Pakistan tests second nuclear-capable missile this month-[Reuters]-By Saad Sayeed-YAHOONEWS-January 24, 2017

ISLAMABAD (Reuters) - Pakistan successfully tested a new nuclear capable surface-to-surface missile on Tuesday that is able to deliver multiple warheads and evade radar detection, the army's media wing said.It was Pakistan's second missile test in a month.The Ababeel missile can reach targets at a range of 2,200 km (1367 miles), over three times the distance between Islamabad and New Delhi, capital of Pakistan's rival, and was heralded in an army statement as a way of "enforcing deterrence".The test follows the firing of Pakistan's first submarine-launched cruise missile on Jan. 10.India last year tested a locally designed anti-ballistic ,issile system, according to media reports, which could in theory intercept a nuclear-carrying ballistic missile.The latest missile tests are expected to fuel already heightened tensions between nuclear-powered neighbours Pakistan and India.The countries have fought three wars since independence from Britain in 1947 divided the Indian subcontinent into Muslim-majority Pakistan and Hindu-majority India."Development of (the) Ababeel Weapon System is aimed at ensuring survivability of Pakistan's ballistic missiles in the growing regional Ballistic Missile Defence (BMD) environment," the statement reads.India's defence and foreign ministries in New Delhi declined to comment.Last year, Pakistani officials had expressed serious concern about Indian anti-ballistic missile testing with Pakistani Foreign Minister Sartaj Aziz telling the country's Senate that it could lead to the "nuclearisation" of the Indian Ocean.Both countries have routinely tested ballistic missiles since they first became nuclear capable in 1998.(Additional reporting by Rupam Nair in NEW DELHI. BEIJING/WASHINGTON (Reuters) - China said on Tuesday it had "irrefutable" sovereignty over disputed islands in the South China Sea after the White House vowed to defend "international territories" in the strategic waterway.White House spokesman Sean Spicer in his comments on Monday signaled a sharp departure from years of cautious U.S. handling of China's assertive pursuit of territorial claims in Asia."The U.S. is going to make sure that we protect our interests there," Spicer said when asked if Trump agreed with comments by his secretary of state nominee, Rex Tillerson. On Jan. 11, Tillerson said China should not be allowed access to islands it has built in the contested South China Sea."It's a question of if those islands are in fact in international waters and not part of China proper, then yeah, we're going to make sure that we defend international territories from being taken over by one country," Spicer said.Chinese Foreign Ministry spokeswoman Hua Chunying told a regular news briefing on Tuesday "the United States is not a party to the South China Sea dispute".China claims most of the South China Sea, while Taiwan, Malaysia, Vietnam, the Philippines and Brunei claims parts of the sea that commands strategic sealanes and has rich fishing grounds along with oil and gas deposits.China's sovereignty over the Spratly Islands in the South China Sea was "irrefutable" Hua said. NATO boosts its Baltic presence, new troops start to arrive-[Associated Press]-YAHOONEWS-January 24, 2017

VILNIUS, Lithuania (AP) — The first of a 1,200-strong NATO force have arrived in Lithuania close to a key Russian Baltic Sea exclave amid growing fears on security in the region.The more than 100 Belgian army troops and five dozen military vehicles sailed to Klaipeda, some 60 kilometers (37 miles) from Russia's Kaliningrad exclave, which has a navy base and long-range missile systems.The Belgians will join German, Dutch, and Norwegian troops at the Rukla base in central Lithuania.At last year's NATO summit in Warsaw, the alliance decided to deploy forces in the countries bordering Russia and Belarus. There is a fear in the Baltic countries and Poland that the former Soviet republics could be next, after Russia displayed its might in Georgia and Ukraine.

Japan's military launches first communications satellite-[Associated Press]-YAHOONEWS-January 24, 2017

TOKYO (AP) — Japan successfully launched its first military communications satellite Tuesday that is designed to upgrade its network in the face of China's increasingly assertive maritime activity and North Korea's missile threat.The Kirameki-2 (kee-RAH-meh-kee 2) satellite was on an H-2A rocket that lifted off from the Tanegashima (tah-neh-GAH-shee-mah) Space Center in southern Japan. The satellite separated from the rocket and entered a designated orbit, the Defense Ministry said.It is the first of three satellites that will replace three civilian ones currently used by Japan's military. The new satellites will allow military units to communicate on a high-speed and high-capacity network.The new satellites are also aimed at stepping up Japan's emergency response capability in case of natural disaster, China's maritime activity from southern Japanese waters to the South China Sea, as well as missile threats from North Korea. The satellites are also planned for use for Japanese troops operating overseas as part of international peacekeeping operations, including those in South Sudan and off the Somali coast, Kyodo News reported.The Kirameki-1 was supposed to be launched in July 2016, but was damaged during transport to a launch pad in French Guiana. It is undergoing repair and now is scheduled for launch in 2018.

Powerful storm hammers eastern United States with heavy snow, wind gusts-[Reuters]-YAHOONEWS-January 24, 2017

(Reuters) - A powerful storm that killed at least 21 people in the southern United States over the weekend was expected on Tuesday to bring heavy snow and wind gusts to the Northeast, causing school closings, treacherous driving conditions and power outages.The storm, known as a nor'easter, was forecast to bring snowfalls of up to 9 inches (23 cm) along with icy rains and wind gusts of 40 mph (65 kph) to northern Pennsylvania through central New York and into Maine on Tuesday morning, the National Weather Service said."Only travel in an emergency," it said in an advisory.School districts across the region canceled or delayed the start of classes on Tuesday due to the icy road conditions. ADEL, Ga. — Bonnie and Wayne Collier were jolted awake in their mobile home by a cellphone weather alert early Sunday. They jumped up, turned on the TV, saw a tornado warning and decided to run."We heard the Code Red," said Bonnie Collier, 65. "He told me, 'Get up. We've got to get out."Quickly, they headed to a friend's nearby building just down the road from their mobile home near Cecil, Georgia. There they met up with their son, daughter-in-law and three grandchildren — ages 5, 7 and 9.They arrived just ahead of a tornado, part of an unusual midwinter barrage of tornadoes and thunderstorms that killed at least 20 across the Deep South over the weekend."My husband yelled, 'Get under the tables!' and then it just came right over the top of us like a freight train."When they emerged, the home they had been sleeping in was blown clear across the street, flattened and shattered to pieces. Her car and his pickup truck were buried under debris."If we had been five minutes later, they probably would have found us out here somewheres dead."Collier returned Monday to pick through the wreckage, pulling out clothes and family photos with a mix of smiles and tears.She laughed as 5-year-old granddaughter Rylee ran up, holding a photo and excitedly shouting "Mimi! This one's of you." But moments earlier, she choked back sobs talking about how she could have lost much more than her home."Material things can be put back and replaced and family can't. And I'm just glad we got out OK," she said, wiping away a tear.Mobile homes were especially vulnerable to the storms, with seven people alone killed early Sunday in one trailer park community a few miles away — Sunshine Acres — in the community of Adel.Just the day after Devocheo Williams moved into Sunshine Acres, his mobile home — and many of those around him — were demolished as the winds descended before dawn with terrifying swiftness."The whole trailer park was gone in 15 seconds," Williams said, describing a funnel cloud that appeared to loop back around and hit the place a second time. "It looked like a ball of fire was going 100 mph."Williams said Monday he saw a little girl picked up by the winds and tossed into a ditch. Nearby, the girl's mother and a baby were trapped in rubble. He said he helped dig them out.Not everyone could be saved."I was walking by dead bodies of little kids and grown people," Williams said.Georgia reported 15 deaths Sunday, and four people died Saturday in Mississippi. In northern Florida, a woman died after a tree crashed into her home in Lake City as a storm swept through.The National Weather Service said 39 possible tornadoes were reported over the weekend. The agency sent out teams to examine the damage and confirm how many of the storms were twisters, which can happen any time of year but are far more common in the spring and early summer.Elsewhere in southern Georgia, a tornado slammed into Albany, a city of 76,000 people, Sunday afternoon and carved a path of destruction a half mile wide in places. The National Weather Service rated the twister as at least an EF-2, meaning it packed winds of 111 to 135 mph, if not greater.Anthony Mitchell of Albany was home with his pregnant wife and three children when a tornado warning on TV sent them scrambling. They crouched in a hallway as the twister started taking their home apart."The windows exploded, the doors flew off the hinges, the sheet rock started to rip off the walls and fly out the windows," Mitchell said. "The trailer started to lift up. And about that time a tree fell on the trailer, and I think that's what held the trailer in place from flying away."Three people were later found dead at Big Pine Estates, where Mitchell's family lives. A fourth body was discovered at a home just outside the trailer park.Mitchell lost his home and marveled that he didn't lose his life, too.A day later, Aretha Allen prayed aloud in front of the First Baptist Church where a shelter was set up for the survivors of Sunshine Park.Allen said her niece and the niece's brother both lived in a mobile home there, and she drove out to try to help them after hearing the park had been hit."We were looking, looking," Allen said, "but couldn't find them."Authorities late Monday confirmed seven people were found dead at Sunshine Acres, her relatives included."They died in the storm trying to save her grandchildren," she said, adding that the children had survived. FARINDOLA, Italy — Hopes were fading on Tuesday that any more survivors would be found from a devastating avalanche, as the death toll climbed to 15 and rescue crews were hit with another tragedy nearby: an unrelated helicopter crash.The chopper was ferrying an injured skier off the slopes and six people were thought to be onboard. Poor visibility was hampering efforts by rescue crews to reach the downed helicopter, which had been taking the injured skier from the Campo Felice ski area to the Abruzzo regional capital of L'Aquila, civil protection spokesman Luigi D'Angelo said.The crash was another blow to central Italy's Abruzzo region, which has been slammed by a series of powerful earthquakes and heavy snowfall that triggered the Jan. 18 avalanche at the Hotel Rigopiano.The death toll from the avalanche climbed to 15 on Tuesday with the discovery of a half-dozen more bodies, leaving 14 people still unaccounted for. Nine people previously had been pulled out alive from the rubble, three of whom remained hospitalized in nearby Pescara.Firefighters' spokesman Alberto Maiolo said that search crews aided by excavators were finally able to penetrate the snow-covered central part of the hotel for the first time, finding the bodies in the bar and kitchen area. He said there were no signs of life."Logically, hopes fade as time passes, but we are continuing to search and trying to do it as quickly as possible," he said.The first funerals were held Tuesday, with crowds gathering under a steady rain outside the hilltop church in Farindola to pay their respects to Alessandro Giancaterino.The chief waiter, one of the first victims pulled from the rubble, had offered to stay for a double shift on Jan. 18 to spare a colleague from having to make his way to the hotel through the snow, which was two to three meters (six to 10 feet) high in some places."He was a great hard worker. He was very professional," said his brother, Massimiliano Giancaterino. "This is the memory that I want to keep of my brother, beyond obviously the private ones that I keep in my heart."Prosecutors are investigating whether a series of missed communications, underestimations of risks and delays in responding to days of heavy snowfall contributed to the toll from the avalanche. It's a record-breaking January in Winnipeg — and not because of the cold.A stretch of mild weather that significantly shrank the city's monstrous snowbanks and turned roads and sidewalks into a sodden mess also marked the longest January period of above 0 C temperatures since 1873.And the only reason the record stops there is because no one knows what happened before that. Records only started being kept that year.Winnipeg's official new record is 67 consecutive hours above freezing. It came to an end at 11 p.m. Sunday, when the mercury dipped to –0.2 C.The old record of 44 hours was set in January 2002.-'Bring your fins and your snorkel'-While the warm weather might be bringing some people outside, the record-breaking stretch has not been good for community centre ice rinks."Bring your fins and your snorkel. It's the only way you are going to be getting on [the rinks] right now," said Tracy Ball, the president of the Sinclair Park Community Centre.She said there's nearly three centimetres of water on top of the neighbourhood rinks.When it comes to creating nice ice, the price tag can be high."We've sat there shaking our heads and going, 'OK, what do we do?' Budgets are tight, we get a little over $5,400 to flood the rink, which includes water and sewage charges from the city," she said. The community centre is almost at the end of those dollars, she said, and it would cost at least $1,000 more to get just one rink back to pristine condition. It's even more difficult to justify the extra spending when the warmth comes at the end of January."We've got maybe a good February if the weather starts to co-operate. We know that come mid-March we start to lose ice," she said."Is it really worth it dollar-wise for what we are going to have to give up somewhere else?"The dramatic turn in weather also closed the city's popular Red River Mutual Trail and all skating rinks at The Forks.Mild weather and rain on Friday left puddles of water on the skating trail.It's not just the ice-makers struggling with the drastic weather change — the City of Winnipeg is focusing efforts on filling potholes much earlier than usual.Crews have been spending their mornings salting main arteries after frost and rain and their afternoons tackling surface failures with a temporary cold mix asphalt material.

Medically assisted deaths could save millions in health care spending: Report-[CBC]-YAHOONEWS-January 23, 2017

New research suggests medically assisted dying could result in substantial savings across Canada's health-care system.Doctor-assisted death could reduce annual health-care spending across the country by between $34.7 million and $136.8 million, according to a report published in the Canadian Medical Association Journal on Monday.The savings exceedingly outweigh the estimated $1.5 to $14.8 million in direct costs associated with implementing medically assisted dying."The take-away point is that there may be some upfront costs associated with offering medical assisted dying to Canadians, but there may also be a reduction in spending elsewhere in the system and therefore offering medical assistance in dying to Canadians will not cost the health care system anything extra," said Aaron Trachtenberg, an author of the report and a resident in internal medicine at the University of Calgary.Cost has to be a part of the discussion.The researchers used numbers from the Netherlands and Belgium, where medically assisted death is legal, combined with Canadian spending data from Ontario. Trachtenberg stressed that means the work is theoretical and needs to be readdressed when Canada starts collecting large scale data at home.After June 17, 2016 when Bill C-14 became law, provinces began rolling out their plans to deal with requests for doctor-assisted death.Manitoba has set up a Medical Assistance in Dying team (MAID). More than 100 patients have contacted MAID, with 24 receiving medically assisted deaths as of Jan. 6."In a resource-limited health care system, anytime we roll out a large intervention there has to be a certain amount of planning and preparation and cost has to be a part of that discussion," Trachtenberg said, adding the provinces' differing plans could impact the cost structure of implementation."It's just the reality of working in a system of finite resources."The report estimated that about one to four per cent of Canadians will die using physician-assisted death. Of those, 50 per cent will be between the ages of 60 and 80.The report estimates a 50-50 split between men and women.About 80 per cent of patients will have cancer and 60 per cent will have their lives shortened by one month while 40 per cent will have their lives shortened by one week.-End-of-life care has high costs in Canada-Health-care costs increase substantially among patients nearing the end of their life, Trachtenberg said."Canadians die in hospitals more often than, say, our counterparts in America or Europe and … we have a lack of palliative care services even though we are trying to improve that. And therefore people end up spending their final days in the hospital," he said."Hospital-based care costs the health care system more than a comprehensive palliative care system where we could help people achieve their goal of dying at home."The report used Manitoba as an example, where 20 per cent of health care costs are attributable to patients within the six months before they die, despite their representing only one per cent of the population. Patients who choose medical assistance in dying may forego this resource-intensive period, the report said."Whenever we roll out a large-scale intervention there has to be a discussion around costs. But we do not suggest that costs should ever be considered at an individual level," Trachtenberg said."We are not suggesting that patients or providers consider costs when making this very personal and intimate decision to request or provide medical assistance in dying."The report also emphasized that it is only a cost analysis and doesn't include the clinical effects on patients. Patient-level research will need to be done before true economic evaluation of medical assistance in dying in terms of cost-effectiveness and utility can be done, the report said.

The bill is then channelled through the European Parliament and the Council of the EU, representing member states.If no agreement is reached at first reading, a second reading is launched. But according to figures provided by the parliament, not a single bill ended up in a second reading agreement in 2016, only the second time this has happened since EU parliament record keeping began in 2004."That is quite astonishing, but it is just a continuation of a trend that we have been seeing for quite a while now," said Vicky Marissen of Pact European Affairs, a Brussels-based consultancy specialising in EU decision-making procedures.Second readings are important because they open up the debate to the public at large. Removing this phase means the details are being agreed behind closed doors and people have to rely on insider information to understand what is happening.Well-connected lobbyists or specialised reporters may be able to follow the law-making process, but most people will struggle to make sense of why or how decisions were made. MEPs may debate the bill at the committee level, but the real decisions remain broadly out of sight.In 2004, over half of all the bills went to a second reading. This dropped to zero for the first time in 2014, then to four in 2015, and then again to zero in 2016."We have the short-cutting of the democratic process, almost going to an extreme now," said Jorgo Riss, director of the Brussels office of Greenpeace, an environmental pressure group.Riss said the second reading is "where the issue can get outside of Brussels, so into the papers, on to the radio, across Europe, that is where a lot more citizens can hear about it and can get engaged with it.""If you are not pursuing public interest, if you are pursuing more private interest, then the system works I guess much better for you," he added.-The trilogue-Rather than the lengthy and more transparent process, many bills are passed at first reading after closed-door negotiations between small groups of MEPs and national diplomats with an EU commission official as mediator.People who defend trilogues - as those meetings are known - argue it is an efficient way to move forward on often complex laws."From the different parties you have the drive to really come to a decision and trilogues really facilitate that and that is also the reason why there is no real reason to move away from that," said Marissen.A lot of it is political. The EU commission, as any given bill's progenitor, is also keen to get it passed quickly.If they agree on a text at trilogues, the bill can be adopted at the first reading. If they do not, then it goes onto a second reading.The rise of the trilogues means those second readings are becoming increasingly obsolete.Around 144 trilogue meetings took place last year alone, with 47 files adopted at first reading. Norovirus behind illness that sickened 200 at Toronto college-[The Canadian Press]-YAHOONEWS-January 23, 2017

TORONTO — A Toronto college says norovirus is at the root of an outbreak that had more than 200 students experiencing vomiting and diarrhoea in recent days.Humber College says Toronto Public Health has received laboratory results that show the highly contagious infection was what hit the institution's North Campus late last week.The college says it continues to work with the health agency and has been "rigorously" cleaning and disinfecting the campus, with a special focus on common areas and high touch areas.It also says self-serve food, like salad bar items, have been suspended and all open food from last week has been disposed of.Humber says the majority of students who have been ill have reported that they are now feeling better.Toronto Public Health had said the illness was first reported to the agency on Friday, after 40 people at a Humber College campus were sent to hospital.A spokesman for the college said on Friday that students began reporting symptoms around 3:30 p.m. on Thursday, with more cases surfacing through the night.

BRUSSELS, Today, 09:23-The EU's anti-propaganda unit is getting more staff to counter Russian efforts to influence elections in Europe and expand its work against Islamic State (IS) militants.An EU source close to the work of the East StratCom Task Force said resources were being relocated within the EEAS, the EU foreign service, to strengthen the unit after member states rejected a European Parliament proposal to allocate it an €800,000 budget last year.The 11-strong team, which was set up in September 2015, still has no own budget and draws its funds from other EU and member state resources.With elections looming in Netherlands in March, in France in April, and in Germany in September, the anti-propaganda unit is expecting an increase in disinformation from Russia and pro-Russian activists in Europe.Since it started work, East StraCom has debunked over 2,500 fake stories from pro-Kremlin outlets, which are often linked to one another.Stories can be published first by official Russian media like Russia Today or Sputnik, which operate in different languages, and then taken by a whole range of other, smaller, websites. At other times, they originate on a small website, often in Central Europe, which are then used as the source of the "news" by others.In recent months, German chancellor Angela Merkel has been the main target of pro-Kremlin outlets, with articles going as far as to say that she was aware of last March's terrorist attacks in Brussels or in touch with some of the attackers.Even when debunked, these fake stories serve to confuse the public and damage the reputation of political leaders by playing on people's fears, especially over the migration issue, the EU source noted.German and British intelligence have warned against Russian efforts to meddle in the forthcoming election campaigns.Merkel herself insisted last November that "we are already having to deal with information out of Russia or with internet attacks that are of Russian origin or with news, which sows false information".On 1 January, the Czech government launched its own unit to fight fake news and disinformation campaigns.In France, where three of the main presidential candidates have called for a softer approach to Russia, and where the far-right National Front has been funded by Russian loans, the authorities have so far raised no alarm, and contacts with East Stratcom have been limited.For some EU countries, Islamist terrorism and IS are the most important threat to Europe, while others think it is Russia.That is why the EEAS is also setting up an equivalent of East Stratcom for the South, with the aim of addressing lack of information about the EU in Arabic and countering the IS narrative.Following East Stratcom's model, the South unit will communicate EU policies and values in Arabic, and it will monitor and debunk Islamist fake news and propaganda.Recruitment has started and a team should be in place by the end of March, the EU source said.

Iran, Russia, Turkey say will jointly enforce Syria ceasefire-[Reuters]-YAHOONEWS-January 24, 2017

Clear bag mandate for garbage raises a stink in Airdrie-[CBC]-YAHOONEWS-January 24, 2017

Changes are coming to curbside garbage collection in Airdrie, Alta., that will force residents to be more transparent about what they throw away.By 2018, only one bag per household will be permitted, and it will have to be clear plastic.The city is also introducing curbside blue bin recycling in April.The clear bag mandate is meant to keep people aware of what they throw out — to prevent cans and bottles from going to the dump, according to waste management officials in the city of around 62,000 people just north of Calgary.But Carolyne Christie, who runs Kick It To the Curb Recycling, says clear trash bags could be unsightly and embarrassing for residents."When your child has had an accident and has just ruined a pair of underpants, for example, does the whole neighbourhood need to see that?" she said.The collection changes stem from upcoming regulations that, by 2018, will ban all paper and cardboard from Calgary landfills, which is where Airdrie's waste is sent.According to the City of Airdrie website, clear bags are a way the city can ensure banned items will not be heading to the dump.While many are cheering the arrival of curbside recycling, some residents, like Maria Keibel, say the clear bag approach feels a bit like Big Brother."I just want people to assume that I'm a good, law-abiding citizen who's going to do the right thing — without someone checking over my shoulder to make sure," she said.The switch to clear trash bags has proven successful in several Canadian cities.The Halifax Regional Municipality switched to clear bags in 2015, and earlier this year, the municipality reported that 24 per cent less garbage had made its way into landfills since the bags were introduced.Airdrie Coun. BRUSSELS — Leaders of Jewish communities across Europe called on Israel Monday to help them tackle the rising threat of terrorism and anti-Semitism, saying that the Jewish state can provide vital security assistance against potential attacks.Speaking at the European Jewish Association’s annual Jewish Leaders Conference here in the Belgian capital, community leaders spoke of how growing anti-Semitic sentiment caused by both far-right political gains and left-wing anti-Zionist activists have led to an increasing number of attacks and other incidents across Europe.Philippe Markiewicz, chairman of the Consistoire of Belgium, an umbrella group of Jewish organizations in the country, said that European communities could stand to benefit form Israel’s experience in combating terrorism.“I think that Israel can help Europe a lot to fight against terrorism because Israel has a long experience of the subject,” Markiewicz said. “It’s very important that Israel give help to European countries to fight against this terrorism.”Citing a string of deadly terror attacks that hit Brussels, as well as Belgium’s neighbor France, in recent years, Markiewicz said that European countries are now more understanding of the challenges facing Jewish communities.“For many years we Jews were the targets of terrorism — today, we are still targets but we are not the only targets. In the past we have felt very alone because we felt that others did not understand the situation of the Jew in Europe, but that has changed with Charlie Hebdo, Paris and Brussels. A senior Palestinian official warned Sunday that a move by the Trump administration to relocate the US embassy from Tel Aviv to Jerusalem would be perceived as an act of aggression against the entire Muslim world.“In our opinion moving the embassy to Jerusalem is a declaration of war against Muslims,” Fatah Central Committee member Jibril Rajoub, who also presides over the Palestinian soccer association, told The Times of Israel in an interview.Rajoub, one of the most powerful figures in Palestinian Authority President Mahmoud Abbas’s ruling Fatah party, warned that “it is not inconceivable that the United States will give the Jews the keys to the holy sites in Jerusalem – sites also holy to both Christians and Muslims. If someone among you [Israelis] thinks there won’t be consequences, he is making a grave mistake.”“We are talking about a dangerous step that won’t bring stability to the ground,” he continued, adding that “it contradicts previous United Nations resolutions and the policy of the United States since 1967.”“We don’t intend to wave a white flag” in front of Prime Minister Benjamin Netanyahu or US President Donald Trump, he declared.Last week, Rajoub called Trump a “lunatic” and a “fascist,” attacking his promise to move the embassy to Jerusalem in an interview translated by MEMRI.On Sunday, White House Press Secretary Sean Spicer said talks had begun on moving the embassy, but seemed to indicate an actual move could be a long time away. “We are at the very beginning stages of even discussing this subject,” he said in a statement.The statement contrasted with reports over the last several weeks that the announcement of the move could come as early as this week, but also confirmed that the administration intends to at least entertain the plan, despite warnings from the international community that it could significantly ramp up tensions in the volatile region.Spicer’s statement came about an hour before Trump and Netanyahu held their first phone conversation since Trump became president Friday, with the president inviting Netanyahu to visit next month. Neither the White House nor the Prime Minister’s Office made any mention of the embassy move in statements sent out following the phone call.Rajoub’s comments echoed statements made by other officials in the PA and Fatah, as well as declarations by leaders in the Arab world, including in states that are considered moderate and have relations with Israel.One such country, Jordan, a key player in the saga over the potential embassy move, has already said such a step would be “crossing a red line.” The ruling Hashemite dynasty in Jordan sees itself as the protector of the holy Muslim sites in Jerusalem, in particular the Al-Aqsa Mosque, which its stewards in the Islamic Waqf administer.Thus, Amman asserts that if the new US administration follows through with its promise to move the embassy, it will constitute a direct attack on its authority in Jerusalem and its status at the city’s holy sites.Jordan’s King Abdullah met with Abbas in Amman on Sunday to discuss the issue. According to Israel Radio, Abbas asked Abdullah to help establish a direct line of communication between the PA and the administration in light of growing anxiety regarding the embassy move.Following the meeting, Abbas said that he and Abdullah agreed upon “a series of steps we’ll take if the US moves the embassy to Jerusalem,” without elaborating.A Palestinian official told Israel Radio after the meeting that if Trump gives the go-ahead to the embassy move, the PA will turn to the United Nations General Assembly to request a suspension of Israel’s UN membership.On Monday, a spokesman for the Jordanian government said that unspecified contacts were taking place to safeguard the kingdom’s role as caretaker of the Muslim and Christian holy sites in Jerusalem, and declared that Israel, as an occupying power, has no right to make unilateral changes in areas it had taken by force.Saudi Arabia has also warned of the consequences that will result from moving the embassy to Jerusalem.Palestinian officials told The Times of Israel that any step by the Americans and Israelis to move the embassy to Jerusalem will likely have dramatic consequences. According to the officials, the leadership of the Palestinian Liberation Organization has already decided that if the move goes through it will renounce its recognition of Israel, as well as in practice its recognition of the Oslo Accords.On Monday, the PLO leadership is expected to meet in order to deliberate the possibility the embassy will indeed by moved, as well as its response to such a step. “No one will try and no one can demand from people to act with restraint. No one will try to stop the demonstrations on the ground against a step like this,” the officials said.-Pressure builds toward a planned outburst-If a decision to move the embassy is made, Fatah will try to lead the demonstrations on the ground in order to prevent its rival Hamas from “stealing the show.”But to a great extent Israel’s concern should not be a spontaneous eruption on the ground, but rather an organized outburst, since the PA and Fatah – together with Arab states like Jordan and Saudi Arabia – have already outlined a clear plan of resistance.Thus, in order to prevent mass protests and an outbreak of violence, Israel will need the assistance of the PA and Jordan, although it is doubtful they will be forthcoming in offering their help. Israel will be dependent to a great extent on the goodwill of the PA to preserve the prevailing quiet, even though the PA will have little interest in doing so in light of the particularly dramatic and troublesome manner in which Palestinians will interpret an embassy move.Still, there were some voices among the Palestinian leadership in Ramallah that interpreted the announcement from the White House that more time is needed to implement the decision as an indication that Washington does not want move forward too quickly with the move. They perceive Trump’s ostensible hesitance as the result of Israel’s strong push to follow through with it.In any case, the coming months are expected to be particularly eventful in regards to an embassy move. An Arab League summit is scheduled to take place in March in Amman, and as host, Jordan is expected to lead a hawkish stance against it.Prior to the summit, a meeting between the Jordanian king and Trump is expected to take place, during which Abdullah will likely try and convince the US president to not push forward with the move.A month later, at the end of April, former US president Barack Obama’s waiver of the Jerusalem Embassy Act – a 1995 law that mandated the US embassy be moved to Jerusalem — will expire, as did every previous six-month waiver of his predecessors.Owing to Trump’s unpredictable nature, no one is sure whether he will stick with precedent and sign the waiver or not. Education Minister Naftali Bennett and opposition lawmakers on Monday pressed the government to make public a damning state comptroller report that is said to fiercely criticize the high-level security cabinet’s conduct during the 2014 Gaza war with Hamas.A Knesset State Control subcommittee was expected to debate and vote on Tuesday on whether to release the report in full. According to Channel 2, the panel has a majority to unseal the report after Likud MK David Bitan, who is also coalition chair, announced he would support such a move.The revised draft of State Comptroller Yosef Shapira’s report is said to intensify its criticism of Prime Minister Benjamin Netanyahu and former defense minister Moshe Ya’alon while toning down its disapproval of the conduct of the Israel Defense Forces, according to leaks to Israeli media.Shapira’s report found that despite Netanyahu’s claims to the contrary, the prime minister and Ya’alon did not properly inform the high-level security cabinet of the extent of the tunnel threat, Channel 2 said in November. The cabinet was only notified of the dangers one week before the start of the war, after then-economy minister Naftali Bennett presented the ministers with the information and offered possible solutions to disarm the underground network, the report said, according to Channel 2.Netanyahu has repeatedly denied that cabinet members were not apprised of the threats but two of his chief political rivals, Bennett and Yesh Atid leader Yair Lapid, both of whom were cabinet members during the war, have repeatedly claimed that the cabinet was not properly updated on the issues.Both Lapid and Bennett on Monday urged lawmakers to release the full report.“We must not suppress the report on Protective Edge or use it to see heads roll,” but rather learn from it, said Bennett at the weekly Jewish Home faction meeting.“Only the disclosure of the non-confidential elements and learning its details will allow us to move forward,” said Bennett. “I was there; we have what to improve upon.”Yesh Atid leader Lapid said the government must make the report public for the sake of the bereaved Israeli families of soldiers killed in the 50-day conflict.“They need to release the report for the families of the fallen, they deserve to know what happened there. WASHINGTON — A Washington group of lawyers and researchers plans to file a federal lawsuit against Donald Trump Monday, alleging that the US president is violating a constitutional ban on accepting payments from foreign governments.In a statement released Sunday the Citizens for Responsibility and Ethics in Washington (CREW) said the newly sworn-in Trump was in violation of the Constitution because his business properties abroad operate partly based on goodwill from foreign governments and regulators.The US Constitution states that no federal official can receive a gift or “emolument” from a foreign government.“We did not want to get to this point,” CREW executive director Noah Bookbinder said in the statement. “It was our hope that President Trump would take the necessary steps to avoid violating the Constitution before he took office.”“We were forced to take legal action.”The group cited payments from guests at his hotels and golf courses and space leased in his properties by foreign governments as examples of “getting cash and favors.”The CREW nonprofit will not seek monetary damages but intends to file the suit in a Manhattan federal court when it opens Monday morning.“President Trump has made his slogan ‘America First,'” Bookbinder said.“So you would think he would want to strictly follow the Constitution’s foreign emoluments clause, since it was written to ensure our government officials are thinking of Americans first, and not foreign governments.”Trump’s two eldest sons Eric and Donald Trump Jr. are officially staying in New York and running the Trump Organization in their father’s absence.The new president stopped short of making a full divestment prior to taking office, earning a swift rebuke from an ethics watchdog and Democratic Party opponents.
