Tens of thousands of Israeli soldiers will stage a mock 10-day war against the Hezbollah terrorist group in northern Israel beginning Tuesday, marking the IDF’s largest exercise in nearly 20 years, the army announced Monday, amid tensions over growing Iranian influence in Syria and Lebanon.The drill, known as “the Light of the Grain,” or “Or Hadagan” in Hebrew, will start at daybreak Tuesday and end on September 14, the military said. The war games will include naval ships, drones, helicopters and fighter jets taking part.Tens of thousands of soldiers, including thousands of reservists, will take part in the exercise, which is being run by the IDF’s Northern Corps and its commander Maj. Gen. Tamir Hyman, along with the head of the Northern Command, Maj. Gen. Yoel Strick, and the head of the IDF’s General Staff Corps, Maj. Gen. Yossi Bachar, an army official said, speaking on condition of anonymity.The exercise will simulate a conflict with Hezbollah that starts with a sudden, small attack and develops into full-scale war. The official said the military’s goal in the drill will be to “vanquish” the terrorist group.Hezbollah, with its suspected arsenal of over 100,000 rockets and thousands of fighters, is seen by the IDF as its central threat. The Iran-backed terrorist group is therefore the standard by which the army measures its preparedness.Israeli officials have raised alarms in recent months over increased Hezbollah activity in southern Lebanon, as well as plans for an Iranian missile factory to supply the terror group with more accurate rockets. They have also expressed misgivings over a ceasefire in southern Syria that they say allows Iran to establish a foothold along Israel’s northern border.However, the military stressed the exercise was planned in advance and was not connected to Iran’s or Hezbollah’s current activities in the region.The navy and air force will also take part in the drill, as well as the military’s cyber units, which for the first time in a large-scale exercise will simulate the “cyber arena,” both actively engaging in electronic warfare and defending its networks.The exercise was named for Meir Dagan, a former head of the Mossad intelligence service and former commander of the Northern Corps, who died last year.They will be fighting against soldiers pretending to be Hezbollah terrorists, using “flags and enemy uniforms, fake weapons, fake explosive belts and more,” the army official said.The costumes and props are part of a new army program known as “Red Containers,” which the officer said is a “breakthrough” for military simulation.According to the official, this will be the “most significant” exercise in the history of the IDF Teleprocessing Corps, which is responsible for military communications, as the technological unit will “become the central headquarters” for directing the various units and branches of the military.The number of reservists taking part in the drill is also “unprecedented,” the army officer said.“The purpose of the large call-up of reservists is to prepare the reserve force for war in the northern arena and to adapt it to the changes and developing threats of recent years,” the official said.The army also used the exercise to test a new contact system and ensure that it will work if needed in the future, the officer added.For most units taking part in the exercise, including IDF Military Intelligence, it will be their largest in nearly 20 years, since a 1998 exercise known as “Gates of the Sky,” or “Shaare Shamayim.”As part of the exercise, the regional divisions in the area will guard the communities in the north, carry out patrols, collect intelligence and build earthenware berms, the official said.The IDF’s elite Yahalom combat engineering units will take part in the exercise, practicing disarming bombs, crossing waterways, uncovering hidden weapons caches and fighting in the types of tunnels that Hezbollah is believed to have dug in Lebanon.The Artillery Corps and Combat Intelligence Corps will also use their respective drones in order to assist commanders on the ground, the official said.In addition, the IDF Home Front Command will practice its “Safe Distance” plan, in which civilian populations along the Lebanese border will be evacuated farther south in order to keep them out of harm’s way, as the military believes that in a future conflict Hezbollah would try to send fighters to attack northern Israeli communities and their inhabitants.“The decision to carry out the transfer of communities will be made at the political level, with the intention of preserving the safety of the citizens of the State of Israel,” the military official said.The officer would not specify which communities would be evacuated during the exercise.As the exercise will deal not only with offensive fighting, but also home front defense, the army will work alongside civilian emergency services, like the Israel Police, the Fire and Rescue Authority and the Magen David Adom ambulance service.In addition to the dozens of ground forces brigades taking part, the military will also deploy aircraft and naval ships to the drill.The navy will practice a number of scenarios that it expects will occur in war-time. Submarines, gun boats and patrol vessels will take part in the exercise, as will naval units on shore that monitor the coast for potential infiltration.A naval officer, speaking on condition of anonymity, told The Times of Israel that the military fears Hezbollah will attempt to enter the country from the sea, using either ships, small submersibles, or scuba diving. The Iran-backed terrorist group is also believed to possess the Russian Yakhont missile, an advanced anti-ship weapon.The air force, meanwhile, will practice bombing runs and close air support, as well as supplying troops on the ground with materiel and sending back intelligence so that ground forces can “maneuver on the front and behind enemy lines,” the army official said.This will be the first large-scale exercise since the air force’s Hermes 900 unmanned aerial vehicle was declared operational last week.In addition, the air force’s Aerial Defense Command will have its mettle tested, as the military expects thousands of rockets, missiles and mortars to rain down on Israel in a future conflict with Hezbollah. During the drill, the air force will operate its Iron Dome, Patriot, Arrow and David’s Sling systems, the official said.Approximately 40 senior officers will monitor the exercise in order to assess the army’s capabilities, the officer said.It took the military more than six months to prepare the “Light of the Grain” drill and the plans for it were personally approved by IDF Chief of Staff Gadi Eisenkot.The 10-day exercise will in many ways serve as an answer to the difficulties faced by the military during the 2006 Second Lebanon War. The campaign saw intelligence failures and a breakdown in communication between different branches of the military. As such, information gathering and intra-army cooperation are two central aspects of “the Light of Grain.”

Palestinian security forces have detained a prominent activist after he called for Palestinian Authority President Mahmoud Abbas to resign.A lawyer representing Issa Amro, a human rights activist from the West Bank city of Hebron, says his client was arrested Monday after posting his comments on Facebook.On Sunday, Ayman Qawasmi, a Palestinian reporter, was arrested after writing that Abbas should resign for “failing to protect the Palestinian people.” Qawasmi’s radio station was closed last week by the Israeli military for alleged incitement to violence.The arrests are the latest in recent crackdown on journalists by the Palestinian Authority.Amnesty International called Amro’s arrest “a shameless attack on freedom of expression.”

The wife of jailed Palestinian terrorist Marwan Barghouti said Israel has banned her from visiting her husband until 2019.Fadwa Barghouti said she arrived at the prison on Monday and was informed of the decision resulting from her support for his hunger strike earlier this year.She said Barghouti’s family had been denied permits to enter Israel to visit him for the past six months. Her journey to the prison Monday was possible after she received a permit via the Red Cross, she said.Israel Prisons Service spokesman Assaf Liberati confirmed that Barghouti was barred from visiting for “security reasons” as a consequence of the hunger strike.Barghouti led a hunger strike for 41 days earlier this year, demanding improved conditions for Palestinians jailed in Israel. Although behind bars, he is a senior official in the Fatah party that dominates the Palestinian Authority.Israel largely viewed the strike as having less to do with actual conditions and more to do with internal Palestinian politics, saying it was a strategic political move by Barghouti, who wanted to demonstrate his influence on the Palestinian street ahead of a bid to succeed PA President Mahmoud Abbas.Barghouti is serving five life terms, after being convicted by an Israeli court in 2002 of directing two shootings and a bombing that killed five Israelis.

Diaspora Minister Naftali Bennett said Monday he is working toward approving a $1 million aid package for the Houston Jewish community to repair the damage caused by flooding from Harvey.“The Jewish State is measured by its response when our brothers around the world are in crisis,” Bennett, who heads the Jewish Home party, said in a statement.Bennett said the aid will go to repairing Jewish schools, synagogues, and the Jewish Community Center, which do not receive US government aid.“The city of Houston was hurt badly last week, and the Jewish community, 70% of which lived in the flooded neighborhoods, was hit hard,” said Bennett, who is also education minister. “Schools and synagogues were flooded and can’t be used. The old-age home and JCC were damaged, and hundreds of families will remain homeless.”“From talks we’ve had over the past week with the heads of the community and Israel’s consul general we learned the damage is vast, and the rehabilitation will take years,” he added.“For years the Jewish communities stood by Israel when it needed their help; now it is our turn to stand by Houston’s Jewish community.”Bennett said the Diaspora Ministry was working on finalizing the aid package, which he said will be transferred to Israel’s consulate in Houston to distribute directly to the local Jewish community.He also said he would bring up the aid plan for government approval in the next cabinet meeting.Also Monday, the Bay Area-based foundation Taube Philanthropies said it would contribute $1 million toward Houston relief, with $100,000 earmarked for the Jewish community.Harvey slammed into Texas on August 25 as a Category 4 hurricane, but brought the worst flooding to Houston and other areas as a tropical storm. The rain totaled nearly 52 inches (1.3 meters) in some spots, and the storm is blamed for at least 44 deaths.An official from the Jewish Federation of Greater Houston said the city’s Jewish community has seen “devastating” damage from Harvey and could take years to recover.Seventy-one percent of the city’s Jewish population of 63,700 lives in areas that have experienced high flooding, Taryn Baranowski, the chief marketing officer for the federation, told JTA last week. That includes 12,000 Jewish seniors.Three of the city’s five major synagogues have experienced major flooding, Baranowski said. Argentina’s Jewish community will reportedly fund a large portion of Prime Minister Benjamin Netanyahu’s upcoming trip to the South American country, prompting some complaints from Argentine Jewish leaders over the high cost.As the country’s Jewish community agreed to foot some $100,000 of the bill, some Argentinian Jewish leaders having been looking for ways to lower the tab in a bid to instead divert funds to local Jewish causes, the Globes business daily reported Monday.As part of the efforts to cut the trip’s cost, Jewish leaders have asked David Sutton Dabbah, an Orthodox Jew who owns the Alvear Palace Hotel, to lower the bill for Netanyahu’s stay at the hotel, according to the report.Agustin Zbar, the president of the AMIA Jewish center, said the organization was funding a large part of Netanyahu’s trip “out of a feeling of solidarity.”“Yes. Not all of his stay, but we, the Jewish community, are covering a great deal of the prime minister’s expenses, out of a feeling of solidarity,” Zbar told Globes, although he declined to say what specifically the Jewish community would be paying for.Zbar also said he was told by the Israeli embassy in Buenos Aires that the prime minister’s trip was a “private” visit.The Foreign Ministry told the paper in response that “the visit to Latin America is a working visit. Millennia ago, Jerusalem may have opened its doors to thousands of refugees from the north of the country. A new cache of First Temple bullae (sealings) discovered in an excavation at Jerusalem’s City of David shows a mixture of names from the Kingdom of Israel and Judah used on official bureaucratic correspondence dating from after the fall of Israel at the hands of the Assyrians in 720 BCE.The dozens of clay imprints were used on letters and documents which were bound by string and sealed by wet clay pressed with the sender’s mark or name. The impressive trove was discovered at recent digs uncovering three Late Iron Age buildings frozen in time by the destruction caused by the 586 BCE Babylonian siege. The discovery was made by a team of Israel Antiquity Authority archaeologists led by co-directors Dr. Joe Uziel and Ortal Chalaf.Among the dozens of bullae is a rare find of an intact sealing, bearing the name “Ahiav ben (son of) Menahem,” referring to two kings of Israel but found in the capital of the Kingdom of Judah, Jerusalem.Miami-native Uziel immigrated to Israel 25 years ago at age 18. After earning his degrees at Bar-Ilan University, he has worked with the IAA for the past six years on digs in the City of David and in the Western Wall Tunnels.The bullae, Uziel told The Times of Israel on Monday, were discovered in recent months on the eastern slopes of the City of David, right outside of the entrance to the Warren Shaft, during his excavations of the three buildings “that were probably constructed in 8th cent BCE and destroyed in the Babylonian destruction.”Uziel said the buildings have offered up a wealth of finds, including these dozens of bullae, which will be temporarily exhibited this week at an archaeology conference at the City of David.Bullae have been discovered in large quantities in the City of David over the past 40 years, said Uziel, citing past excavations performed by Yigal Shilo and more recent ones under Roni Reich and Eli Shukron. As a whole, said Uziel, they are “another indication of the well-developed administration system in the Kingdom of Judah in late First Temple period.”Early sealings are characterized by images rather than words. “In later stages of the period – from the time of King Hezekiah (around 700 BCE) and up to the destruction of Jerusalem in 586 BCE — the seals bear the names of clerks in early Hebrew script,” according to the IAA.City of David archaeologists are discovering more names on the bullae, giving insight into who the officials were who “stamped the letter,” said Uziel.“We’ve found a whole slew of names of important people who lived in Jerusalem in the First Temple Period,” he said. Among the names is “Pinhas,” a name still used today.As a matter of course, explained Uziel, sealings were usually broken when the documents were opened. He gave the example of a scene from “Robin Hood” in which Marian seals a letter in wax for privacy.But this intact seal bore the Israelite name “Ahiav ben Menahem,” an amalgamation, albeit with one small change in spelling, of the names of two Israelite kings, Ahav and Menahem.The name of the notorious king Ahab, whose wife Jezebel allegedly aided the king to follow the ways of idolatry, was found on a seal discovered in the Judaean settlement at Lachish, written as Ahav. As a name, it is found in variant forms in Assyrian, and in the Elephantine Aramaic documents it is found as “Ahiav.” In Greek, in the Greek writings of Josephus Flavius, there appears an Ahiav, as well as in the Septuagint. In the Greek translation of the Bible, the king is referred to as “Aha’av,” whereas a prophet mentioned in Jeremiah 29:21 is “Ahiav.”According to co-director Ortal Chalaf, these Israelite names and other findings point to the possibility that after the destruction of Israel, refugees fled the Kingdom of Israel for the Kingdom of Judah, and settled in Jerusalem. After settling, the use of their names on official correspondence shows that these Israelites gained important roles in the Judaean administration, said Uziel.“These names are part of the evidence that after the exile of the Tribes of Israel, refugees arrived in Jerusalem from the northern kingdom, and found their way into senior positions in Jerusalem’s administration,” according to the two co-directors.

CAIRO — Russian media said Monday that Egypt has finalized a deal to build a nuclear power plant with funding from Moscow after nearly two years of negotiations.The reports came after Egypt’s President Abdel-Fattah el-Sissi met with Russian President Vladimir Putin in China, where they were attending a summit.The nuclear plant will be built in Dabaa, about 130 kilometers (80 miles) northwest of Cairo on the Mediterranean coast.Egypt’s presidency said el-Sissi has invited Putin to Egypt to mark the start of construction.In 2015, Egypt signed an agreement with Russia to build a four-reactor power plant. It will receive a $25 billion Russian loan to cover 85 percent of the plant, with a capacity of 4,800 megawatts.

"We really didn't know what was holding it up, to be quite honest."Maynard said the home belongs to a family of four, but only two people were inside the residence during the incident.Firefighters were sent into the home in safety harnesses to retrieve personal belongings like family photos and passports, Maynard said.The family remains in good spirits, he said, but the property is more or less a "write off." SAN JUAN, Puerto Rico — Workers in the northeast Caribbean cleared drains and pruned trees as authorities urged islanders to prepare for Hurricane Irma, a Category 3 storm that grew stronger Monday and was forecast to begin buffeting the region the following day.Emergency officials warned that Irma could dump up to 10 inches (25 centimetres ) of rain, unleash landslides and dangerous flash floods and generate waves of up to 23 feet (7 metres ) as the storm draws closer.A hurricane warning was issued for Antigua and Barbuda, Anguilla, Montserrat, St. Kitts and Nevis, St. Martin, Saba, St. Eustatius, St. Maarten and St. Barts."We're looking at Irma as a very significant event," Ronald Jackson, executive director of the Caribbean Disaster Emergency Management Agency, said by phone. HOUSTON — Some Gulf Coast residents ripped up soggy carpeting, cut out sheet rock from walls marked by the height floodwaters had reached and sorted through destroyed clothes and other belongings on Monday, 10 days after Harvey swept onto land and caused billions of dollars in damage.Houston's mayor insisted that America's fourth-largest city is "open for business," but with areas under water, people not yet in their homes and city services not yet fully restored, the disasters created by Harvey are by no means resolved.Mayor Sylvester Turner said much of the city was hoping to get back on track after Labor Day, a traditional day to honour workers that took on new meaning in Texas, where people were cleaning out their former homes."Anyone who was planning on a conference or a convention or a sporting event or a concert coming to this city, you can still come," he told CBS. COLUMBIA, S.C. — Utility companies apparently were warned well in advance about serious problems plaguing a doomed South Carolina nuclear reactor project.An independent analysis of the nuclear plant project advised Santee Cooper and South Carolina Electric & Gas Co. to hire someone to enforce contractor accountability at the V.C. Summer Nuclear Station, where two new reactors were being built.The utilities in 2014 hired Bechtel Corp., a global engineering, construction and project management company, to do an independent analysis of the project. A summary of the analysis written by Santee Cooper's attorneys, obtained Sunday by The Associated Press, describes recommended changes Santee Cooper and South Carolina Electric & Gas Co. needed to make to the construction of two new reactors at the V.C. Summer Nuclear Station, including hiring someone to ensure contractor accountability and holding regular meetings with contractors.State lawmakers probing the project's failure have sought the report, which they hope will shed light on why ratepayers have been forced to fund the now abandoned reactors that are only one-third complete. Gov. Henry McMaster, who has said he's looking for a way to save it, has also requested the report's release.Santee Cooper board chairman Leighton Lord has said the report led the board to call for an independent construction monitor at V.C. Summer, but that notion was rejected by SCANA, which was primarily in charge of building and starting the reactors.Eric Boomhower, a spokesman for SCANA, SCE&G's parent company, told the AP in a statement the utilities had hired Bechtel "to assess challenges to progress on our jointly owned nuclear construction project in anticipation of litigation with the Westinghouse." After receiving the Bechtel report, Boomhower said, SCANA and Santee Cooper "established independent oversight and focused improvement initiatives on the project. Although the project continued to have challenges, those actions did result in improvement."Boomhower also said the utility felt it necessary to keep the full report secret due to ongoing litigation over the plant failure and that "SCE&G intends to use the proceeds of any recovery in the Westinghouse bankruptcy proceedings to mitigate the impact of the abandonment of the new nuclear project on SCE&G's customers," adding that SCANA presumes Santee Cooper would act likewise.The project was already years behind schedule and billions over budget when Westinghouse declared bankruptcy in March, voiding a fixed-price contract negotiated in 2015 to limit costs to $14 billion. Utility executives, who had already jointly spent nearly $10 billion, said they were forced to give up after determining the price tag for completing the project, budgeted at $11 billion in 2008, had soared beyond $20 billion.SCANA officials have said the company heavily guarded the report's release because the utilities hired Bechtel in anticipation of suing Westinghouse, which designed the reactors and was lead contractor on the project.The post-bankruptcy-analysis also concluded both reactors could not be operational until 2024. Utility customers have paid more than $ 2 billion on the failed project through rate hikes since 2009. The companies don't expect to refund anything, and customers could end up paying off that debt over decades.While the utility executives blamed Westinghouse, senators said the utilities have known for years that problems existed yet failed to change course.Last month, Santee Cooper officials testified the project never had a detailed construction schedule, with state regulators approving expansions based on "generic" schedules not specific to the site. Utility executives said they tried unsuccessfully for years to get a full schedule from Westinghouse, which owns the technology for reactors not previously built in the United States, but instead were given six months of plans at a time, which would inevitably have to be rescheduled.State officials have said schedules did exist but were never followed. BENGHAZI, Libya (Reuters) - East Libyan forces said they had launched air strikes on Islamic State fighters after the militants made incursions south and east of their former coastal stronghold of Sirte.The jihadist group has grown bolder in recent weeks, setting up temporary checkpoints, attacking local forces, and taking over a village mosque to lead prayers during the Muslim holiday of Eid al-Adha, Libyan officials say.The increased activity has raised concern that Islamic State could regroup around Sirte, from where it was driven out in December by local forces and a U.S. air campaign. Most militants were killed in the nearly seven-month battle, but an unknown number fled into the desert to the south and west.Sirte lies at the center of Libya's Mediterranean coastline, on the dividing line between regions controlled by rival Libyan factions.Forces loyal to eastern-based commander Khalifa Haftar said they had carried out air strikes on Sunday against militants in the area of Ain Taqrift, between Sirte and the town of Zillah, 306 km (190 miles) to the south east. After a month-long building freeze due to budgetary disputes, the cabinet approved a plan on Sunday that will allow for construction to resume on a new settlement for evacuees of the illegal Amona outpost.The Finance Ministry will transfer NIS 55 million ($15.3 million) to the Interior Ministry for the purpose of infrastructure work in Amichai, adjacent to Shiloh in the northern West Bank.In late July, work on Israel’s first new government-planned settlement in a quarter of a century was halted, just a month after it began, due to lack of funds. The Binyamin Regional Council had been bankrolling the building of the new settlement under the assumption that it would be compensated by the state, but then said it was forced to stall the project because the government had not contributed.With no ministry willing to take control of the project, Housing Minister Yoav Galant agreed to do so in early August on condition that the originally agreed-upon budget be doubled to NIS 120 million ($33.5 million). The Finance Ministry refused the request, and Galant has since been accused by some settler leaders –including Avichai Boaron, a representative of the Amona evacuees — of making the offer in order to play to his right-wing supporters, all while knowing that the Finance Ministry would never approve the doubling of Amichai’s budget.A month later, Aryeh Deri’s Interior Ministry reached an agreement with the treasury to transfer the originally planned amount of some NIS 60 million ($16.8 million), which will be funneled to the Binyamin Regional Council in order to resume construction.An additional NIS 5 million ($1.4 million) will go to the Defense Ministry to fund the installation of mobile homes on a hilltop adjacent to Shiloh until the construction of permanent homes is completed.While the government approved the building of the new settlement, the Civil Administration — the Defense Ministry body that authorizes West Bank construction — has yet to authorize Amichai’s building plan of 120 housing units. The 42 families that used to live there have since been residing in dormitory-style housing in the nearby Ofra settlement, waiting for the completion of Amichai.Last week, a group of Palestinian landowners and village heads, and Israeli rights NGOs, filed an objection to the Civil Administration in a bid to prevent its approval of the Amichai building plan. In their petition, they argued that the new settlement will harm the lives of Palestinians living and working nearby by preventing them from accessing their land.Even if the petition is not fully accepted, it could delay the new settlement for months until the Civil Administration, which authorizes Israeli construction in the West Bank, responds to the concerns of the petitioners and possibly recommends changes to the building plan.Netanyahu’s right-wing government has worked to speed up the establishment of the new settlement — breaking ground for roads and infrastructure before final permits were issued by the Civil Administration.Speaking with The Times of Israel hours after the objection was filed, Boaron said he “still hopes to be able to move [to Amichai] in two to three months.”

The former head of Israel’s Military Intelligence said Sunday that the US should launch a preemptive strike against North Korea if it has the capability to do so in the wake of an apparent hydrogen bomb test by Pyongyang. However, he said he was not sure, and didn’t know if Washington was sure, whether it had the ability to do so.Maj. Gen. (res) Amos Yadlin, who also served as IDF attaché to Washington and who is currently the director of the Institute for National Security Studies, told 103FM Radio said the military option against North Korea was very complicated and risky.While he recommended that US President Donald Trump “make a preemptive strike” to prevent North Korea from continuing to develop its nuclear weapons capability, he said such a strike would require “excellent intelligence.”“If, after such an attack, a missile is launched against him, then there is no point in attacking,” he said. “The question is whether the United States has the intelligence to allow it to carry out a preemptive strike that will destroy North Korea’s capabilities.”Yadlin said he didn’t know whether the US had sufficient intelligence, and wasn’t even sure whether Washington knew the answer to that question.He added that the situation in North Korea was further complicated by the fact that the most likely targets of a counter-attack would be in South Korea and Japan.North Korea on Sunday said it set off a hydrogen bomb in its sixth nuclear test, which judging by the earthquake it set off appeared to be its most powerful explosion yet.However, Yadlin told the radio station he believed there were large gaps between the hype and the reality of North Korea’s military technology.“There is the reality and there is the war of words,” he said. “The reality is that North Korea has nuclear weapons. SEOUL, South Korea (AP) — North Korea said it set off a hydrogen bomb Sunday in its sixth nuclear test, which judging by the earthquake it set off appeared to be its most powerful explosion yet.South Korea’s weather agency estimated the nuclear blast yield of the presumed test was between 50 and 60 kilotons, or five to six times stronger than North Korea’s fifth test in September 2016. That would mark a significant step forward in the North’s quest for a viable nuclear missile capable of striking anywhere in the United States.On North Korean television, a newsreader called the test a “complete success” and said the “two-stage thermonuclear weapon” had “unprecedented” strength. Hours earlier, Pyongyang claimed its leader had inspected a hydrogen bomb meant for a new intercontinental ballistic missile.Seoul’s weather agency and the Joint Chiefs of Staff said an artificial 5.7 magnitude quake occurred at 12:29 p.m. local time, in Kilju, northern Hamgyong province, the site where North Korea has conducted nuclear tests in the past. Seoul officials revised their earlier estimate of 5.6 magnitude quake. The US Geological Survey called the first quake an explosion with a magnitude 6.3.The US State Department had no immediate reaction. ISTANBUL, Turkey (AFP) — Turkey and Russia are inching toward an accord for the first major Turkish weapons purchase from Moscow, troubling Ankara’s allies in NATO even though the deal may not ultimately materialize.According to Turkish and Russian officials, all preparations have been made for the purchase of a sophisticated S-400 missile defense system, Ankara’s most significant accord with a non-NATO supplier.But despite confident proclamations, the deal has yet to be officially inked.Analysts remain skeptical over whether Turkey will ever take delivery of the surface-to-air missile defense batteries. Some argue the message sent to the West matters more than the actual acquisition.The Pentagon has already sounded alarm, saying bluntly that “generally it’s a good idea” for NATO allies to buy inter-operable equipment.But President Recep Tayyip Erdogan boasted that “God willing we will see the S-400s in our country.”Erdogan has argued that Turkey’s fellow NATO member and occasional regional foe Greece has Russian-made S-300 batteries on its southern island of Crete, originally bought by Cyprus in the late 1990s but passed on to Greece to prevent escalation on the divided island.Dmitry Shugaev, the head of Russia’s military-technical cooperation agency, told the Kommersant daily that the deal was “almost done” with just some “subtleties” to solve.The United States “may be indignant but Turkey is an independent state and can decide itself,” he said.However Igor Delanoe, Deputy Director of the French-Russian Analytical Center in Moscow, said he was “very skeptical” that the deal would come to fruition.Russia was uncomfortable with the transfer of technology and production localization demanded by Turkey, he said. A Palestinian official said Sunday that a 21-year-old Palestinian man, Raed Al-Salihi, has died of wounds he incurred during an arrest by Israeli soldiers in August.According to Issa Qaraqe, head of the Palestinian Committee for Prisoners’ Affairs, Salihi, who was a member of the Popular Front for the Liberation of Palestine terror group, was arrested in his home in the Deheishe refugee camp near Bethlehem on August 9.During his arrest, Salihi was reportedly shot and critically wounded by IDF soldiers. Qaraqe said in a statement that Salihi was shot five times at close range.He was being treated at Hadassah Ein Kerem Hospital in Jerusalem.A spokesperson for the hospital confirmed Salihi’s death.The IDF said it was looking into the incident and was not immediately able to comment.An image of Salihi holding a PFLP flag was shared widely on Palestinian media.The PFLP’s armed wing, the Abu Ali Mustapha Brigades, said it “mourned” the death of the “heroic fallen fighter Raed Al-Salihi,” in a statement published on its website.Since October 2015, mainly Palestinian assailants have killed 48 Israelis, two visiting Americans, a Palestinian man and a British student, in stabbing, shooting and vehicular attacks. BELLAIRE, Texas (AP) — It wasn’t a typical bar mitzvah, but then nothing has been typical in the Houston area since Harvey came ashore as a powerful hurricane and left whole sections of the city underwater, including its predominantly Jewish neighborhood.Rabbi Scott Hausman-Weiss opened Saturday’s ceremony ushering 13-year-old Doran Evan Yustein into manhood by pointing out the importance of coming together as a congregation and broader community during such times of hardship.“We have an obligation to celebrate, nonetheless, because we are alive and have what is most important: ourselves, our families and this great opportunity to be together,” he said.Hausman-Weiss is the rabbi for Shma Koleinu, a roving Jewish congregation without a permanent house of worship, and he’s been tending to his flock despite being forced from his home by the flooding. On the Friday the storm hit, he held a service on Facebook for congregants who were busy getting their own homes ready or who were riding out the storm outside the city.With his home so damaged, Hausman-Weiss couldn’t hold services there this past Friday night. And so on Saturday, the first Shabbat, or Sabbath, since the previous weekend’s catastrophic flooding, Doran and his family opened his bar mitzvah service — typically an invite-only affair — to anyone from the larger Jewish community who wanted to come. It was held at congregation Brith Shalom’s synagogue in Bellaire, a Houston enclave.“We wanted people to come and celebrate the bar mitzvah, but also offer prayers for the community, because there’s been so much sadness, and so many lives have been affected,” said Doran’s mother, Gabrielle Moses. The day before, the family helped Doran’s Hebrew teacher, Debbie Uzick, clean her house. She lost everything in the flood.Flooding has had an outsized presence on this fledgling congregation. Its founder, David Rosenfeld, died suddenly the day before a Memorial Day flood in 2015. Hausman-Weiss and his wife, Natalie, waded through floodwaters to help bury him, she said. This time, the Hausman-Weisses were rescued by a congregant; nearly 60 people from the Jewish community showed up to help them in the days that followed.“This is the time you need your community,” Natalie Hausman-Weiss said. “This is the time when you need people to show they care and lift you up.” Holding an open service “was a good opportunity for that,” she said.On Saturday evening, the synagogue was about half-full. Some were friends and family of Doran’s. Others, including Bernadine Frank, came because they needed to feel connected after such a trying week.“We’re all in need of some prayer right now,” said Frank, who saw the open invitation on social media.Laurie Gass, a congregation member and religious school teacher, said it was important for her to attend services after going through such an ordeal.“It’s about healing and to celebrate a happy occasion,” she said. “And after the last week, of all the bad things, it’s very joyful to have something happy.”
