MEPs: Troika undemocratic, European Monetary Fund needed

Berlin - The European Parliament is calling for the creation of an EU monetary fund to replace the "undemocratic" troika of international lenders.In a non-binding report voted Thursday (13 March) in Strasbourg, MEPs set out the creation of a European Monetary Fund as a "long-term goal" that will require a change of the EU treaties.They argue this is needed because the 'troika' of lenders (European Commission, European Central Bank and International Monetary Fund) was an "ad-hoc" set-up with no clear legal basis and with no democratic scrutiny from the European Parliament.In addition to the internal divergences and finger-pointing within the troika, an extra layer of unaccountability was added by the Eurogroup of finance ministers - also an informal formation with no legal basis - who were the main decision-makers on the size of the bailouts and the austerity programmes attached."The troika is a bit like the Three Musketeers - they were four. The Eurogroup is the fourth and main decision-maker," said French MEP Sylvie Goulard on Wednesday during a debate about the troika.Her colleague Liem Huang Ngoc, who co-authored the parliament's report, also noted that it was the Eurogroup, "where Germany's voice held sway," which took all the big decisions.The report "calls on the Eurogroup, the Council and the European Council to assume full responsibility for the operations of the troika.” It asks for the head of the Eurogroup to be heard before the European Parliament and the national parliaments concerned before a country is granted financial assistance. They also call for a "transparent evaluation of the awarding of contracts to external consultants, the lack of public tenders, the very high fees paid and the potential conflicts of interests."EUobserver last year reported that a handful of big consultancy and audit firms were hired on secretive multi-million contracts in connection with the troika, often without public tenders and regardless of their potential conflicts of interests.

MEPs want the EU commission to review its activities within the troika and to present a report by the end of 2015 on the "economic and social consequences of the adjustment programmes" in Greece, Portugal, Ireland and Cyprus.The report calls for new debt restructuring for Greece and a fairer debt deal for Ireland, who at the time it bailed out its banks was not allowed to make bondholders pay - a principle that has since been scrapped.The report "considers that too little attention has been paid to alleviating the negative economic and social impact of adjustment strategies in the programme countries."MEPs say they are "alarmed" after hearing from ex-Eurogroup chief Jean-Claude Juncker - now a candidate for the EU commission top post - that the Eurogroup "endorsed the recommendations of the troika without extensive consideration of their specific policy implications.""This admission sheds a worrying light on the blurred scope of the 'technical advising' and 'Eurogroup agency' roles devolved to both the Commission and the ECB in the framework of the design, implementation and assessment of assistance programmes," MEPs said.Alejandro Cercas, a Spanish MEP who looked at the social impact of the troika and drafted a parallel report, said the troika "destroyed" in a few months what decades of labour bargaining had achieved."We need to change the economic dogma of the troika - looking only at the impact on markets. The economy should serve the people, not the other way around," he said.

Uri Shtruzman, retired judge of the Tel Aviv District Court, spoke to Arutz Sheva about Supreme Court Judge Edmond Levy z''l, who passed away this Tuesday. Shtruzman, who knew Levy personally over the course of many years, called on Israel to adopt the Levy Report.The report, authored by a commission headed by Levy in 2012, proves that Judea and Samaria are not "occupied territories" according to international law, and argues the legality of Israel declaring sovereignty over the region."There are political reasons why it isn't applied," said Shtruzman, noting the government effectively shelved the report. "I support the report...I've written similar opinions even before the report."Shtruzman remarked that in both his and Levy's legal opinions, "the case of Cyprus is presented; there too a division occurred between the Cypriot and Turkish parts, and the Greeks who were expelled from the Turkish part were reimbursed but not allowed to return to the part they were expelled from.""It's a topic that needs to be learned and to be adopted," stressed Shtrzuman."A balanced man and an excellent judge""He had the reputation of a balanced man and an excellent judge, an honest man who was always asked to clarify disputes," praised Shtruzman.
Recalling Levy's career, Shtruzman commented "I was a judge when he was an attorney, later we were together at the district court. When the court director asked me about him, I always said he was deserving of being a judge, and indeed I wasn't disappointed; his rulings were very speedy and he strove for justice with great sensitivity to the people."One of the most memorable rulings Levy made came around the 2005 "Disengagement" plan, which expelled all Jews from Gaza. Levy was the only Supreme Court judge to oppose the move, calling it immoral. His stance has garnered praise for being a "spot of light in a heap of darkness."Speaking about the ruling, Shtruzman noted "at the Supreme Court he expressed the legitimate legal position on the issue of the people of Israel's connection to the land of Israel."Levy ruled that "the Knesset decision was illegal and distorted the opinion of voters," recalled Shtruzman. Former Prime Minister Ariel "Sharon made a farce and left the path he presented to his voters. I also wrote about the topic and the illegal decision of the Gush Katif expulsion."

In the wake of the latest round of rocket attacks from Gaza, at least two top government ministers – Intelligence and Strategy Minister Yuval Steinitz and Foreign Minister Avigdor Liberman – are calling on Israel to retake Gaza. In a stinging recrimination to former Prime Minister Ariel Sharon's disengagement plan, which included the forced expulsion of some 10,000 Israelis when their homes were demolished and the land they were build on handed over to the Palestinian Authority, Steinitz said in an interview with Channel 10 that Israeli control was the only way to restore peace and quiet in southern Israel.“Sooner or later we will have to take control of Gaza, in order to get rid of the Hamas regime,” Steinitz said. “We do not need to reoccupy it permanently, but we do need to remove from Gaza the option of firing rockets on us. If and when the moment comes when we must retake Gaza – and that moment is coming soon – the operation will have to be a very quick one,” said Steinitz.An operation like this is likely to be distasteful to Israelis, but there really is no choice, said Steinitz. “This really should have been done in 2012, in Operation Pillar of Defense, when they fired rockets at Tel Aviv and Jerusalem. The IDF entered Gaza and managed to halt the firing of rockets for a time, but I was of the opinion that we should have continued.”The model for Israel's involvement in Gaza is the 2002 Operation Defensive Shield, which the IDF undertook in response to the massive wave of suicide bombing attacks in Israeli cities by terrorists from Judea and Samaria in the Second Intifada.“We retook areas like Jenin, Tulkarem, and Hevron temporarily, but we did not remain there,” he said. “We went in, got rid of the terrorists, and left. And now that area is more or less quiet. The only reason we were able to stop the suicide bombing attacks of the second intifada was that we went in and halted the terror, and this what we are going to have to do in Gaza,” he added.Joining Steinitz's call was Foreign Minister Avigdor Liberman. In a Facebook posting Thursday, Liberman expanded on comments he made Wednesday night, in which he said that Israel needed to retake Gaza.“The Gaza disengagement was one of the most difficult chapters in Israeli history, causing an internal split and a major trauma to the 8,600 residents of Gush Katif who were thrown out of their homes. Some of them have still, until this day, succeeded in rising above the suffering they experienced," he wrote.Sharon and others who advocated the benefits of the disengagement said that there was no reason to worry; if Israel faced any trouble from Gaza, the IDF could walk right back in and take over again. But they were wrong, he said. “Since the intifada, Gaza has turned into a 'kingdom of terror,' with Hamas firing sophisticated missiles at Israel.” Operation Pillar of Defense brought just a small respite from the ongoing rocket attacks, and not the permanent quiet Israel and residents of the south need.“We cannot allow the areas that Israel evacuated to be used for terror attacks on us,” said Liberman. “The only solution is a reversal of the process, a retaking of Gaza.”

The Air Force hit several terror targets in Gaza on Thursday afternoon, following a wave of rocket attacks on southern Israel on Thursday morning. Israel denied Gaza terrorists' claims that a ceasefire had been successfully negotiated.IAF commanders reported that all warplanes involved had returned safely to their bases.“The IDF will not tolerate any attempt to harm Israel’s citizens or soldiers, and will continue to take determined action against any party that uses terrorism against the state of Israel,” IDF spokespeople said.The IAF previously hit dozens of terror-linked targets late Wednesday night, following a day in which Gaza terrorists launched roughly 90 rockets at Israel. Just under 60 hit southern Israel, while the rest apparently struck within Gaza.At the same time that the IAF announced it had carried out further strikes, Islamic Jihad declared a ceasefire. A spokesman for the terrorist group told AFP, “An Egyptian-brokered truce went into effect at 2 p.m.”However, Israel denied this claim. Israeli sources said only that "quiet will be answered with quiet."The Islamic Jihad's announcement followed a Hebrew-language video message by the Iranian-backed group warning Israel against any further military responses to last night's rocket attacks. Following Prime Minister Netanyahu's promise to respond forcefully, several senior government officials have publicly suggested that the only real solution would be to reconquer Gaza.Also last night, Defense Minister Moshe Yaalon last night promised to make Islamic Jihad "regret" its actions.But so far the Israeli response has been relatively limited.Israeli sources did not confirm a ceasefire. Israeli leaders had previously told Gaza terrorists that any ceasefire on their side would be met with an Israeli ceasefire, but that further attacks would be met with attacks.Islamic Jihad has claimed responsibility for all the recent rocket fire on Israel.

The Islamic Jihad movement said on Thursday that a truce had gone into effect to halt a spiraling confrontation with Israel. ”An Egyptian-brokered truce went into effect at 2:00 pm,” Islamic Jihad spokesman Daud Shihab told AFP.There was no immediate confirmation from Israel, and an Israeli official said he was “not familiar” with any ceasefire arrangement.Islamic Jihad’s announcement came shortly after the IDF said it had launched another airstrike on Gaza in response to several rockets fired from the Strip earlier in the day toward the coastal cities of Ashkelon and Ashdod.The Israel Air Force struck seven targets in southern Gaza, according to the IDF. Three Palestinians were injured, medical sources in Gaza said. Palestinian Authority President Mahmoud Abbas condemned escalating violence, including rocket fire from Gaza. ”We condemn all military escalation, including rockets,” he said at a press conference in Bethlehem with British Prime Minister David Cameron.
His statements came hours after Prime Minister Benjamin Netanyahu criticized Abbas for condemning Israeli airstrikes on the Strip, but not the rocket fire from Gaza.Early Thursday morning, the IDF reported that two additional rockets were fired from Gaza but landed in open areas within the Strip. Later in the morning, alert sirens sounded in coastal cities of Ashdod and Ashkelon as rockets were fired from the Strip. The Iron Dome system downed one of the rockets over Ashkelon, while two others fell in unpopulated areas, bringing the total of rockets fired on Israel to 65 over the past two days, according to the IDF.German Foreign Minister Frank-Walter Steinmeier joined the chorus of foreign diplomats condemning the fire from Gaza and calling for restraint.“We strongly condemn yesterday’s rocket attacks fired at Israel from Gaza,” he wrote on his official Facebook page. “…The calculations of those responsible for these acts of terrorism, who hope that these attacks will torpedo the difficult and still fragile peace process, must be proved wrong.“The negotiations on peace in the Middle East are in a difficult phase. All sides need to make even greater efforts.” Defense Minister Moshe Ya’alon said that Israel’s response to the rocket fire was the harshest since Operation Pillar of Defense in 2012. Let’s start with the good news: As of Thursday morning, it appears as if the parties involved in the fighting along the Israel-Gaza border, Hamas and Islamic Jihad, have calmed down. Israeli strikes Wednesday focused solely on targeting unmanned rocket launch sites. In other words, there were no Palestinian casualties in any of the 29 strikes.Islamic Jihad stopped firing at Israel in the early evening hours of Wednesday. And while two lone rockets were fired overnight, as well as a few more Thursday morning, compared to Wednesday’s barrage it seems that the militant organization is signaling that is does not desire any further escalation.But here is the not-so-good news. Although Hamas has exhibited impressive control of the situation in the Gaza Strip in recent years, the last sequence of events indicates that its power is no longer what it once was.Moreover, and for the umpteenth time, Israelis received further evidence of the damaging implications internal Palestinian politics can have on Israel.Islamic Jihad’s actions, as well as statements made by its spokesman afterwards, lead to the obvious conclusion that the organization is challenging Hamas and trying to market itself as the new leader of the Gaza Strip. It started a day beforehand, when Islamic Jihad sent its operatives to confront IDF forces near Khan Younis. During the exchange of fire, where three Palestinians were killed, Hamas stood on the sidelines and did not intervene. That same day, two more Palestinians were killed in the West Bank, and Hamas and the Palestinian Authority similarly refrained from responding — prompting Islamic Jihad’s rocket salvo on Wednesday.Arguably the culmination of its challenge to the status quo arrived overnight, when Islamic Jihad published a statement warning the residents of Gaza that it would act against anyone suspected of collaborating with Israel. So now, Islamic Jihad, not Hamas, is punishing alleged collaborators with the Jewish state.Islamic Jihad’s Secretary General Ramadan Shalah gave a telling interview Wednesday on Iranian TV, saying that the response of the organization would expand and become much harsher if Israel continued its actions against the Palestinians.The message is familiar and predictable. However, Shalah’s decision to go on air in Iran suggests that Islamic Jihad is operating against Hamas’s interests under the guidance and encouragement of the Islamic Republic. Iran’s Revolutionary Guards are trying to strengthen Islamic Jihad (see: Kloc-C arms shipment) and build up its military capabilities in order to weaken Hamas, as a form of punishment to the Gaza-ruling party for participating in the fight against the Assad regime in Syria.It now seems reasonable to assume that Iran will continue to try to undermine the relative calm in the region, either through Islamic Jihad in the Gaza Strip to the south, or Hezbollah in Lebanon and the Golan Heights to the north.

vatican city-The Pope described a bishop’s identikit in two of the most important speeches of his pontificate: the one he addressed to Apostolic Nuncios in June 2013 and the February 27th one he gave to the Congregation for Bishops. Then there was the homily he gave on 25 October 2013 when he made his first Episcopal ordinations. In the past few months, the Congregation for Bishops has really started taking these recommendations on board and putting them into practice.In his interview with Vatican Insider last February, the Archbishop of Chicago, Cardinal Francis George, said: “The Conclave is an exercise in freedom. First, the freedom of the electors, who have to work to be free of any self-interest or friendship or any other motive for choosing a candidate other than the motive presented in the oath before voting—who is the best candidate for the office of the papacy? econdly, the freedom of the candidates, who have to be able to exercise a universal pastoral ministry—who is not only subjectively free but also objectively free of “baggage” from his background? As the work of discernment continued, the candidacy of Cardinal Bergoglio emerged against this background.”This same criterion can be applied to the work of the Congregation for Bishops, whose members are called to suggest candidates for the leaders of dioceses. It is no secret that there is preferential treatment in the Church, cliques that reward candidates whom they have close links to. The fact that the heads of the Italian Bishops’ Conference (in the case of Italy, which always receives a special focus) and the Vatican Secretariat of State exercise significant influence is also common knowledge. There have been cases of bishops being nominated to dioceses, including ones that are important in terms of history and size, directly, without the Congregation holding a meeting to discuss said nominations. Some figures have lost a great deal of influence. It is no secret for example that as Secretary of State, Cardinal Pietro Parolin – whom the Pope nominated a member of the Congregation – does not want to interfere with Episcopal nominations, especially Italian ones, as his predecessors did. There also needs to be a reduction in fast-track nominations and in the amount of influence certain cliques and groups have. Francis’ instructions are crystal clear: When selecting candidates for the Episcopate, Apostolic Nuncios must choose “pastors who are close to the people”, who are not ambitious, do not aspire to that role and do not seek promotion once they have been given that role. Bishops are “married” to a Church but in many cases they may easily marry twice, three or even four times. Candidates must be “pastors who are close to their people, fathers and brothers, who are meek, patient and merciful,” Francis said, calling for scholars to focus on research and teaching. Candidates to the Episcopate must "love interior poverty as freedom for the Lord" and live that externally with a simple lifestyle; they shouldn’t have the "mindset of a prince”. "Beware of those who are ambitious, who seek the episcopacy." Candidates should be "the spouse of one church, who is not constantly seeking another."Bishops must “serve” not “dominate” and most importantly, they must be fathers to their priests and should always make themselves available to them. They are also asked to be close to “the poor, the defenceless and those who need to be embraced and helped.” Last February, the Pope asked the Congregation, also known as the “bishop factory”, to ensure that “the name chosen has first of all been pronounced by the Lord.” “The Holy People of God continue to speak: we need someone who looks after us from on high; we need someone who looks upon us with the breadth of the heart of God; we do not need a manager, a company administrator, and much less one who is at the level of our smallness or little pretensions.” The Pope asked bishops to “never lose sight of the needs of the particular Churches for whom we must always provide. There does not exist a standard Pastor for all Churches.” He also invited members of the Congregation to “rise above and overcome any eventual preferences, sympathies, provenances or tendencies.”The criteria for the choice of candidates is to be found in the Apostolic Church. Bishops “must choose from the followers of Jesus those who will be witnesses of the Risen Christ.”“Renouncement and sacrifice is inherent in the Episcopal mission. The Episcopate is not for oneself, it is for the Church, for the flock, for others, especially for those who according to the world should be excluded,” the Pope added. Francis also explained that “it is always indispensable to ensure the sovereignty of God.” “The decisions cannot be conditioned by our claims for any groups, cliques or hegemonies. To guarantee this sovereignty two attitudes are fundamental: conscience before God, and collegiality.” Bishops must be “men who are guardians of doctrine, not so as to measure how far the world is from doctrinal truth, but in order to fascinate the world, to enchant it with the beauty of love, with the freedom offered by the Gospel.”“The Church,” he added, “does not need apologists for her causes or crusades for her battles, but humble and trusting sowers of the truth, who know that it is always given to them anew and trust in its power.” One of the fundamental traits a bishop must have is patience. They must “act like confident sowers, avoiding the fear of the one who deludes himself that the harvest depends only on himself, or the desperate attitude of the schoolboys who, having neglected to do the tasks, cry out that now there is nothing more to do.”But above all, bishops must be men of prayer, because “a man who does not have the courage to argue with God on behalf of his people cannot be a Bishop.” At the same time, his priority should be to dedicate time to his people rather than going from one conference to the next and constantly travelling and being elsewhere.

MEPs: Troika undemocratic, European Monetary Fund needed

Berlin - The European Parliament is calling for the creation of an EU monetary fund to replace the "undemocratic" troika of international lenders.In a non-binding report voted Thursday (13 March) in Strasbourg, MEPs set out the creation of a European Monetary Fund as a "long-term goal" that will require a change of the EU treaties.They argue this is needed because the 'troika' of lenders (European Commission, European Central Bank and International Monetary Fund) was an "ad-hoc" set-up with no clear legal basis and with no democratic scrutiny from the European Parliament.In addition to the internal divergences and finger-pointing within the troika, an extra layer of unaccountability was added by the Eurogroup of finance ministers - also an informal formation with no legal basis - who were the main decision-makers on the size of the bailouts and the austerity programmes attached."The troika is a bit like the Three Musketeers - they were four. The Eurogroup is the fourth and main decision-maker," said French MEP Sylvie Goulard on Wednesday during a debate about the troika.Her colleague Liem Huang Ngoc, who co-authored the parliament's report, also noted that it was the Eurogroup, "where Germany's voice held sway," which took all the big decisions.The report "calls on the Eurogroup, the Council and the European Council to assume full responsibility for the operations of the troika.” It asks for the head of the Eurogroup to be heard before the European Parliament and the national parliaments concerned before a country is granted financial assistance. They also call for a "transparent evaluation of the awarding of contracts to external consultants, the lack of public tenders, the very high fees paid and the potential conflicts of interests."EUobserver last year reported that a handful of big consultancy and audit firms were hired on secretive multi-million contracts in connection with the troika, often without public tenders and regardless of their potential conflicts of interests.

MEPs want the EU commission to review its activities within the troika and to present a report by the end of 2015 on the "economic and social consequences of the adjustment programmes" in Greece, Portugal, Ireland and Cyprus.The report calls for new debt restructuring for Greece and a fairer debt deal for Ireland, who at the time it bailed out its banks was not allowed to make bondholders pay - a principle that has since been scrapped.The report "considers that too little attention has been paid to alleviating the negative economic and social impact of adjustment strategies in the programme countries."MEPs say they are "alarmed" after hearing from ex-Eurogroup chief Jean-Claude Juncker - now a candidate for the EU commission top post - that the Eurogroup "endorsed the recommendations of the troika without extensive consideration of their specific policy implications.""This admission sheds a worrying light on the blurred scope of the 'technical advising' and 'Eurogroup agency' roles devolved to both the Commission and the ECB in the framework of the design, implementation and assessment of assistance programmes," MEPs said.Alejandro Cercas, a Spanish MEP who looked at the social impact of the troika and drafted a parallel report, said the troika "destroyed" in a few months what decades of labour bargaining had achieved."We need to change the economic dogma of the troika - looking only at the impact on markets. The economy should serve the people, not the other way around," he said.

Uri Shtruzman, retired judge of the Tel Aviv District Court, spoke to Arutz Sheva about Supreme Court Judge Edmond Levy z''l, who passed away this Tuesday. Shtruzman, who knew Levy personally over the course of many years, called on Israel to adopt the Levy Report.The report, authored by a commission headed by Levy in 2012, proves that Judea and Samaria are not "occupied territories" according to international law, and argues the legality of Israel declaring sovereignty over the region."There are political reasons why it isn't applied," said Shtruzman, noting the government effectively shelved the report. "I support the report...I've written similar opinions even before the report."Shtruzman remarked that in both his and Levy's legal opinions, "the case of Cyprus is presented; there too a division occurred between the Cypriot and Turkish parts, and the Greeks who were expelled from the Turkish part were reimbursed but not allowed to return to the part they were expelled from.""It's a topic that needs to be learned and to be adopted," stressed Shtrzuman."A balanced man and an excellent judge""He had the reputation of a balanced man and an excellent judge, an honest man who was always asked to clarify disputes," praised Shtruzman.
Recalling Levy's career, Shtruzman commented "I was a judge when he was an attorney, later we were together at the district court. When the court director asked me about him, I always said he was deserving of being a judge, and indeed I wasn't disappointed; his rulings were very speedy and he strove for justice with great sensitivity to the people."One of the most memorable rulings Levy made came around the 2005 "Disengagement" plan, which expelled all Jews from Gaza. Levy was the only Supreme Court judge to oppose the move, calling it immoral. His stance has garnered praise for being a "spot of light in a heap of darkness."Speaking about the ruling, Shtruzman noted "at the Supreme Court he expressed the legitimate legal position on the issue of the people of Israel's connection to the land of Israel."Levy ruled that "the Knesset decision was illegal and distorted the opinion of voters," recalled Shtruzman. Former Prime Minister Ariel "Sharon made a farce and left the path he presented to his voters. I also wrote about the topic and the illegal decision of the Gush Katif expulsion."

In the wake of the latest round of rocket attacks from Gaza, at least two top government ministers – Intelligence and Strategy Minister Yuval Steinitz and Foreign Minister Avigdor Liberman – are calling on Israel to retake Gaza. In a stinging recrimination to former Prime Minister Ariel Sharon's disengagement plan, which included the forced expulsion of some 10,000 Israelis when their homes were demolished and the land they were build on handed over to the Palestinian Authority, Steinitz said in an interview with Channel 10 that Israeli control was the only way to restore peace and quiet in southern Israel.“Sooner or later we will have to take control of Gaza, in order to get rid of the Hamas regime,” Steinitz said. “We do not need to reoccupy it permanently, but we do need to remove from Gaza the option of firing rockets on us. If and when the moment comes when we must retake Gaza – and that moment is coming soon – the operation will have to be a very quick one,” said Steinitz.An operation like this is likely to be distasteful to Israelis, but there really is no choice, said Steinitz. “This really should have been done in 2012, in Operation Pillar of Defense, when they fired rockets at Tel Aviv and Jerusalem. The IDF entered Gaza and managed to halt the firing of rockets for a time, but I was of the opinion that we should have continued.”The model for Israel's involvement in Gaza is the 2002 Operation Defensive Shield, which the IDF undertook in response to the massive wave of suicide bombing attacks in Israeli cities by terrorists from Judea and Samaria in the Second Intifada.“We retook areas like Jenin, Tulkarem, and Hevron temporarily, but we did not remain there,” he said. “We went in, got rid of the terrorists, and left. And now that area is more or less quiet. The only reason we were able to stop the suicide bombing attacks of the second intifada was that we went in and halted the terror, and this what we are going to have to do in Gaza,” he added.Joining Steinitz's call was Foreign Minister Avigdor Liberman. In a Facebook posting Thursday, Liberman expanded on comments he made Wednesday night, in which he said that Israel needed to retake Gaza.“The Gaza disengagement was one of the most difficult chapters in Israeli history, causing an internal split and a major trauma to the 8,600 residents of Gush Katif who were thrown out of their homes. Some of them have still, until this day, succeeded in rising above the suffering they experienced," he wrote.Sharon and others who advocated the benefits of the disengagement said that there was no reason to worry; if Israel faced any trouble from Gaza, the IDF could walk right back in and take over again. But they were wrong, he said. “Since the intifada, Gaza has turned into a 'kingdom of terror,' with Hamas firing sophisticated missiles at Israel.” Operation Pillar of Defense brought just a small respite from the ongoing rocket attacks, and not the permanent quiet Israel and residents of the south need.“We cannot allow the areas that Israel evacuated to be used for terror attacks on us,” said Liberman. “The only solution is a reversal of the process, a retaking of Gaza.”

The Air Force hit several terror targets in Gaza on Thursday afternoon, following a wave of rocket attacks on southern Israel on Thursday morning. Israel denied Gaza terrorists' claims that a ceasefire had been successfully negotiated.IAF commanders reported that all warplanes involved had returned safely to their bases.“The IDF will not tolerate any attempt to harm Israel’s citizens or soldiers, and will continue to take determined action against any party that uses terrorism against the state of Israel,” IDF spokespeople said.The IAF previously hit dozens of terror-linked targets late Wednesday night, following a day in which Gaza terrorists launched roughly 90 rockets at Israel. Just under 60 hit southern Israel, while the rest apparently struck within Gaza.At the same time that the IAF announced it had carried out further strikes, Islamic Jihad declared a ceasefire. A spokesman for the terrorist group told AFP, “An Egyptian-brokered truce went into effect at 2 p.m.”However, Israel denied this claim. Israeli sources said only that "quiet will be answered with quiet."The Islamic Jihad's announcement followed a Hebrew-language video message by the Iranian-backed group warning Israel against any further military responses to last night's rocket attacks. Following Prime Minister Netanyahu's promise to respond forcefully, several senior government officials have publicly suggested that the only real solution would be to reconquer Gaza.Also last night, Defense Minister Moshe Yaalon last night promised to make Islamic Jihad "regret" its actions.But so far the Israeli response has been relatively limited.Israeli sources did not confirm a ceasefire. Israeli leaders had previously told Gaza terrorists that any ceasefire on their side would be met with an Israeli ceasefire, but that further attacks would be met with attacks.Islamic Jihad has claimed responsibility for all the recent rocket fire on Israel.

The Islamic Jihad movement said on Thursday that a truce had gone into effect to halt a spiraling confrontation with Israel. ”An Egyptian-brokered truce went into effect at 2:00 pm,” Islamic Jihad spokesman Daud Shihab told AFP.There was no immediate confirmation from Israel, and an Israeli official said he was “not familiar” with any ceasefire arrangement.Islamic Jihad’s announcement came shortly after the IDF said it had launched another airstrike on Gaza in response to several rockets fired from the Strip earlier in the day toward the coastal cities of Ashkelon and Ashdod.The Israel Air Force struck seven targets in southern Gaza, according to the IDF. Three Palestinians were injured, medical sources in Gaza said. Palestinian Authority President Mahmoud Abbas condemned escalating violence, including rocket fire from Gaza. ”We condemn all military escalation, including rockets,” he said at a press conference in Bethlehem with British Prime Minister David Cameron.
His statements came hours after Prime Minister Benjamin Netanyahu criticized Abbas for condemning Israeli airstrikes on the Strip, but not the rocket fire from Gaza.Early Thursday morning, the IDF reported that two additional rockets were fired from Gaza but landed in open areas within the Strip. Later in the morning, alert sirens sounded in coastal cities of Ashdod and Ashkelon as rockets were fired from the Strip. The Iron Dome system downed one of the rockets over Ashkelon, while two others fell in unpopulated areas, bringing the total of rockets fired on Israel to 65 over the past two days, according to the IDF.German Foreign Minister Frank-Walter Steinmeier joined the chorus of foreign diplomats condemning the fire from Gaza and calling for restraint.“We strongly condemn yesterday’s rocket attacks fired at Israel from Gaza,” he wrote on his official Facebook page. “…The calculations of those responsible for these acts of terrorism, who hope that these attacks will torpedo the difficult and still fragile peace process, must be proved wrong.“The negotiations on peace in the Middle East are in a difficult phase. All sides need to make even greater efforts.” Defense Minister Moshe Ya’alon said that Israel’s response to the rocket fire was the harshest since Operation Pillar of Defense in 2012. He added that Israel holds Hamas responsible for all terror activity from Gaza, and if it is not actively preventing rocket fire, then Israel will strike against the organization’s interests.“ Anybody who tries to fire on Israel or is complicit in firing on Israel has signed his own death warrant and we won’t hesitate to strike him at any time,” he said in a statement Thursday. “We will continue to act responsibly and judiciously to protect the citizens of Israel and allow them to live a normal life.”Foreign Minister Avigdor Liberman took to Facebook on Thursday to reiterate statements he made the day before to Channel 2, to the effect that only a full-scale military invasion of Gaza could sufficiently counter the threat.“ The only way to solve this endless circle of terror is to reoccupy Gaza and clean out the stables,” the foreign minister wrote.The Israel Air Force launched airstrikes on 29 targets in the Gaza Strip Wednesday night in retaliation for over 50 rockets and mortar shells that were fired into Israel earlier that evening.Israeli military sources said after the late-night retaliatory strikes that Israel would now wait to see how Hamas and Islamic Jihad responded. If there were no further rocket attacks on Israel, the flare-up would be over. Let’s start with the good news: As of Thursday morning, it appears as if the parties involved in the fighting along the Israel-Gaza border, Hamas and Islamic Jihad, have calmed down. Israeli strikes Wednesday focused solely on targeting unmanned rocket launch sites. In other words, there were no Palestinian casualties in any of the 29 strikes.Islamic Jihad stopped firing at Israel in the early evening hours of Wednesday. And while two lone rockets were fired overnight, as well as a few more Thursday morning, compared to Wednesday’s barrage it seems that the militant organization is signaling that is does not desire any further escalation.But here is the not-so-good news. Although Hamas has exhibited impressive control of the situation in the Gaza Strip in recent years, the last sequence of events indicates that its power is no longer what it once was.Moreover, and for the umpteenth time, Israelis received further evidence of the damaging implications internal Palestinian politics can have on Israel.Islamic Jihad’s actions, as well as statements made by its spokesman afterwards, lead to the obvious conclusion that the organization is challenging Hamas and trying to market itself as the new leader of the Gaza Strip. It started a day beforehand, when Islamic Jihad sent its operatives to confront IDF forces near Khan Younis. During the exchange of fire, where three Palestinians were killed, Hamas stood on the sidelines and did not intervene. That same day, two more Palestinians were killed in the West Bank, and Hamas and the Palestinian Authority similarly refrained from responding — prompting Islamic Jihad’s rocket salvo on Wednesday.Arguably the culmination of its challenge to the status quo arrived overnight, when Islamic Jihad published a statement warning the residents of Gaza that it would act against anyone suspected of collaborating with Israel. So now, Islamic Jihad, not Hamas, is punishing alleged collaborators with the Jewish state.Islamic Jihad’s Secretary General Ramadan Shalah gave a telling interview Wednesday on Iranian TV, saying that the response of the organization would expand and become much harsher if Israel continued its actions against the Palestinians.The message is familiar and predictable. However, Shalah’s decision to go on air in Iran suggests that Islamic Jihad is operating against Hamas’s interests under the guidance and encouragement of the Islamic Republic. Iran’s Revolutionary Guards are trying to strengthen Islamic Jihad (see: Kloc-C arms shipment) and build up its military capabilities in order to weaken Hamas, as a form of punishment to the Gaza-ruling party for participating in the fight against the Assad regime in Syria.It now seems reasonable to assume that Iran will continue to try to undermine the relative calm in the region, either through Islamic Jihad in the Gaza Strip to the south, or Hezbollah in Lebanon and the Golan Heights to the north.

vatican city-The Pope described a bishop’s identikit in two of the most important speeches of his pontificate: the one he addressed to Apostolic Nuncios in June 2013 and the February 27th one he gave to the Congregation for Bishops. Then there was the homily he gave on 25 October 2013 when he made his first Episcopal ordinations. In the past few months, the Congregation for Bishops has really started taking these recommendations on board and putting them into practice.In his interview with Vatican Insider last February, the Archbishop of Chicago, Cardinal Francis George, said: “The Conclave is an exercise in freedom. First, the freedom of the electors, who have to work to be free of any self-interest or friendship or any other motive for choosing a candidate other than the motive presented in the oath before voting—who is the best candidate for the office of the papacy? econdly, the freedom of the candidates, who have to be able to exercise a universal pastoral ministry—who is not only subjectively free but also objectively free of “baggage” from his background? As the work of discernment continued, the candidacy of Cardinal Bergoglio emerged against this background.”This same criterion can be applied to the work of the Congregation for Bishops, whose members are called to suggest candidates for the leaders of dioceses. It is no secret that there is preferential treatment in the Church, cliques that reward candidates whom they have close links to. The fact that the heads of the Italian Bishops’ Conference (in the case of Italy, which always receives a special focus) and the Vatican Secretariat of State exercise significant influence is also common knowledge. There have been cases of bishops being nominated to dioceses, including ones that are important in terms of history and size, directly, without the Congregation holding a meeting to discuss said nominations. Some figures have lost a great deal of influence. It is no secret for example that as Secretary of State, Cardinal Pietro Parolin – whom the Pope nominated a member of the Congregation – does not want to interfere with Episcopal nominations, especially Italian ones, as his predecessors did. There also needs to be a reduction in fast-track nominations and in the amount of influence certain cliques and groups have. Francis’ instructions are crystal clear: When selecting candidates for the Episcopate, Apostolic Nuncios must choose “pastors who are close to the people”, who are not ambitious, do not aspire to that role and do not seek promotion once they have been given that role. Bishops are “married” to a Church but in many cases they may easily marry twice, three or even four times. Candidates must be “pastors who are close to their people, fathers and brothers, who are meek, patient and merciful,” Francis said, calling for scholars to focus on research and teaching. Candidates to the Episcopate must "love interior poverty as freedom for the Lord" and live that externally with a simple lifestyle; they shouldn’t have the "mindset of a prince”. "Beware of those who are ambitious, who seek the episcopacy." Candidates should be "the spouse of one church, who is not constantly seeking another."Bishops must “serve” not “dominate” and most importantly, they must be fathers to their priests and should always make themselves available to them. They are also asked to be close to “the poor, the defenceless and those who need to be embraced and helped.” Last February, the Pope asked the Congregation, also known as the “bishop factory”, to ensure that “the name chosen has first of all been pronounced by the Lord.” “The Holy People of God continue to speak: we need someone who looks after us from on high; we need someone who looks upon us with the breadth of the heart of God; we do not need a manager, a company administrator, and much less one who is at the level of our smallness or little pretensions.” The Pope asked bishops to “never lose sight of the needs of the particular Churches for whom we must always provide. There does not exist a standard Pastor for all Churches.” He also invited members of the Congregation to “rise above and overcome any eventual preferences, sympathies, provenances or tendencies.”The criteria for the choice of candidates is to be found in the Apostolic Church. Bishops “must choose from the followers of Jesus those who will be witnesses of the Risen Christ.”“Renouncement and sacrifice is inherent in the Episcopal mission. The Episcopate is not for oneself, it is for the Church, for the flock, for others, especially for those who according to the world should be excluded,” the Pope added. Francis also explained that “it is always indispensable to ensure the sovereignty of God.” “The decisions cannot be conditioned by our claims for any groups, cliques or hegemonies. To guarantee this sovereignty two attitudes are fundamental: conscience before God, and collegiality.” Bishops must be “men who are guardians of doctrine, not so as to measure how far the world is from doctrinal truth, but in order to fascinate the world, to enchant it with the beauty of love, with the freedom offered by the Gospel.”“The Church,” he added, “does not need apologists for her causes or crusades for her battles, but humble and trusting sowers of the truth, who know that it is always given to them anew and trust in its power.” One of the fundamental traits a bishop must have is patience.
