IDOMENI, Greece - Greek authorities sent hundreds of police into the country's largest informal refugee camp Tuesday to support the gradual evacuation of the Idomeni site on the Macedonian border.The left-led government has pledged that police will not use force, and says the operation is expected to last about a week to 10 days. GENEVA (Reuters) - Fewer migrants are dying as they try to cross the Mediterranean to Europe, which may reflect better management of refugee flows and swifter rescue operations, the International Organization for Migration (IOM) said on Tuesday.So far this year 1,370 migrants and refugees have perished at sea, nearly 25 percent fewer than in the same period last year, IOM spokesman Joel Millman said. An estimated 191,134 people have arrived by boat so far this year in Italy, Greece, Cyprus and Spain.The death toll included 13 in May, none of them on the eastern Mediterranean route between Turkey and Greece, where arrivals have slowed to a trickle since the European Union struck an agreement with Turkey to get it to curb the flow.This compared with 95 deaths in May a year ago and 330 in May 2014. More than 3,770 people are estimated to have died in the whole of 2015, most of them by drowning after their flimsy, overloaded boats capsized."Obviously now that the Turkey-Greece route appears suspended for the time being, we hope that this is the beginning of a sound management policy of refugees and migrants who wish to make the crossing and don't take these enormous risks," Millman told a news briefing.Some 2,725 migrants were rescued attempting to reach Europe from Libya over the past 24 hours by various vessels, he said. IOM also had reports that Libya's coastguard had turned back 850 migrants.IOM has had greater access to Libya since a U.N.-backed national unity government was formed last month. NEW DELHI (Thomson Reuters Foundation) - Tens of thousands of people in Bangladesh and Sri Lanka need aid including clean drinking water, dry food rations and medicines after a deadly cyclone hammered the South Asia region, aid agencies said on Tuesday.With wind speeds reaching 90 kph (56 mph) and heavy rains, cyclone Roanu struck Bangladesh on Saturday, after buffeting India and Sri Lanka in the Bay of Bengal - killing at least 120 people and affecting hundreds of thousands more in the region.Aid workers said Roanu's torrential rains triggered flooding, landslides and tidal surges mostly in Sri Lanka and Bangladesh - ripping apart thousands of rickety homes, burying entire villages and inundating swathes of farmland."Tens of thousands of poor families will have lost most of their assets - not just their houses, but also their food stores, seasonal crops and vital livestock such as cows, goats and ducks," said Shakeb Nabi, Christian Aid's Bangladesh head."Access to food, safe drinking water, health supplies and sanitation materials is limited in some villages. Paris (AFP) - Europe's Galileo sat-nav system, a rival to America's GPS, should move closer to operation with the launch Tuesday of a fresh pair of satellites to join a dozen already in space.Orbiters 13 and 14 are scheduled to blast off on a Russian Soyuz rocket from Europe's spaceport in Kourou, French Guiana, at 0848 GMT.After a journey of nearly four hours, they should enter Earth orbit at an altitude of 23,522 kilometres (14,615 miles).Ultimately, the multi-billion-euro constellation is meant to comprise 24 operational satellites, providing navigation as well as search-and-rescue services.Another launch, this time of four orbiters on a single rocket, is expected to boost the constellation to 18 by year-end, allowing for Galileo to start providing usable signals."Thereafter, the system's precision will improve with every new satellite placed in orbit," said Jean-Yves Le Gall, head of France's CNES space agency.More modern than GPS, Galileo's high-tech instruments should allow it to provide a more precise signal."With GPS, we can see where a train is on a map of France, with Galileo we will know on which track it is," said Le Gall.But the project has been plagued by delays, technical glitches and budgetary difficulties.The launch of the seventh and eighth orbiters in March last year was about three months late to allow engineers time to probe an August 2014 mishap which sent satellites five and six into a lopsided orbit.The incident was blamed on frozen fuel pipes on the Soyuz rocket's fourth stage, called Fregat -- a problem the European Space Agency says has since been fixed.The launch of satellites five and six -- meant to have been the first fully operational Galileo orbiters -- had itself been delayed by more than a year due to "technical difficulties".The first four orbiters were hoisted in 2011 and 2012.Tuesday's launch, the seventh for Galileo, was a late addition to the schedule, in a bid to speed up deployment of the project funded by the European Commission, the European Union's executive body.It had budgeted some seven billion euros ($7.8 billion) for Galileo until 2020.The remaining satellites will be launched using a combination of Russian Soyuz rockets, which can take two into space at a time, and Europe's own Ariane 5 ES launcher, specially adapted to handle four.

NEW DELHI - India has successfully tested its first small space shuttle as part of its efforts to make low-cost reusable spacecraft.The Indian Space Research Organization said the shuttle lifted off on a rocket from a launch pad in southern India on Monday and completed a successful 13-minute test flight.Space expert Pallava Bagla, who writes for science magazines, said the test paves the way for India to embark on low-cost space missions. He said the United States and some other countries have abandoned the use of winged reusable spacecraft, but India hopes to bring down the cost of access to space by 90 per cent by using reusable vehicles."In this flight, critical technologies such as autonomous navigation, guidance and control, reusable thermal protection system and re-entry mission management have been successfully validated," the space agency said in a statement.India hopes to become a player in the multibillion-dollar space launch market, and has successfully placed light satellites into orbit in recent years.It hopes eventually to send astronauts into space.In September 2014, it successfully guided a spacecraft into orbit around Mars. Paris (AFP) - Life on Earth may have sprung from bombardment by a youthful Sun lashing out with flares as potent as a thousand trillion exploding atomic bombs, a study suggested on Monday.Such violence may explain how Earth became hospitable to life about four billion years ago, when the planet, and its star, were much, much colder, a research team wrote in the journal Nature Geoscience.While the Sun was about a third fainter than it is today, it was likely much more tempestuous, they found.Repeated super-flares would have smashed nitrogen (N2) molecules in the atmosphere to yield a planet-warming greenhouse gas called nitrous oxide (N2O or "laughing gas"), as well as hydrogen cyanide, which produces amino acids -- the building blocks of proteins.While it is essential for all life, nitrogen in the form it would have existed in a young Earth's atmosphere is not chemically reactive, and needs to be transformed into more accessible forms.Very high temperatures can achieve this.The study was based on telescopic observations of other stars resembling our Sun in the first few hundred million years of life, as well as models of the chemistry of early Earth's atmosphere.Without an efficient greenhouse gas to trap the Sun's heat, "Earth would be a snowball rather than a wet and warm planet supporting life four billion years ago," study co-author Vladimir Airapetian explained.The new model "resolves the currently unresolved 'Faint Young Sun' paradox by efficient production of laughing gas in the lower Earth's atmosphere" at the time."Our model describes the 'cosmic' ingredient required to produce biological molecules of life," Airapetian told AFP by email.And it suggested that other planets subjected to similar violence by their star may have had similar outcomes."Geologic evidence suggests that Mars was also paradoxically warm and wet around the same time," planetary scientist Ramses Ramirez of the Carl Sagan Institute in New York noted in a comment on the study.It may have experienced "similar solar-atmospheric interactions" than Earth."The findings may have implications for the climates and potential biology of terrestrial exoplanets orbiting very young Sun-like stars, particularly stars with exceptionally high magnetic fluxes and very intense super stellar storms," said Ramirez.

The new study revises this to between 6.4 C and 9.5 C.And there's another wild card.Even if humanity manages to drastically curb its use of oil, gas and coal, Nature could add massive amounts of greenhouse gases all by itself, scientists warn.Hundreds of billions of tonnes of carbon, mostly in the form of methane, are locked in the increasingly misnamed permafrost of the sub-Arctic region.Beyond a certain threshold -- and no one knows what that is -- global warming could irretrievably unlock these methane reserves.

Largest U.S. Water Reservoir Shrinks to Record Low Amid Major Drought-[Time]-Justin Worland-May 23, 2016-YAHOONEWS

The water in the largest reservoir in the U.S. has shrunk to the lowest level on record, following years of drought in California and surrounding states.Water levels at Lake Mead fell to 1,074 feet last week, down from an average of 1,084 feet in February, according to the U.S. Bureau of Reclamation. The lake is currently at 37% of capacity, according to Bureau spokesperson Rose Davis. The region has suffered from a drought that has lasted more than a decade and the snowpacks that feed the lake—created during the Depression era—remain low. Recent images of the lake show just how far water levels have dropped with “bathtub ring” markings indicating the higher height of the reservoir.The manmade lake—located in Nevada and formed by the Hoover Dam—provides crucial water to parts of Arizona, Nevada and California, including the Los Angeles region. The federal government could implement emergency measures if the water level remains at 1,075 feet or below at the end of the year. Those measures would require reductions in water delivery to Nevada and Arizona, Davis says. California and Mexico would be exempt.But figures from the Bureau of Reclamation suggest that such measures may be unlikely with only a 10% chance of such a shortage in 2017. The agency expects the lake’s levels to drop to 1,071 feet over the summer during peak demand before rising to 1,078 at the end of the year.The record low water levels follow a year that brought some relief to drought-stricken California with rain and snow from El NiƱo. But, even as the state lifted some water restrictions last week, experts say that the U.S. southwest still faces extreme drought conditions.

LOS ANGELES, Calif. - Democratic presidential candidate Bernie Sanders says the Democratic National Convention in Philadelphia and his push to make the party more inclusive could get "messy" but asserts in an interview with The Associated Press: "Democracy is not always nice and quiet and gentle."The Vermont senator, campaigning Monday ahead of California's primary against Hillary Clinton, said his supporters hope the party will adopt a platform at the summer convention that reflects the needs of working families, the poor and young people, not Wall Street and corporate America.Sanders said he will "condemn any and all forms of violence" but his campaign was welcoming political newcomers and first-time attendees of party conventions. He said the Democratic Party faces a choice of becoming more inclusive or maintaining the status quo."I think if they make the right choice and open the doors to working-class people and young people and create the kind of dynamism that the Democratic Party needs, it's going to be messy," Sanders said."Democracy is not always nice and quiet and gentle but that is where the Democratic Party should go."Asked if the convention could be problematical, Sanders said: "So what? Democracy is messy. Everyday my life is messy. Clinton has 271 more pledged delegates than Sanders and is just 90 delegates shy of clinching the nomination when the total includes superdelegates, the party officials and elected leaders who can support the candidate of their choice.Some Democrats have grown weary about the length of the primaries, worried that it could give Republican businessman Donald Trump a head start on the general election and make it more difficult for Democrats to unite behind a nominee. At least seven sickened by chemicals at Florida Planned Parenthood-[Reuters]-May 23, 2016-YAHOONEWS

(Reuters) - At least seven people were taken to a hospital for evaluation after a substance thought to be cleaning chemicals made people ill and forced the evacuation of dozens at a Planned Parenthood building in Sarasota, Florida, on Monday, police said.Nearly 40 people were inside the building and those taken to a hospital had symptoms that included shortness of breath. Other people were treated at the scene, officials said, and the injuries were not considered life-threatening.Hazardous materials teams found cleaning chemicals and powdered baby formula, Sarasota County officials said on Twitter. The incident was reported at about 10:30 a.m. local time and the facility was expected to reopen in the afternoon, they said."No criminal investigation at Planned Parenthood at this time," the officials said on their Twitter feed.A powder substance, later determined to be baby formula, was found in a stairwell inside the building, police said.A local school was temporarily put on lockdown, officials said. PARIS/CAIRO (Reuters) - Teams searching for the black box flight recorders of a missing EgyptAir jet that crashed with 66 people aboard face technical constraints that aviation experts increasingly blame on a slow regulatory response to earlier disasters.As a three-year deep-sea search for Malaysia Airlines Flight MH370 draws toward a close in the Indian Ocean without finding the airplane, another is starting in the Mediterranean Sea where the lessons of previous crashes have yet to be applied.Rescuers have barely 30 days until the batteries die on two underwater beacons designed to guide them to the black box flight recorders as they scour 17,000 square kilometers of sea north of the Egyptian port city of Alexandria.After previous crashes at sea, regulators agreed to increase the transmission time and range of such beacons to increase the chances of finding evidence and preventing future accidents.The changes, trebling the life of the 'pingers' to 90 days, were first recommended by French investigators in late 2009, six months after the crash of an Air France plane in the Atlantic.But they were only adopted in response to the disappearance over four years later of Malaysia's missing MH370 and do not come into effect until 2018: too late to help find EgyptAir 804.French investigators say the Egyptian jet sent warnings indicating that smoke was detected on board. The signals did not indicate what caused the smoke, and aviation experts have not ruled out deliberate sabotage or a technical fault. Egypt has sent a robot submarine to join the hunt.It is the second time in little more than a year that sea search operations have been forced to rely on decades-old black-box technology after an AirAsia plane crashed into the Java Sea.Delays in implementing the changes to the beacons to extend their battery life and improve the chances of finding the black boxes have been criticized by a number of experts including the former head of the French BEA agency, which is helping the search for Egyptair.-"PRETTY SCANDALOUS"-"The battery situation is pretty scandalous," Jean-Paul Troadec, who headed the French government BEA air accident investigative agency during much of the Air France probe, told Reuters."It hardly costs anything to install new batteries. There was no reason to wait until 2018."In the first days after a crash at sea, the priority is to use passive devices capable of listening for the pinger's clicking pulse. Once these die, searchers must use sonar devices and robots, which are costly and time-consuming. It took two years to find Air France 447 in the Atlantic this way."You can imagine the pressure this 30-day deadline creates," Troadec said.Manufacturers say that implementing the recommendations to extend the life of a beacon is not just a simple switch."Industry does not develop technology overnight and for the aircraft manufacturers to be ready, two years seems reasonable," a spokesman for the European Aviation Safety Agency said.The search for EgyptAir's Airbus A320 is especially challenging because its wreckage lies in one of the deepest parts of the Mediterranean, at a depth of 2,000-3,000 meters which is on the edge of the range for hearing pinger signals.That may mean towing hydrophones more than a mile below the surface, using specialist devices that are in short supply.This task could have been made easier by other still-pending safety proposals. Man charged with impersonating Fort McMurray evacuee-[CBC]-May 22, 2016-YAHOONEWS

Claresholm is an Alberta town with a big heart.When Darryl Rondeau and his girlfriend came to the community on May 5 claiming they lost everything in the Fort McMurray fire, the town welcomed them with open arms.According to RCMP, the couple was taken out by a real estate agent who bought them new clothes, they received free meals from restaurants and were put up in an RV at the town's campsites. They even got a front-page story in the local paper chronicling their hardships.The town did their best to welcome the pair, but after a few days, police started to notice that some elements of their story didn't add up. Kieth Carlson, the owner and chef of Roy's Place in Claresholm, said the couple came into his restaurant and he fed them and offered the woman a job."After we fed them and they had the most expensive thing on the menu we said, 'Well, I think they're just taking advantage of the situation to begin with,'" Carlson said. "So it didn't surprise me a whole lot."'These guys aren't who they say they are'-On May 12, the RCMP received a formal complaint about the couple. On May 15, Rondeau was charged with one count of fraud under $5,000.Cpl. Dalyn Orsten with the Claresholm RCMP said the first red flag for them was raised when the couple didn't register with the Red Cross."From there it was kind of like, 'These guys aren't who they say they are,' and we just kept digging," said Orsten.Orsten said it is likely that as they speak to more victims, more charges will be laid."He will be looking at additional charges in the end as well," said Orsten. "Every time he presented himself as a victim and somebody gave him money or whatever it was, that can be a separate charge as well."If convicted, he faces up to six months in jail or a fine of up to $2,000.It's not clear yet whether Rondeau's partner will also face charges.-'A fart in the car'-Carlson said that he was contacted by the RCMP asking if they wanted to pursue charges and he figured it wasn't worth it.He compared the couple to "a fart in a car" but said that if given the opportunity, he would help them again."I follow the thought pattern that if they truly did need help and you didn't give them a hand, you're a worse person for it," said Carlson.Cpl. Orsten, who calls Claresholm home, said the worst part of the situation is that some people in the small town who welcomed the couple so openly might not be so warm next time.Claresholm is a rural town about 130 kilometres south of Calgary with a population of a little over 3,500."Their backs are up, before they would just openly say 'Oh poor you' and buy you a supper or whatever it is," said Orsen. CALGARY (Reuters) - `Evacuees returning to the charred Canadian oil sands city of Fort McMurray next month may have to contend with black bears who have been prowling the streets in search of food.Black bears have wandered into the town in greater numbers since a wildfire forced some 90,000 residents from the area earlier this month, leaving behind trash cans, dumpsters, and even thawing freezers rife with food, authorities said."They are smart and adaptive. They can smell food from kilometers (miles) away," said Brendan Cox, a spokesman for the province's fish and wildlife enforcement branch. "Just as you and I go to the nearby grocery store, or our favorite restaurant, the bears continue to return to a particular food source."The blaze, which has since swelled to more 500,000 hectares (1.2 million acres), destroyed neighborhoods, cut basic services, and heaped anxiety on a community already reeling from a two-year slump in global crude prices.Some residents are due to return beginning June 1.Adding to residents' concerns, the city is nestled among prime bear habitat in northern Alberta's lush boreal forests, said University of Alberta conservation biologist Lee Foote.There are perhaps 40,000 bears in the province, many of which will be searching for food after a nearly six-month winter hibernation at just the time residents are returning home, Foote said. A man fleeing the Fort McMurray wildfire faced another setback after the long trip back home to Quebec.Nick Van Tol, 21, and his girlfriend managed to escape the consuming wildfire. But they soon realized they couldn't stay in Alberta for long."We didn't really have any money for hotels or anything like that, so we just decided to drive back home," Van Tol said.The truck Van Tol drove, which he describes as "a big Dodge diesel 3500 ... Oilsands critic lauds companies for helping Fort MacKay first nation during Fort McMurray evacuation-[CBC]-May 23, 2016-YAHOONEWS

Dr. John O'Connor is known for raising concerns about the health impact of oilsands development on indigenous people.But now, he is praising those same companies for helping the people of Fort MacKay during the Fort McMurray evacuation."We were absolutely floored and so happy for the kind of support we got — especially from industry," said O'Connor, who has been serving residents of Fort MacKay with his wife Charlene, a treatment nurse, for 18 years.Evacuees began pouring into Fort MacKay on May 3rd but their tiny health centre was not set up for the emergencies cropping up. Supplies were dwindling, especially the IV fluids needed by patients such as a child with pancreatitis.But, within half an hour of a call, an EMS vehicle pulled up outside the clinic."Syncrude had delivered four boxes of everything we would need," said O'Connor, who travels back and forth between Fort McKay and Edmonton weekly."And we were just told if you need anything more, just call us and we'll be there."O'Connor emphasized that past criticism was not directed at industry but rather what he saw as the previous government's failure to look after people's interests.He said they saw the same sort of support from Suncor and Imperial Oil. Similarly, Shell and CNRL flew out vulnerable residents while CNRL "bent over backwards" picking up and caring for people until they boarded a flight to Edmonton."The word back I got back from them was that 'we were treated like royalty'," said O'Connor. "And that was the hallmark of this throughout that week. It was unbelievable. I was so thankful."O'Connor also lauded Fort McKay residents for stepping up. Candace Fabian "needs to take a bow," he said, after taking in 23 people, mostly strangers, and lending out her vehicle."The way people pulling together was absolutely breathtaking and certainly fills me with pride for having witnessed what went on," said O'Connor.But community and industry weren't the only ones to go above and beyond.On the day of the evacuation, the O'Connor's raced to Fort McMurray to pick up Charlene's mother.Instead of continuing south, they headed back."Nothing would keep John from caring for his patients; not even the prospect of the city burning around him," said the O'Connors' son-in-law Clayton MacEachern of Fort McMurray, who also ended up in Fort McKay with his wife and their two children.But when the road opened again a few days later and they headed south, the O'Connors stayed put."Dr. O'Connor and Charlene stayed because the community of Fort McKay needed them and they were not capable of separating themselves from that responsibility — a responsibility they have had for 18 years," said MacEachern.The following weekend, the air quality index in Fort MacKay shot up to 520 (on a scale of 1 to 10, 10 is considered unacceptable). The O'Connors worked throughout the night and into the morning to ensure elders, asthmatics, mothers of young children and others boarded a well stocked bus, accompanied by an ambulance, heading south."This is the reason why we stayed," said O'Connor. "We weren't doing anything over and above what anybody else would have done in that situation.""We were doing what we needed to do to ensure the safety of the vulnerable section of Fort Mackay.".Their mission accomplished, the O'Connors finally boarded a plane later that day. Prime Minister Benjamin Netanyahu rejected Monday the French initiative for an multinational conference to relaunch Israeli-Palestinian peace efforts, telling French Prime Minister Manuel Valls that direct negotiations were the only path forward toward a lasting agreement.Speaking at a joint press conference in Jerusalem before a closed-door meeting with Valls, Netanyahu said a multilateral effort would replace bilateral talks and not bring about any agreement.“Peace is not achieved in international UN-style conferences, nor through international diktats that come of meetings of countries around the world sitting to decide our fate,” Netanyahu said. “Peace is achieved through direct negotiations where the Palestinian Authority would face a historic choice: recognize a Jewish state side by side with a demilitarized Palestinian sate, or try to eliminate it.”The meeting with Valls came as part a two-day trip to the region by the French premier that began Sunday, aimed at advancing his country’s plan for the summit in the face of opposition from Netanyahu.The Israeli prime minister claimed Monday that the international conference was being used by the Palestinian leadership as a way to prevent direct talks with Israel.“The Palestinian Authority does not see the French initiative as an inducer for negotiations, but as a way to avoid them,” he said.Instead, Netanayhu said, he would be willing to meet Palestinian Authority President Mahmoud Abbas “in Paris or wherever,” and hold face-to-face negotiations without international mediation. “Every difficult issue will be on the table,” he said.Valls said he would welcome direct negotiations and would speak to French President Francois Hollande about the proposal.Abbas has welcomed the French initiative to hold a meeting of foreign ministers from a range of countries on June 3, without the Israelis and Palestinians present.According to the plan, another conference would then be held in the autumn, this time with the Israelis and Palestinians in attendance. Jerusalem (AFP) - Israeli Prime Minister Benjamin Netanyahu sought on Sunday to ease concerns over the expected entrance of a hardline nationalist party into his coalition, saying his government would still seek peace with the Palestinians.Netanyahu was expected to soon conclude negotiations with the Yisrael Beitenu party led by Avigdor Lieberman, a far-right politician detested by the Palestinians.Lieberman would take on the key role of defence minister under the deal being negotiated and expand Netanyahu's current majority of 61 seats in the 120 seat parliament to 66.The move would tilt further to the right Netanyahu's government, which is already among the most right-wing in Israel's history."I want it to be clear that an expanded government will continue to aspire to a political process with the Palestinians and will do it with help from parts of the region," Netanyahu said at the start of the weekly cabinet meeting.Adding Lieberman's party to his coalition would bring weeks of political manoeuvring to a stunning conclusion.Netanyahu had earlier engaged in negotiations with Labour party leader Isaac Herzog to join the government before turning to Lieberman instead.Defence Minister Moshe Yaalon, from Netanyahu's Likud party and a former armed forces chief, announced his resignation from the government on Friday, harshly criticising the premier in the process.He warned of a rising tide of extremism in the Likud and the country as a whole.Yaalon had been at odds with Netanyahu after deputy armed forces chief Major General Yair Golan enraged the premier by comparing contemporary Israeli society to Nazi Germany.Yaalon insisted on senior officers' right to "speak their mind."The defence minister also found himself under fire from far-right cabinet members and their supporters over the arrest and prosecution of a soldier who shot a wounded Palestinian assailant in the head as he lay on the ground without posing any apparent threat.Yaalon strongly criticised the soldier's actions, while the far right, including Lieberman, defended him.

Nearly half of the schools run by the UN’s agency for Palestinian refugees have been hit by conflict in the last five years, the body said on Monday on the sidelines of the World Humanitarian Summit in Istanbul.UN Secretary General Ban Ki-moon earlier reminded participants on the opening day of the two-day summit that attacks on schools and hospitals in conflict cannot go unpunished any longer.But the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) said 302 out of 692 schools it runs for Palestinian refugees in Syria, Lebanon, the Gaza Strip and West Bank have suffered damage due to conflict in the last half decade.“Nearly half of the 692 schools run across the region have been impacted, attacked or otherwise rendered inoperable by conflict or violence in the last five years,” it said in a report unveiled at the summit.UNRWA’s Commissioner-General, Pierre Kraehenbuehl, called the figure “staggering.”Kraehenbuehl called on states and non-state parties to “refrain from such attacks, to respect the civilian character of UN installations and to spare the lives of children, civilians and humanitarian workers.”He said that protecting schools against the effects of conflict was a “key test” of the world’s ability to deliver on its humanitarian commitments.The UNRWA report said that in Syria five years of war have rendered over 70 percent of its schools inoperative, due to damage, access restrictions or the need for schools to be used as shelters.Before the outbreak of the conflict, UNRWA operated 118 schools throughout Syria but 34 have been fully or partially damaged and currently only 44 are open, it said.Even after half a decade of war, an estimated 450,000 Palestinian refugees remain in Syria, it said.UNRWA complained the Israeli blockade on the Gaza Strip had a “devastating effect” on refugee children, while clashes in Lebanon had also damaged schools.An independent UN inquiry found in 2015 that Palestinian armed groups hid weapons in three empty UN-run schools in Gaza and that in at least two cases terrorists “probably” fired rockets at Israel from the facilities. The probe found that Israeli strikes on UN facilities, including schools, killed at least 44 Palestinians and injured 227 others.It said it was seeking to counter the problems by providing self-learning materials and facilities, rebuilding damaged schools and seeking accountability for attacks against UNRWA schools.UNRWA, established in 1949, provides protection to some five million registered Palestinian refugees, a number which includes second-, third- and subsequent generations of those displaced in Israel’s 1948 War of Independence.

A day after footage of plainclothes police officers beating an Arab man in Tel Aviv drew a stream of criticism, Police Commissioner Roni Alsheich on Monday said law enforcement in Israel had devolved into a “punching bag” for the media.“The police are perceived by the public as an organization in deep crisis, one that is related to its norms and values, which has turned it into a punching bag for the media,” Alsheich said at a criminology conference at Jerusalem’s Hebrew University.“We cannot allow this perspective to influence… an officer who is just waiting to be vilified,” he told participants attending the university’s “Future of Police” symposium.“The aim is to distinguish between a civilian and a criminal,” Alsheich added.The speech came as the police continued to investigate an incident in which plainclothes police officers appeared to beat an unarmed Arab man in central Tel Aviv.The incident is the latest disgrace to have engulfed the police, which has been beset in recent years by a series of sex scandals and brutality claims, as well as claims of incompetence and excessive use of force.Photos and a video of the violent arrest of 19-year-old supermarket employee Maysam Abu Alqian emerged online Sunday and immediately sparked outrage and claims of police brutality.According to the Israel Police, Alqian, a resident of the Bedouin Negev town of Hura, resisted arrest and attacked officers when they asked him for identification.However, eyewitnesses charged that police beat the man after he declined to show his ID and asked the plainclothes officers who they were while taking out garbage for the Yuda supermarket on Ibn Gabirol street in Tel Aviv.In his first interview since the incident, Alqian challenged police’s version of events.“I returned from a delivery — I help with deliveries for the supermarket — and a man asked me for my ID,” he told Army Radio Monday morning.“I said I won’t give him my ID unless he shows me his police ID. He said, ‘I’m a cop and I have an ID.’ He didn’t tell me why he stopped me, why he wants to see [the ID]. I said, ‘You have to bring me someone in uniform.’”The officer — police later said he was an off-duty border guard — “brought someone else from his team. It wasn’t long before they started hitting me,” Alqian said.More police came to the scene. “There were a lot of them, I didn’t count. No one showed their ID. They just started beating me. I asked them to stop, tried to defend myself, to block their blows so they wouldn’t land on my face,” he said.Under Israeli law, plainclothes officers are required to present their full name and rank and present an ID when they carry out police activities.Alqian was eventually taken away in a police cruiser, but had to be taken to Ichilov hospital in Tel Aviv to be treated for wounds to his face, neck and back. He was released to house arrest by the Tel Aviv District Court late Sunday.In the wake of the incident, dozens of eyewitnesses took to social media to describe what they said was a vicious, unprovoked attack on Alqian by police.The manager of Yuda Supermarket, Kobi Cohen, said he attempted to intervene with the officers, telling the Ynet news site that officers had hit Alqian “mercilessly until he was incapacitated.”“Everyone is shocked by what happened. And there’s only one reason for it — the guy was an Arab,” Cohen said.“There’s a problem in Israel of security personnel who take liberties and act this way. Someone needs to do some soul-searching,” Cohen told Army Radio Monday morning, recalling a number of incidents of police brutality against Ethiopian Israelis last year.A spokeswoman for the Israel Police told The Times of Israel that Alqian had resisted arrest and attacked officers, and that the investigation into the incident was underway.“There is nothing at all to add,” she said, without explaining what the man is suspected of. “The circumstances are still under investigation.
