Police Spokeswoman Luba Samri said that after stabbing the first two Israelis, the Palestinian, a 19-year-old from the West Bank city of Hebron, tried to enter a clothing shop but a woman in the store slammed a door on him. The Palestinian then went into a cosmetics store and stabbed another man. Bystanders managed to tackle and apprehend the attacker. Police then arrived on motorcycles and detained him.Yitzhak Scharf of Assaf HaRofeh Medical Center said that 80-year-old woman was stabbed in the back and waist and sustained damage to blood vessels and fractured her hip. A 40-year-old man was stabbed multiple times in the chest. Another person was lightly wounded he said.The military said the earlier incident in the West Bank was the third attempted stabbing near the checkpoint between the West Bank and Israel in recent weeks. After soldiers approached two Palestinians at a gas station, one attempted to stab a soldier with a knife before the soldiers shot him, the army said.Forces treated the wounded Palestinian at the scene, the army said, but he died of his wounds. Palestinian officials said he was 16 years old. The other Palestinian was arrested. Nov, 16:48-French president Francois Hollande scored some points with environmentalists on behalf of Europe on Monday (2 November), as he and Chinese president Xi Jinping came out with a declaration on climate change that sees China moving somewhat in Europe's direction.China agreed that a global climate deal, which countries will seek to clinch at a conference in Paris later this year, should include a review mechanism.China and France "are in favour of a comprehensive review to take place every five years to assess the progress made towards the agreed long-term objectives", a statement released by the Elysee said.While the declaration did not specifically say so, according to Hollande the review would provide "the necessary upward revision of the national pledges every five years".The declaration called for 'Paris' to yield an "ambitious and legally binding" deal, which keeps the earth's temperature rise limited to no more than two degrees Celsius. It also noted that both countries see the importance of supporting developing countries financially in sustainable development and climate resilience."What we have just established here in this declaration is a likelihood that the Paris conference will succeed", Hollande said according to international media."That doesn't mean that the Paris conference is definitely going to be a success, but the conditions for success have been laid down in Beijing today", he added.The French leader said his visit to China was "historic, and I weigh my words".The Paris climate change conference will commence in four weeks, on Monday 30 November, with a mini-summit of world leaders including Xi. Oct, 16:12-Government pledges made so far are not enough to avoid irreversible catastrophic damage to the world's climate, but the bottom-up approach to climate diplomacy has yielded better results than ever before, the UN's climate chief Christina Figueres said on Friday (30 October).Figueres made her remarks at a press conference presenting the findings of a UN report aggregating 146 countries' climate pledges, or intended nationally determined contributions (INDCs).“The INDCs have the capability of limiting the forecast temperature rise to around 2.7 degrees Celsius by 2100, by no means enough but a lot lower than the estimated four, five, or more degrees of warming projected by many prior to the INDCs,” said Figueres.Global temperature has risen by around 0.8 degrees Celsius since the industrial revolution. Scientists say that once the rise has hit 2 degrees, there will be no turning back. The tipping point would likely increase the occurrence of extreme weather events such as floods, droughts, and heat waves. Governments around the world promised that they would keep the temperature rise under 2 degrees, but an attempt for a global deal on greenhouse gas reduction failed dramatically in Copenhagen five years ago.One month from now, countries will make a new attempt at a climate deal in Paris.The difference this time is that a bottom-up approach has been chosen."Governments from all corners of the Earth have signalled through their INDCs that they are determined to play their part according to their national circumstances and capabilities,", said Figueres.While initially there was scepticism about whether enough countries would send in their pledges on time for the UN review, there were many last-minute submissions. Two days before the 1 October deadline, only 74 countries of 194 had handed in their INDC. But after the last-minute rush, 119 plans had been handed in for 146 countries (the 28 EU countries had handed in theirs collectively, well on time).The UN-reviewed plans included countries that covered 86 percent of global greenhouse gas emissions.The EU's Joint Research Centre did its own review, including some plans that were handed in after the deadline. It said in its analysis of the plans of 155 countries, or 90 percent of emissions, that if all plans are carried out, the temperature increase would be 3 degrees.France's foreign minister Laurent Fabius, whose country will host the climate talks later this year, said the national plans “enable us to change the situation and lead us away from the worst-case scenario”.He noted that a Paris deal requires setting up “rules for scaling up the ambition set out in the national contributions over time”. Environmentalists were quick to release statements about the report, mixing cautious optimism combined with a call for more action.“While the current pledges are inadequate, they're still enough to send a clear signal to investors that the age of fossil fuels is over”, said the anti-fossil fuel movement 350.org.“ Almost all countries have joined the race to set climate targets, because political leaders can no longer afford to ignore the benefits of the transition away from fossil fuels”, said Climate Action Network Europe, adding that “the pledges are not bold enough yet”.Next month, Fabius will host a ministerial meeting in Paris from 8-10 November, with the actual two-week climate summit kicking off on 30 November.

The ultimate target is to keep all diesel-powered vehicles built before 2011 out of the French capital."I will not drop the aim of eradicating diesel in Paris by 2020," said Anne Hidalgo, the mayor of Paris, the city which will host the all-important international climate conference, due to start four weeks from Monday (2 November).In a country where 59 percent of cars are still diesel-powered - only Luxembourg and Ireland use more - the ambition is both highly symbolic and seemingly politically risky.Hidalgo, who was elected in 2014, has made climate one of her flagship policies. Reducing traffic and carbon emissions is only the most visible measure of a wider drive to make Paris a leading city in the fight against climate change.Hidalgo is implementing a "climate and energy action plan" launched by her predecessor, Bertrand Delanoe, to update a previous plan adopted in 2007.The aim is to reduce carbon emissions by 25 percent by 2020 compared to 2004, and by 75 percent by 2050. The plan also targets a 25 percent reduction of energy consumption compared to 2004, and 25 percent of energy consumption from renewable energy.-High ambitions-The City of Paris committed to reduce its own carbon footprint, aiming to reduce emissions and energy consumption by 30 percent by 2020 compared to 2004, and to use by that date 30 percent of renewable energy.In addition to road traffic limitations, the climate plan sets targets for an improvement of public transportation, low-energy housing and services, and the development of a green economy and innovation."Globally, it is an interesting document, with quite high ambitions," Charlotte Izard, from the French section of the Climate Action Network (CAN), told EUobserver.Despite Hidalgo's high-profile fight against diesel cars, Izard, however, said that Paris' mayor did not go far enough."There is still much to do, especially as car pollution is an environmental issue, but also more and more a health issue," she said. "Bicycles are relatively little used compared to other European cities, and too little is done to make Paris more pedestrian".And while the action plan is ambitious as far as emissions and consumption reduction is concerned, it is not ambitious enough on adaptation - a place for nature or agriculture in urban areas - Izard pointed out.Izard also lamented the fact that the plan is silent on fossil fuel divestment. "The City of Paris could act on its financial portfolio and divest assets linked to fossil fuels. It could also decide not to invest in new airport infrastructure," she said.-COP21 capital-The climate plan will be revised in 2017, but the main axis of this revision is not yet known. Nor has there been an evaluation of the impact of the measures taken so far.The last official carbon accounting for Paris was published in 2011, before the launch of the current plan, and based on data from 2009.In 2009, two years after the first action plan was launched, carbon emissions were down 2 percent compared to 2004. The main reasons for that reduction, the City of Paris explained, was a decrease in energy consumption in buildings and a a decrease in car traffic.The UN climate change conference (COP21) that is scheduled to take place in the French capital on 30 November-11 December will be a showcase for Hidalgo's ambitions.On 4 December, Hidalgo will host a summit of a thousand world mayors, alongside former New York mayor Michael Bloomberg.Bloomberg is the UN Secretary General's Special Envoy for cities and climate change, and he is leading the Compact of mayors, a coalition of mayors and city officials fighting climate change at a local level.Ahead of the COP21, Hidalgo also organised a summit of 32 European cities in Paris last March. Mayors of cities and capitals committed to "join forces and strengthen the instruments that will lead us towards the energy and environmental transition".-Regional impact on Paris climate-While the COP21 is referred to as the Paris summit or the Paris conference, the discussions themselves will not take place in Paris.It will be in the town of Le Bourget, a dozen kilometres on the other side of the peripherique, the Paris ring road that is also the administrative, political and often cultural limit between Paris and its suburban region.With 2 million inhabitants living on 105.4 square kilometres, the city of Paris represents only a small part of the 12,012 square kilometre Ile de France region, where 12 million people live - 19 percent of the whole French population.When it comes to climate policies, actions undertaken by the City of Paris can only have a limited impact if they are not coordinated with or supported by the rest of the region. And in return, actions taken, or lack thereof, by local authorities around Paris can have an impact in Paris, like air pollution." Even if there is a dialogue between Paris and other authorities, there is currently no common climate action plan," an official from one authority told EUobserver. "We try to have meetings ahead, but each authority makes its own decision."Eight action plans have been launched by local authorities in the region in recent years. The Region itself, which is a political entity with an assembly and a president, adopted its own framework in 2012 after it was elaborated with the national government.To complicate matters further, a new entity will be created on 1 January 2016, the Metropole du Grand Paris (Greater Paris Metropolis). It will be comprised of Paris and three of the Ile de France departments.The Grand Paris will be responsible for climate policy, but only from 2017, and will have to set up its own climate action plan. "We do not know how services will be organised or how decisions will be taken," the official said.The new organisation may also impact the implementation of the current plan, when it comes to the link between urban and rural areas."The sources of renewable energies are in rural areas, which are part of the Region but will be outside the Metropolis," Climate Action Network's Charlotte Izard said. A tentative deal has been reached with Ontario's public elementary school teachers, ending a work-to-rule campaign that began in the spring.Ontario Education Minister Liz Sandals and Sam Hammond, president of the Elementary Teachers' Federation of Ontario (ETFO), announced the deal separately late on Monday afternoon. "The process to get to the tentative agreement has not always been easy, but I want to thank everybody for coming together," Sandals said at a news conference. The elementary teachers union said it is advising its members to suspend their work-to-rule action. The union's 78,000 members started a work- to-rule campaign in May that they escalated near the beginning of the school year and again last month when they withdrew from extracurricular activities.The deal means the Liberal government doesn't have to follow through on its threat to dock the pay of teachers on administrative strikes.The province had said those teachers would face reduced pay if their work-to-rule campaign did not end by Nov. 1. That deadline passed with no word from the government, as talks continued through the weekend.Sandals said Monday the deadline appeared to "facilitate" talks. The deal "will ensure that students and teachers across Ontario remain in the classroom," Sandals said.Terms of the agreement were not disclosed, pending ratification by union members. But Sandals said the terms such as salary, are similar to those for English Catholic and public school teachers. Those deals included raises of 1.5 per cent plus another one-per-cent bonus.Sandals said the deal also conforms to the Ontario government's "net zero" approach to talks with public labour unions, meaning any salary increases are offset through savings elsewhere,The teachers have been without a contract since August 2014. This was the first round of negotiations under the Liberals' new two-tier bargaining system, with separate central and local talks.Earlier this fall, the province reached deals with other major teachers unions.No deal for OSSTF-Educational support staff represented by the Canadian Union of Public Employees (CUPE) and the Ontario Secondary School Teachers' Federation (OSSTF) have waged similar work-to-rule campaigns and faced the same deadline. Their members include custodial staff, office administrators, early childhood educators, tradespeople, library technicians and speech pathologists.The government earlier in the day reached an agreement with CUPE, but Sandals said the province has no deal with the OSSTF.She said those workers could now have their pay docked by up to 10 per cent, though she stressed that decision rests with local school boards and trustees.OSSTF workers will be given five days' notice if their pay is to be docked. The earliest such pay cuts could take effect is next Monday, Sandals said."Job action is negatively impacting our students, schools have become increasingly dirty, and we're increasingly concerned about the health, safety and well-being of our students," she said. Wall Street kicked off November with a stock-market rally that helped push the Dow industrials into positive territory as investors brushed off weak manufacturing data and focused instead on a spate of deals and earnings.“With the little bit of merger activity, investors are getting excited by a November-December rally,” said Paul Nolte, portfolio manager at Kingsview Asset Management.“Even though the [Federal Reserve] is talking about raising rates, global money is still very easy,” Nolte said, referring to investors’ worries that a move by the U.S. central bank to end easy-money policies which have helped fuel the yearslong stock rally would sap market momentum.The S&P 500 SPX, +1.19%  rose 24.69 points, or 1.2%, to close at 2,104.05 with all 10 main sectors trading higher. It is the S&P 500’s first close above 2,100 since Aug. 17.The bulk of gains on the index were coming from the health-care sector, which climbed 2%, thanks to a jump in biotechnology stocks. Energy shares also rallied 2.4% after oil prices recovered earlier losses.The Dow Jones Industrial Average DJIA, +0.94%  closed up 165.22 points, or 0.9%, at 17,828.76, for a fractional gain on the year. THS, -5.60% which closed 5.6% lower, said it would acquire ConAgra Foods Inc.’sprivate-brands business for $2.7 billion. ConAgra CAG, +0.89%  shares finished 0.9% higher. Meanwhile, Visa Inc. V, -3.04% said it would buy Visa Europe in a deal valued at up to 21.2 billion euros, or $23.4 billion. Visa just missed earnings estimates as it reported ahead of the bell on Monday. Visa shares fell 3%.The M&A news hasn't gone unnoticed among market participants. “[I]t is hard not to notice the M&A frenzy which has seen total deal value reaching levels last seen in 2007. With two months left to go, our view remains largely unchanged as we see limited upside on the overall indices, but find opportunities on the stock level,” wrote Jonathan Krinsky, chief market technician at MKM Partners.In economic news U.S. manufacturing grew in October at the slowest rate in more than two years, a survey of executives found. The final reading on U.S. Markit Purchasing Managers’ Manufacturing index came in at 54.1 in October as expected. Meanwhile, construction spending climbed modestly in September.That weakness puts the Fed in a bit of a bind because it has never hiked rates when manufacturing growth was this low, said Peter Boockvar, chief market analyst at The Lindsey Group, in emailed comments.

FRANKFURT - The European Central Bank says Greece's battered banks need 14.4 billion euros ($15.8 billion) in fresh money to get back on their feet and resume normal business.The figure announced Saturday is the result of an ECB review of Greece's four main banks following an agreement on the troubled country's third bailout: 86 billion euros ($94.6 billion) from other eurozone governments in August. The review is an important step toward ending limits on bank customer withdrawals and transfers that continue to hamper businesses as the Greek economy struggles to recover.The banks — Alpha Bank, Eurobank, National Bank of Greece and Piraeus Bank — now must submit plans to raise the money to boost their capital buffers against future financial turmoil and losses. Part of that capital could come from private investors; what can't be raised from investors would come from bailout funds.The financial hole the ECB found is smaller than originally feared. The bailout provided for up to 25 billion euros ($27.5 billion) to fix the banks.Greece is racing to bail out the banks before year end, when new European bank bailout rules take effect that would require seizing deposits over the 100,000-euro ($110,000) limit on deposit insurance. Frankfurt (AFP) - Four major Greek banks must find up to 14.4 billion euros ($15.8 billion) to survive potential economic shocks, the European Central Bank said, releasing the results of an in-depth financial health check.Weakened after years of recession, Greece's banks took a further battering this year when the government pushed the country to the brink of a euro exit in a standoff with Berlin and Brussels over the terms of Greece's international bailout.While less than anticipated under the new aid package -- Greece's third since 2010 -- the big four banks now have until Friday to explain how they will plug the capital hole on their balance sheets.Greece's Alpha Bank, Eurobank, the National Bank of Greece and Piraeus Bank were all submitted to a health check by the ECB known as a "comprehensive assessment".The health check comprises an asset quality review and a forward-looking stress test aimed at assessing "the specific recapitalisation needs of the individual banks" under Greece's current economic adjustment programme." Overall, the stress test identified a capital shortfall across the four participating banks of 4.4 billion euros, under the baseline scenario, and 14.4 billion euros under the adverse scenario," the ECB said.That is less than the 25 billion euros earmarked for the recapitalisation of the four major banks in the 86 billion euro bailout package agreed between Greece and its creditors this summer.Piraeus was the weakest, with an anticipated shortfall of nearly five billion euros in an adverse scenario.The banks have until November 6 to submit plans showing how they plan to cover their shortfalls, as part of a recapitalisation process to be completed before the end of the year.Raising fresh capital would "result in the creation of prudential buffers at the four Greek banks, which will improve the resilience of their balance sheets and their capacity to withstand (a) potential adverse macroeconomic shock," the ECB added.- Recapitalisation begins -Any capital increase would be the third for Greece's banks since the country got its first international bailout in 2010, and come ahead of new more stringent rules for European banks come into force in January.On Friday, the Greek government submitted draft legislation to parliament paving the way for the recapitalisation process to begin on Monday.Finance Minister Euclid Tsakalotos on Saturday praised the results of the stress tests and said he was "optimistic" over the process.An ECB official said in a conference call: "Private investors' contributions are expected to play a significant role in the capital-raising process by means of taking common shares."But if the private sector response is not sufficient, "the banks will enter into resolution," the Greek finance ministry said earlier.Analysts say Piraeus is the most exposed to bad loans because it has been a top lender to small and medium-sized Greek businesses that have particularly suffered under years of recession.The bank on Saturday said it took bad loan provisions of 2.121 billion euros in the January-to-September period, down from 3.197 billion euros in the same period last year.It reported a net loss of 635 million euros in the period, down 61 percent from last year.The National Bank of Greece, meanwhile, reported a net loss of 1.614 billion euros for the second quarter, with provisions for bad loans in Greece soaring to 2.3 billion euros from 323 million in the first quarter.Eurobank noted in a press release that it was ranked "as the Greek bank with the lowest, and fully manageable, capital needs under the... adverse scenario (reflecting) the soundness of the strategy we have been consistently implementing."

SHARM EL-SHEIKH, Egypt (AP) — A Russian passenger airliner crashed Saturday in a remote mountainous part of Egypt's Sinai Peninsula 23 minutes after taking off from a popular Red Sea resort, killing all 224 people on board, including 25 children.The cause of the crash was not known, but two major European airlines announced they would stop flying over the area for safety reasons after a local affiliate of the extremist Islamic State group claimed it "brought down" the aircraft. Russia's transport minister dismissed that claim as not credible.Almost everyone on board the Airbus-A321-200 operated by the Moscow-based Metrojet airline was Russian; Ukraine said four of its citizens were passengers. Russian officials did not give a specific breakdown of the 217 passengers' ages and genders, but said 25 were children. There were seven crew members.A civil aviation ministry statement said the plane's wreckage was found in the Hassana area some 70 kilometers (44 miles) south of the city of el-Arish, in the general area of northern Sinai where Egyptian security forces have for years battled local Islamic militants who in recent months claimed allegiance to the Islamic State group.The ministry said the plane took off from the resort city of Sharm el-Sheikh shortly before 6 a.m. for St. Petersburg in Russia and disappeared from radar screens 23 minutes after takeoff. Egyptian Prime Minister Sherif Ismail toured the crash site and later told a Cairo news conference that 129 bodies had been recovered.Photos from the site released by his office showed the badly damaged sky blue tail of the aircraft, with the Metrojet logo still visible. In the background, heaps of smoldering debris dotted the barren terrain.One photo showed a member of the search team holding the flight recorder, or black box, which Ismail said would be scrutinized as investigators try to determine what caused the crash. Russian investigators were expected to arrive in Egypt on Sunday.Natalya Trukhacheva, identified as the wife of co-pilot Sergei Trukachev, said in an interview with Russian state-controlled NTV that her husband had complained about the plane's condition.She said a daughter "called him up before he flew out. He complained before the flight that the technical condition of the aircraft left much to be desired."One Egyptian official, Ayman al-Muqadem of the government's Aviation Incidents Committee, said that before the plane lost contact with air traffic controllers, the pilot had radioed and said the aircraft was experiencing technical problems and that he intended to try and land at the nearest airport.It was impossible to independently confirm whether technical problems were to blame, and no other Egyptian official repeated the claim on Saturday.In a statement on its website, Metrojet said the A321-200 aircraft was in good shape and that the pilot was experienced. Based on our contacts with the Egyptian side, the information that the airplane was shot down must not be considered reliable," Sokolov said, according to a report by the Interfax news agency.An English-language statement issued by the office of Egyptian President Abdel-Fattah el-Sissi spoke of Russian leader Vladimir Putin commending the efforts made by authorities in Egypt "to uncover the circumstances surrounding the incident."Militants in northern Sinai have not to date shot down commercial airliners or fighter jets. There have been media reports that they have acquired Russian shoulder-fired, anti-aircraft missiles. But these types of missiles can only be effective against low-flying aircraft or helicopters. The Russian airliner was cruising at 31,000 feet when it lost contact with air traffic controllers, according to Egyptian aviation officials.In January 2014, Sinai-based militants claimed to have shot down a military helicopter; Egyptian officials at the time acknowledged the helicopter had crashed, but gave no reason.But two major European airlines — Germany's Lufthansa and Air France — were not taking any chances. Both announced Saturday they would immediately stop flying over Egypt's Sinai Peninsula for safety reasons until the cause of the crash was determined. Their aircraft would take alternate routes to reach destinations in the region.Spokeswomen for the airlines spoke anonymously in line with their respective companies' regulations.Egypt's foreign minister, Sameh Shukri, warned "foreign" countries that he did not identify against taking measures that reflect speculations on the cause of the crash. "That will impact the Egyptian economy and lead to damages. These nations must consider this as well as their relations with Egypt," he said.Friends and relatives of the crash victims were gathering Saturday at a hotel near St. Petersburg's Pulkovo airport. Psychologists were meeting with them in a large conference room off the lobby and police kept journalists away. Some left the room occasionally, looking drawn with tear-stained faces.Yulia Zaitseva was one of them. She said her friends, newlyweds Elena Rodina and Alexander Krotov, were on the flight. Both were 33. Zaitseva said Rodina, her friend for 20 years, "really wanted to go to Egypt, though I told her, 'Why the hell do you want to go to Egypt?'""She was a very good friend who was ready to give everything to other people. To lose such a friend is like having your hand cut off," Zaitseva said, adding that Rodina's parents feel "like their lives are over."Russian airlines became infamous for poor safety in the early years following the 1991 collapse of the Soviet Union, which caused severe financial troubles and regulatory disorder. Although accidents have diminished in recent years, crashes persist, many of them blamed on human error.According to Russian news agencies, the flight was chartered by the St. Petersburg-based Brisco tour company. A Russian jet crashed in Egypt could have been downed by an ISIS bomb-It follows the revelation the plane broke up in mid-air over Egypt and there was no distress call from the pilot, making it less likely a mechanical failure was the cause of the disaster.Debris was also scattered over miles of desert, it has been claimed, backing up the theory there was a major explosion.Experts have also pointed out photos of the wreckage show the skin of the jet peeling outwards suggesting a force from inside the plane being responsible. The terror group claimed it shot down the Metrojet aircraft on Saturday but officials insist it was flying too high to be hit by a missile.Russia’s transport minister has dismissed claims an ISIS-affiliate in the region was responsible but French experts are claiming terrorists may have placed the bomb on the plane that crashed over Sinai.An Egyptian official in the civil aviation ministry said it was possible the plane was brought down by an explosive planted onboard.Abdel Fattah al-Sisi, Egypt's president last night said it was too soon to tell the cause and that an "extensive and complicated technical study" was needed.But Egypt's civil aviation minister Hossam Kamal added: "Up until the crash happened, we were never informed of any faults in the plane, nor did we receive any SOS calls."It comes as tragic pictures emerged of Russia's day of mourning, as ISIS militants released a chilling video of the doomed plane breaking up 31,000 feet in the air, killing all 224 people on board.Heartbreaking photographs have emerged showing emotional Russians as they lay flowers at the Pulkovo airport in St Petersburg and light candles in one of the city's Orthodox church.Mourners light candles and place flowers in central St Petersburg in memory of the dead-The Russian National flag has also been flown half-mast on the top of the Russian government house and Senate building in Kremlin.It comes as ISIS jihadis released a dramatic video, which they claim prove the blood-thirsty terrorists did shoot down the doomed airliner. Chilling footage appears to show the Airbus A-321 jet as it falls through the air, before it seems to explode and engulfs into a ball of smoke and flames.ISIS jihadis insist they took down the airliner, but on Saturday it was claimed that its co-pilot had complained to family that the aircraft's condition "left much to be desired" shortly before the doomed flight took off. Russian aviation officials say the plane "broke up in the air" - but it was too early to say why.Meanwhile, Terror Monitor, an online terrorist monitoring organisation, said it had received a statement from Islamic State militants claiming responsibility for the attack.The group, which watches terrorist groups around the world, tweeted an image of the Arabic statement and wrote: "#IslamicState (#ISIS) terror group claims downing of Russian aircraft in #Sinai."The unverified statement, written in Arabic, says the flight crash was NOT a technical fault, as reported by security sources.It goes on to say that the attack was "in response to Russian airstrikes that killed hundreds of Muslims on Syrian land". Shocking images also show the mangled wreckage of the doomed airliner and the personal possessions of its passengers strewn across the desert floor. Egyptian Prime Minister Sherif Ismail visited the scene yesterday afternoon, at one point being shown the plane's black box recorder by rescue teams.International airlines have announced they will now reroute their flights to avoid flying over the Sinai area in light of the claims. German company Lufthansa, Air France, Emirates, flyDubai and Air Arabia have all said they will actively blacklist the area until a clear explanation is provided of what caused the crash.A spokesman for the Lufthansa said: "We took the decision to avoid the area because the situation and the reasons for the crash were not clear." The carrier is the owner of budget airline Germanwings, which was at the centre of one of the worst tragedies in aviation history when crazed pilot Andreas Lubitz deliberately crashed flight 4U9525 into the Alps in March this year. Budget airline easyJet today joined the growing list of companies considering boycotting the area, whilst BA fuelled speculation it may soon follow suit. An easyJet spokesman announced the airline is "actively reviewing" the situation in light of the crash, whilst BA said it would "never fly a route unless it's safe to do so". It was also reported in Russian media this evening that the co-pilot on board the plane had complained to his family about its condition.-In an interview with state-controlled Russian news channel NTV Natalya Trukhacheva, the wife of co-pilot Sergei Trukachev, said that the aviator had "complained before the flight that the technical condition of the aircraft left much to be desired"She said her husband made the remarks during a phone call to his daughter in the hours before the flight took off. Egyptian officials initially said that the pilot radioed air traffic control to report a technical problem with the plane just a few minutes into the flight. Russia has announced a criminal inquiry into the airline and earlier police raided its offices to search for clues. But a spokeswoman for Metrojet said: "This plane met all the standards required for our flights. If it had had any technical faults that would have meant it couldn't perform this flight it would not have flown." Last month Moscow launched a bombing campaign against ISIS, which controls vast swathes of Syria and has forced thousands of people to flee the country.Vladimir Putin's bid to wipe out the twisted terror organisation has been so successful that almost a million Syrians are elected to return to their homeland. The translated statement from ISIS read: "The fighters of the Islamic State were able to down a Russian plane over Sinai province that was carrying over 220 Russian crusaders. "They were all killed, thanks be to God."News agency AFP has also reported ISIS has claimed responsiblity for the downing of the jet.The agency reported the statement read: "The soldiers of the caliphate succeeded in bringing down a Russian plane in Sinai."Russian Foreign Ministry spokeswoman Maria Zakharova said on her Facebook page that Russian Embassy personnel in Egypt are working to clarify the situation.The Russian plane was flying from the popular Egyptian holiday resort of Sharm El-Sheikh to the Russian city of St Petersburg.All 224 people onboard the aircraft are believed to be dead.More than 150 bodies, including five children, have already been pulled from the wreckage.There were 217 passengers, including 17 children on the flight.There were also 138 women and 62 men. Three were Ukrainian with the rest Russian.The jet, operated by Russian airline Kogalymavia, also known as MetroJet, was an Airbus A-321 and is said to have fallen vertically, which led to it bursting into flames.Russia's transport minister said claims terrorists caused the Russian plane to crash "can't be considered accurate", though security officials are working on clarification.Russia declared Sunday a day of mourning.Vladimir Putin has launched a severe air strike campaign against Islamic State in Syria over the last couple of weeks.Russian security forces claim to have destroyed 1,600 ISIS targets.Egypt’s North Sinai is home to a two-year-old Islamist insurgency and militants who support Islamic State have killed hundreds of Egyptian soldiers and police in recent months.Egyptian Civil Aviation Minister Mohamed Hossam Kemal said it was "too soon to determine the cause". It is believed most of the passengers travelling on the plane were Russian tourists. There are no reports of British nationals on board.The first pictures of the Russian plane victims have started to emerge, including young children.Russia’s prime minister Dmitry Medvedev tweeted: "I am deeply shocked by the plane crash in the Sinai Peninsula. The tragedy will be thoroughly investigated, the families will receive aid."David Cameron tweeted his condolences to the victims of the Russia plane crash.He wrote: "My thoughts and prayers are with the family and friends of the victims of the Russian plane crash in Egypt and the Bucharest nightclub fire."Russian President Vladimir Putin has instructed officials to go to the crash site to investigate.A statement from the prime minister's office said PM Sherif Ismail had formed a cabinet level crisis committee to deal with the crash.Russia's top Investigative Committee has launched a case against airline Kogalymavia under an article regulating "violation of rules of flights and preparations for them". Initial reports suggested contact had been made with the passenger plane after it went missing but later Egyptian authorities confirmed the tragic news.Russian news sources originally said the captain reported technical faults soon after leaving Sharm el-Sheikh and asked for a route change.However, this was later discounted. Latest reports suggest the fight 7K9268 went off radar 23 minutes after taking off from Sharm el-Sheikh at 5.51am.Mike Vivian, former head of flight operations at the CAA  warned it's a "popular route with Britons".He said: "A321 is a very good aircraft and it has a good safety record."I would be surprised if the aircraft was a factor. It is a small airline and it is difficult to know who the operator was as there are multiple. It looks as if the airline flies only domestic routes in Russia but does go down to Turkey and Egypt."The plane operator Kogalymavia is also known as MetroJet.

ST PETERSBURG (Reuters) - The first bodies from a plane crash in Egypt in which all 224 passengers, most of them Russians, died over the weekend arrived in St Petersburg early on Monday morning aboard a Russian government plane.The crashed Airbus A321 plane, operated by Russian airline Kogalymavia, was carrying holidaymakers from the Red Sea resort of Sharm el-Sheikh to St Petersburg when it crashed in the Sinai Peninsula on Saturday morning.Russian officials have said the plane likely broke up in mid-air but have stressed that it is too early to draw conclusions from this. President Vladimir Putin declared Sunday a national day of mourning.Russian news agencies reported that a first Il-76 Emergency Situations Ministry plane flew into St Petersburg's Pulkovo Airport a little before 6 a.m. local time, carrying 144 bodies.The ministry said the next plane carrying bodies would leave Cairo on Monday evening for St Petersburg. On arrival, the first bodies were loaded onto stretchers and carried into a large white lorry waiting on the runway at Pulkovo Airport.A Reuters photographer then saw the white lorry leaving the airport, escorted by police cars. It was heading for a St Petersburg morgue, where the bodies were to be identified.The identification process was meant to start around 11 a.m. local time.At Pulkovo Airport on Sunday, grieving Russians piled flowers high in memory of their dead compatriots. Mourners in Moscow arranged candles to spell out 7K-9268, the number of the flight that crashed.Russia and other former Soviet republics have poor air safety records, notably on domestic flights.
