HOARDING OF GOLD AND SILVER

JAMES 5:1-3
1 Go to now, ye rich men, weep and howl for your miseries that shall come upon you.
2 Your riches are corrupted, and your garments are motheaten.
3 Your gold and silver is cankered; and the rust of them shall be a witness against you, and shall eat your flesh as it were fire. Ye have heaped treasure together for the last days.

REVELATION 18:10,17,19
10 Standing afar off for the fear of her torment, saying, Alas, alas that great city Babylon, that mighty city! for in one hour is thy judgment come.(IN 1 HR THE STOCK MARKETS WORLDWIDE WILL CRASH)
17 For in one hour so great riches is come to nought. And every shipmaster, and all the company in ships, and sailors, and as many as trade by sea, stood afar off,
19 And they cast dust on their heads, and cried, weeping and wailing, saying, Alas, alas that great city, wherein were made rich all that had ships in the sea by reason of her costliness! for in one hour is she made desolate.

EZEKIEL 7:19
19 They shall cast their silver in the streets, and their gold shall be removed:(CONFISCATED) their silver and their gold shall not be able to deliver them in the day of the wrath of the LORD: they shall not satisfy their souls, neither fill their bowels: because it is the stumblingblock of their iniquity.

LUKE 2:1-3
1 And it came to pass in those days, that there went out a decree from Caesar Augustus, that all the world should be taxed.
2  (And this taxing was first made when Cyrenius was governor of Syria.)
3  And all went to be taxed, every one into his own city.

REVELATION 13:16-18
16 And he(THE FALSE POPE WHO DEFECTED FROM THE CHRISTIAN FAITH) causeth all,(IN THE WORLD ) both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads:(MICROCHIP IMPLANT)
17 And that no man might buy or sell, save he that had the mark,(MICROCHIP IMPLANT) or the name of the beast,(WORLD DICTATORS NAME INGRAVED ON YOUR SKIN OR TATTOOED ON YOU OR IN THE MICROCHIP IMPLANT) or the number of his name.(THE NUMBERS OF HIS NAME INGRAVED IN THE MICROCHIP IMLPLANT)-(ALL THESE WILL TELL THE WORLD DICTATOR THAT YOUR WITH HIM AND AGAINST KING JESUS-GOD)
18 Here is wisdom. Let him that hath understanding count the number of the beast:(WORLD LEADER) for it is the number of a man; and his number is Six hundred threescore and six.(6-6-6) A NUMBER SYSTEM (6006006)OR(60020202006)(SOME KIND OF NUMBER IMPLANTED IN THE MICROCHIP THAT TELLS THE WORLD DICTATOR AND THE NEW WORLD ORDER THAT YOU GIVE YOUR TOTAL ALLIGIENCE TO HIM AND NOT JESUS)(ITS AN ETERNAL DECISION YOU MAKE)(YOU CHOOSE YOUR OWN DESTINY)(YOU TAKE THE DICTATORS NAME OR NUMBER UNDER YOUR SKIN,YOUR DOOMED TO THE LAKE OF FIRE AND TORMENTS FOREVER,NEVER ENDING MEANT ONLY FOR SATAN AND HIS ANGELS,NOT HUMAN BEINGS).OR YOU REFUSE THE MICROCHIP IMPLANT AND GO ON THE SIDE OF KING JESUS AND RULE FOREVER WITH HIM ON EARTH.YOU CHOOSE,ITS YOUR DECISION.

REVELATION 6:5-6
5 And when he had opened the third seal, I heard the third beast say, Come and see. And I beheld, and lo a black horse; and he that sat on him had a pair of balances in his hand.
6 And I heard a voice in the midst of the four beasts say, A measure of wheat for a penny, and three measures of barley for a penny; and see thou hurt not the oil and the wine.(A DAYS WAGES FOR A LOAF OF BREAD)

Canadian dollar plunges below 72 cents US for first time since May 2004-[The Canadian Press]-December 17, 2015-yahoonews

TORONTO - The Canadian dollar has plunged below 72 cents US for the first time since May 2004, extending a series of 11-year lows set in recent weeks. With hours left before the official end of the loonie's trading day, it was trading at 71.66 cents US, down 0.88 or nearly nine-tenths of a U.S. cent from Wednesday's close.Canada's currency has been affected by a number of factors, many related to the strength of the American dollar as well as weak global market conditions for key exports such as oil, gas and other commodities. The Federal Reserve's decision to finally raise key U.S. interest rates on Wednesday, after months of signals that an increase was coming, helped push up the American dollar against the British pound, Japanese yen, Australian dollar and the euro.On equity markets, the S&P/TSX composite index was down 124.29 points at 13,041.79, the Dow Jones average of 30 stocks was down 118.16 points at 17,630.93 and the broader S&P 500 index declined 16.32 points to 2,056.75. The Nasdaq lost 28.52 points to 5,042.61.On the commodity markets, the February gold contract fell $25.60 to US$1,051.20 an ounce, the January crude contract was down 57 cents at US$34.95 per barrel and the January contract for natural gas was down one cent at US$1.78.

TransCanada files new plan for Energy East pipeline, puts cost at $15.7 billion-[The Canadian Press]-Ian Bickis, The Canadian Press-December 17, 2015-yahoonews

CALGARY - TransCanada Corp. (TSX:TRP) has filed an amended application for the Energy East pipeline project that raises the projected cost by nearly $4 billion. The Calgary-based company says the filing with the National Energy Board makes nearly 700 changes to the route in response to concerns for environmentally sensitive areas.TransCanada already signalled last month that it was prepared to make changes to the Energy East proposal when it said there would be no export terminal built in Quebec due to opposition over the environmental risks. At the time, the project was estimated to cost $12 billion but TransCanada now estimates the cost will be $15.7 billion — not counting the value of existing pipeline assets that will be used for part of Energy East. The proposed pipeline would take Alberta crude as far east as an Irving Oil refinery in Saint John, N.B.The project would include existing TransCanada pipeline as far east as Montreal, plus new pipeline through Quebec.TransCanada says the amended proposal includes details of an agreement between it and local natural gas distribution companies. It says the side deals will provide sufficient capacity for natural gas consumers. The main purpose of Energy East is to build a system capable of carrying 1.1 million barrels per day from west to east. The company has emphasized the benefit of providing a domestic supply to Canadian refineries but opponents of the plan have said they think the real purpose is to ship oil to foreign markets from eastern ports. The project has also been criticized for increasing the potential for spills along the route, or at sea. Quebec's government has also challenged TransCanada's estimates for job gains and other economic benefits.TransCanada president and CEO Russ Girling says in a statement that thousands of people understand the importance of the project for Canada's energy security and economic prosperity."This amended filing has been shaped by direct, on-the-ground input from Canadians across the country," Girling says."However, Canadians also want assurances this project does not come at the expense of safety and the environment — and this application shows we can do that. We are listening and acting on what we have heard."

IMF chief Lagarde to appeal trial decision in France over 400 million-euro arbitration deal-[The Canadian Press]-Philippe Sotto, The Associated Press-December 17, 2015-yahoonews

PARIS - International Monetary Fund chief Christine Lagarde has been ordered to stand trial in France over her role in a 2008 arbitration ruling that handed 400 million euros ($434 million) to French businessman Bernard Tapie.Lagarde, who was French finance minister at the time, denied wrongdoing in a statement Thursday and said she had ordered her lawyers to appeal the decision. Lagarde has maintained her innocence since the investigation began in 2011.After years of investigation, a prosecutor in September argued that the case against her should be dropped. But the Court of Justice of the Republic on Thursday has decided that she has a case to answer, according to a spokesman at the court, which is a special body for trials of government ministers. The spokesman did not have details of the lengthy written decision, and could not say exactly which charges were retained and therefore how much prison time, or fines, she might face, if convicted.Lagarde said in a statement released by French adviser Marc Vanghelder that she "always acted in this affair in the interest of the state and in respect of the law." She considers "no charge can be attributed to her," the statement said.Lagarde's lawyers have five days after the formal notification of the decision to lodge an appeal. Formal notification may not take place Thursday. "It's incomprehensible," her lawyer, Yves Repiquet, told i-Tele television. The probe began before Lagarde became IMF chief in 2011. She took over from Dominique Strauss-Kahn, who left under sexual assault allegations. The executive board of the IMF has expressed confidence in Lagarde despite the investigation and did so again Thursday.IMF spokesman Gerry Rice said in a statement that IMF's executive board "continues to express its confidence in the managing director's ability to effectively carry out her duties." The IMF would not comment on the case. The investigation centres on Tapie, a flamboyant magnate and TV star, who had sued French bank Credit Lyonnais for its handling of the sale of his majority stake in sportswear company Adidas in the mid- 1990s. With Lagarde's approval, a private arbitration panel ruled that he should get 400 million euros in compensation, including interest. The deal was seen by critics as a sign of too-close relationship between magnates and the French political elite. Tapie was close to then-President Nicolas Sarkozy, who was then Lagarde's boss. Critics say the deal was too generous to Tapie at the expense of the French state, and that the case shouldn't have gone to a private arbitration authority because it involved a state-owned bank. The unusually large sum surprised many and raised questions about how the decision was handled. After many years of back-and-forth rulings, a court earlier this month reportedly ordered Tapie to pay the money back. In a statement in 2014 after being questioned in the case, Lagarde said the court had found no evidence that she had done anything wrong and that the only remaining allegation "is that I was not sufficiently vigilant."

EARTHQUAKES

EZEKIEL 37:7,11-14
7  So I prophesied as I was commanded: and as I prophesied, there was a noise, and behold a shaking, and the bones came together, bone to his bone.(POSSIBLE QUAKE BRINGS ISRAEL BACK TO LIFE-SO NOISE AND SHAKING-QUAKES WILL ALSO DESTROY ISRAELS ENEMIES)
11  Then he said unto me, Son of man, these bones are the whole house of Israel: behold, they say, Our bones are dried, and our hope is lost: we are cut off for our parts.
12  Therefore prophesy and say unto them, Thus saith the Lord GOD; Behold, O my people, I will open your graves, and cause you to come up out of your graves, and bring you into the land of Israel.
13  And ye shall know that I am the LORD, when I have opened your graves, O my people, and brought you up out of your graves,
14  And shall put my spirit in you, and ye shall live, and I shall place you in your own land: then shall ye know that I the LORD have spoken it, and performed it, saith the LORD.

MATTHEW 24:7-8
7 For nation shall rise against nation, and kingdom against kingdom: and there shall be famines, and pestilences, and earthquakes, in divers places.
8 All these are the beginning of sorrows.

MARK 13:8
8 For nation shall rise against nation, and kingdom against kingdom:(ETHNIC GROUP AGAINST ETHNIC GROUP) and there shall be earthquakes in divers places, and there shall be famines and troubles: these are the beginnings of sorrows.

LUKE 21:11
11 And great earthquakes shall be in divers places,(DIFFERNT PLACES AT THE SAME TIME) and famines, and pestilences; and fearful sights and great signs shall there be from heaven.

US lawmakers condemn EU labeling of settlement products-Bipartisan resolution accuses Europe of encouraging boycott of Israel, setting back prospects for peace-By Rebecca Shimoni Stoil December 17, 2015, 9:05 pm-the times of israel

WASHINGTON — A bipartisan group of Congress members introduced a resolution Thursday expressing staunch opposition to guidelines issued recently by the European Union mandating the labeling of products manufactured in Israeli West Bank settlements and in the Golan Heights.Democratic representatives Eliot Engel and Nita Lowey, and Republicans Peter Roskam and Ed Royce – all legislators with strong pro-Israel records – co-authored the resolution. In a statement released after the resolution was submitted, the four accused the EU of advancing a general boycott of Israel. The guidelines, they said, “only encourage and prompt consumers to boycott all Israeli goods.”“This is counterproductive to the Israeli-Palestinian peace process, harmful to U.S. national security interests, and contributes to the deeply misguided anti-Israel Boycott, Divestment, and Sanctions (BDS) movement,” the four complained. “Boycotts chip away at economic integration, which negatively affects Israelis and Palestinians alike. The establishment of the European Economic Community was predicated on the notion that peace and security are achieved through trade, economic cooperation, and job creation – not boycotts and isolation. The same is true for Israelis and Palestinians.”The resolution itself expresses alarm that “politically motivated acts of boycott, divestment from, and sanctions against Israel represent a concerted effort to extract concessions from Israel outside of direct negotiations between the Israelis and Palestinians, and undermines efforts to achieve a negotiated two-state solution,” a position that the sponsors wrote was itself in contravention of longstanding US policy.“The United States has long opposed efforts to impose solutions to the Israeli-Palestinian conflict outside of direct negotiations between the two parties,” they noted, adding that “the United States has historically been at the forefront of combating economic pressure against Israel and has enacted legislation to counter both the Arab League Boycott of Israel and the BDS movement.”The resolution also cited recent legislation – at both the federal and state levels — that discourage support for BDS actions, and even call for US negotiators to discourage potential trading partners from engaging in such actions. It noted a law passed earlier this year as part of a trade negotiating package states that the United States should discourage potential trading partners from adopting policies to limit trade or investment relations with Israel when negotiating the Transatlantic Trade and Investment Partnership with European countries. At the same time, multiple state legislatures – including Tennessee, Indiana, Illinois, South Carolina and New York — have passed laws and resolutions rejecting BDS practices, and in some cases, divesting state funds from any body that engages in BDS.The text of the resolution itself calls upon all of the European governmental bodies “to oppose any boycott, divestment, or sanctions initiatives aimed at singling out Israel, to refrain from actions counterproductive to resolving the Israel-Palestinian conflict, and to work on bringing the parties back to the negotiating table.” It also encourages EU states “to exert prudence in the implementation of the European Union labeling guidelines.”The legislators noted that the European Union is Israel’s largest trading partner, arguing that as such, “the European Union should play a constructive role to help bring the parties back to the negotiating table and resolve their differences, not try to extract one-sided concessions and feed into politically-motivated acts to boycott Israel.”The resolution is included as part of the omnibus funding package, and is set to go through its first rounds of voting on Friday. The package is considered must-pass legislation in order to stave off the risk of a government shutdown – and has been hammered out in a series of bipartisan trade-offs.If the resolution stays in the package, its chances of passing are considered good, since Republican Speaker of the House Paul Ryan and the Obama administration both have indicated that they hope to see the omnibus spending bill’s speedy passage.Left-wing groups, such as Americans for Peace Now, have complained that throughout the past year, there has been an increase in Congressional moves that they say violate longstanding US policy differentiating between the legal status of lands claimed by Israel after the 1967 Arab-Israeli War and lands within Israel’s pre-1967 boundaries. This resolution’s sponsors noted in their statement that when it came to boycott, divestment or sanctions actions, they did not in fact make any differentiation. “This resolution expresses our opposition to the EU labeling decision and all other boycott, divestment, and sanctions efforts directed against Israel or Israeli-controlled territory,” the four noted. At the same time, the text of the resolution “reaffirms” Congress’s “strong support for a negotiated solution to the Israeli-Palestinian conflict resulting in two states, a democratic, Jewish State of Israel and a viable, democratic, Palestinian state, living side-by-side in peace, security, and mutual recognition.”

UAW International Union strikes down California student Israel boycott-Executive board says 2014 resolution to divest ‘espouses discrimination and vilification against Israelis’-By JTA December 17, 2015, 10:29 pm-the times of israel

The United Auto Workers International Union struck down a boycott resolution against Israel. The University of California Student Workers Union, UAW Local 2865, which represents more than 13,000 teaching assistants, tutors and other student workers in the UC system, approved a resolution in December 2014 to join the Boycott, Divestment and Sanctions movement, or BDS, against Israel. On Tuesday the UAW International Executive Board stated its “unanimous belief” that BDS “espouses discrimination and vilification against Israelis and UAW members who are of Jewish lineage.”The board determined that “the provisions of the BDS Resolution, despite semantical claims to the contrary by the local union, can easily be construed as academic and cultural discrimination against union members on the basis of their national origin and religion.” The UAW board also called the BDS resolution “a clear and convincing breach” of the union’s constitution, and “would harm UAW-represented workers and other union members” by boycotting companies that employ these individuals, leading to “direct economic deprivation.”Informed Grads, a UC student group that had opposed the resolution, said the UAW had set a national precedent by denying the local organization the right to adopt such a measure.“The anti-Semitism and active promotion of hate that ran rampant throughout this BDS campaign cannot and must not be tolerated. We applaud UAW International for taking a firm position against BDS and discrimination based on religion or national origin,” Karra Greenberg of Informed Grads, who testified at the appeal hearing, said Wednesday in a statement.

Deputy minister promotes IDF officer cleared in Palestinian’s death-Army had investigated the lieutenant for two years before finding him not guilty in the killing of a rioter who tried to attack troops-By Judah Ari Gross December 17, 2015, 11:09 pm-the times of israel

Deputy Defense Minister Eli Ben Dahan conferred the rank of first lieutenant Thursday on an IDF reserve officer who was recently cleared by the army in the death of a Palestinian man during a West Bank riot two years ago.In a ceremony held in Ben Dahan’s office in the Kirya army base in Tel Aviv, the deputy minister cited the need to “back up IDF commanders and soldiers and fight those who seek to sully them.” He placed the two bars denoting a first lieutenant on the shoulders of Aviv Morag, a reservist who had served in the Lavi Battalion of the IDF’s Kfir Brigade.“In an age when many people slander the IDF and its soldiers — even thought the IDF is the most moral army in the world — it is upon us to declare loudly that you all are our heroes, that we won’t allow organizations like Breaking the Silence, B’Tselem and others to release their libelous claims in Israel and abroad,” said Ben Dahan, a member of the Orthodox nationalist Jewish Home party.Ben Dahan’s attempt to link Morag’s case to attempts to “slander” soldiers seemed tenuous. The investigation into the 2013 death of Muatazz Idreis Sharawnah was carried out not by Breaking the Silence or B’Tselem, but by the army itself.Usually, army commanders rather than government officials present soldiers and officers with their new ranks, and only the IDF chief of staff is presented with his rank by the prime minister. But while fighting the case, Morag’s attorney, Eyal Paltek, reached out to the deputy defense minister, who took an immediate interest in the story, an aide to Ben Dahan said. After meeting with Morag and his family, the deputy minister agreed to have his office organize the ceremony.-The case against Morag-In the early hours of July 2, 2013, during a particularly violent riot in the Palestinian village of Dura outside of Hebron, Morag and seven soldiers were sent in a large, armored vehicle, known as a Ze’ev, into the thick of the commotion.Sharawnah, 19, climbed onto their vehicle, broke its side mirrors and attached a Palestinian flag to it, before trying to open the rear door of the Ze’ev. The soldiers inside grasped the door handle to prevent him from entering the vehicle and attacking them, but Sharawnah persisted.Eventually, Morag exited the Ze’ev and fired a warning shot in the air and used other non-lethal riot control methods to scare him away from the vehicle. When Sharawnah still attempted to enter the armored car, Morag shot him. Though he apparently intended only to injure the Palestinian man, the gunshot proved to be fatal, and Sharawnah died later that day.“I don’t for a second regret what I did. I don’t even want to think about what would have happened had I not acted the way that I acted,” Morag said during the ceremony. As a result of the incident, the Military Police’s investigation unit opened a case against Morag to determine whether he had followed the army’s rules of engagement. For unclear reasons, that case dragged on for over two years. Morag was cleared of all criminal charges in October. In the interim, between July 2013 and October 2015, Morag was stuck in limbo. He was removed from his combat soldier status and his advancement in the army, in terms of both rank and position, was impeded. IDF second lieutenants generally rise to the rank of first lieutenant within a few months.Morag had intended to carry on in the army, and was in line for an administrative role. But after the incident, he decided to cut his service short and leave the IDF.“I am willing to pay the price of a prolonged judgment period, delay of my rank and my leaving the IDF in order to protect my soldiers and prevent injury to them,” he said at the time.

Obama says no specific, credible terror threat over holidays-In second security briefing highlighted by the White House this week, US president says Americans ‘have to be vigilant’-By AP December 17, 2015, 11:33 pm-THE TIMES OF ISRAEL

McLEAN, Va. (AP) — US President Barack Obama said Thursday that American intelligence and counter-terrorism officials have received no specific, credible information suggesting a potential terrorist attack against the United States. He said Americans must be vigilant this holiday season.“We cannot give in to fear or change how we live our lives,” Obama said in brief remarks to employees at the National Counter-terrorism Center. “We will not be terrorized. We’ve prevailed over much greater threats than this; we will prevail again.”Obama spoke after a briefing by his national security team on the current threat level, the effort to combat extremist groups and propaganda abroad, and steps to tighten scrutiny of people entering the US on visas. In a reminder of the limits such assurances, Obama’s remarks nearly echoed a statement he delivered just before Thanksgiving — one week before the shooting in San Bernardino, California.Still, the White House has sought to ease public worries in the wake of that attack. This was the second security briefing the White House has highlighted this week. The president visited the Pentagon on Monday for an update on the US-led fight against the Islamic State group in Iraq and Syria. On Thursday, Obama noted he was briefed on the K-1 visa program, which one of the attackers in San Bernardino used to come to the US in July 2014. Tashfeen Malik passed background checks and in-person interviews. Still, FBI Director James Comey has said officials believe she was radicalized before she arrived.Malik and her husband, Syed Farook, pledged allegiance to an IS leader in a Facebook posting as the shooting occurred.Obama said the threat of terrorism has evolved to include smaller groups or individuals, making detection harder. He said the US was constantly “upping our game” to match the new threats. He said the US was focused on three areas: going after terrorists overseas; working to prevent terrorists from entering the country; and strengthening ties between law enforcement and local communities and the technology sector to prevent attacks at home.“We have to be vigilant,” he said.

US poised to lift sanctions on Iran under nuclear deal-Senators say agreement off to ‘terrible start’ with Tehran’s sentencing of American reporter and its ballistic missile test-By Deb Riechmann December 17, 2015, 11:33 pm-the times of israel

WASHINGTON (AP) — The United States appears poised to lift at least some sanctions against Iran — possibly as early as January — as members of Congress urge a swift, robust US response to Tehran’s recent ballistic missile test.Secretary of State John Kerry said in a letter Wednesday to the Senate Foreign Relations Committee that Iran is fulfilling its obligations under the international agreement in what Kerry calls a “transparent” and “verifiable” way, and that “suspension of sanctions … is appropriate.”The committee’s top Democrat, Maryland Sen. Ben Cardin, said at a hearing Thursday that it appears that sanctions relief could start as early as January, not in the spring as initially anticipated. The deal involving the United States, Iran and five other world powers would curb Iran’s nuclear activities in exchange for giving Iran access to billions in frozen assets and oil revenue.Cardin said that throughout the congressional review of the deal, witnesses for the administration guessed that it would be spring until Iran could comply with the terms required for that relief to begin.“Now we understand it is likely that Iran will be in compliance and entitled to sanctions relief as early as January,” Cardin said at the hearing where Obama administration officials were questioned about the deal.“Obviously, we want them to comply — don’t get me wrong,” Cardin said. “But why did we misjudge so badly the date that is likely for compliance?”Stephen Mull, the State Department’s lead coordinator for implementation of the deal, agreed that some administration officials had speculated that it would take until the spring. But he said the pacing of compliance is in Iran’s hands.Iran’s president, Hassan Rouhani, said Wednesday that Iran will carry out its remaining obligations in the next two weeks to pave the way for the lifting of sanctions in January. He said Iran would now dismantle some nuclear centrifuges and ship out a major portion of its stockpile of enriched uranium.Mull emphasized that the agreement requires Iran to take steps to dismantle its nuclear program correctly, not quickly.“We’re not there yet,” he said. “I don’t think anyone in the US can predict when that will be. The responsibility for that lies with Iran as verified by the International Atomic Energy Agency.”Mull said Iran has begun dismantling its uranium enrichment system by removing thousands of centrifuges and transferring them into a storage facility that will be monitored by international nuclear inspectors.“It has already removed more than 5,000 of its machines and is likely to move quickly to remove the rest in the coming days,” Mull said.He said Iran is reducing its stockpile of various forms of enriched uranium to no more than 300 kilograms of material enriched up to 3.67 percent.“It will accomplish this primarily by shipping a significant amount of such material outside Iran, while also diluting the remaining excess to the level of natural uranium or below,” Mull said. “Commercial contracts are in place for Iran to ship its enriched uranium stockpiles to Russia. We expect that this material — approximately 25,000 pounds of material enriched up to 20 percent low-enriched uranium — could leave Iran in the coming weeks.”Senators from both parties expressed concern about recent actions taken by Iran, which they fear could foreshadow Iranian noncompliance.Saying the deal is off to a “terrible start,” Sen. Bob Corker, R-Tenn., the committee chairman, cited Iran’s conviction of Jason Rezaian, a Washington Post reporter, along with the export of weapons to Syria and Yemen, and an Oct. 10 ballistic missile test that UN experts say violates the UN ballistic missile test ban.“We see no evidence of them paying a price for any of these actions,” Corker said.Mull said the administration was “actively considering the appropriate consequences” to the October missile launch, but did not elaborate.Sen. Chris Coons, D-Del., who supported the deal, called for forceful enforcement of the agreement.“If we fail in any way to relentlessly enforce what we’ve got in terms of both US unilateral and multilateral abilities to constrain Iran’s actions, they will take that as a clear signal that we’ve taken our eye off the ball,” Coons said.Sen. Kelly Ayotte, R-NH, and 35 GOP senators wrote President Barack Obama on Thursday, urging the administration not to lift sanctions in the wake of the ballistic missile test.“This approach toward Tehran undermines further an already weak Iran deal and jeopardizes our national security interests,” the letter said.

Israel unfazed as Egyptian fighter jets penetrate its airspace-For first time since 1973 war, aircraft briefly crossed border during several sorties against Islamic State; Israeli officials call violations ‘minor’-By Times of Israel staff December 16, 2015, 2:28 am

Egyptian military jets entered Israeli airspace on several occasions in recent months during raids on Islamic State affiliates in the Sinai Peninsula. The airspace violations were brief and did not elicit a response from the Israeli military.According to Ynet the incidents were the first known instance since 1973’s Yom Kippur War that Egyptian fighter jets flew over Israel.Last month, underlining the potential for miscalculation in such circumstances, two Turkish F-16 jets shot down a Russian plane which Ankara said violated its airspace, sparking a bilateral crisis.Egypt has been operating extensively against Islamic State affiliates in Sinai in recent months, as jihadists have increasingly attacked both military and civilian targets in the region. The insurgency has grown since the 2011 popular uprising against longtime autocrat Hosni Mubarak. After the army overthrew his successor, Mohammed Morsi, in July 2013, attacks surged. Islamic State’s Sinai Province has launched dozens of attacks against Egyptian soldiers. In October the group said it smuggled and detonated a bomb on board a Russian plane in the peninsula, killing all 224 people on board. In light of the threat posed by IS, Israel has allowed Egypt to mobilize large numbers of troops to the region, in an agreed departure from the 1979 Israel-Egypt peace agreement that states the peninsula should remain demilitarized.

Mother of soldier killed in Gaza urges his status be changed to MIA-Zehava Shaul says so long as there’s uncertainty about her son Oron’s condition, she won’t give up hope for his return-By Times of Israel staff December 18, 2015, 12:53 am

The family of Oron Shaul, an IDF soldier killed in action during last summer’s war in the Gaza Strip, on Thursday called on the government and military to change his status to missing in action.Shaul’s mother, Zehava, told Channel 10 in an interview scheduled for broadcast on Friday that as far as she’s concerned, the matter “isn’t closed.”Oron Shaul was killed during summer 2014’s 50-day military campaign, Operation Protective Edge, against Hamas in Gaza. His body, and that of another soldier, Hadar Goldin, was not recovered and Israel classified both soldiers as killed in action.“It isn’t closed, there are gaps,” she said. Zehava Shaul said that so long as there’s the smallest possibility her son’s alive, she’ll hold onto hope.“If it’s not 100 percent, I’m holding on it, my heart tells me he’s alive,” she told the channel.Earlier this week Shaul told the press that the family was “in a state of complete uncertainty” concerning Oron’s condition and called on the government to return her son as quickly as possible. In response to a chilling letter claimed by Hamas to have been penned by Shaul and released by Hamas on Sunday morning, his mother demanded physical evidence that her son was still alive, promising the family would “turn the country and the world upside down” in order to bring him home. The letter was a purported emotional appeal by Shaul to his bereaved parents begging for his release, in an apparent attempt by Hamas to leverage the family’s hope that he is still alive into negotiating a prisoner exchange.Hamas sources told The Times of Israel on Sunday evening that it was willing to reveal information about the two IDF soldiers, whose bodies it is believed to be holding, if Israel releases some of its operatives currently being held in prison.Shaul and six other soldiers were killed on July 20, 2014, when their armored personnel carrier was struck by an anti-tank missile in Gaza City. Shaul had been driving the APC at the time. The army was able to recover the remains of only six soldiers. But based on forensic evidence, the IDF concluded that Shaul had also been killed.Zehava Shaul demanded Sunday that Hamas provide proof of life before the family would begin to act. “Ismail Haniyeh, I turn to you again. I want to believe you,” she said in remarks addressed to the Hamas former Gaza prime minister. “Give us concrete evidence on Oron’s actual condition. The moment we have proof, I promise you that we will turn the country — and the world — upside down to make sure the deal actually happens,” she said during a press conference at the family home in the northern town of Poriya. In its response to the letter, the Goldin family called on Israel to take tough measures against Hamas over the capture of the soldiers’ bodies.“The Shaul family and we, the family of Hadar Goldin, have been waiting for a year and a half for our sons to be returned home, and Hamas is now psychologically manipulating us in order to break our spirit. The time has come for the country to not give in to the patterns of the past, to present an attack position to Hamas and set the price that Hamas will have to pay for kidnapping our soldiers,” the Goldin family said.“The State of Israel cannot give any gesture — humanitarian or otherwise — to the people of Gaza until Hadar and Oron are returned,” they said in a statement.Hamas, in its message, would neither confirm nor deny that Shaul and Goldin were still alive, but said it would provide information about their fate in exchange for the release of its operatives. The group also announced on social media Sunday that it would hold a press conference on Monday.“Hamas will hold a negotiation and transfer information on the destinies of the Israelis only after Israel releases prisoners from the Shalit deal who were re-arrested after the kidnapping of the teenagers,” the organization said, referring to the more than 1,000 terrorists who were released from Israeli prisons in order to secure the 2011 release of Gilad Shalit, who was kidnapped in 2006. In the years following, many of those terrorists were arrested again for violating the terms of their release. It is not clear if Hamas was genuinely trying to have Shaul’s family believe he was still alive, or if the letter was simply a sadistic ploy; in either case, it is likely that it was meant to spur greater willingness on Israel’s part to negotiate. In the press conference, Zehava Shaul also called on Prime Minister Benjamin Netanyahu’s government to do more to retrieve her son and Goldin.“Now I demand of my country: Bring back my son. Bring Oron back home, together with Hadar Goldin, as quickly as possible,” she said.“Despite all the efforts that were made and weren’t made, we have not yet seen any results and our son has not returned home. We don’t leave wounded soldiers behind, and also not the deceased. The responsibility is on you — the government and the army — to return our sons home. We demand action.”Although both Shaul and Goldin were pronounced dead by the IDF — based on forensic evidence — Hamas penned the letter to Shaul’s parents as if he were still alive, begging them to work for his release.“My dearest mother, I hear it raining all around me but I cannot see or hear it. I keep waiting for happy news that will bring me back to you,” the letter to Zehava and Simha Shaul began.“I want to be freed from captivity, and though I don’t deny I have been treated gently, I fear you have forgotten me, which fills my heart with much sadness and despair.”Calling the Shaul family pawns in a “political gambit” by the Israeli government, the letter emphasized the slow progress of efforts to return him.“The army promised us that we would return to our homes and families safely, but they left me here and have not done anything to bring me home,” it said.“Mom, Dad, I beg you to please take action on my behalf,” the letter concluded.Last month, Hamas political leader Khaled Mashaal reportedly demanded the release of dozens of Palestinian prisoners — including Marwan Barghouti and Ahmad Saadat — in exchange for the bodies of Goldin and Shaul.Barghouti, accused of being a major mastermind of the Second Intifada, is serving five life sentences after an Israeli court found him guilty in 2004 on multiple murder counts for his involvement in multiple lethal terror attacks. Saadat was arrested and imprisoned for his involvement in the 2001 assassination of Israeli minister Rehavam Ze’evi.Israel has, on several occasions, freed live prisoners in exchange for the remains of its servicemen. However, Jerusalem has never negotiated directly with Hamas.Times of Israel staff contributed to this report.

U.S. says it is considering response to Iran ballistic missile test-[Reuters]-By Patricia Zengerle-Reuters-December 17, 2015-yahoonews

WASHINGTON (Reuters) - Washington is considering how to respond to an Iranian ballistic missile launch that violated U.N. Security Council resolutions, senior U.S. officials said on Thursday, as senators pressed for a strong reaction."We are now actively considering the appropriate consequences to that launch in October," Stephen Mull, the State Department's lead coordinator for implementing an international nuclear deal with Iran, told a Senate committee hearing.Almost every Republican U.S. lawmaker, as well as several of President Barack Obama's fellow Democrats, opposed the nuclear agreement announced in July, in which Iran agreed with major powers to curtail its nuclear program in exchange for relief from economic sanctions. Concerns in the United States about the agreement have intensified since Iran's rocket test on Oct. 10 and other events seen as hostile, including the conviction of Washington Post reporter Jason Rezaian, who has been held by Iran's government for over 500 days. Many lawmakers criticize the Obama administration for what they see as an inadequate response to Tehran. Rezaian's brother attended Thursday's hearing."One area that we all agree on is the need to be tough on any destabilizing or illegal action by Iran. With that view, I think the agreement is off to a really terrible start," said Republican Senator Bob Corker, chairman of the Senate Foreign Relations Committee. In a report first reported by Reuters, a team of sanctions monitors found on Tuesday that Iran violated a U.N. Security Council resolution by test-firing a missile capable of delivering a nuclear warhead."We have a very permissive environment," said Democratic Senator Robert Menendez, who opposes the nuclear deal, as he closely questioned Mull and other administration officials about the response to the missile test.Another Democrat, Senator Chris Coons, who backed the Iran deal but with reservations, said that starting next month members of Congress would push for renewal of a U.S. sanctions bill that is in force until the end of 2016.Mull said the administration is "looked forward" to working with Congress on the issue.Asked whether he thought Iran would view renewing the legislation as a U.S. violation of the Iran nuclear deal, Mull said it would be hard to predict.Separately, two-thirds of the Republicans in the Senate signed a letter sent to Obama on Wednesday urging him not to lift sanctions on Iran under the nuclear deal, saying Tehran's recent ballistic missile testing showed "blatant disregard for its international obligations."(Additional reporting by Arshad Mohammed; Editing by Frances Kerry)

U.S. to charge man who supplied guns to California shooters: sources-Reuters By Mark Hosenball-DEC 17,15-YAHOONEWS

WASHINGTON (Reuters) - Federal authorities are preparing criminal charges against a man who investigators say supplied guns to the married couple who killed 14 people at a holiday party in San Bernardino, California, this month, two government sources said on Thursday.Enrique Marquez, a friend and former neighbor of radicalized Muslim Syed Rizwan Farook, 28, who carried out the Dec. 2 attack with his wife, Tashfeen Malik, 29, could be charged as early as Thursday, CNN and NBC reported, citing unnamed law enforcement officials.U.S. prosecutors are considering filing firearms charges against Marquez, with state gun charges also possible, one of the government sources told Reuters on condition of anonymity.Marquez, 24, who had checked himself into a Los Angeles-area psychiatric facility shortly after the shootings, had several connections to Farook and Malik and quickly became a key figure in the investigation of the shootings. The Federal Bureau of Investigation, which is treating the attack as an "act of terror," raided his home and questioned him for several days. Sources said Marquez cooperated during their interviews.During the investigation, a law enforcement source said Marquez, who had converted to Islam, and Farook apparently had plotted some sort of attack around 2012 but abandoned the idea.Marquez, who had known Farook since they were teenage neighbors in the city of Riverside, legally purchased the two AR-15 assault-style rifles that the couple used in their attack on a holiday party of Farook's co-workers. Farook, the U.S-born son of Pakistani immigrants, and Pakistani-born Malik were killed in a shootout with police a few hours after their assault on the party.Marquez, who had worked at Walmart and at a bar recently, also is related to Farook's family by marriage. In 2014, according to state records, Marquez married a Russian woman who was the sister of Farook’s older brother’s wife. Neighbors said they were surprised to learn that he had been married, having never seen him with a woman. The FBI said Farook and Malik had discussed martyrdom online before they even met and were supporters of Islamic State, the violent group that has taken over large parts of Syria and Iraq.Their attack, which left 21 people wounded, has stirred concerns among Americans about national security and the reach of Islamic State, becoming an issue in the U.S. presidential campaign. The attack came a few weeks after gunmen and suicide bombers affiliated with Islamic State killed 130 people in a series of coordinated attacks in Paris.FBI Director James Comey on Wednesday said there was no evidence that the San Bernardino attackers, who were also inspired by Islamic State, had been part of a terrorist cell.Neighbors said Marquez and Farook often worked together on cars in Farook's garage in their younger years but that the friendship had cooled in the past three years.Marquez converted to Islam about the time that Farook became more devoted to the faith around 2008. But Azmi Hasan, manager at the Islamic Society of Corona-Norco, said Marquez later told him that Islam was not for him.President Barack Obama is due to travel to San Bernardino on Friday to meet privately with families of the San Bernardino victims.(Reporting by Mark Hosenball; Additional reporting by Susan Heavey, Megan Cassella and Ed McAllister; Writing Scott Malone; Editing by Jeffrey Benkoe and Bill Trott)

AP Sources: Friend who bought guns used in San Bernardino attack likely to be charged Thursday-[The Canadian Press]-Brian Melley And Eric Tucker, The Associated Press-The Canadian Press-December 17, 2015-YAHOONEWS

LOS ANGELES, Calif. - A former security guard who bought the assault rifles used by his friend in the San Bernardino massacre was expected to be charged as early as Thursday, according to two law enforcement officials. The federal charges against Enrique Marquez, 24, were not immediately clear. The officials were not authorized to discuss the charges by name and spoke on condition of anonymity.Marquez legally purchased the high-powered weapons used by Syed Rizwan Farook and his wife, Tashfeen Malik, to kill 14 people at a holiday gathering of Farook's health department co-workers on Dec. 2. The couple also injured several others before dying hours later in a shootout with police.Authorities previously said Marquez legally bought the rifles at least three years ago, but they did not say how Farook and his wife got them. The FBI says that it is investigating the rampage as an act of terrorism and that the Muslim couple had discussed jihad and martyrdom as early as 2013. Farook's wife declared her allegiance to the Islamic State group in a Facebook posting shortly before the attack, the FBI said.Investigators also were exploring whether Farook and Marquez aborted plans to launch an attack in 2012. They "were plotting an actual attack" that year, including buying weapons, but became apprehensive and shelved the plan because of arrests in the area, said Idaho Sen. Jim Risch, a Republican on the Senate Select Committee on Intelligence.Marquez had deep ties with Farook that extended to a family connection. The two grew up next door to each other in Riverside and then became related through marriage. The friends were witnesses at the wedding of Farook's brother, Raheel, to a Russian woman in 2011, according to Riverside County marriage records. Last year, Marquez married the sister of Raheel Farook's wife, making Marquez and Raheel Farook brothers-in-law.Records show that Marquez married Mariya Chernykh at a ceremony at the Islamic Society of Corona-Norco, though the mosque's facility manager denied it occurred there.Marquez was said to be a convert to Islam but was not a member of that mosque, Azmi Hasan said. Marquez worshipped there three to four times over seven years, Hasan said.Right after the shooting, Marquez called his mother to say he was safe but that he wouldn't be coming home, neighbour Lorena Aguirre said. He later checked into a mental health facility.Three days after the attack, federal agents raided his mother's house in Riverside, a city near San Bernardino that is about 60 miles east of Los Angeles.Armida Chacon has said her son is a good person who loved to hang out with friends and go to parties, according to The Los Angeles Times."I don't know how this happened. ... My world is upside-down," she said tearfully. When asked about Syed Farook, she said her son was friends with him and "nothing more."Marquez's friends described him as a friendly, easygoing guy who was not religious and rarely discussed his family or marriage.Marquez was a licensed security guard for several years, but his license expired at the end of 2014. He was hired to work at Wal-Mart in May but has since been fired, a company spokesman said.___Tucker reported from Washington.

Exclusive: San Bernardino shooters buried in quiet funeral following Islamic rituals-Reuters By Yasmeen Abutaleb-DEC 17,15-YAHOONEWS

SAN FRANCISCO (Reuters) - Syed Rizwan Farook and Tashfeen Malik, who opened fire on a San Bernardino holiday party earlier this month, were buried Tuesday in a quiet, graveside funeral. Many of those who attended mosque with the couple refused to attend, two mosque members said.U.S.-born Farook, 28, and his Pakistani-born wife Malik, 29, killed 14 people and injured 21, in what U.S. officials have called a terrorist attack. They died later that day in a gun battle with police. The funeral followed traditional Islamic rituals, said an attendee. At a Muslim cemetery hours away from San Bernardino, the bodies were cleansed according to Islamic rules, wrapped in white cloth and buried. The funeral attendee and another person familiar with the situation, both of whom asked not to be identified for fear of retaliation, said it took a week to find a graveyard willing to accept the bodies. They said the husband and wife were ultimately buried in a cemetery far from San Bernardino, after a closer facility refused to take the bodies because of fears the graves would be desecrated. Neither person would identify the cemetery where the couple was buried. Muslims are usually buried within 24 hours of dying, but family members and community members had to wait for the bodies to be released by law enforcement officials and then for permission from a cemetery. Neither source would say which cemetery refused to bury the couple, but a woman at the Islamic Cemetery & Masjid in Adelanto, Calif. – less than an hour from San Bernardino – confirmed the cemetery had refused to bury the bodies, in part out of a fear of backlash, but also for “other reasons". She declined to give her name. The family of Tamerlan Tsarnaev, one of the two men accused of carrying out the Boston Marathon bombing attack in 2013, faced similar difficulty finding a place to bury his body after the attack. Graveyards in Massachusetts refused to accept the body, and the family ultimately buried him in an unmarked grave in Virginia.About 10 people went to the funeral, the attendee said, including members of Farook’s family and people who used to pray with him at mosques in San Bernardino County. But most Muslims in the community refused to participate in the burial or perform the funeral prayer, called Salat Al-Janazah, according to the source who did not attend the funeral."I don’t forgive him myself,“ said the mosque-goer who did not attend the funeral. Still, he added, "I pray mercy for him, and we Muslims know God is merciful. But he’s also just.”Farook and Malik left behind a 6-month-old daughter, who has been in state custody since the Dec. 2 massacre. Farook’s sister and brother-in-law, Saira and Farhan Khan, have said they hope to adopt their niece. An attorney for family members did not immediately return a call seeking comment for this story.(This version of the story corrects first paragraph to remove reference to FBI guarding funeral)(Reporting by Yasmeen Abutaleb, additional reporting by Idrees Ali in San Bernardino,; Editing by Sue Horton and Ken Wills)

THERE IS NO 2ND TRIAL DATE SET FOR WILLIAM PORTER IN BALTIMORE YET.

Baltimore awaits new trial date in policeman's manslaughter trial-Reuters-DEC 17,15-YAHOONEWS

BALTIMORE (Reuters) - Baltimore was awaiting a fresh court date on Thursday after a mistrial in the case of a police officer charged in the death of black detainee Freddie Gray, and police reported a quiet night despite protests over the decision.A judge dismissed the jury on Wednesday in the involuntary manslaughter trial of Officer William Porter, the first of six officers to be tried in Gray's death. The decision came after jurors were unable to reach a verdict on any of the charges.Baltimore City Circuit Court Judge Barry Williams was set to meet behind closed doors with defense lawyers and prosecutors to schedule a new trial, a court spokeswoman said.Gray's death triggered protests and rioting in the mainly black city of 620,000 people, and intensified a U.S. debate on police treatment of minorities.Legal experts have said the outcome of the Baltimore trials could influence U.S. prosecutors in bringing similar charges in cases of alleged police brutality.Williams' ruling prompted protests, with scores of demonstrators marching in downtown Baltimore and hundreds gathering in Gray's West Baltimore neighborhood. Two demonstrators were arrested outside the courthouse. But police on Thursday reported a peaceful night, with no protest-related arrests.Gray's family and officials, including Baltimore Mayor Stephanie Rawlings-Blake, called for calm. Police from outside agencies have been stationed in Baltimore as a precaution.Porter, 26, was charged in Gray's death from a broken neck suffered while the 25-year-old man was transported in the back of a police van.Van driver Officer Caesar Goodson is the next officer due in court, with his trial set for Jan. 6. Prosecutors had scheduled Porter's as the first trial to allow him to be a witness against Goodson and a supervisor.Porter, who like Gray is black, was charged for having put Gray in the back of the van without seat-belting him and with being too slow to pass on his request for medical assistance. The charges against the other officers range from second-degree murder for Goodson to misconduct.(Writing by Ian Simpson; Editing by Paul Tait and Meredith Mazzilli)

For wary Baltimore, 'justice for Freddie Gray' is bigger than one trial-The trial of William Porter, which ended in a hung jury, marked the first time a police officer faced charges for one of a series of high-profile deaths of black men nationwide.Christian Science Monitor By Mary Wiltenburg-YAHOONEWS

Wednesday afternoon, a Baltimore Circuit Court judge declared a mistrial in the case of William Porter, the first of six officers to be tried in connection with Mr. Gray’s death in police custody last spring. The trial marks the first time an officer has been prosecuted for one of a growing list of police-involved deaths across the nation whose victims have become household names: Michael Brown, Eric Garner, Tamir Rice.In a year when the slogan “Justice for Freddie Gray” has resounded from Baltimore’s roughest blocks to the far reaches of the Internet, the trial highlights the question: What would that justice actually look like? What result would satisfy a community that has vowed to fight in that young man’s name “all night, all day” – and a nation that’s watching?-There’s some satisfaction just in seeing the judicial process at work, and the fact that jurors must have had strong convictions and stood by them, says J. Wyndal Gordon, a Baltimore defense attorney who’s attended parts of the Porter trial – and represents two young men facing serious charges that stem from the unrest.“That takes courage in and of itself. [A]s a lawyer, I really appreciate that,” said Mr. Gordon, who stopped by the protest. But at the same time, as a black man who grew up in Baltimore, he says, “it’s sort of anticlimactic, because we didn’t get anything.”As the evening grew colder, roughly two dozen protesters struck off on a march through downtown, carrying signs that read, “Stop killer cops” and “Stop the war on black America.” When they circled back to City Hall, their numbers had swelled to close to 100.Davon Neverdon, a lifelong Baltimorean and community activist known as PFK Boom, said that, while he wasn’t satisfied with the result of the trial, he wasn’t surprised.“This is what you get. Our judicial system is not nowhere near perfect … so you can expect to have the results you had today,” he says. “The concern that we have is that the whole world know that our city is dealing with a very serious social ill right now:  police department, economics, houselessness.”Donna Brown, another longtime local activist who also works as a chaplain with the police department, arrived and hugged Boom. For her, she said, the question of justice for Freddie Gray is bigger than a single trial, or even six of them.“Because how can you be an enforcer of the law, and then you not be held to the same standard of the law as I as a citizen? It’s really about accountability within the system,” she says. “Even if the desired outcome comes, it’s not justice until it becomes consistent.”As jury deliberations in Mr. Porter’s trial entered their third day yesterday morning, city officials were bracing for a repeat of the destruction, looting, and arson that dotted the city last April, following Gray's death. Law enforcement officers from surrounding counties massed in city parks with riot gear. When word came mid-afternoon that the jury was hung on all four charges, traffic backed up as people hurried to get out of downtown. Outside the courthouse, sheriff’s deputies pushed back young demonstrators, and arrested two. Large groups of cops patrolled key intersections. The mood was tense. But as evening wore on, protests stayed peaceful outside the courthouse and City Hall, as well as at Pennsylvania and North Avenues, the West Baltimore intersection that became synonymous with April’s violence.  That’s not to say that everyone was satisfied with the outcome. “I don’t think that [expletive] was right. You mean to tell me out of all those charges, they couldn’t find him guilty on nothing? If it would’ve been me or anybody else out here, we would have been found guilty,” says Michael Berry, a horticulturist with Baltimore City Department of Parks and Recreation who was out at Penn North with friends. “I just feel like if you’re a black man living in the city, you ain’t got nothing coming when it comes to the law.”As dusk fell, members of the Penn North Recovery Center and others came outside, linking arms and urging calm. Lt. Col. Melvin Russell, chief of the police department's Community Collaboration Division, grinned and flashed peace signs at the crowd. Peaceful demonstrators cheered and prayed.Further downtown, outside Baltimore City Circuit Court, two people were arrested. One was Darius Kwame Rosebaugh, known as Kwame Rose, a local activist who landed in the national spotlight last spring after he confronted Geraldo Rivera about his coverage of Baltimore. Also arrested was a 16-year-old boy, identified by fellow protesters as Melvin. Both young men had been vocally protesting near sheriff’s deputies, but videos and witness accounts did not reveal the basis for either arrest.“What I’m clear about is that a mistrial ain’t worth people putting their lives on the line,” said activist J.C. Faulk, founder of the nonprofit An End to Ignorance, scanning the line of police officers guarding City Hall and the growing crowd of demonstrators. “I’m not going to do that. If they want to go to jail they can, but I’ll see ‘em from the other side of the bars. You know? Not today. Today ain’t the day for that.”

Phone-a-fraud: What happens when you call out a scammer-[CBC]-December 16, 2015-yahoonews

The latest Canada Revenue Agency phone scam making the rounds has raised the stakes for potential victims. This time, fraudsters are threatening arrest.A producer with CBC Radio was on the receiving end of this scam when she received a worrisome voicemail this week. The message claimed to be from a CRA officer who said the woman was "under federal investigation because of the misconduct and suspicious activities found in the audit report.""Don't try to disregard the message," the caller said, "or else it will be taken as an offence from your side."When the employee got a second message from someone again claiming to be a CRA officer, the situation escalated. She was told that a warrant was now being issued for her arrest. "There is a case, a lawsuit getting filed under your name," the scammer said. "If I don't hear a call from you, we'll have to issue an arrest warrant against your name and get you arrested."Phoning the fraudster-On its website, the CRA warns taxpayers that scammers often use threatening language to persuade people to pay fictitious debt, and it advises people not to engage in communication. But another CBC employee, Caroline Hillier, an associate producer with CBC's St. John's Morning Show, wanted to dig deeper. Hillier called one of the numbers provided to the first CBC producer. She was asked to give her home phone number. When she declined, Hillier was also told that a warrant would be issued for her arrest. The scammer hung up, but Hillier persisted and called back, getting a different man on the phone."Remember one thing, remember one thing in your mind: you are in big trouble, ma'am," the man told her. "Call the police, they have your arrest warrant," he said."Give me your home number, and … [police] will come to your home, and they will put you into custody, ma'am."When Hillier said she was uncomfortable giving her personal information, the supposed agent hung up on her.The CRA told CBC that it never leaves personal information on an answering machine. It said any message that does is a scam.

Justin Trudeau says vow to balance budget in 4 years is 'very' cast in stone-cbc.ca-December 17, 2015-yahoonews

Even as the economic hurdles pile up, Prime Minister Justin Trudeau insists his pledge to balance the federal books in four years is “very” cast in stone. On top of the balanced budget, Trudeau told The Canadian Press on Wednesday that the Liberal government will also live up to its other fiscal “anchor” to lower the debt-to- GDP ratio every year until the end of its mandate.Trudeau’s remarks follow several revelations that his new government is standing on significantly shakier fiscal footing than it had predicted. For example, the Liberals have recently shied away from another election commitment: to keep annual deficits over the next two years under $10 billion.Trudeau was asked Wednesday how cast in stone his pledge was to balance the budget in four years.“Very,” he said during a year-end roundtable interview with Canadian Press journalists in Ottawa.“ I think one of the things that Canadians expect is a level of fiscal responsibility that we’ve been able to demonstrate in the past and we’re certainly going to demonstrate it in the future.”Obstacles to budget goals-The Liberals, who made billions of dollars in campaign spending vows, are facing many obstacles that stand in the way of fulfilling their balanced-budget goal.Pulling the books back into the black is a tougher target than lowering the debt-to-GDP ratio, which represents a government’s capacity to pay back debt. The ratio — also known as the debt burden — is reached by dividing total federal debt by the overall size of the economy, as measured by nominal GDP.Last month, the government said in its fall fiscal update that the books inherited from the Conservatives and a weaker-than-expected economy will drive the country billions of dollars deeper in the hole than it had anticipated during the campaign. The parliamentary budget office later issued forecasts that suggested the Liberals could be poised to generate annual deficits up to $15 billion once their costed, big-ticket election pledges are accounted for. In addition, the party has also made several uncosted vows.Earlier this month, the Liberals revealed that their new tax package, which will raise taxes on the highest earners and lower the rate on the middle tax bracket, will actually siphon more than $1 billion net per year from the treasury. In their platform, the Liberals had predicted the plan would be revenue neutral. Trudeau vowed during the campaign to respect the $10-billion upper limit for deficits in 2016-17 and 2017-18 unless the economic situation got radically worse.“Many of you pressed me on, ‘Is that an absolute cap? What happens if the economy gets significantly worse?’ ” Trudeau said Wednesday.“And I said, 'We’re going to stay open with Canadians about what we need to do to create growth.’"What we were elected on was a commitment to help Canadians grow the economy and that’s what we’re going to stay focused on.” Billions for infrastructure-The Liberals are banking that their commitments — to spend billions on infrastructure and to implement tax changes benefiting middle earners — will kick-start the struggling economy and create jobs. When asked if balancing the budget would involve austerity, Trudeau said he’s going to focus on growing the economy in responsible, meaningful ways.Along the way, he said he’s committed to being open and transparent about the fiscal steps involved in helping the economy.Trudeau was also asked about projections that it could take longer than four years for infrastructure cash to trickle through the economy and how the math behind his tax changes didn’t work out quite as well as he had planned.“You can spend a lot of time talking about hypotheticals and I’m not going to engage in that,” he said.“What I am going to do is what I’ve always done is say, look, we are going to put forward a plan that is going to invest in Canadians in education, in innovation, in infrastructure that’s going to create growth.”

Putin says Russia is ready to improve ties with US, positions on Syria close-[The Canadian Press]-Vladimir Isachenkov, The Associated Press-December 17, 2015

MOSCOW - Russia and the U.S. agree on a general approach to settling the Syrian crisis, President Vladimir Putin said Thursday, saying that Moscow stands ready to improve ties with Washington.Putin also said that Russia will continue its air campaign in Syria until a political process starts, and lashed out at Turkey for trying to "lick the Americans in some of their private parts" by downing a Russian warplane.Speaking with emphasis and gesturing energetically throughout a news conference that lasted more than three hours and was televised live, Putin also vowed that the murder of Russian opposition leader Boris Nemtsov will be solved and no one will be immune from prosecution.Commenting on relations with Washington, Putin said that Russia supports a U.S.-drafted U.N. Security Council resolution on settling the Syrian crisis, presented by U.S. Secretary of State John Kerry during his visit to Moscow earlier this week."In general, we like it," Putin said. "I believe that the Syrian authorities should be OK with it too, although they may not like something in it."He added that "concessions must be made by both sides" to end the conflict that has killed more than 250,000 and turned millions into refugees since 2011.He said the Russian approach, "strangely as it may seem, coincides with the U.S. vision: joint work on a constitution, creation of instruments of control over future early elections, holding the vote and recognizing its results on the basis of that political process."" We will help settle this crisis in every possible way," Putin said. At the same time, he reaffirmed Russia's stance on the key issue that divided Russia and the West, the fate of Syrian President Bashar Assad, saying the Syrians themselves must determine who rules them.Putin added that Kerry's visit has shown that "the American side is ready to move toward joint settlement of the issues that can only be tackled jointly." Already on his way out of the hall, he was asked about U.S. presidential candidate Donald Trump and praised him as a "very bright and talented man," adding that he welcomes the Republican's pledges to establish closer ties with Russia.Putin said that Russia's air campaign in Syria, launched on Sept. 30, will go on until a peace process starts, but it is up to the Syrians to decide when to stop fighting and sit down for talks."We aren't going to be more Syrian than the Syrians themselves," he added. The president said he was unsure whether Russia needs a permanent military base in Syria, since new Russian weapons, such as sea- and air-launched cruise missiles used in recent strikes on targets in Syria, give Moscow enough punch to strike an enemy from afar.Addressing Russia's strained relations with some of its neighbours at his annual marathon news conference, attended by hundreds of Russian and foreign journalists, Putin said he "it's practically impossible" to overcome the tensions with Turkey under its current leadership after its downing of a Russian warplane at the border with Syria.Ankara said its fighter jet shot down the Russian bomber after it violated the Turkish airspace for 17 seconds despite repeated warnings, while Moscow insisted that the plane has stayed in the Syrian airspace.Putin said that Russia was particularly annoyed because instead of offering apology over its "hostile" action that left one of the plane's pilot and a Russian marine dead, Turkey turned to NATO for help. Both of the Russian servicemen were killed by militants on the Syrian side of the border. He said that he had previously agreed to accommodate Turkey's concerns regarding Syria, adding that the Turkish leadership had never asked Russia to refrain from striking that specific area."Couldn't they just make a call or warn the military via the communications channels that existed and say: 'Look, there are our interests here so please don't hit it,'" Putin said, adding that Turkey hurt its own interests by downing the Russian plane."Did they think that we will leave?" Putin said. "Russia isn't that kind of a country. We only have increased our presence there."He said that Russia has responded by sending additional warplanes at a base in Syria and deploying the long-range S-400 air defence missile systems there, putting an end to what he said were regular violations of Syrian airspace by Turkish jets.

No fingerprints!' chant migrants in Italy as EU cracks down-[Reuters]-By Steve Scherer-Reuters-December 17, 2015-yahoonews

ROME (Reuters) - Some 200 mostly Eritrean migrants protested against asylum rules on the island of Lampedusa on Thursday as the European Union steps up pressure on frontline countries to enforce the regulations.A video posted on a Sicilian news site showed a group of men, women and children wearing jackets and winter hats marching along the island's cactus-lined roads and chanting in front of city hall."We are human beings! No fingerprints! We want freedom! We want to move from the camps! Italia respect our rights!" they shouted in English. Some also carried signs in both English and Italian. One read: "We are refugees. No fingerprints".Humanitarian organization Arci in Sicily said some of the protesters had been on the island for more than a month, held there because they had refused to give their fingerprints as EU law requires. Some have also begun hunger strikes, it said.European law says migrants must stay in the country where they first enter the bloc, and that is determined by where they give their fingerprints. Until recently, most migrants have simply refused to be identified, moving north from Greece and Italy by foot, train or bus.In an effort to stem the flood of migrants pouring into Germany, France and the rest of Europe from the frontline countries, the EU has called for stricter enforcement of the rules and detention in so-called "hots pots" until migrants agree to be identified."The migrants are aware that the procedure to identify them would impede their journey toward the European countries where they have large communities and, often, their families," said Erasmo Palazzotto, a lawmaker for the small left-wing SEL party.Palazzotto called on the EU to scrap its immigration law, known as the Dublin Treaty, to help Italy and Greece handle the mass sea arrivals, seen at about 1 million this year.Italian Prime Minister Matteo Renzi, who was in Brussels for a meeting of EU leaders where the migrants issue figured large, has expressed increasing frustration with the EU's handling of the immigration crisis but rejected suggestions that it is not enforcing EU law."The discussion on fingerprints is quite surreal," he told reporters in Brussels before the EU summit. The EU has called on countries to go so far as to use force to get them. "It's obvious that we have to take fingerprints and we are doing so."To relieve the burden of having to take in all the migrants expected to reach Greece and Italy, a relocation program has been set up for Syrian, Eritrean and Iraqi refugees but, so far, fewer than 200 have been transferred out of Italy. The implementation of a quota system to relocate asylum-seekers from frontier states to other members of the 28-nation bloc is currently at less than one percent of what had been planned, Renzi complained.(Additional reporting by Francesco Guarascio in Brussels; Editing by Richard Balmforth)

UK review says Muslim Brotherhood membership a possible indicator of extremism-[Reuters]-By Kylie MacLellan and Mahmoud Mourad-December 17, 2015-yahoonews

LONDON/CAIRO (Reuters) - A British government review into Egypt's outlawed Muslim Brotherhood published on Thursday concluded that membership of or links to the political group should be considered a possible indicator of extremism but stopped short of recommending that it should be banned. The long- delayed review into the organization was first commissioned in April 2014 by Prime Minister David Cameron with a remit to examine whether the group put British national security at risk."Parts of the Muslim Brother hood have a highly ambiguous relationship with violent extremism. Both as an ideology and as a network it has been a rite of passage for some individuals and groups who have gone on to engage in violence and terrorism," Cameron said in a statement. He described the group as "deliberately opaque, and habitually secretive"."The main findings of the review support the conclusion that membership of, association with, or influence by the Muslim Brotherhood should be considered as a possible indicator of extremism," he said.Egyptian President Abdel Fattah al-Sisi launched the toughest crackdown on Islamists in Egypt's modern history after toppling President Mohamed Mursi of the Brotherhood in 2013.Sisi classifies the Brotherhood as a terrorist group, but on a visit to Britain in November he said it could again play a role in public life if Egyptians wanted it to return.A spokesman for Egypt's Ministry of Foreign Affairs said Britain's report showed the international community must support Egypt in confronting terrorism and extremist ideology. He said on Twitter: "Report is important step in combating terrorism. We hope other countries will take similar steps to enhance counter-terrorism efforts."The Brotherhood, the Middle East's oldest Islamist movement and long Egypt's main political opposition, however said the review was neither fair nor based on credible evidence. The group, which says it is committed to peaceful activism, said the British position suggested it backed the military's overthrow of Mursi who was democratically elected president after the 2011 uprising."If Britain sees peaceful protests and activities that reject the military coup, the killing of civilians and the detentions and disappearances as extremist then certainly Britain has a defect it needs to remedy," it said in a statement.British lawmaker Tim Farron, leader of the Liberal Democrat Party, also criticized the report, saying it had been carried out to pacify Britain's Middle East ally Saudi Arabia, which sees the Brotherhood as a threat to regional stability."We should decide these things based on real and credible intelligence and not pressure from Riyadh," Farron said in a statement-Cameron said Muslim Brotherhood-associated and influenced groups had sometimes characterized Britain as fundamentally hostile to Muslim faith and identity and expressed support for attacks conducted by Palestinian Islamist group Hamas."Aspects of the Muslim Brotherhood’s ideology and activities therefore run counter to British values of democracy, the rule of law, individual liberty, equality and the mutual respect and tolerance of different faiths and beliefs," he said.Cameron said the government would keep under review the views and activities of Muslim Brotherhood associates in Britain and whether the group met the legal test for proscription as a terrorist organization.Britain will also continue to refuse visas to members and associates of the group who have made extremist comments, he said, and intensify its scrutiny of the views and activities Muslim Brotherhood members, associates and affiliates promote overseas.(Additional reporting by William James and Omar Fahmy; Editing by Michael Holden)

DUBAI (Reuters) - U.N.-sponsored Yemen peace talks are struggling amid disputes over releasing prisoners, sources close to the talks said on Thursday, as local officials reported intensifying clashes and fresh air strikes despite a ceasefire.Saudi-backed President Abd-Rabbu Mansour Hadi's representatives are demanding that their foes, the Iran-allied Houthi movement, release several senior officials.Combat escalated between the warring sides on Thursday as Hadi loyalists seized a key military base from Houthi fighters in the central city of Marib, local officials and tribesmen said, where 15 people were killed from both sides.Planes and gunboats from a Saudi-led military coalition also bombarded targets in northern Yemen, local residents said. But the U.N. special envoy for Yemen, Ismail Ould Cheikh Ahmed, said the third day of peace talks had produced "a major step forward" on the humanitarian front - agreement on aid for the war-torn city of Taiz - that would pave the way to further agreements on aid and other issues in coming days.Yemen plunged into civil war last year when the Houthis seized the capital Sanaa and marched south, triggering the mainly Gulf Arab military intervention in March.Peace talks began on Tuesday away from television cameras in Switzerland to try to end nearly nine months of conflict that have killed almost 6,000 people and displaced millions. The sources said direct talks between the two sides have been suspended since Wednesday evening, after the Houthis rejected demands to free senior officials, including Defense Minister Mahmoud al-Subaihi and Hadi's brother Nasser. Both Subaihi and Nasser Mansour Hadi, who was responsible for intelligence operations in southern Yemen, have been held by the Houthis since March. The Houthis say they are ready to free the prisoners once a permanent ceasefire is agreed, another source close to the talks told Reuters. The sources said that instead of overseeing direct talks, Ould Cheikh Ahmed was shuttling between the two sides trying to bridge differences. The U.N. statement said the talks would continue in the next few days to try and define a clear way forward, with a special focus on areas such as developing a sustainable national ceasefire, withdrawal of forces and the release of prisoners.Heavy weapons would also be returned to the state, which would also take control over public institutions, it said.-CLASHES-Pro-Hadi fighters ejected the Houthis from the al-Mas camp, their last military base in the central desert province of Marib, after two days of heavy combat.Air strikes by the Saudi-led coalition also struck the northern Hajja province on the border with Saudi Arabia, residents said. They also said that gunboats struck Midi port, also in Hajja near the Saudi border. Both sides have been trading accusations over violating the ceasefire. On Wednesday, the Saudi-led coalition spokesman, Brigadier General Ahmed al-Asseri, accused the Houthis of committing some 150 violations since Tuesday and urged the United Nations to try to save the truce. In a rare positive gesture on Wednesday, the Houthis and fighters from the so-called Southern Resistance, who are allied with Hadi, exchanged hundreds of prisoners early on Thursday, following delays by local tribesmen angry at the exclusion of relatives from the deal, an official involved in the swap said.Fikri al-Mutaili, a southern commander, said the Houthis freed 265 residents of the former south Yemen while the Southern Resistance freed 300 Houthis, including 40 teenagers. The deal was brokered by local tribal leaders and had been expected to reflect positively on the peace talks in Switzerland.(Reporting by Mohammed Ghobari and Mohammed Mukhashaf, additional reporting by Tom Miles in Geneva; Writing by Yara Bayoumy and Noah Browning; Editing by Sami Aboudi and Tom Heneghan)

Shiites: Nigerian army buries victims to hide massacre toll-Associated Press By MICHELLE FAUL-DEC 17,15-YAHOONEWS

LAGOS, Nigeria (AP) — Nigerian troops Wednesday buried the bodies of hundreds of victims of an alleged military massacre of Shiite Muslims to hide the death toll, the Shiite Islamic Movement in Nigeria said.Wednesday's allegation comes as human rights advocates and the United States called for an investigation following the army's raid on Nigerian Shiites in which hundreds of people were reportedly killed and Shiite leader Ibraheem Zakzaky suffered four bullet wounds. The military said it acted after Shiites tried to assassinate Nigeria's army chief. Army spokesman Col. Sani Usman did not immediately respond to an email late Wednesday requesting comment on the burial charges.Details of the weekend violence in Zaria have been slow to emerge because the three attacked areas of the northern town have been on lockdown with no one allowed to enter or leave.Shiite spokesman Ibrahim Musa said soldiers took the bodies from the mortuary of Ahmadu Bello University Teaching Hospital and buried them in mass graves on Wednesday. His statement did not explain how he got the information."The Nigerian army has desecrated our dead," Musa said. "We hereby demand the location of the mass burial, and the interrogation of those who ordered the operation."Human rights groups say as many as 1,000 people may have been killed."The United States calls on the government of Nigeria to quickly, credibly, and transparently investigate these events in Zaria and hold to account any individuals found to have committed crimes," the U.S. Embassy said in a statement."It is essential that all sides refrain from actions that further destabilize the situation," U.S. Ambassador James Entwhistle added.Amnesty International said in a statement late Tuesday that the shooting of members of the Shiite group in Zaria "must be urgently investigated ... and anyone found responsible for unlawful killings must be brought to justice.""Whilst the final death toll is unclear, there is no doubt that there has been a substantial loss of life at the hands of the military," said M.K. Ibrahim, director of Amnesty International, Nigeria. But the Shiite movement, which has millions of followers in Nigeria, rejected the investigative panel it said has been set up following a visit to Zaria on Tuesday by Interior Minister Abdulrahman Dambazau.Musa said it has no confidence in a panel led by the area police commander because he is junior in rank to the alleged perpetrators of the killings. It said Dambazau, a retired general, did not even bother to visit wounded victims in the hospital. The bloodshed was yet another blow to Africa's most populous nation, already beset by a 6-year-old insurgency waged by Boko Haram, a violent Islamic group which is at odds with the Shiites and others who oppose its extremist vision. In addition to Wednesday's alleged mass burial, Musa said soldiers on Monday carried away about 200 bodies from around the home of Zakzaky, and did not deposit them at the hospital mortuary. The military has said Zakzaky is in its "safe custody."The army said troops attacked sites in Zaria after 500 Shiites blocked the convoy of Nigeria's army chief, and tried to kill him on Saturday. A report from the military police said some Shiites were crawling through tall grass toward Gen. Tukur Buratai's vehicle "with the intent to attack the vehicle with (a) petrol bomb" while others "suddenly resorted to firing gunshots from the direction of the mosque."In a statement Monday, the army said both the military and Shiites lost lives but a toll still is being compiled. The National Human Rights Commission of Nigeria said it set up a special investigations panel on Tuesday following complaints filed by concerned citizens and from the military, which has asked the commission to investigate the alleged assassination attempt on the army chief. The commission's chairman, Chidi Odinkalu, called the army attacks "a massacre." He said one of Zakzaky's wives was killed. Two of Zakzaky's sons also were killed and one was wounded, according to Musa.Iran, seen as the guardian of the Shiite Muslim faith, has condemned the killings.Iranian President Hassan Rouhani called Nigerian President Muhammadu Buhari. Iran state TV said Rouhani told Buhari Tuesday that he expects the Nigerian government to compensate families of victims.Hundreds of Shiites protested in front of the Nigerian embassies in the Iranian and Indian capitals on Tuesday.Nigeria's Shiites, a movement of millions started 37 years ago by Zakzaky, who dresses in the robes and turban of an Iranian ayatollah, often have clashed with police and other security forces over their unlawful blocking of major roads to hold religious processions.Nigeria's military is infamous for its excesses. In 2009, Nigerian armed forces attacked Boko Haram's headquarters and killed about 700 people, including its leader. Still, Boko Haram re-emerged as a much more violent entity. On Wednesday, Sen. Shehu Sani, a human rights activist, said "The Zaria killings simply affirmed the fact that as a nation we have not learnt our lessons from our painful and hard experience."The action of the military is untenable, intolerable and unacceptable ... and a step toward tyranny."The Shiites two weeks ago suffered a suicide bombing in a procession that killed 22 people. Boko Haram, a Salafist group, claimed responsibility for the attack and threatened to "wipe out" the Shiites.

Gross institutional failure' by UN on child sexual abuse case in Central African Republic-[The Canadian Press]-Cara Anna, The Associated Press-December 17, 2015-yahoonews

The United Nations' "gross institutional failure" to act on allegations that French and other peacekeepers sexually abused children in the Central African Republic led to even more assaults, according to a new report released Thursday. One young boy who initially reported an attack on his friends now says he has been raped, too.The independent panel found that the accounts by children as young as 9 of trading oral sex and other acts in exchange for food in the middle of a war zone in early 2014 were "passed from desk to desk, inbox to inbox, across multiple U.N. offices, with no one willing to take responsibility."Among those said to have looked the other way were the U.N. children's agency, UNICEF, as well as human rights staffers.U.N. Secretary-General Ban Ki-moon, in a statement, expressed "profound regret that these children were betrayed by the very people sent to protect them" and said he accepted the panel's broad findings. The panel, led by Canadian judge Marie Deschamps, found that U.N. staffers failed or hesitated to pass the children's allegations to more senior officials, sometimes because of political concerns with France involved; showed "unconscionable delays" in protecting and supporting the children; failed to further investigate the allegations; failed to properly vet peacekeepers for past abuses; and, overall, appeared more concerned with whether one U.N. staffer had improperly alerted French authorities."The welfare of the victims and the accountability of the perpetrators appeared to be an afterthought, if considered at all," the report says.As of now, more than a year and a half after U.N. staffers first heard the children's allegations of sexual abuse, no one has been arrested. The report lays bare one of the most persistent and embarrassing problems for the U.N. and its member countries as tens of thousands of peacekeepers serve in some of the world's most volatile areas: Some vulnerable people are raped by their protectors, and often no one is punished. Many victims are children. The children in Central African Republic's capital, Bangui, reported the abuses in the middle of deadly chaos. The country had been ripped apart by violence between Christians and Muslims, and thousands of frightened people had sought shelter in squalid camps at the airport. French and other peace keepers were trying to establish security. The children told U.N. staffers that they had been hungry and did what the peacekeepers asked in return for food.Almost a year passed before such allegations by a half-dozen children were made public in media reports this past April and May, leading Ban to order the independent investigation. Only then, the new report says, did the U.N. follow up with the children it had interviewed months ago and ensure their care.At that point, a new round of interviews found that "some children alleged further cases of sexual abuse by peacekeepers," the report says. And additional children reported abuse. One child, who a year earlier at age 11 had told U.N. staffers about watching peacekeepers rape his friends, "now reported that he himself had been orally and anally raped."The panel found it "appalling" that the children didn't receive immediate medical care. While UNICEF had referred the children to a local NGO partner for medical support, the panel found that in reality a social worker "devoted a total of two hours ... to listening to the children and filling out forms required by UNICEF."The report also calls UNICEF's failure to seek out other potential victims a "serious breach" of the agency's duty to protect children.Meanwhile, the children's allegations took months to reach top U.N. officials. The report says the head of the U.N. peacekeeping mission in Central African Republic, Babacar Gaye, was told several times about the allegations, beginning June 1, 2014, and did not act.In August of this year, in an unprecedented move, the U.N. secretary-general told Gaye to resign. The report says France "took strong and immediate action" to investigate after receiving a U.N. document with the allegations in July 2014, but it called that a "stark contrast to the apparent failure of French authorities to react" in May 2014, when the U.N. human rights staffer who had interviewed the children says she spoke with French military officials.Once the French government was informed, the report says, U.N. officials didn't follow up on the allegations because they assumed the French were handling it.But French authorities have said they were delayed for several months by U.N. bureaucracy. Information from the U.N. started flowing after the first media reports on the allegations emerged. And one year after French authorities first arrived in Central African Republic to investigate, the report says, the U.N. allowed the human rights staffer who had interviewed the children to participate in the French investigation as a witness. The long delay, the report says, has hurt the chances for accountability in a case involving "the most vulnerable segment of society: unaccompanied, internally displaced and hungry, young children."U.N. officials have pointed out that the French peacekeepers were not part of the U.N. peacekeeping force that later arrived in Central African Republic, but the panel said the U.N.'s responsibility to protect human rights requires immediate action on such allegations, no matter what."Indeed, for victims of sexual violence, it is immaterial whether the perpetrator was wearing a blue helmet or not," the report says.U.N. officials also have accused the human rights official who first handed French authorities the report describing the allegations, Anders Kompass, of breaching policy by not redacting the children's names. The report dismissed that argument and found that the former head of the U.N. internal oversight office abused her authority in improperly opening an investigation into Kompass in response to the "single-minded determination" of the U.N. human rights chief, Zeid Raad al-Hussein.If the concerns about redacting the names and protecting the children from possible reprisals were real, the panel said, the U.N. would have acted to offer protection. "Instead, no one took any steps whatsoever to locate the children."

China Southern Airlines orders 110 planes worth $10 bn from Boeing-AFP-DEC 17,15-YAHOO NEWS

Beijing (AFP) - China Southern Airlines has ordered 110 planes from Boeing worth more than $10 billion at list prices, the airline said Thursday, as a Chinese boom in air travel defies slowing economic growth. The carrier, one of China's "Big Three" with the largest fleet by size, will purchase 30 Next-Generation 737 and 50 737 MAX planes valued at $7.24 billion at list prices, it said in a statement to the Shanghai stock exchange. The company's Xiamen Airlines unit will buy an additional 30 737 MAX models valued at $2.88 billion, it said in a separate statement.China, the world's second-largest economy, is already Asia's biggest aircraft buyer as a growing middle class takes to the skies in ever-increasing numbers.Earlier this month, China's budget carrier Spring Airlines announced plans to buy 60 aircraft from Boeing rival Airbus, worth $6.3 billion at list prices.State-owned China Aviation Supplies Holding Group also signed a deal with Airbus at the end of October, pledging a purchase of 100 A320 aircraft worth $9.7 billion at list prices. But Thursday's announcement comes at a tumultuous time at China Southern. The company's chairman, Si Xianmin, was put under investigation by Chinese authorities in November for "severe violations of discipline", a phrase which typically refers to corruption. His company recorded a 48.4 percent year-on-year fall in net profit to 1.17 billion yuan ($186 million) in the third quarter, according to an earnings report. The listed unit confirmed the investigation, saying it continued to operate in the "usual and ordinary" course of business in a statement. The major Boeing order comes despite slowing growth in the Chinese economy, which aviation industry officials fear could hurt air travel.China logged its worst economic performance since the global financial crisis in the third quarter, with gross domestic product rising just 6.9 percent -- its lowest level in six years.Chicago-based Boeing has estimated that China will add 6,330 new aircraft worth $950 billion to its commercial fleet by 2034.And the company is investing on those forecasts, announcing in September it had reached deals with Chinese firms to sell 300 aircraft worth some $38 billion, and will set up a completion centre for its narrow-body 737 airliners in China -- the firm's first outside of the US."China's rapidly growing aviation market plays a crucial role in our current and future success," said Boeing chairman Jim McNerney at the time.
