JERUSALEM (AP) — Israel on Wednesday announced new construction in east Jerusalem — an area the Palestinians demand for their future state — just hours after it freed a group of Palestinian prisoners as part of a deal to set peace talks in motion.The building is seen as an attempt by Prime Minister Benjamin Netanyahu to make up for the prisoner release, for which he has been sharply criticized at home. The prisoners were jailed for deadly attacks on Israelis.Interior Ministry spokeswoman Lital Apter said Wednesday that a total of four projects are being promoted, including 1,500 housing units in Ramat Shlomo in east Jerusalem and the development of an archaeology and tourism site near Jerusalem's sensitive Old City.The release of 26 Palestinians after midnight Tuesday was the second of four prisoner releases meant to restart Israeli-Palestinian talks in an effort to reach a final agreement between the two sides.The Palestinians had long refused to resume peace negotiations with Israel unless it ends construction in territories that Palestinians seek for their state. Israel refused, insisting that settlements and other core issues, including security, should be resolved through negotiations.The prisoner release was part of an agreement brokered by U.S. Secretary of State John Kerry, which brought Israel and the Palestinians back to the negotiating table after a five-year hiatus. The talks had been paralyzed since 2008.Earlier this year, Kerry managed to persuade Palestinian President Mahmoud Abbas to drop the settlement issue as a condition for restarting negotiations. In exchange, Israel agreed to the prisoner release. The Palestinians want those territories for their future state. Palestinian President Mahmoud Abbas greeted them at a ceremony in Ramallah. "There will be no final agreement without the release of all the prisoners," Abbas told the raucous crowd.The fate of the prisoners is a deeply emotional issue in Palestinian society. After decades of fighting Israel, many families have had a member imprisoned and the release of prisoners has been a long-standing demand. Israelis mostly view them as terrorists because of the Palestinians grisly attacks on Israelis including civilians.But the prisoner issue is extremely painful for Israelis whose loved ones were killed in attacks. Relatives of those killed had appealed against their release and held protests.Among those freed Wednesday were prisoners jailed for the killings of Israelis, including a reservist and a Nazi death camp survivor, according to a list provided by Israel's prison service. Many of the killings occurred before the beginning of Israeli-Palestinian peace talks in 1993.

WASHINGTON (JTA) — The United States strongly condemns settler violence and does not accept the legitimacy of West Bank settlement expansion, a top Obama administration official told an American Palestinian group.Philip Gordon, the National Security Council coordinator for Middle East policy, emphasized perceived Israeli transgressions in describing the difficulties afflicting renewed Israeli-Palestinian peace talks in an address Tuesday evening to the annual gala dinner of the American Task Force on Palestine.“The United States does not accept the legitimacy of continued Israeli settlement expansion,” Gordon said, an apparent reference to new housing starts announced by Israel in recent weeks.Citing attacks by settlers on Palestinian olive groves, he said, “We also strongly condemn settler violence.”Much of Gordon’s speech was focused on economic development. Gordon praised both sides for renewing talks and for confidence building measures, noting that Israel has released prisoners convicted of terrorist attacks and that the Palestinians have suspended bids to achieve statehood recognition.However, in citing elements that do not create a “conducive atmosphere” for the talks, he did not mention Israeli complaints about the Palestinians, including a spate of recent attacks and the Israeli sense that Palestinians are not doing enough to stem incitement.He praised Israel for removing some restrictions inhibiting Palestinian movement in the West Bank, but called on it to do more.The ATFP is a leading advocate for a two-state solution, and works closely with a broad array of Jewish and pro-Israel groups. Hebrew newspapers highlight two controversial security issues Wednesday — the release of 26 Palestinian security prisoners in the framework of negotiations with the PA, and cuts in the defense budget that will lead to thousands of IDF layoffs.Thousands of Palestinians gathered in Ramallah in the early hours of Wednesday morning to greet 21 prisoners released from Israeli custody to the West Bank as part of arrangements for the ongoing Israeli-Palestinian peace talks. Five other Palestinian prisoners were released earlier in Gaza. All 26 were convicted murderers, most of them jailed for crimes committed before the 1993 Oslo Accords.

The move, the second in a series of four planned releases as part of US-brokered peace talks with the Palestinians, raised ire in Israel’s right wing and among victims of terror, and set passions aflame in the cabinet, which approved the move Sunday night over the objections of the Knesset’s hawks.Yedioth Ahronoth has a picture below the fold on the front page of what appears to be a young Palestinian man, wearing a keffiyeh around his face and holding up blood-stained hands. It turns out the man is an Israeli protesting the prisoner release.Its coverage begins on page 4, where Yedioth recounts the last-minute efforts by families of terror victims to get the Supreme Court to postpone the release. The move was rejected by the court.The paper carries two short opinion pieces by Israelis whose family members were killed by prisoners set free last night. Giora Pomerantz, whose brother Amnon was killed in a 1990 lynch in the al-Bureij refugee camp — and one of whose killers was freed early Wednesday — wrote in support of the release. “I fought in all of the wars from the Six Day War until Lebanon. Only someone who doesn’t know war is capable of sending someone else to fight for him. I am willing to pay the enemy so there will be peace. Because my brother was murdered, I am ready to pay the price. My brother’s murderers sat in prison for more than 20 years. If they return to terror after their release, they will get what is coming to them from us.”Gila Molcho takes the opposing side. Her brother, Ian Feinberg, was serving as a lawyer helping the EU support the Gazan economy when three Palestinians, including the security guard at the site, burst into his office and slit his throat. “Three times the country betrayed me and my brother — in the Shalit deal, in the first release, and now (when one of Feinberg’s killers was freed). I did not go and demonstrate against the Shalit deal because I could not look Aviva Shalit in the eyes and tell her I am against the release of her son. I went through hell, but I kept my lips sealed. But when my brother’s blood and memory are trampled in an empty gesture, I cannot stay silent any longer. Someone needs to stop the madness.”Maariv leads with Chief of Staff Benny Gantz’s criticism of the defense cuts, though it does give the prisoner release front page treatment. The daily adds that the prisoners had to sign an agreement that they would not return to terror. “One should remember that a similar prediction [that they wouldn’t return to terror] was given on the eve of the Shalit deal, but in fact many released terrorists returned to terror activities, and ten of them have been returned to Israeli prisons,” it reports.Haaretz runs analyses from Ramallah and Gaza on the eve of the release, with Amira Hass reporting on the lack of excitement in Ramallah about the move. She writes that Palestinians are instead worried about “the abundance of collective problems that affect every family. For example, the fate of the Palestinian refugees left behind in Syria; Israel’s success in ignoring the international position and continuing the building of settlements…; the dangers from settlers facing harvesters and farmers; the salaries that are never guaranteed to be paid in a given month; the social, political, and economic collapse in East Jerusalem and its detachment from the rest of the West Bank; the blockade on Gaza that has only gotten worse since the Egyptian revolution; and the internal Palestinian political splintering whose end is nowhere near.”

Zvi Barel writes on the nadir of Hamas’s popularity and the growing movement to topple its government in Gaza. Iran and Hamas have split over Syria, Egypt under the military has turned its back, and the money sent by Qatar doesn’t come close to meeting the movement’s needs. And now, there are internal threats, especially from the Tamrod Gaza movement. That movement, which took its name from the Egyptian youth movement that toppled the Morsi government, “plans mass protests on November 11, the anniversary of Yasser Arafat’s death. On the website of Tamrod Gaza they are already urging Gazans to prepare a week’s worth of food beginning November 11 and to stay at home out of fear of an attack from armed Hamas forces.” According to the movement’s spokesperson, Tamrod Gaza “is planning to cause the fall of the Hamas government, primarily because of its oppressive governance and because ‘it has become Israel’s defense wing.’”Israel Hayom covers the prisoner release on its front page, but focuses on the settlement building the government will approve in a nod to critics on the right. “In parallel with the release: Construction of 1,500 new units,” blares the headline. Jerusalem, Maale Adumim, Beitar Illit, Ariel, and Karnei Shomron will see new construction, according to the article, in addition to a further 2,000 units in the Jordan valley, Samaria, and the Binyamin region near Jerusalem.“According to a government source, the move is coordinated with the Americans. He said, ‘It was clear on the eve of the start of the negotiations that Israel will not accept any limits on settlement building.’”The Hebrew press also covered the battle over the defense budget. IDF Chief of Staff Lt. Gen. Benny Gantz is expected to request an extra NIS 4.5 billion ($1.28 billion) for the defense budget at Wednesday’s cabinet debate, arguing that the army would have to cut training programs if it doesn’t receive the extra allotment from the Finance Ministry.At a ceremony honoring Bedouin soldiers Tuesday, Gantz said that he would fight any attempts to cut the salaries or pensions of career soldiers. “I will not under any circumstances harm the basic rights of career soldiers,” he said. “Any harm done to you, any defamatory remark directed toward you, harms Israel’s security.”“You serve — you are not workers — and you don’t have a union, don’t have tenure, and are not allowed to organize. We don’t need organizations and we won’t deal with our people through lawyers…You answered the call. Career soldiers — every Israeli knows it is their right to live in security, and to know that [you] do not go on strike — regardless of what happens,” said Gantz, according to Maariv.Haaretz combines its coverage of the defense budget with two other stories from the IDF. An internal IDF study found that Ethiopian soldiers continue to do poorly on IDF entrance exams, which keeps them out of officers’ school, the pilots’ course, and intelligence. In addition, hundreds of Haredi yeshiva students received draft notices for the second time, calling on them to show up at the draft center within the next month, after their previous notices were delayed. It is possible, Haaretz writes, that these notices will be delayed as well as the Knesset grapples with the question of the ultra-Orthodox draft.

IDF Chief of Staff Lt. Gen. Benny Gantz was set to request an extra NIS 4.5 billion ($1.28 billion) for the defense budget at a cabinet debate on Wednesday afternoon, arguing that the army would have to cut training programs if it doesn’t receive the extra allotment from the Finance Ministry.In May, the government set the IDF budget at NIS 51 billion ($14.5 billion). The military took a cut of NIS 3 billion from its 2014 budget, but is now arguing that the cuts will actually amount to NIS 7.4 billion due to factors beyond the IDF’s control, such as higher electricity costs and taxes, payments for injured soldiers and additional benefits for career soldiers due to the rising retirement age.For its part, the IDF says it has done its part to live up to its end of the budget, making cuts to its workforce and, in June, halting operational activity for reservist units for the rest of this year.Defense Minister Moshe Ya’alon, a former IDF chief of staff, has come out on the military’s side in the debate.“The treasury is exploiting the public mood, which can harm our career soldiers,” he said in a Knesset committee hearing Monday. “At the next hearing on the defense budget, the Treasury will require us to dismiss 4,500 career soldiers, and there won’t be a public outcry as there was when Teva [Pharmaceuticals] threatened to lay off 800 employees.”The Finance Ministry contends, however, that Ya’alon initially supported the budget cuts, and that at the moment there is no excess fat to trim from the budget. New cardinals and a Consistory on reform on the way in February

Andrea Tornielli vatican city French news agency I-Media has revealed that new cardinals are to be created in a Consistory which is to be held next 21 and 22 February. Pope Francis is to hold a meeting with all cardinals in Rome to discuss reforms with them.As Vatican Insider wrote in a recent article, 120 cardinals eligible to vote according to the limit set by Paul VI. In February 2014 there will be 14 vacancies waiting to be filled by new cardinal electors below the age of 80 and this figure will rise to 16 at the end of March. So this is the number of cardinal electors Francis will be able to create.In the Roman Curia there are three prelates who are cardinals but do not have the biretta: the Prefect of the Congregation for the Doctrine of the Faith, Gerhard Ludwig Müller, the new Prefect of the Congregation for the Clergy, Beniamino Stella and the new Secretary of State, Pietro Parolin. The leaders of a number of archdioceses (Turin and Venice in Italy) which traditionally produced a lot of cardinals have not been given the biretta. It is too early, however, to make any predictions.In the next few months the Curia’s structures and organisation will be radically reshaped and the process of confirming and replacing members will be complete. It is not known for certain what criteria Francis will use when selecting the new cardinals.On 19 and 20 February, two days before Francis names the new cardinals, he will be meeting cardinals in Rome for talks. By then, the eight-member Council in charge of looking into Curia reform will have met three times and it is possible that this is one of the things that will be discussed during the meeting. But a month or so after the consistory, another important meeting is due to take place: the Extraordinary Synod of Bishops on the Family. This is another element that could be discussed at February’s meeting.

Alver Metalli Buenos Aires Chilean cardinal Errázuriz is also called Francis, but in his case this is just his christening name.  Francisco Javier Errázuriz Ossa, one of the members of Pope Francis’ G8 advisory group, was in Rome at the start of October, along with the other cardinals who have been tasked with reforming the Roman Curia. With him, he carried a bunch of papers containing a summary of the observations made by the Latin American Episcopal Council (CELAM), which he headed between 2003 and 2007. Errázuriz - who became an Emeritus on 15 December 2010 after Benedict XVI accepted his resignation as leader of the Archdiocese of Santiago because of age – spoke to the Argentinean edition of Vida Nueva magazine about the meetings in Rome.He confirmed that the reforms the Pope has in mind will go deep and “could lead to a new Apostolic Constitution.” Errázuriz said cardinals had asked for this during the pre-Conclave meetings and Francis is acting on this collective wish.The Chilean cardinal who belongs to the Schönstatt movement did not hide the general sense of unease towards the Roman Curia. “There is a longing for a Curia that encourages the new evangelisation and acts as a body that is there to serve the Pope and the dioceses, not as a control centre,” he said. The reform will aim to improve coordination between the Pope’s different “ministries” and to ensure more fluid communication between the Pope and the various heads.”The time and energy John Paul II spent on travelling led him to “reduce the number of meetings he held with his collaborators.” Hence the need to revive these, hence the need for a “coordinator”, whom Errázuriz prefers to call “Secretary General of the Curia”.Reforms will also involve the internationalisation of the Curia. Errázuriz pointed out that only 3 out of the 50 cardinals who work with the Pope are Latin American. This is completely “disproportionate” and “must change”. “Not only are there few Latin American successors to the apostles, there are also few cardinals from other non European continents.” The aim of the reforms will also be to make the whole Curia structure more flexible. The Chilean cardinal asked himself whether “the Roman Curia needed to be so large” and whether some roles could be moved away from the centre, Rome, and passed onto diocesan bishops.
The Pope would also like women to play a greater role in the decision-making process and this will be taken into account when reforming the Secretariat of State for example. Its name will probably change to “Papal Secretariat”.Errázuriz, who turned 80 in September, said that it its upcoming meetings (at the beginning of December and end of February), the G8 will be examining the Curia’s various bodies.

Turkey on Tuesday formally opened the world's first sea tunnel connecting two continents, fulfilling a sultan's dream 150 years ago in a three-billion-euro mega project driven by the Islamic-rooted government.The 13.6-kilometre (8.5 mile) long tunnel linking Istanbul's European and Asian sides includes an immersed tube tunnel which officials say is the world's deepest at 60 metres (nearly 200 feet) below the seabed.
The inauguration of the ambitious scheme -- dubbed "the project of the century" by the government -- coincides with the 90th anniversary of the founding of modern Turkey."Turkey will celebrate two feasts together," Transport Minister Binali Yildirim said earlier this month."We will mark the 90th anniversary of the republic on October 29 and also realise a one-and-a-half century dream of a major rail tunnel project in Istanbul."The tunnel in the country's main gateway city is part of a larger "Marmaray" project that also includes an upgrade of existing suburban train lines to create a 76-kilometre (47-mile) line that links the two continents.The idea was first floated by Ottoman sultan Abdoul Medjid in 1860 but technical equipment at the time was not good enough to take the project further.However the desire to build an undersea tunnel grew stronger in the 1980s and studies also showed that such a tunnel would be feasible and cost-effective.
Prime Minister Recep Tayyip Erdogan, a former mayor of Istanbul, revived the plan in 2004 as one of his mega projects for the bustling city of 16 million people -- which also include a third airport, a third bridge across the Bosphorus and a canal parallel to the international waterway to ease traffic.His ambitions were one cause for the massive anti-government protests that swept the country in June, with local residents complaining the premier's urban development plans were forcing people from their homes and destroying green space.Erdogan's critics accuse him of bringing forward the inauguration of the Bosphorus tunnel in time for municipal elections in March 2014.The project will not be fully operational immediately and construction is expected to continue for several more years.Japan's Prime Minister Shinzo Abe was also present at the official opening ceremony as the Japan Bank for International Cooperation was the main financer contributing 735 million euros ($1 billion) to the project.Construction of the tunnel started in 2004 and had been scheduled to take four years but was delayed after a series of major archaeological discoveries.Some 40,000 objects were excavated from the site, notably a cemetery of some 30 Byzantine ships, which is the largest known medieval fleet.But these unexpected finds eventually frustrated Erdogan, who complained two years ago that artefacts were trumping his plans to transform Istanbul's cityscape."First (they said) there was archaeological stuff, then it was clay pots, then this, then that. BRUSSELS - A majority of member states are said to back a proposal for a European public prosecutor after they failed to meet a deadline to submit counter arguments.Member state national parliaments had until Monday (28 October) midnight to submit any complaints or concerns on setting up a EU-wide prosecutor tasked to tackle fraud committed against the EU budget.“A clear majority of member states have not issued reasoned opinions and can thus be counted among the probable participants to the European public prosecutor's office,” Mina Andreeva, European commission justice spokesperson, said in an email on Tuesday.A minimum of nine member states is needed to launch the office.Monday’s missed deadline means 17 have now demonstrated tacit support with only 11 member states opposed.Parliaments in Cyprus, Czech Republic, France, Hungary, Ireland, Malta, the Netherlands, Romania, Slovenia, Sweden, and the UK, issued the complaints.Both the UK and Ireland, along with Denmark, already said they would not participate when they opted out of the idea during talks on the EU's Lisbon Treaty.Andreeva said with the member state positions clarified, EU lawmakers would now push forward with the proposal, first announced in July, with an aim to have it launched in 2015.The prosecutor would have the power to conduct, prosecute, and bring to justice its own EU-wide investigations in co-ordination with member state authorities against people suspected of defrauding the EU.Its initial role to tackle EU fraud could later be expanded to other areas.

Russia denies Italian reports it spied on G20 leaders

ROME/MOSCOW (Reuters) - Russia has denied reports that its intelligence services spied on hundreds of foreign delegates at a Group of 20 summit in St Petersburg in September using gifts such as teddy bears, diaries and free USB keys.Quoting a report from the European Council's security office to Italian intelligence services, Italy's Corriere della Sera daily has reported this week that at least 300 such devices were issued at the September 5-6 summit and were revealed to be spy gear during security debriefing sessions last month.

Iran says nuclear site 'saboteurs' were thieves

Tehran (AFP) - Iranian Intelligence Minister Mahmoud Alavi said on Wednesday that four people accused of sabotaging one of the country's sensitive nuclear sites were only thieves, Mehr news agency reported.
"These four people were not saboteurs. They cut the fences and entered the area to collect scrap iron and steel and sell it on the market," Mehr quoted Alavi as saying."In fact, they were thieves not nuclear saboteurs," said Alavi, adding they were "villagers who had done this before".Alavi did not specify at which nuclear site the arrests were made.Iran's nuclear chief Ali Akbar Salehi said earlier this month that four people suspected of attempting to sabotage one of Iran's nuclear plants were arrested.On Wednesday he said: "If the intelligence ministry... says they are thieves, then we accept it, but what an interesting thief who dug under the concrete wall and tried to enter the site."Tehran is at loggerheads with world powers over its disputed nuclear programme, which the West and Israel suspect is aimed at making a atomic bomb despite the Islamic republic's repeated denials.In August last year, saboteurs blew up power lines supplying Iran's underground uranium enrichment plant at Fordo outside the central city of Qom.In 2010, a cyber-attack hit Iran's nuclear facilities. Arab media on Wednesday focused on the hurdles placed by the Assad regime on the road to the Geneva II conference on Syria next month, following the sacking of deputy prime minister Qadri Jamil.“Assad serves a blow to Geneva II by firing Jamil,” reads the headline in the Saudi-owned daily A-Sharq Al-Awsat, featuring a photo of a pensive-looking Jamil against the backdrop of a portrait of the Syrian president.The report calls the move “a surprise,” explaining that Jamil, who deals with economic issues, was relieved from duty after meeting non-resident US ambassador to Syria Robert Ford in Geneva last Saturday. Damascus explained in a statement Tuesday that Jamil was sacked for his “absence from his place of work and for holding meetings abroad without coordinating with the Syrian government.”The London-based daily Al-Hayat notes that another significant event took place on Tuesday, when Damascus informed UN envoy to Syria Lakhdar Brahimi that it intends to participate in the Geneva II conference, on condition that “the discussion is between Syrians and under Syrian guidance.”Al-Hayat understands that statement as the regime’s insistence on leading the proceedings itself.“Moallem to Brahimi: The Geneva II conference will be purely Syrian,” reads the headline on the website of Al-Jazeera, a Qatari news channel staunchly supportive of the Syrian opposition.The channel’s video report features an affirmation by Brahimi that the conference is “essentially between Syrian sides,” amid the refusal of most fighting opposition factions on the ground to take part in it.

Meanwhile, days after the Syrian opposition asked the Arab League to fire Brahimi for his conciliatory stance toward the Assad regime and Iran, Saudi news website Elaph reports that the UN envoy has also alienated Gulf states, and especially Saudi Arabia.“Elaph has learned from Arab diplomatic sources that Lakhdar Brahimi has evoked dismay in these circles. Gulf states even consider him persona non grata following his statements about the essential and natural participation of Iran in Geneva II when he visited Tehran,” reads the report, featuring a close-up photo of a particularly grim Brahimi.Brahimi has said many times that he does not place much faith in the Geneva II conference, according to an editorial in the London-based daily Al-Quds Al-Arabi on Wednesday titled “Who wants to go to Geneva II?”

“This makes us wonder why he incessantly travels between Arab and foreign countries if he doesn’t have much hope in the political process,” the article says.Meanwhile, Syrian oppositionist Michel Kilo expresses concern that Arab interest has moved from Syria to Egypt over the past two months.“This perception, if it is true, reflects the confusion of Arab political priorities, which are deeply mistaken if they believe that what is happening in Syria is less important to the fate of Arabs than what is happening in Egypt,” writes Kilo.

“The crisis in Egypt is not of the same caliber as the one in Syria, and will not result in the terrifying outcome that the Syrian tragedy has produced. Anyone with two eyes can see this, and I don’t believe that the Gulf does not see what everyone else does.”

‘Palestinian Authority helps settlement expansion’

In a scathing critique of the Palestinian Authority, Al-Jazeera columnist Saleh A-Naami argues on Wednesday that the security cooperation between the PA and Israel has contributed to the growth of settlements in the West Bank.“There are those who argue that the PA has come to play a central role in strengthening the settlement project in the West Bank and occupied Jerusalem through its important and decisive role in improving the sense of security in the settlements, making them more attractive to new segments of Israeli society,” writes Naami.The joint Israeli-Palestinian crackdown on “resistance” activists in the West Bank has improved the “sense of personal security” of settlers, he adds.“The history of the struggle with the Zionist entity proves that Israel’s governing elite does not adopt political solutions when there is security,” Naami asserts.

WASHINGTON — Concerned about a lack of support in the Senate for the administration’s plan to delay a new Iran sanctions bill, the Obama administration is dispatching top-tier advocates to press the president’s cause on Capitol Hill starting Wednesday.The push is expected to culminate in a closed-door meeting of the Senate Banking Committee on Thursday during which Secretary of State John Kerry and Treasury Secretary Jack Lew are slated to make the administration’s case to delay any additional sanctions legislation.The Washington-based website Politico detailed a busy schedule of meetings on Iran over the next two days. Kerry was scheduled to hold a breakfast meeting Wednesday with Foreign Relations Committee Ranking Member Sen. Robert Corker (R-TN), while other administration officials were to be dispatched to Capitol Hill to brief other committee leaders and ranking members.The Senate Banking Committee is set to take up draft legislation that would further toughen up sanctions against Iran, despite Tehran’s return to the negotiating table. Foreign Relations Committee Chairman Robert Menendez (D-NJ) told AIPAC in an address this week that the sanctions legislation he was considering would cut Iran’s oil exports further to a mere 500,000 barrels per day.Such sanctions would reduce by half the current amount of oil exported from Iran, but would be more moderate than the parallel bill approved in July by the House of Representatives, which would almost completely eliminate such exports. Should such a bill pass through the Senate, it would then face a reconciliation process with the House legislation.Menendez has taken a hard line in the past on Iran sanctions, and, according to a copy of his speech to AIPAC obtained by Reuters, he believes that “this is not the time to loosen sanctions.” Now, the powerful senator is reportedly waiting until this week’s briefings to deliver a verdict as to whether he will comply with the administration’s call to delay action on the Senate legislation.The administration is looking for a delay on the legislation — most likely at least until it knows the outcome of the upcoming P5+1 talks with Iran scheduled for November 8 in Geneva.“While we understand that Congress may consider new sanctions, we think this is a time for a pause, as we asked for in the past, to see if negotiations can gain traction,” State Department Spokeswoman Jen Psaki said late last week.

The administration’s strong push to delay sanctions legislation began Thursday, when Senate Democratic leaders were asked, during a meeting at the White House, to delay the bill’s progress in the Senate. The Senate Banking Committee had been expected to introduce the sanctions bill on the following Tuesday.

The bill was one of the topics on the table Tuesday evening as well, when the White House called in a number of American Jewish organizations’ leaders who have advocated for a tougher approach on Iran.

Among the organizations that participated was AIPAC, which has taken the lead in pushing for the new sanctions legislation in the House and the Senate. AIPAC officials would not comment as to whether they were explicitly asked during the hastily summoned meeting to ease up the pressure on senators to approve the legislation, but left-leaning Jewish groups who are less sanctions-enthusiastic said that they had not been asked to attend the meeting.Leaders of the Conference of Presidents of Major American Jewish Organizations, the Anti-Defamation League, the American Jewish Committee, and AIPAC met with National Security Advisor Susan Rice, Deputy National Security Advisors Antony Blinken and Ben Rhodes and Under Secretary of State Wendy Sherman, but none of the organizations emerged from the meeting publicly voicing promises to stop pushing for the new legislation.

Japan OKs fuel removal from pool at nuke plant

TOKYO (AP) — Japanese regulators on Wednesday gave final approval for removing fuel rods from an uncontained cooling pool at a damaged reactor building considered the highest risk at a crippled nuclear plant.Removal of fuel rods from the Unit 4 cooling pool is a first step in decommissioning the plant where three reactors melted down after the March 2011 earthquake and tsunami, a process expected to last decades.The Nuclear Regulation Authority said at its weekly meeting the proposal by the plant operator, Tokyo Electric Power Co., is appropriate and the removal can start in November as planned.The Unit 4 reactor was offline when the Fukushima Dai-ichi plant was hit by the disasters, but the building was damaged by hydrogen explosions and fire.TEPCO has reinforced the structure and says the building can survive a major quake, but the unit's unenclosed pool containing 1,533 fuel rods has caused international concern.
The company has prepared a massive, steel structure that comes with a remote-controlled crane to remove fuel rods, which would be placed into a protective cask and transferred to a joint cooling pool inside a nearby building, which is much lower and considered safer.The Fukushima plant has had a series of mishaps in recent months, including radioactive contaminated water leaks from storage tanks, adding to concerns about TEPCO's ability to safely close down the plant.

Palestinian Authority President Mahmoud Abbas has reportedly softened his objection to an interim peace agreement, an option he was known to vehemently resist previously.Abbas is no longer completely opposed to such a deal, which would create a framework for two states but likely postpone the resolution of the toughest issues such as final borders, shared sovereignty over Jerusalem and the fate of Palestinian refugees, according to a Tuesday Israel Radio report, which gave no further details.Palestinian Authority officials, and Abbas himself, have repeatedly said they were strongly against an interim peace agreement with Israel. In September, speaking at the UN General Assembly in New York, Abbas said the current round of negotiations were “the last chance” to achieve peace between Israel and the Palestinians but rejected “the dizzying exhilaration of interim agreements” in lieu of a permanent resolution.The Oslo Peace Accords, signed by the two sides in 1993, were an interim peace agreement which stipulated that final-status issues must be resolved within five years. Signs purporting to be from the Israeli government were placed on dozens of military graves at the Mount Hertzl cemetery in Jerusalem on Tuesday, in protest of the impending release of 26 Palestinian prisoners later Tuesday. The release constitutes the second phase of a four-stage deal between Israel and the Palestinian Authority meant to keep the US-brokered peace talks on track.The signs, which read in Hebrew, “Sorry we forgot. For us, your death was in vain — [signed] the Israeli government,” were evidently placed by an anonymously run group, “Sorry We Forgot,” which maintains a Facebook page to document its activities. The group uploaded a video of the signs it placed on the graves Tuesday morning.In an interview with Army Radio, a woman who is part of the group and who gave her first name as Ortal said the act represented the “cry of the victims [who were killed by Palestinian terrorists].”“If we hurt anyone, we apologize,” she added.

Eli Ben-Shem, the chairman of Yad Labanim, the association of bereaved families of fallen soldiers, called the act appalling.“This is a very severe act, it’s shameful and it hurts the families of the fallen. Prime Minister Benjamin Netanyahu called the decision to release 26 Palestinian prisoners one of the most agonizing of his career Monday, a day before Israel was set to free the inmates in the framework of negotiations with the Palestinian Authority.“The decision to release prisoners is one of the toughest decisions that I’ve taken as prime minister,” Netanyahu told a Likud-Beytenu faction meeting Monday. “I am certain that all the prime ministers who made this decision before me agonized over it as well, due to the injustice of villains being released before they serve the full term of their sentences. My heart is with the bereaved families, and it pains me. This decision is a necessity given the reality in which we live.”The inmates were transferred Monday to Ofer Prison, near Ramallah, from five Israeli prisons ahead of their release.“We are forced to navigate an international arena that is complicated; it is not simple, it is complicated, it is full of challenges, and it requires us to take into consideration a number of factors for the good of the State of Israel,” Netanyahu continued.“From the moment the decision was made in the government, all of its members must act responsibly, with deliberation, and with a long-term perspective,” Netanyahu added, in apparent criticism of ministers from Economy Minister Naftali Bennett’s Jewish Home party and MK Avigdor Liberman’s Yisrael Beytenu who voted against the prisoner release.“We cannot dismiss the strategic meaning that gives us space to maneuver for the security of the State of Israel. No normal country frees murderers, and in exchange we received a rocket on Ashkelon, a tunnel from Egypt, and the murder of Israelis.”The Israel Prison Service late Sunday night published the names of 26 Palestinian prisoners set to be released over the next 48 hours as part of a deal to keep the US-brokered Israeli-Palestinian peace talks on course. All are convicted murderers.Six of the inmates have been imprisoned for just under 30 years. All but two were imprisoned for murders committed before the signing of the 1993 Oslo Peace Accords. Jewish groups in new database admit losses of $150 million to Madoff

Washington Post list covers 1,000 organizations in all; history’s biggest Ponzi scheme estimated to have cost $18 billion

WASHINGTON — A new database of non-profit organizations’ tax disclosures sheds light on the scale of the damage inflicted on Jewish community organizations by the Madoff Ponzi scandal. It also paints a picture of organizations changing their regulations to prevent such disasters in the future.Almost two dozen Jewish organizations are included on the list of over 1,000 nonprofit organizations which suffered a “significant diversion” of assets through unauthorized uses or unanticipated losses such as theft, investment fraud and embezzlement between 2008 and 2012. Half of the organizations’ losses can be attributed to the giant investment fraud scheme conducted by Bernard Madoff.The entire database, compiled by the Washington Post, covers a veritable cross-section of American civil society, ranging from local parent-teacher organizations to the Teamsters, from Washington think tanks to small-town fire stations.Investment funds linked to Madoff’s scheme, which targeted portfolios ranging in size from individual shareholders to massive organizations, are documented in the database as defrauding Jewish organizations of over $150 million. This database does not, however, include a number of the organizations also known to have been defrauded by Madoff, including the Women’s Zionist Organization of America and the Elie Wiesel Foundation. Total estimated losses as a result of what is believed to be the largest Ponzi scheme in US history are around $18 billion.Yeshiva University, where Madoff sat on the Board of Directors and even served as treasurer, is prominent in the newly published list of declared losses. Madoff’s investment scam depleted almost $110 million from the New York institution and its affiliate organizations.The database shows that the losses were at times catastrophic, but sporadic in their impact on YU affiliates. The Yeshiva Endowment Foundation alone lost some $2.6 million in 2008, and ended the year with negative revenue figures of over $1.3 million. They did better, relatively, than the Rabbi Isaac Elchanan Theological Seminary, which had over $10 million invested through Madoff, and finished the year with almost $2.4 million in negative revenue.Following the scandal, Yeshiva University sprang into action to change its business practices. In December 2008, the university hired a law firm “to assist management in reviewing and addressing the then-current policies and procedures relating to corporate governance and oversight.” Following the review, the university toughened up its conflict-of-interest policy under which members of the Board of Trustees “may not be engaged in business with the University or the high schools” and established a waiver committee to review any exceptions.University officials are no longer entitled to manage the money in the university’s investment pool or any individual investments, and the university engaged in a process of divestment from any investments managed by the university’s board of Trustees or Investment Committee. In addition, the Investment Committee was disbanded and reconstituted, university officials were required to fill elaborate conflict-of-interest forms and disclosures, and a professional chief investment officer was hired to oversee investments.The database also gives some sense of the loss to local Jewish federations, the backbone of community life in dozens of states.The Jewish Federation Council of Greater Los Angeles disclosed that in 2008, it lost approximately $6.4 million in investments due to the Madoff scandal. In February 2009, it filed a securities investment protection corporation customer claim for $500,000 related to the loss. The Jewish Community Fund of the Jewish Federation Council of Greater Los Angeles reported a more dire loss — $23.9 million, including $5.86 million of alleged earnings on investments that turned out to be fictitious.  Reeling from the loss, the foundation appointed a special committee to investigate the fraud and to attempt to recover funds from Madoff’s liquidated assets.The Los Angeles-based Lee and Herman Ostrow Family Foundation, which is active in Jewish giving, suffered losses as a result of the Jewish Community Foundation’s “common investment pool”, which invested its funds with Madoff. In that case – similar to Yeshiva University – the investment committee was reconstituted, and oversight was drastically increased.

The Jewish Federation of Greater St. Paul, which registered some $3.1 million in revenue in 2009, noted that the organization had $800,000 invested through Madoff, and added that “the organization does not expect to recover these funds.” The Jewish Community Centers Association of North America wrote succinctly that “the organization became aware during the year of one material diversion of the organization’s assets which related to its investments with Bernard L. Madoff Securities.”The organization, which listed total 2008 revenue at $12.6 million, did not enumerate the scale of its losses. Organizations are only required to report such diversions if the total sum is above $250,000 or if they exceed 5% of an organization’s annual gross receipts or assets.The American-Jewish Congress took a large hit, too. It recorded that approximately $2.2 of investiture “were stolen by Mr. Madoff” and that some $16 million in trust funds administered by AJC officers and employees were “also taken by Mr. Madoff.” The AJC’s total revenue that year was slightly over $1.3 million – significantly less than the amount pilfered in the Ponzi scheme.ELEM Youth in Distress also recorded losses in 2008, but its files could not be accessed for further details. In other interviews, Zion Gabbai, Elem’s Israel director, said that the organization which cares for highly at-risk Jewish and Arab youth had invested some $850,000 with Madoff as a “safety net”.The Etzion Foundation said in its disclosure that it had not known that its investment in Ascot Partners LP had been invested in Madoff Securities. The Teaneck-based organization which funds Orthodox educational initiatives in Israel and North America, did not disclose the amount lost for the organization, which had over $2 million in revenue in 2008.

The American Friends of the Israel Philharmonic were also hit by the Madoff scandal, writing tersely on the declaration that “as an investor with Bernard L. Madoff Investment Securities, LLC, AFIPO’s account no longer exists.” The America-Israel Cultural Foundation did not mention Madoff by name at all, but just noted in 2008 that “the custodian of the investment pool did not invest the funds and stole the remaining monies under his custody.”The new database shows how ripples of the Madoff effect spread outside of the framework of Jewish community organizations. The Washington Institute for Near East Policy also took a hit on an investment with Tremont Group Holdings that was a feeder fund to Madoff Securities. The Washington think tank, which recorded slightly over $6 million in revenue in 2008, noted that its market value loss was almost $1.2 million and the principal loss was $250,000. In the shadow of the loss, the Washington Institute noted that in the next year the Board of Directors adopted “a new investment policy with enhanced due diligence standards and procedures.”Not all the losses documented in the database, however, were from Madoff. The Conference on Jewish Material Claims Against Germany reported in 2010 losses estimated at $42 million after swindlers created thousands of fake identities of Holocaust survivors based on Russian-speaking elderly people who received kickbacks. The organization first reported the fraud to the FBI in 2009, and in 2010, 11 employees and several other individuals were indicted on fraud and embezzlement charges. Estimates of losses now are closer to $60 million.The New York-based Touro College divulged in its forms that in 2010 “a former construction manager pled guilty to wire fraud for diverting Touro College assets. The perpetrator, with the aid of an unscrupulous contractor, utilized a sophisticated kickback scheme.” The disclosure forms emphasize that the “college aided in the investigation of the matter” but did not reveal the sums purloined.Less-nationally prominent organizations were not immune from major fraud either. The Jewish Community Center of Duchess County (New York) recorded in 2010 that “it was discovered after the fiscal year end that the bookkeeper at the time was involved in an embezzlement scheme and had stolen company assets” and in 2010 the Lubavitch Center of Essex County’s director discovered that former employee Susan Shack had been embezzling money from the center. Shack was obligated by the court to return $220,000, although the organizations believes that the amounts embezzled were higher.

Philadelphia-based Jewish Heritage Programs appeared on the list as well, but no documentation of embezzlement could be seen for 2009, the year cited by the Washington Post. In its 2010 forms, the organization registered as Advancing Women Professionals and the Jewish Community Inc. recorded that approximately $62,000 – over 10% of its annual revenue – was diverted during an 21-month period by an independent contractor. The next year, the organization reported that the individual returned $70,000 to the organization to cover the loss and the related legal fees.Another organization, Chessed Rivka – which, according to the Washington Post, is headquartered in Lakewood, CO, could not be found, and its documents could not be accessed.In at least two cases, the losses were incurred in Israel, not in the United States.The American-registered “Israel Tennis Center” organization recorded that in 2008, “a material diversion of the organization’s assets occurred as it pertains to the leasing agreements for both the Ramat Hasharon Center and the Sajor Center” and in 2009, the American Friends of the Tel Aviv Museum of Art reported that “certain works of art were stolen and destroyed by fire during the current year.”It is possible that losses at Jewish charitable organizations may be even higher. The question that formed the basis of the database is only asked of larger non-profit groups, while smaller organizations and private foundations fill out different – or even no – paperwork documenting such losses.

Nations with important economies such as Brazil and China have also joined and so did the Vatican City State last 21 February. This morning, Standard Ethics issued a statement informing that it has raised the Standard Ethics Rating (SER) attributed to the Vatican City State from “EE-” TO “EE”.The statement said that the Vatican City State was evaluated as a sovereign State subject to international public law, which is separate from the Holy See and according to standard general parameters, specific to it. Standard Ethics reported that since the Vatican it was given a “positive outlook” last July, the Vatican City State has successfully met international requests to provide greater financial and accounts transparency of its financial institutions.The statement emphasises the significant steps taken against money laundering, illicit financial transactions and financing of terrorism, in great part due to the Vatican’s gradual adherence to criteria laid out by the Financial Action Task Force (Groupe d’action financière FATF-GAFI) and the adoption of recommendations from the Moneyval Division of the Council of Europe – which is necessary for getting on to the OECD’s white list. Essentially, Standard Ethics recognises that the Vatican City State is on the right track and is collaborating with international bodies to adhere to anti-money laundering standards.The new positive rating was made possible thanks to the Pontifical Commission for Vatican City State’s approval of Legislation No. XVIII of October 8, 2013. This law provides for a stable body governing transparency, supervision and financial information. The new law follows the constitution a few years ago of the Authority for Financial Information (AIF).Further elements of transparency, the Standard Ethics statement reports, are the publication of the Annual Report on Financial Activity, and the AIF’s Year 1- 2012 publication of the annual report on the website of the Vatican Bank (Istituto per le Opere Religiose IOR) on October 1, 2013.These things help create a system of efficient and sustainable checks in the long run. Meanwhile, changes to the internal legislation regarding child sex-abuse are being monitored.The Vatican City State’s upgrade from “EE-” to “EE”, means it is leaving the group which includes nations such as Brazil, Bulgaria, Estonia, Mexico, Poland, Romania and South Africa and moving to the same country cluster as Japan, Greece, Italy, Portugal, the Czech Republic and Slovakia. The Vatican still has some way to go before it can make it into the three higher rating groups (EEE, EEE- and EE+) but it is clearly on the right track.

A court in Iran has sentenced four Christian men to 80 lashes each for drinking wine during a communion ceremony, a Christian advocacy group and international news outlets reported.The sentencing coincides with a government crackdown on so-called "house churches" -- unofficial spots in which Christians gather in Iran to practice their faith undetected. The arrests and harsh sentences suggest that despite the moderate image of President Hassan Rouhani and the outreach to Iran by the Obama administration, religious persecution of Christians in the Islamic Republic continues.Despite Iranian President Hassan Rouhani's moderate image, the crackdown on Iranian Christians appears to be continuing. (AP).The four men -- Behzad Taalipasand, Mehdi Reza Omidi (Youhan), Mehdi Dadkhah (Danial) and Amir Hatemi (Youhanna) -- were convicted of drinking alcohol and possessing a receiver and a satellite antenna, according to a statement issued by Christian Solidarity Worldwide.They were first arrested during a worship service last year around Christmastime, the U.K. Independent reported.The verdict was handed down Oct. 20 in the city of Rasht, and the men have 10 days to appeal. The names in parenthesis are the biblical names each man has adopted, according to the Jerusalem Post.The Post reported that just this month, the United Nations issued a report detailing the persecution of Christians in Iran.U.N. Special Rapporteur for Human Rights in Iran Dr. Ahmed Shaheed said in the report, "At least 20 Christians were in custody in July 2013. In addition, violations of the rights of Christians, particularly those belonging to evangelical Protestant groups, many of whom are converts, who proselytize to and serve Iranian Christians of Muslim background, continue to be reported."
He said further that "authorities continue to compel licensed Protestant churches to restrict Persian speaking and Muslim-born Iranians from participating in services, and raids and forced closures of house churches are ongoing ... More than 300 Christians have been arrested since 2010, and dozens of church leaders and active community members have reportedly been convicted of national security crimes in connection with church activities, such as organizing prayer groups, proselytizing and attending Christian seminars abroad."
Iran responded to the U.N. report with a statement broadcast on Press TV, saying Shaheed "has not paid sufficient notice to Iran's legal system and Islamic culture and considers whatever he sees in the West as an international standard for the entire world."According to National Catholic Register, the men who were sentenced to the lashes are members of the Church of Iran, a Protestant ecclesial community.Mervyn Thomas, chief executive of Christian Solidarity Worldwide said in a statement: "The sentences handed down to these members of the Church of Iran effectively criminalize the Christian sacrament of sharing in the Lord's Supper and constitute an unacceptable infringement on the right to practice faith freely and peaceably."
Protestant Pastor Saeed Abedini, a U.S. citizen, has been in Iran's notorious Evin Prison for more than a year on charges of threatening national security by evangelizing in the Islamic country. His wife said in September that the pastor has been told he would be freed if he denies his Christian faith.As TheBlaze reported last year, two Iranians were sentenced to death for the repeat offense of drinking alcohol.Iranian law is based on Shariah Islamic law, which prohibits the consumption of alcohol.

The elusive British graffiti artist Banksy, who has been writing and spray painting images on New York City buildings, is causing another sort of sensation with an essay condemning the design of the new World Trade Center as "a disaster."The 104-story skyscraper "clearly proclaims the terrorists won," the artist asserts in an essay posted on his website Sunday. It includes a picture of the tower with the words "replace with better artwork."The essay is designed to resemble a New York Times op-ed column. The artist said he submitted it to the newspaper, which declined to publish it."We couldn't agree on either the piece or the art so it was rejected," Times spokeswoman Eileen Murphy said Monday.The Port Authority of New York and New Jersey, which owns the Trade Center site, did not immediately respond to a request for comment.Banksy, who refuses to give his real name, could not be reached for comment. He has been visiting the city for the past few weeks.He announced earlier this month that he was undertaking "residency" on the streets of New York in October and has posted pictures on his website of his paintings on city buildings without providing exact locations. But those who spotted the graffiti spread the word through social media.Banksy writes that the tower lacks "any self-confidence."
