CAIRO (AP) — US Secretary of State John Kerry held talks Wednesday with Egyptian officials on the country’s political situation and to explore Egypt’s ideas for supporting a new Israeli-Palestinian peace bid.Kerry arrived in Cairo a day after Egyptian President Abdel-Fattah el-Sissi offered support for a French initiative to revive the peace process and said he was willing to serve as a mediator.US officials traveling with Kerry said he spoke by telephone with Israeli Prime Minister Benjamin Netanyahu on Tuesday and wanted hear more from Sissi about his plans.Sissi said Tuesday that Egypt’s relations with Israel, rooted in a landmark 1979 peace treaty, can only be “warmer” if the Jewish state reached a settlement with the Palestinians. He pledged that Egypt would “make every effort” toward a solution.He also declared his support for a French proposal to hold a Mideast peace conference, an idea already rejected by Israel. The Egyptian leader cited that offer, along with US efforts, a 2002 Arab peace plan and the international Mideast peace quartet as possible avenues to such a settlement.Addressing Israelis and their government, Sissi said there was a “real opportunity” for peacemaking although some in Israel did not think peace is now necessary given the turmoil in the region. An Israeli-Palestinian deal, he said, would “give safety and stability to both sides. If this is achieved, we will enter a new phase that perhaps no one can imagine now.”In a statement, Netanyahu welcomed Sissi’s “willingness to invest every effort to advance a future of peace and security between us and the Palestinians” and said Israel was ready to join Egypt and other Arab states in “advancing the peace process and stability in the region.”But Netanyahu has rejected the French initiative, saying direct negotiations were the only way to resolve the conflict with the Palestinians. He is on record as saying the 2002 Arab Peace Initiative has some positive aspects but could not be the basis for negotiations.The Arab peace plan offers Israel full recognition by Arab states in exchange for Israel’s withdrawal from territory it captured in the 1967 Middle East war.In addition to discussing the peace process, Kerry planned to express concerns about human rights, including Egypt’s crackdowns on dissent, free speech and freedom of assembly, according to US officials.

Israel has successfully tested a maritime missile interception system that can shoot down short-range missiles, dubbing it the “Iron Dome of the Sea,” the navy announced on Wednesday.The Tamir-Adir system, which the IDF said can shoot down short-range rockets similar to those fired from Gaza, successfully destroyed “several” missiles, Col. Ariel Shir, head of operational systems in the navy, said.Shir said that during tests carried out two weeks ago, a battery mounted to a ship shot down every one of a salvo of short-range ballistic rockets fired from the shore.He said the test “proved the Israeli navy’s ability to protect Israel’s strategic assets at sea against short-range strategic rockets.”A video provided by the army showed a rocket launcher installed on a ship firing at targets in the sky and later intercepting a missile.During the 2014 Gaza war, Israel deployed its Iron Dome system on land to shoot down rockets fired by Hamas and other terror groups across the border, calling the system a game-changer.The Tamir Adir system uses technology developed for Iron Dome but adjusted for the operational needs of a moving vessel.The system was in development for several years, but was only unveiled to the public Wednesday.The battery is designed to be placed on a moving ship traveling up to cruise speed and will be used to protect strategic assets, such as natural gas rigs, in Israel’s territorial waters.Included in Israel’s sea assets is a major offshore gas rig around 16 nautical miles from Gaza which the Hamas terror group has previously targeted unsuccessfully.Any damage to the rig or other rigs under development could be hugely damaging to the Israeli economy, since it provides large amounts of the country’s energy needs and is expected to turn Israel into a gas exporter.

Jerusalem (AFP) - Prime Minister Benjamin Netanyahu is close to agreeing a unity government with the main opposition leader, Israeli media said Wednesday, in a move that could help revive peace talks with the Palestinians.The head of the rightwing Likud has reportedly been engaged in intense negotiations with Labour Party chief Isaac Herzog in recent weeks in a bid to form a government of national unity.Herzog, whose party forms the Zionist Union along with the centrist Hatnuah, could present a possible coalition agreement to his party in the coming days, the reports said.His entry into the government would be closely watched by the international community for its potential impact on the moribund peace process with the Palestinians.An advocate of an independent Palestinian state, Herzog has been touted as a potential foreign minister -- a role currently assumed by Netanyahu in a temporary capacity on top of his role as premier.Egyptian President Abdel Fattah al-Sisi on Tuesday urged Israelis and Palestinians to take historic steps to achieve peace, comments which some analysts interpreted as an attempt to boost the idea of Herzog joining the government.If a national unity government is formed Netanyahu and Herzog could visit Egypt to launch a new peace initiative under the auspices of the Egyptian president, the Jerusalem Post cited anonymous officials from both parties as saying.But resistance to the coalition is strong within both camps and commentators stressed an agreement was far from certain.Herzog's main rival in the Labour Party, Shelly Yachimovich, described the possible alliance as a "blood wedding".She promised on her Facebook page to fight for "justice, clean government, ideology, and the honour of the party".Within Likud, several members said they would prefer an alliance with the nationalist party Israel Beiteinu rather than Labour.The Zionist Union was formed in the run-up to the 2015 election in a bid to unseat Netanyahu but failed, with the premier later forming one of the most rightwing governments in Israel's history.However Netanyahu's coalition has just a one seat majority in parliament and he would benefit from wider backing -- with members of the coalition currently able to hold him to ransom.

Two recreational divers discovered a 1,600 year-old shipwreck on the seabed off the coast of Israel, leading to a salvage operation which uncovered one of the largest caches of marine artifacts ever found, antiquities officials revealed Monday.The hoard was discovered off the coast of Caesarea, a major Roman-era seaport, sometime last month, the Israel Antiques Authority said in a statement, calling the find the most extensive underwater discovery in 30 years.Pieces brought to the surface included a bronze lamp depicting the image of the sun god Sol, a figurine of the moon goddess Luna, a lamp in the image of the head of an African slave, fragments of three life-size bronze cast statues, objects fashioned in the shape of animals such as a whale, and a bronze faucet in the form of a wild boar with a swan on its head, the IAA said.Fragment of jars the crew had used to store drinking water were also found.Experts believe the finds came from a large merchant ship carrying metal slated for reuse when it ran into a storm near the harbor and smashed into the seawall and rocks.“A preliminary study of the iron anchors suggests there was an attempt to stop the drifting vessel before it reached shore by casting anchors into the sea; however, these broke – evidence of the power of the waves and the wind which the ship was caught up in,” the statement said.Ran Feinstein and Ofer Ra‘anan of Ra’anana were diving at the site of the ancient harbor in the Caesarea National Park before the recent Passover holiday in April when they noticed that shifting sand had exposed the remains of a ship and its contents.The pair immediately contacted the IAA, which sent down archaeologists to take a look.To their delight, the team spotted “iron anchors, remains of wooden anchors and items that were used in the construction and running of the sailing vessel,” the authority said.Feinstein and Ra‘anan will be Awarded a Certificate of Appreciation by the IAA and given a personal tour of the IAA’s storerooms as a reward for their good citizenry.Jacob Sharvit, director of the Marine Archaeology Unit of the Israel Antiquities Authority, and Dror Planer, deputy director of the unit, dated the ship to sometime during the Late Roman Period or 3rd-4th century CE.In the weeks following the discovery by Ra‘anan and Feinstein, IAA divers along with volunteers carried out an underwater salvage survey and by using specialized equipment were able to find and recover many items from the cargo.The bronze statues are particularly rare; slated to be melted down, they instead sank and were preserved by the seawater.“In the many marine excavations that have been carried out in Caesarea only very small number of bronze statues have been found, whereas in the current cargo a wealth of spectacular statues were found that were in the city and were removed from it by way of sea. The sand protected the statues; consequently they are in an amazing state of preservation – as though they were cast yesterday rather than 1,600 years ago,” the IAA said.Also discovered were two lumps, together weighing 20 kilograms, composed of thousands of coins that had retained the shape of the long disintegrated pottery vessel in which they were being transported.“The coins that were discovered bear the image of the emperor Constantine who ruled the Western Roman Empire (312–324 CE) and was later known as Constantine the Great, ruler of the Roman Empire (324–337 CE), and of Licinius, an emperor who ruled the eastern part of the Roman Empire and was a rival of Constantine, until his downfall in a battle that was waged between the two rulers,” the IAA said.Last year a treasure trove of Fatimid gold coins was found in the sea at Caesarea.

Knesset Members from the Zionist Union called on party leader Isaac Herzog to resign Wednesday, as the opposition leader was strafed by party members over his unpopular bid to join the governing coalition, which he froze earlier in the day.Herzog had seemed poised to bring his Zionist Union faction into the coalition despite fierce opposition from most of his own party’s lawmakers, but he aborted talks Wednesday afternoon after Prime Minister Benjamin Netanyahu announced parallel negotiations with the right-wing Yisrael Beytenu party, led by Avigdor Liberman.Zionist Union MK Stav Shaffir wrote on Facebook that Herzog’s efforts to take Zionist Union into a unity government led by Netanyahu were self-serving and “unforgivable.”“It is now clear that Bibi used Herzog in order to bring Liberman into the government,” Shafir wrote, using the prime minister’s nickname. “A leader who cannot differentiate between the Bibi of a peace agreement and the Bibi who gives the defense portfolio to Liberman is not worthy to be head of the Labor Party.”Colleague Mickey Rosenthal also demanded Herzog’s resignation, saying that the party leader has lost the trust of the voters.“The party will not be able to recover if you do not hand over the keys. You have lost the confidence of the electorate,” he wrote on Twitter.In announcing his decision to freeze talks, Herzog said he would not continue the negotiations so long as Yisrael Beytenu’s inclusion in the coalition was on the table.“Until Netanyahu decides where he is going, we will not conduct parallel negotiations,” announced Herzog, insisting that Zionist Union would not serve in the coalition together with Liberman. “If Netanyahu wants to bring Liberman into the government, then let him do it. Belgium lawmakers from across the political spectrum nominated jailed Fatah leader Marwan Barghouti for the Nobel Peace Prize, Palestinian media reported on Wednesday.Barghouti is currently serving five life sentences in an Israeli jail for his role in murderous terror attacks during the Second Intifada in the early 2000s.Palestinian activists have been campaigning for his nomination for a Nobel since April.Lawmakers from both the Belgian Senate and House of Representatives penned a letter to the Nobel nominating committee praising Barghouti as a peace activist and key to future talks between Israel and the Palestinians.“He is an important actor for the future of a region more fragmented than ever,” the letter reads, according to the Palestine News Network. “Peace requires the freedom of Marwan Barghouti and of the political prisoners, and more generally the freedom of the Palestinian people living for decades under occupation.”The letter also claims granting Barghouti the prestigious prize would help bring about the elusive two-state solution and “resurrect the indispensable hope to get out of the current impasse.”Palestinian rights groups, lawmakers and officials started a global campaign to nominate Barghouti for the peace prize in April.The Belgians have become the first Europeans to nominate Barghouti for the prize. According to PNN, the Arab Parliament and former Nobel Peace Prize winner Argentine Adolfo Perez Esquivel have also backed the Israeli prisoner.Barghouti is the former leader of the Tanzim armed wing of Fatah and was convicted by Israel of being the founder of the Al-Aqsa Martyrs Brigade, another Fatah terror group.He was convicted in 2004 on five counts of murder and one attempted murder, and was implicated in and held responsible for four other terror attacks.Barghouti has remained politically active from behind bars, and is often touted as one of a few likely successors to the 82-year-old Palestinian Authority President Mahmoud Abbas.A recent poll by the Palestinian Center for Policy and Survey Research found that if Palestinian presidential elections were to take place, Barghouti would top both Abbas and the Hamas candidate, Ismail Haniyeh.Barghouti is seen as a unifying symbol in the divisive world of Palestinian politics, which is split between Hamas, Fatah and several smaller factions.He is also favored by some in Israel’s left as a possible successor to Abbas for his support of a two-state solution and his supposed renouncement of violence. SEATTLE — If you’ve ever wondered how Jews got to Finland, Scotland or New Zealand, there’s a speaker who can answer that question at this summer’s International Association of Jewish Genealogical Societies conference in Seattle, Washington.The six-day event with 325 venues, a Jewish film festival, and a new track — Genealogy for Educators — will spark your curiosity and help you on your genealogical journey, whether you’re sleuthing for ancestors or sending your DNA by mail hoping for a match.Last year’s conference was held in Jerusalem, and though organizers can’t promise such a rain-free experience this August in the often-overcast Pacific Northwest, they do warn that once you dabble in this ever-expanding science, in any case you won’t want to leave the building.“People have used the word obsession and they’re not far off,” said conference co-chair and senior research manager for Salt Lake City-based Ancestry Pro Genealogists, Dr. Janette Silverman.“It’s costly, for sure — and those TV shows are highly addictive — but genealogical research places our family in the saga of their history and times. BRUSSELS, Today, 09:27-Refugees in Europe are likely to double the money initially invested in them over a five-year period, an NGO has claimed.Investing in refugees will create jobs, increase trade, spur economic growth, and produce other benefits, suggests a 77-page report out on Wednesday (18 May) by the Tent Foundation, an NGO that helps people who have been forcibly displaced.Drafted by the EU commission's former economic adviser Philippe Legrain, the report draws its conclusions, in part, from calculations by the International Monetary Fund (IMF).The IMF notes that additional spending in the EU on refugees of 0.009 percent of GDP in 2015 and 0.11 percent in 2016 will raise its GDP by 0.13 percent in 2017.The report also concludes that an increase in net government debt of €68.8 billion by 2020 to fund investment in refugees would yield a total increase in GDP between 2015 and 2020 of €126.6 billion.More than one million refugees and asylum seekers arrived in the EU last year, most of whom headed to Germany and Sweden.But the EU is now turning back migrants from Greece to Turkey as part of a policy to manage a crisis that has cost the lives of thousands since 2014.More than 1,360 people have either died or gone missing so far this year in their efforts to reach the EU.Legrain, who is also a senior visiting fellow at the London School of Economics, says refugees should be seen as an opportunity."Refugees are often seen as a burden to be shared or shirked, when in fact they are an opportunity to be welcomed," he said in a statement."With a suitable upfront investment and wise policies, hard-working refugees of all skill levels have a lot to contribute to the economy, individual businesses and the public sector."Giving them greater access to the labour market means they will produce more tax revenue and act as a fiscal stimulus in economies where demand is depressed, notes the report.-US vs Sweden-The report also draws comparisons between refugees of the same nationality in the United States and those found in the EU.It notes, for instance, that while a Somali refugee in Sweden is often on welfare and unemployed, the same national in the US is more likely to be a small-business owner or employed."This suggests that Somalis’ lack of success in Sweden is due not to their cultural characteristics but to the fact they start off as outsiders in a labour market whose institutions privilege insiders," the report says.The report notes that the US system provides refugees with greater opportunities to become self-reliant.It means their reliance on social assistance declines more rapidly over time when compared with their EU-based counterparts.Working refugees also provide value for their families back home. By sending money back, they help boost local development. Opinion-EU plans for Libya risk crossing migration 'red lines' By Judith Sunderland-EUOBSERVER

May, 09:28-There seems to be an inexorable momentum toward militarisation of the Mediterranean and of migration control.US president Barack Obama recently endorsed a European Union proposal for a Nato operation in the central Mediterranean, building on the coalition’s presence in the eastern Mediterranean (Aegean Sea) since February.EU foreign policy chief Federica Mogherini is leading efforts to push the EU’s naval “anti-smuggling” mission, Operation Sophia, currently operating in international waters off the Libyan coast, into Libyan territorial waters.Let’s drop anchor for a moment to reflect on what this could mean for migrants and asylum seekers.This is the latest instalment in EU efforts to stem the flow of migrants and asylum seekers from North Africa.With a significant drop in crossings in the Aegean Sea, all eyes are now on the central Mediterranean, with around 30,000 having crossed, mainly from Libya, since the beginning of this year.Italian officials and even German chancellor Angela Merkel have gone so far as to suggest that the EU should strike a deal with Libya similar to the one with Turkey, which allows the return of asylum seekers on the presumption that they are “safe” there.The assessment that Turkey is safe for refugees and asylum seekers is wrong.But the idea that Libya, riven by warring factions and with a fledgling and contested government of national unity that the EU is desperate to legitimise, can provide a safe haven is positively mind-boggling.Given the daily dangers of life in Libya, it seems beyond the point to mention that Libya has not ratified the 1951 Refugee Convention and has no domestic refugee law or asylum procedure.The dangers to migrants who find themselves in Libya pre-date even the civil war in the country; in 2006 Human Rights Watch published a report on the cruel treatment migrants experienced in detention centres there.Long-standing, well-documented abuses against migrants and asylum seekers in Libya led the European Court of Human Rights to condemn Italy unequivocally for intercepting migrant boats and pushing them back to Libya in 2009.The court’s ruling laid down clear red lines: once EU authorities have effective control or custody over migrants, regardless of where that occurs, they are bound by the European Convention on Human Rights.Italy had in this case violated a fundamental norm of EU and international law: the prohibition on returning someone to a place where they face threats to their lives and freedom, as the court found they did in Libya.In other words, European countries cannot wash their hands of responsibilities towards migrants and refugees, whether on the high seas or in the territorial waters of a non-EU country.Migrants and asylum seekers in Libya continue to face threats in Libya. Human Rights Watch again documented torture, overcrowding, dire sanitation conditions, and lack of access to medical care in migrant detention centres in 2014.-'Shame and frustration'-Detainees we interviewed told us guards beat them with iron rods, sticks, and rifle butts, and whipped them with cables, hose pipes, and rubber whips made of car tires and plastic tubes, sometimes over prolonged periods of time on the soles of their feet.In one centre five detainees said guards suspended them upside down from a tree and then whipped them. As recently as May 2015, migrants and asylum seekers I interviewed spoke of living in fear in Libya and recounted being robbed, beaten, and extorted by employers, common criminals, security forces and militias.The bottom line is that the EU and Nato should not push anyone back to Libya. That would expose people to the risk of serious violations, violate international and EU law, and undermine the EU’s global standing.EU cooperation with Libyan forces to prevent people from getting beyond Libyan territorial waters is no less fraught with ethical and legal questions if the consequence is torture, indefinite arbitrary detention in abysmal conditions or deportation to countries of origin where they may face persecution and worse.Mogherini recently said she felt “shame and frustration over the walls we see rising in Europe”. Yet a naval cordon on water is no less shameful than one of concrete and razor wire on land.In July, the EU is due to propose its next steps following an internal evaluation of Operation Sophia, and Nato will hold a summit in Warsaw. These will be defining moments.-First, save lives-What the EU and Nato should do is pretty simple. First, save lives. Regardless of who controls the waters, and whether a merchant, military, or leisure vessel, all ships are bound by the laws of the sea to respond to boats in distress.Overcrowded, unseaworthy migrant boats are by definition in distress. The laws of the sea also require that ship captains take rescued passengers to a safe place.So, second, bring people to EU countries. In an act of genuine solidarity, participating countries should commit to taking a portion of those rescued or intercepted, and to process their claims fairly and efficiently.They can return those who are not in need of international protection to their countries of origin, following a fair process that respects their rights. ISLAMABAD (AP) — Four nations — Pakistan, Afghanistan, China and the United States — ended talks Wednesday much as they began, seeking peace in Afghanistan but with no real progress on how to get there or how to bring the most powerful of the country's insurgent groups, the Taliban, to the negotiating table.The session ended with a promise to pursue peace, and to pressure warring groups to engage in negotiations. It also condemned violence, with a specific reference to the ferocious April 19 attack in Kabul that killed 64 people.But there was nothing in the final communique to indicate how the quartet was going to get the Taliban, who have been insistent that they will not talk to the Afghan government, to embrace peace talks.It did, however, make a reference to those who carried out the April assault on Kabul warning, "those who perpetrate such acts of terrorism should be ready to face consequences of their actions."It did not specify the consequences and until now Pakistan has refused to launch any direct assault on the Haqqani network, which has been blamed by both Afghanistan and the United States for the April Kabul attack. The chief of the Haqqani network, Sirajuddin Haqqani, also is deputy to Taliban leader Mullah Akhtar Mansour, giving added muscle to the Taliban as it plots its battlefield strategies over the traditionally deadly summer months.The four-way talks, which have been held alternately in Pakistan and Afghanistan since the beginning of the year, had sought to capitalize on positive signals that emerged over the weekend in Afghanistan, where the outlawed militant group Hezb-i-Islami inched closer to a peace deal with Kabul.There are hopes this tentative deal — which still has to be approved by the Hezb-i-Islami leader Gulbuddin Helmatyar, a U.S.-designated terrorist — could be a template for an agreement between the Afghan government and the more powerful Taliban.But the Taliban have repeatedly said they first want to hold talks with the United States — something Washington has rejected.Pakistan's adviser on foreign affairs Sartaj Aziz said previously that peace talks remain the only way to end the fighting in Afghanistan. Caracas (AFP) - Public outrage over sweeping new emergency powers decreed this week by President Nicolas Maduro was expected to spill over onto the streets of Venezuela Wednesday, with nationwide protests planned.The demonstrations mark the strongest challenge yet to Maduro's controversial declaration of a state of emergency.Opposition-led marches in the capital Caracas and other major cities were to demand that authorities accept a recall referendum to determine Maduro's fate.The 53-year-old president on Tuesday dismissed the push against him as "not viable" and said a petition it was based on was riddled with "fraud," despite 1.8 million signatures seeking his ouster.The 60-day state of emergency was imposed beginning Monday to tackle what Maduro said were threats to security, as well as food and energy shortages.Many of the measures rely on Venezuela's army and police being deployed to carry them out.- Claim of US plot -It notably suspends many constitutional protections by opening the way to expropriations and almost any action deemed necessary to maintain public order.Individuals, companies and non-governmental organizations in Venezuela with links to foreign groups are also to be put under scrutiny and risk having their finances frozen, according to the decree.The opposition-controlled congress late Tuesday rejected the decree in a vote, saying it undermined democracy. (AP) — The South Carolina Legislature passed a bill Tuesday prohibiting abortion after 19 weeks, becoming the 17th state to pass the restrictive ban.The legislation will now head to Gov. Nikki Haley's desk. The Republican said in March she will almost certainly sign it, but wants to look at the details once it reaches her.Similar laws are in effect in 12 states. They've been blocked by court challenges in three others, and the U.S. Supreme Court has yet to rule on the ban's constitutionality. A South Dakota law signed in March takes effect this summer.In Utah, a related law, also signed in March, requires doctors to provide anesthesia to a fetus at least 20 weeks in the womb.The South Carolina bill is among several fronts abortion rights supporters say make having the procedure tougher. Abortion opponents have also passed laws in other states requiring clinics to get admitting privileges for doctors and banning a procedure commonly used in the second trimester, called the dilation and evacuation method.The sponsor of South Carolina's bill, Rep. Wendy Nanney, said she's hopeful the law is a step to eventually "get rid of abortion altogether.""I firmly believe life begins at conception and anything we can do to protect human life I'm all for," said Nanney, R-Greenville.The South Carolina House approved the compromise 79-29. The Senate approved it 36-9 in March.The ban allows exceptions only if the mother's life is in jeopardy or a doctor determines the fetus can't survive outside the womb. The measure's limited definition of "fetal anomaly" means it would be illegal to abort a fetus with a severe disability if the child could live.Such anomalies are generally detected around 20 weeks.That "fetal anomaly" exception was crucial for the bill clearing the Senate, where Democrats had blocked the legislation for years.Sen. Brad Hutto, a leading opponent, still believes it should be the woman's choice. But he called the compromise he's worked on since last year "the best we can get." As it initially passed the House, the bill gave an exception only for the mother's life.Only four of the 16 states to pass the restrictions since 2010 allow a legal abortion if a doctor determines the child will be stillborn or die upon birth. South Carolina legislators borrowed the wording for that exception from Georgia, where state court blocked enforcement of Georgia's 20-week ban in 2012.The South Carolina bill, like most of the similar laws, contains no exceptions for rape or incest.Supporters believe a fetus can feel pain at 20 weeks. Opponents argue such later-term abortions involve wanted pregnancies that go horribly wrong, and politicians should play no role in the difficult decision."They are wanted pregnancies, but they find out there is a terrible abnormality," Rep. James Smith, a Democrat, said Tuesday. "Wouldn't it be interesting if we take dollar-for-dollar the money we're going to spend litigating unconstitutional bills and put it into something that makes a difference in South Carolina?"On average, fewer than 30 abortions yearly are performed at 20 weeks gestation or beyond, according to data since 1990 from the state's public health agency.The ban would affect only hospitals. None of the three abortion clinics in South Carolina provide abortions beyond 15 weeks. Most of the women are white, married and older than 24, according to the agency.A doctor who performs an illegal abortion under the bill would face up to three years in prison and a $10,000 fine.House Judiciary Committee Chairman Greg Delleney said the law "prevents infanticide," noting it ties the fetus' age to conception, rather than a woman's monthly cycle, so the ban refers to what doctors generally consider a gestational age of 22 weeks.The nonprofit Guttmacher Institute, which tracks abortion laws, knows of only one person ever charged under the bans. In 2011, an Idaho woman was arrested after giving herself an abortion with pills she bought online. That charge ultimately resulted in Idaho's law being struck down last year by the 9th Circuit Court of Appeals. The same court struck Arizona's law in 2013.Without citing a reason, the U.S. Supreme Court declined in January 2014 to hear an appeal from Arizona — which had banned abortion at 18 weeks past fertilization.Earlier Tuesday, a House subcommittee advanced a bill opponents say would essentially ban abortion past 13 weeks. It would make it a felony for a doctor to abort a fetus through "dismemberment" in the womb, punishable by at least a $5,000 fine and/or five years in prison.It has virtually no chance of passing this year.

CALGARY - Wildfires that ravaged some neighbourhoods in Fort McMurray and forced 80,000 to flee the city two weeks ago are now chewing through the wilderness further north, where major oilsands projects are located. A 665-unit work lodge has burned down and two more are under threat. But experts and officials say they aren't expecting serious harm to the oil-producing facilities themselves. Here's why:There's a built-in buffer zone:Oilsands projects — whether they involve scooping the ore out of a mine or melting it underground with steam — are built in such a way that there's a lot of empty space between facilities and forest. Unlike in residential neighbourhoods where there are a lot of trees and wooden buildings, there's little in the way of fuel at the industrial sites to feed the ravenous flames. "There's an inherent built-in safety space around all these facilities," said Robert Bedin, with RS Energy Group in Calgary. Alberta wildfire manager Chad Morrison told reporters that because vegetation has been cleared away and the ground is covered in gravel, "we feel fairly confident that the sites themselves will be OK."Bitumen doesn't catch fire easily:Morrison battled wildfires in oilsands country in 2011. Burning bitumen, the tarry product extracted at the sites, wasn't an issue then and it's not expected to be one this time either, he said. Bitumen has more in common with crumbly asphalt than highly combustible gasoline, said Bedin. "It's not volatile. It's pretty benign. So in most scenarios I think we're talking about, this stuff is not likely to ignite," said Bedin. Fire needs oxygen to grow, and there's no way for it to get into the oil-soaked sand and clay, said Raj Mehta, a professor of oil and gas engineering at the University of Calgary. "It will burn momentarily, but after that it will die."Ditto, tailings ponds:Tailings ponds hold the waste product that's left over from the oilsands extraction process — and they're huge. The ponds contain used water, sand, clay and residual bitumen. But the amount of bitumen is too small to pose a danger, Mehta said. "I think that's the biggest myth people worry about," he said. "Lots of people think that this whole lake, huge lake, is going to catch fire — no. The answer is no."The stuff that could catch fire or explode is mostly underground:Oilsands projects rely heavily on natural gas to generate power for their plants and heat up the steam that's used to liquefy the bitumen in some projects. They also need diluent, a very light petroleum product, to make the tarry oilsands crude thin enough to flow through pipelines. Both are products one would want to keep as far away as possible from the encroaching flames. FORT MCMURRAY, Alta. - A harsh reminder of the perils still at play in the Alberta wildfires emerged Monday night as about 8,000 people at work camps north of Fort McMurray were ordered out in a mandatory evacuation.Earlier in the day, about half that number had been put on a precautionary evacuation notice, meaning non-essential personnel would move out but others could stay.But by about 10 p.m., the decision had been made to stretch the mandatory evacuation zone about 50 kilometres north of Fort McMurray to just south of Fort MacKay.It included Syncrude and Suncor facilities, along with several smaller operations."All camps and production refineries north of Fort McMurray and just south of Fort MacKay, including Aostra Road, are to evacuate immediately," said the alert."All evacuees are to head south on Highway 63 if possible."The order did not include the hamlet of Fort MacKay, Athabasca Camp or the Beaver River Camp.John Archer, a spokesman for the Alberta government, stressed the move was being done in an orderly fashion."By and large, I believe the fire has not encroached too much more upon Suncor or Syncrude, but the reason why the call was made tonight is so they're not starting an evacuation at 2 a.m.," he explained."I don't think the threat is that much more acute now than it was earlier."Late Monday, Suncor issued a news release confirming it had "started a staged and orderly shutdown of our base plant operations" and that personnel were being transported to work camps further north.It stressed there has been no damage to Suncor infrastructure."Suncor has enhanced fire mitigation and protection around all of its facilities," said the release. "When it is safe to do so, we will continue implementing our restart plans."The entire population of Fort McMurray, more than 80,000 residents, are now entering their third week away from home. "They have done a very, very good job of holding the line there and with the extra fire guard I believe that they will be quite successful."Earlier Monday, officials warned the air quality in the Fort McMurray area was dangerously poor.Alberta Premier Rachel Notley said the air quality health index is normally one to 10, with 10 being the worst, but the reading this morning was at 38.Notley said the conditions were hampering efforts to get residents back to their homes."Alberta Health Services has recommended that members of the public who had been previously arranging to return to the area under various requests not return until those conditions improve," Notley said. Caddy Lake fire shrinking, evacuation orders lifted in Whiteshell, northwest Ontario-[CBC]-May 17, 2016-yahoonews

Cottagers and year-round residents are heading back to their properties in Caddy Lake, West Hawk Lake and Ingolf, Ont., after officials from the Manitoba and Ontario governments lifted forest fire evacuation orders at 8 a.m. Tuesday.Two forest fires straddling the Manitoba-Ontario border, first detected May 5, forced dozens of evacuations. One burned in the Nopiming Provincial Park area east of Beresford Lake and into Ontario, while the other fire was in Whiteshell Provincial Park, northeast of Caddy Lake, and northwestern Ontario.Bill Benson and his wife had three hours to gather their belongings and get out 10 days ago. He has been staying on the south side of West Hawk Lake, across the lake from his property, watching the fire puff clouds of smoke into the sky nearby."It almost feels surreal. You've been living in another environment for 10 days and you've said 'goodbye' to your place and hopefully you'll see it again,'" Benson said. "And then all of a sudden you're in the situation of going back."Benson said he was most looking forward to getting back into his daily routines."Having a nice soak in our bathtub, get cleaned up, doing some laundry and just looking around," he said. "Just looking forward to spending time in our own veranda and our own place tonight."Shaun Harbottle, owner of Crescent Beach Cottages and motel in West Hawk, also had to leave his rental properties behind, as did his tenants."It's nerve-racking to sit there and watch flames across the lake. You're kind of sitting there wondering what will happen," he said.Residents were excited about returning to their cabins and homes, he said."People are very anxious. They want to get home," he said.People were asked to leave last week because the fire near Caddy Lake was spreading and edging towards more densely populated areas. Many homes and cottages were under evacuation orders, but because it is still early in the season, a lot of cabins were still unoccupied.Evacuees were anxious in those first few days after being forced to leave. Harbottle and others thought people weren't given enough information about the spread or severity of the fire, or whether particular lots were at greater risk of being burned.But fire updates given to property owners at community meetings over the past few days helped calm nerves, Harbottle said.The four to five families that rent the cottages owned by Harbottle are looking forward to heading back into cabin country, he said."It's their homes. They live here year-round. It's much harder on them," he said.On Tuesday morning, Harbottle said none of his lots were lost in the fire and he wasn't aware of any minor fire damage to his properties.Evacuation orders in fire-affected areas over 100 kilometres to the north are expected to be lifted Tuesday afternoon.

It will take place in the summer,” Hollande told French radio.The summit, set to be held in Paris, will host an international meeting of 20 countries, including Egypt, Saudi Arabia and Jordan, to discuss the peace process. Israel and the Palestinians have not been invited and while Jerusalem has rejected the idea, it has been welcomed in Ramallah.A spokesperson for the French Embassy in Israel told The Times of Israel that Paris is “looking for a new date.”Hollande said it was vital for France to take “a strong initiative” in the dispute.“If not… what will happen? Settlement building, attacks,” he said.The US State Department said Monday that Secretary of State John Kerry would be unavailable on the day of the conference, which falls on the US Memorial Day holiday honoring members of the armed forces who died in combat, but that the United States and France are looking into a possible alternative date for the ministerial discussions.“We’ve made it clear that the May 30 date originally proposed by the French would not work for the secretary and for his schedule,” State Department spokesman John Kirby said. “We’re in discussions right now with the French about any possible alternative date that might better work for the secretary.”Kerry’s agenda in May is already “jammed,” Kirby said. Border Police vehicle hit in West Bank shooting attack-Police say no Israeli troops injured during incident at Qalandiya crossing; security forces searching the area-By Raoul Wootliff May 17, 2016, 1:22 pm-THE TIMES OF ISRAEL

Shots were fired Tuesday morning at a Border Police vehicle adjacent to the Qalandiya checkpoint north of Jerusalem, according to police.Bullet holes were discovered in the vehicle after gunfire was heard by security forces at the crossing.No troops were injured in the attack, police said. It is not clear if anyone was in the vehicle at the time it was shot.Security forces were searching the area for the shooter.Police said were unaware of unconfirmed reports saying the attack targeted a Cypriot military delegation visiting the area Tuesday.The Palestinian town of Qalandiya, and the adjacent crossing between the West Bank and Israel, has been a flashpoint of conflict in the recent wave of violence that has rocked the area since September of last year.As the crossing is located within the Jerusalem city limits, it is under the authority of the police, who guard the site.

An earthquake rumbled in the Red Sea early Monday morning, shaking buildings in the Sinai peninsula and as far north as Israel’s southern tip.There were no immediate reports of injuries or damage in Israel from the temblor, which struck at about 4:45 a.m. Monday morning.According to the US Geological Survey (USGS), the tremor measured 5.0 on the Richter scale with an epicenter in the Red Sea, 25 kilometers northeast of Dhahab, Egypt, and 100 kilometers southwest of Eilat in Israel.Last month, a very small earthquake hit parts of southern Israel as local residents of the city of Arad and the Dead Sea area reported experiencing minor tremors.So small was the temblor, the Geophysical Institute of Israel said, that it could not even be measured on the Richter scale, the Ynet news website reported.The effects could apparently be felt as far as Jerusalem, some 37 kilometers from the Dead Sea resort of Ein Gedi.Prior to that incident, the previous quake in Israel occurred in July 2015, when a tremor measuring 4.4 on the Richter scale was felt throughout the country. The nephew of Mustafa Badreddine, the senior Hezbollah military commander assassinated in Syria last week, has been appointed his successor, a Saudi-owned paper reported Tuesday, citing “well-informed Lebanese sources.”The nephew, Mustafa Mughniyeh, is the son of Badreddine’s sister who was married to Hezbollah’s previous military chief, Imad Mughniyeh.According to the report in London-based Asharq Al-Awsat, the reclusive Mustafa Mughniyeh became close to his uncle after his father was killed in 2008 in a car bomb attack in Damascus.The report of Badreddine’s successor in the paper — affiliated with the Sunni, anti-Hezbollah movement — was not confirmed by Lebanese or other media outlets.Mustafa Mughniyeh was reportedly named after his uncle, who was then serving time in jail in Kuwait in connection with the 1983 attack on the American Embassy there.Unlike his late brother Jihad, who appeared behind Hezbollah Secretary General Hassan Nasrallah on numerous occasions while he served as the group’s Golan District commander, Mustafa has largely steered clear of the media spotlight.Mustafa remained silent even after Jihad was killed in an allegedly Israeli airstrike in the Syria’s Quneitra Province in January 2015.While Israel was blamed for the bomb that killed Imad Mughniyeh, Hezbollah has not pointed a finger at the Jewish state over the mysterious death of Badreddine.Last week, Lebanese media reported that Badreddine was killed in an explosion at the Damascus international airport.Hezbollah confirmed Badreddine’s death, and claimed in a statement that he was killed as a result of shelling by unspecified Islamic extremists.The announcement contradicted a flurry of Arab media reports claiming an advanced nation, possibly Israel, was behind the senior leader’s death. The United Methodist Church has rejected several resolutions calling for the 12-million-member Protestant church to divest from companies engaging in business with Israel over its treatment of Palestinians.Church committees over the weekend voted down four Israel Boycott, Divestment, and Sanctions resolutions brought to a vote at the church’s quadrennial United Methodist Church General Conference in Portland, Oregon, taking place this week.The resolutions “pretty much went down in flames,” UMC delegate and BDS opponent John Lomperis told Religion News Service on Sunday.The resolutions would have seen UMC divestment from three companies that pro-Palestinian activists have accused of working with Israeli security forces to sustain Israel’s West Bank settlement enterprise: Caterpillar, Hewlett-Packard and Motorola.Instead, the Finance Committee opted to favor a petition that had been amended into a general commitment to responsible investment of church funds.A number of groups, including one called United Methodist Kairos Response, who prepared the resolutions for this year’s conference, had lobbied for the divestment measures at the 10-day church policy-making forum.The group’s co-chair Susanne Hoder told Religion News that while the amended proposal was a reasonable compromise among delegates, positive investments were not a substitute for divestment.“Where we see opportunities to move forward together, we’re going to seize them,” she said.Similar BDS petitions in the UMC failed in both 2008 and 2012.The defeat comes on the heels of Hillary Clinton’s May 9 letter to Jewish leaders reasserting her position that BDS campaigns are counterproductive to Mideast peace and calling for the reversal of the trend of increasing “attempts to isolate and delegitimize Israel.”Clinton, the front-runner for the Democratic presidential nomination, was raised and remains a practicing Methodist.“I believe that BDS seeks to punish Israel and dictate how the Israelis and Palestinians should resolve the core issues of their conflict,” she wrote in response to an appeal from the Israel Action Network, an affiliate of the Jewish Federations of North America to respond to the church’s BDS resolutions.“When anti-Semitism is on the rise across the world, we need to repudiate forceful efforts to malign and undermine Israel and the Jewish people,” Clinton said. “We must never tire in defending Israel’s legitimacy, expanding security and economic ties, and taking our alliance to the next level.”In January, the United Methodist Church’s US pension fund removed five Israeli banks from its investment portfolio, saying the investments were counter to its policies against investing in “high risk countries” and to remain committed to human rights.BDS activists have scored a series of successes in recent years in advancing similar resolutions, most prominently the United Church of Christ in 2015 and the Presbyterian Church (USA) a year earlier.Times of Israel staff contributed to this report.

Although Amichai Lau-Lavie will only be ordained as a rabbi on Tuesday, you could be forgiven for thinking he already was one.This week he was named as one of America’s most inspiring rabbis on the Forward’s prized annual list. And he already leads an inclusive, experimental Jewish spiritual community in New York called Lab/Shul.In fact, for almost two decades Lau-Lavie has been on the vanguard of creative, progressive Jewish spiritual and ritual expression in the 21st century. He has taught Torah and other Jewish texts at hundreds, if not thousands, of congregations and schools through his innovative Storahtelling Jewish ritual theater organization. Founded by Lau-Lavie in 1999, Storahtelling advanced Jewish literacy by bringing performance tools and stagecraft to bear on traditional texts.So what is a rabbi anyway, if not a teacher of Yiddishkeit? Lau-Lavie’s name alone could have led one to assume he is a rabbi, as he is the scion of an Eastern European rabbinic dynasty going back 39 generations. His uncle, Yisrael Meir Lau is the chief rabbi of Tel Aviv-Yaffo and was the Ashkenazi chief rabbi of Israel from 1993 to 2003. His first cousin, David Lau, is Israel’s current Ashkenazi chief rabbi. Lau-Lavie’s older brother Benny Lau is a well-known, Jerusalem-based Modern Orthodox rabbi, community leader and social justice activist.But it took Lau-Lavie, 47, a long time to join the family business, so to speak. And once he finally did join, he did it his own way.Unlike his relatives, Lau-Lavie has not become an Orthodox rabbi. Instead, he will be ordained by the Conservative Movement after completing a five-year course of study at the Jewish Theological Seminary.There are practical reasons for his choosing the Conservative Movement: As an openly gay man, he cannot serve as an Orthodox rabbi.But there are other aspects of the Conservative Movement (which changed its stance on the ordination of gays and lesbians in 2006) that make him feel it is the right fit.“I believe in following halacha [Jewish law], but I also believe that it evolves,” Lau-Lavie told The Times of Israel by phone Sunday from the Salt Lake City, Utah airport as he flew home to New York from a Reboot meetup. The network of young Jewish movers and shakers, of which he has been a longstanding member, works towards re-envisioning Jewish life for contemporary times.“I like how Conservative Judaism straddles halacha and innovation. Jewish law has a vote, but not a veto,” he said.- ‘Jewish law has a vote, but not a veto’-Through his years with Storahtelling, Lau-Lavie, who grew up in a Modern Orthodox milieu in Israel, was exposed to Conservative congregations. However, his interest in the Movement and its philosophy began much earlier, when as a teenager he discovered the works of Zechariah Frankel, the 19th century German rabbi, theologian and historian who applied modern historical criticism to the study of the development of classical sources of Judaism, and is considered the founder of what would become Conservative Judaism.Around the same time, Lau-Lavie (who had just returned to Israel after several years in New York, where his father Naphtali Lau-Lavie served as Israel’s consul general) became a student at the then-new Hartman High School in Jerusalem. There he studied under the late Rabbi David Hartman, who although Modern Orthodox, exposed him to Jewish religious pluralism and the conception of halacha as evolutionary.Lau-Lavie’s search for a spiritual home outside Orthodox Judaism was sparked by the confusing and painful situation in which he found himself at his bar mitzvah, when his Torah portion was Kedoshim, the one in which homosexuality is cited as an abomination.-‘Here I was, having already come out to myself, having to chant and speak about the abomination clause’-“Here I was, having already come out to myself, having to chant and speak about the abomination clause,” Lau-Lavie recounted.Years later, at age 43, he wrote and published what he wished his bar mitzvah speech could have been:And the truth is that I’ve been thinking a lot about this law, and it makes me afraid and ashamed to think about it and to talk about it, but it also makes me angry and confused.I know it’s wrong to question God and the Torah, and maybe I’m too young to understand. But I don’t think that the law about abomination is fair, and I don’t think that people who break it deserve to die.…I am not an abomination. I don’t deserve to die because of whom I love.You are all looking at me now, and it’s not pleasant, but I’ve held this secret, this abomination in my stomach, long enough.If today I am a man, then on this day I tell the truth and face it, like a man. And you, who came from near and far, if you really love me, will love me still, I hope, just the way I am.I know the Torah says it’s wrong.I know it’s disappointing to you, my parents and siblings, relatives, friends.But maybe the Torah does not mean what I’m feeling, because I don’t think — I don’t believe — that God thinks I am dirty, or sinning, or an abomination. Because isn’t that how God created me, in God’s own image, just the way I am? Lau-Lavie’s own three young children are living in a very different world than the one he grew up in. He is co-parenting two daughters and a son with a lesbian couple in Manhattan. Lau-Lavie is the children’s biological father and abba (Hebrew for dad), and he sees them once or twice a week, and spends holidays and vacations with them.Juggling part-time parenting, rabbinical school, Lab/Shul leadership and other professional and communal responsibilities for the past five years has been tough. Despite his reputation for being a consummate multi-tasker, he is glad to now have his rabbinical studies off his plate.He regrets having little time as of late to pursue a romantic life, but he has no misgivings about having gone through the rabbinical training, which is something he believed was necessary for achieving his goals.“I wanted to delve deeply into halachic learning and scholarship. I spent the first 20 years of my career on aggadah, midrash and story. It was time to focus on the evolution of law in our lives as Jews,” he said.He also knew that having “Rabbi” in front of his name would bestow upon him the gravitas and authority that would allow for greater agency.-I used to wave the “artists are the new rabbis” flag. Now I wave the “rabbis are the new artists” one’-“As an artist, I can have an impact. But to have deeper agency, to really be part of systemic growth and change and to be a respected leader in this, I needed to become a rabbi,” he explained.“I used to wave the ‘artists are the new rabbis’ flag. Now I wave the ‘rabbis are the new artists’ one,” he added.According to Lau-Lavie, the Jewish community and Judaism are undeniably at a pivotal moment. He is consumed with the question of how Judaism can resonate in the 21st century, when faith is not a given, and being Jewish is a decision and a choice to be made.“We are in a post-ethnic, post-patriarchy age. It’s happening now. It’s a fluid, complicated and rich time, and I want to lead in it,” he asserted.For Lau-Lavie, the most pressing issue to be dealt with, what he calls “the next frontier,” is finding creative solutions for inclusion of families where one partner is Jewish and the other is not. Conversion is not the solution, because in many cases the non-Jewish partners are not converting.He sees this as a win-win situation, rather than a loss for the Jewish people.“The argument that we are losing Jews is bullshit,” he claimed.He believes Jews and non-Jews alike are attracted to the rich traditions and texts of Judaism, but that they won’t stay part of the community unless the religion markets itself better and speaks to people in a way that resonates with their lives today.-‘The argument that we are losing Jews is bullshit’-“We have a good product, but the packaging and marketing are the challenge,” he explained.Lau-Lavie used a fast-food metaphor to explain what he means.“Even if you have the juiciest, highest quality hamburger, Jews aren’t going to want it if all they have ever known is a year-old, dried-out thing from Wendy’s,” he said.With Lab/Shul (spun off from Storahtelling in 2012) poised for growth, the newly-minted rabbi plans on staying in the US (where he became a citizen two years ago) for at least the next decade. But with his mother and three siblings living in Israel, he doesn’t rule out the possibility of returning there someday.Despite growing reactionary fundamentalism in Israel, Lau-Lavie is optimistic about the possibility of doing the kind of work he is doing in America also in the Holy Land.“It’s true that we are up against fear and resistance to change, but things are changing. There is a good chance for light and love to prosper in Israel. I am already working with Haredim, and with interfaith leaders. Change can happen,” he said.A major challenge ahead for Lau-Lavie lies within himself. He needs to adjust to being part of the Conservative Movement in an official capacity as a member of its Rabbinical Assembly.On one hand, he can benefit from being part of what he calls “a larger ecosystem.” But on the other, he needs to do what is known in kabbalistic terms as tzimtzum, or contraction.“I’m a creative personality and the question is how to squeeze a big, creative personality into a box. Somehow, I have to curb my enthusiasm,” he reflected.For instance, as a member of the Rabbinical Assembly he must abide by its guidelines, which preclude him from officiating at interfaith marriages as he once did.While he will still pursue his “flexidox” or “polidox” ways, he’s also committing himself to working within the system. He recognizes that change will be gradual and will come from within the established Jewish community as well as from grassroots initiatives such as the ones he started.“My eye is on the next 25 years, not only on tomorrow. It’s a sacrifice, but it’s a good one,” he said.
