Russia and Syria on Saturday accused U.S.-led forces of launching an airstrike that killed 62 Syrian soldiers and wounded more than 100 at an air base in eastern Syria.U.S. Central Command, which oversees military operations in the Middle East, said in a statement that American warplanes carried out a strike south of Dair Alzour but it could not confirm that they hit Syrian forces."Coalition forces believed they were striking a Daesh fighting position that they had been tracking for a significant amount of time before the strike," the statement said, using an Arabic acronym for Islamic State. "The coalition airstrike was halted immediately when coalition officials were informed by Russian officials that it was possible the personnel and vehicles targeted were part of the Syrian military."There have been fears that the U.S. military could accidentally strike Syrian or Russian forces since the air campaign against Islamic State began more than two years ago. The U.S. has no contact with Syrian President Bashar Assad’s government and limited military-to-military communications with Moscow. The Pentagon and Russian military established an emergency communications line last October to ensure the two countries' pilots do not mistakenly run into — or fire upon — each other as they conduct daily bombing runs over Syria. The Pentagon used the line twice this summer: to warn the Russians after they hit U.S.-backed rebels with an airstrike in the southern town of Tanf, and again after Syrian fighter jets nearly hit U.S. special operations forces in northeastern Hasakah.Central Command said the location of Saturday’s airstrike was in an area that had been hit by the U.S.-led coalition in the past. BEIRUT (AP) -- The U.S. military said it may have unintentionally struck Syrian troops while carrying out a raid against the Islamic State group on Saturday, threatening an already fragile U.S. and Russian-brokered cease-fire that has largely held despite dozens of alleged violations on both sides.It marks the first known direct American strike on Syrian President Bashar Assad's forces. The United Nations Security Council scheduled a closed emergency meeting for Saturday night at Russia's request to discuss the airstrike.U.S. Central Command said the strike was immediately halted "when coalition officials were informed by Russian officials that it was possible the personnel and vehicles targeted were part of the Syrian military."The Syrian military said the deadly airstrike hit a base in the eastern city of Deir el-Zour that is surrounded by IS, allowing the extremists to advance and overrun Syrian army positions in the area. Russia's military said it was told by the Syrian army that at least 62 soldiers were killed in the air raid and more than 100 wounded.The apparently errant strike could deal a crushing blow to the fragile cease-fire that has largely held for five days despite dozens of alleged violations on both sides. The cease-fire, which does not apply to attacks on IS, has already been the subject of disputes between Moscow and Washington, with each accusing the other of failing to fully implement it."Coalition forces would not intentionally strike a known Syrian military unit," the U.S. military statement said.The Syrian military said the airstrikes enabled an IS advance on a hill overlooking the air base. The Palestinian Authority is nearing a financial crisis if donors do not to step in to fill a shortfall of over half a billion dollars, the World Bank warned in a report published Thursday.The report, to be presented in New York next week to a meeting of the Ad Hoc Liaison Committee, which coordinates international donor support for the Palestinians, also said that less than half of the $3.5 billion pledged by donor states to rebuild the Gaza Strip after the 2014 war between Israel and Hamas has been doled out.The report on the Palestinian economy urged international donor support to stave off a crisis in the Palestinian Authority and maintain Palestinian budget-cutting achievements.“The PA’s finances remain fragile with declining budget support leading to a projected financing gap of about $600 million (530 million euros) in 2016,” the report said.“In the short term, donor support and in particular budget support is essential to avoid a fiscal crisis leading to wider economic problems,” the report said.Over the past 10 years the Palestinian Authority slashed its deficit by an amount equal to 15 percent of its gross domestic product, “an achievement rarely seen in other places around the world,” the report said.Yet it said Ramallah could not close the gap on its own “particularly since local borrowing opportunities are now largely exhausted.”It said that the Palestinian economy would remain hobbled as long as the conflict with Israel continued, “but meaningful steps can avoid further deterioration.”Recent Israeli decisions to increase the quota of Palestinian laborers working in Israel were praised by the bank but the report said the Jewish state still needed to scale back on measures that stifle the Palestinian economy.It noted the 27% unemployment in the Palestinian territories is partly due to low Palestinian employment in Israel. Before the Second Intifada in 2000, Israel employed close to a quarter of the Palestinian labor force.Additionally, the Palestinian Authority has one of the lowest levels of private investment in the world due to Israeli security and bureaucratic measures, the report argued. It suggested Jerusalem scale back restrictions on Palestinian business ventures, especially in Area C of the West Bank, which is under Israeli civil and military control.The Bank argued that access to economic activity in Area C could increase the Palestinian GDP by as much as 35%. The majority of this impact would stem from agriculture and Dead Sea minerals processing industries, the report said.-Gaza donations not coming through-On Gaza, the World Bank reported that just 46 percent of the $3.5 billion pledged in the aftermath of the conflict for the Palestinian territory’s reconstruction has been realized.The Strip was battered in a July-August 2014 war between Israel and the Hamas terror group which rules the coastal enclave. An Israeli ground incursion followed after airstrikes failed to halt the rocket fire emanating from the Strip aimed at Israeli civilian targets.The fighting destroyed or damaged thousands of homes and left tens of thousands homeless in Gaza, where fighters had embedded rocket launchers and other military infrastructure in residential neighborhoods.Reconstruction has been painfully slow. A mere 16% of the plan to restore Gaza after the war has been completed, the report found.“Only 10.7 percent of the 11,000 housing units that were totally destroyed in the war have been rebuilt to date, and about 50 percent of partially and severely damaged houses still need to be repaired.”“The situation in Gaza is of great concern and the conditions required for post-reconstruction sustainable economic growth are not being put in place,” the organization’s West Bank and Gaza country director, Marina Wes, wrote.“Over 70,000 people are suffering from prolonged internal displacement,” she noted.

Weekly via JTA) — The University of California, Berkeley, has suspended a student-led course, “Palestine: A Settler Colonial Analysis,” following an outcry from Jewish community leaders who called it biased, anti-Zionist and in violation of the university’s academic standards.The university made the decision Tuesday after determining that the student facilitator, Paul Hadweh, “did not comply with policies and procedures that govern the normal academic review and approval of proposed courses for the DeCal program” for student-led courses, said Dan Mogulof, the school’s assistant vice chancellor.A day earlier, Berkeley Hillel and its international umbrella group had called on the university’s president, Janet Napolitano, and administrators to condemn the one-credit course in a strongly worded statement.“Any perusal of the syllabus will show that this is a one-sided course which puts forth a political agenda,” Hillel International President and CEO Eric Fingerhut and Berkeley Hillel Executive Director Rabbi Adam Naftalin-Kelman said in the statement. “It does not tell the truth. BEIRUT/GENEVA (Reuters) - Russia said the Syrian army had begun to withdraw from a road into Aleppo on Thursday, a prerequisite for pressing ahead with international peacemaking efforts as the government and rebels accused each other of violating a truce.An organisation that monitors the war also said the Syrian army had begun moving away, but insurgent groups in Aleppo said they had not seen the army withdrawing from the Castello Road, needed to allow aid deliveries into the city, and would not pull back from their own positions near the road until they did.The Pentagon said it could not confirm reports of a withdrawal but U.S. State Department spokesman Mark Toner said the ceasefire was holding "by and large", adding both Washington and Moscow believed it was worth continuing.But there were growing accusations of violations by each side, with a Syrian military source saying the rebels were responsible for dozens of breaches including gun, rocket and mortar fire in Damascus, Aleppo, Hama, Homs and Latakia.
