CALGARY - Police say murder charges are pending in the mysterious case of a missing Calgary boy and his grandparents, but one relative says the family still hopes they're alive.In an email to The Canadian Press, Teena Prevost, a sister-in-law of Kathryn Liknes, said her family is praying police are wrong."Until the police can show us the bodies of our loved ones we will not believe they are deceased," she wrote. "Praying we will find them alive."Teena is married to Randy Prevost, the brother of Kathryn Liknes, and wants people to know that family is suffering as well."Her siblings seem to be all forgotten in all this mess," she said. "Kathy was an amazing sister and sister-in-law."Calgary police Chief Rick Hanson told reporters a man was arrested early Monday, but couldn't be identified until he appeared before a justice of the peace on the charges later in the day or early Tuesday.The man is to face two counts of first-degree murder in the deaths of Alvin and Kathryn Liknes. One charge of second-degree murder is to be laid in the death of five-year-old Nathan O'Brien.Hanson said the man in custody is from Airdrie, a community north of Calgary, but would not confirm media reports that it is Douglas Garland. The 54-year-old lives on an Airdrie acreage with his parents and was earlier questioned as a person of interest in the case.Hanson would only say police are not looking for any other suspects.The missing family members were last seen two weeks ago, on June 29. The couple held an estate sale at their home that weekend and their grandson stayed for a sleepover.When his mother went to pick him up the next day, no one was home.Police have said there was evidence something violent had happened in the grandparents' house, but always believed there was a chance they could be found alive.Shortly after the three disappeared, Nathan's parents issued a tearful plea through the media asking for their return and urging their "superhero" son to be brave."Even as the days went by there's always a hope, there's always a glimmer of hope," Hanson said. When Nathan's mother arrived to pick him up on June 30, the three were missing and police say they found evidence that a violent incident had taken place inside the home.In addition to searching the Liknes property again, officers will also be returning to the Airdrie acreage, north of Calgary, which has been the subject of an enormous search effort since last Friday.They will be searching several surrounding acreages as part of the continued effort to find clues into the two-week-old mystery, and are asking rural property owners and businesses to do a thorough search of their properties.More officers will also return to the Spyhill Landfill in Calgary to sift through material there.While no suspect has been named in the investigation yet, police have questioned a "person of interest" who was taken by police on July 4 from the Airdrie acreage, which belongs to his parents.Douglas Garland, 54, was subsequently released from questioning in regards to the Nathan O'Brien disappearance but was charged on an unrelated count of identity theft and unlawfully possessing a bank card.Garland was granted bail on that charge on Friday, which was set at $750, and he must report three times a week to a supervisor and once a week to police while out on bail.He must also live in transitional housing and can't return to his parents' acreage while it is under police investigation.Garland does have a criminal history, which includes drug trafficking and possession of stolen property after he was caught making amphetamines on his parents' acreage in 1992.The then-33-year-old Garland fled those charges and a document from the Tax Court of Canada indicates he was later discovered living under the stolen identity of a dead 14-year-old Alberta boy in Vancouver.He returned to Calgary after being discovered and pleaded guilty to several of the charges in connection to the drug bust and stolen identity, while others were dropped.The new charge facing Garland now specifically relates to the recent use of the same identity.CBC News has also learned that Garland has several connections with the Liknes family.His sister is in a common-law relationship with Alvin Liknes's son and investigators have also been looking into the business relationship between Garland and Liknes.Sources say a business deal between the two went sour, leading to "bad blood," and Calgary police are investigating a patent dispute as part of their probe into the case.Winter Petroleum, a junior gas company owned by Liknes, went bankrupt near the end of June — just days before the family went missing. Liknes had registered a patent for an apparatus that separates gas from water."There are some business issues that we are looking into," said Calgary Police Service spokesman Kevin Brookwell on Thursday. "I can't get into specifics about what these are and who was involved, what they look like or how many people were involved. But yes, we have got a number of people who are looking into that."Court records also show that both Alvin and Kathy Liknes have declared bankruptcy in the past — Alvin in 1994 and Kathy just two years ago.According to records, Liknes was involved in several civil lawsuits in the 1980s and early '90s. He was the defendant in two cases four years ago.

Seventy thousand Gazans from Khan Younis and Deir el-Balah were in the dark Sunday night after a Hamas rocket hit the power line that supplies electricity to those places. It's not clear when Israel Electric Company workers will be able to repair the system, but they are apparently in no rush to do so. Prime Minister Binyamin Netanyahu has asked the IEC not to risk the lives of its employees in trying to restore power to the affected sector in Gaza, an operation that could take hours.As Operation Protective Edge enters its seventh day, many Israelis are demanding that the country take more aggressive action against Hamas in order to put a halt to the seemingly endless missile attacks from Gaza. One suggestion that has come up numerous times – including from MKs and Ministers like Deputy Defense Minister Danny Danon – is cutting off electricity to Gaza,which Israel is still supplying. The Hamas missile, which hit one of the high tension wires that move power from Israel to Gaza, apparently made that a moot point, at least partially.The Palestinian Authority currently owes the Israel Electric Company NIS 1.5 billion ($525 million) in unpaid bills for electricity. An examination of that debt by business daily Globes shows that the relative amount owed by Gaza was NIS 220 million ($62 million).Last month, the IEC filed a petition with the High Court demanding to be allowed to shut off electricity to the Palestinian Authority until the debt was paid – or to allow the IEC to seize customs and aid payments collected on behalf of the PA to pay off its debt. That case is still pending.Meanwhile, the IEC is still supplying electricity to Gaza, under orders from the government. The power is delivered to Gaza via 12 high-tension wires that are capable of delivering up to 120 megawatts of electricity. Experts say this is not enough for all the residents of Gaza, and in recent weeks residents have said that they have been getting electricity only 12 hours a day.Along with the IEC's power, Gaza also receives electricity from a 140 megawatt generator which is under the control of the PA's Palestine Electric Company, which is run by Hamas operatives. The generator, which is currently operating, is maintained by a crew from German company Siemens. It had been damaged by IDF forces several times in the past, officials said.

Palestinian Authority (PA) Chairman Mahmoud Abbas plans to ask the United Nations to put “the state of Palestine” under "international protection" due to the worsening violence in Gaza, the Palestine Liberation Organization (PLO) said Sunday.According to AFP, the PLO said in a statement that Abbas presented a letter to this effect to the UN Special Coordinator for the Middle East Peace Process, Robert Serry, addressed to UN Secretary General Ban Ki-moon.UN deputy spokesman Farhan Haq confirmed receipt of the letter."We ... will need to study it before responding further," Haq said in a short statement quoted by AFP.The PLO added that Abbas also wants a commission of inquiry into Israel's airstrikes on Gaza.Abbas is "undertaking several steps and measures to deal with the horrific situation in Gaza," senior PLO member Hanan Ashrawi said in a statement after a meeting of the PLO executive.Abbas has asked Switzerland, the depository of the fourth Geneva Convention on the protection of civilians in wartime, to ask signatories to place sanctions on Israel.Its recognition by the UN as a non-member state has allowed the PA to sign several international conventions, including the Geneva Conventions.Ashrawi said that when Arab League foreign ministers meet in Cairo on Monday to discuss the Gaza crisis, the PA would ask them to "adopt a draft resolution at the ministerial level" to be presented to the UN Security Council.The PA would also seek an emergency meeting of the UN Human Rights Council "to deal with the grave conditions in Gaza and hold Israel to account for its violations of international law and international humanitarian law," she added, according to AFP.Abbas last week threatened to turn to the international community over Israel’s airstrikes in Gaza as part of Operation Protective Edge.A day earlier, he called on Ban to form an international committee to monitor and investigate what he referred to as “crimes by Israeli settlers.”On Saturday, the UN Security Council urged Israel and Hamas to end their hostilities in Gaza, calling on both sides to respect "international humanitarian laws" and stop the loss of life.The declaration by the Council came days after Arab envoys to the United Nations requested an urgent Security Council session on the situation in Gaza.

Finally, the sower’s seed falls on fertile ground and this represents those who hear the Word, embrace it, nurture it and understand it and so it bears fruit. BRUSSELS - EU diplomats believe Israel will launch a ground invasion of Gaza if a Hamas rocket causes serious Israeli casualties.The concerns come amid rapid escalation in fighting over the past four days.Hamas, the Palestinian militant group which rules Gaza, says Israeli strikes have killed more than 100 people, including “at least” 35 children. A smoky haze remains over many areas in Alberta, as fire crews continue to battle several wildfires this weekend.The wildfire west of Nordegg near the Banff National Park border continues to burn. The blaze was ignited by a lightning strike last weekend, and is being held at 6,300 hectares.The province has been forced to close campgrounds and parts of the area’s backcountry. Public access to the forest is being restricted from the mountains south of Highway 11, north to Cline River and from the Banff border east to Whiterabbit Creek.There are also fires burning near Grande Prairie and Slave Lake, although those blazes are being held as well.There is also smoke drifting into Alberta as a result of the wildfires ravaging the North West Territories.This summer has proved to be one of the worst fire season in the region’s history, with more than 100 fires currently burning.The fires have consumed more than 800,000 hectares of land in total — a significant size, much larger than the province of Prince Edward Island. Fire crews from Saskatchewan and Yukon have been called in to help douse the flames, but high temperatures and little rain are making that difficult.

NB Power achieved its 95-per-cent power restoration target hours earlier than predicted on Sunday evening, as the number of customers without electricity dropped to roughly 6,700.NB Power was reporting 6,736 customers without electricity around the province at 3:10 p.m. on Sunday. The drop in customers without power means the utility has already hit its 95-per-cent target that it set for Sunday evening.At the peak of the outages from Arthur, 140,000 customers were affected. So far, 95.19 per cent of those customers now have electricity again.Fredericton continues to be the hardest hit community with power outages. There were 5,145 customers without power at 3:10 p.m. on Sunday.There were another 800 customers without electricity in Woodstock and 494 customers in St. Stephen.The utility used Twitter on Sunday to announce it has already met its Sunday deadline. Scott said more than 300 crews are working on Sunday.All but a couple of hundred customers are expected to be back on line by Tuesday evening."We are facing a lot of situations whereby we have trees that have fallen on lines in areas, in a lot of cases, where it's very complicated to try to restore power," Scott said."Having said that, we're going to do everything we possibly can to go by that 95 per cent number tonight and of course we're looking to have 99 per cent of the people restored by Tuesday evening."NB Power restored electricity to roughly 6,000 customers on Saturday. So it will be more complicated to meet that same number today," Scott said."But our crews will be working hard to achieve the goal that we set for them. … We are hopeful, really, really hopeful that by this evening we will be able to say that we’ve exceeded the goal of 95 per cent."Nova Scotia Power said on Sunday that all Arthur-related outages have been restored.Stacey Pineau, a Nova Scotia Power spokesperson, said the company has offered NB Power equipment and supplies as it continues to reconnect customers who have been left in the dark for the last eight days.At this point, Pineau said NB Power has not requested any crews but they would consider sending Nova Scotia Power staff if asked.She said all of the contractors who were working with Nova Scotia Power are now available to work in New Brunswick."We had contract crews that were helping us and they were New Brunswick-based contractors and they were also from Emera Maine. So we released those crews and that would mean if somebody else wanted to make use of them, they would be able to do so," she said.Tree crews were working in Fredericton, clearing trees away from power lines.Karen Simonds watched one crew in her backyard on Sunday morning cut down trees that were too close to the power lines.She said she didn't think any of her trees would need to come down in order for her electricity to be restored.“It’s a little overwhelming especially when you had birch trees that you cherished and they are coming down but it’s all for a good cause,” Simonds said.“We will be really happy to get electricity back today or tomorrow.”Simonds was also talking to the tree crews, trying to preserve the some of the large trees in her backyard."I'm trying to save as much as I can but on the other hand new do need lines cleared so that this doesn't happen again," she said.In Narapis, near Grand Bay-Westfield, on Sunday, some residents were still planning on being without electricity for several more days.Darrin Duke said being without electricity for so long has been "a major inconvenience." It has also been tough financially.For instance, Duke said he's paid more than $700 in gas to keep his generator operating.But, he said, he doesn't want to blame NB Power for the lengthy outage."[NB Power] are doing their best. There is a lot of damage everywhere, but what are you going to do?" Duke said."There are only 24 hours in a day, they are working as hard as they can."The Woodstock area has consistently had one of the highest numbers of customers without power since Arthur left New Brunswick.Several businesses say that have been extremely busy helping people in the area remain stocked up on food and ice while their power remained out and feeding power crews who were restoring electricity in nearby communities.Maureen Brinkman, who works at Murray's Irving in Woodstock, said her business has witnessed a steady stream of people coming through their doors in the last eight days.“We had a lot of people coming in for showers because we have showers here. People, who had no power would come in for showers and ice,” she said.“It was busy, people were coming in with gas jugs and stuff for the generators, the NB Power trucks and the different power commissions, they have been coming in for breakfast and stuff like that in the morning. When we first get in here [in the morning], all kinds of power commission trucks [are] in here.”Debbie Creelman, who operates the Irving Gas Bar in Meductic, said she can’t get enough ice stocked to keep up with demand. She has also run out of crucial items, such as milk and bread, in the last week.Despite the difficulty in keeping her store stocked up, Creelman said it has been nice to help her community in the days after the storm."I got told many times how much they appreciated us being there for them and whatnot,” she said.“I got a lot of compliments that way, people have come in and said, ‘You guys are lifesavers,' and I said, 'Well, you do what you have to do when people are down and out.’”

EU blacklists Ukraine rebels, as fighting escalates-Today @ 16:30-JULY 13,14-EUOBSERVER

BRUSSELS - The EU on Saturday (12 July) named 11 rebel leaders in east Ukraine who are to face a visa ban and asset freeze.Four of them are top people in the self-proclaimed Donetsk People’s Republic (DPR).They include: Aleksandr Borodai (a Russian citizen who calls himself the DPR prime minister); Alexander Khodakovsky (a defector who used the run an elite counter-terrorism squad, the Alpha unit, in the Ukrainian security service, the SBU); Alexandr Kalyussky (the DPR’s deputy PM), and Alexandr Khryakov (“responsible for … pro-separatist propaganda”).Another five men are linked to the so-called People’s Republic of Luhansk (PRL).The Luhansk group includes: Marat Bashirov (a Russian-born, former energy sector executive who calls himself the PRL’s prime minister); Vasyl Nikitin (“vice prime minister”); Aleksey Karyakin (“Supreme Council Chair”); Yurij Ivakin (“minister of internal affairs”); and Igor Plotinsky (“defence minister”).The EU also blacklisted Nikolay Kozitsyn, the “Commander of Cossak forces”, a caste of irregular Russian fighters who flocked across the border into east Ukraine to fight government soldiers.The 11th name is Oleksiy Mozgovy, said to be “responsible for training separatists to fight against the Ukrainian government forces”.A report out last week by UK-based NGO Amnesty International said the rebel groups are guilty of hundreds of kidnappings of pro-Ukrainian activists in east Ukraine.Amnesty’s Denis Krivosheev said Ukraine government forces have also abducted people, but he noted “the bulk of the abductions are being perpetrated by armed separatists, with the victims often subjected to stomach-turning beatings and torture.”Saturday’s EU listing brings to 72 the number of Ukrainian separatists, Russian military chiefs, and Russian politicians put on the EU sanctions register since March.Russia’s ambassador to the EU, Vladimir Chizhov, told the Interfax news agency that “blacklisting opponents isn't helping to build a dialogue with them”.The additional names come amid talks between France, Germany, Russia, Ukraine, and the OSCE, a European multilateral club, on reviving a Contact Group on the conflict.The group is to see Ukrainian authorities talk directly to local leaders in east Ukraine, with the OSCE tasked to identify the right interlocutors.But prospects of a ceasefire diminished on Friday, when separatists killed 19 Ukrainian soldiers.Fighting claimed “at least” 12 civilian lives over the weekend, the BBC reports, while Russia, on Sunday, said a Ukrainian-fired shell killed a Russian citizen in a small town on the Russian side of the border.“This represents a qualitative escalation of the danger to our citizens, now even on our own territory. Of course this naturally cannot pass without a response," Russian deputy foreign minister Grigory Karasin said on Russian TV.Speaking to CNN on Sunday, Swedish foreign minister Carl Bildt said EU sanctions have hurt the Russian economy by scaring off foreign investors.He noted that President Vladimir Putin "has made Russia an unpredictable country. And if there's anything that a businessman wants to have it's predictability".
