U.S. stocks finished mostly higher after a choppy day of trading Tuesday with the S&P 500 Index SPX, +0.12% breaking its five-day losing streak but the Nasdaq Composite Index COMP, -0.59% adding to a sixth day of losses. The Dow Jones Industrial Average DJIA, +0.30% closed up 47.24 points, or 0.3%, at 16,049.13, after trading within a 177-point range. The S&P 500 closed up 2.32 points, or 0.1%, at 1,884.09, after trading within a 28-point range. The Nasdaq closed down 26.65 points, or 0.6%, at 4,517.32, after trading within a 109-point range on the day.

Asian shares fell sharply as fears over growth prospects and commodity prices continued to drive a global sell-off in equities.In Japan, the Nikkei 225 index closed down 4.05% at 16,930.84.The index hit an eight-month low ahead of the closely-watched Bank of Japan's Tankan quarterly business confidence survey, due on Thursday.Japan's economy has struggled to pick up momentum after shrinking in the second quarter.A weak survey of Chinese industrial profits, released on Monday, also added to investors' concerns about the world's second-largest economy.Investors are looking ahead to manufacturing surveys on Thursday for more information on the extent of the slowdown in China.The Shanghai Composite closed down 2% at 3,038.14.Hong Kong's Hang Seng index closed down 3% at 20,556.60 after being closed on Monday. New York (AFP) - US stocks fell sharply Monday, joining European equities in retreat after poor Chinese industrial data deepened worries about the world's second-biggest economy.The Dow Jones Industrial Average fell 312.78 points (1.92 percent) to 16,001.89.The broad-based S&P 500 lost 49.57 (2.57 percent) at 1,881.77, while the tech-rich Nasdaq Composite Index tumbled 142.53 (3.04 percent) to 4,543.97.The losses put the S&P 500 back in correction territory, defined as a loss of 10 percent or more from its most recent high, in August.Government data showed China's crucial industrial companies saw profits fall 8.8 percent in August from a year ago -- hit by last month's shock yuan devaluation, weak demand and plunging share prices.The weak Chinese data hammered prices of key commodities such as oil and copper, as well as shares of petroleum-linked companies ConocoPhillips (-2.8 percent) and Schlumberger (-4.8 percent) and metals producer Freeport-McMoRan (-9.1 percent).Art Hogan, chief market strategist at Wunderlich Securities, said investors are brooding over two key questions with no imminent resolution: when the Chinese economy will bottom out and when the US Federal Reserve will raise interest rates.Adding to that are other worries, including potential legislation to rein in pharmaceutical prices and the Volkswagen emissions scandal."You have a path of least resistance that is lower until you have some answers to the big questions," Hogan said.While the losses were broad-based, some sectors were especially bruised, including pharmaceuticals.Valeant Pharmaceuticals International slumped 16.5 percent after Democratic lawmakers in Congress called for a subpoena for documents from the Canadian company allegedly related to related to huge drug price increases this year.Bristol-Myers Squibb lost 4.6 percent, Dow member Pfizer dropped 3.4 percent and Gilead Sciences sank 5.3 percent.Homebuilders also lost out after data from the National Association of Realtors showed US pending home sales fell in August. The broad U.S. stock market is down more than 10% since the May peak, which in Wall Street-speak is just a “correction.” But a growing number of investment gurus are saying a bear market has already arrived on Wall Street.After a 2.6% drop Monday to 1881.77, the broad Standard & Poor’s 500 stock index was down 11.7% from its May 21 record close of 2130.82 and on track for its worst quarter since the third-quarter of 2011. The double-digit percentage drop equates to an official correction, defined as a drop of more than 10% from a high. But the current downdraft, at least from a numerical standpoint, is still a far cry from a full-fledged bear market, or a drop of 20% or more from a peak.Indeed, there’s still a vocal, sizable camp on Wall Street that says the recent market turbulence – which has been sparked by a slowdown in China, uncertainty over when the Federal Reserve will hike interest rates, and slowing earnings growth in the U.S.  – is just a correction. And not the start of a bigger, "more sinister" downturn.But the drumbeat of market pros that say the market is already in the clutches of the bear – or is heading for a bad ending -- is getting louder.Jim Cramer, the ex-hedge fund manager and host of CNBC’s show “Mad Money,” has been vocal recently on air, saying repeatedly that he doesn’t like the market now, and last week said “we have a first-class bear market going.” Similarly, Gary Kaltbaum, president of Kaltbaum Capital Management, has been sending out notes to clients and this newspaper for weeks, saying the poor price action of the stock market and many hard-hit sectors, such as energy and the recently clobbered biotech sector, has all the earmarks of a bear market. An analysis of the performance of the broad market index after Monday's close showed that 253 stocks – or more than half the index – were down more than 20% from their recent highs, putting them firmly in bear-market territory, according to S&P Capital IQ. Nearly 86%, or 430 stocks, in the large-company stock index are down more than 10%. About 25%, or 121 stocks, of the index components were down more than 30%,The discussion about whether an official bear market is coming has picked up in the financial press. In August, roughly 1,400 news stories published by Bloomberg included the term “bear market,” up seven-fold from about 200 mentions back in May at the market’s recent peak, according to BMO Capital Markets.The key question, of course, is whether the current pain in the stock market gets worse, and pushes the S&P 500 into its first bear market since the last one that ended back in March 2009? The truth is no one really knows,  but there’s always a chance the market could lose its footing and keep tumbling.But a bear market is not the base case for most of Wall Street.Strategas Research Partners, for example, recently held a market-focused get-together with 17 of its investment-related clients and despite all the red ink recently on Wall Street, “few participants seemed worried that the recent volatility in the market would turn into something more sinister.”Similarly, Brian Belski, chief investment strategist at BMO Capital Markets, thinks the current correction has been long overdue. The pullback, he says, is normal and is nothing more than a correction, adding that the long-term bull market will reignite once the dark clouds clear. Belski notes that markets historically have bounced back after corrections, periods of heightened volatility tend to be short-lived and that sharp spikes in pessimism and fear, like we're seeing now, are a contrarian signal and could signal a price rebound is forthcoming.“Despite the surge in bearish prognostications since the market nosedived during August,” Belski wrote in a report, “everything in our fundamental, quantitative and macro work still suggests that U.S. stocks should finish the year at higher levels, and by no means do recent developments alter our longer-term secular bull market stance.”Thomas Lee, managing partner at Fundstrat Global Advisors, also believes the bull market remains intact. The current “buyers strike” and current “de-risking” on Wall Street, Lee believes, will give way to better conditions for stock investing in coming weeks and months. He says investors are now positioning for a market breakdown, and could need to adjust that bearish posture amid a market upturn. Another potential catalyst for U.S. stocks, Lee says, is the U.S. consumer, which is benefiting from more jobs, better pay and positive dynamics from housing and lower gas prices. 28 September 2015 – Leaders of more than 50 countries gathered for a summit on United Nations peacekeeping operations today to pledge new commitments and strengthen existing capabilities, with Secretary-General Ban Ki-moon saying “the demand for peacekeeping has never been greater.”“We are here together to strengthen United Nations peacekeeping in concrete and meaningful ways,” Mr. Ban told the Leaders’ Summit on Peacekeeping, held at UN Headquarters on the margins of the annual high-level debate of the General Assembly.The Summit, convened by President Barack Obama of the United States, comes at a time when peacekeeping missions are unprecedented in scale of operation and scope of mandates with 125,000 troops, police and civilian personnel in 16 operations spanning four continents.Mr. Ban said the more than 120 countries currently contributing personnel disarm, demobilize and reintegrate ex-combatants; strengthen rule of law and security institutions; and promote human rights.“These numbers show peace keeping’s value,” he said, “but are also a sign of troubled times.”Saying that “the demand for peacekeeping has never been greater,” he also said “the situations into which peacekeepers are deployed have never been more challenging, as tasks multiply and we face extremists, criminal groups and others who show no regard for international humanitarian or human rights law.”To ensure that UN peacekeeping is up to these and future challenges, Mr. Ban spoke of the need “to act urgently, boldly and collectively” to have predictable and effective military capabilities, a qualified police personnel, including more female officers, and a standby reserve for tomorrow.He also reminded the participants of the need to prevent and punish sexual exploitation and abuse, and said he counted on all troop- and police-contributing countries to act swiftly and decisively to hold perpetrators to account.“Those who serve in peace operations must never prey on the people they are meant to protect,” he said.More than 50 heads of State and government signed up to announce new pledges and recommit themselves to modernizing UN peacekeeping operations through helping to meet persistent capacity gaps, improve the performance and capabilities of uniformed personnel, support rapid deployment and reinforce and enhance the foundation for future peacekeeping efforts.“We are here today, together, to strengthen and reform UN peacekeeping because our common security demands it,” Mr. Obama said in his opening remarks. “This is not something that we do for others; this is something that we do collectively because our collective security depends on it.”He went on to say that by providing the necessary support and embracing reforms, UN peace operations can be strengthened for decades to come.“Because we know – we can be certain – that in the years ahead, as conflicts arise, the call will go out to those men and women in blue helmets to restore calm, and to keep the peace, and to save lives. First, I propose to transform the kiN Economic and Social Council into the Global Development Council. Along with UN member states elected by the General Assembly, it could consist of the heads of all UN Specialized agencies, including the International Monetary Fund.The Council should be tasked to become a global economic regulator. Global projects carried out by this Council are to promote economic growth world-wide.This will help decrease considerably the risks of global crises and ensure responsible behavior by the states in maintaining their national economic and social policies.We consider the idea of a World Anti-crisis Plan, the draft of which is being actively discussed on the margins of Astana Economic Forum, timely.The most pressing and serious global challenges - terrorism, demolition of the states,migration and other negative issues - are the result of the economic crisis, poverty, illiteracy and unemployment.To tackle this global crisis, we need to start with clear rules for the emission and trade of the world reserve currencies as they do not now meet the criteria of justice, democracy,competitiveness, effectiveness and international control.In the 21 st century, our world needs qualitatively new instruments.The UN member states need to combine their efforts to create a new supranational currency, which should be relevant to the targets and tasks of global sustainable development and prosperity.Second, in the year of the 70th anniversary of the atomic bombings of Hiroshima and Nagasaki, I would urge that a world without nuclear weapons should be the main goal of humanity in the twenty-first century. I propose that we adopt the Universal Declaration of the United Nations to achieve a world free of nuclear weapons.Kazakhstan was the first ever country to close a nuclear test site, renounced the world's fourth largest nuclear arsenal and has contributed to the creation of a nuclear weapon free zone in Central Asia. There is an acute need to establish nuclear-free zones in other regions of the world,particularly the Middle East. The nuclear powers must provide guarantees of the non-use of force for all countries that renounce possession of nuclear weapons.

MEPs keen to harmonise EU election rules By Eszter Zalan-sept 28,15-euobserver

BRUSSELS, Today, 19:22-The European Parliament is pushing for minimum standards, including an electoral threshold of between 3 and 5 percent in member states, for the 2019 EU elections.MEPs in the constitutional affairs committee on Monday (28 September) backed a report that would “strengthen the European dimension” of the 2019 vote if member states agree in the EU Council.The report calls for thresholds - a minimum of 3 percent and a maximum of 5 percent - for parties in member states to post deputies to Brussels.The draft law, that would amend the 1976 Election Act, also proposes that European political parties should nominate their candidates for the position of European Commission President - something which de facto happened in the 2014 election.The report introduces the right to vote for EU citizens living outside the EU, the possibility of electronic and internet voting, as well as voting by post.It would also introduce a 12-week deadline for finalisation of electoral lists to avoid last-minute changes to nominations of candidates, and calls for lists of candidates to be gender-balanced.It says the provisional outcome of results should be communicated simultaneously in all member states.“The last European Parliamentary elections were a trauma for all of us, because it didn’t manage to be fully European, and it was visible in the turnout. We wanted to make the EP elections more European and less national,” Danuta Huebner, a Polish centre-right MEP who co-wrote the report, told EUobserver after the committee vote.Given how jealously EU capitals guard their national rules, Huebner and Jo Leinen, a German centre- left MEP, the other co-rapporteur, said they went for “realistic” proposals.The report will go before the EP plenary at the end of October, and will need the unanimous support of member states to go through.“We had to be practical and realistic,” said Huebner, who admits that thresholds are a difficult issue, but who also recalled that 15 member states have obligatory thresholds already.Doru Frantescu, the director and co- founder of Votewatch Europe, a British-based NGO, described the draft new rules as a “big leap forward towards ‘Europeanisation of the European elections’,” if they’re adopted.“It is precisely because these elections are seen as secondary that the new rules may actually get some traction in the Council, as the national politicians may feel that they don’t give away too much”, he told EUobserver.Besides the sensitive issue of nominating the Commission president, Frantescu thinks the electoral thresholds will be the most tricky.“It will be disputed in countries such as Germany, where the Constitutional Court has abolished the threshold for the European elections. RAMALLAH, West Bank (AP) — Palestinian President Mahmoud Abbas has threatened to drop a "bombshell" in a speech to the United Nations this week — prompting speculation that he will sever ties with Israel over its settlement expansion and other hard-line policies.The warning reflects desperation, but may not signal action.Abbas' hopes of setting up a Palestinian state through negotiations with Israel have been derailed, and a new poll shows that a majority of Palestinians want the 80-year-old to resign and dissolve his self-rule government, the Palestinian Authority. Many no longer believe a two-state solution is realistic and support political violence.Abbas could try to align himself with a frustrated public by shifting to a more confrontational policy, including ending security cooperation with Israeli troops against a shared foe, the Islamic militant Hamas group.It's a risky move that could cost him vital foreign aid, trigger chaos and end his 10-year rule. Abbas aides have suggested in recent days that despite his threats, he will make do with a general warning to Israel at the U.N.Yet more indecision could further turn Palestinians against him. World leaders glided through the opening day of a U.N. gathering Monday that aims to wrestle with the globe's biggest crises — a historic flood of refugees, the rise of threats like the Islamic State group and the conflict in Syria.The U.N. secretary-general for the first time called for the civil war in Syria to be referred to the International Criminal Court, while Iranian President Hassan Rouhani said Iran's recent nuclear deal with world powers had a broader goal: "We want to suggest a new and constructive way to recreate the international order."Chinese President Xi Jinping made a $1 billion pledge for U.N. peace efforts.And Jordan's King Abdullah II made a heartfelt defense of the kinder side of the Muslim world in the face of "the outlaws of Islam that operate globally today.""When and how did fear and intimidation creep so insidiously into our conversation when there is so much more to be said about the love of God?" he asked, also quoting the Quran on mercy.The king has called the rise of extremist groups like the Islamic State, and the crises they have caused, "a third world war, and I believe we must respond with equal intensity." Hurricane Marty closes in on western Mexico-AFP-SEPT 28,15-YAHOONEWS

Acapulco (Mexico) (AFP) - Hurricane Marty was churning Monday in the Pacific Ocean off the coast of Mexican resort town Acapulco, causing authorities to shutter schools and send 200,000 students home.The storm was "almost stalled off the coast" which could make it more dangerous since that could increase the volume of rain, said National Weather Service chief Alberto Hernandez."It is already generating a huge amount of rain" in Guerrero state, he added. Authorities there scrambled to get students from primary to university level home to safety.At 2100 GMT, Marty was packing top sustained winds of 80 miles per hour (130 kilometers per hour), and was located 145 miles west of Acapulco, the US National Hurricane Center said.The Category One storm was moving northeast at 6 miles per hour. Forecasters believe it could stay just off the coast but will be so close that a slight turn could see its center -- and high winds -- slam inland.In either case, the hurricane will create driving rains, they warned.Two years ago, mountainous Guerrero state was simultaneously hammered by hurricanes Ingrid and Manuel, killing 157 people.

The year 2015 marks the 70th anniversary of the first and last use of a nuclear weapon in war.The norm against the use of nuclear weapons – the most destructive weapons ever created, with potentially unparalleled human costs – has stood strong for seven decades.But the only absolute guarantee that they are never used again is through their total elimination.The international community has proclaimed the goal of a world free of nuclear weapons. Unfortunately, there are growing rifts between Member States about how and when to achieve it.This was on stark display during the Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons in May of this year.I call on all States to engage constructively to find a way forward.The elimination of nuclear weapons would also free up vast amounts of resources that could be used to implement the 2030 Agenda for Sustainable Development.The consequences of any further use of nuclear weapons, whether intentional or by mistake, would be horrific.
