A FALSE PROPHET COMES FROM THE VATICAN ALSO AT THIS TIME.

ISAIAH 23:15-17
15  And it shall come to pass in that day, that Tyre shall be forgotten seventy years, according to the days of one king: after the end of seventy years shall Tyre sing as an harlot.
16  Take an harp, go about the city, thou harlot that hast been forgotten; make sweet melody, sing many songs, that thou mayest be remembered.
17  And it shall come to pass after the end of seventy years, that the LORD will visit Tyre, and she shall turn to her hire, and shall commit fornication with all the kingdoms of the world upon the face of the earth.(COULD THIS BE 70 YEARS AFTER ISRAEL BECAME A NATION IN 1948)(IF SO THIS SATANIC ONE WORLD WHORE CHURCH WILL MINGLE TOGETHER BY 2018)(AND NOW ISLAM AND CHRISTIANITY AND ALL RELIGIONS ARE MINGLING AS ONE PEACE-LOVE-JOY-GET ALONG RELIGION LEAD BY THE VATICAN RIGHT NOW 4 YEARS FROM THE 70 YEAR TIME WHEN ISRAEL BECAME A NATION).AND IN CONTROL OF JERUSALEM.

REVELATION 13:11-18
11 And I beheld another beast coming up out of the earth;(FALSE VATICAN POPE) and he had two horns like a lamb,(JESUS IS THE LAMB OF GOD) and he spake as a dragon.(HES SATANICALLY INSPIRED,HES A CHRISTIAN DEFECTOR FROM THE FAITH)
12 And he exerciseth all the power of the first beast before him,(WORLD DICTATOR) and causeth the earth and them which dwell therein to worship the first beast, whose deadly wound was healed.(THE WORLD DICTATOR CREATES A FALSE RESURRECTION AND IS CROWNED LEADER OF THE NEW WORLD ORDER).
13 And he doeth great wonders, so that he maketh fire come down from heaven on the earth in the sight of men,
14 And deceiveth them that dwell on the earth by the means of those miracles which he had power to do in the sight of the beast; saying to them that dwell on the earth, that they should make an image to the beast, which had the wound by a sword, and did live.
15 And he had power to give life unto the image of the beast, that the image of the beast should both speak, and cause that as many as would not worship the image of the beast should be killed.
16 And he(FALSE POPE) causeth all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads:(CHIP IMPLANT)
17 And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name.
18 Here is wisdom. Let him that hath understanding count the number of the beast: for it is the number of a man; and his number is Six hundred threescore and six.(6-6-6) A NUMBER SYSTEM

REVELATION 17:1-18
1 And there came one of the seven angels which had the seven vials, and talked with me, saying unto me, Come hither; I will shew unto thee the judgment of the great whore that sitteth upon many waters:
2 With whom the kings of the earth have committed fornication,(VATICAN IN POLITICS) and the inhabitants of the earth have been made drunk with the wine of her fornication.
3 So he carried me away in the spirit into the wilderness: and I saw a woman sit upon a scarlet coloured beast, full of names of blasphemy, having seven heads and ten horns.
4 And the woman (FALSE CHURCH) was arrayed in purple and scarlet colour,(VATICAN COLOURS)(ANOTHER REASON WE KNOW THE FALSE POPE COMES FROM THE VATICAN) and decked with gold and precious stones and pearls, having a golden cup in her hand full of abominations and filthiness of her fornication:
5 And upon her forehead was a name written, MYSTERY, BABYLON THE GREAT, THE MOTHER OF HARLOTS AND ABOMINATIONS OF THE EARTH.
6 And I saw the woman drunken with the blood of the saints, and with the blood of the martyrs of Jesus: and when I saw her, I wondered with great admiration.
7 And the angel said unto me, Wherefore didst thou marvel? I will tell thee the mystery of the woman, and of the beast that carrieth her, which hath the seven heads and ten horns.
8 The beast that thou sawest was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was, and is not, and yet is.
9 And here is the mind which hath wisdom. The seven heads are seven mountains, on which the woman sitteth.(THE VATICAN IS BUILT ON 7 HILLS OR MOUNTAINS)
10 And there are seven kings: five are fallen,(1-ASSYRIA,2-EGYPT,3-BABYLON,4-MEDO-PERSIA,5-GREECE) and one is,(IN POWER IN JOHNS AND JESUS DAY-6-ROME) and the other is not yet come; and when he cometh, he must continue a short space.(7TH-REVIVED ROMAN EMPIRE OR THE EUROPEAN UNION TODAY AND THE SHORT SPACE IS-THE EUROPEAN UNION WILL HAVE WORLD CONTROL FOR THE LAST 3 1/2 YEARS.BUT WILL HAVE ITS MIGHTY WORLD POWER FOR THE FULL 7 YEARS OF THE 7 YEAR TRIBULATION PERIOD.AND THE WORLD DICTATOR WILL BE THE BEAST FROM THE EU.AND THE VATICAN POPE WILL BE THE WHORE THAT RIDES THE EUROPEAN UNION TO POWER.AND THE 2 EUROPEAN UNION POWER FREAKS WILL CONTROL AND DECIEVE THE WHOLE EARTH INTO THEIR DESTRUCTION.IF YOU ARE NOT SAVED BY THE BLOOD OF JESUS.YOU WILL BE DECIEVED BY THESE TWO.THE WORLD POLITICIAN-THE EUROPEAN UNION DICTATOR.AND THE FALSE PROPHET THAT DEFECTS CHRISTIANITY-THE FALSE VATICAN POPE.
11 And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition.
12 And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.
13 These have one mind, and shall give their power and strength unto the beast.
14 These shall make war with the Lamb, and the Lamb shall overcome them: for he is Lord of lords, and King of kings: and they that are with him are called, and chosen, and faithful.
15 And he saith unto me, The waters which thou sawest, where the whore sitteth, are peoples, and multitudes, and nations, and tongues.(VATICAN-CATHOLICS ALL AROUND THE WORLD OVER 1 BILLION)
16 And the ten horns which thou sawest upon the beast,(WORLD DICTATOR) these shall hate the whore, and shall make her desolate and naked, and shall eat her flesh, and burn her with fire.
17 For God hath put in their hearts to fulfil his will, and to agree, and give their kingdom unto the beast, until the words of God shall be fulfilled.
18 And the woman which thou sawest is that great city, which reigneth over the kings of the earth.

Holy See/ US diplomacy: 1783 to 1963-Blessed Paul VI and the first Catholic President of the United States John Fitzgerald Kennedy in 1963-21/09/2015 12:56-vaticanradio

(Vatican Radio) When  Pope Francis lands in the United States on Tuesday 22nd of September he will become the fourth Roman pontiff to visit the nation. He visits in the  footsteps of his predecessors to the See of Peter  Blessed Paul VI,  Saint John Paul II (with his record seven trips) and Benedict XVI, now Pope emeritus. But this first Latin American Pope will enjoy some historical firsts as well:  in Washington DC  he’ll  address a joint meeting of the US Congress, in New York he’ll speak at the General Assembly during its annual general session and in Philadelphia  he’ll preside over a canonisation ceremony (that of Blessed Junipero Serra ).Interestingly too he visits during an anniversary year for diplomatic relations between the Holy See and the United States. Thirty years on Veronica Scarisbrick shines the spotlight on relations in the making between the two states with historian, Professor Gerald Fogarty SJ from the University of Virginia in the United States who takes us from 1783 to 1963.A programme presented and produced by Veronica Scarisbrick:As you'll discover until the 1890's there were simply no United States Ambassadors appointed to the Holy See. And it seems that at one point in history Catholics weren't always exactly popular in this nation. But events following World War II led to a change in policy. As Professor Fogarty further explains things changed when John Fitzgerald Kennedy ran for presidency: :"..it became one of the two crucial issues in the campaign of John Kennedy for President of the United States: was he in favour of diplomatic relations with the Vatican and of financial federal aid to parochial schools? ... “It seems too that there was hesitation as to whether or not the President could meet with a Roman Pontiff. But in 1963 he eventually did.

Jorge Mario Bergoglio was elected the 266th pope of the Roman Catholic Church in March 2013, becoming Pope Francis. He is the first pope from the Americas.quotes-“I prefer a Church which is bruised, hurting and dirty because it has been out on the streets, rather than a Church which is unhealthy from being confined and from clinging to its own security. I do not want a Church concerned with being at the center and then ends by being caught up in a web of obsessions and procedures.”—Pope Francis--Pope Francis - Mini Biography (TV-14; 3:05) Watch a mini biography of Pope Francis, the first Jesuit pope of the Roman Catholic church, whose historic appointment to the papacy in 2013 signified a huge shift in Vatican policy. Synopsis-Born in Buenos Aires, Argentina, on December 17, 1936, Jorge Mario Bergoglio became Pope Francis on March 13, 2013, when he was named the 266th pope of the Roman Catholic Church. Bergoglio, the first pope from the Americas, took his papal title after St. Francis of Assisi of Italy. Prior to his election as pope, Bergoglio served as archbishop of Buenos Aires from 1998 to 2013 (succeeding Antonio Quarracino), as cardinal of the Roman Catholic Church of Argentina from 2001 to 2013, and as president of the Bishops' Conference of Argentina from 2005 to 2011. Pope Francis made his first international visit in July 2013, traveling to Brazil. In December 2013, Pope Francis was also named Person of the Year by Time magazine. To date, his tenure has been characterized by humility and outspoken support of the world's poor and marginalized people, and he has been involved actively in areas of political diplomacy and environmental advocacy. Early Life and Education-Jorge Mario Bergoglio was born in Buenos Aires, Argentina, on December 17, 1936, to Italian immigrants. As a young man, Bergoglio underwent surgery to remove part of one of his lungs due to serious infection. He graduated from a technical school as a chemical technician before beginning training at the Diocesan Seminary of Villa Devoto. In March 1958, he entered the novitiate of the Society of Jesus.Bergoglio taught literature and psychology at Immaculate Conception College in Santa Fé in 1964 and 1965, and also taught the same subjects at the Colegio del Salvatore in Buenos Aires in 1966. He studied theology and received a degree from the Colegio of San José from 1967 to 1970, and finished his doctoral thesis in theology in Freiburg, Germany in 1986. Entering Priesthood-Ordained as a priest in December 1969, Bergoglio began serving as Jesuit provincial of Argentina in 1973. He has said that initially, his mother did not support his decision to enter the priesthood, despite the fact that she was a devout Catholic. By the time he was ordained, however, she accepted his calling and asked for his blessing at the end of his ordination ceremony. He later returned to his alma mater, the Colegio of San José, where he served as rector (1980-86) as well as a professor of theology. On May 20, 1992, Bergoglio was named titular bishop of Auca and auxiliary of Buenos Aires; he was ordained into that post a week later. In February 1998, he became archbishop of Buenos Aires, succeeding Antonio Quarracino. Three years later, in February 2001, he was elevated to cardinal by Pope John Paul II, named the cardinal-priest of Saint Robert Bellarmino. In 2005, he was named president of the Bishops' Conference of Argentina, serving in that position until 2011.After Pope John Paul II's death in April 2005, Bergoglio reportedly received the second-most votes in the 2005 papal conclave; Pope Benedict XVI (Joseph Ratzinger) was chosen as Pope John Paul's successor.Becoming Pope-On March 13, 2013, at the age of 76, Jorge Bergoglio was named the 266th pope of the Roman Catholic Church—becoming the first citizen from the Americas, the first non-European and first Jesuit priest to be named pope, and adopting the name Pope Francis (he took the title after St. Francis of Assisi of Italy). Prior to the 2013 papal conclave, Pope Francis had served as both archbishop and cardinal for more than 12 years. The tone of his papacy, which has become admired globally, was established long before his elevation to the church's highest position; however, when he was named to that post, the media quickly picked up on stories of his humility. News circulated about the fact that he returned to the boarding house where he had been staying to pay his bill personally, rather than send an assistant, and that he would choose to live in a simple two-room apartment rather than the luxurious papal accommodations in the Vatican's Apostolic Palace. In choosing to live more simply, Pope Francis broke a tradition that had been upheld by popes for more than a century. Addressing a crowd of tens of thousands in St. Peter's Square, in the Vatican City in Rome, Italy, after his selection by the conclave, Pope Francis stated, "As you know, the duty of the conclave was to appoint a bishop of Rome. It seems to me that my brother cardinals have chosen one who is from faraway. . . . Here I am. I would like to thank you for your embrace."After the results of the 2013 papal conclave were announced, U.S. President Barack Obama issued a statement about the new pope: "As the first pope from the Americas, his selection also speaks to the strength and vitality of a region that is increasingly shaping our world, and alongside millions of Hispanic Americans, those of us in the United States share the joy of this historic day."It was not long after assuming the papacy that Pope Francis began offering more nuanced views and interpretations on key social issues about which the church holds pronounced doctrinal views. He has not shied away from elaborating on those views, and sound bytes such as “Who am I to judge?”, a comment he made referring to homosexuality, have served to portray him as a compassionate conservative whose views are often considered progressive compared to those of his predecessors. First International Visit as Pope-Pope Francis made his first international visit on July 22, 2013, when he arrived at the Galeão-Antonio Carlos Jobim International Airport in Rio de Janeiro, Brazil. There, he was greeted by Brazilian President Dilma Rousseff in a welcome ceremony and later circulated in downtown Rio in order to be "close to the people."While in Rio, Pope Francis was on hand to celebrate World Youth Day. More than three million people attended the pontiff's closing mass at the event. On his way back to Rome, Pope Francis surprised reporters traveling with him regarding his seemingly open stance on gay Catholics. According to The New York Times, he told the press: "If someone is gay and he searches for the Lord and has good will, who am I to judge?" His remarks were heralded by several gay and lesbian groups as a welcoming gesture by the Roman Catholic Church.Pope as Spiritual and World Leader-In September 2013, Pope Francis called for others to join him in praying for peace in Syria. The pontiff held a special vigil in St. Peter's Square on September 7, which was attended by an estimated 100,000 people. According to the Catholic News Service, Francis told the crowd that "When man thinks only of himself. . .[and] permits himself to be captivated by the idols of dominion and power. . . , [t]hen the door opens to violence, indifference, and conflict."The pope implored those involved in the conflict to find a peaceful solution. "Leave behind the self-interest that hardens your heart, overcome the indifference that makes your heart insensitive towards others, conquer your deadly reasoning, and open yourself to dialogue and reconciliation."Later that month, Pope Francis gave a revealing interview to an Italian Jesuit publication called La Civiltà Cattolica. He explained that religious dialogue must be broader in scope, not simply focused on such issues as homosexuality and abortion. "We have to find a new balance; otherwise, even the moral edifice of the church is likely to fall like a house of cards, losing the freshness and fragrance of the Gospel," the pope said. "The proposal of the Gospel must be more simple, profound, radiant. It is from this proposition that the moral consequences then flow."While he does not believe women should be ordained as priests, Francis considers women an essential part of the church. "The feminine genius is needed wherever we make important decisions," he said. He also continued to present a more accepting attitude toward homosexuality than previous pontiffs, saying that "God in creation has set us free: it is not possible to interfere spiritually in the life of a person," according to The Guardian. In early December 2013, Pope Francis gave an "apostolic exhortation," an address calling for big changes in the Catholic Church, including rethinking long-held but antiquated customs. "I prefer a Church which is bruised, hurting, and dirty because it has been out on the streets, rather than a Church which is unhealthy from being confined and from clinging to its own security," he stated. "I do not want a Church concerned with being at the center and then ends by being caught up in a web of obsessions and procedures."Also in December 2013, Pope Francis was named Person of the Year by Time magazine. Pope Francis—having joined the ranks of Pope John Paul II and Pope John XXIII, the only other popes to be awarded the title in 1994 and 1963, respectively—was a contender against other prominent figures of the year, including Edward Snowden, Senator Ted Cruz, Syrian President Bashar al-Assad and Edith Windsor. In the article, it was revealed that the deciding factor that led to Pope Francis landing at the top of the list, was his ability to alter the minds of so many people who had given up on the Catholic church in such a short period of time -The following March, it was announced that Pope Francis had been nominated for the 2014 Nobel Peace Prize. He did not receive this honor, but he continued to devote his time to reaching out to Catholics around the world. During that summer, Pope Francis went on his first visit to Asia. He spent five days in South Korea in August. On his return trip from South Korea, Pope Francis discussed his own mortality with the press. "Two or three years and then I'll be off to my Father's house," he said, according to a report in The Guardian. He also suffered a personal loss around that same time after several members of his family were killed in a car accident in Argentina. That fall, Pope Francis showed himself to be progressive on several scientific issues. He told the members of the Pontifical Academy of Sciences that he supported the Big Bang theory and evolution. According to The Independent newspaper, Pope Francis said that "The Big Bang, which today we hold to be the origin of the world, does not contradict the intervention of the divine creator but, rather, requires it." He also said that evolution "is not inconsistent with the notion of creation."Throughout late 2014 and into 2015, Pope Francis continued his pattern of deep engagement with both political and environmental conflicts around the world. He spoke out against global abuses and the misuse of political and economic power, lamenting the disappearances and suspected murders of 43 students in Mexico; the dangers and losses of life caused by immigration; financial mismanagement within the church itself; and sexual abuse. His decision to crack down on church corruption and excommunicate members of the Mafia were hailed by Catholics and non-Catholics alike, though they also caused him to receive death threats. He tackled other political blockades too, bringing together Presidents Raul Castro, of Cuba, and President Barack Obama, of the United States, in a historic meeting that precipitated significant foreign policy changes. Finally, his ambitious schedule of travel continued, with visits to Paraguay, Bolivia, and Ecuador, as have beatifications. To date, he has beatified more than three dozen people, including Óscar Romero, a priest from El Salvador who was assassinated in 1980 because of his espousal of liberation theology and his activism to protect marginalized people. In September 2015, Pope Francis continued to stir up the status quo in the Catholic Church when he announced that priests around the world will be allowed to forgive the “sin of abortion” during a “year of mercy,” which starts December 8, 2015 and ends November 20, 2016. The Pope wrote about this act of compassion in a letter, stating: “I think in particular of all the women who have resorted to abortion. I am well aware of the pressure that has led them to this decision. I know that it is an existential and moral ordeal. I have met so many women who bear in their heart the scar of this agonizing and painful decision. What has happened is profoundly unjust; yet only understanding the truth of it can enable one not to lose hope."He added: "The forgiveness of God cannot be denied to one who has repented, especially when that person approaches the Sacrament of Confession with a sincere heart in order to obtain reconciliation with the Father. For this reason too, I have decided, notwithstanding anything to the contrary, to concede to all priests for the Jubilee Year the discretion to absolve of the sin of abortion those who have procured it and who, with contrite heart, seek forgiveness for it."Pope as Environmental Activist-In June 2015, Pope Francis spoke out about the environment. He released a 184-page encyclical, a type of Papal message, warning of the dangers of climate change. In this letter, entitled "Laudato Si," Pope Francis wrote: “If present trends continue, this century may well witness extraordinary climate change and an unprecedented destruction of ecosystems, with serious consequences for all of us." Pope Francis chided world leaders for failing to "reach truly meaningful and effective global agreements on the environment." He also called for "highly polluting fossil fuels" to be "progressively replaced without delay." And while improving and protecting the environment will be difficult, the situation is not hopeless, according to Pope Francis. "Human beings, while capable of the worst, are also capable of rising above themselves, choosing again what is good, and making a new start." The encyclical was considered significant by environmentalists and church observers alike because it was not directed exclusively to Catholics, but to everyone in the world.http://www.biography.com/people/pope-francis-21152349

Pope Francis visits statue of St. John Paul II in Holguín, Cuba-22/09/2015 12:36-vaticanradio

(Vatican Radio) Pope Francis on Monday visited a monument to St. John Paul II, which is located in the atrium of the Cathedral of San Isidoro de Holguín. The statue commemorates the visit St. John Paul II made to Cuba in 1998, the first ever papal visit to the country. The statue, weighing about three tons, was made by Cuban artists, and it shows the Pope standing, holding his pastoral staff against his chest and with his right arm blessing the people of Cuba.

09/22/2015 -vatican insider-“Mary, make the Cuban nation a house of brothers and sisters”-Santiago - Francis at the shrine of Our Lady of Charity of El Cobre-In Santiago de Cuba the Pope prayed at the foot of Our Lady of Charity of el Cobre , the country’s patron saint, at the most famous shrine on the island-Andrea Tornielli

Santiago de cuba-“Make the Cuban nation a house of brothers and sisters so that this people opens up its mind, heart and life to Christ! A sea of reconciliation! Bring together your people around the world”.He approached the statue as thousands of other pilgrims do. He didn’t manage to kneel down but remained seated in silence for a few minutes. Then he recited a prayer to the Virgin Mary and before leaving the shrine he donated a vase of white and yellow ceramic flowers with silver stems. The final event of the Cuban leg of his transatlantic visit took place in the island’s second biggest city, Santiago de Cuba, the old capital that is known for being home to “Our Lady of Charity of El Cobre”.Immediately after landing in Santiago after a 20-minute flight from Holguín, Francis – under the pouring rain – met the bishops of the seminary of St. Basil the Great, where he spent the night.  His first public gesture was to visit the sanctuary that was just 300 metres away, to pray before the Marian effigy to which he entrusted Cuba’s future and that of its people, as his predecessors did.“Our Lady of Charity of El Cobre, Patron Saint of Cuba... you came to visit your people and decided to remain among us as Mother and Lady of Cuba in its journey throughout history. Your name and image are etched in the minds and hearts of all Cubans, both inside and outside the country, as a sign of hope and a centre of fraternal communion.” The Pope asked the Virgin Mary to protect, intensify and strengthen the love of Cubans, to protect families, young people and children and to console all those who suffer.Cubans, believers and non-believers alike, feel a special respect for Our Lady of El Cobre, patron saint of the island and “mother” of national independence struggles. A replica of the statue was installed in the Vatican Gardens on 28 August 2014: a symbol of unity that is today also invoked as a symbol of reconciliation among all Cubans. In a message he pronounced a year ago, Pope Francis had pointed out some “important lessons” taught to us by Our Lady of El Cobre: “Be joyful and share this with those around you. Lift your heart and do not succumb to adversity, stay on the path of good, tirelessly helping those who are oppressed by sorrows and troubles.”The small statue was discovered at the start of the 17th century in the Bay of Nape area, by three slaves who were working in the Barajagua copper mine.

09/21/2015-VATICAN INSIDER-Pope Francis: Faith starts with an “exchange of glances”-Faithful welcome Francis in Holguín-On the feast of St. Matthew, a publican who was saved and transformed by his encounter with Christ, Francis talks about the unique and incomparable energy of the Chrsitin experience and mission. They are far from any cultural, ideological or religious militancy-gianni valente

Faith begins in us when Jesus looks at us. Only the experience of that merciful gaze can make us merciful as well and make us come out of our shell, as was the case with the apostles. On the third day of his visit to Cuba, Pope Francis celebrated mass in Holguín’s Revolution Square.Today is the feast day of St. Matthew, the dishonest and despised publican who worked with the Romans but then became an apostle and an evangelist. In his Gospel, he describes Jesus’ surprise move when he sees the tax collector in his booth and calls to him to follow him, to the shock of the scribes and Pharisees. The Argentinian Pope has said on many occasions that he recognises himself in that “forgiven sinner”. When he would visit Rome as a bishop and cardinal, he would often go to contemplate Caravaggio’s depiction of that scene that is on display in the Church of St. Louis of the French. His homily today resembled an intimate profession of his own faith. His words and images reflect the unique and incomparable energy of the Christian experience and mission. They are far from any cultural, ideological or religious militancy. At the heart of the scene is “this encounter which changed Matthew’s life”. Francis focused for a minute on the “exchange of glances” that transformed the sinner’s life.Matthew, Francis explained, was a publican. He collected taxes from the Jews to give to the Romans. Publicans were looked down upon and considered sinners; as such, they lived apart and were despised by others. They lived an isolated life. “One could hardly eat, speak or pray with the likes of these.” But Jesus went up to Matthew, looked at him “calmly, peacefully. He looked at him with eyes of mercy; he looked at him as no one had ever looked at him before.”. “And this look unlocked Matthew’s heart, it set him free, it healed him, it gave him hope, a new life.”The same thing happened “to Zacchaeus, to Bartimaeus, to Mary Magdalen, to Peter, and to each of us”. “Even if we do not dare raise our eyes to the Lord, he looks at us first. This is our story, and it is like that of so many others. Each of us can say: “I, too, am a sinner, whom Jesus has looked upon”. I ask you, in your homes or in the Church, to be still for a moment and to recall with gratitude and happiness those situations, that moment, when the merciful gaze of God was felt in our lives.”Francis briefly interrupted his homily, asking everyone for a moment of silence “to recall with gratitude and happiness those situations, that moment, when the merciful gaze of God was felt in our lives”. In doing so, he thought above all of his own situation. Today marks 62 years since that life-changing moment that he himself refers to as the start of his priestly vocation. On the morning of 21 September 1953, for no particular reason, he decided to enter the church of San José de Flores  and there he found a priest whom he had never met before. As he gave confession, he sensed a calling to the priesthood for the first time ever. “It was a surprise, the astonishment of an encounter,” Bergoglio himself said in the book-long interview El Jesuita. “This is the religious experience: the astonishment of encountering someone who was waiting for you. From that moment on, God became for me the One who precedes you. You are looking for Him but He is the one who seeks you first.”In his homily in Holguín’s Revolution Square, Pope Francis focused once again on the Spanish verb “primerear”, on Christ who “gets there first”. “Jesus’ love goes before us, his look anticipates our needs. He can see beyond appearances, beyond sin, beyond failures and unworthiness. He sees beyond our rank in society. He sees beyond this, to our dignity as sons and daughters, a dignity at times sullied by sin, but one which endures in the depth of our soul. He came precisely to seek out all those who feel unworthy of God, unworthy of others.”The strength of Christ’s gaze which comes before us, is the start of every step along the path of faith. In his 2010 preface for a book written by his friend Fr. Giacomo Tantardini, Bergoglio wrote: “Some believe that faith and salvation come with our effort to look for, to seek the Lord. Whereas it’s the opposite: you are saved when the Lord looks for you, when He looks at you and you let yourself be looked at and sought for. The Lord will look for you first. And when you find Him, you understand that He was waiting there looking at you, He was expecting you from beforehand. That is salvation: He loves you beforehand. And you let yourself be loved. Salvation is precisely this meeting where He works first. If this meeting does not take place, we are not saved. We can talk about salvation. Invent reassuring theological systems that turn God into a notary and His gratuitous love into a due deed to which He is supposed to be forced by His nature. But we never enter into the People of God.”Speaking about Matthew in today’s homily, Pope Francis tried to anticipate what can happen when we allow ourselves to be looked at by Jesus first: “After the Lord looked upon him with mercy, he said to Matthew: “Follow me.” Matthew got up and followed him. After the look, a word. After love, the mission. Matthew is no longer the same; he is changed inside. The encounter with Jesus and his loving mercy has transformed him.”  “The gaze of Jesus gives rise to missionary activity, service, self-giving.” A path where “Jesus goes before us, he precedes us; he opens the way and invites us to follow him.” “His gaze transforms our way of seeing things, his heart transforms our hearts.”According to Pope Francis, mercy is not an effort. You cannot force anyone to be merciful. One is merciful to others simply because “you share, you take part in Christ’s mercy”, Christ “who always sees what is most authentic in every person, which is the image of his Father”.The Church’s mission as a driver of peace in the world can only blossom out of this experience of mercy. Without this experience, any insistence on Christian duties remains sterile.  When the former happened, the Church’s mission does not have to make up anything artificial, it simply needs to remember to rejoice about what the wonderful things the Lord can make happen , even in adverse circumstances. One does not need programmes or sophisticated and powerful propaganda instruments. In his second homily on Cuban soil, Pope Francis paid homage to the missionary fervour that flourishes spontaneously on the island, in daily life, shown by the “casas de missión”, the thousands of mission houses that started springing up in the 1960s and “which, given the shortage of churches and priests, provide for many people a place for prayer, for listening to the word of God, for catechesis and community life.” He called them “small signs of God’s presence in our neighbourhoods”.When we feel God’s mercy upon us, we become merciful towards others and this can lead to n authentic and fertile missionary spirit. This is the path Pope Francis advised the entire Church to take, from Holguín’s Revolution Square.

Tsipras to back Greek bailout with Tsakalotos as finance minister-Reuters By Renee Maltezou and Michele Kambas-sept 22,15-yahoonews

ATHENS (Reuters) - Greek Prime Minister Alexis Tsipras will reappoint Euclid Tsakalotos as finance minister, a senior source in his leftist Syriza party said on Tuesday, to offer continuity in bailout talks with international lenders.Tsakalotos, a low-key Oxford-trained Marxist economist, helped steer bailout discussions with Greece's creditors that produced an 86 billion euro loan accord with Athens in August. George Chouliarakis, who was finance minister in the caretaker government during the election campaign and also a respected member of the bailout negotiation team, was 'very likely' to be appointed deputy finance minister, the source said.Generally considered safe pairs of hands, the appointments if confirmed will come ahead of a review by lenders starting next month on progress in meeting bailout targets, recapitalizing the country's banks and holding discussions that Greece wants on debt relief.Tsakalotos is a stark contrast to his combative predecessor Yanis Varoufakis, who quit Tsipras's government in disagreement over the bailout in July. He frequently riled lenders with outspoken and occasionally undiplomatic remarks, including one where he said he wore 'creditors' loathing with pride'."The markets will see this positively," said Takis Zamanis, chief trader at Beta Securities in Athens. "It appeared the chemistry was right between Tsakalotos and lenders." Earlier on Tuesday, state media reported Tsakalotos was having second thoughts about accepting the job.It gave no reason, but Tsakalotos, Dutch-born and British-educated, is a member of the so called '53+' faction in Syriza, some of whose members recently expressed concerns the party was moving away from core leftist values to hold on to power. The government's two main tasks will be to ensure that the bailout given by the euro zone in exchange for deep economic reforms does not go off track, and to handle Greece's huge refugee problem.Of the record 430,000 refugees and migrants who have made the journey across the Mediterranean to Europe so far this year, 309,000 have arrived via Greece, according to the International Organization for Migration. Many of Greece's partners, particularly in eastern Europe, want Athens to stop allowing the refugees to pass north on a trek to Germany and other wealthy northern countries.Caretaker migration minister Yiannis Mouzalas was likely to be reappointed, Syriza officials said. Mouzalas is an active member of the Doctors of the World charity, and has taken part in relief missions to trouble spots like Kobane in Syria.-BALANCING THE BOOKS-But it is the implementation of the bailout, which was agreed after months of bitter negotiations in which Tsipras railed against austerity being imposed on Greece, that will be the government's overwhelming task.Factions like '53+' notwithstanding, Tsipras' re-election on Sunday made his party the dominant force in Greece. His harshest hard-left rebel critics failed to make it into parliament."Alexis Tsipras now has the chance to correct the mistakes of his (first) term," center-left newspaper Ta Nea said in an editorial."His first cabinet was marked by Syriza's big appointments, such as Yanis Varoufakis, which had particularly bad results. It was also marked by a need to preserve inner party balances which brought the hard-left ... lawmakers to important ministerial posts."Another reappointment would be Panos Skourletis to the energy ministry, Syriza sources said. He has been criticized for his decision to revoke the permit for a disputed Canadian-run gold mine project in northern Greece in August.Markets will look at how Skourletis will handle the issue after a Greek court ruled in favor of the investment. He is also expected to seek an alternative plan to the privatization of the country's power grid operator ADMIE.(Written by Jeremy Gaunt; Editing by Tom Heneghan)

Barclays: These Advanced Economies Need More Currency Depreciation to Offset the Commodities Crash-Competitiveness is just a crashing currency away.Luke Kawa-September 21, 2015 — 4:22 PM EDT

The hangover from the end of the commodity supercycle has wreaked havoc on a number of advanced economies.Barclays’s foreign exchange research team found that Australia, Canada, Norway, and New Zealand have been victims of a “Dutch Disease pandemic during the recent commodity boom.”What’s Dutch Disease, you ask? Dutch Disease refers to the process by which an increase in commodity prices exerts upward pressure on the currency of a nation that exports that natural resource, and causes a decline in the country’s manufacturing sector, which loses competitiveness as the exchange rate rises. The extent to which these developments are a negative is a point of contention among economists. On the surface, during commodity price booms, the movement of labor away from manufacturing and toward the business of extracting natural resources is typically a move to a higher-productivity and higher-wage industry, and the movement of capital is to a place where it generates better returns. It is the relative atrophy—or hangover, so to speak—of the manufacturing sector as commodity prices wane, however, that prompts some economists to bemoan the reallocation of labor and capital resources that occurs when natural resource prices rise. Countries find it’s much more difficult for labor and capital to move from resources to other parts of the economy than it was for them to move toward resources in the first place—and that a significant amount of exchange rate depreciation is needed before non-commodity segments of the economy are competitive once again. It’s like trying to build up a muscle that has long been dormant.Certainly, these four nations have experienced substantial declines in the value of their respective currencies vs. the U.S. dollar over the past year:“In an environment of falling export prices and slowing demand for commodities, the severity of an economy’s Dutch Disease likely will determine the extent of currency depreciation needed to balance the economy,” wrote the Barclays team. “In extreme cases, where new investment is required to expand the non-commodity export sector, both international and domestic investors likely will want to see a significantly lower exchange rate to offset the fixed costs of committing new capital.”The Barclays analysts attempt to find out which nations afflicted by Dutch Disease will shake it off and regain strength in non-commodity segments the fastest. But first, Barclays has to prove that these economies actually suffered from “Netherlands Nausea,” as Bank of Montreal Chief Economist Doug Porter once quipped. It’s not enough for manufacturing to have declined, as this development was commonplace throughout advanced economies. Statistical analyses performed by Barclays indicate that not only did the manufacturing sectors in Australia, Canada, Norway, and New Zealand fare worse than those of their developed peers during this period, but there are also causal links among the rise in commodity prices, exchange rate appreciation, and poor performance of manufacturing from 2000 to 2012.According to Barclays’s team, Canada’s manufacturing sector is the most adversely affected by the appreciation of the currency out to five years, followed by New Zealand, Australia, and a relatively unscathed Norway:Barclays-The analysts posit that “Norway’s Government Pension Fund likely insulated the country from Dutch Disease,” mitigating the effect of rises in the price of crude by using revenue generated by oil to purchase foreign assets. But although Canada’s manufacturing sector is the one that appears to take the hardest hit during periods when the loonie is overvalued, it doesn’t require much more exchange rate depreciation to boost the manufacturing sector, thanks to other mitigating factors.“ Norway’s positive international asset position reduces the need for Norwegian krone depreciation, while a low debt burden and relatively flexible labor markets benefit the Canadian dollar,” the analysts wrote. “Conversely, the New Zealand kiwi and Australian dollar are most vulnerable, suffering from very large net debt servicing burdens that more than offset labor market flexibility.”As such, Barclays recommends shorting the New Zealand kiwi and Aussie dollar relative to the U.S. greenback, or, for the more risk-averse, going long the Canadian dollar vs. its Antipodean peers.

VW Sets Aside $7.3 Billion to Pay for Emissions Crisis-Chris Reiter-Updated on September 22, 2015 — 7:20 AM EDT-bloomberg

Volkswagen AG said irregularities on diesel-emission readings extend to 11 million vehicles around the world, forcing the German carmaker to set aside 6.5 billion euros ($7.3 billion) in an initial tally of the potential costs.Volkswagen extended its slide after the announcement, falling as much as 30.85 euros and bringing the drop in two days to 37 percent. That has wiped out 24 billion euros in market value, as the probe into rigged air-polution widens. Regulators from Germany, France, South Korea and Italy have vowed to scrutinize the German automaker’s vehicles. To address the growing crisis, the executive committee of the carmaker’s supervisory board will meet Wednesday, said people familiar with the matter."It’s not just a U.S. matter for VW -- you have regulators all over the globe looking into it with potentially numerous fines to come," said Vincenzo Longo, a strategist for IG Group in Milan. "We don’t see any stop to this bloodbath unless there is a change at the head of VW and full cooperation with authorities. Some heads need to roll to get investors buying back VW."Chief Executive Officer Martin Winterkorn has been at the center of the scrutiny since the U.S. Environmental Protection Agency revealed on Friday that VW cheated on air- pollution tests. While the 68-year-old CEO said on Sunday that he was “deeply sorry” and promised a thorough investigation, he didn’t specifically comment on his role. He’ll need to explain to the supervisory board, which was set to vote this week on his contract extension, how deep the malfeasance is spread throughout the carmaker.-Shares Tumble-Volkswagen shares tumbled as much as 23 percent to 101.35 euros on Tuesday and were down 20 percent as of 1:18 p.m. in Frankfurt. That followed a 19 percent dive on Monday.“Volkswagen is working at full speed to clarify irregularities concerning a particular software used in diesel engines,” the Wolfsburg-based company said in a statement. The manufacturer said the money that’s being set aside could increase as investigations continue, adding that earnings forecasts for 2015 will be adjusted to take into account the costs of the scandal. The so-called defeat device was installed in a certain type of diesel engine, which powers models including the VW Passat sedan and the Audi A3 compact. For the majority of the 11 million vehicles involved, the software has no effect, VW said. Regulators will be looking to verify that after VW dragged its feet on the U.S. investigation for nearly a year. The EPA probe alone exposes the company to fines of as much as $18 billion. The U.S. Justice Department has begun its own probe into the matter, according to two U.S. officials familiar with the inquiry.“Our company was dishonest with the EPA, and the California Air Resources Board and with all of you,” Michael Horn, the head of the VW brand in the U.S., said Monday in Brooklyn, New York, where he was revealing a redesigned version of the Passat. “We have totally screwed up. We must fix the cars to prevent this from ever happening again and we have to make this right. This kind of behavior is totally inconsistent with our qualities.”

Stocks Dragged Down by Commodities, Carmakers as Treasuries Jump-Nick Gentle Stephen Kirkland-Updated on September 22, 2015 — 6:59 AM EDT-bloomberg

European stocks tumbled, led by miners and carmakers, and U.S. equity-index futures declined as sliding commodity prices sparked a selloff in higher-yielding assets. The dimming outlook for inflation and growth boosted government bonds and the yen.Glencore Plc fell more than 8 percent, leading European mining stocks toward the lowest close since 2009, and Volkswagen AG lost 19 percent as it set aside 6.5 billion euros ($7.3 billion) to cover the costs of addressing irregularities in diesel engines. Borrowing costs in euros for junk-rated companies surpassed 5 percent for the first time in about two years on Monday. The longest-maturity Treasuries led gains and the yen strengthened against all of its 16 major peers. From coal to copper, raw materials are under pressure on concern the global economy is slowing. The Citigroup Economic Surprise Index, which measures whether G-10 nations’ economic data are above or below analyst estimates, has dropped to a three-month low after turning negative for the first time since July last week. The Federal Reserve cited downward pressure on inflation and slowing growth in China as reasons for standing pat on interest rates last week."There is a rotation back to cash and bonds today as doubts on the outlook for global growth start to gather steam in the mind of investors," said Daniel Weston, chief investment officer at Aimed Capital in Munich. "We have seen growth expectations weakening for some time, and now they seem too strong for the general markets to ignore."Stocks-The Stoxx Europe 600 Index dropped 2.2 percent at 6:55 a.m. in New York, as more than 35 shares fell for every one that gained. Trading volumes were 27 percent higher than the 30-day average.Volkswagen tumbled after slumping 19 percent on Monday. The manufacturer said it will adjust its earnings forecasts for 2015 accordingly, as the diesel emissions probe widened. Germany, France, South Korea and Italy were among countries on Tuesday that said they would look further into revelations that VW rigged diesel tests in the U.S.Standard & Poor’s 500 Index E-mini futures expiring in December slid 1.5 percent. Several technical charts are sounding warning signals that the worst of equities turmoil may not be over. A downward sloping neckline in a head-and-shoulders pattern have formed in the Dow Jones Industrial Average. The index and the Dow Jones Transportation Average also breached the low from last October, flashing a so-called Dow Theory sell signal.-Commodities-Industrial metals fell amid renewed concern over slowing economic expansion in China as the Asian Development Bank reduced its growth forecasts for the country, the biggest consumer.Copper fell 2.9 percent and zinc retreated 1.5 percent to the lowest since June 2010. Nickel dropped 1 percent as China’s imports of the refined metal slumped to the smallest in four months. The Bloomberg Commodity Index slipped 0.8 percent. West Texas Intermediate crude dropped 2.3 percent to $45.63 a barrel after rallying 4.5 percent on Monday. Brent slid 1.3 percent to $48.31.European coal for 2016 dropped below $50 a metric ton for the first time amid slumping demand from China. Prices have declined 25 percent so far in 2015, heading for a fifth straight year of drops in the benchmark year-ahead contract, according to broker data compiled by Bloomberg.Corn slipped 0.3 percent with soybeans down 0.4 percent. Wheat futures due in December -- which surged 2.1 percent last session on prospects dry weather over the next two weeks will hamper early crop growth in Russia and Ukraine -- fell 0.3 percent.Bonds-Markets are also whipsawing as investors digest conflicting signals from the Fed, with a fourth official talking up prospects for higher rates in 2015 after the rate decision on Thursday. Investors now put the probability of a rate rise in 2015 at less than 50 percent, and a lecture by Fed Chair Janet Yellen later this week may offer more clues as to when and if borrowing costs will increase this year.“The Fed is clearly mindful of global disinflation pressures evident from lower commodity prices,” said Nick Stamenkovic, a fixed-income strategist at RIA Capital Markets Ltd. in Edinburgh. “Waning risk appetite is also providing a boost for Treasuries today.”Government bonds rallied as the drop in commodities cooled the outlook for inflation, preserving the value of payments on fixed-income securities.Treasury 30-year bonds climbed for the third time in four days, pushing the yield four basis points lower to 2.98 percent. In the euro area, bonds received an additional boost after ECB Executive Board member Peter Praet said policy makers would “forcefully react” to defend their inflation objective. Germany’s 10-year yield dropped six basis points to 0.62 percent and the five-year note yield fell below zero for the first time since August. The Netherlands sold three-year notes at a record-low yield of minus 0.156 percent. The average yield on non-investment grade debt in euros rose seven basis points on Monday to 5.06 percent, the highest since September 2013, according to the Bank of America Merrill Lynch Euro High Yield Index.BHP Billiton Ltd., the world’s biggest mining company, announced plans to market hybrid securities, partly to refinance existing near-term debt.-Currencies-The yen climbed on increased demand for haven assets, adding 0.6 percent to 119.82 per dollar. It’s the best-performing major currency in the past month, with the biggest gains coming versus those of commodity-producing nations including South Africa’s rand, New Zealand’s dollar and Brazil’s real. The euro slipped 0.7 percent to 133.80 yen and dropped 0.2 percent to $1.1162.

Gulf Arabs oppose Russia role in Syria, still bent on Assad's ouster-Reuters By William Maclean-sept 22,15-yahoonews

DUBAI (Reuters) - Russia's military intervention in support of President Bashar al-Assad has dismayed Gulf Arab enemies of the Syrian leader who say it will prolong the war and keep Syria firmly in the orbit of their arch regional rival Iran.Russia says it is providing arms to the Syrian leader, a longtime ally, and has sent servicemen to advise on their use in the fight against Islamic State (IS) and other jihadist groups. Moscow has also staged naval exercises off Syria.Washington, which opposes both IS and Assad, says Moscow has also sent fighter jets, tanks and other heavy equipment to Syria. On Monday U.S. officials said Russia had started flying drone aircraft on surveillance missions in Syria. Moscow has not confirmed those reports.Saudi Arabia and the other Sunni Muslim Gulf states have this month reaffirmed their opposition to Assad, whom they see as a stooge of Shi'ite Iran, but have not said publicly how they intend to deal with the arrival of the Russian forces."We don't have full details on the extent of the (Russian) involvement and role (in Syria). But such issues on the ground complicate the matter and make it more difficult to find a solution," an official source in the United Arab Emirates (UAE) told Reuters, speaking on condition of anonymity.Saudi Foreign Minister Adel al-Jubeir described the Russian military moves as an "escalation" and reiterated at a recent meeting of the Gulf Cooperation Council (GCC) that Syria can have no future while Assad remains in power. In a statement the GCC foreign ministers urged a political solution to the Syrian crisis "without any foreign intervention" - a clear swipe at Russia and Iran. The GCC comprises the UAE, Saudi Arabia, Kuwait, Bahrain, Oman and Qatar. It remains unclear whether Gulf Arab states would want the Syrian rebels they fund to engage Russian forces in battle - a prospect that would further upset the regional balance of power.By contrast, U.S. and Russian officials have discussed ways to prevent their forces accidentally coming to blows in Syria, where Washington is conducting air strikes against IS targets.Publicly at least, the Gulf Arabs are sticking to their line that Assad cannot survive despite Russia's military support.MILITARY SOLUTION?-While Riyadh prefers a political solution, its foreign minister al-Jubeir said, "the military choice is still available, as the Syrian opposition is still fighting the regime with more efficiency with the passing of time".The Syrian conflict began in 2011 with protests against four decades of Assad family rule. In the ensuing civil war a quarter of a million people have been killed and 11 million - half the total population - driven from their homes. Tens of thousands of Syrian refugees have fled to Europe in the past month alone.Russia says the U.S.-led air strikes against IS positions in Syria are unlikely to be successful and it has called for an international dialogue with Assad."In Russia's estimation, Assad's days are not numbered," said Ebtisam Al Ketbi, head of Emirates Policy Center in the UAE. "It wants to obstruct any Arab effort to bring Assad down."Syria is of vital strategic importance for Moscow. Its naval base at Tartous is its sole installation in the Mediterranean and underpins its regional influence. The Assad family has also historically been one of Russia's best clients for arms sales. For many Gulf Arabs, Russia's entry into Syria's war brings echoes of older strains surrounding the Saudi-backed resistance to Soviet occupation troops in Afghanistan in the 1980s.Some find it ironic that Russia, once a fierce critic of outside intervention in Syria, is now doing just that."Has Russia jumped feet first into the meat-grinder that is Syria?" tweeted Mohammed al-Rashed, a Saudi commentator."Did it not learn its lesson from Afghanistan, which ripped apart the Soviet Union? Or Chechnya, which crushed Russian arrogance? Did Putin learn a thing?"LACK OF U.S. ENGAGEMENT- Some Gulf Arab officials say the Russian intervention was made possible only by what they see as a lack of U.S. engagement on Syria. There is also grudging recognition of Putin's consistent loyalty to his ally, a quality Gulf Arabs say their U.S. friend lacks.Sami Al-Faraj, a Kuwaiti security adviser to the GCC, told Reuters the Russian intervention in effect meant Syria would now be partitioned between a coastal strip held by Assad - who is from the Alawite minority, an offshoot of Shi'ite Islam - and a Sunni Muslim majority hinterland, with Iran a major beneficiary."The GCC understands that a new Syrian entity carved out under Assad means preserving Iranian interests, which is to have a front in the Mediterranean," he said. "The Iranians have chosen the right great power to be with - the Russians."He said he expected the GCC to emulate the U.S. example and seek to ensure that the armed opposition groups it backs in Syria did not engage the Russian troops in combat. The Gulf Arab states will continue to funnel weapons to the opposition groups, he added, but would "not give them with the objective of fighting Russian forces in Syria".Russia's move looks likely to chill a tentative detente begun this year between Russia and Saudi Arabia despite their backing for opposing sides in Syria's conflict and their differences over the issue of Iran's nuclear program.Riyadh is still smarting over a Russian-Chinese veto in February 2012 of a U.N. Security Resolution drafted by the Saudis and backed by the West that Assad should step down. And in March, Jubeir's predecessor Prince Saud al-Faisal accused Putin of hypocrisy, angrily telling an Arab summit Russia could not talk of wanting peace in the Middle East while simultaneously backing Assad in Syria. In June, the atmosphere appeared to improve when Deputy Crown Prince Mohammed bin Salman led a delegation of Saudi officials to Moscow and signed military and energy agreements. The trip raised speculation about closer bilateral ties between two countries but that prospect has dimmed for now.Abdulkhaleq Abdulla, a UAE political scientist, said Assad would not last "one day" without external support, adding: "All things considered, it's a safer bet that he will fall than that he can be propped up. But Russia hasn't realized this."(Additional reporting by Noah Browning, Sami Aboudi, Angus McDowall, Marwa alMalik; Editing by Gareth Jones)

EU refugee plan attacked on eve of crisis summit-Reuters By Francesco Guarascio and Alastair Macdonald-sept 22,15-yahoonews

BRUSSELS (Reuters) - A plan to share out refugees across the European Union was rejected outright by the Czech Republic on Tuesday and criticized by a United Nations agency for not going far enough.Nearly half a million people fleeing war and poverty, two-fifths of them from Syria, have crossed the Mediterranean this year to reach Europe, overwhelming the EU's southern states and plunging them into furious rows over border controls.Hours before a meeting of EU interior ministers to discuss the plan to redistribute 120,000 refugees across the 28-nation bloc, Czech Prime Minister Bohuslav Sobotka said his country would reject any quota system. He said any attempt to impose such a scheme could end in "big ridicule" for the European Commission, the EU's executive arm, and for governments that supported the idea. The U.N. refugee agency, the UNHCR, said the 120,000 people the bloc is seeking to share out were equivalent to just 20 days' worth of arrivals at the current rate."A relocation program alone, at this stage in the crisis, will not be enough to stabilize the situation," UNHCR spokeswoman Melissa Fleming said, calling on the EU to set up reception facilities for tens of thousands of refugees at any one time.Refugees and migrants arriving in Greece and Italy have been streaming north across the continent to reach more affluent nations like Germany, triggering disputes between governments in central and eastern Europe as they alternately try to block the flow or to shunt the burden on to their neighbors.Serbia threatened to retaliate on Tuesday after EU member Croatia halted all cargo traffic from its eastern neighbor.Norway became the latest member of Europe's 26-nation Schengen area, where people can normally travel across frontiers without showing a passport, to say it would intensify border controls. The Organization for Economic Co-operation and Development said Europe could expect a record one million people to request asylum this year, and almost half would probably qualify to be taken in.PREY FOR ISLAMISTS-In Germany, by far the most popular destination, the head of domestic intelligence said there was a big worry that radical Islamists living in the country could try to recruit young refugees "who could be easy prey".Amid the recriminations, EU leaders want to focus at an emergency summit on Wednesday on ramping up aid for Syrian refugees in Turkey and the rest of the Middle East and tightening control on the bloc's frontiers.Officials hope some compromise on the relocation scheme can be found at a meeting of interior ministers on Tuesday, to prevent the summit being consumed by the same thorny issue. But despite seeking consensus for weeks on the quota plan, diplomats said it was unclear whether a deal could be reached.Senior officials have voiced growing exasperation with the feuding -- notably between Germany, which wants governments to accept mandatory national quotas for housing the newcomers, and ex-Communist eastern states vehemently opposed to such demands. The European Commission backs the quota scheme, but opponents call it a distraction, irrelevant to the problem of targeting aid to the neediest and reducing the numbers risking dangerous sea crossings. After a failed interior ministers meeting last week, it is clear that the dissenters, notably Hungary, Slovakia and the Czech Republic, can be out-voted. But diplomats said they were working to find consensus to avoid such an outcome, arguing that on such a sensitive issue it could further poison relations in the bloc."This is the worst I've ever known things in more than 20 years dealing with European affairs," one senior diplomat said.(Writing by Mark Trevelyan; Editing by Janet Lawrence)

Ukraine presses NATO chief for defensive weapons-Reuters By Robin Emmott-sept 22,15-yahoonews

KIEV (Reuters) - Ukraine pressed NATO on Tuesday for Western weaponry to help defend itself against pro-Russian separatists but the head of the alliance resisted for fear of threatening a fragile ceasefire with Russian-backed rebels. In Kiev's imposing Soviet-era government buildings, Ukraine's political leadership told NATO Secretary-General Jens Stoltenberg that their armed forces were no match for Russia, and needed help."Our heroes, our warriors belong to an army that was neglected for decades...they face aggression and need defensive weaponry," the speaker of the parliament, Volodymyr Groysman, told Stoltenberg making his first visit to Ukraine as head of NATO, 18 months after Russia seized Ukraine's Crimean peninsula.Prime Minister Arseny Yatseniuk, sitting alongside Stoltenberg at a national security council meeting, was equally blunt in depicting a threat from Russia which, however, denies it has provided weapons to the rebels in the east."Defense capabilities are essential to us in the face of a nuclear country, which has spent tens of billions of dollars on modernizing its army," Yatseniuk said.Diplomats said the issue of weaponry was raised at the security council, but the tone was less strident than in public. Initially, defensive equipment, for the Ukrainians, could include more communication equipment, they said.Hours earlier, Stoltenberg had signed agreements to help modernize the Ukrainian armed forces. But Stoltenberg said that was as far as NATO would go, telling Reuters in an interview that "NATO does not provide or supply weapons.""The main focus now is the implementation of the Minsk agreement," Stoltenberg said, adding that Monday was the first day since the peace deal was signed in February in which no violations of the ceasefire had been registered.-EUROPE'S OUTPOST-The ebb in violence in Ukraine's east, where the West say Russia is supporting and arming separatists and has positioned its own heavy weapons, was an opportunity for new momentum for diplomacy, Stoltenberg said.Ukrainian President Petro Poroshenko, while accepting that non-NATO Ukraine could not expect direct military aid, portrayed his country as a bulwark against Russian aggression that could one day threaten other parts of the continent."De jure we are not allies, but de facto we are much more than partners. Ukraine is the most eastern outpost of the Euro-Atlantic area," Poroshenko said.Stoltenberg sees Ukraine as the most complex of Europe's many crises and backs the 11-step Minsk peace deal signed in February that set an end-year deadline for implementation. He sees the alliance's role mainly limited to helping rebuild the Ukrainian army after years of mismanagement that was reflected in defeats by the pro-Russian rebels.Former president Viktor Yanukovich dropped a bid to join NATO in 2010 to please Moscow. When he moved last year to decline an EU partnership deal and draw closer to Moscow, he was toppled by protests dubbed by Russia a Western-backed coup. The current pro-Western leadership under Poroshenko now sees NATO membership as the only way to protect its territory. NATO, however, wants to avoid provoking Moscow.Russia opposes any potential expansion of NATO to former communist areas of eastern and southeastern Europe, part of a battle for influence that lies at the heart of the conflict in Ukraine.(Reporting by Robin Emmott; Additional reporting by Pavel Polityuk and Alessandra Prentice; Editing by Richard Balmforth and Ralph Boulton)

More than 2 million Muslims in Saudi start hajj pilgrimage-Associated Press By AYA BATRAWY-SEPT 22,15-YAHOONEWS
MECCA, Saudi Arabia (AP) — More than 2 million Muslims on Tuesday started the first rites of the annual hajj in Saudi Arabia, one of the world's largest religious pilgrimages that draws people from different countries to the holy city of Mecca to perform a series of rituals and prayers aimed at erasing past sins.Newly-arrived pilgrims circled the Kaaba, the black cube-shaped structure in Mecca's Grand Mosque toward which all Muslims pray. In a sign of humility and equality before God, the pilgrims shed symbols of worldly materialism, entering a state known as "ihram" — women forgo makeup and perfume for loose fitted clothing and a head-covering while men wear seamless terry cloth white garments.Islam requires all able-bodied Muslims to perform the hajj once in a lifetime. The pilgrimage is among the five main pillars of Islam, which also include belief in the oneness of God and the Prophet Muhammad as his final messenger, five daily prayers facing toward the Kaaba, annual charity and fasting during the month of Ramadan.Muslims believe the hajj traces the paths of the Prophets Abraham, Ishmael and Muhammad. Pilgrims start the hajj in Mecca, before heading to the nearby tent city of Mina, five kilometers (three miles) away.In Mecca, they circle the Kaaba counterclockwise seven times, and also re-enact the path of Hagar, the wife of the patriarch Abraham, who Muslims believe ran between two hills searching for water for her dying young son. Tradition holds that God then brought forth a spring of water that runs until this day and which Muslims drink from during the hajj.Since arriving to Mecca over the past several weeks, hundreds of thousands have chanted, "Labayk Allahuma Labayk," or "Here I am, God, answering your call. Here I am."Many prayed for their deceased kin. Sadi Zawya, who lost his wife earlier year and is now raising his five children on his own was among the sea of people.Arriving from Egypt, 62-year-old Hoda Darahim said her 35 year-old daughter died this year, and that she is now raising her two grandchildren, relying on financial help from her older sons and the small government pension she receives."Her dream was to perform the hajj," Darahim said of her daughter. "So I am fulfilling her wish."Moussa bin Abdullah Butu, a 38-year-old artist from Nigeria, said this will be his third hajj but an especially challenging one since he lost his two-year old son, Abdullah, to a long illness earlier this year. "In the white ihram, the rich man and the poor, we are all together," he said. The hajj requires physical perseverance, finances and a coveted hajj visa, which is limited to country-by-country quotas to manage crowd safety. Butu said he was very grateful for his visa and the opportunity to once again perform the hajj."I know that I am one of the people that Allah chose ... I am one of the people Allah called this year," Butu said. The main day of hajj this year falls on Wednesday, when between 2 to 3 million pilgrims gather in a valley called Arafat, packed shoulder to shoulder in prayer and supplication. It is at Arafat where the Prophet Muhammad delivered his final sermon some 1,400 years ago, calling for equality and unity among Muslims.

Abbas warns of intifada risk after Jerusalem clashes-AFP By Sarah Benhaida-sept 22,15-yahoonews

Jerusalem (AFP) - Palestinian president Mahmud Abbas warned Tuesday of the risk of a new intifada after clashes last week at the Al-Aqsa mosque compound and with tensions rising as Jews and Muslims celebrate major religious holidays.Abbas's comments after meeting French President Francois Hollande in Paris came with peace efforts at a standstill for more than a year and a recent poll showing a majority of Palestinians support a return to an armed uprising."What is happening is very dangerous," Abbas said, while warning against "an intifada (uprising) which we don't want".The Palestinian leader, whose recent moves have stirred speculation over whether he intends to step down soon, plans to travel to Russia after Paris as he seeks to rally support before his upcoming speech at the UN General Assembly.Jerusalem was calm on Tuesday but under tight security, with thousands of police officers deployed and authorities closing off the city to residents of the occupied West Bank.Unrest however hit the flashpoint Hebron area in the southern West Bank, with Israeli forces shooting a Palestinian woman who allegedly tried to stab a soldier. The 18-year-old later died from her wounds, her father said.Overnight in the village of Dura near Hebron, another Palestinian was killed by an explosive device he intended to toss at a military vehicle, an Israeli military spokeswoman said. Residents provided a similar account.Palestinian security officials however said he was shot dead by Israeli troops and named him as Dia al-Talahmeh, 21.- Tight security in Jerusalem -Hundreds later gathered for his funeral in the village while declaring him a "martyr," with his body wrapped in a flag for militant group Islamic Jihad."I am very proud of my son. I hope out of every Palestinian house, a martyr will emerge," said his mother, who declined to provide her name. The army spokeswoman said a patrol had been deployed to clear stones blocking a road outside Hebron when the incident occurred."The soldiers heard an explosion and during a search of the sector they found the body of a Palestinian killed by the explosive device he intended to throw at one of our vehicles," she said.Tensions have been running high ahead of the Jewish Yom Kippur holiday which begins at sundown on Tuesday. The Muslim Eid al-Adha holiday begins on Wednesday evening and continues until Sunday.Israel has deployed thousands of police in Jerusalem and shut it off from the West Bank, with checkpoints closed for the holiday as in previous years. There were also age restrictions on Muslims entering the Al-Aqsa compound in Jerusalem's Old City, with men under 40 prohibited. Israeli authorities implement such age restrictions when tensions are high in a bid to avoid violence.Last week's clashes occurred as Jews celebrated their New Year, or Rosh Hashanah.Police said they raided the Al-Aqsa compound to stop youths who had barricaded themselves inside the mosque from disrupting visits by Jews and tourists.Clashes broke out during the raids, with protesters throwing fireworks, stones and other objects at police, who fired stun grenades.- Support rises for new intifada -Al-Aqsa, the third holiest site in Islam, is also venerated by Jews as the Temple Mount and is considered the most sacred place in Judaism.Muslims have been alarmed by an increase in visits by Jews to the site and fear rules governing the compound will be changed. Jews are allowed to visit but not to pray to avoid provoking tensions.Israeli Prime Minister Benjamin Netanyahu has said repeatedly he is committed to the status quo at the site.Israel seized east Jerusalem, where Al-Aqsa is located, in the Six-Day War of 1967 and later annexed it in a move never recognised by the international community.Hollande, after meeting Abbas on Tuesday, called for "peace, calm and the respect of principles" at the Al-Aqsa compound.A poll out this week showed 57 percent of Palestinians support a return to an armed intifada in the absence of peace negotiations, up from 49 percent three months ago.Poll organisers said the figure was similar to numbers seen ahead of the second Palestinian intifada in 2000.Meanwhile, two-thirds of Palestinians believe that Abbas, 80, should resign, according to the poll by the respected Palestinian Centre for Policy and Survey Research.

Russia in Syria: Did Putin just clip Israel's wings?-Netanyahu says he and Putin agreed on ways to avoid conflict between their forces in Syria. For years Israel has had a free hand to attack arms transfers to Hezbollah.Christian Science Monitor By Joshua Mitnick-sept 22,15-yahoonews

But all the pleasantries Monday couldn’t hide the awkwardness of the new wrinkle in Russian-Israeli relations. Moscow’s decision to boost its military presence in northern Syria in support of President Bashar al-Assad has posed a potential challenge to Mr. Netanyahu, who for years has had a relatively free hand to carry out strikes against arms shipments that Israel says goes from Iran, through Syria, to the Shiite militia Hezbollah in Lebanon. If Israeli intelligence gets tipped off that Syrian forces are shipping advanced missiles to Hezbollah near where Russian troops are stationed, Netanyahu is liable to face a dilemma: should Israel attack the weapons convoy preemptively and risk injuring Russians? The coordination mechanism announced by Israel is supposed to avoid tactical “misunderstandings,” but potentially crimps Israel’s maneuvers.“It complicates reality. It potentially limits Israel’s freedom of action,” said Ehud Eiran, a political science professor at Haifa University who focuses on national security. “The fascinating question is whether it will constrain Israel or not. Israel has been looking at Lebanon and Syria as areas where it could fly freely.”Not since the collapse of the Soviet Union has Israel faced a potentially unfriendly superpower so close to its borders. Though Russia is no longer supporting a coalition of Arab states in direct conflict with the Jewish state as it did during the cold war, the fallout from the Russian intervention could boost the Iranian-led alliance of Shiite forces supporting Mr. Assad.Speaking to Israeli reporters after the Kremlin meeting, Netanyahu said Israel would continue to act to block weapons transfers from Syria to Lebanon and against the establishment of an Iranian-backed military front on the Golan Heights.-ISRAEL HAS INTERVENED IN SYRIA FOR YEARS-Israel’s policy of intervening against perceived threats from Syria goes back to 2006, when it bombed a nuclear reactor there. While acknowledging Israeli concerns about spillover from the war, Mr. Putin played down Israeli fears of a new front in Syria, saying Russia’s actions would be “responsible.”But that’s not the same as assuring Israel it can continue to operate freely in Syrian airspace, analysts say.“In effect, Russia is dictating by saying, ‘Our soldiers, rockets, and aircraft are there. Don’t mess with us,’” says Moshe Maoz, an expert on Syria at Hebrew University. He sees the new dialogue with Russia as a strategic mistake for Israel“It’s going to advance the expansion of Iran. Israel can’t do very much about it, but Israel is shooting itself in the foot by agreeing” to the coordination with Moscow, he says. “Israel is undermining its relations with the Sunni Muslim majority” in Syria and the region by cooperating with an ally of Assad.-RUSSIA FILLING A VACUUM-Indeed, over the years of the Syrian civil war, Israeli policymakers have disagreed over whether they prefer the chaos that would come with the collapse of the Assad regime and the consequent strategic blow to Israel’s chief enemy in Iran, or the relative stability if the so-called “devil that it knows” remains in power.Even though the Russians are filling a vacuum in Syria left by Israel’s chief ally, the United States, some security analysts in Israel wonder if Russia might help to tamp down arms shipments to Hezbollah.Eyal Zisser, a Syria expert at Tel Aviv University, says such assistance is unlikely, but he does believe the coordination will have a tactical benefit by avoiding a flare-up with Israel’s enemies active in Syria.“The Russians are the only ones that speak with all the powers,” he says. “It’s important to keep the channels open, and avoid escalation.”

Copper in Caserones warehouse in Chile safe after tsunami -company-SANTIAGO, Sept 20-reuters

The tsunami that hit the Chilean port of Coquimbo after Wednesday's earthquake did not damage the copper concentrate in JX Nippon Mining & Metals' Caserones warehouse despite minor flooding, the company said."The warehouse received minor damage and the entry of water without affecting the integrity of the installation or putting at risk the 2,315 tonnes of copper concentrate stored inside," the company's local unit said in a statement on Sunday. The 8.3-magnitude quake struck the center of Chile late on Wednesday, leaving 13 dead and triggering huge waves that pounded Coquimbo and other coastal areas. The government has declared the port under emergency. The Caserones mine started commercial operations in 2014 and produced 18,000 tonnes of copper concentrate in the first half of 2015.JX Nippon Mining & Metals is a unit of Japan's JX Holdings Inc.Other copper mines in Chile, the world's top producer, have said the quake did not seriously their installations. Chile rebuilds after earthquake and tsunami-19 September 2015 Last updated at 04:34 BST-bbc news

Residents clear mud, rubble as rebuilding begins after Chile quake-reuters

COQUIMBO, Chile | By Felipe Iturrieta-Residents began rebuilding homes and businesses in Coquimbo on Friday, two days after tsunami waves triggered by a major earthquake battered the Chilean port city's waterfront neighborhoods.Soldiers patrolled the streets to prevent looting after President Michelle Bachelet's government declared an emergency in Coquimbo following the 8.3-magnitude quake, which killed 12 people. At least one strong aftershock shook Chile's Pacific seaboard on Friday as residents trying to salvage what they could from their properties urged the government to speed up the relief effort."We're just getting started with removing the mud and the rubble," said Maria Gonzalez, whose fish and seafood restaurant in Coquimbo's port was badly damaged. "They have to help us fix our businesses and get back to the life we had."Waves of up to 4.5 meters (15 feet) slammed into Coquimbo's shoreline, flinging large fishing boats and shipping containers onto the streets and sending floodwaters pouring into downtown. The quake was the strongest recorded in the world this year, but the swift evacuation of coastal zones and strict building regulations appeared to help keep the death toll low. Some Coquimbo residents said government aid was slow to arrive. A handful of protesters briefly blocked the highway leading to and from the city on Friday morning before police arrived and dismantled their roadblock."We haven't eaten in three days!" one of the demonstrators shouted.Chile quake victims assess damage"We understand that people are desperate and don't know what to do," he told Reuters around midday. "The aid packages arrived this morning and are being distributed, starting now."The economic cost of the earthquake, which followed floods in northern Chile and volcanic eruptions in the south earlier this year, could be anywhere between $100 million and $1 billion, Fitch rating agency said.Bachelet, who was widely criticized for her slow response to a monster quake in 2010 that killed more than 500 people, hugged victims as she toured the disaster zone on Thursday. Those hit by the tsunami lost practically everything, said Askaan Wohlt of the Desafio Levantemos Chile charity, which was established after the 2010 earthquake. "Our focus is going to be to help businesses rebuild," said Wohlt. The tsunami that hit Coquimbo flooded a warehouse for copper concentrate from the Caserones mine, Japan's JX Nippon Mining and Metals said on Friday. The company said it did not know how much copper concentrate was stored there.Chile is the world's largest copper producer. Concerns over supply disruptions eased on Thursday when state copper miner Codelco [CODEL.L] restarted operations at its Andina project and London-listed Antofagasta Plc said it expected to resume normal operations. The massive 8.8-magnitude quake that walloped south central Chile some five years ago released five times more energy than Wednesday's temblor, according to Juan Carlos de la Llera, dean of engineering at Chile's Universidad Catolica.(Writing by Anthony Esposito and Hugh Bronstein; Editing by Richard Lough, Jeffrey Benkoe and Jonathan Oatis)
