Southeast Asian countries just formed their own version of the EU-Ten countries Sunday signed a compact to formally establish a European Union-style organization to encourage investment and cooperation in the region.Christian Science Monitor By Lonnie Shekhtman-NOV 22,15-YAHOO NEWS
Ten countries that are members of the Association of Southeast Asian Nations (ASEAN) Sunday signed a compact to formally establish a European Union-style organization to encourage investment and economic growth in the region. At the East Asia Summit Sunday in Kuala Lumpur, the new organization, called the “ASEAN Community,” said its members will collaborate to allow more unrestricted movement of capital and labor in a region that’s home to upwards of 600 million people, more populous than North America or the European Union, reports Voice of America (VOA).The ASEAN member countries are Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam.Recommended: Asia's troubled waters: What's going on in the South China Sea? Take our quiz.“Our ASEAN way has guided us and will continue to be our compass as we seek to realize a politically cohesive, economically integrated, socially responsible and a truly people-oriented, people-centered rules-based ASEAN,” said Malaysian Prime Minister Najib Razak at the weekend forum that included participants like US President Barack Obama, Chinese Premier Li Keqiang, Prime Minister Dmitry Medvedev of Russia, Japan Prime Minister Shinzō Abe and Prime Minister Narendra Modi of India, according to the Malaysian Insider. In a document that outlines the organization’s goals, the members agree to cooperate in areas like combating terrorism and drug and human trafficking; increasing maritime safety and security; and encouraging economic growth across borders.Though there has been some progress in recent decades on the lifting of tariffs for more unrestricted trade in the region, reports the BBC, progress is slow.Part of the reason is that the diversity of wealth – the economic gap between poor countries like Cambodia and wealthy ones like Singapore, for example – and of government styles among member countries makes collaboration challenging, say those who worry that the announcement may prove purely symbolic.Though forming of the ASEAN Community is a significant step, "It will not lead to a ‘big bang’ moment in terms of regional integration," Guy Harvey-Samuel, chief executive officer of HSBC bank in Singapore told Bloomberg." Instead, we are likely to see a slow initial burn that will become increasingly brighter as integration begins to get traction," he explained.Successfully integrating ASEAN economies would help them compete with regional powers like China and India by creating the world’s seventh-largest single market, reports VOA.According to Reuters, the ASEAN countries’ combined economic output is $2.6 trillion."In practice, we have virtually eliminated tariff barriers between us," said Mr. Najib, the summit host, according to Reuters. "Now we have to assure freer movements and removal of barriers that hinder growth and investment."Najib called the establishment of the ASEAN Community “a landmark achievement” that comes more than a dozen years after the concept was first proposed. The organization will officially launch on December 31.ASEAN was first formed on August 8, 1967 in Bangkok, Thailand to accelerate political, economic and cultural cooperation among Southeast Asian nations. But the organization has faced endemic corruption that has stifled progress.Observers are hoping that today’s announcement will help advance the mission of the organization in earnest."Time will tell if today's signing ceremony is just more style over substance,” Curtis Chin, a former US ambassador to the Asian Development Bank told VOA. “But come January 1, the ASEAN Community will be much less than today’s soaring rhetoric, but certainly much more than ever envisioned decades past.”

ALBERTA-Alberta introduces economy-wide carbon tax-Justin Giovannetti and Jeffrey Jones-EDMONTON and CALGARY — The Globe and Mail-Last updated Sunday, Nov. 22, 2015 4:43PM EST
Alberta’s NDP government is imposing new curbs on emissions from the oil sands and establishing an economy-wide carbon tax in a sweeping new plan aimed at showing it is serious about fighting climate change. The long-awaited strategy, which comes days before world leaders meet in Paris for a major climate summit, also includes a phaseout of coal-fired power generation in the next 15 years, a 10-year plan to nearly halve methane emissions, as well as incentives for renewable energy.Energy Minister Margaret McCuaig-Boyd said the province’s NDP government will both take a leadership role on the climate-change file and stand up for Alberta’s energy industry – hammered by low crude and natural gas prices and limited pipeline access to global markets. There are no hard carbon targets, but under the plan, Alberta’s carbon emissions will begin to fall under today’s levels by 2030.The government promised the moves would be revenue-neutral, and all money would be reinvested in the province on such things as new technology to fight pollution and into a new “adjustment fund” to help affected families and businesses deal with the changes. Alberta’s climate-change strategy was released only hours before Ms. Notley was set to meet with Canada’s other premiers and Prime Minister Justin Trudeau in Ottawa on Monday. That group will be headed to Paris for the summit. “Alberta is showing leadership on one of the world’s biggest problems, and doing our part,” Ms. Notley said in statement.Ms. Notley’s six-month-old government says the lack of a wide-ranging climate policy has hampered the province’s energy industry as it has tried to persuade the United States and other trading partners to accept more shipments of crude from the oil sands.Indeed, U.S. President Barack Obama said early this month that his country’s efforts to battle climate change would be tarnished by approving TransCanada Corp.’s Keystone XL pipeline that would ship Alberta oil to Texas refineries. He rejected it after seven years of review. The energy sector had warned that any onerous new costs would be disastrous for an industry under severe financial pressure due to the collapse in crude oil prices.Still, the plan won endorsements from some of the energy sector’s top executives, including Suncor Energy Inc. Chief Executive Steve Williams, Cenovus Energy Inc. CEO Brian Ferguson and Canadian Natural Resources Ltd. Chairman Murray Edwards, who had been among the sharpest critics of the NDP’s economic policies.“The framework announced will allow ongoing innovation and technology investment in the oil and natural gas sector. In this way, we will do our part to address climate change while protecting jobs and industry competitiveness in Alberta,” Mr. Edwards said in a statement.New measures in the policy include:– A cap of 100 megatonnes on carbon emissions from the oil-sands sector, which had been Canada’s fastest-growing source of emissions, once new rules are adopted. It currently emits 70 megatonnes annually.– An economy-wide tax of $20 per tonne on carbon-dioxide emissions starting in 2017, rising to $30 in 2018. Equal to seven cents per litre of gasoline. The average household will see heating and transportation costs increase by $470 annually by 2018 under the new rules.– A phaseout of coal-fired power by 2030.– Incentives to promote more use of renewable energy sources as well as to improve energy efficiency. The province is aiming for nearly a third of its power to be generated from renewables such as wind and solar power by 2030.The NDP devised the new strategy with data from research conducted by a panel it appointed, led by University of Alberta economist Andrew Leach.Follow us on Twitter: Jeffrey Jones @the_Jeff_Jones, Justin Giovannetti @justincgio
Israeli woman killed as more violence hits West Bank-AFP By Mike Smith-NOV 22,15-YAHOO NEWS
Jerusalem (AFP) - Attacks involving knives and a car-ramming in the occupied West Bank on Sunday left an Israeli woman dead, while all the assailants were killed when security forces and civilians intervened.Three attacks, including one by a teenage girl, were the latest in a nearly two-month wave of violence that had shown signs of subsiding last week before a new series of assaults took place on Thursday. With the violence defying international efforts to restore calm, US Secretary of State John Kerry is to travel to Israel and the West Bank to meet Prime Minister Benjamin Netanyahu and Palestinian president Mahmud Abbas on Tuesday. On Sunday, Netanyahu reiterated that the attackers appeared to be acting on their own, posing a challenge to security forces."This is not terrorism by organisations," he said at the start of a cabinet meeting." This is terrorism by individuals, occasionally with kitchen knives, who are incited mainly by social media. It is very difficult to hermetically prevent the arrival of such knife-wielding, or other, terrorists to this or that place."He said "citizens must be on maximum alert".No Israelis were reported seriously injured in the first two attacks, but the third led to the death of 20-year-old Hadar Bukris, who was taken to hospital with major stab wounds to her head and chest.- Teenage attacker -Sunday's first attack saw a 16-year-old Palestinian girl who tried to stab an Israeli civilian run over by a Jewish settler and then shot dead by soldiers. The Israeli military said in a statement that the attack was at a junction south of Nablus.Palestinian security officials confirmed the alleged attacker had died of her wounds and identified her as Asheraqat Qatanani from Askar refugee camp near Nablus.A Jewish settler in the area, Gershon Mesika, told army radio he hit the assailant with his car before a soldier shot her.Later, a Palestinian driving a taxi tried to run over civilians and then charged at them with a knife before a civilian shot him dead, police said. The statement provided no further details on the civilian. A hospital spokeswoman said a 51-year-old Israeli was lightly injured when hit by the taxi. Also in the West Bank, near the Gush Etzion block of settlements south of Jerusalem, the young Israeli woman was stabbed and the Palestinian attacker was shot dead by security forces afterwards, police said.Israel's Shin Bet security agency identified the attacker as Issam Thawabteh, 34, from Beit Fajjar near Bethlehem. The wave of violence since October 1 that has left 89 dead on the Palestinian side, including one Arab Israeli, as well as 16 Israelis, an American and an Eritrean. Many of the Palestinians killed have been alleged attackers.- 'Focus on Hebron' -Violence shattered a nearly week-long lull on Thursday when knife, gun and car-ramming attacks in Tel Aviv and the West Bank killed five people, including an American, three Israelis and a Palestinian. It was one of the deadliest days since the violence first erupted in October. On Friday, dozens of Palestinians were wounded by Israeli fire in clashes in the West Bank and along the Gaza Strip border, while on Saturday, police arrested a Palestinian who allegedly stabbed four Israelis in the southern city of Kiryat Gat.The Shin Bet on Sunday identified the alleged assailant as Mohammad Tarda, 18, from a village near southern West Bank city Hebron.Netanyahu said he had ordered security forces to "coordinate their efforts in the Hebron district, from which most or all of the attacks are originating".The army said they had arrested eight Palestinians in the Hebron area overnight. Palestinian security forces said 16 were arrested, and residents said many roadblocks were set up at exits from the city and at villages in the area.Kerry's trip will be his latest attempt to ease tensions, having met Netanyahu in Washington this month and in Berlin in October. He also met Abbas in Amman last month as well as Jordan's King Abdullah II, and endorsed a plan to install security cameras around the flashpoint Al-Aqsa mosque compound in Jerusalem.Clashes in September between Israeli police and Palestinians at the highly sensitive compound, sacred to both faiths and which Jews revere as the Temple Mount, preceded the current wave of violence.US officials said they were not expecting to strike any new agreement on a return to peace talks during Kerry's visit, and would simply try to walk the parties back from the immediate violence.

Marco Rubio Says Paris Attacks Also Include a "Positive Development" for America-Mic By Tom McKay-NOV 22,15-YAHOONEWS
Republican presidential candidate Marco Rubio just said something very revealing (that he probably shouldn't have) about his party's response to terrorist attacks linked to the Islamic State group in Paris on Nov. 13, which killed at least 130 people and wounded more than 350 others. While discussing polling with host Chris Wallace on the Nov. 22 edition of Fox News Sunday, Rubio told viewers he believed the terrorist attacks resulted in a "positive development" in that they influenced Americans to become more concerned about terrorism. He said he believed that Republicans could play the incident for "political advantage.""As far as national security, let me just say I obviously am not happy about the events that happened last week in Paris, but I think it's a positive development that it suddenly has forced Americans to confront more carefully the issue of national security," Rubio said. "Because it is the most important thing a president will do and it is the most important function of the federal government.""I hope that we focus on that note more, not just for political advantage, but because the world has become a very dangerous place," he continued in an apparent reference to his party's chances to win the presidency and other offices in 2016.Without a doubt, Republican presidential candidates are emphasizing their foreign policy and national security credentials this campaign cycle. It's not much of a secret that fears of future terrorism have benefited GOP candidates, like incumbent President George W. Bush in 2004.But Rubio was probably being too frank about the positive side of the attack for Republicans at a time when victims are still dying in hospitals. At least voters now know what he's thinking.Rubio, and the GOP more generally, may be overplaying their hand if they think the Paris attacks will dramatically affect the upcoming presidential elections in 2016. As the New York Times' Brendan Nyhan wrote earlier this month, dramatic events like terrorist attacks or Ebola outbreaks "often seem tremendously important at the time," but also often fail to translate into sustained political momentum."With the economy growing relatively steadily, the prospects for a classic referendum campaign against the party in power are uncertain," Nyhan wrote. "That's why so many GOP candidates seized on the events in Paris, which allow them to emphasize an issue in which their party has tended to have an advantage in recent decades."
Republican rivals blast Trump for Muslim database comments-Reuters By Ginger Gibson and Susan Heavey-November 20, 2015 5:37 PM-YAHOONEWS
WASHINGTON (Reuters) - Republican presidential candidate Donald Trump drew criticism from White House rivals on Friday for saying he would implement a database to keep track of Muslims in the United States and require them to register in response to the attacks in Paris.Trump, speaking to an NBC News reporter after a campaign appearance in Iowa on Thursday night, was asked if there should be a database to monitor Muslims in the United States."I would certainly implement that, absolutely," he said in on-camera comments. Asked how that differed from efforts last century to track Jews in Nazi Germany, he said: "You tell me."On Friday, Trump deflected criticism of the remarks, saying in a tweet: "I didn't suggest a database-a reporter did. We must defeat Islamic terrorism & have surveillance, including a watch list, to protect America."His comments came amid renewed security concerns following the Islamic State attacks in Paris last week that killed at least 129 people, and a political fight over U.S. plans to take in 10,000 refugees from Syria. Two Republican presidential rivals, former Florida Governor Jeb Bush and Ohio Governor John Kasich, were the most critical of the database comments. Bush called them "just wrong.""It's manipulating people's angst and their fears," he said on CNBC. "That's not strength. That's weakness."Kasich, whose Super PAC is launching a $2.5 million series of attacks against Trump, said the remarks proved the real estate mogul was not worthy of the White House."The idea that someone would have to register with the federal government because of their religion strikes against all that we have believed in our nation’s history," Kasich said in a statement.Texas Senator Ted Cruz, campaigning in Iowa, said he was glad Trump was running because he had generated a lot of excitement for the Republican race, but criticized his support for registries."On the question of should the federal government keep a registry of any religious group? The answer is of course not. The First Amendment protects religious liberties for every American," Cruz said.Retired neurosurgeon Ben Carson, who earlier this week compared Syrian refugees to "rabid dogs," called singling out an individual religion to create a database "a pretty dangerous precedent."-'TREAT EVERYBODY THE SAME'-"I don’t think it’s a good idea to treat anybody differently, one of the hallmarks of America is that we treat everybody the same," Carson said.He said, however, it would be acceptable to shut down mosques where "a lot of activity going on that is radicalizing people."Other Republican candidates opted not to weigh in on the remarks from Trump, who earlier in the week called for shutting down American mosques frequented by radicals.Trump, who leads the Republican presidential field in opinion polls, has called for deporting the estimated 11 million illegal immigrants in America. He said Muslims would be legally required to register for the database. "There should be a lot of systems, beyond databases," he said. Democratic presidential candidates Hillary Clinton and Bernie Sanders also criticized Trump's comments." This is shocking rhetoric. It should be denounced by all seeking to lead this country," Clinton said on Twitter. Sanders called Trump's remarks "outrageous and bigoted."The Paris attacks have launched a growing debate on the 2016 campaign trail about the appropriate U.S. response. As the debate over terrorism has gained prominence, polls show Republicans turning to Trump, a billionaire with no previous government experience, to tackle the issue. A Reuters/Ipsos poll after the attack found 33 percent of Republicans think he is best suited to address terrorism, leading the field.Trump supporters Betty and Terry Phelps, of Lisco, Nebraska, said the database made sense. Betty Phelps said it would not be much different than existing databases." We’re all kept track of, through driver’s license, social security number," she said.Ibrahim Hooper, spokesman for the Council on American-Islamic Relations, a Muslim rights group, said other Republican candidates should say whether they would close mosques, create a database of Muslims or require Muslims to carry a special ID card."This is way beyond the pale, this is basically a call to persecute a religious minority based on nothing other than their faith," Hooper said.(Additional reporting by Emily Flitter and Megan Cassella; Editing by John Whitesides, Alistair Bell and David Gregorio)
College presidents defend importance of free speech-Associated Press By MICHAEL MELIA- NOV 22,15-YAHOONEWS
HARTFORD, Conn. (AP) — As debates about race and other social issues flare on campuses, college presidents are increasingly intervening to draw a line when cultural sensitivity conflicts with freedom of speech. At schools including Yale, Williams College and Wesleyan University, leaders have in recent weeks taken steps to assert the importance of the free expression of ideas, even those that some might find objectionable.School presidents reject critics' portrayals of today's college students as coddled and overprotected, but some say students arrive in need of help learning to engage others with contrary opinions. In their responses to barriers that go up around some discussions, they say they strive to keep conversations going, often reminding students that a commitment to free speech is part of building an inclusive campus. At Williams, a liberal arts school in western Massachusetts, President Adam Falk expressed frustration when a student group last month canceled a speaking invitation for writer Suzanne Venker, a critic of feminism. Picking up on a theme from a convocation address earlier in the semester, he wrote to the campus community that learning cannot occur without exposure to a wide range of ideas."I think that our students, probably more so than previous generations, come to college having been marinated in a media environment that does not foster productive conservation across disagreements," Falk said in an interview. "That means it is even more important that colleges find ways to work with students to teach them that and to model that for them."A recent wave of campus protests nationwide has brought new attention to the issue, with some civil liberties advocates fretting that it will erode free speech. The protests, including those that led to the ouster of the University of Missouri's president, also have added to the pressure on presidents to be responsive to students' demands. But institution leaders say it is nothing new for them to navigate First Amendment conflicts, with more cropping up with this generation in particular on campuses that are generally far more diverse than their communities at home.Wesleyan's president, Michael Roth, wrote a piece defending free speech in September after the student government moved to cut funding for the student newspaper over an op-ed piece on the Black Lives Matter movement. In an interview, he said the fact that some do not value free speech above all things is not a sign of a problem, but rather reflects one of many continuing debates on a diverse campus."As a president, I think it's pretty simple," Roth said. "You want to keep the conversation going so that you can learn from other people's views, but you also want to make sure you're learning and not just spinning your wheels."Still, Roth said he was asked this week by students how he could defend both the student newspaper and students protesting racism.A similar debate has played out at Brown University, where President Christina Paxson criticized the student newspaper over columns that the editors themselves deemed racist after they were published. While some faculty members said the administration's actions suggested it wants student editors to suppress all opinion pieces that could be deemed offensive, others have argued that calling out racism does not encroach upon freedom of speech. At Yale, the question of speech loomed over protests by students calling for a more inclusive campus after some seized on a residential college administrator's defense of stereotypical Halloween attire such as Native American headpieces. Yale President Peter Salovey promised changes this week but insisted the university's work does not conflict with its commitment to free speech, which he said is "unshakeable."Falk said all college presidents are seeking the best strategies to keep people on campus engaging with each other productively."Any gathering of college presidents, no matter what the topic, turns into a conversation about these issues," he said.

China under fresh fire over sea rows as US courts SE Asia-AFP By Andrew Beatty-NOV 22,15-YAHOONEWS
Kuala Lumpur (AFP) - China came under renewed criticism Sunday over its rising profile in the South China Sea as it jostled with the United States for regional influence at the conclusion to a week of top-level diplomacy.Asia-Pacific leaders met in Malaysia with China finding itself in the firing line over its land reclamation projects that have turned tiny atolls into fully-fledged islands with potential military uses."The world is watching," to see if Beijing will behave like a "responsible global leader" in the standoff, Philippine President Benigno Aquino told the assembled leaders. The talks -- which included the United States, China, Japan and others -- were hosted by the 10-country Association of Southeast Asian Nations (ASEAN). President Barack Obama, who earlier in the week repeated US calls for China to stop the land reclamation, announced Sunday he would host the ASEAN leaders at a meeting in the United States next year."This region ... is critical to security, prosperity and human dignity around the world," he said, while also pledging continued trade, diplomatic, and security support for the region. The annual season of summitry, which began a week ago in Turkey for the Group of 20 meeting, and continued with regional forums in Manila and Kuala Lumpur, has been overshadowed by the string of recent deadly extremist attacks. But attention in Malaysia shifted back to Chinese actions, which have raised fears of potential conflict at sea.Japanese Prime Minister Shinzo Abe waded into the fray, calling for the South China Sea, a key route for global seaborne trade, not to be militarised, while refraining from directly naming China, according to Kyodo news agency.- 'Political provocation' -China insists on sovereignty over virtually all the resource-endowed South China Sea, which is also claimed in part by Vietnam, Malaysia, the Philippines, Brunei, and non-ASEAN member Taiwan.Beijing has displayed irritation with Washington's expressions of support for the claims of China's neighbours, and once again refused to budge on the issue in Kuala Lumpur. With Obama present, Chinese Premier Li Keqiang told Sunday's closed-door summit that countries "from outside the region" should stop inflaming tensions over the maritime dispute, a Chinese official said afterward. The official, Vice Foreign Minister Liu Zhenmin, also criticised the recent US deployment of naval vessels to the South China Sea.Washington has said the move was meant to stress the right to free passage in waters China claims, but Liu called it a "political provocation."At the same time, China offered its own carrot to ASEAN, announcing a new raft of infrastructure loans totalling some $10 billion.ASEAN on Saturday issued a joint statement stressing the need to maintain freedom of navigation and over-flight rights in the South China Sea.Washington says navigation in a sea through which much of the world's trade passes could be threatened by actions such as China's island-building.ASEAN also called for quicker progress on agreeing a code of conduct at sea with Beijing.China has been accused of dragging its feet on the code -- which could hamper its freedom of action at sea -- and seeking to run out the game clock while it works to turn its disputed territorial claims into a fait accompli.Obama also stressed US support for the code, and said on Saturday that "for the sake of regional stability, claimants should halt reclamation, new construction, and militarisation of disputed areas."- ASEAN draws closer -Earlier Sunday, the heads of ASEAN signed an agreement to formally establish the region as an EU-style common market.Actually realising the vision of the "ASEAN Economic Community" remains a distant goal due to significant non-tariff and other barriers, and large development gaps across the diverse region.Diplomats have admitted Sunday's declaration has no practical effect and was largely meant to avoid having ASEAN -- regularly criticised for its lack of concrete achievements -- miss its own deadline of 2015 for the AEC.But the move takes the region a small step closer to a hoped-for single Southeast Asian market with free flow of goods, capital and skilled labour across borders.

AMMAN (Reuters) - Jordan's King Abdullah, a U.S. ally, will hold talks in Moscow on Tuesday with Russian President Vladimir Putin on how to tackle "terror groups" led by Islamic State in Syria, an official source said.Jordan reached an agreement with Moscow last month to ensure Russian bombing of targets in southern Syria, which borders the country, does not target Western backed rebels known as the Southern Front - a grouping it supports as a buffer against the spread of hardline Islamist groups. The king is expected to raise concerns that any stepped-up Russian raids in southern Syria along Jordan's northern border could trigger a big wave of refugees into the already over-stretched kingdom which hosts over a million refugees fleeing the conflict, one official told Reuters on condition of anonymity.Diplomats say the Russian air force has stepped up bombing in recent days of mainly civilian targets in rebel-controlled towns in southern Syria, including parts of rebel-held Deraa city that are run by moderate rebel groups backed by Jordan.Jordan has not publicly commented but the monarch, who has close personal ties with Putin, recently publicly expressed enthusiasm about the intensive Russian military campaign in Syria, saying it offered a window of opportunity and that Moscow had a key role in defeating the ultra-hardline militants.Diplomats says Moscow's expanding bombing raids in the south this week, however, showed the limitations of Jordan's leverage over the Russians who launched their air campaign on Sept. 30 with the stated aim of hitting Islamic State but mostly bombing other rebel groups in the west of the country. They said there was also some disquiet in Washington about any closer security and military cooperation with Moscow.Diplomats say Jordan's overt backing of Moscow's military campaign also risks putting it at odds with Saudi Arabia and Turkey that are very critical of Russia's campaign.Jordan is Sunni-dominated and closely aligned with Washington, so Moscow's deal with Jordan could mark a shift in the alliances engaged in the Syria conflict.Putin has already forged close cooperation with the governments of Iraq, Syria and Iran, which are all part of a loose Shi'ite alliance pursuing different aims from those of the United States and its allies.(Reporting by Suleiman Al-Khalidi; editing by Ralph Boulton and Adrian Croft)
Syrian Christian town becomes frontline with IS-AFP By Maher al-Mounes-NOV 22,15-YAHOO NEWS
Sadad (Syria) (AFP) - On the outskirts of the Syrian Christian town of Sadad, children play in front of a cannon fired just hours ago in an ongoing battle against the Islamic State group.Soldiers and pro-regime militiamen nearby look on with amusement at the children, who appear oblivious to the fact that their ancient town is now in the sights of the jihadist group.Sadad is majority Syriac Orthodox Christian, and it is believed to be the same town referred to as Zedad in the Old Testament's "Book of Kings".Its ancient churches have been caught in the crossfire before, with regime and rebel forces battling for control of the town in October 2013.Regime forces eventually secured the town, but IS is not far away and many residents have fled." Around 60 percent of the 12,000 residents, particularly the women and children, have fled to other Christian villages in the province, like Fayruza and Yazdal," said Suleiman Khalil, Sadad's mayor."The men are staying behind to defend the town," added Khalil, in his 30s, working a rosary through his fingers as he walked.IS already controls several towns and villages in Homs province, including the famed city of Palmyra, home to ancient ruins that the group has systematically destroyed. It also holds the town of Al-Qaryatain, where its fighters kidnapped hundreds of civilians including Christians, and blew up an ancient monastery.- Just 10 kilometres away -On November 1, the jihadist group reached Maheen, just 10 kilometres (six miles) east of Sadad. They have since fired dozens of mortar shells at Sadad, killing both civilians and local fighters. The advance has left much of the town empty and residents afraid of what may come next."We are afraid of massacres but we are also afraid for our churches because the Islamic State group has already blown up religious monuments in areas it has captured," one local resident told AFP.IS has launched a campaign of destruction against buildings and monuments that fall outside its harsh interpretation of Islam, ranging from Christian churches to Muslim graves, as well as ancient treasures like the temples of Palmyra." We are threatened by Daesh because of our religion," said 22-year-old Hassan, a shopkeeper who has taken up arms to defend Sadad, using the Arabic acronym for the group."They threaten the whole world. We are staying here to defend the town and prevent the tragedies and massacres that happened in other Christian villages from occurring here."Preparing for battle alongside residents are two militias, including a contingent from the so-called Sotoro force (Syriac for protection). The Sotoro is a Syriac Christian militia based in the northeastern province of Hasakeh, which has dispatched some 250 fighters to held defend Sadad.- Photos with Russian advisors -"We came here to be by the side of the regular army and support them in their fight against Daesh," said 26-year-old Sotoro fighter Badie."We're here to defend all Syrians in general, and our Christian brothers in particular," he added. He said IS would "commit massacres" if it was able to enter the town."We are ready to repel any offensive," he said confidently. The Sotoro forces fight alongside villagers as well as gunmen from the "Eagles of the Storm," an armed wing of the Syrian Social Nationalist Party, a pro-regime political group.Six of the "Eagles" were killed recently when an IS suicide bomber in a car blew himself up at a checkpoint manned by the force just outside the town.Food for the militiamen is prepared in a large hall near the municipality by volunteers who wear vests bearing the logo "Contributed by the Youth of Sadad."Syrian army troops are mostly stationed outside the town, where Russian forces are also present, according to local sources. The Russians are mostly present in an airport between Maheen and Sadad, with a military source describing them as "advisers" assisting Syrian forces in their bid to recapture Maheen. They have also made appearances inside Sadad, with some treating them like celebrities."The Russian advisers have been seen in town and some people have taken pictures with them as souvenirs," one resident told AFP, holding up his own photo as evidence.
Assad says Syria troops advancing thanks to Russia strikes-AFP-NOV 22,15-YAHOONEWS
Damascus (AFP) - Syrian government troops are advancing on "nearly every front" thanks to Russian air strikes that began in September, President Bashar al-Assad said in an interview released Sunday. The embattled president also said he favoured new peace talks to be hosted in Moscow, but stressed that the Syrian conflict could not be resolved without "defeating terrorism".In the interview with Hong Kong- based Phoenix television, Assad said the situation in Syria had "improved in a very good way" since Russia began air strikes on September 30."Now I can say that the army is making advancement in nearly every front... in many different directions and areas on the Syrian ground," he said, speaking in English.Russia is coordinating its air strikes with Damascus, unlike the US-led coalition fighting the Islamic State group, which Assad and his government criticise as ineffectual. The army has made minimal progress on the ground, according to groups monitoring the war, though the Russian strikes have reportedly boosted morale among government troops and supporters.Moscow has also sought a leading role in a political resolution to the conflict, participating recently in high-level talks in Vienna with other world powers in a bid to create a framework for peace.Talks there earlier this month produced a framework for the creation of a transitional government, a new constitution and elections within 18 months. But there was no agreement on the fate of Assad, whom the opposition and their backers want gone, but allies such as Iran and Russia say should be allowed to run in new elections if he wants.- 'Defeating terrorism' -Assad said it was "my right" to run in new elections but it was "too early" to say if he intended to."(It) depends on how my feeling is regarding the Syrian people. I mean, do they want me or not?""You cannot talk about something that's going to happen maybe in the next few years," he said.Assad said he backed Moscow's efforts to organise new dialogue between the regime and opposition in a "Moscow 3" conference, but insisted a political solution could only be achieved with the defeat of "terrorism"."We need to make the dialogue, but the concrete steps should follow at least a major defeat of the terrorists and the government takes control of a major area that has been captured by the terrorists," he said. The Syrian leader said it would take "maximum of two years" to produce a new constitution and hold a referendum on it.Assad's government considers all those who oppose his regime "terrorists," and has framed the conflict that began with anti-government demonstrations in March 2011 as a "war on terror".He accuses the West and other backers of the opposition of sponsoring extremism, and said the West had exploited a photograph of a young Syrian refugee child, Aylan Kurdi, found dead on a Turkish beach."That photo was used as propaganda by the West," he said, accusing opposition backers of driving Syrians abroad by sponsoring "terrorism" and levying sanctions on Syria."This boy and... other children suffered and died and are being killed because of the Western policies in this world, in this region," he said.
Female suicide bombers in Cameroon attack that kills eight-Reuters By Sylvain Andzongo-NOV 22,15-YAHOONEWS
YAOUNDE (Reuters) - Four civilians were killed in northern Cameroon on Saturday in a suicide bomb assault by suspected Boko Haram militants in which three female attackers and one man blew themselves up, security sources said. The attack on the village of Nigue, a suburb of Fotokol town, is the latest of many the Islamist militant group has mounted in Cameroon, Chad, Niger and Nigeria this year. The U.N. refugee agency said last month the attacks were turning the border region near Lake Chad into a war zone."The first kamikaze detonated his bomb in the house of the traditional chief of Leymarie. Five people died including the bomber," said a senior Cameroonian military official who declined to be named. Leymarie forms part of Nigue."Several minutes later, three female bombers exploded their bombs close to the initial site but they didn't kill anyone else because they acted too quickly," the official said, adding that around a dozen people were also wounded.Boko Haram has waged a six-year campaign for an Islamist state in northeastern Nigeria. Neighbouring countries joined an offensive against the group this year and the conflict spilled across their borders, displacing tens of thousands of people.Boko Haram used Cameroon's impoverished Far North to stockpile supplies and recruits until the government cracked down last year.Cameroon is also in an 8,700-strong regional force led by Nigeria against the militants, expected to be operational by the end of the year. The United States is sending military supplies and troops to the central African country to aid the fight.(Reporting by Sylvain Andzongo; Writing by Matthew Mpoke Bigg; Editing by Ralph Boulton)

Jordan's King Abdullah to discuss war on Syria militants with Putin-Reuters By Suleiman Al-Khalidi-NOV 22,15-YAHOONEWS
