The District Attorney for Clinton County, NY said David Sweat, the surviving inmate who escaped prison and eluded police for weeks is opening up about how they did it.The dramatic prison break from an isolated steel-and-concrete fortress in the wilderness of northern New York actually began more than four months before two killers slipped from a manhole outside the prison walls and dashed to freedom.So says David Sweat, the notorious survivor who was nabbed just a few miles from the Canadian border three days ago — and more than three weeks after the spectacular escape from maximum security at Clinton Correctional Facility in Dannemora.Clinton County District Attorney Andrew Wylie says Sweat, hospitalized in fair condition, has been revealing details of the escape — although authorities can't be sure what to believe.
Sweat, who claims to be the mastermind of the plan, told investigators the effort was so well-orchestrated that he and Richard Matt actually performed a "dry run" the night before they actually fled. They used the opportunity to select a manhole on a relatively quiet street."To make a dry run and ... have the ability to escape, and then go back in, it is a little baffling," Wylie told NBC News.James Miller, spokesman for the New York State Correctional Officers and Police Benevolent Association, told USA TODAY he expects that an investigation now underway by the state inspector general will bring changes to prisons in the state. The association represents the almost 1,000 corrections officers at Clinton."Hopefully we will have a seat at the table when these things are decided," Miller said. "We have raised the issues of staffing, of inmate violence before. First and foremost must be the safety of the officers."Sweat, who was serving a life sentence for killing a sheriff's deputy in 2002, has acknowledged that prison tailor Joyce Mitchell, 51, was involved in the plan. But when she failed to show up with a car the night of the escape, the men had to drop the idea of fleeing to Mexico and instead decided to head for Canada.Sweat also said prison guard Gene Palmer, who like Mitchell faces charges stemming from the escape, had no advance knowledge of the escape.Sweat told investigators that he and Matt, who was fatally shot by a U.S. Border Patrol agent Friday, were almost nabbed more than once. Sweat said that at one point he was in a tree stand undetected as agents swarmed around him.Investigators had theorized that the men must have used power tools to cut through cell walls and steam pipes, but Sweat said they used simple hacksaws."He's a convicted felon, obviously convicted of a serious murder, and he escaped from state prison, so those are his statements and that's all I can go on," Wylie said.It was just about the time that Sweat began talking that the state Corrections Department announced that the prison superintendent and 11 other officials at Clinton Correctional were being placed on administrative leave.Superintendent Steven Racette, two other high-level administrators in the prison and nine security officers are on leave "as part of the ongoing review," the department said in a brief statement Tuesday.Wednesday, a 30-year Corrections Department veteran, Michael Kirkpatrick, was named to replace Racette.New security measures were also announced. Inmates' cells will be search more frequently, bed checks will be improved and security gates will be installed in the facility's tunnels, which will now be inspected monthly instead of twice a year.The escape June 6 sparked a massive manhunt that drew up to 1,500 law-enforcement officials to the rugged, rural terrain of northern New York.Matt, 49, was shot three times in the head by a U.S. Border Patrol officer on Friday. He was armed and wearing camouflage pants and a green hooded rain jacket and was carrying a camouflaged backpack. No one has claimed his body and the county could petition for a pauper's burial.Sweat, 35, was shot and captured Sunday by a New York State trooper near Constable. He was not armed. Sweat was initially hospitalized in critical condition but was upgraded to fair condition Tuesday by officials at Albany Medical Center.Mitchell, who worked in the prison tailor shop, was arrested days after the escape, accused of providing the inmates with hacksaw blades and screwdriver bits she hid in frozen ground beef. Mitchell, 51, told authorities she had agreed to meet them outside the prison with a car but that she changed her mind.Mitchell says Matt and Sweat had planned to kill her husband Lyle Mitchell. CNN was reporting, however, that Sweat told investigators killing Lyle Mitchell was her idea.Palmer, a 27-year Dannemora veteran, is also facing charges of doing favors for Matt and Sweat that aided their flight in exchange for artwork and information on other inmates.

BRUSSELS, Today, 15:46-Greek leader Alexis Tsipras made a last ditch attempt to reach a deal on Tuesday (30 June) by offering to accept most of creditors' demands in return for a new €29 billion loan but Germany's Angela Merkel has said there will be no negotiations until Greece’s referendum on 5 July - a referendum that it is itself clouded in confusion.Tsipras' letter to the EU commission, European Central Bank, and IMF said he would accept proposals laid out by creditors with amendments that included a reduction on VAT for Greek islands and maintaining some pension supplements.It came as Greece's second bailout expired at midnight on Tuesday along with a deadline to pay back a bill to the IMF - with its default putting it in a small club of nations that include Zimbabwe, Somalia and Sudan.It also means the country is without an international financial lifeline for the first time since 2010 - bringing more uncertainty for the Greek people who are already faced with closed banks and a €60 cap on daily cash withdrawals.However an evolution in the process is set to come only after Sunday's referendum.Germany has said it will not enter into negotiations on a third bailout until after the referendum is held - with Tsipras himself having indicated that if the Yes side wins he will step down.Speaking in the Bundestag on Wednesday, Merkel said: "We'll wait for the referendum - no new programme can be negotiated beforehand."She added, in an address that was also run live on Greek TV, that Europe is able to wait "calmly" for the vote because its recent reforms have made it "strong"."The current situation is without doubt a big challenge for us. Eurogroup teleconference

Eurozone finance minister are due to discuss Greece's latest request in a teleconference call at 5.30pm Brussels time, with the commission due to give its opinion on it beforehand.Euro commissioner Valdis Dombrovskis said on Wednesday that a new bailout deal for Greece is possible before new major payments come due, with 20 July and an ECB repayment seen as an absolute deadline for Athens.He also noted that with capital controls, in place since Monday, "much more efforts will be needed to restore the situation".Meanwhile confusion over Greece's referendum is continuing. Greek are being asked to approve or reject two highly technical documents from creditors.In addition the documents refer to a bailout that has already expired and there have been reports of translation problems.

What will the vote mean?

It is also unclear what the practical consequences of a No vote would be. While the vote is ostensbily on the (no-longer-valid) creditors' proposals, other EU states say a No would mean a euro exit.This has led to the Council of Europe, the continent's human rights watchdog, to condemn the proposed vote as falling below international standards.Thorbjorn Jagland, head of the organisation, told AP that the questions were "not very clear" and the referendum itself had been called at very "short notice".

Then the deutschmark ceased to be.Looking at events in Greece, their finance ministries and central banks say their exposure to the crisis is minimal.But Raiffeisen, the top private bank in the region, says it’s not negligible.Kosovo’s finance minister, Avdullah Hoti, told EUobserver: “We don’t expect any immediate risks coming from a potential exit of Greece from the monetary union”.He noted that: “Kosovo has very stable public finances, with very low debt levels and manageable deficits, as well as a very stable, well-capitalised and liquid financial [banking] sector”.
“We have no Greek banks operating in our country”, he added.The Central Bank of Montenegro said in a statement on Tuesday (30 June): “Montenegro is one of the countries that will not significantly feel the effects of the Greek crisis”.It said “the Montenegrin banking system is not connected with the Greek banking system, export to Greece is negligible (a mere €295,000 in 2014), as is Greek FDI [investment]”.
It also said if the euro loses value, it could boost exports.It added that “it is likely that a certain number of tourists will cancel their travel to Greece, which opens the possibility of attracting more tourists to Montenegro”.For its part, Raiffeisen says they’re right to a great extent.Andreas Schwabe, one of the bank’s senior economists, told this website: “I don’t see any immediate risks to unilateral euro-adopters”.
He noted that there’s “no visible stress” in their foreign currency (FX) reserves.According to the International Monetary Fund, Kosovo had €685.5 million in its fund in March. Montenegro, which has more recent figures, had €796 million in May.But the Raiffeisen economist added, that if worst comes to worst, neither of them can turn to the European Central Bank (ECB) because they have no formal relations.Montenegro doesn’t think things will get that bad.The 30 June analysis by its central bank excluded the possibility of a Greek euro exit.Its worst case scenario is that “Greeks reject the creditors` offer at the referendum, which results in bank run and capital flight, leaving Greece with the only option of seeking assistance from the euro-area member states”.But Raiffeisen, and other big banks, aren’t so optimistic.Fisnik Latifi, a trader at Raiffeisen Pristina office, said that if Greece leaves the eurozone, the crisis could culminate in a potential “rupture in the value of the euro” and of “dire straits” in market confidence in the currency.If it happened and if Balkan depositors, like their Greek counterparts, made beelines to ATM machines, there’s no one to help.Kosovo and Montenegro cannot ask for ECB liquidity assistance but, because they use the euro, they cannot print their own banknotes either.Instead, they’d have to rely on the kind heart of foreign banks, such as Raiffeisen, to prop up their subsidiaries in the region.They’d also have to tap their own FX reserves, but these are relatively small, and the lion’s share of them is denominated in euros, limiting central banks’ firepower.“In case there should be higher demand for notes the central banks of the two countries, obviously, cannot not print currency (or receive ECB support like Greece), but would be forced to use their euro- denominated FX reserves to help their banks”, Schwabe noted.Latifi said: “the banking system in Kosovo is heavy reliant on the well-being of the euro”.“An extreme economic rupture may prove critical for banks … [and] depositors would be severely harmed”.With 40 percent of Kosovo’s GDP based on a cash-in-hand grey market, many Kosovars wouldn’t even be able to turn to their central bank for help, being left only with the paper in their pockets.

WENATCHEE, Wash. -- Firefighters are in for another long night in Central Washington State.And thousands of homeowners have been warned they might have to evacuate at any time.A wildfire that kicked up on Sunday is still burning out of control after tearing through the town of Wenatchee. Those who returned home today found little to salvage.More than a dozen large fires are burning in the West tonight.
The massive Sleepy Hollow wildfire, fueled by strong winds and scorching heat, burned through the canyons and hills of Central Washington State destroying 24 homes and forcing thousands to evacuate. The blaze ignited in brush and quickly spread when embers blew into downtown Wenatchee and setting a recycling plant and three businesses on fire.Incident Commander Nathan Rabe said wind was their biggest problem."This fire extended with the winds that they had. It threw embers and stuff down wind," he said.
In the hardest hit neighborhood of Broadview, fire crews worked through the night hosing down houses. Jon Dominguez left when the fire started approaching his house Sunday night."Oh my god, this power is so impressive," he said. "A big orange glow kind of a fire ball and a lot of black smoke billowing."He returned home Monday to rubble."This is all I have now," he said pointing to his shirt. "It is just heartbreaking."
Three-thousand acres have been lost in the Sleepy Hollow fire, but fires are increasing daily throughout the west and Alaska with high temperatures building and lightening strikes.So far, $91-million has been spent on fires currently burning in the western states and Alaska. Activity was much lighter at this time last year, only $5-million by the end of June 2014.

PHOENIX (Reuters) - Arizona will pay a total of $670,000 to the families of the 19 elite firefighters killed in the country's deadliest wildfire in 80 years and has agreed to reform the way it fights wildfires, state officials said.Under two agreements, the state will pay $50,000 to each of a dozen families to settle their wrongful death lawsuit filed last year stemming from the deaths of the 19 men.Another $10,000 will be paid to each family of the other seven firefighters who died in the Yarnell Hill Fire in June 2013.There is no admission of blame in the settlement documents.Officials said chief among the settlement terms is an agreement that the state will work to change its firefighting procedures and technologies to improve the safety of crews on the front lines.Pat McGroder, a lawyer who represented the families in the wrongful death case, said the issue was never about money.“Our clients wanted transparency and change to ensure that what happened to their loved ones that day would never happen again,” McGroder told a news conference.The settlements come on the eve of the second anniversary of the deaths of the 19 Granite Mountain Hotshots who died in the lightning-caused, wind-whipped blaze that roared across drought-parched land northeast of Phoenix in June 2013, destroying scores of homes and charring about 8,400 acres.The hotshot crew died two days after the fire’s start, trapped by a wall of flames as they moved in a box canyon and were overcome by the fast- moving blaze. (Reuters) - An African-American church in South Carolina that was burned down by the Ku Klux Klan 20 years ago was the scene of another blaze on Tuesday, officials and a newspaper said, though the cause was not immediately clear.The fire at Mount Zion African Methodist Episcopal Church in the city of Greeleyville comes amid a rash of fires that have erupted at black churches across the U.S. south, at least two of which have already been declared as deliberate.It also comes roughly two weeks after a white gunman opened fire inside the historic Emanuel African Methodist Episcopal Church in Charleston, 65 miles (105 km) away, killing nine people during a Bible study. All the victims were black.The U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives said in a statement online it was on the scene of the Greeleyville fire.There were no immediate reports of injuries.Mark Keel, chief of the State Law Enforcement Division, told the Post and Courier newspaper that the cause of the blaze could not be determined until the flames were out.He told the newspaper that while lightning from a recent storm system in the area may have sparked the blaze, he was troubled by the recent spate of church fires."Certainly, I think we all are concerned about those things," he told the newspaper.The Clarendon County Fire Department said in a statement that the fire was under control. JACKSON, Mich. (Reuters) - The Sunday service was winding down, but before it ended, Bishop Ira Combs led the congregation of 300 at the Greater Bible Way Temple in prayer. The shootings that killed nine people in a Charleston church could not happen here, he reassured his flock."If they had security, the assailant would not have been able to reload," Combs declared. "All of us here are not going to turn the other cheek while you shoot us."As he preached, Combs was flanked by a man on each side of the pulpit, each armed with handguns beneath their suit coats. Other members of the church's security team were scattered among the crowd. Congregants did not know who was armed and who was not - an undercover approach that is part of the security plan."We aren't looking to engage people in violence, but we are going to practice law enforcement," Combs told Reuters before the service. "And we are going to interdict if someone comes in with a weapon."The June 17 church shootings in Charleston, South Carolina, have ignited fierce debates across the country over hate crimes, the Confederate flag, and gun control.They also have laid bare an uncomfortable truth for religious leaders: churches and other houses of worship, among the most open and welcoming of American institutions, can also be among the most vulnerable.In 2013, a gunman shot Ronald Harris, a pastor in Lake Charles, Louisiana, while he preached a sermon. A year earlier, a gunman at a Sikh Temple in Oak Creek, Wisconsin, killed six people. ARMED AND UNDERCOVER

Churches in Michigan have ample reason to take the message seriously. A year ago at the Citadel of Praise church in Detroit, a man wielding an ax was shot by an off-duty police officer. In 2012, Pastor Marvin Winans, a member of the famous gospel singing group, was carjacked and robbed at a Detroit intersection, an event that some local pastors cite as a reason they have become security conscious."Nobody should have to worship in fear or be looking over their shoulder," said Charles Ellis, pastor of the Greater Grace Temple, a Pentecostal megachurch in Detroit with 6,000 members.Ellis' church has a trained, armed, 25-man security force, nicknamed "The Ministers of Defense." Many have backgrounds in law enforcement. Some are stationed conspicuously on the stage, while others blend in with the crowd.Not everyone supports the presence of guns in sanctuaries that are supposed to be devoted to peace and reflection.In April, church leaders criticized a Catholic priest in Ann Arbor, Michigan, after he advised worshipers to arm themselves for protection and offered a class in obtaining a concealed carry permit. The priest, Edward Fride, canceled the class after the local diocese said it had no place on church property.In North Carolina, the CrossPointe Church in Fayetteville is reconsidering its use of armed security guards after a news story on them prompted angry emails from across the country."The criticism came from people who thought guns, even concealed by church security, were a mockery of people who claimed faith in God to meet all their needs in life," said Franklin Pounders, a minister at the church."My philosophy is a bit different. "GOD IS MY GUN"

At Greater Bible Way, security is a particular concern as Combs' outspoken opposition to same-sex marriage has brought protesters to his doors. Active in politics, he is part of a Republican National Committee effort to improve African-American outreach. He is also a local deputy sheriff.While Combs preaches, the church's security coordinator, Calvin Williams, keeps watch. Williams listens to chatter from other security members on a Secret Service-style earpiece and totes a Taurus .45 caliber pistol tucked under his jacket.Eighteen cameras scattered on the grounds of the small church monitor people as they come and go. The church sits in a hardscrabble section of Jackson, so the security measures are aimed also at carjackings, property theft, and attempts to steal the church's collection box."People think churches have money," Williams said. Moments after the pastor blesses proceeds from the collection, one of the armed ushers escorts the box into a locked office for the remainder of the service.One challenge is to put security into place without alienating visitors. Since the Charleston shootings, Greater Bible Way has begun considering installing a magnetometer, though Williams is hesitant because of the image such a device might project.Congregants have mixed reactions to the security presence in church."In the times we live in today, it's necessary," said Joshua Webb, a church member from nearby Lansing.Rose Phillips, of Jackson, said the armed security detail made her feel no safer. "The court completely ignored the profound historical impact of the Ten Commandments on the foundation of Western law."Pruitt said his office would ask the court for a rehearing and request that the monument be allowed to stay until the court considers his request.Since the original monument was erected in 2012, several other groups have asked to put up their own monuments on the Capitol grounds. U.S. Justice Dept. cites missteps by police during Ferguson unrest-Reuters By Carey Gillam-JULY 1,15-YAHOONEWS
(Reuters) - Police responding to race-related protests and riots in Ferguson, Missouri, last summer made a series of missteps, including antagonizing crowds with attack dogs and military-style tactics, according to a U.S. Justice Department report.The report, a copy of which was obtained by Reuters, is a draft summary of a document the department plans to release in the coming weeks evaluating law enforcement actions. A Justice Department representative said the "after-action assessment ... will convey the findings and lessons learned."The report focuses on the tactics of police from Ferguson, St. Louis, St. Louis County and the Missouri Highway Patrol. All four agencies tried to quell the protests and riots that broke out after a white Ferguson police officer shot and killed Michael Brown, an unarmed black teenager, on Aug. 9, 2014.
A county grand jury declined to indict Officer Darren Wilson for killing 18-year-old Brown, and the Justice Department said no charges would be brought. But Brown's death set off months of protests about police treatment of minorities that expanded to cities around the country.Justice Department and police officials are scheduled to meet on Thursday, according to the St. Louis Police Department."We are always willing to engage in constructive dialogue about best practices," the St. Louis department said in a statement. "We are interested in the final report to identify what we did well and what we may need to improve upon."
The Justice Department draft report, which covers actions over the 17 days following the shooting, found that police lacked effective protocols, were not adequately trained, struggled with communication and coordination, and made mistakes that sometimes heightened tensions.The use of dogs for crowd control during the Ferguson protests incited fear and anger in the crowd, according to the report, while the use of teargas on people without warning was also a problem.In addition, police were inconsistent in using force and making arrests, and some officers removed their nameplates to evade accountability for their actions, the Justice Department said.The report also criticized police for positioning snipers atop armored vehicles to monitor the crowd through rifle sights, saying the tactic "served only to exacerbate tensions."It found that law enforcement agencies set a negative tone with the media by initially offering limited public information about Brown's shooting. Who would have thought that possible?" says Ellen MacArthur about Airbnb."The model would yield annual benefits of up to €1.8 trillion by 2030", according to the report, 'A Circular Economy: vision for a competitive Europe' from McKinsey. The study predicts that fully implementing a circular economy will bring €3,000 extra to all European households and make Europe meet its climate commitments ahead of time."We are not discussing the if – but the when and how," environment commissioner Karmenu Vella said.

Uber and Airbnb

The interest in the report’s findings reflects a gradual recognition by business that it make more economic sense to consider product recycling and resource efficiency throughout the whole life-time of a product.
The current economic model has not changed much since the industrial revolution. Nature's resources are used, goods are produced at the lowest cost possible and waste is thrown away. This is the linear economy. But resources are limited and there is a growing global demand for them.Europe imports 60 percent of its fossil fuels and metal resources and the EU has already listed 20 materials resources as critical in terms of security and supply. These imports cost €766 billion a year.In the future the cost of resources will play a bigger role than the cost of labour, forcing a change in business models towards a circular economy.Private ownership will give way to leasing and sharing products – the new car-sharing service Uber and private lodging service Airbnb are early examples of this."If somebody had said four years ago they were going to build the biggest hotel chain in the world? It is only used for driving 5 percent of time.One obvious way forward would be to focus EU regional aid and the EU’s new €315bn investment fund on the circular economy.

Systemic change

The European Commission is due to come with proposals on the circular economy later this year.It is currently gathering ideas from stakeholders in a process that will last until 20 August.But there are questions about how it should approach the issue, such as whether it is just about better implementing existing legislation or should binding targets be set.The McKinsey report suggests that a more fundamental change is needed, however."Shifting to a new model starts with acknowledging the systemic nature of the change", it says.But this longterm approach contradicts the short-termism of politics."To survive in democratic politics your perspective is four sometimes five years, while in business to survive your perspective must be 20-25 years", EU commission vice-president Frans Timmermans acknowledged."Politicians can only survive if people keep voting for them. Democracies have difficulties in doing this. If you could impose what you have to do without fearing of winning the next elections, it would be easier. We need to convince our constituencies in democracies that we need to take long term steps,” he added.But there is already widespread support for the idea of being less wasteful. Eighty percent of respondents to a 2014 Eurobarometer poll believed resource efficiency to be highly important for economic growth."There is something in this for all companies", McKinsey's Stuchtey said. "Only the laggards are the losers. It's a question of being fast or slow".

Brussels, Today, 09:28-After a 12-hour marathon that ended in the early hours of Tuesday (30 June), negotiators in Brussels agreed on an end to roaming surcharges by June 2017 and adopted EU rules to prevent data discrimination by internet providers.The compromise deal, between the European Parliament and EU governments, mediated by the European Commission, ends months of deadlock but also delays the fulfilment of promises by parliament and commission.MEPs and the commission had promised to end roaming surcharges, added to phone bills for calling, texting, or going online while abroad, by the end of 2015.But national governments have been reluctant to cut the revenue stream for telecommunication companies. Initially, governments proposed to allow only a "basic roaming allowance", but slowly moved towards the EP position of abolishment.The final deal to end to roaming by 15 June 2017 is a compromise.
That means two more summers of switching off your phone when going to another member state.
Meanwhile, the already existing cap on roaming surcharges will be lowered to €0.05 per minute of call made, €0.02 per sent text message, and €0.05 per megabyte of data (excluding VAT).“Europeans have been calling and waiting for the end of roaming charges ... They have been heard”, said digital single market commissioner Andrus Ansip in a press statement.However, a commission statement on the deal will include “fair use safeguard” to “prevent abusive uses”.Abusive use is “for example, if the customer buys a SIM card in another EU country where domestic prices are lower to use it at home; or if the customer permanently stays abroad with a domestic subscription of his home country.”The negotiators have not yet made it public what constitutes fair use, but the commission did note that there can be a penalty.“These unusual behaviours are also called 'permanent roaming' and could have a negative impact on domestic prices, and ultimately on consumers. This is why there is a fair use safeguard. Once that limit is reached while being abroad, a small basic fee can be charged", the Ansip statement says.Part of the deal are the first EU-wide rules on net neutrality, the principle that internet providers or other intermediaries do not discriminate between data streams: that a video from company A should be streamed just as quickly (or slowly) as a video from company B.The commission in its statement said net neutrality rules are “the strongest in the world”, although digital commissioner Guenther Oettinger chose the phrase “pragmatic net neutrality rules”.Although the commission press release notes that internet users “will not be unfairly blocked or slowed down anymore, and paid prioritisation will not be allowed”, the member states' press release noted that providers “may use reasonable traffic management measures”.“Blocking or throttling will be allowed only in a limited number of circumstances, for instance to counter a cyber-attacks and prevent traffic congestion. Jun, 18:51-"You must vote Yes, independently of the question asked”, European Commission president Jean-Claude Juncker told the Greek people on Monday (29 June).It sounds like a wild statement.But in fact, Greek voters will indeed not know precisely what they are voting on in the referendum on Sunday.Shortly after Juncker spoke on Monday the Greek government published the referendum ballot, with a long question."Should the proposal that was submitted by the European Commission, the European Central Bank, and the International Monetary Fund at the Eurogroup of 25 June 2015, which consists of two parts that together constitute their comprehensive proposal, be accepted? The first document is titled 'Reforms for the completion of the Current Programme and beyond' and the second 'Preliminary Debt Sustainability Analysis'," the ballot reads on the left-hand side.On the right are the two possible answers: "Not agreed/No" on top, and "Agreed/Yes" underneath.The No is the answer Alexis Tsipras' government and Syriza party are campaigning for. "No, for democracy and dignity," reads the referendum poster issued by Syriza.But the question asked to Greek voters itself raises two questions.
Firstly, what documents does it refer to? Secondly, how can voters take an informed decision on the content? The two documents mentioned on the ballot are the agreement proposal put forward by Greece's creditors last week, and an analysis of Greek debt by the creditors’ institutions.A commission press officer could not confirm to EUobserver on Monday whether the document "Reforms for the completion of the Current Programme and beyond" included the "List of prior actions - Version of 26 June" published by the commission on Sunday.Meanwhile, "Preliminary Debt Sustainability Analysis", is an institutions' update on the situation and sustainability of the Greek debt that could have been the basis for a technical discussion on debt relief after the current bailout programme is concluded, according to the commission press officer.
