponry was stolen from an armory on a base in northern Israel some time the day before or during the night.The stolen equipment included anti-tank mines, ammunition for assault rifles, explosive charges and detonators.Soldiers serving on the base discovered signs that someone had broken into the armory, and weaponry was also found to be missing.“The Military Police and [the base’s] commanders opened an investigation into the incident,” the army said at the time.For years, the army has struggled to stop thieves from making off with military-grade weaponry. (Reuters) - Fast-moving wildfires raging across Northern California's wine country have killed 17 people, left about 150 missing and destroyed 1,500 homes, wineries and other structures, state fire officials said on Tuesday.The flames from 17 major blazes have blackened more than 115,000 acres (46,500 hectares) since fires broke out on Sunday amid hot, dry conditions and high winds.The Sonoma County Sheriff's Office said 11 of the fatalities were in its jurisdiction, where 155 people were still missing, although 45 others had been found and some of those unaccounted for may be due to confusion surrounding evacuations.In Napa County, the dead included 100-year-old Charles Rippey and his wife, Sarah,, 98, according to the county sheriff's office. No other details on that incident or the other fatalities were immediately available.Crews took advantage of cooler temperatures, lower winds and coastal fog on Tuesday to make headway against the fires but cautioned that homes, wineries and other structures remained at risk."We need to jump on it and take advantage of this lull before any other wind jumps up," said Steve Crawford, a CAL FIRE operations chief, at an afternoon briefing. "There's a lot of devastation out there, people running around who just lost everything."North of San Francisco, the fires reduced houses to ashes in several communities. The city of Santa Rosa was particularly hard hit by the so-called Tubbs Fire, which damaged a Hilton hotel and destroyed a mobile home park.Tens of thousands of residents were forced to flee, as schools closed and at least two hospitals in Sonoma County were temporarily shuttered.Napa Valley Vintners, a trade group with 550 members, said it was too early to estimate the economic impact of the fires. SANTA ROSA, Calif. — The flames that raced across California wine country left little more than smouldering ashes and eye-stinging smoke in their wake. House after house is gone, with only brick chimneys and charred laundry machines to mark sites that were once family homes.The wildfires burned so hot that windows and tire rims melted off cars, leaving many vehicles resting on their steel axles. In one driveway, the glass backboard of a basketball hoop melted, dripped and solidified like a mangled icicle.Newly homeless residents of Northern California took stock of their shattered lives Tuesday while the blazes that have killed at least 17 people and destroyed more than 2,000 homes and businesses kept burning. Hundreds more firefighters joined the battle against the uncontained flames."This is just pure devastation, and it's going to take us a while to get out and comb through all of this," said Ken Pimlott, chief of the California Department of Forestry and Fire Protection. He said the state had "several days of fire weather conditions to come."The wildfires already rank among the five deadliest in California history, and officials expected the death toll to increase as the scope of destruction becomes clear. At least 185 people were injured during the blazes that started Sunday night. Nearly 200 people were reported missing in Sonoma County alone.Seventeen wildfires raged Tuesday across parts of seven counties. Fire crews and other resources were being rushed in from other parts of the state and Nevada.More than 240 members of the California National Guard helped ferry fuel to first responders because so many gas stations were without power. Most evacuations were lifted in Anaheim, Orange and Tustin, with just a few roads still off-limits.Crews managed to stop the fire from growing and had surrounded more than a quarter of the fire area.However, fire engines were still protecting neighbourhoods around the clock."We can't afford to let one spark, one ember get into any of these homes," Orange County fire Capt. Tokyo (AFP) - Mount Shinmoedake in southern Japan erupted for the first time in six years Wednesday, shooting a plume of ash several hundred metres into the air and sparking warnings to local residents.People were ordered to stay away from the volcano after it rumbled to life at 5:34 am (2034 GMT Tuesday) as Japan's Meteorological Agency said air blasts caused by the eruption could shatter windows."The ash plume reached a height of 300 metres (1,000 feet) when the volcano erupted," an agency official told AFP, adding that the eruption would continue and "become more active".Ash deposits would spread as far as two kilometres from the crater, the agency warned.Authorities raised its alert to level three, meaning that locals should avoid approaching the volcano. They detected 90 small tremors on October 5 near the mountain, which featured in the 1967 James Bond film "You Only Live Twice".Japan, with scores of active volcanoes, sits on the so-called Pacific "Ring of Fire" where a large proportion of the world's earthquakes and volcanic eruptions are recorded.On September 27, 2014, Japan suffered its deadliest eruption in almost 90 years when Mount Ontake, in central Nagano prefecture, burst unexpectedly to life.An estimated 63 people were killed in the shock eruption which occurred as the peak was packed with hikers out to see the region's spectacular autumn colours.

And this is the route I am committed to traveling," he told the Catalan parliament on Tuesday (10 October), in a much awaited speech nine days after the 1 October independence referendum."Arriving at this historic moment," he said, "I take it upon myself to say ... that the people have determined that Catalonia should become an independent state in the form of a republic."He added, however, that he would ask the Catalan parliament to "suspend" the declaration of independence "so that in the coming weeks we may begin a dialogue without which it is impossible to arrive at an agreed solution.""We must keep [the referendum's] results in mind during the period of dialogue which we are willing to open," he said, adding that this was "a gesture of responsibility" from his government "to de-escalate tension".The Catalan leader, together with 61 deputies from his Junts pel Si (Together for Yes) coalition and 10 deputies from the far-left CUP party, later signed a declaration of independence. The CUP, a far left independist party that supports the ruling coalition, was said to be unhappy about some parts of the speech.A rumour was that European Commission president Jean-Claude Juncker was on the phone with the Catalan leader, but the Commission quickly denied that, saying it was "fake news".In his speech in Brussels, Tusk said that he has asked Rajoy to look for dialogue, "because the force of arguments is always better than the argument of force."'Implicit' declaration-Puigdemont's failure to explictely declare independence triggered some criticism fro his CUP ally, which asked for a deadline of "more or less a month" before implementing independence.On Tuesday evening, the Spanish government rejected what it said was an "implicit declaration of independence"."Neither Mr. Puigdemont nor anybody else can claim to impose mediation," deputy prime minister Soraya Saenz de Santamaria said in the evening. "Any dialogue between democrats has to take place within the law,"Rajoy met the leader of the opposition, Pedro Sanchez from the Socialist Party, to discuss the next steps.A ministers' meeting was called at 9AM on Wednesday, where Rajoy will decide whether to trigger Article 155 of the constitution, the clause that allows him to suspend Catalonia's autonomy.

"I could feel them pass right behind my head."It was kind of relentless so I called over the radio what was going on," he said. "As soon as the shooting stopped we made our way down the hallway and took cover again and then the shooting started again."Police said Monday they believe gunman Stephen Paddock shot a hotel security guard through the door of his suite six minutes before he unleashed a barrage of bullets into the crowd of concert-goers, killing 58 people and injuring hundreds more.The injured guard used his radio and possibly a hallway phone to also call hotel dispatchers for help.That account differs dramatically from the one police gave last week when they said Paddock fired through the door of his room and injured the unarmed guard after shooting into the crowd.The company that owns Mandalay Bay has questioned the new timeline."We cannot be certain about the most recent timeline," said Debra DeShong, a spokeswoman for MGM Resorts International. (Reuters) - Las Vegas police faced new questions on Tuesday over their response to last week's deadly mass shooting, after releasing a revised chronology in which the gunman shot a security officer before, not after, opening fire from his high-rise hotel window.The updated timeline for the bloodiest case of gun violence in recent U.S. history raised new uncertainty over why Stephen Paddock ceased firing on concertgoers once he began, and whether hotel security and police coordinated as well as first believed.Aden Ocampo-Gomez, spokesman of the Las Vegas Metropolitan Police Department, declined to comment on the revised chronology, saying the agency would discuss the implications later.Paddock, 64, killed 58 people and injured hundreds in a hail of bullets from his suite on the 32nd floor of the Mandalay Bay hotel, overlooking a music festival, and then shot himself to death before police could storm his room.Nine days later, his motive remains a mystery.Clark County Sheriff Joseph Lombardo, who oversees the police department, on Monday said Paddock shot a hotel security guard six minutes before beginning to fire on the crowd. By coincidence, the security officer, Jesus Campos, had been sent to check an open-door alarm on the same floor.Officials initially said Paddock began raining gunfire onto the concert first, then stopped shooting after strafing the 32nd-floor hallway through the doorway of his room, when Campos was apparently detected via security cameras the gunman had set up outside his suite.Earlier police accounts said a wounded Campos helped direct police to the room occupied by Paddock, who had quit firing on concertgoers by then. Lombardo originally said police officers reached the 32nd floor within 12 minutes of the first reports of the attack.That sequence of events was changed in Monday's new timeline issued by Lombardo."What we have learned is (the security guard) was encountered by the suspect prior to his shooting to the outside world," Lombardo said.Lombardo did not address whether the mass shooting could have been prevented, or halted sooner, based on the new chronology, but said it remained unclear why Paddock stopped firing on the concert when he did.In an active shooter situation, response time can be as fast as three minutes, said Sid Heal, a retired Los Angeles Sheriff's Department commander and tactical expert.He questioned why it took police as long as it did to reach the room, if hotel security had called them immediately."Someone needs to account for those minutes," he added.Nevada Lieutenant Governor Mark Hutchison acknowledged to CNN on Tuesday that Paddock did not stop firing because of the guard, Jesus Campos, as had been assumed initially.Campos immediately alerted the hotel's in-house security team after he was shot at 9:59 p.m., six minutes before Paddock first opened fire on the concert, according to Lombardo.But police were not aware Campos had been shot until they met him in the hallway, Lombardo said on Monday. WASHINGTON (Reuters) - A U.S. Navy destroyer sailed near islands claimed by China in the South China Sea on Tuesday, three U.S. officials told Reuters, prompting anger in Beijing, even as President Donald Trump's administration seeks Chinese cooperation in reining in North Korea's missile and nuclear programs.The operation was the latest attempt to counter what Washington sees as Beijing's efforts to limit freedom of navigation in the strategic waters. KUALA LUMPUR (Reuters) - The half-brother of North Korean leader Kim Jong Un was carrying $100,000 in cash in his backpack at the time of his murder, the police officer investigating the case told a Malaysian court on Wednesday.Indonesian Siti Aisyah, 25, and Doan Thi Huong, 28, a Vietnamese, are charged with murdering Kim Jong Nam by smearing his face with VX, a chemical poison banned by the United Nations, at Kuala Lumpur airport on Feb. 13.The money is now stored in a safe in the office of the police chief of the Sepang district, which has jurisdiction over the murder site, police official Wan Azirul Nizam Che Wan Aziz said.Wan Azirul said he took posession of the victim's blazer, backpack and watch and handed them to the chemistry department for analysis, but was later told by investigation authorities to hand them over to representatives of the North Korean embassy."I do not know why, I was following orders," he added.In court, the prosecution played more than 30 videos of closed-circuit television footage of the women's activities, after Judge Azmi Ariffin overruled defense objections to their admissibility, saying it could be challenged later in the case.The defense lawyers for both Huong and Siti Aisyah said the videos could be considered hearsay, as the investigating officer did not record them himself and was not present to witness the crime.Some of the footage, dated Feb. 11, appeared to show Huong approaching an unidentified man from behind and placing her hands around his neck and face, before backing away slowly with her head slightly lowered and her hands put together.Most of the videos, however, appeared to show Huong and Siti Aisyah before, during and after the attack on Kim Jong Nam. SEOUL (Reuters) - North Korean hackers stole a large amount of classified military documents, including South Korea-U.S. wartime operational plans to wipe out the North Korean leadership, a South Korean ruling party lawmaker said on Wednesday.Democratic Party representative Rhee Cheol-hee said 235 gigabytes of military documents were taken from the Defense Integrated Data Center in September last year, citing information from unidentified South Korean defense officials.An investigative team inside the defense ministry announced in May the hack had been carried out by North Korea, but did not disclose what kind of information had been taken.Pyongyang has denied responsibility in its state media for the cyber attacks, criticizing Seoul for "fabricating" claims about online attacks.Separately on Wednesday, cyber security firm FireEye said in a statement North Korea-affiliated agents were detected attempting to phish U.S. electric companies through emails sent in mid-September, although those attempts did not lead to a disruption in the power supply.It did not specify when the attempts had been detected or clarify which companies had been affected.Rhee, currently a member of the National Assembly's committee for national defense, said about 80 percent of the hacked data had not yet been identified, but that none of the information was expected to have compromised the South Korean military because it was not top classified intelligence.Some of the hacked data addressed how to identify movements of members of the North Korean leadership, how to seal off their hiding locations, and attack from the air before eliminating them.Rhee said the North could not have taken the entire operation plans from the database because they had not been uploaded in full.These plans had likely not been classified properly but defense ministry officials told Rhee the hacked documents were not of top importance, he said."Whatever the North Koreans took, we just need to fix the plans," Rhee later told Reuters by telephone.
