China battles fires, contamination at chemical blast site-AFP By Benjamin HAAS-AUG 14,15-YAHOONEWS
Tianjin (China) (AFP) - Chinese authorities struggled Friday to extinguish fires and identify dangerous chemicals at a devastated industrial site, two days after giant explosions killed dozens and left residents in fear of being cloaked in a toxic cloud.Officials in the northern port city of Tianjin, where the blasts killed at least 56 people and injured more than 700, told a news conference they did not yet know what materials were at the hazardous goods storage facility that exploded, or the cause of the blast. But Chinese media and environment group Greenpeace warned a host of potentially extremely dangerous chemicals may have been stored there. At least 700 tonnes of sodium cyanide were at the site, along with other dangerous substances, and the poisonous chemical had been detected in nearby drains, the Beijing News initially reported. But the report was no longer available on the newspaper's website on Friday, giving rise to suspicions that the Chinese government was clamping down on sensitive information relating to the tragedy. The official Xinhua news agency said a team of 217 nuclear and biochemical materials specialists from the Chinese military had travelled to Tianjin to inspect the site.Xinhua cited local authorities for the latest rise in the death toll to 56, which it said included 21 firemen. The agency added that 721 people had been hospitalised, 25 of whom were in critical condition.Dozens of people were still missing but there was a rare moment to cheer on Friday morning when rescue workers pulled a 19-year-old firefighter from the rubble.- Fear of the unknown -However up to 1,000 firefighters were still struggling to extinguish blazes at the site, with smoke billowing from three areas, adding to uncertainty over whether more chemicals may be leaking. Some police wore no protective clothing, while others had full-face gas masks, although an environmental expert told an official press conference that toxic gas indicators were within normal ranges and the air "should be safe for residents to breathe".At a nearby office building, security guard Liu Zongguang, 50, wore a cheap surgical mask."I'm wearing this mask because I saw some police wearing them, but I also saw some without masks, I don't really know what to do," Liu said."I'm really scared, but I don't even know what to be scared of, the government hasn't said anything, nothing about what we should do to keep our families safe from the chemicals."Greenpeace warned on Thursday that rain could transfer airborne chemicals into water systems. The campaign group said it was "critical" that authorities monitored the situation closely and identified what substances were being released into the air.Tianjin work safety official Gao Huaiyou told reporters that authorities did not know which of the many dangerous substances the company was authorised to store were on the site at the time.As a trans-shipment facility, items were normally only kept for brief periods and "the types and amount of the dangerous materials are not fixed", he said. The company's own records were damaged in the blast, he added, and information from its executives was unreliable as it did not match its customs filings.China's State Council Work Safety Commission said Friday in an emergency notice that it would launch nationwide inspections of businesses involved in dangerous chemicals and explosives, saying "extremely profound" lessons, including a lack of safety awareness, were learned from the Tianjin disaster, Xinhua reported. The deputy director of the Binhai New Area government, where the blast happened said that 17,000 families, 1,700 industrial enterprises and 675 business had been affected, but did not provide details.Online commentators expressed fury at authorities, who are regularly accused after disasters of cover-ups."Please be honest and say what you know. Don't hide the truth!" one poster urged on social media.Another said: "Every time when disaster happens, state media always spread heroic acts. In the end, people are touched by these stories. Then nobody asks the cause of the accident to explore the truth."The People's Daily, the official mouthpiece of China's ruling Communist Party, said that the facility's construction "clearly violated" safety rules.Under Chinese regulations, warehouses stocking dangerous materials must be at least one kilometre (0.6 miles) away from surrounding public buildings and main roads, it said, but there were two residential compounds and several main roads within that distance. Two hospitals, a convention centre, several residential compounds and a football pitch were also nearby, it said."The warehouse should not have passed the environment assessment under normal circumstances," the paper quoted an unnamed environmental expert as saying.Residents fearing pollution from proposed or already- built industrial plants in China regularly protest about local authorities being prepared to prioritise profits over safety. In Tianjin, taxi driver Li Shiwen, 53, expressed familiar sentiments."There shouldn't be reckless development of these type of dangerous chemicals so close to where people live," Li said."There's always short-term thinking in China, looking for a quick solution," he added. "No one thinks about the fact we have to live here for generations."
Firefighter rescued from blast zone in China's Tianjin port as death toll reaches 56-The Canadian PressBy Christopher Bodeen, The Associated Press | The Canadian Press – AUG 14,15-YAHOONEWS
TIANJIN, China - Rescuers pulled out a firefighter who was trapped for 32 hours after responding to a fire and huge explosions in the Chinese port city of Tianjin as authorities dealt Friday with a fire still smouldering amid potentially dangerous chemicals.A rapid succession of explosions late Wednesday — one equal to 21 tons of TNT — killed at least 56 people, injured more than 720 and left several firefighters missing. They were sparked by a fire at what authorities said were shipping containers containing hazardous material at a warehouse, and they struck a mostly industrial zone late at night — otherwise the death toll could have been much higher. But the warehouse was close enough to residences to appear out of compliance with safety regulations, raising questions about whether the facility had properly been authorized. The toll included at least 21 firefighters among the more than 1,000 sent to the disaster. Firefighters initially responded to a fire at the warehouse and many of them apparently were killed by a series of explosions triggered 40 minutes after the fire was reported."Reinforcements had just arrived on the scene and were just getting to work when the explosions occurred and therefore there was no chance to escape, and that's why the casualties were so severe," Tianjin Fire Department head Zhou Tian said at a news conference Friday. "We're now doing all we can to rescue the missing."One firefighter was pulled from the zone at about dawn Friday and taken to a hospital, where he was being treated for face, chest and foot injuries, state broadcaster CCTV reported. It was a bright moment in a day otherwise clouded by mistrust and unanswered questions. Local officials have been hard-pressed to explain why authorities permitted hazardous goods warehouses so close to residential complexes and critical infrastructure. They also have been publicly reticent about suspicions that firefighters may have sparked the explosions by spraying water on volatile chemicals.Hazardous chemical warehouses must be at least 1,000 metres (3,300 feet) away from public buildings, highways, railways and industrial enterprises under regulations enacted by China's State Administration of Work Safety in 2001.But Google Earth shows that Ruihai's two hazmat warehouses are less than 500 metres from the S11 Haibin Expressway, and within 500 metres of a 104,438-square meter (1.1 million-square foot) apartment complex built by China Vanke Co., one of China's largest developers.Vanke said it acquired the land before Ruihai Logistics began loading toxic substances in its warehouses one block away. "The land was near normal logistics warehouses when we acquired it in April 2010," the company said in an emailed statement. "We were not aware they were later transformed into warehouses for hazardous material."The housing development's windows were shattered and the side facing the explosions singed. The entire complex was evacuated and falls within a 1- to 2-kilometre zone around the blast site that has been cordoned off by police.Local officials have publicly reassured a skeptical public that the blasts have not contaminated the air, but many residents weren't taking chances and could be seen Friday wearing air-filtering masks. "I don't usually wear a mask but I don't quite trust what the government says," Ma Wiehan said from behind her mask as she walked with her 6-month-old daughter. "I'm doing this for my child."Questions about whether firefighters may have sparked the blasts have been circulating in the Chinese media. One report suggested that water used by first responders may have come into contact with a chemical that explodes on contact with water, but an official also is quoted as saying the first wave of firefighters could not have sparked the blasts. Many of the fire trucks seen at the site hours after the blasts use a kind of firefighting foam.Authorities have not said what caused the explosions, saying only that they originated at the warehouse owned by Ruihai International Logistics. Its website says the company is authorized to handle chemicals ranging from flammable gases and liquids, including compressed natural gas and ethyl acetate, to chemicals that explode on contact with water, including sodium cyanide and calcium carbide. However, the warehouse was a transit point and authorities have no clear picture of what was there at the time of the blasts. Records at the site were destroyed in the disaster, meaning that authorities must rely on customs documents, said Gao Huaiyou, deputy director of occupational safety in Tianjin.City officials so far have confirmed only that calcium carbide, potassium nitrate and sodium nitrate were at the warehouse.Zhou said further firefighting efforts must go slowly because of the potentially complex mix of chemicals at the site."Many types of different materials with different characteristics are mixed together and could at any time result in a chemical reaction or explosion," Zhou said.At one point early Friday evening, a small explosion could be seen inside the cordoned-off zone, in what may have been a controlled blast by firefighters. In an interview with the Shanghai-based publication The Paper, a fire official at the Ministry of Public Safety, Lei Jinde, was quoted as confirming that the first wave of firefighters used water to cool down areas on fire. When asked whether they knew there was calcium carbide at the warehouse, he said yes and that firefighters would not have sprayed water on the substance. When asked whether the initial firefighter response could have sparked the second blast, Lei said "No. The response procedure must have been scientific."On the day after the blasts, Tianjin environmental protection chief Wen Wurui told a news conference that there had been no apparent contamination of the air, based on samples taken at five air monitoring stations throughout the city. He also said all waterways leading from the disaster site to the sea had been sealed to contain any potential water leaks.Tianjin, with a population of about 15 million, is being promoted by the Chinese government as a centre for finance and high-tech industry. The Tianjin Economic Development Area has attracted foreign investors including Motorola, Toyota, Samsung and Novozymes.Toyota spokesman Itsuki Kurosu said Friday that more than 50 of its employees in Tianjin were among the injured, though the automaker was still confirming the extent of the injuries. Many of the hundreds of people hurt in the explosions were cut by shattered glass.___Associated Press writers Ian Mader, Didi Tang and news assistant Yu Bing in Beijing and writer Erika Kinetz in Shanghai contributed to this report.
China defends initial response to chemical fires after port blasts-ReutersBy By Adam Rose and Megha Rajagopalan | Reuters – AUG 14,15-YAHOONEWS
TIANJIN, China (Reuters) - China on Friday defended fire fighters who initially hosed water on a blaze in a warehouse storing volatile chemicals, a response foreign experts said could have contributed to two huge blasts that killed 56 people. At least 21 fire fighters were among the victims of the explosions at the port in the northeastern city of Tianjin on Wednesday night, the official Xinhua news agency said, calling it possibly the highest death toll among fire crews since the founding of the People's Republic of China in 1949.About 720 people were injured, 25 critically with 33 in serious condition, in a nation all too familiar with industrial disasters.Columns of smoke from fires still burning on Friday rose from the site amid crumpled shipping containers, thousands of torched cars and burnt-out shells of port buildings.Rescuers pulled one survivor from the wreckage, later identified as a fire fighter, a city official told reporters. [ID:nL3N10O31F]-The warehouse, designed to house dangerous and toxic chemicals, was storing mainly ammonium nitrate, potassium nitrate and calcium carbide at the time, according to police. Xinhua has said several containers in the warehouse caught fire before the explosions. The State Council, China's cabinet, said a nationwide inspection of dangerous chemicals and explosives would be launched in response to the disaster, along with a crackdown on illegal activities to strengthen industry safety."The disastrous explosions at the ... hazardous materials warehouse at Tianjin caused huge loss of life and injuries, economic damages and social impact," the State Council work safety commission said on its website."The lessons are extremely profound." Chemical safety experts said calcium carbide reacts with water to create acetylene, a highly explosive gas. An explosion could be caused if fire fighters sprayed the calcium carbide with water, they said.Lei Jinde, the deputy propaganda department head of China's fire department, a part of the Ministry of Public Security, told state-backed news website ThePaper.cn that the first group of fire fighters on the scene had used water."We knew there was calcium carbide inside but we didn't know whether it had already exploded," he said."At that point no one knew, it wasn't that the fire fighters were stupid," Lei said, adding that it was a large warehouse and they didn't know the exact location of the calcium carbide.-FIRE FIGHTERS STILL MISSING-CCTV reported that 13 fire fighters were still missing. Xinhua said earlier that 66 firefighters were among the hundreds of people hospitalised.David Leggett, a chemical safety expert based in California, told Reuters the acetylene explosion could have detonated the ammonium nitrate. The two blasts were about 30 seconds apart, the second much larger than the first."In my mind, the presence of ammonium nitrate makes it easier to explain the level of devastation," he said.Stuart Prescott, a senior lecturer in chemical engineering at the University of New South Wales in Australia, said water was recommended to extinguish the two nitrates but a chemical powder was needed for calcium carbide. The explosions at the world's 10th largest port were so big they were seen by satellites in space and registered on earthquake sensors.Biochemical specialists said on state TV they were waiting for workers to clear a road into the site so they could begin assessing chemical contamination.Several thousand residents were moved to 10 schools after apartment buildings and homes were damaged.Foreign companies were assessing damage to facilities in and around the port, a gateway to northeast China, which accounts for about 40 percent of China's imported cars, Xinhua reported. [ID:nL3N10P1WP]-French carmaker Renault said its warehouse at the port sustained severe damage and an early estimate showed nearly 1,500 of its cars there were burned. Japan's Toyota Motor Corp <7203 .t=""> said more than 50 of its employees had been injured.Mining giant BHP Billiton said its port operations and shipments were disrupted but its iron ore discharging berth had not been damaged. Oil tanker arrivals and departures were also disrupted. [ID:nL3N10O2WY] U.S. farm and construction equipment maker John Deere & Co said several workers were injured, some critically.Swiss logistics firm Panalpina said it was looking into whether exports from China could be funnelled through the ports of Qingdao or Dalian as shipments through Tianjin may be disrupted for a week or longer.PACKAGING VIOLATIONS-Xinhua identified the owner of the warehouse as Tianjin Dongjiang Port Ruihai International Logistics and the China Daily newspaper said its manager had been detained. The Tianjin Maritime Safety Administration said in a report in January 2014 a safety inspection two years ago found several cases where the company had violated packaging standards. [ID:nL5N10O19I]-The company said on its website it was a government-approved firm specialising in handling "dangerous goods". Phone numbers listed on the site were disconnected and an email went unanswered.Industrial accidents are not uncommon in China following three decades of fast growth. A blast at an auto parts factory killed 75 people a year ago. [ID:nL4N0QA0QQ]-The blasts sent shockwaves through apartment blocks kilometres away in the city of 15 million people. They shattered windows in buildings and cars and knocked down walls in a 2-km radius.(Additional reporting by Joseph Campbell in TIANJIN, Kazunori Takada, Chen Yixin, Brenda Goh and Sue-Lin Wong in SHANGHAI, Michael Martina, Jason Subler, Sui-Lee Wee and Judy Hua in BEIJING, Matt Siegel in SYDNEY, Michael Pell in NEW YORK, Maki Shiraki in TOKYO, Rupert Pretterklieber in ZURICH and Meredith Davis in CHICAGO; Writing by Paul Tait; Editing by Robert Birsel, Nick Macfie and Ian Geoghegan)

Firefighters contain half of wildfire near California wine region-ReutersBy By Curtis Skinner | Reuters – AUG 14,15-YAHOONEWS
SAN FRANCISCO (Reuters) - Firefighters battling a raging California wildfire near the state's celebrated wine region turned a corner by Friday as they managed to draw containment lines around half of the blaze ravaging drought-parched brush and dry timber. The 24,555-acre Jerusalem Fire broke out Sunday afternoon in rural ranch land north of Napa County's wine-producing region, about 100 miles north of San Francisco, the California Department of Forestry and Fire Protection said. The flames spread rapidly, and while it grew by several hundred acres overnight, firefighters have now contained 52 percent of the flames, according to Cal Fire, as the department is known.About 150 people who were forced to flee hours after the fire broke out are still under evacuation orders, and the 50 homes they left behind remain threatened, Cal Fire said.Crews were focused on strengthening containment lines around the fire and crews had begun pushing into its interior to squelch hot spots, Cal Fire spokesman Steve Swindle said."It's very, very rugged terrain, so it's very difficult," Swindle said. "It's just full-on grunt work."Much of the northern section of the fire has merged with the southern perimeter of a massive 69,438-acre blaze, which has been charring the desiccated vegetation for days. That inferno, the so-called Rocky Fire, has been the state's fiercest so far this season, though it is now 95 percent contained. It destroyed 43 homes along with dozens of outbuildings and forced hundreds of people to evacuate, according to Cal Fire.Swindle said that crews have made good progress, but hotter and drier weather is forecast for the area this weekend, along with gusty winds, all of which could work to stoke fires.Experts have predicted an unusually destructive wildfire season in California as the state grapples with a fourth year of crippling drought. The California fires are among dozens of blazes burning across the U.S. West. The Wolverine Fire in the northern Cascade mountains of Washington state covers 37,792 acres, and thunderstorms along with winds in the area could increase torching, according to the InciWeb fire information center. That blaze forced about 360 people to be evacuated from a camping area in the year-round Lutheran retreat of Holden Village, where the fire remains active, fire officials said.(Reporting by Curtis Skinner in San Francisco; editing by Dan Whitcomb in Los Angeles and Bill Rigby in New York)

19 more TB cases so far this year in Labrador, compared to 2014-CBC – AUG 14,15-YAHOONEWS
Tuberculosis cases in two Labrador communities are up by nearly five times so this year, compared to the numbers identified in 2014.- Tuberculosis outbreak has Nain woman calling for widespread screening -- Tuberculosis case in N.L. confirmed by Eastern Health Labrador-Grenfell Health confirmed Friday there have been 24 cases of TB in Labrador so far in 2015, up from a total five in the region during the previous year. Both the communities of Nain and Happy Valley-Goose Bay have seen spikes in TB cases, with nearly all of those cases linked to outbreaks of the infectious disease. In Nain, there have been 20 cases of TB confirmed so far this year, and health authorities have determined that all of the infected people came into contact with others with the disease prior to getting it themselves. In Happy Valley-Goose Bay, there have been four total cases of TB in 2015, with all but one linked to the outbreak.According to an official with Labrador-Grenfell Health, one of the cases is considered "sporadic" and could not be epidemiologically linked to other reported cases.Focus on containing, preventing infections-Labrador-Grenfell Health is working with the Nunatsiavut Government and the province's Chief Medical Officer of Health to try and take control of the TB outbreak to stop it from spreading. One of the key parts of that process is the identification of close contacts of those individuals infected, an exercise known as tracing. So far, Labrador-Grenfell Health said it has investigated around 735 contacts in both Nain and Happy Valley-Goose Bay.The authority said during the first two weeks someone is infected, they are contagious to others.Through the tracing process, a number of patients have been flagged who are still infectious, which officials believe is why such a high number of cases have been reported.Once a TB infection has been confirmed, it can take at least six months to treat — even after the two-week infectious period has passed.Sharing of cigarettes flagged-While working to trace and treat individuals with TB, Labrador-Grenfell Health has been also working to educate people on how to prevent it from spreading in the first place. One of the most common ways it can be contracted, according to the health authority, is through the sharing of cigarettes or other smoking devices.Labrador-Grenfell Health advises young people in particular be cautious about practicing good hygiene and eating healthy.Below are some steps people can take if they suspect they may have been in contact with someone infected with TB, as identified by Labrador-Grenfell Health.- If you are sick or feel unwell, and have any of the following symptoms: fever, night sweats, cough, weight loss, go directly to your local community clinic.- If you have been identified as a contact of someone who is sick, you will be contacted by a public health nurse. A contact can be a family member or a close friend. If you're contacted by your public health nurse, it's important for you to work with your health care providers.- If you feel you might be a contact of someone who is sick with TB, you can contact your local Public Health Nurse.- TB is a bacterial infection and it has been eradicated in most places in Canada, but it continues to pose challenges in some northern communities.- Treatment and taking all of the medication as prescribed is the best way to eradicate the TB bacteria.

Hazmat suit problem delayed repair of Corner Brook chlorine leak-CCBC – AUG 14,15-YAHOONEWS
A safety concern over hazmat suits caused a delay containing a chlorine leak at the new water treatment plant in Corner Brook on Thursday. The gas leak, which the city found out about from an alarm that sounded around 2 a.m., resulted in a boil order for the city that is set to last at least three days.- Corner Brook under boil order for 3 days after reports of chlorine leak On Friday, Mayor Charles Pender told CBC's Corner Brook Morning Show that there concerns about the hazmat suits owned by the local fire department and the training of local crews, which meant a team from Grand Falls - Windsor had to be called in."If theres's a safety concern, if our firefighters feel if it's not safe to use the materials — or if they don't have the required training, then we automatically then defer to the next hazmat team," he said."Any time there are questions raised around safety, the City of Corner Brook is not going to put any of our employees in any situation where we feel there is a safety concern."Pender said the hazmat suits and training are not a municipal responsibility, and that it was Fire and Emergency Services that made the call to bring in another team."With last night's incident, our hazmat team arrived on site and there were some concerns raised about our suits and their usability," he said."Also there was some concerns about training."Pender said the team from central arrived later Thursday morning and had the area vented and cleared by 10 a.m.While he couldn't verify all the details, he said it appeared the leak was related to a faulty pressure gauge valve that leaked.Once that problem was identified at around 6 a.m. Thursday, the city switched over to the backup system that was used before the construction of the new treatment plant.Precautionary boil order in place until at least Saturday-Pender said the boil order in Corner Brook and neighbouring Massey Drive will continue for at least one more day, as tests are done to confirm the water is safe for consumption. He said while the whole ordeal is a big inconvenience for the city and it's residents, he said such problems are expected any time a new system is first brought online."It's similar to somebody buying a new car, you drive it for a while and then you have a glitch and need to bring it in for servicing," he said."This plant is no different."

Khan Yunis (Palestinian Territories) (AFP) - A synagogue now stocks fertilisers and a kindergarten has become offices: 10 years after Israel left Gaza, little remains of its former Jewish settlements bar the anger of those evicted and a still-heated debate. As for Gazans themselves, they have other things on their minds besides the anniversary of what Israel calls its historic "disengagement" from the coastal Palestinian territory. The decade since August 15, 2005 has seen constant tension with Israel, three devastating wars, an Israeli blockade and tight Egyptian controls on passage across its Gaza land border. On that date, decreed by late prime minister Ariel Sharon, also known as "the bulldozer" for his determination, Israeli troops began evacuating more than 8,000 settlers from the Gaza Strip -- first voluntarily, but later forcefully removing those who refused.Pictures showed settlers, some of whom had lived in Gaza for decades, escorted, or sometimes dragged, from their homes by young soldiers. In some cases, both sides could be seen weeping. The sight of military bulldozers tearing down settlement buildings is frozen in Israel's collective memory.Efrat Louzon, mother of 10 and grandmother to five, still feels "rage" at the memory. She and her family were evicted "without any purpose, without any preparation", she told AFP at her new home in Neta, a village in the southern Negev desert founded in 2012 to rehouse displaced Gaza settlers.- Unilateral pullout -Forged during the second Palestinian intifada, or uprising, amid international pressure, the pullout plan was hotly contested within Israel.Sharon defended it by invoking the safety of settlers under constant and frequently deadly Palestinian attack and the drain on resources caused by the heavy army presence needed to protect them. After failing to reach agreement with the Palestinians on the plan, Sharon decided to push ahead unilaterally, arguing there was no partner on the Palestinian side.Karim Bitar, a research fellow at the Institute for International and Strategic Relations in Paris, said the Israeli leader also used the plan to shore up settlements in the occupied West Bank.Bitar said Sharon sought to show with the "psychodrama" of emptying the Gaza settlements that "there was no credible possibility of evicting hundreds of thousands of settlers" from the West Bank and annexed east Jerusalem. He referred to comments by the premier's advisor Dov Weissglass that the Sharon plan envisaged an indefinite freeze in the peace process to abort the possibility of a Palestinian state.- Everything destroyed -As it withdrew from Gaza, Israel destroyed nearly all the settlement infrastructure, leaving only a few buildings intact. One, the settlers' local government headquarters, was turned into premises of Al-Aqsa University in the southern town of Khan Yunis.Fruit trees now stand where once "settlers lived behind their barricade", said Abdelrahman al-Najjar, who grows hibiscus and ficus plants.Entire Palestinian neighbourhoods have sprouted in some ex-settlement areas, with thousands of people now living there. After the pullout, the militant Islamist movement Hamas, Israel's sworn enemy, scored a landslide victory in a 2006 general election and later seized power in Gaza from the rival Fatah faction of Palestinian president Mahmud Abbas in a week of deadly street fighting. The seizure of soldier Gilad Shalit in a June 2006 cross-border militant raid into Israel traumatised the Jewish state for more than five years until he was freed in a lopsided prisoner swap.Whatever Sharon's long-term plans, he would not see them reach fruition. Hit by a stroke in 2006, he slipped into a coma and has never regained consciousness.Ten years later, occupation and settlement building grinds on on Palestinian land and prospects of a peace settlement remain as distant as ever. For Prime Minister Benjamin Netanyahu and other right-wing Israeli politicians, the rockets which crash into southern Israel from Gaza are just a foretaste of what would happen if Israel were to pull out of the West Bank.Netanyahu, who was finance minister in Sharon's government, resigned at the time in protest at the Gaza withdrawal.Sharon's manoeuvre was "a moment of madness ... bitter failure," charged Neta resident Dror Arieh, 40, a teacher and father of 11 children."If the Jewish people returned to their homeland after 2,000 years in exile, there is no reason why we should not return to Gaza."A survey published last month said 51 percent of Israeli Jews would back the reconstruction of the Gush Katif settlement block in Gaza. But no political leader wants that to happen, said International Crisis Group analyst Nathan Thrall."Everybody is more or less satisfied to be out," he said. "Even the army says they can't and they don't want to re-occupy."7203>

Greece's euro partners approve billions in new loans-Associated Press By LORNE COOK and ELENA BECATOROS-AUG 14,15-YAHOONEWS
BRUSSELS (AP) — Finance ministers of the 19-nation euro single currency group on Friday approved the first 26 billion euros ($29 billion) of a vast new bailout package to help rebuild Greece's shattered economy."Of course there were differences but we have managed to solve the last issues," Eurogroup chairman Jeroen Djisselbloem told reporters in Brussels. "All the intense work of the past week has paid off."Ten billion euros will be made available to recapitalize Greece banks, while a second slice of 16 billion euros will be paid in several installments, starting with a 13 billion euro installment by Aug. 20 when Greece must make a new debt payment to the European Central Bank."On this basis, Greece is and will irreversibly remain a member of the Euro area," said European Commission President Jean-Claude Juncker after the deal was sealed. The final rescue package would eventually give Greece up to 86 billion euros ($93 billion) in loans over three years in exchange for harsh spending cuts and tax hikes. The deal must still be approved by some national parliaments, including Germany, but that is largely considered to be a formality. Some nations, such as Finland, have already given their approval. The move saves Greece from a disorderly default on its debts which could have come as soon as next week, but means more hardship for ordinary Greeks.A key sticking point has been whether to forgive some of Greece's debts. The International Monetary Fund has insisted that Greece must be given some form of debt relief before it will participate in any new bailout, but a number of the country's euro partners oppose such a move.Keen to have the IMF on board, the finance ministers said the eurogroup "stands ready to consider, if necessary, possible additional measures" such as longer grace and repayment periods. But this would only take place in October, once a review has been made of whether Greece is fully respecting the bailout terms. The approval came after Greece's parliament passed a slew of painful reforms and spending cuts following a marathon overnight session that divided the governing party, raising the specter of early elections. The bailout bill passed through the parliament thanks to support from opposition parties, with 222 votes in favor, 64 against, 11 abstentions and three absent in the 300-member parliament.Although approved by a comfortable majority, the result was a blow to Prime Minister Alexis Tsipras, who saw more than 40 of his 149 radical left Syriza party lawmakers vote against him. He has come under intense criticism from party hardliners for capitulating to the creditors' demands for budget cuts - austerity measures he had promised to oppose when he won elections in January. The bill includes reforms increasing personal, company and shipping taxes, reducing some pensions, abolishing tax breaks for some groups considered vulnerable and implementing deep spending cuts, including to the armed forces.State television said Tsipras was expected to call a vote of confidence in his government, but that was not confirmed. Government spokeswoman Olga Gerovasili said any action would come after Aug. 20, when Greece has to make a large debt repayment to the European Central Bank.Tsipras has maintained his public popularity in Greece despite his U-turn on austerity policies, and consistently leads opposition parties in opinion polls. An election would allow him to remove the hard line elements from his party, but it is not a risk-free option."An election in the next few months would create more political uncertainty, delay economic recovery and impede reform implementation and the possibility of opening talks on debt relief as desired by the (International Monetary Fund) as a condition of its involvement in funding the program," said Joan Hoey, analyst for Europe at the Economist Intelligence Unit."However, it appears to be unavoidable if Greece is to have a government capable of implementing the agreement."Syriza dissenters angrily challenged the government during the all-night parliamentary session."I feel ashamed for you. We no longer have a democracy ... but a eurozone dictatorship," prominent party member and former energy minister Panagiotis Lafazanis said before the vote. Lafazanis signed a declaration with another 12 left-wing politicians Thursday saying they would start a new anti-austerity movement. He stopped short of quitting Syriza. The terms of the new bailout were agreed earlier this week with creditor negotiators from the European Central Bank, European Commission and IMF."We took a painful decision of responsibility, and took a step back," Tsipras said in his defense of the bailout.____Geir Moulson and Frank Jordans in Berlin, and John-Thor Dahlburg in Brussels contributed to this report.
Euro working group recommends 23 billion euro initial tranche to Greece-Reuters-AUG 14,15-YAHOONEWS
ATHENS (Reuters) - European officials have recommended that euro zone finance ministers disburse an initial 23 billion euros ($25.56 billion) in a first aid tranche to Greece under its new bailout deal, a Greek official said on Friday. The senior finance ministry officials made the recommendations to the ministers who are meeting in Brussels on Friday to consider the bailout deal. The official said the Euro Working Group (EWG) recommended an immediate disbursement of 13 billion euros to cover the debt repayment needs of Greece and arrears, and an additional 10 billion to bolster capitalization levels of Greek banks."There will be an attempt to secure a disbursement of another significant amount which will be channeled exclusively to pay arrears," the Greek official said on condition of anonymity.(Reporting By Michele Kambas; editing by David Stamp)
Greek PM faces biggest party revolt yet as bailout approved-Reuters By Lefteris Papadimas and Deepa Babington-AUG 14,15-YAHOONEWS
ATHENS (Reuters) - Greek Prime Minister Alexis Tsipras faced the widest rebellion yet from his leftist lawmakers as parliament approved a new bailout program on Friday, forcing him to consider a confidence vote that could pave the way for early elections. After lawmakers bickered for much of the night on procedural matters, Tsipras comfortably won the vote on the country's third financial rescue by foreign creditors in five years thanks to support from pro-euro opposition parties. That cleared the way for euro zone finance ministers to approve the deal totaling 86 billion euros ($95 billion) over three years. This they did on Friday evening, albeit with stringent conditions. The vote laid bare the anger within Tsipras's leftist Syriza party at the austerity measures and reforms which he accepted in exchange for the bailout loans. Altogether 43 lawmakers - or nearly a third of Syriza deputies - voted against or abstained. The unexpectedly large contingent of dissenters, including former finance minister Yanis Varoufakis, heaped pressure on Tsipras to clear the rebels swiftly from his party and call early elections in the hope of locking in popular support.Tsipras remains hugely popular in Greece for trying to stand up to Germany's insistence on austerity before relenting under the threat of a euro zone exit. He would be expected to win again if snap polls were held now, given an opposition that is in disarray."I do not regret my decision to compromise," Tsipras said in parliament as he defended the bailout from euro zone and International Monetary Fund creditors. "We undertook the responsibility to stay alive over choosing suicide."But the vote left the government with support from within its own coalition below the threshold of 120 votes in the 300-seat chamber, the minimum needed to command a majority and survive a confidence vote if others abstain. In response, government officials said Tsipras was expected to call a confidence vote in parliament after Greece makes a debt payment to the European Central Bank on Aug. 20 - a move that could trigger the government's collapse and snap elections.A senior lawmaker, Makis Voridis, from the opposition New Democracy said his party would vote against Tsipras's coalition, raising the odds it would be toppled.Still, some of those who rebelled on Friday could still opt to support the government in a confidence vote, as could other pro-European parties such as the centrist Potami and the center-left PASOK, leaving the final outcome unclear.-FIGHT STARTS-Friday's vote was only the latest in a series of events highlighting the rift within Syriza, which stormed to power this year on a pledge to end austerity once and for all, before Tsipras accepted the new bailout to avoid a banking collapse. The leader of Syriza's far-left rebel faction, former energy minister Panagiotis Lafazanis, took a step toward breaking away from the party by calling for a new anti-bailout movement."Syriza accepted a new, third bailout - austerity that goes against its program and pledges," Lafazanis told Efimerida Ton Syntakton newspaper, adding that this "will open the way for a mutation of Syriza with an uncertain ending".Syriza would be weakened by the departure of the faction led by Lafazanis."While an early election could be helpful in terms of removing hardliners from a Tsipras-led Syriza and, possibly, forcing the party to adopt a more centrist stance, the most likely outcome will be another fragmented parliament in which no party controls an absolute majority," said Wolfgango Piccoli, an analyst at Teneo Intelligence."This means that the 'new' Syriza – the party likely to win the largest amount of votes and seats – will have to strike another coalition deal to govern."Following the ministers' approval, the deal needs ratification by Greece's euro zone peers, notably by parliament in Germany - the biggest contributor to Greece's bailouts and where public opinion opposes lending any more money to Athens.Once the final hurdles have been overcome, aid can start to flow so that Athens can make the 3.2 billion euro debt payment to the ECB on Thursday and avoid a default.Other more long-term concerns also remain. The IMF has made clear it would participate in the program only if Europe agreed to ease Greece's huge debt burden.Berlin opposes writing off any Greek state debt, although it is open to the idea of extending grace periods before Athens has to start paying interest and principal on its bailout loans.Tsipras has long argued Greece cannot repay all its debts and demanded a partial write-off. The creditors have agreed to consider the issue only after a review in October of the government's implementation of its side of the deal.($1 = 0.9005 euros)-(Additional reporting by Karolina Tagaris, Michele Kambas and George Georgiopoulos, Writing by Deepa Babington and David Stamp; Editing by Mark Heinrich)
Euro ministers set to launch Greek bailout, wooing IMF on debt-ReutersBy By Robert-Jan Bartunek and Tom Körkemeier | Reuters – AUG 14,15-YAHOONEWS
BRUSSELS (Reuters) - Finance ministers from the euro zone were meeting in Brussels on Friday expecting to give their final blessing to lending Greece up to 85.5 billion euros after parliament in Athens agreed to stiff conditions overnight.German Finance Minister Wolfgang Schaeuble, long the most powerful skeptic on the merits of giving Greece a third bailout to keep it in the EU's common currency area, voiced optimism as the meeting began that it would end with an accord that will give Athens the funds needed to meet a loan repayment next week. However, some issues still need to be ironed out following a deal struck on Tuesday by negotiators from the European Commission, European Central Bank and International Monetary Fund. Among these are how to ensure the IMF remains involved in overseeing the new euro zone program while delaying satisfying IMF calls for debt relief for Greece until a review in October."I'm actually quite confident that we can reach an agreement today," Schaeuble told reporters in Brussels."We have to see that we can get a clear, possibly binding, commitment from the IMF. That's a prerequisite for us but we've always said that has to be feasible. The IMF has its own rules but we will have to find a way."After arguing all night, the Greek parliament gave its backing to leftist Prime Minister Alexis Tsipras, though he had to rely on opposition votes after nearly a third of his own supporters rebelled, forcing him to consider a confidence vote that could pave the way for early elections. After defeating conservatives in January, Tsipras remains hugely popular in Greece for standing up to Germany's insistence on austerity before capitulating to new bailout terms under the threat of a euro zone exit. He would be expected to win again if snap polls were held now, given an opposition in disarray. The Washington-based IMF, which has its own loan program for Greece outstanding and has played a role in supervising the implementation by Greece of conditions for two previous bailouts, has urged the other 19 states of the euro zone to give Athens debt relief in order to help revive its crippled economy.IMF Managing Director Christine Lagarde was due to call in by telephone to the Eurogroup for part of the meeting, euro zone officials said. Many euro zone governments have ruled out any "haircut" on the nominal amount of debt - something against current euro zone rules - and have questioned the IMF assessment of how much relief Greece needs, saying it is too pessimistic. However, the bloc is keen to have the IMF, whose imprimatur is prized in financial markets, closely involved in managing the Greek program and has agreed to look at easing terms, such as by lengthening repayment deadlines, once a first review of Greek compliance with conditions is completed in October. The IMF, though, has made clear it sees debt relief as essential for giving the Greek economy the means to service the new loans.CATCH 22-"There's a bit of a Catch 22 that we need to solve," said Finnish Finance Minister Alexander Stubb, whose government was among those most ready to favor a Greek exit from the euro before a last-minute deal struck by EU leaders a month ago."The IMF wants to be involved only if there is debt relief; we want the IMF to be involved but we don't want debt relief. Some kind of solution will have to be found."He forecast a three-part solution, starting with agreement on Friday to release funds before Thursday, when Greece must repay 3.4 billion euros to the ECB. Then the creditors' institutional representatives would review Greek compliance with their terms - including passing new laws and privatizing firms.Once that was done in October, Stubb said, "step number three" would be "to see how to get the IMF involved"."The IMF is on board as concerns program conditionality," said Valdis Dombrovskis, the European Commission's vice president for the euro. "We know that IMF has its own program, but we do not expect a formal decision on this today."On Thursday, Delia Velculescu said after leading the IMF team at negotiations in Athens: "We look forward to working with the (Greek) authorities to develop their program in more detail and for Greece's European partners to make decisions on debt relief that will allow Greece’s debt to become sustainable."The IMF will remain closely engaged with the Greek government and the European partners to assist in this process, and will make an assessment of its participation in providing any additional financing to Greece once the on the authorities' program and debt relief have been taken."EU officials estimate Greece needs 23 billion euros this month alone to service debts as well as to provide about 10 billion euros to recapitalize Greek banks ravaged by economic turmoil and the imposition of capital controls in June. How to deal with the banks is another key issue facing the finance ministers, as is the handling of revenues from the privatization of Greek state assets."There are some worries about recapitalizing banks which could be very expensive, the privatization fund and a third issue is the involvement of the IMF which is important for many countries," meeting chairman Jeroen Dijsselbloem said."We're going to talk about political trust," he said earlier in Amsterdam. "That's still a factor of course with Greece: can we trust that it's actually going to happen?"If it appears that in reality nothing is happening then the program will be halted again very quickly."(Additional reporting by Alastair Macdonald, Barbara Lewis, Alexander Saeedy, Julia Fioretti and Foo Yun Chee in Brussels, Toby Sterling in Amsterdam and Athens bureau; Writing by Alastair Macdonald; Editing by Giles Elgood)
Eurozone economic growth slows to 0.3 pct in Q2 as stagnation in France offsets German growth-The Canadian PressBy Pan Pylas, The Associated Press | The Canadian Press – AUG 14,15-YAHOONEWS
LONDON - The 19-country eurozone economy weathered the second quarter's troubles — notably the escalating crisis in Greece — with only a small drop in growth, but disparities between nations remain that could cause problems.Economic growth was 0.3 per cent in the March-June period on a quarterly basis, down slightly from 0.4 per cent in the first three months of the year and just half the rate recorded in the United States, the European Union's statistics agency said Friday. As has been the case for much of the past few years during the eurozone's crisis over high government debt, growth remains heavily reliant on the region's powerhouse economy, Germany. An increase in Germany's growth rate, largely due to strong exports in the wake of the euro's sizeable drop since last year, helped offset a sharp slowdown in France. The eurozone's second-largest economy stagnated as investment eased and consumer spending was lacklustre. While Germany saw growth accelerate to 0.4 per cent from 0.3 per cent in the quarter before, France saw no growth at all following a strong 0.7 per cent rise in the first three months of the year."France appears to have relapsed into its role of the sick man of the eurozone," said Chris Williamson, chief economist at Markit. The disappointment wasn't confined to France. Italy, the eurozone's third-largest economy, saw growth dip to 0.2 per cent from 0.3 per cent — far too little if it is to make up for recent years' declines.Together, the two economies account for around 40 per cent of annual eurozone GDP, so their fortunes are key to the wider region."Stagnation in France and near-stagnation in Italy underline that in both countries, firms and households remain deeply concerned about the future," said Tom Rogers, a senior economic adviser to EY.Admittedly, there were reasons to be fearful in the second quarter. Greece appeared headed for a messy exit from the euro, with uncertain consequences for the region, while concerns over the Chinese economy were roiling financial markets around the world. The big surprise in the second quarter figures was the fact that Greece saw its economy grow 0.8 per cent. The figures also confirmed that the country, which is worth only around 2 per cent of eurozone GDP, didn't fall into recession in the first quarter as previously thought, as the modest contraction previously recorded was revised up to no change. Many economists reckon the second quarter growth was due to people spending in anticipation that the government would put limits on cash withdrawals — something it did just at the end of the second quarter.Despite the strong figure, Greece is widely expected to experience a deep recession over the coming year or two. Though the radical left-led government is finalizing the bailout deal with its creditors, limits on money transfers and withdrawals remain and are choking the life out of the economy. The hope is that the Greek economy might start improving when the cash controls are gradually lifted and that the sense of crisis that's threatened the euro currency bloc will abate.Economists are also concerned that the eurozone's growth rate is not stronger considering the broader conditions are as rosy as they've been for years. The euro remains at relatively low levels against the dollar, near $1.11, as the ECB continues to pump about 60 billion euros into the financial system every month. That should keep helping exporters, particularly in Germany. More importantly for the average European household, oil prices are falling again — on Friday, the New York benchmark rate slid to $41.35 a barrel, its lowest level since early 2009. Money saved at the pump is money that can be used elsewhere. If inflation remains at super-low levels as a result, wages may continue to outstrip price rises, which should help spending.Rogers cautioned that even if "the major existential risks" the eurozone has faced ease, the risk is that governments will not show the same sort of urgency about making their economies more dynamic."If so, the pace of growth seen in the second quarter of this year might well turn out to be the pace that some countries will have to get used to," he said.
US oil contract falls to lowest level since early 2009, when global economy was in crisis-The Canadian PressBy The Associated Press | The Canadian Press – AUG 14,15-YAHOONEWS
LONDON - The price of crude oil hit its lowest level in 6 1/2 years Friday amid concerns over a slowing economy in China, a huge energy consumer, and strong global production. The U.S. crude contract fell as low as $41.35 a barrel, the weakest level since early 2009, when the global economy was in the throes of a massive financial crisis and recession. By late morning in Europe, the price was around $42 a barrel. The oil contract has been declining since touching a high of $61.43 on June 10.The main reasons are big increases in production in the U.S. and Canada, as well as expectations Iran's oil could soon return to the market. Meanwhile, China's devaluation of its currency this week highlights its concern about an economic slowdown.

Volcano in Ecuador spews huge column of ash-AFP-AUG 14,15-YAHOONEWS
Quito (AFP) - A volcano in Ecuador that has not erupted in nearly 140 years belched a column of ash eight kilometers high on Friday, prompting officials to raise the alert level. In addition to the five-mile plume, several explosions erupted in the course of the day, the Geophysics Institute said. The Cotopaxi volcano stands 5,897 meters (19,500 feet) high and is 45 kilometers (30 miles) south of the capital Quito.Orders have already been given for a million surgical masks to be distributed across the city of 2.3 million, Mayor Mauricio Rodas said. The Geophysics Institute said Cotopaxi is one of the most dangerous volcanoes in the world because of the large amount of snow at its peak and because nearby areas are densely populated. The last time it erupted was in 1877.The government's emergency management agency raised the alert level in areas near the volcano to yellow, which is in the middle of the scale. The Environment Ministry declared the volcano off limits to tourists. Fifteen climbers who were preparing to scale the mountain were sent home. One mountain guide who was in the area during the first explosion recounted tourists' panic.I felt "shocked, not knowing what to do as I saw everything moving. Then the strong odor of sulfur was detected across the mountain. The tourists as well were desperate, wanting to leave as soon as possible," he told Ciudadana radio.Authorities are monitoring the volcano closely as they decide whether to order evacuations. However, they have already "decided to mobilize animal species in the area and move them to rescue centers," said Lorena Tapia, head of the Environment Ministry, without going into further detail.Airports in Quito and in the town of Cotopaxi remained open despite the plume of ash, the civil aviation directorate said.In the town of Machachi, 25 kilometers (16 miles) from the volcano, people started wearing surgical masks.Brian Manzano, a hotel receptionist there, said, "when I got up, I opened the door of the hotel and saw a car covered in ash. I do not know how long it has been falling."Cotopaxi is one of eight active volcanoes in Ecuador and is closely monitored by scientists.
