Canada to have carbon-cutting measures beyond pricing: minister-[Reuters]-October 9, 2016-YAHOONEWS

The plans may include investing in social housing and retrofitting old buildings, she said.It is unclear if the measures will force regulatory changes on sometimes unwilling provinces, as will be the case with the carbon pricing. (Reuters) - Emergency crews in boats rescued hundreds of people from floodwaters and plucked others from rooftops by helicopter in North Carolina after former hurricane Matthew flooded much of the U.S. Southeast before weakening on Sunday and turning out to sea.Matthew, the most powerful Atlantic storm since 2007, was downgraded to a post-tropical cyclone on Sunday after its rampage through the Caribbean killed nearly 900 people in Haiti and at least 16 people in the United States.Haiti also has suffered from outbreaks of cholera and about 61,500 displaced people were in shelters, officials said. In the United States, more than 2 million U.S. homes and business had lost power.The storm was moving east-northeast out to sea, according to the National Hurricane Center's 11 a.m. (1500 GMT) report, which placed the centre of the storm 100 miles (160 km) off the coast of Cape Hatteras, North Carolina.Although Matthew lost its tropical characteristics, no longer feeding off warm ocean water, the storm still packed dangerous winds with a maximum speed of 75 mph (120 kph), down from 130 mph (210 kph) at full strength. Storm surges and flooding also remained a threat, the hurricane centre said."There's no way it's coming back (to the coast)," said Dennis Feltgen, a spokesman for the hurricane centre.Officials said many coastal and inland communities were still under water, either from coastal storm surge or overrun rivers and creeks, and dangerous conditions existed from downed power lines and damaged homes.U.S. President Barack Obama declared a state of emergency in Georgia and Florida, freeing up federal money to help the states repair damaged infrastructure and remove debris. (Reuters) - Joan Galasso walked through the empty wreck of the waterfront seafood restaurant she and her husband started a quarter-century ago and was horrified.Hurricane Matthew had ripped away the deck where tourists had gathered to eat, drink and watch the sun set. It had smashed through the windows and shoved one of the dining booths into the kitchen."It looks like a war zone," Galasso, 63, said of her restaurant, Matanzas Innlet, located about 15 miles south of St. Augustine. "It's a total loss."Galasso was one of millions of residents of the U.S. southeastern coast returning to homes and businesses hammered by the storm.Matthew was a Category 5 hurricane, the most powerful classification of storm, at its peak but was downgraded to a post-tropical cyclone on Sunday as it headed away from the North Carolina coast. It killed at least 11 people in the United States and close to 900 in Haiti.Officials in Florida, Georgia, South Carolina and North Carolina had urged people along parts of a 600-mile stretch of coast to evacuate. Some 2 million people were without power and streets were darkened miles from the coast.Long lines of cars snaked along the roads leading to Florida's barrier islands, which bore the storm's brunt, after police began to let residents back across.-'IT'S HEARTBREAKING'-Barry Fauts, 72, came back to find his property in coastal St. Augustine shattered by the storm."It's heartbreaking," he said as he looked at the jagged mess of shattered wood that had once been a 2,000-square-foot ocean-facing deck attached to his two rental units. I guess the next step is call my insurance agent."CoreLogic, a real estate data firm, estimated the storm may have caused up to $800 billion in damage to property along the U.S. coast.Farther south police and National Guard troops still had the main road closed, saying the road was impassable.On St. Augustine Beach, streets were clogged with tree limbs and power lines. A frost advisory is in effect for the city of Toronto tonight, although areas closer to Lake Ontario can expect milder conditions.Temperatures in Toronto are expected to hit 4 C tonight, but could feel as cold as 1 C.The frost could damage plants in frost-prone areas, according to Environment Canada, which has advised Torontonians to cover up their plants.Frost warnings are also in effect for Mississauga, Barrie, Brampton, Burlington, Guelph, Vaughan, Oshawa and Whitby.

PORT SALUT, Haiti/PORT-AU-PRINCE (Reuters) - Cholera has killed at least 13 people in southwest Haiti in the wake of Hurricane Matthew, officials said on Saturday, as government teams fanned out across the hard-hit southwestern tip of the country to repair treatment centers and reach the epicenter of one outbreak.The storm took the lives of nearly 900 people in Haiti, many in remote towns clustered near the headland, according to a Reuters tally of numbers given by local officials.Haiti's central civil protection agency raised to 336 its official death toll, a slower count because officials must visit each village to confirm the numbers.The government said there would be three days of national mourning.Six people died of cholera in a hospital in the town of Randel, which is inland on the peninsula, and another seven died in the coastal town of Anse-d'Ainault on the western tip, the officials said, likely as flood waters mixed with sewage.Cholera causes severe diarrhea and can kill within hours if untreated. Oct, 09:20-Catalonia's rift with Madrid looks set to widen following a vote in the region's parliament to leave Spain.On Thursday (9 October), Catalan lawmakers backed plans for a referendum, next September, on whether to remain a part of greater Spain. The bid obtained 72 votes in favour and 11 abstentions.The move largely defies an August decision by Spain's Constitutional Court that annulled their demands to press ahead with independence. Spain's caretaker prime minister, Mariano Rajoy, has also repeatedly refused to back any measure that could lead to a split.But the prosperous northeastern region remains defiant.Catalonia's regional president Carles Puigdemont earlier in January promised independence in 18 months. They are also setting up state structures, including a Catalan tax authority, to prepare for any future separation."By the end of June 2017, we will have the state structures prepared to become an independent state," said Puigdemont in September.Puigdemont is also pressing ahead despite moves by state prosecutors, earlier this month, to ban Catalonia's former separatist chief Artur Mas from holding public office for ten years. VANCOUVER — A proper funeral is far more than an end-of-life celebration for practising Catholics, who believe last rites cleanse the soul of sin in preparation for eternal life in heaven.But for the faithful questioning whether those final sacraments are available to a loved one who has chosen a medically assisted death, the answer may depend on whom in the church they ask.Catholic doctrine is unequivocal in its opposition to any form of suicide, but Canadian bishops have taken different positions on whether churchgoers who choose an assisted death should be absolutely barred from having an official funeral.Some religious experts say the schism is the product of Pope Francis's arrival at the helm of the Catholic Church in 2013, and his emphasis on tolerance and compassion.Wayne Sumner, a professor emeritus of philosophy at the University of Toronto, said a more flexible approach to the granting of funeral rites is in line with Pope Francis's similarly softened tone on homosexuality, divorce and the ordination of women."I think you've got some hardliners here who want to follow the doctrine and you've got some others who feel a compassion for people who have chosen this route and don't want to punish them or their families any more or unnecessarily," he said.In the wake of assisted dying becoming legal in Canada earlier this year, six bishops in Alberta and Northwest Territories released guidelines last month instructing priests to refuse funerals for people who choose assisted dying. CHEMNITZ, Germany (Reuters) - German police commandos stormed an apartment in the eastern city of Chemnitz on Sunday and detained a man in connection with a hunt for a Syrian refugee suspected of planning a bomb attack."Nobody was injured and no shots were fired. We've taken the man into custody and we are questioning him now," said Tom Berhardt, spokesman for the Saxony state criminal investigation office.Police found explosives in another apartment they raided in the city on Saturday but have been unable to track down the suspect, 22-year-old Jaber Albakr. Police saw him at the door of the apartment block before he slipped through their grasp.Police evacuated the residential building and fired a warning shot before storming the first apartment only to find Albakr was not there, said Kathlen Zink, another official at the Saxony state criminal investigation office.The German authorities have informed foreign security services about Albakr, Zink added. DUBAI (Reuters) - An air strike on a funeral gathering, widely blamed on Saudi-led warplanes, poses more trouble for a Western-backed Arab campaign against Yemen's Houthis that has long been criticised for civilian losses.The White House announced an immediate review of Washington's support for the 18-month-old military push after planes hit mourners at a community hall in the capital Sanaa on Saturday, killing 140 people according to one U.N. estimate and 82 according to the Houthis.The statement from Riyadh's main ally, noting for the second time in as many months that U.S. support was not "a blank check", sets up an awkward test of a Saudi-U.S. partnership already strained by differences over wars in other Arab lands.The reproach also indirectly hands a propaganda win to Riyadh's arch rival Tehran, a Houthi ally that has long seen the Sunni kingdom as a corrupt and domineering influence on its impoverished southern neighbour, diplomats say.Sources in the Saudi-led coalition denied any role in the attack, but Riyadh later promised an investigation of the "regrettable and painful" incident, with U.S. expert advice. The move was apparently aimed at heading off further criticism of a military campaign already under fire for causing hundreds of civilian deaths in apparently indiscriminate attacks.-PRESSURE-"There will be pressure on the campaign," said Mustafa Alani, a security analyst close to Saudi Arabia's interior ministry. BEIRUT (Reuters) - A powerful Syrian Islamist insurgent group on Sunday pledged allegiance to former al Qaeda branch Jabhat Fateh al-Sham, a statement circulated by rebel officials and reported by a monitoring group said.The Jund al-Aqsa group said it was trying to settle differences with Ahrar al-Sham, with which it has been fighting for days in the northwestern Idlib province, so as not to weaken rebel fighting against President Bashar al-Assad's government.Government forces in recent days have captured territory from rebels taking advantage of infighting, the Syrian Observatory for Human Rights has reported.On Sunday they made further gains, recapturing the villages of Maan and al-Kabariya, which rebels including Jund al-Aqsa fighters had seized last month.The Observatory, which also reported Jund al-Aqsa's announcement, said the group was seeking the protection of Jabhat Fateh al-Sham.Jund al-Aqsa's statement - circulated by rebel officials from other groups and carrying the Jabhat Fateh al-Sham stamp - did not say how pledging allegiance to Jabhat Fateh al-Sham would mend its relationship with Ahrar al-Sham.The British-based Observatory said the two rebel groups were still fighting late into Sunday evening.The move appears to formalise Jund al-Aqsa's ties with Jabhat Fateh al-Sham, formerly the Nusra Front, which changed its name in July and said it was breaking from the al Qaeda network founded by Osama bin Laden.Jund al-Aqsa, which is on the U.S. State Department's list of terrorist groups, has been heavily involved in fighting in the west and north of Syria including around Aleppo in the most recent months of the five-year-old civil war that has killed hundreds of thousands of people.Syria's Islamist insurgents have eclipsed more moderate and Western-backed nationalist rebel groups in the conflict.Nusra Front's breaking of ties from al Qaeda appeared aimed at assuaging Syrians who had misgivings about its links with foreign jihadists. ADDIS ABABA (Reuters) - Ethiopia's Prime Minister Hailemariam Desalegn declared a six-month nationwide state of emergency on Sunday, saying months of unrest threatened the nation's stability.Rights groups say more than 500 people have been killed in protests in the Oromiya region since last year, when anger over a development scheme for the capital turned into broader anti-government demonstrations over politics and human rights abuses.The government says the death toll is inflated."A state of emergency has been declared because the situation posed a threat against the people of the country," Hailemariam said on state-run television."Vital infrastructure, businesses, health and education centres, as well as government offices, and courts have been destroyed," he said.He also repeated earlier promises of reform and plans for dialogue with the opposition.The state of emergency was effective from Oct.8.The violence in Oromiya, Ethiopia's largest and most populous region which surrounds the capital Addis Ababa, and to a lesser extent in the Amhara province, has put a shadow over a nation where a state-led industrial drive has created one of Africa's fastest growing economies.But the government also faces rising international criticism and popular opposition to its authoritarian approach to development.The unrest has included attacks on businesses, many of them foreign-owned, including farms growing flowers for export.Attorney General Getachew Ambaye said the decree would permit authorities to stop and search and also detain suspects without court authorisation, as well as carry out house searches.It also bars the "preparation, distribution and exhibition of material that could incite chaos", he said in an official announcement.The measures did not contain curfews, but Getachew said the command post set up to oversee the implementation of the legislation and chaired by Hailemariam would determine where and when to impose curfews "should the need arise"."Failure to observe the measures would lead to imprisonment for a period of five years," he said.Mulatu Gemechu, deputy chairperson of the opposition Oromo Federalist Congress, told Reuters that the unrest could worsen if security forces were to be granted more powers and expand their presence in Oromiya."These are peaceful protesters who have been demanding that soldiers are pulled out. (Reuters) - The coast-hugging path that forecasters expect Hurricane Matthew to take as it moves up the Atlantic seaboard on Friday and Saturday could make the storm one of the most devastating ever to hit the U.S. Southeast, according to experts.If Matthew skirts the coast of Florida, Georgia and South Carolina as experts expect, rather than slamming directly into land as most hurricanes do, the storm would keep drawing energy from the warm ocean waters, fuelling its destructive force."Once they make landfall, they will dissipate, but in the case of Matthew, it is going to be half over the ocean and continue to gain energy and hold together for much longer," said Isaac Hankes, a weather research analyst at Lanworth Inc, a company owned by Thomson Reuters Corp.After killing nearly 300 people in the Caribbean, the hurricane was likely to remain a Category 4 storm on the five-step Saffir-Simpson scale as it approaches the United States, according to the U.S. National Hurricane Center.As a consequence, the slow-moving storm, sporting winds of up to 140 miles per hour (225 km per hour), could prove to be more devastating than most hurricanes, even those that are just as powerful but slam directly into a single state."If it can live along the coast for a day and a half, it is going to be doing damage in terms of cost," said David Nolan, professor and chair of the Department of Atmospheric Sciences at the University of Miami. NEW YORK (Reuters) - Hurricane Matthew, the fiercest Caribbean storm in nearly a decade, roiled commodities markets and forced companies from cane refiners to orange juice makers to shutter as it whipped its way toward the southeastern United States on Thursday.Southeastern companies were closing down operations ahead of a storm that could threaten some two million tonnes of sugar and trees representing over 90 million boxes of citrus fruits in Florida. About half a million acres of cotton were at risk from torrential rain in North and South Carolina, where farmers have already been struggling during a rainy harvest.Officials issued a state of emergency for parts of Florida, Georgia and the Carolinas for the Category 4 hurricane that by Thursday afternoon had already taken the lives of 140 people, mostly in Haiti. Port operations along the coast were slowing or shut.For commodities markets including U.S. sugar, orange juice and cotton, the storm prompted a volatile week of trade. Though forecasters like senior meteorologist Drew Lerner of World Weather Inc said damage to Florida's sugar and citrus crops would likely be limited, producers were readying for the worst.The storm has forced a shutdown of sugar operations just days into the harvest, said Ryan Weston, executive vice president of the Sugar Cane League, which represents growers in Florida, Texas and Hawaii."Depending on the intensity and path of the winds, hurricanes will knock the cane down to the ground, slowing harvest way down. (Reuters) - Hurricane Matthew, the fiercest Caribbean storm in nearly a decade, strengthened as it barreled toward the southeastern United States on Thursday after killing at least 69 people, mostly in Haiti, on its deadly northward march.As Matthew blew through the northwestern Bahamas on Thursday en route to Florida's Atlantic coast, its winds increased to 140 miles per hour (220 kph), the U.S. National Hurricane Center said.That made it an "extremely dangerous" Category 4 hurricane and it was likely to remain so as it approached the United States, where it could either take direct aim at Florida or brush along the state's coast through Friday night, the center said.Some 65 people were killed in Haiti and thousands were displaced after the storm smashed homes and inundated neighborhoods earlier in the week.The National Hurricane Center extended its hurricane warning area farther north into South Carolina and more than 12 million U.S. residents were under hurricane watches and warnings, according to the Weather Channel.Roads in Florida, Georgia and North and South Carolina were jammed and gas stations and food stores ran out of supplies as the storm approached, carrying with it strong storm surges, heavy rain and high winds.Matthew was 180 miles (290 km) southeast of West Palm Beach at about 11 a.m. EDT (1500 GMT), and 25 miles (40 km) from Nassau, the capital of the Bahamas, the hurricane center said.The damage could be "catastrophic" if the hurricane slammed directly into Florida, Governor Rick Scott warned, urging some 1.5 million people in the state to heed evacuation orders.“If you're reluctant to evacuate, just think about all the people who have been killed,” Scott told a news conference on Thursday. “Time is running out. This is clearly either going to have a direct hit or come right along the coast and we're going to have hurricane-force winds."Scott, who activated several thousand National Guard troops to help deal with the storm, warned that millions of people were likely to be left without power.With an expected storm surge of up to 9 feet (2.7 meters), he said people should stay away from beaches. "Do not go on the beach," he said. "This will kill you."The four U.S. states in the path of the hurricane declared states of emergency, a move empowering their governors to mobilize the National Guard.It was too soon to predict where in the United States Matthew was likely to do the most damage, the Hurricane Center said.Shelters in Florida, Georgia and South Carolina were opened for evacuees. Federal emergency response teams were coordinating with officials in all four states and stockpiling supplies.In Washington, White House spokesman Josh Earnest encouraged residents in the path of the storm to heed warnings from local governments about evacuations and seeking shelter.-CLOSED SCHOOLS, EVACUATED HOSPITALS-Schools and airports across the region were closed on Thursday and some hospitals were evacuated, according to local media. Hundreds of flights were canceled in and out of the Florida cities of Miami, Fort Lauderdale and Orlando, industry website Flightaware.com said.Matthew was heading northwest at about 14 mph (22 kph) and was expected to continue on this track on Thursday, turning north-northwest on Thursday night or early on Friday, the hurricane center said. The eye, or center, of the storm was moving between Andros Island and New Providence in the northwestern Bahamas on Thursday.In Nassau, which is on New Providence, it was raining steadily on Thursday morning and high winds were bucking palm trees. Minor damage to roofs was reported but there was no flooding yet or reports of injuries.On Tuesday and Wednesday Matthew, the strongest hurricane in the Caribbean since Felix struck Central America in 2007, had whipped Cuba and Haiti with 140 mph (225 kph) winds and torrential rain, pummeling towns and destroying livestock, crops and homes. The devastation in Haiti prompted authorities to postpone a presidential election.The last major hurricane, classified as a storm bearing sustained winds of more than 110 mph (177 kph), to hit the United States was Hurricane Wilma in 2005.In Florida, fuel stations posted "out of gas" signs after cars waited in long lines to fill up.At a Subco gas station in Orlando, the central Florida city that is home to resorts including Walt Disney World , the gas pumps had run dry on Wednesday afternoon."We were selling 800, 1,000 gallons of gas an hour. That's huge," said Nancy, who was working the counter on Thursday morning and declined to give her last name.The shop was a stopping off point for coastal residents seeking shelter inland from the coast. Among them was Jonas Sylvan, 44, of Melbourne, Florida, who planned to hole up in a hotel with his wife, two daughters and dog. "We're just trying to get away from the coast," he said. "It's safer here."In South Carolina, Tylisia Brooks, 44, who has lived on the barrier island of James Island near Charleston for six years, waited with her 8-year-old son and mother at a closed Walmart early Thursday for a school bus to take them to a hurricane shelter."We're from New York City," she said.
