Kerry: Israelis, Palestinians to intensify talks toward final agreement

UNITED NATIONS — Israelis and Palestinians have agreed to intensify peace talks aimed at reaching a final agreement, not an interim accord, US Secretary of State John Kerry said on Wednesday.The two sides met on the sidelines of the United Nations General Assembly in New York at a conference of donors looking for ways to revive the fragile Palestinian economy.Speaking before the closed-door meeting known as the Ad Hoc Liaison Committee, Kerry said the goal of newly restarted talks between Israel and the Palestinians is a “final status agreement.”“I will tell you that all of the issues are on the table: territory, security, refugees, Jerusalem – all of the final status issues are on the table. And importantly, we are not seeking an interim agreement; we are seeking a final status agreement.”The secretary said that Israeli and Palestinian negotiators had engaged in seven rounds of bilateral talks in recent months, with a number of those meetings including US Special Envoy Martin Indyk.“We’ve agreed now to intensify these talks, and we’ve agreed that the American participation should be increased somewhat in order to try to help facilitate them,” Kerry said.

He dismissed the idea that a one-state solution could be viable.“Anybody who has studied this issue through the years knows there is no one-state solution. There is no peace through the concept. There is no capacity for people of either Palestinian or Israeli nationality to find peace through that solution. We have to move to the two-state solution, and we have to do it rapidly,” the secretary urged.On Tuesday, President Barack Obama met Palestinian Authority President Mahmoud Abbas, and he plans to meet with Israeli Prime Minister Benjamin Netanyahu next week in Washington.Both sides expressed their commitment to the peace talks at the Ad Hoc meeting and noted the determination of the US, and Kerry in particular, to move the process along.“This is a 50-year-old conflict, and it’s inevitable that we have to find closure to it,” Palestinian Finance Minister Shukri Bishara said. “It’s impossible to continue as is.”The new finance minister called Wednesday’s economic talks “very, very successful.”The donor meeting asked Israel to ease some of the restrictions that have hurt employment, trade and other crucial areas of the Palestinian economy.An International Monetary Fund staff report on West Bank and Gaza economies released last week said extensive Israeli restrictions on movement and access should be eased and eventually removed.The donors on Wednesday also asked the Palestinians to rein in expenditures and take steps to “develop a business-friendly environment.” They are facing a $350 million financing gap projected for this year.The Palestinians depend heavily on aid from donors — about $1.3 billion this year, or the equivalent of nearly 12 percent of annual gross domestic product. But the aid has been falling in recent years, along with optimism over peace.

Both sides appeared unusually upbeat after Wednesday’s meeting, despite the challenges. And they acknowledged they have little time to be otherwise.“We are particularly conscious of the fact that we can’t build a state that almost totally depends on foreign grants,” Bishara told reporters after the meeting.

But he stressed: “We have to ensure that one state is close in its standard of living to the other state.” The income gap between Israel and the Palestinians remains vast.Israeli Cabinet minister Yuval Steinitz called the meeting “positive” and said a “strong, viable Palestinian economy” helps to create a better political climate — as long as Israeli security needs are not damaged.Both sides have resumed dialogue between finance ministers, Steinitz said. It's a big miracle. It's hard for me to look at the smashed car and believe the family got out safely.
A hareidi-religious family from New York was the victim of a serious attack by rioting Arabs Wednesday afternoon, asthey were making their way to pray on the Mount of Olives, east of Jerusalem's Old City. One of the passengers in their rented car was taken to Hadassah Mount Scopus Hospital with wounds to the head and one of his hands.Area resident Nitai Shilo, who helped the family after the attempted lynch, told Arutz Sheva that the family, including children, got stuck in a big traffic jam next to the Mount of Olives. He said, "While their car stood in the traffic jam, disorderly Arabs began to attack the car with rocks and cement blocks."After they broke the windows, the attackers tried to reach the family itself. They began to attack the passengers, who were crying for help in the vehicle. During the many minutes that help did not come, the driver was trying, without success to escape.The driver was finally able to escape to the police station in the Mount of Olives area and police units went to the scene of the attack to in an attempt to apprehend the attackers. Shilo said, "All of the car was smashed. It's a big miracle. It's hard for me to look at the smashed car and believe the family got out safely."A similar attack took place on Tuesday in Jerusalem neighborhood of A-Tur.

IDF commanders have ordered the closure of part of the old Highway 60, which runs near the Israeli community of Beit El in the Binyamin region north of Jerusalem. The road connects the Arab cities of Ramallah and Shechem, and is used by PA resident drivers.The decision was made after Arab rioters made life extremely difficult for Jewish families living near the outskirts of Beit El.Arab riots have been increasingly frequent near the security fence around Beit El. In addition to the suffering caused to civilians in the area, security personnel were concerned that the riots put Israeli residents of the town at risk.On Sunday, an Arab riot in the area escalated, and local Israelis began to protest over the danger. Later that day Beit El residents, including two city council candidates, met with IDF commanders and asked them to end the riots.Binyamin Brigade Commander, Colonel Yosef Pinto, agreed to temporarily close the road. The closure was announced Tuesday. IDF personnel did not specify when the closure will end.The road was closed for a long period of time due to Palestinian Authority terrorism in the “Second Intifada” terror war. It was reopened as part of a series of Israeli “gestures” to the PA aimed at encouraging peace talks.earlier this afternoon, a riot was dispersed by police near to the Damascus Gate of Jerusalem's Old City as Arab youths hurled stones at police. Two arrests were made.

EU tells UN that political solution to Syria is within reach

BRUSSELS - EU Council chief Herman Van Rompuy has told the UN that the recent deal on Syria's chemical weapons could help end the civil war.Van Rompuy put the Syria conflict, which he described as a "black wall of doom," at the centre of his UN address.He noted that the Russia-US agreement for international monitors to destroy Syria's chemical arsenal is a "political opening [which] matters deeply."
"If commitments can be upheld and promises kept on chemical weapons, if lines of communication can reopen, if we can find an agreement within the international community and at the [UN] Security Council... if we can do all this on chemical weapons, then chances are we can do it elsewhere," he said.He predicted that if the conflict goes on, "there may be three and a half million refugees before the year is over."Van Rompuy spoke the same day as foreign ministers from the five UN Security Council [UNSC] veto powers - China, France, Russia, the UK and the US - met in New York to discuss a draft UNSC resolution on the chemical weapons agreement.The US wants the text to invoke chapter VII of the UN charter, or, in other words, to threaten use of force if Syria does not comply. But Russia wants a softer text.A Western diplomat told Reuters the latest draft threatens to "impose measures" under chapter VII, but stipulates that another resolution, also subject to a Russian veto, would be needed to take military action."We have a few details to solve. But I think we shall reach a common resolution maybe today or tomorrow," French foreign minister Laurent Fabius told press.Meanwhile, Van Rompuy noted that the EU is a major world player despite its economic crisis.His speech marks just the third time in UN history that the EU's top official addresses the UN General Assembly after the EU won new UN powers in 2011.Van Rompuy noted that "Europe is not disengaging [from world affairs], even despite the economic difficulties that the past years have brought."
He said: "Today, the eurozone is financially in better shape than 12 months ago. The existential threat to the euro area is over and we are now fully focusing on improving prospects for employment and growth."
He added that the crisis has brought the EU closer together as a "political project.""Our political will to preserve Europe's unity cannot be underestimated. We have shown it these past five years," he said.

IMF revives idea of eurozone 'rainy day fund'

Berlin - The idea of a eurozone-only fund, floated last year by EU leaders, has been revived in a study written by International Monetary Fund (IMF) staff and published on Wednesday (25 September).
"The simplest way of organizing temporary transfers to deal with adverse shocks at the country level would be through a common, dedicated 'rainy-day fund'," the paper argues."Such a fund would collect revenues from euro area members at all times and make transfers to countries when they experience negative shocks. With a dedicated and guaranteed flow of revenues, the fund might even be able to borrow at low cost to smooth the impact of downturns throughout the union," it says.The paper notes that that the size of annual contributions to this fund could have been much smaller but triggered a higher level of "stabilisation" across the eurozone than the €700-billion-strong bailout funds set up since 2010, if only countries had set it up when the euro was introduced.Unlike the bailout funds, this "rainy day fund" would provide support "before the shocks have turned into funding crises" and would not involve any sovereignty transfers.The IMF paper however admits that any decisions to trigger transfers of money throughout the eurozone could be based on wrong data and would be "complex to implement in real time.""The parameters of intervention could also be hard to communicate to the public, raising challenging issues of transparency and accountability," the IMF experts say.And with transfers not linked to any conditionality, "free-riding" would remain a risk, with countries tempted to ignore any reforms as long as there is a rainy-day fund to help them out.Last year, a similar idea was floated in a paper by EU Council chief Herman Van Rompuy and was labelled the "fiscal capacity" of the eurozone.But even though leaders discussed it and France remains a strong supporter of the idea, Germany and other northern countries oppose such transfers.

MOSCOW — Russia says it is ready to help ensure security for the destruction of Syria’s chemical weapons.Russian news agencies quoted Deputy Foreign Minister Sergei Ryabkov confirming that Russia would help guard the facilities where the weapons are being destroyed.Ryabkov, speaking Thursday during an arms exhibition in Nizhny Tagil, said he hoped that other members of the Collective Security Treaty Organization would also participate. UNITED NATIONS — The UN Security Council, long paralyzed by deep divisions over how to deal with the Syrian conflict, is about two days away from agreeing on a resolution to require Damascus to dismantle its chemical weapons stockpiles, Russia’s deputy foreign minister said Wednesday.Gennady Gatilov told The Associated Press that the text of the resolution will include a reference to Chapter 7 of the UN Charter, which allows for military and nonmilitary actions to promote peace and security.But he stressed that there will not be an automatic trigger for such measures, which means the council will have to follow up with another resolution if Syria fails to comply.The US and Russia had been at odds on how to enforce the resolution. US Secretary of State John Kerry and Russian Foreign Minister Sergey Lavrov met for nearly 90 minutes at the United Nations, and American officials said that while there had been progress in some areas, they couldn’t agree on the text, which the US had been insisting be enforceable.Other UN diplomats said Monday evening that the five permanent members of the Security Council had reached an agreement on the main points of a draft resolution, and that the consensus was reached after the foreign ministers of the US, UK, France, Russia and China met with UN chief Ban Ki-moon, reported Israel Radio.A spokesman for Russia’s UN mission denied reports of a breakthrough and said the parties were still resolving their differences.

President Barack Obama’s threatened US strikes against President Bashar Assad’s regime following an Aug. 21 suspected poison gas attack has led to a flurry of diplomatic activity. Kerry made a surprise offer that Syria could avert US military action by turning over “every single bit of his chemical weapons” to international control within a week. Russia, Syria’s most important ally, and Assad’s government quickly agreed on the broad proposal, but it has taken time and tough negotiations to work out the details.

The five permanent veto-wielding members of the Security Council, known as the P-5, have been discussing for the past few weeks what to include in a new resolution requiring that Syria’s chemical weapons stockpile be secured and dismantled. The council has been blocked on Syria, with Russia and China vetoing three Western-backed resolutions aimed at pressuring President Bashar Assad to end the violence which has killed over 100,000 people.But Gatilov told AP the negotiations are “going quite well” and the draft resolution should be finalized “very soon — within the next two day, I think.”As for Chapter 7, he said, “It will be mentioned but there is the understanding, of course, (that) there is no automaticity in engaging Chapter 7.”

Britain’s UN Ambassador Mark Lyall Grant also reported progress.“We are still working in the P-5 constructively on a text,” he told AP.“But there are still some differences,” Lyall Grant said. “We hope to be able to iron them out, maybe even today, but certainly in the next few days so that we can adopt a resolution — a strong binding enforceable resolution with a united voice of the Security Council as soon as possible.”

A US official, speaking on condition of anonymity because negotiations are continuing, said the two sides were “very, very close” and the US “fully expects to have a resolution by the end of the week.”Work on the UN resolution is going on at the same time as the Organization for the Prohibition of Chemical Weapons, the body that will be in charge of securing and destroying the arms, is working on its own document to lay out its exact duties. The UN resolution will include the text of the OPCW’s declaration and make it legally binding — so the OPCW must act first.A UN diplomat, speaking on condition of anonymity because consultations have been private, said the executive board of the OPCW isn’t likely to meet before Sunday, which means that Security Council adoption of the resolution likely won’t take place until next week.

UNITED NATIONS (AP) — Turkey’s foreign minister says there has been “some progress” in improving Turkish-Israeli relations but Israel has not yet fulfilled all conditions for normalizing ties.Foreign Minister Ahmet Davutoglu told a news conference on the sidelines of the UN General Assembly on Wednesday that there are three conditions that are important to Turkey and only one has been met.Turkey’s demand for an Israeli apology “was fulfilled,” he said.A second is compensation to the victims’ families where “there is progress” and negotiations are continuing, Davutoglu said.“We hope this will be concluded,” he said.

The third condition is an end to Israeli restrictions “against Palestine,” he said.An after-hours call to Israel’s UN Mission seeking comment late Wednesday was not immediately returned.Relations between the former allies soured dramatically after Israeli commandos stormed a pro-Palestinian ship — the Mavi Marmara — trying to breach a blockade of the Gaza Strip in May 2010. The raid killed eight Turks and one Turkish-American.Under a US-brokered rapprochement in March, Israel apologized to Turkey for the deaths and agreed to pay compensation to the families, launching a series of talks with Turkish officials on the framework of a deal. Israel reportedly offered $100,000 to each family, while the families were asking for $1 million each. During one round, a framework was said to have been devised under which payments would be based on the victims’ ages, family circumstances and other factors.Other issues under discussion were an Israeli demand that various criminal lawsuits against IDF officers and Israel officials over the incident be dropped and a Turkish demand that Israel ease its blockade of Gaza.The Hamas-run Gaza Strip has been under a blockade since 2007, after the terrorist group violently took control of the territory — a blockade confirmed legal in 2011 by a UN panel charged with investigating the restrictions. The investigation was triggered by the Mavi Marmara incident.“Israel faces a real threat to its security from militant groups in Gaza,’’ the report said in its opening paragraphs. “The naval blockade was imposed as a legitimate security measure in order to prevent weapons from entering Gaza by sea and its implementation complied with the requirements of international law.’’Davutoglu said Turkey was very concerned about the humanitarian situation in the Palestinian territories, especially in Gaza, following recent developments in Egypt.

The Egyptian border has recently closed the border with Gaza on several occasions and the army has destroyed smuggling tunnels to Gaza, compounding supply shortages from the Israeli blockade.

“We will be following, and we will hope, that all these three conditions will be met and the normalization process can go ahead,” Davutoglu said.Turkey and Israel once enjoyed close political and military cooperation, but the flotilla incident led Turkey to freeze diplomatic relations. In March, Prime Minister Benjamin Netanyahu apologized to his Turkish counterpart, Recep Tayyip Erdogan, for operational errors made in the raid and promised compensation. Netanyahu agreed to ease, but not lift, the blockade of Gaza in return for Ankara dropping the lawsuits.Earlier Wednesday, Israeli and Palestinian negotiators met on the sidelines of the UNGA at a conference of donors looking for ways to revive the fragile Palestinian economy.

Strategic Affairs and Intelligence Minister and former finance minister Yuval Steinitz called the meeting “positive” and said a “strong, viable Palestinian economy” helps to create a better political climate — as long as Israeli security needs are not damaged.Both sides have resumed dialogue between finance ministers, Steinitz said. He announced that another 5,000 employment permits for Palestinians would be issued, and that Israel would ease restrictions, allowing more water, construction and cellular equipment into the Gaza Strip.Michal Shmulovitch contributed to this report.

UNITED NATIONS (AP) — Foreign ministers from the five permanent members of the UN Security Council and Germany will meet with Iran’s top diplomat on Thursday to test the Islamic Republic’s apparent willingness to reach a deal to resolve international concerns about its nuclear program after years of defiance.

The meeting on the sidelines of the annual United Nations General Assembly is aimed at paving the way for the first round of substantive negotiations on the nuclear issue since April, probably next month. It will also mark the highest-level, direct contact between the United States and Iran in six years as Secretary of State John Kerry comes face-to-face with Iranian Foreign Minister Javad Zarif.The United States, Britain, France, Russia, China and Germany will participate with European Union foreign policy chief Catherine Ashton serving as host of the meeting.Encouraged by signs that new Iranian President Hasan Rouhani will adopt a more moderate stance than his hard-line predecessor but skeptical that the country’s supreme leader will allow a change in course, President Barack Obama directed Kerry to lead a new outreach to explore possibilities for resolving the long-standing dispute. However, Obama and other US officials have said Iran must prove its commitment with actions, not just words.Rouhani is in New York this week, making his debut on the world stage with an address to the General Assembly and a series of other speeches, news conferences and bilateral meetings.During his visit, Iran has shown new urgency in reviving the stalled negotiations, seeking to ease crippling international sanctions as quickly as possible. Rouhani said Wednesday that “we have nothing to hide” and Zarif said he hoped his counterparts “have the same political will as we do to start serious negotiations with a view to reaching an agreement within the shortest span of time.”The West suspects Iran is trying to build a nuclear weapon and has imposed crippling sanctions on Tehran that have slashed its vital oil exports and severely restricted its international bank transfers. Inflation has surged and the value of the local currency has plunged.Tehran has repeatedly denied that its nuclear program is for anything other than peaceful purposes.But since his June election, Rouhani has made clear he is seeking relief from the sanctions and has welcomed a new start in nuclear negotiations in hopes this could ease the economic pressure. He has said he has the full support of Iranian Supreme Leader Ayatollah Ali Khamenei, who has the final word on all important matters of state including the nuclear question.“If there is political will on the other side, which we think there is, we are ready to talk,” Rouhani told editors Wednesday in New York. “We believe the nuclear issue will be solved by negotiation.”In his speech to world leaders at the UN on Tuesday, Rouhani repeated Iran’s long-standing demand that any nuclear agreement must recognize its right under international treaties to continue enriching uranium. The US and its allies have long demanded a halt to enrichment, fearing Tehran could secretly build nuclear warheads.Uranium enriched to low levels can be used as fuel for nuclear energy but at higher levels of enrichment, it could be used to build a nuclear weapon.Rouhani also insisted in his speech that any deal be contingent on all other nations declaring their nuclear programs too are solely for peaceful purposes — alluding to the US and Israel.

That may explain Zarif’s call to reach a deal in the short time span.“He is not negotiating for the sake of negotiating and dragging it out,” Haleh Esfandiari, director of the Mideast program at the Wilson Center think-tank in Washington, said of Rouhani. “His reputation, and the country’s reputation, is at stake. This is an issue they are willing to work on, and move to take concrete steps to serious negotiations.”Rouhani in New York has come across as a more moderate face of the hard-line clerical regime in Tehran. In particular, he appears to be trying to tone down the caustic rhetoric of his predecessor, Mahmoud Ahmadinejad, with regard to Israel — one of the points of friction in relations with the West.Still his speech to the UN was peppered with Iran’s traditional digs at America and the West — a reminder that a diplomatic warming will not come quickly or easily.Rouhani condemned “the Nazi massacre against Jews, Christians and others” in his remarks to editors on Wednesday.“There is no way to ignore Nazi crimes against Jews,” he said. But he added “it is important that those victimized not seek compensation by victimizing other groups” — a pointed reference to what he has described as Israel’s occupation and subjugation of Palestinians.Citing the Quran, or Muslim holy book, Rouhani said that if any innocent person is killed, it is as if all of mankind has been killed.”Ahmadinejad, in contrast, once called the Holocaust a “myth” and later said more research was needed to determine whether it had really happened.Israel’s UN delegation walked out of Rouhani’s speech Tuesday in protest. But in a text message statement sent to reporters on Wednesday, Finance Minister Yair Lapid said Prime Minister Benjamin Netanyahu’s instruction to Israeli delegates to walk out was a “mistake.” He said it created the impression that Israel was not interested in encouraging a peaceful solution to Iran’s suspect nuclear program.Rouhani said Iran must be careful in starting a new relationship with the US after three decades of frozen ties, adding that his first goal is to reduce the distrust. He noted that there are radical voices in America and radical voices in Iran who would not like to see that happen, but said that the voices of moderation need to be strengthened and supported.

“The more two countries are apart, the more suspicions, fears and miscalculations creep in,” he said in remarks that were initially supposed to be off the record. However, in response to requests from journalists, Rouhani agreed some of his remarks could be quoted.He said he has no problem shaking hands with Obama. But he said he thought the first meeting between leaders of their two countries in more than three decades needed to be handled very carefully. There had been heated speculation that the two might meet at the UN on Tuesday and even exchange handshakes and pleasantries. But that did not happen.The White House said Obama remains open to the possibility of an informal encounter with Rouhani at a future date.

Assad: We have weapons that could blindside Israel

Syrian president says West is only seeking to strip him of his chemical weapons in order to tip balance of power in Jerusalem’s favor

Syria has deterrent weapons, more advanced than anything in its chemical arsenal, that could blindside Israel in mere moments, Syrian President Bashar Assad claimed Thursday.“Originally, we produced chemical weapons in the 1980s as a deterrent to Israel’s nuclear capabilities,” Assad said in an interview with the Hezbollah-affiliated, Lebanon-based Al-Akhbar newspaper, adding that “today, we have weapons that are far more important and sophisticated and that can blindside Israel in the blink of an eye.”The Syrian president also charged that the West was not really concerned with stripping Syria of its weapons stockpile in order to safeguard the country’s civilians but, rather, that its goal was to tip the balance of power in the Middle East in Israel’s favor.“They wanted to change the balance of power to protect Israel, but we turned the table on them and now the ball is in their court,” said Assad.Referring to his regime’s chemical weapons arsenal, which, under a US-Russian agreement reached earlier this month, is due to be destroyed by mid-2014, Assad said that his stockpile, of about 1,000 tons, is a burden and will be costly and time-consuming to dispose of.The Syrian president went on to mock President Barack Obama as “hesitant” and “weak.” He called the US administration’s handling of the threat to attack Syria — in response to the regime’s alleged chemical attack in Damascus on August 21 that killed over 1,400 people according to US officials — an “embarrassment.”“The steps we’ve taken embarrassed the US government in the eyes of the American and European publics. Obama lost in his own home [turf]. where [he] lost the ability to maneuver internally,” Assad added.In a previous interview with Venezuelan television, the Syrian president accused the Obama administration of lying to US citizens by claiming it had proof that Assad’s government was responsible for the August 21 gas attack.Assad told Al-Akhbar that the level of Syrian cooperation and coordination with Russia was “unprecedented” and that should a US attack on Syria occur — a possibility he did not rule out — he had Moscow’s assurances that Russian forces would be sent to back the regime.

Christians make up 10% of my village’s population. I was born near Maaloula. The guerrilla fighters who have killed many Christians in our village didn’t speak Arabic: they came from other countries.”Fr. Mtanios Haddad has known Christianity from an early age and comes from an area where Aramaic – the language spoken by Jesus – is still spoken. Maalula has been in the headlines in recent days because of clashes between rebels and regime forces. A convent housing nuns and orphans remains caught in the middle of these clashes. Archimandrite Mtanios Haddad of the Greek Catholic Melkite Church is Procurator of the Greek-Catholic Patriarch Gregory III Laham at the Holy See and currently lives in Rome.

What is the way out of the Syrian crisis? 
Peaceful negotiations need to begin between the government and the opposition. But, members of the opposition who see weapons as the only way out need to go. As do those who do not speak Arabic, that is, anyone who is not Syrian.

Is it true that groups of Islamic fundamentalists have infiltrated the opposition?
Of course! There are guerrillas from Pakistan, Afghanistan, Iran, Iraq, Libya and other countries. Some even came to Syria to free Jerusalem, they don’t even know where we are. The war in Syria is not a war between Christians and Muslims it is a battle against the violence of Muslim fanaticism.

Have Christian-Muslim relations got worse as a result of the conflict?
No, Syrians have not lost faith and the will to engage in dialogue with different religions. We have been living alongside each other for 1300 years. We’re not going to be divided by 2 years of war. When the Blessed John Paul II visited Syria in 2001, President Assad reminded the world that our land is the cradle of Christianity. We Christians got here 600 years before Muslims did and despite the fact we have become a minority, we have not had any problems living alongside Muslims. Churches and mosques received equal treatment, we had free water and electricity. Syrian ID cards no longer specify a person’s religion and this has been the case for the past ten years. If there were no weapons and foreign interference within the space of a few months we would go back to the peaceful lives we have led for centuries.
 
So what has caused this conflict?
The Syrian opposition wanted Article 8 of the Constitution which imposes single-party rule, removed. But demonstrations were rigged, creating the situation we have now, with outside groups linked to Al-Qaeda fighting against the country’s government.
 
What should the international community do to promote peace?
Stop supplying arms to these groups. The French fought against Al-Qaeda in Mali but are supporting it in Syria. With their involvement in Syria, the United States are helping the same fundamentalists who are fighting elsewhere. Nobel Peace Prize winner Obama has traditionally responded to Popes’ appeals and promoted peace. When Benedict XVI visited Lebanon a year ago, he sent out an appeal for Syria, for countries to stop supplying ours with arms . Pope Francis’ appeal for Syria is in continuity with those made by his predecessors. Today, peace in Syria depends on such messages. They are the only thing that can bring hope to our people.

Excellencies,Ladies and Gentlemen,

Over the past 20 years the world has made great progress in fighting poverty. This is in no small measure thanks to the Millennium Development Goals. They are a powerful incentive for real, tangible and collective action.In his report “A life of dignity for all,” Secretary General Ban Ki-moon rightly stressed: The MDGs pay off. Fewer people now go to bed hungry, fewer children are dying from preventable diseases. Better access to clean drinking water has improved health.This was only possible because we have all worked together. We should all be proud of what has been accomplished.I am proud of the contribution the European Union makes to the MDGs: Over the last ten years, we helped 70 million more households to have access to drinking water. 7.5 million births were attended by skilled health personnel. Our support has ensured that nearly 14 million more boys and girls benefit from primary education.I have witnessed this progress first hand in many partner countries I visited over the last years, from Tanzania to Benin, from Ivory Coast to Mozambique.But while we acknowledge these positive developments, we have no right to be complacent. Too many people remain trapped in poverty; too many women and babies struggle to survive childbirth; and basic food security remains a luxury for millions. So clearly, much more needs to be done.

Ladies and Gentlemen,My political vision is that of a world where every man, woman and child lives in dignity and prosperity; where preventable infant and maternal mortality are confined to history; where poor access to water, to education and health services, and the abuse of fundamental human rights are things of the past;but also a world where we unite to address our shared global challenges, such as climate change and advance together on a more sustainable growth path.

Ladies and gentlemen,

I believe the global community must act on two fronts:

First, we must finish what we started. –We must keep pursuing all MDGs right to the end.I already announced at the last high level event on MDGs that the EU would dedicate a billion euros to helping those countries and MDGs most off track.This "special MDG billion" is already bearing fruit in supporting those most in need around the world.But we have no intention of resting there. The EU and its members are committed to staying the world's most generous donor. In our next 7 year budget from 2014 to 2020, we have again agreed on important development funds.Let me turn to our second front of action – what comes after 2015?Eradicating extreme poverty within one generation is possible. We must avoid the indifference towards persistent poverty. That also requires addressing the global sustainability challenge, building on the commitments made in Rio.Let me sketch five vital stepping stones to attain that objective:First, empowerment. Only with decent education, basic healthcare, nutritious food, clean water and access to energy and infrastructure can we all thrive. Only with this "basic toolbox of decency" can people truly take their development in their own hands. By 2030 these tools must be a reality for all people.Second, inclusive and sustainable growth. Sustainable economic growth is a key ingredient in reducing poverty. People need a fair stake in the global economy.Third, and related to this, environmental sustainability. The unsustainable use of resources puts at risk the basic conditions for a decent life, and the fabric of our economies.Fourth, equity and good governance. Human rights, good governance and the rule of law are key for true human development.And fifth, peace and stability. The tragic reality is that fragile and conflict-affected countries are furthest away from meeting the MDGs. We need to tackle the root causes of poverty and unsustainable development, and not only deal with the symptoms.All this shows that there is a fundamental link between global sustainability and poverty eradication. I firmly believe that the fight against poverty and the fight for sustainability are two sides of the same coin.We need an integrated approach where economic, social and environmental elements reinforce each other.We need a genuine partnership including governments from all countries, international organisations, civil society and the private sector. It will also be important to take into account evolving economic circumstances and capabilities.And to guide this international partnership we will need a single, integrated, universal post-2015 framework.I therefore welcome the agreed "Outcome Document", also because it contains a roadmap for the process ahead.

Ladies and Gentlemen,

We have a historic chance. For the first time ever, we have what it takes to eliminate poverty in our lifetimes and to ensure sustainable prosperity within the boundaries of what our planet can provide.Frankly: It is a shame that at the start of the 21st century, some still consider poverty as a fatality. There is a beautiful African proverb: "A person is only a person through another person". We should heed this message! Achieving such a world is possible. It is not just an ethical imperative. It is the right and smart thing to do - our globalized world will not work if millions are excluded from it.The EU will continue working hand in hand with its partners to make this happen, through an ambitious and comprehensive post-2015 framework;Strong international leadership is required. Because leadership is about making possible what is necessary!

Shemini Atzeret and Simchat Torah Level: Basic

Significance: A follow-up to Sukkot; the completion of the annual cycle of Torah readings Length: 2 days (Some: 1 day) Customs: Limited "dwelling" in the sukkah; dancing and rejoicing with Torah scrolls

...On the fifteenth day of this seventh month is the Festival of Sukkot, seven days for the L-RD... on the eighth day, there shall be a holy convocation for you. -Leviticus 23:34

Tishri 22, the day after the seventh day of Sukkot, is the holiday Shemini Atzeret. In Israel, Shemini Atzeret is also the holiday of Simchat Torah. Outside of Israel, where extra days of holidays are held, only the second day of Shemini Atzeret is Simchat Torah: Shemini Atzeret is Tishri 22 and 23, while Simchat Torah is Tishri 23.These two holidays are commonly thought of as part of Sukkot, but that is technically incorrect; Shemini Atzeret is a holiday in its own right and does not involve some of the special observances of Sukkot. We do not take up the lulav and etrog on these days, and our dwelling in the sukkah is more limited, and performed without reciting a blessing.Shemini Atzeret literally means "the assembly of the eighth (day)." Rabbinic literature explains the holiday this way: our Creator is like a host, who invites us as visitors for a limited time, but when the time comes for us to leave, He has enjoyed himself so much that He asks us to stay another day. Another related explanation: Sukkot is a holiday intended for all of mankind, but when Sukkot is over, the Creator invites the Jewish people to stay for an extra day, for a more intimate celebration.
Simchat Torah means "Rejoicing in the Torah." This holiday marks the completion of the annual cycle of weekly Torah readings. Each week in synagogue we publicly read a few chapters from the Torah, starting with Genesis Ch. 1 and working our way around to Deuteronomy 34. On Simchat Torah, we read the last Torah portion, then proceed immediately to the first chapter of Genesis, reminding us that the Torah is a circle, and never ends.This completion of the readings is a time of great celebration. There are processions around the synagogue carrying Torah scrolls and plenty of high-spirited singing and dancing in the synagogue with the Torahs. Drinking is also common during this time; in fact, a traditional source recommends performing the priestly blessing earlier than usual in the service, to make sure the kohanim are not drunk when the time comes! As many people as possible are given the honor of an aliyah (reciting a blessing over the Torah reading); in fact, even children are called for an aliyah blessing on Simchat Torah. In addition, as many people as possible are given the honor of carrying a Torah scroll in these processions. Children do not carry the scrolls (they are much too heavy!), but often follow the procession around the synagogue, sometimes carrying small toy Torahs (stuffed plush toys or paper scrolls).In some synagogues, confirmation ceremonies or ceremonies marking the beginning of a child's Jewish education are held at this time.
Shemini Atzeret and Simchat Torah are holidays on which work is not permitted.

A group of Palestinian Authority Arab youth has called on PA Arabs to launch a new wave of armed resistance, or intifada, against Israel.The group, which calls itself the "Coalition of Intifada Youth in Palestine" on Tuesday issued a call for a new intifada to break out on the anniversary of the Second Intifada, also known as the Oslo War, which broke out on September 28, 2000.In a pamphlet it distributed, the group stated that the way of the intifada had in the past united “the Palestinian people” and will unite them again.

The group called for confrontations with "the occupation forces at all points of friction in the West Bank, Gaza Strip, Al-Quds and the land that has been occupied since 1948," starting this Friday, September 27.

Tensions have been high in Judea and Samaria lately, particularly over the past several days with the murders of two IDF soldiers in two separate attacks.On Sunday, 20-year-old Gabriel (Gal) Kobi of Tirat Hacarmel was murdered by terrorists in the Avraham Avinu neighborhood of Hevron, near the Machpelah Cave. Kobi was shot by the terrorists and later died in the hospital.Last weekend, IDF soldier Tomer Hazan was kidnapped and murdered by a PA Arab terrorist with whom he had worked in a restaurant in Bat Yam. The terrorists lured Hazan to Samaria, where he murdered him and disposed of his body.

Iranian President Hassan Rouhani’s speech at the United Nations General Assembly was “cynical and full of hypocrisy,” Prime Minister Binyamin Netanyahu said Tuesday night.In a statement he released shortly after Rouhani’s speech, Netanyahu said that the speech reflects the Iranian plan, namely to "talk and buy time in order to promote the ability of Iran to acquire nuclear weapons.”“Rouhani spoke about human rights while Iranian forces are taking part in the massacre of innocent civilians in Syria, he condemned terrorism while the Iranian regime carries out terrorism in dozens of countries around the world," said Netanyahu, who added that although Rouhani said that nuclear weapons "contradict Iranian morality" a report by the UN’s atomic agency indicates otherwise.“It is not for nothing that the speech did not contain any practical proposal to stop Iran’s military nuclear program and there was no commitment to follow the resolutions of the UN Security Council,” Netanyahu said.“It is a good thing that the Israeli delegation did not sit in the room [while Rouhani was talking, it would have given legitimacy to a regime that does not recognize that the Holocaust took place and which has publicly declared its desire to wipe Israel off the map,” he added, referring to his earlier instruction to the Israeli delegation not to be present during Rouhani’s speech.“I will not allow the Israeli delegation to be part of a cynical public relations show by a regime that denies the Holocaust and calls for our destruction,” concluded Netanyahu.

In a major break from his predecessor, Iranian President Hasan Rouhani on Wednesday condemned the Holocaust as a crime against humanity in a CNN interview with Christiane Amanpour.“I am not a historian and when it comes to speaking of the dimensions of the Holocaust it is the historians that should reflect,” Rouhani said during his visit to New York.“But in general I can tell you that any crime that happens in history against humanity, including the crime the Nazis created towards the Jews, is reprehensible and condemnable,” CNN translated the newly elected president saying.Earlier in the evening, before the interview aired on the US cable news channel, Rouhani spoke at length about “violence and extremism” and his country’s nuclear program before the UN General Assembly.Rouhani’s predecessor, Mahmoud Ahmadinejad, repeatedly during his eight year term as president denounced the mass murder of 6 million Jews by Nazi Germany as a “myth” and a “great deception of the Holocaust” generated by Israel.Earlier in the evening Israeli Prime Minister Benjamin Netanyahu ordered the Israeli delegates to walk out of the UN General Assembly during Rouhani’s speech. He defended his decision saying their presence “would have given legitimacy to a regime that does not accept that the Holocaust happened and publicly declares its desire to wipe Israel off the map.”As Israel’s prime minister, he said, “I won’t allow the Israeli delegation to be part of a cynical public relations charade by a regime that denies that Holocaust and calls for our destruction.”Rouhani said in English in the interview that “I would like to say to [the] American people: I bring peace and friendship from Iranians to Americans.” The Iranian president reiterated that he would like to take serious confidence-building steps with the United States, but that such a detente would require efforts by both sides.The US broke diplomatic relations with Iran in 1980, shortly after 52 American diplomats were held hostage in the US embassy in Tehran for over a year.

Obama to Palestinians: Peace won’t be easy

At UN meet, Abbas tells US president he is fully committed to peace talks aimed at establishing a Palestinian state

US President Barack Obama acknowledged on Tuesday that Israeli-Palestinian peace talks were difficult, but insisted a two-state solution was “the best way, the only way” to ensure a better future for the two peoples.“None of us are under any illusion that this would be easy,” Obama said at a press event shortly before the two leaders met on the sidelines of the UN General Assembly gathering underway in New York.

The talks have “already entailed significant political risk by President Abbas, as well as Prime Minister Netanyahu,” Obama said. “Sitting directly at the table, we’ve seen Palestinian and Israeli representatives discuss some of the most difficult issues that have been roadblocks to peace for too long.”He added: “But I think the reason that they’ve been willing to take those risks is they realize this is the best way, the only way, for us to achieve what should be our goal: two states living side-by-side in peace and security. It’s right for Palestinian children. It’s right for Israeli children.”Obama praised Abbas, saying, “President Abbas I think has consistently rejected violence, has recognized the need for peace, and I’m grateful to him for his efforts.”

The US president was also careful to emphasize American support for the fragile rule of the Palestinian Authority.“The Palestinian Authority has been a critical mechanism to improve governance and increase transparency in the West Bank. Obviously, the Palestinian Authority operates under significant constraints, including resource constraints. But we think it’s very important that we continue to support efforts that have been made by the Authority, for example, to improve internal security and professionalize security forces inside the Authority. And that, I think, lays also an important foundation for the kind of economic development and governance that will be critical for an independent Palestinian state.”Abbas thanked Obama for his support, and “all the support that the US is extending to the Palestinian people to build the institutions of the future Palestinian state, which hopefully will materialize very soon with your support and continued assistance.”He called the talks a “historic opportunity” and insisted the Palestinian side was “fully committed to the peace process so that we can reach a final settlement that ultimately will lead to the creation of an independent Palestinian state that would live side-by-side in peace and security with Israel.”Like Obama, he also said the Palestinians “have no illusions that peace will be easy or simple. And we have to overcome several difficulties, but we realize that peace in the Middle East is not just important for the Palestinians and Israelis, it’s important for the entire region and the world. President’s persistent juxtaposition of nuclear issue and peace process shows he’s willing to be tough on Tehran — but insists, too, on progress with the Palestinians

Iran for Palestine — those three words sum up the key message Barack Obama directed to Prime Minister Benjamin Netanyahu in his speech Tuesday to the United Nations General Assembly.The American president’s 42-minute address provided analysts and pundits with plenty of fodder for dissection: He discussed at length the civil war in Syria, the nuclear standoff with Iran, and the future of the Israeli-Palestinian peace process. (He also took a swipe or two at Russia, but made no mention of Japan, India, the Koreas or Myanmar, while citing Israel 15 times, Palestine 11 times, and Iran 25 times.)There was nothing deeply surprising for Israeli ears in what the president said. He had made his position on Syria abundantly clear in recent weeks, and it was expected that he would cautiously embrace Iran’s current charm offensive. Even the stark assertion that Israelis increasingly recognize that “the occupation of the West Bank is tearing at the democratic fabric of the Jewish state” was familiar; he had said much the same during his visit here in March.But what might have raised eyebrows in Jerusalem was Obama’s not-so subtle linkage of the Iranian nuclear threat with the Israeli-Palestinian peace process.“In the near term, America’s diplomatic efforts will focus on two particular issues: Iran’s pursuit of nuclear weapons, and the Arab-Israeli conflict,” Obama said, opening the central, major section of his speech. “While these issues are not the cause of all the region’s problems, they have been a major source of instability for far too long, and resolving them can help serve as a foundation for a broader peace.”The president went on to talk about the mistrust that exists between Tehran and Washington, and while acknowledging that he doesn’t believe “this difficult history can be overcome overnight,” stressed an emphatic preference for solving the nuclear standoff through diplomacy.

Obama warmly welcomed the “more moderate course” Iran’s new president Hasan Rouhani wants to pursue, mentioning that the new, friendlier face of the Islamic Republic recently endorsed a longstanding fatwa against nuclear arms. While reiterating that the US is “determined to prevent” Tehran from acquiring such weapons, he refrained from issuing an explicit direct threat of military force. Only in an earlier, more general of his speech, did he say that “The United States of America is prepared to use all elements of our power, including military force,” to secure its “core interests in the region.”In the Iranian context, the president eschewed the usual “all options are on the table,” and also abstained from warning of further sanctions. Rather, Obama emphasized “mutual interests and mutual respect” and highlighted Iranians’ right “to access peaceful nuclear energy.”For diplomacy to succeed, he said, Iran’s “conciliatory words will have to be matched by actions that are transparent and verifiable.” He did not say what would happen if this did not transpire.And then, immediately after talking about Tehran’s nuclear program, the leader of the free world turned to “a conflict that goes back even further than our differences with Iran: the conflict between Palestinians and Israelis.”The obvious juxtaposition of the two, not directly related issues, suggested that Obama seeks to revive a venerable formula known in Hebrew as “Gar’in tmurat Falestin” — the nuclear issue in exchange for Palestine.Knowing that Netanyahu sees the prevention of a nuclear armed Iran as an absolute imperative — it’s his life’s mission, one that he’s absolutely obsessed with, people close to the prime minister intimate — the linkage offered the interpretation that Obama remained determined to thwart Iran’s nuclear quest, but also to ensure that Jerusalem show itself increasingly forthcoming on the Palestinian quest for statehood.While both the White House and the Prime Minister’s Office categorically deny any such connection between the two issues, analysts have long assumed that Obama has in the past suggested just such an equation.In a recent interview with Haaretz’s Ari Shavit, outgoing Israeli ambassador to the US Michael Oren implicitly confirmed that the “Gar’in tmurat Falestin” had been tried, unsuccessfully.“Would you agree that the right deal was an obvious deal: Palestine for Iran. But this deal was not brought to fruition. Obama did not stop Iran and Netanyahu did not take historic action on Palestine,” Shavit asked Oren.

“That’s correct,” Oren replied. “And it is disappointing. But we haven’t reached the end of the story yet. Look where we were in the spring of 2009 and look where we are now. Today there’s no talk of containment of a nuclear Iran and they’re not demanding a settlement freeze from us. There’s been a dynamic in US policy and the dynamic was in our direction.”With Obama having specified Tuesday that the Iranian nuclear issue and the Israeli-Palestinian conflict are the two current key focuses of his foreign policy, Netanyahu will likely hear from the president, at their meeting in the White House scheduled for next Monday, the promise of a firm American stance on the nuclear issue and the expectation of a generous Israeli position regarding Palestinian peace negotiations.“Real breakthroughs on these two issues — Iran’s nuclear program, and Israeli-Palestinian peace — would have a profound and positive impact on the entire Middle East and North Africa,” Obama promised on Tuesday, linking the two again.
