Haley seeks UN resolution to punish states backing Hamas-US envoy calls on Security Council to designate Gaza leaders as terror group, ‘with consequences for anyone who supports it’-By Eric Cortellessa June 20, 2017, 9:22 pm-THE TIMES OF ISRAEL

WASHINGTON — US Ambassador to the United Nations Nikki Haley on Tuesday urged the UN Security Council to take a harder stance against Hamas and state actors that support the Gaza-based terror group.Haley told UN Security Council member states at a meeting that a resolution should be introduced to ensure there are “consequences” for backing Hamas, which is designated a terrorist organization by Israel, the US and much of the West.“We need to pressure Hamas to end its tyranny over the people of Gaza,” she said. “We should condemn Hamas in this Council’s resolutions and statements. We should name Hamas as the group responsible when rockets are fired from Gaza, or when fresh tunnels are discovered.”“And,” she continued, “we should designate Hamas as a terrorist organization in a resolution, with consequences for anyone who continues to support it.Her comments dovetailed with Israel’s position that holds Hamas responsible for any rocket fire out of Gaza, even when launched by smaller groups.Haley did not detail what consequences should be imposed on countries that support Hamas, nor did she mention any in particular. The US is allied with two of Hamas’s main supporters, Qatar and Turkey, and maintains air bases in both countries.Qatar has recently come under pressure from fellow Sunni states, with Doha reportedly rolling back some support for Hamas in response. US President Donald Trump has roundly criticized Qatar for supporting terror.Haley, a former South Carolina governor, further excoriated Hamas for “squandering” its control of the coastal enclave. She noted the terror group’s practice of deliberating placing rocket launchers, tunnels and other military installations among civilians. On a trip to the region earlier this month, Haley surveyed a Hamas-dug tunnel.“This is the way Hamas does business. Hamas hides military infrastructure in and around hospitals,” she said. “It plots and plans to attack civilians while using civilian buildings as cover.”Hamas, she insisted, not Israel, was responsible for the suffering of Gazans.“Israel did not cause the problems in Gaza; no single Israeli settler has lived in Gaza for 10 years,” she said, referring to former prime minister Ariel Sharon’s decision to remove all 7-8,000 settlers from the Gaza Strip in 2005 and pull the IDF back to the pre-1967 lines.“We all would like to see Palestinians in Gaza receive the aid they need. But the responsibility rests squarely with the one group that actually controls Gaza — Hamas.”“Hamas chooses to devote its resources to terrorism instead of governing and reaching peace,” Haley added.Palestinians and some others blame Israel for much of Gaza’s suffering, pointing to the blockade placed on the enclave after Hamas took power a decade ago. Israel tightly controls what can enter the Strip, but allows in humanitarian aid. It says the blockade is necessary to keep Hamas from building up its military forces. Before Haley’s remarks, the UN’s envoy for the Middle East, Nikolay Mladenov, presented his second report on Israel’s settlement activity. The council passed a resolution last year that demanded an immediate halt to all settlement construction in the West Bank and East Jerusalem. The US, under former president Barack Obama, allowed the measure to pass by virtue of withholding its veto power — to the fury of then presidential candidate Trump.Mladenov told the body Israel has ramped-up building settlement units in the West Bank. “Since March 24, there has been substantial increase in settlement-related announcements as compared with the previous reporting period,” he said.Israel is currently moving forward with plans to build roughly 2,500 new settlement homes in the West Bank, including housing units for the first new settlement in 25 years. On Tuesday, Israel broke ground on the new settlement of Amichai, built for residents who were booted out of of the illegal Amona outpost. The settlement — which will be located near the settlements of Shiloh and Eli, north of Ramallah — will be the first of its kind to be constructed since the Israeli-Palestinian Oslo peace accords were signed in 1993.The Trump administration has chided Israel — albeit mildly — for this and other construction.“President Trump has talked about this consistently, and he has said, in his opinion, unrestrained settlement activity does not help advance the peace process,” State Department spokesperson Heather Nauert told reporters last week. “He’s been pretty clear about that. It doesn’t help the prospect for peace.”

Air Force chief boasts of ‘unimaginable’ power in future Lebanon war-In case of conflict, Maj. Gen. Amir Eshel says, Lebanese civilians should leave areas with Hezbollah installations-By AFP June 21, 2017, 4:12 pm-THE TIMES OF ISRAEL

The head of Israel’s air force said Wednesday that in any future conflict with Lebanon the Jewish state will have “unimaginable” military power at its disposal.Maj. Gen. Amir Eshel told a security conference that Israel’s armed forces now have far more punch than they did in the 2006 war against Lebanese Shiite group Hezbollah.“What the air force was able to do quantitatively in the… Lebanon war over the course of 34 days we can do today in 48-60 hours,” he told the conference at Herzliya, near Tel Aviv.“This is potential power unimaginable in its scope, much different to what we have seen in the past and far greater than people estimate.”The Shiite terror group sparked the Second Lebanon War when it assaulted an IDF patrol in a deadly cross-border raid on July 12, 2006, killing several soldiers and seizing two. The ensuing conflict killed more than 1,200 Lebanese and more than 160 Israelis. Most of the Israeli dead were soldiers.During the war, Hezbollah fired thousands of rockets from neighboring Lebanon, with one million Israelis in the north of the country coming under heavy fire for more than a month.Since then Israel has built up a sophisticated missile defense system, including the Iron Dome short-range interceptor which has successfully brought down rockets fired from Syria, Lebanon, Egypt’s lawless Sinai region and the Gaza Strip. It also has the medium-range David’s Sling and the Arrow missile defense system, designed to counter more distant threats. The army said that an Arrow was deployed in March to destroy a Syrian rocket which posed a “ballistic threat” during reported Israeli airstrikes against Hezbollah assets in Syria which drew retaliatory missile fire. The Israeli air force has also started taking delivery of 50 advanced F-35 warplanes from the United States.Eshel did not draw a scenario for a future war with Lebanon or Syria, saying only that Israel must strike hard and fast in case of conflict.“If war breaks out in the north, we have to open with all our strength from the start,” he said.“Threats to Israel air force aircraft in the Lebanese arena will not stop the air force. They may disrupt operations here and there but that will not stop us.”He went on to warn Lebanese civilians of the danger to them posed by Hezbollah military installations in residential areas.“We are doing whatever possible to reduce any collateral damage to civilians in any war, and we aspire toward zero civilian casualties. But I cannot delude myself; in every war there will always be people who are harmed inadvertently. I have a recommendation to the people of Lebanon: Hezbollah has chosen to stay and infiltrate some of your homes. If you leave your homes as soon as the conflict erupts, you will not be harmed,” he said.Times of Israel staff contributed to this report.

Israeli sources: Iran missile strike a ‘flop,’ with most missing target-Israeli analyst says security sources ‘amazed’ at poor performance: 3 missiles fell in Iraq, and only one hit its target-By Times of Israel staff June 19, 2017, 9:46 pm

Iran’s much-vaunted missile strike on Islamic State targets in Syria late Sunday was a flop, with six of the seven medium-range missiles it fired failing to hit their target, Israeli sources said Monday.Iran’s powerful Revolutionary Guard, a paramilitary force in charge of the country’s missile program, said it launched six Zolfaghar ballistic missiles from the western provinces of Kermanshah and Kurdistan. The missiles flew over Iraq before striking what the Guard called an Islamic State command center and suicide car bomb operation in Deir el-Zour, according to Tehran. The Fars semi-state news agency quoted sources saying at least 360 terrorists were killed. But sources quoted in Hebrew media on Monday evening said three of what they said were the seven ballistic missiles didn’t even make it as far as Syria, falling to earth in Iraq, and only one of the seven landed in its intended target, an Islamic State base in Syria’s mostly IS-held Deir Ezzor province. Another of the seven landed hundreds of yards away, in the city of Mayadin.“If the Iranians were trying to show their capabilities and to signal to Israel and to the Americans that these missiles are operational, the result was rather different,” Channel 2 analyst Ehud Yaari said. It was “a flop,” said Ya’ari. “A failure.” Still, he added dryly, “it photographed well.”Syrian opposition activist Omar Abu Laila, who is based in Germany but closely follows events in his native Deir el-Zour, said two Iranian missiles fell near and inside Mayadin, an Islamic State stronghold. He said there were no casualties from the strikes. The IS group did not immediately acknowledge the strikes.Iranian media has highlighted the missile attack as a success and the first by Iran outside its own territory in 30 years, since the Iran-Iraq war of 1980-88. Iran presented the missile strike as a response to twin IS terror attacks in Iran on June 7 in which 17 people were killed, and Revolutionary Guards officials warned that other assaults on Iran would lead to similar retaliatory attacks. The strike was “much less impressive than the media noise Iran is making around the launch,” a military source was quoted saying in Hebrew news site Haaretz. The strike was seen as a threatening message to Iran’s rivals in the region and elsewhere. “The Saudis and Americans are especially receivers of this message,” Gen. Ramazan Sharif of Iran’s Revolutionary Guard told state television. “Obviously and clearly, some reactionary countries of the region, especially Saudi Arabia, had announced that they are trying to bring insecurity into Iran.”Speaking to The Times of Israel later Monday, Ya’ari said his information was based on security sources, and that these sources were “amazed” at the poor performance of the Iranian missiles. “This is what they have to show for 30 years of missile development? Even Hezbollah can do better,” he quoted the sources as saying.Ya’ari noted that Iranian officials, trying to cover up the extent of the failure, have been repeating over and over in the past few hours how successful the missile strike was.Another Hebrew media outlet, Walla news, quoted unnamed “diplomatic sources” also saying that only one or two of the seven Iranian missiles hit their target.Prime Minister Benjamin Netanyahu earlier Monday warned Iran not to challenge Israel and to watch its own back. “I have one message for Iran: Don’t threaten Israel,” Netanyahu said.A spokesman for the Guards declared earlier Monday that the missiles it fired into Syria successfully hit Islamic State group targets.“Based on credible information, the missile operation against Daesh has been successful,” Revolutionary Guards spokesman General Ramezan Sharif said on the elite force’s Sepahnews website.Sharif also warned that such attacks would be repeated if the extremists take action against Iran’s security. “If (IS) carry out a specific action to violate our security, definitely there will be more launches, with intensified strength,” he said-The Guards said it fired six missiles from the west of Iran into Syria’s mostly IS-held Deir Ezzor province.Iranian media reported that some of the mid-range missiles were of the Zolfaghar type, a precision-guided missile with a range of about 750 kilometers (466 miles). Ya’ari said they were a development of the Fateh missile type.Iran’s homegrown missiles, a serious point of contention with Washington and Jerusalem, are said to be able to reach up to 2,000 kilometers (about 1,240 miles).State TV showed mobile missiles launchers being moved in daylight.#BREAKING: Apparently solid-fuel Zolfaghar ballistic missiles with a range of 700kms used to attack ISIS; 6-7 Launched – @GhorbaniSadegh pic.twitter.com/RDOls0FdH7— Amichai Stein (@AmichaiStein1) June 19, 2017-General Amir Ali Hajizadeh, who heads the Revolutionary Guards’ aerospace wing, told state television: “The missiles were fired from Iran and they passed over Iraq and landed in Syria.”“Drones flying from near Damascus to Deir Ezzor transmitted (footage of) missiles hitting their targets,” he said.“Firing these missiles from 600 or 700 kilometers away onto a small building… demonstrates Iran’s capacity and intelligence capabilities” against jihadist groups, he added.Hours earlier, supreme leader Ayatollah Ali Khamenei in a statement vowed Iran would “slap its enemies” in honor of the families of victims, including those killed in Syria and Iraq.Agencies contributed to this report.

Easing power crisis, emergency Egyptian fuel enters Gaza-Over 11 trucks carrying a million liters of diesel — 2- to 3-day supply — on way to Strip’s power plant, as Israel continues cutting electricity-By Dov Lieber June 21, 2017, 2:26 pm-THE TIMES OF ISRAEL

Egypt on Wednesday began delivering diesel fuel to Gaza, a Palestinian official said, hoping to stave off the Palestinian enclave’s mounting electricity crisis. The fuel, trucked in through the Rafah border between Egypt and Gaza, will be routed to the territory’s only power station, which has been closed for several months due to fuel shortages. The deliveries come three days after Israel, at the request of the Palestinian Authority, began reducing electricity supplies to Gaza, despite warnings by the United Nations and the Israeli NGOs that the measure could lead to a “total collapse” of Gaza’s infrastructure.Wael Abu Omar, head of media at the Rafah crossing, said that eight shipments had entered, with a further 14 expected later in the day.“A million liters (220,000 gallons) of fuel for the power plant will enter today,” he said. That is enough to enable the power station to operate for two to three days, Samir Moutair, director general of the Gaza electricity company, told AFP.During a press conference held at the Rafah crossing, Gaza security chief and Deputy Minister of the Hamas-run Interior Ministry Tawfiq Abu Naim said, “We hope that this support of fuel from the Arab Republic continues to the Gaza Strip, which has embraced the Palestinian cause.”The emergency supplies from Egypt will not be enough to completely solve Gaza’s electricity woes. The Palestinian Energy and Natural Resources Authority (PENRA) said today that Israel had reduced a total of 24 megawatts from the feeder lines over the past three days, and is expected to reduce another 16 over the next two days.According to Penra, Israel had been supplying 120 MW, though according to the Israeli army it had been supplying 125 MW.Gaza’s power station can only supply 22% of what is needed to power Gaza daily, according to the Palestinian Energy and Natural Resources Authority (PENRA).The deputy head of PENRA, Fathi Sheikh Khalil, told the Gaza-based news site al-Ray that Gaza would have trouble supplying even partial power with the Israeli reduction. Before the Strip’s power station stopped working, Gazans were receiving eight hours of electricity during the day followed by 12 hours without power. The cycle was broken after Hamas refused to buy more diesel fuel from the PA, saying the it was taxed too much.Since April, Gazans have received four to six hours of power per day. That number was expected to fall to two to three hours a day after the Israeli reductions.Khalil added that technical teams from Hamas and Egypt will meet after the Muslim holiday of Eid al-Fitr next week to discuss matter more in depth. In April the PA told Israel that it would begin to pay only NIS 25 million ($7 million) of the NIS 40 million ($11 million) it has been paying monthly for power to Gaza. Israel at the time supplied around 30 percent of what is needed to power Gaza for 24 hours a day.The power cuts, as well as a number of other steps taken by the PA since last month, are aimed at forcing Hamas to cede control of the Strip, or begin footing the bill itself. Hamas seized control of Gaza from PA President Mahmoud Abbas’s Fatah party in a violent 2007 takeover. The PA’s new strategy to squeeze Hamas out of power, which also includes cutting government salaries to Gazans and a massive reduction in medical aid supplied to the Strip, coincides with the 10-year anniversary of Hamas’s violent takeover of Gaza.Last week Arab media reported that Egypt offered Hamas more freedom at its border and much-needed electricity in exchange for the terror group agreeing to a list of security requests that included, among other things a demand that Hamas hand over 17 men wanted by Cairo on terrorism charges, the cessation of weapons smuggling into the Sinai Peninsula, and information on the movement of militants into Gaza via underground tunnels, the London-based Arabic daily Asharq al-Awsat reported.Prime Minister Benjamin Netanyahu and Defense Minister Avigdor Liberman have both argued in recent days that Israel was not party to the internal Palestinian dispute between Hamas and the PA that has led to the power crisis in Gaza.Last week Hamas warned that Israel’s decision to accede to Abbas’s request and reduce Gaza’s already paltry power supply would have “disastrous and dangerous” results and could lead to an outbreak of violence. Both Israel and the PA charge that Hamas, which openly seeks the destruction of Israel, would have the money to supply Gaza’s power needs if it didn’t expend a large part of its resources on armament and preparation for future conflict with the Jewish state. The prospect of even lengthier blackouts in Gaza has raised fears of a new upsurge in violence. Israel and Hamas have fought three wars since 2008.However, both Israel and Hamas have said they are not interested in a fourth round of conflict.Last Wednesday the United Nations along with 16 Israeli and international NGOs asked Israel not to reduce the power to Gaza, warning it could lead to a “total collapse” of basic services there. The UN humanitarian coordinator for the Palestinian territories, Robert Piper, said Gaza’s hospitals, water supply, waste water treatment and sanitation services have already been dramatically cut back since mid-April, and depended almost exclusively on a UN emergency fuel operation.AFP and Times of Israel staff contributed to this report.

Carbon dating undermines biblical narrative for ancient Jerusalem tower-Fortified City of David tower was previously thought Canaanite; leading Tel Aviv U archaeologist says study’s First Temple dating not conclusive-By Amanda Borschel-Dan June 19, 2017, 4:31 pm-THE TIMES OF ISRAEL

A new Weizmann Institute study has discovered radiocarbon-dating evidence of the First Temple period under a tower in Jerusalem’s City of David that was previously dated to the Canaanite period. The findings, based on soil samples taken from under a seven-meter thick walled tower, shave nearly a thousand years from previous archaeological dating of the structure, which placed it c. 1700 BCE — and contradict a presumed biblical linkage to the site.Downhill from the Temple Mount of Jerusalem, the Gihon Spring guard tower was discovered in 2004 by archaeologists Ronny Reich and Eli Shukron. Based on pottery and architectural signifiers, the heavily fortified structure — and the rest of the Spring Citadel protecting Jerusalem’s precious water source — were dated to Canaanite construction (Middle Bronze II period). In addition to protecting the Gihon Spring, the massive fortification served as a sort of security barrier and permitted one entrance to the spring — “from the west only, from within the city,” according to the City of David website.“This is the largest fortress found in all of Israel to date between the Canaanite cities… and it seems that it is essentially the largest fortress found in Israel until the days of King Herod,” states the website.‘It is essentially the largest fortress found in Israel until the days of King Herod’However, new findings by an interdisciplinary cooperative team of Israel Antiquities Authority archaeologists and Weizmann Institute scientists place the construction of the tower during the second half of the Iron Age — smack dab in the middle of the Israelite period, and much closer to the days of Herod than earlier suspected.Discussions on the foundation and borders of Israelite-era Jerusalem are often rife with accusations of Jewish nationalism trumping evidential facts. For those who take the Hebrew Bible literally, the Weizmann study’s findings could be difficult to reconcile with the text. The City of David website implies that what the site has labeled the “Spring Citadel” is in fact the historical “Fortress of Zion” taken by King David from the Jebusite king, as described in the book of II Samuel, Chapter 5. Likewise, it is the location described in I Kings 1:33, when the prophet Natan and the priest Zadok anoint King Solomon “on the Gihon.”Most scholars place the rule of King David at c. 1005–970 BCE. The new Weizmann study’s radiocarbon dating, however, dates the construction of the Spring Citadel to after c. 900 BCE. It could not have been in existence when King David reportedly captured it, meaning it is probably not the biblical Fortress of Zion.-Sedimentary evidence-Archaeologist Shukron spent 15 years excavating the Spring Citadel, which is a centerpiece of the City of David archaeological experience. Visitors there are shown a film projected onto the Spring Citadel, and the voice-over explains the Canaanite-period construction.Since 2012, the IAA has performed excavations along the outer, eastern face of the Spring Tower, part of the citadel. Recently, a team of archaeologists headed by Dr. Joe Uziel and Nahshon Szanton observed that the tower does not sit on bedrock but rather on layers of soil, according to the recent study, published June 6 through Cambridge University Press. The discovery of these organically based sediment layers opened up the possibility of analyzing the soil through radiocarbon dating, rather than a dating based on the shapes and materials of discovered artifacts that was previously performed.Left untouched and until now sealed by massive boulders at the tower’s base, the soil that was studied forms part of the structure’s foundation. Anything found below the base would predate its construction. As part of ongoing cooperative research projects with the IAA, Dr. Elisabetta Boaretto, head of the Weizmann Institute of Science’s D-REAMS Radiocarbon Dating Laboratory and track leader within the Max Planck-Weizmann Center for Integrative Archaeology and Anthropology, was on the forefront of the radiocarbon dating analysis.“The boulders in the tower’s base in and of themselves do not yield any information other than the fact that whoever placed them there had the ability to maneuver such heavy stones. But underneath the boulders, the soil exhibits the layers typical of archaeological strata, and these can reveal the latest date that the site was occupied before the tower was built,” said Boaretto, a nuclear physicist educated in Italy and Israel, with a PhD from Hebrew University.Developed in the late 1940s, radiocarbon dating is carried out with the use of accelerator mass spectrometric measurements of radiocarbon, a radioactive isotope of carbon. According to the Weizmann Institute, it is precise up to ±20-40 years.Boaretto and her postdoctoral fellow Dr. Johanna Regev identified several clearly delineated strata of sediment, from which they collected samples of charcoal, seeds and bones. According to a Weizmann Institute press release, the team can produce “highly accurate results on something as small as a seed.”“Getting one’s hands dirty is all part of building a reliable chronology,” said Boaretto. Two sections of sediment were sampled for radiocarbon dating beneath the foundation stones at two locations to provide “an absolute dating” for the structure, according to the study. The separate, sequential layers of sediment were identified using microarchaeological tools and radiocarbon dating, and enabled the researchers to date the strata found at the base of the tower. The results? “Scenarios for the construction of the tower during Middle Bronze Age (MB) and Iron Age II are considered, based on the new 14C [radiocarbon] data, yielding a series of dates, the latest of which falls in the terminal phases of the 9th century BCE, alongside previous excavation data,” according to the study.Contrary to previous estimates, the date revealed by this radiocarbon dating was sometime around 900-800 BCE — nearly 1,000 years later than archaeologists had originally dated the tower, and well after the presumed reign of King David.Raising and dismissing the possibility that the tower was built in the Canaanite period and reconstructed during the Israelite period, Boaretto says understatedly, “The conclusive, scientific dating of this massive tower, placing it in a later era than was presumed, will have repercussions for other attempts to date construction and occupation in ancient Jerusalem.”How widespread the radiocarbon dating’s repercussions extend, however, is already up for debate.Tel Aviv University archaeology Prof. Israel Finkelstein told The Times of Israel that Boaretto’s study, while interesting, is not decisive.‘The spring tower could have been built in the Middle Bronze Age and restored in the late 9th century or even later’“I agree with one of the possibilities raised by the authors, that the radiocarbon dates come from under a restored sector of the eastern wall of the spring tower. Accordingly, the spring tower could have been built in the Middle Bronze Age and restored in the late 9th century or even later,” says Finkelstein, who is a proponent of the idea that ancient Jerusalem had smaller, more modest city limits.According to Finkelstein, the Jacob M. Alkow professor of the Archaeology of Israel in the Bronze and Iron Ages at Tel Aviv University, “A Middle Bronze date for the original construction of the tower is supported by similarity to construction methods at places such as Shechem and Shiloh.” (Finkelstein was director of excavations at biblical Shiloh in 1981-1984.)“If indeed an old tower was damaged and restored in the Iron Age, the question is when. The radiocarbon dates only mean that this could not have been done before the late 9th century. A later date is still possible,” he says.“In any event, a late 9th century date should come as no surprise, as there are other indications for the growth of the city at that time – from the Temple Mount (in my opinion the original location of the mound of Jerusalem) to the south, in the direction of the Gihon spring,” says Finkelstein.

Brussels attacker identified as Moroccan, shouted ‘Allahu akbar’-Police decline to say whether the 36-year-old had a criminal record, but admit he was not known for involvement in terror activities-By LORNE COOK and Raf Casert June 21, 2017, 3:00 pm-THE TIMES OF ISRAEL

BRUSSELS (AP) — The quick shooting of an attacker who tried to detonate a nail bomb and shouted “Allahu akbar” at a Brussels train station averted fatalities, officials said Wednesday, as Belgium increased security measures around the country. The attacker was identified as a 36-year-old Moroccan national not known to authorities for being involved in terror activities, federal magistrate Eric Van der Sypt told reporters. He declined to say if the man had a criminal record. The man charged soldiers at Brussels Central Station on Tuesday after his suitcase, containing nails and gas canisters, failed to fully explode, Van der Sypt said. It was a lucky escape for several travelers nearby. The man then shouted “Allahu akbar,” Arabic for “God is great,” before the soldiers shot him dead, the magistrate said. Nobody else was injured.“It was clear he wanted to cause much more damage than what happened,” Van der Sypt said. “The bag exploded twice but it could have been a lot worse.”Earlier reports said the man was wearing an explosive belt, but Van der Sypt said that wasn’t true. He said the man was from the Molenbeek neighborhood, the home and transit point for many of the suspects linked to attacks in Brussels and in Paris in November 2015.Belgium has been on high alert since suicide bombers killed 32 people at the Brussels airport and a subway station on March 22, 2016.Security remained high around rail facilities and preparations were underway to beef up security for a Coldplay concert at the 50,000-seat King Baudouin Stadium later Wednesday.“In three years we have been confronted with several attacks or attempts and we say the zero risk does not exist,” Prime Minister Charles Michel said after a specially-convened security meeting.Central Station re-opened at 8 a.m. local time Wednesday. A mobile police command unit and several officers were still at the station, an Associated Press photographer said.Burn marks remained on the floor at the scene, as workers continued to clean up and paint the area.Belgium’s Crisis Center said Wednesday that it sees no need to raise the national security alert level, which has been on its second-highest rung for more than a year. It said that no public events would be canceled but that additional police and troops have been mobilized.

1 The burden of the word of the LORD for Israel, saith the LORD, which stretcheth forth the heavens, and layeth the foundation of the earth, and formeth the spirit of man within him.
2 Behold, I will make Jerusalem a cup of trembling unto all the people round about, when they shall be in the siege both against Judah and against Jerusalem.
3 And in that day will I make Jerusalem a burdensome stone for all people: all that burden themselves with it shall be cut in pieces, though all the people of the earth be gathered together against it.
4 In that day, saith the LORD, I will smite every horse with astonishment, and his rider with madness: and I will open mine eyes upon the house of Judah, and will smite every horse of the people with blindness.

14 Wherefore hear the word of the LORD, ye scornful men, that rule this people which is in Jerusalem.
15 Because ye have said, We have made a covenant with death, and with hell are we at agreement; when the overflowing scourge shall pass through, it shall not come unto us: for we have made lies our refuge, and under falsehood have we hid ourselves:
16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.
17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.
18 And your covenant with death shall be disannulled, and your agreement with hell shall not stand; when the overflowing scourge shall pass through, then ye shall be trodden down by it.
19 From the time that it goeth forth it shall take you: for morning by morning shall it pass over, by day and by night: and it shall be a vexation only to understand the report.

Kushner arrives in Israel, visits family of slain border guard-Trump’s son-in-law brings personal message of condolence from US president to relatives of Sgt. Maj. Hadas Malka before heading to meetings with Netanyahu and then Abbas-By AP and Times of Israel staff June 21, 2017, 4:19 pm

US President Donald Trump’s son-in-law and chief Middle East adviser Jared Kushner on Wednesday brought the president’s personal condolences to the family of a border guard officer stabbed to death last week in Jerusalem as he arrived in Israel for a one-day visit. The visit to the family of Staff Sgt. Maj. Hadas Malka, 23, was the first stop for Kushner before a series of meetings aimed at restarting long-dormant Israeli-Palestinian peace talks.Kushner was joined by US Ambassador David Friedman on the visit. Kushner said Trump asked him to personally convey the condolences of the American people.Malka was killed in an assault by three Palestinian attackers near the Old City on Friday evening. The three men were shot dead by Israeli forces.Kushner and US peace envoy Jason Greenblatt were to meet with later with Prime Minister Benjamin Netanyahu and afterwards with Palestinian Authority President Mahmoud Abbas in his Ramallah headquarters in the West Bank. Trump has tasked Kushner with the ambitious goal of laying the groundwork for what he calls the “ultimate deal.” Deep divisions remain, however, clouding the chances of a significant breakthrough. This month marked the 50th anniversary of the 1967 Mideast war — a seminal event in which Israel captured the West Bank, East Jerusalem and the Gaza Strip. The Palestinians claim these areas for a future independent state. After two decades of failed US-led peace efforts, Palestinian statehood seems distant. Greenblatt has already made several visits. Kushner will fly back to the US Wednesday night whereas Greenblatt is scheduled to stay for another day.Thousands attended Malka’s funeral Saturday night. Netanyahu, visiting her grieving family on Sunday, called Malka “everybody’s daughter and everybody’s hero.” He also criticized Abbas for not condemning the attack. It was the latest incident in a wave of Palestinian attacks that began in September 2015. Since then, Palestinian assailants have killed 43 Israelis, two visiting Americans, a Palestinian and a British student, mainly in stabbing attacks. Some 250 Palestinians were killed by Israeli fire during the same period, most identified as attackers by Israel.

Netanyahu assails Abbas in tweetstorm on eve of new US peace bid-PM accuses Palestinian leader of lying to the world, ‘poisoning’ minds of Palestinians youth, as Jenin square named after terrorist-By Times of Israel staff June 20, 2017, 1:53 am

Amid resurgent US peacemaking efforts and the arrival of two top Washington envoys to the region, Prime Minister Benjamin Netanyahu accused Palestinian Authority President Mahmoud Abbas Monday of lying that he wants peace and “poisoning” the minds of young Palestinians.“Palestinian President Abbas tells the world that he educates Palestinian children for peace. That’s a lie,” Netanyahu tweeted in one of a series of angry tweets. His outburst came as the PA named a new square in Jenin after “martyr” Khaled Nazzal, who the premier noted was “a Palestinian terrorist chief who planned the 1974 Maalot massacre in which Palestinian terrorists murdered 22 school children and 4 adults.”Palestinian Media Watch reported on the naming of the square Monday, noting that Nazzal, a member of the Democratic Front for Liberation of Palestine, also planned a 1974 abduction in Beit She’an which ended in the killing of four hostages, and a 1984 shooting attack in Jerusalem in which one person was killed and 47 wounded.Palestinian President Abbas tells the world that he educates Palestinian children for peace. That’s a lie. pic.twitter.com/uxF3pd0oan— Benjamin Netanyahu (@netanyahu) June 19, 2017-“Naming yet another public square for a mass murderer teaches Palestinian youngsters to murder Israelis,” Netanyahu said in further tweets. “That’s the very opposite of peace.“President Abbas: stop poisoning the minds of Palestinian youth. Educate for peace, not terror,” he wrote.Netanyahu’s tweets also asserted that Abbas’s Fatah party had “claimed responsibility” for Friday’s terror attack in Jerusalem in which a Border Police woman was killed, noting that the party had decorated “one of the killers’ houses” with its flags.Fatah did not claim responsibility for the Old City attack, but a Fatah Facebook page claimed one of the assailants came from its ranks, the MEMRI media watchdog reported, noting also that Fatah’s website said his relatives confirmed this. Fatah lambasted Israel for killing the attackers, framing their deaths as a “war crime” and failing to condemn their actions.President Abbas: stop poisoning the minds of Palestinian youth. Educate for peace, not terror.— Benjamin Netanyahu (@netanyahu) June 19, 2017-The controversy comes as the administration of US President Donald Trump redoubles its efforts to renew peace talks between the sides.Jason Greenblatt, Special Representative for International Negotiations, arrived in Jerusalem on Monday for meetings to try and advance the diplomatic process. On Wednesday, he will be joined by top Trump adviser, Jared Kushner.Kushner, who is also Trump’s son-in-law, will meet with both Netanyahu and Abbas this week to discuss “their priorities and potential next steps,” a senior White House official told The Times of Israel.Kushner and Greenblatt have been tasked by Trump with relaunching peace negotiations, which the administration has said is a major priority for them. Trump, for his part, has often referred to Israeli-Palestinian peace as the “ultimate deal.”The White House indicated Sunday that no major breakthroughs were expected but that “the president has asked some of his most trusted advisers to spearhead the peace effort.”Trump, in a keynote speech at the Israel Museum on his May visit, called on both sides to put aside the “pain and disagreements of the past” and declaring his belief that both Israeli and Palestinian leaders are “ready to reach for peace.”Netanyahu has repeatedly expressed his deep skepticism of the possibility of reaching a peace deal at present, but has at the same time voiced his commitment to working with the US on the matter. The PA and its ruling Fatah party have a long history of lionizing “martyrs” — a term given to any who die at the hands of Israel, whether civilians or terrorists, with the latter often characterized as soldiers of the “resistance.”The UN and Norway recently pulled support for a West Bank women’s center after it was revealed it had been named after a female terrorist. Numerous institutions and public spaces have been named in similar fashion. In December Fatah honored the “most outstanding operations” against Israel — referencing terror attacks that killed 100 civilians. In October it praised a gunman who killed two Israelis in Jerusalem.Palestinian television, including children’s programming, is rife with anti-Semitic and anti-Israeli messages.Israeli officials have long complained that incitement and support from the PA in the form of praise, honorifics, and cash payments to the families of Palestinians killed during attacks encourages further terrorism.Israel and the US have been pressing the PA to end such payments. Palestinians have said halting stipends is out of the question.Eric Cortellessa contributed to this report.

Europe OKs project to seek alien life-Agence France-Presse-YAHOONEWS-Jun 21, 2017, 9:24 AM

Paris (AFP) - Europe has approved the launch of a deep-space observatory to sniff out habitable planets in other star systems, along with any life forms they may host."The PLATO mission will address fundamental questions such as 'how common are Earth-like planets?' and 'is our solar system unusual or even unique?'," the University of Warwick, whose scientists will take part in the project, said on Wednesday. The multi-million-euro undertaking "could eventually even lead to the detection of extra-terrestrial life," it added.A committee of the European Space Agency (ESA), meeting in Madrid, green-lit the mission on Tuesday, meaning "it can move from a blueprint into construction," the university said in a statement. When the candidate project was first announced three years ago, its cost was estimated at some 600 million euros ($668 million). With 26 onboard telescopes, PLATO will join NASA's Kepler observatory in a dedicated search for exoplanets revolving around stars other than our Sun.Kepler has so far found more than 3,400 confirmed exoplanets.Of these, 30 are less than twice the size of Earth and orbiting within the so-called "habitable" zone of their star -- not so close that water evaporates and not so cold that it freezes.Liquid water is a key requirement for life as we know it.PLATO -- PLAnetary Transits and Oscillations of stars) -- will be launched 1.5 million kilometres (932,000 miles) into space, monitoring thousands of stars over a large area of sky.Telescopes search for slight dips in light when a planet "transits" between the star it orbits and the telescopes watching it.Planets do not emit their own light. Had they been visible to the naked eye, they would appear as dark dots tracking across their bright stars.PLATO is due for launch in 2026, the ESA said.Other projects that have contributed to the exoplanet search, though it was not their exclusive mission, include NASA's Hubble Space Telescope, as well as several dozen ground-based observatories. The search for a planet capable of hosting life remains a distant pursuit -- there is no solar system close enough for mankind to ever reach it, unless we develop time travel.ESA also gave provisional approval for a project called LISA (Laser Interferometer Space Antenna), tasked with observing gravitational waves -- created when black holes collide -- from Space.Predicted in Albert Einstein's General Theory of Relativity, gravitational waves were first observed with Earth-based instruments last year.LISA will comprise free-floating detectors on three craft, separated by 2.5 million kilometres in a triangular formation, following Earth in its orbit around the Sun.Launch is expected in 2034. But final approval will depend on the availability of technology and money, the ESA said. The estimated mission cost is about a billion euros. Warwick University is based in central England.

4 presumed dead after Greenland tsunami-[The Canadian Press]-YAHOONEWS-June 21, 2017

COPENHAGEN — Greenland flags were flying at half-staff Wednesday across Denmark to mourn four people who are presumed dead after a tsunami flooded a village on the Arctic island's west coast.Police spokesman Lars Kirkegaard said Tuesday they are three adults and one child from the settlement of Nuugaatsiaq (NOU-GAAT-siak). Local broadcaster KNR said those missing are three members of a family and an elderly person."This is the worst thing that could have happened — the flood cost loss of human lives," Greenland Premier Kim Kielsen said in a statement.Because June 21 is Greenland's national day, the red-and-white flag with two horizontal bands and a disk, known by its Inuit name Erfalasorput, was flying atop official buildings. But because of the tragedy, it was lowered to half-staff.Search for the missing persons was temporarily stopped Tuesday due to fog, ice and currents. Police said it would resume when the weather permits. Some 40 people were evacuated from Nuugaatsiaq after a landslide into the sea on Saturday caused surging water to destroy 11 houses in Nuugaatsiaq on the Arctic island, which is an autonomous part of constituent country within Denmark. The landslide occurred on a mountain across the fjord from the settlement, authorities said. The Associated Press.

Long stretch of Gulf Coast eyes Tropical Storm Cindy-[The Canadian Press]-YAHOONEWS-June 21, 2017

NEW ORLEANS — From the Florida Panhandle to eastern Texas, residents and government officials along the northern Gulf Coast kept an eye on slow-moving Tropical Storm Cindy, which the National Weather Service said posed a threat of "life-threatening flash flooding."Rain bands from the weather disturbance in the Gulf of Mexico began pushing ashore Tuesday even before it reached tropical storm strength. It was stationary much of the day Tuesday but was on a lumbering track that would take its centre toward southwestern Louisiana and eastern Texas by Wednesday morning. But the heavy rains were on its east side, meaning the major rain threat — perhaps a foot or more of rain by Thursday — stretched from southeastern Louisiana to the Florida Panhandle."We could see this thing park on the west side of the state and dump rain until Saturday," Mississippi Emergency Management Agency Executive Director Lee Smithson said Tuesday.Cindy's maximum sustained winds were near 60 mph (96 kph) Wednesday morning with slight weakening expected to begin Thursday. But the main danger appeared to be from rain. The prospect had a real estate manager in Mississippi's coastal Jackson County looking for empty property on higher ground for tenants who might need it."We're expecting it to be really bad," Mark Cumbest said of possible flooding. The third tropical storm of 2017, Cindy was 170 miles (274 kilometres ) south-southwest of Morgan City, Louisiana as of early Wednesday. Forecasters warned 6 to 9 inches (15-22 cms) of rain and up to 12 inches (30 cms) in spots was the biggest threat in parts of Louisiana, Alabama, Mississippi and the Florida Panhandle, with east Texas getting anywhere from 3 to 6 inches (8-15 cms).State and local officials in Louisiana and Mississippi were mulling the possibility of emergency declarations.Texas Gov. Greg Abbott ordered the State Operations Center on Tuesday to raise its readiness level from level four/normal conditions to level three/increased readiness. He also activated four Texas Task Force 1 boat squads and two Texas Military Department vehicles squads of five vehicles each to respond to any weather-related emergencies.Alabama Gov. Kay Ivey issued a state of emergency Tuesday because of the threat of torrential rains and other severe weather, including dangerous high tides and rip currents. Double red flags snapped in the wind on the public beach at Gulf Shores in her state, warning visitors to stay out of the pounding surf.Workers on Grand Isle, Louisiana's barrier island community south of New Orleans, worked to reinforce a rock levee protecting the island's vulnerable west side. Officials there decided against calling an evacuation but said in a statement that anyone who wanted to head for the mainland should do so as early as possible because water might eventually cover low-lying parts of the only route off the island. The Louisiana National Guard dispatched high water vehicles and helicopters into flood-prone areas. The state said the Federal Emergency Management Agency was moving 125,000 meals and 200,000 litres of water into Louisiana.Louisiana Gov. John Bel Edwards said the advance notice of the storm gave officials time to put emergency plans in place. Louisiana was slammed with major flooding last summer from an unnamed storm that heavily damaged the Baton Rouge and Lafayette regions.Already some flooding was reported on Alabama's Dauphin Island and flood control locks and gates were being closed along Louisiana's bayou-marbled coast. Authorities in various coastal Louisiana and Mississippi communities handed out sandbags for areas along rivers and bayous.A tropical storm warning was in effect from San Luis Pass, Texas, to the Alabama-Florida border.New Orleans Mayor Mitch Landrieu urged vigilance at a news conference as bands of rain from the system began sweeping over the city.In coastal Louisiana's Terrebonne Parish, Kim Chauvin said the shrimp processing businesses she and her husband run helped put out the word Monday that shrimpers should return to port and unload their catch before flood control structures closed."We call them, we text them, we Facebook them, we Twitter, them. Any way we can get to them," she said.Earl Eues, an emergency official in Terrebonne, said the closing of locks and flood gates began Monday and was being completed Tuesday.Louisiana and Mississippi parishes and counties made sandbags available to people who wanted to protect homes and businesses. At the Escatawpa Hollow Campground in Alabama, near the Mississippi State line, owner Larry Godfrey was prepared for flooding that would add to the woes of a rainy spring."We've had so much rain, we haven't done any business in about eight weeks because of the rain," said Godfrey, whose campground typically hosts swimmers and boaters. He said the Escatawpa River, at 15 feet (4.5 metres ), would typically be lower than 3 feet (1 metre ) at this time of year___Associated Press writers Janet McConnaughey in New Orleans; Melinda Deslatte in Baton Rouge, Louisiana; Jeff Amy in Jackson, Mississippi; and Jay Reeves in Birmingham, Alabama, contributed to this report.Kevin McGill, The Associated Press.

Portugal is close to containing wildfire that killed 64-[The Canadian Press]-YAHOONEWS-June 21, 2017

LISBON, Portugal — Portugal is close to containing the wildfire that killed 64 people last weekend, authorities said Wednesday, as a minute of silence was held in memory of the victims.Members of the government and lawmakers stood in silence outside the parliament building in Lisbon. President Marcelo Rebelo de Sousa and members of the emergency services gathered near Pedrogao Grande, about 150 kilometres (95 miles) north of Lisbon, where the blaze broke out Saturday.Portugal had already observed three days of national mourning after the country's deadliest natural disaster in decades. With the Pedrogao Grande wildfire almost out, firefighters were carrying out operations to prevent the fire from reigniting, Civil Protection Agency spokesman Vitor Vaz Pinto said. More than 1,200 firefighters were still on duty at the blaze.Cooler temperatures and weaker winds also helped firefighters make progress against a nearby wildfire in Gois. There, about 1,100 firefighters supported by 21 water-dropping aircraft are battling the flames, which officials say they expected to extinguish by the end of the day.The Associated Press.

Heat wave hits Southwest on 1st day of summer-[The Canadian Press]-YAHOONEWS-June 21, 2017

PHOENIX — Don Kushner emerged from his afternoon hike on Camelback Mountain clearly a little run down from the heat.Kushner was one of the few who ignored warnings to avoid strenuous outdoor activity and decided to exercise outside on one of the hottest days in Phoenix's recorded history."Here it's your own private mountain and it's wonderful," he said, covered in sweat Tuesday.Phoenix authorities issued several warnings about the dangers of the heat. Phoenix park ranger Chris Webb said she saw about a dozen hikers on Camelback Mountain in the afternoon hours."I would recommend that people do something less strenuous than to come out to the toughest hike in Phoenix in the middle part of the day," she said. "Maybe go swimming. Maybe do something indoors instead."The first day of summer brought some of the worst heat the southwestern U.S. region has seen in years.Meteorologists said Tuesday's temperature in Phoenix topped out at 119 degrees, a mark that's only been matched or surpassed four other times in the city's recorded history. The all-time high was 122 degrees on June 26, 1990.Death Valley, California, reached 125 Tuesday and Palm Springs hit 121, still a degree lower than the same day last year. The heat wave comes amid new research findings that nearly 1 in 3 people now experience 20 days a year when the heat reaches deadly levels. The study of nearly 2,000 deadly heat waves worldwide since 1980 was published Monday in the journal Nature Climate Change.Workers at a construction site in a Phoenix suburb huddled under the shade of an excavator during a break. At another building site, men in hard hats and yellow vests laboured and sweated in the heat, downing water to stay hydrated.Las Vegas also baked. Visitors tried to stay inside air-conditioned casinos, and some tourists lugged packs of bottled water around the Strip. Others went to a bar where the temperature is set at 23 degrees (-5 Celsius) and glasses, walls and seats are sculpted from ice.Tonya and Lavonda Williams travelled from Orlando, Florida, to Sin City to see the Backstreet Boys in concert. Walking on the Strip in 112 degrees was too much to handle, even for people accustomed to heat."This is like the oven door is open," Lavonda Williams said as the sisters walked from a pedestrian bridge into The Palazzo casino-resort."It's too hot to even drink alcohol," Tonya Williams added. In Phoenix, hundreds flocked to Grace Lutheran Church for water and refuge."We have homeless people come from a long way to sit here," longtime volunteer Moses Elder said. "There are other spots where you can go get cold water and sit down and cool off, but there are few places you can lay down and get something to eat."In the Southwest U.S., this week's heat has caused a handful of problems. In addition to grounding more than 40 flights of smaller planes, airlines have been taking other measures on larger jets to reduce their weight.American Airlines spokesman Ross Feinstein said the carrier began limiting sales on some flights to prevent the planes from exceeding maximum weight for safe takeoff in the hot conditions. The main burn centre in Phoenix warned people to be careful around car interiors and pavement and with their pets.About 50 people went a PetSmart store in a Phoenix suburb Tuesday to receive free elastic booties to put on their pets' paws so they don't burn on concrete and pavement.___Associated Press writers Regina Garcia-Cano in Las Vegas and Josh Hoffner contributed to this report.Clarice Silber And Angie Wang, The Associated Press

South Sudan no longer in famine, but situation is critical-[The Canadian Press]-YAHOONEWS-June 21, 2017

JUBA, South Sudan — South Sudan no longer has areas in famine, but almost 2 million people are on the brink of starvation and an estimated 6 million people — half the population — will face extreme food insecurity between June and July, according to reports by the government and the United Nations released Wednesday.South Sudan's famine was the first to be formally declared anywhere in the world since 2011's crisis in Somalia. The situation remains critical, according to reports by South Sudan's National Bureau of Statistics and the U.N.'s updated food and security analysis."People are in a catastrophic situation," said Serge Tissot of the Food and Agricultural Organization. In February, South Sudan declared two counties in Unity State to be in famine. Although those areas are still in critical condition, early detection and a rapid response succeeded in pulling them out of famine, a Phase 5 classification, the World Food Program said. The U.N warned that South Sudan's crisis is worsening and that removing the label of famine doesn't mean the situation has actually improved."Even though we've taken it (famine) off the table, we have more people in Phase 4 than ever before," said Joyce Luma, WFP's country director. "If we don't assist this population, 1.7 million people will soon be in famine."Famine is declared when three conditions are found in a single location: At least 20 per cent of the population faces extreme food shortages, at least 30 per cent of children under 5 years old suffer from acute malnutrition and people are dying at double the normal rate.An estimated 45,000 people still face starvation in Leer, Koch and Mayendit counties with additional areas across the country having deteriorated as well.In former Jonglei state, an area that previously had one of the lowest levels of acute malnutrition, roughly 20,000 people are experiencing catastrophic food insecurity."It's when people don't know where their next meal will come from," WFP spokeswoman Bettina Luescher said.At a recent food distribution in the town of Old Fangak in Greater Jonglei, 10,000 people came to register for a WFP food drop and 30,000 more are expected to come within the week."All I eat are vegetables and leaves," said Nyatang Toy as she waited in line last week to receive her ration cards. The skinny 7-year-old walked for three hours from her village to collect food for her parents and five siblings who were too weak to come with her, she said."How can we be at this stage where people are starving and we're dropping bags of food from the air?" Marie-Claude Bibeau, Canada's minister of international development, told The Associated Press during a trip last week to the area.___Associated Press writer Jamey Keaten in Geneva contributed.Sam Mednick, The Associated Press.

Small EU states meet amid search to fill post-Brexit void By Peter Teffer and Lisbeth Kirk-JUNE 21,17-EUOBSERVER

Brussels, Bergen, Today, 15:11-Dutch prime minister Mark Rutte is hosting colleagues from other small and mid-sized EU member states on Wednesday (21 June) ahead of the EU summit in Brussels, as the upcoming UK departure from the bloc has incited a search for new alliances.Wednesday's meeting in the Hague will be attended by representatives from nine countries, each of which are a part of regional groups within the EU.It will include the three Nordic countries that are part of the EU (Sweden, Finland, and Denmark), the three Baltic countries (Lithuania, Latvia, and Estonia), and the Benelux countries (Belgium, the Netherlands, and Luxembourg).“Talks of this kind provide an opportunity to explore common interests in greater depth, on issues like the United Kingdom’s departure from the European Union,” a press release from the Dutch prime minister's office said.Meetings ahead of EU summits between regional groups of member states are nothing new. However, this mini-summit shows a possible shift of alliances in light of Brexit.Jan Huitema, a Dutch MEP from Rutte's centre-right Liberal party, recently told EUobserver in Strasbourg that the UK was an ally on agricultural files, which the MEP focuses on.“We are both in favour of a somewhat progressive, targeted agricultural policy, and attach great value to the role of science,” said Huitema. When asked for an alternative to fill the British gap, Huitema said he looked at the Scandinavian countries, but noted that the UK “was a big country”.Together, the nine previously-mentioned countries make up 11.06 percent of the EU's population, slightly less than the UK on its own. While the UK has traditionally been an ally to countries such as the Netherlands and Denmark, these numbers show that it cannot be easily replaced.Voting power on legislative files, for which member state approval is needed, is related to population share. Even if the nine countries join forces, they cannot form a so-called blocking minority to hold up EU legislation.Danish PM Loekke Rasmussen told EUobserver in a recent interview in Bergen, Norway, that the UK leaving will mean losing "a voice around the table that we often have been able to understand, especially when talking about the value of free trade ... the value of streamlining the EU institutions, [and] budget discipline."He noted that on these issues, "other countries might appear a bit more laissez-faire.""It also adds to the commitment needed from the countries that stand for this line of reasoning – that is, the pragmatic EU attitude," he adds."There is no doubt that in a Danish EU political context, we need to be investing more political energy (not money) into influencing EU cooperation the right way," Rasmussen said.-Visegrad option-A stronger force would be if the Benelux countries teamed up with the Visegrad group (V4) - the Czech Republic, Slovakia, Poland, and Hungary - which make up 12.45 percent of the EU's population. But, ideologically, these groups are further apart. On 19 June, the Benelux leaders attended a meeting in Warsaw with the Visegrad countries. The two groups have very different views on how to manage migration, and posted workers.Originally, the Czech Republic came up with the idea of a meeting in this format when they held the V4 presidency last year, but then the Benelux states were reluctant.A source said that, this time, the Benelux countries initiated the meeting.-Meeting lacking leaders-At Wednesday's meeting in the Hague between the regional groups, two member states will not send government leaders.Finland is sending its deputy minister for EU affairs, Kare Halonen, while Denmark is sending its highest civil servant from the prime minister's office - responsible for foreign affairs.Finnish prime minister Juha Sipilia is unable to attend because he is meeting with German chancellor Angela Merkel, and his Danish counterpart, Lars Lokke Rasmussen, is preoccupied with government meetings.Estonian spokesman Juri Laas said that a Benelux-Nordic-Baltic meeting “has taken place on foreign ministers' level before, so it's nothing new”.“It is a meeting of like-minded countries. We hope this facilitates decision-making,” Laas added.

Saudi king upends royal succession, names son as first heir-[The Canadian Press]-YAHOONEWS-June 21, 2017

RIYADH, Saudi Arabia — Saudi Arabia's King Salman on Wednesday appointed his 31-year-old son Mohammed bin Salman as crown prince, placing him first-in-line to the throne and removing the country's counterterrorism czar and a figure well-known to Washington from the line of succession. The monarch stripped Prince Mohammed bin Nayef from his title as crown prince and from his powerful position as the country's interior minister overseeing security. The announcements were made in a series of royal decrees carried on the state-run Saudi Press Agency. The all-but-certain takeover of the throne by Mohammed bin Salman awards near absolute powers to a prince who has ruled out dialogue with rival Iran, has moved to isolate neighbouring Qatar for its support of Islamist groups and who has led a war in Yemen that has killed thousands of civilians. The prince already oversees a vast portfolio as defence minister and is spearheading economic reforms. He has become popular among some of Saudi Arabia's majority youth for pushing reforms that have opened the deeply conservative country to entertainment and greater foreign investments as part of an effort to overhaul the economy , including plans to list a percentage of the state-run oil giant Aramco. The young prince was little known to Saudis and outsiders before Salman became king in January 2015. He had previously been in charge of his father's royal court when Salman was the crown prince. The Saudi monarch quickly awarded his son expansive powers and named him deputy crown prince two years ago to the surprise of many within the royal family who are more senior and more experienced than Mohammed bin Salman, also known by his initials MBS.The appointment of such a young royal as the immediate heir to the throne essentially sets Saudi policy for decades and removes the challenge of uncertainty. Saudi Arabia's stock market was up by more than 3.5 per cent in mid-day trading."He could be there for 50 years," said Kristian Coates Ulrichsen, a research fellow at the James A. Baker III Institute for Public Policy at Rice University. "If you look at it positively, it is basically setting Saudi Arabia's course into the 21st century."Another young prince also ascended to power on Wednesday. Prince Abdulaziz bin Saud, 33, was named the new interior minister tasked with counterterrorism efforts and domestic security. His father is the governor of Saudi Arabia's vast Eastern Province, home to much of the country's oil wealth and most of its minority Shiites. He previously served as an adviser to the interior and defence ministries. The new interior minister is Mohammed bin Nayef's nephew, while Mohammed bin Salman is the former crown prince's cousin. All hail from the powerful Sudairi branch of the royal family. The royal decree issued Wednesday stated that "a majority" of senior royal members — 31 out of 34 — from the so-called Allegiance Council support the recasting of the line of succession. The Allegiance Council is a body made up of the sons and prominent grandsons of the late King Abdul-Aziz, the founder of the Saudi state. They gather in secret and vote to pick the king and crown prince from among themselves. It was not immediately clear if the council met before Wednesday's sudden change.Even when there is disagreement, the royal family has long followed a tradition of speaking with one voice, particularly on issues of succession, in order to appear united in front of Saudi Arabia's many tribes and communities. After the decrees were announced, Saudi TV aired footage of the new crown prince kissing Mohammed bin Nayef's hand and kneeling before him. Mohammed bin Nayef is heard telling him: "I will rest now, and God help you."In celebration of the news, King Salman ordered the reinstatement of all benefits and allowances for government employees that had been curbed by austerity measures, and granted additional days off for the upcoming Eid holiday that marks the end of Ramadan.Over the weekend, the king had issued a decree restructuring Saudi Arabia's system for prosecutions that removed Mohammed bin Nayef's oversight of criminal investigations, and instead ordered that a newly-named Office of Public Prosecution report directly to the monarch.Mohammed bin Nayef was once a towering figure credited with crushing al-Qaida's cells in Saudi Arabia. He worked closely with Washington after the Sept. 11 attacks, helping to share intelligence to thwart more attacks. The prince had previously studied at the FBI and at Scotland Yard's anti-terrorism institute.Dubbed by Washington insiders as "the prince of counterterrorism", Mohammed bin Nayef developed a ground-breaking program that rehabilitates and counsels individuals convicted of terrorism-related crimes. The centre bears his name. In 2009, he survived an assassination attempt when a man who'd completed the program approached the prince and blew himself up.The 58-year-old prince had served in a senior security post before taking over as interior minister from his father, the late Prince Nayef, in 2011. Both cracked down hard on rights activists and crushed any signs of dissent.Though his image remained on billboards and atop buildings throughout Saudi Arabia, Mohammed bin Nayef appeared to be slipping in profile and was not believed to have played a significant role in Saudi and Emirati-led efforts to isolate Qatar for its support of Islamist groups and its ties with Iran.Instead, it was Mohammed bin Salman, who embarked on major overseas visits, including a trip to the White House to meet President Donald Trump in March. That visit to Washington helped lay the foundation for Trump's visit to Saudi Arabia in May, which marked the president's first overseas visit and which was promoted heavily by the kingdom as proof of its weight in the region and wider Muslim world.Saudi-U.S. relations had cooled under the Obama administration after Washington pursued a nuclear accord with Shiite-majority Iran that the Sunni-ruled kingdom strongly opposed. The warm ties forged between Riyadh and Washington under the Trump administration may have helped accelerate Mohammed bin Salman's ascension as crown prince.Despite his ambitions, the prince has faced criticism for the Saudi-led war in Yemen, which he oversees as defence minister. The war, launched more than two years ago, has failed to dislodge Iranian-allied rebels known as Houthis from the Yemeni capital, Sanaa, and has had devastating effects on the impoverished country. Rights groups say Saudi forces have killed scores of civilians and have called on the United States, as well as Britain and France, to halt the sale of weapons to Saudi Arabia that could be used in the war.The U.S. already is helping the Saudis with intelligence and logistical support for the bombing campaign in Yemen, and the Trump administration has signalled it could assist with greater intelligence support to counter Iranian influence there. The newly-minted crown prince also raised eyebrows when he ruled out any chance of dialogue with Iran. In remarks aired on Saudi TV in May, Mohammed bin Salman framed the tensions with Iran in sectarian terms, saying it is Iran's goal "to control the Islamic world" and to spread its Shiite doctrine. He also vowed to take "the battle" to Iran.Iran and Saudi Arabia's rivalry has played out in proxy wars across the region. The conflicts have deepened Sunni-Shiite enmity between hard-liners on both sides.___Batrawy reported from Dubai, United Arab Emirates. Man 'wearing explosive belt' shot by police at Brussels Central station-[Sky News]-Connor Sephton, News Reporter-YAHOONEWS-June 20, 2017

Belgian troops patrolling a major train station in Brussels have "neutralised" a person following an explosion.Belgium's federal prosecutor has confirmed the incident at Brussels Central, one of the country's busiest stations, is being treated as a terrorist attack. The suspect was wearing an explosive belt and had wires coming out of his clothes, according to some media, although police say they are unable to comment on the reports. At a news conference, spokesman Eric van der Sypt said the unidentified suspect was still inside the station, and it is unclear whether he is dead or alive. No civilians were injured or killed in the explosion.Nicolas Van Herrewegen, an employee at Brussels Central, told reporters the suspect had cried "allahu akbar" and detonated something on a luggage trolley.Pictures from the scene showed a fire had broken out inside the station building.A spokesman for Belgium's railway operator said a crowd in the station panicked and "ran for the tracks" following the incident.Brussels Central was evacuated and searched, with rail services from the station suspended. Grand Place, a major tourist site which lies about 200m (656ft) away, was also evacuated.Train services at two other stations in the capital, Brussels North and Brussels South, were also disrupted.Belgium has been on high alert since suicide bombers killed 32 people on the Brussels subway and at an airport on 22 March 2016.Soldiers have been stationed at railway stations, government buildings and EU institutions since.People in the area were pushed away from the scene, and police on Twitter urged the public to follow instructions given by the authorities.Belgium's Prime Minister Charles Michel was "following the situation very closely from the crisis centre," according to his spokesman Frederic Cauderlier.

UK police studying cause of death of man in mosque attack-[The Canadian Press]-YAHOONEWS-June 21, 2017

LONDON — Detectives in London still are trying to determine the cause of the death for a Muslim man who died during the van attack near Finsbury Park Mosque, the city's police chief said Wednesday.Metropolitan Police Commissioner Cressida Dick said a special post-mortem examination has been carried out on the victim, 51-year-old Makram Ali. Ali was already ill and receiving first aid early Monday when a van swerved at him and other pedestrians. It will be important for police and prosecutors to determine if he died as a direct result of the van attack. If the attack is judged to have caused his death, the suspect could face more serious charges than if Ali were found to have died for other reasons.Police have characterized the incident, which came as worshippers were leaving mosques after prayers marking the holy month of Ramadan, as a terrorist attack directed at Muslims.Ali was pronounced dead at the scene and nine other people were hospitalized. British health officials said four patients were still hospitalized Wednesday, with two in critical condition.Suspect Darren Osborne, 47, is being questioned by police but has not been charged. Osborne, who had been living in Wales, was arrested on several counts, including suspicion of murder. His family said he had been "troubled" for a long time. The attack has raised tensions in London, which had already been struck by three separate terror attacks in the last three months.London police say a man was subdued with a stun gun and arrested early Wednesday after he was reported to be attacking people at the Regents Park Mosque in north London.Police said no one was actually attacked but the man was waving a shoe horn taken from the mosque at people.Police said that incident is not seen as related to terrorism.Gregory Katz, The Associated Press.

EU migration to Britain falls sharply: study-Agence France-Presse-YAHOONEWS-June 21, 2017

London (AFP) - The number of people moving to Britain from Eastern Europe has fallen by around a third since the Brexit vote, according to a study released Wednesday that suggested the plunge in the pound could be to blame. The study focused on eight countries that became part of the EU in 2004: Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia and Slovenia. The analysis by the Migration Observatory at the University of Oxford pointed to official data showing a fall in allocations of National Insurance numbers to the lowest level since the countries joined the EU.National Insurance numbers are required by people looking to work or claim social welfare in Britain. The number of people registering for National Insurance numbers from the eight countries was 26,000 in the first three months of this year, around a third lower than the first quarter of 2016, the study found.Britain voted to leave the European Union in June 2016 after a bitter campaign in which mass immigration from the rest of the EU was a key issue.Since then, the pound has fallen about 13 percent against the euro.Major sectors of the British economy are highly reliant on migrant labour, including farming, catering and the state-run National Health Service. There were around 3.6 million EU citizens living in Britain in 2016, a third of them in London. With one million citizens, Poland is by far the EU member state with the highest number of its citizens living in Britain."We are seeing indications that the UK has become less of an attractive destination for migrants from Poland and the other A8 countries since the referendum on leaving the EU," Carlos Vargas-Silva, acting director of the Migration Observatory, said. The study suggested the drop could be due to a sharp fall in the value of the pound after the Brexit vote."The referendum result led to a wave of concern in global financial markets about the UK economy, which immediately resulted in a decline in the value of the pound against other major currencies -- reducing the relative value of wages for foreign workers," it said.Vargas-Silva added: "Other things like the lack of clarity about their long-term legal status, and highly-publicised xenophobic attacks, may also have affected EU citizens' choice to come to the UK, or to remain here."Prime Minister Theresa May is expected to set out her plans on the status of EU nationals at a summit in Brussels on Thursday and Friday.

Australia to resume airstrikes against IS targets soon-[The Canadian Press]-YAHOONEWS-June 21, 2017

CANBERRA, Australia — Australian warplanes will soon resume airstrikes against Islamic State targets in Syria after operations were suspended as a precaution because a U.S. fighter jet shot down a Syrian warplane earlier this week, the defence chief said Wednesday. The Defence Department had said Tuesday that the six F/A-18F Super Hornets based in the United Arab Emirates had been suspended from Syrian operations.Australian Defence Force Chief Mark Binskin said operations were halted while the Australians examined what was happening in what he had described as a "complex piece of airspace" over Syria."It won't be long before you start to see the operations again," he told reporters in the Australian capital, Canberra.Defence Minister Marise Payne said Australian "force protection is uppermost in our minds" in deciding when to resume missions over Syria.Binskin said the jet fighters had been occupied recently supporting Iraqi security forces in retaking the city of Mosul, so the suspension had little effect on their operations. The Associated Press.

Police arrest Islamic State suspect, 2 others in Madrid-[The Canadian Press]-YAHOONEWS-June 21, 2017

MADRID — Police on Wednesday arrested three Moroccans, including a suspected member of the Islamic State group considered to be a clear threat to national security, Spain's Interior Ministry said.A ministry statement said the suspect had instruction manuals on jihadi suicide and electronic terrorism and was believed to have had internet contact with IS members in Syria and Iraq. The ministry said he had an extremely dangerous profile similar to those involved in recent attacks in Britain and France and was considered a threat to Spain."We have nothing to indicate he was going to attack immediately but it's certain his radicalization was extreme and he had all the training and information to carry out an attack," Interior Minister Juan Ignacio Zoido told Spanish National Television. The minister said the suspect was indoctrinating and training the other two arrested. The detainees, aged between 32 and 38 years, lived together in a residential area of Madrid, police said.Police video showed two of the three being arrested as they came out of a building before dawn wearing motorbike helmets and moments later heavily armed agents entering the building. The statement said Spanish police have been involved in the arrests of 172 suspected jihadi activists since the country raised its security alert to one step below the maximum in June 2015.The Associated Press.

Bill Cosby judge to rule on whether to release juror names-[The Canadian Press]-YAHOONEWS-June 21, 2017

NORRISTOWN, Pa. — The Pennsylvania judge who presided over Bill Cosby's sexual assault trial is weighing whether to make public the identities of the jurors who deadlocked in the case.Judge Steven O'Neill said he would rule by Wednesday.O'Neill has said he fears the release of the jurors' names would have a chilling effect on the selection of jurors needed for Cosby's retrial if the first jury discusses its deliberations with the news media.Lawyers for news outlets argued at a hearing Tuesday that the names should almost always be public to ensure transparency in the judicial process.A mistrial was declared Saturday in Cosby's sex assault trial near Philadelphia. O'Neill plans to hold the retrial within four months.Cosby denies drugging and molesting accuser Andrea Constand at his home in 2004.The Associated Press.

U.S., China meet on North Korea after Trump points to failed Chinese effort-[Reuters]-By David Brunnstrom-YAHOONEWS-June 21, 2017

WASHINGTON (Reuters) - Top diplomats and defense chiefs from the United States and China began a day of talks in Washington on Wednesday looking for ways to press North Korea to give up its nuclear and missile programs. The talks come a day after U.S. President Donald Trump said Chinese efforts to persuade North Korea to rein in its weapons programs had failed, ratcheting up the rhetoric after the death of an American student who had been detained by Pyongyang.Trump's statement is likely to increase pressure on Beijing at the Diplomatic and Security Dialogue, which pairs U.S. Secretary of State Rex Tillerson and Defense Secretary Jim Mattis with China's top diplomat, State Councilor Yang Jiechi, and General Fang Fenghui, chief of joint staff of the People's Liberation Army. The State Department says Wednesday's talks would focus on ways to increase pressure on North Korea, but also cover such areas as counter-terrorism and territorial rivalries in the South China Sea.The U.S. side is expected to press China to cooperate on a further toughening of international sanctions on North Korea. The United States and its allies would like to see an oil embargo and bans on the North Korean airline and guest workers among other moves, steps diplomats say have been resisted by China and Russia.Trump has had high hopes for greater cooperation from China to exert influence over North Korea, leaning heavily on Chinese President Xi Jinping for his assistance. The two leaders had a high-profile summit in Florida in April and Trump has frequently praised Xi while resisting criticizing Chinese trade practices."While I greatly appreciate the efforts of President Xi & China to help with North Korea, it has not worked out. At least I know China tried!" Trump wrote on Twitter. It was unclear whether his remark represented a significant shift in his thinking in the U.S. effort to stop North Korea's nuclear program and its test-launching of missiles or a hardening in U.S. policy toward China.China's Foreign Ministry said on Wednesday that Beijing had made "unremitting efforts" to resolve tensions on the Korean peninsula, not as a result of external pressure but because China was a responsible member of the international community and resolving nuclear issue was in its own interests. On Tuesday, a U.S. official said U.S. spy satellites had detected movements recently at North Korea's nuclear test site near a tunnel entrance, but it was unclear if Pyongyang was preparing for a new nuclear test, perhaps to coincide with Wednesday's high-level talks.A South Korean Defense Ministry official said North Korea remained prepared to conduct a sixth nuclear test at any time but there were "no new unusual indications that can be shared.”North Korea last tested a nuclear bomb in September, but it has conducted repeated missile tests since and vowed to develop a nuclear-tipped missile capable of hitting the U.S. mainland, putting it at the forefront of Trump's security worries.Trump has hardened his rhetoric against North Korea following the death of Otto Warmbier, a University of Virginia student who died on Monday. He had returned to the United States in a coma after being held captive in North Korea. On Tuesday the president called what happened to Warmbier "a disgrace."China's state-run Global Times newspaper said Chinese officials must be wary that Warmbier's death might push Washington to put greater pressure on Beijing, but China would not act as a "U.S. ally" on the issue. If Washington imposed sanctions on Chinese enterprises dealing with North Korea, it would lead to "grave friction" between the two countries, wrote the paper, which does not represent Chinese government policy.Trump's tweet about China took some advisers by surprise. A senior administration official, speaking on condition of anonymity, said the United States had limited options to rein in North Korea without Chinese assistance.(Additional reporting by Steve Holland in Washington and Michael Martina in Beijing; Editing by Jeffrey Benkoe)

13  And ye shall know that I am the LORD, when I have opened your graves, O my people, and brought you up out of your graves,
14  And shall put my spirit in you, and ye shall live, and I shall place you in your own land: then shall ye know that I the LORD have spoken it, and performed it, saith the LORD.

Jailed ex-PM Olmert hospitalized with suspected heart attack-Former premier, serving time in prison for corruption, taken to Tel Hashomer Medical Center after suffering chest pains-By Stuart Winer June 20, 2017, 3:46 pm-THE TIMES OF ISRAEL

Jailed former prime minister Ehud Olmert was rushed to the hospital Tuesday after suffering chest pains.Initial reports said that Olmert had suffered a suspected heart attack.Olmert, who is serving a 27-month sentence for various corruption convictions, was taken to Tel Hashomer Hospital near Tel Aviv.On Sunday, the Prisons Service parole board said it would announce next week whether it will grant an early release for Olmert, following a hearing with the one-time premier and former mayor of Jerusalem. The announcement came days after the State Prosecutor’s Office asked police to open a criminal investigation into Olmert over his alleged divulging of sensitive information in the memoirs he is writing.Olmert was one of eight former officials and businessmen convicted in March 2014 in the Holyland real estate corruption case, which has been characterized as among the largest graft cases in Israel’s history. In September 2016, he was sentenced to an additional eight months behind bars for the so-called Talansky affair. In that case, a court upheld a 2015 conviction over his accepting envelopes full of cash from American businessman and fundraiser Morris Talansky, in exchange for political favors during his decade-long term as mayor from 1993 to 2003.The Prisons Service refitted a wing in the Ma’asiyahu Prison in Ramle to house Olmert, the first former premier to serve jail time, keeping him in a separate complex shared only by carefully screened fellow convicts.Olmert, who began serving his sentence in February 2016, is seeking early release. The law allows authorities to reduce sentences by a third for good behavior.Times of Israel staff contributed to this report.

PA slams new settlement as effort to thwart Trump’s peace drive-Abbas’s spokesperson says it’s no coincidence that ground is broken on the eve of a visit to the region by Jared Kushner-By Dov Lieber June 20, 2017, 3:04 pm-THE TIMES OF ISRAEL

The Palestinian Authority on Tuesday slammed Israel for breaking ground on a new West Bank settlement, saying the move was an attempt by Israel to scuttle efforts by US President Donald Trump to restart peace talks.“This is a serious escalation, an attempt to thwart the efforts of the US administration and to frustrate the efforts of US President Donald Trump,” Nabil Abu Rudeineh, a spokesperson for PA President Mahmoud Abbas, said in a statement posted on the official PA news site Wafa. The new settlement, to be known as Amichai, is being built to rehouse residents of the illegal Amona outpost, which was evacuated in February in line with court orders because it was built on private Palestinian land. The breaking of ground occurred just one day before senior White House adviser and Trump son-in-law Jared Kushner was set to arrive in Israel in an effort to advance peace efforts.Kushner, who will be joined by Trump’s special envoy Jason Greenblatt, will meet with Prime Minister Benjamin Netanyahu and Abbas separately in the coming days, to discuss “their priorities and potential next steps,” a senior White House official told The Times of Israel on Monday.Rudeineh said that the import of the start of construction on the new settlement, as is it coincides “with the arrival of the US president’s emissaries to the region, is that Israel is not interested in the US efforts, and is just as serious about thwarting them as it has been with previous US administrations.”The Palestinian Authority, along with much of the international community, considers all Israeli settlements to be illegal and has long argued they are an impediment to peace.Israel argues the West Bank is disputed territory, and the fate of settlements should be resolved in peace talks with the Palestinians.Netanyahu, who hailed the start of construction, is treading a fine line between US President Donald Trump’s request in February to “hold back” on settlement activity so as not to jeopardize peace moves and constant pressure from right-wing members of his party and coalition to expand settlement building and even to annex sections of the West Bank.“Today, ground works began, as I promised, for the establishment of the new community for the residents of Amona,” the prime minister tweeted in Hebrew.“After decades, I have the privilege to be the prime minister who is building a new community in Judea and Samaria.”The new settlement — which will be located near the settlements of Shiloh and Eli, north of Ramallah — will be the first of its kind to be constructed since the Israeli-Palestinian Oslo peace accords were signed in 1993.Israel Radio said the works started Tuesday involved laying the infrastructure for the settlement. However, the actual building plans still need several stages of planning approval.Times of Israel staff contributed to this report.

Egypt said to ease Gaza power crisis with emergency fuel supply-Palestinian media says some 500 tons of diesel to be trucked in daily after Israel reduces electricity supply to the Strip-By Stuart Winer June 20, 2017, 10:21 am-THE TIMES OF ISRAEL
Egypt will provide hundreds of tons of fuel oil for the Gaza Strip’s only power station, a measure expected to ease the ongoing electricity crisis in the Palestinian enclave, local media reported Tuesday. The Safa news agency, which is close to Hamas, citing an unnamed official, said that 500 tons of fuel a day will be trucked through the Rafah border crossing between Egypt and Gaza, enough to bring the power station back on-line.The power station was expected to return to operation by Wednesday, however, even at full capacity it cannot supply all of Gaza’s electricity needs.Trucks will be able to enter Gaza even if the Rafa crossing is closed to other traffic, the official said. The report did not say how the cost of the fuel would be covered. Earlier this month a Hamas delegation traveled to Cairo for talks with Egyptian officials.Last week Arab media reported that Egypt offered Hamas more freedom at its border and much-needed electricity in exchange for the terror group agreeing to a list of security requests that included, among other things a demand that Hamas hand over 17 men wanted by Cairo on terrorism charges, the cessation of weapons smuggling into the Sinai Peninsula, and information on the movement of militants into Gaza via underground tunnels, the London-based Arabic daily Asharq al-Awsat reported.Safa did not report if the fuel oil truck supplies were dependent on Hamas agreeing to any of the Egyptian demands. The fuel development comes a day after Israel, at the request of the Palestinian Authority, began reducing the amount of electricity it provides Gaza. Supplies were to be gradually dropped until they matched only what the PA was prepared to pay for after earlier this year it said it would fund little more than half the amount it had paid for in the past.Israel had been supplying 125 megawatt-hours to Gaza and has been the Strip’s main source of power for over two months after the sole power station ran out of fuel in April, leaving the Hamas-ruled territory with just four to six hours of power a day.On Tuesday, Israel apparently further reduced the supply by another 8 megawatt-hours, the Palestinian Energy and Natural Resources Authority said on its website, adding that it was informed that the reductions would continue daily until they reach the desired cut requested by the PA.Qatar has in the past stepped in to buy fuel for the power plant, but has so far showed no intention of coming to the Strip’s rescue in the current crisis. In April the PA told Israel that it would begin to pay only NIS 25 million ($7 million) of the NIS 40 million ($11 million) it has been paying monthly for power to Gaza. Israel at the time supplied 125 megawatt-hours to Gaza, around 30 percent of what is needed to power Gaza for 24 hours a day.The power cuts, as well as a number of other steps taken by the PA since last month, are aimed at forcing Hamas to cede control of the Strip, or begin footing the bill itself. Hamas seized control of Gaza from PA President Mahmoud Abbas’s Fatah party in a violent 2007 takeover. The PA’s new strategy to squeeze Hamas out of power, which also includes cutting government salaries to Gazans and a massive reduction in medical aid supplied to the Strip, coincides with the 10-year anniversary of Hamas’s violent takeover of Gaza.Prime Minister Benjamin Netanyahu and Defense Minister Avigdor Liberman have both argued in recent days that Israel is not party to the internal Palestinian dispute between Hamas and the PA that has led to the power crisis in Gaza.Last week Hamas warned that Israel’s decision to accede to Abbas’s request and reduce Gaza’s already paltry power supply would have “disastrous and dangerous” results and could lead to an outbreak of violence. Israel and Hamas have fought three wars since 2008.However, both Israel and Hamas have said they are not interested in fourth round of conflict.Last Wednesday the United Nations along with 16 Israeli and international NGOs asked Israel not to reduce the power to Gaza, warning it could lead to a “total collapse” of basic services there. The UN humanitarian coordinator for the Palestinian territories, Robert Piper, said Gaza’s hospitals, water supply, waste water treatment and sanitation services have already been dramatically cut back since mid-April, and depended almost exclusively on a UN emergency fuel operation.Times of Israel staff and agencies contributed to this report.

Liberman reportedly backs bill to subject security cabinet to polygraph-Proposal by MK Robert Ilatov aims to plug leaks from high-level meetings by giving ministers lie detector test every year-By Stuart Winer June 20, 2017, 2:22 pm-THE TIMES OF ISRAEL

A proposed bill to have security cabinet members take an annual lie detector test in an effort to stamp out persistent leaks from meetings has the blessing of Defense Minister Avigdor Liberman, the Hebrew media Ynet website reported Tuesday. The bill is being proposed by MK Robert Ilatov from Liberman’s Yisrael Beytenu party and comes despite a recent attorney general’s office ruling that said that public servants can’t be compelled to undergo polygraph testing.Leaks from ministers and others are a regular part of the Israeli media landscape as politicians jockey to steer the narrative on various issues. The preamble to the bill states that it “is intended to provide tools to deal with the leaking of information, spying, and exposure of state secrets that can damage the national security of Israel.”“Members of the ministerial committee for national security are responsible for the security of classified information, the revelation of which to foreign bodies could harm the army and the security services, and in accordance with the level of sensitivity, the security of the country,” the bill notes.Ilatov told Ynet that “security cabinet debates cannot be a tool for political leverage.” Such leaks, he added, endanger the security of Israeli residents. The envisioned law would see ministers quizzed about their trustworthiness in keeping details from meetings to themselves.Last week Deputy Attorney General Dina Zilber sent a letter to all ministry legal advisers clarifying where the office stands on the use of polygraphs.Zilber wrote that a polygraph is test “involves a substantial violation of basic rights” to privacy, and even can be a violation of human dignity. The letter noted that use of a polygraph is only permitted for state authorities when it is specifically authorized by law. Currently, the letter noted, that permission is only granted when there is a need to “determine the security suitability of a person for a job or position that is classified as a security classification.”Nonetheless, a lie detector can also be used within the framework of an ongoing criminal or disciplinary process or another probe to refute or verity a concrete suspicion, Zilber wrote, referring to employees in general. In February, Prime Minister Benjamin Netanyahu’s chief of staff Yoav Horowitz threatened to submit ministers to lie detector tests after a series of leaks from top-level meetings ahead of Netanyahu’s summit with US President Donald Trump in Washington.Netanyahu had convened the security cabinet, a forum of the most senior ministers, for a four-hour discussion in a bid to formulate policy on Iran, Syria and the Palestinians.Several news outlets published leaked comments from the meeting minutes after it concluded, including reports that Netanyahu said he would seek to avoid a confrontation with the US president when they met the following day, especially given Trump’s personality. In 2012, Netanyahu threatened to submit Israeli ministers and others to lie detector tests after details of a security cabinet meeting on Iran were leaked. While widely seen by experts as unreliable, polygraphs are still used by law enforcement and others in Israel as part of investigations, including in the workplace.Times of Israel staff contributed to this report.

Iran protests against Tillerson ‘transition’ remarks-After US hints at regime change, Swiss charge d’affaires, who handles US interests in Islamic Republic, summoned to foreign ministry for dressing down-By AFP June 20, 2017, 4:10 pm-THE TIMES OF ISRAEL

TEHRAN, Iran — Iran has called in the Swiss charge d’affaires, who looks after US interests, to protest against comments by US Secretary of State Rex Tillerson backing “peaceful transition” in the Islamic republic. The administration of US President Donald Trump has taken an increasingly hawkish position toward Iran since taking office in January but Tillerson’s testimony to a Congressional committee last week appeared to be the first expression of support for a change of government.“The Swiss charge d’affaires was summoned to the foreign ministry to be a handed a strong protest from the Islamic Republic of Iran against the comments by the US secretary of state… which were contrary to international law and the UN charter,” ministry spokesman Bahram Ghassemi told Iranian media.Alongside Monday’s summoning of the Swiss envoy, Iran also sent a protest letter to UN chief Antonio Guterres, the ISNA news agency reported. In last Wednesday’s testimony to the House Foreign Affairs Committee, Tillerson accused Iran of seeking “hegemony” in the Middle East at the expense of US allies like Saudi Arabia.“Our policy towards Iran is to push back on this hegemony… and to work toward support of those elements inside of Iran that would lead to a peaceful transition of that government,” the US top diplomat said.“Those elements are there certainly, as we know,” he added, without elaborating on the groups he was referring to.Iran was, with North Korea and Saddam Hussein’s Iraq, part of the “axis of evil” that the George W. Bush administration earmarked for “regime change” after it took office in 2001.But when Saddam’s ouster in the US-led invasion of 2003 triggered a deadly insurgency that continues to this day, the policy fell out of favor. In his testimony, Tillerson also raised the possibility of imposing sanctions on the whole of the Islamic Revolutionary Guard Corps, Iran’s main military force and a major player in the country’s economy.Currently, Washington has only blacklisted the Guards’ foreign operations arm — the Quds Force — and some individual commanders.“We continually review the merits, both from the standpoint of diplomatic but also international consequences, of designating the Iranian Revolutionary Guard in its entirety as a terrorist organisation,” Tillerson said. The Guards have played a major role in training Shiite militias in Iraq that are a significant force in the fightback against the Islamic State group, and have also trained thousands of “volunteers” to battle alongside President Bashar al-Assad’s forces in Syria. The United States has had no diplomatic relations with Iran since the aftermath of the Islamic revolution of 1979 and its interests are looked after by Switzerland.

Analysis-Seeking Saudi friends, Israel must still bridge gulf with Palestinians-Reports of Riyadh’s willingness to establish economic ties with Jerusalem are likely premature, but current US peace push could yield first harbingers of normalization-By Raphael Ahren June 20, 2017, 4:24 pm-THE TIMES OF ISRAEL

If you ask Prime Minister Benjamin Netanyahu, peace between Israel and the entire Arab world is imminent. This week, his oft-made claim that moderate Sunni states are willing to bury the hatchet even before Jerusalem signs a peace deal with the Palestinians received significant backing by a newspaper report, which purportedly revealed Israeli-Saudi Arabia negotiations over the establishment of formal economic ties. But the path to a full-fledged peace treaty remains long and arduous, experts say. Arab leaders currently have little interest in upgrading their clandestine ties with Israel, which currently focus on intelligence sharing and counter-terrorism measures.Even those who take a more sanguine view and see the US administration’s push for Israeli-Palestinian peace talks as a genuine opportunity for Riyadh to at least start formalizing its ties with Jerusalem say it won’t happen without Israel showing it’s serious about peace. On Saturday, the Times of London reported on a “dramatic move that would put the Jewish state on a path to normal relations with the bastion of Sunni Islam and guardian of the two sacred Muslim cities.”Citing anonymous Arab and American sources, the paper noted that initially these links would include opening Saudi airspace to Israeli aircraft and allowing Israeli businesses to operate on its territory.Against the background of the Gulf states’ 70-year-old boycott of Israel — Jerusalem formally still considers Saudi Arabia an enemy state and prohibits its citizens from entering the country — such baby steps would be nothing short of a revolution.Even before the Times report, US President Donald Trump had for weeks fanned speculation over a larger regional deal that would include the pragmatic Sunni camp, as has Netanyahu.“Many nations are changing their attitudes toward Israel very rapidly. And I have to say that nowhere, nowhere, is this happening so dramatically and so rapidly than in the Arab world,” Netanyahu said earlier this month during a conference in West Africa. “Many Arab countries no longer see Israel as their enemy. They see Israel as their ally, I would even say, their indispensable ally in the fight against terrorism and in seizing the future of technology and innovation.”But it’s a long leap from seeing Israel as a counter-terror ally to plopping an Israeli Embassy in the middle of Riyadh, especially with the Palestinian issue unresolved and the Jewish state openly criticized throughout the Arab world, moderate or not.Several analysts focusing on Arab-Israel relations said the Saudis and other Gulf states will insist on working with Jerusalem behind closed doors, refusing to formalize ties until the Palestinian problem has been solved.“Without some serious movement on the peace process there will be no qualitative change in relations with Saudi Arabia,” maintained Joshua Teitelbaum, a senior researcher at the Begin-Sadat Center for Strategic Studies.Dismissing the anonymous sources quoted by The Times, he argued that such articles serve Israel’s interests. “They attempt to demonstrate that the Palestinian game isn’t the only game in town. And it puts pressure on Abu Mazen,” he said, referring to Palestinian Authority President Mahmoud Abbas.‘Why should the Saudis buy the cows if they get the milk for free?’Such reports can be seen as trial balloons to gauge the Arab public’s feelings about an overt alliance with Israel, but without serious progress on the Palestinian front, the status quo works just fine with the powers that be in Riyadh, Teitelbaum argued.“Why should the Saudis buy the cows if they get the milk for free?” he asked, arguing that Israel willingly provides the kingdom with the intelligence and security assistance it needs without any public declarations.“I don’t see Saudis leaders, who are under threat by ISIS and the Muslim Brotherhood and are challenged by the mostly conservatives elites in in the country, agreeing to open an economic Israeli office in Riyadh,” he said. “I just don’t see it. It’s just not worth it for them.”Full diplomatic relations between Riyadh and Jerusalem, modeled after Israel’s peace treaties with Egypt and Jordan, remain “unlikely,” agreed Gregory Gause, a leading expert on Arab politics at Texas A&M University. “I am sure that all sorts of things are going on behind the scenes, involving anti-Iranian measures. But that is not new.”Others, though, say the Saudis may not insist on an Israeli-Palestinian peace deal being signed and sealed before talking about normalizing ties, imagining the two tracks working in parallel. The very fact that Trump is making a bid to restart peace talks — two of his most trusted advisers are due in Israel this week for talks in Jerusalem and Ramallah — could potentially trigger the onset of Arab-Israeli normalization, according to Yoel Guzansky, an expert on the Gulf monarchies at Tel Aviv’s Institute for National Security Studies.“There is some smoke, but not real fire yet,” said Guzansky.Netanyahu’s vision of an Arab-Israeli detente preceding a Palestinian peace agreement is often called the “outside-in” approach, as opposed to the traditional view, known as “inside-out,” that promises Israel full relations with much of the Muslim world after a final-status deal is signed. In light of Trump’s eagerness to relaunch Israeli-Palestinian peace talks, a dual track — “outside-in and inside-out in parallel” — could work, Guzansky posited. “Negotiations will start and the Gulf countries will start taking small positive steps vis-a-vis Jerusalem.”Dan Shapiro, the former US ambassador to Israel, also believes that advancement on the Palestinian track and a larger Israeli-Arab detente will have to coincide.“There is interest in the Gulf to open relations with Israel. It definitely builds on the strategic alignment that has developed as the Gulf states and Israel share the same adversaries,” Shapiro, now a fellow at the Institute for National Security Studies, said Monday.“That said, it’s difficult to imagine the Gulf Arab states, and the Saudis in particular, openly beginning those normalization gestures, unless they can point to very concrete steps that give them confidence that a two-state solution that achieves Palestinian aspirations for independence and a state of their own, as part of a package that gives Israel recognition and security, is really on the horizon.”These processes, added Shapiro, “are much more likely to move together in parallel rather than in a sequence that says first normalization with the Arab world and only later clarity on the two-state outcome.”

US warplane shoots down Syrian fighter jet-Assad regime says aircraft targeted while carrying out strikes on IS; first clashes also reported between regime troops and a US-backed alliance of Kurdish and Arab fighters-By AFP June 18, 2017, 11:51 pm-THE TIMES OF ISRAEL

DAMASCUS, Syria — A US fighter jet shot down a Syrian regime plane on Sunday, after it dropped bombs on forces fighting the Islamic State in northern Syria, the American-led coalition said.“At 6:43 pm (1743 GMT), a Syrian regime SU-22 dropped bombs near SDF fighters south of Tabqah and, in accordance with rules of engagement and in collective self-defense of Coalition partnered forces, was immediately shot down by a US F/A-18E Super Hornet,” the Combined Joint Task Force said in a statement. It said that two hours earlier, forces loyal to President Bashar al-Assad attacked Syrian Democratic Forces in the town of Ja’Din south of Tabqah, “wounding a number of SDF fighters and driving the SDF from the town.” Coalition aircraft then stopped the pro-regime forces’ initial advance with a “show of force,” the coalition added.Syria said its aircraft was targeting the Islamic state when it was shot down.“Aircraft from the ‘international coalition’ targeted one of our fighter planes in the Resafa region of southern Raqqa province this afternoon while it was conducting a mission against the terrorist Islamic State group,” the Syrian army said in a statement.Meanwhile, fighting broke out on Sunday for the first time in Syria between regime troops and a US-backed alliance of Kurdish and Arab fighters, a monitoring group said. The Syrian Observatory for Human Rights said the clashes took place in the evening at two villages some 40 kilometers (25 miles) south of the city of Raqqa after the Syrian army accused the US-led coalition of downing one of its warplanes.
