Three IDF soldiers were lightly injured in a possible car-ramming attack near the Neve Daniel settlement outside of Jerusalem, the army said.Security officials were treating the incident as a suspected terror attack by the Palestinian driver, who was seriously hurt, although an army spokesperson did not specify what led them to this conclusion.According to police, it appeared that the Palestinian man “intentionally collided with the military vehicle.” The incident was, however, still being investigated to determine if it was an accident.Two of the soldiers were taken to Jerusalem’s Shaare Zedek Medical Center for further treatment, the Magen David Adom rescue service said, while the third received treatment at the scene.The severely injured Palestinian man was taken to an undisclosed hospital for further care, the army said.Route 60 — one of the main highways through the West Bank — was closed off between Neve Daniel and Gush Etzion junction while the two vehicles were cleared out of the way, police said.The possible attack comes on the tail of a resurgence in violence that has struck Israel and West Bank in recent weeks.Last week, 13-year-old Hallel Yaffa Ariel was stabbed to death in her bed in the settlement of Kiryat Arba by a Palestinian terrorist, and 48-year-old Rabbi Miki Mark was killed near Hebron in a drive-by shooting attack, which also wounded three members of his family.In response to the attacks, the IDF enforced a closure on the Hebron area and the village of Bani Na’im, the hometown of several attackers.Since October, 35 Israelis and four others have been killed and hundreds more injured in the wave of Palestinian attacks, though the violence had dramatically waned of late. Palestinian Authority President Mahmoud Abbas on Wednesday harshly criticized a newly released report by the Quartet of Middle East peacemakers, saying it would not further the cause of peace, and called on the United Nations Security Council to reject the document.The Quartet — the UN, United States, European Union and Russia — on Friday published its long-awaited report on the peace process, which saw for the first time a major international body cite Palestinian incitement to violence against Israel as a major obstacle to ending the conflict.Incitement was one of the three “negative” trends highlighted in the report penned by UN envoy Nickolay Mladenov. The United States and Israel successfully conducted a large-scale exercise last month, pitting the countries’ missile defense systems against a simulated attack of thousands of rockets fired from Lebanon and Iran, the Defense Ministry announced Wednesday.Six missile defense systems were tested in the simulation, which was conducted in both the United States and Israel. The Arrow 2, Arrow 3, David’s Sling, Aegis, Patriot and Terminal High Altitude Area Defense (THAAD), all of which protect against medium- and long-range rockets, were used in the exercise, the ministry said.“During the test, scenarios consisting of multiple missile and rocket attacks were simulated against Israel with both United States and Israel successfully employing, engaging and destroying the simulated incoming threats,” the Defense Ministry said in a statement.The famed Iron Dome system, which protects against short-range missiles, was not tested in this exercise.“The David’s Sling missile defense system, which was recently delivered to the [Israeli] Air Force, participated in the drill as part of its transition to becoming operational,” the Defense Ministry said.The David’s Sling system, also known as Magic Wand, completed a final set of major tests in December 2015 and was declared operational. It was delivered to the air force in March, but required additional time for installment and training before it could be fully integrated into the country’s missile defense program.The Arrow 2, Arrow 3 and David’s Sling were joint Israeli-American weapons development projects, while the THAAD, Patriot and Aegis missiles are American-made systems. This exercise, which concluded on June 22, tested the interoperability of those systems to ensure that they could work together in the event of a missile attack.The Israeli Missile Defense Organization, the American Missile Defense Agency and the US European Command spearheaded the five-day drill, but the tests themselves were carried out by Elisra, a subsidiary of the Israeli Elbit Systems weapons company.Israel’s missile defense program and its dependence upon US assistance has been a contentious issue in recent months, as negotiations continue for the defense aid package — known as the memorandum of understanding — that America gives to Israel.According to a report in The New York Times, the next 10-year deal could top $40 billion, and would include a decade-long pledge to fund Israel’s missile defense systems, an arrangement currently funded separately in yearly installments. It has been subject to much controversy recently as the White House and Congress have disagreed over the size of the annual increase for the missile defense program.The US has either jointly developed or financed all three of the Israeli programs — the Iron Dome, Arrow (long-range) systems, and David’s Sling (medium-range). Four global banking conglomerates have joined forces with semiconductor giant Intel and three Israeli entrepreneurs to take part in Israel’s growing financial technology scene by setting up a new fintech hub at the heart of Tel Aviv.HSBC, RBS, Italy’s Intesa Sanpaolo and Brazil’s Banco Santander have set up, together with Avi Cohen, Gil Devora and Moises Cohen, a new center to foster the creation of financial technology startups in Israel.The Floor, as the Tel Aviv based center is called, aims to pave the way for the companies it fosters to access the $1 billion investment funds managed by the group’s strategic partners and banks. KPMG and Accenture are also part of the venture, the partners said in a joint statement.Located at the Tel Aviv Stock Exchange, the hub will provide office space and mentoring services to ventures in the financial technology sectors, whether they are developing products for digital banking, blockchain solutions, digital payments or anti-fraud software.The center aims to facilitate access to investors, financial institutions and Asian markets and help these initiatives develop. PASADENA, California (AP) — Braving intense radiation, a NASA spacecraft reached Jupiter on Monday after a five-year voyage to begin exploring the king of the planets.Ground controllers at the NASA Jet Propulsion Laboratory and Lockheed Martin erupted in applause when the solar-powered Juno spacecraft beamed home news that it was circling Jupiter’s poles.The arrival at Jupiter was dramatic. As Juno approached its target, it fired its rocket engine to slow itself down and gently slipped into orbit. Because of the communication time lag between Jupiter and Earth, Juno was on autopilot when it executed the daring move.“Juno, welcome to Jupiter,” said mission control commentator Jennifer Delavan of Lockheed Martin, which built Juno.The spacecraft’s camera and other instruments were switched off for arrival, so there won’t be any pictures at the moment it reaches its destination. Hours before the encounter, NASA released a series of images taken last week during the approach, showing Jupiter glowing yellow in the distance, circled by its four inner moons.Scientists have promised close-up views of the planet when Juno skims the cloud tops during the 20-month, $1.1 billion mission.The fifth rock from the sun and the heftiest planet in the solar system, Jupiter is what’s known as a gas giant — a ball of hydrogen and helium — unlike rocky Earth and Mars.With its billowy clouds and colorful stripes, Jupiter is an extreme world that likely formed first, shortly after the sun. Unlocking its history may hold clues to understanding how Earth and the rest of the solar system developed.Named after Jupiter’s cloud-piercing wife in Roman mythology, Juno is only the second mission designed to spend time at Jupiter.Galileo, launched in 1989, circled Jupiter for nearly a decade, beaming back splendid views of the planet and its numerous moons. It uncovered signs of an ocean beneath the icy surface of the moon Europa, considered a top target in the search for life outside Earth.Juno’s mission: To peer through Jupiter’s cloud-socked atmosphere and map the interior from a unique vantage point above the poles. Among the lingering questions: How much water exists? Is there a solid core? Why are Jupiter’s southern and northern lights the brightest in the solar system? “What Juno’s about is looking beneath that surface,” Juno chief scientist Scott Bolton said before the arrival. “We’ve got to go down and look at what’s inside, see how it’s built, how deep these features go, learn about its real secrets.”There’s also the mystery of its Great Red Spot. Recent observations by the Hubble Space Telescope revealed the centuries-old monster storm in Jupiter’s atmosphere is shrinking.The trek to Jupiter, spanning nearly five years and 1.8 billion miles (2.8 billion kilometers), took Juno on a tour of the inner solar system followed by a swing past Earth that catapulted it beyond the asteroid belt between Mars and Jupiter.Along the way, Juno became the first spacecraft to cruise that far out powered by the sun, beating Europe’s comet-chasing Rosetta spacecraft. A trio of massive solar wings sticks out from Juno like blades from a windmill, generating 500 watts of power to run its nine instruments.In the coming days, Juno will turn its instruments back on, but the real work won’t begin until late August when the spacecraft swings in closer. Plans called for Juno to swoop within 3,000 miles (5,000 kilometers) of Jupiter’s clouds — closer than previous missions — to map the planet’s gravity and magnetic fields in order to learn about the interior makeup.Juno is an armored spacecraft — its computer and electronics are locked in a titanium vault to shield them from harmful radiation. Even so, Juno is expected to get blasted with radiation equal to more than 100 million dental X-rays during the mission.Like Galileo before it, Juno meets its demise in 2018 when it deliberately dives into Jupiter’s atmosphere and disintegrates — a necessary sacrifice to prevent any chance of accidentally crashing into the planet’s potentially habitable moons.

The Jewish Agency for Israel’s governing body and chairman slammed the recent rejection by an Israeli rabbinical council of conversions performed by Haskel Lookstein, a prominent Orthodox rabbi in the United States.The condemnation came in a statement issued from the Jewish Agency chairman, Natan Sharansky, that was endorsed Tuesday by the board of governors convening in Paris.It came a week after the international media, including The New York Times, reported that a rabbinical court in Petach Tikvah, near Tel Aviv, in April declared invalid the conversion of a woman who Lookstein converted last year. The rabbi also converted Ivanka Trump, the daughter of Republican presumptive presidential candidate Donald Trump.The Lookstein incident occurred amid a power struggle between the ultra-Orthodox-controlled Chief Rabbinate of Israel and the modern Orthodox movement, as well as Reform and Conservative streams.“Again and again, people who know nothing about world Jewry and Orthodox Jewry decided they cannot accept the conversion of an esteemed rabbi, usually one who works hard to connect Jews to Israel,” said Sharansky, who brought the declaration to a vote.The issue “drew international attention because of the connection to the Trump family, but for us that is not the issue,” he said. “For us is whether we can accept the constant undermining of the legitimacy of the Diaspora faith communities.”The more than 200-member board of governors, which convened in Paris for the first time to show solidarity with the embattled Jewish community, passed the statement unanimously. It said the rejection of Lookstein’s conversion was “not based on halachic reasons,” in a reference to halacha, the Orthodox Jewish law. Sharansky said non-recognition of such conversions “harms Israel’s standing in the Jewish world.”The board also unanimously passed a resolution urging the government of Israel to implement a plan to resolve interdenominational disputes over the Western Wall in Jerusalem. Approved in January, the plan envisaged the opening of an egalitarian section at the wall, where presumably women would be able to pray together with men. But the plan has not been implemented amid objections by Orthodox opponents.According to the resolution, the delay is “increasing the tension and impatience of world Jewry around the Kotel,” the board said, using the Hebrew for the Western Wall.A third resolution called on France to void its diplomats’ vote in April in favor of a United Nations resolution that critics say ignored Jewish ties to Jerusalem. The UNESCO resolution refers to the Temple Mount solely as Al-Aqsa mosque/Al-Haram Al Sharif, except for two references to the Western Wall Plaza that were put in parentheses.Amid an uproar by French Jews and Israeli officials, French Prime Minister Manuel Valls said France should not have voted in favor of the UNESCO resolution. KHANKE, Iraq - The advertisement on the Telegram app is as chilling as it is incongruous: A girl for sale is "Virgin. Beautiful. 12 years old.... Her price has reached $12,500 and she will be sold soon."The posting in Arabic appeared on an encrypted conversation along with ads for kittens, weapons and tactical gear. It was shared with The Associated Press by an activist with the minority Yazidi community, whose women and children are being held as sex slaves by the extremists.While the Islamic State group is losing territory in its self-styled caliphate, it is tightening its grip on the estimated 3,000 women and girls held as sex slaves. In a fusion of ancient barbaric practices and modern technology, IS sells the women like chattel on smart phone apps and shares databases that contain their photographs and the names of their "owners" to prevent their escape through IS checkpoints. The fighters are assassinating smugglers who rescue the captives, just as funds to buy the women out of slavery are drying up.The thousands of Yazidi women and children were taken prisoner in August 2014, when IS fighters overran their villages in northern Iraq with the aim to eliminate the Kurdish-speaking minority because of its ancient faith. Since then, Arab and Kurdish smugglers managed to free an average of 134 people a month. Her parents are presumed dead. Somewhere, she said, her 9-year-old sister Mayada remains captive. One photo she managed to send to the family shows the little girl standing in front of an IS flag.Five other sisters all managed to escape and later were relocated to Germany. A younger brother, kept for months in an IS training camp in Mosul, also slipped away and is now staying with other relatives in Dahuk, a city in the Iraqi Kurdish region.Sitting very still and speaking in a monotone, Lamiya recounted her captivity, describing how she was passed from one IS follower to another, all of whom beat and violated her. She was determined to escape.She said her first "owner" was an Iraqi IS commander who went by the name Abu Mansour in the city of Raqqa, the de-facto IS capital deep in Syria. He brutalized her, often keeping her handcuffed.She tried to run away twice but was caught, beaten and raped repeatedly. After a month, she said, she was sold to another IS extremist in Mosul. After she spent two months with him, she was sold again, this time to an IS bomb-maker who Lamiya said forced her to help him make suicide vests and car bombs."I tried to escape from him," she said. "And he captured me, too, and he beat me."When the bomb-maker grew bored with her, she was handed over to an IS doctor in Hawija, a small IS-controlled Iraqi town. She said the doctor, who was the IS head of the town hospital, also abused her.From there, after more than a year, she managed to contact her relatives in secret.Her uncle said the family paid local smugglers $800 to arrange Lamiya's escape. BRUSSELS, Today, 09:24-The EU, France and Germany have told Balkan leaders that the UK's exit from the EU would not stop aspirant countries from one day joining the fractured bloc.French president Francois Hollande and Germany's chancellor Angela Merkel at a summit in Paris on Monday (4 July) told their six Balkan counterparts that enlargement of the European Union would continue."The British decision does not in any way put into question commitments made toward countries in the Balkan region. They will be respected," said Hollande.Merkel issued a similar call of reassurance.EU foreign relations chief Federica Mogherini said: "It is very important for the European Union to reaffirm the willingness to proceed on the European integration of the Western Balkan countries - all of them”.Albania, Bosnia, Kosovo, Macedonia, Montenegro, and Serbia are at different stages in the enlargement process.-Serbia’s new chapters-Croatia on Monday agreed to no longer block Serbia from opening two new accession chapters that deal with the rule of law, the judiciary, and human rights.All EU states, except Croatia, had in April backed the opening of the chapters (23 and 24). But Zagreb at the time had issues with Serbia's treatment of the Croatian minority in Serbia and with its courts jurisdiction war crimes.Croatia's decision prompted Johannes Hahn, the EU commissioner in charge of enlargement, to send out a tweet saying that "#European perspective is real!”.Hahn at the summit also announced the EU would provide €96 million for three railway infrastructure projects in Serbia, Albania and in Kosovo."We will also provide €50 million for greening measures such as energy efficiency in residential buildings and small scale hydro projects," he said.-Brexit ‘earthquake’-The Paris summit is unlikely to have allayed all concerns that the EU will be able to return to business as usual, however.Serbia's prime minister Aleksandar Vucic described the UK decision "as the biggest political earthquake since the fall of the Berlin wall", reports the Associated Press.He said the knock-on effects would be felt in Serbia."There is no doubt that this will have significant consequences not only in the short but also in the long term. What the EU enlargement policy will be, I cannot tell you at this moment," he added.He spoke amid a growing pro-Russian sentiment that has taken root in Serbia, Moscow's only strategic ally in the region, with some in Serbia hoping that the UK referendum result would bring EU expansion to a halt.

BRUSSELS, Today, 09:29-The European Commission could make a last-minute U-turn on plans to ratify a Canada free trade deal amid member states’ complaints.The issue at stake is whether to ratify CETA, the EU-Canada take pact, via the EU institutions simply, or to give national parliaments a say,Several commissioners, including commission president Jean-Claude Juncker and trade commissioner Cecilia Malmstroem, have in the past argued it was enough for the EU Council, represented by the 28 EU trade ministers, and a majority in the European Parliament to conclude the deal.They said that CETA covers matters that are the exclusive competence of the EU.But some countries, notably Austria, France and Germany, have said that CETA is a ”mixed” agreement, which also contains provisions that fall under member state responsibility.Under the mixed model, all 28 EU states’ legislatures would also have to give their approval. That would include, in some cases, devolved parliaments in federal EU states such as Belgium, Germany and Spain, bringing the total figure to 38 separate assemblies.The German deputy chancellor, Sigmar Gabriel, has warned that attempts to bypass national parliaments would provoke anti-trade and eurosceptic sentiment, which is already on the rise in Germany and elsewhere in Europe.French president Francois Hollande and Austrian chancellor Christian Kern have said the same.Most parliaments are likely to give the deal a green light, but not the ones of the Netherlands and in the Belgian region of Wallonia.Bulgaria and Romania have also threatened to veto the pact unless Canada grants their citizens visa-free travel.The commission has said that a ”simple” ratification process by the Council and the European Parliament would be democratic because trade ministers could ask their parliaments on how to vote.Its legal service has ruled out that CETA is a “mixed” agreement.Many MEPs also say their vote would provide the necessary parliamentary scrutiny.But Financial Times reports that Juncker got cold feet after last week’s EU summit, where he failed to receive the support of heads of government for his point of view.Other media report that Germany is unhappy with Juncker’s high-handed behaviour ahead of and after the British referendum on EU membership.Speaking in the margins of last week’s summit, Juncker declared that he ”wasn’t ready to die at the altar of legal issues”.The college of commissioners will decide on the ratification process during their meeting on Tuesday (5 July).The commission has in the past asked the European Court of Justice (ECJ) to clarify the nature and ratification process of a similar agreement, on trade relations with Singapore, but the case has been stuck in court since 2014.The decision on CETA is also likely to act as a precedent for the future EU-US trade deal, TTIP, that is currently being negotiated.

Prague/Brussels, Today, 14:26-At a press conference last Friday (1 July), neither European Commission president Jean-Claude Juncker not Slovak prime minister Robert Fico, whose country now holds the EU presidency, uttered the name Greece.It was a sea change compared to a year ago, when, on 5 July 2015, 63 percent of Greek voters rejected a bailout plan proposed by its creditors in a referendum.The vote took place amid political tension in Greece, whose banks had been forced to impose capital controls, and intensified fears of a Grexit - a Greek exit from the eurozone or even from the EU.But an even more austere bailout than first proposed went through anyway a few days later, while each subsequent review, such as the last one, in May, added still harsher conditions.A year on, and for Greek political scientist Dimitri Sotiropoulos from the University of Athens: "Greece has a three-year window during which it can try to attract foreign investment, proceed with structural reforms and hopefully enjoy political stability”.The bailout programme runs until 2018 and the next general election in Greece is due in 2019.Sotiropoulos, who spoke to EUobserver in a recent interview at the Prague European Summit, a conference, said that Greece lost one year and a half to two years of time it could have spent fixing the economy on fighting its losing battle with the creditors - the EU and the International Monetary Fund (IMF).-'Silent revolution'-He said the government of prime minister Alexis Tsipras “tried what was an unrealistic option to make European decision makers turn around”.He added that, if things go well, Greece "will soon hopefully come close to the point where we were towards the end of 2014," before Tsipras came to power.The most successful part of the current programme has been the reform of the banking sector, Sotiropoulos said.Four systemic banks - the National Bank of Greece, Alpha Bank, Piraeus and Eurobank - were recapitalised last year and the Greek banks' presence in south-east Europe was preserved.The three other parts of the programme - fiscal consolidation, competitiveness of the Greek economy and reform of the public sector - have so far produced limited effects, Sotiropoulos said.The objective of a primary budget surplus (a surplus before payment of debt) of 3.5 percent in 2018 is "quite high," he noted, and has met with two obstacles.First, Sotiropoulos warned, "if the government continues to try to achieve fiscal consolidation mainly by increasing taxes, there will be a silent revolution of Greeks not paying their taxes anymore."In recent years, he said, the Greek tax system has been changed several times and tax hikes have "almost exclusively hit owners of real estate, regardless of the size of properties and of the salary strata".On one hand, Sotiropoulos said, "many Greeks are now really unable to contribute anymore". On the other hand, tax increases have not been accompanied by a plan to battle tax evasion.-'€500 salary is low enough'-As a consequence, many self-employed Greek people - a sector that represent more than a third of the labour force - can continue to avoid paying taxes.Sotiropoulos also said that tax policies applied to meet the fiscal target set by creditors would be "useless unless Greece obtain a small scale restructuring of its debt" from those creditors."Without [debt] relief, the problem will surface again and again," he said.The part of the bailout p[lan designed to enhance the competitiveness of the Greek economy also faces problems.In September, Sotiropoulos said, the Greek government and the creditors will start discussing a reform of the labour market to make it more flexible.The reform is "necessary," he said, but "wages and salaries have been slashed for the last six years and that didn't make the economy more competitive and provided no stimulus for foreign investment to come in.""We need a larger package which would not depress income," he said.He said that political instability, a "large and inefficient bureaucratic apparatus" and a "frequently changing legal framework," especially on tax and the justice system, have so far prevented the economy from rebounding."Relaxing the protection of workers and bringing down salaries will not make the economy more competitive," he said.Referring to the current salary of some young people in Greece, he added that "€500 [a month] is low enough to attract foreign capital".-Public sector-The reform of the public sector remains a crucial and difficult part of what Greece has to achieve under the bailout.Sotiropoulos said that reforms and salary cuts in recent years made many public sector voters turn to Tsipras’ left-wing Syriza party and its right-wing nationalist ally, Anel. That could prevent the government from making deep reforms for fear of losing their electorate, he said.But he said that the government should do "more to bring the minimum salary in the public sector on a par with minimum salary in the private sector, because the public sector is still very much attractive and that is not a fair policy option."He said that the government "needs to find ways to merge public services and to enforce mobility" because some parts of the public sector are now understaffed while others are overstaffed.Since the bailout agreement last summer and a snap election won in September, the legitimacy of Tsipras' government has been "shrinking," Sotiropoulos noted, especially because of the tax policies that it enforced.But "opposition is not united, not strong enough, it has not gotten rid of accusations that past policies had a tremendously negative impact on the middle and lower classes and it doesn't have a plan of reform," he said.In recent years, and ever more so more since last summer, Greek governments have been under creditors' oversight, but Greece's situation has not much improved.-Maverick behaviour-"After 2011-2012, creditors gave up and adapted to the Greek propensity to keep the public sector intact, to be very reluctant in reforms and to limit the austerity package to its financial aspect which is fiscal consolidation without changing Greece's economic model and public structures," Sotiropoulos said.

Now, he added, "creditors are not insisting enough on structural reforms".He noted that creditors do not completely agree with each other, but also that they do not really trust "a government that has behaved in maverick fashion" in the past.Compared to migration, terrorism and now Brexit, "Greece has become a small problem," he added.A year after Greeks refused austerity but were forced to accept an austere bailout anyway, their economic prospects are uncertain and will depend on the main players' will to act."Without serious attempts from the government to implement reforms and serious attempts from creditors to discuss some kind of public debt restructuring, we won't have hope after [the end of the bailout in] 2018," Sotiropoulos said.

TORONTO - An activist group that stalled Canada's largest Pride parade to demand more rights for racialized communities says it's being flooded with hate mail, some of it sent by members of the LGBTQ community.Black Lives Matter Toronto says the vitriol demonstrates the racism it is trying to combat with its actions.The group — a Canadian chapter of the a larger U.S. movement active in Toronto since late 2014 — caused a stir on Sunday when some of its members who were marching in the city's Pride Parade staged a sit-in — bringing the event to a halt for about half an hour.The parade resumed when Pride Toronto's executive director Mathieu Chantelois signed a list of demands that included more funding and better representation for racialized communities during Pride events, and a ban on police floats in future parades.Chantelois later told the media that he only signed the list of demands so he could get the parade moving again."The show and the parade had to go on," he told local TV station CP24, adding that he had only agreed to have a conversation about the issues raised by the group with his LGBTQ community.Ever since the sit-in, however, Black Lives Matter Toronto has been the target of vicious, racist emails, some from members of the larger LGBTQ community, said Janaya Khan, a co-founder of the group."Particularly our queer and trans members, myself included, we have received dozens and dozens and dozens since the action," said Khan. "I think that is testament to why we had to create an intervention into Pride in the first place."The hate mail, which is "100 per cent" made up of anti-black racism, denounces members of Black Lives Toronto who have identified as queer and trans, said Khan."It's 'You could never be a part of our community, you savage monkey,' that kind of thing," she said. "The reality is that gender and sexual diversity doesn't negate the reality of racism and white privilege...In their minds my blackness made it so that I couldn't possibly be a part of their community."The group is now focused on ensuring Pride Toronto follows through with the list of demands that was signed at the stalled parade."Whether or not our demands are seen through — and they will be seen through — the success that comes out of creating the type of dialogue that we've seen is monumental," said Khan."This type of push back, this type of backlash, it means that we've struck a nerve...It shouldn't have taken 30 plus years for Pride to really consider what would make black communities and racialized communities feel safer in Pride."Sunday's sit-in was just the latest in a series of actions taken by the group that has frequently accused Toronto police of racial profiling and violence against the black community.Last summer, a rally shut down a portion of a busy expressway as the group called for justice in the police shooting deaths of two black men.This March, members of the group camped out in front of Toronto police headquarters for two weeks, demanding an overhaul of Ontario's police watchdog and the release of the name of an officer who fatally shot a man last summer. The group has also been a vocal critic of the controversial practice of police carding, street checks which it said unfairly targeted young black, brown and indigenous people.The group's demand to ban police floats and booths from the Pride Parade and Pride community spaces appears to have emerged as its most contentious call since Sunday, but Khan said Black Lives Matter Toronto isn't seeking a meeting with police over the matter."We're not closed off to discussion and negotiation, but we do not at this point trust commitments that the police make to us directly," Khan explained. "We're going to move forward focusing on what the community wants from us."The group specified, as well, that its demand centred around police floats in particular, and would not prevent LGBTQ officers from being at the event if they wanted to."We believe they should not have police floats and we believe they should not be in uniform and they should not be armed," said Khan. "That type of police presence within the parade itself is inherently problematic and creates very exclusive space for police officers and excludes marginalized communities from participating in the parade."Pride Toronto said it hopes to gather feedback on this year's Pride events at a public town hall scheduled for August.

LONDON (Reuters) - A British inquiry into the Iraq War delivers its long-awaited report on Wednesday, with critics of the U.S.-led invasion hoping it will condemn former Prime Minister Tony Blair while some families of slain soldiers fear it may be a whitewash.To be published seven years after the inquiry was set up when the last British combat troops left Iraq, the report runs to 2.6 million words - about three times the length of the Bible - and will include details of exchanges Blair had with then U.S. President George W. Bush over the 2003 invasion.Iraq remains in chaos to this day. Islamic State controls large areas of the country and 175 people died on Saturday in Baghdad's worst car bombing since the U.S.-led coalition toppled dictator Saddam Hussein.The inquiry's purpose was for the British government to learn lessons from the invasion and occupation that followed, in which 179 British soldiers died.But opponents of Blair's decision to join the war will be pouring over the report for its judgment on how the Labour leader, who quit in 2007, justified the military action. At the time, he said intelligence showed that Saddam had weapons of mass destruction but after the invasion none was found."I was lied to. The media, the press, the families, parliament, everybody was lied to," Reg Keys, whose son was among the British fatalities and who stood as a candidate for parliament against Blair in the 2005 election, told Reuters TV.Blair has always rejected any suggestions he acted dishonestly, and a spokeswoman for him said she would not comment until the report was published.The inquiry, headed by former civil servant John Chilcot, looked at the reasons for the invasion, the war itself and the aftermath - and has taken longer to complete than the British military involvement itself.Public hearings, including two appearances by Blair, ended in 2011 but since then the writing of the report has been dogged by rows over the release of secret government files and the contacts between London and Washington. It will include details of notes from Blair to Bush and quotes from more than 130 records of their conversations.Critics believe Blair, who sent 45,000 British troops for the invasion, gave Bush an unconditional promise that Britain would join military action and that he then distorted intelligence to back this up and put pressure on government lawyers to give the invasion legal approval.Keys noted that Chilcot had said the inquiry would not play the blame game. "But I certainly hope it points the finger of accountability in the direction of the former prime minister who was the key player with all of this deceit," Keys said.However, he said he feared the report might be watered down as those facing criticism have been allowed to respond prior to publication.Chilcot played down this risk in a BBC TV interview on Tuesday. "I made very clear right at the start of the inquiry that if we came across decisions or behavior which deserved criticism then we wouldn't shy away from making it," he said."Indeed, there have been more than a few instances where we are bound to do that. DHAKA (Reuters) - On the last Friday of Ramadan, Meer Hayet Kabir was hoping his son Meer Saameh Mubasheer, missing for the past four months, would come home. In Bangladesh, even kidnappers sometimes released hostages on a holy day.The 18-year-old did return to the capital Dhaka that night, but not to his father. Instead police believe he, along with at least four other gunmen, attacked an upscale restaurant in the city and murdered 20 people, mostly foreigners.Now he is dead, killed with his fellow assailants by police.On Tuesday, still in shock, Kabir was trying to make sense of what happened and what made the quiet, soft-spoken teenager give up a privileged life and loving home in one of Dhaka's upscale neighbourhoods to take up arms in the name of radical Islamism. Islamic State claimed responsibility for the attack."Something has gone wrong. Something has gone wrong," said Kabir, 53, holding back tears as he showed pictures from Mubasheer's 18th birthday in December on his iPad."I still don't want to believe my son has done it with his own, conscious mind," he told a small group of reporters who visited his home.It is a question many people in Bangladesh are asking after the attack on Friday, one of the most brazen in the South Asian nation's history and potentially damaging to its $26 billion (£20 billion) garment export industry. Most of the attackers were young like Mubasheer, went to some of the best schools and came from well-to-do families.Another suspected attacker, Nibras Islam, was around 22 and went to Monash University in Malaysia, where a bachelor's course costs nearly $9,000 a year, at least six times the average income in Bangladesh.As the stories of the militants emerge, they are challenging the popular narrative that poverty and illiteracy are the key ingredients in the making of a South Asian militant.Kabir, a telecoms executive, blamed Islamist groups in the country for luring his son away. Some people close to the family blamed it on the Internet, while Kabir thinks the smartphone he gave his son months before his disappearance might have been the way extremist groups reached him.He said that if such groups could radicalise someone who came from a loving family and was getting secular education at the elite Dhaka school Scholastica, no one should feel safe."We are a caring family," Kabir said. "If they can steal my son from my family, they can steal anybody's kid."H.T. Imam, political adviser to Prime Minister Sheikh Hasina, told Reuters the attackers could not have acted alone and must have come in contact with radicals who influenced them. Imam said the militants' parents should also be investigated.-DINOSAURS, MOVIES-As a child, Kabir said his son was interested in dinosaurs and could memorize several of the animals' complicated names."His one speciality is that once he is interested in something he will get into details," Kabir said.During a visit to India around eight years ago, the family visited the city of Agra, home to the famous Taj Mahal. After that, Mubasheer became interested in history and started drawing pictures of Mughal emperor Akbar and Hindu Goddess Durga.Over the next few years, he also began to study Bangladesh's history, including its 1971 war of independence from Pakistan."He would buy independence war-related movies, dramas. That was his craze," Kabir said.Mubasheer was also fond of watching English films and cartoons. Occasionally he cooked food for himself and his father.In the months before his disappearance, Kabir said he noticed no visible change in his behaviour, other than that he stopped using Facebook and focussed more on studies.Family pictures at their spacious home, complete with tiled floors and a chandelier, depicted a normal childhood; in one, Mubasheer stands with his elder brother and plays a synthesizer.But his "mental growth was slow," Kabir said."His classmates also noticed it. They would say he was a Mamma's boy. He would not like it."Other than hobbies, Mubasheer was always interested in religion. His father advised him to use the right sources for learning about the subject when he gave him an English version of the Koran."Sometimes he would say he wants to become an accountant, sometimes he would say theology or sociology," Kabir said.Inside Mubasheer's small bedroom, a photograph of the Koran hung on a wall behind his bed, next to a study table that was covered with books on business studies, accounting and TOEFL, an English language test.Mubasheer would usually pray five times a day and visit a nearby mosque.Kabir has yet to go and identify the body believed to be that of his son."I am hoping a miracle happens, that he is not one of these guys."(Writing by Aditya Kalra; Editing by Paritosh Bansal and Mike Collett-White)

OTTAWA - The federal government will stay out of a looming work stoppage at Canada Post for now, putting the onus on the corporation and its largest union to come to an agreement quickly before the mail stops being delivered.Prime Minister Justin Trudeau said Tuesday that his government is not considering back-to-work legislation right away, a change from the former Conservative government's decision to follow that path in the immediate aftermath of a lockout in 2011.Trudeau did leave the door open to government involvement if there is a prolonged work stoppage at Canada Post, saying the Liberals didn't feel it was the "immediate responsibility" of governments "to be heavy-handed" in labour disputes."We are a government that believes in good faith negotiations that happen at the bargaining table. That is where these discussions need to be worked out," Trudeau said in Montreal.The federal NDP called the Liberal position in the labour dispute disappointing, saying the government was following the same path the Conservatives took in 2011. The party's labour critics said the Liberals have broken election promises to "end the Conservative-style attempts to discredit and disrupt our postal service."A halt in postal services could come as early as Friday if Canada Post and the Canadian Union of Postal Works cannot work out a new collective bargaining agreement for the approximately 50,000 rural and urban mail carriers in the country.In a statement early Tuesday, Canada Post said it plans to suspend the collective agreement as of Friday. It blamed prolonged negotiations, the union's strike mandate and the financial cost of a rapid decline in mail volume.Canada Post said the 72-hour notice delivered to the union does not necessarily mean it will shut down on Friday.Rather, it said, the announcement would allow the Crown corporation to "take measures that are necessary to respond to the changing business reality."For the union, that means its workers are being threatened with a lockout, as CUPW has vowed to not go on strike and stay at the bargaining table.Canada Post said its latest offer presented on June 25 was fair and reasonable and that it still hoped to negotiate a deal with the union.The union wants to see a pay increase for its rural, mostly female carriers, who earn 28 per cent less than their urban, mostly male, counterparts to address what CUPW sees as a pay equity issue.Canada Post has said CUPW's demands are "not affordable" and would add $1 billion in costs over the life of a new contract as the postal service undergoes a review of operations, including the move away from door-to-door delivery.CUPW national president Mike Palecek said the Crown corporation turned in a nearly $100-million profit last year and appears to be on track for bigger profits in 2016, although Canada Post has not opened its books to the union."We know we're dealing with an unscrupulous employer. They have no problem lying to the public and they have been untruthful about the real financial situation facing Canada Post for years," Palecek told a news conference in Ottawa.Canada Post spokesman Jon Hamilton called Palecek's claims ridiculous and uncalled for. He said the Crown corporation regularly puts out audited financial statements and figures that the union regularly questions."Just because the union doesn't want to agree with the numbers doesn't make them not true," he said.He said the Crown corporation isn't planning to lock out workers and wants to negotiate a new deal.A lockout would mean a halt to delivery of mail and parcels, and Canada Post wouldn't accept any new items to send domestically or abroad. That has left companies fretting about what the impact could be on their business, school workers in Quebec hastily stuffing envelopes with report cards, and the federal government setting up contingency plans.The Crown corporation and its union have agreed to keep delivering social benefits like old age security, Canada Pension Plan, the working income tax benefit, and the Liberals' vaunted new Canada Child Benefit, which is set to be delivered for the first time this month.The payments will be delivered on the 20th of the month.The majority of those payments aren't done through the mail. Employment and Social Development Canada said about 95 per cent of employment insurance payments, 96 per cent of CPP payments, and almost 98 per cent of old age security payments are done through direct deposit.Employment insurance recipients who haven't or can't sign up for direct deposit can contact Service Canada at 1-800-206-7218 to ask for a cheque that can be picked up at the nearest Service Canada location.

On Wall Street, the Dow Jones industrial average shed 108.75 points, closing at 17,840.62, after the July Fourth holiday. The broader S&P 500 closed at 2,088.55, down 14.40 points, while the Nasdaq composite index fell 39.67 points to hit 4,822.90.The drops came as more concerns emerged about the British economy in the wake of the recent vote to quit the European Union. On Tuesday, a trio of U.K. real estate funds halted trading amid a rush of redemptions.In addition, Bank of England governor Mark Carney loosened capital rules to allow banks to lend more to businesses and households."There's just so many unanswered questions both from the legal standpoint, a diplomatic standpoint, an economic standpoint," said Tom di Galoma, managing director at Seaport Global Holdings.On currency markets, the loonie traded lower. LONDON (Thomson Reuters Foundation) - North Korea has sent hundreds of workers to labour as "state-sponsored slaves" in EU nations as Pyongyang seeks to circumvent international sanctions aimed at starving it of money over its nuclear weapons programme, rights campaigners said on Wednesday.North Korean labourers commonly work 10-12 hour shifts, six days a week, but up to 90 percent of their pay is sent back to the hermit state, according to the European Alliance for Human Rights in North Korea (EAHRNK).Most are working in Polish shipyards, construction sites and farms. North Koreans are also employed in leisure and clothing firms in Malta, and have worked in other EU countries, it said.The North Korean embassy in Warsaw denied workers were deprived of pay."This is all nonsense," said an official, declining to give his name. "Nobody is taking (their salaries), they work and make money for themselves."But campaigners say North Korean leader Kim Jong-un's regime is using overseas labour to earn much needed foreign currency to offset the impact of U.N. sanctions, which were expanded in March after a nuclear test on Jan. 6 and a Feb. 7 rocket launch.EAHRNK director Michael Glendinning said Pyongyang was "in full control and benefiting hugely".A U.N. report last year estimated there were over 50,000 North Koreans working abroad, earning the state $1.2 billion to $2.3 billion annually, although some experts question these figures.Most are labouring in Russia and China. They are literally sending their human rights abuses to the EU and we're tolerating it," he added.Poland issued 2,783 work permits for North Koreans between 2008 and 2015, according to the LeidenAsiaCentre which has linked 32 Polish companies to their employment.Glendinning said Poland stopped issuing new visas for North Korean workers this year.Campaigners say North Koreans are vetted closely before being sent overseas to minimise the risk of defection."They only select workers who are married and have children - hostage-taking essentially," Glendinning said."If they were to defect the family would likely face some kind of punishment in a political prison camp, a re-education camp or - in extreme cases - execution."There has been one defection in Poland and possibly a few elsewhere, he said.A recent documentary by Vice News shows footage of North Korean labourers in Polish shipyards and on construction sites, but workers approached by the filmmakers declined to talk.One North Korean who escaped while working in Russia told them his family had been "destroyed" after his defection.Campaigners do not want North Koreans deported to non-EU countries where conditions could be worse, but say firms must ensure they enjoy the same rights and pay as other workers.The 2016 Global Slavery Index estimates almost 46 million people are living as slaves globally.
