In step toward annexation, ministers demand new laws include settlements-Ayelet Shaked announces directive as coalition lawmakers slam ‘inequality’ against settlements; Likud minister: Those saying we are applying ‘creeping annexation’ — we won’t argue-By Marissa Newman June 6, 2017, 2:36 pm-THE TIMES OF ISRAEL

Justice Minister Ayelet Shaked announced Tuesday that all government legislation will henceforth explicitly mention applicability to residents of West Bank settlements, in an apparent step toward fully extending Israeli sovereignty over the West Bank. The Knesset held a series of committee meetings on Tuesday on improving the lives of Jews living in West Bank settlements — regarding education, immigration absorption, and housing — as Israel’s parliament celebrated the fiftieth anniversary of the Six Day War, when it captured the West Bank, along with the Golan Heights, East Jerusalem, Gaza and Sinai.“We are trying to change the reality of legislation in the Knesset,” Shaked, of the right-wing Jewish Home party, told the Knesset House Committee.“There is no doubt that the lives of residents of Judea and Samaria needs to be exactly the same as the lives” of other Israeli citizens, she said, using the biblical name for the West Bank. The directive by Shaked and Tourism Minister Yariv Levin applies strictly to government-backed laws from June 1 but not to private legislation presented by individual lawmakers. Shaked said she had instructed the ministers to comply with the new instructions, which require “a reference” to the West Bank residents on government bills. She said only half a dozen Israeli laws currently mentioned the settlers, including adoption laws and recent anti-discrimination laws.Laws will not be required to extend to settlements, but will need to explicitly state whether they do or do not, and an explanation will be needed if it only applies to one side of the Green Line.Levin (Likud) said the application of martial orders rather than Israeli law to West Bank residents in some cases was “discriminatory and unequal.”He said it was time to “liberate the residents of Judea and Samaria” from Israeli military orders, some 50 years after the war, by transferring the powers of the Civil Administration, the governing authority in the West Bank, to Israeli ministries.“I think the rule must be: The law applies [to the settlers], unless there is a good reason not to,” he said. “And not the opposite.”“We are not seeking ‘creeping annexation’; we are looking for justice for the residents,” he said.“And if there are those saying that through legislation we are advancing ‘creeping annexation’ — we won’t argue,” he added.Deputy Defense Minister Eli Ben Dahan (Jewish Home) indicated he was seeking to change the law in the area to allow Jews to legally purchase land in the West Bank from Palestinians.“The Jews in Judea and Samaria are outsiders, they are not allowed to buy land,” lamented Ben Dahan, adding that he was working to change this by the end of the year.At the hearing, Jewish Home MK Shuli Moallem-Refaeli said she has “no desire to conceal” the government’s intention, which is the annexation of the West Bank. She added that this process must not be done in a “backdoor” fashion, but rather openly. There is “total inequality” between Israeli citizens and settlers, she said, as the latter “have same obligations, but they don’t have the same rights.”“We all know there is no sovereignty in the West Bank,” she said, adding that 50 years from the war “we are all working to fix that.”On housing, the Yesha Council settlement umbrella group presented a plan to another Knesset panel on Tuesday to build 67,000 housing units in the West Bank. The settler group outlined a plan to expand the Tel Aviv metropolitan area into the West Bank, in a bid to drive down housing prices in central Israel. In a presentation to the Knesset Interior Committee, the council proposed a building boom in the West Bank areas adjacent to the densely populated Gush Dan region, from the settlement of Alfei Menashe in the north to Modiin Illit in the south, and Ariel in the east — overall, a 40 percent increase of built-up territory. With tens of thousands of housing units in this eastern corridor, the cost of living in central Israel would drop considerably, the settlement council told lawmakers, in a session attended by Housing Minister Yoav Galant.Galant responded with a call to build in various settlements in those areas.“The entire expanse from Avnei Hefetz, Oranit, Nili, Naale, Gush Halamish, Talmonim, from Kfar Saba to Ben Gurion Airport, is essential for life in Gush Dan,” said Galant. “To settle this area offers a security, strategic solution.”Chairing the meeting, Likud MK David Amsalem implored Prime Minister Benjamin Netanyahu to increase West Bank construction.“A city that does not go forward goes backward,” he said. “If there is no building in Maale Adumin and Jerusalem, they will turn into old age homes.”“Not building is a form of explusion,” he added. “A child who grew up somewhere and you are not allowing him to live there as an adult [because of lack of housing] — you are in effect removing him from that place.”The Knesset Foreign Affairs and Defense Committee held a “festive” meeting celebrating the outcome of the war, though most of its lawmakers were in Washington.

Ex-defense chief: Erdogan is ‘deliberately Islamicizing’ Europe in bid for world domination-Moshe Ya’alon also says any Trump bid for permanent Israeli-Palestinian peace deal ‘guaranteed recipe for failure’-By Raphael Ahren June 6, 2017, 9:28 am-THE TIMES OF ISRAEL

In a bid for world domination, Turkish President Recep Tayyip Erdogan is deliberately flooding Europe with Muslims to “Islamicize” the continent, former defense minister Moshe Ya’alon charged.“Erdogan is intentionally Islamicizing Europe. People are ignoring it. It’s deliberate Islamization,” he told The Times of Israel. In a far-reaching interview, the former minister and ex-IDF chief of staff also addressed Donald Trump’s initiative to broker Israeli-Palestinian peace, urging the US president to “not even try” to reach a final status agreement between the two sides.Today, three different streams of Islamic extremism aspire to global hegemony, said Ya’alon, who announced he will compete for the Israel premiership in the next elections. “Iranian Shiite Islam, the Sunni Islamic caliphate and the Muslim Brotherhood, led by Erdogan.”The Turkish president for years allowed jihadists from across the world to come to Syria and Iraq and return to their countries as skilled fighters, the former minister charged. He cited the Greek defense minister as complaining to him last year about Turkey promoting illegal immigration to his country from Arab and Muslim states. The Greek official told Ya’alon about a young Moroccan, who on his way to Germany, arrived in Greece on a rubber boat after having flown to Turkey. Apparently, the man had paid only $50 for the ticket from Marrakech to Istanbul.“That was a subsidized flight. Who subsidized it? They’re being pushed to Europe,” Ya’alon said. The authorities in Athens gave Turkish intelligence a list of 1,224 Turks who were being smuggled to Europe, but Ankara denied any involvement, Ya’alon cited the Greek minister as saying.“Erdogan is acting like a leader of the Muslim Brotherhood and he wants to Islamicize Europe,” Ya’alon said. “So when the Europeans demanded he stop this stream [of refugees], what did he ask them? To allow Turks to go to Europe without visas. And what did he tell Turks living in Europe three weeks ago? To increase their birth rates! That’s the Islamization of Europe.”In a rally in March, for instance, Erdogan urged his compatriots in Europe to have “not just three but five children.”In addition, Turkey is funding mosques and Islamic cultural centers all over Europe, especially in the Balkans, the former defense minister said. “He wants hegemony also in Europe.”Ya’alon — who had a falling out with Prime Minister Benjamin Netanyahu last year, after which he quit the government and the Knesset — said the new US administration appears to be much closer to Israel’s position than that of Barack Obama.“After eight years of great gaps between Israel and US there is potential for change,” he said, lauding Netanyahu for standing up to Obama. Ya’alon also praised Trump for considering Iran as “the core of the problem in the Middle East, and not as part of the solution,” as the Obama administration did, he said.A dairy farmer-turned-general-turned-politician, Ya’alon accuses Netanyahu of corruption and of seeking to undermine Israel’s democracy, but agrees with him wholeheartedly on most, if not all, security and defense matters (though he said he was not happy about the June 2016 reconciliation deal Israel struck with Turkey).Ya’alon — who said former US secretary of State John Kerry was “messianic” and “obsessive” due to his belief he could broker an Israeli-Palestinian peace — was careful not to criticize Trump or his team. But he also did not hide his opinion that any attempt to broker Israeli-Palestinian peace was bound to fail — even if it was done by Trump.“If someone in the White House believes that he can bring about a permanent agreement, that’s a guaranteed recipe for failure,” said Ya’alon, who grew in the Labor movement but in the 1990s became more hawkish and eventually joined the Likud party.Trump has repeatedly said that he is not only determined to attempt to reach a peace agreement, but also that it may actually be easier to achieve than people believe. The Israeli-Palestinian conflict is more complicated than merely professing support for a one-state or a two-state solution, Ya’alon went on.“We have to be realistic. The gap between us and Abu Mazen [Palestinian Authority President Mahmoud Abbas], who is considered moderate compared to Hamas, is enormous,” Ya’alon added. “He is unwilling to agree even on an [interim] agreement with agreed borders that would end the conflict. He’s unwilling to recognize a Jewish state, which is the core of the conflict. It’s not about the settlements, but about their refusal to recognize the Jewish state.”When Palestinians speak about the “occupation” they refer to 1948 — Israel’s founding — and not to the 1967 Six Day War, in which Israel captured Gaza and the West Bank, Ya’alon told The Times of Israel in the Tel Aviv offices of his new political NGO, called “A Different Leadership.”“That is a gap that I don’t see even Trump being able to bridge.”Rather, Ya’alon suggests the White House aim for more modest goals, like strengthening the economy, infrastructure and security in the Palestinian territories, fighting incitement to violence and reforming the Palestinian education system, which preaches hatred for Jews and Israelis.Ya’alon, 66, said he supported the Oslo Accords at the time but his optimism for peace declined when, as head of military intelligence, he informed then-prime minister Yitzhak Rabin that the Palestinian leadership was not preparing its people for peace. “The opposite is the case,” he recalled telling Rabin, citing Palestinian television programs for children and textbooks.“If today I were asked to give advice to the Trump administration it would be this: There is no chance to reach a permanent agreement. Don’t even try to reach a permanent agreement,” Ya’alon said.Ya’alon said he hopes that Trump, as an experienced businessman, will pursue a “realistic” Middle East policy. “Time will tell what President Trump intends to do. I don’t see him running yet toward a permanent agreement,” he said. “I think that he won’t be able to bridge the gaps between us and the Palestinians. Not because of us — because the Palestinian rejectionism is consistent.”Besides getting the Palestinians to end incitement and paying “salaries” to terrorists, the White House should also work on advancing a regional alignment between Israel and the Sunni Arab states who seen in Iran a common enemy.“At this point, the concept of an Israeli-Arab conflict is not relevant. There is no Arab-Israeli conflict. There is only an Israeli-Palestinian conflict,” Ya’alon said. “I hope that the reports that President Trump heard from the Arabs, and accepted it, that the region cannot be stabilized before the Israeli-Palestinian conflict is solved, are false. I am sure he heard it.”The moderate Sunni Arab states are fairly enthusiastic about Trump’s effort to broker peace between Israelis and Palestinians, Ya’alon posited. “They have other worries,” he said, citing domestic issues and Iran as the most worrying external threat. “I can guarantee you: They don’t care about the Palestinians.”Ya’alon said he was not too worried that Trump, who got close to Saudi Arabia’s King Salman, would try to pressure Israel into accepting the Arab Peace Initiative, dismissing it as a “diktat” that Jerusalem could not possibly consider.During his time in government, Israel “tried to reach agreements” with the Arabs, urging them to present an updated peace proposal, “something that is not a diktat,” he recalled. “But they did not come. I don’t know if they will come now.”

Israelis cry foul as UN leaders lament 50 years of ‘occupation’-UN envoy blasts António Guterres’ ‘preposterous’ statement as ‘Palestinian misinformation;’ deputy foreign minister urges him to ‘correct the distortion’-By Raphael Ahren June 6, 2017, 2:40 pm-THE TIMES OF ISRAEL

Israeli leaders on Tuesday attacked the secretary general of United Nations for a statement in which he decried the ongoing “occupation” of Palestinian territories.Marking the 50th anniversary of the Six Day War, António Guterres issued a statement lamenting the effects Of Israel’s subsequent occupation of the West Bank, East Jerusalem, Gaza and the Syrian Golan, which he said caused the “displacement of hundreds of thousands of Palestinians and Syrians” and “fueled recurring cycles of violence and retribution.”Ending the occupation that began in 1967 by creating a Palestinian state was the only way to bring peace to the region, he argued.“This occupation has imposed a heavy humanitarian and development burden on the Palestinian people,” Guterres stated. “Among them are generation after generation of Palestinians who have been compelled to grow up and live in ever more crowded refugee camps, many in abject poverty, and with little or no prospect of a better life for their children.”Israel’s ambassador to the UN, Danny Danon, responded to the statement by saying that attacks on Israel by its neighbors did not begin in 1967.“Any attempt at a moral equivalency between killing innocent people and the building of homes is absurd,” he said.Instead of spreading “Palestinian misinformation” the UN should stick with the facts, Danon added.“It is preposterous to blame terror and violence in the Middle East on the one true democracy in the region,” he said. “The moment the Palestinian leadership abandons terror, ceases to incite against our people and finally returns to direct negotiations, then real progress can be made towards peace.”Later he also wagged a finger at UN High Commissioner for Human Rights Zeid Ra’ad Al-Hussein for starting off a session of the UN Hman Rights Council by lamenting Palestinian suffering.“It comes as no surprise that he chose to spread lies about Israel before he even mentioned the massacres in Syria. The Commissioner has forgotten that it is his job to care for human rights throughout the world, not to incite against Israel,” he said in a statement. He added that he hoped the US and Israel would work to reform the body.Deputy Foreign Minister Tzipi Hotovely called on Guterres to retract his comments and to “correct the distortion” promoted at the UN that claims Israel’s control over the Golan and the West Bank was an occupation.“On the day when the UN sticks to the facts and ceases the misguided use of the term ‘occupation’ it will restore its credibility as an organization founded to uphold justice and truth,” she said in a statement.Israel is celebrating the 50th anniversary of “the liberation of Jerusalem and Judea and Samaria, and these are the facts,” she added. Also marking the Six Day War’s 50th anniversary, the UN coordinator for humanitarian aid and development activities condemned Israeli policies in the territories. “It should be obvious, but it bears repeating, that Occupation is ugly,” Robert Piper said in a statement released Tuesday.“Living under foreign military rule for years on end, generates despair, suffocates initiative and leaves generations in a kind of political and economic limbo.”The Israeli “occupation” is backed by an “ever-present security apparatus” that deliberately isolates isolated Palestinian communities from each other and hamstrings economic activity and deprives many Palestinians of basic rights, Piper charged. “In too many cases, these policies have violated international humanitarian law as well as the human rights instruments to which Israel is a party.”

UN rights czar: Nothing is like Holocaust, but Palestinians are suffering-Marking 50 years since 1967 war, Jordan’s Zeid Ra’ad al-Hussein says Israelis and Palestinians both deserve different kinds of freedoms-By Times of Israel staff and AP June 6, 2017, 1:18 pm

The UN human rights chief on Tuesday decried 50 years of Israeli control of the West Bank, “which has denied the Palestinians many of their most fundamental freedoms,” invoking the Jewish Holocaust while simultaneously asserting that he was not comparing the experiences of the two peoples. In a statement marking the 50th anniversary of the 1967 Six Day War, Zeid Ra’ad al-Hussein, UN High Commissioner for Human Rights, said the Palestinians “deserve freedom, as all peoples do. They deserve to bring up their children safe in their homes, on their land, exercising their rights in their state, free from this long and bitter occupation.”He noted, however, that “Israelis also deserve freedom — a different sort of freedom, for they have long had their state, but they too have suffered grievously.”“The Israeli people have long endured unlawful attacks against their own civilian population,” he said, “attacks which are often vicious, in clear violation of international humanitarian law, and also worthy of condemnation. Israelis too need to be free from this violence, from any existential threat posed to them.”Zeid, who formerly served as Jordan’s representative to the UN, said Palestinian suffering should not be likened to the experiences of the Jews in the Holocaust, but began his speech by recalling his own contacts with Palestinian refugees and visits to sites of concentration camps.“Some will respond, mechanically almost, that the experiences of the two peoples are not equivalent, how could I mention them in one breath? Indeed, I agree — the Holocaust was so monstrous and so mathematically planned and executed it has no parallel, no modern equal,” he said.“Yet it is also undeniable that today, the Palestinian people mark a half-century of deep suffering under an occupation imposed by military force,” he added. This week marks 50 years since Israel captured the West Bank, East Jerusalem, the Gaza Strip, the Sinai Peninsula and the Golan Heights during the 1967 war, which broke out after Egypt, Syria and Jordan mobilized to attack Israel.Israel returned the Sinai to Egypt after signing a peace treaty in 1979, de facto annexed the Golan Heights in 1981 and withdrew its troops and settlers from the Gaza Strip in 2005. Its current government maintains that its military control of the West Bank is not an occupation, though the international community and some Israeli leaders disagree.Zeid charged that Israel’s control of the West Bank was brutal and has denied “Palestinians many of their most fundamental freedoms,” and violations of international law were “systematic.”“The end of the occupation must now be brought about, and soon. Maintain the occupation, and for both peoples there will only be a prolongation of immense pain…the weeping by loved ones for loved ones, the prayers, the curses, the hatreds and vengeance, the impossibility of a secure life for all. This can be ended,” he said.On Monday UN Secretary General Antonio Guterres criticized Israel’s occupation of the West Bank and called for the establishment of a Palestinian state. The UN chief said Israel’s military control of Palestinian areas endangers both Israelis and Palestinians. He called for the establishment of a Palestinian state through “direct negotiations to resolve all final status issues on the basis of relevant UN resolutions, agreements and international law.”“This occupation has imposed a heavy humanitarian and development burden on the Palestinian people,” the statement said. “Its perpetuation is sending an unmistakable message to generations of Palestinians that their dream of statehood is destined to remain just that, a dream; and to Israelis that their desire for peace, security and regional recognition remains unattainable.”

Islamic State claims deadly London attack as dozen arrested-News agency linked to group says ‘contingent of fighters’ carried out assault that killed 7, third attack claimed by IS in Britain in months-By Agencies June 5, 2017, 1:26 am-THE TIMES OF ISRAEL

The Islamic State group claimed responsibility for the Saturday night London terror attack which left seven people dead, an online news agency affiliated with the jihadists said Monday.“A security detachment from Islamic state carried out London attacks yesterday” the Aamaq news agency said, referring to Saturday’s assault which saw three men in a van plow into pedestrians on London Bridge before going on a stabbing spree. The SITE Intelligence Group said in a statement Sunday that the Aamaq news service cited “a security source” in the Arabic-language posting claiming the attack.Islamic State has often made such claims not just when it has sent attackers, but when extremists carrying out deadly plots were inspired by the group’s ideology. However, SITE director Rita Katz said the claim indicated the attack had been coordinated by the terror group and not simply inspired by it.2) Amaq claim on #LondonAttacks: It was carried out by "a detachment of #ISIS fighters",ie. likely coordinated with #ISIS, not ISIS inspired— Rita Katz (@Rita_Katz) June 4, 2017-The London attack was the third this year that Islamic State has claimed in Britain, after a bombing in Manchester late last month and a similar attack in the heart of London in March. The three attackers in Saturday’s attack have not been identified.British police arrested a dozen people Sunday in a widening terrorism investigation after the attackers, using a van and large knives, turned a balmy evening of nightlife into a bloodbath and killed seven people in the heart of London.Although the attackers were also dead, authorities raced to determine whether others assisted them, and Prime Minister Theresa May warned that the country faced a new threat from copycat attacks. The county’s major political parties temporarily suspended campaigning with only days to go before the general election. May said the vote would take place as scheduled Thursday because “violence can never be allowed to disrupt the democratic process.”The assault unfolded over a few terrifying minutes late Saturday, starting when a rented van veered off the road and barreled into pedestrians on busy London Bridge. Three men then got out of the vehicle with large knives and attacked people at bars and restaurants in nearby Borough Market until they were shot dead by police.“They went ‘This is for Allah,’ and they had a woman on the floor. They were stabbing her,” witness Gerard Vowls said.Florin Morariu, a Romanian chef who works in the Bread Ahead bakery, said he saw people running and some fainting. Then two people approached another person and “began to stick the knife in … and then I froze and I didn’t know what to do.”He said he managed to get near one attacker and “hit him around the head” with a bread basket.“There was a car with a loudspeaker saying ‘go, go’ and they (police) threw a grenade. … and then I ran,” he said.London police said officers killed the attackers within eight minutes of arriving at the scene. Eight officers fired some 50 rounds, said Assistant Commissioner Mark Rowley, the force’s head of counterterrorism. The three attackers were wearing what appeared to be suicide belts, but the belts turned out to be fake. Investigators were working to determine whether others assisted them, Rowley said.A bystander was also wounded by the gunfire, but the civilian’s injuries were not believed to be critical.Forty-eight people, including two police officers, were treated at hospitals. Twenty-one remained in critical condition Sunday. Among the wounded were German, French and Spanish citizens, officials said.Canadian Prime Minister Justin Trudeau said a Canadian was among the dead. A French national was also confirmed dead.Counterterrorism officers raided several addresses in Barking, an east London suburb, and arrested 12 people there Sunday, police said.Neighbors at the site of one raid in Barking said a man who lived there resembled one of the attackers shown in news photographs.“He’s lived here for about three years,” Damien Pettit said. “He’s one of our neighbors. I’ve said hello in passing more than 50, 60 occasions. He has two young kids. He was a very nice guy.”Armed officers also conducted a raid in the East Ham area of the city. Video showed police shouting at someone: “Get on the balcony. Stand up and show us your hands!”The rampage was the third major attack in Britain in the past three months, including a similar vehicle and knife attack on Westminster Bridge in March that left five people dead.On May 22, a suicide bomber killed 22 people and injured dozens at an Ariana Grande concert in Manchester, in northwest England. Grande and other stars performed Sunday night at a benefit concert for victims under tight security in Manchester.“I don’t feel or smell or hear or see any fear in this building. All we feel here tonight is love, resilience, positivity,” said Pharrel Williams, who performed alongside Miley Cyrus.May said the attacks were not directly connected, “but we believe we are experiencing a new trend in the threat we face” as “terrorism breeds terrorism” and attackers copy one another. She said five credible plots have been disrupted since March.“It is time to say, enough is enough,” she said.Britain’s official terrorism threat level was raised from “severe” to “critical” after the Manchester attack, meaning an attack may be imminent. Several days later it was lowered again to “severe,” meaning an attack is highly likely.Home Secretary Amber Rudd said Sunday that the level would remain at severe because police believe there are no perpetrators still on the loose.London Bridge and a large area on the south bank of the River Thames remained cordoned off Sunday, and police told people to avoid the area.Hours earlier, the area packed with bars and restaurants around the foodie magnet of Borough Market had been a scene of panic, as people barricaded themselves in pubs and restaurants or fled through the streets.Medics treated the wounded near the market as shocked people cried and shouted around them. Police officers yelled at people to run from the area, and blasts were heard as officers performed a series of controlled explosions.Renan Marquese, a sous-chef at a tapas restaurant, said he was working when he heard chaotic sounds outside.“When I open the door I see three dead people on the floor,” he said. “People running everywhere, police shouting to run away.”He said that he helped a man and his partner, even taking the woman into his arms because she was too upset to walk properly. He said it took him 20 minutes to carry her across the bridge, stumbling all the way.“It was really scary,” he said.Amid the violence and fear were stories of compassion and heroism. The British Transport Police said one of their officers, among the first to arrive, took the attackers on armed only with his baton and was seriously wounded. He was later described as being in stable condition with injuries that were not life-threatening.Witnesses described how passers-by threw chairs and beer glasses at the attackers in an attempt to stop them.Richard Angell, who was in a restaurant, said he looked out and saw “a guy who is throwing a table at somebody, and it’s very unclear about what is happening. And it turns out to be a heroic guy who saw what was happening and just bombarded these terrible cowardly people with stuff.”Vowls also saw people striking back at the attackers and said he joined in.“I went ‘Oi, terrorists, cowards, Oi!'” he told The Associated Press. Then he picked up a chair.“I chucked it, but I think I missed one of them, and then I picked up a stool, and I threw it at him. And he looked at me. He started running towards me, and then he decided not to.“Then I was screaming at them, picking up bottles from a beer barrel. I was just throwing it at them, trying to get them to chase me so I could get them out into the main road where the police could see them and obviously take them down.”

Contractor charged with leaking document about U.S. election hacking: sources-[Reuters]-By Dustin Volz and Mark Hosenball-YAHOONEWS-June 5, 2017

WASHINGTON (Reuters) - The U.S. Department of Justice on Monday charged a federal contractor with sending classified material to a news organization that sources identified to Reuters as The Intercept, marking one of the first concrete efforts by the Trump administration to crack down on leaks to the media.Reality Leigh Winner, 25, was charged with removing classified material from a government facility located in Georgia. She was arrested on June 3, the Justice Department said. The charges were announced less than an hour after The Intercept published a top-secret document from the U.S. National Security Agency that described Russian efforts to launch cyber attacks on at least one U.S. voting software supplier and send "spear-phising" emails, or targeted emails that try to trick a recipient into clicking on a malicious link to steal data, to more than 100 local election officials days before the presidential election last November. The Justice Department declined to comment on the case beyond its filing. Federal Bureau of Investigation did not immediately respond to a request for comment. While the charges do not name the publication, a U.S. official with knowledge of the case said Winner was charged with leaking the NSA report to The Intercept. A second official confirmed The Intercept document was authentic and did not dispute that the charges against Winner were directly tied to it.The Intercept's reporting reveals new details behind the conclusion of U.S. intelligence agencies that Russian intelligence services were seeking to infiltrate state voter registration systems as part of a broader effort to interfere in the election, discredit Democratic presidential candidate Hillary Clinton and help then Republican candidate Donald Trump win the election. The new material does not, however, suggest that actual votes were manipulated. The Intercept co-founding editor Glenn Greenwald did not immediately respond to a request for comment. Winter's mother also did not immediately respond to a request for comment. While partially redacted, the NSA document is marked to show it would be up for declassification on May 5, 2042. The indictment against Winner alleges she "printed and improperly removed" classified intelligence reporting that was dated "on or about May 5, 2017."Classified documents are typically due to be declassified after 25 years under an executive order signed under former President Bill Clinton. The NSA opened a facility in Augusta in 2012 at Fort Gordon, a U.S. Army outpost. The FBI and several congressional committees are investigating how Russia interfered in the 2016 presidential election and whether associated of President Donald Trump may have colluded with Russian intelligence operatives during the campaign.Trump has dismissed the allegations as "fake news," while attempting to refocus attention on leaks of information to the media.Winner graduated from basic military training at Lackland Air Force Base in San Antonio in 2011. Investigators determined she was one of only six individuals to print the document in question and that she had exchanged emails with the news outlet, according to the indictment.U.S. intelligence agencies including the NSA and CIA have fallen victim to several thefts of classified material in recent years, often at the hands of a federal contractor. For example, former NSA contractor Edward Snowden in 2013 disclosed secret documents to journalists, including The Intercept's Greenwald, that revealed broad U.S. surveillance programs.(Reporting by Dustin Volz and Mark Hosenball, additional reporting by John Walcott, editing by G Crosse)

HOSEA 4:1-3
1 Hear the word of the LORD, ye children of Israel: for the LORD hath a controversy with the inhabitants of the land,(EARTH) because there is no truth, nor mercy, nor knowledge of God in the land.
2  By swearing, and lying, and killing, and stealing, and committing adultery, they break out, and blood toucheth blood.
3  Therefore shall the land mourn, and every one that dwelleth therein shall languish, with the beasts of the field, and with the fowls of heaven; yea, the fishes of the sea also shall be taken away.

ZEPHANIAH 1:2-3
2  I will utterly consume all things from off the land, saith the LORD.
3  I will consume man and beast; I will consume the fowls of the heaven, and the fishes of the sea, and the stumblingblocks with the wicked; and I will cut off man from off the land, saith the LORD.

Rat attack: Thousands of rodents swarm Myanmar villages-Agence France-Presse-YAHOONEWS-June 6, 2017

Yangon (AFP) - Thousands of rats have descended on villages on an island in southern Myanmar, a local official said on Tuesday, in what some have taken to be an ill omen of impending disaster.Residents of Haingyi island, one of the larger islands in the Irrawaddy Delta, have been battling the plague of rodents since the critters scurried into their villages over the weekend.Short of pied pipers, desperate authorities have resorted to paying residents 50 kyat (four US cents) for each dead animal in a bid to contain the outbreak."More than 4,000 rats have been killed since they tried to enter the villages," regional MP Phyo Zaw Shwe told AFP."According to traditional beliefs, these animals can predict bad weather. So people here are also worried about floods or earthquakes."Studies by Japanese scientists have shown mice and rats are sensitive to electromagnetic waves similar to what often occurs before a major earthquake -- although there has been no notable seismic activity in Myanmar the last few days.Pictures shared on social media showed locals collecting piles of the dead animals.Phyo Zaw Shwe said some of the bodies had been sent away for testing for disease, but nothing had been found so far.A villager in Than Cho Tan village told local media residents were killing the animals with "sticks, slingshots, and rocks"."This evening, the rats entered our village as well and so far we've managed to kill over 800," he was quoted as saying by News Watch.Myanmar is no stranger to rodent mobs.Chin State, in the northwest, has repeatedly been hit by swarms of rats who come to gorge on bamboo fruit, which only appear once every 50-or-so years. In the latest iteration in 2008, hundreds of people reportedly died when the rats turned from devouring the fruit to eating the crops of the local villagers.

Trois-Rivières fishing festival cancelled after abrupt death of 1000s of rainbow trout-[CBC]-YAHOONEWS-June 5, 2017

Fish biologist Pierre Magnan says a lack of oxygen likely caused more than half the trout introduced to a pond last Friday to die suddenly — forcing the municipality to cancel its participation in the annual fishing festival. The festival is a chance for families to grab their rods and reels and fish for three days without a permit in selected places across Quebec. Last year, the 18th annual event attracted 79,000 participants. However, this year festivities in Trois-Rivières were brought to an unexpected halt.Festival organizers filled a pond in Pie-XII Park with 2,000 rainbow trout on Friday, inviting would-be anglers — especially those between nine and 12 years of age — to fish them for free that day and over the weekend. However, within an hour, nearly all of the trout were afloat belly-up, dead.Fish might have suffocated-The fish "did not survive their new environment," the City of Trois-Rivières said in a news release issued late in the day, Friday. All the weekend's events had to be cancelled.Magnan hypothesized that the trout died from a lack of oxygen."It's very important to look at the relationship between the water temperature and the concentration of oxygen," said Magnan, a professor of biology at the Université du Québec à Trois-Rivières (UQATR)."You can think there is a lot of oxygen, but if the temperature is too high, the fish aren't able to absorb it."Such mass die-offs are rare, Magnan said, because Quebecers have long mastered the science of stocking fish ponds. The City of Trois-Rivières is still studying what happened.

Nuclear-wary Japan restarts another atomic reactor-Agence France-Presse-YAHOONEWS-June 6, 2017

Tokyo (AFP) - A Japanese utility switched on another nuclear reactor Tuesday in a small victory for the government's pro-atomic push, despite strong public opposition after the 2011 Fukushima meltdown. The restart of the No. 3 reactor at the Takahama nuclear plant brings the number of running reactors in Japan to five, while dozens more remain offline. The plant, operated by Kansai Electric Power (KEPCO), is located in Fukui prefecture, some 350 kilometres (215 miles) west of Tokyo.Tuesday's restart comes after the utility switched on Takahama's No 4 reactor last month after a court cleared its restart, despite complaints from local residents over safety concerns. The court also gave the green light to switch on the No. 3 reactor.Japan shut down all of its atomic reactors after a powerful earthquake in March 2011 spawned a huge tsunami that led to meltdowns at the Fukushima nuclear plant. It became the world's worst nuclear accident since Chernobyl in 1986.Since then, just a handful of reactors have come back online due to public opposition and as legal cases work their way through the courts. However, Prime Minister Shinzo Abe has aggressively promoted nuclear energy, calling it essential to powering the world's third-largest economy.Much of the public remains wary of nuclear power after the disaster at Fukushima spewed radiation over a large area and forced tens of thousands to leave their homes, with some unlikely to ever return.

Wildfire burning out of control northwest of Quesnel, B.C.[CBC]-YAHOONEWS-June 5, 2017

The B.C. Wildfire Service is responding to a small but out-of-control wildfire burning about 40 kilometres northwest of Quesnel.Thirty-seven firefighters are working with airtankers, a helicopter and heavy equipment to establish a control line around the perimeter, according to a release. The fire was reported yesterday, about five kilometres south of Pantage Lake, and currently covers 84 hectares. It was 25 per cent contained as of 1 p.m. Monday but still burning out of control, according to B.C. Wildfire Service officials. The fire doesn't pose a current threat to public safety or property, but people are being warned to keep away."The B.C. Wildfire Service strongly urges members of hte public to stay well away from the area where this wildfire is burning, since their presence could put the safety of firefighting crews and others at risk," said a statement from the service.

Police, firefighters issue warning after more suspicious fires strike Vanier-[CBC]-YAHOONEWS-June 5, 2017

Ottawa police and firefighters are warning residents of Vanier to be on alert after a series of suspicious fires in the area that a neighbourhood crime prevention advocate calls "very worrisome."The most recent broke out just before 3 a.m. Sunday at 309 Montfort St., a two-storey home at the corner of Ste Anne Avenue, just off Montreal Road. Someone was home at the time but no one was injured.Arson unit investigators are looking into the cause of the fire.Another fire on May 20 at a two-storey home at 278 Shakespeare St. is also being treated as suspicious. That blaze displaced four people, firefighters said.Because some of the fires began in waste bins, homeowners in the neighbourhood are being asked to bring in their garbage and recycling at night.-Residents 'feeling scared'-Lucie Marleau of Crime Prevention Vanier calls the ongoing arson activity "very worrisome," and said the fires have residents on edge."I've gone from being curious to being concerned, and then that raised to another level of concern. Now the residents are feeling scared, and a little bit angry," she told CBC Radio's Ottawa Morning Tuesday. Two people have been displaced as a result of the recent fires, Marleau said. To ease fears in the neighbourhood, she wants police to be more forthcoming with information, rather than just recommending residents to bring in recycling and trash bins."My question is whether there's additional police patrol in that area, and I've been told that there is not. So that's disconcerting," she said."I'm also encouraging residents to be vigilant, to report any suspicious behaviour. But we don't know what that suspicious behaviour looks like. So we would like some additional information on what it is that we could do."-Spring fires under investigation-In early April three homes in Vanier went up in flames within hours of each other. Those fires are all still under investigation.Marleau believes promoting and fostering a better sense of community in Vanier can help prevent arson."My definition of crime prevention is broader than just this one thing of bringing in recycle bins and trash cans. My definition extends to saying hi to your neighbours, and saying hi to people on the street. A would-be criminal is less likely to do harm if they see that they've been acknowledged," she said. "I also want neighbours to look out for each other, to report abandoned properties, to report properties that are below standards that aren't being kept, so that they are a risk of being targeted by fire."Anyone with information regarding the fires is asked to call the arson unit of the Ottawa Police Service at 613-236-1222, ext. 3770. Anonymous tips can be submitted by calling Crime Stoppers toll-free at 1-800-222-8477.

Afghan president says last week's bombing killed over 150-[The Canadian Press]-YAHOONEWS-June 6, 2017

KABUL — Afghanistan's president said Tuesday that last week's suicide truck bombing in the heart of the capital killed more than 150 people, making it the deadliest single attack in the country since the 2001 U.S.-led invasion to topple the Taliban. The attack added to growing concerns about whether Afghan forces can defeat the Taliban or an increasingly destructive Islamic State affiliate without further aid from U.S. and international forces, which formally concluded their combat mission at the end of 2014, switching to a support and counterterrorism role.No one immediately claimed the bombing, but Afghanistan has alleged Pakistani involvement, accusations denied by Islamabad.President Ashraf Ghani spoke at the opening of the so-called Kabul Process, a gathering of 23 nations, the EU, U.N. and NATO to discuss security and political issues in the country. He again invited the Taliban to peace talks, calling it their "last chance" to give up their 16-year insurgency and join the political process."If Taliban wants to join peace talks, the Afghan government will allow them to open an office, but this is their last chance," Ghani said. The Taliban have steadily expanded their reach over the last two years, seizing control of several districts in different parts of the country. Past attempts at peace talks have failed. The Taliban have refused to negotiate with the government until all foreign forces leave, and still refer to themselves as a government in exile, angering authorities in Kabul. The U.S.-backed government is also struggling to combat an IS affiliate that has carried out a series of major attacks. Ghani said that over the past two years as many as 11,000 foreign fighters have joined the group.Ghani also renewed his criticism of neighbouring Pakistan, saying it was waging an "undeclared war of aggression" against his country. The two countries have long accused each other of turning a blind eye to militants operating along their porous border, and their forces exchanged fire over a border dispute last month.Afghan security forces say they are still investigating, but that the explosives used appear to have originated in Pakistan.Pakistan's Foreign Affairs Adviser Sartaj Aziz rejected the allegations, which he said were part of a "malicious agenda" to damage relations between the two countries. The Associated Press.

US-backed Syrian force attacks IS-held capital of Raqqa-[The Canadian Press]-YAHOONEWS-June 6, 2017

BEIRUT — A U.S.-backed Syrian force said Tuesday it has begun an offensive to capture the northern city of Raqqa, the de facto capital of the Islamic State group, after months of clearing operations.Raqqa was among the first cities captured by IS, in January 2014, and has been the home of some of the group's most prominent leaders, including those who planned the November 2015 Paris attacks and other international assaults. The battle for the city is expected to be long and bloody, and could mark a major turning point in the war against the extremists.Talal Sillo, a spokesman for the Kurdish-led Syrian Democratic Forces, told reporters that operations have begun in co-ordination with the U.S.-led coalition."We declare today the beginning of the great battle to liberate the city of Raqqa, the alleged capital of terrorism and terrorists," Sillo told a news conference held in northern Syria. "Morale is high and military readiness to implement the military plan is complete, in co-ordination with the U.S.-led coalition."SDF fighters began advancing toward Raqqa in November, capturing wide areas of northern Syria from the extremists. Last week, they reached the northern and eastern gates of the city after intense clashes under the cover of U.S.-led airstrikes.Raqqa is currently surrounded from the east, north and west, and opposition activists have reported intense shelling and airstrikes on the city since Monday night, which killed at least 12 people. The extremists are not expected to give up easily. Iraqi forces launched an offensive to capture the northern city of Mosul, the largest held by IS, in October, and heavy fighting is still underway there.IS stormed across large areas in Syria and Iraq in 2014, declaring a self-styled Islamic caliphate. But it has lost much of that territory over the past two years following grueling campaigns by an array of Syrian and Iraqi forces. The fighting has devastated communities in both countries and forced hundreds of thousands of people to flee their homes.IS has been fortifying its positions in Raqqa for months, setting up barriers and hanging sheets of cloth over main streets to provide cover from warplanes.A belt of land mines and militant checkpoints circle the city. Inside, all the men have been ordered to wear the jihadis' garb of baggy pants and long shirts in order to make it more difficult to distinguish militants from civilians.Sillo called upon Raqqa residents to stay away from "the enemy's centres and points of fighting."The Britain-based Syrian Observatory for Human Rights reported heavy clashes on the edge of Raqqa's eastern neighbourhood of Mashlab as well as inside Division 13, a former Syrian army base now controlled by IS north of the city.Earlier Tuesday, state news agency SANA reported that the airstrikes by the U.S.-led coalition killed 12, including women and children. It said the families were fleeing the city in boats across the Euphrates River ahead of an expected all-out attack by the SDF.The Observatory said 21 people were killed in the Monday night airstrikes. It said they were likely carried out by the U.S.-led coalition.Bassem Mroue, The Associated Press.

Rocket hits Indian diplomatic compound in Afghan capital: police-[Reuters]-YAHOONEWS-June 6, 2017

KABUL (Reuters) - A rocket struck an Indian diplomatic compound in the Afghan capital of Kabul on Tuesday, police said, as representatives of about two dozen international delegations met a kilometer or so away to discuss efforts to end violence.Sirens and warnings of "incoming" missiles sounded in a number of embassies, followed by a dull thump as the rocket exploded.Police said no one was injured in the blast, which struck a tennis court, a few blocks away from where the meeting was held.Notoriously inaccurate, rockets are an occasion fired into the city, often towards the fortified downtown area that houses not only the Indian embassy, but a number of other foreign delegations, the headquarters of the international military mission, and Afghan government ministries. On May 31, a huge truck bomb detonated outside gates leading to the fortified area, killing more than 150 Afghans and wounding hundreds. That blast caused serious damage to the German embassy, and lighter damage to the Indian and other embassies nearby.A bomb attack on the Indian embassy in 2008 killed more than 40 people.(Reporting by Mirwais Harooni; Editing by Robert Birsel)

Column / Brexit Briefing-The coronation that nearly lost the crown By Benjamin Fox-JUNE 6,17-EUOBSERVER

London, Today, 08:57-Six weeks ago, the odds for the 8 June snap elections were stacked in Theresa May’s favour.Backed by a poll lead of over 20 points, Conservative pundits expected a landslide win.The main purpose of calling the snap election three years early was to give May a stonking majority that would provide her with a mandate to negotiate the terms of Britain leaving the EU – killing off the prospect of a second referendum on the exit terms. As a bonus, the vote would flatten her opponents in the Labour party, Scottish nationalists, and on her own back-benches in the process. Labour officials, privately, feared that their party could fall below 150 seats – a loss of over 80.May’s pitch last month was to present her Conservatives as the real party of working people by promoting a Red Tory message, including capping energy bills and protecting workers from “unscrupulous bosses”.Her target voters were the Leave majority in Wales and northern England: disaffected Labour supporters. The Conservatives launched their manifesto in Halifax, a town in Yorkshire (northern England), where the Labour MP is defending a small majority. The message was clear that there were few areas where May did not think she could win.Yet, the expected coronation has turned into a bitter fight.Few would deny that May has had a poor campaign. And her mistakes have been self-inflicted.-'Week and wobbly'-Unlike Cameron (who had other faults), May struggles to think on her feet. Her campaign has been painfully stage managed, dominated by speeches to handpicked audiences. The questions of journalists and voters have been answered with clichés and platitudes about "strong and stable" leadership. The refusal to debate with Labour leader Jeremy Corbyn, who is not a strong one-on-one performer, was a strange mistake. As the confidence gradually evaporated – “Let’s make June the end of May!” is the chant that has greeted the prime minister at some of her campaign stops – May has gone back to basics. The prime minister who supported the Remain campaign last June, has pulled out the patriot cards, talking of Brexit as a “turning point” in Britain’s history that would see the country “set free from the shackles” of Brussels. There is still little detail on what her vision of Brexit actually is. Voters are essentially being asked to sign another blank cheque.Yet despite morphing from "strong and stable" to "weak and wobbly" (according to the Guardian) in the space of a month, the odds are still in May’s favour for Thursday. She retains a lead on issues such as security and the handling of both the economy and Brexit. May is still has a comfortable lead over Corbyn when it comes to who would make the best prime minister. As the week of the vote started, not a single opinion poll has Labour ahead – the closest had Jeremy Corbyn’s party within one point, but the average puts the Conservatives on 44 percent to Labour’s 37 percent. Repeated on Thursday, that would give May roughly 350 seats out of 650, about 20 gains on the performance of Cameron in 2015, and a majority of about 50 seats.-Terror attacks' impact-A hung parliament or a narrow Labour win will need younger voters to come out in large numbers, more than had voted in last June’s referendum.Under 30s have been most enthused by Jeremy Corbyn, particularly by his party’s pledges to scrap university tuition fees and increase taxes on high earners. They are also the demographic least likely to vote. But it is now too close for comfort. A Conservative win by fewer than five points puts us in hung parliament territory, with the Scottish National party, who are intent on holding a second referendum on independence because of Brexit, potentially holding the balance of power. Defeat for May would make her the shortest-serving prime minister for 90 years. The campaign has been overshadowed by terrorist attacks in Manchester and London.May delivered an uncompromising “enough is enough” speech on Sunday, the morning after the attacks in London that left seven people dead. But the frenzy of the final days of a general election campaign are surely among the worst times to re-write national security policy.Either way, recent history suggests that terror attacks rarely affect election results. Almost all voters have already made up their minds. It is highly unlikely, but far from impossible, that May will lose on Thursday. But the way her campaign is staggering to the finish line suggests that May’s honeymoon is over. Britons have not been impressed. The planned coronation has ended with her coming perilously close to losing the crown.Benjamin Fox, a former reporter for EUobserver, is a consultant with Sovereign Strategy, a London-based PR firm, and a freelance writer.

Two days from UK election, May's record on security in focus after attack-[Reuters]-By Estelle Shirbon-YAHOONEWS-June 6, 2017

LONDON (Reuters) - Two days from a parliamentary election that has been upended by a van and knife attack that killed seven people in the heart of London, Prime Minister Theresa May's record on security dominated the campaign agenda on Tuesday. After police named two of the attackers and revealed that one was previously known to security agencies, May's Conservative Party faced further questions about her record overseeing cuts to police numbers. The latest opinion poll, by Survation for ITV, showed the Conservatives' lead narrowing to just one point from six points in the same poll a week earlier.Police disclosed late on Monday that 27-year-old Khuram Butt, a British citizen born in Pakistan, was known to police and domestic spy agency MI5 but with resources scarce had not been deemed enough of a threat to warrant close monitoring.Butt had appeared in a documentary called "The Jihadis Next Door", broadcast last year by Britain's Channel 4, as part of a group of men who unfurled an Islamic State flag in a park.In Britain's third Islamist attack in as many months, Butt and two others rammed a van into pedestrians on London Bridge on Saturday evening before running into the bustling Borough Market area where they slit throats and stabbed people. All three were wearing fake explosive belts. They were shot dead at the scene by officers within eight minutes of police receiving the first emergency call.A Canadian, a French national and a Briton were among the dead, while other French people, a Spaniard, Australians and a New Zealander were among the 48 who were injured in what Prime Minister Theresa May called "an attack on the free world".As interior minister from 2010 to 2016, May oversaw a drop of 20,000 in the number of police officers in England and Wales, which her main opponent, Labour leader Jeremy Corbyn, said should never have happened and warranted her resignation.May hit back that Corbyn himself was weak on the issue of terrorism. He has been criticized for voting against counter-terrorism legislation and expressing reservations about police responding to attacks with "shoot-to-kill" tactics.Police arrested 12 people on Sunday in Barking, east London, but said late on Monday all had been released without charge. Police were searching an address in Ilford, also in the east of the city, on Tuesday morning. No one had been detained.-"ALMOST EUPHORIC"-The other attacker who has been named was 30-year-old Rachid Redouane, who also went by the alias Rachid Elkhdar and claimed to be Moroccan or Libyan, police said. He and Butt both lived in Barking. One of Butt's neighbors, Ikenna Chigbo, told Reuters he had chatted with Butt - known locally as "Abz" - just hours before the attack on Saturday and said he appeared "almost euphoric"."He was very sociable, seemed like an ordinary family man. He would always bring his kid out into the lobby," said Chigbo.Another neighbor, Michael Mimbo, told Reuters that Butt supported the north London football team Arsenal. One of the dead attackers has been pictured wearing an Arsenal shirt.Mimbo said Butt had grown a longer beard and worn traditional Islamic dress more often over the two years he had known him, but showed no sign of radicalization."As an individual he was a cool, calm guy. One of my friends would let Abz babysit his daughter," Mimbo said. The men's rampage followed a suicide bomb attack which killed 22 adults and children at a concert in Manchester two weeks ago, and an attack in March when five people died after a van was driven into pedestrians on London's Westminster Bridge.Police said they had to prioritize resources on suspects who were believed to be preparing an attack or providing active support for one. Butt did not fall into that category when they last investigated him.May did not answer repeated questions from reporters on Monday on the police cuts she oversaw but said counter-terrorism budgets had been protected and police had the powers they needed. The Conservatives' lead over Labour has narrowed markedly from 20 points or more when May called the election in April to a range between one and 12 points now, although they are still widely expected to win a majority. The narrowing in the polls started before the Manchester and London attacks and appeared to be largely linked to an unpopular policy announcement regarding care for the elderly. The trend has continued since the two attacks, most polls suggest.(Additional reporting by Alistair Smout and Kate Holton; editing by Guy Faulconbridge)

Man attacks Paris police with tool at Notre Dame 'for Syria'-[Associated Press]-PHILIPPE SOTTO and ELAINE GANLEY-YAHOONEWS-June 6, 2017

PARIS (AP) — An assailant wielding a hammer attacked Paris police guarding Notre Dame Cathedral Tuesday, crying "This is for Syria" before being shot and wounded by officers outside one of France's most popular tourist sites, authorities said.At least 600 people were blocked inside the iconic 12th century church, while others fled in panic from the sprawling esplanade outside as police combed the area in the center of the French capital. The assault was the latest act of violence targeting security forces at high-profile sites in France, which remains under a state of emergency after a string of Islamic extremist attacks.Interior Minister Gerard Collomb told reporters that a police officer in a three-person patrol was lightly wounded in the attack, and the assailant was shot and wounded by a fellow officer. The attacker's condition was being evaluated."A person came up behind the police officers, armed with a hammer, and started to hit the police officer," he said. The man cried "This is for Syria!" but said nothing else indicating a motive or a link to extremist groups, Collomb said. No group immediately claimed responsibility, and Collomb said he appeared to have acted alone.A hammer and kitchen knives were found on the assailant, as well as documents suggesting he was an Algerian student, Collomb said. He said authorities were working to verify his identity."We have passed from a very sophisticated terrorism to a terrorism where any instrument can be used for attacks," he said. The incident happened around 4:20 p.m. (1420 GMT). A large number of police cars descended on the Ile de Cite island in the Seine River, where the celebrated cathedral is located.Authorities told people to stay away from the area and some took refuge inside the cathedral. People inside Notre Dame, the nearby Sainte-Chappelle cathedral and area bars and cafes were told to stay inside while the police operation was underway.Among the several hundred people ordered to remain inside the cathedral was former U.S. ambassador to the United Nations Nancy Soderberg. She was admiring the church's stained glass windows when a French announcement came on urging those inside to stay calm as police dealt with an incident outside. The visitors got nervous when they were told soon after that the doors were closing and everyone had to stay inside, Soderberg told The Associated Press from inside Notre Dame."It was really scary, we had no idea if there were any accomplices inside," she said. They were being released Tuesday evening one by one after careful police searches.Witnesses described a dramatic police operation in the tourist-filled area.Lawrence Langner, a 73-year-old American visiting the neighborhood just across the Seine River from the cathedral, told The Associated Press that he suddenly heard a commotion and two detonations like gunshots.Journalist David Metreau, who said his office overlooks the square that fronts Notre Dame, tweeted that there were two blasts that sounded like shots. Looking down from his office, he saw a man inert on the square."The police didn't seem interested in him at the beginning," Metreau said. "I thought he was dead."Officers then checked the man's pulse, while medics eventually came and took him away on a stretcher.Soderberg said those inside the cathedral remained calm and orderly throughout despite not knowing what was happening, though "everyone was very quiet and very scared" when police came in to check the cathedral's pews row by row.She tweeted a photo from inside the Notre Dame showing those locked inside putting their arms in the air as instructed by police."We will remember this for the rest of our lives," she said. "Now everyone just wants to go home."The attack came the day before new President Emmanuel Macron unveils his first efforts against terrorism, which Collomb called the president's top priority.Paris remains under high security after a string of Islamic extremist attacks in recent years, including several targeting police officers and security personnel. In April, an attacker opened fire on a police van on Paris' Champs Elysees, killing one and gravely wounding two others. The attacker was shot dead by police. The incident recalled two other attacks on soldiers providing security at prominent locations around Paris, one at the Louvre museum in February and one at Orly airport in March.___Angela Charlton, John Leicester and Sylvie Corbet contributed to this story from Paris. Report says Israel planned atomic detonation in Sinai if Six Day War went wrong-New York Times, quoting newly released interview, says the display of nuclear strength was a ‘doomsday’ scenario not needed after IDF victory-By Times of Israel staff June 3, 2017, 11:31 pm

One the eve of the Six Day War, with the country surrounded by enemies and unsure of its future, Israel developed a “doomsday” plan to detonate an atomic bomb in Egypt’s Sinai Peninsula as a warning to the Arabs, The New York Times reported Saturday. The report was based on an interview conducted by leading Israeli nuclear scholar Avner Cohen with retired IDF brigadier general Itzhak Yaakov, who reportedly oversaw the plan.“It’s the last secret of the 1967 war,” Cohen told the paper. The full interview is set to be published Monday, as the region marks the 50th anniversary of the war in which Israel defeated the combined Arab armies in just six days.According to Yaakov, who oversaw weapons development for the Israel military and gave details of the plan to Cohen in 1999 and 2000 interviews, Israel was deeply fearful ahead of the war.“Look, it was so natural,” Yaakov said, according to the Times, which quoted a transcription of a taped interview. “You’ve got an enemy, and he says he’s going to throw you to the sea. You believe him.”“How can you stop him?” Yaakov asked. “You scare him. If you’ve got something you can scare him with, you scare him.”Yaakov, who died in 2013 at age 87, detailed in the interview with Cohen how Israel developed a plan code-named “Shimshon,” or Samson, to have helicopters and commandos fly an atomic device to a mountain top site about 12 miles from an Egyptian military complex at Abu Ageila.“The plan, if activated by order of the prime minister and military chief of staff, was to send a small paratrooper force to divert the Egyptian Army in the desert area so that a team could lay preparations for the atomic blast,” the report said.“Two large helicopters were to land, deliver the nuclear device and then create a command post in a mountain creek or canyon. If the order came to detonate, the blinding flash and mushroom cloud would have been seen throughout the Sinai and Negev deserts, and perhaps as far away as Cairo.”Israel has never acknowledged having nuclear weapons, maintaining a policy of so-called nuclear ambiguity, neither publicly confirming nor denying the existence of an atomic arsenal. However, several top US officials have seemed to confirm it, most recently former secretary of state Colin Powell who wrote in a leaked private email that he believed Israel has some 200 nuclear weapons. The Israeli Embassy in Washington declined to comment on the report or on Yaakov’s role, The New York Times said.If Israel had detonated a device, it would have been the first use of a nuclear weapon in a war situation since the US dropped the two bombs on Japan to end World War II.On Monday, the Nuclear Proliferation International History Project of the Woodrow Wilson International Center for Scholars in Washington — where Cohen is a fellow — is releasing on a special website a series of documents related to the Israeli atomic plan.In the transcripts, Yaakov describes a helicopter flight he made to the site with Israel Dostrovsky, the first director-general of the Israel Atomic Energy Commission, that had to be aborted after the Egyptians scrambled fighter jets.“We got very close,” Yaakov reportedly said. “We saw the mountain, and we saw that there is a place to hide there, in some canyon.”As it turned out, Israel’s victory was swift and decisive and there was no need for any doomsday plan, but Yaakov still believed Israel should have gone ahead with it and openly declared its nuclear prowess.“I still think to this day that we should have done it,” he told Cohen, who is the author of “Israel and the Bomb” and “The Worst-Kept Secret.”In 2001, some 2 years after his conversations with Cohen, Yaakov was arrested in Israel and charged with passing secret information with intent to harm state security. The charges related to memoirs he wrote, the Haaretz daily reported in its obituary of Yaakov in 2013.Yaakov was acquitted of the main charge but found guilty of the unauthorized handing over of secret information, Haaretz said, noting that he received a two-year suspended sentence. The obituary hinted at the exploits in the Sinai Desert, saying that “Yaakov was one of Israel’s leading officers in the field of weapons development during the build-up to the Six Day War and afterwards. During the war he was appointed to command a complex and unprecedented operation in the Sinai Peninsula, where he was to command both IAF pilots and a special ops unit. The IDF’s rapid success in defeating the Egyptian army made the operation redundant and it was cancelled.”According to Cohen, he promised Yaakov he would find the right time to publish the information and now, on the 50th anniversary, he believed the time was ripe.

Israel extends expanded Gaza fishing zone for two more weeks-Naval blockade eased for Ramadan, fishermen allowed to travel up to 9 nautical miles off coastal territory-By Times of Israel staff June 5, 2017, 10:32 am

Israel on Monday extended for another two weeks the expanded Mediterranean fishing zone granted for Palestinian fisherman living in the Gaza Strip.Last month, Israel eased restrictions imposed by its naval blockade of the Hamas-ruled strip by allowing Palestinian fishermen to travel up to nine nautical miles off the coast, instead of the previous six.Fishing is the second biggest income-earner in the coastal territory, generating NIS 6 million ($1.7 million) each year, and the zone extension is expected to allow fisherman to bump that figure by an additional NIS 1 million ($280,000), the Coordinator of Government Activities in the Territories (COGAT), the Israeli government agency that oversees Israel’s relations with the Palestinians, said in a statement. The fishing season reaches its height in May and June. The size of the fishing zone has varied over the years. It was set at 20 nautical miles by the Oslo peace accords in the 1990s before being reduced to six miles under the joint Israeli-Egyptian blockade imposed after Hamas took over the Strip in a violent coup against the Fatah-controlled Palestinian Authority in 2007.Israel last extended the fishing zone to nine miles for several months in 2016.Israel and Hamas have fought three wars since 2008.UN officials have called for the blockade to be lifted, citing deteriorating humanitarian conditions, but Israel says it is needed to keep Hamas, an Islamist terror group, from importing weapons or materials used to make them.

Jews responsible for all of world’s ills, says Al-Aqsa preacher-Sheikh Muhammad ‘Ayed warns United States that ‘caliphate’ will ‘chop off its feet and drive it out of our countries‘-By Times of Israel staff June 5, 2017, 12:47 pm

A Muslim cleric has told worshipers at Jerusalem’s Al-Aqsa Mosque that Jews are responsible for all of the world’s ills and that Muslims will defeat the US.Jews are “the masters of the world and its corrupters… They are behind all the strife in the world… They cause all the killing, the slaughter, and the destruction everywhere,” he said in his address.Sheikh Muhammad ‘Ayed, also known as Abu Abdallah, read from “The Protocols of the Elders of Zion,” a forged text produced in Russia at the end of the 19th century, which purports to outline Jewish plans to take over the world. It has been used by anti-Semites throughout the 20th and 21st centuries as justification for their views.Sheikh Muhammad went on to say that the caliphate — a possible reference to the Islamic State group — would “clip America’s nails and then move on to chopping off its hands… and then we will chop off its feet and drive it out of our countries,” according to the Middle East Media Research Institute’s TV monitoring project.“After it can no longer remain here, we will march upon it,” he added. The sheikh, who preaches at what is Islam’s third holiest shrine, regularly makes extremist remarks against Jews and the West.In September, he called on Muslim migrants to Europe to produce children in order to conquer the continent “in the name of the coming caliphate.”

IDF finds pistol, arrests eight in overnight West Bank raids-Army uncovers ammunition, sniper scope in village near Nablus; 8 detainees suspected of taking part in riots-By Judah Ari Gross June 5, 2017, 8:29 am-THE TIMES OF ISRAEL

Israeli troops found a pistol, boxes of ammunition and sniper scopes in a house in a northern West Bank village early Monday morning, the army said. The soldiers arrested the two Palestinians who were in possession of the firearm in Asira ash-Shamaliya, outside of Nablus. In addition to the pistol, a 9mm Czech model known as a CZ 75, the army found bullets and ammunition magazines for assault rifles, as well as two sniper scopes, the army said. The weaponry was confiscated for further examination, the military said. For the past year and a half, the IDF has been cracking down on the black market for guns in the West Bank. The army has focused its attention on local weapons production, specifically the manufacturing of Carlo-style submachine guns, a jury-rigged gun cobbled together out of water pipes and parts from other guns. From January to May, the army seized approximately 150 firearms in the West Bank and raided 20 workshops where the military believes guns were being manufactured.According to a senior intelligence officer, this effort has quintupled the price of Carlo-style submachine guns in the West Bank from what it was in 2015 and raised the cost of conventional, factory-made weapons as well, though to a lesser extent.During the overnight raids between Sunday and Monday, six other Palestinians were arrested in the West Bank on suspicion that they threw rocks or took part in violent protests, according to the military. Two were arrested in the Jalazoun refugee camp, near Ramallah; one person was picked up in Kafr Aqab, north of Jerusalem; another two were arrested in the Bethlehem-area villages of al-Rashayida and Teqoa (the Palestinian village located next to the Israeli settlement of the same name); and one person was detained in the village of Dahariya, near Hebron.

Israel launches ‘Iron Dome of Truth’ website at Celebrate Israel Parade-4IL is a cyber second-strike campaign that empowers users to counteract disinformation and biased reporting being spread over social media-June 5, 2017, 12:47 pm-THE TIMES OF ISRAEL

While they’re launching rockets, we’re launching websites.Something special occurred at this year’s Celebrate Israel Parade and Festival in New York, more so than the typical showing of solidarity in the Jewish community.“Today we launch the Iron Dome of Truth!” proclaimed Gilad Erdan, Israel’s minister of strategic affairs, as he spoke at Manhattan’s Terminal 5 after the parade finished its march up Fifth Avenue.Terminal 5, normally a concert venue, had been transformed into a miniature version of Jerusalem’s iconic Mahane Yehuda market, with vendors selling Israeli crafts and food, as well as a temporary summer camp, with children strewn about the three floors working on art projects. Families were giddily snapping photos on their mobile phones, which spoke directly to Erdan’s point.“Our cell phones are the number one weapon against us,” he said, driving home a worry many Jews understand well: the onslaught of lies, misinformation and biased reporting from the Middle East that gets shared over social media. With that (and with the aid of model Titi Aynaw, actress Ariel Mortman and a cute explanatory video that’s primed to go viral) commenced the launch of 4IL, a web campaign which includes act.il, a free app for iPhone and Android that offers simple tools to help push back against would-be demonizers of the Jewish state. The delegitmizers working in bad faith to bend truth and spread fear are likely no match for the minds and coders of the startup nation. The parade, hosted by the Jewish Community Relations Council of New York (JCRC-NY) began in 1965 and this year marked the 50th anniversary of the reunification of Jerusalem. The parade was led by Erdan and New York Governor Andrew Cuomo, and was attended by dignitaries including members of Knesset, the mayor of Jerusalem, senators and congressmen, alongside some 40,000 supporters of Israel who painted the avenue in blue and white. At a cocktail party atop the Dream Hotel later in the evening, parade-goers were welcomed to celebrate the new technological advance. Yaron Fishelson, head of Product and Community for act.il, explained to us how the app grew organically from work students were doing at the Interdisciplinary Center in Herzliya during Operation Protective Edge. Moreover, he detailed how this little pocket-sized “e-Hasbara” doohickey will actually work. The online campaign, which is being launched simultaneously in the US and Israel and is coming soon in Europe as well as other countries, is aimed at creating an energized online community to combat the online lies, calls for boycotts and the delegitimization of the State of Israel.“It’s about balancing the narrative,” Fishelson explained, which means that users of the app will have tasks (or missions, if you will) delivered to them each day. With a push of a button you might be firing off an email petition. Or perhaps sharing a story about an Israeli innovation. (As we were checking the app, we were encouraged to tweet an article about a new development in hernia surgery.) Or it may be about offering a wider perspective on a controversial topic. And naturally, as with anything social on the web, there are tokens and badges and points one accrues for accomplishing more tasks. Why shouldn’t it also be a little bit fun? Even in beta testing there have been some successes. “Just this week, in fact,” Fishelson recalled how UNRWA had used an image of a Syrian girl surrounded by rubble and labeled it as a Gaza victim of Israeli action. “We had targeted ‘likes’ of a Facebook post, pointing out the inaccuracy. When you have more ‘likes’ it becomes the first comment seen under the image. This, we hope, led to UNRWA taking down the image.”This sort of measured, surgical social media strike is guaranteed to get results.Future tasks on the act.il app may come from user suggestions, but, “pictures of your grandmother having a good time in Eilat aren’t what we’re looking for,” Fishelson said.He does expect further developments in the social aspect, as well as localized events. In addition to Herzliya there are student councils in Boston and New Jersey, with a UK chapter hopefully opening soon.Since its establishment, the Ministry of Strategic Affairs has met dozens of public diplomacy organizations in Israel and around the world, which take an active part in civil pro-Israel activities. These organizations constitute a significant force in the pro-Israel network, and the aim of this campaign is to enhance their activities while providing Israel’s supporters in Israel and around the world with materials and methods for defending Israel online. Both Mayor Bill De Blasio (much taller in person than you realize) and Governor Andrew Cuomo walked up 5th Avenue earlier in the sunnier part of the day. (Alas, the skies did not heed Barbra Streisand’s requests, and during the final third it indeed rained on our parade.) But it felt good to end the festival with action in addition to just words. Now if you’ll excuse us, we’ve got to share a few things on Facebook.

Arab states cut ties to Qatar as rift over media hack deepens-Egypt, Saudi Arabia, Bahrain, and UAE accuse Doha of meddling in internal affairs, supporting Iran-backed terror and destabilizing region-By Agencies and Times of Israel staff June 5, 2017, 6:31 am

Saudi Arabia, Bahrain, the UAE and Egypt all announced they were cutting ties to Qatar and booting the country from an Arab coalition fighting in Yemen early Monday, amid a deepening fissure between Gulf Arab nations. The dispute between Qatar and the Gulf’s Arab countries started over a purported hack of Qatar’s state-run news agency, running a false story quoting a top official touting relations with Israel and Iran. The crisis has spiraled since.Bahrain blamed Qatar’s “media incitement, its support for acts of terror and financing for armed groups associated with Iran to carry out subversive attacks and spread chaos” for its decision.Saudi Arabia followed with an announcement that it too was cutting diplomatic ties to Qatar and it had pulled all Qatari troops from the ongoing war in Yemen.Saudi news agency SPA said Riyadh cut diplomatic ties and closed borders with its neighbor to “protect its national security from the dangers of terrorism and extremism.”Both the UAE and Egypt made announcements on their state-run news agencies within minutes of each other a short time later. The UAE accused Qatar of “destabilizing security of the region.”Egypt said Doha was supporting “terrorism.” The foreign affairs ministry said in a statement that its ports and airports were closed to Qatari vessels and planes.Qatar had no immediate comment. The announcements come a day after a report that the Palestinian Hamas terror group, partially funded by Iran, was being forced out of Qatar, with Doha citing “external pressures.”Hamas denied the report but said some officials were leaving the tiny, energy-rich Gulf nation anyway.Bahrain’s Foreign Affairs Ministry said it would withdraw its diplomatic mission from the Qatari capital of Doha within 48 hours and that all Qatari diplomats should leave Bahrain within the same period. The ministry’s statement said Qatari citizens needed to leave Bahrain within two weeks and that air and sea traffic between the two countries would be halted. It wasn’t immediately clear how that would affect Qatar Airways, one of the region’s major long-haul carriers.Ties between Qatar and other members of the Gulf Cooperation Council spiraled in late May. Qatar said hackers took control of the website of its state-run news agency to publish what it called fake comments from its ruling emir about Iran and Israel, roiling relations with its neighbors.Doha-based satellite news network Al-Jazeera remains blocked in several countries over the row.The moves come weeks after US President Donald Trump visited Saudi Arabia, calling on Arab and Muslim leaders to isolate Iran and fight extremism.
