Announcement of the agreement comes about a month after the Vatican had said the agreement was in its final stages, which, in turn, led to the Israeli foreign ministry expressing disappointment over the move.The text of the accord is not yet available. Landmark U.S. Supreme Court ruling legalizes gay marriage nationwide-Reuters By Lawrence Hurley-june 27,15-yahoonews

WASHINGTON (Reuters) - The Supreme Court ruled on Friday that the U.S. Constitution provides same-sex couples the right to marry, handing a historic triumph to the American gay rights movement.The court ruled 5-4 that the Constitution's guarantees of due process and equal protection under the law mean that states cannot ban same-sex marriages. With the landmark ruling, gay marriage becomes legal in all 50 states.Immediately after the decision, same-sex couples in many of the states where gay marriage had been banned headed to county clerks' offices for marriage licenses as officials in several states said they would respect the ruling.President Barack Obama, appearing in the White House Rose Garden, hailed the ruling as a milestone in American justice that arrived "like a thunderbolt.""This ruling is a victory for America," said Obama, the first sitting president to support gay marriage. "This decision affirms what millions of Americans already believe in their hearts. When all Americans are treated as equal, we are all more free."As night fell, the White House was lit in rainbow colors - a symbol of gay pride - to mark the high court's decision.The ruling, the culmination of a long legal fight by gay rights advocates, follows steady gains in public approval in recent years for same-sex marriage. In 2004 Massachusetts became the first state to legalize gay marriage. But the decision may provoke fresh legal fights in some conservative, Republican-governed states.Justice Anthony Kennedy, writing on behalf of the court, said the hope of gay people intending to marry "is not to be condemned to live in loneliness, excluded from one of civilization's oldest institutions. They ask for equal dignity in the eyes of the law. The Constitution grants them that right.""Without the recognition, stability and predictability marriage offers, their children suffer the stigma of knowing their families are somehow lesser," Kennedy wrote.Kennedy, a conservative who often casts the deciding vote in close cases, was joined in the majority by the court's four liberal justices.Appointed by Republican President Ronald Reagan in 1988, Kennedy has now authored all four of the court's major gay rights rulings, with the first in 1996.The ruling is the Supreme Court's most important expansion of marriage rights in the United States since its landmark 1967 ruling in the case Loving v. Virginia that struck down state laws barring interracial marriages.At least two states, Louisiana and Mississippi, said they would not immediately issue marriage licenses to same-sex couples while awaiting legal formalities. Supreme Court rulings generally take 25 days to go into effect.

"THREAT TO AMERICAN DEMOCRACY"

In a blistering dissenting opinion, conservative Justice Antonin Scalia said the decision shows the court is a "threat to American democracy." The ruling "says that my ruler and the ruler of 320 million Americans coast-to-coast is a majority of the nine lawyers on the Supreme Court," Scalia added.Conservative Chief Justice John Roberts read a summary of his dissent from the bench, the first time he has done so in his 10 years on the court. Roberts said although there are strong policy arguments in same-sex marriage, it was not the court's role to force states to change their marriage laws."Five lawyers have closed the debate and enacted their own vision of marriage as a matter of constitutional law," Roberts wrote.The dissenters raised concerns about the impact of the case on people opposed to same-sex marriage on religious grounds.While the ruling only affects state laws and religious institutions can still choose whether to marry same-sex couples, Roberts predicted future legal conflicts."Hard questions arise when people of faith exercise religion in ways that may be seen to conflict with the new right to same-sex marriage," Roberts said.There were 13 state bans in place, while another state, Alabama, had contested a court ruling that lifted the ban there.The ruling is the latest milestone in the gay rights movement. In 2010, Obama signed a law allowing gays to serve openly in the U.S. military. In 2013, the high court ruled unconstitutional a 1996 U.S. law that declared for the purposes of federal benefits marriage was defined as between one man and one woman.Reaction came swiftly. LYON, France (Reuters) - French authorities are questioning a 35-year-old delivery man of North African origin suspected of a macabre Islamist attack involving the beheading of his boss and an attempt to blow up a U.S.-owned chemicals plant in southeastern France.President Francois Hollande, dealing with new security fears less than six months after 17 were killed by Islamist gunmen at satirical weekly Charlie Hebdo and a Jewish foodstore in Paris, said the incident clearly amounted to a terrorist attack.Yassim Salhi is suspected of having rammed his delivery van into a warehouse of gas containers, triggering an initial explosion. He was arrested minutes later while opening canisters containing flammable chemicals, prosecutors said on Friday.Police later found the head of the victim, the 54-year-old manager of the transport firm that employed the suspect, dangling from a fence at the site, framed by flags with written references to Islam.Salhi, his wife, sister and a fourth person were being held for questioning over the weekend. THREE ATTACKS ON SAME DAY

(Reuters) - Two prison escapees may have at least one gun from a cache of weapons in an upstate New York cabin where they hid about 20 miles from a maximum security facility, police said on Wednesday.As the manhunt entered its 19th day, convicted killers David Sweat and Richard Matt were believed to have been last seen entering woods near the cabin in Owls Head, New York, on Saturday morning, Major Charles Guess of the New York State Police said at a press conference.A bloody sock and other items found at the cabin reportedly owned by corrections officers were tested for DNA, and Guess said police had "100 percent assurance they were in that area."Governor Andrew Cuomo said the cabin lead was based on “good evidence – DNA data.”More than 1,000 law enforcement officers scoured 75 square miles in rugged Franklin County, east of Clinton Correctional Facility, where the breakout was discovered on June 6. Authorities are focused on the Adirondack Mountains, the largest wilderness area east of the Mississippi River, state Department of Environmental Conservation Captain John Streiff said.Authorities have received 2,200 tips from the public, Guess said."Just about every cabin or outbuilding in the North Country has one or more shotguns or weapons," Guess said. "They put an inordinate amount of weapons and ammunition and other tools in these shared seasonal hunting camps and cabins."He said he had no reason to believe the dangerous fugitives would not have tried to arm themselves but can't be sure."You would think that they'd have some sort of an inventory," Guess said. Cadyville, New York (CNN)For months before a pair of convicted murderers made their brazen escape from the Clinton Correctional Facility, prison tailor Joyce Mitchell used baked goods to win favors for Richard Matt and David Sweat, going so far as to ask prison officials to move the inmates' cells next to each other, a law enforcement official told CNN on Tuesday.Among the apparent favors: asking one guard to pass frozen hamburger meat to Matt, bypassing the prison's metal detector in a violation of policy, according to the source.Mitchell, who has been charged with aiding the escapees, has admitted she smuggled hacksaw blades into the meat, the official said. Gene Palmer, the guard on the honor block where Matt and Sweat were housed, was unaware of the meat's contents when he was asked to get it to Matt, according to Palmer's attorney Andrew Brockway, who says his client was conned by Mitchell. Palmer is now on paid leave.At the time of their escape, Matt and Sweat were housed next to each other on the prison's honor block, which awarded inmates who showed good behavior special privileges such as having hot plates and refrigerators in their cells.Matt, 48, and Sweat, 35, cut holes through steel cell walls, then shimmied along catwalks and through pipes before emerging from a manhole outside the prison gates and disappearing June 6.Accused of helping the fugitives by supplying the blades, chisels, a punch and a drill bit, Mitchell is in jail and has pleaded not guilty. Her attorney did not respond to requests for comment Tuesday.A spokeswoman for the Department of Corrections said Tuesday there were "a number of ongoing probes" into how the pair escaped, but she wouldn't comment on the details of those investigations.

Cabin break-in; DNA discovery

The new revelations come as law enforcement officials chase the most promising lead yet in the manhunt for the pair. DNA from Matt and Sweat was found in a burglarized cabin not far from where the convicted murders broke out more than two weeks ago, a law enforcement source told CNN.Personal items, including boots, were discovered Saturday inside the cabin in Mountain View, some 20 miles west of the prison, another law enforcement source briefed on the investigation told CNN's Deborah Feyerick.The items left behind, and the manner in which they were left, suggest the pair were surprised and left in a hurry, according to the source.The boots left in the cabin suggest one of the fugitives may be barefoot, the source said, possibly hindering his ability to move through the dense brush. But there may have been other boots and shoes in the cabin that were taken by the pair.Authorities are combing the area near the cabin.

The discovery re-energized the search, now in its 18th day.

Franklin County Sheriff Kevin Mulverhill told CNN that the search area is about the size of the town of Bellmont, New York, which is about 170 square miles. Authorities have flooded the area with helicopters, cruisers and all-terrain vehicles. As many as 1,000 people are working the search."It's very rough terrain," said Mulverhill. "It's not easy to get to, it's not easy to traverse."Officials are also concerned that the escapees may break in to another one of the seasonal cabins, many used by hunters, and steal weapons.

Corrections officer used killers as 'sources'

Palmer is a 28-year veteran of Clinton Correctional Facility and is cooperating fully with the investigation, Brockway told CNN.Palmer knew Matt and Sweat for years at the prison and had received a painting done by Matt, Brockway said. But he wasn't aware the inmates were planning an escape, the attorney stressed.
Palmer used Matt and Sweat as "sources" for information that he would "use to ensure the safety of his co-workers and of the facility, and of other inmates," Brockway told CNN."He wants these two individuals to be caught, and anything that he can do to help law enforcement do their job, he's willing to cooperate," Brockway said Monday.

Tailor's husband says he was target

Meanwhile Tuesday, the husband of Joyce Mitchell spoke for the first time publicly on his wife's role in the inmates' escape, detailing the alleged plot to kill him.Lyle Mitchell told NBC's "Today" show that Joyce Mitchell revealed the prisoners' alleged plan to harm him him shortly after their escape. Matt allegedly told Joyce he would give her pills that would knock her husband out, so she would have no problem leaving their home to come meet him."She told me that Matt wanted her to pick him up," Lyle Mitchell said. But Joyce Mitchell refused to drug her husband, so the convicts got tough on her, she told him. "(Matt) started threatening her, (saying) someone inside the facility was going to do something to me, to harm me, or kill me, or somebody outside of the jail, if she didn't stay with this," Lyle Mitchell told NBC's Matt Lauer in an exclusive interview that aired Tuesday.But not staying with the plan is precisely what authorities say happened: Joyce Mitchell didn't show up for the planned rendezvous with Matt and Sweat on June 6. Instead, she checked herself into a hospital with panic attacks. "I was in over my head," Lyle Mitchell said his wife told him. "She said she loved me but she was in too deep."Had she kept the date, she'd be dead now, Lyle Mitchell believes. And he might be, too.He still loves his wife, though he's mad at her, Mitchell said. But support her? "As of right now, I don't know what to think," he said.Both of the Mitchells worked at the prison in its tailoring block, and investigators said Joyce Mitchell, 51, had a sexual relationship with Matt. Lyle Mitchell didn't know about that relationship, Clinton County District Attorney Andrew Wylie said.
