Our consistent message is to mercilessly punish those who offend the dignity of our leadership'-N. Korea threatens Israel after Liberman calls Kim a madman-Pyongyang slams defense minister’s ‘malicious’ insults, condemns Israel’s nuclear policy, accuses Jewish state of ‘crimes against humanity’By Times of Israel staff April 29, 2017, 7:09 pm

North Korea threatened to punish Israel and accused Defense Minister Avigdor Liberman on Saturday of “rash and malicious” statements that insulted its leadership, after he criticized the Asian nation and called its leadership “extremist and insane.”In an official foreign ministry statement, Pyongyang said Liberman has challenged North Korea by making “rash and malicious” comments against the nation.“Our consistent message is to mercilessly punish those who offend the dignity of our leadership,” the statement said.“We warn Israel to think twice about the implications of its defamation campaign against us.”The statement further condemned Israel for its nuclear policy, and accused the Jewish state of abusing the rights of Arabs across the Middle East.“Israel is the only illegal possessor of nuclear weapons that enjoys the support of the United States, but Israel is attacking North Korea for possessing nuclear weapons,” the statement read, going on to claim this was a cynical move intended to distract from Israeli “occupation” and “crimes against humanity.”On Thursday Liberman said Pyongyang “seems to have crossed the red line with its recent nuclear tests,” adding that its nuclear weapons program posed more of a threat to world order than Iran or any terrorist group.“We’re just ahead of a new era of accurate missile and unconventional weapons in the hands irrational people,” Liberman said.In an interview with the Walla News website earlier in the week, furthermore, Liberman referred to North Korean leader Kim Jong-un as “the madman from North Korea.” He said Pyongyang was allied with Syria, Iran and Hezbollah — all part of “an axis of evil” led by “an extremist and insane group” whose single purpose was to “destabilize the entire world.”The unexpected diplomatic row with North Korea sparked criticism of Liberman by other Israeli politicians.Former defense minister Moshe Ya’alon, a frequent critic of his successor, wrote on Twitter “The minister of talk is chattering irresponsibly about North Korea. And there is no prime minister to rein in the babbling and posturing ministers.”Meanwhile MK Shelly Yachimovich of the Zionist Union remarked on Twitter: “We have enough enemies. Let’s focus on them.”The US aircraft carrier USS Carl Vinson on Saturday kicked off a joint drill with the South Korean navy, officials said, as tensions rose over North Korea’s latest test-fire of a ballistic missile. The drill came hours after the North launched a ballistic missile in apparent defiance of a concerted US push for tougher international sanctions to curb Pyongyang’s nuclear weapons ambitions.North Korean ballistic missile tests are banned by the United Nations because they’re seen as part of the North’s push for a nuclear-tipped missile that can strike the US mainland. The latest test came as US officials pivoted from a hard line to diplomacy at the UN in an effort to address what may be Washington’s most pressing foreign policy challenge. The timing of the North’s test was striking: Only hours earlier the UN Security Council held a ministerial meeting on Pyongyang’s escalating weapons program. North Korean officials boycotted the meeting, which was chaired by US Secretary of State Rex Tillerson.North Korea routinely test-fires a variety of ballistic missiles, despite UN prohibitions, as part of its weapons development. While shorter-range missiles are somewhat routine, there is strong outside worry about each longer-range North Korean ballistic test.AFP contributed to this report.

Trump, Abbas gear up for Washington meet Wednesday-Republican senators demand Palestinian leader pledge to stop funding terrorists and their families-By Andrew BEATTY May 3, 2017, 10:51 am-THE TIMES OF ISRAEL

WASHINGTON (AFP) — US President Donald Trump will play peacemaker at the White House on Wednesday, meeting with Palestinian Authority President Mahmoud Abbas as part of an effort to end the long-running Palestinian-Israeli conflict. After hosting Prime Minister Benjamin Netanyahu in February, the self-styled deal-maker-in-chief will host Abbas for the first time since coming to office.“The president’s ultimate goal is to establish peace in the region,” said White House press secretary Sean Spicer. That long-shot effort — which has eluded US presidents since the 1970s — got off to a rocky start early in Trump’s administration, when Trump appeared to walk away from the US’s longstanding commitment to Palestinian statehood and signaled the American embassy could be moved from Tel Aviv to Jerusalem.Vice President Mike Pence on Tuesday said Trump is still “giving serious consideration” to moving the embassy. That move would likely spark Palestinian fury and is privately seen by many in the Israel and US security establishments as needlessly inflammatory. At the same time, Trump has urged Israel to hold back on settlement building in the West Bank, a longstanding concern of Palestinians and much of the world.Pence said Trump is “personally committed to resolving the Israeli and Palestinian conflict” and “valuable progress” is being made.“Momentum is building and goodwill is growing,” he said at an Israeli Independence Day event at the White House.Abbas makes the trip to Washington while politically unpopular back home, with polls suggesting most Palestinians want the 82-year-old to resign.Abbas’s term was meant to expire in 2009, but he has remained in office with no elections held. But he will be hoping Trump can pressure Israel into concessions he believes are necessary to salvage a two-state solution to one of the world’s longest-running conflicts.Palestinian officials have seen their cause overshadowed by worry over global concerns such as the war in Syria and Islamic State group jihadists, and want Trump’s White House to bring it back to the forefront. The meeting Wednesday is a sign that “Trump’s approach to the Israeli-Palestinian conflict is more conventional than anyone expected,” said Ilan Goldenberg of the Center for New American Security.“The big question now is what Trump will try to accomplish during this first meeting. If he goes for the home run and tries to restart negotiations, he is likely to fail,” Goldenberg said.“Instead, Trump and his team should focus on incremental steps to improve the situation on the ground, preserve the possibility of the two-state solution at another time, and set conditions for negotiations in the future.”One of Trump’s top advisers, Jason Greenblatt, held wide-ranging talks with both Israelis and Palestinians during a visit to the region in March.Abbas and Trump spoke by phone on March 11, and there are suggestions the US president could visit the Middle East this month.A group of three influential Republican Senators — Marco Rubio, Tom Cotton and Lindsey Graham — have called on Trump to ask Abbas to stop funding Palestinian terrorists and prisoners and their families. That could pose major domestic political headaches for Abbas, as he battles unpopularity and challenges from rival factions. But according to former White House official Dennis Ross, Trump is in some ways helping Abbas by extending the White House invite.“The president, in some ways, has already added to his relevancy by inviting him to come.”But mutual distrust between Palestinians and Israelis will be a formidable, if not impossible, barrier for Trump to overcome.“The gap between the parties has probably never been greater, both psychologically and practically,” said Ross.“In my mind, as someone who’s worked on this for the last 30 years, I don’t think we’ve ever been at a lower point.”

In timeless Jerusalem, Israel Festival celebrates the contemporary and avant-garde-The annual performance series, now in its 56th year, continues its push for young and restless audiences-By Jessica Steinberg May 3, 2017, 11:20 am-THE TIMES OF ISRAEL

Late spring brings the Israel Festival, an annual three-week Jerusalem-based celebration of local and international music, dance, theater and performance art.Much of the focus this year — as it has been in the three years of CEO Eyal Sher’s leadership — is on avant-garde and contemporary companies and works.“Big chunks of what you’ll see here is part of the experience of what you’re seeing in Europe now,” said Sher. “We just don’t have it here, usually. It’s not mainstream culture, it’s not Broadway. It’s performance that is more contemporary and avant-garde.”The festival, taking place June 1-18 around the city but mostly at the Jerusalem Theater, is also steadily drawing the younger audiences that Sher was determined to attract when he took over the festival three years ago.“There are a lot of young audiences that are hungry for this. It offers them something other than what they can get here,” he said. “The question is how to market it to more conservative audiences. But that’s just marketing. We’ve got a range of options, and we offer the chance to get out of your comfort zone; you may see something you didn’t know you’d love.”The festival starts off with a Groove Party, a combination of Israeli musical legends and emerging artists at the city’s Sultan’s Pool, held on June 1. Performers include Yemenite sisters A-WA, the Firqat Alnoor Orchestra of Jewish and Arab musicians with special guest Nasreen Qadri, as well as Liora Itzhak, Knesiyat Hasechel, Kutiman Orchestra, Teapacks and Yemen Blues. Israelis warned to avoid Tunisia due to danger of attacks-Ahead of annual Jewish pilgrimage festival, security officials call on visitors to leave the country immediately-By Stuart Winer May 3, 2017, 12:05 pm-THE TIMES OF ISRAEL

Israel’s Counter-Terrorism Bureau on Wednesday warned Israelis against traveling to Tunisia over concerns that jihadist terrorists may try to attack the visitors or Jewish targets in the North African country. In a statement the CBT said that, following a situation assessment, “it was decided to further reiterate the severe travel advisory for Tunisia.”The warning was issued ahead of an annual pilgrimage that draws hundreds of Tunisian Jews and visitors from Israel to the island of Djerba, where they celebrate at an ancient synagogue believed to be the oldest in Africa.“Terror elements, with a focus on global jihadist elements, continue their efforts to carry out an attack against various destinations in Tunisia,” the CBT said. “Given the gravity of the threat, the Counter Terrorism Bureau advises Israelis to refrain from visiting the country and those who are there to leave immediately.”The traditional festive procession near the El Ghriba synagogue on Djerba takes place on or around Lag B’Omer, a minor Jewish festival between Passover and Shavuot. The celebration this year begins on May 14 and continues into the following day.Last year the bureau, a branch of the Prime Minister’s Office, put out a similar warning against traveling to Tunisia for the festival. The event went ahead amid tight security from Tunisian forces, although many stayed away, reducing the numbers from the thousands who have attended in the previous years. The synagogue, in the village of Hara Seghira, or Er-Riadh, dates back to 586 BCE, although the current building was reconstructed in the 19th century. In 2002, terrorists blew up a vehicle near the synagogue, killing 21.Agencies contributed to this report.

ADL urges Senate committee to create hate crime task force-Jonathan Greenblatt recommends helping law enforcement agencies improve data collection on offenses-By JTA May 3, 2017, 9:38 am-THE TIMES OF ISRAEL

The national director of the Anti-Defamation League urged the establishing of a federal task force to coordinate hate crimes responses across the executive branch in testimony before the Senate Judiciary Committee.Jonathan Greenblatt set forth a series of policy recommendations during a Tuesday hearing on an increase in religious hate crimes, according to an ADL statement.“All of us are deeply concerned about the ongoing harassment of Jews, Muslims, Sikhs and others who are being targeted because of their religion,” Greenblatt told committee members. “The federal government has an essential leadership role to play in confronting hate crimes and in alleviating intolerance. And we need to make sure that we call out bigotry whenever it happens.”Greenblatt recommended creating a task force that would help law enforcement agencies improve hate crimes data collection and training, enacting laws to combat hate crimes, exploring approaches to cyberhate and calling out bigotry. On Monday, the American Jewish Committee praised members of the Senate Judiciary Committee for sending a letter to Attorney General Jeff Sessions urging him “to undertake effective action to address the increasing number of religious hate crimes in the US.”“Effectively combating hate crimes demands a concerted federal government response,” said Richard Foltin, the AJC’s director of national and legislative affairs. “It is imperative that federal authorities help state and local authorities in carrying out their responsibility to monitor and prosecute hate crimes, and bring cases under federal hate crimes laws, where necessary.”Nearly 150 JCCs and other Jewish institutions have received bomb threats and three Jewish cemeteries have been vandalized this year. In March, an Israeli-American teen was arrested in Israel on suspicion of calling in more than 100 bomb threats. Last month, the US Justice Department charged the teen, Michael Kadar, with making threatening calls to JCCs in Florida, conveying false information to the police and cyberstalking.

Hebron shooter’s lawyer: Others who killed attackers weren’t prosecuted-Defense team for Azaria seeks appeal to overturn conviction; state wants a longer sentence of up to five years in prison-By Judah Ari Gross May 3, 2017, 9:17 am Updated: May 3, 2017, 12:18 pm-THE TIMES OF ISRAEL

Appeals on the sentencing of a soldier convicted in January of manslaughter for fatally shooting a disarmed and incapacitated Palestinian attacker last year were being heard Wednesday morning at a military appeals court in Tel Aviv.Prosecution lawyers were set to argue that the sentence handed out to Elor Azaria — 18 months behind bars, a suspended term and demotion to the rank of private — was too lenient. They planned to demand that the prison sentence be increased to anywhere from 30 months to five years. But first, Azaria’s defense team presented its case for overturning the entire verdict and sentence. Defense attorney Yoram Sheftel submitted new evidence to the court, including documentation of at least 17 occasions in which IDF soldiers shot Palestinians and were not tried.A Palestinian activist for the Israeli human rights group B’Tselem had filmed Azaria, 21, shooting dead Abed al-Fattah al-Sharif, minutes after Sharif and another man carried out a stabbing attack on troops in the West Bank city of Hebron, and as Sharif lay on the ground disarmed and bleeding, having been shot during the attack. The incident occurred on March 24, 2016.The footage made international headlines at the time and the case has opened deep fissures in Israeli society, with some on the left seeing it as a test case for the army’s commitment to law and order and those on the right seeing Azaria as a victim of his circumstances who should not be punished. Following the verdict, many right-wing politicians, including Prime Minister Benjamin Netanyahu, called for him to be pardoned.A heroes welcome with hugs and kisses from family and supporters pic.twitter.com/imEu0iC0wR— Judah Ari Gross (@JudahAriGross) May 3, 2017-During the hearing, Sheftel called for his client to be acquitted “on behalf of the millions” who believe in his innocence. He said it was “extremely out of character” for the military court to bring Azaria to trial, considering its history.“We will show 17 cases that are far worse” than that of his client, he promised, some of which included the killings, not of “murderous, jihadist fascistic terrorists, but of noncombatant Arab residents of Judea and Samaria [the West Bank].”Judge Tzvi Segal took issue with one of those cases, in which a Border Police officer shot a Palestinian attacker who was already on the ground. He asserted that in that case the officer followed the rules of engagement.Segal also drew a distinction between cases in which there isn’t physical evidence and ones where there is — in Azaria’s case, the video footage.Sheftel also noted a recent attack in Jaffa, where a volunteer policeman shot the Palestinian stabber dead as a crowd of bystanders egged him on.“Unlike the chief of staff and Defense Ministry,” who condemned Azaria for a lesser crime, he said, “the head of the Tel Aviv police, who has different ethics, wanted to give the cop a citation.”According to chief prosecutor Nadav Weissman, in most cases that are closed it is because soldiers were found to have committed no wrongdoing. He said that Sheftel was arguing that the army had a “different policy” from the one it claimed to be acting on in the case of Azaria.“That’s a grave allegation,” he added. The prosecution also argued that the Jaffa case was different as the incident was ongoing when the volunteer officer opened fire, that the terrorist was still moving, and that he had stabbed people after he was already shot once.Prosecution says Sheftel is basically arguing that it's OK for soldiers to shoot people illegally. Sheftel says that's not his argument.— Judah Ari Gross (@JudahAriGross) May 3, 2017-Times of Israel staff contributed to this report.

China urges all sides in North Korea standoff to 'stop irritating' one another-[Reuters]-By Ben Blanchard-YAHOONEWS-May 3, 2017

BEIJING (Reuters) - China on Wednesday called on all parties in the Korean standoff to stay calm and "stop irritating each other" a day after North Korea said the United States was pushing the region to the brink of nuclear war.The United States has urged China, reclusive North Korea's lone major ally, to do more to rein in its neighbor's nuclear and missile programs which have prompted an assertive response from the Trump administration, warning that the "era of strategic patience" is over. The United States has sent a nuclear-powered aircraft carrier to Korean waters and a pair of strategic U.S. bombers flew training drills with the South Korean and Japanese air forces in another show of strength this week.Chinese Foreign Ministry spokesman Geng Shuang, asked about the bomber flights, the drills and North Korea's response, stressed that the situation was "highly complex" and sensitive."The urgent task is to lower temperatures and resume talks," he told reporters."We again urge all relevant parties to remain calm and exercise restraint, stop irritating each other, work hard to create an atmosphere for contact and dialogue between all sides, and seek a return to the correct path of dialogue and negotiation as soon as possible."The flight of the two bombers came as U.S. President Donald Trump raised eyebrows when he said he would be "honored" to meet North Korean leader Kim Jong Un in the right circumstances, and as his CIA director landed in South Korea for talks.North Korea said the bombers conducted "a nuclear bomb dropping drill against major objects" in its territory at a time when Trump and "other U.S. warmongers are crying out for making a preemptive nuclear strike" on the North."The reckless military provocation is pushing the situation on the Korean peninsula closer to the brink of nuclear war," the North's official KCNA news agency said on Tuesday.Tension on the Korean peninsula has been high for weeks, driven by concern that the North might conduct its sixth nuclear test in defiance of U.N. Security Council resolutions.-CHINA OPPOSES THAAD-The U.S. military's THAAD anti-missile defense system has reached initial operational capacity in South Korea, U.S. officials told Reuters, although they cautioned that it would not be fully operational for some months.China has repeatedly expressed its opposition to the system, whose powerful radar it fears could reach inside Chinese territory, just as Trump has praised Chinese President Xi Jinping for his efforts to rein in North Korea. It was widely feared North Korea could conduct a nuclear test on or around April 15 to celebrate the anniversary of the birth of the North's founding leader, Kim Il Sung, or on April 25, the 85th anniversary of the foundation of its Korean People's Army. The North has conducted such tests or missile launches to mark significant events in the past.Instead, North Korea held a big military parade featuring a display of missiles on April 15 and then a large, live-fire artillery drill 10 days later.Trump drew criticism in Washington on Monday when he said he would be "honored" to meet North Korea's young leader."If it would be appropriate for me to meet with him, I would absolutely, I would be honored to do it," Trump told Bloomberg News.Trump did not say what conditions would be needed for such a meeting to occur or when it could happen."Clearly conditions are not there right now," White House spokesman Sean Spicer said.Trump warned in an interview with Reuters on Thursday that a "major, major conflict" with North Korea was possible, while China said last week the situation on the Korean peninsula could escalate or slip out of control.Trump has stepped up outreach to allies in Asia to secure their cooperation to pressure North Korea, and over the weekend he spoke with the leaders of Thailand, Singapore and the Philippines in separate phone calls. The U.S. ambassador to Indonesia, Joseph R. Donovan, told reporters Indonesia was among several countries that the United States was urging take a "fresh look" at their North Korea ties.He declined to go into details of what action the United States wanted, but said: "We are hoping that countries will look at what they can be doing to bring North Korea around to meaningful steps to end its nuclear and missile programs.”Chinese President Xi and his Philippine counterpart, Rodrigo Duterte, discussed the Korean situation by telephone on Wednesday, China's Xinhua state news agency said. It did not give details.Trump's calls to the Asian leaders came after North Korea test-launched a missile that appeared to have failed within minutes, its fourth successive failed launch since March. It has conducted two nuclear tests and a series of missile-related activities at an unprecedented pace since the beginning of last year. The North is technically still at war with the South after their 1950-53 conflict ended in a truce, not a treaty, and it regularly threatens to destroy the United States, Japan and South Korea.Trump and Russian President Vladimir Putin on Tuesday meanwhile spoke by telephone about Syria and "about how best to resolve the very dangerous situation in North Korea", the White House said.(Additional reporting by Steve Holland in WASHINGTON and Tom Allard in JAKARTA; Writing by Nick Macfie; Editing by Robert Birsel)

As U.S. and China find common ground on North Korea, is Russia the wild card?-[Reuters]-By James Pearson and Alexei Chernyshev-YAHOONEWS-May 3, 2017

SEOUL/VLADIVOSTOK, Russia (Reuters) - When North Korean leader Kim Jong Un sent Lunar New Year greetings this year, the first card went to Russian President Vladimir Putin, ahead of leaders from China and other allies of the isolated country, according to its official news agency. Some academics who study North Korea argue Kim could be looking for Russia to ease any pain if China, which accounts for about 90 percent of North Korea's trade, steps up sanctions against the isolated country as part of moves to deter its nuclear and missile programs.U.S. President Donald Trump lavished praise on Chinese President Xi Jinping last week for Beijing's assistance in trying to rein in Pyongyang. A day later, U.S. Secretary of State Rex Tillerson pressed the United Nations Security Council to impose more sanctions to further isolate Pyongyang. There is no sign of any sustainable increase in trade between Russia and North Korea, but business and transport links between the two are getting busier.A new ferry service starting next week will move up to 200 passengers and 1,000 tonnes of cargo six times a month between North Korea and the Russian port of Vladivostok.Shipping data on Thomson Reuters Eikon shows there has been a recent steady flow of oil tanker traffic from Vladivostok into North Korean east coast ports.Last Thursday, five North Korean-flagged oil tankers had loaded up at Vladivostok-area ports and identified North Korean ports as their destination. It was not known what products they were carrying.Earlier this year, Russian government officials visited Pyongyang to discuss more cooperation in rail transport, according to media reports. A Russian-built railway link between the Russian eastern border town of Khasan and the North Korean port of Rajin has been used to carry some coal, metals and various oil products."North Korea does not care about China's pressure or sanctions because there is Russia next door," said Leonid Petrov, a North Korea expert at Australia National University."Pyongyang has been playing off Beijing and Moscow for half a century, letting them compete for the right to aid and influence North Korea."Russia, especially Vladivostok, is also home to one of the largest overseas communities of North Koreans in the world, and they send home tens of thousands of dollars in much-needed hard currency each month.Speaking at the United Nations last week, Tillerson called on states to sever diplomatic and financial ties with Pyongyang and suspend the flow of North Korean guest workers. The Security Council has not yet agreed on any course of action. While Russia has not indicated it will oppose U.N. sanctions or seek to dilute them, its ties with the United States are fraught, which could complicate its joining any U.S.-led initiative on North Korea.Trump and Putin spoke in a telephone call on Tuesday and discussed North Korea, among other issues, both sides said. There was no word of any agreement.-"LOYAL PARTNER"-Samuel Ramani, a Russia expert at Oxford University, said support for the Pyongyang regime could bring economic benefits for Moscow. It would demonstrate Russia was "a loyal partner to anti-Western regimes facing international isolation and sanctions", he said."As Russia has close economic links with other countries at odds with the West, like Iran, Venezuela and Syria, this symbolic dimension of the Russia-North Korea relationship has strategic significance."The United States is calling for an embargo in oil sales to North Korea, which imports all its fuel needs. China, North Korea's main supplier, is unlikely to agree because that would be potentially destabilizing for the Pyongyang regime, but it may impose curbs on the trade, experts say.China exports about 500,000 tonnes of crude and 270,000 tonnes of products each year, oil industry sources in China say. Russia, the other major supplier of oil to North Korea, exported about 36,000 tonnes of oil products in 2015, the latest year for which figures are available, according to U.N. data.Russia has already taken over the supply of jet fuel to North Korea after China halted exports two years ago, according to the industry sources in China.Russia is also the source of foreign exchange for North Korea, mostly from Vladivostok. The city of 600,000 people, just about 100 km (60 miles) from the border with North Korea, is home to thousands of North Koreans who mainly work on construction or do home renovations. A city web site advertises "Korean Professional Contractors" and says they work "Cheaply and Fast".One North Korean man, who works as a handyman, told Reuters he was obliged to hand over a portion of his income - $500 – to the North Korean state each month. Thin and in his 30s, he did not disclose his monthly income, but said he charged 4,000 rubles (about $70) for a day’s labor. The man said he had worked in Russia for 11 years, leaving his wife and daughter back home whom he only saw on rare visits.Like all North Koreans, he wore a badge on his lapel bearing the portrait of late North Korean leader Kim Il-Sung."It's better here than in North Korea," said the man, who did not want to be named.  "It's a very difficult life there. Here you can make money."But the most symbolic upturn in ties between Russia and North Korea is the start of regular trips of the Mangyongbong ferry from Monday between Vladivostok and the North Korean town of Rajin.Vladimir Baranov, the head of Vladivostok-based Investstroitrest company, told Reuters his company had chartered the Mangyongbong and would be the general agent for the ferry route. The ageing boat used to ferry tourists between Japan and North Korea, but Tokyo banned its visits in 2006 as part of sanctions against Pyongyang. An editorial in Japan's Yomiuri Shimbun newspaper described the ferry service to Russia as "a move that puts a damper on international efforts to strengthen the encirclement of North Korea aimed at halting its nuclear and missile development."Still, despite the differences with the United States and the existing links with North Korea, experts say Russia is unlikely to sharp increase trade with Pyongyang because of its low foreign exchange reserves and general unreliability."All trade with North Korea has to be subsidized," said Andrei Lankov, a Russian North Korea expert at Seoul's Kookmin University. "I do not see the Russian government spending its dwindling currency reserves to support the regime they despise and see as incurably ungrateful, and also prone to risky adventurism".(Additional reporting by Maria Tsvetkova, Natalia Chumakova, Gleb Gorodyankin, Alexander Winning and Andrew Osborn in Moscow, Steve Holland in Washington,; Michelle Nichols at the United Nations, Chen Aizhu and Josephine Mason in Beijing; Editing by Raju Gopalakrishnan)

US tests intercontinental ballistic missile-[AFP]-YAHOONEWS-May 3, 2017

Washington (AFP) - The US Air Force test-launched an unarmed intercontinental ballistic missile from California early Wednesday, the military said.Air Force Global Strike Command spokesman Joe Thomas told AFP from California that the test was routine and not meant to be a show of force in the standoff with North Korea over its nuclear and ballistic missile program. The Minuteman III missile blasted off from Vandenberg Air Force Base at 0702 GMT, the strike command said in a statement. The missile traveled some 4,200 miles (6,700 km) and went down near a Pacific Ocean atoll that is part of the Marshall Islands and features a US military ballistic missile test site. The Minuteman III, capable of being fitted with a nuclear warhead, is tested like this about four times a year, said Linda Frost, also a spokeswoman for the strike command.Air forces photos of the launch show bright, roaring flames at the moment of liftoff, then a pale, slender, orange trail against the night sky as the missile arced over the ocean."These test launches verify the accuracy and reliability of the ICBM weapon system, providing valuable data to ensure a continued safe, secure and effective nuclear deterrent," the strike command said in a statement."The ICBM test launch program demonstrates the operational capability of the Minuteman III and ensures the United States’ ability to maintain a strong, credible nuclear deterrent as a key element of US national security and the security of US allies and partners," it added.

Barnier unveils EU's Brexit goals By Eszter Zalan-MAY 3,17-EUOBSERVER

BRUSSELS, Today, 08:04-The EU’s negotiating position on how to handle citizens’ rights, divorce fees, and Ireland in the Brexit talks is to be made public for the first time on Wednesday (3 May).Coming in a sour climate between Brussels and London, the European Commission aims to adopt the recommendation for a mandate at its weekly meeting before giving the stage to its lead negotiator, Michel Barnier, to brief press in the EU capital.A draft text, seen by this website, holds few surprises after EU leaders already set out its political parameters at a summit last weekend. It will have to be rubber stamped by member states’ EU affairs ministers at a meeting on 22 May before it becomes, in the words of one EU spokesman, Barnier’s “specific tool for actually negotiating”.It also covers just the first phase of the talks, on the terms of the UK’s exit from the bloc, with a second mandate, on post-Brexit UK-EU relations, to be agreed further down the line.-EU priorities-The draft text said the EU-27’s top priorities were citizens’ rights, the UK’s financial bill, and the need to avoid a hard border between Ireland and Northern Ireland. It said workers, self-employed, and inactive EU citizens who resided in the UK prior to its exit should keep full rights. The draft said their family members, who were in the UK prior to Brexit or who joined them at any point afterward, should also get full rights and that UK citizens in the EU should enjoy the same benefits. It listed the rights as being: residency, freedom of movement, welfare access, and the right to take up self-employment.It added that diplomas and other academic or professional qualifications obtained prior to Britain’s exit should be mutually recognised.-Divorce fee-The draft text said the UK should honour prior obligations to the EU budget, EU-linked banks, and other EU funds in a single financial settlement. It said the sum should be calculated based on the EU’s official yearly accounts, denominated in euros, and open to annual adjustments. The text also said that any products sold in the EU market under EU rules prior to Brexit should remain on the market under the same regime. It said the divorce deal should set out the UK’s obligations on ongoing EU state aid probes and infringement procedures. It also envisaged an important role for the European Court of Justice (ECJ) in Luxembourg. The draft said the EU court should remain competent on pending UK-linked cases and should have the last say in any future disputes arising from implementation of the Brexit agreement. It noted that any alternative dispute settlement tribunals must offer "equivalent guarantees of independence and impartiality" to the ECJ.-Transparency-The EU mandate is to due out amid a prickly atmosphere between Brussels and London.EU officials told a German newspaper that European Commission president Jean-Claude Juncker thought the British prime minister, Theresa May, had “delusions” on Brexit after meeting her last week. She told British press on Tuesday that she was capable of being a “bloody difficult woman” in future meetings.May had urged Juncker to hold the UK-EU divorce talks behind closed doors, the Frankfurter Allgemeine Zeitung, a German newspaper, said. But Juncker, in a letter to the EU Omudsman, Emily O'Reilly, last week pledged to keep them as transparent as possible.O'Reilly told EUobserver in March that "it [was] in the EU's interest to be as transparent as possible, and it is not in the UK's".

Arab youth disapprove of Trump, see him as anti-Muslim: poll-[Reuters]-YAHOONEWS-May 3, 2017

DUBAI (Reuters) - A majority of young Arabs see Donald Trump's election as the factor most influencing their region in the next five years, a survey published on Wednesday showed, and they expressed concern that the U.S. president was anti-Muslim.Trump signed an executive order in March banning citizens from six Muslim-majority nations from traveling to the United States, citing security reasons, but the action was blocked by a court. The annual survey by Dubai-based public relations firm ASDA'A Burson-Marsteller of people aged between 18-24 across 16 Arab countries showed 64 percent of respondents viewed the Trump presidency with "concern, anger or fear".Eighty-three percent viewed Trump unfavorably, far up from the 52 percent recorded by his predecessor Barack Obama and even exceeding the 77 percent disapproval rating for George W. Bush, whose invasion of Iraq made him especially unpopular in the Arab world.Around 70 percent of respondents said Trump was anti-Muslim. Half said his proposed travel ban would make it easier for militant groups to recruit young Muslims.Respondents listed oil prices as the factor next most likely to impact the region in the next five years, followed by the Islamic State group, which was seen as the biggest challenge in the region in last year's poll. The survey was based on 3,500 face-to-face interviews carried out in countries ranging from Morocco and Egypt to Jordan and Saudi Arabia.(Reporting By Dubai Newsroom; Editing by Mark Trevelyan)

Internal border controls to end in six months, says EU-By Nikolaj Nielsen and Aleksandra ErikssonMAY 3,17-EUOBSERVER

BRUSSELS, Today, 09:01-The EU member states imposing border controls to stop migration flows from Greece will have to remove them before the end of year.EU migration and home affairs commissioner Dimitris Avramopoulos said on Tuesday (2 May) that Austria, Germany, Denmark, Sweden and non-EU member state Norway will only be allowed to extend existing controls one last time."This is the last prolongation, I repeat it, this is the last prolongation," Avramopoulos told reporters in Brussels. The controls, first launched in 2015, can no longer be extended under EU rules unless a new reason or threat emerges. Such a process would likely entail a long administrative and technical probe into weaknesses in the external border, similar to the one initially carried out in Greece.Avramopoulos's statements follows an announcement by Sweden, also on Tuesday, to stop ID controls for people travelling from Denmark. The current ID checks were due to end on 4 May. They were first introduced in January 2016 to reduce the number of asylum seekers after Sweden saw tens of thousands of refugees arrive every week in the autumn of 2015.Since then, the number of asylum seekers has dropped to less than 500 a week.Sweden's interior minister, Anders Ygeman, said there was no longer a need for ID checks, but seemed to suggest greater border controls as a consequence."We will make greater use of automatic licence plate recognition and xray vehicle screenings at the borders," he told reporters on Tuesday. The government wants everyone entering Sweden to be checked this way.The wider use of surveillance mechanisms seemed in line with EU demands.-Proportionate controls-When asked if Sweden's stronger border controls corresponded with the commission's demands, commissioner Avramopoulos said that controls have to be "proportionate, in line with our recommendations today"."So, I think it's a very positive development," he added.Later, he said that Sweden was "a responsible country", acting in the "cooperative spirit that we demand".Sweden's decision was also welcomed by the Danish prime minister, Lars Loekke Rasmussen, who however failed to mention whether Denmark would scrap its own border checks against Germany.Austria had also announced plans last week to possibly impose indefinite controls and resort to national measures, if necessary. In an interview with the German daily Die Welt, Austria's interior minister, Wolfgang Sobotka, said the country wants to know who enters the country."In terms of public order and internal security, I simply need to know who is coming to our country," he told the paper. But an internal report earlier this year from Austria's ministry of the interior, seen by EUobserver, casts a long shadow over Sobotka's comments.-Lack of data-The Austrian report said that it had "no data on the number of crossings and the number of persons controlled" despite the internal border checks already in place under the EU's watch. An EU official said Sobotka was yet to raise the issue with the EU commission, but that it may surface when the Council of the EU, the institution that represents member states, endorses the latest and final recommendation to extend the controls.Despite the lack of data, the EU commission in February still recommended for the council to grant extensions for all five countries for another three months until mid-May.Tuesday's announcement comes amid another EU commission recommendation to impose more police checks along motorways, in an effort to prevent asylum hopefuls from reaching their preferred destinations.Avramopoulos said the plan also promotes more cross-border police cooperation, such as joint-police patrols in border areas. He noted that the beefed up border agency Frontex, rebranded the European Border and Coast Guard agency, means external borders of the Schengen area are also better secured, given it has a pool of some 1,500 guards at its disposal.Tens of thousands have been trapped in Greece following a Western Balkan border closure early last year, forcing many to resort to smugglers. An estimated 60,000 still remain in Greece, which is sparking fears that they may attempt to venture further north regardless of the barricades and dangers.

Merkel and Putin fail to see eye-to-eye By Peter TefferMAY 3,17-EUOBSERVER

Brussels, Today, 09:29-Differences between Germany and Russia were put on display on Tuesday (2 May), as German chancellor Angela Merkel visited Russia for the first time in two years.Merkel travelled to Russia in preparation for a G20 summit - an international forum of countries, including Russia - which Germany currently chairs. The German chancellor met with Russian president Vladimir Putin in Sochi and told a press conference that there was a need to continue dialogue despite their clashing views. But international reporters present at the press event noted that the atmosphere was tense, and that the two leaders barely made eye contact.Merkel said it was important that NGOs were allowed to work freely in Russia and voiced concern about attacks on gay men in Chechnya, a semi-autonomous Russian republic. The German leader asked Putin “to protect the rights of minorities”.Last month, a Russian newspaper, Novaya Gazeta, reported that some 100 gay men had been detained or had disappeared. But Putin said Russian authorities had not broken any laws.He added that his law enforcement agencies, which are notorious for corruption and human rights abuses, were “far more restrained and lenient in their conduct than their colleagues in some European countries”.The Russian leader also said his government had “never” tried influence foreign elections, despite a US intelligence report in January that said Russia tried to sway last year's vote.Merkel and Putin diverged on the war in eastern Ukraine, where Russian-armed and controlled forces were still fighting with the Ukrainian army.Putin claimed that a coup in Kiev had caused the war, but Merkel said the Ukrainian government was democratically elected.“We have different views on the causes of this conflict,” said Merkel. The chancellor said Russia's president had “the responsibility to implement the Minsk Agreements”, referring to an EU-brokered ceasefire deal. She said there was “not much progress” on Ukraine's side of the Minsk obligations either, but she dismissed the idea of creating a new peace accord.“I do not think it is advisable to enter into new agreements,” said Merkel. The two sides noted that, despite political differences, Russia and Germany had close economic ties, with Germany being “the number one investor in the Russian economy”, according to Putin.

Sajjan pulls out of fundraiser for veterans amid Afghan battle controversy-[The Canadian Press]-YAHOONEWS-May 2, 2017

OTTAWA — Defence Minister Harjit Sajjan on Tuesday bowed out of an annual fundraising event originally set up for veterans of the war in Afghanistan, an event whose main beneficiaries include military personnel returning from combat. He is pressing ahead with a major speech on Wednesday to industry and military experts that is expected to address the Liberals' much-anticipated defence policy. The embattled minister had been scheduled to speak at the 8th annual "To the 'Stan and Back" event at Ottawa City Hall on Tuesday. But founder Cheri Elliott said she was told at the last minute that a scheduling conflict had arisen and he would not be able to attend."The official reason for his not being able to attend is he was asked to be elsewhere at the time. That is what I was told," said Elliott, who is the mother of a serving Canadian Forces member.Sajjan spoke last year at the event, which raises money for service members as well as first responders dealing with PTSD and other psychological trauma. The minister's office would not reveal the nature of the scheduling conflict, but said Veterans Affairs Minister Kent Hehr stood in for Sajjan at the fundraising event.A spokeswoman also confirmed the minister still planned to deliver the keynote address to a luncheon hosted by the Conference of Defence Associations Institute on Wednesday.Conservative defence critic James Bezan accused Sajjan of skipping the fundraiser to hide from veterans, especially those who had served in Afghanistan."If he walked away from that (CDAI speech), it would be vacating his responsibilities as a minister," Bezan said. "But it is incredibly disappointing and cowardly for him not to be at the Afghanistan veteran fundraiser."Sajjan, a former soldier and veteran of the Afghan war, faced sustained fire again in question period on Tuesday over his comments exaggerating his role in Operation Medusa, a key battle involving the Canadian Forces in Afghanistan in 2006.Prime Minister Justin Trudeau stood alongside his minister as interim Conservative leader Rona Ambrose repeatedly called for Sajjan's resignation.Ambrose accused Sajjan of having embellished his military record for political gain, while Trudeau praised Sajjan's "exemplary record" as a soldier, police officer and minister. The prime minister also rebuffed NDP calls to open an inquiry into the treatment of detainees in Afghanistan, which Sajjan had earlier refused.New Democrats later released a letter from NDP leader Tom Mulcair to Ethics Commissioner Mary Dawson asking her to look again at whether Sajjan was in a conflict of interest in this decision because of his work as an intelligence officer in Afghanistan.Dawson earlier refused to open such an investigation, after Sajjan told her that he was not involved in, nor had any knowledge about the transfer of Afghan detainees. The partisan bickering on Tuesday extended beyond question period, as the Liberals pushed back a so-called opposition day that they had promised to the Conservatives for Thursday.Conservative House leader Candice Bergen accused the government of postponing the opposition day until next week to avoid a full day of questions about Sajjan's conduct.Central to that would have been a non-binding motion the Tories say they intended to table and which would have seen MPs vote on whether they still had confidence in the defence minister."The minister of defence has to resign, and this is a motion that would have forced the prime minister and the minister of defence to address this," Bergen said.Government House leader Bardish Chagger, however, said the scheduled opposition day had to be postponed because more time was needed this week to debate a budget bill."There's a slight tweaking taking place in the calendar because we do need to debate certain pieces of legislation," she said.Meanwhile, a watchdog group that tracks military imposters says many veterans are still upset with Sajjan despite his apology Monday, but that Ambrose went too far in accusing him of "stolen valour."Ian White of Stolen Valour Canada said the term refers to the fraudulent wearing of military medals and other decorations, which is illegal under the Criminal Code, but which Sajjan didn't do."We see absolutely no benefit the minister of defence could have derived from these lies — in fact it appears to be hurting his reputation more than anything," White said."Regardless, it is not stolen valour in the context of the Criminal Code of Canada."- Follow @leeberthiaume on Twitter.Lee Berthiaume, The Canadian Press.

Suicide attack on NATO convoy in Kabul kills eight civilians-[Reuters]-By Mirwais Harooni-YAHOONEWS-May 3, 2017

KABUL (Reuters) - A suicide bombing in the Afghan capital Kabul on Wednesday killed eight people and wounded at least 28, officials said, in an attack on a convoy of armored personnel carriers used by the NATO-led Resolute Support mission. The blast hit the NATO coalition convoy during the morning rush hour in one of the busiest areas of Kabul. Public health officials in the capital said eight civilians were killed and at least 25 wounded, with a number of civilian vehicles that were near the convoy destroyed or badly damaged.A Resolute Support Spokesman, U.S. Navy Captain Bill Salvin, said three U.S. service members were wounded in the attack. The armored personnel carriers, which are designed to withstand large blasts, were able to return to a coalition base under their own power, he said. The attack follows a threat by the Taliban to target foreign forces in the spring offensive that it launched last week.Witnesses said traces of blood and clothing could be seen on the ground at the blast site. AMMAN (Reuters) - Around 900 Jordanians are fighting for Islamic State and al-Qaeda-inspired groups in Syria and Iraq but recruitment numbers have fallen sharply to their lowest ever levels, a senior Jordanian official told Reuters on Tuesday. Those now fighting in Iraq and Syria mostly left Jordan, a staunch U.S. ally which borders the two countries, in the early years of the conflict between 2013 and 2014, according to the official, who spoke on condition of anonymity.Numbers joining the ultra-hardline jihadist groups slumped in the last three years as an intelligence-led campaign helped Jordanian security forces nip plots in the bud and arrest radicalized youths who were planning to leave, he said.Prison sentences for militants arrested before finding safe passage to Syria or for those who returned after short stints were stiffened in 2014 under amended anti-terror laws have acted as a powerful deterrent, he said.Jordan's borders with Syria have been tightly sealed and the trickle who left since 2014 have mainly found safe passage through third countries, security sources say. This strategy explains why far fewer fighters have come from Jordan than from other countries that do not share borders with Iraq and Syria, the official said."As a neighbor ... the (recruitment) figures should have been much higher under different circumstances," he added.Jordan plays a prominent role in the U.S.-led coalition against Islamic State, providing military, logistical and intelligence support, Western diplomats and regional intelligence sources say.Amman is anxious to forestall any danger from the return of radicalized citizens who have fought with an organization with unrivalled brutality, prompting the accelerated efforts at an early stage that have resulted in hundreds of arrests of people before they head to Syria."If they leave and participate in fighting, they become battle hardened and exposed to brutality, therefore posing a bigger threat if they come back," he said."Our priority is to ensure they don't leave the country in the first place," he said. The country's powerful security apparatus differentiates between youths radicalized by the carnage in Syria they blame on Syrian President Bashar al Assad's violent crackdown on the opposition, and those hardliners more influenced by Islamic State's ideology, the official said. But authorities have also sought to avoid tough punitive measures that might turn would-be radical Sunni sympathizers or first-time offenders into hardline fundamentalists, he added.Jordan's Western-trained security forces, which are partners with the CIA and considered among the most advanced in the region, have long been credited with deploying tactics and strategies that have helped spare the country the type of large-scale militant attacks seen elsewhere. Two of global jihad's top scholars, Sheikh Abu Mohammad al Maqdisi and Sheikh Abu Qutada, who were let out of prison, are under close surveillance where their outspoken views against Islamic State's violent ideology are tolerated to counter the ultra-hardliners within the jihadist camp.Jordanian security sources say the militants do not have an organizational network in the kingdom even though there are concerns about the growing risks of radicalization. Countless plots by home-grown militants have been quietly foiled.(Reporting by Suleiman Al-Khalidi; Editing by John Stonestreet and James Dalgleish)

Boko Haram leader Shekau 'injured in air strike'-[AFP]-Aminu ABUBAKAR-YAHOONEWS-May 3, 2017

Kano (Nigeria) (AFP) - Boko Haram's leader Abubakar Shekau has been injured and one of his deputies killed in an air strike in northeast Nigeria, civilian and security sources told AFP on Wednesday. Two Nigerian Air Force jets bombarded fighters who had gathered for prayers in Balla village, some 40 kilometres (25 miles) from Damboa, on the edge of the Sambisa Forest, last Friday."Shekau was wounded in the bombings and is believed to be receiving treatment near the Nigerian border with Cameroon around Kolofata," said one source with contacts within Boko Haram."His deputy, Abba Mustapha, alias Malam Abba, was killed in the attack along with another key lieutenant, Abubakar Gashua, alias Abu Aisha," he added.Babakura Kolo, a member of the civilian militia in the Borno state capital, Maiduguri, gave a similar account, saying "Shekau was injured and a number of commanders were killed."Among them is his deputy called Malam Abba. They suffered heavy casualties because the bombings targeted a large gathering of his followers attending Friday prayers."There was no immediate comment from the Nigerian military when contacted by AFP. The authorities have previously claimed to have killed Shekau on at least three occasions. In an emailed statement on Tuesday night, the air force said it had bombed "a gathering of Boko Haram terrorists" last Friday "in a village 3.42 km northeast of Mangosum".The "air interdiction mission" in the remote region involved three jets."Battle damage assessment conducted after the strike showed that several leaders of the Boko Haram terrorist organisation and their followers were killed during the attacks," it added.- Reprisals -A senior military officer in Maiduguri confirmed the air force bombed Boko Haram positions "in the Damboa area on Friday where they hit the targets with precision"."We got intel (intelligence) that the terrorists were gathering at the location and we acted on the report," he added, requesting anonymity as he was not authorised to speak about the operation. He said he was unable to comment on Shekau but the source with contacts in Boko Haram said Mustapha was preaching when the first jet bombed the mosque at about 1:00 pm (1200 GMT).Moments later a second jet targeted worshippers as they fled."Shekau was just leaving a house nearby for the mosque when the first jet struck. He was injured in the second strike," said the source, describing the casualties as "huge"."They spent the rest of Friday and the whole of Saturday burying the dead," he said, without specifying numbers.Shekau had been bed-ridden for days with malaria before the attack, he added.Local people in the Konduga area said Boko Haram fighters went on the rampage following the air strike."They came by the river hurling insults at us, accusing us of providing information about their locations and movements to the military," said fisherman Ibrahim Bawa."They said we were responsible for the attack on their mosque which killed many of their people. They were very angry," added another fisherman, Usman Sallau. The jihadists rounded up six fishermen and slit their throats. Others escaped by swimming across the river, he said.Boko Haram has killed over 20,000 people since it took up arms against the Nigerian government in 2009 to establish a hardline Islamist state. The insurgency has decimated northeast Borno state with the violence displacing 2.6 million from their homes and causing a hunger crisis. After years of suffering humiliating losses to Boko Haram, the Nigerian military has reclaimed swathes of territory back from the jihadists.Yet despite claims that Boko Haram is a spent force, the Islamists still launch attacks.

NSA collected Americans' phone records despite law change: report-[Reuters]-By Mark Hosenball-YAHOONEWS-May 2, 2017

WASHINGTON (Reuters) - The U.S. National Security Agency collected more than 151 million records of Americans' phone calls last year, even after Congress limited its ability to collect bulk phone records, according to an annual report issued on Tuesday by the top U.S. intelligence officer. The report from the office of Director of National Intelligence Dan Coats was the first measure of the effects of the 2015 USA Freedom Act, which limited the NSA to collecting phone records and contacts of people U.S. and allied intelligence agencies suspect may have ties to terrorism. It found that the NSA collected the 151 million records even though it had warrants from the secret Foreign Intelligence Surveillance court to spy on only 42 terrorism suspects in 2016, in addition to a handful identified the previous year. The NSA has been gathering a vast quantity of telephone "metadata," records of callers' and recipients' phone numbers and the times and durations of the calls - but not their content - since the September 11, 2001, attacks. The report came as Congress faced a decision on whether to reauthorize Section 702 of the Foreign Intelligence Surveillance Act (FISA), which permits the NSA to collect foreign intelligence information on non-U.S. persons outside the United States, and is scheduled to expire at the end of this year.Privacy advocates have argued that Section 702 permits the NSA to spy on Internet and telephone communications of Americans without warrants from the secret Foreign Intelligence Surveillance Court, and that foreign intelligence could be used for domestic law enforcement purposes in a way that evades traditional legal requirements. The report said that on one occasion in 2016, the FBI obtained information about an American in response to a search of Section 702 data intended to produce evidence of a crime not related to foreign intelligence. The report did not address how frequently the FBI obtained information about Americans while investigating a foreign intelligence matter, however. On Friday, the NSA said it had stopped a form of surveillance that allowed it to collect the digital communications of Americans who mentioned a foreign intelligence target in their messages without a warrant.-TRUMP'S ALLEGATIONS-The new report also came amid allegations, recently repeated by U.S. President Donald Trump, that former President Barack Obama ordered warrantless surveillance of his communications and that former national security adviser Susan Rice asked the NSA to unmask the names of U.S. persons caught in the surveillance. Both Republican and Democratic members of the congressional intelligence committees have said that so far they have found no evidence to support either allegation.Officials on Tuesday argued that the 151 million records collected last year were tiny compared with the number collected under procedures that were stopped after former NSA contractor Edward Snowden revealed the surveillance program in 2013.Because the 151 million would include multiple calls made to or from the same phone numbers, the number of people whose records were collected also would be much smaller, the officials said. They said they had no breakdown of how many individuals' phone records were among those collected. In all, according to the report, U.S. officials unmasked the names of fewer Americans in NSA eavesdropping reports in 2016 than they did the previous year, the top U.S. intelligence officer reported on Tuesday. The report said the names of 1,934 "U.S. persons" were "unmasked" last year in response to specific requests, compared with 2,232 in 2015, but it did not identify who requested the names or on what grounds.Officials said in the report that U.S. intelligence agencies had gone out of their way to make public more information about U.S. electronic eavesdropping."This year's report continues our trajectory toward greater transparency, providing additional statistics beyond what is required by law," said Office of the Director of National Intelligence spokesman Timothy Barrett.(Reporting by Mark Hosenball; Additional reporting by Dustin Volz; Editing by John Walcott and Jonathan Oatis)

On Independence Day, feel free to choose your celebration-Smashed burgers, a chocolatey porter, Israeli flicks and freebies are just some of the ways to avoid the silly string and inflatable hammers-By Jessica Steinberg May 1, 2017, 10:29 pm-THE TIMES OF ISRAEL

As Israel’s Memorial Day comes to a close, the country switches gears in order to celebrate Independence Day, a 24-hour period of fireworks and barbecues, picnics and sing-a-longs, kids armed with cans of “snow” foam and inflatable Israeli-flag hammers. We’ve got a few ideas for how to celebrate Israel’s 69th, and it doesn’t have to be with a grilled side of cow, pita and hummus. Not that there’s anything wrong with that, either. 1) For starters, a diverse selection of local museums are free or offering heavily discounted entry to spend part of the day perusing art, science and innovation. Jerusalem’s Israel Museum is free on Tuesday, May 2, while the city’s Bloomfield Museum of Science has NIS 10 tickets and a dance performance as well. There are plays and performances at many of Jerusalem’s theaters and performance spaces on Tuesday, including the Koom Koom Theater, Yellow Submarine, Incubator Theater, Beit Mazia, Tower of David Museum and First Station. See the municipality website for a full listing of events. There is free entry at Haifa’s National Maritime Museum, Hermann Struck, and The City museums on Tuesday. In Tel Aviv, check out the block party on Tuesday morning on Rothschild Boulevard, and the Eretz Israel Museum is offering free entry for kids up to age 18. On Tuesday night, there is Israeli folkdancing in Tel Aviv’s Ganei Yehoshua, from 6:30 p.m until 9:30 p.m. 2) Don’t feel like joining the hordes of people heading outdoors? Head indoors instead, for an Israeli film fest of your own.“Rooms of the House” is Eitan Green’s new film, about Avram, a Jerusalem building contractor, a regular Joe, who tries to move forward in his life, but encounters disaster instead. It’s a film that delves deeply into Israeli life through the prism of one man and his family. Showing at Lev movie theaters throughout the country.Another option is the Solidarity and Human Rights film festival, marking 50 years of the Israeli occupation, being held at the Tel Aviv Cinematheque right after Independence Day, from May 4 though May 9, with more than 20 Israeli and international films shown on the big screen. 3) If you are going to grill, you’ll need a good burger recipe. Opinion is often divided on what makes a great burger. Purists are certain the chopped meat needs only a simple shake each of salt and pepper, possibly a sprinkling of grated onion, and then refraining from pressing it down while on the grill. But if you like to experiment, you’ll want the so-called ‘smash burger,’ a simple mixture of ground beef sprinkled with salt — that can be mixed with some ground steak, if you’re so inclined — and then divided into portions, but not formed into patties. Place each portion on the griddle and smash it flat with a spatula, forming craggy edges, and seasoned liberally with salt. Cook until the outer edges are brown, about two minutes. Flip ’em, season again with salt, and cook until medium-rare. 4) If you are planning a barbecue, or heading to one, here’s a gift for that special guy behind the grill; a Swiss army knife, but in blue-and-white, rather than the usual red-and-white. It is being sold by the Gentleman chain of stores, which also has lighters decorated with uniquely Israeli images, as well as elaborate backgammon sets, portable speakers for blaring your choice of music wherever you cop your picnic spot, and barbecue tools for the grillmasters. 5) Don’t forget to keep yourself hydrated with all this activity. You could mix some Tubi 60 cocktails, using the Israeli-made spirit of 60 different herbs and fruits that some contend is too strong, but others appreciate for its lemony flavor. There’s also a host of Israeli microbrews that would be perfect for an Independence Day Barbecue. Doug Greener from the Israel Brews and Views Blog recently recommended the chocolatey Dictator Porter from the Beer Bazaar Brewery in Kiryat Gat, with a caricature of Ugandan dictator Idi Amin on the label. On this day of Israeli independence, perhaps there’s no better beer to drink, given the 1903 British offer of a portion of Uganda for a Jewish homeland. It’s a good thing Theodor Herzl turned them down.Happy 69th.

With grills and F-35 thrills, Israel marks 69 years of independence-Flyover of new fighter jets expected to be highlight of day as country celebrates holiday with barbecues, parties and more-By Times of Israel staff May 2, 2017, 10:17 am

Hundreds of thousands of Israelis flocked to beaches and parks, lighting grills, waving flags and craning their necks for a first glimpse of Israel’s newest fighter jets to mark the country’s 69th Independence Day Tuesday. After a night of fireworks, concerts, parties and an emotional crossover from Memorial Day to Independence Day, most across the country were spending the day celebrating.A highlight of the day was expected to be the cross-country flyover of military jets and helicopters, including the first-ever public appearance of F-35 jets, considered the most advanced plane in the world, newly acquired from the US.The jets were expected to fly past Beersheba at 11:26 a.m., the Tel Nof air base at 11:44 a.m., Jerusalem at 11:50 a.m., the Ramat David air base at 12:03 p.m., Haifa at 12:23 p.m. and Tel Aviv at 12:33 p.m., before returning to base.More flyovers and airshows with other planes were also planned for throughout the country.(A detailed timetable can be found below)-Celebrations in Jerusalem kicked off Tuesday morning at the President’s Residence in Jerusalem, where President Reuven Rivlin hosted Prime Minister Benjamin Netanyahu, Defense Minister Avigdor Liberman, IDF chief Gadi Eisenkot and others for a musical ceremony honoring 121 soldiers receiving commendations for excellence.“Jerusalem for me is everything… it is a microcosm… where we are tested on whether we can live together in peace,” Rivlin said at the ceremony, praising his native city, which will celebrate 50 years of unification later this month. The annual Bible Quiz competition finals were slated to take place after the ceremony.Masses were visiting national parks and museums throughout the day, most of which throw open their gates for free, as well as IDF displays of jeeps, tanks and other equipment at bases throughout the country. On Monday night, mournful and somber speeches gave way to joyful celebrations, with flags promptly raised back from half-staff.At the military cemetery on Mount Herzl in Jerusalem, the transition was marked with an extravagant state ceremony featuring a speech from Knesset speaker Yuli Edelstein, the lighting of torches by 12 people who are seen to have made an outstanding contribution to society, and much singing and dancing. The juxtaposition of the two days is a key element of Israelis’ experience of national independence, ensuring that no commemoration completely excludes the achievement wrought by the sacrifice of the fallen and their families, and that the elation of independence is never far removed from an awareness of its cost. The sudden switch is often seen as a difficult transition for bereaved families.Prime Minister Benjamin Netanyahu recorded a short video that was screened at the start of the ceremony.“For thousands of years we dreamed of having our own flag, an army to watch over us and a state of our own,” he said. “Israel has never been so strong. What a tremendous change in the destiny of our nation… Who would have believed?”The prime minister also posted an English-language message on his social media accounts.Rivlin earlier released an Independence Day statement, praising the country, but also saying it needed continual work to uphold Israel’s values.“We will continue to look deep inside ourselves to solve the problems and turn challenges into opportunities. We will continue to uphold our values, which guide us on this path,” he said. “On this day, on our Independence Day, let us all work to be sure that our national home is a home that looks after the weak, and cares for all its sons and daughters. This is the duty of our leaders, but it is also the duty of each and every one of us.”

Rivlin: Independence Day is a celebration for Jews everywhere-In English-language greeting, president calls on Jews to work so ‘our national home is a home that looks after the weak’-By JTA May 1, 2017, 10:09 pm-THE TIMES OF ISRAEL

President Reuven Rivlin released an Israel Independence Day greeting in English in which he called it “the Independence Day of all the Jewish people.”“Sixty-nine years ago, in the moments just after David Ben-Gurion declared the birth of the State of Israel, we all went out to dance in the streets. We celebrated a hope which came true: to be a free people in our land, in Jerusalem,” Rivlin said.“My generation, who dreamed to see an Israeli pilot fly above them, got to see Israeli satellites circle the globe. Our young state, in a difficult neighborhood has become a center of learning and doing. The nation that wandered for hundreds of years looking for shelter, has built universities and yeshivot.”Rivlin noted that Israelis will “continue to look deep inside ourselves to solve all the problems and turn challenges into opportunities.” He added: “On this day, on our Independence Day, let us all work to be sure that our national home is a home that looks after the weak, and cares for its sons and daughters. This is the duty of our leaders, but it is also the duty of each and every one of us.”On behalf of all Israelis, Rivlin thanked Jews around the world who “give so much to help Israel and Israeli society grow.”“This is your celebration, too,” he said.Israel Independence Day starts at 8 p.m. Monday. On Tuesday, Rivlin and his wife will host a ceremony at the president’s residence in Jerusalem awarding the Medal of Excellence to 121 outstanding soldiers and officers of the Israel Defense Forces, as well as a reception for ambassadors to Israel and other members of the diplomatic corps.

Blaming ‘mercurial’ Trump, UK lawmakers urge Palestine rethink-House of Lords panel says US no longer a leader in region, calls for recognition of Palestine if Washington makes two-state solution impossible-By Times of Israel staff May 2, 2017, 7:05 am

The United Kingdom can no longer rely on the US as a global leader in the region and should seriously consider recognition of a Palestinian state, a UK parliamentary committee said Monday, urging a rethink of London’s policies toward the Middle East.A major report by the House of Lords International Relations Committee pointed a finger at US President Donald Trump, saying his moves could further inflame the volatile region.“The mercurial and unpredictable nature of policymaking by President (Donald) Trump has made it challenging for the UK government to influence US foreign policy so far, a challenge that is not likely to ease,” the report stated.“The new US administration has the potential to destabilize further the region… The US president has taken positions that are unconstructive and could even escalate conflict.”Committee chairman David Howell said in light of Trump’s unpredictability in dealing with Iran, the Israeli-Palestinian conflict and other challenges, “We can no longer assume America will set the tone for the West’s relationship with the Middle East.”He added that: “In a world less automatically dominated by the US underpinning security in the region, it is no longer right to have a stance at every stage of ‘if we just get on with the US everything will be alright.’”The committee warned that “the Israeli-Palestinian dispute is on the verge of moving into a phase where the two-state solution becomes an impossibility…In the absence of US leadership, it is time for the Europeans to play a more active role.”It added that if Israel “continues to reduce the possibilities of a two-state solution, the UK should be ready to support (Security Council) resolutions condemning those actions in no uncertain terms.“The Government should give serious consideration to now recognizing Palestine as a state, as the best way to show its determined attachment to the two-state solution.”Trump will meet with Palestinian Authority President Mahmoud Abbas Wednesday for their first face-to-face talks.Abbas makes the trip to Washington while politically unpopular back home, but hoping Trump can pressure Israel into concessions he believes are necessary to salvage a two-state solution to the decades-long conflict.PA officials have seen the Israeli-Palestinian conflict overshadowed by global concerns such as the Syrian war and the Islamic State terror group, and want Trump’s White House to bring it back to the forefront.“Palestinians are hoping that Trump’s unpredictability might play in their favor,” one Jerusalem-based European official told AFP on condition of anonymity. “They are going to be very disappointed. They can’t be sure of anything.”Israel’s Prime Minister Benjamin Netanyahu has said he is ready to resume peace talks without preconditions, but accuses Abbas of inciting hostility and terrorism against Israel, and of encouraging terrorists by paying salaries to them and their families.“Terrorists attack innocent people, Jews and non-Jews, in Israel and abroad,” Netanyahu said on Monday. “These awful terrorists get a monthly wage from the Palestinian Authority,” he continued. “The more you kill, the more you get.”The PA spends $350 million a year paying wages to terrorists imprisoned in Israel or the families of terrorists killed during their attacks, the prime minister said. Over the past few years, it has spent some $1 billion on those payments. “Think what could have been done with a billion dollars,” Netanyahu said. “How can you talk about peace when you at the same time fund murderers who murdered Israelis?”The prime minister called on the PA to abolish the laws that require the funding of terrorists and their families. “Fund peace,” he implored.Much like the US, London has sent mixed signals regarding the Israeli-Palestinian conflict since Prime Minister Theresa May took over the government last year.In December, the UK supported a UN Security Council resolution condemning settlement activity as illegal, apparently drafted with the help of British Foreign Minister Boris Johnson.Days later, London refused to endorse a closing statement at a Paris peace conference, and May attacked outgoing US Secretary of State John Kerry for his focus on the settlement issue. However, May insisted in a meeting with Netanyahu in February that the UK is committed to the two-state solution.Trump had appeared ready to back away from the US commitment to the two-state solution when he met Netanyahu in February. He said he would support a single state if it led to peace, delighting many Israeli right-wingers who want to see their country annex most of the West Bank. Trump also vowed to move the US embassy in Israel from Tel Aviv to Jerusalem, a prospect that alarmed Palestinians but which has been put on the back burner for now.At the same time, he urged Israel to hold back on settlement building in the West Bank, a longstanding concern of Palestinians and the international community, who view settlements as an impediment to the eventual creation of a Palestinian state-One of Trump’s top advisers, Jason Greenblatt, held wide-ranging talks with both Israelis and Palestinians during a visit in March.Trump has spoken of reviving the idea of a regional peace initiative, pulling in countries such as Egypt and Jordan, the only two Arab nations to have signed peace treaties with Israel. Both Abbas and Trump have recently met Egyptian President Abdel-Fattah el-Sissi and Jordanian King Abdullah II.After meeting Abbas on Saturday, Sissi urged Washington to help restart negotiations between Israel and the Palestinians.Agencies contributed to this report.

Document reserves the right to wage 'resistance and jihad for the liberation of Palestine'-New Hamas program softens language, retains goal of eliminating Israel-Policy document, rejected by Israel as a bid to ‘fool the world,’ calls for the ‘complete liberation of Palestine, from the river to the sea’-By Agencies, Raphael Ahren and Dov Lieber May 1, 2017, 9:51 pm

In a bid to improve its flagging international standing, the Palestinian terror group Hamas unveiled Monday a new policy document that presents softened language on Israel while still calling for its destruction. The document accepts the idea of a Palestinian state in territories occupied by Israel in the Six-Day War of 1967 but dismisses the establishment of the State of Israel as “illegal,” asserting a Palestinian claim to the entire land of Israel, and a right of return for all descendants of refugees.Israel dismissed the new document as an attempt to “fool the world.”The five-page program, a result of four years of internal deliberations, was presented at a news conference in Doha, Qatar, by Khaled Mashaal, the outgoing Hamas leader in exile. The group has said Mashaal’s replacement is to be named later this month, after the completion of secret leadership elections.“Hamas rejects any alternative to the full and complete liberation of Palestine, from the river to the sea,” the document states. “However, without compromising its rejection of the Zionist entity and without relinquishing any Palestinian rights, Hamas considers the establishment of a fully sovereign and independent Palestinian state, with Jerusalem as its capital along the lines of the 4th of June 1967, with the return of the refugees and the displaced to their homes from which they were expelled, to be a formula of national consensus.”“We wanted to present a document that truly reflects Hamas’s ideology and consensus and to present it to our supporters… and the international community,” Mashaal said. The document declares “the Balfour Declaration, the British Mandate Document, the UN Palestine Partition Resolution, and whatever resolutions and measures that derive from them or are similar to them” to be “null and void.”The paper, unlike the group’s founding charter, which is rife with anti-Semitic language, also says Hamas’s struggle is not against Jews per se but against Israel as an occupier.“Hamas affirms that its conflict is with the Zionist project not with the Jews because of their religion,” it says. “Hamas does not wage a struggle against the Jews because they are Jewish but wages a struggle against the Zionists who occupy Palestine. Yet, it is the Zionists who constantly identify Judaism and the Jews with their own colonial project and illegal entity.”The document adds, “Hamas is of the view that the Jewish problem, anti-Semitism and the persecution of the Jews are phenomena fundamentally linked to European history and not to the history of the Arabs and the Muslims or to their heritage.”Hamas officials said the document, which reserves the right to wage “resistance and jihad for the liberation of Palestine,” in no way amounts to recognition of Israel. The group, which controls the Gaza Strip, remains deeply divided from Fatah, the more moderate party of Palestinian Authority President Mahmoud Abbas, based in the West Bank.Hours before Hamas presented the new charter, Israel preempted it to say that while the group may be seeking to put on a friendlier face, it still practices genocidal policies.“When Hamas stops building tunnels and spends its resources on civilian infrastructure and ceases educating toward killing Israelis — that will be true change. But that hasn’t happened,” a statement issued by Prime Minister Benjamin Netanyahu’s office said.“Hamas is attempting to fool the world, but it will not succeed,” David Keyes, a spokesperson for Netanyahu, told The Times of Israel.“Daily, Hamas leaders call for genocide of all Jews and the destruction of Israel,” he added. “They dig terror tunnels and have launched thousands upon thousands of missiles at Israeli civilians. Schools and mosques run by Hamas teach children that Jews are apes and pigs. This is the real Hamas.”The new platform, which was posted online in English, was presented at a time of escalating tensions between Hamas and Fatah. Hamas drove out forces loyal to Abbas in its 2007 takeover of Gaza, a year after defeating Fatah in Palestinian parliament elections. Reconciliation efforts have failed. In recent weeks, Abbas has threatened to exert financial pressure, including cutting wage payments and aid to Gaza, as a way of forcing Hamas to cede ground. Leaders of the group have vowed they will not budge. The war of words with Hamas was seen as an attempt by Abbas to position himself as a leader of all Palestinians ahead of his first meeting with US President Donald Trump at the White House on Wednesday. The president has said he would try to broker Israeli-Palestinian negotiations on a peace deal, despite repeated failures over the past two decades. In the past, Hamas has sharply criticized Abbas’s political program, which rests on setting up a Palestinian state in the West Bank, Gaza Strip and East Jerusalem, lands Israel captured in the 1967 Six Day War.In its 1987 founding charter, Hamas called for setting up an Islamic state in historic Palestine, or the territory between the Mediterranean and the Jordan River, which also includes Israel. With the new manifesto, Hamas also rebrands itself as an Islamic national movement, rather than as a branch of the pan-Arab Muslim Brotherhood, which has been outlawed by Egypt. It’s not clear if the changes will be enough to improve relations with Egypt, which along with Israel has been enforcing a crippling border blockade against the Gaza Strip, officially in order to prevent the smuggling of weapons. Hamas has also been shunned by the West, which has set recognition of Israel and renunciation of violence as a condition for ties.Mashaal is to step down as Hamas leader later this month. Two possible contenders for the No. 1 spot are Moussa Abu Marzouk, a former Hamas leader, and Ismail Haniyeh, a former top Hamas official in Gaza. The Mashaal announcement was initially scheduled for 7 p.m. (1600 GMT) Monday, but was delayed after a Doha hotel withdrew consent at the last minute to host the Hamas news conference. Hamas scrambled to find a new venue.Associated Press reporter Fares Akram, the agency’s Gaza correspondent, said on Twitter that the Intercontinental Hotel canceled the event for fear of US Treasury Department sanctions. The press conference was also broadcast live in the Gaza Strip.Times of Israel staff contributed to this report.

Hezbollah nearly bankrupt, but Nasrallah awash in cash — report-German daily says military involvement in Syria and US sanctions have forced terror group to increasingly rely on illicit schemes to raise money-By Times of Israel staff May 2, 2017, 11:28 am

The Lebanese terror organization Hezbollah is reportedly on the verge of bankruptcy as a result of its large outlays on fighting in Syria and from the increasing squeeze of US sanctions on its revenue streams, though top members continue to pad their own wallets.According to a report Friday in the German daily Die Welt, Hezbollah’s increasing financial difficulties have led the group to increasingly rely on a number illicit schemes to earn money, including money laundering, drug trafficking and counterfeiting, as well as through its substantial property holdings.Despite $1 billion in aid that Israeli security officials estimate Hezbollah receives each year from its patron Iran, which is said to cover some 70 percent of the group’s annual finances, the increasing financial toll from its military involvement in Syria and lack of additional assistance from Tehran has forced the group to resort to extorting not only its “donors” in the country, but also Lebanese expatriates in Africa, South America, Europe and the United States, according to the report. The blackmail has reportedly led to discontent within the Shiite group’s ranks and among its supporters, as Lebanese Shiites in the country have been forced into selling their assets and property in order to prop up Hezbollah and fund its operations. In areas in southern and eastern Lebanon under its control, Hezbollah has also begun collecting tariffs on goods at border crossings with Syria in place of the Lebanese government, according to Die Welt. While the fighting in Syria has greatly strained the group’s finances, the imposition of US sanctions last year on Lebanese banks that do business with the terror group is also said to have taken a toll, as Shiite businessmen in Lebanon have become increasingly reluctant to work with Hezbollah out of fear of American reprisal.“Hezbollah has had to cast a wide net because most Lebanese banks have not wanted to do business with them,” a congressional expert on the legislation told AFP in 2015.Despite its monetary troubles, Hezbollah has not cut funding for the extensive social programs it provides to large segments of Lebanon’s Shiite community or the payments it provides to the families of dead and injured fighters so as not to risk alienating the group’s support base.Die Welt also reported that members of the terror group’s leadership have used Hezbollah funds for their own enrichment despite its dire fiscal situation, including the son of the organization’s leader Hassan Nasrallah, who is said to have taken money to fund a chain of coffee houses in Beirut. In addition, Nasrallah himself is said to be worth some $250 million, according to Die Welt.In a speech last year, Nasrallah brushed off reports that the group was in dire financial straits, saying that money was continuing to pour in from Tehran.“We are open about the fact that Hezbollah’s budget, its income, its expenses, everything it eats and drinks, its weapons and rockets, are from the Islamic Republic of Iran,” he said in June.Iran was instrumental in Hezbollah’s inception three decades ago and has provided financial and military support to the group.“As long as Iran has money, we have money… Just as we receive the rockets that we use to threaten Israel, we are receiving our money. No law will prevent us from receiving it,” Nasrallah added.AFP contributed to this report
