BEIJING (AP) — Representatives of China and the European Space Agency are discussing potential collaboration on a human outpost on the moon and other possible joint endeavors, according to a spokesman for the European agency and Chinese media reports.The secretary general for China's space agency, Tian Yulong, first disclosed the talks about the envisioned lunar base in Chinese state media. They were confirmed Wednesday by Pal Hvistendahl, a spokesman for the European Space Agency, or ESA."The Chinese have a very ambitious moon program already in place," Hvistendahl said. "Space has changed since the space race of the '60s. We recognize that to explore space for peaceful purposes, we do international cooperation."The director general of the 22-member ESA, Johann-Dietrich Woerner, has described its proposed "Moon Village" as a potential international launching pad for future missions to Mars and a chance to develop space tourism or even lunar mining.China arrived relatively late to space travel but has ramped up its program since its first manned spaceflight in 2003, more than 42 years after a Soviet cosmonaut became the first to reach orbit.Last week the China National Space Administration launched an unmanned spacecraft on a mission to dock with its currently unoccupied space station. It plans to launch a mission to collect samples from the moon by the end of this year and next year conduct the first mission to the moon's far side and bring back mineral samples.The ESA hopes to conduct a mission analysis on samples brought back by this year's Chinese mission, known as Chang'e 5, and also have a European flying on the Chinese space station at some future date, Hvistendahl said. SEOUL, South Korea (AP) — Hours after a display of North Korean military power, rival South Korea announced Wednesday the installation of key parts of a contentious U.S. missile defense system meant to counter the North.South Korea's trumpeting of progress in setting up the Terminal High-Altitude Area Defense system, or THAAD, comes as high-powered U.S. military vessels converge on the Korean Peninsula and as a combative North Korea signals possible nuclear and missile testing.North Korea conducted live-fire artillery drills on Tuesday, the 85th anniversary of the founding of its million-person Korean People's Army. On the same day, a U.S. guided-missile submarine docked in South Korea. And the USS Carl Vinson aircraft supercarrier is also headed toward the peninsula for a joint exercise with South Korea.The moves to set up THAAD within this year have angered not only North Korea, but also China, the country that the Trump administration hopes to work with to rid the North of nuclear weapons. China, which has grown increasingly frustrated with North Korea, its ally, and Russia see the system's powerful radars as a security threat.South Korea said in a statement Wednesday that unspecified parts of THAAD were installed. It said that Seoul and Washington have been pushing to get THAAD quickly working to cope with North Korea's advancing nuclear and missile threats. According to the Yonhap news agency, the parts include two or three launchers, intercept missiles and a radar.Some people near the site in the country's southeast are worried that THAAD may cause health problems, and thousands of police officers assembled Wednesday, blocking the main road, Yonhap reported. Prime Minister Justin Trudeau sat down with an audience at Vice headquarters in Toronto Monday night to answer questions about the future of legalized marijuana in Canada.As Vice points out, the prime minister offered a number of details regarding the new laws, such as plans to accommodate large and small licensed marijuana producers — comparing it to the beer industry where major brewers and craft brewers compete in the same marketplace. He also confirmed there are no plans to expand the law to make other drugs, such as opioids, legal for recreational use.Here are some other key new details we learned from the Trudeau’s open house discussion on pot legalization:-Canada learning from U.S. states-“We’ve been able to go down and learn from their successes, their failures that has definitely helped inform how we’re going to move forward on a legalization framework,” Trudeau said, referring to the eight U.S. states where marijuana is legal.The prime minister added that a state like Colorado has more of a “commercial mindset” while Canada is “approaching it from a purely public health and safety standpoint.” Boosting revenue is secondary to eliminating profits gained by organize crime organizations through the black market, Trudeau maintained.-Current law is the law for now-The prime minister explained why his government won’t implement decriminalization now as Canadians continue to face charges for possessing a drug that is expected to be legal to carry sometime next year.“If you’re decriminalizing, the only people who are going to be growing and allowed to sell it will be criminals themselves because if you’re decriminalizing possession but you’re not creating a legal framework for producing it, then it’s still going to be organized crime, Hells Angels, street gangs controlling the sale of marijuana. Trudeau insisted that the government has to “get it right” before making edibles legal.“We don’t yet have full confidence that we know what regulated framework around edibles will look like,” he said. “That next step, we’re going to be working on it within the new framework, and it’s in the future.”-No changes to medical marijuana-While the government works toward a plan to legalize recreational marijuana use, a system is already in place to deal with Canadians wishing to use medical marijuana.“The current medical marijuana regime will stay in place exactly as is,” the prime minister told the audience. “We are not going to be removing or reducing or limiting in any way the medical marijuana field.”-Cannabis Act moving forward-If enacted, the move would allow for the government to strictly regulate and control marijuana across Canada. Provinces would have the ability to sell and distribute the substance as they see fit, with the freedom to set prices.The bill would make it legal for Canadians to carry as much as 30 grams of marijuana for those aged 18 years and older. Canadians would also have the ability to grow as many as four plants per household. Miami (AFP) - An unmanned NASA spacecraft, Cassini, is poised to plunge into the gap between Saturn and its rings, a pioneering journey that could offer an unprecedented view of the sixth planet from the Sun.The first of the spaceship's 22 deep dives between Saturn and its innermost ring is scheduled for April 26 at 5:00 am Florida time (0900 GMT), NASA said.Then comes a nail-biting wait.Communications with the spacecraft will go dark during the dive and for about a day afterward, while it makes scientific observations of the planet.If Cassini survives the trip, it could make radio contact with Earth as early as 3:05 am (0705 GMT) on April 27."Images and other data are expected to begin flowing in shortly after communication is established," NASA said.Cassini is a 20-year-old joint mission of NASA, the European Space Agency and the Italian Space Agency.The 22-foot-tall (6.7 meter) spacecraft launched in 1997 and began orbiting Saturn in 2004.Cassini is running low on fuel, and will make a death plunge into Saturn's surface on September 15.The decision to end the mission was made in 2010, to avoid damaging moons like Enceladus, which could be explored for signs of life in the future.- Dangerous moment -Venturing between the planet and its rings for the first time represents "a dangerous moment for the mission," Luciano Iess, Cassini team member at Italy's Sapienza University of Rome, said at a meeting of the European Geosciences Union in Vienna.Skimming Saturn at an altitude of about 1,800 miles (3,000 kilometers), the spacecraft will be closer than ever to the band of ice and space rocks that circle Saturn.The debris move at a speed of about 67,800 miles (109,000 kilometers) per hour.The rings around Saturn -- a gas giant that is second in size in our solar system only to Jupiter -- are thousands of miles (kilometers) wide, but only 30 to 300 feet (nine to 90 meters) deep.The spacecraft's final dives aim to offer a fresh look at the rings, potentially revealing more about their mass and whether they are old or new."If the rings are massive, this means that they are old. BRUSSELS, Today, 09:13-The European Commission is expected to take legal decisions against Hungary on Wednesday (26 April) over recently adopted laws, particularly its attempt to close down the Central European University.Prime minister Viktor Orban will take centre stage at a European Parliament debate on his country's backsliding on democratic values.It is the kind of scene Orban has been involved in repeatedly since his 2010 election.In 2011, the EU Commission launched a probe into his attempt to curb media freedom in 2011. A year later, the commission launched a series of investigations into whether Hungary had broken EU laws on the independence of institutions including the judiciary, the national bank and the data protection authority.He has defended himself in the European Parliament six times.Several infringement procedures followed, but most ended in political compromise.The commission received little encouragement from member states and Orban continued to enjoy domestic support in the face of a weak and divided opposition.An 18-month inquiry by MEPs produced a report on Hungary in 2013 that listed the problematic rules introduced by Orban's government and suggested setting up a special commission to examine threats to democracy and European values.However, it did not call for the Article 7 procedure that checks if there is a "clear risk of a serious breach by a member state" of the European values, dubbed the "nuclear option" because it can end up with the suspension of the country's voting rights.The difficulty of dealing with Orban's self-proclaimed "illiberal" democracy gave birth to the so-called rule of law framework now in motion over Poland's alleged breaches of EU rules.Yet, even two weeks ago, when commission vice-president Frans Timmermans announced that the executive would again scrutinise several Hungarian laws, he maintained the rule of law in Hungary does not face a systemic threat.Some had placed their hope in the political family of Orban's Fidesz party, the European People's Party (EPP), to bring Orban in line. Baljiwan Sandhu had been denied a promotion to inspector based on his race and cultural background — but that Peel Regional Police didn't consider the portion of the 28-year veteran's work in diversity relations as "real police work."Chief Jennifer Evans did not respond to CBC's questions about the ruling.Instead, she issued a video statement Tuesday in which she said that such ambassador roles are critical to the success of Peel police."It's important to note that since 2013, Peel Regional Police have introduced changes to our promotional process," the chief said in the video. "The enhancements ensure all officers are recognized for the area they work in, be they front line or support services." -Not 'real police work'-While Sandhu's lawyer said his client was harassed since he was a cadet in 1989 — including an alleged incident in which fellow officers asked whether anyone ordered a cab when they saw Sandhu — it was the fact that his superiors didn't value the work they'd assigned him that prompted the complaint in 2013, Barry Swadron said.Sandhu emigrated to Canada from India in 1981; he speaks fluent English, Punjabi, Urdu and Hindi.The tribunal found that the officer's cultural and linguistic background resulted in his superiors routinely seconding him for assignments involving the South Asian community.And yet while those skills were considered an asset for those portfolios, his superiors said he needed more "traditional" front line policing experience to become an inspector, according to evidence submitted to the tribunal."The superiors in his particular case said that the work he did in diversity where he was an absolute star didn't really count because it wasn't real police work," Swadron said in an interview."To think that the brass of the Peel Regional Police Service take the position that diversity or officers who are not white are to be undervalued, it was too much to swallow."Other officers 'had no more experience' but had support for promotion.Among the 33 officers who applied for promotion to inspector in 2013, only Sandhu and another applicant failed to get the backing of their immediate supervisors. ANKARA (Reuters) - Turkey will not wait at Europe's door forever and is ready to walk away from EU accession talks if rising Islamophobia and hostility from some member states persist, President Tayyip Erdogan told Reuters in a wide-ranging interview on Tuesday.Speaking at the presidential palace less than two weeks after winning sweeping new powers in a referendum, a relaxed Erdogan said a decision by a leading European human rights body to put Turkey back on a watch list was "entirely political" and that Ankara did not recognize the move.The Strasbourg-based Parliamentary Assembly of the Council of Europe said it put Turkey back on review over its crackdown on dissent since last year's coup attempt, rights violations, and concerns about Erdogan's increased grip on power.Turkey's relations with the EU soured further ahead of the referendum, when he accused Germany and the Netherlands of acting like Nazis by banning rallies by his supporters."In Europe, things have become very serious in terms of the extent of Islamophobia. The EU is closing its doors on Turkey and Turkey isn't closing its doors on anybody," Erdogan said, showing photos of vandalized mosques and supporters of the outlawed Kurdish militants rallying against him in Europe."If they're not acting sincerely we have to find a way out. Why should we wait any longer? Palestinian Authority President Mahmoud Abbas is set to issue a dramatic ultimatum to the Gaza Strip’s terrorist Hamas rulers, demanding that they either hand over governance of the area or face a funding freeze, sources close to the Palestinian leader said.Should the PA stop all payments to the Gaza Strip it would mark a complete break between the West Bank, which Abbas controls, and the coastal enclave, which is ruled by Hamas. Needless to say, such an ultimatum would significantly ramp up tensions between Abbas’s Fatah party and Hamas.Hamas seized power in Gaza from the PA in a violent coup in 2007. Israel and Egypt then initiated a blockade officially geared toward preventing the terror group, avowedly committed to the destruction of Israel, from importing weaponry and materiel into Gaza.While a PA threat to sever ties with Gaza might sound not sound like a major shift — the PA doesn’t exercise control of the coastal enclave – for Palestinians, the move would have dramatic and far-reaching implications.First, it would constitute official recognition of the split between Gaza and the West Bank, a divide that over the past decade Fatah and Hamas refused to acknowledge.Further, a decision by the PA to stop paying Gaza’s bills, including for power and water, would be very noticeable on the practical level. For one thing, the acute energy crisis in Gaza would get much worse. Until recently, at least, the PA paid for the fuel for Gaza’s power station, which ground to a halt last week after running out of oil, leaving the Strip’s two million residents without power for most hours of the day.Ramallah also pays for the medical treatments that Palestinians from Gaza sometimes qualify for in Israeli hospitals, such as chemotherapy and complex surgeries.Should the PA cut off funding, its not clear how Hamas could react. The group could try and cover the bills itself, or try to bring international and Arab pressure on the PA and Israel by painting them as imposing a terrible siege on Gaza, leading to thousands starving.Hamas could also instigate a confrontation with Israel to extract itself from mounting internal pressure over the Strip’s economy, as it did in 2014.Among Fatah’s leadership there is a consensus supporting the measure. More than one senior official told The Times of Israel that there is no sense in maintaining the current situation.“This time, Abbas is serious” one official said on condition of anonymity. “He doesn’t plan to drag things out and is unwilling to allow Hamas to continue to play games and drag its feet. It can either hand over authority in Gaza to us, or take responsibility and start to pay.”Officials said that while Hamas is collecting tens of millions of dollars in taxes from the residents of Gaza, it is in no hurry to help the PA pay to run the Strip.“It’s incomprehensible,” one official said. “In the past 10 years Hamas’s coffers have been enriched by more than a billion dollars in taxes, and yet they never shared the [financial] burden of the Strip. Prime Minister Benjamin Netanyahu delivered a rare snub to Germany Tuesday, canceling his scheduled meeting with Foreign Minister Sigmar Gabriel over the visitor’s plan to meet with left-wing human rights groups, his office said.Despite protestations from the German minister that the prime minister’s cancellation of the meeting would not affect ties, Netanyahu’s reaction was unusually harsh given Israel’s close diplomatic and military relationship to Germany.“Prime Minister Netanyahu’s policy is not to meet foreign visitors who on diplomatic trips to Israel meet with groups that slander IDF soldiers as war criminals,” his office said in a statement. “Diplomats are welcome to meet with representatives of civil society but Prime Minister Netanyahu will not meet with those who lend legitimacy to organizations that call for the criminalization of Israeli soldiers.”“Imagine if foreign diplomats visiting the United States or Britain met with NGOs that call American or British soldiers war criminals. BRUSSELS, Today, 17:54-An EU scheme to shuffle incoming asylum seekers into centres in Greece and Italy is said to be "working," despite widespread reports of abuse and no insights into how EU money has been spent.Hans Gustaf Wessberg from the European Court of Auditors told reporters in Brussels on Tuesday (25 April) that so-called hotspots in both countries have "helped improve migration management" in terms of identifying, registering, and finger printing new arrivals.The conclusion was part of a broader report issued by the independent Luxembourg-based watchdog, which also noted major problems in the zones.It found, for instance, that children are being kept "in inappropriate conditions" on the Greek islands despite laws that require them to be taken care of.The hotspots in Greece and Italy were initially set up to screen and register people before sending them to the next phase of their possible asylum process.But widespread reports of suffering from the thousands stuck on Greek islands has highlighted flaws in a system often slammed by human rights defenders.The European Commission had itself described the conditions in some of the hotspots in Greece as "untenable" after refugees awoke to snow-covered camps in January without proper winter protection.Such suffering has been exasperated by political and administrative bottlenecks in EU states, which have largely failed to relocate people from the centres.Some have stayed in the camps for months, triggering protests, fights, fires, and hunger strikes.Reports of rape and suicide also figure among the long sheet of horrors documented at the Greek hotspots since last year's launch.Save the Children, an NGO, found children as young as nine who were self-harming, with others even trying to kill themselves. One child filmed his own suicide attempt."Self-harm is now so common, it's almost as if it's a hobby for some children in the hotspots," a staff member from the NGO was quoted as saying in a Save the Children report, which came out in March.The EU's Fundamental Rights Agency (FRA) earlier this month said that sexual and gender-based violence was a critical issue at the centres on the Greek islands of Lesvos and Samos.Pope Francis over the weekend also described the island hotspots as "concentration camps." The comment came after a visit he made last year to Lesbos."I never use that expression myself because I've been to Auschwitz," said the EU court's Wessberg, when asked about the Pope's description.-The mysterious money trail-Instead, Wessberg noted that he did not have the mandate to audit either of the countries and was unable to provide any assessment of how EU funds had been spent."We do not audit what takes place within Italy and Greece," he said.The EU commission has awarded Greece over €350 million in emergency funding since the beginning of 2015 and another €190 million in humanitarian support. Italy also received almost €63 million in emergency money.Neither country provided any reports on how that money was spent. The EU commission declined to comment when pressed for answers.Wessberg told EUobserver that the lack of data on such audits was not uncommon."Is this a big problem? Yes, it is a problem but you must remember that we have this plan to always go back to an audit field in a couple of years," he said.Such oversight is made more difficult because some of EU-funded programmes can only be assessed long after they have run their course.Many are also financed under from the EU's asylum, migration, and integration fund (Amif) and the internal security fund (ISF), both of which do not end until 2020.Instead, the auditors gauged hotspots in terms of how well they delivered services to asylum seeks and if people were being properly identified.Wesseberg said both countries had been slow in setting up their hotspots and require big improvements.Greece can only accommodate some 7,450 people, but hosts nearly twice as many on the islands. Italy was supposed to have six hotspots but only created four."We still insist that the further two are necessary," he said.Italy has hotspots in Tranto, Trapani, Pozzallo and Lampedusa. Greece has hotspots on the islands of Chios, Lesbos, Leros, Samos, and Kos.

US general in Afghanistan suggests Russia arming the Taliban-[The Canadian Press]-YAHOONEWS-April 24, 2017

KABUL — The United States must confront Russia for providing weapons to the Taliban for use against American-backed forces in Afghanistan, top U.S. military officials said Monday.At a news conference with Defence Secretary Jim Mattis at his side, Gen. John Nicholson, the American commander in Afghanistan, wouldn't provide specifics about Russia's role in Afghanistan. But said he would "not refute" that Moscow's involvement includes giving weapons to the Taliban.Earlier Monday, a senior U.S. military official told reporters in Kabul that Russia was giving machine-guns and other medium-weight weapons. The Taliban are using the weapons in the southern provinces of Helmand, Kandahar and Uruzgan, according to the official, who briefed journalists on intelligence information on condition of anonymity.Russia denies that it provides any such support to the Taliban, which ruled Afghanistan until the U.S.-led invasion in 2001. Russia says contacts are limited to safeguarding security and getting the hard-line religious fundamentalists to reconcile with the government — which Washington has failed for years to advance. Russia also has promoted easing global sanctions on Taliban leaders who prove co-operative .Asked about Russia's activity in Afghanistan, where it fought a bloody war in the 1980s and withdrew in defeat, Mattis alluded to the increasing U.S. concerns."We'll engage with Russia diplomatically," Mattis said. "We'll do so where we can, but we're going to have to confront Russia where what they're doing is contrary to international law or denying the sovereignty of other countries.""For example," Mattis told reporters in the Afghan capital, "any weapons being funneled here from a foreign country would be a violation of international law."Mattis met with President Ashraf Ghani and other senior government officials just hours after the nation's defence minister and Army chief resigned over a massacre of more than 140 Afghan troops at a military base last Friday.The insurgent assault was the biggest ever on a military base in Afghanistan, involving multiple gunmen and suicide bombers in army uniforms who penetrated the compound of the 209th Corps of the Afghan National Army in northern Balkh province on Friday, killing and wounding scores. The death toll was likely to rise further.Referring to the Russians again, Nicholson said "anyone who arms belligerents who perpetuate attacks like the one we saw" isn't focused on "the best way forward to a peaceful reconciliation."Given the sophisticated planning behind the attack, he also said "it's quite possible" that the Pakistan-based Haqqani network was responsible. The Taliban claimed it carried out the attack.Nicholson recently told Congress that he needs a few thousand more troops to keep Afghan security forces on track to eventually handling the Taliban insurgency on their own. MADRID (Reuters) - Spanish police said on Tuesday they had arrested nine men and raided 12 properties in Barcelona in an operation against suspected Islamist militants believed to be linked to last year's attack on Brussels airport.The operations were carried out in conjunction with Belgian and Moroccan police.At least three of those arrested were suspected of links to the Belgian suicide bombings in March of last year, which killed 31 people at the Brussels airport and on a metro train, Spain's High Court said in a statement.The nine arrested men were Moroccan apart from one Spaniard and were aged between 30 and 40, the police said. Most already had criminal records related to organised crime such as drug trafficking.Most had lived for more than 20 years in the northeastern region of Catalonia, although they often returned to Morocco for visits, the court said.House searches turned up documents, computers and memory drives that will now be analysed by authorities, as well as at least three guns and drugs including marijuana, the police and court said.Raids of houses in Morocco connected to the men are currently underway in collaboration with Moroccan police, the police said.The raids follow an eight-month investigation of a group of suspected Islamist militants with links to organised crime in the Barcelona area, the police said. The investigation remains open.Police said they started tracking the gang as a result of a tip-off from a member of the public. GENEVA (Reuters) - United Nations and Russian officials warned on Tuesday against any attack by Saudi-led coalition forces on the Houthi-held Yemeni port of Hodeidah, the aid lifeline for a country where millions of people are in desperate need of food.The warring factions must ensure deliveries of food and medical aid to starving people, senior U.N. officials said at a donor conference in Geneva.Nearly $1.1 billion has now been pledged towards a United Nations appeal of $2.1 billion for Yemen this year, U.N. EDMONTON — Police say a 19-month-old boy found dead outside a church last week was covered in bruises and was horribly abused before he was killed by a blow to the head.A passerby found the lifeless body of Anthony Joseph Raine outside the Good Shepherd Anglican Church in Edmonton on Friday. The boy was covered with a blanket. Police believe he had been dumped three days earlier.The toddler's father, Joey Crier, 26, and Crier's girlfriend Tasha Mack, 25, are charged with second-degree murder, criminal negligence causing death, failure to provide the necessaries of life and assault. Crier is also charged with assault causing bodily harm.Investigators say they don't have a motive."He suffered a lot of trauma," homicide Staff Sgt. Duane Hunter said Monday."He was living a terrible life full of violence and one that is incredibly sad that you don't even want to speak about. Bruises all over his body and I will leave it at that."Anthony was dressed in a light-blue snowsuit and was wearing new shoes — clothing that helped officers identify him thanks to tips from the public.Two suspects were identified on surveillance video from a nearby grocery store that police released on the weekend.Hunter said Crier and Mack were arrested on a city bus not long after.They appeared in court Monday via closed-circuit television and remain in custody until their next court date set for May 8.Hunter was asked if the family had been involved with social services or police before."No, there was nothing," he said.Family, friends and strangers poured out their grief on a Facebook group titled R.I.P. An economist who studied Manitoba's experiment with minimum income in the 1970s says social scientists the world over will be interested to see how Ontario's rebirth of the program will play out.On Monday, Ontario's Liberals announced a three-year pilot project in Hamilton, Lindsay and Thunder Bay to see if providing residents with a basic income will improve social indicators like health outcomes and education.​"I think it's really exciting," said Evelyn Forget, a health economist with the University of Manitoba who in 2010 began looking at how Dauphin residents fared while receiving mincome or a guaranteed income."The world has changed since the 1970s," she said. "Employment itself has changed a lot."She said a fresh look at mincome in 2017 will give economists a clue into how this type of safety net might help workers of today — people navigating a much less predicable job market."In the 1970s people still expected to graduate from high school and to get a full-time job and to work for the same firm or industry for their entire career," she said. That's hardly the case now.From 1974 to 1978, 30 per cent of Dauphin's population was provided with a guaranteed level of income from the federal government.After interviewing participants in the study, Forget discovered high school completion rates increased during the experiment among young men."So instead of leaving school without complete high school and going to work, some of these boys decided to stay in school a little bit longer and to graduate," she said.She also found a drop in mental health issues in the community.They were less likely to be be complaining of depression or anxiety," she said."We found a significant reduction in hospitalizations. In fact an eight and a half per cent reduction," she said.Mincome in 2017 might help bridge gaps between short-term contracts so many young people entering the work force have to contend with."It can help make life a little bit easier for people trying to navigate this brave new world of employment that's very different from what it used to be."
