The EU should develop military autonomy from NATO and take a stronger role on the global stage as it must be able to “repel, to respond and to protect,” a new EU security strategy says, encouraging closer military cooperation within the union.The EU cannot any longer rely on NATO on various security issues and must instead develop an ability to “act autonomously if and when necessary,” a document named European Union Global Strategy says as it outlines new foreign policy and security proposals for the EU.“As Europeans we must take greater responsibility for our security. The idea of a common European military headquarters has been revived by the head of the European Parliament Committee on Foreign Affairs, shortly after the UK’s citizens voted in favor of Brexit.“We need more cooperation in the European defense policy,” Elmar Brok told Die Welt.The new armed forces could be modeled after the Franco-German model, making European foreign policy much more effective, Brok believes.“We need a common (military) headquarters and a coalition (of EU countries) acting in accordance with the permanent structural cooperation of the EU Treaty. As Britain voted to leave the EU, Brussels leaders begin plans to set out their new military strategy, believed to include plans for a controversial EU army.And they will announce how they intend to spend their £1trillion budget for the next seven years this week after 'delaying' their proposals until after the referendum.They will also present a raft of measures that cover everything from their plans to introduce EU border checks and the accession to the European Convention of Human Rights.According to insiders, politicians from the 28 member states have been waiting for months as bureaucrats dragged their heels on settling their draft budget and tabling a number of key proposals.The budget proposals, known as the multi-annual financial framework, were shelved at the last minute last month.A source said: "Commission officials said there was 'no link' between the delay and the British referendum but parliamentarians see it as an effort to avoid a discussion of EU spending before the crucial vote."It had already delayed the presentation of its mid-stream review of the EU’s seven-year budget plan until the autumn so as not to fuel British Eurosceptic arguments before the referendum."The fact that it's on the table just days after the vote says a lot."Bulgarian economist and administrator Kristalina Georgieva, currently serving as European Commissioner for Budget and Human Resources, notified members of the European Parliament’s budget committee that her team needed more time to complete their proposals blaming the issue on the migrant crisis.At the time they denied there was any link to the British referendum insisting they had to look at migration-related expenses, including financial assistance to Turkey and Africa before settling on their proposals.However the committee plans to hold the extraordinary meeting in Brussels just a week after the UK has cast its vote. And part of that meeting will look at immigration proposals which will also go before the committee.The EU is proposing to set up an "Entry/Exit System" to register entry and exit data and refusal of entry data of third country nationals crossing the external borders of the Member States to enable police checks.It isn't right for the European Union to have capabilities, armies, air forces and all the rest of it-But the whole delay sparked concerns amongst politicians from member states, including Italy.“There’s a kind of a deflection of attention to some issues,” said Mercedes Bresso, an Italian MEP from the Socialists and Democrats group.He added the British vote had caused “delay in some debates and that now is not the moment to create more problems.”Also on the agenda post the crucial EU vote is a proposal for new EU guidelines on labour rules across the Union.These were supposed to have been introduced by Employment Commissioner Marianne Thyssen in December 2015 but were stalled due to the referendum.And Eurocrats have been also been stalling EU-Canada and EU-U.S. Transatlantic Trade and Investment Partnership trade agreements which could account for President Barack Obama's intervention in the debate.While another topic that’s set to come back on the agenda is the EU’s accession to the European Convention of Human Rights, an international treaty on human rights that includes several European countries but not the EU as a whole.Prime Minister David Cameron pledged to make sure the UK is exempt from the court’s rulings and therefore the decision was knocked off the EU agenda. A Commission spokesperson said the EU was currently in a “period of reflection” over how to proceed with the accession.But some in the Parliament’s committee on human rights are eager to see the issue debated.“The agreement has to be negotiated again,” said Cristian Preda, a Romanian MEP on the committee. “The accession of the EU to the Convention was seen from the very beginning as a very long process.”EU foreign policy chief Federica Mogherini will present top-secret plans which would see new European military and operational structures, including a headquarters.Ms Mogherini's proposals say “security and defence is where a step change is most urgent.“The EU can step up its contribution to Europe’s security and defence."Our external action must become more joined up across policy areas, institutions and member states. Bangladeshi commandos have stormed a restaurant that had been attacked by ISIS freeing some 13 hostages. Armed terrorists raided the building in Dhaka's upmarket Gulshan quarter taking at least 30 hostages including a large number of foreigners. The terrorists were surrounded by elite commandos for more than 10 hours before the security forces recaptured the building.Six of the ISIS jihadis were killed along with an unspecified number of civilians. The gunmen were armed with high-powered automatic weapons when they entered the Holey Artisan Bakery, which is in the capital's diplomatic zone. The ISIS media wing has claimed responsibility for the attack which was launched on the final Friday of Ramadan, as millions of Muslims prepare to celebrate the Eid holiday. The final ten days of Ramadan are the most solemn in the Islamic calendar. However, Bangladeshi prime minister Sheikh Hasina condemned the terrorists, one of who has been arrested alive. He said: 'Because of the effort of the joint force, the terrorists could not flee. 'Anyone who believes in religion cannot do such act. They do not have any religion, their only religion is terrorism.'Two police officers were killed, including a local police station chief, Mohammed Salahuddin, who was earlier injured in the shoot-out. According to a local photojournalist, Mr Salahuddin was asked by his colleagues not to cross the cordon as he was not wearing a bullet-proof vest.Just moments after he crossed the line, according to the Daily Star in Dhaka, he was shot. A second policeman, Robiul Islam, assistant commissioner of Uttara zone Detective Branch, has also died in the shooting, top police officials confirmed. Istanbul (AFP) - The suicide attackers who launched the deadly Istanbul airport assault were planning to take dozens of passengers hostage, Turkish media reported Friday, as two of the bombers were identified.Turkish officials have pointed blame at the Islamic State jihadist group for Tuesday night's gun and bomb spree at Ataturk airport, which left 44 people dead including 19 foreigners."They say they are doing this in the name of Islam," President Recep Tayyip Erdogan said on a visit to Istanbul."That has nothing to do with Islam. Slovakia's role as EU president, Fico explained, would be to "create a forum" to allow member states to discuss the commission's proposals."We have to focus on mechanisms that function, not on those that don't function," he said, referring to the relocation mechanism.-Informal summit-The Brexit and its consequences have added a new item on Slovakia's presidency agenda. Jun, 15:46-The EU needs to redefine its relations with Russia and evaluate economic sanctions, Slovakia's foreign minister has said."We need to redefine relationships and put it on realistic ground," Miroslav Lajcak told journalists in Bratislava on Thursday (30 June) a day before Slovakia takes the six-month presidency of the EU Council.He said the EU had been "too ideological", with western members states being "hypocritical" and eastern members "unrealistic".He said the EU needed "a new kind of partnership" with Russia."I propose we treat Russia like a strategic reality, whenever we can, on issues we can,” he said, adding that "without Russia we are unable to solve a number of local problems"."Russia is a fact, it is a global player," he said.EU leaders are set to discuss their Russia policy in October but an informal meeting of foreign ministers in September will be "a good platform" to start, the Slovak minister said.EU countries this week are expected to extend economic sanctions against Russia until December.Before the next decision, EU states should evaluate if sanctions bring them closer to their goals, Lajcak said.“It's not credible to extend sanctions every six months without discussion,” he said. “No-one should be afraid of discussion.”He noted that sanctions were effective in a way "because they hurt the Russian economy".But he also noted that EU's goal was to change Russia's political position on Ukraine, but that had not happened."Are we going to stick to sanctions or are we going to adapt them," he asked. The Indian military on Thursday successfully test fired the Barak 8, a surface-to-air missile defense system it developed jointly with Israel, reports in Indian media said.The system, made up of a radar array and missile launcher, successfully detected and downed an unmanned aerial vehicle, an official from India’s Defense Research and Development Organization said.“The test launch was a grand success and it met all the targets,” he told the local NDTV News.Developed jointly by the DRDL and Israel Aerospace Industries, the Barak 8 system can identify and destroy airborne threats like UAVs, jets, missiles and rockets, including projectiles launched simultaneously.Unlike other defense systems, Barak 8 can be installed on naval ships as well as on the ground, giving it a mobility advantage.Israel in November also carried out its first successful launch of the new maritime missile defense system, and has already been installed on one of its Sa’ar 5-class warships.Though senior Israeli officials have not revealed the maximum range of the Barak 8 system, an executive vice president of IAI revealed to Jane’s Defense News last year that some of its missiles could shoot down targets at a range of 150 kilometers (93 miles).The radar acquiring targets for the Barak 8 system is code-named Adir (Hebrew for “Tremendous”), or MF-STAR (Multi-Function Surveillance and Threat Alert Radar).This newest iteration (“8”) is intended to defend against advanced weaponry believed to be in the hands of Hezbollah, including the Russian-made Yakhont P-800 anti-ship missile.

BEIRUT — The Lebanese Hezbollah group cancelled an annual event on Thursday in Beirut’s southern suburbs amid security concerns gripping the country in the wake of deadly suicide bombings earlier this week in a Christian village along the Syrian border.In a statement, the Iran-backed Shiite group said it was scrapping the commemorations of Al-Quds Day, citing the prevailing “security situation.”It was the first time the group, which also participates as a political party in Lebanon’s government, cancelled the annual commemoration established by Iran’s late Ayatollah Ruhollah Khomeini, who led the 1979 Islamic Revolution.Al-Quds is Arabic for Jerusalem. Al-Quds Day falls on the last Friday of the Muslim holy month of Ramadan and is meant to be a day of solidarity with the Palestinians.The Lebanese army, meanwhile, announced it had foiled two terror plots by the Islamic State group targeting residential and tourist sites in the country. The army said it had arrested five suspects linked to the plots, among them the alleged mastermind. It did not say where or when the suspects were arrested.Lebanon has been on high alert since nine bombs exploded in the eastern border village of Qaa on Monday, killing five residents. Eight were detonated by suicide bombers.
