Prime Minister Binyamin Netanyahu is anticipated to keep the Foreign Ministry for himself, as pressure for posts is reaching a peak in his Likud party ahead of the swearing in of the new coalition government next Wednesday.Yedioth Aharonoth reports that Netanyahu's move on the foreign portfolio is an attempt to ensure stability and control in the narrow 61 MK government, the smallest number possible for a majority coalition.Avigdor Liberman of Yisrael Beytenu had been promised to continue as foreign minister before he announced he would not join the coalition.The decision on the Foreign Ministry has not been announced yet, as Netanyahu has kept his decisions on ministerial allotments secret reportedly in order to pressure Likud MKs to vote on Monday to cancel the law limiting the maximal number of ministers to 18, a law passed by Yair Lapid. Some ministers are only to be able to enter their posts after the law is changed.Despite Netanyahu's secrecy, some Likud appointments are already known.Minister Yisrael Katz is to continue as transportation minister, and Moshe Ya'alon is to remain defense minister.But other senior Likud MKs are said to be threatening Netanyahu to receive meaningful spots, including Gilad Erdan, Benny Begin, Yuval Steinitz and Silvan Shalom.Erdan hopes to be public security minister and to receive a spot on the Security Cabinet, as well as to retain his spot at the Interior Ministry with limited authorities not including the construction and planning administration that has been moved to Kulanu chairperson Moshe Kahlon's Finance Ministry.Despite being a senior confidant of Netanyahu, current Intelligence Minister Yuval Steinitz is not expected to receive an improved position, and neither is Negev and Galilee Minister Silvan Shalom, given that there are no more senior positions available than the ones they currently hold.Shalom threatened not to support the bill expanding the number of ministries on Monday unless he is appointed foreign minister, saying if he doesn't receive it "I'm out," possibly indicating he will not support either the bill or the government. An appointment for Hotovely would be a historic first for Israel – as she would be the first observant woman to be appointed to a ministry.Known for her right-wing views, Hotovely has been credited with helping to bring votes in to the Likud during the last, crucial days of the campaign, from Jewish Home and Shas. Hotovely helped drive home the point among religious Zionist voters that without a solid showing, Netanyahu would be unlikely to be chosen to form the government, and right-wing parties would find themselves out in the cold. As a result, Netanyahu garnered tens of thousands of last-minute votes, with Likud winning 30 seats, substantially more than the 23 to 25 the last polls before the March 17th elections showed the party getting.After the election, Netanyahu met with Hotovely to thank her for her work. Hotovely led the party's campaign in Judea and Samaria, where 15% more voters chose Likud in this year's election than did in 2013.Sources in the Likud said that Hotovely would likely be named Minister of Science and Technology. The murder of the teens – Eyal Yifrah, Naftali Frenkel, and Gilad Sha'ar – was a trigger of last summer's Operation Protective Edge.Two thousand plus years after it was built, Herodion still impresses, and among the things Boker was most impressed by was the extensive infrastructure work that was done on the mountain to enable Herod and his entourage to live their accustomed luxurious life while they vacationed. She also examined a more modern infrastructure project, the road that was recently paved between Har Homa and Teko'a in eastern Gush Etzion.At Oz Vegaon, Boker was told about the educational and cultural activities that are held there weekly, and witnessed the dedication of youths who set up the site and maintain it on a regular basis. She also visited the forested areas of Gush Etzion, and heard about how officials were maintaining the forest, and especially how they battled attempts by Arabs to burn the forest down.Boker's husband, Brig.-Gen. Lior Boker, a police officer, was among the 44 police and firefighters killed in the Carmel Forest fire in 2010.Nava Boker also visited several schools in the area, meeting with school officials, teachers, and students to get an impression of how classes are taught. The big issue, however, is the embargo, which has an impact on financial, commercial and cultural relations. The positive signs represented by the first contact between the two countries through the possibility of travel is contributing to a lessening of tensions. But we must not forget that in order for restrictive measures to be cancelled, approval is first needed from Congress and the course of action upheld by Obama may not necessarily receive the required consensus.Another important point worth remembering, is that up until now, the Cuban government has used the US embargo as a justification for policies of economic control over the island and its population. But he rejected comparison with Crimea, saying “Crimea was not an annexation by any means … it was an attempt by local people to decide their future for themselves”.He justified Russia’s deployment of special forces in Crimea by claiming Ukrainian nationalists were preparing a “massacre” of Russian speakers.He added that Stalin, who, like Hitler, murdered millions of Russians, was in his “personal opinion” a “dictator”.
But he said he’s a “national hero” for many Russians and that, in any case, he shouldn’t overshadow the memory of Nazi victims.He also defended Russia’s invasion of Poland in 1939, under the "Molotov-Ribbentrop" pact with Germany, as an act of “necessity” at the time.

Narrative

But most of them, especially young people, have stripped Soviet icons of historical fact.“Stalin has been freed of responsibility because he’s so central to the image of Russia’s greatness”, he said.“People say: ‘Yes. Stalin killed people’. But most of them don’t have a historical understanding. The meaning of Stalin is more about the present time”.“I’ll give you an example: In my own housing committee, in my block of flats, two days ago, they handed out leaflets with Stalin’s face and the words ‘Only he can fix this’. It was about today’s problems - the government not working properly, high prices. It means Stalin was a strong leader and we need a strong leader to fix things”.

Interpretation

The narrative causes horror in Russia’s neighbours.The invasion of Ukraine and Putin’s nationalist-imperialist rhetoric has prompted thousands of people in the Baltic states and in Poland to join military reserves.There are calls to ban Soviet symbols in public places, as with the swastika.Ukrainians in Kiev and other government-controlled cities have torn down statues of Lenin and smashed them with hammers.It’s a narrative which has also caused alarm in EU chancelleries and in Washington.Nato has created a rapid reaction force to deter Russian aggression in the Baltic region.The EU has blacklisted Putin’s top officials and imposed economic sanctions on Russian banks, arms firms, and energy companies.Most EU leaders - but not Cyprus, the Czech Republic, Greece, Hungary, and Slovakia - have boycotted the 9 May event.The fact that chancellor Angela Merkel, the custodian of German war guilt, won’t sit next to Putin on Saturday shows the depth of European concern.Chizhov, like Putin and his spokesmen, say Russia isn't isolated on the world stage.They note that 27 heads of state or government are coming. The list includes China, Cuba, Egypt, Kazakhstan, India, Mongolia, Serbia, South Africa, Vietnam, and UN chief Ban Ki Moon.Putin and Chinese president Xi Jinping, on Friday, signed an agreement between Russia’s “Eurasian Union” and China’s “Silk Road”, an economic project.The Russian leader said it means “a new level of partnership and actually implies a common economic space on the continent”.His spokesman, Dmitry Peskov, spoke of “an impressive project, of economic, geopolitical, and other value”.

But rewind to 2005, the 60th memorial of the Great Patriotic War, and the change is visible.There was military pomp and Putin also voiced Soviet nostalgia. But he sat next to US president George W. Bush, France’s Jacques Chirac, Germany’s Gerhard Schroeder, and 50 other heads of state.The EU and Russia were in talks on a new "strategic" pact.Russia’s economy was growing. Independent media, opposition groups, and foreign-backed NGOs were allowed to work.Ten years later, lack of reform, low oil prices, and sanctions have caused stagnation.There’s no independent information, except on the internet. Opposition leaders, such as Boris Nemtsov, are being murdered, and NGOs are being harassed as “foreign agents”.
“He [Putin] has nothing to brag about at home … so the only thing he can offer to Russian people is fear of an outside enemy and fantasies of imperial greatness”, Garry Kasparov, a former Soviet chess champion who lives in the US, told EUobserver in a recent interview.It’s an offer, embodied in the 9 May event, which Russian people accept.For Kasparov, they do it because “the collapse of the Soviet Union was painful. But, unlike Germany, there was no process of reconciliation or lustration, of cleansing society of former Communist apparatchiks, and, most importantly, of the KGB”, he said, referring to the Russian intelligence service, now called the FSB.For Volkov, most Russians won’t be thinking of Ukraine on 9 May.But their “joy” will be a symptom of what he calls Russia’s “post-imperial complex”.“The situation was better in 2005 than it is today. But people are happier now. The policy of confrontation with the West is satisfying”, he said.

Gazprom and Turkey agree pipeline date By Eric Maurice-EUOBSERVER

May, 09:23-Russia and Turkey went a step further on Thursday (7 May) towards building the Turkish Stream gas pipeline.Gazprom and Ankara agreed to start delivering gas to the Turkish market at the end of next year.At the same time, Russian president Vladimir Putin offered Greece to fund the construction of a pipeline that would extend Turkish Stream to the heart of Europe."An agreement has been reached on operational commissioning and the start of gas deliveries via Turkish Stream in December 2016," said Gazprom chief Alexei Miller in statement.The 1,100-km pipeline, announced last December, is to supply 16 billion cubic meters (bcm) of gas a year to Turkey, Gazprom’s second largest market after Germany. According to the plan, the pipeline will go under the Black Sea from Russia to the Turkish-Greek border and onward to Austria in order to also supply another 47 bcm to EU markets.Four countries so far have declared their interest in the Turkish Stream project: Serbia, Macedonia, and EU member states Hungary and Greece. But Austria has stayed quiet.Greece, the entry point into the EU, is a crucial partner for Russia and Turkey.During a visit to Moscow a month ago, Greek prime minister Alexis Tsipras said "Greece [was] in the position of being a European hub".In a phone conversation with Putin on Thursday, Tsipras confirmed his interest in participating in the project, through a public-private venture.Putin said he’s ready to fund that venture and to be paid back with the profits that the company will make when operating the pipeline, according to the Greek PM’s office.The Turkish Stream project was launched in December as a replacement to South Stream.The Gazprom-majority-owned South Stream pipeline, under the Black Sea to Bulgaria, was abandoned after the European Commission said it had to conform with EU laws on separation of production and transmission assets.

Speaking to press in Brussels earlier this week, Russia’s EU ambassador, Valdimir Chizhov, noted that Turkish Stream will depart the Russian coast at the same point as South Stream, follow two-thirds of the same path, then “tilt a bit to the left, to Turkey rather than Bulgaria”.He said the Greece to Austria section “will be done in full accordance with existing EU legislation”.He joked it might be called “Greek Stream”, given the history of difficult Greek-Turkish relations. But he said Gazprom would be “only too happy” to contribute to better ties.The new Turkish Stream date comes two weeks after the EU commission launched an antitrust inquiry against Gazprom.Chizhov said “I think Gazprom is in favour of an amicable solution”, which could entail changing its pricing model in order to avoid an EU fine.He said the anti-trust dispute won’t affect EU-Russia-Ukraine talks on gas flows to the EU via Ukraine.With Russia short of cash for big investments due to low oil prices, he noted “most experts” believe that oil prices will recover.“Demand for natural gas is increasing and we expect that trend to continue”, he added.

A missing British backpacker has been confirmed dead following the earthquake in Nepal, the Foreign Office says.The family of Matthew Carapiet have paid tribute to the 23-year-old, saying he "made a huge impression on the lives of everyone he met".The architecture student from Bearsted in Kent was trekking through Nepal's Langtang Valley when the earthquake struck on 25 April.The 7.8-magnitude quake, which triggered avalanches and mudslides, killed more than 8,000 people and reduced whole villages to rubble.
In a statement released through the Foreign Office his family said: "Matt was touring Asia in a gap year before planning to continue his architecture studies in the autumn."He spoke to us regularly about how much he was enjoying his travels and we know he was doing something that he loved."He had been trekking in Nepal for two weeks before the earthquake."Matt is loved by his family and friends who all have countless memories of how kind, happy and caring he was."He made a huge impression on the lives of everyone he met."Mr Carapiet's last known location was near Langtang village, a popular trekking destination.Reports say the village was home to 435 people and 55 hotels and guest houses, but just one house was left following the earthquake.Mr Carapiet's friends had previously spoken about the agonising wait for news.Rob Bailey, the partner of Mr Carapiet's sister, said before the FCO confirmed his death: "We are waiting for the phone to ring and dreading the phone ringing simultaneously. It is a horrible feeling."We are hoping Matt wasn't in the village at that time. The family are holding in but it has not been easy."The only option we have got now is to be patient. The work the teams out there are doing isn't easy."The confirmation of Mr Carapiet's death came as the Government revealed that almost 100 more British Army Gurkhas have arrived in Nepal to help with the relief effort.Around 300 British military personnel have now been sent to the region.The 92 Gurkhas from 36 Engineer Regiment, based in Maidstone, Kent, arrived in two groups on Friday and Saturday.Their focus will be on providing support to the villages of serving and veteran Gurkhas and their families, the Ministry of Defence said.

In motions filed Friday, six Baltimore police officers charged with a range of criminal misconduct in the death of Freddie Gray suggested they are victims of a prosecutor’s “political motivations,” including a desire by elected officials to quell riots by offering cops “up to the masses.”The likelihood that a Baltimore District Court judge dismisses charges altogether is scant, given what has been reported as hard evidence that officers involved in Mr. Gray’s arrest and transport had criminally reckless disregard for his well-being while in their custody.Yet the defense’s motion does hint at an evolving but so far manageable situation for prosecutor Marilyn Mosby, a young African-American lawyer who’s been on the job only a few months: That her own personal relationships, the speed at which she brought charges, and questions around allegations of false arrest, might fuel debate over weaknesses in the prosecution’s case.Motions to dismiss are standard in legal proceedings. Nevertheless, there is at least a hairline crack in the prosecution’s case.
In fact, the most immediate concern for the government, says David Gray, a professor at the University of Maryland Law School, is whether Ms. Mosby’s contention that Freddie Gray’s arrest itself was illegal will hold up, given recent Supreme Court rulings allowing officers to make “reasonable mistakes of the law” when stopping someone.To be sure, the false arrest allegations pale against the central murder and manslaughter charges. But the illegal imprisonment notion cuts to a key protester complaint: That Gray was targeted, arrested and ended up dead not for anything he had done wrong, but for who he was – a young black man from a rough part of town.Gray sustained mortal neck injuries after being left unbuckled in the back of a police wagon. Arrested and injured on April 12, Gray died on April 19. Peaceful protests as well as riots ensued, tapping into simmering distrust between the police department and swaths of Baltimore’s black community, all while touching on disgruntlement in some parts of America around how police treat young black men walking the street.The six officers in Baltimore (three of them white, three black) were arrested nearly two weeks after Gray’s death, and following protests and looting in parts of Baltimore that ended with injuries to nearly 100 officers, and dozens of cars and businesses set ablaze.In their motion, the officers point to the tense security situation as the impetus for Mosby’s swift allegations. Her marriage to an outspoken city councilman, Nick Mosby, also undermines her case, the officers allege in their court motion. At the very least, the officers want the court to appoint a more independent prosecutor.“ The need to quell the raging inferno of human rage and revulsion within the confines of the 7th District was emergent,” the motion reads. “These officers soon found themselves offered up to the masses by Mrs. Mosby to quell the uprising that caused most harm to the district where her husband is the City Council representative.”One of the officers had already begun to challenge the charges against him. Officer Edward Nero demanded in court documents filed Monday to have the knife found in Gray’s pocket released to the public, to determine whether it was in fact a legal knife, as Mosby has said.The disagreement is over vague knife laws that differentiate between “automatic” switchblade knives and “spring-assisted” knives that can be flicked open quickly using one’s thumb.Those fuzzy legal lines, however, may not matter. Jerusalem (AFP) - Israel's outgoing cabinet on Sunday approved legal changes that will allow Prime Minister Benjamin Netanyahu to boost the number of ministers in his new government.In its last meeting before Netanyahu's new government is to be sworn in by Wednesday, the cabinet voted to push back the implementation of a law limiting the number of ministers to 18.The amendment, which must now be put to a vote in parliament, aims to allow Netanyahu to have a broader cabinet of 20 ministers in order to give portfolios to senior members of his ruling rightwing Likud party, officials said."The government has decided to delay implementation of a law limiting the number of ministers to 18 and the number of deputy ministers to four, until the next parliament," an official in Netanyahu's office told AFP.The Knesset is expected to vote on the amendment on Monday in a bid to have it passed before Wednesday, the last day Netanyahu can legally swear in his new government.It needs an absolute majority to pass, in what will be the first test of strength for Netanyahu's coalition, which has a razor-thin majority of 61 in the 120-seat parliament.Commentators said the goal was to head off criticism within Likud, which won 30 seats, after Netanyahu was forced to make concessions to his four coalition partners: the centre-right Kulanu (10 seats), the far-right Jewish Home (eight) and the two ultra-Orthodox parties Shas (seven) and United Torah Judaism (six).

11:15 a.m.The National Weather Service has received reports of a tornado hitting a small southern South Dakota town.Meteorologist Philip Schumacher at the service's Sioux Falls office says law enforcement officials said a tornado hit Delmont about 10:45 a.m. Sunday.Delmont has about 200 residents and is about 90 miles southwest of Sioux Falls.Schumacher said no deaths have been reported and it wasn't known whether there were injuries. He said a couple buildings have been damaged.

"(The tornado has) taken them into pieces and blown them out into pastures."Fields said one person was killed and there were likely other injuries.
