vatican city-The announcement that a global agreement will be signed between the Holy See and the State of Palestine in the “near future”, has sparked various reactions. Media circles have focused a lot of their attention on the fact that this act means giving recognition to a State which does not actually exist yet because it lacks definitive borders and true sovereignty. Some speak of it as a completely new thing, while others have stressed that there is no news regarding the recognition of the State of Palestine.While on the one hand it is true that by now the Holy See takes the recognition of the Holy See as a given: The Vatican declaration issued the day after the vote on November 2012 which accorded Palestine non-Member Observer State status in the United Nations, was welcomed by all in the Vatican and from that moment on, the papa State started using the name “state of Palestine” in all its official documents . It has done so in its communiqués and Francis referred to it as such in the official addresses he gave during his trip to the Holy land in May 2014. On the two occasions when Abu Mazen visited the Vatican following the UN vote, Vatican communiqués always referred to him as the “President of the State of Palestine” and will also do so in his audience with Pope Francis this Saturday. So in a way, the State was recognised by the Vatican over two years ago.On the other hand, however, there is no denying that there is something new about yesterday’s announcement. The diplomatic agreement reached on the text and the forthcoming joint signing of it, represents an important additional step in that the “State of Palestine” name will appear in a key document of vital importance to relations between the Holy See and the Palestinians. A document that affects numerous concrete aspects of the life of the Catholic Church in the Territories under the jurisdiction of the Palestinian National Authority. The Vatican has encouraged the two-State solution for decades, in papal speeches as well as in official documents and the joint agreement on questions relating to the daily life of Christian communities in the Holy Land could not but acknowledge the fact that the Palestinians consider themselves a State, despite not having one yet and this is the name with which they sign every official act. Israel’s reaction, which was voiced by the Israeli foreign affairs minister (the new government will officially take office in the coming hours), was to be expected: it expressed disappointment at the Vatican’s decision, which apparently does nothing to help the peace process. On this note, however, it is worth remembering that just 24 hours after Israeli Prime Minister Netanyahu formed his new government, he announced the construction of 900 new homes for settlers in the Ramat Shlomo settlement in East Jerusalem. One has to ask oneself what help this has been in aiding the peace process.It will be interesting to see whether the agreement with the Palestinians announced yesterday will have an impact on the long bilateral negotiations between the Holy See and the State of Israel, which always seem to be near conclusion but never actually conclude.But the debate over the recognition of the State of Palestine must not overshadow other passages in the agreement which promise to be of significance. They have not been made public yet but they were summarised by the Under-Secretary for Relations with States, Antoine Camilleri, who is head of the Vatican delegation at the negotiations.Having announced that the preamble will express the Holy See’s hope for a two-State solution (entailing the Palestinian side’s full recognition of the legitimacy of the State of Israel), the prelate explained that the agreement contains a “very elaborate and detailed”chapter on the “freedom of religion and conscience”. The legal agreement then sets out a number of fundamental elements regarding religious freedom and the freedom of conscience for all those living and working in the Palestinian Territories. Guarantees, such as respect for places of worship, the freedom of action of the Church, the protection of its social and charitable activities and the right to promote means of communication, are put down in black and white.“In this case, because” the agreement “deals with the presence of the Church in the land where Christianity was born,” it “has a unique value and significance,” Camilleri said. At the same time, however, the agreement’s recognition of the Church and of religious freedom, he continued, “could be followed by other countries, including those with a Muslim majority, and demonstrate that such recognition is not incompatible with the fact that the majority of the country’s population belongs to another religion”.

Is it possible to rebuild paths of dialogue between Christians and Muslims at a historic moment in which religion and violence are two often seen as one? These are the kinds of questions bishops and delegates from Europe’s Bishops’ Conferences in charge of relations with Muslims are trying to answer at a meeting currently taking place at the monastery of Saint Maurice in Switzerland (the oldest Western monastery still functioning, boasting an uninterrupted presence since 515). About 40 or so experts from various Churches across Europe are attending a meeting organised by the Council of European Episcopal Conferences (CCEE). The title of the meeting, which started on 13 May and runs until 15 May, is: “How Muslims in Europe change”.Cardinal Jean Pierre Ricard, Archbishop of Bordeaux, is guiding experts in their work but one of th speeches of greatest significance was given by Cardinal Jean Louis Tauran, President of the Pontifical Council for Interreligious Dialogue. “Dialogue is necessary more than ever, first of all, because the great majority of Muslims does not accept these barbarian acts; moreover, continuing dialogue may become a sign of hope in a context of persecution, too,” Tauran said, dealing with some delicate topics and questions in his address. The cardinal underlined the fact that in recent years, various phenomena have contributed to the formation of a negative image of Islam, including “the arrival of several Muslims in the European Continent through illegal immigration ways; the appearance of Jihadists born in Europe and soon becoming ‘soldiers of Allah’; and finally, use of religion by a few Muslims to justify” acts that make Islam appear scary “(too often, those who say ‘religion’, say ‘violence’)”. “Europe has become the landing place of fundamentalist movements providing basic education to young Muslims, fostering EU retreat and rejection of the environment” in which they live, the cardinal remarked.But it’s not all doom and gloom. One of the positive aspects of the current situation, the President of the Pontifical Council for Interreligious Dialogue recalled, is “the conviction that is affirmed more and more in Europe, that is: the need to apply the criteria of hermeneutics to the Koranic texts”. He also added that “an Ayatollah from Teheran who said last November that faith and reason are not incompatible”. Meanwhile, in January, a translation in Farsi of the Catholic Church’s Cathechism was presented at the Pontifical Gregorian University. The way Tauran sees it, Europe’s Muslim communities are the first who are called to eradicate growing Islamophobia on the continent: “They must tackle the extremists and terrorists who seek religious justification for their actions. In each case, the spontaneous question arises: how to be a Muslim and become a European?"In his opening speech, Cardinal Ricard asked a series of underlying questions: “What is the true face of Islam?”, the Cardinal asked. “Can there be a peaceful perception of the presence of Muslims in our European societies? Are we perhaps seeing a radicalisation of some Muslims? How can we analyse the different currents sweeping through Muslim communities today? What do we think of those young people who ‘convert’ to Islam and are tempted to join the armed forces of the Islamic State?”.According to Cardinal Ricard, “the evolution of the international situation, its impact on the European continent and the attacks which have taken place in different European countries, have suddenly made us aware that the conflict in the Middle East could reach us in our daily lives”. “The drama of the expulsion of Christians in areas which have passed to the control of the Islamic State,” he explained, “has touched many members of our Christian communities. The assertion of an Islam, conqueror and warrior, by leaders of this State, has disturbed consciences.”“We see in our societies – the Archbishop of Bordeaux remarked - an increase in Islamophobic reactions. I am struck by the fact that these are being expressed ever more openly, even in our Christian communities. We notice that a certain number of Muslims take badly the fact of being continually challenged to show their loyalty to the laws of our European societies, when they are not considered simply as a ‘fifth column’, the accomplices of a tough and conquering Islam”. To Cardinal Ricard’s mind, the response to this situation should be to “analyse with realism our situation today” and to “express our convictions once again. We know that: only the path of dialogue, awareness, collaboration and mutual respect can realistically prepare for the future. This is both a challenge for our societies and a call from the Lord.”

vatican city-The announcement that a global agreement will be signed between the Holy See and the State of Palestine in the “near future”, has sparked various reactions. Media circles have focused a lot of their attention on the fact that this act means giving recognition to a State which does not actually exist yet because it lacks definitive borders and true sovereignty. Some speak of it as a completely new thing, while others have stressed that there is no news regarding the recognition of the State of Palestine.While on the one hand it is true that by now the Holy See takes the recognition of the Holy See as a given: The Vatican declaration issued the day after the vote on November 2012 which accorded Palestine non-Member Observer State status in the United Nations, was welcomed by all in the Vatican and from that moment on, the papa State started using the name “state of Palestine” in all its official documents . It has done so in its communiqués and Francis referred to it as such in the official addresses he gave during his trip to the Holy land in May 2014. On the two occasions when Abu Mazen visited the Vatican following the UN vote, Vatican communiqués always referred to him as the “President of the State of Palestine” and will also do so in his audience with Pope Francis this Saturday. So in a way, the State was recognised by the Vatican over two years ago.On the other hand, however, there is no denying that there is something new about yesterday’s announcement. The diplomatic agreement reached on the text and the forthcoming joint signing of it, represents an important additional step in that the “State of Palestine” name will appear in a key document of vital importance to relations between the Holy See and the Palestinians. Israel’s reaction, which was voiced by the Israeli foreign affairs minister (the new government will officially take office in the coming hours), was to be expected: it expressed disappointment at the Vatican’s decision, which apparently does nothing to help the peace process. On this note, however, it is worth remembering that just 24 hours after Israeli Prime Minister Netanyahu formed his new government, he announced the construction of 900 new homes for settlers in the Ramat Shlomo settlement in East Jerusalem. One has to ask oneself what help this has been in aiding the peace process.It will be interesting to see whether the agreement with the Palestinians announced yesterday will have an impact on the long bilateral negotiations between the Holy See and the State of Israel, which always seem to be near conclusion but never actually conclude.But the debate over the recognition of the State of Palestine must not overshadow other passages in the agreement which promise to be of significance. They have not been made public yet but they were summarised by the Under-Secretary for Relations with States, Antoine Camilleri, who is head of the Vatican delegation at the negotiations.Having announced that the preamble will express the Holy See’s hope for a two-State solution (entailing the Palestinian side’s full recognition of the legitimacy of the State of Israel), the prelate explained that the agreement contains a “very elaborate and detailed”chapter on the “freedom of religion and conscience”. The legal agreement then sets out a number of fundamental elements regarding religious freedom and the freedom of conscience for all those living and working in the Palestinian Territories. Guarantees, such as respect for places of worship, the freedom of action of the Church, the protection of its social and charitable activities and the right to promote means of communication, are put down in black and white.“In this case, because” the agreement “deals with the presence of the Church in the land where Christianity was born,” it “has a unique value and significance,” Camilleri said. At the same time, however, the agreement’s recognition of the Church and of religious freedom, he continued, “could be followed by other countries, including those with a Muslim majority, and demonstrate that such recognition is not incompatible with the fact that the majority of the country’s population belongs to another religion”.

Is it possible to rebuild paths of dialogue between Christians and Muslims at a historic moment in which religion and violence are two often seen as one? These are the kinds of questions bishops and delegates from Europe’s Bishops’ Conferences in charge of relations with Muslims are trying to answer at a meeting currently taking place at the monastery of Saint Maurice in Switzerland (the oldest Western monastery still functioning, boasting an uninterrupted presence since 515). About 40 or so experts from various Churches across Europe are attending a meeting organised by the Council of European Episcopal Conferences (CCEE). The title of the meeting, which started on 13 May and runs until 15 May, is: “How Muslims in Europe change”.Cardinal Jean Pierre Ricard, Archbishop of Bordeaux, is guiding experts in their work but one of th speeches of greatest significance was given by Cardinal Jean Louis Tauran, President of the Pontifical Council for Interreligious Dialogue. “Dialogue is necessary more than ever, first of all, because the great majority of Muslims does not accept these barbarian acts; moreover, continuing dialogue may become a sign of hope in a context of persecution, too,” Tauran said, dealing with some delicate topics and questions in his address. The cardinal underlined the fact that in recent years, various phenomena have contributed to the formation of a negative image of Islam, including “the arrival of several Muslims in the European Continent through illegal immigration ways; the appearance of Jihadists born in Europe and soon becoming ‘soldiers of Allah’; and finally, use of religion by a few Muslims to justify” acts that make Islam appear scary “(too often, those who say ‘religion’, say ‘violence’)”. “Europe has become the landing place of fundamentalist movements providing basic education to young Muslims, fostering EU retreat and rejection of the environment” in which they live, the cardinal remarked.But it’s not all doom and gloom. One of the positive aspects of the current situation, the President of the Pontifical Council for Interreligious Dialogue recalled, is “the conviction that is affirmed more and more in Europe, that is: the need to apply the criteria of hermeneutics to the Koranic texts”. He also added that “an Ayatollah from Teheran who said last November that faith and reason are not incompatible”. Meanwhile, in January, a translation in Farsi of the Catholic Church’s Cathechism was presented at the Pontifical Gregorian University. The way Tauran sees it, Europe’s Muslim communities are the first who are called to eradicate growing Islamophobia on the continent: “They must tackle the extremists and terrorists who seek religious justification for their actions. In each case, the spontaneous question arises: how to be a Muslim and become a European?"In his opening speech, Cardinal Ricard asked a series of underlying questions: “What is the true face of Islam?”, the Cardinal asked. “Can there be a peaceful perception of the presence of Muslims in our European societies? Are we perhaps seeing a radicalisation of some Muslims? How can we analyse the different currents sweeping through Muslim communities today? What do we think of those young people who ‘convert’ to Islam and are tempted to join the armed forces of the Islamic State?”.According to Cardinal Ricard, “the evolution of the international situation, its impact on the European continent and the attacks which have taken place in different European countries, have suddenly made us aware that the conflict in the Middle East could reach us in our daily lives”. “The drama of the expulsion of Christians in areas which have passed to the control of the Islamic State,” he explained, “has touched many members of our Christian communities. The assertion of an Islam, conqueror and warrior, by leaders of this State, has disturbed consciences.”“We see in our societies – the Archbishop of Bordeaux remarked - an increase in Islamophobic reactions. I am struck by the fact that these are being expressed ever more openly, even in our Christian communities. We notice that a certain number of Muslims take badly the fact of being continually challenged to show their loyalty to the laws of our European societies, when they are not considered simply as a ‘fifth column’, the accomplices of a tough and conquering Islam”. To Cardinal Ricard’s mind, the response to this situation should be to “analyse with realism our situation today” and to “express our convictions once again. We know that: only the path of dialogue, awareness, collaboration and mutual respect can realistically prepare for the future. This is both a challenge for our societies and a call from the Lord.”

ANTALYA, Turkey (AP) — In a distinctly different note for a military alliance meeting, European officials ended a NATO meeting with a spirited rendition of "We Are The World."Taking a break from issues such as the war in Ukraine and instability in the Middle East, NATO and other officials accepted an invitation by a Turkish band to sing a "last song for peace" at a dinner Wednesday hosted by Turkey as the alliance's foreign ministers met near the Mediterranean city of Antalya.The foreign ministers of Greece and Turkey — Mevlut Cavusoglu and Nikos Kotzias — were seen singing and swaying arm-in-arm to the tune of the 1985 charity song. NATO Secretary-General Jens Stoltenberg, EU Foreign Policy chief Federica Mogherini and others also joined in the sing-along.

Tel Aviv (AFP) - A senior Israeli military intelligence official warned Wednesday of a heightened threat of conflict on Israel's borders in the next two years as a result of "escalation" in the region.In a briefing to foreign journalists at the defence ministry in Tel Aviv, the official also said Israel would likely "have to" target civilian areas in Lebanon in a future confrontation with Hezbollah, given its distribution of weapons sites.The official's warning came after a Hezbollah attack killed two Israeli soldiers in January, raising fears of another all-out war, and as Israel continues to rail against a full nuclear deal between world powers and arch-foe Iran."If we speak about a war that one country or one organisation will all of a sudden start against Israel, the probability is even lower than it was two or three years ago," said the official, who requested that his name not be used."But the probability for war as a result of escalation... or miscalculation is much higher than it was in the past, because of the situation of organisations around Israel."The official referred specifically to Hezbollah, with whom Israel fought a month-long war in 2006, and Iran's arming of the group."The Iranian threat is a tangible threat to Israel. Iran has an aspiration to rule, to control the Middle East."One of the tools Iran uses in order to implement this policy is Hezbollah," he said.The official added that a nuclear deal with Iran allowing the Islamic republic to prosper economically would likely lead to more funding of its proxies in the region, such as Hezbollah.World powers are conducting sensitive negotiations with Iran aimed at preventing it from developing nuclear weapons, in exchange for an easing of punishing economic sanctions.The army official warned that in a future conflict with Hezbollah, Israel would "have to" target civilian areas.He said Hezbollah currently possesses more than 100,000 rockets hidden in civilian areas in Lebanese villages that could hit northern Israel, including "hundreds" which could reach anywhere in the Jewish state."Each (village) is a military stronghold.
