HOARDING OF GOLD AND SILVER

JAMES 5:1-3
1 Go to now, ye rich men, weep and howl for your miseries that shall come upon you.

13  And ye shall know that I am the LORD, when I have opened your graves, O my people, and brought you up out of your graves,
14  And shall put my spirit in you, and ye shall live, and I shall place you in your own land: then shall ye know that I the LORD have spoken it, and performed it, saith the LORD.

Netanyahu meets Kushner as part of US peace push-PM says peace is ‘within our reach,’ while Trump’s son-in-law says US president ‘very committed’ to brokering a deal-By Alexander Fulbright August 24, 2017, 2:24 pm-THE TIMES OF ISRAEL

Prime Minister Benjamin Netanyahu met with senior White House adviser Jared Kushner on Thursday as part of a US bid to find ways to revive Israeli-Palestinian peace talks.Speaking alongside Kushner before the start of their meeting at IDF Headquarters in the Kirya compound in Tel Aviv, Netanyahu said he believed peace was “within our reach.”“We have a lot of things to talk about. How to advance peace, stability and security in our region — prosperity too — and I think all of them are within our reach,” he said.“So I am happy to see you and the effort you’re leading on behalf of the [US] President [Donald Trump] with Jason [Greenblatt] and other members of your team,” the prime minister said. “I think this is a sign of the great alliance between us and the great goals that guide us.”Kushner told Netanyahu that Trump is “very committed” to help broker a peace deal and thanked the prime minister for working with the White House toward that goal.“The president is very committed to achieving a solution here that will be able to bring prosperity and peace to all people in this area,” he said. “We really appreciate the commitment of the prime minister and his team to engaging very thoughtfully and and respectfully in the way that the president has asked him to do so.”Kushner also said “the relationship between Israel and America is stronger than ever and we really thank Prime Minister Netanyahu for his leadership and his partnership.”Kushner, who is also Trump’s son-in-law, arrived in Israel Wednesday evening as part of a trip to the region aimed at looking for way to jumpstart peace talks. Kushner is accompanied on the trip by peace envoy Jason Greenblatt and Deputy National Security Adviser for Strategy Dina Powell. The US delegation’s visit to the region comes as Palestinian figures have become more vocal in expressing disappointment in Washington’s unclear approach to peace efforts so far.Ahead of the US delegation’s meeting with Palestinian Authority President Mahmoud Abbas on Thursday evening, dozens of Palestinians protested in Ramallah against alleged favoritism by the US toward Israel. One of the demonstrators held a sign of Kushner being held on a leash by Ivanka Trump, who says “Kushner is our dog” while wearing a dress with the Israeli flag. The protester led the crowd in chants of “The American is not welcome; the dog that serves Tel Aviv.”Palestinian officials quoted in Hebrew and Arabic media have accused Kushner of taking Israel’s side on Mideast peace process issues, including PA payments to convicted terrorists, which Ramallah has refused to halt.A US diplomatic source told reporters in Jerusalem on Wednesday night that Trump wanted discussions “to focus on the transition to substantive… peace talks, the situation in Gaza, including how to ease the humanitarian crisis there, and the economic steps that can be taken.”The president acknowledges that “there are likely to be a lot of ups and downs on the way to peace and making a peace deal will take time,” but he “remains optimistic that progress toward a deal can be achieved,” the source said. The delegation arrived in Israel after several meetings with other leaders around the Middle East on the topic, including in Egypt, Saudi Arabia and Jordan. No breakthroughs are expected.Amman said in a statement that King Abdullah II, Kushner and Greenblatt stressed the need to start “serious and effective peace negotiations” on the “basis of the two-state solution,” during a meeting Tuesday.Abbas reportedly told Israeli left-wing politicians recently that despite more than 20 meetings with US officials he was still unclear what Trump’s strategy was.“I don’t even know how they are dealing with us, because his entire administration is in chaos,” Abbas told a delegation of dovish Israeli lawmakers visiting Ramallah.Ahmed Majdalani, a senior member of the Palestine Liberation Organization which Abbas heads, told AFP they were demanding “a clear and frank answer on the position of the administration on the two-state solution and settlements.”“Without a clear American commitment to the two-state solution and stopping settlements and ending the occupation, we don’t expect much from this administration.”On Tuesday, PA Foreign Minister Riyad al-Maliki said that over two decades of peace negotiations with Israelis had produced “nothing,” and called on the international community to unilaterally establish a state of Palestine.“We convinced the international community that the best way to reach a state is through negotiations. But after 24 years of negotiations, we have not gotten anything,” Maliki said in a meeting with British Secretary of State for the Middle East and North Africa Alistair Burt in Ramallah.Omar al-Ghoul, a Palestinian political analyst, said there was little optimism from the Palestinian leadership.“The level of optimism from the Palestinian leadership and people towards the Trump administration is zero,” he said.“There is not a glimmer of hope the administration will change its politics and positions.”Despite the frustration expressed by Palestinian leaders, a White House official told The Times of Israel earlier this month that Trump believes an “opportunity” has opened up to advance his peace initiative.“He believes that the restoration of calm and the stabilized situation in Jerusalem after the recent crisis on the Temple Mount/Haram al-Sharif has created an opportunity to continue discussions and the pursuit of peace that began early in his administration,” the official said.Recently, off-the-record remarks by Kushner — made to a casual gathering of congressional interns — were leaked to the media in which he said there may not be a solution to the Israeli-Palestinian conflict.Times of Israel staff and AFP contributed to this report.

Police allow one-day ‘trial’ for MKs to enter Temple Mount-Unimpressed by announcement, Yehudah Glick says PM has until September 15 to respond to his High Court petition against ban on lawmakers visiting the holy site-By Times of Israel staff August 24, 2017, 10:41 am

Israel Police has announced that Knesset members will be allowed to enter the Temple Mount for one day next week as part of a “trial” coordinated with the Prime Minister’s Office.“The decision was made in light of the improvement in the security situation at the compound,” the Prime Minister’s Office said in a statement Wednesday. The announcement came hours after MKs Yehudah Glick (Likud) and Shuli Mualem-Refaeli were stopped by police while attempting to enter the Temple Mount compound through the Mughrabi Bridge entrance.Last Monday, Glick held office hours outside an entrance to the Temple Mount in protest of the ongoing ban against MKs visiting the holy site.“I’m here to protest the fact that the prime minister won’t enable police to allow us to enter the Temple Mount,” Glick told journalists at the site.In 2014, a Palestinian terrorist attempted to assassinate Glick, telling him, right before pulling the trigger, that he was “an enemy of al-Aqsa,” the mosque that sits on the site, which is Judaism’s holiest place and Islam’s third-holiest after the Saudi Arabian cities of Mecca and Medina.Lawmakers have been banned from visiting the Temple Mount since November 2015 as part of an attempt to reduce tensions amid an uptick in Palestinian terror attacks against Israelis that included car-ramming and stabbing attacks.Following discussions with Attorney General Avichai Mandelblit, the prime minister decided in early July that the ban on MKs going to the Temple Mount would be lifted for a period of seven days to assess the fallout from the move — though on Wednesday, the trial period seemed to have been reduced to a single day. That permission comes after Glick filed a petition to the High Court of Justice against the ban.In responding to Wednesday’s police announcement, Glick indicated his petition would not be withdrawn. “The prime minister must inform the High Court by September 15 why he does not allow lawmakers to ascend the Temple Mount.”Glick told Israel Radio on Thursday that the decision to open the mount for a single day to all MKs seemed intended to instigate a fight at the holy site, giving the prime minister an excuse to continue the ban. “When MKs Ahmad Tibi and Jamal Zahalke [of the Arab Joint List] walk past [Likud’s] Oren Hazan, they’ll confront each other,” Glick predicted, leading to shouting matches and possible violence at the holy site. Netanyahu could then tell the High Court he “tried and it didn’t work.”“I do not want to ascend the Temple Mount as a politician promoting an agenda and to participate in unnecessary conflicts. I want to ascend as an individual and commune with the Master of the Universe,” he said.

State Department: Endorsing two-state solution would make us biased-Comments come as US delegation arrives in region to jump start talks amid Palestinian grumblings about lack of clarity-By Eric Cortellessa August 24, 2017, 5:49 am-THE TIMES OF ISRAEL

WASHINGTON — Committing to the two-state solution would bias Washington in Israeli-Palestinian peace efforts, a US official said Wednesday, as a high-level delegation arrived in the region to try and jump start talks amid Palestinian protests over a lack of clarity from the White House.“We are not going to state what the outcome has to be,” State Department spokeswoman Heather Nauert said. “It has to be workable to both sides. That’s the best view as to not really bias one side over the other, to make sure that they can work through it.”Her comments came as Palestinians have increasingly complained over the White House’s refusal to endorse the two-state solution, breaking with longstanding US policy and an international consensus. On Sunday, Palestinian Authority President Mahmoud Abbas told a group of dovish Israeli lawmakers that he had met with Trump officials 20 times, but had no idea what their stance on issues was, describing the administration as “in chaos.”Other officials have expressed dismay as well and accused the US of being biased toward Israel, even as a delegation led by Trump’s senior adviser and son-in-law Jared Kushner arrives in the region to try and find a way forward. On Tuesday, Ahmad Majdalani, a top aide to Abbas, said the Palestinians asked Kushner for the US position on two key issues — Israeli settlements and support for Palestinian independence — during his last visit to the region in June.“Since then we didn’t hear from them,” he said.“We hope they bring clear answers this time,” he added. “If not, then the peace process cannot be resumed because we cannot negotiate from scratch.”Nauert’s comments appeared to reflect recognition of a lack of support for the two state solution in Israel’s right-wing government. While most members of the current Israeli government are not on record supporting two states, Prime Minister Benjamin Netanyahu has at least rhetorically held that stance since 2009, although he has wavered on it in recent years.Abbas supports a two-state outcome, which he articulated in remarks alongside President Trump during their last joint appearance in Bethlehem in May.Trump, however, broke with his predecessors last February when Netanyahu visited Washington. Standing alongside the Israeli premier, Trump said, “I’m looking at two-state and one-state, and I like the one that both parties like.”On Wednesday, Nauert suggested that the United States inserting its view into the negotiations would not yield to an agreement. Rather, only Israelis and Palestinians can find a lasting resolution.“It’s been many, many decades, as you well know, that the parties have not been able to come to any kind of good agreement and sustainable solution to this,” she said. “So we leave it up to them to be able to work that through.”Her remarks came as Kushner, Special Envoy for International Negotiations Jason Greenblatt, and Deputy National Security Adviser for Strategy Dina Powell arrived in Israel to meet separately with Netanyahu and Abbas. The delegation arrived in Israel after several meetings with other leaders around the Middle East on the topic, including in Egypt, Saudi Arabia and Jordan. On Tuesday, King Abdullah II of Jordan told the Kushner-led team that the two-state solution is the only way to solve the conflict.A US diplomatic source told reporters Wednesday night in Jerusalem that the president wants discussions “to focus on the transition to substantive … peace talks, the situation in Gaza, including how to ease the humanitarian crisis there, and the economic steps that can be taken.”That being said, Trump acknowledges “there are likely to be a lot of ups and downs on the way to peace and making a peace deal will take time,” but that he “remains optimistic that progress toward a deal can be achieved,” the source said.

KIEV, Ukraine (AP) — On the 26th anniversary of Ukraine’s independence from Moscow, US Defense Secretary Jim Mattis accused Russia of menacing Europe and suggested that he favors providing Ukraine with defensive lethal weapons.Mattis also said the Trump administration will not accept Moscow’s annexation of Ukraine’s Crimea region. After attending a spirted and colorful independence day parade, Mattis met with President Petro Poroshenko and other top government leaders. He is the first Pentagon chief to visit the former Soviet republic since Robert Gates in 2007.“Have no doubt,” Mattis said at a news conference with Poroshenko. “The United States stands with Ukraine.” He said Washington does not, “and we will not,” accept Russia’s annexation of Crimea, a 2014 action that was followed by Russian military intervention in support of separatists in eastern Ukraine.Poroshenko told reporters that Crimea is Ukrainian territory. “It should come back to Ukraine,” he said.Mattis was blunt in his criticism of Russia and said his presence in Kiev is intended as a statement of the depth of American commitment to Ukraine’s sovereignty.“Despite Russia’s denials, we know they are seeking to redraw international borders by force,” Mattis said, an ambition by Moscow that the secretary said is undermining sovereign European nations and stirring tension.Asked by a reporter whether he agrees with the Obama administration’s view that selling defensive lethal weapons to Ukraine would provoke Moscow, Mattis replied, “Defensive weapons are not provocative unless you’re an aggressor.”Mattis declined to say explicitly what he would recommend to the White House on the weapons issue. He did not say so, but it is known that the Pentagon and the State Department have recommended going ahead with defensive weapons transfers to Ukraine.Poroshenko sidestepped the question of how soon he expects a White House decision on arms. He said, however, that Moscow should realize that stepping up US military support for Kiev “would increase the price if Russia made the decision to attack my troops and my territory.”Poroshenko said an estimated 3,000 “regular” Russian troops are in eastern Ukraine. In his remarks, Mattis cited agreements and commitments that Moscow has made since the collapse of the Soviet Union in 1991, including a two-year-old accord known as the Minsk Agreement, which lays out a roadmap for reducing the conflict in Ukraine that has claimed some 10,000 lives over the past three years. He also cited other Russian commitments to Ukraine dating to 1994.“Unfortunately, Russia is not adhering to the letter, much less the spirit of these international commitments,” he said.“We in the United States understand the strategic challenges associated with Russian aggression,” Mattis added. It has been known for weeks that the Trump administration has reopened consideration of long-rejected plans to give Ukraine lethal weapons. Those deliberations put pressure on US President Donald Trump, who is fighting perceptions he is soft on Moscow amid investigations into whether his campaign colluded with the Kremlin to interfere in the 2016 US. election. In his remarks alongside Poroshenko, Mattis said the US was committed to helping Ukraine build and modernize its armed forces.Senator John McCain, a vocal critic of president Barack Obama’s cautious approach to assisting the Ukrainian army, said Wednesday that Trump should change that course.“It is long past time for the United States to provide Ukraine the defensive lethal assistance it needs to deter and defend against further Russian aggression,” McCain said in a statement.“Raising the cost of aggression may help to change Vladimir Putin’s calculus, pressure Russia to fully comply with the Minsk agreements, and, ultimately, create more stable security conditions on the ground that are essential for peace.”

Qatar restores diplomatic ties to Iran amid regional crisis-Move comes just days after Saudi Arabia began promoting a Qatari royal whose branch was ousted in a palace coup in 1972-By Jon Gambrell August 24, 2017, 1:29 pm-THE TIMES OF ISRAEL

DUBAI, United Arab Emirates (AP) — Qatar restored full diplomatic relations with Iran early Thursday, disregarding the demands of Arab nations now locked in a regional dispute with the energy-rich country that it lessen its ties to Tehran. In announcing its decision, Qatar did not mention the diplomatic crisis roiling Gulf Arab nations since June, when Qatar found its land, sea and air routes cut off by its neighbors over Doha’s policies across the Mideast. However, the move comes just days after Saudi Arabia began promoting a Qatari royal family member whose branch of the family was ousted in a palace coup in 1972.“Qatar has shown it is going to go in a different direction,” said Kristian Coates Ulrichsen, a research fellow at the James A. Baker III Institute for Public Policy at Rice University who lives in Seattle. “It could very well be calculated toward reinforcing the point that Qatar will not bow to this regional pressure placed upon it.”Qatar’s Foreign Ministry announced early Thursday that the country’s ambassador would return to Tehran. Qatar pulled its ambassador in early 2016 after Saudi Arabia’s execution of a prominent Shiite cleric sparked attacks on two Saudi diplomatic posts in Iran, a move to show solidarity with the kingdom.“The state of Qatar expressed its aspiration to strengthen bilateral relations with the Islamic Republic of Iran in all fields,” a short Foreign Ministry statement said.Iranian state media acknowledged the development, without elaborating.Despite recalling its ambassador in 2016, Iran and Qatar maintained their valuable commercial ties. Qatar and Iran share a massive offshore natural gas field, called the South Pars Field by Tehran and the North Field by Doha. That gas field’s vast reserves made Qataris have the highest per capita income in the world, as well as funded the nation’s Al-Jazeera satellite news network and secured hosting the 2022 FIFA World Cup.Since the diplomatic dispute with Arab nations began in June, Iran has sent food shipments to Qatar. Shiite power Iran also has incorporated the crisis into its regular criticism of the Sunni-ruled Saudi Arabia, part of the two Mideast powers’ long-running proxy war. There was no immediate reaction from the Arab nations boycotting Qatar. On Wednesday, the Central African nation of Chad announced it would close its embassy in Doha, accusing Qatar of trying to destabilize it from neighboring Libya. The diplomatic crisis began June 5, when Bahrain, Egypt, Saudi Arabia and the United Arab Emirates cut ties to Qatar over allegations including it funding extremists and being too close to Iran. Qatar long has denied funding extremists. The boycotting countries later issued a list of 13 demands to Qatar, including that Doha shut its diplomatic posts in Iran. Qatar ignored the demands and let a deadline to comply pass, creating an apparent stalemate in the crisis. Attempts by Kuwait, the US and others have failed to make headway. In recent days, however, Saudi Arabia announced it would allow Qataris to make the annual hajj pilgrimage, which is required of all able-bodied Muslims once in their life. Saudi state media said that came in part due to an intercession by Qatari royal family member Sheikh Abdullah Al Thani, who met with Saudi Crown Prince Mohammed bin Salman and later a vacationing King Salman in Morocco. But Sheikh Abdullah has no role in Qatar’s government and his last position was as head of the equestrian and camel racing federation decades ago. Sheikh Abdullah’s grandfather, father and brother were rulers of Qatar until a palace coup ousted his branch of the royal family in 1972 and a prominent Saudi columnist has suggested the sheikh could be the start of a Qatari government-in-exile.Ulrichsen cautioned that so far, the Saudi moves appeared to be more needling than anything else.“Given that a formal escalation in terms of sanctions is probably off the table for now, we’re seeing this informal pressure on Qatar … to try and perhaps stir the pot,” the professor said. “I think the informal pressure is increasing because of the lack of formal alternative measures they can realistically hope to place on Qatar.”

US says doubts over Iran deal remain after meeting nuke watchdog-Nikki Haley writes that she got ‘many good answers’ during her sit-down with the IAEA, but many concerns over accord criticized by White House linger-By Times of Israel staff and AP August 24, 2017, 1:47 am

The United States still has doubts and concerns over the nuclear deal with Iran, the US ambassador to the United Nations said Wednesday, after a meeting with atomic officials intended to allay American anxieties about the landmark accord.Nikki Haley also said the US is determined to ensure the UN’s International Atomic Energy Agency has the resources it needs for “robust verification of nuclear-related activities in Iran.”Haley met behind closed doors in Vienna Wednesday with IAEA Director General Yukiya Amano to be briefed on Iran’s compliance with the nuclear agreement, which US President Donald Trump has called into question, drawing threats from Iran of restarting its high-enrichment program.“We came to Vienna with lots of questions about the Iran Deal. We received many good answers but we still have many doubts and concerns,” Haley wrote on Twitter after the meeting. We came to Vienna with lots of questions about the Iran Deal. We received many good answers but we still have many doubts and concerns. pic.twitter.com/tpvcNRiolI— Nikki Haley (@nikkihaley) August 23, 2017-In an official statement, Haley said she discussed American concerns about “ensuring Iran strictly adheres to its obligations.”The IAEA is charged with verifying compliance with the 2015 nuclear agreement between Iran and six major powers, including the United States. The pact outlined what Tehran had to do to pull back its nuclear program from the brink of weapons-making capacity in return for the West ending many of the financial, trade and oil sanctions that had battered Iran’s economy.Trump has repeatedly criticized the deal, but has yet to pull out of it. Iran in response has threatened it can begin enriching weapons-grade uranium in a number of days if the US breaches the accord. Before the meeting, Iran’s Foreign Minister Mohammad Javad Zarif said in a letter to Amano and European Union foreign policy chief Federica Mogherini that Haley’s visit was another step by the US “that flies in the face” of the nuclear agreement. While US officials are free to travel and meet IAEA officials, Zarif said the publicly stated purpose of Haley’s visit to discuss US concerns “raises several serious concerns over further violations of the letter and spirit” of the nuclear deal and the UN Security Council resolution endorsing it.“Regrettably, this visit, with the stated purpose to ‘press the agency,’ is widely perceived by the international community as a manifest and blatant attempt…to put pressure on the agency and adversely affect the professional and impartial nature of the work of the IAEA in carrying out the job entrusted to it,” he said. The foreign minister complained that the way the US planned and publicized Haley’s visit created “further uncertainty and ambiguity” among other countries and the private sector over the sustainability of the nuclear agreement. He said this was another example of US “mala fide” — or “bad faith” — aimed at “limiting Iran’s benefits from the deal.”Zarif said in the letter, dated Saturday and obtained by The Associated Press, that Haley’s visit could also “undermine the credibility” of the IAEA, which is vital to global nuclear nonproliferation and is charged by the UN Security Council to play an “independent role” in verifying compliance with the Iran nuclear deal.Haley’s statement after meeting Amano praised the IAEA’s “credibility, professionalism and seriousness” in conducting its monitoring and verification work in Iran, but noted that the agency’s reports can only be as good as the access Iran grants.Zarif said he was confident that Amano “will deal with this visit and other similar attempts with absolute professionalism and integrity.”

Arab Israeli man charged with aiding Temple Mount terrorists-Shin Bet says investigation of deadly shooting attack uncovered connections between the gunmen and banned Northern Branch of Islamic Movement-By Judah Ari Gross August 24, 2017, 12:24 pm-THE TIMES OF ISRAEL

An Arab Israeli man was indicted Thursday for assisting the three gunmen who killed two police officers just outside the Temple Mount compound last month. The Shin Bet security service said the suspect, 35-year-old Amjad Muhammad Ahmad Jabarin from the city of Umm al-Fahm, transported the three terrorists to Jerusalem, spoke with them about their plans ahead of time, and “even offered to join them in carrying out the attack on at least two occasions.”During his interrogation, Jabarin also revealed connections between the three terrorists — all of them named Muhammad Jabarin from Umm al-Fahm — and the outlawed Northern Branch of the Islamic Movement, the Shin Bet said.On July 14, at approximately 3:00 a.m., the three gunmen, all of whom were named Muhammad Jabarin, arrived at the Temple Mount from Umm al-Fahm for prayers with guns and a knife hidden under their clothes. The weapons had been smuggled into the site by an accomplice. They remained at the holy site for four hours, before walking out toward the Muslim Quarter. Just after 7:00 a.m., they opened fire at two Israel Police officers, Haiel Sitawe, 30, and Kamil Shnaan, 22, who were stationed at one of the entrances to the Temple Mount, killing them. Other police officers on the scene shot back at the terrorists, killing them.Amjad Jabarin was arrested on July 23, nine days after the attack. On Thursday, he was formally charged in a Haifa District Court as an accessory to murder.According to the indictment, Jabarin trained with the terrorists ahead of the attack, joining them when they went to practice shooting their improvised “Carlo” submachine guns. The night before the attack, he also drove the three to a soccer field in Umm al-Fahm, which served as a pickup point for a shuttle to the Temple Mount, knowing that they were armed and planning to carry out the shooting, according to the charges against him. After the attack, Jabarin also hid some of the killers’ belongings — cellphones and keys to a car — which they’d given him beforehand, according to the indictment. The Shin Bet said the men came together to plan their attack at the mosque in Umm al-Fahm’s al-Malsa’a neighborhood.“The findings of the investigation pointed to a clear link between the al-Malsa’a mosque and the Northern Branch of the Islamic Movement, which was declared an illegal organization in November 2015 and is now considered a terrorist organization,” the agency said. The Shin Bet noted that one of the gunmen was responsible for maintenance at the mosque and served as its muezzin, the person who performs the call to prayer.According to the indictment against Amjad Jabarin, he also used his position in the mosque to hide two of the guns used in the attack inside the building.“In addition, connections were found between the assailants and the Islamic Movement, including support for the ideas put out by the movement and through their involvement in organizations that have clear links to the Islamic Movement,” the Shin Bet said.As an example, the agency noted that the terrorist who served as the al-Malsa’a mosque’s muezzin was once active in the Mourabitoun, a group that often clashed with Israeli security forces on the Temple Mount and was declared illegal in September 2015 over its ties to the Islamic Movement and Hamas. In addition to the accessory to murder charge, Amjad Jabarin was also indicted for being an accessory to a terror attack, using a weapon for the purposes of terror, obstruction of justice and planning to commit a crime. The Temple Mount attack led to weeks of instability in Jerusalem and the West Bank. Following the Friday morning shooting, Israel shut down the complex for the rest of the day — something that hadn’t been done on a Friday, the most popular day for Muslim prayer, in nearly 50 years. When the site reopened two days later, police had installed metal detectors at the entrances to the holy site, which local Muslim officials decried as attempts to change the status quo. The weeks that followed saw numerous bloody clashes between police and East Jerusalemites, who refused to pass through the detectors and instead held at times violent protests outside the Old City.A degree of calm was restored to the capital after the government agreed to remove the metal detectors and other security measures from the entrances to the Temple Mount on July 25.

India's push to broaden use of its biometric database-[Reuters]-YAHOONEWS-August 24, 2017

(Reuters) - India's Supreme Court ruled on Thursday the right to privacy is a fundamental right protected by the Indian Constitution, in a potential setback to the government's push to mandate the use of Aadhaar, or unique ID numbers for a variety of routine tasks.Over a billion Indians have already registered for Aadhaar cards, which ascribe unique ID numbers, and record fingerprints and iris scans of each person. The database was originally set-up to streamline welfare benefit payments and reduce wastage. The current government however, has been keen to mandate the use of Aadhaar for everything from the filing of income taxes to the operating of one's bank accounts. Below is a timeline on the various Aadhaar developments:March 2006: India's Ministry of Communications and Information Technology approves a Unique ID (UID) scheme for poor families.December 2006: Empowered Group of Ministers (EGoM) constituted to collate two schemes -the National Population Register under the Citizenship Act, 1955 and the UID scheme.2007: At its first meeting, the EGoM recognizes need to create a residents database. This leads to the creation of Aadhaar.2009: The Unique Identification Authority of India (UIDAI) is created to issue unique identification numbers. Nandan Nilekani appointed the first chairman.December 2010: The National Identification Authority of India Bill, 2010 (NIAI Bill) introduced in Parliament.September 2011: Number of Aadhaar holders crosses 100 million.December 2011: Standing committee on Finance rejects NIAI Bill in initial form; recommends requirement of privacy legislation and data protection law before continuance of scheme.2012: Former High Court judge files petition contending that Aadhaar violates fundamental rights of equality and privacy.September 2013: Supreme Court passes interim order stating no person should suffer for not having an Aadhaar card.December 2013: The number of Aadhaar holders crosses 510 million-March 2014: The Supreme Court revokes orders made by agencies demanding Aadhaar for welfare schemes. Court also forbids UIDAI from sharing information in the Aadhaar database with any agency without the individual's consent.December 2014: Number of Aadhaar holders crosses 720 million.August 2015: Three-judge bench of Supreme Court limits use of Aadhaar to certain welfare schemes, orders that no one should be denied benefits for lack of an Aadhaar card. It refers question of right to privacy as a fundamental right to a constitution bench.February 2016: Number of Aadhaar holders crosses 980 million.March 2016: Aadhaar (Targeted Delivery of Financial & Other Subsidies, Benefits & Services) Bill introduced as a money bill in the lower house of parliament. Bill passed by Parliament; receives presidential assent.January-March 2017: Various ministries make Aadhaar mandatory for welfare, pension, and employment schemes. Aadhaar made mandatory for filing of income tax returns. Aadhaar holders crosses 1.14 billion.[Data compiled from Software Freedom Law Centre and State of Aadhaar Report 2016-17](Compiled by Abhirup Roy and Devidutta Tripathy)

Russian nuclear bombers fly near North Korea in rare show of force-[Reuters]-By Andrew Osborn-YAHOONEWS-August 24, 2017

MOSCOW (Reuters) - Russian nuclear-capable strategic bombers have flown a rare mission around the Korean Peninsula at the same time as the United States and South Korea conduct joint military exercises that have infuriated Pyongyang.Russia, which has said it is strongly against any unilateral U.S. military action on the peninsula, said Tupolev-95MS bombers, code named "Bears" by NATO, had flown over the Pacific Ocean, the Sea of Japan, the Yellow Sea and the East China Sea, prompting Japan and Seoul to scramble jets to escort them. The flight, which also included planes with advanced intelligence gathering capabilities, was over international waters and was announced by the Russian Defence Ministry on the same day as Moscow complained about the U.S.-South Korean war games."The US and South Korea holding yet more large-scale military and naval exercises does not help reduce tensions on the Korean Peninsula," Maria Zakharova, a spokeswoman for the foreign ministry, told a news briefing in Moscow."We urge all sides to exercise maximum caution. Given the arms build-up in the region, any rash move or even an unintended incident could spark a military conflict."The United States and South Korea began the long-planned joint military exercises on Monday, heightening tensions with Pyongyang which called the drills a "reckless" step towards nuclear conflict. Some military experts regard the hulking Russian turboprop bombers which made the flight near the Korean Peninsula as a relic of the Cold War. But Russia has upgraded the aircraft since the Soviet fall and, since 2007, has used the planes to back its diplomacy with shows of force and to probe other countries' airspaces.Moscow said the bombers had been accompanied by Sukhoi-35S fighter jets and A-50 early warning and control aircraft. The A-50s, the Russian equivalent of the Boeing E-3 Sentry AWACS aircraft, are designed to track aerial and ground targets at a long range, among other capabilities.-TENSIONS-Moscow did not say how many aircraft had taken part or when the mission had taken place."Our long-range aviation pilots, according to an established plan, regularly carry out flights over neutral waters over the Atlantic, the Arctic, the Black Sea and the Pacific Ocean from their bases and from tactical airfields," the defense ministry said in the same statement. It said the TU-95MS bombers were refueled in mid-air during the mission, and that during parts of the route they had been escorted by South Korean and Japanese military jets.Russia, which shares a border with North Korea, has repeatedly voiced concerns about rising tensions on the Korean Peninsula caused by Pyongyang's nuclear missile program, and has also complained about possible plans by Japan to deploy a U.S. anti-missile system on its soil.Foreign Ministry Spokeswoman Zakharova said on Thursday that if Tokyo did go ahead and opt to deploy such a system it would be disproportional to the North Korean missile threat and could upset wider strategic stability in the region.Japan has at least twice before this year been forced to scramble its jets to intercept Russian aircraft. The daily Izvestia newspaper reported in October last year that Russia was close to finishing setting up a new division of heavy bombers to patrol "the Japan-Guam-Hawaiian Islands triangle."(Additional reporting by Dmitry Solovyov; Editing by Ralph Boulton)

Civilian drills grow lax among South Koreans used to threats-[The Canadian Press]-YAHOONEWS-August 24, 2017

SEOUL, Korea, Republic Of — Once or twice a year, activity on the streets of South Korea's capital freezes as a wailing siren marks a nationwide drill aimed at preparing against a North Korean attack. Cars stop on roads. Pedestrians move into buildings and subway stations. Government buildings are evacuated. The scenes during the latest air-raid drill on Wednesday are remarkable for turning parts of this usually bustling city into a ghost town. But a closer look raises questions about whether the exercises are adequately preparing South Koreans while the threat from North Korea's nuclear and missile program grows. For many, there's no real training, just people standing around in schoolyards or other gathering spots, staring into their smartphones, chatting amiably or just looking bored or frustrated. Many schools don't participate in the air-raid drills and those that do often escort children outside. Leaving their buildings would be a good idea during earthquakes, but a terrible decision during attacks. The country has nearly 19,000 evacuation shelters, mostly built in subway stations and the parking garages of apartments and large buildings. Yet a 2014 government survey found that an overwhelming number of South Koreans did not know which shelters were closest to their homes."No, I don't know. I don't think anybody knows," 31-year-old Park Ji-na said shortly after Wednesday's drill. The 2014 survey, by the National Disaster Management Research Institute, also found that only 10 per cent of the 145 adults polled had CPR experience, and just 7 per cent owned gas masks. Most South Koreans have lived their entire lives facing threats from North Korea, and few show great worry."Realistically, the people who live in this country aren't thinking much about" the threats, Park said. "They are on the news all the time, but it's not like they are real threats affecting our lives."National and local governments and even companies organize the exercises. South Korea launched its current civil defence program in 1975, when the country was still run by a military dictator. Through the 1980s, nationwide evacuation drills were held on the 15th of nearly every month. In decades past, civil servants wearing yellow armbands whistled people off the streets and teachers ordered school children to crouch under their desks for exercises that lasted 30 minutes. There were even nighttime drills where people were instructed to turn off the lights and televisions at their homes to deter an imaginary attack by North Korean bombers. The drills became less frequent and more casual after the 1990s amid rising public complaints and a temporary improvement in relations between the rival Koreas. Today, though North Korea's nuclear weapons development and fierce rhetoric have drawn deep international concern, South Koreans are both inured to the threats and distracted by life in a country that is now about Asia's busiest and most vibrant.Kim Dae Young, a military expert at the Korea Research Institute for National Strategy, said the drills are failing to equip people with even basic information, such as how and where to evacuate and how to secure drinking water and other supplies during times of crisis.Noh Sang-yeol also was among those who did not know the shelter closest to his home. The 65-year-old said there's a need to strengthen training programs because the current drills are doing "nothing at all" to prepare people."I read from the newspapers that people in Japan, Guam or Taiwan are preparing well and even stacking up on food in case of emergency, and that made me think whether I should begin buying water or battery supplies," he said.An official from Seoul's Ministry of Interior and Safety said that although South Korea is considering whether its civil defence programs should be strengthened, it would be impossible to bring quick changes."These drills are intended for the entire nation and changes can't be made overnight by one or two people sitting on a desk," said the official, who didn't want to be named, citing office rules. "There should be close and comprehensive studies on people's willingness to participate and their awareness of national security issues before we could specifically determine what kind of training would be possible."Wednesday's air-raid drill followed North Korea's two intercontinental ballistic missile tests in July and its threat to lob missiles toward Guam earlier this month. The government had planned to send military planes over major cities emitting colored smoke to simulate an attack, but the flights were cancelled in Seoul and many other areas due to heavy rain and low clouds, according to the interior ministry.Government workers during the drill distributed leaflets instructing people what to do during an attack, which included recommendations to prepare to gas masks, raincoats and soap in case of nuclear, biological or chemical attacks. It also reminded people to evacuate to the higher floors of buildings, instead of subway stations or parking garages, in case of chemical attacks. The civil defence drill coincided with a large-scale joint military exercise between Washington and Seoul that runs through Aug. 31. This annual exercise has predictably drawn a verbal outburst from Pyongyang, which claims the war games are an invasion rehearsal. The lax civilian drills bother experts, who say stronger training is crucial, especially for the 25 million living in Seoul and its neighbouring metropolitan areas. They would only have minutes to respond to incoming North Korean missiles or artillery shells. The practices of the 1970s and 80s won't return, but experts say the drills should at least focus on giving people practical skills in rescue and evacuation.Even the South's emergency infrastructure is lacking, said Kim, the military expert. Aside from a few facilities in small border islands that have occasionally seen military skirmishes between the Koreas, South Korea's civilian shelters are not equipped to handle attacks involving nuclear, chemical or biological weapons, Kim said."The government should start building bunkers that could withstand nuclear attacks in Seoul and the neighbouring metropolitan area," Kim said. "Civil defence needs to become a more important part of the national defence strategy as North Korean threats grow."The ministry official, however, said upgrading thousands of shelters to protect against such attacks would be financially implausible.Kim Tong-Hyung, The Associated Press.

Japan's Tepco gets slapped with new U.S. lawsuit over Fukushima-[Reuters]-YAHOONEWS-August 24, 2017

TOKYO (Reuters) - Tokyo Electric Power Co Holdings said on Thursday it has been hit with another lawsuit filed in a U.S. court seeking $5 billion for compensation over the 2011 Fukushima nuclear disaster, the second filed against the utility in a U.S. court. The suit filed by 157 individuals is seeking that amount to set up a compensation fund for the costs of medical tests and treatment they say they need after efforts to support the recovery from the world's worst nuclear disaster since Chernobyl in 1986.The utility, known as Tepco, is being sued regarding improper design, construction and maintenance, claiming compensation for physical, mental and economic damages, the company said in a statement.A multi-plaintiff lawsuit was filed on Aug. 18, 2017, against Tokyo Electric Power Co and other parties in the Southern District Court in California, the legal information group Justia said on its website.Tepco has been hit with more lawsuits than in any previous Japanese contamination suit over the meltdowns of three reactors at its Fukushima Daiichi plant north of Tokyo after a massive earthquake and tsunami in March 2011.Radiation forced 160,000 people from their homes, many never to return, and destroyed businesses, fisheries and agriculture. In June, a federal appeals court cleared the way for a group of U.S. military personnel to file a suit against Tepco over radiation exposure that they say occurred during recovery efforts on board the USS Ronald Reagan.Tepco did not make clear whether the two suits involved the same plaintiffs but Justia has two cases listed.Shareholders of Tepco are suing the utility's executives for a record 5.5 trillion yen ($67.4 billion) in compensation, in a long standing case. The company's former chairman and other executives of the company appeared in court in June to answer charges of professional negligence, in the first criminal case after the meltdowns at the plant. They all pleaded not guilty. The criminal and civil legal cases do not threaten financial ruin for Tepco, which is backstopped by Japanese taxpayers. The company faces nearly $150 million of costs to decommission the Fukushima plant and clean up the surrounding area, according to the latest government estimate.Tepco shares fell nearly 1 percent on Thursday, in line with many of Japan's other utilities, before the company announced the lawsuit.(Reporting by Aaron Sheldrick)

Up to 14 missing after landslide in Swiss Alps-[AFP]-Miguel Medina with Nina Larson in Geneva-YAHOONEWS-August 24, 2017

Bondo (Switzerland) (AFP) - As many as 14 people are feared missing after a massive landslide swept away a mountainside in the Swiss Alps, ripping apart buildings and forcing the evacuation of a village, police said Thursday. The landslide, which struck on Wednesday, sent mud, rocks and dirt flooding down the Piz Cengalo mountain into the outskirts of the village of Bondo, near the Italian border.About 100 people were evacuated, some airlifted out by helicopters.Police in the canton of Graubunden, which initially announced no one was hurt, confirmed Thursday that eight hikers, from Germany, Austria and Switzerland, had been in the region of Val Bondasca where the landslide occurred and were missing. The Austrian foreign ministry confirmed that a couple from the country was missing, while Swiss daily Blick reported that four of those being searched for were German nationals.- More missing? -Another group of five to six people had also been reported missing, Andrea Mittner of the Graubunden police told a news conference, adding though that it was unclear if they had actually been in the affected area at the time of the landslide."Perhaps they had already left" the region, he said.No children were believed to be among the missing, he said.He said a massive search-and-rescue operation was scouring a five-square-kilometre (three-square-mile) area, involving some 120 emergency workers, helicopters and rescue dogs.Police and residents stressed that the mobile phone coverage in the area was spotty at best, voicing hope that might explain why the missing had not been in touch. The landslide set a full four million cubic metres (141 cubic feet) of mud and debris in motion, its relentless moving mass stretching 500 metres (1,640 feet) across, according to the regional natural hazards office (AWN).The event was so severe that the vibrations set off seismometers across Switzerland, which measured the equivalent of a magnitude 3.0 earthquake, according to the Swiss Seismological Service.Images showed an unstoppable mass of thick mud and sludge moving down the mountainside like lava, tearing up trees and demolishing at least one building in its path and partially engulfing others.- 'Terrible' -"It was terrible," Elisa Nunzi, 27, who witnessed the landslide from her home in a neighbouring higher-altitude village, told Blick. She said she first noticed something was amiss when a large flock of birds began flying nervously around the church tower, and then an ear-deafening bang that sent rocks pouring down the mountain."There were so many. It did not stop," she said, adding that a blanket of smoke and dust soon covered Bondo."You could not see anything for an hour. But you could still hear stones falling down. It smelled of granite," Nunzi said.Police said 12 farm buildings, including barns and stables, had been destroyed, while Graubunden's main southern highway was closed to traffic.Around 100 people had been evacuated from Bondo and surrounding villages, as well as from Alpine cabins, amid fears of fresh landslides.- 'Catastrophe' -Simona Rauch, a Protestant minister at a church in Val Bregaglia, a valley that groups several villages including Bondo, told AFP residents had not expected to be gone so long."People left immediately leaving everything behind. They didn't bring anything, because they thought they would be returning quickly," she said."No one expected this kind of catastrophe. The evacuees were being housed in private homes and in nearby hotels, including in the village of Castasegna on the Italian border.Wednesday's landslide was not the first to hit Piz Cengalo, In 2012, nearly 400 million cubic metres of mud, rocks and gravel -- the equivalent of 4,000 standard-sized houses -- poured down the mountainside, landing in an uninhabited valley.Following that incident, an automatic debris alarm system was installed. That alarm was set off when Wednesday's landslide barrelled down the mountain at 9:30 am (0730 GMT), police said, sparking an immediate deployment of emergency services. The last deadly landslide to hit Switzerland was in November 2014, in the city of Davesco-Soragno, killing two people and injuring four others. One of the worst such accidents in the wealthy Alpine country in recent years happened in 2000, when 12 people perished and four others were declared missing after floods in the southern canton of Valais.

Police clear migrants from Rome piazza with water hoses-[Associated Press]-COLLEEN BARRY and PAOLO SANTALUCIA-YAHOONEWS-August 24, 2017

ROME (AP) — Migrants in a Rome piazza threw rocks, bottles and gas cans at police in riot gear who were using water jets to clear out about 100 mostly Ethiopian and Eritrean asylum-seekers early Thursday as part of a security operation criticized by humanitarian groups.Police say at least two people were detained, and 13 were injured. The dawn piazza operation comes days after authorities cleared most out of the 800 migrants, primarily asylum-seekers, who had been squatting in a nearby building since 2013.Police said in a statement the operation was necessary because the migrants remaining in the piazza had refused to accept city-organized lodging and because of the risk of cooking gas canisters and other flammable materials.Authorities have said such raids to clear migrants from buildings and squares, at least four since July in Rome, are part of anti-terrorism measures. But asylum-seekers, mostly women and children, who had been allowed to remain temporarily in a nearby building hung signs out of its windows saying "We are not terrorists." They were also cleared out.The U.N. refugee agency, UNICEF and humanitarian organizations have protested Italy's moves, saying they were carried out without warning and that there is not enough adequate housing for them and the hundreds more vulnerable asylum-seekers sleeping on Rome's streets. They also noted that many families would be separated by the new housing arrangements and children would be uprooted from schools."It is a shame that the absence of alternative housing solutions brought about a violent situation," Doctors Without Borders said, calling for "dignified solutions" for those who have been removed. On Twitter, Doctors Without Borders posted pictures of the police operation and protested the "indiscriminate use of violence." The organization noted there were no ambulances nearby to help, and said their volunteers treated 13 injured, mostly cuts and fractures, including an elderly woman who fainted after being hit by a water jet.Italy is struggling to meet the demand to house migrants, with more than 98,000 arriving so far this year after being rescued at sea in rickety smugglers' boats. More stringent border controls are preventing most of those migrants from continuing their journeys to preferred destinations further north.____Colleen Barry reported from Milan.

Controversial Islamist cleric indicted for incitement to terror-Raed Salah charged over speech he gave calling killers who shot dead two police offcers outside Temple Mount ‘martyrs’-By Alexander Fulbright August 24, 2017, 4:47 pm-THE TIMES OF ISRAEL

Prosecutors on Thursday charged a controversial Islamic cleric with incitement to terror for praising the three Arab Israelis who shot dead two police officers last month just outside the Temple Mount complex in Jerusalem.Sheikh Raed Salah, a leading member of Israel’s now-outlawed Northern Branch of the Islamist Movement, has been held in custody since his arrest last week.Among the suspected calls for incitement to terror cited by the indictment filed at the Haifa Magistrate’s Court was a speech given by Salah at the funeral of the three men who carried out the July 14 attack at the Temple Mount, and who like Salah were from the Arab Israeli city of Umm al-Fahm.In his speech, Salah praised the three attackers — all of them named Muhammad Jabarin — as “martyrs” and asked for “God to have mercy upon them.”The three Arab Israelis shot dead two police officers using guns smuggled by an accomplice into the Temple Mount complex.Following the attack, Israel shut down the Temple Mount to Muslim worshipers before reopening the site two days later after installing metal detectors at entrances to the holy site.In response to the placement of the metal detectors, Muslim worshipers boycotted entering the Temple Mount until their removal. In addition to daily protests outside the Old City, uproar over the move also prompted violent clashes between police and the demonstrators, with five Palestinians killed in clashes. Tensions at the site were also cited by the Palestinian terrorist who stabbed to death three members of the Salomon family during Shabbat dinner at their home in the West Bank settlement of Halamish. As part of the indictment, prosecutors charged Salah with an additional two counts of incitement to terror for speeches he gave encouraging the violent clashes surrounding the Temple Mount.Salah was also charged with membership of an illegal organization over his continued involvement in the Northern Branch of the Islamic Movement. It was banned in late 2015 over accusations it maintained links to terror groups and for stoking a wave of violence that saw dozens of deaths in a spate of stabbing, car-ramming and shooting attacks.Prosecutors requested Thursday that Salah be held in custody until the end of the legal proceedings.Salah’s lawyers and supporters have said the cleric is innocent, saying his sermons are always within the bounds of free speech and that he “stands against the murder of innocents.”They have called the preacher’s arrest political intimidation and say it was intended to silence dissent.Salah said in court last week that he had been threatened by Jewish prisoners.“If something happens, my blood is going to be on (Prime Minister Benjamin) Netanyahu’s hands,” he said. His arrest last week came following his release from prison in January after serving a nine-month sentence on similar allegations.Founded in the 1970s, the Islamic Movement is a political organization, religious outreach group and social services provider rolled into one. The movement’s overarching goal is to make Israeli Muslims more religious and it owes much of its popularity to its provision of services often lacking in Israel’s Arab communities. The group runs kindergartens, colleges, health clinics, mosques and even a sports league – sometimes under the same roof. The movement split two decades ago. The more moderate Southern Branch began fielding candidates for the Knesset in 1996 and is now part of the Joint List, an alliance of several Arab political parties. Three of the Joint List’s 13 current Knesset members are part of the movement. The Northern Branch had also funded a group called the Murabitun, whose protests against Jewish visitors at the Temple Mount have occasionally turned violent. In September last year, Israel banned the group from the Mount.Times of Israel staff and AFP contributed to this report.

Opinion-Terrorists do not sit still, and nor should we By Julian King-AUG 24,17-EUOBSERVER

BRUSSELS, Today, 15:21-In the past week, Europe has once again been struck by terror. In Barcelona and Cambrils, Spain, and in Turku, Finland, attacks have killed and injured citizens from across the continent, and across the world. Those sad events remind us that, today, no corner of Europe is immune, and no country unaffected.By whatever means they are pursued, there is nothing noble in these acts of cowardice. There can be no justification for such murder and violence.Faced with these threats, citizens - rightly - expect us to do more than just condemn after the fact. Maintaining people’s security is a primary role of any government, and it is certainly a priority of the current European Commission, too.We cannot promise that such attacks will not occur again. I wish we could, but in this - as in other areas - there is no such thing as “zero risk”.What we can do is make it harder and harder for those who would seek to perpetrate murder and atrocity.-Closing loopholes-Terrorists need weapons. New EU laws, agreed earlier this year, restrict gun ownership, and close loopholes that were so tragically exploited nearly two years ago in Paris.Meanwhile, we continue to intensify our fight against illegal trafficking through routes like the Balkans. And we've tightened controls around the materials used to build home made explosives.Terrorists need money. Last December, we proposed new ways to combat money laundering, to tighten controls on illicit cash movements, and to freeze and confiscate the assets of suspected or convicted criminals and terrorists. And terrorists need to move. We are making it harder for them to do so. Since last April, anyone seeking to enter or leave the EU’s Schengen passport-free travel zone faces new security checks.Countries will share information about those flying to, from or within Europe, under new EU rules on passenger name records agreed in April 2016 - even if many EU countries still need to get moving to implement those rules.Under our proposals for a European travel information and authorisation system, those hoping to visit the EU would have to undergo checks before even setting foot on European soil. Finally, we are working to improve how Europe's different law enforcement information and databases talk to each other, making it harder for terrorists to assume different identities in different countries, or otherwise slip through the cracks.Terrorists do not sit still, and nor should we. As we crack down on one form of terror, they find others to pursue. They adapt to changing technology and changing trends, and so should we.-Tackling radicalisation-So we are also taking upstream action to tackle radicalisation. EU networks help national practitioners learn from each other and support those on the front line of challenging radicalisation in our communities. The European internet forum, grouping internet companies and national authorities, tackles radicalisation online. Around 90 percent of the terrorist content identified by Europol, the EU's police cooperation agency, gets taken offline, and we're working with the internet companies to make detection more automatic.Toughened EU anti-terror laws mean those travelling to Syria to fight for Da’esh, or those receiving terrorist training, face criminal prosecution. The European Commission is working with national and local authorities to identify and spread the best practice in protecting so-called 'soft targets', such as public spaces, airports, stations, schools or hospitals. In September, I will be meeting City leaders from across the Euro-Mediterranean region, who are gathering in Nice to reinforce their efforts to tackle radicalisation and protect their citizens. This is not the first time Europe has faced a terror threat. In recent decades, we have seen the Baader-Meinhof Gang, the Red Brigades, the Basque ETA separatist group, and the Irish Republican Army (IRA).But today’s threat is more global. It targets our European way of life, seeks to divide our communities, and undermine our values. When it comes to security, national authorities remain the first line of responsibility, and the first line of defence. But the EU can and does provide significant support: improving information sharing on potential threats, boosting cooperation, and cutting the space available for terrorism to thrive and spread. When terrorism strikes, citizens across Europe rise up to show their compassion for victims, and their revulsion at the attackers’ nihilistic worldview: Je Suis Paris, I Am London, No tinc por.We need to show that same solidarity and determination, redoubling our efforts at local, national and European level to defeat those who seek to do us harm.Julian King is the European Commissioner for the Security Union.

Poland vows legal battle on migrant quotas By Andrew Rettman-AUG 24,17-EUOBSERVER

BRUSSELS, Today, 09:28-Poland has vowed to fight the EU in court over migrant relocation quotas, while accusing the European Commission of creating a security risk.“Poland has sent a motion to the European Commission requesting it to discontinue its ongoing infringement procedure. Should it be continued, Poland is prepared to argue its case before the Court of Justice of the European Union”, the Polish foreign ministry said in a statement on Wednesday (23 August). It said the Commission had “unfortunately” mixed up the migrant issue with other complaints of a “political nature” on the rule of law in Poland. It also accused Commission vice president Frans Timmermans of political meddling.“Timmermans has demonstrated political intervention in Poland’s internal affairs, taking a position similar to that of the opposition,” the foreign ministry said. The rebuke came after the Commission launched legal action against Poland for its refusal to take asylum seekers from Greece and Italy.Poland’s ruling Law and Justice party (PiS) boycotted EU migrant quotas after winning power in 2015, even though Poland had bound itself to take 6,182 people from the EU states on the front line of the migration crisis.Law and Justice has said Muslim asylum seekers were a terrorist threat. The Polish interior minister, Mariusz Blaszczak, said on Wednesday that the Commission’s migration policies increased that threat.“Paris, Stockholm, Brussels, Berlin, Manchester, Barcelona: How many more European cities have to be hit by terrorists so that the European Union wakes up? So the European Commission acknowledges that accepting blindly all those who come to the European shores is akin to putting a noose around Europe's neck?”, the minister’s statement said. The Commission’s “infringement proceedings” on migrant quotas could see Poland fined for non-compliance.But the Polish public stands behind the government’s hardline stance.Fifty seven percent of Poles would be happy to lose EU funds in return for keeping out Muslim migrants, while 51 percent would rather leave the EU than comply with the quotas, the IBRiS pollster said in July. The Commission has also launched action against the Czech Republic and Hungary over the same issue amid a wider boycott in Central Europe.France and Germany have taken in the most people, but they still fell 36,000 places short of their quotas as the EU deadline approached in September. The Commission’s separate complaint on the rule of law in Poland came after Law and Justice seized control of Polish courts and judges. That procedure could end in Poland’s vote in the Council of the EU being suspended, in what would be an unprecedented event in EU history.-Nato visit-Poland’s political disputes with the EU come amid geopolitical tension in the region.Nato chief Jens Stoltenberg will visit Poland on Thursday and Friday to inspect a rapid reaction force sent to the Polish border to deter Russian aggression. The Nato force contains about 1,000 US, British, and Romanian soldiers as well as US armour, with similar Nato battalions posted to Estonia, Latvia, and Lithuania.Russia and Belarus will on 14 September conduct a large scale military drill called Zapad 2017 in the Baltic region. It is said to involve 12,700 soldiers, but Lithuania and other Western analysts predict that it will involve more 100,000, in what what would be the biggest exercise of its kind since the end of the Cold War.

Woman visiting Manitoba confronts self-proclaimed 'Nazi' after racist verbal attack-[CBC]-YAHOONEWS-August 23, 2017

A Calgary woman who came to visit her family in Manitoba this summer says she was shocked by the racist verbal attack she endured when she asked a stranger for directions. In an exchange Calgary teacher Kaniz Fatima captured on video, a man who described himself as a "Nazi" told her to take off her "head towel off" because it "supports Muslims." He also told her to "go back to your country.""His comments actually shocked me a lot and then I was scared too," she said.Fatima was in Manitoba to visit family in early July. She and her family were driving in Pinawa, a small town about 95 kilometres northeast of Winnipeg, when they got lost.Fatima said when she stopped to ask a stranger for directions, he called her a "parasite" and hurled racist insults at her.She posted a video she took of part of the encounter on social media this week."You are being racist," Fatima can be heard telling the man in the video."I'm a f--king Nazi," the man can be heard replying in the video. "Do you know what a Nazi is?"He then goes on to demand that Fatima remove her head covering."This is my hijab. Why should I take it off?" Fatima can be heard replying in the video. Two women passing by can then be heard confronting the man.Fatima says she and her family eventually got in their car and drove away.-'Doesn't represent Canada'-"I felt a responsibility to talk against racism, to stand up against Islamophobia," Fatima told CBC News in an interview Wednesday."I felt like I need to uphold my Canadian values and stand up for inclusion and justice because this is our country and we belong to this country."She praised the passersby who stopped to defend her."This man doesn't represent Canada. The other two ladies who stood up for us, they truly represent Canada," she said.Fatima, who came to Canada from Bangladesh in 2009, said she's never experienced anything like the racist attack before.Even so, she said she has heard of similar encounters and feels people are currently more open about expressing racist views than they have been in recent history. The political situation in the United States may be partly to blame, she said.Helmut-Harry Loewen is a hate crime expert and member of an anti-fascist activist group in Winnipeg called Fascist Free Treaty One.Speaking to CBC News last week, he said white supremacist groups are very much present in Manitoba and organizing, and attempts at recruiting within these groups are on the rise."Some have referred to it as the Trump effect, and we certainly saw that in Winnipeg just within days after Trump's election," he said."Posters went up downtown from various organizations. Some of them were posted on campus at the University of Manitoba promoting a kind of white students' union. All of this happened in the wake of Trump."But Canada has its own problems with racism. The number of police-reported hate crimes against Muslims jumped by 60 per cent in 2015 compared to the previous year, according to Statistics Canada.Data released in June of this year showed there were 159 anti-Muslim incidents reported to police in 2015, up from 99 the year before.Fatima said she plans on filing a report with police about her experience in Manitoba.

Navy ends sea search for McCain missing; confirms 1 death-[The Canadian Press]-YAHOONEWS-August 24, 2017

SINGAPORE — The U.S. Navy on Thursday called off the search at sea for sailors missing after a collision between a destroyer and an oil tanker, and confirmed the identity of one body. The 7th Fleet said divers will continue to search flooded compartments inside the USS John S. McCain, where some remains have been found. The Navy has not provided specifics.Ten sailors went missing and five others were injured in the accident, which occurred Monday as the McCain was heading to Singapore for a routine port call. The fleet said it had identified the remains of Electronics Technician 3rd Class Kenneth Aaron Smith, 22, from New Jersey. The search, which also involved aircraft and ships from Singapore, Malaysia, Indonesia and Australia, was suspended after 80 hours of scouring a 2,100-square mile (5,400-square kilometre ) area east of Singapore, the Navy said.Earlier, it said a body found at sea by Malaysian forces was not one of the missing sailors. The remains were medically examined and will be returned to Malaysian authorities, it said. The commander of the 7th Fleet was relieved of duty on Wednesday following the McCain collision and other accidents this year that raised questions about its operations in the Pacific. Seven sailors died in June when the destroyer USS Fitzgerald collided with a container ship off Japan. Two lesser-known incidents occurred earlier in the year. The firing of Vice Adm. Joseph Aucoin, a three-star admiral, was a rare dismissal of a high-ranking officer for operational reasons.Aucoin was due to retire in a few weeks, and the officer named to succeed him, Vice Adm. Phillip Sawyer, assumed command immediately.Sawyer, speaking Thursday at a maritime security meeting in Bali, Indonesia, thanked regional navies for helping in the search for the missing McCain sailors."Often it is a brutal reminder that what we do is dangerous work in an unforgiving environment, requiring honed skills and constant vigilance," he said. "And even with those, bad things can happen."Lawrence Brennan, an adjunct law professor at Fordham University and a retired Navy officer, called Aucoin's dismissal "an unprecedented peacetime move.""Four incidents in a short time in an operational area is a problem," he said, though he cautioned against rushing to assign blame. The Navy has ordered an operational pause for its fleets worldwide to make sure all steps are being taken to ensure safe and effective operations. The Pacific Fleet will also carry out a ship-by-ship review of its vessels, looking at navigation, mechanical systems, bridge resource management and training. The 7th Fleet said four sailors injured in the collision and taken to a Singapore hospital for treatment were released on Wednesday. It identified the nine sailors who are still missing as Electronics Technician 1st Class Charles Nathan Findley, 31, from Missouri; Interior Communications Electrician 1st Class Abraham Lopez, 39, from Texas; Electronics Technician 2nd Class Kevin Sayer Bushell, 26, from Maryland; Electronics Technician 2nd Class Jacob Daniel Drake, 21, from Ohio; Information Systems Technician 2nd Class Timothy Thomas Eckels Jr., 23, from Maryland; Information Systems Technician 2nd Class Corey George Ingram, 28, from New York; Electronics Technician 3rd Class Dustin Louis Doyon, 26, from Connecticut; Electronics Technician 3rd Class John Henry Hoagland III, 20, from Texas; and Interior Communications Electrician 3rd Class Logan Stephen Palmer, 23, from Illinois.Annabelle Liang, The Associated Press.
