Tianjin (China) (AFP) - Chinese authorities struggled Friday to extinguish fires and identify dangerous chemicals at a devastated industrial site, two days after giant explosions killed dozens and left residents in fear of being cloaked in a toxic cloud.Officials in the northern port city of Tianjin, where the blasts killed at least 56 people and injured more than 700, told a news conference they did not yet know what materials were at the hazardous goods storage facility that exploded, or the cause of the blast.But Chinese media and environment group Greenpeace warned a host of potentially extremely dangerous chemicals may have been stored there.At least 700 tonnes of sodium cyanide were at the site, along with other dangerous substances, and the poisonous chemical had been detected in nearby drains, the Beijing News initially reported.But the report was no longer available on the newspaper's website on Friday, giving rise to suspicions that the Chinese government was clamping down on sensitive information relating to the tragedy.The official Xinhua news agency said a team of 217 nuclear and biochemical materials specialists from the Chinese military had travelled to Tianjin to inspect the site.Xinhua cited local authorities for the latest rise in the death toll to 56, which it said included 21 firemen.The agency added that 721 people had been hospitalised, 25 of whom were in critical condition.Dozens of people were still missing but there was a rare moment to cheer on Friday morning when rescue workers pulled a 19-year-old firefighter from the rubble.- Fear of the unknown -However up to 1,000 firefighters were still struggling to extinguish blazes at the site, with smoke billowing from three areas, adding to uncertainty over whether more chemicals may be leaking.Some police wore no protective clothing, while others had full-face gas masks, although an environmental expert told an official press conference that toxic gas indicators were within normal ranges and the air "should be safe for residents to breathe".At a nearby office building, security guard Liu Zongguang, 50, wore a cheap surgical mask."I'm wearing this mask because I saw some police wearing them, but I also saw some without masks, I don't really know what to do," Liu said."I'm really scared, but I don't even know what to be scared of, the government hasn't said anything, nothing about what we should do to keep our families safe from the chemicals."Greenpeace warned on Thursday that rain could transfer airborne chemicals into water systems. TIANJIN, China - Rescuers pulled out a firefighter who was trapped for 32 hours after responding to a fire and huge explosions in the Chinese port city of Tianjin as authorities dealt Friday with a fire still smouldering amid potentially dangerous chemicals.A rapid succession of explosions late Wednesday — one equal to 21 tons of TNT — killed at least 56 people, injured more than 720 and left several firefighters missing.They were sparked by a fire at what authorities said were shipping containers containing hazardous material at a warehouse, and they struck a mostly industrial zone late at night — otherwise the death toll could have been much higher. But the warehouse was close enough to residences to appear out of compliance with safety regulations, raising questions about whether the facility had properly been authorized.The toll included at least 21 firefighters among the more than 1,000 sent to the disaster. Firefighters initially responded to a fire at the warehouse and many of them apparently were killed by a series of explosions triggered 40 minutes after the fire was reported."Reinforcements had just arrived on the scene and were just getting to work when the explosions occurred and therefore there was no chance to escape, and that's why the casualties were so severe," Tianjin Fire Department head Zhou Tian said at a news conference Friday. "The land was near normal logistics warehouses when we acquired it in April 2010," the company said in an emailed statement. "We were not aware they were later transformed into warehouses for hazardous material."The housing development's windows were shattered and the side facing the explosions singed. The entire complex was evacuated and falls within a 1- to 2-kilometre zone around the blast site that has been cordoned off by police.Local officials have publicly reassured a skeptical public that the blasts have not contaminated the air, but many residents weren't taking chances and could be seen Friday wearing air-filtering masks. "I don't usually wear a mask but I don't quite trust what the government says," Ma Wiehan said from behind her mask as she walked with her 6-month-old daughter. "I'm doing this for my child."Questions about whether firefighters may have sparked the blasts have been circulating in the Chinese media. One report suggested that water used by first responders may have come into contact with a chemical that explodes on contact with water, but an official also is quoted as saying the first wave of firefighters could not have sparked the blasts.Many of the fire trucks seen at the site hours after the blasts use a kind of firefighting foam.Authorities have not said what caused the explosions, saying only that they originated at the warehouse owned by Ruihai International Logistics. Its website says the company is authorized to handle chemicals ranging from flammable gases and liquids, including compressed natural gas and ethyl acetate, to chemicals that explode on contact with water, including sodium cyanide and calcium carbide.However, the warehouse was a transit point and authorities have no clear picture of what was there at the time of the blasts. Records at the site were destroyed in the disaster, meaning that authorities must rely on customs documents, said Gao Huaiyou, deputy director of occupational safety in Tianjin.City officials so far have confirmed only that calcium carbide, potassium nitrate and sodium nitrate were at the warehouse.Zhou said further firefighting efforts must go slowly because of the potentially complex mix of chemicals at the site."Many types of different materials with different characteristics are mixed together and could at any time result in a chemical reaction or explosion," Zhou said.At one point early Friday evening, a small explosion could be seen inside the cordoned-off zone, in what may have been a controlled blast by firefighters.In an interview with the Shanghai-based publication The Paper, a fire official at the Ministry of Public Safety, Lei Jinde, was quoted as confirming that the first wave of firefighters used water to cool down areas on fire. When asked whether they knew there was calcium carbide at the warehouse, he said yes and that firefighters would not have sprayed water on the substance. When asked whether the initial firefighter response could have sparked the second blast, Lei said "No. The response procedure must have been scientific."On the day after the blasts, Tianjin environmental protection chief Wen Wurui told a news conference that there had been no apparent contamination of the air, based on samples taken at five air monitoring stations throughout the city. He also said all waterways leading from the disaster site to the sea had been sealed to contain any potential water leaks.Tianjin, with a population of about 15 million, is being promoted by the Chinese government as a centre for finance and high-tech industry. TIANJIN, China (Reuters) - China on Friday defended fire fighters who initially hosed water on a blaze in a warehouse storing volatile chemicals, a response foreign experts said could have contributed to two huge blasts that killed 56 people.At least 21 fire fighters were among the victims of the explosions at the port in the northeastern city of Tianjin on Wednesday night, the official Xinhua news agency said, calling it possibly the highest death toll among fire crews since the founding of the People's Republic of China in 1949.About 720 people were injured, 25 critically with 33 in serious condition, in a nation all too familiar with industrial disasters.Columns of smoke from fires still burning on Friday rose from the site amid crumpled shipping containers, thousands of torched cars and burnt-out shells of port buildings.Rescuers pulled one survivor from the wreckage, later identified as a fire fighter, a city official told reporters. SAN FRANCISCO (Reuters) - Firefighters battling a raging California wildfire near the state's celebrated wine region turned a corner by Friday as they managed to draw containment lines around half of the blaze ravaging drought-parched brush and dry timber.The 24,555-acre Jerusalem Fire broke out Sunday afternoon in rural ranch land north of Napa County's wine-producing region, about 100 miles north of San Francisco, the California Department of Forestry and Fire Protection said.The flames spread rapidly, and while it grew by several hundred acres overnight, firefighters have now contained 52 percent of the flames, according to Cal Fire, as the department is known.About 150 people who were forced to flee hours after the fire broke out are still under evacuation orders, and the 50 homes they left behind remain threatened, Cal Fire said.Crews were focused on strengthening containment lines around the fire and crews had begun pushing into its interior to squelch hot spots, Cal Fire spokesman Steve Swindle said."It's very, very rugged terrain, so it's very difficult," Swindle said. "It's just full-on grunt work."Much of the northern section of the fire has merged with the southern perimeter of a massive 69,438-acre blaze, which has been charring the desiccated vegetation for days.That inferno, the so-called Rocky Fire, has been the state's fiercest so far this season, though it is now 95 percent contained. Tuberculosis cases in two Labrador communities are up by nearly five times so this year, compared to the numbers identified in 2014.- Tuberculosis outbreak has Nain woman calling for widespread screening -- Tuberculosis case in N.L. confirmed by Eastern Health Labrador-Grenfell Health confirmed Friday there have been 24 cases of TB in Labrador so far in 2015, up from a total five in the region during the previous year.Both the communities of Nain and Happy Valley-Goose Bay have seen spikes in TB cases, with nearly all of those cases linked to outbreaks of the infectious disease.In Nain, there have been 20 cases of TB confirmed so far this year, and health authorities have determined that all of the infected people came into contact with others with the disease prior to getting it themselves.In Happy Valley-Goose Bay, there have been four total cases of TB in 2015, with all but one linked to the outbreak.According to an official with Labrador-Grenfell Health, one of the cases is considered "sporadic" and could not be epidemiologically linked to other reported cases.Focus on containing, preventing infections-Labrador-Grenfell Health is working with the Nunatsiavut Government and the province's Chief Medical Officer of Health to try and take control of the TB outbreak to stop it from spreading.One of the key parts of that process is the identification of close contacts of those individuals infected, an exercise known as tracing.So far, Labrador-Grenfell Health said it has investigated around 735 contacts in both Nain and Happy Valley-Goose Bay.The authority said during the first two weeks someone is infected, they are contagious to others.Through the tracing process, a number of patients have been flagged who are still infectious, which officials believe is why such a high number of cases have been reported.Once a TB infection has been confirmed, it can take at least six months to treat — even after the two-week infectious period has passed.Sharing of cigarettes flagged-While working to trace and treat individuals with TB, Labrador-Grenfell Health has been also working to educate people on how to prevent it from spreading in the first place.One of the most common ways it can be contracted, according to the health authority, is through the sharing of cigarettes or other smoking devices.Labrador-Grenfell Health advises young people in particular be cautious about practicing good hygiene and eating healthy.Below are some steps people can take if they suspect they may have been in contact with someone infected with TB, as identified by Labrador-Grenfell Health.- If you are sick or feel unwell, and have any of the following symptoms: fever, night sweats, cough, weight loss, go directly to your local community clinic.- If you have been identified as a contact of someone who is sick, you will be contacted by a public health nurse. A contact can be a family member or a close friend. If you're contacted by your public health nurse, it's important for you to work with your health care providers.- If you feel you might be a contact of someone who is sick with TB, you can contact your local Public Health Nurse.- TB is a bacterial infection and it has been eradicated in most places in Canada, but it continues to pose challenges in some northern communities.- Treatment and taking all of the medication as prescribed is the best way to eradicate the TB bacteria.

A safety concern over hazmat suits caused a delay containing a chlorine leak at the new water treatment plant in Corner Brook on Thursday.The gas leak, which the city found out about from an alarm that sounded around 2 a.m., resulted in a boil order for the city that is set to last at least three days.- Corner Brook under boil order for 3 days after reports of chlorine leak On Friday, Mayor Charles Pender told CBC's Corner Brook Morning Show that there concerns about the hazmat suits owned by the local fire department and the training of local crews, which meant a team from Grand Falls - Windsor had to be called in."If theres's a safety concern, if our firefighters feel if it's not safe to use the materials — or if they don't have the required training, then we automatically then defer to the next hazmat team," he said."Any time there are questions raised around safety, the City of Corner Brook is not going to put any of our employees in any situation where we feel there is a safety concern."Pender said the hazmat suits and training are not a municipal responsibility, and that it was Fire and Emergency Services that made the call to bring in another team."With last night's incident, our hazmat team arrived on site and there were some concerns raised about our suits and their usability," he said."Also there was some concerns about training."Pender said the team from central arrived later Thursday morning and had the area vented and cleared by 10 a.m.While he couldn't verify all the details, he said it appeared the leak was related to a faulty pressure gauge valve that leaked.Once that problem was identified at around 6 a.m. Thursday, the city switched over to the backup system that was used before the construction of the new treatment plant.Precautionary boil order in place until at least Saturday-Pender said the boil order in Corner Brook and neighbouring Massey Drive  will continue for at least one more day, as tests are done to confirm the water is safe for consumption.He said while the whole ordeal is a big inconvenience for the city and it's residents, he said such problems are expected any time a new system is first brought online."It's similar to somebody buying a new car, you drive it for a while and then you have a glitch and need to bring it in for servicing," he said."This plant is no different."

Similar temperatures are expected today, but things will cool down a bit on the weekend, according to Environment Canada.

BRUSSELS (AP) — Finance ministers of the 19-nation euro single currency group on Friday approved the first 26 billion euros ($29 billion) of a vast new bailout package to help rebuild Greece's shattered economy."Of course there were differences but we have managed to solve the last issues," Eurogroup chairman Jeroen Djisselbloem told reporters in Brussels. "All the intense work of the past week has paid off."Ten billion euros will be made available to recapitalize Greece banks, while a second slice of 16 billion euros will be paid in several installments, starting with a 13 billion euro installment by Aug. 20 when Greece must make a new debt payment to the European Central Bank."On this basis, Greece is and will irreversibly remain a member of the Euro area," said European Commission President Jean-Claude Juncker after the deal was sealed.The final rescue package would eventually give Greece up to 86 billion euros ($93 billion) in loans over three years in exchange for harsh spending cuts and tax hikes.The deal must still be approved by some national parliaments, including Germany, but that is largely considered to be a formality. ATHENS (Reuters) - Greek Prime Minister Alexis Tsipras faced the widest rebellion yet from his leftist lawmakers as parliament approved a new bailout program on Friday, forcing him to consider a confidence vote that could pave the way for early elections.After lawmakers bickered for much of the night on procedural matters, Tsipras comfortably won the vote on the country's third financial rescue by foreign creditors in five years thanks to support from pro-euro opposition parties.That cleared the way for euro zone finance ministers to approve the deal totaling 86 billion euros ($95 billion) over three years. BRUSSELS (Reuters) - Finance ministers from the euro zone were meeting in Brussels on Friday expecting to give their final blessing to lending Greece up to 85.5 billion euros after parliament in Athens agreed to stiff conditions overnight.German Finance Minister Wolfgang Schaeuble, long the most powerful skeptic on the merits of giving Greece a third bailout to keep it in the EU's common currency area, voiced optimism as the meeting began that it would end with an accord that will give Athens the funds needed to meet a loan repayment next week.However, some issues still need to be ironed out following a deal struck on Tuesday by negotiators from the European Commission, European Central Bank and International Monetary Fund. Among these are how to ensure the IMF remains involved in overseeing the new euro zone program while delaying satisfying IMF calls for debt relief for Greece until a review in October."I'm actually quite confident that we can reach an agreement today," Schaeuble told reporters in Brussels."We have to see that we can get a clear, possibly binding, commitment from the IMF. That's a prerequisite for us but we've always said that has to be feasible. LONDON - The 19-country eurozone economy weathered the second quarter's troubles — notably the escalating crisis in Greece — with only a small drop in growth, but disparities between nations remain that could cause problems.Economic growth was 0.3 per cent in the March-June period on a quarterly basis, down slightly from 0.4 per cent in the first three months of the year and just half the rate recorded in the United States, the European Union's statistics agency said Friday.As has been the case for much of the past few years during the eurozone's crisis over high government debt, growth remains heavily reliant on the region's powerhouse economy, Germany.An increase in Germany's growth rate, largely due to strong exports in the wake of the euro's sizeable drop since last year, helped offset a sharp slowdown in France. The eurozone's second-largest economy stagnated as investment eased and consumer spending was lacklustre.While Germany saw growth accelerate to 0.4 per cent from 0.3 per cent in the quarter before, France saw no growth at all following a strong 0.7 per cent rise in the first three months of the year."France appears to have relapsed into its role of the sick man of the eurozone," said Chris Williamson, chief economist at Markit.The disappointment wasn't confined to France. Italy, the eurozone's third-largest economy, saw growth dip to 0.2 per cent from 0.3 per cent — far too little if it is to make up for recent years' declines.Together, the two economies account for around 40 per cent of annual eurozone GDP, so their fortunes are key to the wider region."Stagnation in France and near-stagnation in Italy underline that in both countries, firms and households remain deeply concerned about the future," said Tom Rogers, a senior economic adviser to EY.Admittedly, there were reasons to be fearful in the second quarter. Greece appeared headed for a messy exit from the euro, with uncertain consequences for the region, while concerns over the Chinese economy were roiling financial markets around the world.The big surprise in the second quarter figures was the fact that Greece saw its economy grow 0.8 per cent.The figures also confirmed that the country, which is worth only around 2 per cent of eurozone GDP, didn't fall into recession in the first quarter as previously thought, as the modest contraction previously recorded was revised up to no change.Many economists reckon the second quarter growth was due to people spending in anticipation that the government would put limits on cash withdrawals — something it did just at the end of the second quarter.Despite the strong figure, Greece is widely expected to experience a deep recession over the coming year or two. Though the radical left-led government is finalizing the bailout deal with its creditors, limits on money transfers and withdrawals remain and are choking the life out of the economy.The hope is that the Greek economy might start improving when the cash controls are gradually lifted and that the sense of crisis that's threatened the euro currency bloc will abate.Economists are also concerned that the eurozone's growth rate is not stronger considering the broader conditions are as rosy as they've been for years.The euro remains at relatively low levels against the dollar, near $1.11, as the ECB continues to pump about 60 billion euros into the financial system every month. That should keep helping exporters, particularly in Germany. More importantly for the average European household, oil prices are falling again — on Friday, the New York benchmark rate slid to $41.35 a barrel, its lowest level since early 2009. Money saved at the pump is money that can be used elsewhere. If inflation remains at super-low levels as a result, wages may continue to outstrip price rises, which should help spending.Rogers cautioned that even if "the major existential risks" the eurozone has faced ease, the risk is that governments will not show the same sort of urgency about making their economies more dynamic."If so, the pace of growth seen in the second quarter of this year might well turn out to be the pace that some countries will have to get used to," he said.

Quito (AFP) - A volcano in Ecuador that has not erupted in nearly 140 years belched a column of ash eight kilometers high on Friday, prompting officials to raise the alert level.In addition to the five-mile plume, several explosions erupted in the course of the day, the Geophysics Institute said.The Cotopaxi volcano stands 5,897 meters (19,500 feet) high and is 45 kilometers (30 miles) south of the capital Quito.Orders have already been given for a million surgical masks to be distributed across the city of 2.3 million, Mayor Mauricio Rodas said.The Geophysics Institute said Cotopaxi is one of the most dangerous volcanoes in the world because of the large amount of snow at its peak and because nearby areas are densely populated.The last time it erupted was in 1877.The government's emergency management agency raised the alert level in areas near the volcano to yellow, which is in the middle of the scale.The Environment Ministry declared the volcano off limits to tourists. Fifteen climbers who were preparing to scale the mountain were sent home.One mountain guide who was in the area during the first explosion recounted tourists' panic.I felt "shocked, not knowing what to do as I saw everything moving. Then the strong odor of sulfur was detected across the mountain.  August 14, 2015   PPFA-Washington Post Fact Checker gives “Three Pinocchios” to Planned Parenthood’s “3%” assertion-By Dave Andrusko-national right to life news today

pinocchio_3Earlier this week, I read a terrific post with this spot-on headline, “There’s no cover for Planned Parenthood anymore.” The reference was to the deeply disturbing truths unveiled by a series of six undercover videos filmed by the Center for Medical Progress, which has caused “cracks” in the “edifice.”But it could have included a myriad of other examples of how Planned Parenthood is in deep, deep trouble. On Monday, for example, NRL News Today wrote about the hit PPFA’s public image has taken. All of a sudden PPFA doesn’t seem so invincible.And then, lo and behold, in today’s Washington Post, the newspaper’s Fact Checker dissected one of PPFA’s most egregiously misleading claims. The headline? “For Planned Parenthood abortion stats, ‘3 percent’ and ’94 percent’ are both misleading.”Frankly, I was stunned. For years, Dr. Randall K. O’Bannon has written what seems like scores of stories debunking the notion that abortion is an insignificant, tiny “service” provided by the good-hearted folks at Planned Parenthood. But now…..You could easily quibble with a thing or two in Michelle Ye Yee’s analysis. Please read what she wrote today, but if you don’t have time, here’s the gist of her column paraphrased by yours truly along with representative quotes.The nub of the problem is that Planned Parenthood has a convoluted way of making it seem that its abortion “services” represent only a miniscule percentage of the “health services” it provides–the aforementioned 3%. That and its unwillingness to provide a detailed breakdown of its “clients, referrals and sources of revenues.”Yee goes through a series of steps to reach this conclusion (which Dr. O’Bannon has documented in even greater detail):The 3 percent figure that Planned Parenthood uses is misleading, comparing abortion services to every other service that it provides. The organization treats each service — pregnancy test, STD test, abortion, birth control — equally. Yet there are obvious difference between a surgical (or even medical) abortion, and offering a urine (or even blood) pregnancy test. These services are not all comparable in how much they cost or how extensive the service or procedure is.Yee gives the 3% claim “three Pinocchios.” Pinocchios refer to how deceptive an assertion is, with four Pinocchios representing the highest degree of distortion. Three Pinocchios means (according to the Post) that a statement has “ Significant factual error and/or obvious contradictions.”Yee (perhaps to seem “balanced”) concludes that a conclusion drawn by another pro-life organization–“In 2013, abortions made up 94% of Planned Parenthood’s pregnancy services”–is also misleading.Yee admits that the math does work when one is talking about those service, which by definition, involve pregnant women: 327,653 abortions, 18,684 prenatal services, and 1,880 adoption referrals to other agencies. “Using this measure, abortions do account for 94 percent of the combined three categories,” Yee concludes.But her conclusion that this is “misleading” is at least partly (if not principally) because “we don’t know how many pregnant women Planned Parenthood serves every year or how many they refer to private providers for prenatal care, because the organization does not report that information.” Only a handful of Planned Parenthood clinics offer on-site prenatal services, making it clear that “parenthood” is not one of the organization’s real priorities.Two other points. First, in a February 2011, factsheet entitled “Planned Parenthood by the Numbers,” PPFA repeats the claim that 3% of its “health services” are abortions. But it also admits that the percentage of its clients receiving “abortion services” is actually 12%. That means that not one in every 33 women, but nearly one out of every eight women walking through the door of a Planned Parenthood clinic has an abortion.Second, PPFA’s focus on prenatal “services” rather than prenatal clients makes it even harder to get a precise calculation of the percentage of pregnant women getting abortions. Yee writesThe 2013 [annual PPFA] report does not identify the number of prenatal clients, but Planned Parenthood numbers from 2009 give us an idea of how these numbers can differ. Planned Parenthood reported 7,021 prenatal clients in 2009, but also reported in its 2010 annual report that it provided 40,489 prenatal services in 2009.Planned Parenthood clinics also refer pregnant patients to outside providers for prenatal services. A spokeswoman recently told PolitiFact that the organization does not record the number of such referrals. (However, Planned Parenthood made this information public long ago. Annual report figures from 1996 and 1997 show the number and type of procedures that were referred out in those years.)-Yee also addresses the “total non-government health services revenue” that comes from doing abortions. She says that using prices for abortion published on Planned Parenthood’s national or affiliate websites and multiplying that by the number of abortions they report, one can obtain figures anywhere from 15 percent to 55 percent of the organization’s annual non-government health services revenues.But because PPFA lacks “transparency,” Yee says, you cannot know for certain what percent is derived from abortions.But, as Dr. O’Bannon has written, abortions provide at least $150 million in annual revenues.”And this is without even considering the higher cost of chemical abortions or later surgical abortions that many Planned Parenthood clinics advertise and perform,” he explains.(The huge amount of governmental money PPFA rakes in is a separate topic.)-Yee also gives Three Pinocchios to the 94% assertion.Yee concludes-While Planned Parenthood has no legal obligation to make its data more public, it is unfortunate that the public has limited access to data about the organization. Planned Parenthood could end the speculation–and Pinocchios–by providing a more transparent breakdown of its clients, referrals and sources of revenues.Fat chance of that.

NEW YORK (AP) -- The anxiety that rattled markets earlier this week dissipated Thursday as China's central bank calmed concerns that the country's currency would continue its slide. Major markets in Europe and Asia made gains, while the U.S. stock market finished with a slight loss.Officials from China's central bank defended recent moves to loosen the government's grip on its currency, saying that the yuan will eventually rebound from its recent fall. There is "no basis for persistent and substantial devaluation," said a deputy central bank governor, Zhang Xiaohui. The yuan is close to "market levels" after two days of sharp drops, Zhang said.Beijing's surprise devaluation of its currency shook markets around the world this week, upending stocks, commodities and currencies."I think the central bankers have given people a reason to believe they're not that worried," said Jason Pride, director of investment strategy at Glenmede, a money management firm. "That's why we're seeing some recovery today."The major U.S. stock indexes spent much of Thursday changing course. They fell in the morning, climbed higher in the afternoon then drifted lower in the final hour of trading.The Standard & Poor's 500 index lost 2.66 points, or 0.1 percent, to close at 2,083.39.The Dow Jones industrial gained 5.74 points, less than 0.1 percent, to 17,408.25 and the Nasdaq composite lost 10.83 points, or 0.2 percent, to 5,033.56."This week it has really been all about China's move and trying to interpret what its broader impact might be," said Stephen Freedman, senior investment strategist at UBS Wealth Management. NEW YORK (Reuters) - Bond yields rose in major markets on Thursday after China's central bank reassured investors there was no reason for its currency to keep falling, but oil prices fell to six-year lows on supply concerns.Despite the renewed calm in markets, the yuan weakened for a third day and some forecast further declines in the face of a weak economy, even as People's Bank of China Vice-Governor Yi Gang dismissed talk of a deeper devaluation."They're taking the Chinese central bank at its word, but I'm still taking those comments with a pinch of salt," said Hantec Markets analyst Richard Perry.The PBOC set its guidance rate (CNY=SAEC) at 6.4010 per U.S. dollar prior to the market opening, weaker than the previous fix of 6.3306. The gap between the guidance rate and the traded spot market rate narrowed sharply as banking sources said the PBOC had stepped up intervention to stabilize prices. It was lately traded at 6.3982.Traders remained cautious. Sources had told Reuters this week some powerful voices in the government were pushing for an even deeper yuan devaluation to help China's struggling exporters.Oil prices neared their nadir for 2015 after refinery outages and data showing inventory builds revived concerns about oversupply.U.S. crude (CLc1) settled down $1.07 at $42.23 a barrel, after setting a session bottom at $41.91, its lowest since March 2009 when the financial crisis was wreaking havoc on oil prices. Having signalled on Tuesday that the country's currency intervention was a 'one-off depreciation', China has devalued its currency for a third consecutive day.The move by the People's Bank of China (HKSE: 3988-OL.HK - news) serves to highlight the increasing level of concern awarded to the world's second-largest economy.As previously reported, Chinese exports in July came in 8.3% lower than the prior year after fears that the strength of the yuan was rendering Chinese exports uncompetitive.A strong currency makes a country's exports more expensive, which in turn reduces export volume therefore eroding any trade surplus.China determines a midpoint level for the value of the yuan.The currency is then allowed to move 2% above or below this midpoint in daily trading. This is known as the daily fixing.However, Chinese officials sometimes disregard the daily moves and on occasions set the daily fixing such that the yuan is stronger against the dollar a day after the market has indicated it should be weaker.On Wednesday, the dollar/yuan fixing was at 6.33 - 1.6% weaker than Tuesday's fix, which in turn was 1.9% weaker than Monday's. Following yesterday's announcement, the yuan weakened by 1.4%, on the onshore markets, to 6.42.On the offshore markets, where trading is not restricted by the daily 2% band, the Chinese currency weakened 1.8% to 6.5 - its weakest level in four-and-a-half years.China, fearful of the rate of decline in the yuan's value was then rumoured to have intervened by selling US dollars and buying the yuan thereby supporting the currency and stemming any further losses, this behaviour is believed to have continued into Thursday's trading session.However, the hastily called press conference earlier this morning suggests that Chinese officials remain concerned by the currency's collapse this week.The strategy seemed to work as the yuan's daily decline of 1% was halved following the briefing.The yuan has lost 3.3% of its value this week - which to put it into perspective is bigger than any full year move in seven of the last 10 years.China's decision to move from a pegged exchange mechanism to a managed-float system has partly been driven by the strengthening US dollar, the currency to which it has historically been pegged.The dollar's strength together with loss Japanese monetary policy has meant that since mid-2012 the yuan is 60% stronger than the Japanese yen, the currency of a country which which it competes fiercely for exports.In addition, to its attempts to restore export volumes it is also rumoured that the Chinese are hoping to achieve reserve currency status.For the yuan to be included in the International Monetary Fund's (IMF) basket of reserve currencies, known as the Special Drawing Rights or SDR, reforms which make the setting of the yuan's value more market-determined and transparent are widely believed to be needed.The IMF welcomed the decision saying: "The new mechanism for determining the central parity of the Renminbi [yuan] announced by the PBC [People's Bank of China] appears a welcome step as it should allow market forces to have a greater role in determining the exchange rate."The People's Bank of China insists there is no ground for sustained yuan depreciation, however a third consecutive daily devaluation would suggest otherwise.

BEIJING (AP) — China tried Thursday to quell fears its yuan would fall further, saying it is close to market levels following declines that sparked fears of a "currency war" if other governments respond by pushing down their own exchange rates.There is "no basis for persistent and substantial devaluation," said a deputy central bank governor, Zhang Xiaohui, at a news conference. Zhang said the yuan is close to "market levels" after two days of declines.The yuan fell 1.9 percent on Tuesday after a surprise change in exchange rate policy that Beijing said was aimed at making the tightly controlled currency more market-oriented. It fell again Wednesday and by midday on Thursday was down 0.3 percent. Those falls amount to a 3.1 percent drop for the week.Shock waves from the devaluation had spread through financial markets, causing stocks and Asian currencies to tumble.Thursday's central bank comments came after analysts said allowing market forces free rein could drive the yuan sharply lower."It is very possible that we could see a 10 to 15 percent drop in the exchange rate against the U.S. dollar in the next week or two," said Duncan Innes-Ker of The Economist Intelligence Unit in a research note.Investors saw Beijing's move as an effort to benefit its exporters but many economists rejected that view because global demand is weak.The yuan's decline was small compared with fluctuations of freely traded currencies. But after a decade of little or no movement, the change rattled financial markets and threatened to fan political tensions with Europe and the United States.While the International Monetary Fund welcomed Beijing's support for market forces, the change sparked complaints in Washington by lawmakers who accuse Beijing of manipulating its currency to gain a trade advantage."This move may also trigger a new currency war" if central banks respond by trying to depress their country's own exchange rates, said Nicholas Teo of CMC Markets in a report.Asian currencies declined Wednesday as the lower yuan weighed on prices in markets where China is a major trader. Malaysia's ringgit and the Indonesia rupiah plunged to their lowest levels in 17 years. The Singapore dollar, Taiwan dollar and Philippine peso fell to five-year lows.China is exporting "deflationary pressure," said Morgan Stanley analysts Hans Redeker, Ian Stannard and Sheena Shah in a report."This is not a marginal event, given China's economic weight," they said.Neighboring Vietnam widened the band in which its currency, the dong, is allowed to fluctuate each day from 1 percent to 2 percent. That prompted suggestions Vietnam might be trying to help its exporters compete with Chinese goods.On Wednesday, the Chinese central bank indicated it had no immediate plans to stop the yuan's decline. It said the fluctuations would "converge to a reasonably stable zone" following a "short period of adaptation."Until now, Beijing set the yuan's value each day based on a basket of currencies that is believed to be dominated by the U.S. dollar. That meant the yuan rose with the dollar over the past year, hurting Chinese exporters and raising the threat of politically dangerous job losses. Exports in July fell by an unexpectedly steep 8.3 percent from a year earlier.The yuan, also known as the renminbi, is allowed to fluctuate in a band 2 percent above or below a rate set by the People's Bank of China based on its currency basket.The central bank said that starting Tuesday, the daily target will be based on the yuan's closing the previous day and information from traders about currency supply and demand.Tuesday's change probably was the "start of an engineered depreciation," said Mizuho Bank in a report.China's economic growth has slowed to an annual rate of just 7 percent, which is healthy for most countries but far below the previous decade's double-digit pace.China becomes the third major trader to take actions that lower the value of its currency. Initiatives by Japan and the European Union over the past two years depressed the yen and euro by wider margins than this week's decline in the yuan.DBS called the devaluation a "small and long-overdue adjustment that barely begins to make up for the really big moves in the dollar, euro and yen."Beijing's move could complicate the U.S. Federal Reserve's decision about when to raise interest rates that have been near zero since the 2008 global financial crisis. The Fed was expected to act later this year.A weaker yuan would reduce the price of Chinese goods, pushing down already-low U.S. inflation of 1.3 percent. The Fed wants to be "reasonably confident" inflation is returning to its 2 percent target before raising rates.The IMF said the latest change would have no effect on the decision about whether to add the yuan to the dollar, the euro, the yen and the British pound in the basket of currencies used to set the value of the Fund's in-house currency, called Special Drawing Rights.The IMF staff recommended last week that China wait until at least October 2016 to join.
