Hamas has acquired dozens of large, highly explosive rockets, more powerful than those previously in its arsenal, that could be used to devastating effect on the area adjacent to the Gaza Strip, Army Radio reported Tuesday.Each rocket is said to contain hundreds of kilograms of explosive material, far beyond the capacities of the other missiles and mortar shells believed to be in the terrorist group’s hands.In the 2014 Gaza war, Hamas launched thousands of rockets and mortar shells at Israel and had dozens of its attack tunnels destroyed. Queenslanders woke up on Wednesday to a huge cleanup following the “monster” Cyclone Debbie, as the now ex-tropical cyclone brought yet more heavy rain as it worked its way through the state.At 3am on Wednesday morning the Bureau of Meteorology downgraded Debbie out of the cyclone category to a tropical low, bringing sustained winds of 55km/h with gusts of up to 85km/h. Heavy rains were still expected as it moved south-west, with a severe weather warning in place.On Tuesday night the Queensland premier, Annastacia Palaszczuk, predicted “shock and awe” in the state when the full extent of the devastation wrought by the cyclone was revealed.At its most ferocious the cyclone downed trees, stripped buildings and left shorelines swamped after making landfall as a category four storm at midday on Tuesday near Airlie Beach.The storm was downgraded to a category three cyclone just after 3pm, but strong winds continued to lash Airlie Beach, Proserpine and Bowen late in the afternoon.The state’s premier and police commissioner issued grave warnings to residents.The premier, who on Monday warned it would be a “monster”, said the state would be dealing with the impact of the “scary” cyclone for the next three to five days as it moved down the coast.“I think there is going to be a lot of shock and awe in the morning,” she told Ten News on Tuesday.She said rapid assessment teams would be sent to observe the damage at first light on Wednesday, later revealing even she was “bracing” for Debbie’s full impact being unveiled.A man, believed to be aged in his 60s, was badly injured when a wall collapsed on him in Proserpine.He is now in a stable condition in Proserpine hospital.“We are going to get lots of reports of damage and sadly I think we will also receive more reports of injuries, if not deaths. They saw evidence of stars forming within the gaseous wind blowing out of the supermassive black hole in one of them, including a type of radiation that is a hallmark of new stars.“These stars are thought to be less than a few tens of millions of years old, and preliminary analysis suggests that they are hotter and brighter than stars formed in less extreme environments such as the galactic disc,” the ESO said. “They are travelling at very large velocities away from the galaxy centre — as would make sense for objects caught in a stream of fast-moving material.The study estimates that the star-formation process linked to just this one supermassive black hole’s expelled wind is shaping matter at the equivalent of more than 15 times the mass of the Sun every year. It adds that the same thing could be happening in other places in the universe too. United Nations (United States) (AFP) - More than 100 countries on Monday launched the first UN talks aimed at achieving a legally binding ban on nuclear weapons, as Washington led an international boycott of a process it deems unrealistic.Before the conference had even begun, the US ambassador to the UN, Nikki Haley, spoke out to reject the proposal in the light of current global security threats."As a mom and a daughter there is nothing I want more for my family than a world with no nuclear weapons," Haley, who represents the world's largest nuclear power, said on the sidelines of the meeting."But we have to be realistic," she added. "Is there anyone that believes that North Korea would agree to a ban on nuclear weapons?"Haley spoke in a group of some 20 ambassadors from US allies which are boycotting the negotiations, including Britain, France, South Korea, Turkey and a number of countries from eastern Europe.The ambassadors of Russia and China were notably absent, but both major nuclear powers are also sitting out the General Assembly talks.Haley estimated that "almost 40 countries" were not participating.The push for a ban was announced in October by 123 UN members who say the threat of atomic disaster is growing thanks to tensions fanned by North Korea's nuclear weapons program and an unpredictable new administration in Washington.Leaders of the effort include Austria, Ireland, Mexico, Brazil, South Africa and Sweden, supported by hundreds of nonprofit organizations.But Britain, France, Israel, Russia and the United States all voted no, while China, India and Pakistan abstained -- together accounting for most of the world's declared and undeclared nuclear powers.Even Japan -- the only country to have suffered atomic attacks, in 1945 -- voted against the talks, saying a lack of consensus over the negotiations could undermine progress on effective nuclear disarmament.Japan's ambassador, Nobushige Takamizawa, addressed the General Assembly to explain why."Efforts to make such a treaty without the involvement of nuclear weapon states will only deepen the schism and division" in the international community, he said.- 'Step-by-step' -Haley, while acknowledging the promoters of the treaty were acting in "good faith," said: "You have to ask yourselves: Do they really understand the threats that we have?"Britain's ambassador Matthew Rycroft asserted that his country "is completely committed to the long-term goal of a world without nuclear weapons" but does "not believe that those negotiations will lead to effective progress on global nuclear disarmament.""The best way to achieve the goal of global nuclear disarmament is through gradual multilateral disarmament, negotiated using a step-by-step approach and within existing international frameworks," Rycroft added.Haley noted that the United States had reduced its nuclear arsenal by 85 percent since the 1968 Treaty on the Non-Proliferation of Nuclear Weapons (NPT) took effect, and added "we are going to continue to do that."But supporters of the UN process argue that little progress has been made in recent years despite commitments by the major nuclear powers under the NPT."We have been waiting for progress on nuclear disarmament since 1997," Austrian ambassador Alexander Marschik said at the launch of the negotiations in the General Assembly."Whenever we asked, we were told that the time was not right."In 2009, then-president Barack Obama announced a drive to reduce the role of nuclear weapons and eventually eliminate them.But his administration strongly encouraged NATO allies to vote against this year's UN negotiations, saying a ban would obstruct cooperation to respond to nuclear threats from adversaries."There was disappointment with the Obama administration, which made some pledges, but then ignored most of them," said Beatrice Fihn, director of the International Campaign to Abolish Nuclear Weapons, an international coalition of NGOs. BEIJING (AP) — A report from a U.S. think tank says China has nearly completed construction work on three man-made islands in the South China Sea, giving it the ability to deploy combat aircraft and other military assets to the disputed region.The Washington-based Center for Strategic and International Studies analyzed recent satellite photos and concluded that runways, aircraft hangers, radar sites and hardened surface-to-air missile shelters have either been finished or are nearing completion.The report, released Monday, appears to be the most conclusive indication yet that China is using its island-building project to give teeth to its claim over almost the entire South China Sea and its islands and reefs.The islands in the study — Subi, Mischief and Fiery Cross reefs — are part of the Spratly chain, which is claimed in whole or in part by China, the Philippines, Vietnam, Malaysia, Taiwan and Brunei.On each of the islands, China has constructed enough concrete hangers for 24 fighter jets and four or five larger planes such as bombers or early warning aircraft, CSIS reported.China already uses an existing airfield on Woody Island in the similarly disputed Paracel chain, located to the north, where it has maintained mobile HQ-9 surface-to-air missiles for more than a year and deployed anti-ship cruise missiles on at least one occasion, CSIS said.The airfields and advanced surveillance and early warning radars will allow China's military to operate over virtually the entire South China Sea."Beijing can now deploy military assets, including combat aircraft and mobile missile launchers, to the Spratly Islands at any time," the report said.China's creation of seven man-made islands in the South China Sea has drawn strong criticism from the U.S. and others, who accuse Beijing of further militarizing the region and altering geography to bolster its claims.China says its island construction is mainly for civilian purposes, particularly to increase safety for ships that carry an estimated $5 trillion worth of goods through the waterway each year. TABQA DAM, Syria (Reuters) - Islamic State shelled positions held by the U.S.-backed Syrian Democratic Forces (SDF) at the Tabqa Dam on the Euphrates River on Wednesday, forcing engineers to temporarily halt efforts to ease the water pressure, a Reuters witness said.Islamic State fired from the southern end of the dam, which it controls, and at least two explosions were heard. No one was injured. Beirut (AFP) - Four Syrian towns are to be evacuated under an agreement between pro-government forces and rebels, in the latest of a series of deals to end crippling years-long sieges.The agreement, brokered by rebel supporter Qatar and regime ally Iran, is expected to involve more than 30,000 people, the Syrian Observatory for Human Rights said.The deal reached late Tuesday involves Zabadani and Madaya, besieged by regime fighters near Damascus, and Shiite-majority Fuaa and Kafraya in northwest Syria that are encircled by rebels.Such evacuations have been touted by President Bashar al-Assad as a way to end his country's six-year war, but his opponents say the regime is redrawing Syria's map with forced displacement.The conflict has killed more than 320,000 people and forced millions more from their homes.In the central city of Homs, where evacuations from the last rebel-held district resumed last month, a bomb struck a bus on Wednesday, killing five people, state media said.The Observatory, a British-based monitor, said the residents of Zabadani, Madaya, Fuaa, and Kafraya are to quit their hometowns over the course of 60 days starting next week.All of the residents of Fuaa and Kafraya are expected to leave, while it was unclear if the evacuations of Madaya and Zabadani would empty the towns completely.Part of the Yarmuk Palestinian camp south of Damascus is also to be evacuated.- Truce takes effect -"The evacuations are not expected to begin until April 4 but, as a goodwill measure, a ceasefire for the towns came into effect overnight," said Observatory chief Rami Abdel Rahman, adding that the truce would last nine months.Islamist rebels in the northwest province of Idlib have approved the deal, under which 32,000 people are expected to be evacuated, Abdel Raman told AFP.Hassan Sharaf, who is coordinating the deal on behalf of the government, said a total of 16,000 people would quit Fuaa and Kafraya "in two waves.""Everyone will be evacuated. They also have co-sponsored two rounds of Syria peace talks in Kazakhstan's capital, Astana, and are preparing for another round.Russia and Iran have staunchly backed Syrian President Bashar Assad in the six-year conflict, while Turkey has supported Assad's opponents."The involvement of Russia and Iran along with Turkey as guarantors at the talks in Astana between the armed opposition and the Syrian government has been an important contribution to political settlement in Syria and helped Syrian talks ... in Geneva," Putin said.Putin also welcomed Tehran's joining efforts to encourage dialogue between the Afghan government and the Taliban.In a joint statement, Putin and Rouhani welcomed an OPEC agreement to cut oil production in order to drive up slumping petroleum prices, which both Russia and Iran have signed on to. LONDON (Reuters) - Prime Minister Theresa May formally began Britain's divorce from the European Union on Wednesday, saying there was "no turning back" from a decision pitching her country into the unknown and triggering years of fraught negotiations.Nine months after Britons voted to leave, May notified EU Council President Donald Tusk in a letter that Britain was quitting the bloc it joined in 1973."The United Kingdom is leaving the European Union," May later told parliament in London. "This is an historic moment from which there can be no turning back."The prime minister, an initial opponent of Brexit who won the top job in the political turmoil that followed the referendum vote, now has two years to settle the terms of the divorce before it comes into effect in late March 2019.May, 60, has one of the toughest jobs of any recent British prime minister: holding Britain together in the face of renewed Scottish independence demands, while conducting arduous talks with 27 other EU states on finance, trade, security and other complex issues.The outcome of the negotiations will shape the future of Britain's $2.6 trillion economy, the world's fifth biggest, and determine whether London can keep its place as one of the top two global financial centers.For the EU, already reeling from successive crises over debt and refugees, the loss of Britain is the biggest blow yet to 60 years of efforts to forge European unity in the wake of two world wars.Its leaders say they do not want to punish Britain. How the EU works: leaving the EU

The government has accepted that it is under a “democratic duty to give effect to the electorate’s decision” in the EU referendum on 23 June.The prime minister told parliament in February that “if the British people vote to leave there is only one way to bring that about—namely to trigger Article 50 of the treaties and begin the process of exit—and the British people would rightly expect that to start straight away.”How exactly would that work? -Constitutional requirements-Article 50(1) of the Treaty on the European Union says that any member country may decide to withdraw from the EU “in accordance with its own constitutional requirements”.As a matter of law, the result of the referendum is not binding. As a matter of politics, though, it would be difficult to disregard the referendum result.David Cameron told parliament: “for a prime minister to ignore the express will of the British people to leave the EU would be not just wrong, but undemocratic”.Some lawyers argue that the prime minister doesn't have the power to make the official decision to leave the EU without parliament first approving it. The courts are going to decide this in late 2016.-A second referendum?-Some Leave campaigners have said a Leave vote might instead trigger a further renegotiation of the UK’s EU membership terms, followed by a second referendum on those terms. However, other EU countries would have to be willing to discuss this.Also, such a further renegotiation (to curtail the free movement of EU citizens to the UK, for instance) would likely need amendments to the EU treaties, which could prove difficult to negotiate and ratify.-Notification and negotiation-Article 50(2) says that a member state that decides to withdraw from the EU must “notify the European Council of its intention”. The European Council includes the 28 EU heads of state or government together with the European Council’s president (Donald Tusk) and the president of the European Commission (Jean-Claude Juncker).Article 50(2) continues: “in the light of the guidelines provided by the European Council, the [EU] shall negotiate and conclude an agreement with that state, setting out the arrangements for its withdrawal, taking account of the framework for its future relationship with the union.”The process has several stages.First, the European Council—without the UK—would agree guidelines for negotiations.Using those guidelines, the European Commission would negotiate an agreement on behalf of the EU.The agreement would need to be approved by the UK and 20 of the 27 remaining member states, representing 65% of those states’ population.The European Parliament would also need to approve the deal by a simple majority. British Members of the European Parliament could vote.-Timing-Article 50(3) says that the leaving state ceases to be an EU member two years after a notification unless an extension of negotiations has been agreed unanimously by the European Council and by the leaving state, or the withdrawal agreement sets an earlier or later date.Return-Article 50(5) says a state that has left the EU can ask to rejoin. This would be on the same basis as a country joining for the first time.-Is there any other way of leaving?-As a matter of national law, it would be possible for the UK to ignore the Article 50 process. Parliament could simply repeal the European Communities Act 1972.However, this would be a breach of the UK’s treaty obligations under international law. And it would presumably make it more difficult for the UK to strike a preferential trade agreement with the EU after withdrawal.How long would this take in practice? The clock would not begin to run until the UK had notified the European Council of its intention to withdraw from the EU. That could be at any time after a “leave” vote.The UK would then cease to be a member of the EU two years after that notification unless an earlier or later date was agreed.The government says it would probably take “up to a decade or more” to negotiate the UK’s exit from the EU, its future arrangements with the EU and its trade deals with countries outside the EU. However, those on the Leave side argue that this process could be quicker.It’s not clear whether a country could stop the process by withdrawing its notification. As the Treaty doesn’t discuss this, the point is arguable either way.What would the deal cover? Article 50 does not say that the withdrawal treaty will also regulate the UK’s future relationship with the EU. In fact, it seems to suggest that there would have to be separate treaties: one on the details of withdrawal, and one on the future relationship.The wording of Article 50(2) refers only to ‘taking account of’ that ‘future relationship’ in the withdrawal deal.In practice, the withdrawal deal and the treaty on that future relationship would be closely linked. Probably the withdrawal treaty would, among other things, aim to regulate a transition period before the treaty on the future relationship entered into force.Article 50 does not legally oblige the remaining EU to sign a free trade agreement with the UK. Sharia, or Muslim religious law, has been highly controversial in the UK. Interpretations of Sharia are associated in other countries with harsh penalties unknown in the UK; campaigners and politicians worry that Muslim women are discriminated against when family disputes are resolved under Sharia.UKIP says that: "the law of the land must apply to us all. We oppose any other system of law". Its leader has referred to "80 practising Sharia courts around the United Kingdom".Are there 'Sharia courts' in Britain? While there are undoubtedly lots of different councils and tribunals dealing with Sharia principles, they aren't courts of law.Most are Sharia 'councils' set up to make decisions on purely religious matters, although there are some bodies that mix Sharia principles with legally binding arbitration. But none can overrule the regular courts.-Sharia councils-Getting married for the purposes of your religion doesn't necessarily mean you are married in the eyes of the state.Equally, the paperwork required for a civil divorce needn't be recognised by your religion.For this reason, many Sharia councils exist to issue Islamic divorce certificates, and give advice on other aspects of religious law. They're often attached to mosques.-Family law and Sharia-Other services related to family issues might be offered by a Sharia council.
