Opinion-Brussels and Delhi's shared interests in the Indian Ocean By Constantino Xavier and Darshana M. Baruah-APR 20,17-EUOBSERVER
New Dehli, Today, 13:02-Whether due to the wealth of its natural resources, the centrality of its sea lines of communication for trade, or its propensity for conflict and natural calamities, the Indian Ocean is critical for the future of Europe and India.For too long, however, biased perceptions have hindered EU-India cooperation in this region, particularly in the Western Indian Ocean, which they share as an extended neighbourhood. New Delhi saw the EU as a strategic non-entity and thus irrelevant to security challenges beyond its borders.Similarly, Europeans saw India to be hesitant or unable to take on a leadership role beyond South Asia, and unwilling to work in partnership with other nations.Not surprisingly, while in practice Europeans and Indians are now both working towards similar objectives, including a rules-based order, cooperative multilateralism, and sustainable growth and stability in the Indian Ocean region, they have persistently failed to pursue these interests together.Against the background of a more assertive and powerful China and a changing security architecture, the EU and India now face an opportunity to update mutual perceptions by aligning their initiatives, which are far more congruent and complementary than usually expected.-Gulf of Aden-To do so, the EU and India must first move from an intermittent towards strategic cooperation. Indian and European navies have operated side by side in the Gulf of Aden to counter piracy but such ad hoc coordination must now give way to cooperation across different domains, beyond just patrolling.Indian and European naval forces must institutionalize their engagements, for example through a regular dialogue to share threat assessments in the Indian Ocean region, and also consider regularly holding a joint naval exercise between EU NAVFOR and the Indian Navy, which would be the first of its kind.Second, Brussels and New Delhi should focus on leveraging their expertise in non-traditional security domains, for example by exchanging best practices, promoting joint exercises, and taking coordinated action on issues relating to Humanitarian Assistance and Disaster Relief (HADR).This could include disaster mitigation and expatriate evacuation operations, as well as issues relating to the preemption of environmental degradation and monitoring migration. Given the risks of instability in the Gulf and the larger Middle East regions, including in Afghanistan, the EU and India should foster a close dialogue on preempting and managing refugee flows.Third, on the hard security front, European and Indian defense agencies must study opportunities to jointly develop and transfer naval equipment. Congruent with the EU’s CRIMARIO project, an EU project on maritime security in the Indian Ocean, in recent years India has sanctioned radar systems, coast guard launches, and naval reconnaissance aircrafts to Mauritius, the Seychelles and other states in the region.Besides delivering such assets separately, Delhi and Brussels should develop channels to coordinate efforts, for example through a regular security dialogue on the Indian Ocean region. To expand the capacity of small island states, they should also jointly train coast guard and naval personnel, and partner in the development of defence technologies that increase maritime domain awareness.Fourth, the EU and India must cooperate to invest in infrastructure to connect the Indian Ocean region and strengthen links between Mozambique, Mauritius and Malaysia. The EU’s Blue Growth Initiative, which seeks to harness maritime wealth, corresponds with Prime Minister Narendra Modi’s call for India to embrace a “Blue Revolution.”With reference to the International Maritime Organization’s 2017 Maritime Day theme, “Connecting Ships, Ports and People,” the EU and India should develop a strategic plan that fosters regional integration across the Indian Ocean.-Rules-based order-Finally, European and Indian initiatives must leverage their shared normative commitment to strengthen the rules-based order. Reflecting their democratic nature, the EU and India have dedicated vast resources to institutionalize cooperation in the Indian Ocean region.Striking a contrast with China’s approach, Brussels and New Delhi should emphasize the rule of international law for governing the Indian Ocean as a global commons, support the centrality of the United Nations Convention on the Law of the Sea (UNCLOS) to maritime conflict resolution, and engage in a dialogue on existing legal mechanisms to settle disputes peacefully.At the institutional level, the Indian government should ensure that the EU becomes a partner member of the Indian Ocean Rim Association (IORA) and is involved in the Indian Ocean Naval Symposium (IONS), while the EU, in turn, could facilitate India’s engagement with the IOC and other initiatives on the East African littoral region.Whether on the narrow naval security front or on the wider, multilateral, normative and economic fronts, Brussels and New Delhi must take further steps to actualize the potential for cooperation and joint action. Greater Indo-European convergence and engagement will help to ensure that the Indian Ocean region can attain sustainable growth and stability through a rules-based order.Constantino Xavier is a fellow, and Darshana M. About 40 light-years from Earth, a small but massive rocky world orbits a cool, red star. It's here, researchers say, where we might find the best chance in our search for life.The planet is LHS 1140b — a "super-Earth" only about 1.4 times the size of our planet, but with about 6.6 times its mass — that circles its star in what astronomers call the habitable zone, a region around a star where water is able to exist on a planet's surface. In this case, the planet orbits about 10 times closer to its star than Earth does around our sun.While astronomers are continually finding planets that are potentially habitable, such as those in the TRAPPIST-1 system which was announced in February, the scientists say this one is even more promising than any to date."This is the one we've been searching for," said David Charbonneau, a Canadian at the Harvard-Smithsonian Center for Astrophysics and co-author of the research published in Nature.What makes this planet so promising is its star, LHS 1140, a red dwarf. These types of stars — believed to be the most abundant in our galaxy — are much smaller and cooler than our own star. And like our star, they emit flares, releasing massive amounts of radiation into space which, in turn, can damage the atmospheres of nearby planets (Earth is protected by its magnetic field). If a star emits this radiation often enough, the atmosphere has no time to repair itself. Young stars, which are spinning rapidly, emit flares fairly often. And just like humans, once they age, they slow down.LHS 1140 is an elderly red dwarf, about five billion years old, and after more than two years of observations, not one flare was detected.The scientists also believe LHS 1140b's size could indicate that some time ago, a magma ocean could have existed for millions of years. The resulting lava could have released steam into the atmosphere at a time when the star was more active.-Searching for oxygen-The scientists aren't wasting any time following up with observations: the next transit (where the planet crosses in front of the star) will occur on Oct. 26 and they've booked several telescopes in Chile to search for signatures of oxygen molecules in the planet's atmosphere. Other signs it could be habitable would be nitrogen molecules. Still, even then, astronomers will have to rule out any other potential sources of the gases.The lead author of the paper, Jason Dittmann, said that this could take time: the researchers are also hoping to use the James Webb Space Telescope, which won't launch until next year. As well, Dittmann said that larger, ground-based telescopes, such as the 30-metre Giant Magellan Telescope, won't be ready until 2023.Still, he said he's confident that astronomers will find a habitable planet soon, be it LHS 1140b or another."With this planet and TRAPPIST-1, our list is growing larger and larger, and when the next telescopes are built it's just going to completely change everything," he said.Charbonneau said it may take decades to confirm a world is habitable."But the key part is for the first time in human history, we're going to have the ability to probe the atmospheres to see molecules in the atmospheres of temperate, rocky worlds orbiting nearby stars," he said.-A helping hand from Down Under-The planet initially discovered by the MEarth Project, which searches for exoplanets, planets orbiting other stars. This is done by measuring the slight dip in the star's light curve as a planet passes in front of it. Followup observations were made by the European Southern Observatory's High Accuracy Radial Velocity Planet Searcher (HARPS).In order to confirm the orbital period of an exoplanet, several observations need to be made. But after the discovery of LHS 1140b, astronomers were clouded out from locations where it should be visible.But in stepped an amateur astronomer.Using just a 12-inch telescope — a high-end one you can purchase at astronomy stores or online — Thiam-Guan Tan from Perth, Australia, managed to provide the final confirmation that the researchers had correctly calculated the orbital period of the planet."It's just incredible what these amateurs are capable of," said Dittmann.He is excited about eventually answering the question of whether or not we're alone in the universe."It's a very human thing to do, to wonder, and people really want to know the answer. And it's just now becoming possible," he said.

A 4/20 celebration in San Francisco-The real story of 420 appears to date back to 1971 and a group of hippie high school kids in San Rafael, Calif., who called themselves “the Waldos.”The Waldos claim they coined the term “420” when they set out to find a rumored marijuana patch planted by a member of U.S. Coast Guard on the Point Reyes Peninsula. For weeks, the group would meet after school at 4:20 p.m. to get high and search for the hidden plants, with the number “420” becoming a secret code of sorts among them.While they never found the secret stash, the popularity of 420 began to spread, as their classmates picked up on the term. Meanwhile, a brother of one of the Waldos worked for the Grateful Dead and supposedly clued in the band, which began using it themselves. FRESNO, Calif. — One man had just started a new job with the gas company and was riding in a utility truck. Another was carrying a bag of groceries after stopping at a charity centre . The third was at a bus stop with a friend, waiting for a ride home.All three were randomly shot dead by a black gunman, Kori Ali Muhammad, who wanted to kill as many white people as possible and was proud of what he had done, laughing as he explained his actions in interviews with police, authorities said Wednesday."That's what he set out to do that day. He said he did not like white men and said white people were responsible for keeping black people down," Fresno Police Chief Jerry Dyer said.The men were at the wrong place at the wrong time Tuesday.Zackary Randalls was the first to die when Muhammad, 39, walked up to a Pacific Gas & Electric truck and fired into the passenger seat. Randalls, 34, had just started work as a customer-service representative and was doing a ride-along, something he was excited about, friend Eddie Valencia said. He described the father of two preschoolers as an open-minded person with a sharp wit and big heart."He wouldn't want people to be divided by this," Valencia said. "There were no boundaries with race, religions, beliefs, with anything. If you were a good person and basically could have a good conversation, he would call you a friend. He was a stand-up guy."Muhammad also shot Mark Gassett, 37, of Fresno, who had just picked up groceries at a Catholic Charities building. The gunman pumped two more rounds into Gassett as he lay on the ground, police said.Gassett's ex-wife Lisa Gassett told The Fresno Bee that he had faced hard times but had been working to improve his life. The couple has two children."He would give his shirt off his back for anybody," she told the newspaper. "That is the kind of guy he was."Next, Muhammad shot toward a bus stop where he had spotted three white men, police said. They scattered, and Muhammad picked the one who was older and appeared heavier: David Jackson, 58, of Fresno.Jackson's roommate said they were waiting for a bus home after going to the bank and then stopping to use the bathroom at Catholic Charities.Mark Greer, 62, said Jackson tripped over a curb in the parking lot, falling down when he was shot. Greer was able to get away."I was too fast for him, but David couldn't run that good," he said.Muhammad was arrested shortly after the rampage. At the White House in the afternoon, President Donald Trump congratulated the Super Bowl champions but made no mention of Hernandez.A star tight end for the University of Florida when it won the 2008 title, Hernandez dropped to the fourth round of the NFL draft because of trouble in college that included a failed drug test and a bar fight. His name had also come up in an investigation into a shooting.Still, he was a productive tight end for the Patriots for three seasons. He had 79 receptions for 910 yards and seven touchdowns in his second year to help the team reach the Super Bowl.But the Patriots released him in 2013, shortly after he was arrested in the killing of semi-pro football player Odin Lloyd, who was dating the sister of Hernandez's fiancee. Hernandez was convicted and sentenced to life in prison.Last week, Hernandez was acquitted in the 2012 drive-by shootings of two men in Boston. As the jury was deliberating, cameras spied Hernandez blowing kisses to the young daughter he fathered with fiancee Shayanna Jenkins.Prosecutors claimed he gunned the two men down after one accidentally spilled a drink on him in a nightclub — and then got a tattoo of a handgun and the words "God Forgives" to commemorate the crime.Investigators suggested Hernandez shot Lloyd to keep him quiet about the two earlier killings. A lawyer who represents Lloyd's mother said she's moving forward with a wrongful-death lawsuit against Hernandez's estate.In the Dorchester neighbourhood where Lloyd grew up, a family friend of the victim wondered if Hernandez could no longer bear the weight of his crime and his squandered potential."I just think it got to him — the guilt," Mixson Philip said. "Each man has to live with himself. You can put on an act like nothing happened, but you've got a soul. You've got a heart. You can't say you don't think about these things. There's no going around that."Miami Dolphins centre Mike Pouncey said on Instagram that he spoke with his former college teammate a day earlier."Today my heart hurts as I got the worse news I could have imagined," he said. "I will forever miss you and love you bro."Friends were also grieving in Connecticut, where Hernandez was raised."Especially after him getting acquitted of the double murder. That was a positive thing in our minds," said Alex Cugno, who grew up with Hernandez in Bristol. "I don't believe that he would have killed himself. It just doesn't add up. It's fishy.
