BEIRUT (AP) — Across the broad swath of territory they control bridging Syria and Iraq, extremist militants from the group known as the Islamic State have proven to be highly organized administrators. Flush with cash, they fix roads, police traffic, administer courts, and have even set up an export system of smuggled crude from oil fields they have seized.But the extremists — a mix of Iraqis and Syrians but also foreign fighters from Arab countries and non-Arab regions like the Caucasus — run the risk of provoking a backlash from the people they have come to rule.Unlike Lebanon's Hezbollah or the Palestinian militant group Hamas, which have deep roots in their communities, the Islamic State group is not a grassroots movement and its sway over its populations is ultimately based on violence, not necessarily a groundswell of support for its vision of a hard-line Islamic caliphate. While it has been welcomed by some disenfranchised Iraqi Sunnis as potential saviors from the Shiite-dominated government in Baghdad, many consider the group an alien entity.In recognition of that, the group has varied the imposition of the radical version of Islamic law they advocate. In their main stronghold in Syria, the city of Raqqa, they have unleashed it without reserve, killing perceived offenders and cutting off the hands of thieves in public.But in Iraq's second largest city, Mosul, they have been more cautious. They've taken some steps like banning alcohol and painting over street advertisements that show women's faces — but have held off on strict punishments.The Iraqi city of Duluiyah is a prime example of the possibility for overreach.Weeks ago, a small group of Islamic State fighters and other insurgents entered the Sunni-majority city just north of Baghdad and were welcomed by residents, said one resident, Jassim Mohammed. But within days, the Islamic State fighters came with lists of "wanted" men, including police officers and local businessmen.That prompted an uprising by residents who forced the militants out, leaving the town under control of Sunni tribesmen, Mohammed said.On Sunday, Islamic State fighters stormed back into Duluiyah, seizing the mayor's office, police station, local council and courthouse.There has also been less dramatic pushback. In Mosul, the militants offered three local figures the post of governor of Ninevah— the province of which Mosul is the capital — and each refused, said Laith, a civil servant in the city who asked to be identified only by his first name for his own safety."People are worried that the (Iraqi) government might come back and that they would be punished for dealing with the Islamic State," he said.The leader of the Islamic State group appears to recognize that over the long-term his fighters are not governors. Nathan O'Brien case: Airdrie civilian search called off over backlash-CBC – Thu, 17 Jul, 2014

A civilian search effort to help find clues in the suspected killings of Nathan O'Brien and his grandparents was officially called off because of what organizers are saying is negative backlash.Volunteers had been preparing to head out for their second search after looking in rural areas near Airdrie, which is located just north of Calgary, on Tuesday night.The Facebook page for the civilian search was taken down and organizers say the whole effort just got too big, too fast."The amount of negative backlash and harassing comments across social media, through certain other medias — it's not worth it," said Matt Forseth, one of the organizers.The group says they were being targeted online by people questioning their motives for searching and alleging that they were interfering with the police investigation.However, while the official civilian search has been called off, a few people who had shown up to take part left after the announcement and headed out to do their own search."They need you, they need me, they need everybody here," said Martina Payne-Swagar, one of the people who decided to go out searching anyway."They need every single one of us to stand up and say, 'We have family. We have friends.' We may not know them, but if it was my family or my family member, I would want everybody to be there to help me.'"Dozens of people divided themselves into groups and combed through nearby fields on Wednesday night.Kevin Brookwell with Calgary police says he understands that people want to help, but questioned the usefulness of the search."These folks — God bless them — they've got hearts of gold, and they're giving of their time to come out and search but it's a bit of a blind search. They don't know what they're looking for," he said.Earlier Wednesday, the family of the presumed victims said they appreciate the abundance of community support they have received over the past two weeks."It's incredibly sad, but it helps," said Alvin Liknes's son Allen.He was in a Calgary courtroom today for the first appearance of Douglas Garland, who has been charged with three counts of murder in connection with the disappearance of the five-year-old and his grandparents.The three were last seen by family on June 29, and police believe they have been murdered, even though their remains have not been found.Garland is facing two counts of first-degree murder in the deaths of the couple and a second-degree murder charge in the death of Nathan.The 54-year-old wore a blue jail jumpsuit for his court date and appeared via video link in front of a packed public gallery. He stood almost motionless against the wall with his hands behind his back.The case has been adjourned to Aug. 14 because Crown prosecutors are still waiting for police disclosure.Crown prosecutor Shane Parker says it normally takes 30 days for disclosure in a major crime — especially one that involved a homicide and missing persons investigation."It is a little challenging in this case because of the speed of the investigation," he said.Police have not disclosed what they think motivated the killings, but it's been previously reported that Garland has connections to the Liknes family.CBC News discovered that Garland and Alvin Liknes were involved in a patent dispute and that there was "bad blood" between them because of business dealings that had gone sour. Garland's sister, Patti, is in a common-law relationship with Allen Liknes. He said she is "not good," but the vigils and search parties over the past week are really helping family members cope."The family has taken strength from it," he told reporters at the courthouse.Relatives, neighbours and friends gathered at a park across the street from the O'Brien home on Tuesday night for a release of balloons as a tribute to Nathan and the Likneses.Family members said on Monday that they still hold out hope they may still be alive.Despite Wednesday's search being called off, police Chief Rick Hanson told CBC's As it Happens that Calgary officials appreciate the support from local residents as officials look for evidence and the family's remains."We've encouraged everyone to have a look in those areas that they're familiar with," he said."In cases like this, when you have huge tracts of land that could have been the spot where the bodies were left, any help at all from people who can just check their properties would be appreciated. Even being aware that we're still looking to gather any evidence and anything that's out of the ordinary, people should let us know."Even without bodies, police said the murder charges were laid because of the amount of evidence they have against Garland."We are putting a very complex case before the courts," Hanson said Monday.While there is no "single smoking gun," he said investigators are confident with the evidence. DNA samples were collected from the Liknes home where police say​ a violent crime took place.The Crown says it's confident in its case against Garland even though the remains of the three have not been recovered.
"We've done it before and we'll do it again," Parker told reporters Wednesday. "It's obviously a little more challenging because bodies provide a whole lot of evidence for the jury, they provide a whole lot of evidence from a forensic standpoint, normally, for the police."Parker said even though Garland has been charged, the investigation into the murders will continue."We still have time," he said. Cardinal Tauran recalls that in 2013, at the start of his Petrine ministry, Francis sent a personally signed message to wish Muslims for Eid al-Fitr. He also refers to the Angelus prayer pronounced on 11 August 2013, in which the Pope referred to Muslims as “our brothers and sisters”The message also quotes John Paul II’s message to some Muslim religious leaders in Nigeria, in 1982: “All of us, Christians and Muslims, live under the sun of the one merciful God. TECUMSEH, Ont. - An evacuation notice has been lifted in a town near Windsor, Ont., after a massive fire at a vegetable processing plant caused a state of emergency and the evacuation of some 1,300 homes. Bonduelle Canada says it has not confirmed the cause of the fire at its Tecumseh plant but suspects an electrical problem, adding damage is extensive and it will likely be difficult to continue normal production.It says the plant, which caught fire overnight, produces nearly 30,000 tonnes of frozen goods and 20,000 tonnes of canned goods, mostly for Green Giant for whom Bonduelle is the exclusive Canadian supplier. Town officials urged residents to vacate the area Friday morning, for fear that smoke irritants and hazardous materials could cause health risks.Tecumseh fire Chief Doug Pitre says that two holding tanks have been filled with ammonia from the plant, which might have become a hazard if the fire had not been contained.Pitre said firefighters determined there was no risk to human life inside the building, and no injuries have been reported.But he says the extensive damage could injure the company's bottom line."It's possible they could still continue the freezing operation, it depends on the electrical," Pitre said."Without their freezing operation nothing can be shipped, and they are in their busiest season now," he added.Residents, who were offered shelter at the town's arena and a nearby school, were later told they could return to their homes.Windsor fire Chief Bruce Montone said several units from his team along with firefighters and officers from neighbouring communities were dispatched to assist Tecumseh's efforts.Montreal-based Bonduelle Canada says its executives are headed to the site and will meet with employees and local authorities once there.The company said more information about delays in production will be released once a detailed examination of the damage is completed."Bonduelle will take all necessary measures to minimize the impact of this tragedy on its employees and customers," it said in a release.The company says the plant has 200 employees on permanent contracts and 450 seasonal employees. WEST KELOWNA, B.C. - Flames from a fast-moving wildfire have forced the evacuation of more then 2,500 residents from several neighbourhoods in British Columbia's Okanagan region.The wildfire, which is one of about 140 burning in the province, broke out in West Kelowna early Thursday afternoon, but by late evening Central Okanagan Emergency Operations was reporting that it had grown to 200 hectares in size.Operations centre spokesman Bruce Smith said 12 aircraft, 11 ground crew from the province's Wildfire Management Branch, as well firefighters from departments in West Kelowna, Lake Country, the City of Kelowna and Peachland were battling the flames."We have just over 1,100 homes that are now evacuated," he said. "We're estimating that's about 2,500 residents."However, the Central Okanagan Emergency Operations later said an additional 150 homes in the are had been added to the evacuation order, raising the total to about 1,250 homes.An emergency reception centre was also moved from a local church to a secondary school, he added.Meanwhile, another wildfire related evacuation order was issued late Thursday near the community of Lytton, northwest of Merritt.The Thompson Nicola Regional District said a wildfire in the vicinity of Botanie Valley was posing an imminent threat to people and property.The district has issued both an evacuation order and alert for the Botanie Creek area, affecting about 74 properties and 120 people.Premier Christy Clark, who represents Westside-Kelowna in the B.C. legislature, said in a statement she is monitoring the situation and will head to the area as soon as possible.She also thanked first responders for keeping people and their property safe."Our community is strong and will come together to ensure our friends and neighbours have the support they need in this difficult time," she said.Evacuee Dawn Sutton said she went to a friend's house, brought along her dog, insurance papers and some personal belongings and is worried about losing her home."Of course I'm worried. OTTAWA - Inflation in Canada continues to defy the experts' expectations, exhibiting stubborn staying power in the face of a weak economy and even softer employment conditions.For the second month in a row, the annual rate hit a new two-year high-water mark as it rose one-tenth of a point to 2.4 per cent in June, and core underlying inflation edged ever closer to the Bank of Canada's two per cent target at 1.8.Perhaps more surprising is that the story is no longer all about gasoline. Although energy remains a key driver, food prices have also shot up, shelter costs remain frothy, as do many other goods Canadians regularly buy."The breadth is impressive, with more than 50 per cent of all categories now rising at a pace above two per cent (the central bank target)," noted Doug Porter, chief economist at BMO Capital Markets."The persistently strong and widespread readings raise at least some doubts on just how 'transitory' this first-half burst in inflation is, and already puts the Bank of Canada's fresh inflation forecast at risk."Analysts had expected inflation to plateau at 2.3 per cent and perhaps start showing signs of ebbing in the upcoming months as gas prices begin heading south and the impact of the lower loonie filtered through the economy.Earlier in the week, Bank of Canada governor Stephen Poloz acknowledged that inflation had been frothier than he had anticipated, but stuck to the script that price pressures would soon start to moderate.He cited the considerable slack in the economy, low wage gains, and strong competition in the retail sector as factors that would work against prices pressures. The bank sees inflation dipping below two per cent in the next year or so before returning to target in 2016.Still, the steady march in prices since October, when annual inflation stood at 0.7 per cent, has been more persistent and stronger than the central bank and most economists had envisioned.Market reacted by lifting the loonie 0.29 of a cent to 93.24 cents US. Food purchased in stores rose even more to 3.2 per cent as consumers paid 9.4 per cent more for meat and 9.5 per cent for fresh vegetables than they did last year at this time.Shelter costs also remained relatively elevated with a 2.9 per cent increase.Government taxes on tobacco continued to exert an influence on the price of cigarettes, which are now 10.3 per cent higher than last June.Not all items Canadians consume saw price gains, however. Cost for air transportation, digital computing, furniture, video equipment and personal care supplies were lower this June than 12 months earlier.On monthly basis, prices were 0.1 per cent higher than in May, the agency said.Provincially, inflation rose the most in Ontario to three per cent as natural gas prices shot up 38.4 per cent from a year ago and gasoline rose 9.4 per cent. B.C. wildfires: Tackling the threats to Stanley Park-CBC – JULY 18,14-YahooNews

On a path through a wooded area near Stanley Park's Prospect Point, it's easy to forget Vancouver is in the midst of a heat wave. The tall green trees, mixed with a cool breeze, provide a welcome break from the hot July sun.But Brian Quinn, manager of operations for the Vancouver Park Board, warns that though the forest may look lush, it could easily go up in smoke."If you were to dig down in the soil a bit, you'd get a good indication of how dry the duff layer is," he says.The duff layer is the layer of dead leaves, fallen needles, and other organic matter that gathers on the forest floor. Quinn says if there is a spark, it can smoulder below the surface for a while, with very little indication it's on fire."At that point, it can explode into something much larger, so whenever we smell smoke, or someone tells us that they smell smoke, we take immediate action," he says.The duff layer has already ignited twice this month, but both times, it was put out before it became a full blown fire.Quinn says that quick response is no coincidence. In summer months, when the risk of fire is high, park rangers increase their patrols of the park, and he says park visitors, and commuter planes overhead, provide extra eyes to catch a fire before it spreads.Vancouver Fire and Rescue Services are first to respond to any fire in the park. In more extreme cases, the Wildfire Management Branch will be called in.So far, the prevention plan has worked. Quinn says in his three decades with the Park Board there has never been a major blaze."We did, several years ago, have a tree hit by lightning, which did take a while to put out, but luckily because we got on it in time. It wasn't allowed to spread."

Bylaws snuff out smoking, campfires

Especially in the summer months, park rangers crack down on campfires and smoking, which are prohibited in any Vancouver city park, including beaches and Stanley Park.Quinn says most people follow the ban on campfires, but officials still struggle to enforce rules around smoking."We have seen a dramatic decrease in the amount of smoking, but we're not happy with the level of compliance that we're still getting. We still have a bit of work to do on that," says Quinn."It only takes one cigarette to be cast into the forest, where there's a lot of dry material, to actually ignite a fire," says Quinn.Quinn says rangers can issue fines to anyone caught violating a bylaw. The Park Board also works with tourism groups to educate visitors to the city about park rules.

Fire danger rating hits early high

Signs are placed throughout the park starting in the spring, and heading into the early fall, clearly displaying the fire hazard rating.It's at high right now, something Quinn says is unusual this time of year."Typically we'll experience this kind of rating as we get into August. The last 10 days has been extremely dry and extremely warm," he says.The Vancouver Park Board receives a report from Metro Vancouver twice a week on the risk of fire, and that information is used to determine the fire hazard rating for the park.There is rain on the forecast, and Quinn is hopeful that will bring the dial down from "high" to "moderate.""It doesn't take a lot of rain to reduce the rating. If we could get a moderate amount of rain every week, we could probably stay within the moderate level, which is very acceptable."

Lightning storm makes wild night for emergency crews in Saskatoon-CBC – JULY 18,14-YahooNews

Rain and lightning made Thursday night a wild one for emergency crews in Saskatoon.Among the calls they responded to was an attic fire in a house on 20th Street West, caused by a lightning strike.All six occupants got out of the house safely, including 18-year-old Clyde Vanity."I mean the whole house was just shaken and then at the end of the day, like, my eyes were closed and all I could hear was the rumbling of the whole foundation of the house, basically," Vanity said.His uncle Douglas Kenny was at a relative's house a couple of doors down, watching as firefighters worked on the two-storey structure as the rain poured down."I don't know if we're going to be allowed back in our house or not til after they put that out 'cause it's probably going to flood upstairs." Kenny said. "And if it floods upstairs then it's going to flood downstairs too."Fire battalion chief David Nahachewsky said damage was thought to be minimal, but crews were checking the house from top to bottom to make sure there weren't any flare-ups."Insulation is wood-chips and shavings, and that smoulders for a long time," Nahachewsky explained. "It (the lightning) followed electrical wiring so we're going to make sure it's not spreading anywhere else in the house."Meanwhile emergency crews also responded to reports of downed trees and sparking power lines.

A helicopter flying over a region of Sibera referred to as the “end of the world,” recorded footage of a mysterious, giant crater in the middle of the ground estimated to be 260 feet in diameter.At first, skeptical observers thought the images must be a fake. After all, it appears to be something out a summer science fiction blockbuster, with the giant hole appearing to descend infinitely below the surface.But Russian officials confirmed the crater’s existence and say they are sending a team of experts to investigate the site located in an area known as the Yamal peninsula. Scientists from the Center for the Study of the Arctic and the Cryosphere Institute of the Russian Academy of Sciences plan to take samples from around the scene.So, what is responsible for the giant crater? Thousands of Israeli soldiers backed by tanks poured into the Gaza Strip on Thursday night, escalating a 10-day military operation to try to destroy Hamas’s weapons arsenal, rocket firing abilities and tunnels used to send terrorists from the Palestinian territory into Israel.The goal of the ground operation was to restore security for Israel’s citizens by stopping Hamas attacks, Israeli diplomatic sources said, and not to reconquer Gaza and oust Hamas.The high-stakes move was compelled by Israel’s growing exasperation over unrelenting rocket fire and followed the collapse of Egyptian-led efforts to broker a cease-fire. It also came after a failed attempt by 13 terrorists to infiltrate Israel earlier Thursday through a tunnel under the Gaza-Israel border near Kibbutz Sufa, only to be stopped by an Israeli strike at the mouth of the tunnel.Israel’s security cabinet approved the ground offensive in principle on Tuesday, after Hamas rejected an Egyptian ceasefire proposal. “We were also asked – as were the residents of Beit Hanoun and Beit Lahia - to evacuate our homes immediately. And like everyone else, we are asking ourselves where we can go. Gaza is small. Everything is close by. There is no safe haven or neutral place that can shelter us. Where do we go?”From the Latin parish of the Holy Family in Gaza, Fr. Jorge Hernandez, a member of the Institute of the Incarnate Word describes the reality his community is experiencing. He is also standing under the rain of bombs falling down from the sky onto the Strip and this is not the first time. The Argentinean priest has been leading the Gaza Strip’s small Catholic community – just 200 faithful in a land that is home to just under 2000 Christians in total - for several years. They have shared the all the suffering of a population that remains isolated inside an area that barely measures 360 km² but is inhabited by 1,8 million people.On Wednesday afternoon – around about the same time as four children were being killed by an Israeli missile which struck a beach – fear enveloped the Holy Family Church as well: three missiles fell very close to the parish buildings, so yesterday it was decided that the three nuns from the same order who are working with Fr. Hernandez would return to Bethlehem. Because they are foreign, they were able to leave the Strip during the brief ceasefire the UN managed to obtain on humanitarian grounds.  But the pastor has stayed put, along with the Mother Teresa nuns who moved in with a group of disabled children. Their institute is also located in an area affected by raids so they thought the Holy Family Church was a safer place to be.In this period of huge turmoil, Fr. Hernandez has been keeping in touch with the outside world by posting letters on the Institute of the Incarnate Word’s Facebook page. These letters describe the daily lives of his parishioners who face the constant threat of bombs. “As I was preparing my sermon for mass, I asked myself: what can I tell these people? How do I comfort them? What good word can I throw in? It’s so hard. And then I thought: will anyone come? Today, thank God, I was able to celebrate Sunday mass with seven courageous nuns and four courageous men. Given the circumstances, that gave us some reason for some joy.” “One Christian family felt the effects of a bomb which fell on a house near theirs. Broken windows, smoke, screams, chaos: this was the tragic consequence they experienced. And now young children are starting to get sick from the fear, the stress, the shock waves caused by detonations and the constant noise. Their parents are really doing all that they can to distract them and ensure that they are not traumatized by this brutal violence: every time there’s “noise”, they play at jumping around, they dance or hug the children trying to cover their ears.”In his letters, Fr. Hernandez says the war was not unexpected. “People had expected this military escalation for some time now and it could last a long time. The only thing that surprised us was that the local authorities showed resistance on a larger scale and were better prepared than in other wars. The fact that Hamas attacked Tel Aviv and Jerusalem was no small matter,” he explained. The priest also said he feared that the war would lead to Islamic fundamentalists striking out against Christians: “Judging by what is going on elsewhere, I wouldn’t be surprised,” he said. “This is partly why the strength Christians in Gaza have shown is admirable. Andrei Anghel, 24, was the only Canadian aboard flight MH17. He and his girlfriend had been planning a vacation to Bali, his father said Friday.

 Just before noon Friday, U.S. President Obama announced that at least one American citizen, Quinn Lucas Schansman, died in the crash.“We have been pretty methodical over the last 24 hours in working through the flight manifest and identifying which passengers might have had a U.S. passport," Obama said. "At this point, the individual I mentioned is the only person we can definitively say was a U.S. or dual citizen.”Indiana University announced that one of their doctoral chemisty students, 25-year-old Karlijn Keijzer, was among the dead. The young woman from Amsterdam also held a master's degree from the university and was fondly remembered by her old rowing team.

BRUSSELS - An airliner carrying 295 people has crashed in a conflict zone in east Ukraine, with all on board presumed dead.The Malaysian Airlines flight, from Amsterdam to Kuala Lumpur, disappeared from radar screens at approximately 16.20 Kiev time according to Ukrainian authorities.Early reports indicate it was carrying Dutch, French, and US citizens among other nationals, with several airlines suspending flights to the region in response.The Russian, Ukrainian, and US leaders, as well as the EU foreign service, quickly put out statements of condolences.The EU service also called for an “international investigation”, adding: “We call on all parties in the region of the crash to provide full access to the crash site, so that it can be secured immediately, to co-operate fully and to share all relevant information.”The crash occurred in an area where Ukrainian forces are fighting with pro-Russia rebels.The Ukrainian foreign ministry said in a statement it has “evidence” that the plane was “shot down by a Russian Buk missile system”.But one rebel leader, Andrei Purgin, told the New York Times by phone “We don’t have the technical ability to hit a plane at that height”.The Reuters news agency reports that European and US stock markets fell on fears the disaster will enflame geopolitical tensions.The US and EU one day earlier imposed financial sanctions on Russia after accusing it of sending heavy weapons into east Ukraine.The US also imposed a ban on trade with eight Russian arms firms, including Almaz-Antey, which makes Buk missile systems.Speaking to European press in Brussels on Thursday before news of the air disaster, the US State Department’s top diplomat on the Ukraine crisis, Victoria Nuland, had said: “These companies make or sell the kind of weapons or materiel that we are seeing in east Ukraine”.The EU foreign service added in its communique: “This is another stark illustration of why it is so urgent to bring this conflict to an end”.“Without prejudging the facts behind the crash, we call on all parties to stop the senseless loss of life in eastern Ukraine, to refrain from any escalatory acts, and to agree to an immediate ceasefire."

Reuters journalists saw burning and charred wreckage bearing the red and blue Malaysia Airlines insignia and dozens of bodies in fields near the village of Hrabove, 40 km (25 miles) from the Russian border near the rebel-held regional capital of Donetsk.The airline said it was carrying 283 passengers and 15 crew.The Netherlands declared a day of national mourning for its 154 dead. The Pope was initially going to pay a private visit to an old friend of his, the evangelical pastor Giovanni Traettino. Today, the southern Italian diocese officially announced that Jorge Mario Bergoglio will be visiting Caserta on two separate days, on Saturday 26 and Monday 28. On the 26th he will also be meeting with a group of local faithful. The Holy See Press Office confirmed the announcement.Italian daily newspaper Mattino published the news of the Pope’s visit to Caserta last week. The Holy See Press Office confirmed that following an encounter Pope Francis had with a group of evangelical pastors in the Vatican last month, the pontiff told a pastor - an old friend of his whom he had met in Buenos Aires – that he wished to pay a quick and private morning visit to his church in Caserta. The Vatican spokesman, Fr. Federico Lombardi, immediately clarified that the visit “is under study and would likely take place on July 26th.”There was a great deal of uncertainty regarding this unexpected visit in the days that followed. Yesterday, Italian newspaper Il Corriere del Mezzogiorno reported that the Bishop of Caserta, Giovanni D’Alise, who was recently appointed by Pope Francis, apparently personally wrote to the Vatican Secretary of State, Cardinal Pietro Parolin, expressing the city’s desire to embrace Francis, even if only quickly. This was not officially confirmed either by the Vatican or the diocese of Caserta which actually seemed surprised by the news of the Pope’s visit. It learnt about this through the media. It got to this morning and the Church of the Reconciliation in Caserta – Fr. Traettino’s church - still hadn’t confirmed the news. Meanwhile, members of the Vatican police and officials from the Inspectorate of Public Security at the Vatican turned up in Caserta to carry out a private inspection of the area.The local bishop and then the Vatican officially confirmed the visit in the early afternoon. Pope Francis will be visiting Caserta twice. On Saturday 26 at 6 pm, Jorge Mario Bergoglio will celebrate a mass in honour of Caserta’s patron, St. Anne, in the square in front of the Royal Palace of Caserta. Mgr. D’Alise said that prior to this Francis would hold a private 45 minute meeting with the diocese’s bishop and priests. The Pope will travel to and from Caserta by helicopter, leaving from Rome. Francis will return two days later, on Monday 28, to pay a strictly private visit to the evangelical pastor. It is likely this visit will take place in the morning.

A Malaysia Airlines Boeing 777 plane carrying 280 passengers and 15 crew crashed in Ukraine near the country's border with Russia, according to an Interfax report.Malaysia Airlines tweeted that it "lost contact" with the plane. KIEV (Reuters) - Russian jets shot down a Ukrainian SU-25 fighter plane that was on military operations over the east of Ukraine, where government forces are fighting to quell a pro-Russian separatist rebellion, the Ukrainian military said on Thursday.It was the first time Ukraine had directly accused Russia of using air power in the war. In a previous attack on a military transporter, which it said was launched from Russia, Kiev was unable to specify whether it came from landbased missiles or airborne.Russia's defence ministry declined to comment on Thursday's accusation by Kiev.The Ukrainian Defence Ministry said the plane was brought down on Wednesday night near Amvrosiyivka, about 15 km (about 9 milles) from the border with Russia, by rockets which hit it in the tail as it wheeled away from the border."It is likely that this was carried out by air-to-air rockets from the Russian airforce which were patrolling the border in a pair," the ministry said in a statement on its website.The pilot safely ejected, Andriy Lysenko, a spokesman for the National Defence and Security Council, told journalists.The downing of the SU-25 came against a background of increasingly strident charges of direct Russian involvement in the three and a half month conflict in which the pro-Western government in Kiev is fighting to put down a rebellion by separatists who want a future in Russia.Moscow denies orchestrating the rebellion. April 2003-Plane Threat-Terrorists have never shot down an American passenger jet with surface-to-air missiles. But it's only a matter of time.By Soyoung Ho

Late last November, two slender metal tubes arced into the Kenyan air, streaking toward a charter aircraft that had just taken off, laden with Israeli tourists, from the Mombasa airport. Fired by suspected al Qaeda operatives, the Soviet-made missiles missed their target--leaving passengers relieved, and Americans suddenly aware of yet another terrorist threat. It may be new to them, but it's not to security analysts. Since the 1980s, shoulder-launched missiles have been fired at commercial airliners roughly twice a year, and even more frequently since September 11. And while terrorists haven't yet managed to blow up a nuclear power plant or detonate a dirty bomb, over the last 30 years, according to Jane's, the respected defense publication, such missiles have brought down enough charter, medical, or cargo planes flying over conflict zones to kill 900 people. More than two dozen guerrilla and terrorist groups are known to possess them. "If it has happened before, certainly we have to think … that it will be tried again," says Brian Jenkins, a terrorism expert at the RAND Corporation.How big is the threat? For all the fear they inspired, last year's anthrax attacks killed just four people, while 1995's sarin gas attack in Tokyo, perpetrated by a Japanese cult, cost only 11 lives--terrible, to be sure, but illustrative of the relative difficulty of employing chemical and biological agents as weapons of mass destruction. By contrast, a single shoulder-fired missile could take down a Boeing 747, killing up to 500 people. And last May, the FBI warned American law-enforcement agencies that terrorist cells may already have smuggled such weapons into the United States. Yet the attention paid to this threat is minuscule compared with that of chemical, nuclear, and biological weapons. Legislation, proposed by the Senate, requiring all U.S. airlines to retrofit their passenger jets with antimissile countermeasures has met a tepid response. Meanwhile, top administration officials almost never talk about this threat. And for all the pressure it has put on other countries to check the proliferation of chemical and biological weapons, the administration has done little to keep these deadly yet economical weapons out of the hands of terrorists. Even worse, it has done a few things that might make the eventuality more likely.

Menace in a Golf Bag

Known technically as Man-Portable Air Defense Systems, or MANPADS, such missiles are in some ways an ideal weapon for the al Qaedas of the world. They are far more powerful than most small arms, and can strike from a distance, enabling would-be terrorists to inflict great damage at minimal risk. Small and light at about 35 pounds, they're easily smuggled. (With 20,000 uninspected cargo containers coming into U.S. ports every day, and fairly porous land borders, says Jenkins, "How difficult can it be for something that fits in a golf bag?") Nor are such weapons hard to find. The world's arsenals boast an estimated 500,000, from American Stingers to Russian Strelas; 5,000 to 10,000 of these are unaccounted for, including between 300 and 600 American-made Stingers delivered by the CIA to Afghan mujaheddin in the 1980s. (When the Soviet-Afghan war ended in 1989, the CIA tried to buy some of them back, but only with limited success.)-Some 56 countries are known to have the SA-7, a widely-copied, 1960s vintage Soviet model. Another 20 own variations on the American Stinger. Pakistan, North Korea, China, and Egypt all manufacture variants on U.S. or Russian missiles. For terrorists seeking reasonably high body counts and wider ripples of fear and chaos, taking down a commercial airliner would do nicely, disrupting air travel and tourism as 9/11 did. "Al Qaeda, in particular, likes to destroy symbols of American economic power and global domination," notes Alan Kuperman, a professor of international relations at Johns Hopkins University. "Destroying American aircraft, especially overseas, would fit the bill quite well."So if they have the means and motivation, why haven't terrorists brought down an American 747? For a missile attack to be successful, an individual or group needs three things: missiles, motivation, and opportunity. And it's not easy to get all three at the same time.One simple reason shoulder-launched missiles haven't often been used against commercial airliners is that, until recently, it was simply easier to hijack a plane. But as airlines installed metal detectors and better airport security during the 1970s, hijackings became harder to pull off: There were 72 in 1969, but only seven in 1998. In-flight bombs, like the one that brought down Pan Am flight 103 over Lockerbie, Scotland, began to replace hijackings (9/11 notwithstanding).If terrorists were willing to use bombs, why not missiles? Here, too, the answer is that getting a bomb on a plane has been technically easier than downing it with a portable missile. Such missiles are more complex and delicate than simple timed bombs. Indeed, many of the shoulder-fired missiles most widely available on the black market are older models nearing the end of their shelf life. Over time, crucial components such as battery cooling units wear down. And although these can be replaced, refitting surface-to-air missiles isn't quite as simple as popping in a few Duracells. The end result is that terrorists wind up with more than a few duds. During the 1980s, Libya supplied a dozen SA-7Bs to the Irish Republican Army, but most turned out to be unusable. When U.S. troops raided al Qaeda strongholds in Afghanistan, they found shoulder-fired missiles piled up in caves, their fuses and other parts corroded or damaged. So it's not surprising that, out of the 1,250 aviation terrorist incidents catalogued by RAND since 1968, only 42 have involved shoulder-fired missiles. Since 9/11, a total of five missiles have been fired at civilian airliners--two in Kenya, one in Saudi Arabia, and two in the Czech Republic. All five either missed or misfired.

Even when the missiles aren't defective, they're not easy to operate. It's not as if Joe Terrorist can wander down to the local range and fire off a couple of practice shots. Before the mujaheddin received training by CIA operatives, they had significant trouble hitting Soviet aircraft with their U.S.-supplied Stingers. Most shoulder-fired missiles sitting in arsenals today have a range of 11,000 to 15,000 feet. Since that's far lower than the 33,000 feet airliners normally cruise at, terrorists must fire off the weapon while planes are taking off or landing. Likewise, the missiles still most widely available, SA-7s, have to be launched from behind an aircraft so that their targeting mechanisms can lock onto the heat emitted from a plane's engines. SA-7s also can't maneuver once in the air, making it relatively easy for pilots to take evasive action and avoid being hit.During the Yom Kippur war of 1973, according to a U.S. Air Force report, Arab armies fired more than 5,000 SA-7 rounds against Israeli Air Force ground-attack aircraft, but shot down only 30 planes. Even today, as a general rule, the best soldiers trained in the missile's use only hit about 70 percent of their targets in combat. And civilian jumbo jets, while bigger and slower-moving than fighters, can actually be harder to bring down with shoulder-fired missiles, since they can usually still fly after losing one or two engines. Of those aforementioned 42 attempts against non-military aircraft, about a dozen were successful. But only twice have larger commercial passenger jets been brought down--once in 1993, when Abkhazian rebels in Georgia shot down a Russian airliner, killing 106 passengers; and once in 1983, when UNITA rebels in Angola claimed to have bought down another such aircraft, killing 130.No one has ever taken down an American airliner with a shoulder-fired missile, in part because American airlines do a good job staying out of trouble. Most anti-American terrorists operate out of countries that don't get a lot of U.S. airliner flights. Of the groups known to both have the missiles and target Americans, few target civilians en masse. The Moro Islamic Liberation Front, though affiliated with al Qaeda, limits its scope of operation to the southern Philippines, where few Americans venture by plane. Hezbollah famously attacked the American embassy and U.S. Marine barracks in Beirut in 1983, and was involved in the 1996 attacks on a Air Force barracks in Saudi Arabia, but generally shies away from going after American civilians.For that matter, American intelligence and law enforcement agencies have actually been pretty good at nipping missile attacks in the bud. Over the years, the FBI has prevented the real IRA from obtaining Stingers in the United States and blocked Muammar Qaddafi's attempt to provide rocket launchers to an Islamist street gang in Chicago. More recently, last November, Attorney General John Ashcroft announced that two attempts to exchange drugs for cash and Stingers were foiled; in one case, the missiles were destined for al Qaeda camps.

Jam the Attackers

That's the good news. The bad news is that, to some extent, each of these barriers to entry is slowly crumbling. Since 9/11, for instance, the United States has made major strides tightening up airport security, from scanning luggage to searching passengers to a new program that would allow pilots to carry sidearms. But the harder we make it to hijack or place bombs on airliners, the more incentive terrorists have to try something else--like shoulder-fired missiles.Advances in missile technology, meanwhile, mean that should terrorists attempt to shoot down an airliner, they'll be more likely to succeed. The latest models, manufactured primarily by the United States, Russia, Japan, and France, have ranges of over 22,000 feet. That means terrorists can fire from farther away; it also means that airliners are vulnerable during a longer portion of their takeoffs and landings. The new missiles are also more agile, so that, once launched, they're better able to home in on the target and counter the pilot's attempts to evade. Finally, they're able to close in on aircraft from any direction, not just from behind--giving would-be terrorists greater flexibility in choosing a secure place from which to fire.That doesn't mean shoulder-launched missiles can't be countered. Under legislation proposed by Sens. Barbara Boxer (D-Calif.) and Chuck Schumer (D-N.Y.), airlines would oufit their planes with electronic devices that would jam the attackers' guidance systems. And other countermeasures can be deployed, from tighter security around airfields (thus forcing the rocketeers to fire at a higher and shorter sector of the aircraft's path) to scheduling more flights at night (when planes are harder to target). Airports could also reduce the number of flight paths and deploy aerial buoys--basically big balloons broadcasting IR and UV static--along those that remain, providing a curtain of sorts that would interfere with missiles' targeting systems.But in the long run, it's a lot more efficient to keep the missiles out of terrorists' hands than to defend thousands of airplanes and hundreds of airports. Unfortunately, new-model missiles have already been copied or acquired by Pakistan, North Korea, China, and Egypt, countries that have been willing to export military technology--and very irresponsibly--in the past. And when it comes to rogue regimes, like North Korea or Iran, "There's not much that you can do about proliferation," says Lt. Cmdr. Jim Brooks, a public affairs officer at the Defense Intelligence Agency. The sale of missiles is perfectly legal between states, and Pyongyang won't exactly issue press statements should it decide to sell the equipment to Iran, which, in turn, could hand it to Hezbollah or Hamas. Aside from lodging protests, the next step is military action, such as the United States' interception last year of a North Korean ship carrying Scud missiles to Yemen. But as missiles proliferate, they'll be harder to interdict.The Bush administration has at least acknowledged the problem. After the attacks in Kenya, they belatedly convened an interagency task force to study the problem, and according to one State Department official, sought to persuade foreign governments to destroy some of the missiles in their arsenal, and to take more stringent measures against the theft of the rest. But other White House policies have undercut these efforts. Preventing missiles from proliferating requires foreign countries to more carefully guard their own arsenals and track down terrorists who may have already acquired such weapons. Right now, as a result of the administration's penchant for overbearing "diplomacy," most countries are not in the mood to help. And the White House's evident disdain for arms-control treaties makes it unlikely that Bush would ever seek an international agreement to more tightly regulate shoulder-fired missiles. (Currently, the United States is party to the so-called Wassenaar Arrangement, which in theory binds countries to keep close track of arms sales in general and shoulder-fired missiles in particular. Unfortunately, states not party to the agreement include China, North Korea, India, Pakistan, and all of the Central Asian republics.)-Finally, we must factor in the unforeseeable effects of any war against Iraq. The administration clearly believes that taking out Saddam will send an unequivocal message to state sponsors of terrorism. Since sympathetic regimes are the best source for hardware and training for terrorists, the invasion could in theory lessen the threat from these weapons. On the other hand, the invasion is likely to inflame existing terrorist networks, such as Hamas and Hezbollah, that haven't before made a habit of targeting American civilians. Both groups are known to possess SA-7s (and possibly more advanced models), and have operational capacity within the United States. So far, when it comes to the threat of shoulder-launched missiles, the United States has been fortunate.
