Nov, 19:37-The British government has decided to opt in to a new regulation for Europol, ensuring it will still be part of the EU police agency after May 2017 despite negotiating UK's EU exit."The UK is leaving the EU but the reality of cross-border crime remains," minister for policing Brandon Lewis told MPs on Monday (14 November), while announcing the government's decision.He said that "Europol provides a valuable service to the UK and opting in would enable us to maintain our current access to the agency, until we leave the EU."Britain had until the end of the year to choose whether to opt in to the new regulation, which will enter into force on 1 May 2017.The regulation, which was adopted earlier this year, gives new powers to Europol in the fight against cross-border crime, terrorism, and cybercrime. it makes it easier for the agency to set up specialised units and to serve as a hub for EU national agencies.In return, the new rules strengthen data protection safeguards and give more oversight powers to European and national parliaments.Britain, which has been a member of Europol since the agency was created in 1998, does not participate in all EU home affairs schemes, like the passport-free Schengen area. Europol's new rules mean that Britain must opt in to remain part of it.“‘Opt in' means UK will remain full member of @Europol after revised regs take effect May 2017 and until Brexit. OTTAWA — The Liberal government faced fresh accusations of misleading the public on Tuesday after the country's top soldier said Canadian troops have been allowed to fire first in Iraq.Government and military officials have previously said Canadian troops can and have fired in self-defence, including to defend their Kurdish partners and civilians.Chief of defence staff Gen. Jonathan Vance told a parliamentary committee on Tuesday that such defensive fire includes instances where his troops have taken the first shot against the Islamic State of Iraq and the Levant."We are allowed to deal with a threat that is emerging that would overwhelm those we are working with, or ourselves, if we didn't deal with it," Vance said after the committee meeting.He cited as an example a situation where Kurdish forces might not have the weaponry to destroy an ISIL suicide bomber driving a heavily armoured vehicle. Canadian troops have been pictured with anti-tank missiles in Iraq."That is the definition of defensive fire," Vance said. "We don't have to be shot at first. We can take the first shot if it is to save lives."The general told committee members there has been "all sorts of speculation" and "wordsmithing" around the mission in Iraq, but that the military continues to operate within the limits laid down by the government.Defence Minister Harjit Sajjan echoed that assessment in the House of Commons, adding Canadian soldiers have a duty to protect civilians when required."In many cases they need to protect not only themselves, their coalition partners and civilians," Sajjan said in response to opposition questions."This is an imperative they have a duty to do so. Fort McMurray wildfire recovery to spur $5.3 billion in spending, report says-[The Canadian Press]-November 15, 2016-YAHOONEWS

CALGARY — The massive efforts to respond to and rebuild after the wildfire of Fort McMurray, Alta., will spur economic growth in the coming years but leave insurance companies and governments with a tab of more than $5 billion, says a new report.The Conference Board of Canada said in a paper released Tuesday that the spending will add 0.4 per cent or $1.1 billion to Alberta's GDP next year, followed by growth of 0.2 per cent and 0.1 per cent in 2018 and 2019, respectively.The ramp-up in reconstruction, needed to rebuild the nearly 2,000 homes and businesses destroyed by the May fire, is also expected to create about 9,000 jobs next year and cut a 0.1 percentage point off the unemployment rate.The report concluded that the economic boost from spending on the fire this year will be more than offset by lost oilsands production as companies were forced to shut down operations, shaving off 0.1 per cent or $456 million from Alberta's GDP.The Conference Board also warned that while the increased spending in the coming years will boost the GDP, it isn't suggesting there will be any overall benefit to the disaster."We're really not better off down the road," said Pedro Antunes, deputy chief economist at the Conference Board in a media call. The NDP government's upcoming carbon tax won't ruin the province's finances despite opponents' claims to the contrary, a University of Calgary economist said Tuesday."It won't be free, but it won't kill the economy," said Trevor Tombe, a research fellow at the School of Public Policy.An "economy killer" is how the head of the Alberta Wide Rally — the group that's launched a petition to hold a plebiscite on the tax — described the levy to the Calgary Eyeopener on Monday."This is will dramatically harm not only the Alberta advantage," Todd Beasley said, "but it will absolutely destroy the Canadian advantage given that the United States has said clearly they are not going to install a carbon tax."During his turn at the Eyeopener's mic on Tuesday, Tombe said strong opinions are to be expected around such a contentious issue.Lollipops won't fall from sky-"Opponents are not surprisingly going to say that the sky is going to fall as a result of the policy," Tombe said."And proponents will say just the reverse — that it's the greatest thing since sliced bread and that lollipops will be falling from the sky after we implement it."The truth, Tombe believes, is somewhere in between."And economists are almost universally convinced by the evidence that pricing carbon through, for example, a carbon tax is the cheapest way to lower emissions."Tombe said there are some estimates about what the tax will mean for the economy and "roughly speaking, it will probably shave about 0.05 per cent off our annual GDP growth for a couple of years."When it all shakes out, he said the overall reduction to the economy could be slightly less than that.The NDP will begin implementing the tax in January.With files from the Calgary Eyeopener

A study suggests Canada's attempts to set a price on carbon are being undercut by subsidies to the fossil-fuel industry.A coalition of four environmental groups have summed up tax exemptions, investment credits and royalty breaks used by the fossil- fuel industry and compared the total against emissions data from Environment Canada.The "carbon subsidy" averages out to the equivalent of $19 per tonne of carbon dioxide.That almost equals the price on carbon Alberta plans to implement next year, doubles the proposed initial federal price and negates two-thirds of British Columbia's $30 carbon levy."These subsidies undermine the notion of a price on carbon, which is intended to give incentives to reduce our fossil-fuel use and move toward cleaner use of energy," said Dale Marshall of Environmental Defence, one of the groups involved in the study.Still, some warn ending those benefits wouldn't reduce emissions much and would chase investment out of the country.The report calculates the total cost of fossil-fuel subsidies at about $3.3 billion a year. Nearly $1.2 billion comes from favourable federal tax treatment of oil and gas exploration and development projects.There's no reason for that, Marshall said. Research suggests many of current oil and gas reserves already mapped will have to be left in the ground if climate change is to be kept under two degrees of warming."We know from the science that the vast majority of the reserves that are already there can't be exploited."The second-biggest subsidy comes from Alberta, which provides $1.1 billion through forgone revenues from royalty reductions. The rest comes from a mix of federal and provincial tax credits and other subsidies.Marshall said governments should be working to gradually scale down the industry, not encourage its growth."Fighting climate change means managed decline in fossil-fuel sectors. "We obviously have to work with the provinces. We've already had discussions and I've had discussions with the finance minister."But tax breaks for exploration and development are how governments share risk at the iffiest end of the industry, said Jon Stringham, economics manager for the Canadian Association of Petroleum Producers. Removing them would simply divert investment to other countries — many of which, such as a Donald-Trump-led United States, are less than keen to reduce carbon emissions."Any (carbon regulation) on the American side is going to hit the dustbin," said Stringham. "We're not going to see onerous regulations."You're going to see investment flow out of Canada into the U.S."Finding new reserves allows industry to focus on those that are least carbon intensive, Stringham added.Mark Jaccard, an energy economics at Simon Fraser University, points out the federal tax benefit is designed to encourage the overall mining and resource development sector. PARIS (Reuters) - More outbreaks of a severe strain of bird flu in Europe are likely to occur in the next few weeks as wild birds believed to transmit the virus migrate southward, the deputy head of the world animal health body said on Tuesday.North America, especially the United States where bird flu last year led to the death of about 50 million poultry, should also prepare for new cases, said Matthew Stone, Deputy Director General of the World Organisation for Animal Health (OIE).Eight European countries and Israel have found cases of the highly contagious H5N8 strain of bird flu in the past few weeks and some ordered that poultry flocks be kept indoors to avoid the disease spreading.Most outbreaks involved wild birds but Germany, Hungary and Austria also reported cases in domestic duck and turkey farms where all poultry had to be culled."From the level of exposure that we have seen to date I would expected more detections, hopefully only in wild birds but it is certainly possible that the presence of this virus in wild birds will create an opportunity for exposure in domestic poultry," Stone told Reuters in an interview."The OIE is very concerned for the impact on our member countries and particularly those where there has been exposure of domestic poultry and where significant control operations are underway," he added.Wild birds can carry the virus without showing symptoms of it and transmit it to poultry through their feathers or feces.The H5N8 virus has never been detected in humans but led to the culling of millions of farm birds in Asia and Europe in 2014.-REDUCING RISKS-In the United States the bird flu crisis last year sent egg prices to all-time highs because of the losses and dozens of countries imposed total or partial bans on U.S. poultry and egg imports.It would be "no surprise at all" to see new detections in wild birds in North America, Stone said, adding that he hoped the biosecurity framework set up by the U.S. industry and the government would reduce the risk of large-scale outbreaks."At this stage we have to take history as our best indicator of what may well play out over the next few months," Stone said.Bird flu cannot be transmitted through food. WELLINGTON (Reuters) - Two New Zealand navy vessels on Wednesday reached a small South Island town cut off for more than two days by a devastating earthquake, bringing supplies of food and water and plans to evacuate hundreds of stranded tourists and residents.The USS Samson, the first U.S. warship to visit the South Pacific nation in three decades, was also steaming to the region and was providing two helicopters to help in recovery efforts.Until an agreement reached last month, U.S. military ships had been prevented for visiting New Zealand due to the country's nuclear-free stance adopted in the 1980s.The 7.8-magnitude tremor which struck just after midnight on Sunday buffeted much of central New Zealand, killing two people and completely cutting off the seaside town of Kaikoura around 150 km (90 miles) north of Christchurch.The HMNZS Wellington was now surveying the harbour area at Kaikoura to ensure it was safe for vessels, Civil Defence director Sarah Stuart-Black told reporters.Pictures shared on social media showed large sections of rocky coast, covered in seaweed and abalone, apparently lifted out of the sea by the force of the quake.Officials said more than 400 people had been evacuated by helicopters from the town, a popular base for whale watching, including a dozen with a range of injuries. SOCHI, Russia (Reuters) - Russia launched coordinated missile strikes against rebels in Syria on Tuesday and Moscow for the first time used its only aircraft carrier in combat, Defence Minister Sergei Shoigu said.Shoigu said a frigate had fired cruise missiles, jets from the Admiral Kuznetsov, Russia's sole aircraft carrier, had been involved in action, and missiles had been loosed from a mobile land-based missile system inside Syria.In Washington, Captain Jeff Davis, a Pentagon spokesman, said he was aware of the announcement, but was still looking into the strikes."From a pure military perspective, Russia already has significant capabilities inside Syria," Davis said. TRIPOLI (Reuters) - An air strike targeting Islamist militants has killed at least seven people near the southwestern Libyan city of Sabha, a local official and media reports said on Tuesday.Gunmen later seized the remains of the suspected militants from a morgue, said the official, who did not want to be identified for fear of reprisals.The early morning strike hit three houses in Gardah, northwest of Sabha, destroying two of them and damaging the third, said the official.It was not clear who carried out the strike, and military officials could not immediately be reached for comment. U.N. envoy urges Trump to back Syria 'devolution' to beat Islamic State-[Reuters]-By Tom Miles-November 15, 2016-YAHOONEWS

GENEVA (Reuters) - The U.N. Syria envoy said on Tuesday that U.S. President-elect Donald Trump was right to seek to work with Russia to beat Islamic State in Syria, but he urged Trump to help push for political reforms to stop the militant group gaining recruits.Speaking on the BBC's Hardtalk programme, Staffan de Mistura said it was crucial to fight IS, also known as Daesh, but that a long-term victory required "a completely new approach" to a political solution."In other words, some type of political devolution in Syria. Otherwise many other people, unhappy in Syria, may join Daesh while they are fighting Daesh," he said.He did not spell out what devolution meant but said it should be the focus of a new U.S.-Russian discussion, and suggested it could lead to an Iraqi-style decentralisation, giving some autonomy to the Kurds and ensuring Sunni Muslims do not feel disenfranchised, while preserving the unity of Syria.But Anas al-Abdah, president of the opposition Syrian National Coalition, said all sides had accepted that a political transition was the goal for any negotiation."Any attempt to slide back on that will be dangerous and counterproductive," he told Reuters."Devolution cannot be the sole entry point to the solution and it certainly cannot replace the key demand of Syrians: that Assad who has murdered hundreds of thousands of his own citizens should step down, and he clearly cannot be part of the transitional period or the future of Syria."De Mistura presided over a fitful Syrian peace process in the first half of this year, but it finally stalled because cooperation collapsed between U.S. Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov.Russia has maintained strong support for Syrian President Bashar al-Assad, whom it regards as a bulwark against "terrorists". Three Minnesota men sentenced for support of Islamic State-[Reuters]-By Timothy Mclaughlin-November 15, 2016-YAHOONEWS

(Reuters) - Three Somali-American men in Minnesota were sentenced to prison terms on Tuesday for conspiring to support the Islamic State militant group, the U.S. Department of Justice said.The three men are part of a larger group of nine Somali-Americans from Minnesota who are being sentenced this week on charges of trying to aid Islamic State, which holds territory in Iraq and Syria and has sympathizers and recruits around the world who have carried out shootings and bombings of civilians.On Monday, three men were handed sentences ranging from time served to 10 years in prison in federal court in Minneapolis. Three others will be sentenced on Wednesday.Hamza Ahmed, 21, was sentenced on Tuesday to 15 years in prison, the Justice Department said in a statement.In November 2014, Ahmed was stopped at JFK International Airport in New York as he sought to travel to Turkey. Ahmed was indicted in February 2015 on charges of conspiring to support Islamic State and lying to federal agents. He pleaded guilty in April."I want you to understand I am not completely changed," the Minneapolis Star Tribune newspaper quoted Ahmed as saying in court on Tuesday. "I'm in the process, but nobody changes overnight. I'm trying every day."After Ahmed's sentencing hearing, Hanad Mustafe Musse, 21, was sentenced to 10 years in prison.Prosecutors accused Musse of trying to leave the United States twice to join Islamic State, first in November 2014 in New York and again in April 2015 when he was arrested in Minnesota.He pleaded guilty to the charges of attempting to support the Islamic State in September 2015.Adnan Farah, 20, was the final man sentenced on Tuesday. He received a 10 year prison sentence. All three men also received 20 years supervised release.Farah was arrested in April 2015. Israel will on Tuesday launch a bidding process for oil-and-gas exploration licences off its coast in the Mediterranean, the first such offers in four years.The government has high hopes for the new blocks being offered following the discoveries of the Tamar and Leviathan natural gas fields off the coast since 2009.Israel hopes the Leviathan field will eventually allow it to become a gas exporter, which could provide it with additional leverage in the turbulent Middle East.According to the energy ministry, 24 offshore blocks will be offered for exploration in the first round starting Tuesday and ending around March 2017, each up to 400 square kilometers (155 square miles).The recent approval of a long-delayed natural gas industry framework by the government has cleared the path for Israel to move forward.— AFP

GAZA CITY (AP) — Like millions of Syrians, Wareef Hamedo fled the civil war in his homeland in search of safety and security. But in a decision he now regrets, he chose to go to Gaza.Hamedo’s family is among 12 Syrian households that found refuge in Gaza after the civil war erupted in 2011 and are now trapped in the war-battered territory, ineligible for most social services granted to Palestinians but also unable to travel abroad.“We are trying to get out of Gaza to any European country or where a Syrian refugee can find care,” said Hamedo, a chef from Aleppo who is an unofficial spokesman for the Syrian families here. “Gaza was a phase for the Syrians. We came to it because of the conditions that forced us to.”About 250 families from Palestinian refugee camps in Syria made their way to Gaza in the first two years of the Syrian civil war. As Palestinian refugees, they were eligible for services such as health care, education and food assistance from UNRWA, the UN agency that assists Palestinian refugees.About two dozen Syrian families also chose to migrate to Gaza after initially fleeing to Egypt. As the situation in Egypt deteriorated, they entered neighboring Gaza through smuggling tunnels. Some managed to leave before the Egyptian army shut most of the tunnels in 2013. But half still remain.Egypt closed the tunnels following the ouster of Islamist President Mohammed Morsi, who had been a close ally of Gaza’s Hamas rulers. The loss of the tunnels, along with a devastating 50-day war with Israel in 2014, caused Gaza’s economy to collapse. Unemployment has soared, and the cash-strapped Hamas government has failed to provide shelter for the Syrians.“We got many promises, but nothing was done,” Hamedo said.While UNRWA serves Palestinian refugees, the main international body assisting displaced Syrians is the UN Refugee Agency, UNHCR, which has no offices in Gaza. The Palestinian territories also have no official Syrian diplomatic mission, so the families cannot renew passports or register their newborns. And because they entered Gaza illegally through the tunnels, they have no way of exiting. With no legal status, work or aid, the Syrians can do little but wait for a miracle to leave.Majed al-Attar wistfully recalled his life in Damascus, where he said he had a spacious home, two cars and a warehouse full of cement and building materials. His expired passport is full of Jordanian, Egyptian and Saudi stamps he collected in his business travels.The house and its surroundings were hit from the air “and everything was wiped out,” the 49-year-old said. So, he moved with his wife and child to Egypt in 2012.In the run-up to the 2013 military overthrow of Morsi, things quickly deteriorated, and the options were to join migrants on “the death boats” to Europe or move to Gaza, he said. The second option seemed smarter since his wife is originally Palestinian and had relatives in the Gaza border town of Rafah.In Gaza, al-Attar was displaced again during the 2014 war, when he had to flee bombing and sleep in UN school shelters for several weeks. “It was a disaster for us,” he said.Now unemployed, he cannot afford to buy kindergarten clothes for his son who was born here in 2014. The boy has no official documents or citizenship, only a hospital notification that shows his name and date of birth. Most of the money he earns as a day laborer goes to the rental of a half-finished, sparsely furnished apartment. His wife managed to qualify for some UNRWA benefits, including schooling for the boy, but most benefits are out of reach because al-Attar is not Palestinian.“I regret coming here,” he said. “We just hope to get out from here next month or the month after with my wife and children to live in dignity and freedom and with a secure future for them.”As Gaza struggles to rebuild damaged homes, over 11,200 families are still displaced after the 2014 war with Israel. That has made it even harder for the Syrian families to find adequate shelter.Amer Foura’s family, originally from the southwestern Syrian city of Deraa, has found shelter in a hospital.His wife, Kholoud, a 39-year-old mother of five, has developed muscular dystrophy and is now hooked up to a respirator at Gaza’s Al-Wafa hospital. Her husband and children sleep in beds and mattresses in her hospital room.“I have lived in Al-Wafa hospital for about a year and a half,” said the husband, who is unemployed. “My only home is Al-Wafa since it’s able to provide and take care of me.The Syrians scrape by with menial jobs and occasional donations from local charities.Hamedo, the chef, is full of nostalgia, spending time daily flipping through pictures from his life in Aleppo, where he ran a restaurant called Café D’alep.He pointed to a photo of a blond woman. “This was my girlfriend. She died in an airstrike,” he said.He enjoyed some initial success in Gaza, opening a restaurant that enjoyed early popularity, but ultimately went out of business because of the weak economy, constant power outages and shortages of cooking gas. He has since married a local woman and last month, they had their first child, a girl.“We just need to get the basics secured in our stay here,” he said.

An improvised explosive device was detonated next to an IDF patrol in the West Bank without any injuries, the army said Monday morning.The bomb attack occurred as a patrol passed near the Palestinian town of al-Khader, outside of Bethlehem in the southern West Bank.“No injuries have been reported,” an army spokesperson said. It was not clear if there was any damage to the patrol vehicle.The IDF said forces were searching the area for suspects behind the blast.In October, Israeli security forces at a checkpoint near to al-Khader arrested a Palestinian man caught transporting a stash of weapons that included three improvised firearms, two magazines, ammunition and bullets.The Shin Bet security services said recently October had seen a sharp 30 percent increase in attacks over September, following a spurt of violence after months of attacked had appeared to wane over the summer.The Shin Bet recorded a total of 153 attacks in October, with nearly a third occurring in Jerusalem, compared to 109 attacks in September, according to the security agency’s monthly report, which it published on its website last week.While rarer than rocks and Molotov cocktails, crude IEDs — usually pipe bombs — are occasionally used by Palestinians to target Israeli army patrols.The Shin Bet said in July it had arrested three Palestinian dentists, a nurse and one other man for allegedly carrying out a pipe bomb attack that seriously injured an IDF officer at the entrance to the Palestinian village of Hizme the month before.On the night of May 10 — just after the start of Israel’s Memorial Day — the Israeli patrol was struck by an improvised explosive device, composed of four pipe bombs, which was detonated by cell phone next to Lt.
