Clinton Foundation was founded in 1997 and originally focused on raising money to build Bill Clinton’s presidential library. After the library construction phase, it morphed into a larger charitable organization that has collected upwards of $2 billion in donations from governments, corporations, and individuals around the world. It’s an operating foundation, meaning it has used most of that cash for its own efforts. So donors bought influence? That’s unclear. There is no hard evidence that foundation donors actually received anything for their trouble, or at least anything to which they weren’t entitled as a matter of course. The British soccer star did not receive a visa, for instance. The Crown Prince of Bahrain did get his meeting – but it was managed through normal diplomatic channels. Plus, he’s the sort of person a secretary of State routinely meets with as part of their job.Perhaps the most startling thing about these emails was how clearly they revealed donor expectations. However Clinton responded, donors felt their money entitled them to access and accelerated consideration. Chelsea Clinton will remain.Those actions probably wouldn’t be enough to make critics go away. Pressure is rising on the Clintons to sever ties to the foundation entirely. London, Today, 09:15-Brexit minister David Davis made his triumphant return to Parliament on Monday (5 September), almost 20 years after his previous government job as, ironically enough, John Major’s minister for Europe.Back then, Davis was the bruiser who had helped force the Maastricht treaty through the UK parliament. Now he’s the man charged with leaving the club.Anyone expecting the government to have devised the semblance of a plan for negotiating its exit from the EU was disappointed. Davis’ 15-minute speech was largely content free.To Davis, Brexit “must mean controls on the numbers of people who come to Britain from Europe – but also a positive outcome for those who wish to trade in goods and services”. So far so vague.Meanwhile, the Labour party finally appears to have a post-Brexit position.Leadership candidate Owen Smith, who has promised to campaign for a second "in/out" referendum on the terms of Brexit, will almost certainly be comfortably defeated by Jeremy Corbyn at the end of September.But Corbyn’s foreign affairs spokeswoman Emily Thornberry has taken a similar stance to Smith, demanding a parliament vote before the triggering of Article 50, the EU clause on the exit process.After 10 weeks of post-referendum reflection the only thing that either government ministers or Joe Public can agree on is that "Brexit means Brexit". For the country that produced Shakespeare, Charles Darwin, and the Beatles, this hardly appears to be an auspicious achievement.Given the ugliness of the referendum campaign, and the mendacious claims made on both sides, it is noteworthy. On the eve of the poll, Nigel Farage warned that the result would be rigged to ensure a Remain victory. A policy tends to be a direction of travel, saying something is probable or improbable is not policy,” May’s spokeswoman told reporters on Tuesday (6 September) when asked if Davis was expressing a government policy.The clarity on the government’s negotiating strategy will have to emerge sooner rather than later. BRUSSELS, Today, 09:22-Austria has finalised a draft law to prevent asylum applications once an upper limit has been reached.The government earlier this year introduced an annual 37,500 cap. The so-called emergency decree finalised on Tuesday (6 September) would prevent most people from applying for asylum once that threshold is met.The controversial law is set for a parliament vote in about a month following a review. It is likely to pass.The move aims to further curb asylum claims over broader fears of a repeat from last year when almost 90,000 applicants were filed in the country. Around 29,000 applications have been filed in the first seven months of this year.Der Standard, an Austrian daily, also reported that some 2,200 soldiers could be deployed at the borders should refugees arrive en masse.Austria's self-imposed cap was followed by a closure of the so-called Western Balkan route earlier this year. The border closures stranded more than 50,000 people in Greece.Austria had also initiated plans to erect a barrier along the Brenner Pass with Italy over the summer but halted construction following widespread protest.Border security and guards have since been stepped up on the Italian side of the Brenner Pass.Austria has largely served as a transit country for people hoping to lodge asylum claims in Germany. Some 700,000 passed through last year. Ottawa-area measles outbreak raises more questions about mandatory vaccination-[CBC]-September 7, 2016-YAHOONEWS

While a measles outbreak in the National Capital Region once again shines the spotlight on parents who fail to get their children vaccinated, an Ottawa Hospital researcher says the limited spread of the virus suggests current immunization policies are containing the highly contagious virus.On Saturday, Ottawa Public Health confirmed two children and one adult are being treated for measles. The three cases involve people who either were not vaccinated, or did not have complete vaccinations in Ottawa and Lanark County.Health officials confirmed the virus was brought here by a patient who had travelled internationally, but for privacy reasons the department won't disclose where that patient travelled.There have been no new cases since.-High vaccination rate-Ottawa Hospital researcher Dr. Kumanan Wilson said the fact the outbreak has not spread to more people suggests the vaccination rate among the general population is close to the 95 per cent threshold that provides "herd immunity."-"We haven't seen the sustained spread, which suggests that vaccination rates are pretty good and are preventing the spread," Wilson said.In 2014, measles spread from a single case of an unvaccinated child who contracted the illness while travelling in the Philippines. There was a total of four cases that year.In most years, there are no measles cases in Ottawa. Wilson said the number of cases depends on how many non-immunized people are exposed to the virus."In a totally unvaccinated population, for each individual that gets measles, 12 to 18 other individuals will get the condition," he said."That makes it one of the most infectious conditions we know of. The likelihood of spread is totally dependent on the immunization coverage they're surrounded by."-Mandatory immunization might not solve problem-Wilson said it's important that people recognize vaccines are effective and safe. People who can get vaccinated, should."People need to be immunized not only to protect themselves but to protect others," Wilson said.Children below the age of one and people with certain illnesses cannot be vaccinated.Symptoms of measles include fever, runny nose, coughing and a red, blotchy rash after the fever appears. Complications can include hearing loss, pneumonia, brain swelling and even death.However, Wilson said, the current policy towards immunization may work better than excluding children from school if their parents object to shots for "philosophical reasons."Public health officials are required to keep track of students' immunization records and can exclude children who've been exposed to the virus but don't have up-to-date shots. Wilson said a more restrictive policy could make outbreaks worse."The risk of making it mandatory is that some parents may choose not to send their children to school and home school them or put them in alternative school system," he said. "In which case, you get clustering groups of unvaccinated children and that increases the risk of an outbreak substantially."Ottawa Public Health said the immunization rate among Ottawa's school-age children is 98.4 per cent.Associate medical officer of health Dr. Carolyn Pim said fewer than 10 children have been excluded from school in the current outbreak. The pay is better than growing maize, she said, and gives her a proper chance to feed her four children."On average I make close to 500 kwacha ($0.70) on a good day," said Mwenda, who agreed to be interviewed on condition that her real name was not used."This is the kind of money I could only make (once) in a year from farming," she said, explaining that once the cost of fertiliser, labour, transport and seeds was deducted, she was left with very little money from her harvest.Like millions of Zambians, Mwenda has been struggling with soaring food bills and power shortages caused by prolonged drought exacerbated this year by El Nino, a warming of the Pacific Ocean's surface leading to hot, dry conditions.For many small-scale and subsistence farmers in the landlocked southern African country, longer spells of drought and increasingly erratic rains are becoming far more frequent.The changing climate, combined with costly fertiliser and seeds, means agriculture is becoming less attractive for many."These days when you grow maize you are not sure about the yield. Federal government invests $75M in U of C carbon reduction research-[CBC]-September 6, 2016-YAHOONEWS

The federal government announced $75 million in funding for the University of Calgary on Tuesday, meant to go towards reducing the carbon footprint of unconventional oil and gas operations, including the oilsands and fracking.It's part of a $1.5 billion bonanza for post-secondary institutions across the country aimed at supporting their research strengths. On Tuesday, $900 million was doled out to various schools. "We want to make the most of Canada's scientific and research strengths, to invest in the areas where we really have the potential to dominate on the world stage," said Kent Hehr, Calgary Centre MP and the minister of Veteran Affairs.Reducing or eliminating emissions-The U of C money will be used to develop more efficient ways of getting oil and gas out of the ground, including reducing the energy and water used to extract oil, and reducing the scale of developments required for a single tight reservoir. BEIRUT (Reuters) - A suspected chlorine gas attack on an opposition-held neighborhood in the Syrian city of Aleppo caused dozens of cases of suffocation on Tuesday, rescue workers and a monitoring group said.The Syrian Civil Defence, a rescue workers' organization that operates in rebel-held areas, said government helicopters had dropped barrel bombs containing chlorine on the Sukari neighborhood in eastern Aleppo.The Syrian government has denied previous accusations it used chemical weapons during the five-year-old civil war. The Syrian army could not be immediately reached for comment on the latest allegations.The Civil Defence said on its Facebook page that 80 people had suffocated. It reported no deaths. ISTANBUL (Reuters) - Turkey would be ready to join any initiative proposed by the United States to capture an Islamic State stronghold in Syria, President Tayyip Erdogan said in remarks published on Wednesday, as Turkish-backed forces took more Syrian land from jihadists.Obama floated the idea of joint action with Turkey to capture Raqqa during talks between the two leaders at a G20 summit in China, Erdogan said, according to Wednesday's edition of Turkey's Hurriyet daily.Turkey launched an offensive in northern Syria on Aug. 24 to clear Islamic State from its border and to prevent territorial gains by the Kurdish YPG militia, which Ankara believes has links to Kurdish insurgents fighting on its soil."Obama wants to do some things together concerning Raqqa in particular," Erdogan told reporters on his plane that arrived early on Tuesday, referring to Islamic State's de facto capital. GENEVA (AFP) — The Palestinian economy could easily double, while sky-high unemployment and poverty would plummet if the Israeli occupation were lifted, the United Nations development agency said Tuesday.In a new report, UNCTAD pointed to a long list of ways the Israeli occupation stifled the economies of the West Bank and Gaza Strip, including the confiscation of Palestinian land, water and other natural resources.The widespread restrictions on the movement of people and goods, destruction of homes, trees and other assets, and the expansion of Israeli settlements were also damaging, it said.“Without occupation, the economy of the Occupied Palestinian Territory could produce twice the GDP (gross domestic product) it currently generates,” the report said.The economy of the territories grew 3.5 percent last year after shrinking 0.2 percent in 2014, when it was hard-hit by the devastating war in Gaza between Israel and Islamist rulers Hamas and other factions.Per capita income remains below its pre-2014 level, the report said.The 2014 Gaza war killed more than 2,200 Palestinians and 73 on the Israeli side while causing economic losses close to three times the size of Gaza’s GDP.With reconstruction hampered by Israel’s blockade and by lagging international aid, 91 percent of damaged houses in Gaza have yet to be rebuilt and 75,000 people remain displaced two years on, UNCTAD said.UNCTAD also pointed to the dire impact Israel’s control of the so-called “Area C”, which covers 61 percent of the West Bank and 66 percent of its grazing land.“It is estimated that the occupation of Area C costs the Palestinian economy the equivalent of 35 percent of GDP” ($4.4 billion in 2015), UNCTAD said in a statement.-Gaza’s rising infant mortality-In Gaza meanwhile, producers are unable to access half of the cultivable area due to an Israeli-imposed buffer zone blocking access to land alongside the border fence, and 85 percent of fishery resources due to a maritime blockade, it said.Israel also widely blocks Palestinians from digging water wells, while confiscating 82 percent of Palestinian groundwater, the agency said.“The Palestinians are left with no choice but to import their own water from Israel to cover 50 percent of their consumption,” it said.All of this combined has “generated permanent crises of unemployment, poverty and food insecurity,” UNCTAD said.Officially, one quarter of the population in the Palestinian territories is unemployed, while the rate in Gaza is 38 percent, but these figures are likely to significantly underestimate the problem, UNCTAD said.“A shocking indicator of the grim situation in Gaza is the rising infant mortality rate, … (which) has risen for the first time in 50 years,” the report said.The neonatal mortality rate nearly doubled between 2008 and 2013, from 12 to 20.3 deaths for every 1,000 live births, it said.

Israeli passengers on an Air Serbia flight from Belgrade to Tel Aviv were stunned when an airport staffer announced more than once that travelers “on the flight to Palestine” should head to gate C3, it emerged Tuesday.When challenged, a member of the ground staff compounded the blunder by trying to explain that the flight was “to Tel Aviv, not to Israel,” the Israeli Ynet news website reported.“I couldn’t believe my ears,” one unidentified Israeli passenger told Ynet about the flight last month. “The first time, I thought I hadn’t heard right and I asked a few other passengers if the announcement had really said Palestine. They said I wasn’t mistaken.“I went to the company’s counter and another guy from Rosh Pina joined me and we asked that they announce again that the flight is to Israel and not to Palestine.” But the woman on duty then told the two Israelis that the flight was to Tel Aviv, “not Israel.”The passenger threatened not to board the flight until a corrected announcement was made three times, and after much discussion in Serbian between the official and others, an announcement was indeed broadcast three times that the flight’s destination was Tel Aviv.A spokesman for the Foreign Ministry in Jerusalem described the incident as “most worrying… It’s totally unacceptable that a flight official with a microphone in her hand could so distort reality,” said Emmanuel Nachshon.Israel’s ambassador in Serbia, Alona Fisher, to whom the Israeli passenger submitted a complaint, said that Air Serbia’s director general “reacted with shock” when she told him about the incident, apologized profusely, and assured her that the position taken by the announcer in no way reflected Air Serbia’s views.The following day, the Air Serbia boss contacted the Israeli Embassy to say it had been an airport staffer, rather than an airline staffer, who had made the announcement and that he had asked the airport to take steps against her.An Air Serbia spokesperson told The Times of Israel the airline was “aware of the reports of an incorrect airport announcement being made in Belgrade and have asked the airport to look into the matter.”

The German government has for the first time admitted that the Palestinian Authority likely grants financial support to terrorists and their families, and vowed to further investigate the matter.Following repeated queries by an opposition lawmaker, the Foreign Ministry in Berlin last week also acknowledged that funds for so-called “martyrs” and Palestinian prisoners sitting in Israeli jails for security-related offenses come not only from the Palestine Liberation Organization but partially from the PA’s own budget.Germany supports the PA annually with about €160 million ($179 million), but insists that the money only goes to specific development projects and not to so-called “salaries” for Palestinians held in Israeli prisons or to the relatives of killed terrorists.“There are Palestinian institutions that make payments to the families of those incarcerated by Israel and the families of those who were killed or wounded. Among them are also relatives of assailants,” reads a Foreign Ministry document from September 1, a copy of which was obtained by The Times of Israel.The document goes on the explain that Palestinian prisoners get financial support from the PLO Commission for Detainees and Ex-Detainees Affairs because the PA ceased its own payments to prisoners after its Ministry of Detainees and Ex-Detainees Affairs was dissolved two years ago. “The Federal Government is investigating indications that the Palestinian Authority in individual cases supported the PLO’s Commission for Detainees’ budget,” the document states.In addition, families of Palestinians killed or injured by Israeli security forces, including those who attacked Israeli troops, receive stipends, the document acknowledges. “These payments appear to come from a fund for the killed and injured, which is not part of the PLO budget but is being paid for by the PA’s budget.”The document was sent to MP Volker Beck, who heads the German-Israeli Parliamentary Friendship Group, in response to a second query he submitted on August 22 after the government’s reply to a previous question left him unsatisfied.Berlin says it does not fund the PLO but only specific projects by the PA, especially in the areas of development, culture and education, humanitarian aid and civilian crisis prevention.“If it is confirmed that parts of these described payments [to Palestinian security prisoners or their families] comes from the Palestinian Authority’s budget, the Federal Government will take the matter up with the Palestinian Authority and other partners,” the document states. “The Palestinian Authority and the PLO are called upon to take all necessary steps against the incitement of violence and to increase its efforts in the fight against terrorism.”In 2014, PA President Mahmoud Abbas — who is also the head of the PLO — closed the PA’s Ministry of Detainees and Ex-Detainees Affairs and converted it into a commission directly subordinate to the PLO.“The aim of this deliberately misleading move was to alleviate pressure on the PA by donor countries that do not wish their money to be channeled to support terrorism,” Yigal Carmon, the president of the Middle East Media Research Institute (MEMRI), told the US House of Representatives’ Committee on Foreign Affairs in July. “However, the offices remained the same and the official in charge remained the same under a new job title. The source of the money remains the PA, which receives them from donor countries, and the overseeing body remains none other than the PA.”Earlier in August, Beck, a member of the Green Party, had asked in writing what the German government knew about the payments the PA grants to security prisoners and to relatives of wounded or slain terrorists.Responding on behalf of the government, Foreign Minister Frank-Walter Steinmeier merely stated that the PA stopped payments to prisoners following the dissolution of the Ministry for Prisoners Affairs in 2014, and that the PLO supports families of Palestinians detained in Israel.“The Palestinian side justifies this by pointing out the need to prevent a descent into poverty by these families, who the Palestinians see as frequent victims of collective penalties such as demolition of housing and revoking of work permits. The extent of this support depends, among other things, on the length of the detainment,” Steinmeier wrote. “To the knowledge of the Federal Government there is no distinction made according to the reasons for detainment.”In his written response to Beck, Steinmeier did not refer to payments made to Palestinian terrorists and their families.Beck has now vowed to keep pushing Berlin on the matter.“It’s good that the government’s not-wanting-to-know is supposed to end now,” he told The Times of Israel. “Germany and the European Union need to make plain to the Palestinian Authority and the PLO that payments to terrorists and their relatives is unacceptable and will not remain without consequences.”It is inconceivable that German taxpayers finance an institution that gives money to the family of the murderers of Hallel Ariel, he added. Ariel, 13, was stabbed to death in her sleep in her Kiryat Arba home on June 30.As is apparent from the government’s September 1 response, Berlin knows very well how the system that supports terrorists and their families works, Beck said.“But that they closed their eyes in front of this problem is not understandable. When I mentioned that problem in 2014 to the Palestinian minister of social affairs he ended our lunch quite abruptly. Senior officials from the German representative office in Ramallah were represented at this meal.”As per Palestinian law, Ramallah pays nearly $170 million a year to prisoners and families of terrorists. Prisoners’ monthly allowances increase with the length of sentence. According to MEMRI, the allowances range from $364 (NIS 1,500) a month for a term of up to three years, to $3,120 (NIS 13,000) for a term of 30 years and more. There is a monthly $78 supplement for terrorists from Jerusalem and a $130 supplement for Arab Israeli terrorists.
