Israel court delays razing settler synagogue fearing reprisals-AFP-NOV 4,15-YAHOONEWS

Jerusalem (AFP) - Israel's High Court on Wednesday said it agreed to briefly postpone demolition of a settler synagogue and seminary built on Palestinian land, after police requested a delay on security grounds. The court ruled last year that the building in Givat Zeev, northwest of Jerusalem, must be pulled down by November 5, 2015 and around 200 young men set up barricades around it early Wednesday in a bid to stop the order being carried out, an AFP photographer at the scene said.Police on Tuesday took the rare step of asking for a delay in demolition, saying that deploying security forces to enforce the operation would be a drain on manpower at a time of almost daily Palestinian attacks and clashes.A motion filed on behalf of the police by the state attorney's office cited potentially "significant consequences on the security of Jerusalem", as well as the danger of reprisal attacks by Jews.A court statement said it was extending the deadline for 13 days, while rejecting a request for a three-week postponement."The judges... are not making light of the professional assessments of the police and concerns about civil disturbances on the part of extremists," it said."At the same time the grounds given do not justify further postponement of execution of the judgment," it said. "Demolition will be carried out no later than 17/11/2015."Graffiti was found Wednesday on the walls of the court building in Jerusalem, reading, "Don't destroy a synagogue," and "We want a Jewish state".The slogans were roundly condemned by Israeli politicians, including Justice Minister Ayelet Shaked of the far-right Jewish Home party."Crossing moral red lines and vandalism are unacceptable," she said in a statement. "Debasing state institutions will not advance any goal and should be condemned."Israeli legal rights group Yesh Din, which represents the Palestinian landowners, said that religious sensitivity should not be exploited to legitimise wrongdoing."While the demolition of a synagogue is indeed regrettable, a place of worship should not become a symbol of land theft," it said in a statement.Advocates of the synagogue accuse the court of being eager to demolish a structure used by settlers while stalling demolition of Palestinian militants' homes.

RISHON LEZION, Israel (AP) — Twenty-five-year-old shopkeeper Darya Zelenkov was working her shift in a downtown clothing shop in this central Israeli city when she was startled by a knife-wielding Palestinian trying to burst in. The quick-thinking saleswoman quickly slammed the glass door in his face."I looked him straight in the eye. He had this lost look about him," said Zelenkov. "Until yesterday I thought all the troubles were 'there.' I thought it had nothing to do with me."After years of relative quiet in major Israeli cities, a seven-week burst of violence has brought the Palestinian issue to the country's heartland and pushed the long-festering conflict back to the forefront of the national agenda. Disillusioned by years of failed negotiations and a controversial withdrawal from the Gaza Strip, most Israelis appear to want to create more distance and separation from their Palestinian neighbors rather than revive peace talks.Ami Ayalon, a former head of Israel's Shin Bet security service and current fellow at the Israel Democracy Institute, said despite the fear and anger, the unrest is having some unexpected results. He cited a recent poll showing more than three-quarters of Israelis ready to hand over Arab-majority neighborhoods of Jerusalem to a future Palestine, in contrast to the government position that the city must remain unified."People only get it when things are very sad," Ayalon said. "You can't ignore the situation. People are ready to give up a lot just to make it stop."Such findings raise the unsettling question of whether Palestinian violence works.Twenty years of on-again, off-again peace talks have yielded no solution to the conflict, partly because militant attacks frequently derailed them. But the first Palestinian uprising in the 1980s is widely seen as having hastened Israel's decision to allow limited Palestinian self-rule in the West Bank, and rocket and mortar fire on Israeli settlements in the Gaza Strip was a key factor behind the decision to pull out in 2005.Israeli cities were frequent targets of violence during the second Palestinian uprising in the early 2000s, when suicide bombers blew up buses and struck crowded restaurants throughout the country. But when the violence subsided, residents in central Israel largely put the conflict out of mind, trying to enjoy the comforts of what is known as the Tel Aviv "bubble."While Israeli leaders have blamed the latest violence on Arab incitement, Palestinians say this Israeli sense of complacency is a key reason for the unrest. They say Israelis cannot ignore them, and that nearly 50 years of military rule and a lack of hope for gaining independence are driving young Palestinians to desperate acts.With the attacks migrating away from traditional hotspots in and around the Palestinian territories to a normally quiet city like Rishon Lezion, situated on Israel's coastal plain, it is becoming increasingly difficult for average Israelis to look away. Several attacks have been carried out by members of Israel's Arab minority, who make up 20 percent of the population. They have full citizenship but face discrimination, particularly when it comes to housing and employment.Standing next to a pile of shattered glass from Monday's melee, Zelenkov, 24, said the new reality has made her far more suspicious of Arabs and no more sympathetic. "Their problems don't interest me," she said. "Those who don't attack aren't attacked either."It's a sentiment shared by much of mainstream Israel. Polls consistently show a majority of Israelis still believing in the need for a two-state solution, but often on terms the Palestinians have been unwilling to accept.They point to two peace offers — in 2001 and 2008 — that were either rejected or ignored by the Palestinians, as evidence that a deal is impossible. The bitter experience of Israel's unilateral withdrawal from the Gaza Strip, which paved the way for the Hamas militant group to seize power in 2007, has deepened suspicions.Yet many still believe that Israel must somehow figure out a way to separate from the Palestinians."Let them have a state," said Limor Abu-Hatzeira, a 47-year-old clerk in a Rishon Lezion clothing store just down the street from where three Israelis were stabbed, "so long as they leave us alone and let us live in peace."The Palestinians seek a state in the West Bank, Gaza Strip and east Jerusalem — areas captured by Israel in the 1967 Mideast war.Israeli leftists have long said that the establishment of a Palestinian state is the only way to preserve the country's Jewish majority. The alternative would be a binational state in which Arabs eventually outnumber Jews, which would force Israel to choose between being a Jewish or democratic state.They say the current violence, concentrated in Jerusalem and the West Bank where Israelis and Palestinians live in close proximity, gives a glimpse of what a one-state reality would look like.The tensions erupted in mid-September over conflicting claims to a sensitive Jerusalem holy site and have since spread to the rest of the country. Hours later, another Palestinian attacker stabbed a 70-year-old Israeli man in Netanya, a coastal city far from the front-lines of the conflict. Some half-dozen other Israeli cities have also seen attacks.The attacks have triggered angry calls for revenge that have turned violent in several instances. In security camera footage, a stream of Israelis is seen hopping over the collapsed elderly woman in pursuit of the attacker, who police later had to rescue from the angry mob.The victim's granddaughter, Sagit Bracha-Eisenkot, said she was horrified that no one in the video stopped to help her wounded grandmother."People talk about Israeli society, how it is unified in times of crisis. OTTAWA (Reuters) - Harjit Sajjan, a former police officer and veteran of three military deployments to Afghanistan, was named Canada's new minister of defense on Wednesday, bringing first-hand expertise to one of the country's top cabinet positions.Sajjan will oversee an anticipated change in Canada's military involvement in the battle against militants in Syria and Iraq. Newly sworn-in Liberal Prime Minister Justin Trudeau has already said he wants to end Canada's air strikes in the region in favor of providing humanitarian help.Born in India and elected to Parliament for the first time in last month's election, Sajjan is illustrative of the younger, more diverse cabinet Trudeau had aimed to create.Outgoing Conservative defense minister Jason Kenney had taken a hardline stance on security, saying Canada needed to be fighting against Islamic State militants to prevent them from becoming a threat to Canada.The issue has been at the forefront in the last year since a gunman killed a soldier and stormed Canada's Parliament last October.Sajjan is a Lieutenant-Colonel in Canada's armed forces and was deployed to Kandahar, Afghanistan and Bosnia-Herzegovina. Morneau will be in charge of setting the government's budget so that they don't run deficits more than $10 billion, as they promised in the campaign, and keeping a close eye on the economy to make sure the Liberals can meet a promise to balance the books by the end of their four-year mandate.Minister of Justice and Attorney General Jody Wilson-Raybould: The federal government is running out of time to craft new right-to-die laws after the Supreme Court of Canada struck down the existing provisions earlier this year. Wilson-Raybould will have to oversee that legislation and how the government goes about legalizing marijuana.Minister of Public Services and Procurement Judy Foote: Foote is in charge of one of the largest departments in the federal government and some of its biggest procurements, including replacements for the aging CF-18 fighter jets. The Liberals vowed not to buy the F-35, but also promised an open competition.Minister of International Trade Chrystia Freeland: As one of the last acts in government, the Conservatives signed on to the Trans-Pacific Partnership, a massive trade pact with Pacific Rim countries. Trudeau said on the campaign trail that he wanted to read the agreement before taking a stance on it; whatever the stance, it will be up to Freeland to handle the fallout.Minister of Health Jane Philpott: The provinces have direct responsibility for health care, but rely on the federal government for funding. Philpott will be talking with the provinces who want more money and commitments that funding will rise higher under the Liberals than under the Conservatives.Minister of Families, Children and Social Development Jean-Yves Duclos: Replacing the universal child care benefit with a new, income-tested benefit for families with children will be top on Duclos's list of priorities. Minister of International Development and La Francophonie Marie-Claude Bibeau: Despite work to improve maternal and newborn health abroad, the previous Conservative government was criticized for not doing enough on the international aid front. Trudeau said Canada would do more on international aid, with Bibeau in charge of those efforts.Minister of Natural Resources James Carr: The previous Conservative government put a heavy emphasis on turning Canada into a natural resources powerhouse. Oil prices remain low and there are still issues surrounding the development of the mineral-rich Ring of Fire region in Northern Ontario.Minister of Canadian Heritage Melanie Joly: The Liberals made promises to increase funding to cultural groups, but also roll back cuts at the CBC. Joly will oversee all that along with now fairly advanced plans to mark Canada's 150th birthday in 2017.Minister of National Revenue Diane Lebouthillier: The Canada Revenue Agency was roundly criticized for auditing charities whose political activities ran against the Conservatives. The Liberals have promised to change that and crack down on international tax cheats. Minister of Veterans Affairs Kent Hehr, also associate minister of National Defence: The Conservatives outraged veterans with the closure of service offices. Hehr will have to repair relationships on the file and find ways to deliver services to veterans young and old.Minister of Environment and Climate Change Catherine McKenna: First challenge for the Ottawa MP happens at the end of the month when international climate change talks in Paris take place with countries ready to set ambitious goals for reducing greenhouse gases.Minister of National Defence Harjit Singh Sajjan: Canadian fighter jets and soldiers remain at war with the so-called Islamic State in Iraq — a military commitment the Liberals have vowed to end with Sajjan, who served three tours of duty in Afghanistan, to oversee the withdrawal.Minister of Employment, Workforce Development and Labour MaryAnn Mihychuk: The Liberals have promised to create tens of thousands of jobs for young people and repeal laws that required unions to disclose finite details of their spending — two issues that Mihychuk will have to oversee in this newly created portfolio.Minister of Infrastructure and Communities Amarjeet Sohi: A cornerstone of the Liberal plan to grow the economy was to spend an extra $16.9 billion over the next four years on infrastructure across the country that include public transit, social infrastructure and "green" environment.Minister of Democratic Institutions Maryam Monsef: The Liberals promised that last month's federal election would be the last under the first-past- the-post system. Monsef will have to oversee what will take over in its place, such as a ranked ballot or proportional representation.Minister of Sport and Persons with Disabilities Carla Qualtrough: Overseeing Sport Canada, Qualtrough will keep an eye on the purse strings that have helped turn Canada into a more competitive nation at the Olympics and other international competitions, but also make sure that there are opportunities for all Canadians to participate in sports.Minister of Fisheries, Oceans and the Canadian Coast Guard Hunter Tootoo: Fishing is a major employer on two of Canada's coasts while the Canadian Coast Guard is responsible for all three coasts. Tootoo will have to oversee ways to improve search and rescue response times, keep fisherman happy and employed, and the annual seal hunt.Minister of Science Kirsty Duncan: The Liberals vowed that decisions around the cabinet table would be based on science and research. They also promised to bring back the mandatory long-form census that could be in place in time for the next national census in 2016.Minister of Status of Women Patricia A. Hajdu: It has been five decades since a royal commission on the status of women identified a slew of hurdles women faced to full political, legal and workplace participation. Hajdu will have to see what still needs to be done in Canada, and also be an advocate for women's rights on the world stage.Minister of Small Business and Tourism Bardish Chagger: Trudeau caused waves in the election campaign when he said a large number of small business tax filers were really wealthy Canadians incorporating to take advantage of the lower tax rate. The Liberals plan to reduce that rate further and Chagger will have to handle how to make that happen with new rules Trudeau wants to make sure the country's top earners aren't using the small business tax rate as a tax shelter.

WASHINGTON (Reuters) - Moscow's military force in Syria has grown to about 4,000 personnel, but this and more than a month of Russian air strikes have not led to pro-government forces making significant territorial gains, U.S. security officials and independent experts said.Moscow, which has maintained a military presence in Syria for decades as an ally of the ruling Assad family, had an estimated 2,000 personnel in the country when it began air strikes on Sept. 30. The Russian force has since roughly doubled and the number of bases it is using has grown, U.S. security officials said.The Russians have suffered combat casualties, including deaths, said three U.S. security officials familiar with U.S. intelligence reporting, adding that they did not know the exact numbers.Russia's foreign ministry declined to comment on the size of the Russian contingent in Syria or any casualties it has suffered. It referred questions to the Russian Defense Ministry, which did not respond to written questions submitted by Reuters.The Kremlin has said there are no Russian troops in combat roles in Syria, though it has said there are trainers and advisers working alongside the Syrian military and also forces guarding Russia's bases in western Syria.The only death the Russian government has reported was that of a serviceman who the military said died by suicide. The man's parents have said they doubted this account.The United States has strongly criticized President Vladimir Putin's military intervention in Syria's 4-1/2-year civil war, and President Barack Obama has predicted it could lead to a quagmire for Russia.But Obama has had little success in affecting the conflict himself. Security Council, seen by Reuters on Wednesday, the experts said they were examining the flow of arms into South Sudan and had "credible, independent" reports that both the government and opposition were boosting their supplies.The experts, who monitor U.N. sanctions on South Sudan, said they would provide details shortly. The 15-member Security Council warned in August it was ready to impose an arms embargo on the country if the peace agreement collapsed.A political row between Kiir and his former deputy Riek Machar sparked civil war in late 2013 and reopened ethnic fault lines between Kiir's Dinka and Machar's Nuer people. More than 10,000 people have been killed.Kiir and Machar signed the peace deal in August, but since then both sides have accused one another of attacks, and humanitarian groups have pulled out of parts of the oil-rich country where heavy violence has been reported.The experts said both sides were "persistently failing to implement a permanent ceasefire and failing to agree meaningfully to security arrangements that are requisite for the establishment of the transitional national government."They also said Kiir had taken steps to "undermine the power-sharing formula" that underpins the peace deal by planning to increase the number of states in South Sudan to 28 from 10. Flashes were observed by an American military satellite in the vicinity of a Russian plane that crashed in Egypt over the weekend, but officials cautioned that it was too early to tell what they were, or even if they were connected to the plane.A defense official said there were flashes picked up by satellite infrared sensors -- designed to detect missile launches -- around the same time that the plane was passing over the Sinai Peninsula.The official said that if the flashes are connected to the aircraft, it might indicate that something happened in the air or by the plane's impact on the ground. But there was military activity in the area, so they may not be related, the official said.According to the official, a missile strike was unlikely because no trail was detected by satellite.Meanwhile, an official for the Russian company said the crash could only have been caused by a “mechanical impact” on the plane.Although the plane's black boxes are still being analyzed, Alexander Smirnov, deputy general director of Russian airliner Metrojet, insisted that the Saturday crash could not have been caused by a technical fault."The only explicable cause can be a mechanical impact on the aircraft," Smirnov said, adding "there is no possible combination of system failures that could lead to the aircraft breaking-up in mid-air."The plane's crew completely lost control over the aircraft as the disaster started to unfold," Smirnov added.Egyptian officials say there was no distress call.ABC News aviation consultant Col. Stephen Ganyard, a retired Marine fighter pilot, said it’s too early to rule out anything. “We don’t have any evidence that points us in one way or the other,” he told “Good Morning America” today.The head of Russia's Inter-state Aviation Committee investigating the crash told journalists in Cairo Sunday that the plane broke up in midair, but warned that it was "too early to state a cause for the plane's destruction." CAIRO/MOSCOW (Reuters) - The Russian plane that crashed in Egypt was not struck from the outside and the pilot did not make a distress call before it disappeared from radar, a source in the committee analyzing the flight recorders said on Monday.The source declined to give more details but based his comments on the preliminary examination of the black boxes recovered from the Airbus A321 which crashed in the Sinai Peninsula on Saturday killing all 224 people on board.The Egyptian government said the black boxes were being examined by Egyptian and Russian experts along with German and French specialists from Airbus and from Ireland where the aircraft was registered. It said the search was continuing across the 9-sq-km crash site. Security sources said intelligence agencies had obtained a copy of the passenger list.Russian officials have said the plane, carrying holidaymakers from the Red Sea resort of Sharm el-Sheikh to St Petersburg, likely broke up in mid-air but said it was too early to say what caused it to crash.The first bodies recovered from the wreckage arrived on board a Russian government plane at St Petersburg's Pulkovo Airport, where grieving Russians left piles of flowers.A Reuters photographer saw a white lorry leaving the airport, escorted by police cars, heading for a St Petersburg morgue, where the bodies were to be identified. The Washington Post reports the electromagnetic pulse—or EMP—created by such an event could wipe out electricity for months on end, creating a global catastrophe.That's why the White House released its National Space Weather Strategy on Thursday. According to the Houston Chronicle, the multiagency plan details how the US will prepare for—and deal with—a massive EMP from space weather.The six-step plan requires government agencies, schools, the media, the insurance industry, nonprofits, and more to work together. Back in 1859, a huge solar storm did impact Earth and caused some sparking telegraph lines. The National Academy of Sciences says something like that today could mean a $2 trillion economic hit. Something like that almost did happen in 2012, when NASA says we were nearly hit by two large plasma clouds. "If it had hit, we would still be picking up the pieces," one physicist says. Being close to the ecliptic, there are frequent occultations of the cluster with the Moon and planets. To our superstitious ancestors these were, no doubt, portentious events. Likewise, the apparent annual motion of the cluster would have been highly significant. The heliacal (near dawn) rising of the Pleiades in spring in the northern hemisphere has from ancient times augured the opening of the seafaring and farming season: while its dawn autumnal setting marked the season's end.And also Spring and fall are Bird migration seasons in Israel.It would not surprise me if Israeli wars are not fought around the time of the Pleiades-Orion happenings.The Bible contains three direct references to the Pleiades in Job 9:9 and 38:31, and Amos 5:8, and a single indirect reference in the New Testament. A dramatic green fireball lit up the night sky over Thailand today as it streaked past and exploded.The apparent meteor was captured in several dashcam videos from vehicles in Bangkok just before 9 p.m. local time (9 a.m. ET).It was also reportedly visible in other parts of Thailand.Fireballs are meteors brighter than the planet Venus. The one seen in Thailand was a special kind called a bolide, which explodes in a bright flash after streaking across the sky.Fireballs are known to be produced at high rates during some years by the Taurid meteor shower, which takes place each October and November.According to the American Meteor Society, 2015 may be a year with an unusual number of Taurid fireballs, which peak Oct. 29 to Nov. 10. That's because the Earth is thought to be passing through a denser than usual field of debris left behind by the Comet 2P/Encke.However, it notes that most Taurid meteors appear to shoot upwards (unlike the fireball seen in Thailand) and not all fireballs seen at this time of year are from the Taurid meteor shower.

CAPE CANAVERAL, Fla (Reuters) - - Independent NASA accident investigators said the U.S. space agency should “perform a greater level of due diligence for major system components” in rockets that deliver cargo to the International Space Station following a 2014 explosion.The recommendation came in the investigators' report on the explosion of Orbital ATK's Antares rocket that destroyed a load of cargo for the space station. It may spur calls for more oversight of NASA's use of commercial contracts to deliver cargo - and soon crew members - to the space station.NASA shared development costs for those programs with its commercial partners, while earlier rockets were fully government-funded.Separate accident investigations are underway to determine the cause of a SpaceX Falcon 9 rocket failure on June 28, 2015, which claimed another load of station cargo.NASA hired both Orbital and privately held Space Exploration Technologies, or SpaceX, to fly cargo to the station after the space shuttles were retired. The U.S. space agency is working on a similar program with SpaceX and Boeing to fly crew.Orbital, in a report obtained by Reuters from the Federal Aviation Administration on Tuesday, said the Oct. 28, 2014 Antares explosion was most likely caused by an engine manufacturing defect, while NASA said it could also have been caused by a design issue or debris in the engine.Both investigations said a fire and explosion in the rocket engine’s liquid oxygen turbopump caused the booster to fail about 14 seconds after liftoff from Wallops Island, Virginia. Orbital said the cause of the failure was most likely a manufacturing defect in a turbopump in one of the rocket’s two AJ-26 engines, a Soviet-era motor refurbished and resold by Aerojet Rocketdyne Holdings Inc .Aerojet in September paid Orbital $50 million to settle the dispute.Orbital plans to replace the AJ-26 engines with a new Russian-made engine manufactured by Russia's NPO Energomash. First flight of the refurbished Antares is expected in 2016.The use of Russian engines is controversial – they have been banned from use in rockets carrying military payloads – but analyst Marco Caceres, with Teal Group, says NASA has no choice if they want competition. “We know the Russians build excellent engines, but we don’t know how the quality control is,” he said. “To a certain extent, it’s a moot point because NASA doesn’t have a lot of choices.” The NASA investigators said a manufacturing defect was possible in the Antares case, noting that a defect also was found in a separate AJ-26 engine that exploded during testing in May 2014. But they said it was not clear the defect alone could have caused the explosion.The NASA probe found two other potential causes of the failure: an engine design that made the turbopump “vulnerable to oxygen fires and failures,” and silica and titanium debris found in the engine.The probe said any one of the three potential causes, or a combination of them, could have triggered the explosion.
