A bomb exploded on a bus in Jerusalem Monday afternoon, injuring over 20 people as it and other vehicles were engulfed in flames, and ratcheting up tensions in a city just recovering from a months-long wave of violence.Police and rescue officials confirmed 21 people were injured, two of them seriously, when the number 12 city bus exploded on Moshe Baram Street in the Talpiot neighborhood of the capital at about 5:45 p.m., setting the bus on fire.A second intercity bus nearby and a car were also burned in the blast.Jerusalem police chief Yoram Halevy said Monday evening the blast was caused by an explosive device placed on the bus, putting an end to two hours of speculation over whether the blast was terror related or a technical malfunction.“When a bomb explodes on a bus, it is a terror attack,” Halevy said, adding it was unclear if the bomber had been on the bus at the time of the blast.Police were investigating whether one of the people seriously injured in the explosion was in fact the terrorist responsible. However, the identity of the burned victim has not yet been confirmed, a spokesperson said.Jerusalem Mayor Nir Barkat said the blast was caused by a small explosive device that had been placed in the back of the bus. He urged people to remain calm and allow the police to complete their investigation.The terror attack broke weeks of relative calm in the city after a six-month wave of Palestinian stabbings, shootings and vehicular attacks seemed to be subsiding, and raised fears of a return to a type of violence not seen in Jerusalem for years. Police revealed Monday that indictments were filed against members of a network that funded disruptive activities on the Temple Mount in Jerusalem aimed at discouraging Jewish visitors to the holy site through provocations and agitation.The activities of the network were uncovered by a joint Israel Police and Shin Bet general security services operation, police said in a statement.Indictments were filed against Muhammad Jabarin, a resident of the northern city of Umm al-Fahm, and Najeeb Qawasmeh Jada and Khalil Abasi, residents of the East Jerusalem neighborhood of Silwan, for property transactions for the purpose of terror and membership in a prohibited organization.Police withheld further information regarding the charges against the suspects.The Jerusalem District Prosecutor asked that the suspects remain in custody.During the course of the investigation, police said, prima facie evidence was compiled about a network making payments to male and female activists of the so-called Murabitat groups, which have been banned from the Temple Mount during Jewish visitors’ hours.In addition to questioning the key suspects, police acted against dozens of Murabitan activists in an investigation which is still ongoing, police said.The single-sex Murabitan [for men] or Murabitut [for women] groups are known for opposing Jewish presence on the Temple Mount by shouting “Allahu Akbar” (“God is great”) at visitors, and sometimes resorting to physical assaults. The Prime Minister’s Office has described them as a “salaried group of activists aimed at initiating provocations on the Temple Mount.”Guidance and funding for the group was in the past provided largely by the Northern Branch of the Islamic Movement, which was banned in November last year. Jordan’s prime minister on Monday said his government had decided to call off a plan to install surveillance cameras at Jerusalem’s most sensitive holy site, derailing a US-brokered pact to ease tensions at the volatile hilltop compound.Abdullah Ensour told the state-run Petra News Agency that Jordan was calling off the plan due to Palestinian concerns.“We were surprised since we announced our intention to carry out the project by the reactions of some of our brothers in Palestine who were skeptical about the project,” he said. “We have found that this project is no longer enjoying a consensus, and it might be controversial. Therefore we have decided to stop implementing it.”The decision came just days before the Jewish holiday of Passover — a time of increased activity at the site. The Temple Mount is revered by Jews as the site of the biblical Temples, and by Muslims, who call it the Noble Sanctuary. It has been a frequent scene of violence in the past.In a deal brokered by US Secretary of State John Kerry, Jordan offered to install the cameras last fall after clashes between Palestinian protesters and Israeli security forces.The Palestinians had accused Israel of secretly plotting to take over the site — a charge Israel strongly denies — while Israel pointed to videos showing Palestinian protesters using the mosque as cover while throwing stones and firecrackers at police. Rideau Hall, one of Ottawa Attractions, was built in 1838 and has been the official residence of the Queen's representative to Canada since 1867.The grounds cover more than 32 hectares (79 acres) and feature a magnificent greenhouse and ornamental gardens.Visitors can take a self-guided tour or book one of the many guided tours offered from 10a to 4p during the summer months.

Those costs to transport, house and process the refugees amounted to about $1,360 per refugee.The bill to temporarily house refugees in hotels jumped to about $580,000 during the final 30 days. That's nearly 10 times the government's previous monthly average, according to documents CBC News obtained through the Access to Information Act.Six weeks later, hundreds of refugees are still living hotel rooms in Toronto and Vancouver.Nearly half of Syrian refugees lack permanent homes, as Ottawa seeks hotels-"It took time in January to ramp up," said Carl Nicholson, executive director of Ottawa's Catholic Centre for Immigrants. A recent survey suggests that while the majority of Canadians are supportive of the Queen as the country's monarch, the same cannot be said for her heir, Prince Charles.To mark the sovereign's 90th birthday on April 21, the Angus Reid Institute polled Canadians' on their views of the monarchy and its key players. The survey results suggest that 64 per cent of Canadians support continuing to recognize Elizabeth as Queen, but only 46 per cent would support recognizing her heir, 67-year-old Prince Charles as king.Elizabeth and her 33-year-old grandson Prince William were most likely to be described by respondents as "respected."The word most commonly associated with Charles was "boring."The poll results didn't come as much of a shock to Gary Toffoli, executive director of the Canadian Royal Heritage Trust, which is dedicated to preserving Canada's monarchy."I'm not surprised that most people find 30-year-old guys more interesting than 50- or 60-year-old guys," he said — and he's not surprised that people prefer Charles's mother, either."The Queen has been sovereign for 64 years now. By comparison, any son, whatever Charles was like as a person, would suffer by comparison with his mother," he said. "I don't think it necessarily reflects how they might feel about him when he becomes king."Toffoli noted that a similar situation existed before Queen Victoria's death in 1901.Like Elizabeth, Victoria was also a long-reigning and well-regarded queen, and her heir, Prince Edward, was also generally disliked, though for different reasons than Charles. Edward, according to Toffoli, was thought of as a partier with questionable friends, and his many detractors thought he'd be a disaster as king.However, 10 years later, by the end of his reign, Toffoli said Edward had become "a revered figure" — and that the same could happen for Charles.The Angus Reid survey also suggests Canadians are split on whether the country should stick with the current monarchy system.When asked whether Canada "should continue as a monarchy for generations to come," 42 per cent of respondents said it should, 38 per cent said it shouldn't, and 20 per cent were undecided or had no preference.The respondents are part of the Angus Reid Forum, a 130,000-member panel of Canadians who participate in surveys and discussions. Angus Reid says the forum is comprised of people in each major demographic group, and respondents receive a small monetary incentive — from $1 to $5 — for completing each survey.The polling industry's professional body, the Marketing Research and Intelligence Association, says online surveys cannot be assigned a margin of error because they do not randomly sample the population.Tom Freda, director of Citizens for a Canadian Republic, said that if the survey shows anything, it's that it's time for an open parliamentary debate about leaving the Commonwealth.He said that given Elizabeth's age, it's a good time to have the debate, so the country isn't left discussing it while she's on her deathbed."This is not a behind-the-scenes issue anymore. Doha (AFP) - The world's top oil producers failed to reach agreement on capping output in Doha Sunday amid a standoff between Saudi Arabia and Iran and raising fears about how markets will react.Qatari Energy Minister Mohammed bin Saleh al-Sada said oil producers concluded after six hours of negotiations that they needed "more time"."The general conclusion was that we need more time to consult among ourselves in OPEC and non-OPEC producers," Sada said.Rivalry between OPEC and regional heavyweights Saudi Arabia and Iran appear to have prevented a deal despite the six-hour formal meeting between 18 producers.Iran boycotted the meeting after refusing to abide by any production freeze agreement saying it wants to raise its output to pre-sanctions levels.Asked if Iran was at the centre of discussions which included non-OPEC Russia, the world's top producer, Sada said that Tehran's participation would have made any freeze more effective."We respect their (Iran's) position... certainly a freeze will be more effective if major producers including Iran are included," said Sada."That would help rebalance the market."Saudi deputy crown prince Mohamed bin Salman had insisted that Riyadh will not accept a freeze in production without Iran's participation.Sada said that no date was fixed for any meeting in the future among oil producers, adding they needed to have more consultations.The impact of the failure of the much-anticipated meeting on prices could be catastrophic.The Qatari minister however tried to play down the full impact on crude prices, saying that the oil market fundamentals have improved since February when Saudi Arabia, Russia, Venezuela and Qatar struck an initial agreement on the freeze.Sada said he expected the prices to be more responsive to fundamentals rather than to sentiment.The meeting aimed at capping output to reduce a production glut in the market that sent prices crashing.Talks were delayed by several hours after some countries demanded changes to a draft agreement that calls for freezing production until October, a delegate told AFP.The delegate said a "small team of experts" was assigned to make the changes before the ministers went into the official meeting in the afternoon.Nations inside and outside the Organization of the Petroleum Exporting Countries are anxious to stem a market nosedive that has cost exporters billions in lost revenue.From above $100 in mid-2014, oil prices dropped to 13-year lows of around $27 in February due to a supply glut, though they have since rebounded to about $40.- Iran won't 'give up' production -Saudi Arabia has insisted all major producers must be on board for the freeze to work, including fellow OPEC member and regional rival Iran.But Tehran, which has boosted production following the lifting of sanctions under its nuclear deal with world powers, has rejected any talk of a freeze.Iran had initially said its OPEC representative would participate in the talks but on Sunday Oil Minister Bijan Zanganeh announced Tehran would send no delegation at all."The Doha meeting is for people who want to participate in the production freeze plan... but since Iran isn't expected to sign up to the plan the presence of an Iranian representative isn't necessary," Zanganeh was quoted as saying by the Shana news agency."Iran will in no way give up its historic production quota," Zanganeh said.OPEC said on Wednesday that Iranian oil production in March was 3.3 million bpd, up from 2.9 million in January, but still short of its pre-embargo level of around 4.0 million.OPEC said its members pumped 32.25 million bpd in March -- with Saudi Arabia accounting for nearly a third -- up from an average of 31.85 million bpd in 2015.Saudi Arabia has refused to cut production despite the price fall, as it seeks to drive less-competitive players, especially US shale producers, out of the market.But pressure has been building as falling oil revenues hit state coffers, with Riyadh posting a record budget deficit last year.Oil prices had tumbled on Friday as traders bet that the meeting in Doha will yield no effective measures to curb the global oversupply.On Thursday the International Energy Agency had warned against expecting too much from the Doha talks, saying that the meeting would have only a "limited" impact on supplies.

PEDERNALES, Ecuador (AP) — Aid began to flow in Sunday to areas devastated by Ecuador's strongest earthquake in decades and the death toll continued to rise as people left homeless hunkered down for another night outside in the dark.Officials said the quake killed at least 246 people and injured more than 2,500 along Ecuador's coast. Vice President Jorge Glas said the toll was likely to rise because a large number of people remained unaccounted for, though he declined to say how many.Much damage was reported in the cities of Manta, Portoviejo and Guayaquil, which are all several hundred kilometers (miles) from the epicenter of the quake that struck shortly after nightfall Saturday.But the loss of life seemed to be far worse in isolated, smaller towns closed to the center of the earthquake.In Pedernales, a town of 40,000 near the epicenter, soldiers put up a field hospital in a stadium where hundreds of people prepared to sleep outside for a second straight night. Downed power cables snaked across the streets with no prospect of electricity being restored soon, making it unsafe for many to return to their homes.The town's mayor said looting broke out Saturday night amid the chaos but with the arrival of 14,000 police and soldiers to towns in the quake zone the situation appeared more under control.President Rafael Correa, who cut short a trip to Rome to oversee relief efforts, declared a national emergency and urged Ecuadoreans to stay strong."Everything can be rebuilt, but what can't be rebuilt are human lives, and that's the most painful," he said in a telephone call to state TV before departing Rome for Manta.More than 3,000 packages of food and nearly 8,000 sleeping kits were being delivered Sunday. A magnitude-6.5 earthquake struck Thursday near Kumamoto, followed by a magnitude-7.0 earthquake just 28 hours later. Those quakes killed 41 people and injured about 1,500, flattening houses and triggering major landslides.Susan Hough, a seismologist at the USGS, said evidence exists that extremely large earthquakes can trigger other earthquakes at large distances and that within close distances the frequency of quakes are frequently clustered. But she said there appears no direct relationship between the quakes on opposite sides of the Pacific."Nobody has ever demonstrated statistically significant temporal clustering of large quakes worldwide," she said in an email.
