Syrian proved reserves were approximately ~2.5 billion barrels as at Jan 1st 2013. The bulk of Syria’s oil and gas fields run in a northeast – southwest band through the centre of the country, running from the city of Homs to the Hassake region in the very northeast corner of the country, bordered by Iraq and Turkey. Fifty percent of pre-war production was from this northeastern region, with the largest producing field in the country, Suwaidiyah, producing just over 100,000 bpd. The oil was transported along a major pipeline running to Homs and then on to the Mediterranean coast and eventual export.There is a suite of smaller fields in the east of the country, trending northwest – southeast just north of the Euphrates river near the Iraqi border, in the Deir al-Zor region.Oil remains critical to the conflict as the government’s military fleet largely runs on diesel or gas oil. Subsequent to imposition of sanctions in 2011, when the EU ceased to purchase exported crude, the Assad regime resorted to bartering what crude production they could still access with countries like Russia, Iran, & Venezuela, swapping the oil for refined diesel.

For Crimean Tatars, the Ukraine-Russia standoff is full of risk

But unlike most teenagers, she logs in to discuss politics.Medina is a Crimean Tatar. Crimean Tatars make up 15 percent of the Crimean peninsula’s ethnically-mixed population. And with the Russian troop presence in Crimea this past week, tensions are running high.“The most popular subject for discussion for me and my friends is definitely the current situation here in Crimea,” Medina says. “We are always exchanging messages, updating each other on the situation. We’re worried.”As the crisis over Crimea continues, everyone is on edge, but especially families like Medina's. Crimean Tatars are Muslims, the indigenous people of the peninsula. In 1944, Stalin deported the entire Tatar population of Crimea to Central Asia.In the family’s living room, Medina's grandparents Zenife and Zavre watch the news. Her grandparents were among the first Crimean Tatars to return to Crimea in 1969. Thousands followed in the 1980s, even though discrimination against the Crimean Tatars continued until the collapse of the Soviet Union in 1991.
Now, once again, fear has returned.Zenife says in the past few days, a few of her Tatar neighbors found their houses marked with crosses. She says Crimean Tatars are scared of the dormant ethnic tensions that the Russian troop presence has stirred up.“We have nowhere to go," she says. "Russians have Russia, Ukrainians can go to Ukraine, but Crimea is our only home.”Every day, Zenife has been participating in peaceful protests against the Russian troops. Most of the demonstrators are women and children. They wave blue and yellow balloons, the color of the Ukrainian flag. “Crimea is Ukraine,” the women shout. Across the road, Russian troops in balaclavas stand in front of a Ukrainian military base, blocking the entrance.Long ago, Crimean Tatars had their own state, but now they believe their best chance of survival is with Ukraine.At a Crimean Tatar Television station called ATR, one of the top stories of the day is the visit of an official delegation of Muslims from Russia, who have come to meet with Crimean Tatars.“We can see how actively the new Russia-backed government in Crimea is trying to get Crimean Tatars on their side,” says Linur Yunusov, a journalist at ATR. “They are promising financial packages and government posts. There has been a whole string of delegations from Russia's Muslim regions trying to negotiate with us because the future of this pro-Moscow government depends on whether Crimean Tatars support it or not.”Tatars represent only a small piece of Crimea’s population, but, politically, they matter. Crimea's new pro-Moscow government plans to hold a referendum in May on greater autonomy for the peninsula from Kiev — and they need Tatar votes. On Thursday, they moved that referendum up to March 16.Eskandar Bariiev, a deputy in the Mejlis, the representative body for the Crimean Tatars, says he worries that the Russians will make an offer that the Crimean Tatars will find hard to refuse, a sort of autonomy that that they have always dreamed of.“It will put us in an incredibly difficult position,” he says, but with memories of deportation still alive, he can't imagine Crimean Tatars aligning themselves with Russia.Still, the pressure on the Crimean Tatars is increasing. They worry about what will happen if they continue to refuse to back the new regime.

Ukraine is one of the 57 participating States of the OSCE. Since the beginning of the protests in November 2013, the OSCE has closely followed the situation in the country. It has engaged with the authorities, civil society, media and all other stakeholders in an effort to calm tensions and encourage  solutions to the crisis through a peaceful and inclusive dialogue. One representative from the OSCE Conflict Prevention Centre is also participating.

Russia calls for OSCE probe into Kiev sniper deaths
AFP-1 hour ago-mar 8,14-yAHOONEWSAnti-government protesters clash with the police in the center of Ukrainian capital Kiev during the night on January 25, 2014-Moscow (AFP) - Russian Foreign Minister Sergei Lavrov on Saturday called for an OSCE investigation into who was behind the deaths of dozens of people in Kiev last month in attacks by snipers, saying the truth could no longer be "covered up".Lavrov's comments came after Estonia's top diplomat told EU foreign policy chief Catherine Ashton in a phone call leaked this weak that the then- Ukrainian opposition to president Viktor Yanukovych may have been involved in the attacks."The latest information about the so-called snipers case can no longer be covered up," Lavrov told a news conference in Moscow with his Tajik counterpart."We have proposed that the OSCE (Organisation for Security and Cooperation in Europe) takes up an objective investigation of this and we will ensure there is justice."There have been too many lies, and this lie has been used too long to push European public opinion in the wrong direction, contrary to the objective facts."Western states have blamed Yanukovych's now disbanded elite riot police force for much of the killing that rocked in Kiev in February.However Russia has strongly emphasised the leaked phone call between Estonian Foreign Minister Urmas Paet and Ashton as evidence for its argument that the new post-Yanukovych government in Kiev is made up of dangerous extremists.

Lavrov's call for a full probe indicates that this is an issue Russia will not allow to drop, risking new tensions with the West.In the audio of the February 26 call, whose authenticity was confirmed by Estonia, Paet told Ashton he was informed in Kiev that "they were the same snipers killing people from both sides."Dozens of protesters and around 15 police officers were killed in the attacks.Paet, who had held talks with Ukraine's new leaders on February 25, added: "It's really disturbing that now the new coalition, they don't want to investigate what exactly happened."

CEE, Nordic, Baltic ministers condemn Crimea vote plans, call for EU mission

Russia and the Budapest memorandum
07.03.14 @ 09:52-By Steven Blockmans-euobserverBRUSSELS - The Budapest Memorandum of 5 December 1994 - officially the Memorandum on Security Assurances in Connection with Ukraine's Accession to the Treaty on the Non-Proliferation of Nuclear Weapons - was signed by the Presidents of Ukraine, the Russian Federation and the US, and the Prime Minister of the UK to provide national security assurances to Ukraine. Crimea: By militarily invading and annexing the region, Russia has acted in breach of its obligations China and France joined its provisions at a later stage in the form of individual statements.In return for the security assurances by the great powers, Ukraine decided to give up what was then the world’s third largest nuclear weapons stockpile and acceded to the Non-Proliferation Treaty.The memorandum consists of 6 provisions and is not restricted to threats or the use of nuclear weapons.Articles 1 and 2 impose clear-cut obligations on Russia to respect the political independence and territorial integrity of Ukraine, within its “existing borders” of 1994, and not to threaten it or use force by any means.

By militarily invading and annexing Crimea, Russia has acted in breach of its obligations under the Budapest memorandum.In spite of what its name suggests, the memorandum qualifies as an international agreement under the terms of the 1969 Vienna Convention on the Law of Treaties.It thus creates legally binding obligations for the guarantor states and could become the object of inter-state litigation before the International Court of Justice. However, the chances of that happening are slim.Russia has not issued a declaration recognizing as compulsory the jurisdiction of the court. This means that Moscow retains the right to decide on a case-by-case basis whether the court has jurisdiction.Given the circumstances it is unlikely that the Kremlin would accept the Court’s jurisdiction to hear a dispute over the Budapest memorandum filed by Ukraine or any of the other permanent members of the UN Security Council which have signed up to it.In the same vein, Putin’s Russia seems unfazed that it is violating general principles of international law underpinning the current world order, i.e. those contained in the UN Charter (Articles 2.4 and Article 2.7), and the 1975 Helsinki Final Act.Under the terms of the UN Charter, the use of force in another state’s territory is only justified when mandated by the UN Security Council - quod non - or in case of self-defence. Since there was no prior armed attack from the Ukrainian armed forces against Russia, the latter exception cannot be invoked either.The argument first advanced by Moscow to justify its military intervention was that it acted in defence of Russian speakers and passport holders whose human rights and fundamental freedoms were said to be violated by a fascist regime in Kiev which seized power by unconstitutional means.However, in the absence of hard facts presented by Moscow to back up the claim of gross and persistent violations of Russian minority members’ fundamental rights by the new Ukrainian authorities, the brief interruption of a law on regional languages by the Rada does not provide the legal cover to effectively invoke self-defence or the claim of “Responsibility to Protect,” a principle which - ironically - Russia has fanatically sought to prevent from solidifying under international law.A subsidiary argument presented at the UN Security Council by ambassador Vitaly Churkin was that Russia had intervened upon the written invitation of Viktor Yanukovych, the deposed yet “legitimate” President of Ukraine, to establish peace and stability in his homeland.

Moscow keeps repeating that Germany, France and Poland should honour the terms of the February 21 agreement (by which Yanukovich agreed with the opposition leaders of the Maidan movement to restore the Constitution of 2004, to form a national unity government, and hold early Presidential elections) which they signed.However, it strikes one as particularly odd for Russia to promote the application of an agreement which it refused to sign up to when it had the chance.What the Kremlin also seems to forget is that Yanukovych was subsequently abandoned by his own party and impeached by the Ukrainian Parliament. Most damningly in the misguided motivation for Russia’s military intervention in Ukraine is Churkin’s statement that Yanukovych’ letter to President Putin was dated 1 March, whereas Russian troops had already taken up positions around strategic locations on the Crimean peninsula on 28 February.By Russia’s own admission, therefore, it had already violated binding norms of international law.The latter seems emblematic for the “couldn’t care less” attitude of Putin’s Russia.So far, the Kremlin has not bothered to seriously rebut allegations by the US and the EU that it has violated the terms of the Budapest memorandum. More worryingly, the Moscow allows itself to be inconsistent with its own commitments and is reneging its own words.This has all the trappings of a panicking dictatorship, which crushes dissent at home and portrays confidence in winning a great battle with the enemy abroad. Centre-right leaders give Ukraine hope of EU membership
07.03.14 @ 17:56-By Valentina Pop-EUOBSERVERDublin - EU centre-right leaders, including Germany's Angela Merkel and Poland's Donald Tusk, have given the strongest support so far for Ukraine's hopes to join the EU one day.A resolution adopted by the European People’s Party at a congress in Dublin on Friday (7 March) refers to a clause in the EU treaty about which countries can apply to become EU member states.The EPP "stresses that Article 49 of the EU treaty refers to all European states, including Ukraine, which has a European perspective and may apply to become a member of the Union, provided that it adheres to the principles of democracy, respects fundamental freedoms and human and minority rights and ensures the rule of law."The language was made possible by th fact that France, which is opposed to Ukrainian membership, but which currently has a centre-left government, was not at the EPP event.

EU sources told this website that France, at a meeting of EU foreign ministers in Brussels last month, did not merely oppose any mention of Ukraine’s membership prospects in the ministers’ conclusions, but wanted to go further, inserting language to make clear that Ukraine will never become an EU member.Poland wanted to give an enlargment promise.And Germany came up with a compromise, with ministers agreeing to say that an association and free trade agreement with the EU is not the "final goal" in EU-Ukraine relations.EU sources also cautioned against reading too much into the EPP statement, however.The contacts noted that the text represents a political group trying to give a political boost to Ukraine’s new government in the face of Russian hostility.But a formal EU statement on Ukrainian accession would have to be made by the EU Council, where the French, or any other EU country’s veto, can apply.Meanwhile, if the EU and Ukraine sign the political chapters of the EU association accord in the next few weeks, as planned, they will be signing a legally binding document, which locks in the nature of bilateral relations for at least 10 or so years and which says nothing on article 49.Earlier at the Dublin congress, Ukraine opposition leaders Yulia Tymoshenko and Vitali Klitschko got standing ovations by the EPP elite.Chancellor Merkel said that "Ukrainian people have the same right for freedom and democracy as we have in the EU."She added: “And the same goes for the people in Moldova, Georgia, Belarus, Armenia and Azerbaijan," referring to the other countries in the EU's "Eastern Partnership” policy on former Soviet Europe.The EPP’s resolution "strongly condemns the invasion of Russian troops on the sovereign territory of Ukraine as a breach of international law and calls on President Putin to stop and withdraw any Russian armed forces" from Ukraine.The centre-right leaders warned that failure to comply will lead to "further isolation of Russia and to further targeted measures."A high-level EU official told EUobserver it is very likely that further snap summits will be called if Russia goes ahead with its “provocations” in Crimea - such as Thursday’s Crimean decree on making the region part of Russia.The high-level source said that only EU leaders, not ministers or officials, can authorise sanctions against Putin's entourage.

VOLUNTARY HOSTING OF VISITS TO DISPEL CONCERNS ABOUT MILITARY ACTIVITIES

(18) In order to help to dispel concerns about military activities in the zone of application for CSBMs, participating States are encouraged to invite other participating States to take part in visits to areas on the territory of the host State in which there may be cause for such concerns. Such invitations will be without prejudice to any action taken under paragraphs (16) to (16.3).

(18.1) States invited to participate in such visits will include those which are understood to have concerns. At the time invitations are issued, the host State will communicate to all other participating States its intention to conduct the visit, indicating the reasons for the visit, the area to be visited, the States invited and the general arrangements to be adopted.

(18.2) Arrangements for such visits, including the number of the representatives from other participating States to be invited, will be at the discretion of the host State, which will bear the in-country costs. However, the host State should take appropriate account of the need to ensure the effectiveness of the visit, the maximum amount of openness and transparency  and the safety and security of the invited representatives. It should also take account, as far as practicable, of the wishes of visiting representatives as regards the itinerary of the visit. The host State and the States which provide visiting personnel may circulate joint or individual comments on the visit to all other participating States.

HANOI: Rescuers from several nations mounted an air and sea search Saturday for a Malaysia Airlines jet that has gone missing over Southeast Asia, with grave fears for the 239 people on board.Vietnam authorities said contact with Flight MH370 was lost near its airspace, but its exact location and fate remained a mystery more than 14 hours after it slipped off air-traffic control screens.The plane lost contact near Ca Mau province airspace as it was preparing to transfer to Ho Chi Minh City air traffic control,” the Vietnamese government said in a statement.Ca Mau province is in southernmost Vietnam, next to the Cambodian border.
The airline said the plane’s last known position was a point about 150 kilometres north of Malaysia’s eastern coast.

Vietnam spots oil slicks in hunt for missing jet

KUALA LUMPUR, Malaysia (AP) - Vietnamese air force planes on Saturday spotted two large oil slicks in the area where a Malaysia Airlines Boeing 777 vanished earlier in the day, the first sign that the aircraft carrying 239 people on board had crashed.The air force planes were part of a multinational search operation launched after Flight MH370 fell off radar screens less than an hour after it took off from Kuala Lumpur for Beijing early Saturday morning.A Vietnamese government statement said the slicks were spotted late Saturday off the southern tip of Vietnam and were each between 10 kilometers (6 miles) and 15 kilometers (9 miles) long. There was no confirmation that the slicks were related to the missing plane, but the statement said they were consistent with the kinds that would be produced by the two fuel tanks of a crashed jetliner.Two-thirds of the missing plane's passengers were from China, while others were from elsewhere in Asia, North America and Europe.

Malaysia Airlines CEO Ahmad Jauhari Yahya said there was no indication that the pilots had sent a distress signal, suggesting that whatever happened to the plane occurred quickly and possibly catastrophically.At Beijing's airport, authorities posted a notice asking relatives and friends of passengers to gather at a nearby hotel to wait for further information, and provided a shuttle bus service. A woman wept aboard the bus while saying on a mobile phone, "They want us to go to the hotel. It cannot be good."Relatives and friends of passengers were escorted into a private area at the Lido Hotel, and reporters were kept away. A man in a gray hooded sweatshirt later stormed out complaining about a lack of information. The man, who said he was a Beijing resident but declined to give his name, said he was anxious because his mother was on board the flight with a group of 10 tourists."We have been waiting for hours and there is still no verification," he said.The plane was last detected on radar at 1:30 a.m. (1730 GMT Friday) around where the South China Sea meets the Gulf of Thailand, authorities in Malaysia and Vietnam said.Lai Xuan Thanh, director of Vietnam's civil aviation authority, said air traffic officials in the country never made contact with the plane.The plane "lost all contact and radar signal one minute before it entered Vietnam's air traffic control," Lt. Gen. Vo Van Tuan, deputy chief of staff of the Vietnamese army, said in a statement.The South China Sea is a tense region with competing territorial claims that have led to several low-level conflicts, particularly between China and the Philippines. That antipathy briefly faded as China, the Philippines, Vietnam, Singapore and Malaysia all sent ships and planes to the region.Malaysian Prime Minister Najib Razak said that Malaysia had dispatched 15 planes and nine ships to the area, and that the U.S. Navy was sending some planes as well. Singapore, China and Vietnam also were sending aircraft.

It's not uncommon for it to take several days to find the wreckage of aircraft floating on the ocean. Locating and then recovering the flight data recorders, vital to any investigation, can take months or even years."In times of emergencies like this, we have to show unity of efforts that transcends boundaries and issues," said Lt. Gen. Roy Deveraturda, commander of the Philippine military's Western Command.Thanh said Malaysian, Singaporean and Vietnamese search officials were coordinating operations in an 11,200-square-kilometer (4,324-square-mile) area where the plane was last known to be. He said Vietnamese fishermen in the area were asked to report any suspected sign of the missing plane.The air search was suspended for the night and was to resume Sunday morning, while the sea search was ongoing, the airline said.The plane was carrying 227 passengers, including two infants, and 12 crew members, the airline said. It said there were 152 passengers from China, 38 from Malaysia, seven from Indonesia, six from Australia, five from India, three from the U.S., and others from Indonesia, France, New Zealand, Canada, Ukraine, Russia, Italy, Taiwan, the Netherlands and Austria.In Kuala Lumpur, family members gathered at the airport, but were kept away from reporters."Our team is currently calling the next of kin of passengers and crew. Focus of the airline is to work with the emergency responders and authorities and mobilize its full support," said Yahya, the airline CEO. "Our thoughts and prayers are with all affected passengers and crew and their family members."Fuad Sharuji, Malaysia Airlines' vice president of operations control, told CNN that the plane was flying at an altitude of 35,000 feet (10,670 meters) and that the pilots had reported no problem with the aircraft.Asked whether terrorism was suspected, Malaysian Transport Minister Hishammuddin Hussein said authorities had "no information, but we are looking at all possibilities."Malaysia Airlines has a good safety record, as does the 777, which had not had a fatal crash in its 19-year history until an Asiana Airlines plane crashed in San Francisco in July 2013, killing three passengers, all teenagers from China.Airliner "black boxes" - the flight data and cockpit voice recorders - are equipped with "pingers" that emit ultrasonic signals that can be detected underwater. Under good conditions, the signals can be detected from several hundred miles away, said John Goglia, a former member of the U.S. National Transportation Safety Board. If the boxes are trapped inside the wreckage, the sound may not travel as far, he said. If the boxes are at the bottom of an underwater trench, that also hinders how far the sound can travel. The signals also weaken over time.Air France Flight 447, with 228 people on board, disappeared over the Atlantic Ocean en route from Rio de Janeiro to Paris on June 1, 2009. Some wreckage and bodies were recovered over the next two weeks, but it took nearly two years for the main wreckage of the Airbus 330 and its black boxes to be located and recovered.Malaysia Airlines said the 53-year-old pilot of Flight MH370, Zaharie Ahmad Shah, has more than 18,000 flying hours and has been flying for the airline since 1981. The first officer, 27-year-old Fariq Hamid, has about 2,800 hours of experience and has flown for the airline since 2007.The tip of the wing of the same Malaysian Airlines Boeing 777-200 broke off Aug. 9, 2012, as it was taxiing at Pudong International Airport outside Shanghai. The wingtip collided with the tail of a China Eastern Airlines A340 plane. No one was injured.Malaysia Airlines' last fatal incident was in 1995, when one its planes crashed near the Malaysian city of Tawau, killing 34 people. The deadliest crash in its history occurred in 1977, when a domestic Malaysian flight crashed after being hijacked, killing 100 people.In August 2005, a Malaysian Airlines 777 flying from Perth, Australia, to Kuala Lumpur suddenly shot up 900 meters (3,000 feet) before the pilot disengaged the autopilot and landed safely. The plane's software had incorrectly measured speed and acceleration, and the software was quickly updated on planes around the world.Malaysia Airlines has 15 Boeing 777-200s in its fleet of about 100 planes. One of the London region’s coldest unsolved murders is nearing a crucial anniversary, a point at which not only many key clues have vanished — but also people who could shed light on the slaying.But even now, almost 30 years since the badly beaten body of Donna Awcock was found near London’s Fanshawe Dam, family members have hope.That hope is renewed by a $50,000 reward — double its original value — for information leading to the conviction of the 17-year-old’s killer.But one expert says it’s not the number of zeros in a reward, but technological advances and forensic evidence that are the best bets to crack cold cases.Awcock’s family is undeterred.“Money talks,” said Tammy Dennett, who’s fought tirelessly to keep her sister’s case alive.This year, she pushed the Ontario Provincial Police to double the reward. She’s also plastered the new reward signs around East London.“I just feel in my heart that someone out there knows. Someone must know,” she said Wednesday.“She didn’t kill herself — someone did this to her and Donna deserves justice.”Awcock, a green-eyed teen with dirty blond hair, lived with her family in an apartment on Cheyenne Ave., now Oakville Ave., in northeast London.She loved children and they loved her. She often babysat for Dennett, who also lived with their parents in the apartment.The night she was last seen alive, Awcock had been babysitting for a woman who lived in the next-door building.The woman asked Awcock to run to a nearby store to pick her up some cigarettes, but Awcock never returned.The next morning, realizing she was missing, Awcock’s family called police. They told them she may have run away. But that wasn’t like her, so they began a search with neighbours.Seven or eight hours later, two boys said they came across the teen’s body, said Dennett, who’s relived the agonizing day thousands of times.Awcock had been raped and killed.“Both my parents fell to their knees,” said Dennett, her voice cracking. “My dad aged 10 years overnight.”Since that day, Oct. 13, 1983, Awcock’s case has routinely been included in police cold-case projects.High-profile killers Paul Bernardo and Tennessee fugitive Joe Shepherd were suspects, but eliminated.“It’s never a closed case,” said OPP spokesperson David Rektor, adding the Ontario government put up the reward money to generate tips.Awcock said she went to the OPP after she was told police will sometimes boost rewards if leads have gone cold and enough time has passed.But it’s not the size of the reward that determines good tips, said Michael Scott, a law professor at the University of Wisconsin and former police officer. Old cases are more likely to be solved by technology and forensic evidence, he said.“In many times there was some kind of a financial reward offered at the time, and that wasn’t enough to compel the person, so the offer of more money 30 years later doesn’t seem more likely,” he said.“There’s always hope,” he said.The passage of time “cuts in both directions” when it comes to unsolved murders, said Scott, who specializes in research and teaching in policing.“Memories fade with prolonged time,” he said. “But on the other hand, people who have a bit of a guilty conscience — it might catch up with them in life.”
But Dennett, encouraged by interest the case has attracted since she started a Facebook page a few years ago, said $50,000 could be just the incentive someone needs. “I hope so. I want this person caught.”
Their father never recovered, said Dennett, and died about 10 years ago. Their mom still doesn’t want to talk about the case.“My sister was raped and killed. That has changed everything about my family,” she said. “He killed us, too.“I still have trust issues . . . I don’t know who did this to her. It could be my neighbour,” she said.“To this day, I don’t go out in the dark.”

The North Atlantic Treaty

Washington D.C. - 4 April 1949

The Parties to this Treaty reaffirm their faith in the purposes and principles of the Charter of the United Nations and their desire to live in peace with all peoples and all governments.
They are determined to safeguard the freedom, common heritage and civilisation of their peoples, founded on the principles of democracy, individual liberty and the rule of law. They seek to promote stability and well-being in the North Atlantic area.
They are resolved to unite their efforts for collective defence and for the preservation of peace and security. They therefore agree to this North Atlantic Treaty :

Article 1

The Parties undertake, as set forth in the Charter of the United Nations, to settle any international dispute in which they may be involved by peaceful means in such a manner that international peace and security and justice are not endangered, and to refrain in their international relations from the threat or use of force in any manner inconsistent with the purposes of the United Nations.

Article 2

The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them.

Article 3

In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.

Article 4

The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened.

Article 5

The Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence recognised by Article 51 of the Charter of the United Nations, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the North Atlantic area.Any such armed attack and all measures taken as a result thereof shall immediately be reported to the Security Council. Such measures shall be terminated when the Security Council has taken the measures necessary to restore and maintain international peace and security .

Dublin - Despite their personal differences, Ukrainian opposition leaders Yulia Tymoshenko and Vitali Klitschko put up a united front at a meeting of centre-right EU leaders on Thursday (6 March), warning the West against allowing Russia to invade their country."Putin will go as far as the Western world will allow him to," Tymoshenko said in a speech at the Dublin congress of the European People's Party."If we allow Russia to hold a referendum under the barrel of Kalashnikovs on the annexation of Crimea, we will lose stability throughout the whole world," she said.Still in a frail state after more than two years in prison, Tymoshenko confirmed reports she will fly to Germany for medical treatment.In a wheelchair, she was accompanied on stage by her daughter, Eugenia, who campaigned tirelessly for her mother's release. They were both welcomed with standing ovations and flowers.The EPP has consistently pleaded for Tymoshenko's release, with the party's late chief, Hans Martens, a strong supporter of the Ukrainian politician.But other EPP leaders, notably Germany's Angela Merkel, were concerned about giving Tymoshenko too much of a platform. The former prime minister is a polarising figure in Ukraine, after controversial gas deals with Russia's Vladimir Putin.EUobserver has learned that Merkel insisted that other opposition figures be invited to the EPP congress. I will not accept a compromise at Ukraine's expense, and that includes its territorial integrity," she said.According to Russian media reports, Tymoshenko allegedly struck a deal with Putin so he can keep Crimea, while she gets his endorsement for becoming prime minister after the May elections.Tymoshenko responded to this by saying: "Don't watch Russian TV, don't read Russian press, it's full of anti-Ukrainian propaganda."
On recent remarks by Estonian foreign minister Urmas Paet (made in a leaked telephone call) that there was a "stronger understanding" among Maidan protesters that someone in the current interim government, and not ousted President Yanukovych, had hired snipers to shoot at civilians, Tymoshenko said she "fully supports an independent inquiry"."Experts are already on the ground," she added.

EU leaders freeze Russia visa talks, threaten trade sanctions

BRUSSELS - EU leaders have suspended talks on visa-free travel with Russia and threatened asset freezes and economic sanctions if the situation in Ukraine gets worse.The immediate cost of Russia’s invasion of Ukraine’s Crimea - described by UK Prime Minister David Cameron as “the one thing the Russians want more than anything with the EU” - is no quick prospect of Russian people visiting Europe without visas.EU leaders also shelved talks on a new bilateral treaty with Russia, but these had all-but petered out before the current crisis.They added that unless Russia starts negotiations with Ukraine’s new government “in the next few days” and agrees in “a limited timeframe” to pull back troops, the EU will impose visa bans and asset freezes on Kremlin officials and cancel the next EU-Russia summit.They also said if Russia “further … destabilise[s] the situation in Ukraine” there will be “far reaching consequences … which will include a broad range of economic areas.”The red line refers to Russian aggression in other partly Russophone regions of east and south Ukraine.Britain’s Cameron indicated the trade sanctions could cover Russian access to EU financial centres, such as the City of London, the energy market, and defence contracts.For her part, German Chancellor Angela Merkel, whose country buys vast amounts of Russian gas and sells tens of billions of euros of German products in Russia, noted she is ready to take "far reaching economic measures.”French leader Francois Hollande, who is due to deliver two warships to Russia, said “we respect all contracts that we have signed,” but added “we have to look at all domains … we have to forcefully evoke even this hypothesis [that the ships will not be sent].”On the Ukrainian side, EU leaders agreed to sign the “political” chapters of an EU-Ukraine treaty before Ukrainian elections in May and to unilaterally lower tariffs on Ukrainian imports.They also backed a European Commission proposal to pay Ukraine €11 billion in loans and grants in the next seven years in return for an ethnically “inclusive” government and austerity measures.With the Ukraine crisis originating in its former regime’s refusal to sign the EU accession treaty last year due, in part, to Russian pressure, the commission chief, Jose Manuel Barroso, said the early signature “will seal the association between Ukraine and the EU, as was the wish of the Ukrainian people.”

The EU summit accord was not plain sailing.

Polish Prime Minister Donald Tusk told press that when the meeting began “it looked like it would not be so simple” to get agreement on his proposal on the early EU treaty signature.France's Hollande noted the association treaty has nothing to do with EU enlargement. “For those of you [in the press] who are not specialists, ‘association’ does not mean ‘integration’ and it does not mean ‘accession’,” he said.He added that any Russia trade sanctions will require a “new decision” by the EU, creating the opportunity for national vetoes down the line.With the US earlier in the day already authorising a visa ban and asset freeze on Russian officials, the EU side rejected suggestions that its response is weaker.Van Rompuy noted the US executive order was “very general” and will be fleshed out later, while EU institutions are already drafting legal instruments for similar measures so that “this step can be taken much earlier ... than people think.”Barroso said the EU-Ukrainian association pact “is something that we can offer that some of our international partners cannot,” while Merkel added that America’s decision is part of a “co-ordinated approach between the US and Europe.”For its part, Nato, the West’s defence alliance, the same day also took action.The US said it is sending an extra six F-15 fighter jets to patrol Nato airspace in the Baltic region and 12 F-16s for a training exercise in Poland.Directly after attending the EU meeting, Ukrainian PM Arseniy Yatsenyuk spoke with Nato chief Anders Fogh Rasmussen, who promised to “step up our engagement with Ukraine’s political and military leadership, as we are doing just now.”He also said he will “strengthen our efforts to build the capacity of the Ukrainian military, including with more joint training and exercises, and we will do more to include Ukraine in our cutting-edge multinational projects to develop capabilities.”But in the meantime, Russia and pro-Russian groups in Crimea created their own new facts.The devolved Crimean parliament decreed the territory should join Russia and called a referendum on the question in 10 days’ time - a move the EU and the US dubbed “illegal.”Pro-Russian paramilitaries scuttled a ship to block Ukrainian vessels in Lake Donuzlav and made Crimea a no-go area for international monitors by refusing access to the Vienna-based multilateral club, the OSCE.Ukrainian civil society activists also reported that Russian nationals continued to come by bus from Russia to eastern Ukrainian cities, such as Donetsk and Kharkiv, to join pro-Russia protests, in which crowds hung Russian flags on municipal buildings in recent days.

OSCE media freedom representative cancels press conference in Kyiv on Friday

KYIV, 6 March 2014 – The OSCE Representative on Freedom of the Media, Dunja Mijatović, is cancelling her press conference on Friday due to additional information gathering and meetings with authorities and media organizations in Ukraine.

Stop attacks on journalists, de-escalate situation by allowing media to report freely in Ukraine, says OSCE representative

KYIV, 7 March 2014 – OSCE Representative on Freedom of the Media Dunja Mijatović today warned that the current situation in Ukraine has led to a media freedom crisis as she ended a four-day visit to the country. “I am extremely worried about the media freedom situation, we are seeing cases of intimidation, beatings and media censorship every day. I call on all those responsible to stop the information war, ensure journalists’ safety in Crimea and elsewhere and immediately start to de-escalate the situation by allowing media to report freely,” Mijatović said.“In times of crisis, members of the media are among the first to be attacked to deprive citizens from receiving information from a variety of sources. The recent demonstrations in Kyiv and other cities and what we are seeing across Crimea are clear examples of this. Mijatović met with media associations and local journalists in Simferopol on Wednesday to discuss media freedom issues. “The biggest problem is journalists’ safety. In addition, signals of Ukrainian television stations have been cut in Crimea, including the signal of the independent Chernomorskaya TV,” Mijatović said.

She said Tatar journalists at the state broadcaster Krym are under political pressure from the broadcaster’s administration and that access to official information from local authorities is provided only to loyal journalists.“History has shown that attempts to silence critical voices are never successful and restrictions on media can have disastrous consequences. From personal experience I know very well what the destructive power of controlled media can be,” Mijatović said.During her meetings in Kyiv with senior government officials Mijatović stressed that there must be no impunity for attacks against journalists, and she raised the case of the murder of Vesti journalist Vyacheslav Veremyi. “I noted that the public prosecutor will focus on these cases and I expect justice to be served”, she said. “Veremyi's family, friends and colleagues deserve it.”In her meetings with government officials Mijatović also noted that recent proposals by some parliamentarians to ban Russian television channels have been withdrawn.“These are positive steps. KYIV, 6 March 2014 – OSCE High Commissioner on National Minorities Astrid Thors is alarmed about the situation in Crimea.On her return to Kyiv today, she said: “I am alarmed about the risk of violent conflict on the Crimean peninsula and the effects this could have on all communities, particularly the Ukrainian and Crimean Tatar groups.”Thors said the situation remains precarious. “Rash decisions on the future status of Crimea are a major source of tension and expose divisions between the peninsula’s communities that have been left unaddressed for decades. Like the Ukrainian community, Crimean Tatars have taken a different position to the majority population, which increases their vulnerability. Relations between ethnic groups on the peninsula are characterized by a growing climate of fear,” she said.“I remind the authorities in effective control of the Crimean peninsula that they are obliged to ensure security and respect for human rights, including minority rights, for all those present on the territory, regardless of whether they are of Russian, Ukrainian or Crimean Tatar or other origin.”“There is a real risk of bloodshed. Personal Envoy Guldimann says situation in Crimea calm but very tense

KYIV, 6 March 2014 - The Personal Envoy of the OSCE Chairperson-in-Office, Ambassador Tim Guldimann, briefing media in Kyiv today, commended the Ukrainian authorities for their efforts to de-escalate the situation on Crimea, adding that “the situation is calm, but very tense.”Guldimann, together with the High Commissioner of National Minorities, Astrid Thors, visited Crimea over the last two days and had the opportunity to meet with various stakeholders.“It is a miracle that there has been no blood-shed yet,” he said.Guldimann deplored the fact that, while in Crimea, he was not able to secure a meeting with Sergey Aksyonov and the commander of the Black Sea Fleet of the Russian Federation. He and Thors, however, had extensive talks with representatives from the Crimean Parliament as well as from public administration and civil society, including from the community of the Crimean Tatars. He also met with the representative of the acting Ukrainian President in Crimea.Guldimann’s visit to Crimea, as well as various meetings with officials in Kyiv during his trip, were an essential step for preparations of further OSCE activities to assist Ukraine to overcome the crisis.

Putin rebuffs Obama as Ukraine crisis escalates

MOSCOW/SIMFEROPOL, Ukraine (Reuters) - President Vladimir Putin rebuffed a warning from U.S. President Barack Obama over Moscow's military intervention in Crimea, saying on Friday that Russia could not ignore calls for help from Russian speakers in Ukraine.After an hour-long telephone call, Putin said in a statement that Moscow and Washington were still far apart on the situation in the former Soviet republic, where he said the new authorities had taken "absolutely illegitimate decisions on the eastern, southeastern and Crimea regions."Russia cannot ignore calls for help and it acts accordingly, in full compliance with international law," Putin said.Ukraine's border guards said Moscow had poured troops into the southern peninsula where Russian forces have seized control.Serhiy Astakhov, an aide to the border guards' commander, said there were now 30,000 Russian soldiers in Crimea, compared to 11,000 permanently based with the Russian Black Sea fleet in the port of Sevastopol before the crisis.Putin denies that the forces with no national insignia that are surrounding Ukrainian troops in their bases are under Moscow's command, although their vehicles have Russian military plates. The West has ridiculed this claim.The most serious east-west confrontation since the end of the Cold War - resulting from the overthrow last month of President Viktor Yanukovich after violent protests in Kiev - escalated on Thursday when Crimea's parliament, dominated by ethnic Russians, voted to join Russia. The region's government set a referendum for March 16 - in just nine days' time.European Union leaders and Obama denounced the referendum as illegitimate, saying it would violate Ukraine's constitution.The head of Russia's upper house of parliament said after meeting visiting Crimean lawmakers on Friday that Crimea had a right to self-determination, and ruled out any risk of war between "the two brotherly nations".Before calling Putin, Obama announced the first sanctions against Russia since the start of the crisis, ordering visa bans and asset freezes against so far unidentified persons deemed responsible for threatening Ukraine's sovereignty.Japan endorsed the Western position that the actions of Russia, whose forces have seized control of the Crimean peninsula, constitute "a threat to international peace and security", after Obama spoke to Prime Minister Shinzo Abe.China, often a Russian ally in blocking Western moves in the U.N. Security Council, was more cautious, saying that economic sanctions were not the best way to solve the crisis and avoiding comment on the legality of a Crimean referendum on secession.The EU, Russia's biggest economic partner and energy customer, adopted a three-stage plan to try to force a negotiated solution but stopped short of immediate sanctions.The Russian Foreign Ministry responded angrily on Friday, calling the EU decision to freeze talks on visa-free travel "extremely unconstructive" and warning that Moscow would retaliate against any sanctions.Brussels and Washington also rushed to strengthen the new authorities in economically shattered Ukraine, announcing both political and financial assistance.Promises of billions of dollars in Western aid for the Kiev government, and the perception that Russian troops are not likely to go beyond Crimea into other parts of Ukraine, have helped reverse a rout in the local hryvnia currency.In the past two days it has traded above 9.0 to the dollar for the first time since the Crimea crisis began last week. Local dealers said emergency currency restrictions imposed last week were also supporting the hryvnia.
IMPORTANT DIFFERENCES
In their telephone call, Obama said he urged Putin to accept the terms of a potential diplomatic solution to the dispute over Crimea that would take account of Russia's legitimate interests in the region.Putin was defiant on Ukraine, where he said the pro-Russian Yanukovich had been ousted in an "anti-constitutional coup". But he underlined what he called "the paramount important of Russian-American relations to ensure stability and security in the world", the Kremlin said."These relations should not be sacrificed for individual differences, albeit very important ones, over international problems," Putin said.The 28-nation EU welcomed Ukrainian Prime Minister Arseny Yatseniuk to an emergency summit, even though Kiev is neither a member nor a recognized candidate to join the bloc, and agreed to bring forward the signing of the political parts of an agreement on closer ties before Ukraine's May 25 elections.Yatseniuk said after returning to Ukraine that no one in the civilized world would recognize the result of the "so-called referendum" in Crimea. He repeated Kiev's willingness to negotiate with Russia and said he had requested a telephone call with Russian Prime Minister Dmitry Medvedev.The European Commission said Ukraine could receive up to 11 billion euros ($15 billion) in the next couple of years provided it reaches agreement with the International Monetary Fund, which requires painful economic reforms like ending gas subsidies.
UKRAINIANS CONFIDENT
Despite Putin's tough words, demonstrators who have remained encamped in Kiev's central Independence Square to defend the revolution that ousted Yanukovich said they did not believe Crimea would be allowed to secede.Some said they were willing to go to war with Russia, despite the mismatch between the two countries' armed forces."We are optimists. Crimea will stand with us and we will fight for it," said Taras Yurkiv, 35, from the eastern city of Lviv. "How we will fight depends on the decisions of our leadership. If necessary, we will go with force. If you want peace, you must prepare for war."Alexander Zaporozhets, 40, from central Ukraine's Kirovograd region, put his faith in international pressure."I don't think the Russians will be allowed to take Crimea from us: you can't behave like that to an independent state. We have the support of the whole world. But I think we are losing time. While the Russians are preparing, we are just talking."
On the ground in Crimea, the situation was calm although 35 unarmed military observers dispatched by the pan-European Organisation for Security and Cooperation in Europe were denied entry into the peninsula on Thursday after landing in the southern Ukrainian port of Odessa.A U.N. special envoy who traveled to the regional capital Simferopol on Tuesday was surrounded by pro-Russian protesters, some of them armed, and forced to leave on Tuesday. The United Nations said it had sent its assistant secretary-general for human rights, Ivan Simonovic, to Kiev to conduct a preliminary humans rights assessment.Ukrainian television was switched off in Crimea on Thursday and replaced with Russian state channels.The streets largely belong to people who support Moscow's rule, some of whom have become increasingly aggressive in the past week, harassing journalists and occasional pro-Kiev protesters.Part of the Crimea's 2 million population opposes Moscow's rule, including members of the region's ethnic Russian majority. The last time Crimeans were asked, in 1991, they voted narrowly for independence along with the rest of Ukraine."This announcement that we are already part of Russia provokes nothing but tears," said Tatyana, 41, an ethnic Russian. "With all these soldiers here, it is like we are living in a zoo.
