BRUSSELS (Reuters) - European Union countries should be required to defend each other given the growing conflicts on their borders, center-right EU lawmakers said on Wednesday, urging governments to consider a collective defense policy similar to NATO.As the EU confronts the failure of its neighborhood policy and faces conflicts in Ukraine and the Middle East, the biggest political grouping in the European Parliament called for an EU equivalent of NATO's Article 5, which considers an attack on one member as an attack against all."The security environment necessitates that European defense stops being a paper tiger and becomes a fully-fledged policy providing equal security ... for all member states," the center-right European People's Party (EPP) said in a policy paper."To the south and east Europe is facing an arc of instability. The expected ring of friends became a ring of fire," it said, referring to the Ukraine crisis with Russia and wars in the Middle East which have displaced millions of people - hundreds of thousands of whom have sought refuge in Europe.While the EPP paper is only a proposal, it reflects the growing debate in Brussels over whether the European Union, an economic and trading powerhouse, should pay a greater role in global security and rely less on the United States.Despite falling defense budgets, EU governments have only limited cooperation between their armed forces. UNITED NATIONS/PARIS (Reuters) - France said it was "curious" that Russian air strikes in Syria on Wednesday had not targeted Islamic State militants and a diplomatic source added that Moscow's action appeared aimed at supporting President Bashar al-Assad against other opposition groups in the country's civil war.The diplomatic source said it was in line with Russia's stance that until there was a viable alternative to Assad, Moscow would not drop its support for him in the war that began in 2011 after a government crackdown on anti-Assad protests."Russian forces struck Syria and curiously didn't hit Islamic State," Defence Minister Jean-Yves Le Drian told lawmakers in Paris.A French diplomatic source said the strikes, which seemed to have been carried out near Homs, an area crucial to Assad's control of western Syria."It is not Daesh (Islamic State) that they are targeting, but probably opposition groups, which confirms that they are more in support of Bashar's regime than in fighting Daesh," the source said, speaking on condition of anonymity.France has in the past trained and equipped Syrian rebels who have been vetted by its intelligence services and are deemed not to be linked to Islamist groups. It has also taken part in U.S. training programs, officials have said, and supports the Western-backed Syrian National Coalition.In response to the Russian attacks and its proposals for a U.N. MOSCOW/WASHINGTON (Reuters) - Russia launched air strikes in Syria on Wednesday in the Kremlin's biggest Middle East intervention in decades, but Moscow's assertion that it had hit Islamic State was immediately disputed by the United States and rebels on the ground.The air strikes plunged the four-year-old civil war in Syria into a volatile new phase as President Vladimir Putin moved forcefully to assert Russian influence in the unstable region.The attacks also raised the dangerous specter of Washington and Moscow running air strikes concurrently and in the same region, but without coordination.U.S. Defense Secretary Ash Carter said he had directed U.S. military officials to meet with their Russian counterparts "as soon as possible" to discuss ways to make sure they do not come into conflict.The United States said a Russian official in Baghdad warned it to keep American aircraft that have been pressing a daily bombing campaign against Islamic State positions to stay out of Syrian airspace during Moscow's air strikes. But the United States continued its air operations, saying it targeted Islamic State near the Syrian city of Aleppo. Putin said he was striking against Islamic State and helping Syrian President Bashar al-Assad, long Russia's closest ally in the region, in this aim.But Washington is concerned that Moscow is more interested in propping up Assad, who the United States has long held should leave office, than in beating Islamic State. NEW YORK (Reuters) - Russia only wants to keep Syria's President Bashar al-Assad in power and has no intention of fighting Islamic State militants in Syria, the head of Syria's Western-backed political opposition said on Wednesday.Khaled Khoja, who became president of the National Coalition for Syrian Revolutionary and Opposition Forces in January, told Reuters in an interview that Russian air strikes on Wednesday had hit four districts in the Homs area, killing 36 civilians, but no rebel fighters."Russia is intervening not to fight ISIL (Islamic State), but to prolong the life of Assad and support the continuous killing on a daily basis of civilians," Khoja said, adding that the areas targeted were where opposition groups had defeated Islamic State a year ago."It is obvious the Russians didn't come to Syria to fight ISIL, they are coming to support the regime. They know they are supporting a killer."Despite some criticism over its legitimacy in Syria, the National Coalition remains one of the main parties in international discussions to end the four-year-old civil war, which has killed more than 240,000 and displaced millions.The coalition has been accused of slipping into virtual irrelevance on the battlefield as Islamist and Kurdish groups have grown stronger, but has been working on establishing a new military command structure to head up rebel fighting groups.Khoja, who said 15 military groups in Syria were part of the coalition, said the fighting groups on the ground were still not being given the means to defend themselves against barrel bombs."The lack of support and hesitation from our friends has led us to this situation," he said. "We're asking for protection for civilians. We have asked for sophisticated weapons ... but until now our supporters are still hesitating from providing this support."Khoja, an ethnic Turkmen and medical doctor, criticized the current efforts to train and equip non-Islamic State or al-Qaeda-linked groups, including by the United States, and called for a complete overview of the process.The United States stopped pulling new recruits from the battlefield in Syria for training outside the country after some of the U.S.-trained rebels deserted and handed over some of their equipment to Islamist militants."The current approach of train and equip of Syrians is not working," Khoja said. DUBAI (Reuters) - Saudi-led coalition forces said on Wednesday they had seized an Iranian fishing boat loaded with weapons on its way to deliver them to Houthi fighters in Yemen.The announcement came a day after tribal fighters backed by the coalition won control of a strategic dam in central Yemen from Houthi forces following weeks of fighting east of the capital Sanaa.The coalition, which also includes Bahrain, Qatar, Egypt and the United Arab Emirates, has been battling the Iranian-backed Houthis for more than six months.It aims to restore to power President Abd-Rabbu Mansour Hadi's government, forced out by the Houthis, and contain what Gulf Arab states see as Tehran's growing influence in their backyard.As part of the campaign, Saudi-led naval forces have imposed a near-blockade to prevent weapons from reaching the Houthis, resulting in long delays and mandatory searches for shippers in the region.A coalition statement said 14 Iranian sailors were detained on the boat, which was carrying 18 anti-armored Concourse shells, 54 anti-tank shells, shell-battery kits, firing guidance systems, launchers and batteries for binoculars."The Command of the Coalition ... foiled an attempt to smuggle weapons destined to the Houthi militias, on an Iranian fishing boat," the statement said, adding the vessel was seized on Saturday some 150 miles off Salalah in southern Oman.There was no immediate comment from Iran.The coalition has long accused Iran of arming the Houthis, who seized control of Yemen starting in September last year, claiming they were out to fight corruption and to force Hadi to bring them into the government.-BIGGEST GAIN-The seizure of the Marib dam is the biggest success for several weeks for the Yemeni militia fighting alongside Gulf troops. PHILADELPHIA (AP) — Judaism's Reconstructionist movement announced Wednesday it will allow rabbinical students with non-Jewish partners to become rabbis, a decision that ends years of debate and that officials anticipate will help retain students who go on to become "wonderful rabbis."The change at the Reconstructionist Rabbinical College in suburban Philadelphia comes after a faculty vote last week. It revokes a longstanding ban on admitting or graduating students with a non-Jewish partner. Students were allowed to graduate if their partner chose to convert."We know that there are inter-partnered Jews who are passionate about living Jewish lives," college President Deborah Waxman said. "We understand these passionate Jews to be part of our Jewish future."Waxman said the old policy forced out students who would have made "wonderful rabbis."About 60 percent of Jews who married between 2000 and 2013 had a non-Jewish spouse, according to the Pew Research Center. The college, which represents the seat of Reconstructionism, graduates eight to 10 rabbis per year.Although students were made aware of the policy before applying, the program takes five or six years. "Along the way, things happen," Waxman said. "People fall in love."That's what happened to rabbinical student Mychal Copeland, whose relationship became serious during her studies and forced a decision at her graduation in 2000. Her partner ultimately converted."We wanted to deal with it on our own timeline and not have the external pressure on us ... but the process was much more complicated because of the policy," Copeland told The Associated Press. Copeland, a rabbi now married to her partner, has been lobbying to get the policy revoked. Reconstruct ionism is the fourth-largest movement in American Judaism. It teaches that every generation must reconstruct Judaism to be relev ant and meaningful for its time. The U.S. and Canada have more than 100 congregations.Rabbi Lester Bronstein of Bet Am Shalom Synagogue in White Plains, New York, part of the Reconstructionist movement for nearly 60 years, said he's very disappointed with the change. It does not seem to have been organised by the US Bishops’ Conference, nor does it appear to be the initiative of a single US bishop. The Pope said this in his first General Audience since his return from the World Meeting of Families in Philadelphia, asking the faithful gathered in St. Peter’s Square to pray for the Ordinary Synod on the Family which begins Sunday.  Speaking about his visit to Cuba and the US (19-28 September), Francis underlined that in the 20th century the US reached “maximum levels of economic and technological development without rejecting its religious roots,” he also reflected on the figure of Junípero Serra, whom the Pope recently canonized in Washington, highlighting the “Christian roots” of the Cuban people and emphasising that a “bridge” is being built between Cuba and the US “thanks to God”: “God always wants to build bridges, we are the ones who build walls! Speaking about the existential and collective loneliness which social media bring upon young people, the Pope urged believers and non-believers alike to listen and to engage in dialogue. Had he been tougher on the subjects dearest to him, Francis would have drowned out the message that is closest to his heart: seeking out our common sense of humanity, those things that unite us in adversity instead of driving us apart. In an America that is exhausted by a cultural war that has lasted 25 years, with the 2016 presidential election campaign – with Trump leading the way – promising new opprobria, the Pope is asking those “who cannot pray, to send good wishes my way,” in an effort to meet each other halfway. The rigid right will accuse him of “paganism”, the campuses’ snobbish left will mock his parish priest-like affability but the tears of the former Speaker of the House, the Catholic Republican, Boehmer, who is repulsed by political intolerance, show that the Pope has correctly identified angry resentment as the source of today’s woes. After all, didn’t Varro himself state in the “De Lingua Latina”, that the etymology of the word “Pope” is “bridge-builder”?

Rome-Just hours after Pope Francis left the US, his appeals for the abolition of the death penalty risk going down the plughole. Francis presented his appeal twice during his visit to the US: once before Congress and then again on Sunday when he embraced detainees at the Curran-Fromhold Correctional Facility in Philadelphia. Francis said: “It is painful when we see prison systems which are not concerned to care for wounds, to soothe pain, to offer new possibilities.” At 7 pm local time yesterday evening, 47-year-old mother of two, Kelly Gissendaner,was executed at the Jackson prison in Georgia. She had been charged with instigating her lover to murder her husband in 1997. This is the first case of a woman being put to death in Georgia since 1945.Twice last March Kelly underwent the procedure for the administration of the lethal injection but her drug-induced death was called off at the last moment: the first time because of a snow storm and the second time because of an irregularity in one of the tubes containing the chemicals. Her only chance of being spared was for the Board of Pardons and Parole – which met in the afternoon to re-examine her case – to release her. Her two daughters had called for her to be spared, while the father’s family wanted the execution to go ahead. During the years spent in prison, Kelly had become a changed woman and had even studied for a degree in Theology. Yesterday, the Archbishop of Atlanta, Wilton Gregory also called for the execution to be halted: Although I share in the sorrow of Douglas Gissendaner’s family, Kelly is also a daughter of God and our Christian faith teaches us that every person has their own worth and dignity,” he wrote.In the end, however, her execution went ahead after the US Supreme Court on Tuesday denied last-minute requests for a stay of execution and the Board of Pardons and Parole rejected her latest appeal for clemency.There are now two other executions scheduled to take place in two American states. One of them is particularly controversial. At 3 pm local time today it could be Richard Glossip’s turn. The 52-year- old man has been accused of murdering the owner of the motel where he worked as an administrator. Glossip continues to plead innocent and the only piece of evidence against him is the testimony of the man who actually perpetrated the murder, Justin Sneed. Sneed reported Glossip as the instigator and he himself was sentenced to life imprisonment instead of the death penalty. The lawyers of the convicted party presented fresh evidence on the about Sneed’s unreliability but yesterday, the Supreme Court of Oklahoma dismissed it with three judges voting against the re-opening of the trial and two in favour. Sister Helen Prejean, a standard-bearer in the fight against the death penalty, has gone out of her way to help Richard Glossip announcing that she will be his side until the end.Yet another case, this time in Virginia, involves 50-year-old Alfredo Prieto, a serial killer accused of crimes including rape. Prieto, originally from El Salvador, emigrated to the US with his family during the civil war. His story is linked to another big issue Pope Francis raised during his visit to the US: Latinos and the opportunities the American dream offers them. Prieto’s execution is scheduled for Thursday night and has sparked a heated debate. The controversy is partly to do with the fact that in order to circumvent the boycott on drugs used in lethal injections, Virginia’s judicial system purchased the execution chemical from Texas.

The banks said that putting a price on carbon emissions is crucial to increasing investments in clean energy. The right policy frameworks, they wrote, "can help unlock the incremental public and private capital needed to ensure" that the estimated $90 trillion in new infrastructure investments projected over the next 15 years will help reduce, not increase, carbon emissions.The next round of United Nations climate talks will take place from Nov. 30 through Dec. 11 in Paris. This series of talks has dragged on for years without yielding a significant deal, but as Reuters' David Stanway reports, the 2014 agreement between the U.S. and China means that "a global deal in Paris has become much more likely" -- although Stanway also notes that the individual country targets that have been laid out so far are not as ambitious as many countries would like to see. ASSOCIATED PRESS- WASHINGTON -- The Obama administration on Monday announced a new collaboration between major U.S.-based companies on climate change, teasing what has been promised to be another big push on climate change in the coming weeks.Participants in the "American Business Act on Climate Pledge" include Alcoa, Apple, Bank of America, Berkshire Hathaway Energy, Cargill, Coca-Cola, General Motors, Goldman Sachs, Google, Microsoft, PepsiCo, UPS and Walmart, which combined brought in $1.3 trillion in revenue last year. The companies together called for a "strong outcome" at the climate negotiation in Paris at the end of this year, and each put forward voluntary commitments on climate, which include investments in renewable energy, individual emissions reduction targets and reducing water use and deforestation in their operations and supply chain."We recognize that delaying action on climate change will be costly in economic and human terms, while accelerating the transition to a low-carbon economy will produce multiple benefits with regard to sustainable economic growth, public health, resilience to natural disasters, and the health of the global environment," states the pledge.Alcoa pledged to cut its greenhouse gas emissions from U.S. operations by 2025 to 50 percent of its 2005 levels. Berkshire Hathaway Energy pledged to increase its investments in renewable energy generation by $15 billion. Google pledged to triple the amount of energy it purchases from renewable sources by 2025. We stand ready to play our part.Our companies are already taking a number of actions to help limit emissions, such as growing the share of gas in our production, making energy efficiency improvements in our operations and products, providing renewable energy, investing in carbon capture and storage, and exploring new low-carbon technologies and business models. These actions are a key part of our mission to provide the greatest number of people with access to sustainable and secure energy.For us to do more, we need governments across the world to provide us with clear, stable, long-term, ambitious policy frameworks. This would reduce uncertainty and help stimulate investments in the right low carbon technologies and the right resources at the right pace.We believe that a price on carbon should be a key element of these frameworks. If governments act to price carbon, this discourages high carbon options and encourages the most efficient ways of reducing emissions widely, including reduced demand for the most carbon intensive fossil fuels, greater energy efficiency, the use of natural gas in place of coal, increased investment in carbon capture and storage, renewable energy, smart buildings and grids, off-grid access to energy, cleaner cars and new mobility business models and behaviors.Our companies are already exposed to a price on carbon emissions by participating in existing carbon markets and applying ‘shadow’ carbon prices in our own businesses to test whether investments will be viable in a world where carbon has a higher price.Yet, whatever we do to implement carbon pricing ourselves will not be sufficient or commercially sustainable unless national governments introduce carbon pricing even-handedly and eventually enable global linkage between national systems. Some economies have not yet taken this step, and this could create uncertainty about investment and disparities in the impact of policy on businesses.Therefore, we call on governments, including at the UNFCCC negotiations in Paris and beyond to:introduce carbon pricing systems where they do not yet exist at the national or regional levels create an international framework that could eventually connect national systems.To support progress towards these outcomes, our companies would like to open direct dialogue with the UN and willing governments. We have important areas of interest in and contributions to make to creating and implementing a workable approach to carbon pricing, including: 1. Experience. For more than a century we have provided energy to the world. We are global in reach, closely familiar with managing major projects and risks of many kinds, and well-versed in trading and logistics. As we are already users of carbon pricing systems across the world, exchange of information at international scale could help to identify the best solutions.-2. Motivation. We want to be a part of the solution and deliver energy to society sustainably for many decades to come. Like our counterparts in other industry sectors we will play a key role in implementing the measures and deploying the technologies that will lead to a lower carbon future. Low carbon business models and solutions are fragile until they reach critical size, but with linked carbon pricing systems worldwide, uncertainty would be reduced and such solutions will start to create value for business more rapidly.-3. Pragmatism. We believe our presence at the table could be helpful in designing an approach to carbon pricing that would be both practical and deliverable, as well as ambitious, efficient and effective.-4. A forum for discussion. Our companies and others have come together under the auspices of the World Economic Forum to form the Oil & Gas Climate Initiative, or are members of the International Emissions Trading Association, the World Bank or the UN Global Compact Carbon Pricing initiatives. We believe these forums may offer an appropriate ground for public-private dialogue on how to price carbon into energy.-Practically, we and our senior staff will seek to engage and share our companies’ perspectives on the role of carbon pricing in several important settings: in our meetings with Ministers and Government representatives-as we attend and address conferences-as we hold engagements with our investors-as we conduct meetings with other stakeholders including partners, suppliers, academics and researchers-as we hold meetings for management and staff within our businesses.Pricing carbon obviously adds a cost to our production and our products – but carbon pricing policy frameworks will contribute to provide our businesses and their many stakeholders with a clear roadmap for future investment, a level playing field for all energy sources across geographies and a clear role in securing a more sustainable future.We acknowledge the long-term challenge and appreciate that this will be transformative across the energy sector. Address by H.E. Mr. Donald Tusk President of the European Council 70th General Assembly General Debate-Tuesday 29 September 2015-United Nations-New York

I am here today to reassure you that Europe is as committed to its values and objectives now, as it has ever been: Europe will stay the course, even though it is now confronting challenges unseen and unheard of since for decades. Wars are raging both to the South and to the East of our borders. European leaders are tackling the consequences of borders being changed on our continent by force, like in Ukraine, in violation of the Charter of the United Nations. We are also dealing with the refugee crisis, with terrorist attacks inside Europe and with economic difficulties in some Member States. As difficult as the situation is, I am sure that we will cope with it, and most importantly, we will, at the same time, remain dedicated to helping make the whole world a better place.Everyone who wishes to contribute to eradicating poverty, supporting peace keeping missions, solving the migration crisis, as well as to handling the causes and effects of climate change, can still count on us. For Europe, isolationism has never been, and will not be, an option.We are always ready to listen to the good and sound advice of our friends, also on the unprecedented refugee and migrant crisis that we face today.The myth prevails that Europe is the only rich place on Earth. This is not true; there are other places comparable to us in terms of wealth. But for some reason, refugees and migrants are not flowing there. This is because wealth is not the only element that determines where people choose the future for their children; such values like tolerance, openness, respect for diversity, freedom, human rights and the Geneva Convention are also a magnet attracting them to us.And we refuse to change in these respects. If in Europe we are engaged in animated discussions on relocation quotas, it is because we care. It is because we seek to be as effective and as inclusive as possible. But quotas are just a fraction of what Europe is already doing to help those who flee wars and persecution. By contrast, many countries represented here deal with this problem in a much more simple way; namely by not allowing migrants and refugees to enter their territories at all. This is why suggesting that Europe is an example of poor treatment or indifference towards asylum-seekers is sheer hypocrisy.In fact, the opposite is true, as we can see from the direction of their travel. No-one seems to be escaping from Europe, while people from all over Eurasia and Africa are coming to Europe. The crisis we are talking about has global dimensions and demands a global solution. First of all, it demands global solidarity. Everyone can offer help to the refugees. And those who do not want to, at least shouldn't hide their indifference by criticiszing Europe for doing too little.It is no coincidence that the UN General Assembly debate this year focuses mainly on the situation in the Middle East, especially in Syria. Let us have no illusions. Syria's crisis will not be solved unless a common denominator of interests is found among the regional players. But a peace plan must not only be only a formula for defining a new division into spheres of influence. Here, in the United Nations, we should speak not only about the interests of the regional powers but above all about the interests of millions of Syrians, including those internally displaced and the refugees.The fight against terrorism is no doubt important in this context; that is why we welcome the fact that this aim is gaining the support of new and quite unexpected allies. But we cannot overlook the fact that many refugees are fleeing state terrorism, of which Syria is a dramatic proof.Europe, which everyday witnesses the tragedies of millions of Syrian refugees, must be their advocate. We all want to see stable states in the region; stabilisation is a value beyond any dispute. But stability cannot be won with barrel bombs and chemical weapons used against civilians.Today the circle of proponents of the idea that Bashar al-Assad should be part of Syria's transition is growing. Yet we cannot forget that millions of people have fled his horrific methods of trying to secure stability in Syria. During my trips to the region, I was told that Assad's victory would only lead to another exodus. The only goal and intention of a peace plan for Syria must be to make it possible for the people to again start leading normal lives in the region.This, and this message alone, will be consistent with the values of the international community, of the European Union, and with the values that the United Nations has held dear for more than seventy years.This year will also be crucial in the global efforts to fight the causes and consequences of climate change. In the last days and weeks we have listened with great hope and satisfaction to the pledged of leaders, committed to fighting global warming. Europe is determined that the Paris Summit be a breakthrough, symbolising our readiness to undertake unified action in the face of this global problem.With a pledge to reduce CO2 by 40%, as compared to 1990, Europe remains in the lead of this process. But fighting global warming is not a sports competition. Victory is possible when everybody moves in the same direction and at a similar pace. This is why we invite all of you to take part in this common endeavour. Without a global agreement, Europe's isolated efforts will be impractical. What matters for Europe is practical effects, not ideological fervour..Global challenges must be dealt with multilaterally, or they will not be dealt with at all. There is a duty on all of us to make the words "international community" actually mean something real. We are facing multiple global emergencies. Let them pave the way to forming our strong global community.Thank you.

U.S. stocks rallied into the close Wednesday, driven by gains in consumer discretionary, materials and health-care sectors, but the main indexes still ended the month and a quarter with deep losses. The main indexes recorded the steepest quarterly losses in four years. The S&P 500 SPX, +1.91% closed 35.91 points, or 1.9%, higher at 1,920.00. The benchmark index booked a 2.7% monthly loss and was down 7% over the quarter. The Dow Jones Industrial Average DJIA, +1.47% jumped 235.57 points, or 1.5%, to 16,284.70. The blue-chip index ended the month 1.5% lower and booked a 7.6% quarterly loss. The Dow ended lower for a third straight quarter. The Nasdaq Composite COMP, +2.28% gained 102.84 points, or 2.3%, to 4,620, its biggest one-day gain in three weeks. The tech-heavy index lost 3.3% over the month and 7.4% over the past quarter.

You might see the new way of doing things as soon as the next time you shop at Target or another big retailer.A unique one-time code is generated every time a card with a chip is used, and a one-time code is hard for crooks to duplicate to make fake credit cards, according to card experts.Chips aren't entirely new. They've long been used in Canada and all across Europe. But the U.S. has been stuck in the swipe-and-sign mode for years. Beginning in October, though, some rules will change for merchants that will drive a shift into chip technology.A week or so ago, my credit card issuer sent me a notice saying that I should be receiving a new EMV Chip Technology card for my MasterCard by October. Other consumers already have chip cards in hand.Bank of America, for example, has been adding chip technology to its consumer credit cards since mid-2012 and started adding chips to debit cards last October. Bank of America said the vast majority of its debit card and credit card customers are expected to have cards with the microchip by the end of the year.Chase said it plans to convert more than 70% of its credit card and debit cards to chip technology by year's end. The bank is also upgrading its ATMs to accept chip cards.Some big-name retailers are rolling out new systems, as well. Target just finished setting up all of its stores to accept chip cards at its registers. Walmart and Sam's Club stores began accepting chip-embedded credit cards last November. 1.  Will the magnetic stripe on the back go away? No.While major retailers are moving toward the chip terminals, many experts say smaller retailers are less likely to upgrade for some time.Doug Johnson, senior vice president of payments and cybersecurity policy for the American Bankers Association, said less than half of merchants with point-of-sale devices in the store are expected to have chip-enabled systems in place by year's end.While some merchants say the costs are too high, Johnson and others noted that options are available at fairly low costs, such as $30 or $40, to handle chip technology for those who use computer tablet devices at the register. The chip-and-sign devices, he said, are less costly than if we moved to a chip-and-PIN system. People will still sign for their purchases, typically, and not use a PIN with the chip credit cards.It's still going to take time to get the chip cards into the hands of consumers, too.Stephanie Ericksen, vice president of Risk Products at Visa, said nearly 127 million — or about 18% — of all Visa cards at the end of July were chip-enabled cards. Those numbers will grow as we move into the holiday shopping season. Some banks are reissuing chip cards as credit cards reach expiration dates; others are rolling out cards in batches.The industry expects that about 63% of credit and debit cards should contain EMV chips by the end of 2015. That's expected to increase to 98% by the end of 2017, according to the Payments Security Task Force, which was formed in early 2014 and includes groups in the electronic payments industry, including banks, retailers and others. 2.  What happens if I don't get a new chip card soon? "Nothing really," said Gerri Detweiler, at Credit.com.If you don't get a new chip card by this fall, she said, you will still be able to use your current card. Remember, the consumer's liability for fraudulent purchases does not change. You'd still have the same protections.The chip technology focuses on in-store purchases and cutting down on fraud involving fake cards. It does not address online purchases, but other technology down the line would offer more secure online purchases. What do you need to know about those chips? Here are five questions with answers. 3. How do I know if I have a chip card? Look at the front of your card on the left-hand side. Do you see small metallic gold- or silver-looking rectangle, possibly above the first four digits of your card number? That's the chip. The chip only provides extra security with a chip-enabled device. If you swipe, the extra level of security is not present. 4. What kind of mishaps can happen with the new chip cards?  Consumers have to learn a new payment process but it's not really rocket science."It's a quick transaction," said Randy Hargrove, a spokesman for Walmart in Bentonville, Ark. "Once you do it the first time, it's certainly an easy transaction." Consumers just need to get used to doing things slightly differently at the store. Some stores once allowed you to swipe your card long before the clerk rang up the entire cart. The chip system is different. You need to wait to insert the card in the reader until all your items are rung up. The reason? The transaction itself is part of the coding process."You have to wait until everything has been totaled up," said Michael Moesser, director of payments practices for at Javelin Strategy & Research.You also have to wait a while for the process. Some clerks have had to tell customers to keep the card in the reader until they hear a beep or get another signal. Some shoppers think you can put the chip card in and pull it out of the reader quickly, and that's not the case.You must leave that card in the reader until prompted to take it out. You're going to sign for the purchase, if a signature is required, while the card is in the reader, too.Moesser is concerned that some consumers might forget to take the card out, particularly if they're in a hurry.But again, terminals give off a beep or might flash to let you know the transaction has been authorized and to remember to take the card.Also, the chip isn't going to help right now with online sales.“The EMV chip technology is intended to combat card-present fraud in stores, specifically counterfeit cards," Moesser said."Unfortunately, the chip technology does not apply to online purchases, where the physical card is not used in the transaction. Card issuers and banks are working with merchants to promote widespread adoption of existing security features, as well as develop new ones to combat online credit card fraud,” Moesser said.Another possible point of confusion: Right now, some terminals at stores look like they can accept a chip but  do not have chip functionality yet. Some of those systems will be turned on later.Various banks, including Bank of America, are sending out step-by-step instructions with the card or listing tips online.  Target has listed some chip tips for shoppers in a blog.The Payments Security Task Force and the EMV Migration Forum are working to provide education on the chip model. Their website, GoChipCard.com, has information on the chips for consumers, issuers and merchants.5. What is this October deadline that I'm hearing about the news? Beginning Oct. 1, merchants that have not updated point-of-sale devices to recognize chips will be held liable if there is fraud at the register in the store if the bank has issued cards with chips. Whoever has the older technology is liable for fraud.
