BRUSSELS, Today, 09:27-Germany and France have drawn up plans for closer EU defence cooperation, including a new military HQ and swifter deployment of overseas missions.The ideas were outlined by the two countries’ defence ministers, Ursula Von der Leyen and Jean-Yves Le Drian, in a six-page paper sent to the EU foreign service on Sunday (11 September) and seen by German newspaper Sueddeutsche Zeitung and French daily Le Figaro.The Franco-German paper says, according to Le Figaro, that “in the context of a deteriorating security environment … it is high time to reinforce our solidarity and European defence capabilities in order to more effectively protect the citizens and borders of Europe”.The UK had in the past opposed steps toward the creation of an EU army or duplication of Nato structures.But the Franco-German paper says that “taking into account the United Kingdom’s decision to leave the EU, we have to henceforth act as 27 [member states]”.The paper says EU military missions, such as the Sophia anti-migrant smuggler operation or the Atalanta anti-pirate mission, should in future be commanded out of a joint military HQ instead of rotational command by EU states.It says EU states should create a new command centre for coordinating medical assistance, a logistics centre for sharing “strategic” assets, such as air-lift capacities, and should share satellite reconnaissance data.It adds that the Eurocorps in Strasbourg, an existing military club between Germany, France, Belgium, Luxembourg, Italy and Poland, could in future help the EU Council to plan missions in order to speed up deployment.It says EU “tactical groups”, also knows as “battle groups” - joint battalions created by small groups of EU states - should be made operationally ready.It calls for a single EU budget for military research and for joint procurement of air-lift, satellite, cyber-defence assets and surveillance drones, in a programme to be coordinated by the European Defence Agency, an EU offshoot in Brussels.It also says the EU should foster a European esprit de corps by creating a new military academy or by having European courses at national military schools.-Core group-The paper notes that a core group of EU countries could go ahead on the basis articles 42 and 46 of the EU treaty on “permanent structured cooperation”, but that the project would be open to all EU states.Speaking in Vilnius last Thursday, Germany’s Von der Leyen compared the plan to the EU’s free travel Schengen zone."It's time to move forward to a European defence union, which is basically a 'Schengen of defence’,” she said, according to the Reuters news agency, adding: "That is what the Americans expect us to do”.“When we have threats that are surrounding us, we all know no country by its own will be able to manage that. BRUSSELS (Reuters) - Germany and France have outlined plans to deepen European military cooperation, a document showed on Monday, as Britain's exit from the European Union removes one of the biggest obstacles to stronger EU defense in tandem with NATO.In potentially the biggest leap in European defense since the 1990s, Berlin and Paris are laying out ways for the bloc to rapidly deploy forces, with security cooperation emerging as a unifying force for Europe after Britain's shock vote to leave.European Commission President Jean-Claude Juncker is set to add to the momentum in his annual State of the Union address on Wednesday by calling for an end to the isolated way in which EU militaries work.EU leaders will discuss defense cooperation at a summit without Britain on Friday in the Slovak capital Bratislava and could take decisions at the end of this year.German Foreign Minister Frank-Walter Steinmeier will discuss closer military ties with his counterparts from the Baltic states in Riga on Tuesday, while German Defence Minister Ursula von der Leyen will raise the issue during a meeting with her Norwegian counterpart in Bodoe, Norway, on Wednesday.In a policy document seen by Reuters, Germany and France, the EU's two remaining military powers, have made a detailed list of proposals, including a joint and permanent EU command headquarters for its civilian and military missions.Such a move falls well short of a European army, but would mark a step in the EU's ambitions in areas from disaster relief to peacekeeping. BRUSSELS, Today, 09:27-Britain's designated EU commissioner for security Julian King says he is "highly motivated" for the job.In a letter sent to the European parliament ahead of a grilling from MEPs on Monday (12 September), King said his big priorities for the security portfolio would be "to strengthen our defences against terrorism and organised crime, and to build our resilience".He was appointed to the post following the departure of EU financial services commissioner Jonathan Hill in the wake of the June UK referendum to exit the EU.EU commission president Jean-Claude Juncker created and gave the new security portfolio to King in early August in a move that surprised some given the UK opt-out on EU justice and home affairs laws.The EU parliament, in its list of questions to King, did not ask anything related to the eventual departure.The commission presented its broad internal security policy last April and set aside some €4 billion up until 2020 to implement its strategy.It includes everything from cutting terrorist access to finance to cybersecurity and information sharing among EU national authorities.King, a former UK ambassador to France, said he also wanted to implement existing instruments "to the full" including the controversial sharing of airline passenger details.The EU passenger name records (PNR) agreement has been billed by defenders as a tool to crack down on foreign fighters and criminals.The agreement has been heavily promoted by France.Bernard Cazeneuve, France's interior minister, personally lobbied EU lawmakers in the lead up to the agreement's adoption in April.Cazeneuve also pushed the issue in a joint internal security strategy published with his German counterpart, Thomas de Maiziere, in late August.Both men want the agreement up and running in each member state. They also want data collected for all flights taken inside Europe.But last week, the advocate-general of the European Court of Justice said a similar agreement with Canada violated people's fundamental rights to privacy.The non-binding opinion is likely to factor into the Court's final verdict, which may then bear wider import on the EU's own PNR system.The German-Franco bid also calls for an EU-wide identification management system and a greater ease of access to data hosted by Internet service providers.

BEIJING (AP) — The Chinese and Russian navies launched eight days of war games in the South China Sea on Monday, in a sign of growing cooperation between their armed forces against the backdrop of regional territorial disputes.The "Joint Sea-2016" maneuvers include ships, submarines, ship-borne helicopters and fixed-wing aircraft, along with marines and amphibious armored vehicles who will conduct live-firing exercises, according to a Defense Ministry statement Sunday.Tasks will include defensive and rescue drills, anti-submarine exercises and the simulated seizure of an enemy island by marines from both sides.The exercise is part of an annual program which "aims to consolidate and advance the Sino-Russian comprehensive strategic partnership of coordination, and deepen friendly and practical cooperation between the two militaries," Chinese navy spokesman Liang Yang was quoted as saying."It will also improve coordination between the two navies on joint defense operations at sea," Liang said.China's South Sea Fleet will make up the bulk of the forces, along with some elements from the North and East Sea fleets, Liang said.The ministry didn't say exactly where the drills would be held in the South China Sea, the site of heated territorial disputes between China and its Southeast Asian neighbors. However, the official Xinhua News Agency said the Russian ships arrived early Monday in the Guangdong province port of Zhanjiang and the exercises would be held off the Guangdong coast, apparently in waters that are not in dispute.Joint Chinese-Russian drills have become increasingly common in recent years — this week's exercises are the fifth between the two navies since 2012 — with the countries joined in their mutual suspicion of the U.S. and its allies.Russia has been the only major country to speak out on China's behalf in its demand that the U.S. and other countries stay out of such arguments. Plans to eliminate Ontario's portion of the HST from hydro bills will help small businesses, but it won't do much for places like the Downtown Mission.The provincial government announced plans in Tuesday's throne speech to provide rebates for urban and residential residents as well as businesses to reduce hydro costs.Those reductions will be helpful for small businesses that are often struggling to keep their doors open, say business representatives in the Windsor region. But the savings might be minimal for places like the Mission, which already receives rebates on the tax portion of their electricity rates."I'm not sure if it's going to help us at all," said Ron Dunn, executive director at the Mission. "We would like to see a portion of the cost off the actual bill."More reductions needed-Eliminating Ontario's portion of the HST will be a big help small businesses, but this is just one small step in the right direction, according to the Windsor-Essex Regional Chamber of Commerce."Often times businesses run at margins of between five and 15 per cent, so it could be the difference of being profitable and not profitable in some circumstances," said Chamber president Matt Marchand.Chamber members have been lobbying to lower the province's hydro rates. An eight-per-cent reduction is just the start, Marchand explained."We're going to keep pushing for the cost of electricity and the entire cost of doing business in Ontario to drop to a competitive level," he said. Some clients at the Downtown Mission will see the benefits of eliminating a portion of the HST, but most people using the Mission's facilities have their hydro included in their rent.Any hydro reduction will largely benefit landlords, not the clients who are struggling to pay their rent, Dunn explained."Wouldn't it be great if some landlords stepped up and offered some reduction in rent?" Dunn said. "I think I know what landlords will say to that, but there's always hope."

TORONTO — A new report suggests people living in remote northern Ontario communities spend more than half their income on food to meet basic nutritional needs.The report from Food Secure Canada looked at the cost of certain food items in three northern Ontario reserves — Moose Factory, Fort Albany and Attawapiskat — located in the Mushkegowuk territory, along the James Bay Coast.It found on-reserve households in Fort Albany must spend at least 50 per cent of their median monthly income to buy food for a basic nutritious diet. The report said a "reasonable assumption" suggests Attawapiskat and Moose Factory must do so as well."For households that live on fixed incomes, spending more than half of their monthly income on food leaves little for other basic needs and does not allow for unexpected monthly costs," the report said. "When forced to choose, people pay for fixed expenses first, and food becomes a ‘flexible’ element of the household budget, despite the centrality of food to ensuring long-term health and well being."The report said such households often need to make choices about kind and amount of food they can buy, and opt for poor quality food that is filling and cheaper but less nutritious.The report also compares food prices in the northern communities to comparable purchases in southern Ontario.It says the average cost of a food basket for a family of four for a month in the northern community of Attawapiskat in June 2015 was $1,909, compared to $847 in Toronto.Food Secure Canada says that's despite the fact that Attawapiskat is serviced by the federal government's Nutrition North Canada program, intended to make healthy perishable food more affordable in northern communities.A food basket in Fort Albany was $1,831.76, and $1,639.42 in Moose Factory.Food Secure Canada called on federal and provincial governments to make access to nutritionally adequate and culturally appropriate food a basic human right in Canada."We are living hand to mouth," Gigi Veeraraghavan, a community health worker and one of the report authors said in a release. "The subsidy, as we experience it in Fort Albany, has not made it possible for the average family to eat well, let alone afford basic things like diapers and toilet paper."NDP MP Charlie Angus, whose riding includes the three reserves studied in the report, said the findings don't surprise him."We have families going hungry all the time in the north, people who can't afford to put basic food on the table," he said in an interview. "We have in Canada a first world economy and we have a fourth world, and the fourth world is in the north, where children are not able to get fed. Where it's cheaper to feed your children pop and chips because you can't afford to give them nutritional vegetables and fruits."Angus added that the Nutrition North program is "broken.""We've heard the government say they're going to look at the program but tinkering with this program isn't sufficient. REUNION ISLAND, FRANCE - The Piton de la Fournaise volcano on the Reunion Island erupted on Sunday (September 11), a surprise treat for some lucky 250 locals and tourists who happened to be hiking on trails nearby.Onlookers gazed from a cliff as molten lava reaching heights of up to 30 meters spewed from the volcano's central crater.This was the second eruption this year for the Piton de la Fournaise, one of the most active volcanoes in the world along with Italy's Mount Etna and the Kilauea in Hawaii.The location of the eruption posed no direct threat to the population though authorities have shut down certain hiking trails and nearby areas due to harmful gases and high temperatures.While some of the tourists on the site were seeing a volcanic eruption for the first time, others were regular watchers of eruptions, such as Manuel, who moved to Reunion from mainland France ten years ago."To be here…There are nearly 900,000 people living in Reunion, we're a handful of 200 people who are here and it's magical," he said.The Piton de la Fournaise has erupted over a dozen times in the past ten years, prompting thousands to flock each year to the island to admire the spectacle.

Seoul (AFP) - The same gravitational force that creates high tides when the Moon and Sun align may also play a role in triggering major earthquakes, according to a study released Monday.Better understanding of this mechanism could help predict when known faults are more likely to produce killer quakes, researchers said."Large earthquakes are more probable during periods of high tidal stress," the scientists concluded in the peer-reviewed journal Nature Geoscience.When the tug of gravity is strongest, they added, "the probability of a tiny rock failure expanding to a gigantic rupture increases."For centuries after the discovery that solar and lunar forces affect the ocean tides, scientists speculated whether they also cause Earth's crust to buckle and fracture.But only recently has statistical research started to establish a firm link between planetary alignments and tremblors.Satoshi Ide, a professor at the University of Tokyo, and colleagues zeroed in on large earthquakes -- magnitude 5.5 or greater -- around the world over the last two decades.His team reconstructed the size of gravitational pull, known as "tidal stress", in the two weeks prior to each tremor.They found no clear correlation with smaller quakes.Many of the largest earthquakes, however, occurred during periods when the pull of the Moon and Sun were particularly forceful.These included the December 26, 2004 quake in Sumatra, which ravaged a large swath of the island and delivered a deadly tsunami towards south and southeast Asia. Some 220,000 people died.- Spring tide danger -The same link held for two other mega-quakes, the 2010 tremblor near Maule, Chile, and the 9.0 magnitude quake off the coast of Japan's Honshu Island that claimed about 19,000 lives and crippled the Fukushima nuclear power plant in 2011.Exactly how large earthquakes start and evolve is still poorly understood.One theory suggests that all quakes begin with a tiny fracture and grow, in a cascading process, into large-scale ruptures.If this is true, then the new study suggests that the likelihood of this happening increases during the Spring tide, the period just after a new or full Moon.The findings "can be used to improve probabilistic earthquake forecasting, especially for extremely large earthquakes," Ide and colleagues concluded.Every day, there are numerous small earthquakes worldwide.But only a tiny fraction of these events grows into the kind of giant tremor that can topple buildings and launch devastating tsunamis.The new results, Ide told AFP -- derived from a statistical analysis of a large number of tremblors -- cannot explain why some small quakes turn into mega ones at Spring tide, while others do not.

OTTAWA — Conservative leadership candidate Tony Clement is proposing putting people at high risk of committing terrorist acts behind bars if they cannot be monitored around the clock."If they are so dangerous to the Canadian population that they deserve a peace bond slapped on them, I would put it to you that unless we can surveil them 24/7, they should be incarcerated," Clement told a news conference Monday in Ottawa.The Ontario MP and former cabinet minister said the case of Aaron Driver, 24, a known terrorist sympathizer who was killed last month in a confrontation with police in Strathroy, Ont., showed the limits of court-ordered peace bonds to deal with people who have extremist ideas.The RCMP has acknowledged that Driver, who was under a peace bond while he planned his thwarted terrorist attack with explosives, was not under constant surveillance and that it was a tip from U.S. authorities that alerted them to his plans.Clement said peace bonds are not enough unless security officials are able to monitor people 24 hours a day."If that is not possible, then I think the community interest and the national interest is there would be incarceration until they were no longer a threat," Clement said.Clement said this would have to follow a judicial process — and be subject to judicial review — but said the details would be up to the courts.Public Safety Minister Ralph Goodale has said the Liberal government is searching for ways to make peace bonds more effective and has suggested mandatory counter-radicalization counselling for those under bonds is one option.Clement revealed his position while unveiling his proposed plan for increasing national security to protect Canada from terrorist threats at home and abroad."This terrorist threat is growing and those who have been radicalized or are radicalizing others need to be taken off the streets," Clement said.The plan includes enhanced screening for immigrants and foreign nationals coming to Canada, which Clement noted was recommended by a June 2015 report from the Senate national security committee.Clement said that would include setting up a pilot project to study the feasibility of using secure, face-to-face video conferencing with people applying to immigrate while still in their current country of residence.Clement also recommended revoking the Canadian citizenship of dual nationals convicted of terrorism — something the Conservatives had brought in and the Liberals are currently attempting to reverse with Bill C-6, which is currently before the Senate.He also proposed setting up an independent government agency to monitor the activities of all charities to make sure they are not contributing to terrorism or radicalization.The plan also said Clement would "work with moderate mainstream Muslim Canadians to identify and counter the political-religious ideology fuelling Islamist fundamentalism."Clement was asked whether he had ever proposed some of these ideas when he was a cabinet minister in the previous Conservative government of prime minister Stephen Harper."A lot has changed since we were in power. Sep, 20:45-This week’s knife attack on police in the Molenbeek district of Brussels once again drew attention to a place that has been labelled a jihadist hotspot.A 20-year old man, reportedly Algerian, stabbed two police officers on Wednesday (7 September) before fleeing the scene. He was later caught.Locals say it had nothing to do with Islamic radicalism.But for her part, Molenbeek’s mayor, Francoise Schepmans, says that radicalisation thrives on other forms of criminality and that one way to tackle terrorism is to first target lower offences.In the tense atmosphere after the March attack in the EU capital, and other attacks in France and Germany, Belgian media quickly reported that the knife attacker had turned toward Islamic extremism.Molenbeek already became infamous after it emerged that suspects in the Brussels terrorist attack and in the Paris attack of last November had sheltered there.Salah Abdeslam, a key Paris suspect, is a Belgian of Moroccan origin who was arrested in Molenbeek in March after having hid there for four months.His brother, Ibrahim, who also came from Molenbeek, blew himself up in the French capital. Mohamed Abrini, the childhood friend of both brothers, was later involved in the Brussels bombings.Abdelhamid Abaaoud, who lived near to Molenbeek's main police station, also took part in the Paris assault.More broadly, around 47 residents out of the 100,000 people who live in Molenbeek have gone to fight in Syria with extremist groups such as Islamic State (IS).Pieter Van Ostaeyen, who researches Belgian jihadists, in early August estimated that 543 Belgians had left in total, of whom 127 had returned to Belgium.-Crime and radicalisation-Local residents deny that this week’s Molenbeek knife attack had any connection to terrorism."According to our information, there was no direct link to radicalisation or terrorism," Mustafa Er, a spokesman for the Molenbeek local authority, told this website on Friday (9 September).Er said the knife attacker was an illegal immigrant who had been ordered to leave Belgium several times."The last one [order] dated from August. The three men have been arrested, he said, adding that the victims were now recovering in hospital."A Bolero vehicle and three persons have been arrested -- a driver and two other persons -- and cases have been registered against them," Bhoi told Asian News International (ANI).Acid attacks – meant to maim, disfigure or blind – occur in many countries. They are most common in Cambodia, as well as Bangladesh, Pakistan, Afghanistan and India. CHIOS, Greece (Reuters) - Life in Greece has become so difficult for Amir and Walaa, teachers from Syria, that they sometimes think about returning to the home they risked everything to flee."I know in Syria we have war and bombs every day," says Amir, visibly exhausted. But there, "every Syrian dies once. Here we die every day. Every day is bad."For the past six months, home is a bleak tent on the Aegean island of Chios, pitched in a dusty medieval castle moat, where they wait without work or money for a verdict on their asylum claims.Until then, they are prevented from going beyond Greece, or even Chios, under a deal agreed in March between the European Union and Ankara that will see those who do not qualify for asylum sent back to Turkey, from where they arrived.They are among thousands in the same predicament.Conditions at the Souda camp, as well as on other two sites on the island, deteriorated over the summer as the migrant population swelled to three times the capacity.A fire tore through tents during a protest in June, and brawls are frequent at night. Walaa says she and her children, aged six and eight, are too scared to leave the tent after sunset, as men frequently get drunk and fight one another.The couple fled the wrecked city of Homs for Europe and arrived in Greece on March 19 - a day before the EU-Turkey deal was implemented - but were barred from leaving the island. Since then, they have been interviewed twice, but have yet to be given any information on their fate, they said.The process - which includes thorough identity checks, interviews and an assessment of whether Turkey is safe or not for a particular individual - can take weeks. Applicants can appeal a negative decision, prolonging the procedure.In nearly six months since the EU-Turkey accord was agreed, just over 500 people have been ferried back to Turkey, but none of those who had requested asylum were among them, Greece says. Meanwhile, nearly everyone currently on Chios and four other Aegean islands close to Turkey has expressed an interest in applying.Even though arrivals have slowed to a hundred or so a day from thousands last year, about 13,000 refugees and migrants are currently on the islands, up from about 5,000 in March. "I just want to study, to work, to have a new life, to have a new start, to go to Germany, to find peace, to leave this mess."And if Turkey was safe, he would not have come to Europe in the first place, he says.
