“For the priest’s lips should keep knowledge and they should seek the law at his mouth; for he is the messenger of Hashem of hosts.” Malachi 2:7 (The Israel Bible™)-A significant step was recently taken towards reinstating the Temple service when the nascent Sanhedrin selected Rabbi Baruch Kahane as the next Kohen Gadol (high priest). The selection was made as a precaution for Yom Kippur. If the political conditions should change, allowing the Jews access to the Temple Mount, they will be required by Torah law to bring the sacrifices. Rabbi Kahane is confident that if that should happen, Temple service could begin in less than one week.Rabbi Kahane is a prominent scholar, knowledgeable in the complicated laws pertaining to the subject of the Temple Service. He is part of the Halacha Berurah Institute, established by Rabbi Avraham Isaac HaCohen Kook, the first Chief Rabbi of Israel, which deals with the elucidation of Jewish law from its Talmudic sources (Oral Law) and commentaries. He has played a prominent role in all the reenactments of the Temple services performed to date.This year has already seen much Temple-oriented activity: the Temple Institute has created a registry of kohanim; established a school for educating men of the priestly class in the details of the Temple service; and performed reenactments on all the holidays, including the especially significant Passover sacrifice.Rabbi Hillel Weiss, spokesman for the nascent Sanhedrin, explained to Breaking Israel News the necessity for choosing a High Priest, even in the absence of a Temple.“We do not need a miraculous occurrence like the sudden appearance of a Temple descending from heaven onto the Temple Mount to make this decision relevant,” explained Rabbi Weiss. “The only obstacle preventing the Temple service today is the political issue. If that should suddenly change, as it very well could, we would be required to begin the Temple service immediately. It is therefore necessary that we have a candidate prepared to fill the role of the High Priest, especially now that we have kohanim prepared to serve in the Temple.”Rabbi Yisrael Ariel, founder and and head of the Temple Institute, is a member of the Sanhedrin but did not rule in this decision. He told Breaking Israel News that it was necessary for the Sanhedrin to choose a Kohen Gadol.“This is certainly something we should do now as religious Jews. Choosing a high priest and all of the preparations for the Temple Service  are mitzvot (commandments) that are incumbent upon us according to the Torah,” said Rabbi Ariel.“It is not a matter of opinion. It is written explicitly in the Torah and, just like any of the other mitzvot written in the Torah, we have to choose a Kohen Gadol, and make all the preparations, regardless of whether there is a Temple standing right now.”Rabbi Kahane was reluctant to discuss the Sanhedrin’s decision. “This may not be the time to choose a Kohen Gadol. There are no sacrifices required,” he said to Breaking Israel News. However, he added, “That could change overnight. In any case, it is clear that we need to be prepared, to prepare the priests, to have everything ready.”When asked how long it would take to begin sacrifices if it suddenly became permissible, he considered carefully before answering. “If the government decided to permit it, it would only take a few weeks to make preparations, even to do the Yom Kippur service,” he said.“The structures can be temporary and prepared almost overnight. The biggest obstacle is educating the kohanim, which we are taking care of already. Once the priests are thoroughly educated, choosing a Kohen Gadol and teaching him what he needs to know for the Yom Kippur service is relatively simple and will take one week. The Temple Service performed by the Kohen Gadol is very demanding, but for an educated kohen, it is not overly difficult to learn to serve as the Kohen Gadol.”Rabbi Weiss explained the importance of advancing Temple initiatives even when it seems that reinstituting the Temple service is not a matter of urgency.“There are many Torah laws that are not sacrifices or Temple service but are nonetheless dependant on the Temple and the kohanim. We recently reenacted the Omer Wave offering, which has ramifications for when Israel can eat the current wheat harvest. In addition, we also reenacted the giving of the shoulder, two cheeks, and stomach of an ox to the priests.” And this shall be the Kohanim’s due from the people, from them that offer a sacrifice, whether it be ox or sheep, that they shall give unto the Kohen the shoulder, and the two cheeks, and the maw. Deuteronomy 18:3-“This is not only part of a sacrifice, but is also an issue of kashrut (kosher laws), which we should be doing today,” explained Rabbi Weiss. “Instead, it is treated in a rather shabby, symbolic manner.”While it seems unlikely that the political climate could shift within a few weeks to the extent necessary for Jews to establish an altar and begin preparing sacrifices on the Mount in time for Yom Kippur, the world can rest assured that as the moment those changes should occur, the Jewish people are prepared.

Israeli settlement construction has “surged” in the two months since the diplomatic Quartet called for a halt to the construction of Jewish outposts on Palestinian land, a UN envoy said Monday.In a much-awaited report, the Quartet — the United States, Russia, the European Union and the United Nations — had urged Israel to stop building settlements and called on the Palestinians to cease incitement to violence.But Nickolay Mladenov, the UN coordinator for the Middle East peace process, acknowledged that the appeal had fallen on deaf ears.“Its recommendations continue to be ignored, including by a surge in Israeli settlement-related announcements and continuing demolitions,” Mladenov told the Security Council.The Quartet report was to serve as the basis for reviving the Israeli-Palestinian peace process, which has been comatose since a US initiative collapsed in April 2014.The international community has been expressing growing alarm to the effect that the construction of Jewish settlements on land earmarked for a future Palestinian state is killing off prospects for a peace deal based on the two-state solution.Since July 1, Israeli has advanced plans for over 1,000 housing units in East Jerusalem and 735 units in the West Bank, Mladenov said.Prime Minister Benjamin Netanyahu’s government is also seeking tenders for 323 units to expand east Jerusalem settlements and for 42 units in Kiryat Arba near Hebron, for which it is allocating $13 million in new funding.Israel has undertaken a land survey on the outskirts of Bethlehem for the establishment of a new settlement in a move that would contribute to the “dismemberment of the southern West Bank,” said Mladenov, in an apparent reference to plans to expand Efrat to areas beyond the security fence.Demolitions of Palestinian homes are on the rise in the West Bank, with over 130 structures destroyed, Mladenov said. Iran claims to ward off American recon drone-Unmanned aerial vehicle allegedly took off in Afghanistan; no confirmation from US military-By Times of Israel staff August 29, 2016, 7:30 pm

Tehran claimed Monday that an American reconnaissance drone based in Afghanistan turned away before crossing into Iranian airspace, after it was warned off by a defense base over the border.According to a report in the semi-official Fars news agency, the drone “was dissuaded from accomplishing its mission after Khatam ol-Anbia Air Defense Base gave it a serious warning.”The report said the “radar-evading” drone took off from a base in Kandahar and came within 32 kilometers (20 miles) of the Iranian border when the warning was issued. Fars did not specify how the warning was communicated to the unmanned aerial vehicle.There was no immediate confirmation of the incident from the US military.It comes as leaders in Tehran have been making threatening statements about fending off American “aggression,” and following an incident in which Iranian gunships chased an American warship. The US military said the ship was “harassed” while in international waters.In 2014, Iran said it had successfully tested its own version of a US-made drone based on one it had captured.Iran has said it managed to reverse-engineer the RQ-170 Sentinel, seized in December 2011 after it entered Iranian airspace from neighboring Afghanistan, and that it is capable of launching its own production line for the unmanned aircraft.Iran says it has captured several American drones in recent years, including a Boeing-designed ScanEagle drone — a less sophisticated aircraft — after it entered Iranian airspace over the Persian Gulf. TEHRAN, Iran — Tehran has deployed a recently delivered Russian-made long-range missile system to central Iran to protect its Fordo nuclear facility, state television said Sunday.Protecting nuclear facilities is paramount “in all circumstances” General Farzad Esmaili, the commander of Iran’s air defenses, told the IRIB channel.“Today, Iran’s sky is one of the most secure in the region,” he added.A video showed an S-300 carrier truck in Fordo, raising its missile launchers toward the sky, next to other counter-strike weaponry.The images were aired hours after supreme leader Ayatollah Ali Khamenei gave a speech to air force commanders, including Esmaili, in which he stressed that Iranian military power was for defensive purposes only.“Continued opposition and hype on the S-300 or the Fordo site are examples of the viciousness of the enemy,” Khamenei said.“The S-300 system is a defense system not an assault one, but the Americans did their best for Iran not to get hold of it,” he said.The Russian-made missile defense system is one of the most advanced of its kind in the world, offering long-range protection against both airplanes and missiles. The first shipment arrived in Iran in April.In 2010 Russia froze a deal to supply the system to Iran, linking the decision to UN sanctions instituted because of Tehran’s nuclear program. Putin lifted the suspension in July 2015, following Iran’s deal with six world powers that curbed its nuclear program in exchange for relief from international sanctions.Israel has long sought to block the sale to Iran of the S-300 system, which analysts say could impede a potential Israeli strike on Tehran’s nuclear facilities. Today, 14:39-As the communist Soviet Union was collapsing in the early 1990s, not only our neighbours but the world as a whole found themselves in a period of unprecedented upheaval.The Baltic countries, which had lived under Soviet oppression for nearly 50 years, saw an opportunity to regain their independence, which they achieved as the USSR fell apart.Nordic observers followed events closely and with a growing level of involvement.There was a strong sense of solidarity with Estonia, Latvia, and Lithuania, as well as support for their aspirations for independence and democracy. It was no surprise, then, when the Nordic and Baltic regions began to co-operate on a practical level before independence was a reality.The Nordic Council and the Nordic Council of Ministers were pursuing the idea of establishing information centres in the Baltic countries as early as the autumn of 1990. There was broad consensus on this, and the council of ministers opened offices in Riga, Tallinn, and Vilnius in early 1991.Consequently, this year we are celebrating not only 25 years of Baltic independence, but also 25 years of co-operation between our regions.-Celebrating 25 years of co-operation-Initially, Nordic-Baltic co-operation was characterised by establishing contacts, as well as promoting Nordic culture and social values, democracy, and gender equality in the Baltic region.After the Baltic countries joined the EU in 2004, it was determined that co-operation should be on equal terms.Guidelines were adopted that form the basis of today’s Nordic-Baltic co-operation, which includes: cross-border co-operation; gender equality, research, and innovation; co-operation on social affairs and health; and the environment and sustainable development.Today we can look back on 25 years of very successful co-operation.Thousands of activities have taken place relating to social welfare, gender equality, trafficking, sustainability, the environment, culture, the media, and other issues.These many efforts, not least the so-called mobility programmes, have provided – and continue to provide – lasting benefits.The mobility programmes alone have resulted in a huge exchange of knowledge between the Nordic and Baltic countries. A collection of etched limestone pebbles found by the banks of Kishon River in northern Israel’s Jezreel Valley may bear markings used to record the passage of seasons that predate the invention of writing by 20,000 years.One of the carved stones unearthed at the site, marked with the head of a bird, may be among the oldest ritual objects ever found in the Holy Land. (A 30,000-year-old horse incised on a limestone plaque found in the Hayonim Cave in the Galilee predates the Ein Qashish finds and is among the oldest representations of the beast.)-The etchings were made between 23,000 and 16,500 years ago on limestone pebbles that fit comfortably in the palm of your hand. They are “rare evidence of graphic symbols applied by late Pleistocene hunters-gatherers in the Levant,” the authors of a study published August 24 in the online journal PLoS ONE said, and they’re indicative of social complexity among the inhabitants of the site.The three stone carvings were discovered in 2012-2013 during excavations conducted at Ein Qashish by the Israel Antiquities Authority as part of the expansion of Highway 70 in northern Israel’s Jezreel Valley, just north of the modern city of Yokne’am.Radiocarbon dating of charcoal fragments found in the same layer as the stones dated some to around 23,000 years ago and others to 17,000-15,000 years ago. Other small stone tools from the layer point helped pinpoint the date of the bird’s-head plaquette (small low-relief sculpture) to the latter period, the Epipalaeolithic — the epoch just before the dawn of agriculture.One stone is marked with a hatchmarked design, referred to by researchers as the ladder plaquette. Another has a series of chevrons and geometric shapes. The most striking, however, bears the unmistakable head of a bird, identified by ornithologists as that of a bald ibis.This stone, the authors of the paper wrote, is marked on one side by “the head of a bird seen in profile, together with a slightly curved, deeply incised line right above it. The bird is characterized by a large, curved beak and three ‘feathers’ in the form of little curvilinear, roughly parallel lines attached to the bird’s nape. A large round eye appears in the middle of the upturned, drop-shaped head.”Historically, the bald ibis was found across Central Europe, North Africa and the Middle East, but destruction of habitat and hunting decimated its numbers. Today the bald ibis is a critically endangered species, with most of the remaining population surviving in Morocco.The backside of the plaquette resembles the design on one of the other stones, featuring several deep lines forming “a motif composed of several deeply incised chevron-like signs, two of them forming a rhombus divided into two triangles in the middle of the composition.”Citing the use of bird imagery in other prehistoric art, including the enigmatic “Bird Man” from the Lascaux Cave in southern France, the authors speculate that the bird engraving may have “a spirit-related interpretation… especially considering the context of the find.”Ein Qashish’s location near the Kishon River in the Jezreel Valley made it an ideal base camp for hunter-gatherer communities over the eons. Archaeologists posit that the presence of communal inhabitation at the site over the ages “implies regulating social issues related to reproduction, sharing resources and enhancing and/or renewing alliances — activities which are likely to be accompanied by rituals.”“Thus, the interpretation of the bird plaquette as an object employed in ritual, or depicting ritual-related accessories, as well as interpretation in terms of some cosmological belief/perception or an emblem of a particular group of hunters are all viable,” the article said.Alla Yeroshevich, an Israel Antiquities Authority archaeologist who was lead author of the study, hedged her bets when describing the plaquette as a ritual object because it’s “[too] small to interpret it as a device displayed in public ritual with certainty.”When nomadic groups gathered at Ein Qashish in antiquity, she said, “a variety of issues [had] to be solved, among them mating/marriage, alliances, exchange of information etc. Each of these activities indeed could have been accompanied by rituals.“If we assume that it happened during autumn or spring when the bald ibis was observed in the sky, the rituals could have been connected to this bird,” she said. “It is very possible that the aggregating groups had their own emblem to be identified with during the aggregation events.” One group may have chosen the ibis as its standard.The authors of the article also posited that the ibis could have been used as “a cue to some seasonal change” linked to the bird’s migratory patterns. The marks on the back of the stone could have been symbols corresponding to spring or autumn, when the bald ibis transited the Levant.The ladder plaquette, the authors said, may have served as a rudimentary “artificial memory system” which could have kept track of “time and location for particular activities, events of aggregation, either for specialized hunting, marital issues, rituals, exchange of resources.”The people who created the objects were members of a society on the cusp of the agricultural revolution, transitioning from a peregrinating to a sedentary lifestyle. Compared to contemporary human populations in Europe, where the need to track shifting seasons for survival was more imperative, there was less environmental pressure in the less seasonal Levant to do so.Nonetheless, the authors said, the etchings may have served as “records or notations related to availability of resources and timing of aggregation events” — in layman’s terms: a primitive calendar.“This is use of symbols which others can understand,” Yaroshevich said. “It’s like you writing [the numeral] 1 and that’s something that everyone in the world understands its significance.”The rarity of these sorts of objects in the historical record in the Levant may derive from a lesser necessity for such technology to survive in a region with less drastic seasonal shifts, Yaroshevich said.At the same time, “it could be that they used graphics but with degradable media — wood, ochre — so we don’t find it,” she told The Times of Israel in a telephone interview.The fact that symbols similar to the ones found at Ein Qashish have been discovered at contemporary prehistoric sites Europe and East Asia, she added, point to there being an “older source” in Africa.

Oslo (AFP) - More than 300 wild reindeer have been killed by lightning in southern Norway, officials said Monday, in the largest such incident known to date.The 323 reindeer, including 70 young, were found on Friday by a gamekeeper on the Hardangervidda plateau, a national park where Europe's largest herd of some 10,000 wild reindeer roam freely.Television footage showed the animals' dead bodies lying close together on the ground."There were very strong storms in the area on Friday. The animals stay close together in bad weather and these ones were hit by lightning," an official from the Norwegian Environment Agency, Kjartan Knutsen, told AFP.Reindeer are social creatures and usually move in packs."It's unusual. (Reuters) - Wildlife agents authorized to eradicate a group of 11 wolves for repeated attacks on cattle in Washington state have hunted down and killed six animals from the condemned pack and are searching for the rest, a state game official said on Monday.State biologists fatally shot two members of the so-called Profanity Peak wolf pack from a helicopter on Aug. 5 after confirming five fatal wolf attacks on livestock in that area. Further lethal-control efforts were later called off.But eradication orders were renewed, and expanded to the entire pack, on Aug. 19 when the state Fish and Wildlife Department determined the same group of wolves was behind additional attacks that left two calves dead and a third injured.Aerial kill teams have since destroyed four more wolves, including a pup, and wildlife agents are looking for the remaining five members of the targeted pack, said Craig Bartlett, a spokesman for the Fish and Wildlife Department."We've never taken out an entire pack before," Bartlett said, adding officials could still decide at some point to suspend the hunt and spare some of the remaining wolves if livestock attacks appear to have been halted.In the meantime, he said, the number of cattle killed or injured by wolves in the area had grown to 12.The Profanity Peak wolves make up one of 19 wolf packs known to inhabit Washington, 15 of them in the eastern third of the state where federal Endangered Species Act protections for gray wolves were lifted in 2011.Wolves are still listed as endangered under state law, which allows officials to remove wolves found to be repeatedly preying on livestock. That means residents did not join the ranks of hundreds of thousands of people displaced by recent fighting with IS and now languishing in camps around the country.But the situation for the some 9,000 civilians still in Qaraya is precarious. The battle left the town without electricity and little running water, and the large international aid groups who normally help the displaced say they cannot deliver aid to people so close to frontline fighting.Najim al-Jobori, the commander of military operations in Nineveh Province where Qayara and Mosul are located, said Iraqi forces are increasingly trying to keep civilians in place while pushing IS fighters out. The Qayara operation, he said, raises his hopes that the approach on Mosul will become increasingly easier as morale among IS fighters crumbles-He said that previously when an airstrike hit an IS unit, the survivors would stay and keep fighting. "But now, you never see that anymore, they all just run."Hundreds of civilians poured out into Qayara's main street Sunday as a convoy of Iraqi officials pulled into the town just days after the military retook it. Some children rushed to cheer on the Iraqi army Humvees, other families peered cautiously from behind garden gates in the town, which before 2011 had a population of 79,000.Walls still painted with colorful Islamic State group instructions and warnings were only partially obscured with hasty swipes of paint. IS banners at the town's entrance stood shredded.Salim Atiyya, a government employee, said that initially in the lead-up to the military's assault on the town, planes dropped leaflets on his neighborhood telling residents to flee along a road leading west. But IS fighters immediately mined the road with roadside bombs. A few days later, leaflets were dropped telling residents to stay put."At the beginning of course we were so scared," the 33-year-old Atiyya said. "We found the smallest room in our house away from windows and doors and we all moved into there," he said. Extended family members also moved in, seeking safety, and eventually "18 of us were all in that one small room," he said.Warplanes from the U.S.-led coalition bombed militants in the town for three days, and then Iraqi forces moved in, recapturing Qayara with only minor clashes. The militants set fire to the oil wells initially to try to thwart airstrikes, but then as they realized they were losing ground they set as many wells alight as possible in an attempt to leave behind a ruined prize, residents said.After the militants fled, Atiyya said he and his family emerged and found the bodies of three IS fighters killed by an airstrike in the street in front of his home."We took them and threw them in the garbage dump," he said, adding, "if you go there now you'll see it's filled with the dead from Daesh" — using the Arabic acronym for IS.But now al-Jobori says his men are unable to control the oil well fires. It's an IS tactic the Iraqis fear they will continue to face as they close in on Mosul: There are a number of small wells under IS control around the city that the militants are likely to set ablaze as well, though they are nowhere near the size of Iraq's more significant oil fields in the south, the Kurdish region and around Kirkuk."The ash falls down like paint powder," said Atiyya. "You will try to wash your clothing, but the color, it never comes out."Another resident, Ahmed Salih, gestured to the clouds of thick black smoke billowing over the town. "The children and the elderly, they are the ones suffering the most," he said, adding that IS began burning oil as a defensive measure three months ago and respiratory problems have since then become commonplace.Salih's tire shop stood shuttered along the main drag. Most of the shops on either side were damaged by small arms fire or destroyed by airstrikes or explosives laid by IS.The United Nations estimates more than 3.3 million Iraqis have been forced from their homes by violence since 2014. The government and aid groups are already struggling to help the displaced, and now they are gearing up to deal with an estimated 1 million who could be driven from their homes during to campaign to retake Mosul.But keeping residents in their homes raises problems of its own. The U.N. refugee agency said it has been unable to reach Qayara to assess the situation there because it remains so close to fighting."We are concerned that if people are prevented from leaving their homes, it could place them at additional risk," the agency told The Associated Press in an emailed statement.On Sunday, Sheik Abdul-Latif al-Himaim, the head of Iraq's Sunni Endowment, an agency that oversees religious affairs for Sunni Muslims, toured Qayara. He said his agency's charity arm plans to bring aid to the town as it has to other displaced Iraqis.But just a few kilometers down the road, there's still no sign of aid from the endowment to a dusty camp called Teena, which houses hundreds of people displaced by previous fighting in the area."Honestly, the situation there is miserable," said Iraqi Army Col. Karim Rodan Salim, stationed at nearby Qayara air base. "None of the aid groups can reach here easily, any supplies brought there are finished in two days."Iraqi forces retook Qayara air base more than a month ago. Now, they are building it up to accommodate the massive numbers of troops needed to push further north toward Mosul.On Monday, dozens of trucks carrying military equipment, blast walls and vehicles clogged the roads leading to the base. The heads of the religious parties in the ruling coalition have demanded an urgent meeting with Prime Minister Benjamin Netanyahu after he ruled on Friday that construction work on a train station in Tel Aviv would go ahead this Shabbat despite their objections.Work on the Shalom station is part of construction on the Jerusalem-Tel Aviv high-speed train line.In a joint statement Saturday, Shas leader Aryeh Deri, United Torah Judaism party head Yaakov Liztman and UTJ MK Moshe Gafni said they “strongly protest the unnecessary desecration of the Shabbat” with the work on the rail line over the weekend.The interior minister, the health minister and the chairman of the Knesset Finance committee, respectively, held a conference call Saturday to discuss their response to the Shabbat work. According to Haaretz, the three are likely to demand Netanyahu fire Transportation Minister Yisrael Katz.A source with UTJ told Haaretz Saturday that the parties felt “cheated” by Katz after he and Netanyahu indicated to them that postponing the work was tantamount to endangering human life.The Prime Minister’s Office on Friday issued a statement saying just that and ordering that the work go ahead. Sections of the Ayalon highway, the main expressway through Tel Aviv, were closed until Saturday evening.“With the end of the Shabbat, we saw pictures taken during the day and we heard Katz saying that he didn’t succumb to religious pressure [not to have work done on Shabbat]. The IDF’s Military Police Investigative Unit opened an official investigation into the shooting death Friday of a Palestinian man after he allegedly charged at troops in a guard post near the West Bank settlement of Ofra, north of Ramallah.Preliminary reports say the suspect most likely did not pose a threat to the soldiers, according to Haaretz and Channel 10.Palestinian medical officials say Silwad resident Iyad Hamad, 38, a father of three, was shot in the back. Hamad is said to have suffered from mental illness and was receiving psychiatric treatment, Hebrew media reported.According to the IDF, troops stationed outside Silwad identified a suspect running toward them and opened fire, killing him. Initial reports Friday said the man had opened fire on the post and Israeli troops returned fire, but the IDF later said it appeared that the suspect was not armed when he approached the guard post.He did not heed the soldiers’ repeated orders to halt and was shot, Army Radio reported. The IDF probe is said to confirm that Hamad did not respond to warning shots and kept running toward the pillbox.“He was a very simple man. Either he got lost and tried to get to the mosque through a dirt road. We don’t know, but it is clear that there was no need to shoot him. He didn’t pose a threat to anyone, a relative, Walid Hamad told Haaretz Saturday.Channel 2 reported that troops were on high alert since earlier this week amid reports that a Palestinian suspect had disappeared from his home, with the intention of carrying out a terror attack. The alert was cancelled on Friday morning.

Israeli security forces arrested two young Palestinians on Saturday at checkpoints in separate locations in the West Bank, both carrying knives.At the Qalandiya checkpoint just north of Jerusalem, a young Palestinian woman was arrested Saturday afternoon after she was found to be carrying a knife in her bag.The blade was discovered during a security inspection as the woman, said to be in her 20s, tried to pass through the checkpoint on foot.At around the same time, Border Police officers stopped an 18-year-old youth at a checkpoint close to the Tomb of the Patriarchs in Hebron, south of Jerusalem.According to Israeli reports, the officers stopped the youth at the checkpoint to carry out a thorough search, which led to the discovery of the knife hidden on his person.The youth is thought to have been planning a stabbing attack in revenge for the death of his cousin, who was fatally shot as he himself carried out a knife attack six months ago.Both suspects were taken away for questioning.The two incidents are the second and third arrests this week of Palestinians in possession of a knife in the West Bank. A woman was detained Wednesday near the Tomb of the Patriarchs, a police spokesperson said. She was handed over to security forces for questioning.A Palestinian man was shot dead by IDF troops Friday morning when he ran toward a guard post near the West Bank settlement of Ofra, north of Ramallah.Also Saturday, Israeli naval forces arrested a Palestinian fisherman off the northern Gaza coast, close to the Israeli border.Army Radio quoted Gaza sources as saying that the Israeli forces attempted to arrest other fisherman, but they managed to flee.Thirty-five Israelis and four foreign nationals have been killed in a wave of Palestinian terrorism and violence since last October. Over 200 Palestinians have been killed in that time period, most of them while carrying out knife, gun or car-ramming attacks, Israeli authorities say.

Wednesday noon, downtown Hebron. Registration for the various slates for the local elections will be closing in roughly 36 hours, and it is hard to sense anything special in the air. Those who see themselves as candidates are meeting with their advisers and their friends in anticipation of the official announcement of their candidacy, but no election posters have yet gone up in the West Bank city.The well-known restaurants here — Al-Khalil, Abu Mazen, the Pasha’s Palace — are full of customers, and one would be hard-pressed to say that the residents are all that excited about the municipal elections planned for October 8.The talk of the day, of all things, is an incident that took place here just about two weeks ago, when an argument between two kids devolved into a deadly armed battle between two clans in the city.Yet although the public in Hebron seems somewhat indifferent to the elections, for the Fatah party, tensions are as high as the stakes.These are the first elections in more than a decade in which voting is taking place at the same time in both Gaza and the West Bank, and Hamas and Fatah are going head-to-head against one another.Whatever the result may be, it will affect not only the status of these organizations but also of their leaders, and could even seep into the relationship between the Palestinians and Israel.While these elections are local, and won’t directly change anything politically or security-related between Israel and the Palestinian, a sweeping win by the hardline Islamist movement Hamas is still liable to ramp up the amount of suspicion and lack of trust between the two peoples.As in the other cities in the West Bank, the trouble in Hebron is that because there are so many secular slates of candidates, there is a reasonable chance that the more moderate camp of Fatah and groups of their ilk will split the secular vote, paving the way for victory by Hamas candidates.For Hamas’s leaders in Gaza and abroad, the vote marks an extraordinary opportunity to take stock of where public opinion stands.But fear of arrests by Israel or the Palestinian Authority have kept Hamas from openly running their members for office in the municipalities, forcing the movement to content itself with semi-independent figures who are known as Hamas supporters.The flip side is that should Hamas lose at the polls, the movement will be able to claim that the lists it ran were not really part of the group, exposing it to less potential damage in the vote than Fatah.Like the parliamentary elections of 2006, these elections are more liable to show the degree of weakness of Fatah and the secular camp than the strength of Hamas.-Where enemies become friends, and friends enemies-One need only travel to nearby Yatta to see what the risks of Fatah and the other moderates tearing themselves to bits looks like in action.A 20-minute drive from Hebron, Yatta is a town that has metastasized into something resembling a city of 120,000 people.Although the elections are a month and a half away, the fighting has already begun. Attacks, violence, threats and the like have been reported, mainly between groups considered to be associated or affiliated with Fatah.Hamas has refrained from running a list under its own name in Yatta. As in other locales, its leaders are in no hurry to present their candidates for fear of Israeli or Palestinian security. But they are promoting figures who are identified with them on independent or semi-independent lists.One of those candidate slates is the Joint List, headed by outgoing mayor Musa al-Muhamra, who resigned from his position just last week to run in the election.If his last name is familiar to readers, its because the two terrorists who opened fire inside a restaurant at the Sarona entertainment center in Tel Aviv are from the same clan, and the ruins of their demolished home can be seen fairly close to his own.“My list contains representatives from the Arab Liberation Front, the Popular Front,” Muhamra says. “Several political movements are represented there. My list contains [representatives from] Hamas as independent representatives.”In the past, Muhamra was a member of the People’s Party movement, which is considered left-wing, but quit over its support of the Oslo Accords in 1993. His lefty past makes him an odd bedfellow for Hamas, and shows the length to which the movement is willing to go in order to see its candidates defeat Fatah.The threat to Fatah is real enough that COGAT commander Maj. Gen. Yoav Mordechai, who heads the Israeli Defense Ministry body which administers the West Bank, and top Shin Bet officials even warned high-ranking PA officials that holding the elections could be a dangerous gamble.But PA President Mahmoud Abbas has insisted on holding the elections on schedule in order to demonstrate the existence of even a shred of democracy in the territories.When I asked Muhamra about Israel’s connection with the local elections, he could hardly stem the flow of words.“Unfortunately, there is more than one sign that [Israel] is interfering with the Palestinian elections, using people who are connected with the Israeli Civil Administration and also through direct interference by the State of Israel and its mechanisms to influence the elections.”When asked if that means people are being “pushed” as candidates by Israel, he says “exactly.”“It is pushing people, and it is playing a role in heating up the security situation and in the change that took place in the security situation on the Palestinian street as a result of this unfair and wrong interference,” he says.Asked to explain how they are interfering, though, he answers in generalities, accusing Israel of using Palestinians who used liaise with the Civil Administration as agents to do its bidding.“It interferes in everything that happens on the Palestinian street that has to do with elections and acts to keep Palestinian citizens from voting freely in the local elections,” he says. “Everybody knows that. It’s known on the street and in the Palestinian Authority that Israel is interfering directly in the elections. It has a certain specific attitude toward the various candidates.”While Muhamra uses the term “Mordechai’s friends” again and again to refer to the colleagues of the COGAT commander , he never mentions the name of Ismail Abu Hamid, the other candidate, who is at the center of a political furor in Yatta.Abu Hamid was mayor of Yatta until 1995. When the Palestinian Authority came into being, he left his position but is now considering running for mayor again.Abu Hamid, who has Israeli citizenship, is the owner of a large fuel station at the entrance to the town. “I have a home in Beit Safafa,” he says, referring to a neighborhood in East Jerusalem, as well as businesses in the territories and in Israel.A Hamas member he is not and posters denouncing him as a collaborator with Israel were put up all over town.When we meet him, he is surrounded by people, and says his decision will come in the next few hours. (Indeed, the next day he filed as a candidate). Some are trying to help him decide, while others appear to be guarding him for fear that someone might try to harm him.Abu Hamid says that his people had found the ones who were putting up the posters. “They fired a shot at me, but my cousins managed to get the gun away from them and hand it over to the Preventive Security Service,” he says.What he leaves out is the fact that the people putting up the posters were member of Fatah who did not want to see Abu Hamid run in the elections and split the moderate vote.“They put up posters against me saying that I was an agent, a member of Hamas, a member of the Civil Administration, that Israel had sent me. It is known who is responsible for these posters, but the PA is not taking any action. It’s not doing a thing. I demand that the PA act on the issue and prosecute all those responsible,” he says.He says time and again that no Israeli ever spoke to him about the topic, and attacks everyone who criticized him for his connection with Israel.“There is security coordination, after all,” he says, referring to cooperation between Israel and the Palestinian Authority on security matters in the West Bank. “There is coordination with the PA. So they’re attacking me for my own connection with Israel?”-Threat level: Moderate-It’s not only in Yatta that Fatah faces a threat from a candidate likely to nab votes from its clutches.One of the most popular radio stations in Hebron is al-Huriya (Liberty), headed by journalist Ayman al-Qawasmeh. Just 43 years old, Qawasmeh is considered a key figure in the city and the district. One can see photographs of Yasser Arafat in his office, as well as the Palestine soccer cup that the Al-Ahli soccer club from Hebron won only several weeks ago in a game against the team from Khan Yunis.Qawasmeh, who reopened the station in April after IDF troops shuttered it for for incitement to violence in November, has put his name up for mayor, leading a list of candidates entitled The Martyr Fahd al-Qawasmeh, named for the mayor of Hebron in the 1970s who was assassinated in Amman in 1984.Qawasmeh says the decision to run was not made by him.“The heads of 19 of the city’s families met in the Harat a-Sheikh [a neighborhood] and chose me,” he tells me.When I ask him whether the list will represent only his clan, he assures me that it contains representatives of many other families.“We took into account the city’s geographical division into many neighborhoods and the division into clans, and we chose people of extraordinary quality,” says Qawasmeh,.Known in the past as being closer to Fatah, Qawasmeh now says he is trying to distance himself from the movement, and demurs when asked even if he defines himself as Hamas or Fatah.“We define our movement as representing the people on the street, who actually represent the majority. Forty percent of the people belong to the movements, while 60% have no connection with, and are not members of, any group. Those people are our constituency,” he says.Our representatives are members of the new generation, he adds. We have brought in new faces. Our list contains more than one woman, he says proudly.He admits that he was pressured not to run, but repeats “The decision to run for mayor was made for me.”As we speak, it is still not clear who from Hamas or Fatah will run against him come October. But from a look at the candidates on his list, which includes friends gathered in his office, it’s clear, as in the case of Abu Hamid, he’ll steal more votes from Fatah.
