BUT I NEVER HEARD IF THE OUT OF CONTROL WILD FIRE AT THE ALBERTA - SASKATCHEWAN BORDER WAS HELPED BY THE STORM. LAST I HEARD 770 HECTARES WERE BURNED IN SASKATCHEWAN.

Right now, many restoration companies in Alberta are hiring skilled trades workers to clean up and repair fire-damaged homes in Fort McMurray. They're the people that will be cleaning up smoke damage, replacing burned walls and scrubbing away foul, toxic odours. Some companies have taken out ads for the jobs, and their priority is to hire Fort McMurray-based workers. But home owners have to be careful about who they hire. Heather Mack of the Insurance Bureau of Canada helps to inform homeowners about what to do when they return home, and how to handle the restoration process."If you start doing cleanup on your own, it's a good idea to take pictures," Mack said. "Keep receipts for anything you've bought for the cleanup. Then talk to your company about how they're going to do the restoration."Fort McMurray residents may be allowed to start returning to their homes on June 1, as part of a phased re-entry plan announced this week by the Alberta government.As people are allowed back in and restoration work begins, Mack recommends going with restoration crews preferred by your insurance company. These companies are held accountable if the homeowner is unsatisfied with the work.But the customer still gets to choose who does the work — and that's especially important for a city also dealing with an economic downturn."There's a lot of interest in using people based in Fort McMurray, using Alberta labour and supplies. If that's important, contact your insurance company," Mack said.Fort McMurray homeowners can expect to have contractors knocking on their door, and some will come promises of quick fixes for cheap quotes. Contractors don't typically ask for money before the job has been completed.After the High River floods, 5,000 insurance adjusters were on the ground. With 80,000 to 90,000 people affected by the wildfire, many more are expected in and around Fort McMurray."We saw after the 2013 floods there were cases of fraud," Mack said. CALGARY - A vicious wildfire nicknamed "the beast" hasn't caused too much trouble for nearly 200 beasts that roam a reclaimed oilsands mine north of Fort McMurray, Alta.Greg Fuhr, vice president of mining and extraction with Syncrude Canada, said Friday that the bison herd on the company's Mildred Lake property is doing well, even with fires raging nearby.Syncrude was one of the oilsands sites evacuated early this week as the flames encroached, but critical staff who remain have checked in on the animals daily."We ensure before we leave that the water troughs are full and that they've got a lot of feed there," Fuhr said in an interview.The full-time manager of the Beaver Creek Wood Bison Ranch has also flown in periodically, most recently on Friday. He reported back that the ruminants are "acting very normal" and that a few calves have even been born over the past day or so, said Fuhr.When the wildfire began to cause serious problems for the city of Fort McMurray, about 50 kilometres south, on May 3, the animals were corralled into one area.The pasture they're in is far to the north and has a big buffer zone separating it from the boreal forest. The workers have checked to make sure that the fence surrounding them is in good shape, so they don't wander out.Wood bison are "adaptable" creatures and the smoke hasn't bothered them, said Fuhr."Actually, one of the interesting things about the smoky conditions is that the number of insects that would typically irritate them are not around."The herd, co-managed with the Fort McKay First Nation, lives on a depleted oilsands mine that's been filled in and planted with vegetation. NATO’s former deputy military chief in Europe says his book, a fictional story which describes a nuclear war with Russia over the Baltic nations taking place in 2017, is based on an “entirely plausible” scenario.General Sir Richard Shirreff, from Britain, served at the second-highest NATO military office in Europe between 2011 and 2014. He says his experience acquired in the alliance of war-gaming future conflicts helped him model the narrative for the book.According to his scenario, starting next year Russia would first occupy Ukraine to secure a land route to Crimea and then invade the three Baltic nations, all of which are members of NATO. The move, Shirreff argued, would be driven by the perception of NATO’s weakness and Russia’s opposition to what it sees as the alliance’s attempts to encircle it.“We need to judge President [Vladimir] Putin by his deeds not his words,” the retired general told BBC Radio 4’s Today program. “He has invaded Georgia, he has invaded the Crimea, he has invaded Ukraine. He has used force and got away with it.”The supposed invasion of Georgia in 2008 was Russia’s response to a Georgian attack on its breakaway region of South Ossetia, which started with the killings of Russian peacekeepers stationed there to prevent such hostilities. As the ocean rose, they had to flee.“The sea has started to come inland, it forced us to move up to the hilltop and rebuild our village there away from the sea,” said Sirilo Sutaroti, 94, a leader of the Paurata tribe, to a group of Australian environmental scientists. The scene of this rising sea is an archipelago of upthrust volcanoes and coral atolls, which dots the Pacific to the northeast of Australia: the Solomon Islands. There, a swollen sea is claiming the shoreline — and even, researchers say, entire masses of land.In a recent paper in the journal Environmental Research Letters, the scientists link the destructive sea level rise to anthropogenic — that is, human-caused — climate change. The study is the first time anyone has concretely analyzed the loss of Solomon Island shoreline in the context of global warming, they say.Such work comes at a time when coastal villages — where a few hundred people like Sutaroti might live, whose familial roots could stretch back a century — have scattered, re-forming in smaller clusters where there is suitable higher ground. On the island of Nuatambu, the sea has claimed 11 houses. “Another 12 remain,” wrote Simon Albert, one of the study authors and a civil engineer at the University of Queensland, Australia, in an email to The Washington Post.“The families that have left have moved to the nearby large island of Choiseul.” What was once a single community has fractured into five smaller hamlets.Taro Island, a populated atoll in northwest Solomon Islands, may become the first capital city on the planet that people desert due to climate change, according to the Sydney Morning Herald. When Ban Ki-moon, the United Nations secretary-general, visited the Solomon Islands and nearby Kiribati, he witnessed an entire population of a Taro Island town preparing to move. But Albert and his colleagues cataloged 11 drowned Solomon Islands — six that had “severe erosion” and five that sunk completely.When it comes to island erosion, several factors can mask or overpower the effects of climate change; Albert mentioned plate tectonics, hurricanes, waves, and human disturbances like seawalls or reclamation projects. In the new paper, the researchers attempted to home in on the effects of climate change as much as possible. “The study we conducted in the Solomon Islands is unique as the islands do not have human habitation,” Albert said, with Nuatambu Island being the one notable exception. (Those still living on Nuatambu are building basic stone walls by hand, the scientist said, which are “unlikely to help slow the erosion.”)-What’s more, the sea-level rise observed in this study — at about a fourth to two-fifths of an inch a year — is triple the global average. In most places, the added water from melting polar glaciers raise the sea level just slivers of an inch annually. But if the ice sheets that cover Greenland and Antarctica were to dissolve into the ocean, by 2100 the oceans could rise by as much as 15 metres.Using historical evidence and satellite images of the Solomon Islands, the environmental scientists mapped the changes of a subset of 33 coral atolls over the years between 1947 and 2015. In the north, where the waves were strongest, islands were most likely to succumb to the sea. And these islands at risk, the researchers found, were far more than sterile humps of sand.

Geneva (AFP) - The Zika virus strain linked to surging cases of neurological disorders and birth defects in Latin America has now been found in Africa, health officials said Friday, as the first fatality on French territory was reported on the Caribbean island of Martinique.The World Health Organization announced that the strain of Zika circulating in Cape Verde had been shown to be the same as the one behind an explosion of cases in the Americas."This is the first time that strain of Zika which has been showed to cause neurological disorders and microcephaly... has been detected in Africa," Matshidiso Moeti, WHO's Africa regional chief, told reporters in Geneva.The so-called Asian strain of the virus, which has infected some 1.5 million people in Brazil, the worst-affected country, was detected in Cape Verde through the sequencing of Zika cases in the island nation."It is the same genetic material as the virus in Brazil," WHO spokeswoman Marsha Vanderford told AFP."The findings are of concern because it is further proof that the outbreak is spreading beyond South America and is on the doorstep of Africa.""This information will help African countries to re-evaluate their level of risk and adapt and increase their levels of preparedness," she added.Experts agree that Zika is behind a surge in cases of the birth defect microcephaly -- babies born with abnormally small heads and brains -- after their mothers were infected with the virus.The virus, which also causes the rare but serious neurological disorder Guillain-Barre Syndrome, is mainly spread by two species of Aedes mosquito but has also been shown to transmit through sexual contact.Friday saw the French Caribbean island of Martinique suffer its first Zika virus-related death, the regional health agency said."The patient, aged 84, had been hospitalised for 10 days in intensive care with Guillain-Barre Syndrome," the agency said, before tests late last week showed up the Zika link.Some experts believe there is a link between Zika and Guillan-Barre -- in which the immune system attacks the nervous system.WHO believes the Asian Zika strain was imported to Cape Verde by a traveller coming from Brazil, before it began spreading locally last October.As of May 8, 7,557 suspected Zika cases had been registered in Cape Verde, as well as three microcephaly cases, WHO said.No cases of Guillain-Barre Syndrome have been registered in the country so far.The African strain of the Zika virus, which takes its name from Uganda's tropical Zika forest where it was first discovered in 1947, has been widespread on the continent since then.But until recently, Zika caused little concern, as it usually leads only to mild, flu-like symptoms, and it appeared many Africans had built up immunity against the virus.- Worst-case scenario -But it remains unclear what impact the arrival of the new strain to the continent will have, said Bruce Aylward, WHO chief on outbreaks and health emergencies."We know that the African strain has circulated in part of Africa for decades now," he told reporters."What we don't know is the population immunity that may have been left behind on the way, and also whether or not that will mitigate some of the impact of this new... strain," he said.Aylward said WHO hoped blood tests would help rapidly establish "whether or not there is some degree of population immunity that will help reduce some of that vulnerability."But he stressed that for now it was important to move forward "against a worst-case scenario" and assume Africans would be as vulnerable as people in Latin America to the impact of the strain.Cape Verde and other African countries at risk should inform pregnant women especially about the risks associated with the Asian strain of the Zika virus, as well as about the best ways of protecting against infection, including avoiding mosquito bites, WHO said.The UN agency also urged countries to step up efforts to detect microcephaly, Guillain-Barre and other neurological disorders linked to Zika and their preparedness to deal with increases in cases.

Sendai (Japan) (AFP) - The World Bank announced Saturday a new program to mobilize funds quickly against virulent disease outbreaks after the world was caught unprepared in the 2014 Ebola disaster in West Africa.World Bank President Jim Yong Kim said the new Pandemic Emergency Financing Facility (PEF) will accelerate global and national responses to disease outbreaks that threaten large populations and fragile economies.He said the PEF, a combination of catastrophe insurance and bonds, is a direct reaction to the sluggish donor response to the outbreak of Ebola, which eventually killed close to 11,000 in West Africa and shut down economic activity for months."Pandemics pose a serious threat to global health and economic security," said Kim."The recent Ebola crisis in West Africa was a tragedy that we were simply not prepared for. It was a wake-up call to the entire world.""There is no effective international system ready to respond quickly to a pandemic."Kim, a medical doctor and expert on health and disease in developing countries, put the World Bank in the lead of the response to Ebola at the time.But he acknowledged that it took months to bring together the hundreds of millions of dollars needed to pay for deploying health personnel, supplies, and other relief to Sierra Leone, Guinea and Liberia.In the meantime, he said, the death toll rose ten-fold.Kim announced the creation of the PEF at the gathering of G7 finance ministers in Sendai, Japan.He said the group of global powers had pressed the World Bank last year to develop a quicker way for the world to respond to pandemics.Kim said Japan was the first to commit support for the PEF, with a $50 million contribution.The insurance will cover outbreaks of several classes of infectious diseases most at risk for epidemics: new orthomyxoviruses including influenza pandemic viruses A, B and C; coronaviruses like SARS and MERS; filoviruses like Ebola and Marburg; and other zoonotic diseases -- those that move between animals and humans -- including Crimean Congo, Rift Valley and Lassa fever.That list does not include Zika, the deadly mosquito-borne virus spreading through the Americas. But Kim said the bank is also putting together a separate emergency "cash window" to address that and other outbreaks not covered.Under the program the 77 least developed countries will be covered by the insurance.Unlike common insurance that repays losses after a disaster, the PEF insurance is designed to release funds as soon as a disease outbreak reaches a certain level as defined by specific criteria.Kim said the World Bank has worked with insurers on the product, which will total $500 million at first, and is confident the global financial markets will accept it."If we had had the PEF up and running in mid-2014, the Ebola outbreak would have looked very different," he said."The countries and the world, and the insurance industry, have the same incentives to prevent the spread of pandemics."

CAIRO (AP) — Smoke was detected in multiple places on EgyptAir flight 804 moments before it plummeted into the Mediterranean, but the cause of the crash that killed all 66 on board remains unclear, the French air accident investigation agency said on Saturday.Agency spokesman Sebastien Barthe told The Associated Press in Paris that the plane's automatic detection system sent messages indicating smoke a few minutes before the plane disappeared from radar while flying over the east Mediterranean early on Thursday morning.The messages, he explained, "generally mean the start of a fire," but he added: "We are drawing no conclusions from this. Everything else is pure conjecture."Looking for clues to whether terrorists may have brought down the Airbus A320, investigators have been poring over the passenger list and questioned ground crew members at Charles de Gaulle Airport in Paris, from which the plane took off.The aircraft had been cruising normally in clear skies on a nighttime flight to Cairo early Thursday when it suddenly lurched left, then right, spun all the way around and plummeted 38,000 feet (11,582.4 meters) into the sea, never issuing a distress signal.Search crews are scouring for further wreckage of the aircraft. Experts said answers will come only with an examination of the wreckage and the plane's cockpit voice and flight data recorders, commonly known as black boxes.Planes and vessels from Egypt and five other countries — Greece, Britain, France, the United States and Cyprus — continued searching a wide area of the eastern Mediterranean on Saturday, a day after the Egyptian military found debris from the passenger jet in the sea 180 miles (290 kilometers) north of the Egyptian port city of Alexandria.The waters in the area are 8,000 to 10,000 feet deep (2,440 to 3,050 meters), and the pings from the black boxes can be detected up to a depth of 20,000 feet (6 kilometers).On Saturday, the Egyptian military released photographs of the debris from EgyptAir flight 804. They appear to show the heavily-damaged remains of plane seats, life jackets — one of which was seemingly undamaged — and a scrap of cloth that looks to be part of a baby's purple and pink blanket or sleeping bag.The spokesman's Facebook page later posted a brief video that showed more debris, including what appeared to be a piece of blue carpet, seat belts, a shoe and what looked like a woman's white handbag. The short clip opened with aerial footage of an unidentified navy ship followed by a speed boat with five service members aboard heading toward floating debris.Egyptian authorities said they believe terrorism is a more likely explanation than equipment failure, and some aviation experts have said the erratic flight suggests a bomb blast or a struggle in the cockpit. But so far no hard evidence has emerged.No militant group has claimed to have brought down the aircraft. That is a contrast to the downing of a Russian jet in October over Egypt's Sinai Peninsula that killed all 224 on board. Paris (AFP) - France will test an EU-wide passenger data sharing system aimed at helping to detect jihadists at two of its busiest airports later this month, a senior interior ministry official said Saturday.The Passenger Name Record system, approved by the European Parliament in April, will be tested at Paris's Charles de Gaulle airport and that of southeastern Nice before the tests are extended to all French airports, the official told AFP.He said the system should be "fully operational" by the end of the year, although EU countries were given two years to turn it into national law.The idea is to "gradually link all the airlines" operating in France, the official said.Airlines participating in the tests will include Air France, Delta Airlines, Air Transat, Etihad and Emirates, the French daily Le Figaro reported.The European Parliament vote overcame privacy concerns and ended five years of debate that intensified after the November jihadist attacks in Paris and the Brussels bombings in March.The collection of PNR data will be aimed at helping to prevent, detect, investigate and prosecute terror attacks and other serious crimes such as people trafficking, child pornography, drug smuggling and arms dealing.PNR data includes information that passengers give airlines, travel agents and tour operators when they make flight reservations and check in for flights. Itineraries, ticket types, contact details, baggage information and payment information will all be included.The measure covers all EU member states except Denmark.

Alberta bringing in extra firefighters to gain upper hand on Fort McMurray fire-[The Canadian Press]-May 21, 2016-yahoonews

EDMONTON - A massive wildfire that destroyed parts of Fort McMurray hasn't grown in size in the forest around the city and officials are planning a surge of firefighters in the coming days to try to gain the upper hand.Alberta senior wildfire manager Chad Morrison said Friday cooler temperatures, higher humidity and a forecast for rain have allowed the government to safely put more boots on the ground."From a firefighting perspective we hope to hold this fire in place over the weekend," Morrison said. "Even if we don't get rain, the firefighters and our resources out there are making great progress. These are great firefighting days for us."As every day goes by, we continue to run this thing down and continue to secure it."The province plans to bring in an extra 1,000 firefighters over the next two weeks, adding to 1,100 already on the ground, Morrison said.Many will come from a pool of Alberta crews who had been spelled off earlier in the month. The rest will come from other jurisdictions.The blaze is already about 5,000 square kilometres in size, with nearly eight square kilometres stretching over into Saskatchewan. This single fire has burned the same amount of forest as all fires consumed in Alberta last year.More than 2,400 buildings were destroyed in Fort McMurray earlier this month and the northeastern Alberta city remains under a mandatory evacuation order.Major oilsands operation to the north of the city, including Suncor and Syncrude, were also placed on mandatory evacuation earlier this week when the fire pushed in that direction and destroyed a work camp.Late Friday, the Rural Municipality of Wood Buffalo announced those evacuation orders had been lifted. Workers at Suncor, Syncrude, Millennium, Borealis, Hudson, Noralta and Ruth Lake camps would be allowed back immediately.There was also some good news from Imperial Oil on Friday. The company announced it has restarted limited operations at its Kearl oilsands site.The province is hoping to have the more than 80,000 evacuees from the city return to the region starting June 1, providing certain safety benchmarks can be met.The government has been giving out preloaded debt cards to evacuees to help with immediate expenses and the Red Cross has also been distributing electronic money transfer. Schreiber acknowledged that there have been reports of some people trying to take advantage of that system. Police are following up on those cases."In general, it is an extremely small number," said Shane Schreiber, assistant deputy minister with the Alberta Emergency Management Agency. "We've had a handful of reports of this activity going on."

Fraudsters are attempting to scam kind-hearted Albertans out of donations, evacuees out of funds to rebuild their home and the government out of disaster funds, officials warn.Throughout the battle with the wildfire known as "the beast" that did billions of dollars of damage to the town of Fort McMurray, Albertans have displayed their kindness with donations and offers of support. But some people are trying to take advantage of that generosity, warns Ron Mycholuk of the central and northern Alberta Better Business Bureau.The most prevalent scams are fake charities collecting online or door-to-door, he said.Donors should be wary if someone at the door becomes pushy about donations, Mycholuk said."If people are really pressuring you to give money right there on the spot and not give you a chance to think or do some research, take a step back," he said.People should watch for fraudulent Go Fund Me pages or fake websites made to mimic disaster relief programs, he added."It's really easy to take advantage of web hosting software and put up a website that looks really legitimate," said Mycholuk."It only has to scam people for a really short period of time to get a lot of money, especially right now when people are so eager to give."Mycholuk said it's best to avoid any website that doesn't have a direct link to donate. It's better to donate directly to the Red Cross and avoid any intermediary website, he said. -Beware of fake contractors-When evacuees finally get to return home, Mycholuk said they should be on the lookout for people he calls "storm chasers" — fake contractors who will show up when the rebuilding process starts.These people will offer repairs at a cheaper and quicker pace than what is actually possible and ask for the money up front.Once paid, they will either disappear immediately or do quick and shoddy work. "Then when you want them to redo it properly, you'll never find them again," said Mycholuk. "They've scammed 10, 15, 20 families and then disappeared."The best way to avoid these scammers is to only work with well-known businesses or people with good, public track records, he said.Mycholuk notes that rebuilding is a long and arduous process and if something sounds too good to be true, it often is. "These people have been through so much and then to have them scammed when they are just trying to start rebuilding their lives is shameful and it is disgusting," said Mycholuk.-Scamming the government-It's not just the evacuees who need to look out for people looking to profit from the wildfire's path of destruction.On Monday, a woman was charged after she tried to use photocopied documents to access money set aside for evacuees. On Thursday, a 29-year-old man was charged in Calgary for a similar offence.Minister of Municipal Affairs Danielle Larivee said there have been attempts by people to access the province's debit cards but they are few and far between."Police have laid charges related to 10 incidents and the human services investigation unit is looking into eight suspected cases," Larivee said. Larivee added that this represents .05 per cent of the more than 38,000 cards that have already been issued.In order to get the cards, evacuees need to prove that they were forced out of their home in the fire zone and haven't been able to return for seven days."It's difficult with some people having left key documents behind, so ideally we ask them to present identification documents, proof of residence, those kinds of things," said Larivee. If an evacuee cannot provide any proof, they are asked to sign a statutory declaration.Alberta sheriffs are posted at the distribution centres to handle any attempts at fraud.

CALGARY (Reuters) - Firefighters battling a massive blaze in Canada's energy heartland were aided on Friday by a second day of light rain and winds that held flames back from oil sands facilities, as producers signaled a gradual increase in operations.The wildfire in northern Alberta has blackened more than 500,000 hectares (1.2 million acres) of land, six times the size of New York City, since it erupted earlier this month.It also triggered a prolonged shutdown that has cut Canadian oil output by a million barrels a day.The footprint had already exceeded the total area burned during Alberta's entire 2015 fire season, and it jumped Thursday into the neighboring province of Saskatchewan.The fire's growth slowed on Friday as firefighters were helped by colder, damper weather that began a day earlier and vastly improved air quality, provincial authorities said."We expect to hold this fire in place over the weekend," Alberta Wildfire Manager Chad Morrison told a news conference.Morrison said that fire crews hope to use the improved conditions to advance further against the blaze. Authorities plan to roughly double the number of firefighters over the next two weeks to about 2,100 personnel backed by bulldozers and aircraft dumping flame retardant.-CAUTIOUSLY OPTIMISTIC-The weather, which included winds pushing flames away from key oil sands assets, offered hope for crude operations with Statoil saying on Friday its Leismer project was producing 13,000 bpd, up from 9,000 bpd two days prior.Imperial Oil has said it had restarted limited operations at its Kearl site, with a capacity of 194,000 bpd.ConocoPhillips Canada said it was "cautiously optimistic" but gave no time frame on restarting operations.Many operations remained shut due to the blaze, which comes on the back of a two-year slump in global crude prices. Syncrude told customers to expect no further crude shipments for May, trading sources said on Thursday.On Friday, officials said the Suncor and Syncrude oil sands sites remained under mandatory evacuation orders along with 19 work camps north of Fort McMurray.-COULD BE COSTLIEST DISASTER IN CANADIAN HISTORY-Insurers say the fire could be the most expensive natural disaster in Canadian history, costing up to C$9 billion.
